Elterngeld hat soziale Normen verändert (2017)

Unterhofer, Ulrike & Katharina Wrohlich (2017): Elterngeld hat soziale Normen verändert. In: DIW-Wochenbericht, Jg. 84, H. 34, S. 659-667.
Abstract
(Autorenreferat, IAB-Doku)

Abstract
(Autorenreferat, IAB-Doku, © Springer)

Monopsonistic competition, low-wage labour markets, and minimum wages: an empirical analysis (2016)
Zitatform
Bachmann, Ronald & Hanna Frings (2016): Monopsonistic competition, low-wage labour markets, and minimum wages. An empirical analysis. (IZA discussion paper 9962), Bonn, 32 S.
Abstract
(Autorenreferat, IAB-Doku)

Abstract
"This dissertation analyzes how employment protection legislation (EPL) and technological change affect the labor market. EPL is a main institutional feature of the labor market. Typically, it is meant to provide job security to workers by restricting firms possibility to layoff workers. Technological change is widely recognized as key contributor to economic growth including the growth of real wages. However, as far as technological change is skill-biased unfavorable distributional side-effects may arise

Dissecting between-plant and within-plant wage dispersion: evidence from Germany (2016)
Zitatform
Baumgarten, Daniel, Gabriel Felbermayr & Sybille Lehwald (2016): Dissecting between-plant and within-plant wage dispersion. Evidence from Germany. (Ifo working paper 216), München, 32 S.
Abstract
"We analyze the most important drivers of the recent rise in overall German wage dispersion and pin down the relative contribution of central establishment and worker characteristics. Moreover, we separately investigate the drivers of between as well as within establishment wage dispersion. Using rich linked employer-employee data for the German manufacturing sector between 1996 and 2010, we explicitly account for the role of a plant's collective bargaining regime, its technological status and its export behavior. In order to disentangle the contribution of each single variable to the rise in wage dispersion, relative to other variables, requires a rich and comprehensive framework. To this end we apply a state-of-the-art decomposition method which is based on recentered influence function (RIF) regressions. We find that the decline in collective bargaining coverage as well as changes in the skill- and occupation-related wage structure are main sources of increased overall wage dispersion. Regional employment shifts, differences between collectively covered and uncovered plants and increased sorting play a key role for changes in between establishment wage dispersion, while the technology intensity of a plant is the most important driver of within plant wage inequality." The relationship between employer-provided training and the retention of older workers: Evidence from Germany (2016)

Abstract
"In the coming years, a substantial portion of Germany's workforce will retire, making it difficult for businesses to meet human capital needs. Training older workers may be a successful strategy for managing this demographic transition. This study examines relationships between establishment training programs, wages, and retirement among older men and women. Using unique matched establishment-employee data from Germany, the authors find that when establishments offer special training programs targeted at older workers, women - and especially lower wage women - are less likely to retire. Results suggest this relationship may be due to greater wage growth. For men, findings suggest establishment offer of inclusion in standard training programs may improve retention of low wage men, but analysis of pre-existing differences in establishment retirement patterns suggests this relationship may not be causal. Our research suggests targeted training programs likely play an important role in retaining and advancing careers of low wage older women." (Author's abstract, IAB-Doku) ((en))

Abstract
(Autorenreferat, IAB-Doku)

Fuest, Clemens, Andreas Peichl & Sebastian Siegloch (2016): Do higher corporate taxes reduce wages? Micro evidence from Germany. (ZEW discussion paper 2016-003), Mannheim, 77 S.
Abstract
"This paper estimates the incidence of corporate taxes on wages using a 20-year panel of German municipalities. Administrative linked employer-employee data allows estimating heterogeneous worker and firm effects. We set up a general theoretical framework showing that corporate taxes can have a negative effect on wages in various labor market models. Using an event study design, we test the predictions of the theory. Our results indicate that workers bear about 40% of the total tax burden. Empirically, we confirm the importance of both labor market institutions and profit shifting possibilities for the incidence of corporate taxes on wages." (Author's abstract, IAB-Doku) ((en))

Abstract
(Autorenreferat, IAB-Doku)

Abstract
"Many contributions to the educational mismatch literature address the productivity effects of both excess and deficit educational attainments for workers at the individual level. Due to the limited transferability of their results to establishment-level performance, especially when allowing for the possibility of spillover effects from mismatched workers to their well-matched colleagues, from an employer's point of view, it is highly important to know the net effect of educationally mismatched employees on productivity at the establishment level.
This paper analyses the impact of overeducated and undereducated workers among an establishment's workforce on its productivity, providing first representative evidence for Germany. Using linked employer-employee data from Germany, I estimate dynamic panel production functions using a system GMM estimator.
I find that undereducated workers among an establishment's workforce impair its (establishment-level) productivity, implying that an establishment's HR management should avoid the recruitment of undereducated workers, at least if they follow a short-term personnel policy. The effect for overeducated employees is also negative, albeit small and insignificant.
The consideration of the phenomena of over- and undereducation from the employer's point of view provides further insight into the consequences of educational mismatch." (Author's abstract, © Emerald Group) ((en)) -

Abstract
"This dissertation comprises five empirical papers contributing to scientific research in empirical labour economics. All these papers aim at filling research gaps covering topics important to various actors of the labour market. They rely on different micro data sources from Germany, apart from the data from the National Educational Panel Study (NEPS) all of which are register and survey data provided by the Institute for Employment Research (IAB). The main focus is on the topic of educational mismatch, which four out of the five papers are devoted to, scrutinizing both its causes and its consequences for employers, employees, and labour market policy. By contrast, the last paper addresses asymmetric information in promotion decisions within and across establishments, hence covering another important aspect of imperfection in modern-day labour markets." Abstract
"This paper studies the importance of employer-specific determinants of intra-firm low-wage mobility in Germany. To address the initial conditions problem and the endogeneity of employer retention, we model intra-firm low-pay transitions using a trivariate Probit model that accounts for selection into low-wage employment and non-random employer drop-out. Using data from the LIAB Linked Employer - Employee panel, our results indicate that for male workers from the service sector the probability of escaping low-pay increases with employer size. This contrasts with female workers from the service sector, who rather benefit from collective bargaining coverage and local works councils. These findings are consistent with internal labour markets being an important ingredient of male within-firm wage growth, whereas the removal of asymmetric information appears to be more relevant in explaining female workers' wage transitions." Abstract
"Using a large-scale linked-employer-employee data set from western Germany, this paper presents new evidence on the wage premium of collective bargaining contracts. In contrast to previous studies, we seek to assess the extent to which differences in wages between workers in covered and uncovered firms arise from the non-random selection of workers and firms into collective bargaining coverage. By measuring the relative wage changes of workers employed in firms that change contract status, we obtain estimates that depart considerably from previous results relying on cross-sectional data. Results from analysing separate transitions show that leaving industry-level contracts is associated with subsequent wage losses. However, the results from a trendadjusted difference-in-difference approach indicate that the particularly the transitions to no-coverage appear to be associated with negative shocks. Overall, our findings provide no evidence of a 'true' wage effect of leaving wage bargaining, once differences in pre-transition wage growth are accounted for." Abstract
Abstract
"Fitting duration models on an inflow sample of jobs in Germany starting in 2002 to 2010, the author investigates the impact of employers' use of temporary agency work on regular workers' job stability. In line with dual labor market theory, the author finds that nontemporary jobs are significantly more stable when employers use temporary agency workers. The rise in job stability stems mainly from reduced transitions into nonemployment, suggesting that nontemporary workers are safeguarded against involuntary job losses. The findings are robust to controlling for unobserved permanent employer characteristics and changes in the observational window that comprises the labor market disruption of the Great Recession." Abstract
Abstract
Labor market sorting in Germany (2016)

Lochner, Benjamin & Bastian Schulz (2016): Labor market sorting in Germany. (CESifo working paper 6066), München, 56 S.
Abstract
"This paper analyzes the allocation of workers to jobs and the wage distribution in Germany. Our main contribution is to reconcile prominent empirical models of wage dispersion (Abowd et al., 1999; Card et al., 2013) with theoretical sorting models (Shimer and Smith, 2000; Eeckhout and Kircher, 2011; Hagedorn et al., 2016). We find that empirical fixed effect models provide a valid approximation of observed wages and matching patterns for a large part of the data. For low-type workers, however, wages are decreasing in the type of the firm a worker is matched with. This prediction of theoretical sorting models is at odds with the monotonicity assumption of fixed effect models. After ranking both workers and firms, we show that low-type workers have become increasingly sorted into low-type firms over time, especially out of unemployment. This increase is driven by selection into wage-maximizing matches at the bottom of the firm type distribution. It can be linked to increased domestic outsourcing of low-type workers to business service firms." (Author's abstract, IAB-Doku) ((en))

Labor Market Institutions and Wage Formation in an Economy with Search Frictions (2016)

Lochner, Benjamin (2016): Labor Market Institutions and Wage Formation in an Economy with Search Frictions. Erlangen, 181 S.
Abstract
(Textauszug, IAB-Doku)

Abstract
"The paper assesses non-training firm's potential for free-riding on the training efforts of firms that train apprentices. In order to assess potential free-riding, the paper analyses whether training or non-training firms are more likely to recruit apprenticeship graduates that have been trained elsewhere. Firms without apprentices are less likely to hire apprenticeship graduates trained elsewhere than training firms. If these firms do hire apprenticeship graduates, they hire a smaller proportion compared to all new-hired skilled workers who have an apprenticeship degree than training firms. The paper discusses three potential explanations for this finding: lower demand for apprenticeship graduates, information disadvantage and apprentices' preferences." Establishment heterogeneity, rent sharing and the rise of wage inequality in Germany (2016)

Abstract
"The purpose of this paper is to examine the role wage dispersion across establishments has played in recent increases in total wage inequality in Germany and compares it to inequality changes at the individual level. It is queried whether the contribution of establishment heterogeneity to the rise of wage inequality stems from changes of institutional settings or from structures such as establishment size and the composition of the workforce.
Applying regression-based decompositions of variance to German linked employer-employee panel data for the years 2000-2010 it is analysed to what extent changes associated to firm structures contribute to the rise of total wage inequality.
Results show that the rise in wage inequality in Germany to a great extent is associated to rising wage variance across establishments, implying that establishment specific wage premiums have grown. By further decomposing across firm components of wage inequality, it is found that changes in across establishment wage inequality related to collective bargaining, worker co-determination and internal labour markets together account for about 3 per cent of the rise in total inequality. Inequality changes related to establishments' skill and occupational composition account for about 11 per cent and establishment size alone accounts for about 18 per cent of the rise in total inequality.
The main contribution is to quantify the relation of specific establishment characteristics to the rise in total wage inequality over time. Conclusions are drawn about the importance of mechanisms of rent sharing at the firm level in comparison to the determination of wages by individual qualification." Abstract
"We study the effects of competitive pressure and collective bargaining on establishment-specific wage gaps between immigrants and natives. Using linked employer-employee panel data for the period from 2000 to 2010, we adjust total wage gaps within establishments for differences in human capital. Controlling for establishment fixed effects, we find that non-German workers face significantly lower wage gaps in establishments covered by collective bargaining agreements, but that no effect from works councils is evident. Using Herfindahl-indices, as well as a subjective assessment of establishments' competitive pressure, we observe that competitive pressure on both product and labour markets reduces unexplained wage gaps by nationality." Abstract
"The author uses German linked employer-employee data to estimate the impact of intra-firm wage dispersion on the probability that establishments pay for further training. About half of all establishments in the estimation sample cover all direct and indirect training costs, which contradicts the standard human capital approach with perfect labor markets. The main finding of cross-section, panel, and instrumental variable probit estimations is that establishments with larger intra-firm wage compression are more likely to cover all direct and indirect training costs, which is consistent with theoretical considerations of the 'new training literature' about imperfect labor markets." Peer effects in parental leave decisions (2016)

Welteke, Clara & Katharina Wrohlich (2016): Peer effects in parental leave decisions. (IZA discussion paper 10173), Bonn, 39 S.
Abstract
"This paper analyzes to what extent parental leave decisions of mothers with young children depend on the decisions made by their coworkers. The identification of peer effects, which are defined as indirect effects of the behavior of a social reference group on individual outcomes, bears various challenges due to correlated characteristics within social groups and endogenous group membership. We overcome these challenges by exploiting quasi-random variation in the costs of parental leave during a narrow window around a cut-off date, induced by a parental leave benefit reform in Germany. The reform encourages mothers to remain at home during the first year following childbirth. Administrative linked employer-employee panel data enable us to assign a peer group to all individuals who work in the same establishment and occupational group. While there is a growing literature on peer effects, few studies look at peer effects in the context of parental leave decisions. We argue, however, that mothers with young children are particularly susceptible to peer behavior at the workplace due to preferences for conformity with peer group behavior as well as the career-related uncertainty that mothers face. Our results suggest that maternal decisions regarding the length of parental leave are significantly influenced by coworker decisions, in particular in situations with high uncertainty." Abstract
"That German trade unionism is in profound decline seems to be beyond dispute. More controversial is the implied change in union impact on worker wages. A linked employer-employee dataset is deployed over an interval of continuing decline in unionism to address this issue. Over the sample period 2000 - 2010 it is found that joining a sectoral agreement always produces higher wages, while exiting one no longer leads to wage losses if the transition is to a firm agreement. Leaving a firm agreement to non-coverage also leads to wage reductions, while joining one from noncoverage appears decreasingly favorable. The one constant is the persistence of a small positive union wage gap." (Author's abstract, IAB-Doku) ((en))

Abstract
(Autorenreferat, IAB-Doku)

Abstract
"This paper establishes a link between the extent of collective bargaining and the degree of productivity dispersion within an industry. In a unionised oligopoly model we show that for only small differences in productivity levels. a sector-union can design a collective wage contract that covers a wide range of heterogeneous firms. In sectors with higher productivity dispersion, an industry union has an incentive to demand firm-level wage contracts with the most productive firms, so that they can prevent low-productivity firms from leaving collective coverage. However, such firm-level contracts may not prevent firms at the lower end of the productivity distribution from avoiding collective coverage in sectors with high productivity dispersion. We test the predictions of the model using German linked employer-employee data between 1996 and 2010 and find support for our theoretical results." (Author's abstract, IAB-Doku) ((en))

Abstract
"Using a linked employer - employee data set for Germany, this paper studies how worker flows are related to establishments' international trade involvement. Unconditional figures show that trading establishments have lower worker turnover rates than non-traders, suggesting a higher degree of employment stability. Conditional on an extensive set of control variables, exporting is further associated with a higher net job flow rate, which is almost entirely due to a lower separation rate (particularly for high-skilled workers and transitions into non-employment). In contrast, both an increase and a decrease in import intensity are (weakly) associated with a lower accession rate. These results are predominantly driven by smaller establishments, and they partly lose statistical significance once unobservable establishment characteristics are taken into account." Abstract

Abstract
"We investigate the relationship between cultural diversity and innovation in German business establishments. Earlier empirical studies, as well as theoretical approaches from the organisation science literature have identified innovation as a promising realm of diversity advantages. The diversity-innovation link in Germany hitherto has only been studied from a regional perspective by Niebuhr (2010).
Our empirical results suggest that human capital and establishments' resources are the most important determinants of innovation. Our hypothesis that cultural diversity fosters innovation can only be confirmed partially, and the interpretation depends on the precise definition of cultural diversity as a multi-dimensional concept. We only find that establishments get more innovative as their high-skilled migrant workforce gets more culturally diverse, supposedly because migrants complement each other's skills and increase the establishment's absorptive capacity. Contrarily, all kinds of innovation relate significantly negatively to migrant shares, even among the high-skilled. These results imply that a diverse mix of skilled migrants can generate productive ideas, but the mere presence of many migrants may be associated with a negative 'Babel' (cultural polarization) effect. This trade-off between the scope (migrant share) and scale of migrant diversity complicates the interpretation, since, normally, high migrant shares and migrant diversity coincide." Brändle, Tobias (2015): Essays on economic effects of labour market institutions, especially in industrial relations. (IAW-Forschungsberichte 75), Tübingen: IAW, 180 S.
Abstract
"In different countries around the world, labour market institutions are important factors determining economic outcomes such as employment, wages, growth, or income inequality. Knowing about institutions and their effects plays a central role in understanding the mechanisms of how labour markets work and are a central part of studying labour economics. The thesis deals with the economic analysis of the economic effects of labour market institutions, especially in industrial relations. It consists of six essays which look at the topic from different angles: the effects of collective bargaining and its flexibilisation, the effects of works councils, the interaction between the former, and the effects of employment protection legislation. The book contains an overview on the system of industrial relations in Germany and its impact on employment growth and other labour market outcomes. To gain understanding for an employment-orientated policy, the work shows that it is important to know whether similar effects than those for Anglo-Saxon countries can be found in a different institutional setting. Especially, it acknowledges the possible interactions between various institutions, e.g. collective bargaining flexibilisation and works council behavior. Also, it offers insights on new mechanisms over which rents can be distributed between employers and employees by these labour market institutions." (Author's abstract, IAB-Doku) ((en))

Abstract
"A large number of articles have analysed 'the one constant┐ in the economic effects of trade unions, namely that union bargaining reduces employment growth by two to four percentage points per year. Evidence is, however, mostly related to Anglo-Saxon countries. We investigate whether a different institutional setting might lead to a different outcome, making the constant a variable entity. We use linked-employer-employee data for Germany and analyse the effect of collective bargaining coverage on employment growth in German plants. We find a robust and negative correlation between being covered by a sector-wide bargaining agreement or firm level contract and employment growth per annum of about 0.8 percentage points. Using various approaches, however, we cannot establish a causal interpretation of the effects, suggesting that the cross-section results are driven by selection." (Author's abstract, IAB-Doku) ((en))

Abstract
"In this article, we examine the effects of unemployment on reentry wages in Germany. Based on the theories of signaling effects, human capital, and occupational segmentation, we discuss the heterogeneity of reemployment wages among different types of reemployment and among different occupations. The empirical analysis is based on the German social security records of the Linked Employer - Employee Data from IAB (LIAB). Our results indicate that the wage effects of unemployment vary considerably across occupations. First, occupations characterized by higher rates of participation in further education showed stronger negative effects of unemployment on reentry wages. This finding indicates that occupations that involve less technological change are associated with a slower depreciation of specific human capital. Second, the lost wages after unemployment are higher in occupations with a typically higher rate of unemployment, indicating that an oversupply of employees leads to lower bargaining power on the part of workers. Third, the negative effect of unemployment is reduced if employees are reemployed by a former employer within one year of dismissal. This finding reflects the fact that employers already know the productivity of former employees and can thus retain company-specific human capital." (Author's abstract, IAB-Doku) ((en))

Abstract
(Autorenreferat, IAB-Doku)

Abstract
"The article uses LIAB data for the years 2000 to 2010 to analyze the gender pay gap in Germany among full time workers, distinguishing the part of the economy not covered by collective wage agreements and the part covered by industry collective agreements. The results show that the gap was roughly of the same size at the beginning of the time period, but drifted apart afterwards. Meanwhile the gap is much larger in the part of the economy not covered by collective wage agreements. A Juhn-Murphy-Pierce decomposition between both regimes reveals that much of the difference in gender-wage gaps is due to unobservable factors. On the one hand, unobserved productivity differences between men and women working under collective contracts might be smaller. On the other hand wage discrimination might be less severe under collectively negotiated contracts. An additional analysis by economic sectors shows that the gender wage gap is lower under collective bargaining coverage in most industries. The net gender pay gap is mostly higher in manufacturing than in service sectors, with the exception of financial intermediation." (Author's abstract, IAB-Doku) ((en))

Abstract
(Autorenreferat, IAB-Doku)

Abstract
Hirsch, Boris (2015): Dual labour markets at work. The impact of employers' use of temporary agency work on regular workers' job stability. (LASER discussion papers 85), Erlangen, 27 S.
Abstract
"Fitting duration models on an inflow sample of jobs in Germany starting in 2002-2010, this paper investigates the impact of employers' use of temporary agency work on regular workers' job stability. In line with dual labour market theory, I find that non-temp jobs are significantly more stable if employers utilise temps. The rise in job stability stems mainly from reduced transitions into non-employment suggesting that non-temp workers are safeguarded against involuntary job losses. My findings are robust to controlling for unobserved permanent employer characteristics and changes in the observational window that includes the labour market disruption of the Great Recession." How selective are real wage cuts?: a micro-analysis using linked employer-employee data (2015)
Zitatform
Hirsch, Boris & Thomas Zwick (2015): How selective are real wage cuts? A micro-analysis using linked employer-employee data. In: Labour, Jg. 29, H. 4, S. 327-347. DOI:10.1111/labr.12063
Abstract
"Using linked employer-employee panel data for Germany, this paper investigates whether firms implement real wage reductions in a selective manner. In line with insider-outsider and several strands of efficiency wage theory, we find strong evidence for selective wage cuts with high-productivity workers being spared even when controlling for permanent differences in firms' wage policies. In contrast to some recent contributions stressing fairness considerations, we also find that wage cuts increase wage dispersion among peers rather than narrowing it. Notably, the same selectivity pattern shows up when restricting our analysis to firms covered by collective agreements or having a works council." (Author's abstract, IAB-Doku) ((en))

Decomposing the German East-West wage gap (2015)
Zitatform
Kluge, Jan & Michael Weber (2015): Decomposing the German East-West wage gap. (Ifo working paper 205), München, 44 S.
Abstract
"We demonstrate that almost one half of the observed wage gap between East and West Germany reflects differences in worker, establishment, and regional characteristics rather than differences in productivity at the establishment level. Regional price and establishment size differentials alone account for one quarter of the overall East-West wage gap. Differences in employees' characteristics and in productivity deliver much smaller but still statistically significant contributions. We derive these results from an Oaxaca-Blinder decomposition using unusually rich linked employer-employee data. Our findings are quite stable over the period from 1996 to 2010 and over the wage distribution." (Author's abstract, IAB-Doku) ((en))
