Atypische Beschäftigung

Der deutsche Arbeitsmarkt wird zunehmend heterogener. Teilzeitbeschäftigung und Minijobs boomen. Ebenso haben befristete Beschäftigung und Leiharbeit an Bedeutung gewonnen und die Verbreitung von Flächentarifverträgen ist rückläufig. Diese atypischen Erwerbsformen geben Unternehmen mehr Flexibilität.
Was sind die Konsequenzen der zunehmenden Bedeutung atypischer Beschäftigungsformen für Erwerbstätige, Arbeitslose und Betriebe?     "Objective: This paper pursues the question as to how extended flexible working possibilities in the labor market are legitimized among employers and employees and whether they have potential to mitigate inequalities. Background: Persistent and increasing gendered inequalities in Austria are reflected in the unequal division of unpaid family work in parental couples and in men’s stable full-time employment while women increasingly work part-time. In recent years, employers have expanded flexible working possibilities for all employees, regardless of their gender, also in leading positions and especially for those with family responsibilities. Method: We conducted six focus groups and 16 semi-structured interviews with employers (n=30) and employees (n=25) from 29 contrasting companies across Austria. An in-depth reconstructive analysis facilitated our exploration of collective notions and concepts associated with flexible work and career opportunities. Results: The respondents constructed part-time and flexible work as a new norm strongly connected to women with (potential) children. At the same time, employers and employees legitimized that these women must be protected from penalties resulting from the ideal worker norm still in force and must be variously supported by employers. However, men – the partners of women they could support by making use of these options and taking over childcare – are not constructed as a target group. Conclusion: In a cultural context such as Austria, family-friendly flexible working opportunities perpetuate rather than level gendered inequalities, as men’s need for those opportunities do not emerge in the constructions.     "Der Beitrag widmet sich anhand österreichischer EU-SILC-Querschnittsdaten (2017—2019) der Frage, ob und wie sich unselbständig beschäftigte Frauen und Männer hinsichtlich ihres Erwerbsarmutsrisikos auf Basis des Personeneinkommens unterscheiden. Dazu werden auf Basis der individuellen Beschäftigungssituation, des gestaffelten Personeneinkommens (Erwerbseinkommen, andere Personeneinkommen, anteilige Haushaltseinkommen) und haushaltsspezifischer Armutsschwellen Erwerbsarmutsquoten für Frauen und Männer ausgewiesen. Ausgehend von Überlegungen zur Arbeitsmarktbenachteiligung und finanzieller Abhängigkeit von Frauen stehen geschlechts- und haushaltsspezifische Beschäftigungsstrategien, erfasst durch Beschäftigungsausmaß und Lohnhöhe, und deren Konsequenzen für das individuelle Erwerbsarmutsrisiko im Zentrum der Analyse. Potenzielle Zusammenhänge werden mit Hilfe von Kontingenz- und logistischen Regressionsanalysen überprüft, womit dieser Beitrag neue Erkenntnisse über die haushalts- und geschlechterspezifische Situation unselbständig beschäftigter working poor in Österreich liefert. Die Resultate weisen darauf hin, dass Frauen häufiger teilzeit- und niedriglohnbeschäftigt sind und in Paarhaushalten mehrheitlich nur einen Zuverdienst zum Haushaltseinkommen leisten, während Männer überwiegend Allein- oder Hauptverdiener sind. Frauen sind stärker als Männer auf Einkommenskomponenten jenseits des eigenen Erwerbseinkommens angewiesen, um Erwerbsarmut zu vermeiden. Aber nicht Frauen per se, sondern ausschließlich (die überwiegend teilzeitbeschäftigten) Mütter sind gegenüber Männern einem erhöhten Erwerbsarmutsrisiko ausgesetzt. Könnten Mütter nur auf ihr Erwerbseinkommen oder andere Personeneinkommen zurückgreifen, wäre mindestens jede Zweite von ihnen working poor." (Autorenreferat, IAB-Doku)

    "This presentation aims at providing more insight on the relationship between atypical employment and poverty, with a focus on temporary contract workers. I want to assess to what extent temporary contract workers face higher risk of poverty than standard workers and how factors such as the family structure and the welfare states influence this risk. I study the implication of being under temporary contract on the risk of poverty in a longitudinal perspective in order to investigate further the association between atypical work and poverty not only by contract type and individual characteristics as done in two previous dynamic analyses—Debels (2008) and Amuedo-Dorantes and Serrano-Padial (2010)—but also by the households’ financial situation, the role of the partners’ earnings and benefits, while controlling for feedback effects of contract type and state dependency of poverty as done by Amuedo-Dorantes and Serrano-Padial (2010).     "We study atypical workers’ experiences with voice of in the Netherlands. We take a relational approach to worker voice and hypothesize that atypical workers are particularly vulnerable to refrain from voice and to experience suppression. We test our hypotheses using unique data on workers’ actual experiences with voicing discontent and supervisors’ responses (N = 4708; collected in 2017 and 2018). We find that temporary and freelance work, job insecurity, replaceability and precarious values are barriers to worker voice. Job insecurity and precarious values are associated with less support and more suppression from supervisors. These insights offer a valuable contribution to scholarly and public debates on atypical work by demonstrating how it not only affects workers’ job security, income stability and entitlements but also reduces workers’ ability to speak up and solve problems at work."     "Although distinctions between full-time and part-time work are vital for understanding inequalities at work and home, consensus and critical reflection are lacking in how employment status should be defined. Full-time and part-time work are often represented as a binary split between those working under or over a specific number of hours. However, this paper, using exploratory mixed methods, evidences problems with assumptions based on working-hour thresholds and highlights the importance of workplace culture and household contexts. Using the UK Labour Force Survey we reveal ambiguities in the reporting of employment status for 12% of workers when comparing definitions based on number of working days, working hours and self-assessment. Ambiguities are particularly prevalent among working mothers with almost a third, who would be regarded as working full-time using hour-based measures, classified as ambiguous according to the measures used here. In-depth interviews with parents who self-classify as part-time workers, despite working over 35 hours a week, reveal mechanisms behind ambiguity within this group linked to organisational norms, previous working hours and divisions of household labour. The paper therefore argues workplace and household contexts are crucial to understanding employment status and recommends this should be taken into account in new multidimensional measures."     "Moonlighting is increasingly popular in OECD countries, with 5 to 10 percent of workers holding two or more jobs. However, little is known about the responsiveness of moonlighting to financial incentives due to the lack of identifying variation. This paper studies a unique reform in Germany that allowed workers to hold small secondary jobs tax-free, decreasing the marginal tax rate by between 19.5 to 66 pp. I show that the reform resulted in a dramatic increase in moonlighting that was not offset by reductions in primary earnings and that hours constraints are a key determinant of moonlighting."     "This paper estimates trends in the transitory and permanent variance of male earnings in Italy using social security data from 1990 to 2016. Cohort-specific earnings variability is compared by the number of non-standard contracts to test the extent to which the increase in income instability is related to labour market deregulation for fixed-term contracts. Results show a relationship between the reforms that liberalised temporary contracts and increasing income instability, mainly affecting younger cohorts. In addition, younger workers exhibit an increase in the variance of permanent earnings as the number of atypical contracts increases. This is related to a decline in long-term mobility and an increase in long-term inequality. Results show that the reforms that liberalised temporary arrangements led to a short-run increase in earnings instability and a long-term increase in inequality."     "Erwerbsformen sind schon seit geraumer Zeit in Bewegung. Vor allem die vom Normalarbeitsverhältnis abweichenden Vertragsformen, wie z. B. Teilzeitbeschäftigung oder befristete Arbeitsverträge, legten in der langen Frist zu. Der vorliegende Beitrag geht vor diesem Hintergrund zwei Fragen nach: Gibt es in den letzten drei Dekaden wirklich einen Trend, der auf eine neue Normalität in der Verteilung der Erwerbsformen schließen lässt? Gingen die Veränderungen eher mit einer Umverteilung von Beschäftigung oder mit einer Erschließung zusätzlicher Beschäftigtengruppen einher? Die auf dem Mikrozensus des Statistischen Bundesamtes basierenden Ergebnisse zeigen zunächst, dass sich die Veränderungen in der Zusammensetzung der Erwerbsformen nicht als kontinuierlich erwiesen haben. In den Jahren des anhaltenden Beschäftigungsaufschwungs vor der aktuellen Corona-Krise hatten sich die vom Normalarbeitsverhältnis abweichenden Beschäftigungsformen sogar wieder leicht zurückgebildet. Die Betrachtung des Verhältnisses von Erwerbsformen und Erwerbsbevölkerung legt weiter nahe, dass der Wandel der Erwerbsformen in der Gruppe der sog. „Kernerwerbstätigen“ (25–64-Jährige) nicht mit einer direkten Substitution einhergegangen ist. Ansonsten hätten die Erwerbstätigenquoten der Normalarbeitsverhältnisse für diese Altersgruppe nicht gleichzeitig zunehmen dürfen. Diese Aussage gilt aber den Analysen zufolge nicht für alle Altersgruppen. Sie trifft ausschließlich auf ältere Erwerbstätige zu, deren Arbeitsmarktpartizipation im Untersuchungszeitraum ohnehin deutlich zulegte. Bei den jüngeren Altersgruppen hat der Aufwuchs bei der Teilzeitbeschäftigung die Normalarbeitsverhältnisse jedoch leicht zurückgedrängt.     "This article provides a detailed picture of wage differences between atypical and standard workers across the wage distribution. It compares two distinct types of atypical employment, part-time and temporary employment, and examines seven European countries. Using 2016 EU-SILC data, the article presents quantile regression estimates of wage gaps associated with atypical employment across the wage distribution. The results show that wage patterns associated with different types of atypical employment are diverse and complex. Temporary employment is associated with significant wage penalties that decrease but largely remain significant towards the upper end of the wage distribution. In contrast, wage differences between part-time and full-time workers are smaller and range from part-time penalties at lower deciles of the wage distribution to non-significant differences or premiums at the top. These results suggest that different mechanisms may drive wage differences associated with different types of atypical employment. In particular, the article highlights the role of occupation in affecting atypical workers’ labour market position and, consequently, wages relative to standard workers. Overall, the significant heterogeneity in atypical employment and its wage consequences calls into question the usefulness of the concept as a unifying category for research."     Abstract

    "In a changing world of work, job profiles constantly develop and the demand for skills and qualifications with them. Particularly, jobs that mainly involve simple and repetitive tasks are threatened by technology, which fosters demand for high-level cognitive skills and complex social interaction skills. Reskilling and upskilling initiatives, through continuing education and training (CET), could foster transitions to emerging sectors and occupations, but participation by low-qualified workers is low. This study looks at the career guidance programmes available for low-qualified workers in Germany to help them navigate the ongoing changes and identify the most appropriate training and employment opportunities for them. In Germany, these services exist at national level and in the federal states and help adults overcome barriers to participating in CET or invest in their professional development. The report gives an overview of career guidance provision at the federal level and then describes career guidance needs and provision in the states of Berlin and North Rhine-Westphalia (NRW). Prior to the COVID-19 pandemic, the labour market outcomes of low-qualified workers were good in Germany thanks to strong demand for these workers in several manufacturing and low-skilled service sectors. However, the need for social distancing, a temporary drop in consumer demand and disruptions in global markets and supply chains due to the pandemic have disproportionally affected low-qualified workers. While most economic indicators are close to their pre-pandemic level on average, the recovery is expected to be slower for this group. In addition, the labour market prospects of low-qualified workers are affected by structural changes. Low-qualified workers are less likely to receive career guidance than those with higher qualifications, as employers focus their efforts in guidance and training on the high qualified. They are also less likely to receive training than those who are unemployed, as the public employment service systematically provides counselling to the unemployed. A range of multi-layered and interconnected barriers complicates the use among low-qualified workers, including finding time to attend counselling sessions, given their work and family responsibilities and scepticism or anxiety towards re-entering learning. Tackling these barriers requires individualised support, which is why the quality of career guidance plays an important role. The career guidance offers differ significantly from one federal state to another in Germany. The Federal Employment Agency’s (Bundesagentur für Arbeit, BA) new Lifelong Vocational Guidance in Working Life (Lebensbegleitende Berufsberatung im Erwerbsleben, LBBiE) aims at closing provision gaps.     "Die Arbeitnehmerüberlassung reagiert frühzeitig auf Änderungen der konjunkturellen Rahmenbedingungen und kann daher ein Frühindikator für die Entwicklung am Arbeitsmarkt sein. Nach einer langen Wachstumsphase setzte im Jahr 2018 in der Zeitarbeit ein Beschäftigungsrückgang ein, der anfangs auch mit den gesetzlichen Regulierungen zusammenhängen dürfte. Die im zweiten Halbjahr 2018 einsetzende Abschwächung der konjunkturellen Dynamik dürfte diesen zunächst verstärkt und dann abgelöst haben. Nach 2019 war die Ursache überwiegend in der konjunkturellen Entwicklung zu sehen. Die Auswirkungen der Corona-Krise spiegeln sich auch in den Zahlen zur Leiharbeit wider. Für den gesamten Wirtschaftszweig der Zeitarbeit zeigten sich seit Frühjahr 2020 bereits deutliche Einbußen. Gegen Ende des Jahres zeichnete sich allerdings bereits eine positive Tendenz ab, die sich bis ins erste Halbjahr 2021 erstreckt. Im gleitenden Jahresdurchschnitt bis Juni 2021 waren 784.000 Leiharbeitnehmerinnen und Leiharbeitnehmer in Deutschland sozialversicherungspflichtig oder ausschließlich geringfügig beschäftigt. Ihr Anteil an der Gesamtbeschäftigung liegt bei 2,1 Prozent. Leiharbeitnehmerinnen und Leiharbeitnehmer arbeiten häufiger in Tätigkeiten, die mit einem niedrigen Anforderungsniveau verbunden sind: Mehr als jeder Zweite übt eine Helfertätigkeit aus. Die Mehrzahl der Zeitarbeitnehmer ist männlich und jünger. Personen ohne Berufsabschluss sind anteilig deutlich häufiger vertreten als bei den Beschäftigten insgesamt. Auch der Ausländeranteil ist höher. Zeitarbeit bietet damit jungen Menschen, Geringqualifizierten und Ausländern eine Einstiegsmöglichkeit in den Arbeitsmarkt. Die hohe Dynamik der gesamten Zeitarbeitsbranche spiegelt sich auch in einem überdurchschnittlich hohen Risiko, aus sozialversicherungspflichtiger Beschäftigung heraus arbeitslos zu werden wider. Im Corona-Jahr erfolgten zwölf Prozent der Zugänge in Arbeitslosigkeit aus Beschäftigung am ersten Arbeitsmarkt aber 17 Prozent der Beschäftigungsaufnahmen aus Arbeitslosigkeit aus der bzw. in die Zeitarbeitsbranche. 75 Prozent der Arbeitslosen, die aus Arbeitslosigkeit eine Beschäftigung in der Zeitarbeit aufgenommen haben, sind sowohl nach sechs als auch nach zwölf Monaten sozialversicherungspflichtig beschäftigt, teilweise auch in anderen Branchen. Die Bruttoarbeitsentgelte in der Zeitarbeit liegen deutlich unter den im Durchschnitt über alle Branchen erzielten Entgelten. Strukturelle Unterschiede zu allen Beschäftigten – wie etwa in Alter oder Anforderungsniveau – spielen hierbei eine große Rolle. Nachdem die Stellenzugänge coronabedingt deutlich eingebrochen waren, nahm der Kräftebedarf der Branche im Laufe des Jahres 2021 wieder deutlich zu.     Abstract

    Die Haushaltsjob-Börse als Stellenportal der Minijobzentrale umfasst Minijobs in Privathaushalten und richtet sich an Privatpersonen, die Unterstützung oder einen Job im Haushalt (Bereiche Haus, Garten, Kinderbetreuung, Unterstützung für Senioren und Betreuung von Haustieren) suchen. Eine aktive Vermittlung seitens der Minijob-Zentrale findet nicht statt. Nachgefragte Angaben zur Anzahl der Minijobbenden und Minijobs in Privathaushalten sowie Minijobs je Minijobbende und zur Anzahl der Suchanzeigen können gemacht werden. Auch Angaben zu der Zahl der Mitarbeitenden und den jährlichen Betriebskosten der Haushaltsjobbörse werden vorgelegt. Da Arbeitgeber ihre Haushaltshilfen über das Haushaltsscheck-Verfahren bei der Minijob-Zentrale anmelden, müssen sie lediglich das Monatsentgelt mitteilen, Angaben zu Stundenlöhnen können daher nicht gemacht werden. Bundesweit waren im Dezember 2021 mehr als 330.000 Minijobs bei der Minijob-Zentrale angemeldet, die Bundesregierung hält die Bemühungen, Schwarzarbeit in Privathaushalten deutlich zu reduzieren, für erfolgreich.     "Der Fachkräftemarkt braucht gut qualifizierte Frauen und Männer. Die Fürsorgeverantwortung in Familien darf dafür kein Hemmnis sein. Beim beruflichen Qualifikationsniveau haben die Frauen zu den Männern fast aufgeschlossen und in der akademischen Bildung die Männer zum Teil sogar überholt. Viele Frauen und Männer sind also bestens qualifiziert und die Erwerbsquote der Frauen hat sich der der Männer angenähert. Ein Blick auf das Erwerbsvolumen zeigt jedoch, dass insbesondere die überwiegend in Teilzeitform stattfindende Müttererwerbstätigkeit noch viel Potenzial bietet, um dem Fachkräftemangel zu begegnen. Vereinbarkeit darf sich jedoch nicht nur an Frauen und Mütter richten, sondern muss auch Männer und Väter adressieren und eine partnerschaftliche Arbeitsteilung von Müttern und Vätern ermöglichen.     "This article estimates the causal impact of atypical work on the probability of finding regular, durable employment and on wage gains. Using a novel administrative dataset on the employment and unemployment history of 1/25th of French workers and the timing-of-events approach, we find a robust stepping-stone effect and no evidence of a lock-in effect. Starting atypical work during unemployment raises the likelihood of finding regular work by 87% in the following months, and has no effect on wage growth. Interestingly, this effect is stronger for workers with weaker ties with the labor market, such as those unemployed for long periods, older individuals or those who worked fewer hours in the year prior to the start of the spell."     "This study fills a gap in the literature on the outcome mechanisms in which successful training programs improve employment and earnings, such as raises on the job or longer job duration. The city of New Orleans implemented a job training program as an RCT for low-income workers. Individuals in the treatment group were more likely to work in the target industries and move out of low-skill industries. In the first 9 months after training, the treatment group experienced higher earnings with new employers and with existing employments. After 9 months, the effects were driven by higher probability of staying with an employer (with now-higher earnings). Findings encourage patience on the part of trainees and the government, as workers may not find their stable, target employment immediately.     "Eine Vielzahl an Studien untersucht die Auswirkungen befristeter Beschäftigungsverhältnisse auf subjektive Unsicherheiten und Entscheidungen zur Verfestigung von Partnerschaften unter jungen Erwachsenen. Hingegen gibt es für die Bundesrepublik kaum umfassende Befunde zu möglichen Zusammenhängen zwischen der Einbindung in befristete Beschäftigung und Einschätzungen junger erwerbstätiger Erwachsener mit Blick auf die Planbarkeit ihrer partnerschaftlichen Zukunft. Die vorliegende Studie widmet sich dieser Frage auf Basis einer 897 Personen umfassenden Stichprobe bestehend aus jungen abhängig Beschäftigten und in Partnerschaft befindlichen Erwachsenen. Die Befunde weisen auf umso pessimistischere Einschätzungen der partnerschaftlichen Zukunftsplanung hin, je geringer die subjektive Erwerbs- und die subjektive Einkommenssicherheit junger verpartnerter Erwachsener ausfallen. Außerdem zeigen sich signifikant pessimistischere Einschätzungen bei jungen einkommensschwachen Männern als bei jungen einkommensschwachen Frauen. Diese Befunde weisen auf die analytische Relevanz sozialpsychologischer und geschlechtersoziologischer Erklärungsansätze hin, die über familienökonomisch argumentierte Perspektive hinausgehen. Ausgehend von diesen Befunden dürften Ergänzungen arbeitspolitischer Maßnahmen um Strategien zur Befähigung junger Erwachsener im Umgang mit den Konsequenzen befristeter Beschäftigungsverhältnisse aussichtsreicher sein mit Blick auf die Unterstützung ihrer partnerschaftlichen Zukunftsplanungen als vorwiegend auf Re-Regulierung abzielende Strategien."     "After an economically tough start into the new millennium, Germany experienced an unprecedented employment boom after 2005 only stopped by the COVID-19 pandemic. Persistently high levels of inequality despite a booming labour market and drastically falling unemployment rates constituted a puzzle, suggesting either that the German job miracle mainly benefitted individuals in the mid- or high-income range or that other developments offset the effects of the drastically improved labour market conditions. The present paper solves this puzzle by breaking down the observed changes in the distribution of disposable incomes between 2005/06 and 2015/16 into the contributions of eight different factors, one of them being the employment boom. Our results suggest that, while the latter did have an equalising impact, it was partially offset by the disequalising impact of other factors and substantially dampened by the tax and transfer system. Our results point to a strong role of the German tax and transfer system as a distributional stabilizer implying that, if the COVID-19 shock were to persistently reverse all the employment gains that occurred during the boom, this would only have a moderately disequalising effect on the distribution of net incomes." Analyses of these cases suggest two paths to labour market dualism, with the first involving institutional fragmentation and union division, and the second a combination of weak structural power and partnership-oriented union identities. The authors also identify two paths to solidarity, with the result of reduced precarity for peripheral workers: a conflict-based path and a social partnership-based path. Campaigns to organize migrant workers present distinctive institutional and structural challenges to unions, with studies involving migrants most often finding ‘failed solidarity’, in which inclusive organizing fails to reduce precarity.     "The drivers of large within-industry heterogeneity in the use of non-standard employment are still poorly understood. Specifically, there is little evidence on how firm-specific factors related to the organization of work affect the diversity of hiring decisions. This paper contributes to this line of research by studying the existence of interlocking complementarities between job design and labour contract at the firm level. Using a formal model, we show that firms face two organizational equilibria: one in which job designs with high routine task intensity are matched with a large use of non-standard contracts; and the other in which low routine task intensity combines with a small use of non-standard contracts. These complementarities exist because while non-standard contracts allow firm to adjust to external shocks, they also provide little incentive to invest in firm-specific knowledge. Since the cost associated with the lack of such knowledge is lower (higher) in firms with high (low) routine task intensity, they are also more (less) likely to use this type of contracts. We test the predictions of our model using linked-employer-employee data from the Emilia-Romagna region. We build an index of firm's routine task intensity by matching information from INAPP data at the occupation level. The empirical evidence is consistent with our theory: the use of non-standard contracts is positively associated with routine task intensity at the firm level. This result holds controlling for a wide range of firm-specific and contextual covariates and it is robust to alternative estimation methods (OLS, panel and IV).     "We study the effect of temporary workers on innovation both theoretically and empirically. First, we develop a model where a representative firm chooses between different types of projects (routine vs innovative) and different types of labor contracts (temporary vs permanent). In doing so, it considers the effect of these different strategies on the workers' incentives to invest in firm-specific skills. Our key finding is that firms offering temporary contracts are less likely to invest in innovative projects, and that this is effect is stronger in industries characterized by a “garage-business” innovation regime. Second, we test our hypotheses using firm-level data on employment composition and patent filing. Consistently with our theoretical predictions, we find that temporary workers are detrimental to innovation, and that this effect is mitigated by the concentration of patent-filing at the industry-level."     "Precariousness in working life is a rising concern in Europe, but scant statistical evidence exists as to the prevalence and development of longstanding precarious employment. Using high-quality individual-level population-wide register data across several decades, this study addresses this issue in Norway and Sweden. Longstanding precarious attachment to the labour market was defined as low/marginal work income during eight years, with frequent substantial income drops and/or reliance on income maintenance schemes. In the core working-age population, 15.3 percent in Norway and 20.0 percent in Sweden had this employment attachment during 1996–2003. Women, low educated, and foreign-born were at higher risk. Contrary to expectations, in 2008–2015, longstanding precarious attachment had declined to 12.7 percent in Norway and 14.5 percent in Sweden. Women in particular, but also immigrants, had attained stronger labour market attachment in the latter period. These results could indicate that key welfare state elements such as trade union strength, strong employment protection and active labour market policies have been successful in shielding workers from negative labour market developments.     "In this paper we study the allocative (in)efficiency of employment protection in relation to firing costs, in a general equilibrium model with labor market frictions. The optimal firing costs depend on the level of unemployment benefits and the degree of centralized wage bargaining, two features of the labor market that induce downward wage rigidity and trigger inefficient employment separations. When restrictions on firing employees with permanent contracts are inefficiently high, the introduction of temporary contracts improves welfare but does not fully restore efficiency. A quantitative analysis for the Italian economy shows that the firing costs before the recent labor market reforms were 30% higher than the optimal level, implying a consumption loss of almost 2% in the steady state. The introduction of fixed-term jobs in the early 2000's closed one fourth of the gap between inefficient and efficient allocation, although it led to higher unemployment rates and turnover." Während die Forschung bisher vor allem makrostrukturelle Faktoren beleuchtete, nimmt dieser Beitrag die Mesoebene in den Blick und fragt danach, wie die Erwerbschancen Geringqualifizierter durch branchenspezifische Formen der Beschäftigung und Arbeitsorganisation beeinflusst werden. Durch den Vergleich zweier geschlechtersegregierter Branchen, dem Bau- und Reinigungsgewerbe in der Schweiz, wird aufgezeigt, wie Systeme der kollektiven Lohnverhandlung, Strategien des Personaleinsatzes sowie Regeln und Praktiken der Beförderung und Weiterbildung zu ungleichen Erwerbschancen beitragen. Analytisch knüpft der Artikel an die Theorie der Unterschätzung von Frauenarbeit an und konzipiert Erwerbschancen als Resultat unterschiedlicher Konstruktionen des Werts von Arbeit. Als empirische Grundlage dienen qualitative Interviews mit Arbeitgebenden, geringqualifizierten Arbeitskräften und Gewerkschaftsvertretern. Zudem wurden die Kollektivverträge der beiden Branchen analysiert. Der Fokus liegt auf Generalunternehmen der Baubranche und auf der Unterhaltsreinigung. Während sich Erstere durch hohe Mindestlöhne sowie institutionalisierte Aufstiegsmöglichkeiten auszeichnen, ist Letztere durch niedrige Löhne, Unterbeschäftigung und mangelnde Möglichkeiten der beruflichen Weiterentwicklung geprägt. For that, we account for the reasons why they enter into self-employment (voluntarily or involuntarily either out of necessity or requested by the former employer). The results indicate that involuntary self-employment, mostly due to being required by previous employer, significantly increases the probability of being dependent solo versus nondependent self-employed. The wealthiest countries have a lower incidence of this group of workers, mainly if they are involuntary self-employed. Moreover, labor market institutions that decrease the flexibility of paid employment tend to increase the incidence of dependent solo self-employment. These results point to this group of workers being particularly vulnerable with the degree of vulnerability significantly increasing for those self-employed with a lesser degree of occupational choice."     "This paper summarizes statistics on the key aspects of the distribution of earnings levels and earnings changes using administrative (social security) data from Italy between 1985 and 2016. During the time covered by our data, earnings inequality and earnings volatility increased, while earnings mobility did not change significantly. We connect these trends with some salient facts about the Italian labor market, in particular the labor market reforms of the 1990s and 2000s which induced a substantial rise in fixedterm and part-time employment. The rise in parttime work explains much of the rise in earnings inequality, while the rise in fixed-term contracts explains much of the rise in volatility. Both these trends affect the earnings distribution through hours worked: part-time jobs reduce hours worked within a week, while fixed-term contracts reduce the number of weeks worked during the year as well as increase their volatility. We find weak evidence that fixed-term contracts represent a "stepping-stone" to permanent employment. Finally, we offer suggestive evidence that the labor market reforms contributed to the slowdown in labor productivity in Italy by delaying human capital accumulation (in the form of general and firm-specific experience) of recent cohorts." By drawing on data from the Socio-Economic-Panel, it seeks to answer why low-wage jobs disproportionally rose among migrants since the late 1980s. It argues that while human capital characteristics mattered to some extent, institutional and organisational changes were more important to account for worsening earnings. When linking the findings to the broader debate about migration and labour market segmentation, several issues emerge. First, the extent of low-wage jobs is not fixed but shaped by historically specific segmentation patterns that may change over time. Second, whether less-skilled jobs are precarious and of low pay depend above all on the presence of inclusive labour market institutions and power relations between actors.     "Though employment outside of regular daytime business hours has remained high since the 1990s, trends in nonstandard employment schedules over the life course and across households remain under-examined. The consequences of nonstandard scheduling extend to workers, their spouse, and children, urging greater attention to the distribution of nonstandard schedules at the couple-level. Using all three waves of the National Survey of Families and Households, this article examines the prevalence, persistence and sociodemographic patterns of rotating and night employment at the couple-level, following 913 married couples in the United States as they aged from the late 1980s to early 2000s. Though aging reduced the likelihood that couples had one or both spouses working nonstandard hours, roughly one-third of couples with nonstandard scheduling continued to experience nonstandard schedules during the subsequent observation period. Nonstandard schedules were stratified by education and race/ethnicity. This stratification persisted as couples aged, even after controlling for prior work schedules. Findings suggest that disadvantaged couples remain disproportionately exposed to schedules associated with negative outcomes for family well-being across the life course." Intuitively, workers who are concentrated in less resilient establishments prior to an economic decline will be disproportionately affected by its onset. A development of current interest is the reported growth of employment flexibility and increase in non-standard and atypical work, regarded by some as contributing to the emergence of a class-like 'precariat' of insecure and marginalised workers. However, this precariat framework remain largely untested and underexplored. Using in-depth narratives from 77 semi-structured interviews with workers from groups within the precariat spectrum, in this article the authors address this gap. The study finds that cohesion within and between these groups is overstated, and worker collectivisation far from apparent. As a result, this diversity of group dynamics, attitudes and experiences challenges not only negative conceptualisations of the precariat in the literature, but the theoretical validity of the precariat framework itself."     "With the advent of low-cost employment systems for pilots in commercial airlines, we address two questions: What are experienced UK-based, commercial airline pilots’ perspectives on their current professional standing? What are their perspectives on current precarious employment in commercial airline piloting? Analysis of qualitative data from 28 pilots in commercial, passenger carrying airlines reveals declining professional standing and increasing precarious employment, alongside enduring aspects of professionalism. The corollary is that precarious professional employment is an emerging, pervasive type of low-cost employment system in the studied context. In terms of theoretical implications, our study highlights the need for exactness in understanding the complexities of declining professional standing and increasingly precarious employment. Our analysis offers an exact term, pilot-cariat, to encapsulate contemporary, UK-based and experienced commercial airline pilot employment. Further research may reveal more of what we call cariats in other occupations with responsibility for lives in similarly cost constrained and management agency contexts."     "The article addresses the question of how individuals with non-standard work or family histories fare under different national pension systems in terms of their individual and household income in old age. It provides a comprehensive overview of the relationship of life course with later life individual and household income, and thereby goes beyond previous research that either focuses on one or the other. Life history data for 12 European countries of the Survey of Health, Ageing and Retirement in Europe (SHARE) are used to examine old age individual and household income of individuals (a) with non-standard working histories (e.g., non-standard employment or unemployment), (b) with family instabilities (e.g., divorce or single parenthood). The results show that non-employment and low-status employment are old age income risks for both genders. Having children represents a burden for household income and for women's individual income only if associated with employment interruptions. Cross-national variation is stronger for the relationship of old age income with the employment history than with the fertility history. Especially Beveridge-plus countries that provide unconditional basic pension schemes mitigate previous life course inequality."     "This paper analyses the impact of the pandemic crisis in a dual labour market, using monthly data covering the universe of individuals registered as unemployed in 278 Portuguese municipalities, between March and August 2020. Our event studies document a large causal impact of the pandemic of up to 40 percentage points increases in year-on-year growth rates of the monthly stock of unemployed. We document the asymmetric impact of the crisis by employing triple difference-in-differences. Younger workers, below the age of 35, are between 20% and 25% more likely to be unemployed, vis-à-vis the older than 55. Middle educated individuals are at least 15% more likely to be unemployed when compared to the highly educated ones. There are no differences across genders for transitions into unemployment, but women have lower job placements than men. The effects are exacerbated by the duality of the labour market: an increase of one standard deviation in the municipal share of temporary contracts causes a rise of 11.6% in the number of unemployment registries and magnifies the socio-demographic asymmetries. Our results can be interpreted as a lower bound of the impact of the crisis on the labour market, given the furlough scheme implemented in Portugal." (Author's abstract, IAB-Doku) ((en))

Through an investigation of eight retailers in four countries, this study uniquely examines how inclusive union strategies, cost competition and institutional power interact in different ‘spheres of action’. In the product market sphere, unions struggle to prevent labour cost competition between firms from eroding working conditions. In the production sphere, unions struggle to prevent labour cost competition between workers in a single firm from eroding working conditions. This article finds that multi‐level sources of institutional power are a precursor to effective union inclusion and articulating action towards threats from cost competition. I thereby argue that union efforts to resist precarious work are contingent on access to power from institutions.     "This article uses a new multidimensional indicator to measure precariousness among young workers across all EU-28 countries. This indicator measures both the incidence and intensity of precariousness. The analysis has involved five dimensions: wages, type of contract, type of working day, disempowerment, and job insecurity. Our database is the European Union Labour Force Survey for the period 2009–2016. The main indication of precariousness is low wages. We find high rates of precariousness for Mediterranean countries (because of low wages and temporary contracts), Denmark (low wages), and the Netherlands (expansion of involuntary part-time jobs). Central European countries have moderate rates, and most Continental and Eastern countries have low rates. We also find that a higher level of education is related to a lower probability of having a precarious job. Finally, we find a greater probability of having a precarious job among women in most countries, and non-statistically significant differences by country of birth."     "Monitoring precarious employment (PE) is crucial to design and evaluate policies tailored to enhance the quality of employment and to achieve more decent and sustainable labour markets. In that regard, the construction of theory-based multidimensional measurement instruments with data derived from well-established and periodically-conducted surveys stands out as an insightful opportunity to acquire so. Accordingly, this study aims to adapt the Employment Precariousness Scale (EPRES) to the available information in the European Working Conditions Survey VI (EWCS-2015), and to explore the psychometric properties and construct validity of the ensuing instrument, namely EPRES-E, in Spain. 13 items sorted in six dimensions (temporariness, disempowerment, vulnerability, exercise of rights, uncertain working times and wages) shaped the EPRES-E. In a sample of 2442 formal employees residing in Spain, item- and scale-level analyses were performed alongside omega reliability coefficients and confirmatory factor analyses (CFA). The scale exhibited good psychometric properties and reliability (ω = 0.80 for the EPRES-E score and near or above 0.70 for all subscales excepting “exercise of rights”). The factor structure was confirmed by CFA [χ2 (df) = 530.432 (58), p < 0.0001; CFI = 0.964; TLI = 0.951; RMSEA (95% CI) = 0.067 (0.062–0.073); all paths statistically significant]. Acceptability, however, was hampered by the large amount of non-response in the “earnings” variables (20.97%). In sum, the EPRES-E constitutes a promising instrument for the measurement of PE over time in Spain. Further studies should explore its comparability in the rest of the countries included in the EWCS as a first step towards the achievement of a European-wide monitoring system of the phenomenon."     "Comparing precarious employment (PE) across countries is essential to deepen the understanding of the phenomenon and to learn from country-specific experiences. However, this is hampered by the lack of internationally meaningful measures of PE. We aim to address this point by assessing the measurement invariance (MI) of the Employment Precariousness Scale for Europe (EPRES-E), an adaptation of the EPRES construct in the European Working Conditions Survey (EWCS). EPRES-E consists of 13 proxy-indicators sorted into six dimensions: temporariness, disempowerment, vulnerability, wages, exercise of rights, unpredictable working times. Drawing on EWCS-2015, MI of the second-order factor model was tested in a sample of 31,340 formal employees by means of (a) multi-group confirmatory factor analyses, and (b) the substantive exploration of EPRES-E mean scores in each country. The results demonstrate that threshold invariance holds for the first-order structure (dimensions) of 22 countries (Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Lithuania, Luxembourg, the Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland, UK), but only metric invariance is attained by the second-order structure. The latter is supported by the exploration of mean scores, where we found that different score patterns in each dimension lead to similar overall EPRES-E scores, suggesting that PE is configured by different sources within the six dimensions in each country according to their broader socio-political trajectories. We conclude that, although EPRES-E can be used for comparative purposes in 22 European countries, the scores of each dimension must be reported alongside the overall EPRES-E score."     Abstract

    "Various studies have shown that temporary workers participate less in training than those on permanent contracts. Human resources practices are considered to be an important explanation for this difference. We develop a theoretical framework for employers' provision of training that explicitly incorporates the costs and benefits associated with training investments in employees with different types of employment contracts. Our framework not only predicts employers to be less willing to invest in temporary workers due to the shorter time horizon associated with such an investment, but it also provides insights into how this willingness depends on characteristics of the training that are related to the expected costs and benefits of the training investment. A discrete choice experiment is used to empirically test the predictions from our theoretical framework. In line with our theoretical framework, we find that employers are less likely to invest in the training of temporary workers. This particularly holds when temporary workers do not have the prospect of a permanent contract with their current employer. Furthermore, we show that employers' likelihood of investing in temporary workers indeed depends on aspects related to the costs and benefits of training, that is, a financial contribution to the training costs made by employees, a repayment agreement that applies when workers leave the organisation prematurely, and the transferability of the skills being trained. Our findings can be used to increase employers' willingness to invest in temporary workers. However, similar effects are observed when looking at employers' willingness to invest in permanent workers, suggesting that it will be difficult to decrease the gap in employers' willingness to invest between temporary and permanent workers."
