    Abstract

    "There has been much expectation for teleworking, which has many potential uses as 'the flexible labor form without restriction of time and place.' However, the relationships between the three labor forms of teleworking (telecommuting, mobile-working, at-home working) and workplaces are changing rapidly in Tate years. The main inducement for firms to adopt telecommuting was the attainment of work-life balance. But, after the Tohoku Earthquake, it has been replaced with the Business Continuity Plan (BCP) and saving electricity. It has been assumed that the mobile-workers work outside their offices, but in many cases, they work in their own homes after working hours to cope with their increased workload, because the mobile-work has led to abolition of offices and clerical workers who dealt with the paperwork. The at-home workers who take on specialist jobs were paid a relatively good reward in the past. But the fees for at-home works mediated through the agents based on a bid system have been declining drastically. Recent teleworking is apparently becoming a way to achieve higher labor efficiency by allowing labor space to encroach on personal space.     "This article examines young construction industry professionals' experiences of working long hours from the perspective of the meanings that they ascribe to work time and how these influence the hours that they work. It considers how such notions of 'qualitative' time spent on work may shape attitudes and behaviour relating to 'quantitative' work hours. The findings show that, for the interviewees, work time has meanings chiefly associated with enjoyment, being professional and being part of a work family. The article contributes to the long work hours literature by broadening our understanding of how young professionals experience long work hours, why they may not always view them negatively and how the meanings that they attach to them can lead to particular patterns of work hours.     "In der Literatur werden in der Beobachtung von Schichtarbeit und ihren Auswirkungen soziale Desynchronisationserfahrungen der betroffenen Beschäftigten geschildert. Daran anknüpfend wird Solidarität in einer Schichtmannschaft als Ressource zur Bewältigung der an den/die Beschäftigte/n gestellten Aufgaben durch die atypische Arbeitszeitorganisation diskutiert. Dazu wird zunächst das Phänomen der Schichtarbeit skizziert und davon ausgehend das zugrunde liegende Projekt mit seinen Forschungsfragen nach den sozialen und biographischen Auswirkungen der Schichtarbeit vorgestellt. Die Diskussion des Konzeptes der Solidarität zur Bewältigung der Aufgabe Schichtarbeit wird anhand der Vorstellung eines Falles und dessen Rekonstruktion vorgenommen.     "Arbeitszeiten an Abenden oder Wochenenden gelten als biologisch und sozial ungünstig. Bislang bestehen jedoch nur unzureichende Erkenntnisse darüber, welche Effekte diese Arbeitszeiten einzeln und in Kombination auf die WorkLife-Balance, Gesundheit und Sicherheit der Beschäftigten haben. Logistische Regressionsanalysen der 4. Europäischen Erhebung über die Arbeitsbedingungen (2005, n=23.934 abhängig Beschäftigte) ergaben, dass regelmäßige Arbeit an Abenden, Samstagen und Sonntagen mit einem erhöhten Risiko für arbeitsbedingte Unfälle sowie Beeinträchtigungen der Gesundheit und der Work-Life-Balance zusammenhängt. Dies konnte auch unter Kontrolle verschiedener Kovariaten (demographische und Arbeitsmerkmale) gezeigt werden. Arbeit zu sozial und biologisch ungünstigen Zeiten stellt damit unabhängig von Schichtarbeit einen deutlichen Risikofaktor für die Einhaltung von Arbeitsschutzzielen dar." (Autorenreferat, IAB-Doku)

    "Flexible work schedules and on-call work are becoming more and more common in working life. However, little is known about the effects of on-call work on health. Using a daily survey method, 31 employees from an Information Technology Service Organisation filled out a questionnaire four times a week while they were on call and another four times a week while they were not on call. An evaluation of cortisol levels was included. Multilevel analyses were used to evaluate the data. Results showed increases in irritation and negative mood and decreases in social activities, household activities, and low-effort activities. No effects were found concerning the secretion of cortisol. There were no significant differences between those employees who were actually called in to work during the on-call period and those who were not. Flexible work schedules like on-call work have effects on well-being. The mere possibility of being disturbed by calls shows negative consequences, regardless of whether the employees are actually called in or not." (Author's abstract, IAB-Doku) ((en))

    "Im Beitrag wird die Entstehung erwerbsarbeitsbedingter Konflikte im Privatleben, sogenannte Work-to-Family-Conflicts (WFC), mit Hilfe von Daten des DFG-geförderten Projekts 'Beschäftigungsverhältnisse als sozialer Tausch' (beata) untersucht. Beschäftigungsverhältnisse werden als Tauschbeziehung aufgefasst, was im Vergleich zur bestehenden Forschung eine differenziertere Perspektive auf die Erklärung von WFC ermöglicht. Die Ergebnisse zeigen, dass WFC das Ergebnis des Zusammenspiels spezifischer Erwerbsarbeitsressourcen und -belastungen sowie zusätzlich von wahrgenommenen Merkmalen der Qualität der Tauschbeziehung ist. Hierbei spielen über die konkreten Beschäftigungsmerkmale hinaus auch generalisierte Einschätzungen des Arbeitgebers eine Rolle. Den stärksten Einfluss insgesamt haben überlange Arbeitszeiten, die Lage der Arbeitszeit und die Flexibilität der Arbeitseinteilung, aber auch die Arbeitskultur des direkten Vorgesetzten und der Kollegen sowie die wahrgenommenen Anforderungen des Arbeitgebers. Soziodemografische Merkmale spielen, wohl aufgrund von Selbstselektionseffekten, kaum eine Rolle. Damit ergeben sich neue Hinweise auf die mögliche Vermeidung von WFC." (Autorenreferat, IAB-Doku)

    "After describing qualitatively the increasingly flexible organization of work hours in Germany, I turn to the German Socio-Economic Panel to quantify practices and trends, and assess their effects on workers and employers. Measuring flexibility as the extent to which overtime is compensated with time off, and hence receives no overtime premium, I show that hourly-paid workers have undergone a regime shift towards more flexibility since 1984, while salaried workers have maintained an already high level of flexibility. I find weak evidence that flexibility causes workers to be slightly less satisfied with their work and more satisfied with their leisure. Over the boom and bust cycle of 2004-2009, I find that for hourly-paid workers in manufacturing, paid and unpaid overtime hours were equally cyclical, but that the cycle for unpaid overtime led the cycle for paid overtime. The results suggest that while the new practices do free employers to make more cyclical adjustments in hours, they have not eliminated the need for adjustments in paid overtime. I identify as constraints ceilings on cumulated overtime hours to be compensated with time off and the window within which the compensation in time off must occur."     "This study examined whether single parents experience greater reductions in work-to-family conflict from using resources than partnered parents do. The question of whether single mothers, single fathers, partnered mothers, or partnered fathers experienced differing levels of work-to-family conflict was also addressed. Data were from the 2002 National Study of the Changing Workforce, and only those respondents with at least one child under the age of 18 living in the household were included in the analysis (N=1325). Findings indicated that single-parent status was not directly related to work-to-family conflict. Rather single-parent status interacted with other variables, including gender, control over work hours, and the number of other adults in the home, in predicting work-to-family conflict."     "In economic theory, it is typically assumed that there is a 'disutility of labour'. However, empirical research on subjective well-being has consistently shown that unemployed people are less happy than employed people, even after taking income differences into account. In this paper, we attempt to reconcile both findings. We show that happiness and work hours exhibit an inverse U-shaped relation - working longer raises the level of happiness, as long as the total working time is not too long.     "We used the 2008 National Study of the Changing Workforce to investigate the effects of shift work on individuals. We investigated if shift workers would have poorer work to family fit than workers with regular day schedules or flexible schedules. We also investigated if control of work schedule would moderate the possible negative effects of shift work. Results indicate that shift work is associated with increased work to family conflict, especially for women. In addition, the results indicate that women have greater work to family conflict compared to men when workers have more work schedule control. Implications of the findings are discussed."     "Background: The association between overtime work and depression is still unclear. This study examined the association between overtime work and the onset of a major depressive episode (MDE).
    Methodology/Principal Findings: Prospective cohort study with a baseline examination of working hours, psychological morbidity (an indicator of baseline depression) and depression risk factors in 1991-1993 and a follow-up of major depressive episode in 1997-1999 (mean follow-up 5.8 years) among British civil servants (the Whitehall II study; 1626 men, 497 women, mean age 47 years at baseline). Onset of 12-month MDE was assessed by the Composite International Diagnostic Interview (CIDI) at follow-up. In prospective analysis of participants with no psychological morbidity at baseline, the odds ratio for a subsequent major depressive episode was 2.43 (95% confidence interval 1.11 to 5.30) times higher for those working 11+ hours a day compared to employees working 7-8 hours a day, when adjusted for socio-demographic factors at baseline. Further adjustment for chronic physical disease, smoking, alcohol use, job strain and work-related social support had little effect on this association (odds ratio 2.52; 95% confidence interval 1.12 to 5.65).
    Conclusions/Significance: Data from middle-aged civil servants suggest that working long hours of overtime may predispose to major depressive episodes." (Author's abstract, IAB-Doku) ((en))

    "The issue of whether employees who work more hours than they want to suffer adverse health consequences is important not only at the individual level but also for governmental formation of work time policy. Our study investigates this question by analyzing the impact of the discrepancy between actual and desired work hours on self-perceived health outcomes in Germany and the United Kingdom. Based on nationally representative longitudinal data, our results show that work-hour mismatches (i.e., differences between actual and desired hours) have negative effects on workers' health.     "Good jobs can generate capabilities that allow employees to avoid tensions between work and family/home. Following the conceptual framework of Amartya Sen, we examine how job-related demands and resources are related to the level of interference, as well as satisfaction with managing work and home in Spanish and German employees, using three different large-scale European surveys: European Quality of Life Survey and two waves of the European Social Survey. We find that long working hours systematically increase tensions between work and home, as do time pressure, job-related stress, and working hard. Job control or autonomy at work, which is hypothesized to expand individuals' capabilities and agency, tends to increase work - home interference rather than alleviate it. Family responsibilities and household demands do not seem relevant to the tensions employees experience at the work - home interface. This also holds true for women, which is a surprising result in view of the 'double burden' hypothesis. Employed mothers in Germany and Spain are a select group of women, as combining employment with raising children in conservative - corporatist and conservative - familialist states may be particularly problematic. Thus while the institutional contexts of Germany and Spain curtail women's ability to reconcile employment and parenthood, the mothers (and fathers) who are employed do not experience significantly higher levels of work - family/home tensions than nonparents."     "Die Arbeitszeitpolitik der vergangenen Jahre zielte vielfach auf eine Flexibilisierung der Arbeitszeiten. Ein Grund für diese Flexibilisierungspolitik ist in der Flexibilisierung der Produktmärkte zu sehen. Durch eine Ausweitung der Ladenöffnungszeiten und dem Übergang zum Ausgleich von Nachfrageschwankungen nicht über die Lagerhaltung, sondern über die Produktionsmenge (Bosch 2003) haben flexible Arbeitszeitformen in Deutschland an Bedeutung gewonnen. Vor diesem Hintergrund wird im Folgenden beschrieben, wie sich die Verbreitung von Wochenend-, Abend- und Nachtarbeit seit 1995 in Deutschland entwickelt hat. Zudem wird auf die Nutzung unterschiedlicher Regelungen zum Ausgleich von Überstunden eingegangen.     Abstract

    "Die Adaptionstheorie - basierend auf dem hedonic treadmill model - wurde in mehreren Studien hauptsächlich von Psychologen und Ökonomen empirisch überprüft. Der Schwerpunkt wurde dabei auf die Auswirkungen einzelner Lebensereignisse auf globale subjektive Wohlfahrtsindikatoren (Lebenszufriedenheit/Happiness) gelegt. Auf die Zufriedenheit mit einzelnen Lebensbereichen wurde die Adaptionstheorie bislang kaum angewendet. Ziel dieses Beitrags ist es deshalb zu untersuchen, inwiefern die Arbeitszufriedenheit von Adaptionseffekten beeinflusst wird und welche Umstände einer individuellen Adaption an veränderte Arbeitsbedingungen förderlich bzw. hinderlich ist? Dazu analysieren wir auf Basis von bis zu 18 Wellen des British Household Panel Surveys (BHPS), wie abhängig Beschäftigte in ihrer subjektiven Bewertung der Arbeitssituation auf die Einführung von Gleitzeitregelungen, die Arbeit in Wechselschichtsystemen und befristete Beschäftigungsverhältnisse reagieren. Unsere auf fixed-effects Regressionsmodellen basierenden Analysen zeigen, dass das Adaptionspotential je nach Arbeitsplatzmerkmal deutlich variiert. Während positive Effekte von Gleitzeitregelungen auf die Arbeitszufriedenheit voll adaptiert werden, findet sich für die befristete Beschäftigung nur eine teilweise Adaption. Für die Arbeit in Wechselschichtsystemen zeigt sich ein dauerhaft negativer Effekt auf die Arbeitszufriedenheit, also kein Adaptionseffekt." (Textauszug, IAB-Doku)
