    Abstract

    In vielen ökonometrischen Anwendungen ist es von Beginn an unklar, ob eine parametrische Funktion im Rahmen einer kontinuierlichen Regression als linear, als höherere Polynomial-Funktion oder als stückweise lineare Funktion spezifiziert werden soll. Nicht-parametrische Schätzer können relevante Informationen liefern, da sie ein geeignetes Instrument zur Datenauswertung darstellen. Zu diesem Zwecke wird eine Ausweitung des konventionellen univariaten Kaplan-Meier-Schätzers zur Ermittlung der Risikoquote auf multivariate und rechtszensierte Daten über die Dauer und die Trunkierung marginaler Verteilungen im Rahmen eines Random-Regressions-Modells vorgeschlagen. Es handelt sich dabei um eine Kombination eines Nearest-Neighbor-Schätzers mit dem Nelson-Aalen-Schätzers. Gleichzeitig handelt es ich um einen Akritas-Schätzer (1994), der den nicht-parametrischen Hazardrate-Schätzer nach Beran (1981) auf typischere Datensituationen in der angewandten Analyse anpasst. Mittels Simulationen wird gezeigt, dass der Schätzer über endliche Stichprobeneigenschaften verfügt und die Implementierung sehr rasch zu erfolgen scheint. Eine kleine Anwendung auf deutsche Daten zur Arbeitslosigkeitsdauer zeigt den Bedarf an flexiblen Spezifikationen bedingter Quantilfunktionen. Die Ergebnisse der Studie zeigen, dass die Höhe von Sozialleistungen einen sehr starken Einfluss auf die Dauer der Arbeitslosigkeit von Langzeitarbeitslosen im Niedriglohnbereich ausübt, und dass Schwangerschaft und Geburt bei Frauen mit längeren Perioden von Arbeitslosigkeit korrelieren.     Babies and bosses: reconciling work and family life. Volume 4: Canada, Finland, Sweden and the United Kingdom (2005)

    Abstract

    "Finding a suitable work/family life balance is a challenge that all parents face. Many parents and children in Canada, Finland, Sweden and the United Kingdom are happy with their existing work and care outcomes. However, many others feel seriously constrained in one way or another, and their personal well-being suffers as a consequence. Some people would like to have children, but do not see how they could square that major commitment with their current employment situation. Other parents are happy with the number of children in the family, but would like to work more, either to find a greater sense of self-fulfilment, or to increase family income, or both. Yet others are happy with their family situation, but may wish to work different or reduced hours to spend more time with their children. They often do not do so because they cannot afford a pay cut or because they do not want to put their career prospects at risk. If parents cannot achieve their desired work/family life balance, not only is their welfare lower but economic development is also curtailed through reduced labour supply by parents. A reduction of birth rates has obvious implications for future labour supply as well as the financial sustainability of social protection systems. As parenting is also crucial to child development, and thus the shape of future societies, policy makers have many reasons to help parents find a better work/family balance. This study covers Canada (in particular the province of Quebec), Finland, Sweden and the United Kingdom. It considers how a wide range of policies, including tax/benefit policies, childcare policy, and employment and workplace practices help determine parental labour market outcomes and may impinge on family formation.     "We use data from the National Longitudinal Survey of Youth to examine the relationships between maternity leave coverage and U.S. womens post-birth leave taking and employment decisions from 1988 to 1996. We find that women who were employed before birth are working much more quickly post-birth than women who were not. We also find that, among mothers who were employed pre-birth, those in jobs that provided leave coverage are more likely to take a leave of up to 12 weeks, but return more quickly after 12 weeks. Our results suggest that maternity leave coverage is related to leave taking, as well as the length of time that a new mother stays home after a birth." (Author's abstract, IAB-Doku) ((en))

    "Der Beitrag untersucht die Beschäftigungsmuster von Müttern mit einem ersten Kind, ein Jahr vor der Geburt dieses Kindes bis zu seinem fünften Lebensjahr, in Schweden, Deutschland, dem Vereinigten Königreich, den Niederlanden und Japan. Die Angaben über den Arbeitskräftestatus von Müttern stammen aus den Haushaltspanel-Daten der einzelnen Länder. Diese Daten zeigen deutliche Unterschiede bei den Beschäftigungsmustern von 'neuen' Müttern. Die Autoren erörtern die Entwicklungen in der Familienpolitik, die die Unterschiede zwischen den Beschäftigungsmustern bei Frauen in den fünf Ländern erklären könnten. Dabei vergleichen sie insbesondere die Familienpolitik in Schweden mit den entsprechenden Maßnahmen in anderen Ländern, da Schweden seit den 70er Jahren besonders weit reichende Maßnahmen zur Förderung der Doppelverdiener-Familie eingeführt hat. Außerdem wird anhand einiger Beispiele aus den Niederlanden und Schweden erörtert, welchen Beitrag die Gewerkschaften in ihrem jeweiligen Land leisten können, um den Übergang zu einer Gesellschaft zu schaffen, in der sich Frauen und Männer die Versorgung und die Kinderbetreuung wirklich teilen."     Seit der deutschen Wiedervereinigung und der Währungsunion sind die Perioden der Arbeitslosigkeit in Ostdeutschland kürzer als in Westdeutschland. Eine Analyse des Sozioökonomischen Panels für den Zeitraum von 1990 bis 2000 offenbart eine Konvergenz der Determinanten der Arbeitslosigkeitsdauer wegen der zunehmenden Altersunterschiede ostdeutscher Männer und dem zunehmenden Einfluss von Kindern für ostdeutsche Frauen. Der letztere hat zu einem Rückgang der Frauenerwerbstätigkeit beigetragen. Die Qualifikation spielt bei der Dauer der Arbeitslosigkeit eine geringere Rolle als bei der Dauer der Beschäftigung. Die geschlechtsspezifischen Unterschiede in Ostdeutschland in Hinblick auf die Arbeitslosigkeitsdauer können nicht auf Qualifikationsunterschiede zurückgeführt werden. (IAB)

    "The child care system in the United States is widely criticized, yet the underlying structural problems are difficult to pin down. In The Child Care Problem, David M. Blau sets aside the often emotional terms of the debate and applies a rigorous economic analysis to the state of the child care system in this country, arriving at a surprising diagnosis of the root of the problem. Blau approaches child care as a service that is bought and sold in markets, addressing such questions as: What kinds of child care are available? Is good care really hard to find? How do costs affect the services families choose? Why are child care workers underpaid relative to other professions? He finds that the child care market functions much better than is commonly believed. The supply of providers has kept pace with the number of mothers entering the workforce, and costs remain relatively modest. Yet most families place a relatively low value on high-quality child care, and are unwilling to pay more for better care. Blau sees this lack of demand - rather than the market's inadequate supply - as the cause of the nation's child care dilemma. The Child Care Problem also faults government welfare policies - which treat child care subsidies mainly as a means to increase employment of mothers, but set no standards regarding the quality of child care their subsidies can purchase. Blau trains an economic lens on research by child psychologists, evaluating the evidence that the day care environment has a genuine impact on early development. The failure of families and government to place a priority on improving such critical conditions for their children provides a compelling reason to advocate change. The Child Care Problem concludes with a balanced proposal for reform. Blau outlines a systematic effort to provide families of all incomes with the information they need to make more prudent decisions.     Unter Verwendung vorliegender britischer, deutscher, schwedischer und niederländischer Daten wird untersucht, ob Teilzeitarbeit oder eine Erwerbsunterbrechung während der frühen Mutterschaft später zu Vollzeitarbeit führt. Es wird festgestellt, dass in Schweden zu dem Zeitpunkt, an dem das erste Kind vier Jahre alt ist, 80 Prozent der Mütter Vollzeit arbeiten, wenn eine Arbeitszeit von mindestens 25 Stunden als Vollzeitarbeit definiert wird, aber nur 30 Prozent 35 Stunden und mehr arbeiten. Diese Ergebnisse stehen im Widerspruch zum Erwerbsverhalten der Mütter in den anderen drei Ländern und wird als Effekt einer frauenfreundlichen Politik gedeutet. Weiter zeigt sich, dass in Schweden nicht so viele der Mütter im öffentlichen Dienst beschäftigt sind wie in den anderen Ländern. (IAB)

    Abstract

    Elternurlaub mit entsprechenden Sozialleistungen sind ein politisches Instrument, um vor allem Frauen die dauerhafte Einbindung in die Erwerbsbevölkerung zu ermöglichen. Ohne derartige Leistungen besteht die Gefahr, dass sich Mütter gänzlich vom Arbeitsmarkt zurückziehen. Auf der anderen Seite geht der Kündigungsschutz während des Elternurlaubs zu Lasten der Arbeitsmarktflexibilität und die Arbeitgeberanteile an den Sozialleistungen erhöhen die Arbeitskosten. Der Beitrag gibt einen Überblick über die einschlägigen politischen Maßnahmen in der Bundesrepublik Deutschland der letzten zehn Jahre und untersucht auf der Grundlage eines theoretischen Modells und mit ökonometrischen Methoden wie sich die Dauer der Inanspruchnahme von Elternurlaub und auch die zwischenzeitliche Wiederbesetzung des Arbeitsplatzes auf die Rückkehr in das Erwerbsleben auswirken. Die Untersuchung zeigt, dass die Auswirkungen für ehemalige Teilzeitangestellte bei der Rückkehr ins Arbeitsleben gering sind. Für vor dem Elternurlaub vollzeiterwerbstätige Mütter hingegen ist die Wahrscheinlichkeit groß, dass sie für eine Teilzeittätigkeit in den Beruf zurückkehren. Damit ist sowohl den Eltern gedient, für die es einfacher ist, eine Halbtags- als eine Ganztagsbetreuung für Kinder zu organisieren, als dem Arbeitgeber, der die Stelle zwischenzeitlich besetzt hat und bei einer Rückkehr in eine Teilzeitbeschäftigung eine übermäßige Personlausweitung vermeidet.     Der Beitrag untersucht die Unterschiede in den beruflichen Reintegrationsverläufen von Frauen die innerhalb von acht bis neun Monaten nach der Geburt ihres Kindes wieder auf dem Arbeitsmarkt auftreten. Die Untersuchung basiert auf einer schriftlichen Befragung von 7 600 Frauen (Rücklaufquote: 66%) in Großbritannien, die zwischen Dezember 1987 und Januar 1988 im Mutterschaftsurlaub waren. Die Ergebnisse zeigen, daß der Integrationserfolg nachhaltig von den Faktoren Erwerbsstatus, Schichtzugehörigkeit und Erwerbsmotivation geprägt wird. (IAB)

    "Social security has often been criticised on the ground that, having been conceived in a period and for a society in which the family represented a stable institution, the man providing the means of subsistence for his dependents and the woman looking after the household chores and the children, it has failed to adapt itself to the real situation of today's families. However justified this criticism may be in some cases and countries, it overlooks the many measures adopted by social security schemes during the past twenty or twenty-five years to meet new needs and adjust to the new situations created by the recent changes in family structures. This book attempts to analyse the repercussions for social security of the advent of new family models, in particular one-parent families, and of the changes in the functions of the family in society."
