Evaluation der Arbeitsmarktpolitik

Arbeitsmarktpolitik soll neben der Wirtschafts- und Strukturpolitik sowie der Arbeitszeit- und Lohnpolitik einen Beitrag zur Bewältigung der Arbeitslosigkeit leisten. Aber ist sie dabei auch erfolgreich und stehen die eingebrachten Mittel in einem angemessenen Verhältnis zu den erzielten Wirkungen? Die Evaluationsforschung geht der Frage nach den Beschäftigungseffekten und den sozialpolitischen Wirkungen auf individueller und gesamtwirtschaftlicher Ebene nach. Das Dossier bietet weiterführende Informationen zu Evaluationsmethoden und den Wirkungen von einzelnen Maßnahmen für verschiedene Zielgruppen.

    Abstract

    "In this paper we analyze the effects of a German job creation scheme (JCS) on the social integration and well-being of long-term unemployed individuals. Using linked survey and administrative data for participants and a group of matched non-participants, we find significant positive effects of being employed within this program. They are larger for individuals with health impairments and above-average duration of welfare dependence. The program effects decline over time, which cannot be explained by decreasing levels of well-being and social integration of the participants. Instead, this decrease is driven by a rising share of controls who find a job and catch up to similar outcome levels as program participants. Overall, our results suggest that JCSs can be an efficient labor market policy instrument to improve the quality of life of the long-term unemployed." (Author's abstract, IAB-Doku) ((en))

    "This paper provides a meta-analysis of microeconometric evaluation studies on the effectiveness of active labor market policies. The analysis is built upon a systematically assembled data set of causal impact estimates from 57 experimental and quasi-experimental studies, providing 654 estimates published between January 1990 and December 2017. We distinguish between the short and longer term impacts in our analysis; at 6, 12, 24, and 36 months after program start. After correcting for publication bias and country-specific macroeconomic characteristics, subsidized labor and public employment programs have negative short-term impacts, which gradually turn positive in the longer run. Schemes with enhanced services including job-search assistance and training programs do not have these negative short-term effects, and stay positive from 6 until 36 months after program start."     "Social procurement policies, which aim to create employment opportunities for vulnerable groups, such as the long-term unemployed and the disabled, have become increasingly popular in recent years. Despite their growing popularity, empirical research on this topic is limited. Combining insights from the social policy and public administration literatures, we explore the development and implementation of 'social return' policies by the Dutch government. These policies are a form of social procurement that require private employers to spend a percentage of public tenders to hire individuals far removed from the labor market. Social procurement appears, by definition, to be a form of social investment. However, our analysis of the ideas underlying its use in the Netherlands suggests that significant contradictions exist, with evidence of neoliberal New Public Management tendencies, social investment, and the more recent form of public administration, New Public Service. Using extensive document analysis of parliamentary documents, discussions and evaluative reports from 2008 to 2014, we reveal the tensions inherent in the Dutch approach and discuss possible implications for our understanding of social policy and administration as well as social protection."     "This work analyses the effects of labour market structural reforms by means of the labour-augmented 'Schumpeter meeting Keynes' (K+S) Agent-Based model. We introduce a policy regime change characterized by a set of structural reforms on the labour market. Confirming a recent IMF report, the model shows how structural reforms reducing workers' bargaining power and compressing wages tend to increase (a) unemployment, (b) functional income inequality and (c) personal income inequality.     "This chapter discusses how the effects of structural labour market reforms depend on whether the economy is in expansion or recession. Based on an empirical time series model with Markov switching that draws on search and matching theory, we propose a novel identification of reform outcomes and distinguish the effects of structural reforms that increase the flexibility of the labour market in distinct phases of the business cycle. We find in applications to Germany and Spain that reforms which are implemented in recessions have weaker expansionary effects in the short run.     "The combination of different working-age benefits, childcare costs and income taxation creates complexity, reduces work incentives and holds back employment. Major disincentives in Finland are related to tapering rules for unemployment benefits, social assistance and the housing benefit, the extended unemployment benefit for older workers, the childcare fee structure and the homecare allowance. Improved benefit design combined with efficient activation policies can reduce complexity and remove the strongest disincentives while minimising adverse fiscal and social impacts. Replacing current benefits with a basic income would improve incentives for many, but with a drastic redistribution of income and likely increasing poverty as a result. Merging working-age benefits with similar aims and coordinating their tapering against earnings would on the other hand consistently improve work incentives and transparency, while preserving social protection. Once the new income registry comes online, linking benefit payments to real-time incomes, combined with strengthened work incentives, would make for a truly efficient and inclusive benefit system, fit for the future of work.     "This dissertation explores through which channels unemployment leads to exclusion from society and how policy interventions and technological innovations affect individual job search behavior and are able to bring unemployed persons back into the labor market. All four chapters contained in this dissertation are based on large individual-level data sets from Germany and aim at identifying causal relationships by employing different empirical methods. This thesis starts in the first chapter with an analysis of how job loss impacts different dimensions of social exclusion and shows that unemployment has detrimental economic and social effects. In the second chapter, which is co-authored by Annette Bergemann and Arne Uhlendorff, we study employment effects of participation in job creation schemes in the years after German reunification. We find that participation in job creation programs is beneficial for high skilled women in times of economic instability. In the third chapter, my co-authors Maximilian Blömer, Nicole Gürtzgen, Holger Stichnoth, Gerard van den Berg and I estimate an equilibrium job search model and simulate the introduction of different minimum wage levels. The results indicate that minimum wage effects on unemployment are non-linear and highly dependent on the labor market structure. In the last chapter, which is co-authored by Nicole Gürtzgen, André Nolte and Gerard van den Berg, we find that high-speed internet leads to higher reemployment probabilities with a certain time delay.     "This article concerns workfare and especially mandatory work activities for the unemployed. It focuses on the UK government's Work Programme and recent challenges regarding its lawfulness. Drawing on the resources of actor network theory, and especially the economization approach to the study of markets, it outlines how the Work Programme is configuring a market for the labour of the unemployed, including a space of calculation in regard to that labour. The argument advanced is that the law and its instruments are part of the process of market making, contributing to both its design and calibration. This article therefore locates the law as an actor involved in the assembly of a market for the labour of the unemployed. It also foregrounds what is missing from recent debates on workfare, namely, an account of how the activities of the unemployed are configured and framed as labouring activities." Teilhabeeffekte für die Geförderten entstehen bei beiden Arbeitgebern, die ungeförderte Weiterbeschäftigung ist in privaten Betrieben hingegen stärker daran geknüpft, dass sich die Produktivität der Geförderten hinreichend entfaltet."     Abstract

    Die Autoren berichten über eine arbeitsmarktpolitische Maßnahme, die unter dem Titel 'Stadtteilmütter' in Nordrhein-Westfalen durchgeführt wurde. Diese Maßnahme sollte ausländischen arbeitsmarktfernen Frauen mit deutschen Sprachkenntnissen und Hauptschulabschluss eine geförderte Beschäftigung ermöglichen. Hierdurch sollte bei ihnen die Motivation geweckt werden, durch eigenständige Erwerbsarbeit zur Überwindung der Bedürftigkeit ihres Haushalts beizutragen. Anhand von Interviewprotokollen wird gezeigt, dass die Unterstellung einer kulturell bedingten Arbeitsmarktferne nur für einen Teil der Frauen zutrifft, während bei den meisten Frauen bereits eine Erwerbsmotivation vorliegt. Kritisiert wird, dass es sich bei der Maßnahme um ein rein sozialpolitisches Hilfeprojekt handelt, welches als Laienhilfe in der ethnischen Community implementiert wurde. (IAB)

    "Previous research suggests that unemployment negatively affects indicators of mental health and well-being, but it remains unclear whether active labor market policy can offset this effect. This paper examines a workfare program that was a key part of Germany's active labor market policy for over 30 years. Fixed effects panel estimates suggest that participation in the workfare program offset most, though not all, of the negative effect of unemployment on subjective life satisfaction. Robustness tests find no evidence that this estimate is due to non-parallel time-trends, unobserved shocks in the pre-treatment period, adaptation to unemployment or differences in regional unemployment rates.     "Aktive Arbeitsmarktpolitik als ein bedeutendes sozial- und wirtschaftspolitisches Handlungsfeld hat mehrere Ziele und Interessengruppen zu vereinen. In der alltäglichen Debatte sowie auch offiziell im Arbeitsmarktservicegesetz werden meist die Wiedereingliederung von Arbeitslosen in den Arbeitsmarkt und die Senkung von Arbeitslosigkeit als Ziele angegeben. Der Artikel schlägt einen erweiterten Zielkanon im Sinne eines magischen Vieleckes für aktive Arbeitsmarktpolitik vor. Hierbei charakterisiert sich eine humane und ökonomisch vernünftige Arbeitsmarktpolitik durch eine ausgewogene Berücksichtigung der Interessen von ArbeitnehmerInnen und ArbeitgeberInnen. Vor diesem Hintergrund werden zentrale Instrumente der aktiven Arbeitsmarktpolitik in Österreich (Eingliederungsbeihilfe, Qualifizierungsmaßnahmen, sozialökonomische Betriebe und gemeinnützige Beschäftigungsprojekte, Beratungs- und Betreuungseinrichtungen) auf Mikro- und auf Makroebene evaluiert. Verschiedene Studien des IAB zeigen, dass bestehende Instrumente der aktiven Arbeitsmarktpolitik grundsätzlich geeignet sind, auch Personen, die über mehrere Jahre nicht sozialversicherungspflichtig beschäftigt waren, auf ihrem Weg zurück in den Arbeitsmarkt zu unterstützen.     "This paper evaluates the effects of entry into training programs and subsidized public employment schemes which were set up in France at the end of the 1990s. Studied outcomes are unemployment and subsequent employment durations, wages accepted, and occupations. A flexible multivariate duration-occupation-wage dynamic model is estimated. The impact of programs depends, ceteris paribus, mainly on their training content and the educational level of recipients. Vocational training programs have an overall positive impact on the transition to employment, whereas basic training programs improve the job stability of less-educated recipients. The paper also highlights the importance of occupations in better understanding the impact of programs. Community jobs display negative impacts on employment and occupations. With basic training programs, they also display negative impacts on wages for the more-educated participants.     "Ziel dieser von der KMU Forschung Austria im Auftrag der Abt. Arbeitsmarktforschung und Berufsinformation des AMS Österreich im Jahr 2013 realisierten Studie ist eine Darstellung, wie in Deutschland der Erfolg arbeitsmarktpolitischer Bildungsmaßnahmen definiert wird und welche Indikatoren herangezogen werden, um diesen Erfolg zu messen.
    Nach der Einleitung (Kapitel 1) wird in Kapitel 2 erläutert, wie die Arbeitsmarktpolitik in Deutschland organisiert ist, welche Instrumente es im (Weiter-)Bildungsbereich gibt und welche im Rahmen der Studie untersucht werden. Zudem werden die Besonderheiten in der deutschen Wirkungsforschung dargestellt und erläutert, auf welche Datengrundlagen bei Evaluierungen / Wirkungsanalysen von arbeitsmarktpolitischen Instrumenten im Bildungsbereich zurückgegriffen wird.
    Kapitel 3 behandelt die konkreten Erfolgskriterien und Indikatoren, die in Deutschland für die Wirkungsanalyse von Bildungsmaßnahmen herangezogen werden. Soweit es möglich ist, werden diese den Bewertungskriterien für arbeitsmarktpolitische Bildungsmaßnahmen gemäß AMS Österreich zugeordnet, um eine bessere Übersichtlichkeit und Vergleichbarkeit mit den österreichischen Indikatoren zu gewährleisten.     "In direct job creation schemes, unemployed individuals at risk of permanent labour market exclusion are offered temporary subsidised employment in public or non-profit sector firms in combination with skills training and socio-pedagogical support. The main aim is to stabilise and qualify them for later reintegration into the regular labour market. Exploiting exogenous regional variation in population-group-specific programme capacities, I find evidence that such a job creation scheme is, on average, effective in providing a bridge to a regular job.     Abstract

    "Arbeitslosigkeit ist in Baden-Württemberg weniger verbreitet als in anderen Bundesländern. Von der günstigen Arbeitsmarksituation profitieren im Südwesten wie im Bundesgebiet aber ebenfalls vor allem die kurzfristig Arbeitslosen aus dem SGB III. Die Verfestigung der Langzeitarbeitslosigkeit ist auch in Baden-Württemberg ausgeprägt. Im Oktober 2012 hat die Landesregierung deshalb im Rahmen des Landesprogramms 'Gute und Sichere Arbeit' das Modellprojekt 'Passiv-Aktiv-Tausch' gestartet. Unmittelbar hat die Förderung zum Ziel, Langzeitarbeitslose mit mehreren Vermittlungshemmnissen, die in der Regel bereits seit 36 Monaten im Leistungsbezug sind, über einen Zeitraum von bis zu zwei Jahren sozialversicherungspflichtig zu beschäftigen. Der erste Zwischenbericht aus der wissenschaftlichen Begleitung und Evaluation des Programms, die vom Institut für Sozialforschung und Gesellschaftspolitik, ISG, in Kooperation mit dem IAB-Baden-Württemberg durchgeführt wird, umfasst unter anderem Ergebnisse der folgenden Untersuchungsbestandteile: ökonometrische Analysen der Teilnehmerallokation durch Jobcenter und Kommunen, die standardisierte Befragung der beteiligten Jobcenter und Kommunen, Fallstudien in fünf Regionen sowie standardisierte postalische Erhebungen unter Arbeitgeber und Geförderten."     Abstract

    "Using aggregate panel data on Spain's 17 regions for the period 1987 - 2010, the authors present a macroeconomic assessment of a variety of active labour market policies, including employment subsidies for permanent contracts, job-creation schemes and vocational training programmes. Their results suggest that employment subsidies for permanent contracts had no notable effect on aggregate levels of permanent or temporary employment. However, they do appear to have had a small positive effect on transitions from unemployment to employment, and from temporary to permanent employment, particularly since the 1997 labour reform. Better targeted subsidies, the authors conclude, would have incurred fewer deadweight and substitution effects." (Author's abstract, IAB-Doku) ((en))

    "Since the early 1990s, European welfare states have undergone substantial changes, in terms of objectives, areas of intervention, and instruments. Traditional programmes, such as old age pensions have been curtailed throughout the continent, while new functions have been taken up. At present, welfare states are expected to help non-working people back into employment, to complement work income for the working poor, to reconcile work and family life, to promote gender equality, to support child development, and to provide social services for an ageing society. The welfare settlement that is emerging at the beginning of the 21st century is nonetheless very different in terms of functions and instruments from the one inherited from the last century.
