"Intensified counseling, job search assistance and related policies have been found to be effective for labor market integration of the unemployed by a large number of studies, but the evidence for older and hard-to-place unemployed is more mixed. In this paper, we present key results for a large-scale active labor market program directed at the older unemployed in Germany. To identify the treatment effects, we exploit regional variation in program participation. We use a combination of different evaluation estimators to check the sensitivity of the results to selection, substitution and local labor market effects. We find positive effects of the program in the range of 5 - 10 percentage points on integration into unsubsidized employment. However, there are also substantial lock-in effects, such that program participants have a higher probability of remaining on public welfare benefit receipt for up to 1 year after commencing the program." "Assessing whether retirement systems meet their varying objectives requires analysing outcomes across different categories of beneficiaries with different working, financial, demographic, and family situations. Policymakers should therefore assess systems on the distribution of outcomes rather than average outcomes.
Much has been written about the gender inequalities inherent in labour markets and how these are reflected and reproduced in pension systems, and there is growing evidence that recent reforms have exacerbated these trends. Recent research has turned to the policy measures available to policymakers to forestall or reverse these trends, but this literature tends to overlook important administrative measures that have the potential to reduce inequalities in access that could improve pension outcomes for women within the current policy framework. This paper examines the main issues surrounding gender inequality in retirement outcomes; explores the implications of recent reform trends in light of the differential outcomes for women, including policy options to mitigate the negative impacts; and concludes with a review of key administrative measures, including streamlining affiliation procedures, improving information, and simplifying payment of contributions and receipt of benefits and better compliance of employers." "This article contributes to the growing research into the structural inequalities characterising the cultural industries by investigating the lived experience of older cultural workers. By drawing on 22 in-depth interviews with experienced advertising creatives it explores how ageism manifests itself in the creative departments of advertising agencies and how older creatives negotiate their professional identities in response to ageist representations, discourses and practices. By focusing on one of the so far mostly neglected inequality regimes prevalent in the cultural industries, this research adds to recent attempts to empirically explicate the formation of entrepreneurial subjectivities of cultural workers and the 'psychic life of neoliberalism'. In all, the accounts provided by older advertising creatives paint a complex but also a consistent picture of entrenched ageist work cultures, which require considerable efforts on the part of older practitioners to successfully navigate. They do this by adopting an attitude we describe as resigned resilience. This notion encapsulates the ambivalence expressed by these older creatives towards their prospects in the industry and adds nuance to overly simple portrayals of the entrepreneurial subjectivities of cultural workers." "Hintergrund: Rentenaltersgrenzen haben eine Orientierungsfunktion für die individuelle Arbeits- und Lebensplanung. Bekannt ist, dass die Ausstiegspläne älterer Arbeitskräfte nur verzögert und nicht vollständig der Altersgrenzenanhebung der gesetzlichen Rentenversicherung folgen. Unklar ist jedoch, wie gut die zeitlichen Ausstiegspläne von älteren Erwerbstätigen ihr tatsächliches Übergangsverhalten vorhersagen und wem es gelingt oder nicht gelingt, die eigenen Pläne in die Tat umzusetzen. Ziel der Arbeit: Daher widmet sich der Beitrag den Übereinstimmungen und Diskrepanzen zwischen dem geplanten und dem tatsächlichen Ausstiegsalter älterer Erwerbstätiger. Mit Blick auf soziale und regionale Unterschiede der Realisierungschancen werden geschlechts-, qualifikationsspezifische und Ost-West-Unterschiede der Wahrscheinlichkeit untersucht, früher oder später als geplant aus dem Berufsleben auszuscheiden. Daten und Methode: Grundlage sind längsschnittliche Daten des Deutschen Alterssurveys (DEAS). Ausgehend vom geplanten Ausstiegsalter der 55- bis 61-jährigen Erwerbstätigen des Jahres 2008 wird anhand ihres Erwerbsstatus im Jahr 2014 und ihres tatsächlichen Ausstiegsalters aus der hauptberuflichen Beschäftigung eine empirische Typologie der zeitlichen Übereinstimmung oder Abweichung von Plan und Wirklichkeit des Ausstiegs oder des Weiterarbeitens gebildet. Mittels logistischer Regression werden Thesen zu sozialen und regionalen Unterschieden in der Umsetzung der Übergangspläne empirisch überprüft. Ergebnisse: Die ursprünglichen Ausstiegs- oder Weiterarbeitspläne werden in hohem Maß in die Tat umgesetzt. Im 6-jährigen Beobachtungszeitfenster verwirklicht die Hälfte der älteren Arbeitskräfte ihre Pläne mit hoher zeitlicher Übereinstimmung. Früher auszuscheiden als geplant, ist etwas häufiger verbreitet als länger zu arbeiten als beabsichtigt. Eine erhöhte Wahrscheinlichkeit für ein ungeplantes vorzeitiges Ausscheiden haben Geringqualifizierte und gesundheitlich Beeinträchtigte. Länger als geplant im Arbeitsprozess bleiben vor allem Frauen. Schlussfolgerung: Das geplante Ausstiegsalter ist ein brauchbarer Frühindikator des späteren Handelns. Die Ausstiegspläne älterer Arbeitskräfte sind keine unrealistischen Wunschvorstellungen. Allerdings liegt die Umsetzung der Pläne nicht allein im Ermessen der Beschäftigten, und es können Entwicklungen auftreten, die eine Abkehr vom ursprünglichen Plan notwendig machen. Gesundheitsverschlechterungen und Arbeitsplatzgefährdungen erhöhen das Risiko eines vorzeitigen Ausscheidens entgegen ursprünglicher Pläne. Umgekehrt kann die Schließung von frühzeitigen Rentenzugangsoptionen - wie der Wegfall der vorgezogenen Altersrente für Frauen - auch zum längeren Verbleib im Beruf führen, als dies ursprünglich geplant war. "Alterssicherungspolitik der letzten Dekade fokussierte im Rahmen von Active Ageing Maßnahmen vor allem die Verlängerung von Erwerbsleben und die Verminderung der Anreize für Frühverrentungsoptionen. Forschung im Bereich der Alterssicherung zeigt, dass spätere Renteneintritte durch verlängerte Erwerbsarbeitszeit sichtbar sind. Der vorliegende Aufsatz reflektiert die strukturellen Bedingungen in der Organisation von Arbeit in der späten Erwerbsphase. Unter Anwendung von Regressionsmodellen mit fixen Effekten werden die SOEP v33 Daten genutzt, um absolute Veränderungen in Arbeitsstunden auf Individualebene zu messen. In Übereinstimmung mit den theoretischen Vorüberlegungen zeigt sich, dass sich Arbeitsstunden in der späten Erwerbsphase auf Individualebene reduziert haben. Die späte Erwerbsphase wird zunehmend über flexible Arbeitszeitmodelle organisiert. Darüber hinaus zeigen sich Unterschiede zwischen den Geschlechtern. Zwar steigt die Erwerbsquote älterer Frauen deutlich, jedoch ist die weibliche Arbeitsmarktbeteiligung in einem höheren Maß an flexible Arbeitsformen gebunden. Aus den Ergebnissen wird auf einen sich verändernden institutionellen Kontext des deutschen konservativen Wohlfahrtsstaats geschlossen, die auf ein höheres Maß an Individualisierung als sozialpolitischen Ausgleichsmechanismus hindeuten." "Large shocks to local labor markets can cause long-lasting changes to employment, unemployment, and the local labor force. This study examines the relationship between mass layoffs and the long-run size of the local labor force. The authors consider four main channels through which the local labor force may adjust: in-migration, out-migration, retirement, and disability insurance enrollment. These channels, primarily out-migration, account for more than half of the labor force reduction over the past two decades. Findings show, however, that during and after the Great Recession, instead of out-migration, non-participation in the labor force grew to account for most of the local labor force exits following a mass layoff." "A decomposition of changes to participation rates of 55-to-74 year-olds between 2002 and 2017 based on an estimated equation attributes more than two thirds of the median increase (of 10.9 percentage points) to rising life expectancy and educational attainment. About 1 percentage point is attributable to changes in statutory retirement ages, although part of the reason these effects are not larger is that in most countries, statutory retirement ages have not kept pace with life expectancy. Although difficult to incorporate in the empirical framework, evidence of falling disability pension rolls and reduced sensitivity of old-age participation to the level of unemployment suggests that the tightening of alternative early retirement pathways through unemployment or disability schemes has been a major factor in the turnaround in the participation rate of older workers. Projections indicate that participation rates for 55-to-74 year-olds should keep rising through 2030, by 3.4 percentage points for the median country. Rising life expectancy and educational attainment are projected to make the largest contributions, more than compensating for the negative contribution of population ageing in most countries." I examine job-to-job transitions using the Panel Study of Income Dynamics, a dataset that allows users to classify transitions as voluntary or involuntary. "Es herrscht weithin Einigkeit, dass beim Kohleausstieg eine besondere Verantwortung gegenüber den Beschäftigten besteht. Betroffen sind nach dem bereits erfolgten Ausstieg aus dem Steinkohlenbergbau vor allem die Beschäftigten im Braunkohlenbergbau und in den Stein- und Braunkohlenkraftwerken. Für die Beschäftigten des Braunkohlenbergbaus schlägt die sogenannte Kohlekommission eine staatlich geförderte Frühverrentung im Rahmen eines Anpassungsgeldes (APG) vor. Dieses soll einen für die Beschäftigten möglichst sozialen Beschäftigungsabbau unterstützen. Wir zeigen anhand von Daten des Sozialversicherungssystems, dass eine solche Regelung vor allem den Braunkohleunternehmen zugutekäme, während für den Staat erhebliche Kosten entstünden." "We investigate the impact on pension take-up and labour supply of a broad Norwegian pension reform. Focussing on the long term impact, we use a structural discrete choice model estimated on data for first groups to become eligible for the new pension, accounting for the opportunity cost of retiring early. A majority of the individuals combine take-up of pension with working. This is particular the case for individuals with lower education. The estimated model explains observed behaviour rather precisely, in particular for those who retire entirely and for all choices made by individuals with higher education. The estimated model is applied in an out of sample prediction for the cohort born in 1950. Again, the model predicts rather accurately the fraction that retires entirely and the choices made by the higher educated. Two policy simulations, an increase in longevity and tax on pension income equal to tax on labour income, implies lower take up of pensions and more people working. The response to the longevity adjustment compensates less than half of the reduction of the annual pension level in the adjustment, which is designed to mimic the increase in the longevity over the next 20 years." Der vorgesehene Beitrag erweitert den Blick auf die Erwerbsmotivation derjenigen Personen, die sich nicht (mehr) in Beschäftigung befinden. "This article provides an empirical analysis of the effect of involuntary job loss on the lifetime income and labor supply of older workers. I develop and estimate a dynamic programming model of retirement with savings, costly job search, and exogenous layoffs. The average cost of job loss is equivalent to one year of predisplacement earnings, 70% due to the wage reduction and 30% to the search frictions. Displaced workers on average retire 14 months earlier. Workers who approached retirement during the Great Recession will work approximately five months longer in response to the contemporaneous financial and labor market shocks." "Research on older workers and retirement has yet to adjust fully to an environment influenced by a combination of demographic change, technological developments and economic recession. A key dimension to the changing relationship between ageing and work is the tension between policies to extend working life and the increasingly fragmented nature of late working life, with the emergence of varied transitions, including: bridge employment, second/third careers, part-time working, early retirement and other variations. These developments indicate both the challenge of conceptualising new forms of work-ending, and - in policy terms - the extent to which these can successfully accommodate longer working lives. The paper provides a critical perspective to the policy of extending working life and the narrative which underpins this approach. The paper argues that retirement has become a 'contested' institution in the 21st century, fragmented across different pathways and transitions affecting people in their fifties and sixties. The paper argues the case for improving work quality and security as a precondition for supporting policies for encouraging working in later life. An essential requirement for this will include linking debates on extending working life with technological developments and changes affecting the workplace, creating differentiated paths to retirement and labour force exit, enhancing the provision of training and continuing education, and re-thinking the idea of the 'older worker'." "This paper documents and analyzes an important and puzzling stylized fact about retirement behavior: the large concentration of job exits at specific ages. In Germany, almost 30% of workers retire precisely in the month when they reach one of three statutory retirement ages, although there is often no incentive or even a disincentive to retire at these thresholds. To study what can explain the concentration of retirements around statutory ages, I use novel administrative data covering the universe of German retirees, and I exploit unique variation in financial retirement incentives as well as statutory ages across individuals in the German pension system. Measuring retirement bunching responses to 644 different discontinuities in pension benefit profiles, I first document that financial incentives alone fail to explain retirement patterns in the data. Second, I show that there is a large direct effect of 'presenting' a threshold as a statutory retirement age. Further evidence on mechanisms suggests the framing of statutory ages as reference points for retirement as a potential explanation. A number of alternative channels including firm responses are also discussed but they do not seem to drive the results. Finally, structural bunching estimation is employed to estimate reference point effects. Counterfactual simulations highlight that shifting statutory ages via pension reforms can be an effective policy to increase actual retirement ages with a positive fiscal impact." "Increasing longevity and the strain on state and occupational pensions have brought into question long-held assumptions about the age of retirement, and raised the prospect of a workplace populated by ageing workers. In the United Kingdom the default retirement age has gone, incremental increases in state pension age are being implemented and ageism has been added to workplace anti-discrimination laws. These changes are yet to bring about the anticipated transformation in workplace demographics, but it is coming, making it timely to ask if the workplace is ready for the ageing worker and how the extension of working life will be managed. We report findings from qualitative case studies of five large organisations located in the United Kingdom. Interviews and focus groups were conducted with employees, line managers, occupational health staff and human resources managers. Our findings reveal a high degree of uncertainty and ambivalence among workers and managers regarding the desirability and feasibility of extending working life; wide variations in how older workers are managed within workplaces; a gap between policies and practices; and evidence that while casualisation might be experienced negatively by younger workers, it may be viewed positively by financially secure older workers seeking flexibility. Using data from the 2012 Labour Force Survey ad hoc module, the article aims to provide estimates about the number of workers aged fifty-five to sixty-nine reducing working time in a move towards retirement (before and after the first old-age pension) and assessing, using a multilevel modelling, whether these arrangements play a role in explaining the decision to work beyond the pension age in thirty European countries. Descriptive results show important variations among countries and between genders. "In many countries, a non-negligible percentage of the working-age population has impairments that also entail reduced work capacity, and disability retirement is increasing. Despite this, studies on the effects of policies aimed at enhancing the labour market inclusion among people with disabilities, such as targeted wage subsidies, are surprisingly few. In an attempt to fill this gap, we have studied how wage subsidies affect future labour market outcomes for jobseekers with disabilities, in terms of employment and disability retirement. By using inverse probability weighting applied to rich Swedish register data, we contrast participants in the wage subsidy program to observably similar non-participants during a 19-year period. We find that participation was associated with both positive and negative labour market outcomes. On the negative side, participants were less likely to have unsubsidised employment. On the positive side, leaving the labour market through the disability insurance program was somewhat less common among participants. Moreover, using a broader employment measure including subsidised jobs, the participants were found to be employed to a larger extent, which could be interpreted either as locking-in effects or as fostering labour market inclusion." "We analyze a German labor market program that subsidizes skill-upgrading occupational training for workers employed in small and medium sized enterprises. This WeGebAU program reimburses training costs but take-up has been low. In an experimental setup, we mailed 10,000 brochures to potentially eligible workers, informing them about the importance of skill-upgrading occupational training in general and about WeGebAU in particular. Using combined survey and register data, we analyze the impact of receiving the brochure on workers' awareness of the program, on take-up of WeGebAU and other training, and on job characteristics. The survey data reveal that the brochure more than doubled workers' awareness of the program. We do not find effects on WeGebAU program take-up or short-run labor market outcomes in the register data. This paper considers whether household debt affects the timing of retirement and Social Security benefit claiming. Using data from the Health and Retirement Study, we find that older adults with debt are more likely to work and less likely to receive Social Security benefits than those who are debt-free. Indebted adults are also more likely to delay fully retiring from the labor force and claiming their benefits. "In aging societies, information on how to reform pension systems is essential to policy makers. This study scrutinizes effects of early retirement disincentives on retirement behavior, individual welfare, pensions and public budget. We employ administrative pension data and a detailed model of the German tax and social security system to estimate a structural dynamic retirement model. We find that retirement behavior is strongly influenced by the level of disincentives. Further, disincentives come at the cost of increasing inequality and individual welfare losses. Still, net public returns are about three times as high as monetarized individual welfare losses. Our estimates also suggest that similar levels of net public returns, if achieved by indiscriminating pension cuts, are associated with individual welfare losses that are more than twice as high." "Mit flexiblen Übergängen vom Erwerbsleben in die Rente soll das Arbeitsvolumen älterer Arbeitnehmer gesteigert werden. Ein flexibler Renteneintritt gilt als politisch bequeme Alternative zur unangenehmen Anhebung des gesetzlichen Rentenalters. Während die Einführung flexibler Renteneintritte intuitiv sinnvoll erscheint, zeigt die Theorie, dass die Maßnahmen einerseits entweder keinen oder einen positiven Effekt auf die Erwerbsbeteiligung haben können, wohingegen der Effekt auf die Arbeitsstunden positiv oder negativ sein kann. Letzterer ist abhängig von der Verteilung der Freizeitpräferenzen. Der Gesamteffekt auf das Arbeitsvolumen - das Produkt aus Erwerbsbeteiligung und Arbeitsstunden - ist ex ante daher unklar. Die empirischen Ergebnisse aus neun OECD Ländern zeigen, dass der Effekt auf die Erwerbsbeteiligung ex post leicht positiv ist, während der Effekt auf die Arbeitsstunden negativ ist. Insgesamt gibt es keine Evidenz für den gewünschten positiven Gesamteffekt. Es besteht eher die Gefahr eines Rückgangs des gesamten Erwerbsvolumens. "The changing retirement landscape calls on employers to develop practices that respond to individuals' retirement needs. Line managers are a key stakeholder in managing retirement and this study focuses on how they respond to employee retirement scenarios. This empirical work examines manager openness to involvement in retirement, focusing on three sets of explanatory variables: manager psycho-social characteristics (experience of managing older workers, intention to work past 65), their decision-making environment (influence, discretion and decision-making support) and older employee situational factors (performance, ease of replacement, retirement affect and attitude to work). Data were collected from 129 managers in the United Kingdom's university sector using survey items and a factorial vignette design. The multi-level analysis found support for each category of variables in predicting manager openness to involvement in employee retirement. Managers with more experience of managing older workers were more likely to be open to involvement although managers' own retirement intentions were not significant as a predictor. Decision-making environment variables were significant predictors of manager openness to involvement. The only older employee situational factor that was associated with manager openness to involvement was employee performance. Practically, organisations need to recognise the potential influence that managers have on employee retirement decisions and this study's findings show that managers may need training to help them understand their own role in supporting older employee retirement." "Social Security faces a major financing shortfall. One policy option for addressing this shortfall would be to raise the earliest age at which individuals can claim their retirement benefits. A welfare analysis of such a policy change depends critically on how it affects living standards. This paper estimates the impact of the Social Security early entitlement age on later-life elderly living standards by tracing birth cohorts of men who had access to different potential claiming ages. The focus is on the Social Security Amendments of 1961, which introduced age 62 as the early entitlement age (EEA) for retired-worker benefits for men. Based on data from the Social Security Administration and March 1968-2001 Current Population Surveys, reductions in the EEA in the long-run lowered the average claiming age by 1.4 years, which lowered Social Security income for male-headed families in retirement by 1.5% at the mean, 3% at the median, and 4% at the 25th percentile of the Social Security income distribution. The increase in early claiming was associated with a decrease in total income, but only at the bottom of the income distribution. There was a large associated rise in elderly poverty and income inequality; the introduction of early claiming raised the elderly poverty rate by about one percentage point. Finally, for the 1885-1916 cohorts, the implied elasticity of poverty with respect to Social Security income for male-headed families is 1.6-. Overall, we find that the introduction of early claiming was associated with a reduction in income and an increase in the poverty rate in old age for male-headed households." "In den letzten 25 Jahren hat es in Deutschland und Europa Bemühungen auf institutioneller und betrieblicher Ebene gegeben, ältere Arbeitnehmer länger im Berufsleben zu halten und so deren Beschäftigungsquote zu erhöhen. Der vorliegende Beitrag untersucht die Auswirkungen dieser Reformen auf das gewünschte Renteneintrittsalter, das Alter, zu dem Ältere in Rente gehen wollen, und auf das erwartete Renteneintrittsalter, das Alter, zu dem sie realistisch glauben, dies zu tun. Die Ergebnisse, basierend auf mehreren Datensätzen (European Social Survey, Eurobarometer, Sozio-oekonomisches Panel, Deutsche Altersstudie), zeigen, dass sowohl das gewünschte als auch das erwartete zukünftige Renteneintrittsalter von älteren Arbeitnehmern in den letzten zehn Jahren gestiegen sind. Allerdings zeigen sich deutliche Unterschiede zwischen sozialen Gruppen. Während Hochqualifizierte eher glauben, ihr gewünschtes und erwartetes Renteneintrittsalter synchronisieren zu können, erwarten solche mit niedriger Bildung und geringem Einkommen, dass sie aus finanziellen Gründen länger arbeiten müssen, als sie wollen. "Bei einer alternden Bevölkerung und hohem Fachkräftebedarf ist es besonders wichtig, die Beschäftigungschancen älterer Menschen zu verbessern. Deutschlandweit waren im Jahresdurchschnitt 2016 gut 550.000 Personen im Alter von über 54 Jahren arbeitslos gemeldet. Bei einer Befragung von Vermittlungsfachkräften in den Agenturen für Arbeit zum Vermittlungsprozess arbeitsloser Personen ab 55 Jahren geben die Befragten fast ausnahmslos an, ältere Arbeitsuchende würden oft spezifische Probleme aufweisen, die den Weg in eine neue Beschäftigung erschweren. Als größte Hürden gelten gesundheitliche Einschränkungen, aber auch Vorbehalte der Unternehmen gegenüber Älteren. Die Experten aus der Praxis wurden auch gefragt, ob es aus ihrer Sicht einen Bedarf an speziellen Angeboten für Ältere gibt. In diesem Kontext stützt sich der Kurzbericht auch auf Befunde einer Studie zur früheren 'Entgeltsicherung für ältere Arbeitnehmer'." (Autorenreferat, IAB-Doku)

"Physical and cognitive abilities of older workers decline with age, which can cause a mismatch between abilities and job demands, potentially leading to early retirement. We link longitudinal Health and Retirement Study data to O*NET occupational characteristics to estimate to what extent changes in workers' physical and cognitive resources change their work-limiting health problems, mental health, subjective probabilities of retirement, and labor market status. While we find that physical and cognitive decline strongly predict all outcomes, only the interaction between large-muscle resources and job demands is statistically significant, implying a strong mismatch at older ages in jobs requiring large-muscle strength. "In nahezu allen 28 Mitgliedsstaaten der Europäischen Union ist die Erwerbsbeteiligung Älterer von 2005 bis 2016 gestiegen. Trotz dieses praktisch universellen Trends, gibt es erhebliche Unterschiede innerhalb der EU. Die europäischen Beschäftigungsziele von 2010 wurden auch im Jahr 2016 teilweise nicht erreicht.
Große Unterschiede in der Alterserwerbsbeteiligung zeigen sich vor allem zwischen Männern und Frauen. In der Regel sind die Erwerbstätigenquoten der Männer höher als die der Frauen. Die stärkeren Zuwächse sind allerdings auf Seiten der Frauen zu beobachten.
Der Abstand der Erwerbstätigenquoten zwischen jüngeren und älteren Erwerbstätigen - die Alterslücke - wird kleiner. Auch dies ist in nahezu allen Ländern vorzufinden. Die Alterslücken von Männern und Frauen unterscheiden sich in den meisten Ländern der EU nicht wesentlich voneinander. Vor allem die stärkere Erwerbsintegration älterer Frauen lässt die Alterslücke kleiner werden.
Geringqualifizierte (Ältere) sind in den meisten europäischen Ländern benachteiligt, wenngleich in unterschiedlichem Ausmaß. Es zeigt sich eine starke Streuung innerhalb der EU bei dieser Personengruppe. Mit steigender Qualifikation sinkt hingegen die Alterslücke. Höhere Bildungsabschlüsse erhöhen die Erwerbschancen auch für Ältere.
Die Alterslücke ist nahezu überall in Europa gesunken, auch in Ländern mit langanhaltender rückläufiger wirtschaftlicher Entwicklung. Im Vergleich zu früheren Rezessionen ist die relativ stabile Alterserwerbsbeteiligung in Europa ein Novum, denn in der Vergangenheit wurden bei hoher Arbeitslosigkeit Ältere vielfach vom Arbeitsmarkt verdrängt." "In this article, we discuss the role of trade unions in the evolution of occupational pensions in four countries: Austria, Belgium, Germany, and the Netherlands. In all four cases, important reforms have been made to the pension systems, including the consolidation of exten- sive occupational pensions in the Netherlands, substantial expan- sion of occupational pensions in Germany, and a continued marginal position of occupational pensions in Austria and Belgium. We show that the distinct developments in occupational pensions in the four cases since the 1990s can, to an important extent, be understood by the differences in the power resources and prefer- ences of trade unions. The influence of unions on the development of occupational pension systems depends, on the one hand, on the extent to which they see them as an opportunity or a threat, and, on the other hand, on the extent to which they have the power resources to consolidate, oppose or shape these systems." Ein Vergleich der Länder Deutschland, Frankreich, Niederlande, Norwegen und Österreich zeigt, dass der Anstieg der Erwerbsquoten für ältere Arbeitnehmer (55 - 64) stark durch Rentenreformen und die Abschaffung von Vorruhestandsregelungen beeinflusst wird. Die Wiedereingliederung nach einem Verlust des Arbeitsplatzes und das Risiko der Langzeitarbeitslosigkeit bleibt dennoch ein spezifisches Problem älterer Arbeitnehmer. "Die sozialpolitische Diskussion zur Anpassung der Alterssicherung in Deutschland betrifft auch die Entwicklung des Beitragssatzes zur gesetzlichen Rentenversicherung und die Entwicklung des Rentenniveaus. Die Ziele zum Beitragssatz (maximal 20 Prozent bis 2020 und 22 Prozent bis 2030) und zum Rentenniveau (nicht unter 46 Prozent bis 2020 und 43 Prozent bis 2030) können erreicht werden. Festlegungen für die Zeit nach 2030 fehlen bisher. In einem Gesamtkonzept zur Alterssicherung des Bundesministeriums für Arbeit und Soziales vom November 2016 wurden hierzu Haltelinien für die Zeit bis 2045 vorgeschlagen.
Zur Sicherung des Lebensstandards auch im Alter ist zum Ausgleich des sinkenden Rentenniveaus in der gesetzlichen Rentenversicherung eine möglichst flächendeckende Verbreitung der betrieblichen und privaten Vorsorge erforderlich. Noch sind aber Defizite beim Verbreitungsgrad und bei der Absicherung des Invaliditätsrisikos feststellbar. Weitere Sicherungsdefizite gibt es bei den Beziehern einer Erwerbsminderungsrente und den Selbständigen. Auch insoweit sind Anpassungen des Rentensystems erforderlich." (Verlagsangaben, IAB-Doku) -

"This paper provides new interpretations of the effects of rising economic turbulence - an increase in the rate of skill depreciation upon job loss - and its interaction with labor market institutions. We have three main results, based on a life-cycle model with labor market frictions and labor force participation decisions. First, rising economic turbulence during the 1970s and 1980s accounts for the decline in employment among older workers in the United States. Second, the interaction between turbulence and institutions explains most of the reduction in labor force participation among older workers in Europe over this period, but ultimately explains little of the rise in unemployment. Third, only a small share of the increase in unemployment can be attributed to the early retirement policies that were implemented in Europe from the 1970s up until the early 1990s. Our analysis indicates that incorporating an operative labor supply choice can pose serious challenges to theories aiming to explain the European unemployment problem." "A life-cycle model that incorporates both Disability Insurance (DI) and Old-Age Insurance (OAI) is developed to study Social Security reforms, and is compared to an alternative model without DI. The model with DI predicts that increasing the normal retirement age (NRA) causes a decrease in employment and an increase in DI receipt, and that the decrease of payroll tax revenue and the increase of DI expenses combined offset about 40% of the decrease of OAI expenses. These paradoxical effects of increasing the NRA are absent from the model without DI. I employ both models to search for reforms that will balance the government budget in an economy with an aging population, which has the demographics for the year 2100, and find that the required change in tax and benefit rules differ substantially across the two models." "Ausgangslage: Deutschland ist aufgrund der demografischen Entwicklung mit einem sich verschärfenden Fachkräftemangel konfrontiert. Gleichzeitig besteht die Herausforderung, die Alterssicherungssysteme bei einem angemessen hohen Leistungsniveau für alle zu stabilisieren.
Hauptergebnisse der Studie: Bei der Erwerbstätigkeit Älterer zeigt sich ein steigender Trend. Besonders die Altersgruppe der 60- 64-Jährigen weist einen hohen Beschäftigungsanstieg im Zeitraum 2000-2017 (2016 für Bayern) auf. Mit der Einführung der Rente mit 63 wird diese positive Entwicklung unterbrochen. Im Jahr 2016 nehmen in Deutschland (Bayern) 222.700 (33.338) Personen die abschlagsfreie Rente mit 63 in Anspruch. Seit 2014 gehen somit erheblich mehr ältere Erwerbstätige vor der Regelaltersgrenze in Rente als in den vorangegangenen Jahren. Der Trend der insgesamt steigenden Erwerbsraten älterer Arbeitnehmer geht vermutlich auf die Reformen der Agenda 2010 zurück, insbesondere auf die Verkürzung der maximalen Bezugsdauer für Arbeitslosengeld, die Abschaffung weiterer Kanäle der Frühverrentung und die Anhebung des gesetzlichen Renteneintrittsalters. Die gegenwärtige Rechtslage gibt aufgrund zu geringer Abschläge einen Anreiz zur Frühverrentung zum Schaden der Beitragszahler." (Textauszug, IAB-Doku) -

"A feature of employment at older ages that has been observed in many countries, including Ireland, is the higher share of self-employment among older labour force participants. This pattern of higher self-employment rates at the end of the labour market career may reflect lower rates of retirement among the self-employed compared to employees, as well as transitions into self-employment at older ages. In this paper, we use data from four waves of the Irish Longitudinal Study on Ageing (TILDA), spanning the period 2010-2016, to examine both the characteristics of the older self-employed in Ireland and the determinants of transitions in employment states at older age. We find that the higher proportion of self-employed people at older ages in Ireland results from lower retirement rates among the self-employed and not from transitions from employment to self-employment. This is in contrast to other countries such as the US where transitions into self-employment are more prevalent. We find that the self-employed are older, more likely to be male, and significantly less likely to have any form of supplementary pension cover than the employed. These lower retirement rates and lower degrees of pension cover suggest that standard approaches to pension provision may be less effective in proving attractive to the self-employed in Ireland." "Extending working lives is often proposed as one route through which the costs associated with population ageing can be managed. In that context, understanding who currently works for longer can help policymakers to design policies to facilitate longer working. In particular, it is important to know if longer working is a choice or a necessity, where necessity arises from a lack of pension income. In this paper, we use data from the first four waves of the Irish Longitudinal Study of Ageing (TILDA), covering the period 2010-2016, to examine patterns of labour force participation among men and women aged 65+. We find that a lack of pension income is an important determinant of later-life working and that this applies for both men and women. Although older women are significantly less likely to work than older men, we find few differences in the pattern of determinants of longer working among older men and women. However, while women are significantly less likely to work than men, this effect is stronger among married women compared to single women. This suggests that older women without immediate access to family-provided financial support may need to work to support themselves. This adds to the picture of later life work being a necessity as opposed to a choice. However, an alternative explanation is that older married women may also have caring responsibilities that reduce their labour force participation." (Author's abstract, IAB-Doku) ((en))

"The article provides an assessment to what extent reforms of occupational pensions (OP) have fostered a 'risk shift' or increased social protection dualism across countries. The essay focuses on workers, whilst previous research primarily analyzed provision for current pensioners. The empirical analysis confirms that in countries such as the Netherlands and Sweden, increased private pension or (OP) provision does not necessarily lead towards social protection dualism and comprehensive risk shifts. Britain continues to be characterized by strong social protection dualism and entrenched social divides, creating 'social policy enclaves'. Divisions of welfare are also very likely to be a feature of the German pension system in the future. The latter two countries have witnessed clear risk shifts and processes of dualization. The pension systems in Austria, Italy, and Spain have not witnessed paradigmatic changes, and continue to be primarily based on public/statutory pension schemes. The idea that multi-pillarization in itself fosters major risk shifts and dualization has to be reconsidered. Under specific conditions, encompassing OPs can be functionally equivalent to public pension schemes. "We investigate whether a cut in unemployment benefit payout periods affected older workers' labor market transitions. We apply rich administrative data and exploit a difference-in-differences approach. We compare the reference group of 40-44 year olds with constant benefit payout periods to older treatment groups with reduced payout durations. For the latter job exit rates declined, job finding rates increased, the propensity to remain employed increased, and the propensity to remain unemployed declined after the reform.
