"Our paper analyses the observed and desired labour supply by older workers and (recent) retirees in a country (Italy) with limited opportunities for flexible work schedules. To this purpose, we use a dataset drawn from the Bank of Italy's Survey on Household Income and Wealth providing information on desired and actual working hours. Our empirical analysis documents the gap between older individuals' desired and observed labour supply at both the extensive and the intensive margins and traces it back to gender, education and family composition. The paper provides useful insights into the potential usefulness of policies such as gradual retirement and part-time work in increasing older workers' employment." "The 2018 edition of the OECD Pensions Outlook examines how pension systems are adapting to improve retirement outcomes. It focuses on designing funded pensions and assesses how different pension arrangements can be combined taking into account various policy objectives and risks involved in saving for retirement. It looks at how countries can improve the design of financial incentives, and presents policy guidelines on aligning charges and costs of providing funded pensions.
This edition also draws lessons from nationally significant investment institutions on strengthening the governance, investment policies and investment risk management of pension funds. It provides guidelines on improving retirement incomes considering behavioural biases and limited levels of financial knowledge, and discusses the implications of mortality differences on retirement incomes across different socioeconomic groups. "In the United States, employment rates at older ages are comparatively high at 62% among 55-64 year-olds against 59% on average in OECD countries in 2016. However, there are large disparities across population groups. Early retirement remains a widespread phenomenon, especially among workers from vulnerable socio-economic backgrounds. Preventing old-age disparities in terms of employment outcomes and retirement income from widening is crucial. This report looks at the various pathways out of the labour market for older workers, and how employers can be supported to retain and hire older workers. It examines the best ways that the United States can promote the employability of workers throughout their working lives and more equal outcomes among older workers." "Older displaced workers may use their previous wage as a marker of their current productivity, which may result in rather high reservation wages. This paper examines a targeted wage support program in which older unemployed workers who take up a job paying less than their previous job qualify for monetary compensation covering part of the wage loss. We sent out information brochures about the program to 2,600 randomly selected older unemployed men. We use survey and register data to investigate the effect of the information treatment on awareness of the program and on individual labor market outcomes, and we estimate effects of awareness on the take-up and on labor market outcomes, taking into account that the program may have ex ante effects on search behavior. We develop a job search model to derive theoretical implications. As awareness is only observed in the survey, the program effects are estimated using 2-Sample Instrumental Variables (2SIV) combining the survey and register data. The paper thus provides a novel and feasible framework for the use of RCTs with information treatments, combined survey and register data and 2SIV to study dynamic outcomes." "Within the political and academic debate on working longer, post-retirement employment is discussed as an alternative to maintain older workers in the labor market. Our paper enhances this discussion by studying determinants of transitions into post-retirement jobs within differing work environments of birth cohorts 1940 - 1942. We estimate proportional sub-hazard models accounting for competing risks using unique German social security data linked to pension accounts. Our findings suggest that individuals' preferences to take up post-retirement jobs are not mutually exclusive. Our study provides evidence that taking up post-retirement jobs is related to seeking financial security, continuity and work ability, suggesting that public policy has to develop target-oriented support through a public policy mix of different measures aligned to the different peer-groups in the labor market." "Addressing discrimination within the professional sphere is becoming ever more important in French public debate in both the legal and managerial fields. A number of the 18 grounds of discrimination recognised under French law such as gender and ethnicity have been widely discussed in the scientific literature. However, unlike studies undertaken in English-speaking countries, few French-speaking researchers have explored age discrimination. This issue warrants analysis insofar as the actual economic context has forced governments to encourage more people to remain in the labour market. This objective, however, has proven difficult to achieve. A critical question is whether age-related labour market participation gaps depend on individual characteristics. If not, other factors might come into play, including possible discrimination. First, we review the employment of older workers over time. We then use econometric methods to assess the nature of labour market participation gaps and analyse their relationship with business cycles. Die empirische Studie zeigt, wie die rentenrechtlichen Entwicklungen der letzten zwei Jahrzehnte und die Arbeitsmarktreformen zu Lasten der Versicherten gehen. Die steigende soziale Ungleichheit wird durch staatliche Vorschriften verursacht und gleichzeitig überlässt der Staat die Verteilung der Chancen auf einen 'wohlverdienten Ruhestand' zunehmend den Tarifpartnern und dem Markt. "Das persönliche Erwerbstätigenkonto wird im 'Weißbuch Arbeiten 4.0' als ein Instrument zur Diskussion gestellt, welches eine erwerbsorientierte Sozialpolitik im Lebensverlauf sicherstellen und stärker auf die individuellen Bedürfnisse ausrichten könnte. Ein solches Konto könnte jedem beim Eintritt ins Erwerbsleben zur Verfügung gestellt werden. Auch wenn viele Unterschiede im Detail bestehen, insbesondere bei der Finanzierung und bei der Regelung der sogenannten 'Ziehungsrechte', ist allen Vorschlägen im Vergleich zur derzeit vorherrschenden Organisation sozialstaatlicher Leistungen das Ziel einer Erhöhung der individuellen Autonomie gemein. Das Individuum soll durch den Transfer von staatlichen Ressourcen und/oder die Unterstützung des Aufbaus eines Guthabens aus eigenen Beiträgen auf einem Konto in die Lage versetzt werden, nach eigener Einschätzung mit bestimmten, sich im Lebenslauf verändernden Anforderungen zurecht zu kommen und hierfür die verfügbaren Mittel einzusetzen. Dies kommt insbesondere zur Abfederung von Erwerbsunterbrechungen oder Phasen der Teilzeitarbeit, für eine berufliche Weiterbildung oder Neuorientierung, aber auch für einen flexibleren Übergang in den Ruhestand in Frage. "We present quasi-experimental evidence on the employment effects of an unprecedented large increase in the early retirement age (ERA). Raising the ERA has the potential to extend contribution periods and to reduce the number of pension beneficiaries at the same time, if employment exits are successfully delayed. However, workers may not be able to work longer or may choose other social support programs as exit routes from employment. We study the effects of the ERA increase on employment and potential program substitution in a regression-discontinuity framework. Germany abolished an important early retirement program for women born after 1951, effectively raising the ERA for women by three years. We analyze the effects of this huge increase on employment, unemployment, disability pensions, and inactivity rates. Our results suggest that the reform increased both employment and unemployment rates of women age 60 and over. However, we do not find evidence for active program substitution from employment into alternative social support programs. Instead employed women remained employed and unemployed women remained unemployed. The results suggest an increase in inequality within the affected cohorts." (Author's abstract, IAB-Doku) ((en))

"Angesichts der schrumpfenden Erwerbsbevölkerung ist es ein zentrales wirtschaftspolitisches Ziel, die Zahl der Beschäftigten und damit der Beitragszahlenden auf möglichst hohem Niveau zu halten. Dies könnte erreicht werden, wenn Menschen später aus ihrem Erwerbsleben ausscheiden. Eine Teilzeitrente, also die Möglichkeit, vor der Regelaltersgrenze Teilzeitbeschäftigung und Rentenbezug zu kombinieren, könnte die nötigen Voraussetzungen dafür schaffen. Welche Folgen eine Teilzeitrente auf die Beschäftigung hat, wird im Folgenden simuliert. Die Ergebnisse zeigen, dass ein uneingeschränkter Zugang zu einer Teilzeitrente zu einem erhöhten Beschäftigungsvolumen und zu positiven fiskalischen Effekten führen kann. Die Beschäftigungseffekte fallen insbesondere dann positiv aus, wenn das Eintrittsalter zur Teilzeitrente mit dem Frühverrentungsalter von 63 Jahren zusammenfällt. Die 2017 in Kraft getretene Flexirente ermöglicht wie die simulierte Teilzeitrente einen Teilrentenbezug bei gleichzeitiger Erwerbstätigkeit vor der Regelaltersgrenze. Allerdings könnte die Komplexität sowie die Höhe der Anrechnungsrate des Hinzuverdienstes die Attraktivität der Flexirente reduzieren. Hinzu kommt, dass die Reduzierung der Arbeitszeit für eine Flexirente nur nach Zustimmung von der Arbeitgeberseite erfolgen kann. Wenn sich bei einer Evaluation der Flexirente zeigt, dass nur wenige Menschen von ihr Gebrauch machen, müsste die Politik die Hinzuverdienstregelungen vereinfachen und über ein gesetzlich verankertes Recht auf Teilzeitrenten vor der Regelaltersgrenze - mit möglichen Ausnahmen insbesondere für kleine Unternehmen - nachdenken." Um unterschiedliche Entwicklungen zu dokumentieren und zu beurteilen, was am besten im Hinblick auf die Verlängerung des Erwerbslebens und bei der Wiedereingliederung älterer Arbeitsloser funktioniert, wird die Situation in fünf Ländern analysiert: Deutschland, Frankreich, Niederlande, Norwegen und Österreich. Zahlreiche empirische Befunde zeigen, dass finanzielle Anreize bzw. 'finanzielle Sanktionen' durch Rentenreformen und die Abschaffung länderspezifischer Wege in den vorzeitigen Ruhestand mehr Einfluss auf die Verlängerung des Arbeitslebens haben, als alle anderen Maßnahmen. Die Wiedereingliederung nach einem Verlust des Arbeitsplatzes und das Risiko der Langzeitarbeitslosigkeit bleibt über Ländergrenzen hinweg jedoch ein spezifisches Problem älterer Arbeitnehmer. "Die Arbeitsmarktpartizipation Älterer hat sich in den letzten beiden Dekaden spürbar erhöht. In OECD-Ländern gehört Deutschland damit zu den Ländern, die in dem Zeitraum beinahe den stärksten Aufwuchs der Beschäftigung älterer Personen aufzuweisen haben. Er resultiert aus einem Zusammenspiel verschiedener Faktoren. Dazu zählt der längere Verbleib Älterer am Arbeitsmarkt sowie Kohorteneffekte zugunsten einer stärkeren Erwerbsbeteiligung von Frauen und einem wachsenden Anteil Qualifizierter und Hochqualifizierter in der Bevölkerung. Dennoch bleiben Ältere in Teilen eine Problemgruppe am Arbeitsmarkt. Im Vergleich zu Jüngeren lässt sich dies an geringeren Neurekrutierungschancen und höheren Risiken der Langzeitarbeitslosigkeit festmachen. Weitere Verbesserungen der Beschäftigungssituation Älterer sind deshalb kein Selbstläufer. Hierzu wird es auf mehr Investitionen in eine nachhaltige Beschäftigungsfähigkeit ankommen. The findings in this report are based on research case studies conducted with 50 employers in England, Scotland and Wales. Half of the case studies were carried out with employers in sectors that have large volumes of low paid workers including care homes, cleaning contractors, and employers in fashion retail and transport. "We analyze the impact of subsidized training programs for older workers. We apply a dynamic matching approach using German registry data. We find that subsidized training improves the probability to remain in paid employment by approximately 2.5 percentage points in the 2 years following treatment. The impact on benefit claims is small and largely insignificant. Effects are more pronounced for part-time workers, for long-duration program participants, and for workers older than 55 years. The results suggest that the main driver of these outcomes is postponed retirement, potentially because of improved job satisfaction." "Many EU Member States have implemented reforms to improve the sustainability of their pension systems. However, the impact of discouraging early retirement and increasing the pension age on effective retirement ages is limited, as many people are unable or unmotivated to work until pension age. Reduction of working time is one approach to enabling people to work longer than would have been feasible if they continued working full time. But a barrier to reduction of hours is the loss of income. Partial retirement schemes address this barrier by substituting part of the income loss with a partial pension or benefits. This report investigates how partial retirement schemes can contribute to sustainable and adequate pension systems by enabling and motivating people to extend their working lives. It maps schemes at the national and sector levels in the EU and Norway, examines their characteristics and assesses their impact on the extension of working lives." "Im Zeitraum 2005 bis 2013 ist der Bestand an ALG-I-Beziehenden ab 50 Jahren gesunken. Dies gilt nicht für die Gruppe der ab 60-Jährigen, wobei bei dieser Gruppe ein steigender Zugang in den ALG-I-Bezug zu beobachten ist. Sowohl die Abgangsrate in Beschäftigung als auch in Maßnahmen der aktiven Arbeitsmarktpolitik hat sich für alle betrachteten Altersgruppen erhöht, für die ab 60-Jährigen allerdings in deutlich geringerem Ausmaß als für die unter 60-Jährigen. Dieser Bericht stellt rein deskriptiv Zahlen zum ALG-I-Bezug von Personen zwischen 50 und 64 Jahren zwischen 2005 und 2013 dar. "This paper provides a unified account of the trends in unemployment and labor force participation pertaining to the employment experience of older male workers during the past half-century. We build an equilibrium life-cycle model with labor-market frictions and an operative labor supply margin, wherein economic turbulence à la Ljungqvist and Sargent (1998) interact with institutions in ways that deteriorate employment. The model explains simultaneously: (i) the fall in labor force participation in the United States, (ii) the similar but more pronounced decline in Europe alongside rising unemployment rates and (iii) differences across European countries in the role played respectively by unemployment and labor force participation. The model also shows that policies that fostered early retirement may have exacerbated the deterioration of European labor markets: raising early retirement incentives to reduce unemployment among older workers tends to increase unemployment at younger ages, especially in turbulent economic times and under stringent employment protection legislation." "To counteract the financial pressure emerging in aging societies, statutory pension schemes are undergoing fundamental reforms in many Western countries. Starting with cohort 1937, Germany introduced permanent pension deductions for early retirement. This study examines the profitability of pension contributions against the background of this reform for cohorts 1935 - 1945. Internal rates of return (IRR) are used to measure the profitability. For men, the IRR declines from 2.4% to 1.2% and for women from 5.2% to 3.7%. The results suggest that the majority of the trend, about 75 - 80%, is caused by increased pension contributions and not by the reform." "This study examines working people between the ages of 50 and 70 years old and the conditions that lead them to decide to retire or not after they experience a job separation. Based on data from the Survey of Income and Program Participation, the author finds that among individuals whose jobless spells end in retirement, most decide to retire within a year after separation. The availability of resources such as Social Security retirement benefits, high net worth, and income from defined benefit pensions appear to encourage more rapid labor force exit and retirement, rather than supporting job seekers during a long search. Perhaps surprisingly, no correlation between retirement and the unemployment rate occurs, but unemployment insurance benefits do delay retirement. These results suggest little tolerance for long job searches regardless of labor market prospects and indicate that those who can afford to retire will do so rather quickly." "A large literature has documented that the unemployment duration of unemployed individuals increases with the generosity of the unemployment insurance (UI) system, which has been interpreted as the disincentive effect of UI benefits. However, unemployed workers typically also have caseworkers assigned who are monitoring and assisting the job search efforts. These caseworkers may respond to differences in UI eligibility by shifting resources (financial or time) between unemployed individuals in order to counteract the moral hazard effect of UI benefits or to focus resources to where they have the largest effect. Depending on the motivations of the caseworker, the effectiveness of caseworker resources and the complementarity between these resources and UI benefits, the typical estimates of the disincentive effects of UI may be biased upwards or downwards in studies that compare workers within the same UI agency. We estimate whether caseworkers respond to the generosity of UI eligibility using a sharp regression discontinuity (RD) design in Germany, where potential UI durations vary with age. We show that across a wide variety of measures, including training programs, wage subsidies, personal meetings and sanctions, UI caseworkers do not treat unemployed with different eligibility differently. At best we find a very small effect that workers with shorter eligibility close to the exhaustion point are more likely to be assigned to training programs that prolong their UI eligibility. "Im Interesse der Beschäftigten sind gleitende und sozial abgesicherte Übergänge vom Erwerbsleben in die Rente dringend geboten. Dass dieses Thema wieder auf der politischen Agenda steht, ist daher zu begrüßen. Die Teilrente ist dabei eins der vorgeschlagenen Instrumente. Auch die Koalition aus CDU/CSU und SPD im Bundestag schlägt dies in Form der 'Kombi-Rente' vor. Dabei soll ein reduziertes Erwerbseinkommen mit einer (Teil-)Altersrente ergänzt werden und so ein gleitender Übergang in die Altersrente ermöglicht werden.
Die Teilrente ist für gleitende Übergänge jedoch nur bedingt geeignet. So bezahlen die Beschäftigten den Übergang mit lebenslangen Abschlägen auf ihre Rente grundsätzlich selbst. Bei Übergängen, die regelmäßig mehrere Jahre umfassen, kommt außerdem der sozialen Absicherung des Lohneinkommens eine entscheidende Bedeutung zu. Diese ist jedoch aus systematischen Gründen kaum gegeben. Letztlich wird damit auch der Rentenbeginn als gesellschaftlich normiertes Ende der Erwerbsphase weiter aufgelöst. "Aufgrund von arbeitsmarktpolitischen Reformen hat sich in Deutschland die Erwerbsbeteiligung älterer Beschäftigter erhöht. Angesichts eines möglichen Erhalts des Qualifikationsniveaus, der Beschäftigungsfähigkeit und des wirtschaftlichen Potentials älterer Arbeitnehmer muss der beruflichen Weiterbildung zunehmend Bedeutung beigemessen werden. Darüber hinaus scheint die Notwendigkeit einer verlängerten Lebensarbeitszeit mit einem Anstieg von jenen älteren Erwerbstätigen einherzugehen, die nur eine geringe Arbeitszufriedenheit aufweisen und infolgedessen wesentlich häufiger dazu neigen, Frühverrentungsoptionen in Anspruch zu nehmen. Da empirischen Studien zufolge ein enger Zusammenhang zwischen der Arbeitszufriedenheit und dem individuellen Arbeitsmarktverhalten besteht, sollten in der Arbeitsmarktforschung die Einflussfaktoren auf die Arbeitszufriedenheit älterer Beschäftigter, wie es beispielsweise die Weiterbildungsbeteiligung sein könnte, stärker berücksichtigt und analysiert werden. Dementsprechend setzt sich die vorliegende Studie mit folgenden Forschungsfragen auseinander. Erstens soll allgemein untersucht werden, ob in den letzten Jahren ein Anstieg der beruflichen Weiterbildungsbeteiligung älterer Beschäftigter festgestellt werden kann. Zweitens wird analysiert, welchen Einfluss die Weiterbildungsbeteiligung auf deren Arbeitszufriedenheit hat und welche Unterschiede hierbei zwischen der beruflichen Stellung älterer Arbeitnehmer ausgemacht werden können. Zur Bearbeitung dieser zwei Forschungsfragen werden die Daten des Sozioökonomischen Panels (SOEP) der Jahre 2000, 2004 und 2008 ausgewertet. Zunächst wird in einer Querschnitt-Trendanalyse geprüft und nachgezeichnet, wie sich die Weiterbildungsbeteiligung von Arbeitnehmern im Alter von 55 bis 64 Jahren entwickelt hat. Anschließend wird der Zusammenhang zwischen Weiterbildungsbeteiligung und Arbeitszufriedenheit älterer Beschäftigter im Quer- und Längsschnitt untersucht, wofür sowohl ein gepoolter Datensatz als auch das Paneldesign des SOEP genutzt wird. Zum einen deuten die Ergebnisse der empirischen Analysen darauf hin, dass sich die Weiterbildungsbeteiligung älterer Beschäftigter im Zeitverlauf erhöht hat. Dieser stetige Trend zeigt, dass betriebliche Investitionen in das Humankapital älterer Arbeitnehmer als wachsendes Beschäftigungssegment auf dem Arbeitsmarkt zunehmend wichtiger werden. Zum anderen wurde ein positiver Zusammenhang zwischen der Weiterbildungsbeteiligung und der Arbeitszufriedenheit von älteren Erwerbstätigen und insbesondere von gewerblichen Arbeitern gefunden. Unter Berücksichtigung ökonomischer Implikationen, die mit der durch Weiterbildung erhöhten Arbeitszufriedenheit älterer Beschäftigter verbunden sind, könnten aus diesem Befund entsprechende bildungs- und arbeitsmarktpolitische Maßnahmen abgeleitet werden." Abstract
"Zum 1. Juli 2014 trat das Gesetz über Leistungsverbesserung in der Rentenversicherung in Kraft. Das Gesetz ermöglicht langjährig Versicherten, die das 63. Lebensjahr vollendet haben und mindestens 45 Beitragsjahre vorweisen können, abschlagsfrei in Altersrente zu gehen. Die deutsche Rentenversicherung hat in der zweiten Jahreshälfte 2014 etwa 136.000 entsprechende Rentenzugänge registriert. Diese Hintergrundinformation erlaubt eine erste Einschätzung darüber, in welchem Umfang sich die Möglichkeit, früher aus dem Erwerbsleben auszuscheiden, auf dem Arbeitsmarkt niederschlägt.
Mit Daten aus der Beschäftigungsstatistik der Bundesagentur für Arbeit kann gezeigt werden, wie sich die Zahl der sozialversicherungspflichtig Beschäftigten in der betroffenen Altersgruppe ab 63 Lebensjahren entwickelt hat. Angaben zur Beschäftigung liegen bis zum 30. Juni 2015 vor. Die Daten sind noch vorläufig und wurden auf Basis von Ergebnissen mit 2-monatiger Wartezeit hochgerechnet. Detailliertere Ergebnisse auf Basis der endgültigen Werte liegen quartalsweise vor und haben eine Wartezeit von 6 Monaten.
In den Statistiken zu den Arbeitsuchenden und den Arbeitslosen können Personen in der betroffenen Altersgruppen danach unterschieden werden, ob sie ihre Arbeitslosigkeit oder ihre Arbeitsuche mit dem Abgangsgrund 'Ausscheiden aus dem Erwerbsleben' beendet haben. Es wird unterstellt, dass in dieser Altersgruppe der Abgangsgrund 'Ausscheiden aus dem Erwerbsleben' dem Beginn des Bezugs von Altersruhegeld entspricht. Darüber hinaus können in den Statistiken zu Empfängern von Arbeitslosengeld Abgänge mit dem Beendigungsgrund 'Altersrente' identifiziert werden; Angaben stehen dort nach 2 Monaten Wartezeit zur Verfügung." Abstract
"In several OECD countries age-targeted wage subsidies have been introduced to increase the employment of older workers, but evidence on their effectiveness is scarce. This paper examines the effects of a permanent wage cost subsidy in Belgium on the employment rate, working time and hourly wage. We estimate these effects by integrating Inverse Probability Weighting in a, possibly trend-adjusted, Difference-in-Differences of endogenously sampled repeated cross sections. We find small positive short-run impacts on working time and larger ones on the employment rate, but only for employees at high risk of leaving to early retirement. The wage is not affected." "Empirically, not much is known about the mechanisms how labor market programs like job search assistance and training operate to support finding a job. This paper provides novel evidence to open the 'blackbox': it causally links the program interventions to the dynamics of search behavior, beliefs and non-cognitive skills. The study is based on a unique combination of a randomized field experiment with detailed register data and a panel of repeated surveys. The tested coaching program, focused on older job seekers, turns out to increase the job finding of participants by 9 percentage points (72% vs. 63% in the control group). The treatment effect is driven by a reduction of reservation wages and an increase in search efficiency. Moreover, I find short-run effects on motivation, self-confidence and beliefs. The job seekers overestimate their chances slightly less with respect to job interviews and salaries. Overall, the focus on realistic expectations and on search strategy appears to be important for program success. The experiment shows that evaluation designs which directly assess behavior can provide a fruitful base for targeted policy design." (Author's abstract, IAB-Doku) ((en))

"This working paper examines the local initiatives in Neath, Port Talbot and Swansea in South West Wales to re-integrate elderly economically inactive workers into the local labour market. The core initiative analysed is the Life Skills for Older People Project, which works with local and regional governments to provide customised education and training for job seekers and the long-term unemployed aged 50 or above. The analysis of the economic impact and the achievements of the project found that custom support and personal development were effective in empowering older workers to re-enter work in the private and voluntary sector. "The removal of the default retirement age in the UK has been broadly welcomed as the disposal of an age-discriminatory measure. It is argued here that a focus on formal equality has been at the expense of a more critical analysis of the employment relations consequences. The central role given to performance measurement allows employers considerable discretion over when employees retire and the scope for bargained outcomes in the new regime is limited. This may be to the detriment of older workers and will have implications for the workforce as a whole. Equality, in other words, may come at the expense of a broader conception of fairness." "The long-term increase in longevity, coupled with the progressive compression of morbidity experienced in Europe in the last decades, improved the well-being of many older individuals. However, a failure to adjust the retirement age has exposed poor households to financial distress (Angelini et al. 2009). Staying longer in the labour force may be a solution to preserve an adequate level of resources and limit the risk of economic deprivation, it is also an effective mean to maintain social ties and foster an active life. However, working longer requires investment in human capital over the life cycle (Mahyew & Rjkers 2004), as acquired skills become obsolete as time goes by. The rapid technological progress prevailing in many sectors makes training the older workforce the only effective policy to prevent skills obsolescence (Bishop 1997, Belloni & Villosio 2014).
The aim of this chapter is to investigate whether participation in training helps keeping older workers (aged 50 - 65) in employment. In particular, we use Wave 4 and Wave 5 of SHARE to test the effect of training participation in 2010 (Wave 4) on changes in labour market status between 2010 and 2012 (Wave 5), controlling for a rich set of observable individual characteristics. Information on self-reported current economic status allows us to distinguish between six labour force states: employed or self-employed, unemployed, permanently sick or disabled, retired, homemaker and 'other'. To measure training participation we exploit a question in Wave 4 (part of the module 'Activities') which asks respondents whether they attended any educational or training course in the last twelve months.
The main result of this chapter is that individuals who took part in training activities in the year prior to the 2010 (2009 for Estonia) interview are significantly less likely to leave the labour market. Training older workers may therefore prevent them from being exposed to the risk of poverty and social exclusion. This chapter is organised as follows: the next section reports the descriptive evidence regarding labour market status in the last two waves of SHARE and participation in training activities. The following section presents the results of a multivariate analysis, which aims at capturing the effect of training on the probability of exiting the labour market. "We investigate the labour market situation of older individuals in Europe in relation to their previous employment history as well as the regulations relating to employment protection legislation and early retirement. Specifically, we look at the competing risks of early retirement and late career unemployment. The central research question is whether policy effects differ according to the characteristics of an individual's previous work history. We employ data for twelve European countries from the Survey of Health, Ageing and Retirement in Europe (SHARELIFE) and estimate multilevel regression models. The results show different mechanisms for the risks of unemployment and early retirement. Late career unemployment results from individual factors related to fragmented careers, marginal employment and short tenures. In the case of early retirement, we find the interplay of individual and policy factors to be crucial. Persons with consistent careers have an increased probability of early retirement, but only in countries with generous early retirement benefits. However, employment protection legislation appears to counteract early retirement for this group of individuals. We conclude that policy factors do not have uniform effects for older individuals, but should rather be viewed against the background of previous developments in individual career paths." "We compare the liquidity that six developed countries have built into their employer-based defined contribution (DC) retirement schemes. In Germany, Singapore, and the UK, withdrawals are essentially banned no matter what kind of transitory income shock the household realizes. By contrast, in Canada and Australia, liquidity is state-contingent. For a middle-income household, DC accounts are completely illiquid unless annual income falls substantially, in which case DC assets become highly liquid. "We estimate and explain the impact of early retirement of husbands on their wives' probability to retire within one year, using administrative micro panel data that cover the whole Dutch population. We employ an instrumental variable approach in which the retirement choice of husbands is instrumented with eligibility rules for generous early retirement benefits that were temporarily and unexpectedly available to them. We find that early retirement opportunities of husbands increased the wives' probability to retire by 24.6 percentage points. This is a strong, and robust effect. After setting out the issues in the remainder of this section, we present recent evaluation results for a large-scale ALMP programme in Germany, which provided intensive coaching and counselling to older long-term unemployed workers. Drawing on results presented in Boockmann and Brändle (2015), we summarise the main policy lessons learned from this programme. Es zeigt sich, dass es bereits eine Reihe von Maßnahmen gibt, die einen flexiblen Übergang vom Erwerbs- ins Arbeitsleben ermöglichen. Die Kernfrage ist daher: Wie würde sich eine weitere Flexibilisierung in Deutschland auswirken? Das Hauptergebnis unserer Analyse ist, dass es de facto unmöglich ist bei den in Deutschland bestehenden Zu- und Abschlägen ein Modell eines flexiblen Renteneintritts vor dem normalen Rentenalter zu konstruieren, das keine Frühverrentungsanreize beinhaltet. Will man das Arbeitsvolumen älterer Menschen erhöhen, darf man nicht gleichzeitig die derzeit bestehenden Anreize für eine frühe Verrentung durch ein flexibles (Teil-) Renteneintrittsalter für derzeit voll Arbeitende stärken. "Given the efforts in raising the statutory pension age in an aging Europe, this cross-national analysis investigates constrained retirement from a comparative perspective. Based on a conceptualization of retirement transitions as a multi-faceted phenomenon, the study distinguishes objective (external) constraints and the subjective self-assessment of involuntary retirement. Exploiting two survey items from the fifth round of the European Social Survey (ESS Round 5, 2010/2011), we examine which workers were objectively forced to retire due to economic or health reasons as well as which workers subjectively evaluate their retirement as involuntary as they would have wished to work longer. Using multilevel modeling, the study investigates the impact of national context conditions on both the individual risk to be objectively forced to terminate work and the subjective perception of retirement as occurring too early. We analyze institutional factors such as statutory pension ages and pension generosity, but also explore the role of structural factors such as unemployment and health. At the individual level, the empirical analysis reveals that objectively forced exits and subjective involuntariness do not always overlap. Objectively forced exits are more readily explained by socio-economic characteristics like social class and unemployment experience. At the macro level, there are considerable cross-national variations that cannot be explained by compositional factors only. Relevant predictors of international differences in constrained retirement include early retirement options, statutory pension conditions, unemployment rates, labor market regulation and life expectancy."
