Niedriglohnarbeitsmarkt

Der Ausbau des Niedriglohnsektors sollte Ende der 1990er Jahre die hohe Arbeitslosigkeit reduzieren. Als Niedriglohn gilt ein Arbeitsentgelt, das trotz Vollzeitbeschäftigung keine angemessene Existenzsicherung gewährleistet – die OECD definiert den ihn als einen Bruttolohn, der unterhalb von zwei Dritteln des nationalen Medianbruttolohns aller Vollzeitbeschäftigten liegt. Betroffen von Niedriglöhnen sind überdurchschnittlich häufig Personen ohne beruflichen Abschluss, jüngere Erwerbstätige und Frauen.

    "This article calls for a critical revaluation of the case for asset-based welfare as a progressive strategy for greater social inclusion. Whilst there is a strong case for helping low-income households to build a financial cushion, the idea that there is a stronger 'asset-effect' - with positive benefits beyond financial stability and access to goods and services - is unsupported by current evidence. Recent interpretations of that evidence have tended to claim a unique asset-effect that could in fact be achieved by other means. The idea of an asset-effect is also normatively opaque in the current debate, with little clarity on the deeper issue of the individual behaviours that the 'effect' is intended to create. This leaves an ambiguity in the relationship between asset-based welfare and the rights and duties of citizenship; a lacuna that is easily exploited by ideologies of self-sufficiency at the expense of more egalitarian accounts of social inclusion."     "Unpredictability is a distinctive dimension of working time that has been examined primarily in the context of unplanned overtime and in male-dominated occupations. The authors assess the extent to which female employees in low-skilled retail jobs whose work schedules are unpredictable report greater work -- life conflict than do their counterparts with more predictable work schedules and whether employee input into work schedules reduces work -- life conflict. Data include measures from employee surveys and firm records for a sample of hourly female workers employed across 21 stores of a U.S. women's apparel retailer. Results demonstrate that, independent of other dimensions of nonstandard work hours, unpredictability is positively associated with three outcomes: general work -- life conflict, time-based conflict, and strain-based conflict as measured by perceived employee stress. Employee input into work schedules is negatively related to these outcomes.     "This paper reports about a randomized experiment in which training vouchers of EURO1000 were given to low-skilled workers. The vouchers increase training participation by almost 20 percentage points in two years, relative to a base rate of 0.45. This increased participation comes at a substantial deadweight loss of almost 60%. Consistent with predictions from human capital theory, we find that vouchers cause a shift towards more general forms of training. We do not find any significant impact of the program on monthly wages or on job mobility. The program does, however, have a significant impact on future training plans. Compared to always-takers, new trainees are more often male, more risk averse, work shorter hours and are less likely to have participated in training prior to treatment.     "- Im Jahr 2012 arbeiteten 24,3% aller abhängig Beschäftigten für einen Stundenlohn unterhalb der bundeseinheitlichen Niedriglohnschwelle von 9,30 EURO.
    - Die Zahl der Niedriglohnbeschäftigten ist seit 1995 von 5,9 auf 8,4 Millionen im Jahr 2012 gestiegen, was einer Zunahme um rund 2,5 Millionen (bzw. 42,1%) entspricht. Der prozentuale Anstieg der Niedriglohnbeschäftigung war in Westdeutschland weitaus höher als in Ostdeutschland.
    - Der Anteil der Beschäftigten, die bei einem Mindestlohn von 8,50 EURO Anspruch auf eine Lohnerhöhung hätten, liegt je nach Berechnungsweise des Stundenlohns und der Grundgesamtheit zwischen 13,6% und 19,7% der abhängig Beschäftigten.
    - Zur Ausgestaltung und Umsetzung des gesetzlichen Mindestlohns sind noch wichtige Punkte offen. Dies betrifft z.B. die Erfassung der tatsächlichen Arbeitszeiten und die Frage, ob Zulagen und Sonderzahlungen bei der Einhaltung des Mindestlohns angerechnet werden dürfen.
    - Ausnahmeregelungen sollten eng begrenzt bleiben, weil sonst ein Wettbewerb zwischen Beschäftigtengruppen mit und ohne Mindestlohnanspruch entfacht wird. Zudem würden Ausnahmen die Durchsetzung und Kontrolle des Mindestlohns deutlich erschweren." (Autorenreferat, IAB-Doku)

    Abstract

    Das vorgestellte Forschungsprojekt beschäftigt sich mit der Frage, inwiefern die Erwerbschancen für gering Qualifizierte über eine lernförderliche Gestaltung von Einfacharbeit zu erhöhen sind. In diesem Zusammenhang ist auch von Belang, wie sich die Qualifikationsanforderungen in bestimmten Bereichen einfacher Arbeitstätigkeiten entwickeln und welche Schlussfolgerungen sich daraus für die Beschäftigungschancen gering Qualifizierter ziehen lassen. Das Projekt zeichnet sich durch einen komplexen Zugriff auf die zu behandelnde Problemstellung aus. Dabei werden Erkenntnisse über die Struktur und Verteilung einfacher Arbeit, der Qualifikationsanforderungen an Arbeitsplätzen und Einstellungsstrategien von Unternehmen sowie Arbeitsmarktprozesse verknüpft mit spezifischen Lernbedürfnissen von gering Qualifizierten, der Bewertung von Verfahren der Lernförderlichkeitsmessung sowie Konzepten der lernförderlichen Gestaltung von Arbeit und arbeitsintegrierten Qualifizierungsformen. Im empirischen Teil der Arbeit werden die Ergebnisse qualitativer Fallstudien vorgestellt. Die Fallbeispiele zeigen hinsichtlich einer lernförderlicheren Arbeitsumgebung in der Einfacharbeit einen Vorsprung der Industriebetriebe im Vergleich zum Dienstleistungsbereich. Dies betrifft vor allem Arbeits- und Beschäftigungsbedingungen, gilt aber auch für einige Dimensionen von Lernförderlichkeit, vor allem Abwechslungsreichtum der Tätigkeit (Variabilität) und Handlungsspielräume von Beschäftigten an ihrem Arbeitsplatz (Selbständigkeit).     "This study examined career development and early employment experiences for four young adults with intellectual and developmental disabilities. Researchers used a multiple-method, multiple case-study longitudinal design to explore career development within the context of family systems, high school and transition programs, adult services, and early and continued experiences in the labor market. Data sources included school and rehabilitation records, job observations, and interviews with young adults, family members, high school special education personnel, employers, and adult agency staff (N = 39). During the early career years, participants maintained stable employment, but earned annual wages well under the federal poverty line. Employment opportunities seemed to be influenced by family advocacy and expectations, schoolbased work experiences, job development services, and work environments."     "In response to structurally poor job prospects for the least skilled, a number of European countries have introduced measures to boost domestic services employment. No country has done so with more fervour than Belgium. Belgian consumers can use the so-called 'Service Vouchers' to pay for a limited but high volume range of domestic services like cleaning, washing and ironing. It is probably the most heavily subsidized scheme of its kind in Europe - more than 70 per cent of the cost of services rendered to individual consumers is borne by the state. Not surprisingly, the scheme has proved tremendously popular. This contribution argues that the scheme is facing a number of particular problems and challenges. While initially many of the people employed under the scheme had experienced past unemployment spells, new recruitment has increasingly drawn on the ranks of those already in work. Furthermore, entrapment in service voucher jobs is rife, going against the purported objective of the scheme in offering a stepping stone to the regular market. Another worrying aspect is that there is some evidence of partial displacement of regular skilled workers. The principal winners are the generally highly educated, relatively well-earning service voucher users who can now outsource domestic chores at a bargain price in the regular market, gaining leisure and care time as well as getting in return more trustworthy, reliable and better quality services than would otherwise be obtainable."     "In a random search environment with two racial groups each composed of identical numbers of high and low productivity workers, firms use an imperfect screening device (interviews) to control hiring. If inconclusive interviews lead firms to hire majority workers but not minority workers, then the unemployment pool for majority workers is of higher average quality. This can justify the initial hiring choices. Color-blind hiring always eliminates racial disparities but is not necessarily beneficial; in the USA it would improve welfare with only a brief small increase in white unemployment."     "The 2014 edition of the OECD Employment Outlook provides an in-depth review of recent labour market trends and short-term prospects in OECD countries. It zooms in on how the crisis has affected earnings, showing that the low paid have not been spared from a substantial slowdown in real wage growth. While more subdued earnings growth can help to restore competitiveness and employment growth, which is essential to drive down unemployment, the quality of the jobs being created also matters. The complexity of job quality can be captured through three dimensions: earnings; labour market security; and quality of the work environment. There are large differences across countries in each of these dimensions, but there is no need to trade off job quality for quantity: some countries manage to do well on both counts. Non-regular employment can have an adverse impact on job quality, especially in terms of employment security and the difficulties of moving to a job with a permanent contract. Reform to employment protection legislation is necessary in some countries to reduce high levels of non-regular jobs. Skills are a key determinant of a person's chances of working in a highquality job, as new results from the OECD's international Survey of Adult Skills show. This depends not just on the skills workers already have, but also on how these skills are used in the workplace, which in turn reflects countries' labour market institutions and policies.

    "Niedriglohnbeschäftigung und Einkommensungleichheit haben in Deutschland zugenommen. Niedriglöhne sind kein Randphänomen mehr oder lediglich 'Zusatzeinkommen', sondern rund zwei Drittel der Niedriglohnbezieher und -bezieherinnen sind Haupternährer ihrer Haushalte. Sie gleichen in ihren Charakteristiken mehr und mehr den übrigen Arbeitnehmerinnen und Arbeitnehmern und gehören zu 70 Prozent Haushalten an, deren Haushaltseinkommen unterhalb des Medianeinkommens liegt.     "Aus welchen sozialversicherungspflichtigen Beschäftigungsverhältnissen kamen Personen, die im Jahr 2010 Arbeitslosengeld I erhielten? Gut 80 Prozent waren zuvor vollzeitbeschäftigt. Von diesen waren gut die Hälfte oberhalb der gängigen Niedriglohnschwelle (Nicht-Niedriglohnsegment) tätig, knapp die Hälfte darunter (Niedriglohnsegment).
    Wie viele dieser Personen wechselten nach der Arbeitslosigkeit wieder in eine Beschäftigung? Knapp zwei Drittel nahmen innerhalb von 18 Monaten wieder eine sozialversicherungspflichtige Vollzeit- oder Teilzeittätigkeit auf. Zuvor Vollzeitbeschäftigte verblieben dabei überwiegend im selben Lohnsegment - also im Nicht-Niedriglohnbereich bzw. im Niedriglohnbereich.
    Zuvor vollzeitbeschäftigte Männer kamen - anders als Frauen - am häufigsten aus dem Nicht-Niedriglohnsegment und wechselten später auch wieder in dieses.
    Niedrig entlohnte neue Jobs endeten im Durchschnitt wieder schneller als besser bezahlte Tätigkeiten.
    Frühere Vollzeitbeschäftigte, die mehr als den Niedriglohn verdienten, erlebten nach dem Bezug von Arbeitslosengeld I häufiger eine Lohneinbuße als einen Lohnzuwachs von mindestens 10 Prozent. Hingegen realisierten frühere Vollzeitbeschäftigte im Niedriglohnsegment häufiger einen entsprechenden Lohnzuwachs als eine entsprechende Lohneinbuße." (Autorenreferat, IAB-Doku)

    "Zur Existenz und Verbreitung von Niedriglohnbeschäftigung liegen vielfältige Forschungsbefunde vor. Dagegen gibt es wenige wissenschaftliche Erkenntnisse darüber, wo Niedriglohnbezieher ansässig sind. Georeferenzierte Daten erlauben es erstmals, ihre räumliche Verteilung über Städte hinweg vergleichend sichtbar zu machen und zu untersuchen.     "Arm trotz Arbeit, das erleben immer mehr Menschen in Deutschland. Von der eigenen Arbeit leben zu können ist inzwischen fast zu einem Privileg geworden. Es geht nicht um Luxus, sondern um die Existenzgrundlage in einem reichen Land. Der Beitrag 'Über die Runden kommen' zeigt, wie es ganz unterschiedliche Frauen in ganz verschiedenen Berufen und Lebenssituationen trifft. Zwar sinken die Arbeitslosenzahlen, doch nehmen die prekären Beschäftigungsverhältnisse in Deutschland zu, wie der Beitrag 'Das Märchen vom Jobwunder' beschreibt. 'Warenverräumerinnen' stocken im Minijob für fünf Euro die Stunde die Regale in Supermärkten auf; Floristinnen verdienen selbst tariflich weniger als das; Zeitungszustellerinnen kommen, wenn sie flott arbeiten, auf drei Euro. Das sind nur einige Beispiele aus dem Niedriglohnsektor. Einen gesetzlichen Mindestlohn gibt es noch nicht, und selbst ein Vollzeitjob garantiert heute keine eigenständige Existenz mehr. Besonders Frauen sind prekären Arbeitsverhältnissen ausgesetzt, und zwar in den unterschiedlichsten Berufssparten. Da wird immer mehr (Schein-)Selbständigkeit gefördert und gefordert, und das Risiko trägt die 'Unternehmerin'; gesetzliche Regelungen aus Angestelltenverhältnissen greifen nicht mehr. Selbständige Frauen tragen dabei noch höhere Risiken als Männer: weil sie schwanger werden können, Kinder erziehen oder Angehörige pflegen. Es fehlen die sozialen Errungenschaften wie Mutterschutz, bezahlter Urlaub und Bezahlung im Krankheitsfalle, ein arbeitsfreies Wochenende, der Feierabend, Sorglosigkeit und Familienzeit.     "It is now a widely acknowledged fact that the low-educated workers are facing important risks of labour market exclusion in modern economies. However, possessing low levels of educational qualifications leads to very different situations from one country to another, as the cross-national variation in the unemployment rates of these workers attest. While conventional wisdom usually blames welfare states and the resulting rigidity of labour markets for the low employment opportunities of low-educated workers, empirical evidence tends to contradict this predominant view. Using microdata from the International Adult Literacy Survey that was conducted between 1994 and 1998, we examine the sources of the cross-national variation in the employment disadvantage of low-educated workers in 14 industrialized nations. In particular, we test the validity of the conventional theories concerning the supposedly harmful effect of labour market regulation against a new and promising hypothesis on the importance of cognitive skills for the employment opportunities of the low-educated workers. Our findings support the latter and suggest that the greater the cognitive gap between the low-educated workers and those with intermediate education, the lower the chances of being employed for the former relatively to their higher educated counterparts."     "Die Arbeit ergänzt die bisherige Literatur zu Beschäftigungs-Spillover-Effekten von Mindestlöhnen, indem sie sich die Einführung des Mindestlohns und darauf folgende Lohnerhöhungen im Dachdeckerhandwerk zunutze macht. Mit einem Verhältnis von Mindestlohnniveau zu Medianlohn von ungefähr 1 muss die Betroffenheit in Ostdeutschland selbst im internationalen Vergleich als außerordentlich hoch eingestuft werden. Deshalb bietet die Branche die ideale Grundlage, um Beschäftigungseffekte entlang der gesamten Lohnverteilung zu untersuchen. Im Einzelnen betrachtet die Studie die Wahrscheinlichkeit, für Erwerbstätige mit und ohne bindenden Mindestlohn im Dachdeckergewerbe angestellt zu bleiben, und nutzt die Installationsbranche, die nicht von einem Mindestlohn betroffen ist, als einen geeigneten Vergleichssektor. Indem der kontrafaktische Lohn geschätzt wird, den die Vergleichsgruppe der Installateure in der Dachdeckerbranche erhalten würde, können Rückschlüsse auf die Beschäftigungseffekte entlang der gesamten Lohnverteilung gezogen werden. Die Ergebnisse weisen darauf hin, dass die Wahrscheinlichkeit, auch nach der Mindestlohneinführung in der Dachdeckerbranche weiter beschäftigt zu bleiben, gesunken ist. Dies trifft vor allem für Ostdeutschland zu, wo die Betroffenheit vom Mindestlohn besonders groß war. Allerdings scheint die Wirkung, die durch den Vergleich von Arbeitnehmern mit und ohne bindenden Mindestlohn festgestellt wurde, im intersektoralen Vergleich unterschätzt zu werden, was auf Beschäftigungs-Spillover hinweist. Zudem deutet der intersektorale Vergleich auf negative Beschäftigungsergebnisse für ostdeutsche Arbeitnehmer entlang der gesamten Lohnverteilung hin. Branchenvertreter vermuten, dass dies eher durch die Substitution von Arbeit durch Kapital hervorgerufen werden als durch Skaleneffekte. Unsere Erkenntnisse zu den Beschäftigungswirkungen von Mindestlöhnen sollten allerdings nicht mit der Gesamtwirkung des Mindestlohns gleichgesetzt werden, weil beispielsweise Ein- Personen-Unternehmen nicht in unserer Analyse erfasst werden. Außerdem sollte man angesichts der branchenspezifischen Rahmenbedingungen vorsichtig mit der Übertragbarkeit unserer Ergebnisse auf andere Sektoren umgehen. Trotz dieser Vorbehalte machen die vorliegenden Resultate die Notwendigkeit deutlich, die Analyse auch auf Beschäftigte auszuweiten, die nicht direkt vom Mindestlohn betroffen scheinen. Zudem stellen unsere Ergebnisse jegliche Versuche in Frage, Beschäftigungseffekte von Mindestlöhnen durch einen Vergleich von Arbeitnehmern mit und ohne bindenden Mindestlohn innerhalb eines bestimmten Sektors zu identifizieren."     "- 282 von 4.714 tariflichen Vergütungsgruppen aus 41 Wirtschaftszweigen liegen mit ihrer Eingangsstufe unterhalb von 7,50 EURO. Damit bewegen sich 6 % der tariflichen Vergütungsgruppen unterhalb von 7,50 EURO, weitere 5 % liegen über 7,50 EURO und unterhalb von 8,50 EURO. Insgesamt erreichen also 11 % der untersuchten Tarifgruppen nicht die Höhe des von den DGB-Gewerkschaften geforderten gesetzlichen Mindestlohns von 8,50 EURO.
    - In den letzten knapp anderthalb Jahren konnte durch neue Tarifabschlüsse eine Verbesserung der Tarifsituation im Niedriglohnbereich erreicht werden. Im September 2011 lag der Anteil der Tarifgruppen unterhalb von 8,50 EURO mit 13 % immerhin noch zwei Prozentpunkte höher als Ende 2012. Im März 2010 lag der Anteil mit 16 % noch 5 Prozentpunkte höher.
    - Insbesondere in den ausgeprägten Niedriglohnbranchen Hotel- und Gaststättengewerbe, Erwerbsgartenbau, Bewachungsgewerbe und Friseurhandwerk konnte die Zahl der Vergütungsgruppen unter 7,50 EURO gesenkt werden. In der Zeitarbeit/ Leiharbeit gibt es überhaupt keine Gruppe mehr in diesem Bereich. Zum Teil wanderten diese Gruppen in die nächste Einkommensklasse zwischen 7,50 und 8,49 EURO, aber auch in diesem Bereich gab es Verbesserungen." (Autorenreferat, IAB-Doku)

    "This paper contributes to the small but growing literature evaluating the health effects of the Earned Income Tax Credit (EITC). In particular, we use data from the National Survey of Families and Households to study the impact of the 1990 federal EITC expansion on several outcomes related to mental health and subjective well-being. The identification strategy relies on a difference-in-differences framework to estimate intent-to-treat effects for the post-reform period. Our results suggest that the 1990 EITC reform generated sizeable health benefits for low-skilled mothers. Such women experienced lower depression symptomatology, an increase in self-reported happiness, and improved self-efficacy relative to their childless counterparts. Consistent with previous work, we find that married mothers captured most of the health benefits, with unmarried mothers' health changing very little following the 1990 EITC reform."     "Although the working poor are a much larger population than the unemployed poor, U.S. poverty research devotes much more attention to joblessness than to working poverty. Research that does exist on working poverty concentrates on demographics and economic performance and neglects institutions. Building on literatures on comparative institutions, unionization, and states as polities, we examine the influence of a potentially important labor market institution for working poverty: the level of unionization in a state. Using the Luxembourg Income Study (LIS) for the United States, we estimate (1) multi-level logit models of poverty among employed households in 2010; and (2) two-way fixed-effects models of working poverty across seven waves of data from 1991 to 2010. Further, we replicate the analyses with the Current Population Survey while controlling for household unionization, and assess unionization's potential influence on selection into employment. Across all models, state-level unionization is robustly significantly negative for working poverty. The effects of unionization are larger than the effects of states' economic performance and social policies. Unionization reduces working poverty for both unionized and non-union households and does not appear to discourage employment. We conclude that U.S. poverty research can advance by devoting greater attention to working poverty, and by incorporating insights from the comparative literature on institutions."     "In der Öffentlichkeit wird zurzeit die Einführung eines flächendeckenden Mindestlohnes in Höhe von 8,50 Euro je Stunde diskutiert. Der Bundesrat hat hierzu eine entsprechende Gesetzesinitiative gestartet. Dabei stellt sich die Frage, wie viele Menschen von einem Mindestlohn dieser Höhe betroffen wären. Die vorliegende Analyse ergibt, dass im Jahr 2011 in Ostdeutschland etwa 25% und in Westdeutschland knapp 12% der Beschäftigten für einen vereinbarten Bruttostundenlohn von weniger als 8,50 Euro arbeiteten. Die Relation des anvisierten Mindestlohnes zum Medianlohn beträgt in Ostdeutschland 71% und in Westdeutschland knapp 54%. In einzelnen Branchen wäre diese Relation jedoch wesentlich höher. Im ostdeutschen Gastgewerbe und in der ostdeutschen Land- und Forstwirtschaft/Fischerei würde der Schwellenwert von 8,50 Euro sogar über den im Jahr 2011 in diesen Branchen gezahlten Medianlöhnen liegen. Betrachtet man statt des vereinbarten den effektiven Bruttostundenlohn, der u. a. unbezahlte Überstunden einbezieht, so steigt die Zahl der im Jahr 2011 für weniger als 8,50 Euro pro Stunde beschäftigten Arbeitnehmer auf 32% (Ostdeutschland) bzw. 17% (Westdeutschland)."     "In den vergangenen beiden Jahrzehnten ist die Zahl der Selbständigen in Deutschland kräftig gestiegen. Dies ist fast ausschließlich auf die Entwicklung bei allein tätigen Selbständigen (Solo-Selbständigen) zurückzuführen. Besonders stark hat sich dabei die Zahl selbständiger Frauen erhöht. Auch wenn ein Teil der Solo-Selbständigen hohe Einkünfte erzielt, liegt das mittlere Einkommen dieser Erwerbstätigengruppe unter dem der Arbeitnehmer. Viele kommen über Einkünfte, wie sie Arbeitnehmer im Niedriglohnsektor beziehen, nicht hinaus. Der Anteil der Geringverdiener unter den Solo-Selbständigen ist zwar seit Mitte der letzten Dekade gesunken, er liegt aber immer noch bei knapp einem Drittel oder etwa 800 000 Personen. Eine Solo-Selbständigkeit ist häufig nur eine vorübergehende Beschäftigungsform. Die meisten der Solo-Selbständigen, die ihr Geschäft aufgeben, wechseln in eine abhängige Beschäftigung. Dies mag auch daran liegen, dass für manche der Gang in die Selbständigkeit wegen fehlender Beschäftigungsalternativen ohnehin nur eine Notlösung war.     "Alle im Bundestag vertretenen Parteien treten inzwischen für Mindestlohnregulierungen ein, deutlich unterschiedliche Positionen gibt es jedoch hinsichtlich der Gestaltung und der Höhe. In der Untersuchung wird gezeigt, dass bei einem allgemeinen gesetzlichen Mindestlohn vor allem die Löhne von geringfügig Beschäftigten, Frauen, Personen ohne Berufsausbildung und Arbeitnehmern, die nicht im gelernten Beruf tätig sind, sowie von Beschäftigten in Ostdeutschland angehoben werden müssten. Betroffen wären insbesondere Kleinstbetriebe sowie Anbieter konsumnaher Dienstleistungen, kaum indes Wirtschaftszweige, die unmittelbar dem internationalen Wettbewerb ausgesetzt sind. Generell müsste ein Mindestlohn nach den Ergebnissen der ökonomischen Forschung nicht mit Arbeitsplatzverlusten einhergehen. Es gibt aber Hinweise darauf, dass die Wirkungen stark von der Höhe der festgesetzten Lohnuntergrenze abhängen. Durch einen Mindestlohn könnte zwar die Lohnspreizung verringert werden, und Gerechtigkeitsvorstellungen, wie sie von einer großen Mehrheit der Bevölkerung in Deutschland geteilt werden, würden so weniger verletzt als gegenwärtig. Zu einer Einebnung der Ungleichheit bei den verfügbaren Einkommen der privaten Haushalte und zu einer wesentlichen Verringerung von Armut käme es aber nicht. Ebenfalls wäre nicht zu erwarten, dass die Zahl derjenigen Arbeitnehmer, die Leistungen nach Hartz IV beziehen (Aufstocker), stark zurückginge. Ein kräftiger gesamtwirtschaftlicher Kaufkraftschub ist ebenfalls nicht anzunehmen. Die Einführung eines allgemeinen Mindestlohns in Deutschland wäre ein Feldexperiment, das mit Bedacht angegangen werden sollte. Aus wissenschaftlicher Sicht sollte beim Einstieg das Niveau nicht zu hoch angesetzt werden, und die Wirkung des Mindestlohns müsste sorgfältig beobachtet werden. Erweist sich ein allgemeiner Mindestlohn als unschädlich für die Beschäftigung, sollte sein Niveau zügig angehoben werden. Bei der Einführung ist darauf zu achten, dass die Regulierung nicht unterlaufen wird - etwa durch unbezahlte Mehrarbeit oder durch die vermehrte Beschäftigung in Form von Minijobs oder Werkverträgen." The paper differentiates between outsourcing potential and international tradability and systematically uses a large set of potential determinants of organizational and spatial relocation derived from the existing literature on offshoring. Applying principal component analysis, we are able to compute two indicators explaining both the outsourcing potential and the international tradability of an individual employee according to the characteristics of the job performed. The results show that there is significant variation along the two dimensions across tasks, occupations, and industries. We apply our results to analyze the effects of outsourcing potential and international tradability on individual income and find that especially the latter has a negative effect. Our analysis uses a sample of long-term unemployed young women. Observing their labour market histories from 1998 to 2001, we implement the 'timing of events' method to identify the treatment effect. Our results suggest that participation in the policy has a significantly positive effect on the transition to regular employment. Participation reduced the survivor rate in unemployment by 27% points 1 year after the start of the programme. The time spent in the programme did not affect the transition to regular employment." In Degraded Work, Marc Doussard demonstrates that this decline in wages and working conditions is anything but the unavoidable result of competitive economic forces. Rather, he makes the case that service sector and other local-serving employers have boosted profit with innovative practices to exploit workers, demeaning their jobs in new ways - denying safety equipment, fining workers for taking scheduled breaks, requiring unpaid overtime - that go far beyond wage cuts. Doussard asserts that the degradation of service work is a choice rather than an inevitability, and he outlines concrete steps that can be taken to help establish a fairer postindustrial labor market.
    Drawing on fieldwork in Chicago, Degraded Work examines changes in two industries in which inferior job quality is assumed to be intrinsic: residential construction and food retail. In both cases, Doussard shows how employers degraded working conditions as part of a successful and intricate strategy to increase profits. The previous literature found little evidence of an adverse impact of the NMW on the UK labor market. We focus on the age-related increases in the NMW at 18 and 22 years of age. Using regression discontinuity design, we fail to find any effect of turning 22. However, we find a significant and negative employment effect for male workers at 21, which we believe to be an anticipation effect. We also find a negative effect for both genders upon turning 18. The age-related NMW increases may have an adverse effect on employment of young workers, with this effect possibly occurring already well in advance of reaching the threshold age." To capture the gradual decline in unemployment for young workers as they age, the standard search model is extended so that workers gain experience when employed. Experienced workers have higher average productivity and lower job finding and separation rates that match wage and worker flow data. In this environment, minimum wages can have large effects on unemployment because they interact with a worker's ability to gain job experience. The increase in minimum wages between 2007 and 2009 can account for a 0.8 percentage point increase in the steady state unemployment rate and a 2.8 percentage point increase in unemployment for 15-24 year old workers in the model parameterized to simulate outcomes of high school educated workers.     "Der Beitrag geht aufgrund eigener empirischer Untersuchungen und zahlreicher Hinweise aus Forschungen zu prekärer Arbeit und sozialer Mobilität von der These aus, dass immer mehr Individuen unterschiedlicher sozialer Schichtungen mit Statusunsicherheiten, brüchigen Statuskombinationen und Statusverlustängsten umgehen müssen. Dennoch bleiben sowohl die Auswirkungen dieser Statusturbulenzen auf das subjektive Erleben von Individuen, deren Handlungsstrategien und Zukunftserwartungen als auch das Verhältnis von Prekarisierungsprozessen und sozialer Positionierung Leerstellen in der wissenschaftlichen Diskussion. Um diese Lücken zu schließen, wird vorgeschlagen, das lange Zeit in der Ungleichheitsdiskussion eher randständige Konzept der Statusinkonsistenz methodisch zu modifizieren und damit für die arbeitssoziologisch geprägte Prekarisierungsforschung nutzbar zu machen. Mit qualitativ-rekonstruktiven Forschungsansätzen ist es möglich, sozialbiografische Statusinkonsistenzen, die durch Veränderungen in der Arbeitswelt und die Einführung des SGB II entstehen, sichtbar zu machen sowie deren individuelle und gesellschaftliche Folgen zu untersuchen."     "Eine Analyse der Lohnschichtung auf Basis des Sozio-oekonomischen Panels zeigt, dass ein Mindestlohn in Höhe von 8,50 Euro je Stunde 19 Prozent aller abhängig Beschäftigten tangieren würde -- ein im europäischen Vergleich sehr hoher Wert. Besonders betroffen wären Frauen mit einem Anteil von 24 Prozent, geringfügig Beschäftigte (63 Prozent) und Arbeitnehmer unter 25 Jahren (50 Prozent). Auch arbeitsplatzbezogene Merkmale haben einen großen Einfluss. So arbeiten bei Banken und Versicherungen nur 7 Prozent der Beschäftigten für einen Stundenlohn unter 8,50 Euro, im Gastgewerbe dagegen 60 Prozent. Ein niedriger Bruttostunden-verdienst geht jedoch nicht zwangsläufig mit einem niedrigen Einkommenswohlstand einher. Von dem Fünftel der Arbeitnehmer mit dem niedrigsten Bruttostunden-verdienst gehören nur 26 Prozent auch beim Äquivalenzeinkommen, das den Haushaltszusammenhang berücksichtigt, zum einkommensschwächsten Fünftel. Dies erklärt sich dadurch, dass Arbeitnehmer mit einem Stundenverdienst von unter 8,50 Euro mit ihrem Nettoverdienst nur zu 38 Prozent zum Haushaltsnettoeinkommen beitragen, nicht zuletzt weil sie nur in gut der Hälfte der Fälle in ihrem Haushalt das höchste Erwerbseinkommen erzielen. Daher liegt ihr Armutsrisiko mit 18 Prozent (Vollzeitarbeitnehmer: 14 Prozent) nicht im bedenklichen Maß über dem der Gesamtbevölkerung (14 Prozent).     "Über das Für und Wider gesetzlicher Mindestlöhne wird seit jeher sowohl auf politischer als auch auf wissenschaftlicher Ebene intensiv diskutiert. Für die Kritiker eines gesetzlichen Mindestlohnes stellt der potenzielle Anstieg der Arbeitslosigkeit das Hauptargument gegen gesetzlich vorgeschriebene Lohnuntergrenzen dar. Allerdings deutet die empirische Evidenz der vergangenen Jahre immer seltener auf den intuitiv zu erwartenden negativen Zusammenhang zwischen Mindestlöhnen und Beschäftigung hin. Insbesondere konnten bislang keine substanziellen negativen Effekte der Mindestlohneinführung in Großbritannien im Jahr 1999 identifiziert werden. Im Vordergrund der Untersuchung steht die Hypothese, dass die Mindestlohneinführung in Großbritannien zu einer Erhöhung der Effizienz in der Produktion der stärker betroffenen Unternehmen geführt hat. Diese Hypothese stützt sich auf das sogenannte 'Schock-Argument' des Mindestlohnes, wonach eine Mindestlohneinführung oder eine Mindestlohnerhöhung als exogener Schock für die betroffenen Unternehmen interpretiert wird. Anhand von Unternehmensdaten aus der Datenbank FAME sowie eines speziellen Datensatzes zur Branche der britischen Pflegeheime wird die Frage nach einer effizienzsteigernden Wirkung der Mindestlohneinführung in Großbritannien mithilfe der Data-Envelopment-Analyse untersucht, die erstmals in diesem Kontext angewendet wird. Die Ergebnisse lassen auf einen positiven Einfluss des Mindestlohnes auf die Effizienz der betroffenen Unternehmen schließen. Die Arbeit leistet somit einen wesentlichen Beitrag zur Erklärung des Phänomens beschäftigungsneutraler bindender Mindestlöhne." (Autorenreferat, IAB-Doku)

    Abstract

    "Low-wage subsidies are often proposed as a solution to the unemployment problem among the low skilled but the empirical evidence on their effects is still scarce. This paper examines the employment effects of a Finnish payroll tax subsidy scheme, which is targeted at the employers of older, full-time, low-wage workers. The system's clear eligibility criteria open up an opportunity for a reliable estimation of the causal impacts of the subsidy scheme. Our results indicate that the subsidy system had no effect on the employment rate or wages of the eligible groups, but it increased slightly working hours among those already at work."
