"In many countries economic and social concerns associated with ageing populations have focused attention onto flexible forms of working as key to encouraging people to work longer and delay retirement. This article argues that there has been a remarkable lack of attention paid to the role of gender in extending working lives and contends that this gap has arisen because of two, inter-related, oversights: little consideration of relationships between gender and flexible working beyond the child-caring phase of life; and the prevailing tendency to think of end of working life and retirement as gender-neutral or following a typical male trajectory. The findings of a qualitative study of people aged 50+ in the UK challenge some of the key assumptions underpinning the utility of flexible work in extending working lives, and provide insight into the ways in which working in later life is constructed and enacted differently for men and women." "Using data from the German Socio-Economic Panel Study (SOEP, 2003, 2005, 2007, 2009, and 2011), the author scrutinizes the relations between women's and men's flexibility and autonomy in working time and two central work outcomes: overtime and in-come. Previously, research on flexibility and autonomy in working time mostly applied cross-sectional data ignoring individuals' self-selection into jobs. Furthermore, the association between flexibility and autonomy in working time and income has generally been neglected. Extending this literature, fixed-effects models show that flexible working time and working time autonomy are associated with an increase of overtime and income - but only for men. Whereas women in full-time positions also increase their time investment with working time autonomy and employee-oriented flexibility to a similar extent, they do not receive similar financial rewards. These results point to gendered costs and benefits of working time flexibility and autonomy. Working time autonomy in particular is a crucial factor that reinforces gender inequality at the workplace and adds to the relatively high gender pay gap in Germany." "This article investigates the relationship between the 'gender informal care gap' - the relative contributions of women to informal care for non-co-resident relatives and other members of social networks, compared to men - and public care policies, level of care needs, labour market position and gendered care attitudes. Since the literature suggests that none of these factors alone can explain the gender informal care gap, we develop a model based on fuzzy-set/qualitative comparative analysis in order to identify patterns in the relationship between the factors. The analysis conducted at the macro-national level in 13 European countries, suggests that at the macro-level, the availability of public care services is crucial to understanding the gender informal care gap, while women's labour market position, the presence or absence of gendered care attitudes and the level of care needs play no or a relatively minor role." "Das IAB äußert sich in dieser Stellungnahme zu der Frage, wie die Erwerbs- und Arbeitszeit in Paarhaushalten aufgeteilt wird und welche Gründe dafür maßgeblich sein können. So unterscheiden sich die Erwerbsbeteiligung und die Arbeitszeitmuster von Frauen und Männern nach wie vor erheblich. Bei Frauen entscheidet insbesondere die familiäre Situation, ob und in welchem Umfang sie beschäftigt sind. Dagegen beeinflusst die Familiengründung das Erwerbsverhalten von Männern bisher kaum. Der hohe Anteil von Frauen, die Teilzeit arbeiten, führt zu einer ausgeprägten Arbeitszeitlücke zwischen Frauen und Männern. In Verbindung mit Untersuchungen zu Erwerbs- und Arbeitszeitmustern von Paaren zeigt sich, dass sich insbesondere bei Paaren mit Kindern die Unterschiede im zeitlichen Ausmaß der Erwerbsarbeit verfestigen und sich auch bei einer Realisierung der Arbeitszeitwünsche nur wenig bei der Verteilung der partnerschaftlichen Erwerbszeit ändern würde. Eine Förderung von partnerschaftlichen Modellen wie durch das 'Elterngeld plus' oder durch eine Familienarbeitszeit mit gleichberechtigten Stunden-Modellen für Eltern wie vorgeschlagen könnte zu einer ausgewogeneren Aufteilung der Arbeitszeiten bei Paaren beitragen. Dies gilt insbesondere dann, wenn sie mit passenden Arbeitszeitmodellen flankiert werden, die Beschäftigten Einfluss auf die Lage und Gestaltung der Arbeitszeit ermöglichen." "The paper was stimulated by the relative absence of the working class from work-life debates. The common conclusion from work-life studies is that work - life imbalance is largely a middle-class problem. It is argued here that this classed assertion is a direct outcome of a particular and narrow interpretation of work-life imbalance in which time is seen to be the major cause of difficulty. Labour market time, and too much of it, dominates the conceptualization of work-life and its measurement too. This heavy focus on too much labour market time has rendered largely invisible from dominant work-life discourses the types of imbalance that are more likely to impact the working class. The paper's analysis of large UK data-sets demonstrates a reduction in hours worked by working-class men, more part-time employment in working-class occupations, and a substantial growth in levels of reported financial insecurity amongst the working classes after the 2008-9 recession. It shows too that economic-based work-life imbalance is associated with lower levels of life satisfaction than is temporal imbalance. The paper concludes that the dominant conceptualization of work-life disregards the major work-life challenge experienced by the working class: economic precarity. "Die Berufsorientierung von Frauen, insbesondere die von Müttern, ist enorm gewachsen, Karrierewünsche inbegriffen. Immer mehr Männer wünschen sich, mehr Zeit mit ihren Kindern zu verbringen. Ausgewogene Vereinbarkeit, Partnerschaftlichkeit und stabile Einkommensverhältnisse - darum geht es Familien heute. Gleichzeitig befinden wir uns mitten in einem umfassenden gesellschaftlichen Wandel: Digitalisierung, demografischer Wandel, Globalisierung und die Beschleunigung von Arbeitsprozessen führen zu neuen Herausforderungen. So sind im demografischen Wandel eine wachsende Zahl älterer Menschen im Fall der Pflegebedürftigkeit durch immer weniger junge Menschen zu betreuen, denn der Wunsch, soweit es geht in der Familie zu pflegen, ist nach wie vor groß. "Die Arbeitszeit ist in den beiden letzten Jahrzehnten kürzer, heterogener und flexibler geworden. Von einem einheitlichen Arbeitszeitmuster kann längst nicht mehr die Rede sein. Die Entwicklung zeigt sich auch in der tariflichen Arbeitszeitpolitik: Die Verkürzung der tariflichen Wochenarbeitszeiten seit den 1980er-Jahren wurde begleitet von einer starken Flexibilisierung der Arbeitszeiten; in begrenztem Umfang wurden individuelle Zeitoptionen vereinbart. Eine Reihe von Problemen fordert eine neue Arbeitszeitpolitik heraus: so führen Flexi-Konzepte zu sozialen und gesundheitlichen Belastungen bei den Beschäftigten; die Arbeitszeiten polarisieren sich, zwischen Frauen und Männern besteht eine große Arbeitszeitlücke (Gender Time Gap), die eng mit der beruflichen und sozialen Ungleichheit der Geschlechter verknüpft ist; Arbeitszeiten sind immer schwerer messbar und spielen bei ergebnisorientierter Leistungssteuerung in den Betrieben kaum noch die Rolle einer effektiven Begrenzung der Leistungsverausgabung. Die hier vorliegende komprimierte Bestandsaufnahme auf Basis eigener Forschungsarbeiten und einschlägiger Quellen fasst Trends und Herausforderungen zu ausgewählten Themen der Arbeitszeitentwicklung zusammen und weist auf Reformbedarfe und Gestaltungsansätze hin. "In dieser Arbeit nehmen wir mithilfe eines Multimethodenansatzes die Managementpraxis erwerbstätiger Mütter, die diese zur Bewältigung komplexer Zeitpläne und der Bedürfnisse der Familie anwenden, in den Blick. Aus vorausgegangenen Studien wissen wir, dass Doppelverdienerfamilien einer grundlegenden Umgestaltung des häuslichen Familienlebens gegenüberstehen, wobei bisher kaum darüber geforscht wurde, wie eine solche Reorganisation innerhalb der Familien erreicht wird. Die Erkenntnisse beruhen auf verschiedenen Datensätzen (Fokusgruppen, Zeitverwendungstagebücher, Aufzeichnung von Alltagsgesprächen) und verweisen auf die zentrale Bedeutung dieser Managementpraktiken im häuslichen Alltagsleben dieser Familien. Die Ergebnisse zeigen zudem, dass die Hausarbeit eine Arena praktischer Überlegungen und Denkmuster ist. Mithilfe einer detaillierten Analyse der sequentiellen Handlungsabfolgen in der Hausarbeit werden die Managementpraktiken sichtbar, die die Mütter nutzen, um unterschiedliche und miteinander in Wettstreit stehende Aktivitäten für sich zu verwerten und zu koordinieren. Der Sammelband ist eine Zusammenfassung von Ergebnissen aus dem Verbundprojekt 'Schichtarbeit zwischen Arbeitswelt und Lebenswelt'. Das Projekt wurde an zwei Chemiestandorten in Sachsen-Anhalt (Leuna und Bitterfeld-Wolfen) durchgeführt und hatte dringliche Problemlagen industrieller Personalwirtschaft zum Thema. Hierbei wurden Erfahrungen und Entwicklungsressourcen des Chemiestandortes Leuna genutzt, um Lösungswege zu explorieren und Instrumente zu entwickeln, die dann auch im Rahmen des Projektes am Chemiestandort Bitterfeld-Wolfen und weiteren Wirtschaftsregionen übernommen werden konnten. 'In diesem Buch werden Lösungsansätze vorgestellt und Erfahrungen aus der Projektarbeit beschrieben. Dargestellt wird der Entstehungshintergrund des Themas (Vorwort der beiden Sozialpartner Arbeitgeberverband Nordostchemie (Kapitel 2) und IG Bergbau, Chemie, Energie (Kapitel 3 und 4), auftretende Belastungen bei Schichtarbeit und Entlastungshilfen durch Unternehmen (Kapitel 5), die Zunahme von Erwerbsarbeit bei Frauen und daraus resultierende Veränderungen einer lebensphasenorientierten Personalpolitik (Kapitel 6), beispielhafte Maßnahmen zur Verbesserung der Vereinbarkeit von Erwerbsarbeit und Privatleben (bei der Kinderbetreuung in Kapitel 7 und bei der Pflegeverantwortung in Kapitel 8), ein kooperativer Ansatz mit seinen Facetten der Organisation und Durchführung (Kapitel 9) und die Bedeutung der Vernetzung von Unternehmen für eine erfolgreiche Unterstützung (Kapitel 10). "Explanations for professional and managerial mothers' departure from paid work concentrate on childcare and women's preferences or choices. In contrast, our study, based on in-depth interviews with professional and managerial mothers in London, shows that women's experiences within hegemonic masculine cultures play a key role. For example, working time norms require these mothers to work exceptionally long hours, to have permeable time boundaries even if they have negotiated reduced working hours and to 'socialize' in the evenings. Mothers are limited in their ability to protest or implement creative working time solutions because they feel they must hide their motherhood, which in itself creates tension. Mothers who are seemingly supported to work fewer hours are sidelined to lower-status roles for which they are underpaid and undervalued in relation to their experience and previous seniority. "This paper provides new evidence on the determinants of vacation leave and its relationship to hours worked and hourly wages by examining the case of Canada. Previous studies from the US, using individual level data, have revealed that annual work hours fall by around 53 hours for each additional week of vacation used. Exploiting a linked employer-employee dataset that allows to control for detailed observed demographic, job, and firm characteristics, we find instead that annual hours of work fall by only 29 hours for each additional week of vacation used. The aim of this study is to gain greater insights into how employees experience the influence of flexible working hours on their work - life balance. A qualitative research was performed by in-depth interviews with a variant sample of 15 employees and thematic analysis of the data. The more family responsibilities the respondents have, the more they tend to perceive flexible working hours as a necessity rather than an extra benefit. According to the interviewees, the system creates a situation which is advantageous for both employer and employee. The extent to which this is achieved though depends on how organisations apply and implement it. It is concluded that when flexible working hours are supported by management and fit the work culture, they are highly appreciated both for private and work-related reasons. Moreover, its meaning for the private life varies according to life stage. Findings are important for policy makers and human resources managers alike in order to implement and deal with flexible working hours effectively. "Using a survey, interviews, and observations, the authors examine inequality in temporal flexibility at home and at work. They focus on four occupations to show that class advantage is deployed in the service of gendered notions of temporal flexibility while class disadvantage makes it difficult to obtain such flexibility. The class advantage of female nurses and male doctors enables them to obtain flexibility in their work hours; they use that flexibility in gendered ways: nurses to prioritize family and physicians to prioritize careers. Female nursing assistants and male emergency medical technicians can obtain little employee-based flexibility and, as a result, have more difficulty meeting conventional gendered expectations. Advantaged occupations 'do gender' in conventional ways while disadvantaged occupations 'undo gender.' These processes operate through organizational rules and cultural schemas that sustain one another but may undermine the gender and class neutrality of family-friendly policies." "In Germany, individuals in need of long-term care receive support through benefits of the long-term care insurance. A central goal of the insurance is to support informal care provided by family members. Care recipients can choose between benefits in kind (formal home care services) and benefits in cash. From a budgetary perspective family care is a cost-saving alternative to formal home care and to stationary nursing care. However, the opportunity costs resulting from reduced labor supply of the carer are often overlooked. We focus on the labor supply decision of family carers and the incentives set by the long-term care insurance. We estimate a structural model of labor supply and the choice of benefits of family carers. We find that benefits in kind have small positive effects on labor supply. Labor supply elasticities of cash benefits are larger and negative. If both types of benefits increase, negative labor supply effects are offset to a large extent." The authors assess the extent to which female employees in low-skilled retail jobs whose work schedules are unpredictable report greater work -- life conflict than do their counterparts with more predictable work schedules and whether employee input into work schedules reduces work -- life conflict. Data include measures from employee surveys and firm records for a sample of hourly female workers employed across 21 stores of a U.S. women's apparel retailer. Results demonstrate that, independent of other dimensions of nonstandard work hours, unpredictability is positively associated with three outcomes: general work -- life conflict, time-based conflict, and strain-based conflict as measured by perceived employee stress. Employee input into work schedules is negatively related to these outcomes. "This study uses subjective measures of well-being to analyze how workers perceive working hours mismatch. Our particular interest is in the question of whether workers perceive hours of underemployment differently from hours of overemployment. Previous evidence on this issue is ambiguous. We call attention to the level of well-being in the absence of hours mismatch that serves as a reference state for comparison purposes and to the consequences of restrictive functional form assumptions. Using panel data from Australia and Germany, this study estimates the relationship between working hours mismatch and well-being as a bivariate smooth function of desired hours and mismatch hours by tensor product p-splines. The results indicate that well-being is highest in the absence of hours mismatch. In general, the perception of overemployment is statistically significantly different from the perception of underemployment in both countries. In Australia, workers tolerate some underemployment, as their well-being tends to be unaltered in the presence of short hours of underemployment. However, the marginal loss from underemployment appears to be larger than that from overemployment once the mismatch exceeds approximately ten hours. In Germany, on the contrary, underemployment is clearly more detrimental for well-being than overemployment. German males with preferences for full-time hours hardly respond to overemployment." "The present overview on existing research addresses the double implication of working-time standards as legal (or contractual) norms, on the one hand, and socially established normality, on the other. Looking primarily at the evidence on die statutory 35-hour week in France, the author discusses the question of how changes in norms as stipulated by law or collective agreements may affect working-time practices in the society. Given the specific institutional and policy tradition of statist intervention in France, a comparison with die effects of the contractual 35-hour week on actual hours in die West German metal industry highlights particular strengths and weaknesses of the French approach. While the empirical evidence underscores the crucial importance of statutory norms and die interaction between governments and social actors, it equally reveals die increasing difficulties to set limits to normal hours for growing shares of the workforce just by setting statutory or collective norms. "To be able to combine work with activities and duties outside the workplace successfully, employees need time adequacy. Time adequacy is the fit between working time and all other time demands and can be achieved through working time flexibility and autonomy. However, past research has shown that working time flexibility and autonomy do not necessarily foster employees' time sovereignty. Studies suggest that the benefits of working time arrangements depend on work organization. Analyzing performance-related pay, target setting and self-directed teamwork as moderators for working time arrangements and time adequacy is therefore the main interest of the study. The data used is taken from the European Survey of Working Conditions in 2010. Multi-level analyses show that working time flexibility and autonomy, as well as self-directed teamwork, are positively associated with time adequacy. However, employees experience time squeeze with performance-related pay and target setting. Moreover, performance-related pay undermines the positive effect of working time autonomy. The study indicates that management practices have distinct connotations for time adequacy. Moreover, wage flexibility limits employees' benefits from working time autonomy." "Using the European Union Statistics an Income and Living Conditions data for the year 2009, the authors evaluate how vertical and horizontal job segregation explains the differential between fulltime and part-time pay for prime-age women in four European countries: Austria, Italy, Poland, and the United Kingdom. The selected countries are representative of different welfare state regimes, Labor market regulations, and extents and forms of parttime employment. Full-time hourly wages exceed part-time hourly wages, especially in market-oriented economies, such as Poland and the United Kingdom. Results using the Neuman-Oaxaca decomposition methods show that most of the full-time -- part-time wage gap is driven by job segregation, especially its vertical dimension. Vertical segregation explains an especially large Part of the pay gap in Poland and die United Kingdom, where, more than elsewhere, part-timers are concentrated in low-skilled occupations and the wage disparities across occupations are quite large." "This study uses the International Social Survey Programme (ISSP) 2013 'Family and Changing Gender Roles' module (N?=?1773) to examine cross-country differences in the relationship between women's part-time work and work - life conflict and job satisfaction. We hypothesize that part-time work will lead to less favorable outcomes in countries with employment policies that are less protective of part-time employees because the effects of occupational downgrading counteract the benefits of increased time availability. Our comparison focuses on the Netherlands and Australia while using Germany, the United Kingdom, and Sweden as benchmarks. Part-time employment is prevalent in all five countries, but has the most support and protection in the Dutch labor market. We find little evidence that country of residence conditions the effects of part-time work. Overall, the results suggest that part-time work reduces work-life conflict to a similar extent in all countries except Sweden. The effects on job satisfaction are negligible. The short form, defined as less than 20 hours per week, is associated with the youngest and oldest age groups, slight disability, a higher number of children, lower skill levels, and employment in community, social and personal services. "Ziel des Forschungsvorhabens ARBWOL ist die Aufdeckung von Effekten flexibler Arbeitszeitmodelle auf die Work-Life-Balance und die daraus resultierende ganzheitliche Belastungssituation der Mitarbeiter. Hierzu sollen innerhalb der heterogenen Gruppe der Beschäftigten zunächst sog. 'soziale Rollen' identifiziert werden. Als soziale Rolle wird die Position eines Beschäftigten in seinem außerberuflichen Umfeld verstanden sowie die daraus resultierenden Verpflichtungen und Erwartungen (z.B. eigen- und gemeinnützige Arbeit, ehrenamtliche Tätigkeiten, sportliche Aktivitäten), welche aus dieser Position resultieren und so zu einer (außerberuflichen) Belastung des Beschäftigten führen können. Im Anschluss daran werden typische Belastungen sowie potenzielle soziale Konflikte für die verschiedenen sozialen Rollen ermittelt und ein Rollen-Belastungs-Modell abgeleitet, das die Wirkungszusammenhänge beschreibt. Hierzu wird in diesem Forschungsprojekt ein dualer Forschungsansatz verfolgt:
- Einerseits soll durch eine Befragung die Belastungssituation der Beschäftigten im Dienstleistungsbereich erfasst und analysiert werden. Aus dem Ergebnis soll ein genaueres Bild bezüglich der individuell von den Beschäftigten empfundenen Arbeitssituation abgeleitet werden.
- Andererseits sollen mittels einer personalorientierten Simulationsstudie die Auswirkungen verschiedener Arbeitszeitmodelle auf die Work-Life-Balance in Abhängigkeit von sozialen Rollen abgebildet werden.
Es sollen Handlungsanleitungen und Empfehlungen zur belastungsreduzierenden Gestaltung von Arbeitszeitmodellen entwickelt werden. Diese gewonnen Erkenntnisse sollen in ein simulationsunterstütztes Analyse- und Gestaltungsinstrument eingebunden werden, das es ermöglicht, im konkreten Anwendungsfall Empfehlungen für die Arbeitszeitgestaltung abzuleiten." We argue and demonstrate that the spread and acceptance of part-time work results in a downward adaptation of descriptive norms regulating work hours. Following this argument, we deduce hypotheses about the work hour preferences of full-time and part-time working women and men and test these hypotheses on the second wave of the European Social Survey (ESS, 2004). The results show that a larger share of part-time work in a country is associated with stronger preferences among full-time workers to reduce work hours. The preference to reduce work hours spreads among full-time working mothers, and from mothers to other full-time working women and men. "The UK construction and transport sectors remain the most heavily male-dominated industries, showing minimal progress in women's participation. Long and inflexible working hours presume a male model of the worker unconstrained by caring responsibilities. Yet the experiences of the minority of women who work in these sectors are of interest to those concerned with reducing occupational gender segregation. Sexuality is often overlooked in differentiating women's experience of male-dominated work, and gender conflated with heterosexuality. Through examining the interaction of domestic circumstances and work arrangements of heterosexual women and lesbians, this article finds that atypical domestic circumstances may be required to support male-dominated work. Heterosexual 'breadwinner' norms were challenged by women's capacity for higher earnings from male-dominated work, but often required strategies to manage associated emotions. Evidence from lesbian relationships indicates a possible shift from prioritization of financial self-sufficiency in the context of legal status for same-sex partnerships." Much of the work-family boundary literature focuses on whether employees are segmenting or integrating work with family, but does not explore the boundariesworkerswould like to have, nor does it examine the fit between desired and enacted boundaries, or assess boundary stability. In this study, 23 respondents employed at a large Fortune 500 company were interviewed about their work-family boundaries before and after their teams underwent a cultural change initiative that sought to loosen workplace norms and allow employees more autonomy to decide when and where they performed their job tasks. Four distinct boundary strategies emerged from the data, with men and parents of young children having better alignment between preferred and enacted boundaries than women and thosewithout these caregiving duties. "Seit 2005 ist auf dem sächsischen Arbeitsmarkt eine Trendwende erfolgt, bei der der langjährige Beschäftigungsrückgang von einer stabil zunehmenden Nachfrage nach Fachkräften abgelöst worden ist. Der Gesamtbedarf an Fachkräften und auch die Quote der qualifizierten Stellen, die nicht besetzt werden können, liegen aktuell auf einem Rekordniveau. Angesichts des demografischen Wandels und dem Rückgang der Bevölkerung im erwerbsfähigen Alter, ist für Sachsen künftig von einem zunehmenden Fachkräftemangel auszugehen. Auch in den sächsischen Unternehmen werden zunehmende Schwierigkeiten bei der Deckung des Bedarfs an qualifizierten Arbeitskräften befürchtet.
Vor diesem Hintergrund wird in der vorliegenden Studie untersucht, inwiefern eine bessere Erschließung des Arbeitskraftpotenzials von Müttern und insbesondere Alleinerziehenden einen Beitrag zur Deckung des Fachkräftebedarfs leisten kann. Durch einen Abgleich von tatsächlicher und gewünschter Erwerbsbeteiligung und Arbeitszeitumfängen auf Grundlage des Mikrozensus sowie des Sozio-ökonomischen Panels (SOEP) und der Zusatzstichprobe 'Familien in Deutschland' (FiD) wird hierfür differenziert das zusätzliche Arbeitskraftpotenzial ermittelt, das bei Verwirklichung der Wunscharbeitszeiten durch passgenaue flexible Arbeitszeitangebote, zielgerichtete Unterstützungsangebote und geeignete Rahmenbedingungen dem sächsischen Arbeitsmarkt zur Verfügung stehen könnte." "Das Managen der Work-Life Balance (WLB) ist für immer mehr Arbeitnehmerinnen und Arbeitnehmer als auch Personalabteilungen ein Thema geworden, da ein Ungleichgewicht zwischen Arbeit und 'Nicht-Arbeit' nicht nur Leistung sowie die allgemeine Jobzufriedenheit reduzieren, sondern letztendlich auch zu höheren Fluktuationsraten führen kann. Diese Balance zu halten, ist besonders für internationale Geschäftsreisende eine Herausforderung. Dennoch befindet sich die Forschung zu diesem Thema noch stark in den Kinderschuhen.
Ziel dieses Artikels und der zugrundeliegenden qualitativen Studie ist es, die WLB dieser Gruppe von Arbeitnehmern sowie potenzielle Unterschiede zwischen weiblichen und männlichen Vielfliegern zu erörtern. Die Resultate zeigen, dass die Einflussfaktoren auf die WLB in Abhängigkeit von der Familiensituation unterschiedlich wahrgenommen werden. "- Die Arbeitszeiten von Männern und Frauen unterscheiden sich im EU-Vergleich weiterhin deutlich. Besonders ausgeprägt sind die Unterschiede in den Niederlanden, Großbritannien und Irland, aber auch in Deutschland liegen sie deutlich über dem EU-Durchschnitt.
- Arbeitszeiten und Beschäftigungsquote von Frauen zeigen einen negativen Zusammenhang. EU-weit gilt: je höher die Beschäftigungsquote von Frauen, desto niedriger die wöchentlichen Arbeitszeiten.
- Kritischer Faktor für die weibliche Erwerbstätigkeit ist weiterhin Mutterschaft und Kinderbetreuung.
- Eine deutliche Mehrheit der abhängig Beschäftigten in der EU gibt an, dass berufliche und private Verpflichtungen gut oder sehr gut zusammenpassen. Dabei sind Männer im Durchschnitt unzufriedener mit ihrer Work-Life-Balance als Frauen.

"In this article we consider the consequences of work-family reconciliation, in terms of the extent to which the adjustment of the labour market career to family demands (by women) contributes to a better work-life balance. Using the Flemish SONAR-data, we analyse how changes in work and family conditions between the age of 26 and 29 are related to changes in feelings of time pressure among young working women. More specifically, by using cross-lagged models and synchronous effects panel models, we analyse (1) how family and work conditions affect feelings of time pressure, as well as (2) reverse effects which may point to (working career) adjustment strategies of coping with time pressure. Our results show that of all the considered changes in working conditions following family formation (i.e. having children), only the reduction of working hours seems to improve work-family balance (i.e. reduces the experience of time pressure). Part-time work is both a response to high time pressure, and effectively lowers time pressure. The effect of part-time work is not affected by concomitant changes in the type of paid work, rather, work characteristics that increase time pressure increase the probability of reconciling work with family life by reducing the number of work hours." "Umfragen zeigen, dass die Vereinbarkeit von Familie und Beruf für viele Eltern nach wie vor schwierig ist. Ein Großteil der Eltern wünscht sich eine gleichmäßigere Aufteilung von Familien- und Erwerbsarbeit. Finanzielle Gründe sprechen aber häufig für ein klassisches Ein- oder Eineinhalb-Verdiener-Modell. Das DIW Berlin hat im Auftrag der Friedrich-Ebert-Stiftung und der Hans-Böckler- Stiftung die Wirkungen und Kosten einer neuen familienpolitischen Lohnersatzleistung bei Familienarbeitszeit untersucht, die Eltern bei einer partnerschaftlicheren Aufteilung von Familien- und Erwerbsarbeit unterstützen soll. Diese Leistung sollen Eltern von Kindern im Alter zwischen ein und drei Jahren im Anschluss an das Elterngeld erhalten können, wenn beide Partner sich für eine sogenannte reduzierte Vollzeit-Erwerbstätigkeit entscheiden. Damit ist im Folgenden eine Arbeitszeit in Höhe von etwa 80 Prozent einer Vollzeit-Stelle gemeint, was einer Wochenarbeitszeit von zirka 32 Stunden entspricht. Der finanzielle Zuschuss soll sich dabei am Nettoeinkommen der Eltern orientieren und für kleinere Einkommen prozentual größer ausfallen als für höhere. Die Studie zeigt, dass sich der Anteil der Familien, in denen beide Elternteile einer solchen reduzierten Vollzeit-Beschäftigung nachgehen, ausgehend von derzeit einem Prozent nahezu verdoppeln könnte. Die Kosten wären kurzfristig moderat. Es ist allerdings denkbar, dass die neue Leistung dazu beiträgt, die sozialen Normen hinsichtlich der Arbeitsteilung innerhalb der Familie zu verändern, und so mehr Eltern ermutigt, diese Arbeitszeitkombination zu wählen. "Welfare states enact a range of policies aimed at reducing work-family conflict. While welfare state policies have been assessed at the macro-level and work-family conflict at the individual-level, few studies have simultaneously addressed these relationships in a cross-national multi-level model. This study addresses this void by assessing the relationship between work-family and family-work conflict and family-friendly policies in 10 countries. Applying a unique multi-level data set that couples country-level policy data with individual-level data (N=7,895) from the 2002 International Social Survey Programme, the author analyzes the relationship between work-family and family-work conflict and four specific policy measures: family leave, work scheduling, school scheduling, and early childhood education and care. The results demonstrate that mothers and fathers report less family-work and mothers less work-family conflict in countries with more expansive family leave policies. "This article presents data from a project exploring women's experiences of work and care. It focuses primarily on work-life balance as a problematic concept. Social and economic transformations across advanced post-industrial economies have resulted in concerns about how individuals manage their lives across the two spheres of work and family and achieve a work-life balance. Governments across the European Union have introduced various measures to address how families effectively combine care with paid work. Research within this area has tended to focus on work-life balance as an objective concept, which implies a static and fixed state fulfilled by particular criteria and measured quantitatively. Qualitative research on women's experiences reveals work-life balance as a fluctuating and intangible process. This article highlights the subjective and variable nature of work-life balance and questions taken-for-granted assumptions, exploring problems of definition and the differential coping strategies which women employ when negotiating the boundaries between work and family."
