Niedriglohnarbeitsmarkt

Der Ausbau des Niedriglohnsektors sollte Ende der 1990er Jahre die hohe Arbeitslosigkeit reduzieren. Als Niedriglohn gilt ein Arbeitsentgelt, das trotz Vollzeitbeschäftigung keine angemessene Existenzsicherung gewährleistet – die OECD definiert den ihn als einen Bruttolohn, der unterhalb von zwei Dritteln des nationalen Medianbruttolohns aller Vollzeitbeschäftigten liegt. Betroffen von Niedriglöhnen sind überdurchschnittlich häufig Personen ohne beruflichen Abschluss, jüngere Erwerbstätige und Frauen.

    "In Europa bestehen deutliche Unterschiede im Ausmaß und in der Struktur von Armut von Erwerbstätigen. Die Untersuchung analysiert in einem Vergleich von 20 Ländern, inwieweit dies auf die unterschiedliche Ausgestaltung der institutionellen Rahmenbedingungen eines jeweiligen Landes zurückzuführen ist. Die Analysen basieren auf Mikrodaten aus der EU-Statistik zu Einkommen und Lebensbedingungen (EU-SILC) des Jahres 2006 und Makrodaten aus unterschiedlichen Quellen. Es werden mehrere Stufen des Einkommensverteilungsprozesses betrachtet. Der Ausgangspunkt ist die Frage, ob das persönliche Erwerbseinkommen einer Person ausreichend ist, um Armut zu vermeiden. In weiteren Schritten werden der Haushaltskontext (Bedarf und weitere Erwerbseinkommen) und der Einfluss staatlicher Umverteilung (Steuern und Transfers) mitberücksichtigt. Nur in dieser umfassenden Perspektive ist es möglich zu klären, inwieweit Armut von Erwerbstätigen vor allem am Arbeitsmarkt entsteht oder auf andere Faktoren zurückzuführen ist."     "Between 2000 and 2003, the Employment Retention and Advancement (ERA) project identified and implemented a diverse set of innovative models designed to promote employment stability and wage or earnings progression among low-income individuals, mostly current or former welfare recipients. While the main objective of ERA was to test a range of program approaches, the data collected as part of the evaluation provide an important opportunity to look in depth at the work experiences over a three-year period of the more than 27,000 single parents targeted by the programs. As single parents - most of whom were current or former welfare recipients - many of them faced considerable barriers to work and advancement.
    This report augments the ERA project's experimental findings by examining the work, education, and training experiences of single parents targeted by the programs studied. Specifically, these analyses identify the single parents in the study who advanced, and it compares their experiences with the experiences of parents who did not advance. Although the analyses are descriptive only and cannot be used to identify the exact causes of advancement, examining the characteristics of single parents who advance and the pathways by which they do so can inform the design of the next generation of retention and advancement programs."     "Wage supplementations in the form of temporary 'in-work credits' have been introduced in recent years for a number of claimant groups entering work, to encourage enhanced work entry and retention rates. For lone parents, the In Work Credit was piloted from April 2004 and then rolled out nationally in April 2008. It is a wage supplement paid at £40 a week (£60 in London) for 12 months to eligible lone parents moving in to work. From July 2008 to June 2010, a variant on this, the In Work Retention Pilot (IWRP), was trialled in two Jobcentre Plus districts. The IWRP was intended to test the effectiveness of using In Work Credit payments as an aid to job retention and progression, by changing the payment structure of the credits and offering additional advisory support on retention and advancement.
    This report presents findings from a qualitative evaluation of the IWRP, examining the delivery of the pilot and the views of lone parents and Jobcentre Plus staff on: the distinctive IWRP payment structure; the retention and progression challenges facing lone parents and the support received; and whether and how the IWRP made a difference to work behaviour and decisions.     "In Work Credit (IWC) is a non-taxable weekly payment of £40 (£60 in London districts). It is paid for a maximum of 52 weeks to lone parents moving into paid employment of 16 hours per week or more, who have had a period of 12 months or more on out-of-work benefits. The policy intent of IWC is to increase lone parent employment rates by encouraging more lone parents to look for work and to move from benefits into work, as well as to contribute to the Government's target of reducing child poverty. Since it was rolled out nationally in April 2008, 118,100 individuals have received IWC (April 2008 to the end of March 2010. Source: Department for Work and Pensions (DWP)).
    The Centre for Economic and Social Inclusion was commissioned by the DWP to carry out a qualitative evaluation of the delivery of IWC since national roll-out, investigate the effect on retention after the end of IWC and examine differences between those who completed their claim and those who did not.     "The purpose of this qualitative research study was to examine how low-income, single mothers manage their family and work lives. Analysis was based on longitudinal data collected from 28 rural, low-income, single mothers across 11 states who were continuously employed over three waves. Four main themes were identified: demands from family and work, resources the mothers used to maintain employment, work-family conflict, and strategies to retain employment. This study concludes that despite all the difficulties, mothers try to utilize their limited resources and adopt strategies for combining family and work life even though their demands and resources vary over time.     Der Arbeitsmarkt in Deutschland: Alleinerziehende im SGB II (2010)

    Abstract

    "Für alleinerziehende Eltern stellt es eine große Herausforderung dar, einer Erwerbstätigkeit nachzugehen, die den Bedarf für die ganze Familie deckt. Die Grundsicherung übernimmt daher für 645.000 Ein-Eltern-Bedarfsgemeinschaften eine wichtige Funktion in der Sicherung des Lebensunterhalts. Die Broschüre der Bundesagentur für Arbeit - Arbeitsmarktberichterstattung bietet weiterführende Informationen.
    Auf einen Blick:
    - 41 Prozent aller Alleinerziehenden-Haushalte in Deutschland waren im Jahr 2009 auf Leistungen aus der Grundsicherung angewiesen.
    - Im Jahr 2009 lebten 53 Prozent der Kinder, die Leistungen nach dem SGB II erhielten, in Alleinerziehenden-Bedarfsgemeinschaften.
    - Rund 60 Prozent der alleinerziehenden Frauen waren 2009 erwerbstätig, 42 Prozent davon in Vollzeit.
    Im Jahr 2009 wurden 88 Prozent der arbeitslosen Alleinerziehenden im Rechtskreis SGB II und lediglich 12 Prozent im SGB III betreut.
    - Fast ein Drittel der erwerbsfähigen hilfebedürftigen Alleinerziehenden ging einer Erwerbsarbeit nach.
    - 6 Prozent der hilfebedürftigen Alleinerziehenden arbeiteten in Vollzeit. Das war ein Prozentpunkt weniger als unter den erwerbsfähigen Hilfebedürftigen insgesamt.
    - Erwerbsfähige alleinerziehende Hilfebedürftige waren doppelt so häufig in Teilzeit beschäftigt, wie die erwerbsfähigen Hilfebedürftigen insgesamt.
    - Der Arbeitgeberservice der BA unterstützt die Akquise 'familienfreundlicher' Arbeitsplätze und wirbt bei den Personalverantwortlichen für die Einstellung von Alleinerziehenden." (Autorenreferat, IAB-Doku)

    "Optimal tax rules are used to evaluate the optimality of taxation for lone mothers in Germany and Britain. The theoretical model is combined with elasticities derived from the structural estimation of lone mothers' labour supply. For both countries we do not find that in-work credits with marginal tax rates are optimal. However we show that when the government has a low taste for redistribution, out-of-work transfers and transfer for the working poor are very similar, implying very low marginal tax rates. Further, the current tax and transfer systems in both countries are shown to be optimal only if governments have a much higher welfare value for income received by the non-workers than the working poor."     "While many studies have found that the EITC increases the employment rates of single mothers, no study to date has examined whether the jobs taken by single mothers as a result of the EITC incentives are 'dead-end' jobs or jobs that have the potential for earnings growth. Using a panel of administrative earnings data linked to nationally representative survey data, we find no evidence that the EITC expansions between 1994 and 1996 induced single mothers to take 'dead-end' jobs. If anything, the increase in earnings growth during the mid-to-late 1990s for single mothers who were particularly affected by the EITC expansion was higher than it was for other similar women.     "There is a heated debate in many European countries about a move towards a welfare system that increases the incentives for lone mothers to move off welfare and into work. We analyze the consequences of a major Norwegian workfare reform of the generous welfare system for lone mothers. Our difference-in-differences estimates show that the policy changes were successful in improving labor market attachment and increasing disposable income of new lone mothers. By contrast, the reform led to a substantial decrease in disposable income and a significant increase in poverty among persistent lone mothers, because a sizeable group was unable to offset the loss of out-of-work welfare benefits with gains in earnings. This suggests that the desired effects of the workfare reform were associated with the side-effects of income loss and increased poverty among a substantial number of lone mothers with insurmountable employment barriers. This finding stands in stark contrast to evidence from similar policy changes in Canada, the UK, and the US, and underscores that policymakers from other developed countries should be cautious when drawing lessons from the successful welfare reforms implemented in Anglo-Saxon countries."     "In Deutschland leben zur Zeit rund 1,6 Millionen Alleinerziehende mit knapp 2,2 Millionen minderjährigen Kindern; mehr als jedes sechste Kind wächst demnach mit einem alleinerziehenden Elternteil auf. Der Anteil der Alleinerziehenden an allen Familien beträgt knapp 19 Prozent, das ist fast jede fünfte Familie. Mehr als 40 Prozent der Alleinerziehenden mit zusammen etwa einer Million Kindern befinden sich im 'Hartz-IV'-Bezug. Sie stellen damit knapp die Hälfte aller Bedarfsgemeinschaften mit Kindern; fast die Hälfte aller 'Hartz-IV'-Kinder lebt bei Alleinerziehenden. Im Folgenden wird ein selten hinterfragtes Zusammenspiel von Anspruchsvoraussetzungen und Anspruchsausschlüssen, von Bedarfsfeststellung, Einkommensermittlung und Einkommensanrechnung innerhalb wie auch zwischen den einzelnen Sozialtransfer-Systemen in den Blick gerückt."     "This paper presents a tour of welfare reforms in the UK since the last change of government, summarising the most important changes in active labour market policies (ALMPS), and in measures intended to strengthen financial incentives to work. It argues that developments in the UK's active labour market policies occurred in two broad phases: first, the Government sought to strengthen ALMPs for those individuals deemed to be unemployed, through the New Deal programme. Second, the Government has reformed benefits for individuals traditionally viewed as inactive and thus excused job search activity, such as lone parents, and the sick and disabled. Accompanying these have been changes to direct taxes, tax credits and welfare benefits aiming to strengthen financial work incentives. However, financial work incentives have been strengthened by less than might be expected given the early rhetoric: the expansion in family-based tax credits have weakened the financial work incentives of (potential) second earners in families with children, many more workers now face combined marginal tax and tax credit withdrawal rates in excess of 60 per cent than a decade ago, and a desire to achieve broad reductions in relative child poverty has led the Government to increase substantially income available to non-working families with children.     "Im Jahr 2007 lebten laut Statistischem Bundesamt 1,6 Mio. Alleinerziehende mit einem oder mehreren Kindern unter 18 Jahren in Deutschland. Die Berufstätigkeit von Alleinerziehenden ist oft von prekärer Teilzeit und Niedriglohn geprägt. Auch der Anteil der Langzeitarbeitslosen hat sich im Laufe der letzten drei Jahre kontinuierlich erhöht. Alleinerziehende beenden seltener als alle Arbeitslosen die Arbeitslosigkeit durch die Aufnahme eines Jobs. Überdurchschnittlich ist hingegen der Anteil derer, die in Nichterwerbstätigkeit wechseln. Aufgrund verfestigter Arbeitslosigkeit und geringer Einkommen ist das Armutsrisiko bei Alleinerziehenden groß und Alleinerziehenden gelingt der Absprung aus Hartz IV nur selten. Auch wenn Alleinerziehende erwerbstätig sind, gelingt es ihnen oftmals nicht, das Hartz IV-System zu verlassen.     Abstract

    Die Studie gibt einen Überblick über Armut in der Schweiz, wobei generell berücksichtigt werden muss, dass die Definition einer Armutsgrenze in reichen Ländern ein sehr komplexes Unterfangen ist. Wenn man in der Schweiz von Armut spricht, dann handelt es sich dabei um jene Bevölkerungsgruppen, deren Einkommen lediglich ausreicht, um sich zu ernähren, zu kleiden, zu wohnen und zu pflegen. Es ist aber zu tief, um darüber hinausgehende Ausgaben für die Teilnahme am Sozialleben tätigen zu können. Ein Teil der Personen, die unter einer definierten Armutsgrenze leben, bezeichnet man als Working Poor, d.h. Personen, die mindestens eine Stunde pro Woche gegen Bezahlung arbeiten und in einem arbeitsmarktnahen Haushalt mit einem Erwerbsumfang von mindestens einer Vollzeitstelle leben. Zur Berechnung der Armutsgrenze bedarf es eines Referenzwertes. In der Schweiz wird dieser Wert aus den Richtlinien der Schweizerischen Konferenz für Sozialhilfe (SKOS) abgeleitet. Dieser statistische Wert ermöglicht es das Ausmaß der Armut zu messen, die Risikogruppen zu identifizieren und die Armutsentwicklung zu beschreiben. Die Untersuchungsergebnisse zeigen, dass jede elfte Person im Erwerbsalter von Armut betroffen und jede 25. Erwerbsperson ein Working Poor ist. Der Umstand, Arbeit zu haben, senkt das Risiko, ein Einkommen unter der Armutsgrenze zu erzielen. Seit Beginn der 2000er-Jahre hat sich die Armut verringert. Bestimmte soziodemographische Gruppen sind stärker von Armut und vom Phänomen der Working Poor betroffen: Haushalte von Alleinerziehenden und kinderreiche Familien, jüngere Eltern im Allgemeinen, ausländische Staatsangehörige. Einen starken Einfluss haben auch sozioprofessionelle Faktoren: unqualifizierte Arbeitnehmende, Personen mit Unterbrechungen ihrer Erwerbsbiografie, Erwerbstätige mit nicht dauerhaften Arbeitsverträgen, Selbständige - insbesondere alleine tätige Selbständige - sind weit überdurchschnittlich häufig Working Poor.     "Workfare is, at least in part, a policy response to changing labour markets and the expansion taking place in jobs that are low-paid, irregular and insecure. For lone mothers, increasingly the focus of workfare policies, precarious employment creates special challenges. However, the nature of the jobs that are available to women on social assistance has received relatively little attention in the workfare literature, which focuses more on individual characteristics, supports to employment, and programme impacts. Drawing upon both primary and secondary sources and using Ontario, the province with the most developed workfare programme in Canada, this article examines the ways in which policies support and enforce precarious employment. The article also considers the implications of precarious employment for UK policy, which has not (yet) adopted workfare for lone mothers, although incremental steps in that direction are taking place as employment is increasingly viewed as the appropriate objective of income support programmes for lone mothers."
