Übergänge in Ausbildung und Beschäftigung

Wer einen Ausbildungsplatz sucht, braucht einen möglichst guten Schulabschluss. Eine abgeschlossene Berufsausbildung ist wiederum ein entscheidender Faktor für die dauerhafte Integration in den Arbeitsmarkt und in die Gesellschaft. Viele Jugendliche scheitern jedoch an den beiden Hürden Schulabschluss und Ausbildungsplatzsuche. Neben leistungsschwächeren Jugendlichen sind vor allem sozial Benachteiligte betroffen. Dieses Themendossier präsentiert mit Hinweisen auf Forschungsprojekte sowie weiteren relevanten Internetquellen wissenschaftliche Befunde und Diskussionen zur Übergangsproblematik an der 1. und 2. Schwelle sowie politischen Förderstrategien zur Verbesserung der Einmündung in Ausbildung und Beschäftigung.

    Abstract

    Die Studie analysiert das Problem Jugendarbeitslosigkeit, seine Merkmale, Ursachen und Folgen. Breiten Raum nehmen politische Strategien zur Bekämpfung der Jugendarbeitslosigkeit ein, vor allem aktive Arbeitsmarktpolitik, Mindestlohn, Bildungs- und Berufsausbildungssysteme, die Rolle von Arbeitgeber- und Arbeitnehmerorganisationen. Es besteht ein enger Zusammenhang zwischen Jugendarbeitslosigkeit und schwacher makroökonomischer Leistung. Es werden Wege vorgeschlagen, wie Länder koordinierte arbeitsmarktpolitische Strategien für Jugendliche formulieren können, die dem Stand ihrer Wirtschaft entsprechen. Im Gegensatz zu in der Literatur vorherrschenden Ansätzen wird die Notwendigkeit hervorgehoben, eine rein angebotsorientierte Antwort zu überwinden. (IAB)

    Abstract

    "The transition from initial education to work has received a great amount of attention, but hardly any research treats this process holistically. This paper focuses on the serial succession of statuses instead of on single events in the early years after leaving full-time education. As a methodological tool sequence analysis will be applied. Optimal matching procedures allow for the direct comparison of entire career sequences taking into account the ordering of the events. The objective of applying this rather new tool is to empirically identify distinct patterns of transition into the labour market. The analysis covers the whole range of employment statuses including periods of unemployment and inactivity that individuals experience within the first five years following completion of education. A cross-national comparison between Great Britain and West Germany aims at investigating to what extent the observed patterns of transition processes are shaped by their institutional embeddedness." Autoren aus Frankreich, Großbritannien, den Niederlanden, Dänemark, Finnland, der Schweiz und Österreich schildern und bewerten Programme zur Überwindung der Jugendausbildungslosigkeit und Jugendarbeitslosigkeit in ihren Ländern. Außerdem werden "Programme gegen Jugendarbeitslosigkeit" in der länderübergreifenden Perspektive der EU dargestellt und miteinander verglichen, um daraus Hinweise für die Verbesserung der Integration Jugendlicher in die Arbeitswelt in Deutschland zu gewinnen."     Abstract

    "Compares labour market transitions of young people in Germany and Italy using panel data from the GSOEP and the SHIW. The aim is to investigate whether there are significant cross-country differences in the patterns of labour market entrance and whether explanatory factors can be identified. The analysis shows that Germans have a significantly higher probability of moving from school to work and from unemployment to employment. They are also more likely to move back to studies if already in the labour force.     From initial education to working life: making transitions work (2000)

    Abstract

    "How did the transition from compulsory education to work change during the 1990s and which types of transition policies worked best? The experiences of 14 OECD countries are examined in this volume to address these two key questions, for as requirements for knowledge and qualifications and skills rise and populations age, few countries can afford to have their young people enter the labour force unequipped for longer term participation in changing career patterns. Taking a broader view of transition outcomes than many previous comparative studies, this study reveals the complex and many-faceted national institutional arrangements that can result in successful transitions to working life. It argues not for single solutions or models, such as the adoption of apprenticeship, but for coherent national policy packages that draw from a limited number of key success ingredients: a healthy economy and labour market, well organised pathways from initial education to work and further study, opportunities to combine study and workplace experience, safety nets for those at risk, effective information and guidance systems, and policy processes involving both governments and other stakeholders. It also looks at the ways that countries are trying to lay solid foundations for lifelong learning during the transition phase through changes to educational pathways and institutions and through adopting more learner-centred approaches to teaching and learning."
