Niedriglohnarbeitsmarkt
Der Ausbau des Niedriglohnsektors sollte Ende der 1990er Jahre die hohe Arbeitslosigkeit reduzieren. Als Niedriglohn gilt ein Arbeitsentgelt, das trotz Vollzeitbeschäftigung keine angemessene Existenzsicherung gewährleistet – die OECD definiert den ihn als einen Bruttolohn, der unterhalb von zwei Dritteln des nationalen Medianbruttolohns aller Vollzeitbeschäftigten liegt. Betroffen von Niedriglöhnen sind überdurchschnittlich häufig Personen ohne beruflichen Abschluss, jüngere Erwerbstätige und Frauen.

"Using data from Understanding Society and the British Household Panel Survey, this article explores the relationship between working part-time and progression out of low pay for male and female employees using a discrete-time event history model. The results show that working part-time relative to full-time decreases the likelihood of progression out of low pay, defined as earning below two-thirds of the median hourly wage. However, part-time workers who transition to full-time employment experience similar rates of progression to full-time workers. This casts doubt on the idea that part-time workers have lower progression rates because they have lower abilities or work motivation and reinforces the need to address the quality of part-time jobs in the UK labour market. The negative effect of working part-time is greater for men than for women, although women are more at risk of becoming trapped in low pay in the sense that they tend to work part-time for longer periods of time, particularly if they have children. Factors such as childcare policy and Universal Credit (UC) incentivise part-time employment for certain groups, although in the right labour market conditions UC may encourage some part-time workers to increase their working hours." "Having low earnings is often not sufficient to be eligible for in-work tax credits. In the United Kingdom, New Zealand, and Ireland, for example, eligibility also requires that the number of hours worked is sufficiently high. Similarly, in France and Belgium the hourly wage rate must be sufficiently low. This paper provides a justification for such additional conditions. I analyse Pareto efficient redistribution from high to low ability individuals in a model where labour has several intensive margins. Besides labour hours, also labour effort - a vector of unpleasant, but productive features of labour - is an object of choice. Effort and ability determine the hourly wage rate. I find that conditional earnings subsidies for low earners are optimal: the earning of low earners should be subsidized at the margin, but only if they earn more by working more hours at a sufficiently low wage rate." "The article presents an analysis of the development of labour market risks in Germany in light of changing working poverty risks. Low hourly wages and part-time employment are identified as the main demand-side-related mechanisms for household poverty. Their measurement and development are discussed as well as their contribution to trends in working poverty risks. A rise in low wages, especially among part-time employed households, was decisive for the increase in working poverty risks in Germany by 45% between the end of the 1990s and the end of the 2000s. We therefore study these trends more closely in the multivariate analysis. The results show that while low wages are unequally distributed across occupations and industries, shifts in employment between sectors explain only a minor part of the change in low wages. However, they reveal a polarization of low-wage risks by skill-level and sector of employment, on the one hand, and full-time and part-time employees, on the other hand." "The article presents an analysis of the association between labor market characteristics related to female employment and the prevalence of in-work poverty. We compare two relative measures of in-work poverty: The individual definition refers to workers whose salary is below 60% of the median, while the household-level definition refers to individuals whose household income is below 60% of the median. Microdata from the 2014 EU-SILC survey and macrodata on involuntary part-time employment and female labor market participation are used to perform a multilevel analysis on 31 European countries. The results show a positive relationship between involuntary part-time work and in-work poverty according to the household definition. Female labor market participation is positively associated with the individual definition and negatively with the household one. However, after controlling for the level of within-country income inequality, only the effect of the female employment rate remains positive and significant for the individual in-work. These results shed light on the multifaceted role of labor market characteristics related to female employment and their implications for policy. We argue that the promotion of female participation should be combined with explicit measures to reduce the disadvantageous position of women in the labor market." "Using information on desired and actual hours of work, we formulate a discrete choice model of constrained labor supply. Using the German Socio-Economic Panel and the microsimulation model STSM, we find that hours and participation elasticities are substantially smaller than those in the conventional model. We evaluate two reforms for Germany. Both redistribute to the working poor. The first reform is financed through an increase in the effective marginal tax rate for welfare recipients, the second through an increase in taxes. "We use two linked employer - employee datasets to adapt Hirschman's model of consumer behaviour into the labour market and to argue that dissatisfaction with pay should favour exit while dissatisfaction with working conditions should favour voice. A deterioration of our working conditions index increases the probability of participation in collective action when an increase in log hourly wage decreases the probability of quitting. A rationale for this trade-off is based on information: first, information on the price of alternative options is more accessible than information on their quality; second, voice produces more information than exit and favours opportunities for specific improvements." "Die Zahl der abhängig Beschäftigten in Deutschland ist seit der Finanzkrise um mehr als vier Millionen gestiegen. Ein Teil dieses Beschäftigungsaufbaus fand im Niedriglohnsektor statt. Analysen auf Basis von Daten des Sozio-oekonomischen Panels, die erstmalig ausreichend Details über Nebentätigkeiten liefern, zeigen, dass es im Jahr 2017 über neun Millionen Beschäftigungsverhältnisse mit einem Lohn unterhalb der Niedriglohnschwelle gab, was einem Anteil von rund einem Viertel aller Beschäftigungsverhältnisse entspricht. Frauen, junge Erwachsene und Ostdeutsche erhalten besonders häufig Niedriglöhne. Da der allgemeine Mindestlohn unter der Niedriglohnschwelle lag, hat seine Einführung im Jahr 2015 den Anteil der Niedriglohnbeschäftigten nicht gesenkt, obwohl die Löhne im unteren Segment deutlich gestiegen sind. Die Mobilität in der Lohnverteilung hat sich seit Mitte der 1990er Jahre kaum verändert: Etwa zwei Drittel der Niedriglohnbeschäftigten verharren mittelfristig in ihrer Lohngruppe. "Von 1991 bis 2016 sind die verfügbaren bedarfsgewichteten Einkommen der privaten Haushalte in Deutschland real im Durchschnitt um 18 Prozent gestiegen. Dieser Zuwachs fällt aber je nach Einkommensposition unterschiedlich aus. Im Ergebnis ist die Ungleichheit der verfügbaren Haushaltseinkommen seit der Finanzmarktkrise gestiegen. Das zeigt die vorliegende Studie auf Basis von Daten der Längsschnittstudie Sozio-oekonomisches Panel (SOEP). Die Armutsrisikoquote verbleibt im Jahr 2016 weiterhin bei einem Wert von 16,6 Prozent im Vergleich zu rund elf Prozent Mitte der 1990er Jahre. Erwerbstätigkeit allein ist nicht mehr ausreichend, um vor Einkommensarmut zu schützen. Denn geht in einem Haushalt nur eine Person einer Beschäftigung nach, so hat sich seit 1991 das Armutsrisiko für diesen Haushaltstyp verdoppelt. Insbesondere in städtischen Regionen hat die Zahl der Niedrigeinkommensbezieher stark zugenommen. Will man dem entgegensteuern, so bedarf es unter anderem höherer Lohnabschlüsse oder eines Zurückdrängens von Minijobs. Daneben fehlt es zunehmend an bezahlbarem Wohnraum, so dass auch der Bau von preiswertem Wohnraum in den Fokus der Politik rücken sollte." (Autorenreferat, IAB-Doku)

"Low-wage, service-providing occupations accounted for almost half of all U.S. net job growth between 2006 and 2016. The authors study the variation in wages of low-wage service employees across U.S. metropolitan statistical areas, using cross-sectional estimations for 2016 for the 10th, 50th, and 90th percentile wage rates. New data are used to examine the impact of different cost-of-living adjustments on model results, arguing that the preferred adjustment separates housing costs from other costs. The main results are that strong labor market conditions positively contribute to real wages in most of the categories; minimum wages contribute positively to the 10th percentile of four occupations with evidence of influencing higher wages in the 50th and 90th percentiles; and using the authors' cost-of-living adjustment and controlling for housing costs, the presence of an educated population did not substantially raise wages in the four low-wage, low-skill occupations." "Um die Effekte der Einführung des Mindestlohns beurteilen zu können, werden Beschäftigte im Gastgewerbe im Hinblick auf ihre subjektive Lage und ihre Sorgen und Ängste befragt.
Zur Untersuchung dieser Thematik haben wir ein qualitatives Forschungsdesign gewählt, um die Beschäftigten im Gastgewerbe als soziale Akteure verstehen zu können. Das bedeutet, sie werden als '[...] handelnde, eigensinnige und ihr Leben mit Sinn erfüllende Subjekte' (Hürtgen/Voswinkel 2016: 503) in ihrer sozialen Wirklichkeit betrachtet. Im vorliegenden Beitrag werden zunächst im zweiten Abschnitt theoretische Vorüberlegungen dargelegt und darauf basierend drei Forschungsfragen abgeleitet. Der dritte Abschnitt skizziert in Form eines Branchenbildes die Besonderheiten von Beschäftigungsverhältnissen im Gastgewerbe. Anschließend werden das qualitative Forschungsdesign und die benutzte Auswertungsmethode beschrieben. Der fünfte und zentrale Abschnitt stellt die empirischen Befunde zur subjektiven Lage und zu den Sorgen und Ängsten der Beschäftigten im Gastgewebe dar. "This article examines the relationship between tax credits and in-work poverty, drawing on the findings from a major national study on in-work poverty. We present an analysis of (i) the income packages of working families and (ii) the performance of tax credits in relation to anti-poverty objectives, drawing on data from the Households Below Average Income survey between 2004/5 and 2014/15. Our study generates five novel findings, including that tax credits reduce the poverty gap of recipient households by two-thirds; that tax credit cuts post-2010/11 have served to focus payments on single parent families and households with greater numbers of children; and that tax credits make up just one third of the social security income of working households. We argue that understanding in greater depth the interaction between tax credits and income adequacy amongst working families is necessary to provide a firmer foundation for an effective assault on in-work poverty." This article employs a novel way of identifying the types of UK families at risk of food poverty over time. Applying a relative deprivation approach, it asks what counts in the UK as a socially acceptable diet that meets needs for health and social participation and how much this costs. Comparing this to actual food expenditure by different family types, between 2005 and 2013, it identifies which are spending less than expected and may be at risk of food poverty. The analysis finds the proportion has increased over time for most family types and for lone parents and large families in particular. The discussion considers findings in light of changing economic and policy contexts and the implications for policy responses of how food poverty is defined and measured." "This paper analyzes a new explanation of the 'ripple effect' of minimum wages based on how minimum wages affect hedonic compensation. Minimum wage hikes lower compensating differentials at low-skill undesirable jobs because they raise wages at the most desirable low-skill job, the minimum wage job. This change in hedonic compensation may cause some individuals to optimally leave low-wage undesirable jobs and seek more desirable employment. If labor supply falls at low-wage undesirable jobs, employers would raise wages, consistent with the ripple effect. Using data from the British Household Panel Survey, the labour market dynamics of unemployed, low-paid and higher-paid employed men are analysed. Moreover, the respective (un)employment duration and occupational skill level are accounted for. Results show that in general low wages significantly reduce the risk of future unemployment and increase the chances of ascending the salary ladder, especially in the case of long-term unemployment (>360 days). Furthermore, the occupational skill level has a substantial influence on the upward mobility of low-paid jobs: individuals working in the initial period in a low-paid and higher-skilled occupation have on average an 11 percentage points higher probability of entering higher pay compared to when working in a low-paid and low-skilled occupation." "High prices that are not offset by equally high incomes are often seen as an affordability problem. To get by, poorer workers in these areas might have to work longer hours. Alternatively, lower real wages might indicate a more desirable place to live and induce high-income people to trade off cash for leisure time. Both interpretations suggest a link between real wages and an individual's labour supply choice. Using panel data, I observe how working hours change, when workers move place. I find that working hours increase by 0.42% for a 10% decrease of local real wage. The effect is stronger for low-skilled workers at the bottom of the wage distribution, indicating an affordability mechanism that might further exacerbate inequality." Research has focused on the risk factors associated with in-work poverty, but scholars know little about individuals' experiences after exiting it. The Sequence Analysis Multistate Model procedure is applied to three high-quality longitudinal data sources (NLSY79, NLSY97, and PSID) to establish a typology of employment pathways out of in-work poverty and estimate how gender and race are associated with each pathway. We identify five distinct pathways characterized by varying degrees of labor market attachment, economic vulnerability, and volatility. White men are most likely exit in-work poverty into stable employment outside of poverty, while Black men and women likely remain vulnerable and at-risk of social exclusion as well as recurrent spells of in-work poverty. "One of the core dilemmas of current welfare politics is the question of how to ensure social protection while providing incentives to seek employment at the same time. A way to address this dilemma is to base policies and policy models on the principle notion that 'work must pay'; in other words, income from employment should be higher than the social support of the unemployed. However, how accurately do these approaches and models represent the reality of benefit recipients, particularly in the context of increased employment precariousness? In this article, we use the cases of two disadvantaged regions in Czech Republic in order to contrast the presumptions of 'making work pay' policies with the everyday experience of welfare recipients. As we show, their situations are strongly shaped by current changes in the labour market, particularly the precarious character of accessible employment and high levels of indebtedness. The modelling of financial employment incentives and the public policies based on these calculations often do not correspond with the reality of welfare recipients that are often cycling in and out of precarious forms of employment. However, the authors' main claim is that the very idea of the 'work must pay' approach focuses on the wrong question. A truly functioning financial incentive would need to focus not solely on the difference in income between those who work and those who do not work, but rather should analyse what type of arrangements allow working households to rise permanently above the poverty line." Der SV-Entlastungsbetrag wird gekürzt um die steuerliche Entlastungswirkung, die durch den Abzug der Sozialversicherungsbeiträge als Vorsorgeaufwendungen entsteht. "Evidence on the effectiveness of workfare as an anti-poverty program in developing countries is weak compared with the relatively well-established role of public works during economic crisis as a social safety net. This paper contributes to evidence building by examining the impact of a large-scale workfare program in Bangladesh, the Employment Generation Program for the Poorest. Taking advantage of the program's distinguishable feature of direct wage transfer to a person's bank account, the paper uses accessibility to local banks as an instrumental variable to identify the program's impacts on rural social assistance beneficiaries. Based on locality-by-time fixed effects models over two rounds of locality panel data, the analysis finds that the Employment Generation Program for the Poorest has contributed to increasing overall household consumption and reducing outstanding loans. In particular, expenditures on quality food and health care have significantly increased, which likely helps individuals continue to engage in income-generating activities in the labor market. However, the implementation costs and poor quality of public assets built through work projects could potentially undermine the program's efficiency. Moreover, further evidence is required on the impacts of work experience through workfare on subsequent labor market outcomes and the value of public assets, to assess the program's effectiveness compared with administratively simpler alternative instruments such as unconditional cash transfers." The analysis includes aspects of the delivery system to see how the performance of ALMPs is affected by different implementation characteristics. Among the notable results, the paper finds that ALMPs matter at the aggregate level, but mostly through an appropriate management and implementation. In this regard, sufficient allocation of resources to programme administration and policy continuity appear to be particularly important. Moreover, start-up incentives and measures aimed at vulnerable populations are more effective than other ALMPs in terms of reducing unemployment and increasing employment. "In-work poverty contradicts the belief that a job should provide a decent standard of living. Nevertheless, the share of working poor in most European countries has risen. Studies show that the development of in-work poverty is attributable to changes in the distributive performance of the labour market, households and the welfare state, as measured by their ability to prevent people from falling below the poverty line. However, such studies have been limited to standard employment and did not address activation, i.e., welfare state transformation through deregulation, recommodification, and social investment. Taking the case of Germany, I analyse changes in the distributive performance of institutions within the context of activation policies (Hartz reforms) for employees that differ in work duration and intensity. Based on descriptive trend analysis of data from the German Socio-Economic Panel, I retrace the process of income distribution and look at how institutional changes have contributed to the development of in-work poverty. I find that an increase of in-work poverty can be attributed to a decrease of the distributive performance of the labour market after the implementation of the Hartz reforms; that individuals in non-standard employment were more affected than people in standard-employment, and that increases in the performance of households and the welfare state do not absorb this development. "Using data from Understanding Society, and robust estimation methods we find that Pakistani and Bangladeshi groups have the highest poverty entry rates (23-26%), followed by Indian, black Caribbean and black African groups (9-11%) and the white majority (6%). Indians and Pakistani's have the highest poverty persistence rates (66%), white majority the lowest (52%), the remaining groups around 55%. We find consider- able within group heterogeneity: for most groups, education of the head of household (HoH) and household employment rate reduces poverty entry risk, while the presence of children increases it (education does not matter for black African and Bangladeshi groups and presence of children for Bangladeshi, black Caribbean and black African groups). We also find that living in London reduces the risk of poverty entry for Indians and white majority while ill-health of the HoH increases the poverty entry risk for white majority. The only factor that affects the risk of poverty persistence is household type although the type of household that matters varies across ethnic group. We also show that simple models which ignore initial poverty status and non-random attrition in estimating poverty persistence and poverty entry, underestimate (overestimate) the magnitude of poverty persistence for the Indian (black African) groups. "There is growing concern about the problem of in-work poverty in the UK. Despite this, the literature on in-work poverty remains small in comparison with that on low pay and, in particular, we know relatively little about how people move in and out of in-work poverty. This paper presents an analysis of in-work poverty transitions in the UK, and extends the literature in this field in a number of identified ways. The paper finds that in-work poverty is more transitory than poverty amongst working-age adults more generally, and that the number of workers in the household is a particularly strong predictor of in-work poverty transitions. For most, in-work poverty is a temporary phenomenon, and most exits are by exiting poverty while remaining in work. However, our study finds that respondents who experience in-work poverty are three times more likely than non-poor workers to become workless, while one-quarter of respondents in workless, poor families who gained work entered in-work poverty. These findings demonstrate the limits to which work provides a route out of poverty, and points to the importance of trying to support positive transitions while minimising negative shocks faced by working poor families." "In recent years, new national and regional minimum wage laws have been passed in the United States and other countries. The laws assume that benefits flow not only to workers but also to their children. Adolescent workers will most likely be affected directly given their concentration in low-paying jobs, but younger children may be affected indirectly by changes in parents' work conditions, family income, and the quality of nonparental child care. Research on minimum wages suggests modest and mixed economic effects: Decreases in employment can offset, partly or fully, wage increases, and modest reductions in poverty rates may fade over time. Few studies have examined the effects of minimum wage increases on the well-being of families, adults, and children. In this article, we use theoretical frameworks and empirical evidence concerning the effects on children of parental work and family income to suggest hypotheses about the effects of minimum wage increases on family life and children's well-being." "The success of the contemporary 'living wage' movement has been highlighted by the UK government's decision to increase the statutory minimum wage for over-25s sharply, in the name of improving living standards. This breaks with neoliberal reluctance to intervene in labour markets, yet raises difficult issues centring around whether minimum hourly pay rates are suited to promoting adequate household incomes. At worst, 'living wages' could distract from other policies with this objective. This article acknowledges recent critiques of the living wage as an anti-poverty measure, but demonstrates that, in combination with other policies, wage floors can play a crucial role. It shows that low pay and inadequate working incomes overlap substantially. The article argues that governments promising that work will deliver adequate living standards need a clearer narrative in which pay, public transfers/subsidies and sufficient levels of employment combine to deliver minimum acceptable living standards for working families." "Die vorliegende Studie nimmt die Entwicklungen von Prekarität und Erwerbsarmut in Vorarlberg im Zeitraum 2008 bis 2018 in den Blick. Sie ist damit eine Folgeuntersuchung zu den beiden Studien im Auftrag der AK Vorarlberg 'Schicksal Prekarität? Maßnahmen für Vorarlberg' aus dem Jahr 2008 und 'Arm trotz Arbeit. Working Poor (Erwerbsarme) in Vorarlberg' aus dem Jahr 2010. Prekäre Beschäftigungen gehen in vielen Fällen mit Phasen der Erwerbsarmut einher, nämlich dann, wenn sie nicht genügend zum Haushaltseinkommen beisteuern, um dieses über die Armutsgefährdungsschwelle zu heben. In diesem Zeitraum der vergangenen zehn Jahre sind neue Entwicklungen des Arbeitsmarktes infolge von Zuwanderung aus den EU-Staaten und seit 2015 auch von Geflüchteten spürbar geworden. Digitalisierung und Automatisierung haben zugenommen und werden in den nächsten Jahren verstärkt sowohl in den Produktions- als auch in den Dienstleistungsbranchen in Erscheinung treten. Prekarität in Form atypischer Beschäftigungen ist in ihren unterschiedlichen Ausprägungen generell gewachsen. Dies gilt vor allem für die Beschäftigung von Frauen in Teilzeit. Deren gestiegene Zahl ist die größte quantitative Veränderung innerhalb der zehn Jahre. Geringfügig Beschäftigte haben leicht abgenommen, aber neue Erwerbsformen wie Crowdworking und Sharing-Plattformen nehmen zu. Bei den selbständig Erwerbstätigen geht das zahlenmäßige Wachstum vor allem auf die Ein-Personen-Unternehmen zurück - hier wiederum in besonderem Maß auf die von Frauen gegründeten Unternehmen und ganz konkret auf die wachsende Zahl der selbständigen Personenbetreuerinnen. Bei den Arbeitskräfteüberlassungen kann in Vorarlberg eine Zunahme der Personen aus dem EWR-Ausland festgestellt werden, auch die Zahl der ausländischen Beschäftigten nach der EU-Entsenderichtlinie steigt kontinuierlich an. Risikogruppen für Prekarität und Erwerbsarmut haben sich qualitativ in den letzten zehn Jahren nicht verändert. Es sind nach wie vor Beschäftigte in Niedriglohnbranchen sowie Geringqualifizierte mit maximal Pflichtschulabschluss. Sie haben das größte Risiko, immer wieder arbeitslos zu werden beziehungsweise in eine dauerhafte Langzeiterwerbslosigkeit zu geraten. Um dem gegenzusteuern, ist der zweite Arbeitsmarkt zur Wiedereingliederung in den ersten Arbeitsmarkt ein unverzichtbares Instrument geworden. Dies zeigt sich in der Zunahme der Eintritte in Projekte des zweiten Arbeitsmarktes bis Anfang 2017, wobei ein vorläufiger Rückgang der Eintritte auf Grund guter konjunktureller Entwicklung folgte. Aus der Darstellung der verschiedenen Formen von Prekarität und Erwerbsarmut sowie der statistischen Erfassung ihres Umfangs werden im abschließenden Teil der Studie Handlungsfelder für Maßnahmen identifiziert. Hier haben auch Expertinnen- und Experteninterviews wertvolle Einsichten geliefert. Die Arbeiterkammer Vorarlberg formuliert am Schluss die aus ihrer Sicht wichtigsten Forderungen, um Prekarität und Erwerbsarmut in Vorarlberg wirkungsvoll zu begegnen." (Textauszug, IAB-Doku)

"Mit Blick auf die Zukunft der sozialen Sicherung ist die Unsicherheit von Entscheidungsträgern und Betroffenen sehr groß, denn in den vielen Teilsystemen sind derzeit Veränderungen feststellbar, die wegen ihrer Dynamik als Umbrüche bezeichnet werden können. Dazu gehören z.B. die Veränderung der Bevölkerungsstruktur, den Strukturwandel des Arbeitsmarktes, die großen Herausforderungen bei der Integration von Zuwanderern, den Wandel der Geschlechterrollen und viele andere Problemfelder mehr. Der steigende Bedarf an staatlichen Zuschüssen für beitragsfinanzierte Formen der sozialen Sicherung und die zunehmende Teilprivatisierung mit staatlichen Zuschüssen (Riester-Rente, Bahr-Pflege) kennzeichnen diese Symptomatik. Zum anderen sind gesamtgesellschaftliche Auswirkungen unmittelbar zu spüren, so z.B. in der gesellschaftspolitischen Debatte um 'Hartz IV'. Abseits der großen strukturellen Themen und der mitunter nicht immer rational geprägten Diskussion um die Zukunft der sozialen Sicherung wurden in den vergangenen Jahren in vielen Bereichen Ansätze entwickelt und umgesetzt, die einen innovativen, pragmatischen Blick auf die Aspekte der sozialen Sicherung erlauben. "- Die Einführung des gesetzlichen Mindestlohns in Deutschland hat in den Jahren 2015 und 2016 zu deutlichen Steigerungen der durchschnittlichen Stundenlöhne am unteren Rand des Lohnspektrums geführt.
- Der durchschnittliche Stundenlohn im Niedriglohnsektor erreichte im Jahr 2016 knapp 77% der Niedriglohnschwelle und damit immerhin fast vier Prozentpunkte mehr als 2014 (73%).
- Trotz dieser Lohnerhöhungen stagniert der Anteil der Niedriglohnbeschäftigten auf einem im Vergleich der EU-Länder besonders hohen Niveau: 22,7% aller abhängig Beschäftigten in Deutschland arbeiteten im Jahr 2016 für einen Niedriglohn.
- Die Niedriglohnschwelle (berechnet auf Basis der tatsächlich geleisteten Arbeitszeit) hat sich in den letzten drei Jahren von 9,60 EURO pro Stunde im Jahr 2013 auf 10,44 EURO im Jahr 2016 erhöht.

"This paper revisits the added worker effect. Using bivariate random-effects probit estimation on data from the German Socio-Economic Panel we show that women respond to their partners' unemployment with an increase in labor market participation, which also leads to an increase in their employment probability. Our analysis considers within- and between-effects separately, revealing differences in the relationships between women's labor market statuses and their partners' unemployment in the previous period (within-effect) and their partners' overall probability of being unemployed (between-effect). Furthermore, we demonstrate that partners' employment in low-paid jobs has an effect on women's labor market choices and outcomes similar to that of his unemployment." "We examine whether the recent expansions in Medicaid from the Affordable Care Act reduced 'employment lock' among childless adults who were previously ineligible for public coverage. We compare employment in states that chose to expand Medicaid versus those that chose not to expand, before and after implementation. We find that although the expansion increased Medicaid coverage by 3.0 percentage points among childless adults, there was no significant impact on employment." Abstract
Nach der einleitenden Erörterung von Fragen der Definition und Messung von Armut bei Erwerbstätigkeit geht der Autor im Folgenden auf deren empirisches Ausmaß in Deutschland ein. Datengrundlage bildet das Sozioökonomische Panel für die Jahre 1995 bis 2014. Fazit: Die Armut von Erwerbstätigen ist in diesem Zeitraum von 6,0 auf 8,5 Prozent angestiegen. 'Die Entwicklung verläuft weitestgehend parallel zur allgemeinen Armutsentwicklung.' Zusammengefasst zeigt sich vor allem eine Zunahme der Armut von Erwerbstätigen im Bereich der Niedriglohnbeschäftigung und Teilzeitbeschäftigung, an den Rändern des Altersspektrums und nach Arbeitslosigkeit. Der Beitrag schließt mit Ansätzen zur Armutsbekämpfung von Erwerbstätigen, wie z.B. Mindestlohn und Steuergutschriften sowie Familienleistungen. (IAB)
