    "The effects of changes in employment status on health within couples have attracted increasing attention. This paper contributes to this emerging research by investigating whether the impact of a partner’s employment status on individual self-rated health varies systematically across countries with varying decommodification levels. We use longitudinal data from the European Union Statistics on Income and Living Conditions (EU-SILC) and hybrid models. We find that a change in an individual’s employment status may affect the health not just of the person who experiences this transition, but that of his or her partner. The likelihood that such a spillover will occur varies across countries with different decommodification levels. The negative effects of a partner’s employment status on self-rated health are observed when the generosity of welfare state support is limited. The moderating effects of financial support from the state are not very strong, though. They are not robust across all our models and do not extend to all the dimensions of the generosity of welfare state support." (Author's abstract, IAB-Doku) ((en))

    "We study the impact of selection bias on estimates of the gender pay gap, focusing on whether the gender pay gap has fallen since 1981. Previous research has found divergent results across techniques, identification strategies, data sets, and time periods. Using Michigan Panel Study of Income Dynamics data and a number of different identification strategies, we find robust evidence that, after controlling for selection, there were large declines in the raw and the unexplained gender wage gaps over the 1981-2015 period. Under our preferred method of accounting for selection, we find that the raw median wage gap declined by 0.378 log points, while the median unexplained gap declined by a more modest but still substantial 0.204 log points. These declines are larger than estimates that do not account for selection. Our results suggest that women's relative wage offers have increased over this period, even after controlling for their measured covariates, including education and actual labor market experience. However, we note that substantial gender wage gaps remain. In 2015, at the median, the selectivity-corrected gaps were 0.242 log points (raw gap) and 0.206 log points (unexplained gap)."     Neunter Familienbericht "Eltern sein in Deutschland": Ansprüche, Anforderungen und Angebote bei wachsender Vielfalt mit Stellungnahme der Bundesregierung (2021)

    Abstract

    "Der hier vorliegende Neunte Familienbericht ist in einer Zeit intensiver familien- und gesellschaftspolitischer Diskurse und Initiativen entstanden, die unter dem Eindruck vielfältiger Aspekte sozialen Wandels, nach wie vor ungelöster gesellschaftlicher Herausforderungen und markanter Ereignisse stehen. Die Endphase seiner Fertigstellung fiel zusammen mit der Covid-19-Pandemie, die ab März 2020 eine der größten Krisen seit der Wirtschaftskrise vor mehr als zehn Jahren auslöste. Der teilweise lange anhaltende Lockdown zur Abwehr einer übergroßen Ausbreitung des Virus und damit einer Überforderung des Gesundheitssystems hat auch in Deutschland weite Bereiche der Wirtschaft zum Stillstand gebracht, und viele Familien sahen sich in der Betreuung und Beschulung der Kinder auf sich selbst gestellt. Dies hat einzelne Themen noch stärker in den Vordergrund gerückt, als es bei der Konzeption dieses Berichts und der Hauptphase seiner Erarbeitung absehbar war. Fragen der wirtschaftlichen Stabilität, die gelebten Erwerbsmodelle und die damit verbundenen Risiken haben an zentraler Bedeutung gewonnen, ebenso wie Fragen ungleicher Bildungschancen, die durch den zeitweisen Ausfall institutioneller Bildung und Betreuung entscheidend akzentuiert wurden. Bereits vor der Corona-Pandemie mussten viele Familien mit einem kleinen Einkommen wirtschaften und sahen ihre Teilhabechancen, vor allem aber auch die Bildungschancen ihrer Kinder beschränkt. Trotz massiver Bemühungen, das Bildungssystem zu reformieren und der in Deutschland starken „sozialen Vererbung“ von Bildungsressourcen entgegenzuwirken und trotz starker Initiativen zur Entwicklung eines inklusiven Bildungssystems, fallen die Bildungserfolge von Kindern und Jugendlichen je nach sozialer Herkunft und je nach individuellen Beeinträchtigungen noch immer sehr unterschiedlich aus. Darüber hinaus wird im Bereich der Bildungspolitik auf die nach wie vor schwächeren Bildungschancen von Kindern und Jugendlichen mit Migrationshintergrund hingewiesen. Schon seit der Anwerbung von Arbeitsmigrantinnen und -migranten in den 1950er-Jahren steht die Diskussion über eine geeignete Integrationspolitik im Raum, die in den vergangenen Jahrzehnten und insbesondere durch die intensive Zuwanderung von Geflüchteten seit 2015 deutlich an Intensität gewonnen hat. Dabei wird zunehmend deutlich, dass sich Integrationsbemühungen auch an Eltern richten müssen und von einer stärkeren Familienorientierung diesbezüglicher Regelungen und Maßnahmen profitieren können. Parallel hierzu hat sich durch die Digitalisierung aller Lebensbereiche das Zusammenleben merklich verändert. Neue Kommunikationstechnologien erleichtern den Austausch im privaten Kreis und in erweiterten sozialen Netzen, helfen bei der raschen Informationssuche, und prägen auch zunehmend die Lern- und Arbeitsbedingungen in Schule, Ausbildung, Studium und Beruf. Gleichzeitig sind neue Anforderungen an Medienkompetenzen entstanden, mit denen alle Nutzenden und vor allem Eltern in ihrer Verantwortung für Kinder und Jugendliche konfrontiert sind. Nicht nur an dieser Stelle wachsen Kita und Schule neue Aufgaben zu, um Kinder und Jugendliche zum kompetenten Umgang mit Informations- und Kommunikationstechnologien in der digitalisierten Gesellschaft zu befähigen, sondern auch Eltern Information und Orientierung zu bieten." Der Beschäftigungsrückgang der Frauen fällt zwar geringer aus als jener der Männer, konzentriert sich aber auf für die Frauenbeschäftigung bedeutende Wirtschaftsbereiche. Auch der Anstieg der Arbeitslosigkeit ist unter Frauen geringer, betrifft aber eher Höherqualifizierte, während bei den Männern Geringqualifizierte stärker betroffen sind. Die Doppelbelastung durch Beruf und Betreuungspflichten, infolge von Home-Office oder einer Beschäftigung in den systemrelevanten Wirtschaftsbereichen, trifft Frauen stärker als Männer."     Unemployment influences life experiences and outcomes, but how it does so may be shaped by gender and parenthood. Because research on unemployment focuses on men’s experiences of unemployment, it presents as universal a process that may be gendered. This article asks: how do college-educated, heterosexual, married mothers experience involuntary unemployment? Drawing on in-depth interviews with unemployed mothers in the US, their husbands, and follow-up interviews, this article finds that the experience of job loss is tempered for mothers as they derive a culturally valued identity from motherhood which also anchors their lives. Husbands’ support emphasises that employment is one of several options mothers can pursue. Couples pivot attention to husbands’ careers as they worry about finances, often resulting in marital tensions. Using mothers’ unemployment as a case, this study demonstrates that unemployment has more divergent implications depending on gender and parenthood than prior theories suggest.     "This study contributes to the research on motherhood penalties by investigating based on German longitudinal register data whether mothers take longer to search for a job than childless women. We develop a unique research design to test the theory of statistical discrimination as well as the theory of status-based discrimination. We use establishment closures as a starting point that creates equal conditions for all previously employed women. Following a subsequent coarsened exact matching approach, we investigate the job search length of almost 3,000 comparable full-time working childless women and mothers from almost 700 establishments by applying event history techniques. Even after extensive robustness checks that back up the main findings, we can show that mothers have lower transition rates to re-employment than childless women. When including additional information, such as higher age of the youngest child or shorter parental leave durations, both of which serve as indicators of higher labour market attachment, we find reduced differences and buffering effects on the motherhood penalty." On the back drop of current European developments – from the deregulation of economy, a shrinking welfare state to the dissolution and reinforcement of borders – the book examines the development of Gender and Diversity Studies in different European regions as well as beyond and focuses on central fields of theoretical reflection, empirical research and practical implementation policies and politics. Anti-discrimination policies of the EU contribute to an institutionalization of Gender and Diversity Studies and interact with legal, political, societal and economic factors which shape the academic and practical fields. Pressure towards the deregulation of economy, the reduction of welfare state institutions, increased requirements of mobility for individuals and, at the same time, stronger regulations of migration have an impact on research and theory development in the field of Gender and Diversity Studies. While certain rights and anti-discrimination policies are being strengthened within the EU, and while inner borders between member states dissolve and – recently at the same time partially also increase – external borders of Europe are simultaneously being enforced. The large flows of refugee migration towards and into Europe has put these questions on top of the agenda. Taking these processes as well as social and political changes in different European and border regions into account, the state of the art as well as future perspectives of Gender and Diversity Studies are debated from multiple European and border perspectives.     "We use data from the European Union Statistics on Income and Living Conditions (EU-SILC) to explore labor responses of individuals (not only the spouse) to a negative employment shock suffered by another household member. We focus on Italy where family ties other than spousal ones are particularly strong and grown up children live in their parents' household till late, especially when they are students. Two main results emerge. First, we find strong and robust evidence that households hit by an employment shock do respond by increasing labor supply. Second, we document an added worker effect that is affecting not only wives, but also teenage children and students independently of their age, with important policy implications in terms of human capital formation. Results are robust across gender, household financial conditions and the crisis, yet they do not point to differential reactions along these dimensions."     "Viele Arbeitsmarktindikatoren deuten darauf hin, dass sich Belgien weitgehend und ohne eine Zunahme der Ungleichheit von der Großen Rezession erholt hat. Diese Entwicklungen wurden jedoch durch staatliche Lohnreglementierung, einen leichten Rückgang des real verfügbaren Einkommens und eine Zunahme der Armut unter Arbeitslosen begleitet. Zwar hat sich die Arbeitsmarktposition von Frauen im Durchschnitt verbessert, doch es bleiben dennoch große langfristige Herausforderungen bestehen. Vor allem die hohe Jugend- und Langzeitarbeitslosigkeit sowie die niedrige Erwerbsbeteiligung älterer Menschen stellen eine ernsthafte Bedrohung für den sozialen Zusammenhalt und die wirtschaftliche Entwicklung dar." Theories of dynamic complementarity would suggest training should work better for those with higher pre-existing human capital, but there are also reasons why existing human capital might inhibit training participation or substitute for its effects. We examine the heterogeneity in treatment impact according to different types of human capital.     "This article presents evidence of ethnic discrimination in the recruitment process from a field experiment conducted in the Danish labour market. In a correspondence experiment, fictitious job applications were randomly assigned either a Danish or Middle Eastern-sounding name and sent to real job openings. In addition to providing evidence on the extent of ethnic discrimination in the Danish labour market, the study offers two novel contributions to the literature more generally. First, because a majority of European correspondence experiments have relied solely on applications with male aliases, there is limited evidence on the way gender and ethnicity interact across different occupations. By randomly assigning gender and ethnicity, this study suggests that ethnic discrimination is strongly moderated by gender: minority males are consistently subject to a much larger degree of discrimination than minority females across different types of occupations. Second, this study addresses a key critique of previous correspondence experiments by examining the potential confounding effect of socio-economic status related to the names used to represent distinct ethnic groups.     "In this article, we examine whether the business cycle plays a role in marriage and divorce. We use data on Spain, since the differences between recession and expansion periods across regions are quite pronounced in that country. We find that the unemployment rate is negatively associated with the marriage rate, pointing to a pro-cyclical evolution of marriage; however, the response of the divorce rate to the business cycle is mixed. Results show the existence of different patterns, depending on geography: divorce rates in coastal regions are pro-cyclical, while in inland regions divorces react to unemployment in a counter-cyclical way."     "Unemployment, especially in insecure times, has devastating effects on families, but it is not clear what happens to domestic work. On the one hand, unemployment frees up time for more housework by both men and women. On the other hand, once unemployed, women may take on more additional housework than men do, either because they capitalize on their time to act out traditional gender roles or because unemployment compounds women's general disadvantage in household bargaining. Multi-level analyses based on the European Social Survey show that both men and women perform more housework when unemployed. However, the extra domestic work for unemployed women is greater than for unemployed men. They also spend more time on housework when their husband is unemployed. Compared to their employed counterparts, unemployed women, but not men, perform even more housework in a country where the unemployment rate is higher." (Author's abstract, IAB-Doku) ((en))

    Abstract

    "The paper investigates the intergenerational transmission of female educational attainment and the intergenerational transmission of labour force participation in Greece, in 2011. Results show that parental educational background, and especially maternal, is identified as a key determinant of women's high level of educational achievement. A wife's labour force participation decision is related to her husband's mother's and mother's participation, and even more strongly related to her own level of educational achievement along with the number of children in the household. The labour force participation of the mother of the husband is more important than that of the woman's own mother, indicating a strong transmission of the husband's cultural model. Results point to the presence of heterogeneity of cultural transmission of female labour supply conditional on household income."     Abstract

    "This paper uses the marked divergence in labour force participation trends between the US and the UK to probe underlying drivers and implications for recent US poor performance. Contrary to a common US narrative, our comparative perspective suggests that the relative decline in US labour force participation is not confined to the (white) male population: the divergence in female participation rate is even more pronounced. We also do not find evidence that the poor US performance is linked to some structural changes brought about by the financial crisis; instead, it is a more pervasive, longer-run phenomenon. Our multivariate analysis seeks to disentangle age, cohort, and period effects, and shows that the US is particularly ill-equipped to deal with the looming ageing of the Baby Boom generation. An Oaxaca decomposition shows that the relative decline of US participation rates with respect to the UK is roughly equally attributable to characteristics, which have become less favourable over time, and the impact of those characteristics, which have become more adverse to participation."     "We show that a calibrated life-cycle two-earner household model with endogenous labor supply can rationalize the extent of consumption insurance against shocks to male and female wages, as estimated empirically by Blundell, Pistaferri and Saporta-Eksten (2016) in U.S. data. With additively separable preferences, 43% of male and 23% of female permanent wage shocks pass through to consumption, compared to the empirical estimates of 34% and 20%. With non-separable preferences the model predicts more consumption insurance, with pass-through rates of 29% and 16%. Most of the consumption insurance against permanent male wage shocks is provided through the labor supply response of the female earner." (Author's abstract, IAB-Doku) ((en))
