Niedriglohnarbeitsmarkt
Der Ausbau des Niedriglohnsektors sollte Ende der 1990er Jahre die hohe Arbeitslosigkeit reduzieren. Als Niedriglohn gilt ein Arbeitsentgelt, das trotz Vollzeitbeschäftigung keine angemessene Existenzsicherung gewährleistet – die OECD definiert den ihn als einen Bruttolohn, der unterhalb von zwei Dritteln des nationalen Medianbruttolohns aller Vollzeitbeschäftigten liegt. Betroffen von Niedriglöhnen sind überdurchschnittlich häufig Personen ohne beruflichen Abschluss, jüngere Erwerbstätige und Frauen.

Abstract
Bei der Einführung des nationalen Mindestlohns in Großbritannien wurde dessen Höhe so festgesetzt, dass einerseits etwa eine Million Arbeitskräfte im Niedriglohnbereich davon profitierten, andererseits sich aber keine negativen Auswirkungen auf Beschäftigung und Inflation ergaben. Die jährliche Anpassung des Mindestlohns beruht auf Berichten der Niedriglohnkommission (Low Pay Commisssion). Von 1999 bis 2002 entsprach sie der durchschnittlichen Lohnentwicklung, im Februar 2005 empfahl die Kommission eine überproportionale Steigerung, die aber zu Beginn des Jahres 2006 im Hinblick auf ihre Angemessenheit und ökonomischen Folgen überprüft werden sollte. Der Bericht präsentiert die Ergebnisse dieser Überprüfung unter Einbeziehung der Altersgruppe der 16-17 Jährigen. Im Zeitraum von 2002 bis 2006 hat sich der Mindestlohn für Erwachsene um 27,4 Prozent erhöht, während sich die durchschnittlichen Arbeitseinkommen um 17 Prozent erhöhten. Dies bedeutet eine vorsichtige Anpassung der Mindestsöhne aufgrund des sehr niedrig angesetzten Anfangsniveaus, aber auf Dauer kann der Mindestlohn nicht schneller steigen als die Durchschnittseinkommen. Der Mindestlohn ist seit seiner Einführung aus Sicht der Kommission ein Erfolg. Er hat die Einkommen vieler Niedrigverdiener signifikant angehoben und dabei geholfen, die Einkommenssituation vieler Familien mit niedrigen Einkommen zu verbessern. Darüber hinaus spielt der Mindestlohn auch eine wichtige Rolle bei der Überwindung geschlechtsspezifischer Unterschiede in der Bezahlung. Die Kommission empfiehlt, dass betriebliche Sozialleistungen in Form von Sachleistungen (benefits-in-kind), Gutscheinen für Kinderbetreuung und Gehaltsumwandlungen (Salary Sacrifice) nicht mit dem Mindestlohn verrechnet werden sollen; eine Verrechnung der Kosten für Unterkunft beim Arbeitgeber (Accomodation Offset) soll jedoch für alle Arbeitskräfte gelten. Der britische Mindestlohn entfaltet seine Wirkung besonders im Bereich gewerkschaftlich nicht organisierter Arbeit von Frauen und Migranten. Das Gesetzgebungsverfahren war von einer lebhaften, öffentlichen Diskussion um die zu erwartende Beschäftigungswirkung des Mindestlohns begleitet. Diese Diskussionen sind zwischenzeitlich abgeebbt; die von der neo-klassischen Wirtschaftswissenschaft prognostizierten negativen Auswirkungen auf die Beschäftigung sind ausgeblieben. Andere Ökonomen haben behauptet, dass die Wirkungen des Mindestlohns auf die Situation des Beschäftigten im Niedriglohnsektor minimal seien. Im Lichte neuerer empirischer Daten erscheint eine solche Einschätzung als verkürzt. Zwar werden die gesetzlichen Regelungen zum Mindestlohn nicht ausreichend publiziert und sind folglich nur unzureichend im öffentlichen Bewusstein präsent. "There is a growing body of research that measures employment effects of the minimum wage by using longitudinal data on individuals to compare job loss of workers affected by a minimum wage increase with those who are not directly affected. This sort of study requires good quality wage data in order to clearly identify these treatment and control groups. Much of the evidence on the impact of the UK minimum wage uses this technique with poor quality wage data. This paper examines the impact of the October 2003 increase in the National Minimum Wage (NMW) using a much better measure of the wage. We find insignificant negative effects on the employment retention rates of all adults and, most notably, male workers. Analysis of the probability of employment retention across different hourly wage rates also show how sensitive this methodology can be to different definitions of the treatment and control group." "Increasingly in the European Union low paid employment and job quality have become important policy issues. Recently job satisfaction has been used as a proxy for job quality. This paper uses the British Household Panel Survey (BHPS) from 1991 to 1997 to explore these issues further. First, we define low pay using a two thirds of the median classification and examine the levels of overall job and pay satisfaction for the lower and higher paid groups by gender. Given the importance of comparative income measures in the literature this paper focuses both on the actual level of pay and comparison pay, which is derived from a nationally representative sample in the New Earnings Survey. Second, we use random (and fixed) effects estimators to deal with problems of individual heterogeneity in the sample. Third, we explain changes in job satisfaction by changes in pay and other individual and employment characteristics. The paper has particular relevance to current policy issues. For instance, the finding that low paid workers generally have high levels of job satisfaction casts doubt on the suggestion that low paid jobs are invariably of low quality. Indeed, the results suggest surprisingly that there is no clear evidence that higher paid workers have higher job satisfaction than lower paid workers. This is particularly the case for women, which may be in accord with the compensating differentials theory as opposed to good jobs versus bad jobs view of the labour market. But it also emphasises that pay is not everything. This implication is reinforced when we consider mobility from low to higher paid jobs and vice versa. Der Beitrag gibt einen Überblick über die politischen Programme und Ansätze einer aktivierenden Arbeitsmarkt- und Sozialpolitik, die unter der Kurzbezeichnung 'Workfare' zusammengefasst werden, für sechs europäische Länder (Dänemark, Frankreich, Deutschland, Norwegen, die Niederlande, Großbritannien) und die Vereinigten Staaten (Kalifornien, Wisconsin und New York City). Als 'Workfare' bezeichnet man das Bündel unterschiedlicher Regelungen und Praxen, die die Inanspruchnahme von Sozialhilfe oder Arbeitslosenunterstützung an bestimmte Auflagen knüpfen. Der internationale Vergleich zeigt, dass sich die Programme in den einzelnen Ländern je nach sozialem Hintergrund sowohl im Entwurf als auch in der Implementierung unterscheiden, und dass die idealtypische Definition von 'workfare' nur auf einige der beschriebenen Programme zutrifft. Sowohl in Europa als auch in den USA gilt die Zielsetzung, Sozialhilfe als ein Mittel zur Integration und Inklusion in den Arbeitsmarkt einzusetzen, allerdings unterscheiden sich die eingeschlagenen Wege. In Europa zeichnet sich ein Trend ab, der von einem Leistungsanspruch, der an keine Bedingungen geknüpft ist, wegführt und sich hin zum Erwerb neuartiger und besser an die gesellschaftlichen Risiken angepasster Ansprüche entwickelt. In den USA hingegen wird die grundsätzliche Abschaffung der Sozialhilfe als eine perspektivische Lösung gesehen. Dass das 'Weniger' an Leistung im herkömmlichen Sinne von einem 'Mehr' an neuen Möglichkeiten kompensiert wird, wird als Maßstab für den Erfolg von 'Workfare'-Politik betrachtet. (IAB)

Abstract
Während die Jugendarbeitslosigkeit generell als ein wichtiger Gegenstand sozialpolitischer und arbeitsmarktpolitischer Maßnahmen gesehen wird, wird die Gefahr unterschätzt, dass gering qualifizierte junge Menschen keinen Fuß auf dem Arbeitsmarkt fassen können. Der Beitrag geht davon aus, dass eine große Gruppe junger Menschen in prekären Arbeitsverhältnissen gefangen bleibt. Unsichere befristete Arbeitsverhältnisse und Arbeitsplatzwechsel nehmen bei jungen britischen Arbeitnehmern zu, und der Einstieg in unbefristete Arbeitsverhältnisse gelingt immer später. Dies kommt zwar den kurzfristigen Interessen der Arbeitgeber zugute, nicht jedoch dem Ziel der dauerhaften beruflichen Integration junger Menschen. Es wird für eine neue Orientierung der Beschäftigungsprogramme für junge Menschen plädiert. Anstatt dem Leitbild der Beschäftigungsfähigkeit und Flexibiltät zu folgen, wird vorgeschlagen, die Qualifizierung junger Menschen und die nachhaltige Humankapitalentwicklung als Ziel zu verfolgen. Die Vermittlung beruflicher Qualifikationen auf einem mittleren Qualifikationsniveau ist dabei zentral, weil es hierfür einen großen Bedarf sowohl in technischen Berufen als auch in Büroberufen gibt. Orthodox economic theory predicts adverse consequences, though institutional analysis points to potential efficiency as well as fairness effects. Different patterns of adjustment were observed, explained by both size and sector characteristics. "Rising wage inequality in the U.S. and Britain (especially in the 1980s) and rising continental European unemployment (with rather stable wage inequality) have led to a popular view in the economics profession that these two phenomena are related to negative relative demand shocks against the unskilled in the industrialised world, combined with flexible wages in the Anglo-Saxon countries, but institutional rigidities in continental Europe ('Krugman hypothesis'). An alternative view stresses the importance of differing supply changes across countries. However, empirical evidence on these questions is sparse. Furthermore, existing international comparisons often rely on strong assumptions or compromise on data quality. This paper uses large data sets from the U.S., Britain, and western Germany to test the Krugman hypothesis for the 1990s, when unemployment in Germany increased (unlike in the U.S. and Britain, where it fell). British and German evidence is further backed up with alternative data sets for these countries. I find evidence for the Krugman hypothesis when Germany is compared to the U.S. However, supply changes differ considerably between countries, with especially Britain experiencing enormous increases in the relative supply of skills and a relatively constant skill premium." "In this paper we use important new training and wage data from the British Household Panel Survey to estimate the impact of the national minimum wage (introduced in April 1999) on the work-related training of low-wage workers. We use two 'treatment groups' for estimating the impact of the new minimum wage - those workers who explicitly stated they were affected by the new minimum and those workers whose derived 1998 wages were below the minimum. Using difference-in-differences techniques for the period 1998 to 2000, we find no evidence that the introduction of the minimum wage reduced the training of affected workers, and some evidence that it increased it. In particular we find a significant positive effect of about 8 to 11% for affected workers. Consequently our findings can be interpreted as providing no evidence in support of the orthodox human capital model as it applies to work-related training, and some evidence in support of the new theories based on imperfectly competitive labour markets. Abstract
Mit Kombilöhnen - an die Aufnahme oder die Ausübung einer abhängigen Erwerbstätigkeit gekoppelte staatliche Transfers an Beschäftigte - sollen speziell Personen mit geringem Verdienstpotenzial zur Aufnahme oder Ausübung einer Beschäftigung motiviert werden. In der Expertise wird die Ausgestaltung verschiedener befristeter und dauerhafter Kombilohn-Konzepte beschrieben und verglichen. Insgesamt wird deutlich, dass in den USA, Großbritannien und Irland bereits seit langem eine flächendeckende Bezuschussung von Geringverdienern mit unbefristeten Kombilöhnen vorherrscht. Damit werden oftmals neben arbeitsmarktpolitischen auch verteilungspolitische Ziele verfolgt. Demgegenüber überwiegen bei den kontinentaleuropäischen Staaten befristete Kombilöhne zur Förderung spezifischer Problemgruppen des jeweiligen Arbeitsmarktes. (IAB2)

Abstract
"Der Working Families Tax Credit (WFTC) ist eine Steuervergütung, die Familien mit Kindern und geringfügiger Beschäftigung gewährt wird. Er ist großzügiger als der Family Credit, den er seit Oktober 1999 ersetzt. Davon betroffen dürften rund 1,5 Millionen Haushalte sein, gegenüber 600 000 im Falle des Family Credit im Jahre 1996. Diese einkommens- und vermögensabhängige Zahlung einer Beihilfe für Familien, von denen ein Mitglied mindestens 16 Wochenstunden arbeitet, soll sicherstellen, daß sich 'Arbeit auszahlt' ('Making work pay'), und soll somit das Arbeitsangebot stimulieren. Der WFTC geht deshalb auch mit einer Beihilfe für die Kinderbetreuung einher. Da hierfür mehr Haushaltsmittel bereitgestellt werden, sind die Umverteilungseffekte des WFTC größer als beim Family Credit. Dagegen scheinen die potentiellen Auswirkungen des WFTC auf die Stimulierung des Arbeitsangebots recht begrenzt zu sein: langfristig dürfte der WFTC lediglich 45 000 Personen dazu veranlassen, in den Arbeitsmarkt einzutreten. Die wichtigsten Neuerung dieses Systems besteht in seiner Verwaltung: die Arbeitgeber 'zahlen' die Steuervergütung direkt an den betroffenen Arbeitnehmer in Form einer zusätzlichen Vergütung oder eine Abgabesenkung (im Falle eines Quellenabzugs).
