Atypische Beschäftigung

Der deutsche Arbeitsmarkt wird zunehmend heterogener. Teilzeitbeschäftigung und Minijobs boomen. Ebenso haben befristete Beschäftigung und Leiharbeit an Bedeutung gewonnen und die Verbreitung von Flächentarifverträgen ist rückläufig. Diese atypischen Erwerbsformen geben Unternehmen mehr Flexibilität.

    "Dieser Beitrag untersucht die Wirkungen der zum 1. Oktober 2022 in Kraft getretenen Reformen für Mini- und Midijobs bezüglich des Arbeitsangebots, der verfügbaren Einkommen der Haushalte und der fiskalischen Effekte. Insbesondere werden die Auswirkungen a) der Anhebung der Geringfügigkeitsschwelle von 450 Euro auf 520 Euro, b) die Anhebung der Midijob-Grenze von 1.300 Euro auf 2.000 Euro und c) die Neuregelung des Tarifverlaufs der Sozialversicherungsbeiträge für Arbeitgeber und Arbeitnehmer betrachtet. Die Effekte der Reform werden mit Hilfe des IAB-Mikrosimulationsmodells (IAB-MSM) simuliert. Das Modell kann die Reform detailliert abbilden und die daraus resultierenden Änderungen im Arbeitsangebot unter Berücksichtigung der Nichtinanspruchnahme von bedarfsgeprüften Leistungen abschätzen. Im Ergebnis zeigen sich beim Arbeitsangebot geringe positive Partizipationseffekte (ca. +55.000 Personen) und geringe negative Arbeitsvolumeneffekte (ca. -40.000 Vollzeitäquivalente). Dabei konzentriert sich die Änderung des Arbeitsangebots hauptsächlich auf Frauen, auf die 89 Prozent des Anstiegs der Erwerbsbeteiligung und 94 Prozent des Rückgangs des Arbeitsvolumens zurückgehen. Die Reform erzeugt insbesondere für Frauen in Paarhaushalten einen Anreiz, einerseits eine geringfügige Beschäftigung oder eine Teilzeittätigkeit aufzunehmen, andererseits aber auch von einer Vollzeittätigkeit in Teilzeit oder sogar eine geringfügige Beschäftigung zu wechseln. Insgesamt steigt das Arbeitsangebot für Minijobs um ca. 42.000 Personen und das Arbeitsangebot für Teilzeitbeschäftigung um ca. 111.000 Personen an. Dies geht hauptsächlich zulasten von Vollzeitbeschäftigung (-90.000 Personen). Weiter zeigt die Simulation geringe Anstiege des Haushaltsäquivalenzeinkommens in allen Einkommensdezilen, die zwischen 0,01 Prozent und 0,23 Prozent des jeweiligen mittleren Dezileinkommens liegen. Das reformbedingte jährliche Haushaltsdefizit beträgt gemäß der Simulation ca. 0,4 Mrd. Euro. Bei den Sozialversicherungen ergibt sich ein Defizit von jährlich 1,7 Mrd. Euro. Zwar deuten die Simulationsergebnisse nur auf eine geringe reformbedingte Zunahme der geringfügigen Beschäftigung hin. Die Frage, ob es aufgrund der Reformen mittelfristig dennoch zu einer erheblichen Verdrängung von sozialversicherungspflichtiger Beschäftigung durch geringfügige Beschäftigung kommt, kann jedoch nicht abschließend geklärt werden, da der gewählte Ansatz die Reaktionen der Arbeitsnachfrageseite auf die Reformen nicht berücksichtigen kann. So könnten Minijobs nach der Reform bei Arbeitgebern insbesondere aufgrund der Dynamisierung der Minijobentgeltgrenze an Attraktivität gewonnen haben. Tendenziell deuten die Ergebnisse aber darauf hin, dass die Reform Minijobs als Beschäftigungsform stärkt. Dies ist kritisch zu sehen, da Forschungsergebnisse zahlreiche Nachteile von Minijobs für die Beschäftigte aufzeigen und somit eher für einen Abbau statt für eine Ausweitung von Minijobs sprechen."     "Enforcement is a crucial aspect for understanding labour market hierarchies in Europe and exploitation of mobile and migrant EU workers. Whereas most literature on intra-EU mobility and enforcement has focused on posted workers, this paper sheds light on enforcement in seasonal agriculture and forestry where posted work is very uncommon yet mobile workers overrepresented. In the EU, enforcement highly depends on Member States' capacities. Therefore, we explore how labour rights, and specifically wages, are enforced across four EU Member States with different enforcement regimes, namely Austria, Germany, Sweden and the UK. In line with existing research, we expect that enforcement will be more effective also in agriculture/forestry where it is organised mainly through industrial relations, as opposed to administrative or judicial enforcement. Nevertheless, our review of enforcement practices suggests that seasonal agricultural and forestry workers' rights are neglected across countries, irrespective of enforcement regime. We argue that the scant efforts made to enforce these workers' rights amounts to institutionalised exploitation of labour market outsiders and that administrative enforcement is necessary to ensure hypermobile workers' rights.     "Einleitung: Längsschnittstudien deuten darauf hin, dass das Risiko für die Entwicklung einer depressiven Symptomatik bei prekärer Beschäftigung bei Männern höher ist als bei Frauen. Eine südkoreanische Studie lässt vermuten, dass die Position im Haushalt diesen Unterschied erklären könnte. Es stellt sich die Frage, ob diese Risikounterschiede durch die Position im Haushalt (d.h. alleinlebend ohne Partnerin/Partner oder zusammenlebend mit Partnerin/Partner) erklärt werden können. Methoden: Die Analyse basiert auf einer Kohorte von 2009 Beschäftigten der „Studie Mentale Gesundheit bei der Arbeit“ (S-MGA) (Rose et al. 2017). Hierbei wurden fünf Indikatoren prekärer Beschäftigung verwendet: subjektive Arbeitsplatzunsicherheit, geringfügige Beschäftigung, zeitlich befristete Beschäftigung, Niedriglohn (Nettostundenlohn < 60 % des Medians) und Episoden von Arbeitslosigkeit in der Vergangenheit – ebenfalls zusammengefasst in einem Index prekärer Beschäftigung. Mögliche Assoziationen zwischen prekärer Beschäftigung im Zeitraum 2012–2017 und einer depressiven Symptomatik im Jahr 2017 wurden durch logistische Regressionsanalysen untersucht – stratifiziert nach Geschlecht und Haushaltsstatus (d. h. alleinlebend ohne Partnerin/Partner oder zusammenlebend mit Partnerin/Partner) im Jahr 2012 und adjustiert für depressive Symptomatik, Alter, beruflichen Status und Partnerschaftsstatus im Jahr 2012. Ergebnisse: Der Haushaltsstatus zeigte keine signifikanten Interaktionen mit den Indikatoren einer prekären Beschäftigung bzw. dem Index prekärer Beschäftigung, weder bei Frauen noch bei Männern. Schlussfolgerung: Es ist immer noch ungeklärt, warum in vielen Studien die Risiken von prekärer Beschäftigung für die Entwicklung einer depressiven Symptomatik bei Männern höher sind als bei Frauen."     "This paper investigates whether incentives generated by public policies contribute to motherhood penalties. Specifically, we study the consequences of subsidized small jobs, the German Minijobs, which are frequently taken up by first-time mothers upon labor market return. Using a combination of propensity score matching and an event study applied to administrative data, we compare the long-run child penalties of mothers who started out in a Minijob employment versus unsubsidized employment or non-employment after birth. We find persistent differences between the Minijobbers and otherwise employed mothers up to 10 years after the first birth, which suggests adverse unintended consequences of the small jobs subsidy program for maternal earnings and pensions."     "This study investigates how atypical employment (i.e., part-time, temporary work, mini-jobs) affects workers' ability to accumulate financial assets and exposes them to asset poverty in Germany. Asset poverty occurs when household financial resources (e.g., bank deposits and stock equity) are insufficient to live at the income poverty line for three months. Previously, studies on labour market processes and wealth inequalities have been chiefly disconnected. Still, a large share of assets is accumulated from labour earnings, and thus, individual employment experiences likely affect asset accumulation. We draw on data from the German Socio-Economic Panel (SOEP, 2002–2017) and apply fixed-effect growth curve models. Compared to standard employment, we find that spells in temporary work and mini-jobs lead to lower levels of net financial assets, while part-time work results in similar asset growth rates. Furthermore, unemployment and inactivity undermine financial asset accumulation more than atypical employment. This suggests that temporary positions are even more detrimental if interspersed by periods of no employment. We also find that the detrimental effect of atypical employment is larger for low educated than high-educated and that penalties of previous spells of mini-jobs are larger for men than women, but the contrary is true concerning temporary employment.     "This paper analyzes the impact of the 2021 labor reform in Spain on job creation, job destruction, and employment duration using new daily comprehensive administrative data. The reform's primary objective was the mitigation of the temporary employment rate; however, despite the success in reducing the nominal temporary employment rate, the evidence suggests that employment stability in terms of duration has not significantly improved. The Spanish experience demonstrates that it is possible to design a labor reform that is highly effective in reducing the “contractual” temporary employment rate in a dual labor market, but with minimal impact on duration and short-term employment transitions, i.e. the “empirical” temporary employment rate."     "This paper investigates the surge in Involuntary Part-Time (IPT) employment in Italy from 2004 to 2019, exploring its impact on various socio-economic groups and adopting a spatial perspective. Our study tests the hypothesis that technological shifts, specifically routine biased technological change (RBTC), and the expansion of household substitution services contribute to IPT growth. We uncover a widening negative gap in IPT prevalence among marginalized groups- women, young, and less skilled workers. After controlling for sector and occupation, the higher IPT propensity diminishes but remains significant, hinting at persistent discrimination. Additionally, segregation into more exposed occupations and sectors intensifies over time. Leveraging province-level indicators, and using a Partial Adjustment model, we find support for RBTC's correlation with IPT, especially among women.     "Purpose: This article aims to explore the engagement of refugees and asylum seekers (RAS) in informal and precarious jobs from a civil society actors' perspective. Despite a burgeoning literature on refugee integration and a focus on institutional integration programs, little is known about the early insertion of RAS into informal and precarious employment as an alternative to subsidised integration programs, when these are available. Design/methodology/approach This article draws on rich qualitative data collected through in-depth interviews with social workers, volunteers and other professionals supporting migrants. Findings Data analysis shows that migrants' insertion in informal jobs and their rejection of integration programmes may be the result of people's need to access financial capital to cover actual and future needs. Although such an engagement may be criticised for hampering RAS’ integration, it can be seen as an important source of agency against insecurity surrounding one's legal status. Originality/value This article highlights the importance of legal status precarity in shaping informal workers' agency and perceptions of them, opening up a debate on the relevance of informal work in terms of long-term integration and future migration trajectories."     "In urban gig economies around the world, platform labour is predominantly migrant labour, yet research on the intersection of the gig economy and labour migration remains scant. Our experience with two action research projects, spanning six cities on four continents, has taught us how platform work impacts the structural vulnerability of migrant workers. This leads us to two claims that should recalibrate the gig economy research agenda. First, we argue that platform labour simultaneously degrades working conditions while offering migrants much-needed opportunities to improve their livelihoods. Second, we contend that the reclassification of gig workers as employees is by itself not sufficient to counter the precarisation of migrant gig work. Instead, we need ambitious policies at the intersection of immigration, social welfare, and employment regulation that push back against the digitally mediated commodification of migrant labour worldwide."     "This study aims to investigate the effects of temporary workers and works councils on process innovations at manufacturing sites. The impact of temporary workers, commonly viewed as a means of operational flexibility and cost savings, on firms’ ability to innovate is underexplored. Works councils represent and help integrate temporary workers, but are often equated with unions, which have been criticized as barriers to innovation, especially in the US. The authors use secondary data collected by the Institute for Employment Research (IAB) of the German Federal Employment Agency. Specifically, the authors conduct a series of regression analyses using 11-year panel data covering the period 2009 – 2019 with 11,641 manufacturing site-year observations. The results suggest that the use of temporary workers initially promotes process innovation, but at too high a level, it impairs firms’ ability to innovate. Furthermore, the results suggest that works councils have a positive impact on innovation and dampen the curvilinear effect found with respect to temporary workers. Research has largely focused on the cost and flexibility benefits of temporary workers. The authors analyze the effectiveness of temporary workers in terms of innovativeness. By including works councils, the study also consider the contextual environment in which temporary workers are employed. Finally, the results reject the assumption that works councils have a similar negative impact as unions on innovation; in fact, the authors find the opposite."     "Using tract-level US Census data and triple-difference estimators, the authors test whether firms increase their use of part-time workers when faced with capped wage subsidies. By limiting the maximum subsidy per worker, such subsidies create incentives for firms to increase the share of their payroll that is eligible for the subsidy by increasing use of part-time or low-wage workers. Results suggest that firms located in federal Empowerment Zones in the United States responded to the program’s capped wage subsidies by expanding their use of part-time workers, particularly in locations where the subsidy cap is likely to bind.     "Purpose: According to Sen's theoretical framework of capability (1985), individuals reach their full potential once they have the freedom, intended as the set of functionings at their disposal, to do so. However, many critiques have been developed against the lack of embeddedness of the capability approach in social and political relations and structures. In this article, the authors investigate the influence of three institutional contexts (Belgium, the Netherlands and France) on the respective work-related functionings of self-employed and regular workers, with a focus on human capital investment and institutional support offered to them. Design/methodology/approach Data from the European Working Conditions Survey (EWCS) are used to highlight similarities and differences in building work-related functionings for regular and self-employed workers. A regression analysis is provided at the country level. Findings In the three labor markets, the authors find that the building of work-related functionings is more successful for regular employees, especially as regards institutional support. Self-employed workers, on the other hand, need to rely on their individual capability as regards employment protection and human capital investment. However, the authors find interesting differences between the three institutional contexts. In both Belgium and France, self-employed workers are subject to higher instability in terms of changes in salary and hours worked, whereas atypical work is better positioned in the Dutch labour market. The Netherlands is also characterized by a less significant gap between regular and self-employed workers with respect to participation in training. Originality/value In this article, the authors contextualise Sen's (1985) theoretical framework by taking into account the institutional differences of labor markets. In particular, the authors provide a novel application of his capability approach to regular and self-employed workers in an economically relevant European area."     "This paper examines the impact of increasing the relative cost of fixed-term contracts on labor demand as well as the demand for standard measures of human capital and specific skill requirements. We evaluate a 2018 Italian labor law reform that raised the cost of fixed- term contracts while keeping permanent contract costs unchanged. We employ a difference-in-differences research design, leveraging the variation in firms' exposure to the reform resulting from their diverse reliance on fixed-term contracts due to differing reactions to earlier labor market reforms. Using rich data covering the near universe of online job vacancies in Italy, our findings indicate that the increase in hiring costs for temporary contracts led to a decrease in the relative demand for temporary workers and an increase in the demand for permanent workers. This shift in demand was accompanied by upskilling towards workers with higher levels of human capital and specific skill requirements. When offering jobs under permanent contracts, firms increased their demand for workers with a college degree and social skills. At the same time, they reduced their demand for workers with only a high school degree and no work experience. On the other hand, when offering jobs under fixed-term contracts, firms increased their demand for workers with some work experience and social skills. These findings suggest that while restricting fixed-term contracts encouraged the hiring of permanent workers, such reforms might have unintended consequences by raising the hiring standards for job entry, thereby reducing employment opportunities for less qualified workers." Exploiting tax reforms for identification, we find substantial heterogeneity in part-time wage penalties from −28.3% to −7.2% compared to full-time. More weekly working hours might result in a higher hourly wage penalty.     "Welche Bedeutung haben unterschiedliche betriebliche, stellenbezogene und individuelle Faktoren für die Wahrscheinlichkeit, dass Arbeitsverträge befristet abgeschlossen werden? Der vorliegende Forschungsbericht untersucht diese Frage auf Basis der in der IAB-Stellenerhebung erfassten sozialversicherungspflichtigen Neueinstellungen für den Zeitraum zwischen 2018 und 2021. Bei Neueinstellungen, die zur Deckung eines zeitlich begrenzten Bedarfes vorgenommen wurden, lag der Befristungsanteil im Beobachtungszeitraum mehr als doppelt so hoch wie bei Neueinstellungen zur Deckung eines langfristigen Bedarfes. Insgesamt wird jedoch nur etwa ein Fünftel aller befristeten Neueinstellungen aufgrund eines vorübergehenden Bedarfs vorgenommen. Dass die große Mehrheit der befristeten Neueinstellungen zur Deckung eines langfristigen Bedarfes erfolgt, deutet darauf hin, dass befristete Neueinstellungen auch die Funktion einer „verlängerten Probezeit“ erfüllen. Um die Bedeutung dieses Motives zu untersuchen, bietet es sich an, die Einstellungskosten von befristeten und unbefristeten Neueinstellungen miteinander zu vergleichen. So ist zu erwarten, dass die Auswahlprozesse bei befristeten Neueinstellungen weniger aufwändig sind als bei unbefristeten, wenn erstere als verlängerte Probezeit genutzt werden. Unsere Ergebnisse zeigen, dass Betriebe bei befristeten Neueinstellungen tatsächlich weniger finanzielle Mittel für die Personalsuche aufwenden und diese deutlich schneller besetzen. Dieses Ergebnis wird auch bestätigt, wenn man nur diejenigen Neueinstellungen, die zur Deckung eines längerfristigen Arbeitskräftebedarfs dienen, betrachtet. Insgesamt stützen diese Befunde den Charakter befristeter Neueinstellungen als verlängerte Probezeit. Zudem wird bei befristeten Neueinstellungen seltener eine langjährige Berufserfahrung gefordert. Auch Erwerbsunterbrechungen werden eher akzeptiert. Die Ergebnisse zeigen weiterhin, dass die strukturellen Determinanten befristeter Beschäftigung im Zeitverlauf weitestgehend stabil und unabhängig von der Konjunkturlage sind."     "Seit den 80er Jahren des letzten Jahrhunderts steht die Befürchtung im Raum, dass das sogenannte Normalarbeitsverhältnis als unbefristetes sozialversicherungspflichtiges Vollzeitbeschäftigungsverhältnis in Deutschland an Bedeutung verliert und die unter dem Oberbegriff „atypischer Beschäftigung“ zusammengefassten Beschäftigungsverhältnisse an Relevanz gewinnen. Zu letzteren werden üblicher Weise sozialversicherungspflichtige und geringfügige Teilzeitbeschäftigungen, befristete Arbeitsverhältnisse, Leiharbeit und freie Honorartätigkeiten von Soloselbständigen gezählt. Die genannten Erwerbsformen weisen zum Teil eine geringere Dauer auf, gehen mit geringeren Löhnen einher und entfalten aufgrund geringerer und kürzerer Beitragszahlungen in die Sozialversicherungssysteme eine geringere soziale Schutzwirkung auf als das Normarbeitsverhältnis. Aufgrund der starken Erwerbszentrierung unseres sozialen Sicherungssystems ist es für die sozial- und arbeitsmarktpolitische Steuerung relevant, die Entwicklung der verschiedenen Erwerbsformen im Blick zu behalten. Angesichts einer sich im Krisenmodus befindlichen Gesellschaft, in der das „Normale“ von innen wie außen zunehmend hinterfragt wird, zeigt sich bei den Erwerbsformen eine erstaunliche Stabilität. Das Normalarbeitsverhältnis erweist sich in den letzten Jahren als weitgehend robust, befristete Arbeitsverträge verlieren an Bedeutung, Leiharbeit und freie Mitarbeit bewegen sich auf stabilem, aber niedrigem Niveau jeweils im Bereich von etwa zwei Prozent der Beschäftigten. Die Entwicklung des Arbeitsmarktes in Richtung eines „Arbeitnehmermarktes“ scheint dazu zu führen, dass aus Sicht der Beschäftigten unfreiwillige atypische Erwerbsformen relativ an Boden verlieren oder auf niedrigem Niveau verharren. Einzig die Teilzeitbeschäftigung gewinnt kontinuierlich an Bedeutung. Wenn jedoch strukturelle und krisenhafte Umbrüche wahrscheinlicher und wirtschaftliche Bedingungen zunehmend unvorhersehbarer und volatiler werden, ist die Sicherstellung von Anpassungsfähigkeit zur Bewältigung dieser Umbrüche notwendig. Vor diesem Hintergrund lassen sich in Bezug auf die dargestellten Erwerbsformen drei Ziele formulieren, um Anpassungsfähigkeit sicherzustellen: erstens die Erhöhung des Arbeitsvolumens von unfreiwillig Teilzeit- und geringfügig Beschäftigten, zweitens die Stärkung interner betrieblicher Flexibilität, darunter die Intensivierung von Weiterbildung sowie drittens die Schaffung adäquater Schutzmechanismen und Rahmenbedingungen für bislang weniger abgesicherte Erwerbsformen. Begleitend zu diesem Forschungsbericht werden Strukturtabellen auf Basis des IAB-Betriebspanels von 2010 bis 2022 zu den einzelnen Erwerbsformen sowie im Detail zu befristeter Beschäftigung in Deutschland auf der Webseite des IAB in der Rubrik „Grafik und Daten“ zur Verfügung gestellt (Hohendanner 2023a/b).     "We use detailed, population-wide data from Finland to provide evidence of the impact of earnings disregard policies on part-time work during unemployment spells, and describe the longer-run trends in combining part-time work and social benefits. We find that part-time or temporary work while receiving unemployment benefits is strongly concentrated at service and social and health care sectors, and women participate in part-time work much more commonly than men (25% vs. 12% of benefit recipients). The share of part-time workers among unemployment benefit recipients increased sharply from 10% to 18% over a few years after the implementation of earnings disregards in unemployment benefits and housing allowances. The earnings disregards allowed individuals to earn up to 300 euros per month without reductions in their benefits. Using variation in the impact of the reforms on incentives between individuals eligible to different types of benefits, we estimate a 17–28% increase in participation in part-time work rate due to the implementation of earnings disregards. However, we find no evidence of economically significant positive or negative effects of increased participation in part-time work on transitions to full-time employment."     "Dieser Beitrag überprüft die Polarisierungsthese mit Blick auf den deutschen Arbeitsmarkt. Anhand von Daten des Sozio-oekonomischen Panels wird gezeigt, dass der quantitativ bedeutsamste Trend seit den 1990er Jahren ein Wachstum der hochqualifizierten Tätigkeiten war. Allerdings sind auch einfache Dienstleistungen gewachsen, während einige Berufsgruppen mit mittleren Qualifikationen geschrumpft sind. Somit zeigt sich eine Polarisierungstendenz, die einen Anstieg der atypischen Beschäftigung miteinschließt. Es wird argumentiert, dass diese Entwicklung nicht ausschließlich mit dem technologischen Wandel erklärt werden kann, sondern dass institutionelle Faktoren von mindestens ebenso großer Bedeutung sind. Daraus folgert, dass ein Auseinanderdriften der Beschäftigung keine unausweichliche Entwicklung ist, sondern durch regulatorische Initiativen wie Mindestlöhne und eine Stärkung des Tarifsystems, aber auch durch Investitionen in die berufliche Aus- und Weiterbildung eingehegt werden kann."     "Das Gastgewerbe (Beherbergung und Gastronomie) ist eine Branche, in der die Personalfluktuation schon vor der Corona-Pandemie deutlich höher lag als in anderen Branchen. Während der Corona-Krise brach insbesondere die Zahl der Zugänge in Beschäftigung massiv ein. Auffällig ist, dass in der Gruppe der Minijobber der coronabedingte Beschäftigungsrückgang deutlich höher ausfällt als bei den sozialversicherungspflichtig Beschäftigten und dies insbesondere in der Gastronomie. Weiter können wir zeigen, dass nach dem Ende der Corona-Krise in der Gastronomie deutlich mehr Hilfskräfte beschäftigt sind als noch vor der Pandemie. Vor allem qualifizierte Kräfte haben demnach im Lockdown die Branche verlassen. Nun fällt es den Betrieben zunehmend schwer Fachkräfte zu akquirieren und setzen vermehrt auf an- und ungelernte Mitarbeitende. Neben dem Verbleibsstatus der Beschäftigten im Gastgewerbe in Berlin und Brandenburg untersuchen wir die Branchenwechsel differenziert nach den gewählten Ausweichbranchen. Die Wechselquoten der Beschäftigten sind bereits vor der Pandemie in der Gastronomie höher ausgefallen als in der Beherbergung. In Berlin sind in der Corona-Krise in der Gastronomie nur noch zwei Drittel der Beschäftigten in ihrer Branche verblieben. Gleichzeitig hat sich der Anteil an Personen, die nicht mehr beschäftigt sind, erhöht. In der Beherbergung ist die Dynamik der Wechsel geringer. In Brandenburg fallen dagegen die Abgänge von Beschäftigten in der Gastronomie während der Corona-Krise trotz höherer saisonaler Schwankungen deutlich schwächer aus. In der Beherbergung zeigen sich in der Corona-Krise sogar kaum Branchenwechsel. Als pandemiebedingte Ausweichbranchen für ehemalige Beschäftigte aus der Beherbergung und der Gastronomie erweisen sich insbesondere der Einzelhandel und mit einigem Abstand auch Post- und Kurierdienste, Gebäudebetreuung, Sozialwesen (ohne Heime) und das Gesundheitswesen. Nach der Pandemie setzte sowohl in Berlin als auch in Brandenburg eine Normalisierung ein.     "The rate of involuntary part-time work among women has increased sharply. Scholars have demonstrated its links with diminished career opportunities, deteriorated working conditions, and low pay at an individual level. However, less attention has been paid to the effects of these contracts on economic security at the household level. This article investigates to what extent women being in part-time work involuntarily hinders their household's ability to attain reasonable living standards and examines whether this would be any different if women were in part-time employment voluntarily. The results show that part-time work in itself does not necessarily constitute a threat to household economic security, but when it is involuntary, part-time employment jeopardizes a household's financial well-being. This occurs in countries that deregulated peripheral corners of their labor markets, or "dualized" countries such as Italy, Spain, and France, and fully liberalized countries, such as Switzerland and the United Kingdom."     "This study provides a comprehensive analysis of workplace gender segregation in non-standard employment in the United States. It compares segregation in standard and three non-standard work arrangements paying special attention to independent contracting – a segment of contingent employment representing novel and consequential developments in work organization. In line with the prediction that inequality is lower in more marketized sectors of the labour market, my analyses based on a representative sample of the contemporary US workforce reveal that workplace gender segregation is lower in non-standard employment. I further find that the degree of segregation corresponds to the degree of attachment to the employer and that segregation is lower in segments of the economy with higher market competition. Overall, my analyses indicate that a shift towards alternative work arrangements can reduce overall workplace segregation but does not lead to uniform desegregation across occupations, and that institutions of employment and market pressures faced by employers play significant roles in the effect of alternative work arrangements on workplace segregation."     "In many countries, self-employment has become a common strategy for achieving inclusion in the labor market. Studies show that the occurrence of self-employment depends not only on individual motives, but also on existing policies and support. In Sweden, labor market measures to include people with disabilities are primarily organized to achieve inclusion through traditional forms of employment, though one tool offered by the SwedishPublic Employment Service is Support to Start a Business. One part of this support is exclusive to people with disabilities. Although the Swedish Public Employment Service is responsible for this specific support, they collaborate with both external state-funded and non-profit actors who assess applicants’ business ideas. Drawing on the methodological approach of institutional ethnography, this article explores how the in-house frontline workers and external actors describe their professional roles, how they make decisions and what the chain of action looks like at multiple sites. Nine representatives from the various organizations that people can meet with when trying to start and run their own business have taken part in semi-structured interviews. The analysis identifies different institutional practices that overlap when people with disabilities apply for support to start their own business: one focusing on the efficient allocation of resources, and the other on the individual’s social and financial welfare by protecting the individuals these organizations meet with from risks connected to economy and health. These two practices reflect a long-standing conflict between control and support in objectives within both labor market policy and social work.     "Dieser Steckbrief zeigt auf Basis der Daten des IAB-Betriebspanels die Verbreitung atypischer Beschäftigung in den Betrieben und unter den Beschäftigten seit dem Jahr 2013 in RheinlandPfalz auf. Zusätzlich wird für verschiedene Formen atypischer Beschäftigungsverhältnisse auf Geschlechterunterschiede eingegangen. Im Verlauf der letzten 10 Jahre erweisen sich dabei die Anteile der Betriebe, welche auf die verschiedenen Formen atypischer Beschäftigung zurückgriffen, als auch die Anteile der Beschäftigten, die in diesen Beschäftigungstypen angestellt waren, als vergleichsweise konstant. Eine Ausnahme bildet die Beschäftigung im Midi-Job-Bereich. Hier kann in den letzten beiden Jahren aufgrund der angehobenen Verdienstobergrenze eine deutliche Zunahme beobachtet werden. Dennoch fällt deren Stellenwert weit hinter dem der Beschäftigung in Teilzeit zurück. Im Durchschnitt über die letzten 10 Jahre war ein Drittel aller Beschäftigten in Rheinland-Pfalz auf Teilzeitbasis angestellt. Ebenso ist zu erwähnen, dass atypische Beschäftigungsverhältnisse unter Frauen verbreiteter sind als unter Männern.     "This paper studies if workers infer from correlation about causal effects in the context of the part-time wage penalty. Differences in hourly pay between full-time and part-time workers are strongly driven by worker selection and systematic sorting. Ignoring these selection effects can lead to biased expectations about the consequences of working part-time on wages (’selection neglect bias’). Based on representative survey data from Germany, I document substantial misperceptions of the part-time wage gap. Workers strongly overestimate how much part-time workers in their occupation earn per hour, whereas they are approximately informed of mean full-time wage rates. Consistent with selection neglect, those who perceive large hourly pay differences between full-time and part-time workers also predict large changes in hourly wages when a given worker switches between full-time and part-time employment. Causal analyses using a survey experiment reveal that providing information about the raw part-time pay gap increases expectations about the full-time wage premium by factor 1.7, suggesting that individuals draw causal conclusions from observed correlations. De-biasing respondents by informing them about the influence of worker characteristics on observed pay gaps mitigates selection neglect. Subjective beliefs about the part-time/full-time wage gap are predictive of planned and actual transitions between full-time and part-time employment, necessitating the prevention of causal misperceptions."     "This article investigates the temporal orders of families as the daily rhythms and schedules when one or both parents work non-standard hours. Our focus is especially on the often asynchronous times of non-standard work, on one hand, and of early childhood education and care (ECEC) services and other institutions, on the other hand. The data consist of semi-structured qualitative interviews of Finnish parents with a four-year-old child. The results show that the asynchronous times generated by non-standard working hours cause a wide range of collisions both in relation to childcare and ECEC and to the division of labour between parents. The parents are ‘wrestling’, not only because of the asynchrony of their own work but also because of the ‘pedagogical rhythm’ created by ECEC professionals. However, the parents also find ways to manage time, facilitated by workplace flexibility or spousal negotiations over the sharing of responsibilities." Based on detailed qualitative research, these workers have 2, 3, 4, 5 and even 7 different jobs out of necessity due to low-pay, unpredictable working hours and employment precarity. The research reveals that workers need to be available for (potential) work at any point but may not actually be offered any hours, which we argue constitutes unremunerated labour time. The findings highlight a densification of working time with zero hours work as employers maximize productive effort into specifically numbered, demarcated and minimized working hours, which tightens the porosity of labour. There is a dual fragmentation and individualization of employment, as these workers traverse multiple, expansive, complex and dynamic temporalities of work.     "The article Employment stability and decent work published in the Journal of Industrial Relations by Murphy and Turner presents evidence forming the basis of a claim that job instability has not increased in Ireland between 1998 and 2021. This contrasts with a rich literature in industrial relations and the sociology of work and organizations, which documents the fundamental transformation of employment relationships since the 1990s toward greater insecurity. In this response paper, I question the empirical foundations of Murphy and Turner's claims. Analyzing the same data set used in their study, I provide clear evidence that an increase in job instability consistent with the precarious work literature has been hiding in plain sight. I also engage with their efforts at theorizing the nature of the recent transformation of employment relationships in Ireland specifically, and in Liberal Market Economies more broadly. In doing so, I suggest research avenues that go beyond a polarized debate in whether or not job instability has increased in order to contribute to a more complex understanding of contemporary changes in career trajectories."     Abstract

    "Der Beitrag geht auf Basis von Daten des Mikrozensus des Statistischen Bundesamts den jüngeren Entwicklungstrends bei verschiedenen Erwerbsformen (z. B. Selbständigkeit, Beschäftigung in Vollzeit, Teilzeitbeschäftigung oder befristete Beschäftigung) nach und zeigt auf, ob und inwieweit sich frühere Trends fortgesetzt haben, ob und inwieweit sich sektorale oder soziodemografische Strukturmerkmale der Erwerbsformen über die Zeit verändert haben und welche darüber hinaus gehenden neueren Entwicklungen zu beobachten sind. Flexible oder atypische Erwerbsformen erfüllen viele Funktionen. Sie dienen auf betrieblicher Seite der Anpassungsflexibilität des Personaleinsatzes und können auf der Beschäftigtenseite Erwerbs- und Lebenspräferenzen, etwa der Vereinbarkeit von Familie und Beruf, Rechnung tragen. Der Anteil der sogenannten Normalarbeitsverhältnisse an der Erwerbsbevölkerung, also unbefristeter Beschäftigungen in Vollzeit bzw. nahe der Vollzeit außerhalb der Zeitarbeitsbranche, veränderte sich mit Werten etwa um die 45 Prozent zwischen 1991 und 2019 quantitativ kaum. Nach einem Rückgang in den 1990er Jahren und den 2000er Jahren gewann das Normalarbeitsverhältnis in den 2010er Jahren wieder leicht an Bedeutung. Betrachtet man dagegen die davon abweichenden Erwerbs- und Beschäftigungsformen, so verzeichnen diese seit 1991 einen klaren Aufwärtstrend. Ihr Aufwuchs speiste sich rein rechnerisch überwiegend aus einem Rückgang der Nichterwerbstätigkeit. Vergleicht man die Entwicklung der Vollzeitbeschäftigung bzw. vollzeitnaher Beschäftigung mit derjenigen der sozialversicherungspflichtigen Teilzeitbeschäftigung und der geringfügigen Beschäftigung, so zeigt sich in den letzten drei Dekaden ein eindeutiges Bild. Die Beschäftigungsformen mit kürzerer Arbeitszeit haben deutlich an Bedeutung gewonnen. Betrachtet man die letzten zehn Jahre, ist die Tendenz nicht mehr ganz so klar. Vollzeitbeschäftigung bzw. vollzeitnahe Beschäftigung blieb zwischen 2009 und 2019 relativ stabil, die sozialversicherungspflichtige Teilzeitbeschäftigung legte weiter zu und die geringfügige Beschäftigung ging zurück. Dabei fällt auf, dass letztere vor allem seit 2015 an Boden verlor – also mit und nach Einführung des gesetzlichen Mindestlohns. Längerfristig betrachtet haben befristete Beschäftigung und Leiharbeit zugenommen. Jedoch verlor die befristete Beschäftigung im Zuge des Arbeitsmarktaufschwungs in den Zehnerjahren wieder etwas an Bedeutung, während es bei der Leiharbeit zwar tendenziell weiter aufwärts ging, dies aber mit einem markanten Auf und Ab je nach konjunktureller Lage. Beiden Beschäftigungsformen ist gemein, dass sie während der Corona-Krise unter Druck geraten sind. Abgesehen von der sozialversicherungspflichtigen Teilzeitbeschäftigung gilt dies auch für die anderen vom Normalarbeitsverhältnis abweichenden Beschäftigungs- und Erwerbsformen, insbesondere im ersten Jahr der Pandemie. Die Zahl der Selbständigen (ohne mithelfende Familienangehörige) legte in den letzten drei Dekaden tendenziell zu. Ihr Erwerbstätigenanteil stieg von 8,0 auf 9,1 Prozent. Der Anstieg entfiel aber vor allem auf den Zeitraum bis 2009. Seitdem ist die Selbständigenquote tendenziell rückläufig. Während der Erwerbstätigenanteil der „Selbständigen mit Beschäftigten“ in der längeren Frist relativ stabil war und zwischen 1991 und 2019 lediglich um 0,2 Prozentpunkte von 4,4 auf 4,2 Prozent abnahm, legte der Anteil der Solo-Selbständigen in diesem Zeitraum um 1,3 Prozentpunkte von 3,6 auf 4,9 Prozent vergleichsweise kräftig zu. Die künftige Entwicklung dürfte durch eine ganze Reihe von teils gegenläufig wirkenden Faktoren geprägt sein. Sie reichen von wirtschaftsstrukturellen Veränderungen über Verschiebungen von individuellen Präferenzen und personalpolitischen Dispositionen, einer sich verändernden Marktmacht zwischen Betrieben und Beschäftigten bis hin zu möglichen institutionellen Reformen. Fakt ist, dass die Zusammensetzung der Erwerbsformen bis Mitte der Nullerjahre immer heterogener wurde. Seitdem hat sich dieser Trend aber nicht in gleichem Maße fortgesetzt. Im Gegenteil, zuletzt zeigte sich eine gewisse Stabilität und sogar ein leichter Anstieg dessen, was lange als Standard oder als „normal“ galt. Ein hohes Maß an Heterogenität in der strukturellen Zusammensetzung der Erwerbsformen dürfte auch in absehbarer Zukunft fortbestehen. Zugleich könnten individuelle Erwerbsbiografien künftig stärker als bisher durch Wechsel zwischen Erwerbsformen geprägt sein. Für bestimmte Phasen des Erwerbslebens könnten sich mehr als bisher verschiedene Beschäftigungs- und Erwerbsformen herauskristallisieren, auch da immer mehr Menschen mit gefragten Qualifikationen ein hohes Maß an Marktmacht erlangen und hierdurch ihre Wünsche und Bedarfe leichter realisieren können."     "Increasing evidence has demonstrated that nonstandard work schedules are more prevalent among the less-educated population, and mothers' nonstandard work schedules have adverse influences on children's development. Yet, we have known relatively little about how such impacts differ across the educational distribution. Using data from the Future of Families and Child Wellbeing Study, random and fixed effects regression results revealed a general “pattern of disadvantage” in the sense that detrimental influences of mothers regularly working nonstandard schedules on children's behavior were concentrated among those born to mothers without high school education, a “truly disadvantaged” group in the contemporary United States. In addition, regular nonstandard schedules appeared to play a mixed role in the behavioral development of children who had college-educated mothers, depending on the specific type of nonstandard schedule. These findings suggest that children born to the least-educated mothers experience compounded disadvantages that may reinforce the intergenerational transmission of disadvantages and also illustrate that negative implications of nonstandard work schedules for child wellbeing may extend to the more advantaged group."     Study supporting the evaluation of the Quality Framework for Traineeships: Final report VC/2021/0654 (2023)

    Abstract

    "The overall purpose of this study is to support the European Commission in its 2022 evaluation of the 2014 Council Recommendation on a Quality Framework for Traineeships (QFT). Eight years on from the introduction of the QFT, the evaluation provides an opportunity to assess the impact of its implementation and explore whether any adaptations or adjustments are required. The review of the QFT was defined as an action in the European Pillar of Social Rights Action Plan, adopted at the Porto Summit in March 2021. The study supporting the evaluation aims specifically to: establish what works and what does not work (and why) in terms of adequate QFT implementation; describe the current situation in terms of traineeships across the EU and the main developments since 2014; assess the extent to which the 2014 Council Recommendation on the QFT is effective, efficient, coherent, brings EU added value and is relevant to current needs. The scope of the evaluation is the EU in its present composition of 27 Member States. The time span covered is the period from Q4 2014 to Q4 2021. The study focuses on open market traineeships (OMTs) and those that fall under Active Labour Market Policies (ALMPs), thereby excluding work experience placements that are part of curricula of formal education or vocational education and training; and traineeships regulated under national law and whose completion is a mandatory requirement to access a specific profession (e.g., medicine, architecture, etc.)."
