"Using Census and Current Population Survey data spanning 1959 through 1999, we assess the relative contributions of two factors to the decline in the gender wage gap: changes across cohorts in the relative slopes of men's and women's age-earnings profiles, versus changes in relative earnings levels at labor market entry. We find that changes in relative slopes account for about one-third of the narrowing of the gender wage gap over the past 40 years. Under quite general conditions, we argue that this provides an upper bound estimate of the contribution of changes in work experience and other post-school investments (PSIs) to the decline of the gender wage gap." "Der Artikel untersucht den Einfluss von Konfliktstrategien im Haushalt auf das Erwerbsarbeitszeitvolumen männlicher und weiblicher Beschäftigter. Während in der bisherigen Forschung Unterschiede im Arbeitsangebot durch Haushaltsrestriktionen, betriebliche Faktoren und institutionelle Merkmale erklärt werden, akzentuiert der Beitrag unterschiedliche Strategien von Paaren zur Bewältigung interpersonaler Zeitallokationskonflikte. Anhand einer Stichprobe von 304 männlichen und 238 weiblichen Beschäftigten aus 30 niederländischen Betrieben wird untersucht, auf welche Weise geschlechtsspezifische Unterschiede den Einfluss der Konfliktstrategien auf das Erwerbsarbeitszeitvolumen moderieren. Ausgehend von der 'role congruity theory' werden zwei Typen von Konfliktstrategien unterschieden: 'agentic strategies' und 'communal strategies'. Die Ergebnisse der OLS-Regressionsanalyse und Mehrebenenanalyse bestätigen die folgenden Hypothesen: Der unterschiedliche Einfluss von Konfliktstrategien auf das Erwerbsarbeitszeitvolumen von männlichen und weiblichen Beschäftigten lässt sich aus der (In-)Kongruenz von Versorgerrolle und geschlechtsspezifischen Rollenattributen erklären. Weibliche Beschäftigte können ein größeres Erwerbsarbeitszeitvolumen realisieren, wenn sie zur Lösung von Zeitallokationskonflikten im Haushalt 'communal strategies' anwenden. Abstract
Hauptzielsetzung US-amerikanischer Sozialpolitik ist es, Sozialhilfeempfänger wieder in Arbeit zu bringen. Die Sammelbezeichnung 'Welfare-to-Work' beschreibt eine Vielzahl von Programmen auf bundes- und einzelstaatlicher sowie auf regionaler und kommunaler Ebene. Da Adressaten von Sozialhilfeleistungen in den USA in erster Linie ledige Mütter sind, zielen die 'Welfare-to-Work'-Programme in der Hauptsache darauf ab, vor allem gering qualifizierte allein erziehende Frauen in Arbeitsverhältnisse zu bringen. Der Übergang von der Sozialhilfe in ein Arbeitsverhältnis wird dabei nicht als ein Mittel zur Armutsbekämpfung verstanden, sondern Arbeit stellt einen Wert an sich dar. Der Beitrag gibt einen umfassenden Überblick über die verschiedenen Förderungsprogramme und Einzelmaßnahmen (von Lohnkostenzuschüssen über Kinderbetreuungskosten bis hin zu Sanktionen wie zeitlicher Begrenzung oder Kürzung der Leistungen) und untersucht, inwieweit die Programme auf andere, insbesondere europäische Staaten zu übertragen sind. Die US-Erfahrungen zeigen, dass eine verhältnismäßig hohe Zahl gering qualifizierter allein erziehender Mütter auf Dauer in Arbeitsverhältnisse vermittelt werden kann, vorausgesetzt derartige Jobs existieren und es gibt entsprechende Anreize, sie zu übernehmen. Gleichzeitig ist die Zahl derer, die Arbeit haben und dennoch in Armut leben, gewachsen. Bei der Frage nach der Übertragbarkeit von 'Welfare-to-Work'-Maßnahmen auf europäische Staaten müssen die Unterschiede der wirtschaftlichen und institutionellen Strukturen und sozialen Normen berücksichtigt werden. "Die Studie 'Unterstützungsnotwendigkeiten des AMS zur Erleichterung des beruflichen Wiedereinstieges nach längerer Beschäftigungspause', die im Jahr 2004 im Auftrag des AMS Vorarlberg von dem Salzburger Institut Solution - Sozialforschung & Entwicklung abgeschlossen wurde, geht auf Prognosen zur längerfristigen Entwicklung des Vorarlberger Arbeitsmarktes zurück. So etwa kommt die vom Europäischen Zentrum für Wirtschaftsforschung und Strategieberatung im Jahr 2001 erstellte Studie (Mohr/Duvinage/Knittel 2001) zur Einschätzung, daß vor allem im Dienstleistungsbereich sowie in Gewerbe und Handwerk ein Beschäftigungszuwachs zu verzeichnen ist, während in der Industrie die Beschäftigungszahlen insgesamt rückläufig sind. Vor dem Hintergrund der konjunkturellen Entwicklung komme es langfristig gesehen zu einem steigenden Arbeitskräftebedarf, der ein zentrales Problem für viele Vorarlberger Unternehmen in nahezu allen Branchen darstellen werde. Vor diesem Hintergrund war und ist für das Arbeitsmarktservice Vorarlberg (kurz: AMS Vorarlberg) von Interesse, wie Frauen, die längere Zeit ihre Erwerbstätigkeit unterbrochen haben, für den Arbeitsmarkt zurückgewonnen werden können. Es sollte erhoben werden, wie der Wiedereinstieg in den Arbeitsmarkt möglichst attraktiv gestaltet werden könnte und welche Maßnahmen und Angebote das AMS für Frauen vorsehen sollte, um ihnen den Wiedereinstieg nach einer Beschäftigungspause zu erleichtern. Zusätzlich sollte damit auch dem Prinzip des Gender Mainstreaming entsprochen werden. Abstract
Im Jahre 2001 hat Frankreich ein neues System von negativer Einkommensteuer, das sog. 'Prime pour l'emploi' (PPE) eingeführt. PPE soll den Weg aus der Arbeitslosigkeit und der Inaktivität heraus in ein Arbeitsverhältnis unterstützen, indem es zur Erhöhung der Einkommen im Niedriglohnsektor beiträgt. Damit wurde erstmals in Frankreich ein Instrument, das sich an die Angebotsseite des Arbeitsmarktes und nicht an die Arbeitgeber richtet, angewendet. Die Implementierung dieses Systems ist im europäischen Kontext des von der OECD entwickelten Mottos 'Making work pay' zu sehen, das eine Strategie beschreibt, nach der es attraktiver ist zu arbeiten, als arbeitslos oder inaktiv zu sein. Derartige Strategien sind bisher in den angelsächsischen Ländern und in Europa vor allem in Großbritannien angewendet worden und der Beitrag untersucht, ob sich PPE auf dem französischen Arbeitsmarkt bewährt hat und ob die Strategie des 'Making work pay' noch ausgebaut werden sollte. Im Vergleich mit steuerlichen Maßnahmen, die charakteristisch für das angelsächsische System sind, wird gezeigt, dass PPE durchaus in den Bezugsrahmen Strategie des 'Making work pay' passt. Abschließend wird die Frage behandelt, ob angesichts der Erfahrungen, die andere kontinentale bzw. korporatistische europäische Länder mit ähnlichen politischen Instrumenten gemacht haben, die Strategie des 'Making work pay' für Frankreich das beste Instrument zur Lösung der sozialen Probleme und der Probleme auf dem Arbeitsmarkt darstellt. Insgesamt wird die arbeitsmarktpolitische Strategie für Frankreich unter anderem aufgrund der institutionellen Rahmenbedingungen als wenig erfolgreich eingeschätzt. (IAB)

"Vor dem Hintergrund einer insgesamt positiven Beschäftigungsbilanz wird die Frage gestellt, wieso die als aktivierend bezeichnete Arbeitsmarktpolitik in Dänemark mit einer hohen, aber gleichwohl sinkenden Erwerbsquote einhergeht. Die Analyse zeigt, dass in Dänemark ein Maßnahmenmix implementiert wurde. Dabei stellen das Aufrechterhalten eines hohen Niveaus sozialer Sicherung sowie die Förderung der Beschäftigungsfähigkeit von Müttern kontinuierliche Elemente dar. Die Verschärfung des Arbeitszwangs, die Ausweitung der Weiterbildungsmaßnahmen sowie der Beschäftigung im öffentlichen Sektor und - quantitativ besonders relevant - die De-Aktivierung von Arbeitskräften wurden dagegen in den drei Phasen der Arbeitsmarktpolitik seit 1993 mit unterschiedlicher Akzentsetzung eingesetzt. Als ausschlaggebend für die positive Beschäftigungsbilanz werden darüber hinaus die spezifisch dänischen Arbeitsmarktinstitutionen wie Flexicurity und Negotiated Economy als auch die Koordination von Fiskal-, Steuer-, Lohn- und Familienpolitik gesehen." "In dem Betrag werden die Arbeitslosigkeit und die weitere Einkommensentwicklung der Arbeitslosen analysiert. Auf Basis von informativen administrativen Panel-Daten wird ein diskretes Hazard Modell für den Austritt von verschiedenen Erwerbszuständen geschätzt. Die geschätzten Ergebnisse belegen die Existenz sozialer Randgruppen. Beispielsweise befinden sich Frauen, Ausländer und Geringqualifizierte verstärkt in schlechten Arbeitssituation oder sind in besonderem Maße von Erwerbsinstabilität betroffen. Diese Erwerbsinstabilität scheint hauptsächlich mit einem Mangel an Qualifikation verbunden zu sein. Im Gegenteil haben Männer, Jüngere und Hochqualifizierte mehr Chancen eine Beschäftigung wieder zu finden. "In this paper, I investigate employment behaviour of women one year after childbirth. Since the study is based on a sample of mothers only, a corrective method for selection into motherhood has been applied. In the empirical work, I use the family sex composition as an instrument for fertility. The primary focus of this study is to investigate the regional differences in the labour supply of women after childbirth. In Switzerland, childcare policy is an area being the responsibility of cantons and communes. There are thus considerable geographical, linguistic and cultural differences in childcare provision within the country. For instance, childcare policy is more strongly integrated at the cantonal level in the French and Italian speaking regions ('Latin part') than in the German speaking regions ('German part') where communes operate at their own discretion. The federal structure of Switzerland poses thus issues of policy coherence. The main results of this paper indicate that Latin mothers are more likely to return to work and to report more hours of work than their German counterparts. As a consequence, a more coherent and more harmonised childcare policy at the federal level should prove worthwhile. "Studies examining the effectiveness of welfare-to-work programs present findings that are mixed and sometimes at odds, in part due to research design, data, and methodological limitations of the studies. We aim to substantially improve on past approaches to estimate program effectiveness by using administrative data on welfare recipients in Missouri and North Carolina to obtain separate estimates of the effects of participating in sub-programs of each state's welfare-to-work program. Using data on all women who entered welfare between the second quarter of 1997 and fourth quarter of 1999 in these states, we follow recipients for sixteen quarters and model their quarterly earnings as a function of demographic characteristics, prior welfare and work experience, the specific types of welfare-to-work programs in which they participate, and time since participation. We focus primarily on three types of subprograms-assessment, job readiness and job search assistance, and more inte! nsive programs designed to augment human capital skills-and use a variety of methods that allow us to compare how common assumptions influence results. In general, we find that the impacts of program participation are negative in the quarters immediately following participation but improve over time, in most cases turning positive in the second year after participation. Around 40 per cent of Spanish women who were at work 1 year before childbearing leave employment, most permanently, and one-third of these exits move to unemployment. The probability of staying on at work after birth is reduced with the rise of fixed-term contracts and increased with experience and level of education. "This article investigates whether unemployment within a dyad increases the probability of marital dissolution in Norway. An eight year panel data set of 40,472 couple-year observations is used to study the impact of unemployment on the probability of marital dissolution controlling for other variables. Two topics related to the impact of unemployment on divorce are addressed. First, the question of the impact of social stress as a mediating factor. Second, the question of gender differences with regards to the impact of unemployment. As expected the hypothesis that unemployment leads to an increased (non-monotonic) risk of marital dissolution was supported. While economic problems seem to be an important explanation for the impact of husbands' unemployment, the impact of wife's unemployment remained after controlling for other factors. Our econometric analyses use household panel data from each of the five countries: BHPS, GSOEP, OSA, HUS, and JPSC, respectively. Public policies that facilitate the combination of motherhood and paid employment offer an effective means in increasing the participation rate of first-time mothers. The results also indicate that the availability and stimulation of good-quality part-time employment can provide additional, strong incentives for new mothers to enter active employment." "Increasing the labour market participation of women is one of the main goals of the European Employment Policy. The development of the last years shows that many countries have been successful on their way to integrate women into the labour market. But the linking between employment and family patterns has strengthened the problem of declining fertility rates. However, the experience in northern countries like Denmark and Finland shows, that high female employment does not necessarily have to lead to a decline in birth rates. Policies promoting the reconciliation of work and family serve not just gender equality but also a positive demographic development. The presentation is based on the results of a just finished research project on factors influencing female labour market participation in Denmark, Finland, Germany and Austria.1 In the paper we compare the four countries concerning their parental leave schemes and ask how they fulfil the criteria to support good transitions between family work and the labour market. Another criteria we study is gender equity. The comparison between the Nordic countries and the conservative countries shows aspects where reforms in conservative welfare states could start." "This note presents evidence of the following gender asymmetry: the job-finding effort of married men and women is affected by the income of their spouses in opposite directions. For women, spouse income influences job finding negatively, just as own wealth does: the more the man earns and the wealthier the woman is, the longer it takes for her to find a job. The contrary is the case for men, where spouse income affects job finding positively: the more the wife earns, the faster the husband finds a job. This is so despite the fact that greater own wealth also prolongs unemployment spells for men. These findings are hard to reconcile with the traditional economic model of the family." "The aim of this contribution to the debates section is to raise some research and policy questions about childcare which has become a key policy issue for the British Government. Childcare currently is a central plank of both the economic efficiency and the social exclusion agenda, as exemplified in welfare-to-work policies which aim to address the under-employment of low income parents as well as the social exclusion of working class children in certain parts of British cities. The uniting focus of this dual aim is the expansion of paid work for women, especially for single mothers and so childcare has become a key economic issue. Behind the introduction of welfare-to-work policies is a belief in the economic rationality of parents, especially mothers, who, it is believed, will use state-provide childcare to facilitate their labour market entry if the price of care is low enough and the standards acceptable. However, this assertion of economic rationality is challenged by research that documents parents' (especially mothers') moral commitments to their care for their dependants personally or through other forms of family-based provision. "We use eight waves from the European Community Household Panel (1994-2001) to analyze the intertemporal labor supply behavior of married women in six European countries (Netherlands, France, Spain, Italy, Germany and United Kingdom) using dynamic binary choice models with different initial condition solutions and non parametric distributions of unobserved heterogeneity. Results are used to relate cross-country differences in the employment rate to the estimated dynamic regimes. We find that cross-country differences in the employment rate and the persistence of employment transitions of married women are mostly due to composition effects related to education and unobserved characteristics rather than state-dependence effects or the dynamic effect of fertility." Der Bericht gibt einen Überblick über die verschiedenen politischen Ansätze zur Vereinbarkeit von Arbeit und Familie in 30 europäischen Ländern. Er informiert über die aktuelle Politik bezüglich Kinderbetreuung, Urlaubsregelungen, flexible Arbeitsarrangements und andere auf die Vereinbarkeit abzielende Ansätze, wie etwa die finanzielle Unterstützung berufstätiger Eltern. Nationale, öffentliche Strategien werden ebenso betrachtet wie Regelungen auf Branchen- oder Firmenebene. Neben den 25 EU-Mitgliedstaaten werden drei EWR-Länder (Island, Norwegen und Liechtenstein) sowie zwei Beitrittskandidaten (Bulgarien und Rumänien) in den internationalen Vergleich einbezogen. Es zeigt sich, dass es innerhalb Europas erhebliche Unterschiede zwischen Art und Umfang der politischen Maßnahmen zur Förderung der Vereinbarkeit von Beruf und Familie gibt. Jedes Land hat seine eigene, einzigartige Kombination aus Kinderbetreuung, Urlaubsregelungen, flexiblen Arbeitszeiten und finanzieller Förderung. Insbesondere bei der Kinderbetreuung für die jüngsten Kinder scheint es Engpässe zu geben, wobei dieser Bedarf jedoch hier und da durch Elternurlaub bzw. informelle Arrangements gedeckt wird. Elternurlaub wirkt sich jedoch nicht immer zugunsten der Geschlechtergleichstellung aus. Zur Förderung der gleichmäßigeren Inanspruchnahme der Urlaubsansprüche oder anderer flexible Arbeitszeitregelungen spielt die Gestaltung dieser Regelungen eine zenrale Rolle. Diesbezüglich wird es als wichtig betrachtet, eine Segmentierung der Arbeitsmärkte zu vermeiden, indem auch bei Teilzeitarbeitsverhältnissen oder flexibler Beschäftigung für volle soziale Absicherung, Training und Beförderung gesorgt wird. Es wird für ein stärkeres Engagement der Arbeitgeber in Sachen Geschlechtergleichstellung plädiert. Die optimale Aufteilung der Zuständigkeiten zwischen Staat, Arbeitnehmer und Arbeitgeber ist jedoch schwierig, da die tatsächlichen Kosten der zur Vereinbarkeit von Beruf und Familie getroffenen Maßnahmen unter Umständen - durch Lohnkürzungen und/oder geringere Beschäftigungsmöglichkeiten - auf die Arbeitnehmer abgewälzt werden können. Wahrscheinlich werden die negativen Auswirkungen auf die Arbeitnehmer minimal gehalten, wenn die Arbeitgeber nur eine geringe Rolle spielen und die meisten Kosten kollektiv getragen werden. (IAB)

"Using a large linked employer-employee data set, this paper aims at quantifying the trend in worker segregation at the establishment level and its impact on wages in Portugal over a fifteen year period. We concentrate on the gender dimension, to answer the questions: What is the level of gender segregation across establishments in the Portuguese labor market and how has it evolved over time? What is the impact of segregation on wages? Is that impact different for men and women? Systematic and random components of segregation are computed. We use standard wage decomposition techniques to evaluate the impact of the composition of the labor force at the establishment level on wages. The results reveal a high degree of systematic gender segregation. A higher proportion of females in the establishment lowers females' wages while, on the contrary, it raises males' wages. The evidence gathered is consistent with the taste-based model of employer behavior and with the theory of sorting of workers across establishments based on their productivity." "Finding a suitable work/family life balance is a challenge that all parents face. Many parents and children in Canada, Finland, Sweden and the United Kingdom are happy with their existing work and care outcomes. However, many others feel seriously constrained in one way or another, and their personal well-being suffers as a consequence. Some people would like to have children, but do not see how they could square that major commitment with their current employment situation. Other parents are happy with the number of children in the family, but would like to work more, either to find a greater sense of self-fulfilment, or to increase family income, or both. Yet others are happy with their family situation, but may wish to work different or reduced hours to spend more time with their children. They often do not do so because they cannot afford a pay cut or because they do not want to put their career prospects at risk. If parents cannot achieve their desired work/family life balance, not only is their welfare lower but economic development is also curtailed through reduced labour supply by parents. A reduction of birth rates has obvious implications for future labour supply as well as the financial sustainability of social protection systems. As parenting is also crucial to child development, and thus the shape of future societies, policy makers have many reasons to help parents find a better work/family balance. This study covers Canada (in particular the province of Quebec), Finland, Sweden and the United Kingdom. It considers how a wide range of policies, including tax/benefit policies, childcare policy, and employment and workplace practices help determine parental labour market outcomes and may impinge on family formation. "We use data from the National Longitudinal Survey of Youth to examine the relationships between maternity leave coverage and U.S. womens post-birth leave taking and employment decisions from 1988 to 1996. We find that women who were employed before birth are working much more quickly post-birth than women who were not. We also find that, among mothers who were employed pre-birth, those in jobs that provided leave coverage are more likely to take a leave of up to 12 weeks, but return more quickly after 12 weeks. These policies include flexible scheduling, telecommuting, reduced hours of work, and child care assistance. Although these work innovations may make family caregiving easier, many women fear that lower wage growth and blocked mobility will result from the use of these policies. This project followed a midwestern cohort of employed women for 7 years after childbirth, using detailed information about coverage and use of family responsive policies across all jobs held during that period. Results show consistent negative effects of policy use on wage growth after controlling for many productivity-related characteristics, though the effects vary in size depending on the specific policy used, workers’ job mobility, and the respondent’s managerial or professional status." Diese Daten zeigen deutliche Unterschiede bei den Beschäftigungsmustern von 'neuen' Müttern. Die Autoren erörtern die Entwicklungen in der Familienpolitik, die die Unterschiede zwischen den Beschäftigungsmustern bei Frauen in den fünf Ländern erklären könnten. Dabei vergleichen sie insbesondere die Familienpolitik in Schweden mit den entsprechenden Maßnahmen in anderen Ländern, da Schweden seit den 70er Jahren besonders weit reichende Maßnahmen zur Förderung der Doppelverdiener-Familie eingeführt hat. "There is solid evidence, from longitudinal studies such as the NLS and PSID, of the significant long-term impact of values and life goals on occupational attainment and earnings. So far, these findings have not been incorporated into sociological and economic theory. Preference theory does this, identifying the social and economic context in which values and attitudes can become important predictors of women's (and men's) behaviour. A theoretical and methodological distinction between causal and non-causal attitudes and values is made, illustrated by data on lifestyle preferences and patriarchal values from comparative surveys in Britain and Spain. The results show that lifestyle preferences have a major impact on women's choices between family work and employment, whereas patriarchal values are only tenuously linked to behaviour." "This paper uses data from the European Community Household Panel surveys of 1994 and 1996 to study the association between changes in care-giving and changes in weekly work hours. Our sample comprises women aged 45 - 59 years who participated in the labour force in at least one of the two years studied. Controlling for country variation, we find significant relationships between starting or increasing informal care-giving and changes in weekly work hours. No such association is found however among women terminating a care-giving commitment or reducing their care hours. Starting care-giving significantly reduces work hours for women in northern European countries (except Ireland). By contrast, women in southern Europe and Ireland respond to an increase in care-giving hours by a smaller increase or a higher decrease in work hours than non care-givers. In summary, our results show that the impact of care-giving on adjustments of weekly work hours is asymmetrical and that it differs in southern and northern Europe." "In this article the authors seek an answer to the question: does the percentage of women working in an industry have an effect on earnings distinct from the effect of sex at the individual level? On the basis of the 'comparable worth' approach, the authors hypothesized that, controlling for education, experience and sex, the percentage of women working in an industry would have a negative effect on earnings. This hypothesis was tested by performing multi-level analysis using data from 12 countries. The hypothesis was confirmed: the multi-level analysis showed a significant negative effect of the percentage of women in an industry on individual earnings, when individual characteristics were controlled for. This effect applied equally formen and women working in an industry. Part, though not all, of the effect could be accounted for by the fact that femaledominated industries are less unionized and more characterized by small firms than male-dominated industries." Unter Verwendung vorliegender britischer, deutscher, schwedischer und niederländischer Daten wird untersucht, ob Teilzeitarbeit oder eine Erwerbsunterbrechung während der frühen Mutterschaft später zu Vollzeitarbeit führt. Es wird festgestellt, dass in Schweden zu dem Zeitpunkt, an dem das erste Kind vier Jahre alt ist, 80 Prozent der Mütter Vollzeit arbeiten, wenn eine Arbeitszeit von mindestens 25 Stunden als Vollzeitarbeit definiert wird, aber nur 30 Prozent 35 Stunden und mehr arbeiten. Diese Ergebnisse stehen im Widerspruch zum Erwerbsverhalten der Mütter in den anderen drei Ländern und wird als Effekt einer frauenfreundlichen Politik gedeutet. Weiter zeigt sich, dass in Schweden nicht so viele der Mütter im öffentlichen Dienst beschäftigt sind wie in den anderen Ländern. (IAB)

Wie hat sich der Einkommensabstand zwischen Männern und Frauen zwischen 1978 und 1991 in Großbritannien verändert und welchen Einfluß hatte darauf die britische Equal pay-Politik? Die differenzierte Analyse dieser Fragen auf der Basis von Paneluntersuchungen der Geburtsjahrgänge 1946 und 1958 führt u.a. zu folgenden wesentlichen Ergebnissen: Der Lohnabstand zu den Männern ist im untersuchten Zeitraum für Frauen, die nicht wegen Mutterschaft ihre Erwerbstätigkeit unterbrochen haben und die auch nicht in Teilzeit arbeiten, geringer geworden. Für Frauen, die nicht in diesem für Männer normalen Arbeitsverhältnis ohne Berufspausen tätig sind, hat sich die Einkommensdifferenz sowohl zu den Männern wie auch zu der erstgenannten Frauengruppe aber vergrößert. Der Beitrag untersucht die Unterschiede in den beruflichen Reintegrationsverläufen von Frauen die innerhalb von acht bis neun Monaten nach der Geburt ihres Kindes wieder auf dem Arbeitsmarkt auftreten. Die Untersuchung basiert auf einer schriftlichen Befragung von 7 600 Frauen (Rücklaufquote: 66%) in Großbritannien, die zwischen Dezember 1987 und Januar 1988 im Mutterschaftsurlaub waren. Die Ergebnisse zeigen, daß der Integrationserfolg nachhaltig von den Faktoren Erwerbsstatus, Schichtzugehörigkeit und Erwerbsmotivation geprägt wird. (IAB)

"The 1940's were a turning point in married women's labor-force participation, leading many to credit World War II with spurring economic and social change. This paper uses two retrospective surveys, from 1944 and 1951, to show that half of all married women employed in 1950 were working in 1940, and more than half of the decade's new entrants joined after the war. Of all wartime entrants, the majority exited after 1944 but before 1950. "Economic penalties against jobs employing disproportionate numbers of women or nonwhites vary across organizational context and occupational type. Analyses of prescribed pay rates for jobs in the California state civil service in 1985 suggest that work done disproportionately by women and nonwhites is devalued most in positions that are older, not represented by activist unions, have ambiguous performance criteria, or are most generic across organizational settings. We conclude that the extent of ascription depends on propensities toward devaluation in a given setting, prospects for collective action by disadvantaged groups, and the organizational costs and benefits (economic and otherwise) of recalibrating job worth to achieve pay equity." "The causes and consequences of state maximum hours laws for female workers, passed from the mid-1800s to the 1920s, are explored and are found to differ from a recent reinterpretation. Although maximum hours legislation reduced scheduled hours in 1920, the impact was minimal and it operated equally for men. Legislation affecting only women was symptomatic of a general desire by labor for lower hours, and these lower hours were achieved in the tight, and otherwise special, World War I labor market -- hours of work declined substantially for most workers in the second decade of this century. Most importantly, the restrictiveness of the legislation had no effect on the employment share of women in manufacturing. The legislation was, on the contrary, associated with a positive impact on the employment share of women in sales (another covered sector). Finally, labor force participation rates of women across cities during the 1920s were strongly and negatively correlated with shorter hours of work per day, consistent with one time-series explanation for the increase in female market work. These results are consistent with a labor market model in which scheduled hours of work per day are negatively related to days worked per week, and that assumption is justified using previously untapped data on actual hours, scheduled hours, and days worked for women in the covered sectors." "Of all the changes in the history of women's market work, few have been more impressive than the rapid emergence and feminization of the clerical sector and the related decline in manufacturing employment for women. Although a century ago few women were clerical workers, as early as 1920 22% of all employed non-farm women were, and about 50% of all clerical workers were women. Employment for women in the clerical sector expanded at five times the annual rate in manufacturing from 1890 to 1930, and during the same period of time wages for female clerical workers fell relative to those in manufacturing. This paper explores the underlying causes of these dramatic sectoral shifts by estimating the relationship between earnings and experience for manufacturing and clerical workers from 1888 to 1940. It is seen that earnings profiles for employment in manufacturing rose steeply with experience and peaked early, while those in the clerical sector were much flatter and did not peak within the relevant range. Returns to off-job training and depreciation with age and with time away from the labor force also differed between these occupations. A model of sectoral shift is developed in which workers choose occupations and therefore the time path of training on the basis of their life-cycle labor force participation and their consumption value of education. The coefficients from the earnings function estimations are used to demonstrate that the decline in the relative wage of clerical to manufacturing work from 1890 to 1930 can be explained by such a model, Finally, it is shown that a sizable percentage of the difference in the growth of female employment in the manufacturing and clerical sectors can be explained by various labor supply factors."
