    "The article examines the evolution of migrant low-wage employment in the context of structural changes in the German labour market. By drawing on data from the Socio-Economic-Panel, it seeks to answer why low-wage jobs disproportionally rose among migrants since the late 1980s. It argues that while human capital characteristics mattered to some extent, institutional and organisational changes were more important to account for worsening earnings. When linking the findings to the broader debate about migration and labour market segmentation, several issues emerge. First, the extent of low-wage jobs is not fixed but shaped by historically specific segmentation patterns that may change over time. Second, whether less-skilled jobs are precarious and of low pay depend above all on the presence of inclusive labour market institutions and power relations between actors.     "This study explores how early career academics negotiate precarity in the higher education sector in the United Kingdom under the amplified uncertainties brought by the COVID-19 pandemic. Our preliminary findings based on the semi-structured interviews with nine early career academics (six women and three men) shed light on varying experiences of early career academic precarity with regard to working and life routines, and their participation in the job market. We argue that early career academics’ gender, employment status, and their university affiliations influence the degree to which they are able to instrumentalise and negotiate precarity during the pandemic in the UK."     "Though employment outside of regular daytime business hours has remained high since the 1990s, trends in nonstandard employment schedules over the life course and across households remain under-examined. The consequences of nonstandard scheduling extend to workers, their spouse, and children, urging greater attention to the distribution of nonstandard schedules at the couple-level. Using all three waves of the National Survey of Families and Households, this article examines the prevalence, persistence and sociodemographic patterns of rotating and night employment at the couple-level, following 913 married couples in the United States as they aged from the late 1980s to early 2000s. Though aging reduced the likelihood that couples had one or both spouses working nonstandard hours, roughly one-third of couples with nonstandard scheduling continued to experience nonstandard schedules during the subsequent observation period. Nonstandard schedules were stratified by education and race/ethnicity. This stratification persisted as couples aged, even after controlling for prior work schedules. Findings suggest that disadvantaged couples remain disproportionately exposed to schedules associated with negative outcomes for family well-being across the life course."     "It is well understood that adverse economic shocks affect workers nonuniformly. We explore a new channel through which unequal employment outcomes may emerge during a downturn: displacement through the extensive margin of establishment deaths. Intuitively, workers who are concentrated in less resilient establishments prior to an economic decline will be disproportionately affected by its onset. Using rich administrative employment and establishment data for the United States, we show that Black workers bore the brunt of the Great Recession in terms of within-industry employment changes arising from establishment deaths.     "Much-debated and researched, the subject of precarious work remains at the forefront of academic and policy discourses. A development of current interest is the reported growth of employment flexibility and increase in non-standard and atypical work, regarded by some as contributing to the emergence of a class-like 'precariat' of insecure and marginalised workers. However, this precariat framework remain largely untested and underexplored. Using in-depth narratives from 77 semi-structured interviews with workers from groups within the precariat spectrum, in this article the authors address this gap. The study finds that cohesion within and between these groups is overstated, and worker collectivisation far from apparent. As a result, this diversity of group dynamics, attitudes and experiences challenges not only negative conceptualisations of the precariat in the literature, but the theoretical validity of the precariat framework itself."     "With the advent of low-cost employment systems for pilots in commercial airlines, we address two questions: What are experienced UK-based, commercial airline pilots’ perspectives on their current professional standing? What are their perspectives on current precarious employment in commercial airline piloting? Analysis of qualitative data from 28 pilots in commercial, passenger carrying airlines reveals declining professional standing and increasing precarious employment, alongside enduring aspects of professionalism. The corollary is that precarious professional employment is an emerging, pervasive type of low-cost employment system in the studied context. In terms of theoretical implications, our study highlights the need for exactness in understanding the complexities of declining professional standing and increasingly precarious employment. Our analysis offers an exact term, pilot-cariat, to encapsulate contemporary, UK-based and experienced commercial airline pilot employment. Further research may reveal more of what we call cariats in other occupations with responsibility for lives in similarly cost constrained and management agency contexts."     "The article addresses the question of how individuals with non-standard work or family histories fare under different national pension systems in terms of their individual and household income in old age. It provides a comprehensive overview of the relationship of life course with later life individual and household income, and thereby goes beyond previous research that either focuses on one or the other. Life history data for 12 European countries of the Survey of Health, Ageing and Retirement in Europe (SHARE) are used to examine old age individual and household income of individuals (a) with non-standard working histories (e.g., non-standard employment or unemployment), (b) with family instabilities (e.g., divorce or single parenthood). The results show that non-employment and low-status employment are old age income risks for both genders. Having children represents a burden for household income and for women's individual income only if associated with employment interruptions. Cross-national variation is stronger for the relationship of old age income with the employment history than with the fertility history. Especially Beveridge-plus countries that provide unconditional basic pension schemes mitigate previous life course inequality." Anhand von Erwerbsverläufen von gering qualifizierten Arbeitskräften in der Schweiz untersucht dieser Beitrag Beschäftigungsfähigkeit als dynamische Wechselwirkung zwischen Orientierungen und Erwerbshandeln des Subjekts und institutionellen Regulierungen und Praktiken von Betrieben, Branchen und Sozialstaat. Die Analyse beruht auf qualitativen Interviews mit Arbeitskräften, Betrieben und Personalvermittlern. Die Mehrheit der befragten Arbeitskräfte war ein- oder mehrmals arbeitslos, aber nur ein Drittel der Erwerbsverläufe war insgesamt prekär. Vielmehr waren stabile Verläufe am häufigsten, und es gab auch Aufstiegskarrieren. Branche, betriebliche Personalstrategien und außerberufliche Faktoren erwiesen sich als ebenso entscheidend für die Beschäftigungsfähigkeit wie individuelles Erwerbshandeln und Bildungsbemühungen."     "This paper analyses the impact of the pandemic crisis in a dual labour market, using monthly data covering the universe of individuals registered as unemployed in 278 Portuguese municipalities, between March and August 2020. Our event studies document a large causal impact of the pandemic of up to 40 percentage points increases in year-on-year growth rates of the monthly stock of unemployed. We document the asymmetric impact of the crisis by employing triple difference-in-differences. Younger workers, below the age of 35, are between 20% and 25% more likely to be unemployed, vis-à-vis the older than 55. Middle educated individuals are at least 15% more likely to be unemployed when compared to the highly educated ones. There are no differences across genders for transitions into unemployment, but women have lower job placements than men. The effects are exacerbated by the duality of the labour market: an increase of one standard deviation in the municipal share of temporary contracts causes a rise of 11.6% in the number of unemployment registries and magnifies the socio-demographic asymmetries. Our results can be interpreted as a lower bound of the impact of the crisis on the labour market, given the furlough scheme implemented in Portugal." (Author's abstract, IAB-Doku) ((en))

    "Research shows that union inclusion is critical to resisting precariousness, yet the role of institutional power is not adequately addressed. Through an investigation of eight retailers in four countries, this study uniquely examines how inclusive union strategies, cost competition and institutional power interact in different ‘spheres of action’. In the product market sphere, unions struggle to prevent labour cost competition between firms from eroding working conditions. In the production sphere, unions struggle to prevent labour cost competition between workers in a single firm from eroding working conditions. This article finds that multi‐level sources of institutional power are a precursor to effective union inclusion and articulating action towards threats from cost competition. I thereby argue that union efforts to resist precarious work are contingent on access to power from institutions.     "This article uses a new multidimensional indicator to measure precariousness among young workers across all EU-28 countries. This indicator measures both the incidence and intensity of precariousness. The analysis has involved five dimensions: wages, type of contract, type of working day, disempowerment, and job insecurity. Our database is the European Union Labour Force Survey for the period 2009–2016. The main indication of precariousness is low wages. We find high rates of precariousness for Mediterranean countries (because of low wages and temporary contracts), Denmark (low wages), and the Netherlands (expansion of involuntary part-time jobs). Central European countries have moderate rates, and most Continental and Eastern countries have low rates. We also find that a higher level of education is related to a lower probability of having a precarious job. Finally, we find a greater probability of having a precarious job among women in most countries, and non-statistically significant differences by country of birth."     "Monitoring precarious employment (PE) is crucial to design and evaluate policies tailored to enhance the quality of employment and to achieve more decent and sustainable labour markets. In that regard, the construction of theory-based multidimensional measurement instruments with data derived from well-established and periodically-conducted surveys stands out as an insightful opportunity to acquire so. Accordingly, this study aims to adapt the Employment Precariousness Scale (EPRES) to the available information in the European Working Conditions Survey VI (EWCS-2015), and to explore the psychometric properties and construct validity of the ensuing instrument, namely EPRES-E, in Spain. 13 items sorted in six dimensions (temporariness, disempowerment, vulnerability, exercise of rights, uncertain working times and wages) shaped the EPRES-E. In a sample of 2442 formal employees residing in Spain, item- and scale-level analyses were performed alongside omega reliability coefficients and confirmatory factor analyses (CFA). The scale exhibited good psychometric properties and reliability (ω = 0.80 for the EPRES-E score and near or above 0.70 for all subscales excepting “exercise of rights”). The factor structure was confirmed by CFA [χ2 (df) = 530.432 (58), p < 0.0001; CFI = 0.964; TLI = 0.951; RMSEA (95% CI) = 0.067 (0.062–0.073); all paths statistically significant]. Acceptability, however, was hampered by the large amount of non-response in the “earnings” variables (20.97%). In sum, the EPRES-E constitutes a promising instrument for the measurement of PE over time in Spain. Further studies should explore its comparability in the rest of the countries included in the EWCS as a first step towards the achievement of a European-wide monitoring system of the phenomenon."     "Comparing precarious employment (PE) across countries is essential to deepen the understanding of the phenomenon and to learn from country-specific experiences. However, this is hampered by the lack of internationally meaningful measures of PE. We aim to address this point by assessing the measurement invariance (MI) of the Employment Precariousness Scale for Europe (EPRES-E), an adaptation of the EPRES construct in the European Working Conditions Survey (EWCS). EPRES-E consists of 13 proxy-indicators sorted into six dimensions: temporariness, disempowerment, vulnerability, wages, exercise of rights, unpredictable working times. Drawing on EWCS-2015, MI of the second-order factor model was tested in a sample of 31,340 formal employees by means of (a) multi-group confirmatory factor analyses, and (b) the substantive exploration of EPRES-E mean scores in each country. The results demonstrate that threshold invariance holds for the first-order structure (dimensions) of 22 countries (Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Lithuania, Luxembourg, the Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland, UK), but only metric invariance is attained by the second-order structure. The latter is supported by the exploration of mean scores, where we found that different score patterns in each dimension lead to similar overall EPRES-E scores, suggesting that PE is configured by different sources within the six dimensions in each country according to their broader socio-political trajectories. We conclude that, although EPRES-E can be used for comparative purposes in 22 European countries, the scores of each dimension must be reported alongside the overall EPRES-E score."     "Various studies have shown that temporary workers participate less in training than those on permanent contracts. Human resources practices are considered to be an important explanation for this difference. We develop a theoretical framework for employers' provision of training that explicitly incorporates the costs and benefits associated with training investments in employees with different types of employment contracts. Our framework not only predicts employers to be less willing to invest in temporary workers due to the shorter time horizon associated with such an investment, but it also provides insights into how this willingness depends on characteristics of the training that are related to the expected costs and benefits of the training investment. A discrete choice experiment is used to empirically test the predictions from our theoretical framework. In line with our theoretical framework, we find that employers are less likely to invest in the training of temporary workers. This particularly holds when temporary workers do not have the prospect of a permanent contract with their current employer. Furthermore, we show that employers' likelihood of investing in temporary workers indeed depends on aspects related to the costs and benefits of training, that is, a financial contribution to the training costs made by employees, a repayment agreement that applies when workers leave the organisation prematurely, and the transferability of the skills being trained. Our findings can be used to increase employers' willingness to invest in temporary workers. However, similar effects are observed when looking at employers' willingness to invest in permanent workers, suggesting that it will be difficult to decrease the gap in employers' willingness to invest between temporary and permanent workers."     "Following a market-oriented approach, policies aimed at increasing labour flexibility by weakening employment protection institutions should enable firms to efficiently allocate resources, improve their capability to compete on international markets and adjust to economic cycle. This work documents the rise of non-standard (i.e. temporary and part-time) work in five European countries (Germany, France, Italy, the Netherlands and the United Kingdom) over the period 1994-2016 and investigate the nexus between the use of non-standard work and innovation performance using data for 18 manufacturing and 23 service industries. Contrary to the objectives that market-oriented policy recommendations promised to achieve, we show that there is a significantly negative association between the share of workers employed under non- standard contractual arrangements and the introduction of both product and process innovation. Furthermore, we show that the harmful consequences of the spread of non-standard work on firms' product innovation propensity are more pronounced in high-tech sectors." Die Ausübung temporärer Arbeit ermöglicht unter anderem ein Nahrungssystem, an das sich die beteiligten Staaten längst gewöhnt haben: Wir alle erwarten, jederzeit frisches Obst und Gemüse kaufen zu können. Dieses Angebot stellen vor allem saisonal eingesetzte Arbeitskräfte aus dem Ausland sicher. Wie gestaltet sich die Zusammenarbeit dieser Arbeitskräfte mit den arbeitgebenden Landwirten? In einem Forschungsfeld, das sich zwischen Rumänien und Rheinland-Pfalz erstreckt, beleuchtet Judith Schmidt die ökonomischen Perspektiven und Lebensgeschichten beider Akteursgruppen.     "Der vorliegende Artikel will empirisch untersuchen, in welcher Weise die europäischen Arbeitsmärkte segmentiert sind und wer zu den Outsidern gehört. Der Artikel will das bisher übliche dichotome Modell der Segmentierung des Arbeitsmarktes überwinden, das bisher oft ausschließlich auf der Analyse von Arbeitsbeziehungen beruht. Die vorliegende Studie definiert vielmehr prekäre Verhältnisse auf dem Arbeitsmarkt anhand einer multidimensionalen Betrachtung, die auch Aspekte wie Einkommen, berufliche Perspektiven und subjektive Unsicherheit einbezieht. Mit der Methode der latenten Klassenanalyse werden Daten aus der Europäischen Erhebung über die Arbeitsbedingungen 2015 verwendet, um die traditionelle Definition des Outsider-Status zu erweitern. Es lassen sich vier Arbeitsmarktsegmente definieren: Insider und drei unterschiedliche Typen von Outsidern: typische Outsider, perspektivlose Insider und subjektive Outsider. Betrachtet man hier den länderübergreifenden Aspekt, so lassen sich Unterschiede im Hinblick auf die Segmentierungsmuster und besonders in der Frage finden, wer die Outsider sind. Die Ergebnisse zeigen, dass die Untersuchung verschiedener Aspekte prekärer Arbeitsverhältnisse erforderlich ist, um die Komplexität postindustrieller Arbeitsmärkte erfassen zu können, und dass es unterschiedliche Outsider-Typologien in Europa zu beschreiben gilt, die für den Aufbau einer Gesellschaft mit stärkerem Zusammenhalt geschützt werden sollten."     "Using tax-based longitudinal microdata from 1985 to 2016, I document how the widening income distribution in Italy is driven by younger cohorts. Entry wages started to decrease around the mid-1990s, at the same time returns to experience of new entrants in the labour market declined. Falling wage growth is linked to the institutional changes that occurred in the Italian labour market in the decade across the 2000s. I examine the impact of Italian labour market reforms on cohort-specific wage inequality by looking at the relationship between the number of temporary job spells and individual earnings. Results confirm that young and high-skilled new entrants show higher wage differential in comparison to older workers and that the increase in temporary jobs is a crucial factor in explaining the cohort wage gap."     "This article explores the relational and moral aspects of the perception of class structure and class identifications by young people in objectively vulnerable labour market conditions in Poland and Germany. Drawing on 123 biographical interviews with young people in both countries, it demonstrates that young precarious Poles and Germans tend to identify themselves against the ‘middle class’ – understood variously in the two countries – and attribute the sources of economic wealth and social status in their societies to individual merits and entrepreneurship. Positioning oneself in the broad middle and limited identification with the precariat is explained by the youth transition phase, country-specific devaluation of class discourses and the effects of individualisation." Zum anderen werden die drei Anträge bewertet, die bei der öffentlichen Anhörung des Ausschusses für Arbeit und Soziales des Deutschen Bundestags am 22.2.2021 behandelt wurden: Demnach würde eine Erweiterung des Geltungsbereichs der Minijobs (Anhebung der Minijob-Schwelle und Dynamisierung) schon heute bestehende Probleme der Minijobs vergrößern. Der Brückeneffekt von Minijobs falle deutlich geringer aus, als bei der Einführung der Minijobs im Jahr 2003 erhofft und habe sich nur für eine Teilgruppe der Arbeitslosen bewahrheitet. Eine vollständige Abschaffung der Minijobs könne zwar deren Probleme lösen und auch die fiskalischen Wirkungen wären eher vorteilhaft – bei den Arbeitsangebotseffekten zeige sich allerdings ein differenzierteres Bild: Daher geht eine vollständige Abschaffung deutlich zu weit. Mit Blick auf bestimmte Personengruppen wie Schüler, Studierende und Rentner bedarf es abgestufter Regelungen. Außerdem erscheine es nicht praktikabel, ganz auf eine Bagatellgrenze zu verzichten."     "Across European countries, immigrants are disadvantaged in labor market attainment relative to natives: foreign-born individuals are less likely to be employed and more likely to be unemployed. Previous research indicates that immigrants’ employment chances are better when the share of low-skill jobs in the labor market is large. Upgrading of the job structure, which has taken place in many countries over recent decades, might therefore have hurt immigrants’ employment prospects. However, an exclusive focus on skill demand neglects another important development in the skill structure of advanced economies: educational expansion. The rapid rise in skill supply has tended to outpace the decline in the low-skill job share with increasing over-education as a consequence, potentially leading to crowding-out of immigrant workers from employment. Based on data from the European Union Labour Force Surveys (EU-LFS) 2004-2016, we perform analyses that jointly consider the demand and supply sides of labor markets. Our results indicate that the size of the low-skill job sector is positively related to immigrants’ employment if and only if those employed in the low-skill sector have low qualifications. In economies with high rates of over-education, where many well-educated natives occupy low-skill jobs, the labor market prospects of immigrants deteriorate." (Author's abstract, IAB-Doku) ((en))

    "Recent studies show that temporary workers postpone family formation transitions, but it remains unclear whether this effect is due to the lower income or the stronger perceptions of job insecurity that go with a temporary contract. To address this question, we link data from a large-scale survey among Dutch employees to longitudinal population register data on marriage and first births. Logistic regression models estimate the effects of temporary employment on marriage and first birth, and mediation analyses assess to what extent these effects are explained by income and perceptions of job insecurity. Results show that temporarily employed women delay first birth. There is also some evidence that temporarily employed men postpone marriage and first birth. These effects are partly explained by income, which increases marriage and first birth rates among men and women alike. Perceptions of job insecurity generally had little effect on family formation, although higher marriage rates were found among women who experienced affective job insecurity. Overall, this shows that it is their low income rather than their feelings of insecurity about future employment that explains why temporary employees postpone family formation."     "This paper evaluates the degree of income protection the tax-benefit system provides to atypical workers in the event of unemployment. Our approach relies on simulating transitions from employment to unemployment for the entire workforce in EU member states to compare household financial circumstances before and after the transition. Our results show that coverage rates of unemployment insurance are low among atypical workers, who are also more exposed to the risk of poverty, both while in work and in unemployment. Low work intensity employees are characterized by high net replacement rates. However, this is due to the major role played by market incomes of other household members. Finally, we show that in countries where self-employed workers are not eligible for unemployment insurance benefits, extending the eligibility to this group of workers would increase their replacement rates and make them less likely to fall into poverty in the event of unemployment."     Dargestellt wird die Entwicklung der Zahl und des Anteils der Beschäftigten in einem Normalarbeitsverhältnis sowie in einem atypischen Arbeitsverhältnis in den vergangenen 16 Jahren (nach Geschlecht, Alter, Staatsangehörigkeit sowie nach Ost und West, Branchen und Bundesländern differenziert). Nach Auswertungen des Mikrozensus durch das Statistische Bundesamt hatten von den 33,67 Millionen Kernerwerbstätigen im Jahr 2019 rund 26,83 Millionen bzw. rund 71 Prozent aller Kernerwerbstätigen ein Normalarbeitsverhältnis, d. h. ein abhängiges, unbefristetes Beschäftigungsverhältnis in Vollzeit außerhalb der Leiharbeit, das voll in die sozialen Sicherungssysteme integriert ist. Rund 7,33 Millionen bzw. 19,5 Prozent der Kernerwerbstätigen hatten ein atypisches Beschäftigungsverhältnis, d. h. ein befristetes Beschäftigungsverhältnis, ein Leiharbeitsverhältnis, eine geringfügige Beschäftigung und/oder eine Teilzeitbeschäftigung. Im Jahr 2005 lag der Anteil der Normalarbeitnehmerinnen und -arbeitnehmer an allen Kernerwerbstätigen bei rund 67 Prozent und der Anteil der atypisch Beschäftigten bei rund 21 Prozent.     In ihrer Vorbemerkung weisen die Fragesteller darauf hin, dass vor allem Geringqualifizierte, Geringverdiener und Minijobber, Soloselbstständige und ausländische Beschäftigte in der Pandemie am stärksten von Entlassungen betroffen sind. Mit der vorliegenden Kleinen Anfrage soll die Situation in Sachsen-Anhalt im Vergleich zum Bundesgebiet abgefragt werden, um einen Überblick darüber zu bekommen, wie sich in den vergangenen dreieinhalb Jahren und insbesondere seit Beginn der Pandemie der Arbeitsmarkt in Sachsen-Anhalt entwickelt hat. Nach Auswertungen des Mikrozensus des Statistischen Bundesamtes waren im Jahr 2019 von den insgesamt rund 944.000 Kernerwerbstätigen in Sachsen-Anhalt 77,2 Prozent in einem Normalarbeitsverhältnis beschäftigt und 15,7 Prozent atypisch tätig. Im Jahr 2017 standen 75,5 Prozent der Kernerwerbstätigen in Sachsen-Anhalt in einem Normalarbeitsverhältnis, während 17,1 Prozent atypisch beschäftigt waren. Nach Angaben der Statistik der Bundesagentur für Arbeit waren im Dezember 2020 rund 48.000 Beschäftigte in Sachsen-Anhalt in konjunktureller Kurzarbeit nach 102.000 Beschäftigten im April 2020, dem Berichtsmonat mit dem höchsten Stand im Jahr 2020. Basierend auf Hochrechnungen gab es im März 2021 rund 53.000 Bezieherinnen und Bezieher von konjunkturellem Kurzarbeitergeld. (IAB)

    Die Entwicklungen in der Leiharbeit stehen nach Ansicht der Fragestellerinnen und Fragesteller gerade auch in Zeiten von Corona im öffentlichen Interesse. Dabei geht es insbesondere um die Entlohnung der Leiharbeitskräfte im Vergleich zum Stammpersonal und die Frage, inwiefern Leiharbeitskräfte stärker von Arbeitslosigkeit bedroht sind. Von Interesse sind in diesem Zusammenhang weiterhin die Auswirkungen der Reform der Arbeitnehmerüberlassung, die im April 2017 in Kraft trat. Nach Angaben der Beschäftigungsstatistik der Bundesagentur für Arbeit gab es im Juni 2020 rund 33,32 Millionen sozialversicherungspflichtig Beschäftigte, darunter rund 702.000 Leiharbeitnehmerinnen und Leiharbeitnehmer. Der Anteil der Leiharbeitnehmerinnen und Leiharbeitnehmer an allen sozialversicherungspflichtig Beschäftigten betrug 2,1 Prozent. Mit einem Anteil von 52,7 Prozent hatten die meisten der sozialversicherungspflichtig beschäftigten Leiharbeitnehmerinnen und Leiharbeitnehmer einen betrieblichen oder schulischen Berufsabschluss. The aim of this article is to examine whether the autonomous and learning-intensive working life of Scandinavia also applies to people without higher education. It explores if there is a gap in job autonomy and informal job learning between educational groups, and if this gap varies across the social democratic systems of Sweden, Norway and Denmark on the one hand, and the liberal systems of the United Kingdom and Ireland on the other. Drawing on quantitative micro-data from PIAAC (2011/2012), this article demonstrates that Scandinavians with no education above upper secondary school do experience greater job autonomy than their counterparts in the British Isles. Moreover, the gap between educational groups in terms of job autonomy is smaller in Scandinavia than it is in the liberal systems. Regarding informal learning opportunities, the relative disadvantage among workers without higher education seems to be associated with selection into occupations with few opportunities for informal job learning, in Scandinavia as well as the British Isles."     "Minijobs haben sich seit den 1990er Jahren speziell für Frauen als stabiles Arbeitsmarktsegment etabliert und werden ebenso lange als prekäre Beschäftigungsform problematisiert. Die zentralen Prekaritätsachsen bilden die im Vergleich zu sozialversicherungspflichtig Beschäftigten unterdurchschnittlichen Arbeits- und Beschäftigungsbedingungen sowie die unzureichende Möglichkeit einer eigenständigen sozialen Absicherung. Ausgehend von einer nur marginalen Subjektorientierung in der bisherigen Forschung beleuchtet der Beitrag diese Problemfelder von Minijobs und fragt nach der subjektiven Arbeitsqualität sowie den Ausprägungen und Erklärungsfaktoren der Erwerbspräferenzen von weiblichen Minijobbenden. Die Befunde signalisieren eine divergierende Beurteilung der Arbeitsqualität in unterschiedlichen Dimensionen von Erwerbsarbeit und sensibilisieren somit für den Nutzen mehrdimensionaler und subjektiver Zugänge für die Analyse von Arbeitsqualität. Darüber hinaus offenbart sich eine nur geringe Normalarbeitsorientierung unter (weiblichen) Minijobbenden, deren Ursachen vielfältig sind und nicht ausschließlich auf institutionelle Fehlanreize reduziert werden können."     "Casual work, both intermittent and on-call, contributes to labour market flexibility and is therefore increasingly used across Europe. In some countries, practices go beyond the use of casual employment contracts to include other types of contracts and forms of self-employment. While it offers some advantages for both employers and workers, it is often discussed by policymakers at EU and national levels due to the observed negative consequences it has for some workers. Impacts include economic insecurity and unpredictability of working time, which in turn affect workers’ health, well-being and social security. From a labour market perspective, casual work raises concerns about decent social inclusion of vulnerable groups, labour market segmentation and more general trends towards fragmentation of work and brain drain.     "Correspondence studies of labour market discrimination find that minorities, which in general suffer disadvantage, are sometimes preferred in a choice against members of the majority. This outcome has been observed in several studies of ethnic or nationality-based discrimination, but also in studies focusing on other characteristics, such as unemployment and being overweight. However, it is generally not explained and dismissed as noise. In this paper we challenge this understanding, and, using meta-analytical techniques, we show that instances of minority preference are not randomly distributed. We also show that they are more frequent for groups which overall suffer stronger discrimination and for high skilled professionals. We reason that this result may be explained with the fact that groups that suffer discrimination have fewer alternatives in the labour market and this makes them more attractive for jobs of sub-standard quality and for jobs in which turnover costs are high (e.g. high skilled professionals). We conclude by arguing that since tests in which the minority candidate is preferred are not randomly distributed, future research should study the determinants of minority preference in a more systematic manner."     "This article is an historical account of the contested growth of the temporary employment agency sector in France. It utilises a variegated capitalism conceptual framework to explain the evolution of a distinctive temporary employment agency sector and regulatory environment under French politico-institutional conditions that was contingent upon global developments. The article charts the role of large agencies in constructing a market for agency labour despite wide-scale cultural, political and trade union opposition. In order to build legitimacy, agencies sought partners in the labour movement from the late 1960s onwards. By the late 1990s, the sector had grown significantly within a gradually more permissive regulatory framework, despite ongoing but fragmenting opposition. The article demonstrates that the growth of agency labour was not an inevitable outcome of global pressure for labour market deregulation.     "In this paper, I assess the employment and income effect of divorce for women in West Germany between 2000 and 2005. With newly available administrative data that allows me to adopt a causal approach, I find strong negative employment effects with respect to marginal employment and strong positive effects with respect to regular employment. However, in sum, the overall employment rate (marginal and regular employment combined) is not affected. Furthermore, the lower the labor market attachment before separation is, the more pronounced employment effects are. In addition, I also estimate the impact of divorce on daily gross incomes.     "Precarious employment literature has addressed a myriad of occupations increasingly characterized by employment uncertainty and reduced commitment between workers and employers due to short-term contracts and self-employment, with particular attention given to creative industries and the gig economy in recent years. The authors argue that research on creative industries also requires consideration of the role of place in the experience of employment insecurity and career commitment. This article focuses on self-employed musicians in the mid-sized city of St John's, Canada. Interviews with 54 musicians draw attention to coping strategies for long periods of low pay and employment insecurity. These strategies include downplaying competition and conflict, acquiring higher education and changing career.     "Ein entscheidender Übergang im Lebensverlauf ist die Passage von der Ausbildung in den Beruf. Allerdings ist dieser bei Absolvent*innen einer dualen Ausbildung nicht immer gelungen. Fast ein Viertel der Berufseinstiegsverläufe der im Jahr 2012 befragten Absolvent*innen der Abschlusskohorten 2006 bis 2008 ist prekär beschäftigt und knapp 5 % sind entkoppelt. Über Mehrebenenanalysen werden die Einflussfaktoren auf die berufliche Integration analysiert. Es zeigen sich größere Disparitäten zwischen Ost- und Westdeutschland sowie ein deutlicher Einfluss des Schulabschlusses und vor allem der Abschlussnote. Außerdem sind weibliche Fachkräfte häufiger prekär beschäftigt und seltener beruflich integriert als männliche Fachkräfte. Weiterhin finden sich in einzelnen Berufsfeldern Unterschiede hinsichtlich beruflicher Integration, und mit entsprechenden Kontexteffekten, wie beispielsweise bei weiblich dominierten Berufen, sinken die Chancen gelungener Integration."     "We analyse insecurity-based dividing lines and their social configurations in the German, Belgian and Italian labour markets in 2015, using latent class analysis applied to EU Labour Force Survey data. In contrast to the dual vision of 'insider-outsider' approaches, our findings illustrate the existence of five distinctive labour market groups or segments across countries with similar social configurations. We explain this through the social embeddedness of national regulatory systems which generate different degrees of inclusiveness for different groups of workers. This adds to ongoing debates on connecting micro- and macro-levels of analysis, as labour market segmentation as a macro-phenomenon is studied based on its micro-foundations (terms and conditions of employment relationships). In 2011, the reporting procedure was changed suggesting that a fraction of worker recorded to be working full-time before the change were in fact part-time workers. This study develops a correction based on estimating the probability of being a part-time worker before and after the break. Using the correction, the paper confirms that the rise in wage inequality among full-time workers in West Germany until 2010 is not a spurious consequence of the misreporting of working time."     "Die Plattformökonomie wächst und entwickelt sich zu einem zunehmend relevanten Arbeitsmarkt in Deutschland. Sie verspricht neue Möglichkeiten wie Offenheit, Flexibilität und Gleichheit für Arbeiter*innen. Für Frauen, die häufiger Sorgearbeit leisten, wirken die Arbeitsangebote, die eine Vereinbarkeit von Familie und Beruf versprechen, besonders interessant. Gleichzeitig zeichnet sich in der Forschung ab, dass Plattformarbeit Probleme wie etwa Prekarisierung und Diskriminierung fortschreibt. Frauen sind auf dem deutschen Arbeitsmarkt ganz besonders von prekären Arbeitsbedingungen und Altersarmut betroffen, weil sie mehrheitlich in Teilzeit beschäftigt sind und geringere Renten beziehen. Welche Rolle spielt also die Plattformökonomie im Hinblick auf Gleichstellung? Und welche Erfahrungen machen Frauen tatsächlich bei der Arbeit auf Plattformen? Diese Expertise untersucht anhand von qualitativen, semi-strukturierten Interviews die Erfahrungen, die Plattformarbeiter*innen auf den Plattformen Airbnb, Helpling, 99designs und Textbroker machen. Ziel der Expertise ist es, tiefere Einblicke in die Lebenswelten von Plattformarbeiter*innen zu gewinnen und sie aus intersektionaler Perspektive zu interpretieren. Mit Hilfe einer thematischen Netzwerkanalyse zeigt sich, dass Frauen Plattformarbeit als flexibel, unsicher, intransparent und vereinzelnd erfahren. Zusätzlich stellt sich heraus, dass Plattformarbeiter* innen häufig unbezahlte, unsichtbare Arbeit leisten und sich Gender-Stereotype wie etwa die Frau als “gründliche Putzkraft” oder die Frau als “herzliche Gastgeberin” fortziehen oder sogar verstärken.     "Die Corona-Krise hat für die geringfügig Beschäftigten in Deutschland deutliche Folgen: Um 850000 oder zwölf Prozent lag die Zahl der MinijoberInnen im Juni 2020 niedriger als ein Jahr zuvor. Die sozialversicherungspflichtige Beschäftigung ist im Vergleich um lediglich 0,2 Prozent gesunken. Ein entscheidender Unterschied: MinijobberInnen haben keinen Anspruch auf Kurzarbeitergeld. Zudem haben viele geringfügig Beschäftigte nur einen befristeten oder gar keinen Arbeitsvertrag. Und schließlich sind von den Einschränkungen im Zusammenhang mit der Corona-Pandemie vor allem Branchen mit einem hohen Anteil an Minijobs betroffen, beispielsweise das Gastgewerbe. All dies führt dazu, dass MinijobberInnen in der Krise vergleichsweise schnell ihre Beschäftigung verlieren. Unabhängig von der aktuellen Situation erscheint das Segment der geringfügigen Beschäftigung reformbedürftig. Die Zahl der MinijobberInnen ist in den Jahren 2003 bis 2019 um 43 Prozent auf 7,6 Millionen gestiegen, knapp 19 Prozent aller ArbeitnehmerInnen sind damit hierzulande geringfügig beschäftigt. Gleichzeitig hat sich die Hoffnung, dass Minijobs eine Brücke in sozialversicherungspflichtige Beschäftigung sein können, nicht erfüllt. Zudem bieten sie in gleichstellungspolitischer Hinsicht Fehlanreize. Dennoch sind diese Beschäftigungsformen für die Betroffenen oftmals deutlich weniger attraktiv als das Normalarbeitsverhältnis. Besonders am unteren Rand der Lohnverteilung zwischen Arbeitslosigkeit und traditionellem Normalarbeitsverhältnis ermöglichen diese Arbeitsverhältnisse vielen Erwerbslosen überhaupt erst den Einstieg in den Arbeitsmarkt. Vermittlungshemmnisse wie fehlende Qualifikation oder Alter sollen dadurch kompensiert werden. Lasten und Risiken sind verstärkt vom Arbeitnehmer bzw. von der Arbeitnehmerin zu tragen. Allerdings ist mit zunehmendem Arbeits- und Fachkräftemangel davon auszugehen, dass diese Lastenverteilung sich zugunsten der Arbeitnehmer/-innen verschieben wird.     "This book provides international and transdisciplinary perspectives on Hyperprecarity and Social Structural Transformations in European Societies, USA and Russia enforced through other special transformation processes such as digitalisation, migration and demographic change. It has been observed that precarity and social insecurity do not refer any longer only to certain groups of the society such as unemployed people or to those ones who are ‘traditionally’ more in need of social benefit etc. but it accompanies and affects greater parts of the society, particularly those sections of the middleclass who conceive their social identity merely via their work ethics. Consequentially new forms of social exclusion are being producing taxing the traditional social cohesion in European societies due to the demand of new forms of flexibility and mobility from the working people. This process can be termed with the notion 'Hyperprecarisation'.     Abstract

    "The current systematic literature review aimed to analyse the associations between temporary agency work (TAW), job satisfaction, and mental health in Europe, as well as to outline a future research agenda. Twenty-eight scientific articles were identified by searching different data bases (i.e. PSYNDEX, PsycINFO, PubMed, and Web of Science) for the time span from January 2000 to December 2016. Our review reveals first that TAW is not consistently negatively related to job satisfaction. However, job insecurity and working conditions are important mediators in the relation of TAW and lowered job satisfaction. Second, TAW is not consistently related to all investigated types of mental health impairments. However, when focusing on specific outcomes and comparing temporary agency workers to permanent employees, we still find consistent evidence regarding higher levels of depression and fatigue among temporary agency workers. Inconsistent associations between TAW, job satisfaction and mental health can partly be attributed to unfavourable methodological aspects of the included primary studies. To address these aspects, future research should consider applying a standard measurement of TAW, including a minimum of meaningful confounding variables, improving the operationalisation of outcome variables and the study design."     "During the Great Recession, the U.S. economy witnessed a substantial rise in part-time employment for a sustained period. We extend the New Keynesian unemployment model by Galí et al. (2012) to allow substitutions between full-time and part-time labor, and estimate the model’s parameters by using the Bayesian method. Inour model, households and firms can optimally allocate full-time and part-time labor, and disturbances exist in part-time labor supply (household disutility from part-time labor) and part-time labor demand (firms’efficiency to use part-time labor). As for the Great Recession, the initial increase in part-time employment at the outset of the financial crisis is mostly explained by the rise of the risk premia; the persistently high level of part-time employment in the later period is mainly explained by an exogenous increase in part-time labor supply. A part-time labor supply shock also explains a significant portion of slow recovery in the gross wage during the recession, as the shock lowers the part-time wage and the proportion of full-time workers in total employment. Notably, the results from our model suggest that though the transition from full-time to part-time jobs contributed to mitigating the sharp contraction in total employment and labor force during the Great Recession, it played only a limited role in relieving recessionary pressure." This report puts the spotlight on nine innovative employment forms across the 27 EU Member States, Norway and the UK. It examines the policy frameworks of each country, as well as mapping the scale and scope of the incidence of these new forms and highlighting the main opportunities and risks associated with each form.     "In times of economic crisis, employers in the US and UK reduce their employees' working hours, which results in a higher incidence of involuntary part-time work (IVPT). German labor market regulations make hours adjustments more difficult as employers need employees' consent. Against the background of this institutional difference, we use a panel regression frame- work that exploits federal state level variation to investigate the influence of cyclical, structural and institutional factors on the incidence of IVPT in Germany. In most sectors, unemployment is a key driver of IVPT. Since unilateral downward hours adjustments are hampered by regulation, we investigate the relevance of different channels that potentially explain the positive influence of unemployment on IVPT. It mainly stems from shifts in bargaining positions over the business cycle and from added labor supply on the intensive margin, that is, extended supply of already employed workers."     "This article examines to what extent the occupational skill level and task types determine whether non-standard employment (NSE) leads to a stepping-stone or a trap in the careers of workers. For this purpose, a typology of the individual careers of workers in the Netherlands who entered non-standard employment in 2007 is created using multichannel sequence analysis. This typology allows for classifying careers in terms of employment security and income security. An analysis of this typology shows that working in occupations with high-level tasks does not preclude trap careers with low levels of employment and income security. Routine tasks do not have an unequivocal effect on career outcomes, while manual tasks generally lead to trap careers.     "In this study, we examine whether job control, job demands and job outcomes of 'dependent self-employed workers', i.e. the workers in this particular grey zone between employment and self-employment, are more similar to those of the self-employed or paid employed. To this end, we use microdata drawn from the 2010 wave of the European Working Conditions Survey for 34 European countries. First, we develop and validate a psychometrically sound multidimensional scale for these 3 key constructs by conducting both exploratory and confirmatory factor analysis. Then, multilevel (hierarchical) linear regressions are used to test the validity of our hypotheses. Our results suggest that these hybrid work relationships are endowed with the least favourable attributes of both groups: lower job control than self-employed workers, higher job demands than paid employees and, overall, worse job outcomes than both."     "Using data from Understanding Society and the British Household Panel Survey, this article explores the relationship between working part-time and progression out of low pay for male and female employees using a discrete-time event history model. The results show that working part-time relative to full-time decreases the likelihood of progression out of low pay, defined as earning below two-thirds of the median hourly wage. However, part-time workers who transition to full-time employment experience similar rates of progression to full-time workers. This casts doubt on the idea that part-time workers have lower progression rates because they have lower abilities or work motivation and reinforces the need to address the quality of part-time jobs in the UK labour market. The negative effect of working part-time is greater for men than for women, although women are more at risk of becoming trapped in low pay in the sense that they tend to work part-time for longer periods of time, particularly if they have children. Factors such as childcare policy and Universal Credit (UC) incentivise part-time employment for certain groups, although in the right labour market conditions UC may encourage some part-time workers to increase their working hours."     "Die Qualität der Beschäftigung (Arbeitsortprinzip) in Rheinland-Pfalz wird in der vorliegenden Studie analysiert, indem die Bedeutung und die besonderen Strukturmerkmale der einzelnen atypischen Beschäftigungsformen Teilzeit, ausschließlich geringfügige Beschäftigung (agB), Leiharbeit und Niedriglohn herausgearbeitet werden. Die atypischen Beschäftigungsformen Teilzeit, agB und Leiharbeit haben gegenüber dem Normalarbeitsverhältnis mittlerweile eine beachtliche Bedeutung für den Länderarbeitsmarkt Rheinland-Pfalz erlangt. Abgesehen von den agB verzeichnen alle anderen hier betrachteten atypischen Beschäftigungsformen seit 2013 eine sichtbare Bedeutungszunahme. Gegenüber den nationalen Referenzwerten haben Teilzeit, agB sowie Niedriglohnbeschäftigung jeweils eine überdurchschnittliche Bedeutung für den regionalen Arbeitsmarkt, die Leiharbeit hingegen eine leicht unterdurchschnittliche Bedeutung. Die hohe Teilzeitquote beruht nicht nur auf der Spezialisierung des tertiären Sektors auf diese Teilzeittätigkeiten, sondern dies gilt ebenso für das Verarbeitende Gewerbe. Der überdurchschnittliche Anteil der Geringverdiener kann vermutlich auf der hohen Bedeutung von gering entlohnten Helfertätigkeiten im Verarbeitenden Gewerbe beruhen. Bemerkenswert ist, dass die Zahl der Vollzeitbeschäftigten in den letzten Jahren wieder zugenommen hat, wenn auch nicht so dynamisch wie im Bundestrend. Mit Ausnahme der Teilzeitbeschäftigung haben die anderen in dieser Studie betrachteten atypischen Beschäftigungsformen eine überdurchschnittliche Bedeutung für den saarländischen Arbeitsmarkt. Vor allem die Leiharbeitsquote liegt deutlich höher als im Bundesschnitt, weil sich die Saar-Wirtschaft auf für den Weltmarkt produzierende Betriebe besonders stark spezialisiert hat, welche vor allem auf einen flexiblen Personalbestand angewiesen sind. Der überdurchschnittliche Anteil der Geringverdiener kann vermutlich auf der hohen Bedeutung von gering entlohnten Helfertätigkeiten im Verarbeitenden Gewerbe und in der Zeitarbeit beruhen. Die unterdurchschnittliche Niedriglohnquote unter den ausländischen Vollzeitbeschäftigten im Saarland steht in Zusammenhang mit dem hohen Anteil an französischen Arbeitskräften mit einem überdurchschnittlichen Qualifikationsniveau. Als mögliche Ursache für die ungleiche Verbreitung der einzelnen atypischen Erwerbsformen innerhalb des Saarlandes werden der lokale Branchenmix, die Erwerbsbeteiligung, die Siedlungsstruktur sowie die Ausstattung mit Plätzen für die Kinderbetreuung in Betracht gezogen. Gemeinsam ist den atypischen Beschäftigungsformen, dass sich hier verstärkt spezifische Personengruppen wie Jüngere und Ältere, Frauen, Ungelernte und ausländische Arbeitskräfte konzentrieren, deren Übergangschancen in reguläre Beschäftigung geringer sind."     "This paper examines the impact of fixed-term employment on well-being from a cross-national comparative perspective by testing (1) the effect heterogeneity across European countries, (2) to which extent Jahoda's Latent Deprivation Model provides a sufficient micro-level explanation for the underlying mechanisms and (3) whether the macro-level factor of social cohesion weakens the micro-level impacts. We investigate the effects in both an upwards (permanent employment) and a downwards (unemployment) comparative control group design. Due to the mediating role of social contacts on the micro-level, we assume social cohesion on the country-level to moderate the main effects: A high degree of societal affiliation should substitute the function of social contacts in the work environment of individuals. Using microdata from the European Social Survey (ESS) 2012 for 23 countries and applying multilevel estimation procedures, we find that there is a remarkable variation in the effects across countries. Even though in each country fixed-term employees have a lower subjective well-being compared to permanent ones, the point estimates vary from .17 to 1.19 units. When comparing fixed-term employees to unemployed individuals, the coefficients even range from − .27 to 1.25 units. More specifically, a negative effect indicates that having a fixed-term contract is worse than unemployment in some countries. Moreover, pooled linear regression models reveal that Jahoda's Latent Deprivation Model explains about three-quarters of the micro-level effect sizes for both directions. Eventually, social cohesion on the country-level diminishes the individual-level well-being differences between fixed-term employees and permanent individuals but not between fixed-term employees and the unemployed." However, whether women expect different wages between part-time and full-time work is not fully understood. Using German survey data, I quantify the expected full-time/part-time wage differential for a representative sample of female workers. I document that women, on average, expect only minor part-time wage penalties (1-3 percent). Comparing beliefs to selectivity-adjusted estimates of the part-time wage gap indicates that women’s mean expectations are realistic. I also show that women with children and those in managerial positions expect sizeable part-time wage cuts, with mothers overestimating the part-time wage penalty."     "Im vorliegenden Beitrag wird die Qualität der Beschäftigung auf Grundlage der sächsischen Erwerbsformenlandschaft sowie der Betrachtung weiterer Aspekte mit Bedeutung für die Qualität von Beschäftigung untersucht. Die Analyse der Erwerbsformenlandschaft umfasst Ausmaß und Entwicklung bei Vollzeitbeschäftigungsverhältnissen, Selbstständigkeit sowie bei atypischen Erwerbsformen. Hierbei zeigte sich eine stärker ausgeprägte Veränderungsdynamik für atypische Beschäftigungsformen in Sachsen gegenüber den nationalen Referenzwerten sowie den Ergebnissen für Ostdeutschland seit 2013. Ausgehend von einem bereits niedrigeren Anteil atypisch Beschäftigter in Sachsen fiel der Rückgang für atypische Beschäftigungsformen insgesamt und die Erwerbsformen der ausschließlich geringfügigen Beschäftigung, Teilzeit unter 20 Wochenarbeitsstunden sowie befristeten Beschäftigung im Speziellen deutlich stärker aus als in Deutschland. Der Zuwachs der Leiharbeitsbeschäftigung hingegen fiel in Sachsen gegenüber Gesamtdeutschland stark unterdurchschnittlich aus. In Verbindung mit dem leicht zunehmenden Anteil der Vollzeitbeschäftigten zeigt sich für den sächsischen Arbeitsmarkt eine Tendenz weg von atypischen Beschäftigungsformen. Um den individuellen Bedürfnissen über die Erwerbsform hinaus gerecht zu werden, wurden auch die Lohnentwicklung sowie einzelne weiterführende Aspekte der Beschäftigungsqualität betrachtet. Die Niedriglohninzidenz ist für Sachsen als rückläufig einzustufen. Beschäftigungsverhältnisse sind in Sachsen darüber hinaus gegenüber Deutschland durchschnittlich stabiler und häufiger ausbildungsadäquat." (Autorenreferat, IAB-Doku)

    "Deutsche Unternehmen suchen nicht nur vollqualifizierte Arbeitskräfte, sondern auch teilqualifizierte für spezielle berufliche Einsatzfelder. Sie sind grundsätzlich bereit, diese auch ohne Berufsabschluss einzustellen. In allen der 30 untersuchten Berufe gab es direkte Beschäftigungsmöglichkeiten für Teilqualifizierte. Der betriebliche Bedarf entsprach in seinem Umfang sogar dem Bedarf an vollqualifizierten Arbeitskräften. Diese klaren Ergebnisse bedeuten eine große Chance für Menschen ohne Berufsabschluss. Sie zeigen, dass modulare, abschlussorientierte Nachqualifizierungen sowohl einen schnellen Berufseinstieg ermöglichen als auch eine langfristige Integration in den Arbeitsmarkt. Die Nachqualifizierungen tragen zur Deckung des Fachkräftebedarfs bei und knüpfen an bestehende politische Bemühungen an (wie z. B. der Nationalen Weiterbildungsstrategie, dem Qualifizierungschancengesetz oder dem Arbeit-von-morgen-Gesetz). Was jedoch fehlt, ist ein strukturiertes System an Nachqualifizierungsangeboten für Erwachsene. Dieses gilt es zu entwickeln, in seinen Maßnahmen auszugestalten und arbeitspolitisch zu rahmen."     "Mobile Beschäftigte in Europa, also Arbeitnehmer*innen, deren Aufenthalt im Ausland nicht auf Dauer angelegt ist, sind keineswegs eine homogene Gruppe. Je nach Beschäftigtengruppe (z.B. Entsendung, Saisonarbeit, Arbeitnehmerfreizügigkeit) sind die rechtlichen Rahmenbedingungen für sie sehr vielfältig. Einige Branchen weisen einen besonders hohen Einsatz mobiler Beschäftigter auf, wie etwa der Bau, die Landwirtschaft, der Straßentransport, die häusliche Betreuung und die Fleischindustrie. Die Corona-Krise hat die jahrelang währenden Missstände bei der Beschäftigung mobiler Arbeitnehmer*innen für die breite Öffentlichkeit sichtbar gemacht. Die Umstände, auf die Arbeitnehmer*innen aus anderen Ländern treffen, sind katastrophal, wie massenhafte Covid-19-Infektionen bei den Beschäftigten in Fleischverarbeitungsfabriken und in der Landwirtschaft, unzureichender Arbeitsschutz und die Unterbringung in überfüllten und menschenunwürdigen Unterkünften bezeugen. Verschiedene Mitgliedstaaten haben daraufhin Initiativen ergriffen, wie etwa das Arbeitsschutzkontrollgesetz in Deutschland. Auch die EU-Kommission hat Leitfäden und Aktionspläne zur Verbesserung der Arbeitsbedingungen mobiler Beschäftigter vorgelegt und die deutsche Ratspräsidentschaft verabschiedete im Oktober 2020 dementsprechende Ratsschlussfolgerungen. Der DGB setzt sich für die Verbesserung der Arbeitsbedingungen mobiler Beschäftigter auf nationaler und europäischer Ebene ein. Darüber hinaus stellt er Arbeitnehmer*innen aus dem Ausland über das Projekt „Faire Mobilität“ Beratungsmöglichkeiten in ihrer Muttersprache zur Verfügung. Es ist höchste Zeit nachhaltig und dauerhaft für bessere Arbeits- und Wohnverhältnisse für die verschiedenen Beschäftigtengruppen zu sorgen. Initiativen auf nationaler Ebene müssen dabei zwingend von europäischen verbindlichen Maßnahmen flankiert werden. Der DGB schlägt hierfür übergreifende Lösungen vor, die sich weder bestimmten Beschäftigtengruppen widmen, noch begrenzt auf bestimmte Branchen festgelegt werden. Diese zielen auf die Unterkunftsbedingungen, den Sozialversicherungsschutz, die Vermittlungstätigkeiten, den unklaren Status der Beschäftigten und Arbeitgeber sowie grenzüberschreitende Rechtsdurchsetzung und Kontrollen ab."     "Nonstandard or alternative employment relations refer to employment by a temporary help agency or contract company or as an on-call worker or day laborer. We refer to these nonstandard employment relations (which involve an employer and employee) and independent contracting collectively as nonstandard or alternative work arrangements in this report. Contingent workers are workers who do not expect their job to last or who report that their jobs are temporary. Contingent workers and workers in alternative work arrangements are measured separately. Both have become increasingly prominent in theoretical and policy thinking about how employment has changed in recent years in the United States and other post-industrial countries.
    Until recently, only relatively poor information on the extent of contingent work and nonstandard work arrangements and how this has changed during the past several decades has been available. The May 2017 Contingent Worker Supplement (CWS) - conducted by the Bureau of Labor Statistics (BLS) 12 years after the last CWS and 22 years after the first -provides an opportunity to examine how contingent work and nonstandard work arrangements have changed over the last two-plus decades.     "This paper examines the prevalence of non-standard workers in EU-28, rules for accessing social security, and these workers' risk of not being able to access it. It focuses on temporary and part-time workers, and the self-employed, and offers a particularly detailed analysis of their access to unemployment benefits. It focuses on eligibility, adequacy (net income replacement rates) and identifies those workers which are at the greatest risk of either not receiving benefits or receiving low benefits. It offers a special overview of foreign non-standard workers, who may be particularly vulnerable due to the absence of citizenship in the host country. The paper also analyses access to maternity and sickness benefits for these three groups of workers, as well as their access to pensions. Its key contribution is in bringing together the different dimensions of disadvantage that non-standard workers face vis-à-vis access to social protection. This allows us to comprehensively assess the adaptation of national social security systems across EU-28 to the changing world of work over the past 10 years. The paper shows that there is a lot of variation between the Member States, both in the structure of their social security systems, as well as the prevalence of non-standard work. Most notably, the paper concludes that: i) access to unemployment benefits is the most challenging component of welfare state provision for people in non-standard employment; ii) policy reforms vis-à-vis access to social benefits have improved the status of non-standard workers in several countries, while they have worsened it in others, particularly in Bulgaria, Ireland and Latvia; iii) some Eastern European countries can offer lessons to other Member States due to their experiences with labour market challenges during transition and the subsequent adaptations of their social security systems to greater labour market flexibility.     "This research is about parents in precarious employment, as the intersection of parental responsibilities and paid work represents a privileged site from which to explore the process of precarisation within a wider social context. Social reproduction is then interrogated in order to conceptually frame parents' everyday struggles for stability. The dyad use-value and exchange-value is mobilised to make sense of parents' activities in the domestic sphere as well as in paid work, so that the outcome of this research marks a conceptual shift from the metaphor work - family balance to the tension between useful activities and the monetary valorisations that these parents need to obtain. The research suggests then that these parents produce social wealth at a number of different levels, but their activities need to meet their exchange-value because monetary valorisation represents the way to get their livelihood.     "Part-time employment has repeatedly been proposed as a solution for integrating women into the labor market; however, empirical evidence supporting a causal link is mixed. In this text, we investigate the extent to which increasing part-time employment is a valid means of augmenting women's labor market participation. We pay particular attention to the institutional context and the related characteristics of part-time employment in European countries to test the conditions under which this solution is a viable option. The results reveal that part-time employment may strengthen female employment in Continental Europe and especially in Southern Europe, where an increase in part-time employment - even if it is demand-side driven - leads to greater employment participation among women. We also discuss some policy implications and trade-offs: Although part-time work can lead to higher numbers of employed women, it does so at the cost of increasing gendered labor market segregation. We analyze data from the European Labor Force Survey (EU-LFS) 1992 - 2011 for 19 countries and 188 regions and exploit regional variation over time while controlling for time-constant regional characteristics, time-varying regional labor market features, and (time-varying) confounding factors at the national level."     "In diesem Beitrag wird untersucht, ob befristete Beschäftigungsverhältnisse die Realisierung zentraler Partnerschaftsereignisse beeinflussen. Hierfür untersuchen wir vier Übergänge: Eintritt in die Kohabitation, Eheschließung, Elternschaft und Erwerb von Immobilieneigentum. Die Daten wurden aus einer Zufallsstichprobe mit 1.083 jungen deutschen Erwachsenen auf Basis des AGIPEB-Survey gewonnen. Wir wenden die Kaplan-Meyer-Methode und piecewise-constant exponential models an, um Überlebenskurven und Übergangsraten zu schätzen. Frauen und Männer, die in einem befristeten Beschäftigungsverhältnis arbeiten, neigen in ähnlicher Weise wie Personen mit einem unbefristeten Arbeitsvertrag dazu, die Kohabitation zu beginnen, die Ehe zu schließen und Eltern zu werden. Im Gegensatz dazu verzögert das Arbeiten unter befristeten Verträgen ? im Vergleich zum Arbeiten unter unbefristeten Verträgen ? jedoch den Übergang zum Erwerb von Wohnungseigentum."     "Labour market segmentation theories suggest that permanent and temporary workers are exposed to economic risks to different degrees, and differ in their working life quality and well-being. However, few studies have tested these ideas during times of economic crisis. Also, little is known about how the self-employed compare to permanent and temporary workers and are affected by economic downturns. This study investigated Swedish workers in different labour market segments before and after the financial crisis (2008 and 2010). More specifically, it looked at job characteristics and strain differences between permanent, temporary and self-employed workers. Data (N = 6335) came from SLOSH, a longitudinal representative cohort study of the Swedish workforce. Contradicting segmentation theories, differences between permanent and temporary workers were small. The self-employed stood out with favourable job characteristics, but comparable strain levels.     "This work presents findings from a qualitative multi-case study investigating the lives of young, precariously employed academics working at a large Australian university. The lived experience of precarious employment is explored through a temporal analysis of how lifestyles are conceived and constructed under the conditions of liquid modernity. The findings highlight how participants felt limited in their capacity to commit to long-term life plans due to invasive feelings of insecurity and dependency that confronted participants with feelings of inadequacy. Participants referred to an inability to make adult-like decisions and bind themselves to future commitments such as independent living arrangements and starting a family. Engagement with concepts of temporality assisted in the theorising of a 'continuous present', which refers to the deferring and sacrificing of lifestyle plans in the hope for an imaginary future that never seems to arrive. This theorisation contributes an understanding of how precarious employment can disrupt the flow of culturally acceptable expectations surrounding adulthood and how precarity develops over time. The analysis illustrates that an extended durée of precarious employment increases precarity beyond the present and into the future temporal zone of young peoples' lives."     "Fixed-term contracts can serve as a screening device to reveal the true ability of workers. To achieve promotion to a permanent position, fixed-term employees have an incentive to prove themselves by providing higher effort than competing co-workers by means of longer working hours. Applying fixed effects estimation to the German register data, we find that employees work longer hours on fixed-term contracts. This effect is stronger for labour market entrants and employees that are newly hired.     "Alternative work arrangements, including temporary and contract work, have become more widespread. There is interest in understanding the effects of these types of arrangements on employment and earnings risk for workers and the potential for existing social insurance programs to address this risk. We study employment and earnings risk in the context of workplace injuries among temporary and contract workers. We link administrative workers' compensation claims to earnings records to measure the employment and earnings risk posed by workplace injuries, comparing labor market outcomes after injury between temporary and contract workers and direct-hire workers injured doing the same job. We use a triple-difference identification strategy to isolate the effect of alternative work arrangements. We find that temporary workers have significantly lower probabilities of employment post-injury relative to similar direct-hire workers; temporary workers also have more severe earnings losses, which persist for at least three years after injury. This difference in income risk cannot be explained by differences in employment dynamics between temporary and direct-hire workers. We find evidence that the additional earnings losses suffered by temporary workers are offset by workers' compensation benefits, suggesting that the program provides insurance for the incremental risk faced by temporary workers."     "The sector of temporary employment agencies in Belgium has been growing for more than 20 years. If temporary work is seen primarily as a path into the workforce for young people, it also concerns seniors, in increasing proportions. The problematic of end-of-career temporary work was analysed from a dual perspective, considering the embedding of temporalities in advanced modernity and more broadly the 'lifecourse' paradigm. A typology was created based on qualitative analysis of 36 semi-structured interviews of temporary workers ?45 years old. Results demonstrate how the experiences of temporary workers nearing retirement depend on professional, familial and social paths, and also reveal the presence of different cultural models: What is the importance of work in construction of an identity? What standards and values are applied? How is social time prioritised according to these norms? These analyses incorporate an intersectional framework in which gender and social inequalities structure the lives of workers approaching the end of their careers."     "This paper investigates the extent to which labour supply preferences are responsible for the marked rise in atypical work arrangements in the UK and US. By employing vignettes in a discrete job choice experiment in a representative survey, I estimate the distribution for preferences and willingness -to-pay over various job attributes. The list of attributes includes key distinguishing factors of typical and atypical work arrangements, such as security, work-related benefits, flexibility, autonomy and taxation implications. The results are indicative that the majority of the population prefer characteristics associated with traditional employee -employer relationships, and this preference holds even when analysing just the sub- sample of those in atypical work arrangements. Additionally, preferences across the UK and US are very similar, despite differences in labour market regulations. Rather than suggesting that labour supply preferences have contributed to the increase in atypical work arrangements, I find that the changing nature of work is likely to have significant negative welfare implications for many workers."     "Seit der Überwindung der Wirtschaftskrise hat sich die wirtschaftliche Lage der Betriebe in West- und Ostdeutschland gleichermaßen verbessert. Gleichzeitig ist weiterhin ein positiver Beschäftigungstrend zu beobachten, der sich jedoch gegenüber dem Vorjahr etwas abgeschwächt hat. Der Fachkräftebedarf erreichte mit 2,7 Millionen Personen im Jahr 2018 einen neuen Höchststand. Nur noch etwa 60 Prozent des Bedarfs konnte gedeckt werden, was sich auch in einem erneuten Anstieg der Nichtbesetzungsquote äußert. Hinsichtlich der Verteilung dieses Indikators für Fachkräfteengpässe zeigen sich deutliche branchen- und größenspezifische Unterschiede in den Betrieben wie auch regionale Heterogenität. Mit mehr als der Hälfte unbesetzter Stellen ist im Baugewerbe und in der Land- und Forstwirtschaft der Fachkräfteengpass besonders akut. In einer multivariaten Analyse wird festgestellt, dass ein positiver Zusammenhang zwischen Fachkräfteengpässen und dem Einsatz von Leiharbeit, Arbeitszeitflexibilisierung sowie der Aus- oder Weiterbildungsbeteiligung eines Betriebes besteht. Die Tätigkeitsstruktur der Betriebe hat sich hinsichtlich formaler Qualifikationsanforderungen an die Beschäftigten in den vergangenen Jahren kaum verändert. Dagegen lässt sich ein deutlicher Trend zur Flexibilisierung der Arbeitsorganisation beobachten. So bieten etwa ein Viertel der Betriebe ihren Beschäftigten die Möglichkeit mobilen Arbeitens. Auch der Anteil der Teilzeitbeschäftigung nimmt bundesweit zu, insbesondere in Sektoren mit höherem Frauenanteil. Der Anteil geringfügiger Beschäftigung ist besonders hoch in Branchen, die eher unspezifische Qualifikationen erfordern oder stärker durch konjunkturelle und/oder saisonale Schwankungen gekennzeichnet sind - und in denen überdurchschnittliche Fachkräfteengpässe zu verzeichnen sind. Der Anteil ausbildungsberechtigter Betriebe ist im Jahr 2018 erstmals seit 2010 wieder gestiegen - in Gesamtdeutschland auf 54 Prozent. In Ostdeutschland liegt der Anteil mit 49 Prozent deutlich darunter. Unter den berechtigten Betrieben liegt die Ausbildungsbeteiligung seit mehreren Jahren relativ stabil bei etwa der Hälfte. Sowohl erfolgreich besetzte Ausbildungsplätze wie auch unbesetzte Ausbildungsstellen verteilen sich sehr heterogen auf die verschiedenen Branchen. Die Übernahmequote erfolgreicher Ausbildungsabsolventen liegt bei knapp drei Viertel. In Betrieben mit Fachkräfteengpass ist sowohl die Ausbildungsbeteiligung als auch die Übernahmequote höher, was darauf schließen lässt, dass hier die Berufsausbildung schon verstärkt zur Fachkräfterekrutierung eingesetzt wird. Hinsichtlich der Weiterbildungsbeteiligung lässt sich feststellen, dass unverändert etwa die Hälfte aller Betriebe sich an der Weiterbildung ihrer Beschäftigten beteiligt. Die Weiterbildungsquote der Beschäftigten liegt bei etwa einem Drittel, in Ostdeutschland etwas höher. Die vergleichsweise höhere Weiterbildungsquote von Beschäftigten auf Einfacharbeitsplätzen in Betrieben mit Fachkräfteengpass deutet darauf hin, dass hier gezielt interne Ressourcen zur Deckung des Fachkräftebedarfs genutzt werden."     "Für gering qualifizierte Personen, so wird oft argumentiert, ist das Risiko besonders groß, im Zuge von Globalisierung und Automatisierung ihren Arbeitsplatz zu verlieren, in Arbeitslosigkeit zu verbleiben oder ein Beschäftigungsverhältnis von nur geringer Qualität aufnehmen zu können. Vor diesem Hintergrund bietet es sich an, empirisch zu untersuchen, wie sich die Erwerbssituation gering qualifizierter Personen in Deutschland und anderen europäischen Ländern verändert hat. Lassen sich Verbesserungen oder Verschlechterungen bei der Erwerbsintegration einerseits und bei der Qualität der Arbeitsverhältnisse andererseits erkennen?
    Im ersten empirischen Abschnitt dieser Studie wird die Entwicklung der Erwerbstätigkeit Geringqualifizierter über die Zeit in Ost- und Westdeutschland im Hinblick auf die Kriterien Niveau, Erwerbsformen, Entlohnung und ausgeübter Beruf sowie weitere Variablen untersucht. Darüber hinaus ist es besonders relevant, die Lage gering qualifizierter Personen im Zeitablauf zu verfolgen und nachzuzeichnen, welche typischen Muster es im Erwerbsleben dieser Menschen in der Querschnittsbetrachtung seit den 1980er-Jahren gegeben hat. Der entsprechenden Analyse individueller Erwerbsverläufe widmet sich der dann folgende Abschnitt mithilfe von Sequenzanalysen. Die Rolle von Institutionen des Arbeitsmarkts und des Sozialstaats wird schließlich im internationalen Vergleich genauer untersucht.
    Zusammenfassend lässt sich für die Querschnittsbetrachtung festhalten, dass der Rückgang des Anteils der Geringqualifizierten an der Bevölkerung und die zunehmende Erwerbsbeteiligung dieser Personengruppe, insbesondere in Ostdeutschland, zunächst positiv zu bewerten sind. Während jedoch die Anteile der Inaktiven in den letzten 25 bis 30 Jahren bei Geringqualifizierten besonders stark rückläufig waren, ist die Arbeitslosenquote sowohl in West- als auch in Ostdeutschland im Kreis der Geringqualifizierten stärker gestiegen als in dem der Mittelqualifizierten. Niveauunterschiede der Erwerbsbeteiligung zeigen sich zwischen Ost- und Westdeutschland sowohl bei den Gering- als auch bei den Mittelqualifizierten. Der Frauenanteil in der Gruppe der Geringqualifizierten ist im Lauf der Zeit deutlich gesunken. Die vermehrte Teilnahme der Geringqualifizierten am Erwerbsleben geht allerdings mit einem größeren Anteil gering entlohnter Beschäftigung sowie häufigerer Berufstätigkeit im Rahmen von atypischen Verträgen einher. Gleichzeitig haben sich die für Geringqualifizierte erreichbaren Berufsfelder von einfacheren industriellen Tätigkeiten hin zu Hilfstätigkeiten im Dienstleistungssektor verlagert."     "This study tests whether the employer mandate under the Affordable Care Act (ACA) increased involuntary part-time (IPT) employment. Using data from the Current Population Survey between 1994 and 2015, the authors find that IPT employment in 2015 exceeded predictions based on economic conditions and the structure of the labor market. Of greater importance, using difference-in-difference methods, they find that the increase in the probability of IPT employment since passage of the ACA was greater in occupations with a larger share of workers affected by the mandate. The authors' estimates suggest that approximately 700,000 additional workers without a college degree are in IPT employment as a result of the ACA employer mandate."     Das Institut für Arbeitsmarkt- und Berufsforschung der Bundesagentur für Arbeit (IAB) führt seit 1996 jährlich eine bundesweite Arbeitgeberbefragung durch (IAB-Betriebspanel). Im Jahr 2018 fand diese Befragung zum 23. Mal statt. Für Auswertungen liegen Befragungsdaten von insgesamt rund 1 Tsd. Betrieben aus Brandenburg vor - das entspricht 1,5 % aller brandenburgischen Betriebe.;
    Die Ergebnisse: Mehr Kleinstbetriebe als in Westdeutschland - nicht zuletzt wegen des Betriebsalters. Vier von fünf Arbeitsplätzen in Brandenburg erfordern eine formale Qualifikation. Bedeutung der Teilzeitbeschäftigung, vor allem der sozialversicherungspflichtigen Teilzeit, wächst weiter. Anteil atypischer Beschäftigung bleibt stabil. Weibliche Führungskräfte auf oberster Leitungsebene bleiben in der Minderheit. Fachkräftebedarf weiterhin hoch, viele Stellen bleiben unbesetzt. Beschäftigung von Geflüchteten wird von der Mehrzahl der brandenburgischen Betriebe mit entsprechender Erfahrung positiv bewertet. Nur knapp die Hälfte der brandenburgischen Betriebe ist ausbildungsberechtigt, von diesen bilden aber viele aus. Viele Ausbildungsplätze in Brandenburg bleiben unbesetzt. Weiterbildungsaktivitäten erreichen Rekordniveau: noch nie so viele Beschäftigte weitergebildet wie im letzten Jahr. Arbeitszeiten werden flexibel gestaltet und Arbeit wird ortsunabhängiger. Tarifbindung stabil, aber nach wie vor deutlich unter dem Niveau in Westdeutschland. Umsatzproduktivität bleibt trotz leichter Annäherung hinter westdeutschem Vergleichswert zurück. (IAB)

    "Angesichts eines tiefgreifenden Wandels der Arbeitsmarktstrukturen sowie der zunehmenden Bildungsexpansion erhöht sich sowohl angebots- als auch nachfrageseitig der Druck auf Personen mit geringer Bildung. Der vorliegende Beitrag analysiert daher die Wirkung schulischer und beruflicher (Aus-)Bildung und die Frage, ob und inwieweit empirisch ein Trend zur Verschärfung von Arbeitsmarktrisiken für einzelne Bildungsgruppen nachzuweisen ist.     Abstract

    "Der Haushalts- und Finanzausschuss des Landtags Nordrhein-Westfalen hat beschlossen, zum Antrag der SPD-Fraktion vom 2.4.2019 "NRW muss Vorreiter werden! Auf sachgrundlose Befristungen im öffentlichen Dienst verzichten" eine schriftliche Anhörung durchzuführen. In diesem Rahmen wurde das IAB zur Abgabe einer Stellungnahme zur Unterstützung der parlamentarischen Beratungen gebeten. In der Stellungnahme berichtet das IAB über die Rolle von befristeter Beschäftigung in Deutschland, insbesondere im öffentlichen Dienst und speziell den Einsatz von sachgrundloser Befristung. Der Autor bilanziert, dass ein Verzicht auf sachgrundlose Befristungen nur bedingt geeignet ist, mehr unbefristete Beschäftigung im öffentlichen Dienst zu schaffen. Lösungsansätze sollten weniger an der arbeitsrechtlichen Frage ansetzen, sondern vielmehr bei den zur Verfügung stehenden Personalmitteln, um in den Personalhaushalten direkt darauf hinzuwirken, mehr Dauerstellen zu schaffen beziehungsweise befristete Beschäftigungsverhältnisse in unbefristete umzuwandeln." Ihre Bedeutung, so ein gängiges Argument, sei unweigerlich im Schwinden begriffen. Umso bemerkenswerter ist, dass die Zahl der sozialversicherungspflichtig Beschäftigten in Helfertätigkeiten nach Jahrzehnten des steten Rückgangs in den letzten Jahren wieder gestiegen ist.
