"Using three representative individual-level datasets for West Germany, we estimate the effect of the extension of maternity leave from 18 to 36 months on young women's participation in job-related training. Specifically, we employ difference-indifferences identification strategies using control groups of older women and older women together with young and older men. We find that maternity leave extension negatively affects job-related training for young women, even if they do not have children, especially when the focus is on employer-arranged training. "This thesis investigates the allocation of the breadwinner responsibility in dual-earner couples in the transition to parenthood. With sixty-three percent of Australian families now categorised as dual-income (ABS 2008 Cat. No. 6105.0), the rising workforce participation of mothers has dramatically diminished the dominance of the traditional male breadwinner family. Yet, the male breadwinner norm remains a pervasive social construct despite the emergence of a variety of breadwinning arrangements in Australian households. The continuing ideology of breadwinning as 'a special male responsibility' (Potuchek 1997:3) assumes that mothers in dual-earner families are secondary earners, merely providing a supplementary income (Hakim 2002). Existing literature neglects to examine the meaning which working mothers ascribe to their paid employment. To address this research 'gap', this study uses NVivo 8 to analyse original interview data from eighty cases of working mothers in dual-earner families to provide a comprehensive analysis of working mothers' attitudes to paid employment and their 'provider identity' (Hood 1986). How this individual-level provider identity influences breadwinning arrangements at a critical time in the life course of dual-earner couples - the transition to parenthood - is examined.
Two main findings from the process of data analysis are presented in this thesis. Firstly, existing assumptions of working mothers as secondary earners were countered by a strong worker identity and continued attachment to paid employment which at times dominated the maternal role. Secondly, the notion of a 'backstop breadwinner' was identified in the data to characterise the continuing attachment to a provider identity in the transition from 'worker' to 'mother'. This thesis argues that in the transition to parenthood, micro- and macro-level structural factors interact with working mothers' attitudes to paid employment and their provider identity to frame both 'choice' and 'constraint' in the allocation of the breadwinner role in dualearner couples. Within this context, a disjuncture between the provider identity of working mothers and the persistence of breadwinning as a gender boundary in the transition to parenthood is evident. This disjuncture between self-identification as a provider and couple-level allocation of the provider role has led to the emergence of a new breadwinning arrangement in dual-earner households - women as mothers and as essential earners and providers. As one interviewee explains, this is highlighted by the rise of the 'backstop breadwinner,' a working mother who has financial independence and provides essential and indispensable income." Abstract
Zur Untersuchung der Erwerbsunterbrechung infolge von Elternschaft in Deutschland wird am häufigsten das Sozioökonomische Panel herangezogen. Eine alternative Datenquelle ist die IAB-Beschäftigtenstichprobe (IABS). Obwohl dieser Datensatz keine direkten Informationen über die Geburt von Kindern enthält, können möglicherweise Frauen im Mutterschaftsurlaub identifiziert werden. Zwei Probleme müssen dabei berücksichtigt werden: Zum einen wird bei der Beschäftigungsunterbrechung nicht unterschieden zwischen Mutterschaftsurlaub und anderen Urlaubsformen, z. B. Krankheitsurlaub. Zum anderen muss der Geburtsmonat des Kindes aus dem Monat, in dem die Mutter ihren Urlaub antritt, abgeleitet werden, was zu Messfehlern bei der Bestimmung der Dauer der Erwerbsunterbrechung führen kann. Beide Probleme werden in dem Beitrag untersucht. Hierzu wird eine erweiterte Version der IAB-Beschäftigtenstichprobe analysiert, die Sozialversicherungsdaten mit direkten Informationen über Geburten aus dem Rentenregister kombiniert. Es zeigt sich, dass für westdeutsche Personen rund 90 Prozent der Erwerbsunterbrechungsepisoden auf Mutterschaftsurlaub zurückzuführen sind. Bei rund 70 Prozent der Fälle wird der Monat der Geburt des Kindes korrekt geschätzt, bei rund 25 Prozent der Fälle wird er mit einer Abweichung von einem Monat bestimmt. Aus den Ergebnissen wird geschlossen, dass die IABS 75-01 (ebenso wie die neueste schwach anonymisierte Version der IABS) eine wertvolle alternative Datenquelle zur Untersuchung der Erwerbsunterbrechung infolge von Elternschaft darstellt, solange der Schwerpunkt auf erwerbstätigen Frauen liegt. "This paper compares Italy and Great Britain and uses event history data and methods to investigate changes across cohorts in the effect of family responsibilities on women's transitions in and out of paid work. My findings show that women's attachment to paid work has increased and that education and/or class has marked the divide, as predicted by human capital theory. However, the effects of marriage and motherhood are, ceteris paribus, stronger in a residualist-liberal welfare regime such as the British one. In Italy, where demand for labour is relatively low and gender role norms are quite traditional, reconciliation policies are weak but largely compensated by intergenerational and kinship solidarity, fewer women enter paid work, but when they do so, they interrupt less when becoming wives or mothers." "The aim of this paper is to identify how specific the increase of female labour market participation observed over the last fifteen years were to particular family statuses: mothers versus childless women, households with young children versus households with older children, mothers who had children early versus those who had children later. The analysis is based on European Union Labour Force Surveys (EU LFS) for the period from 1992 to 2005 and draws on the data available for some countries on household composition, and observes different cohorts of women across the different years of the survey. The labour market situations of women are modelled in order to identify trends in behaviour for given individual and family characteristics. The results are used to discuss the variety of changes in female labour market behaviour in group of countries that were considered as relatively similar at the beginning of the 90s. We find that changes were mainly favourable to mothers in Belgium, Spain, Portugal, Poland, the Netherlands and the UK. Some similarities and differences between countries identified in previous comparative research are reaffirmed, confirming the relative heterogeneity of the models of female employment in relation to standard welfare state typologies. Major differences and trends specific to certain countries were nevertheless identified. Some of these differences concern the relative importance of the number of children and of the age of the youngest on female labour market behaviour. But differences also relate to the variable impact of the age at which women have their first child. It suggests that varieties in macro-institutional contexts shape different opportunity for women to manage labour market commitment with family formation over their life-cycle." Among family variables, age at first childbirth was positively related and career priority favoring the husband was negatively related to both income and subjective career success; number of children was negatively related and years elapsed since first childbirth was positively related to income only. Among career path variables, career gaps, interorganizational mobility and proportion of one's career spent in part-time work were negatively related to income; career gaps were negatively related to subjective career success. Income was positively related to subjective career success. Results suggest that integration of traditional and protean career perspectives helps to explain women's career success." Der Beitrag setzt sich kritisch mit dem 'neuen Feminismus', in dessen Mittelpunkt die 'Alphamädchen' und damit die Protagonistinnen selbst und nicht die strukturellen und sozialen Barrieren für Frauen stehen, auseinander. Dem 'durchaus dem Zeitgeist geschuldeten Hang, die soziale Dimension gesellschaftlicher Entwicklungen weitgehend auszusparen' wird eine soziale und politische Betrachtungsweise geschlechtsspezifischer Ungleichheiten entgegengesetzt. Dazu wird exemplarisch dargelegt, welche geschlechtspolitischen Auswirkungen das zum 1. Januar 2007 eingeführte Elterngeld hat. 'Erweist es sich als geeignet, die Geschlechterverhältnisse zu modernisieren, oder führt es primär zur Reproduktion der bestehenden Ungleichheit?' Die Autorinnen legen dar, dass vom Elterngeld vor allem Eltern aus dem mittleren und oberen Einkommensbereich profitieren und es eine Steigerung der Erwerbstätigkeit von Müttern und hier insbesondere hoch qualifizierter Frauen bewirkt. Das Elterngeld fügt sich nach Meinung der Autorinnen in die Debatte um einen vermeintlich 'neuen Feminismus' und führt letztlich zu einer 'exklusiven Emanzipation' hoch qualifizierter Frauen im Namen des Standortwettbewerbs. 'Ob Geschlechtergerechtigkeit aber dadurch befördert werden kann, dass die Familienpolitik derart zur Magd des Marktes gemacht wird, darf man bezweifeln.' (IAB2)

Elterngeldbericht: Bericht über die Auswirkungen des Bundeselterngeld- und Elternzeitgesetzes sowie über die gegebenenfalls notwendige Weiterentwicklung (2008)
Abstract
"Am 1. Januar 2007 ist das Bundeselterngeld- und Elternzeitgesetz (BEEG) vom 5. Dezember 2006 (BGBI I S. 2748) in Kraft getreten. Damit wurde für Geburten ab dem 1. Januar 2007 das bisherige Erziehungsgeld durch das Elterngeld abgelöst. Mit dem Gesetz ist die finanzielle Förderung von Familien in der ersten Zeit nach der Geburt grundlegend neu gestaltet worden. Deswegen sieht § 25 BEEG einen Bericht der Bundesregierung an den Deutschen Bundestag über die Auswirkungen dieses Gesetzes sowie über die gegebenenfalls notwendige Weiterentwicklung dieser Vorschriften vor, der hiermit vorgelegt wird. Grundlage des Berichts sind die Ergebnisse der systematischen und kontinuierlichen Evaluation des Elterngeldes.
Der Bericht mit den Ergebnissen der Evaluation bestätigt die erwarteten Wirkungen des Elterngeldes. Die partnerschaftliche Betreuung des Kindes nimmt zu, das Haushaltseinkommen von Familien bleibt im Jahr nach der Geburt stabil, mehr Mütter wollen ihre Berufswünsche auch mit Kind verfolgen. Das Elterngeld erreicht wesentlich mehr Eltern als früher das Erziehungsgeld. Das Elterngeld wird von fast allen Berechtigten (fast 100 Prozent der Haushalte) in Anspruch genommen. Die deutliche Mehrheit der Eltern sagt, das Elterngeld habe ihnen geholfen. Nach Ende des Elterngeldbezugs wollen viele Mütter früher wieder berufstätig werden als beim Erziehungsgeld - auch solche, die vorher nicht gearbeitet haben. Insgesamt zeichnet sich im Zeitablauf ein deutlicher Anstieg der Erwerbstätigkeit ab." (Autorenreferat, IAB-Doku) -

Familienmonitor 2008: repräsentative Befragung zum Familienleben und zur Familienpolitik (2008)
Abstract
Im Auftrag des Bundesministeriums für Familie, Senioren, Frauen und Jugend hat das Institut für Demoskopie Allensbach im Juli 2008 eine repräsentative Befragung zum Familienleben und zur Familienpolitik durchgeführt. Bundesweit wurden 1.786 Personen mündlich und persönlich befragt. Die Befragung ist als jährlich wiederholbarer 'Monitor' angelegt, so dass künftig auch Entwicklungen sichtbar werden können. Die Befragungsergebnisse werden in fünf Kapiteln zusammengefasst: 1. Bessere Vereinbarkeit von Familie und Beruf als Aufgabe für Politik wie Unternehmen; 2. Staatliche Familienförderung als Daueraufgabe; 3. Die Familie bleibt der wichtigste Lebensbereich - Enge Kontakte und starke gegenseitige Unterstützung; 4. Traditionelle Aufgabenteilung von Mann und Frau in der Familie - Zunehmende Beteiligung der Männer an der Familienarbeit; 5. Trotz vieler Hinderungsgründe: Kinderwünsche werden nur von wenigen Kinderlosen ausgeschlossen. Die Befragung zeigt, dass die große Mehrheit der Bevölkerung eine Politik wünscht, die die Vereinbarkeit von Familie und Beruf fördert. Dies gehört zu den familienpolitischen Prioritäten in der Bevölkerung. Dieser messbare Stimmungswandel hin zur Entwicklung einer familienfreundlicheren Gesellschaft in Deutschland wird nach den Ergebnisse der Umfrage auch im Alltag wahrgenommen. So haben zwei Drittel der Befragten den Eindruck, dass sich Väter heute mehr an der Erziehung und Betreuung ihrer Kinder beteiligen als früher. (IAB)

Sechster Bericht der Bundesrepublik Deutschland zum Übereinkommen der Vereinten Nationen zur Beseitigung jeder Form von Diskriminierung der Frau (CEDAW): Unterrichtung durch die Bundesregierung (2008)
Abstract
"Das Übereinkommen zur Beseitigung jeder Form von Diskriminierung der Frau (Convention on the Elimination of All Forms of Discrimination Against Women - CEDAW) wurde am 18. Dezember 1979 von der Generalversammlung der Vereinten Nationen verabschiedet. In der Bundesrepublik Deutschland ist die Frauenrechtskonvention am 9. August 1985 in Kraft getreten und seitdem unmittelbar geltendes Recht. Die Vertragsstaaten verpflichten sich mit ihrem Beitritt zu einer regelmäßigen Berichterstattung über die Einhaltung und Umsetzung des Frauenrechtsübereinkommens auf nationaler Ebene (Art. 18). Auf dieser Grundlage prüft der VN-Ausschuss für die Beseitigung jeder Form von Diskriminierung der Frau (CEDAW-Ausschuss), dem unabhängige Expertinnen und Experten angehören, die zur Durchführung der Konvention getroffenen Maßnahmen und erzielten Fortschritte. Im Anschluss an die Prüfung des Berichts erstellt der Ausschuss sogenannte Abschließende Bemerkungen (Concluding Comments), in denen bestehende Probleme bei der Umsetzung der Konvention hervorgehoben und konkrete Empfehlungen an den Vertragsstaat ausgesprochen werden. Im September 2007 hat Deutschland den Sechsten Staatenbericht zum Frauenrechtsübereinkommen vorgelegt, der voraussichtlich 2008 im CEDAW-Ausschuss behandelt wird. Der Bericht zeigt ein Bild der Gleichstellungspolitik der letzten fünf Jahre bis Ende 2006. Mit der Entscheidung über die Einführung des Elterngeldes zum 1. 1. 2007 haben wir zum Ende des Berichtszeitraums einen Meilenstein gesetzt, der den Erwartungen des CEDAWAusschusses zur besseren Vereinbarkeit von Familie und Beruf erkennbar Rechnung trägt. Gerade mit seinen Partnermonaten setzt das Elterngeld ein klares Signal für mehr Gleichberechtigung in Beruf und Familie. Unser Ziel bleibt die Durchsetzung der Menschenrechte von Frauen auf nationaler wie auch internationaler Ebene. Es ist von großer Bedeutung, dass sich sowohl die Bundesregierung als auch die Zivilgesellschaft kontinuierlich für die Verbesserung der Lebensverhältnisse von Frauen im eigenen Land und weltweit einsetzen." "This brief report summarises reflections on the very broad theme of women and employment from a group of researchers in the European Foundation for the Improvement of Living and Working Conditions ('Eurofound') with an interest in gender and labour market issues. Its occasion is a request received from the French Presidency of the EU for a contribution from Eurofound to a conference on professional equality for men and women to be held in Lille on 13-14 November 2008. The aim of this paper is to set out some interesting, new findings that will help to stimulate the debate at the Lille conference. While making use of the rich sources of relevant Eurofound research and data, the authors have tried to go beyond simply restating existing, often well-rehearsed findings. After each section summary, therefore, some statements and questions, which it is hoped will prove stimulating have been included. Grundlage dafür ist weiterhin die 'Vereinbarung zwischen der Bundesregierung und den Spitzenverbänden der deutschen Wirtschaft zur Förderung der Chancengleichheit von Frauen und Männern in der Privatwirtschaft' aus dem Jahr 2001. In der nun vorliegenden dritten Bilanz der Vereinbarung wird der Stand der Chancengleichheit von Frauen und Männern in der Wirtschaft nicht nur national, sondern auch dort, wo es die Datenlage ermöglicht, im europäischen Vergleich dargestellt. In solchen Vergleichen liegt die Chance, sich der Situation im eigenen Land besser bewusst zu werden. 2006 lag die Frauenerwerbstätigenquote in Deutschland bei 62,2 %. Damit liegen wir bereits heute über den Zielvorgaben der Lissabon-Strategie, nach der bis zum Jahr 2010 eine Frauenerwerbstätigenquote von über 60 % erreicht sein soll. Deutschland liegt damit auch über dem Europäischen Durchschnitt von 57,2 % Frauenerwerbstätigenquote im Jahr 2006 und im Vergleich zu anderen Mitgliedstaaten im oberen Mittelfeld." "Im Jahr 2007 lebten laut Statistischem Bundesamt 1,6 Mio. Alleinerziehende mit einem oder mehreren Kindern unter 18 Jahren in Deutschland. Die Berufstätigkeit von Alleinerziehenden ist oft von prekärer Teilzeit und Niedriglohn geprägt. Auch der Anteil der Langzeitarbeitslosen hat sich im Laufe der letzten drei Jahre kontinuierlich erhöht. Alleinerziehende beenden seltener als alle Arbeitslosen die Arbeitslosigkeit durch die Aufnahme eines Jobs. Überdurchschnittlich ist hingegen der Anteil derer, die in Nichterwerbstätigkeit wechseln. Aufgrund verfestigter Arbeitslosigkeit und geringer Einkommen ist das Armutsrisiko bei Alleinerziehenden groß und Alleinerziehenden gelingt der Absprung aus Hartz IV nur selten. Auch wenn Alleinerziehende erwerbstätig sind, gelingt es ihnen oftmals nicht, das Hartz IV-System zu verlassen. "This article studies childbearing dynamics by labor-market status of co-residing parents in Sweden. We apply event-history techniques to longitudinal register data on the life histories of foreign-born mothers from ten different countries and the partners to these women, as well as to a sample of Swedish-born mothers and their partners. The context is a universalistic welfare state geared towards gender and social equality where formal social rights are largely independent of a person's civil status, citizenship, and country of origin. We investigate the extent to which the associations of parents' labor-market status with childbearing in Sweden differ between women and men and by country of origin. We find that the patterns of association are fairly similar on both of these individual dimensions. As measured by the way the labor-market activity of parents is related to their subsequent childbearing, we find evidence of equality by gender and at least some evidence of integration of immigrants into the dynamics of Swedish society." Die Ergebnisse verweisen einerseits auf die weitgehende Verbreitung des Modells des männlichen Ernährers in Deutschland: So neigen höher gebildete Männer - von denen erwartet werden kann, dass sie auch ein höheres Einkommen realisieren können - eher dazu ihre Familie zu erweitern als weniger gebildete Männer. Außerdem entscheiden sich nichterwerbstätige oder teilzeitbeschäftigte Frauen eher für das zweite Kind als vollzeiterwerbstätige Frauen. Andererseits werden gewisse Auflösungstendenzen der traditionellen Rollenverteilung deutlich: Männer in unsicheren Beschäftigungspositionen sind nicht weniger geneigt, sich für ein zweites Kind zu entscheiden als Männer in beruflicher Sicherheit. Staatliche Unterstützungsleistungen der Kinderbetreuung sollen es Müttern mit kleinen Kindern erleichtern, eine Erwerbsarbeit aufzunehmen. Der Beitrag zeigt, dass das zur Zeit in der Schweiz vorherrschende System der einkommensabhängigen Subventionierung (das aktuell auch in Deutschland diskutiert wird) starke negative Anreize in Bezug auf die Aufnahme einer Erwerbstätigkeit speziell für qualifizierten Frauen schafft. Das Beispiel der Stadt Zürich zeigt, dass Krippenplätze für nicht arbeitende Mütter am günstigsten sind, und dass es sich für Mütter nicht lohnt, mehr als einen bis drei Tage pro Woche zu arbeiten, weil jeder Anstieg der Arbeitszeiten zu einem überproportionalen Anstieg der Kinderbetreuungskosten führt. Bei mehr als zwei Kindern übersteigen die Steuern und zusätzlichen Kosten oft sogar das erzielbare Einkommen. Wenn man diese Mütter aus dem Arbeitsmarkt herausdrängt, hat dies einen Verlust an Humankapital und Steuereinnahmen zur Folge. (IAB)

"The most striking feature of women's labor market gains during the post-World War II period was the entry of married mothers into the work force. In 1948, only about 17 percent of married mothers were in the labor force. By the 1980s, labor force participation had become an integral part of their lives. In 1985, for example, 61 percent of married mothers were working or looking for work. By 1995, their labor force participation rate had reached 70 percent. In fact, married mothers accounted for most of the increase in total labor force participation during the post-war period. In recent years, however, the labor force participation of married mothers, especially those with young children, has stopped its advance. In 2005, the participation rate of married mothers with preschoolers was 60 percent, about 4 percentage points lower than its peak in 1997 and 1998. Married mothers with children under a year old (infants) showed the most dramatic changes. After reaching a peak of 59.2 percent in 1997, the participation rate for married mothers of infants fell by about 6 percentage points to 53.3 percent in 2000 and has shown no clear trend since then. In comparison, the participation rate of married mothers of school-age children (aged 6 to 17) fell by just 2 percentage points, from 77 percent in 1997 to about 75 percent in 2005. This article explores the characteristics of married mothers of infants and recent trends in their labor force participation. The data in this article are from the Current Population Survey (CPS), a monthly survey of 60,000 households that provides a large amount of demographic, family relationship, and labor force information." "When estimating the determinants of child care participation, the simultaneity in mothers' decision to work and in the decision to use child care is a major challenge. In this study, we provide evidence on the determinants of institutional child care use accounting for the endogeneity of mothers' labor supply by applying an instrumental variables approach. This endogeneity has been neglected in studies on this issue so far, even though the decision to use child care outside the home is strongly connected to mothers' decision to work after childbirth and vice versa. Based on the German Socio-economic Panel (GSOEP) from 1989-2006 we show that children living in Western Germany have a higher probability to attend institutional care if their mothers increase their actual weekly working time. Estimating the determining factors of child care participation without correcting for simultaneity underestimates the influence of maternal working time by more than a half." We use the asymptotic least squares method in order to estimate a system of equations with limited dependent variables. We find that when spouse's decision-making is modelled as simultaneous, this affects primarily the man's participation equation who appears to be positively influenced by whether the woman works or not, by the number of children and by the birth of a child. The woman's decision to participate is not affected by whether the man participates or not and depends negatively of the number of children and the birth of a child. "This paper analyzes the influence of children's health and mothers' physical and mental wellbeing on female labor force participation after childbirth in Germany. Our analysis uses data from the German Socio-Economic Panel (SOEP) study, which enables us to measure children's health based on the occurrence of severe health problems including mental and physical disabilities, hospitalizations, and preterm births. Since child health is measured at a very young age, we can rule out any of the reverse effects of maternal employment on child health identified in US studies. Within a two-year time period, we investigate the influence of these indicators on various aspects of female labor force participation after childbirth, including continuous labor force participation in the year of childbirth and the transition to employment in the year following childbirth. Since the majority of women in Germany do not go back to work within a year after childbirth, we also investigate their intention to return to work, and the preferred number of working hours. We find that the child's severe health problems have a significant negative effect on the mothers' labor force participation and a significant positive effect on her preferred number of working hours, but that hospitalizations or preterm births have no significant effect. For the mothers' own health, we find a significant negative effect of poor mental and physical wellbeing on female labor force participation within a year of childbirth. "Using microdata for 35 countries over the period 1985-1994-2002 we find that labor market institutions traditionally associated to more compressed wage structures are associated to a higher family gap. Our results indicate that these policies reduce the price effect of having children but aggravate the human capital loss due to motherhood. We also find evidence that policies that help women continue in the same job after childbirth decrease the family gap. Of all the countries we study, mothers in Southern Europe suffer the biggest family gap and our analysis indicates that this is due to the bad combination of labor market policies in these countries. Our results are robust to specification changes and indicate that the main reason mothers lag behind other women in terms of earnings is the loss of accumulated job market experience caused by career breaks around childbirth." Abstract
"This paper examines the effects of the Working Families' Tax Credit (WFTC) on couples in Britain. We develop a simple model of household decisions which explicitly accounts for the role played by the tax and benefit system. Its main implications are then tested using panel data from the British Household Panel Survey collected between 1991 and 2002. Overall, the financial incentives of the reform had negligible effects on a wide range of married mothers' decisions, such as eligible (working at least 16 hours per week) and full-time employment (working at least 30 hours per week), employment transitions, childcare use, and divorce rates. Women's responses, however, were highly heterogeneous, depending on their partners' labour supply and earnings. Mothers married to low-income men showed larger responses in employment, especially if they had younger children. They were more likely to remain in the labour force and had higher rates at which they entered it. While more likely to receive the tax credit, they also experienced a greater risk of divorce. "In October 1999, the British government enacted the Working Families' Tax Credit, which aimed at encouraging work among low-income families with children. This paper uses panel data collected between 1991 and 2001 to evaluate the effect of this reform on single mothers. We find that the reform led to a substantial increase in their employment rate of about five percentage points, which was driven by both a higher rate at which lone mothers remained in the labor force and a higher rate at which they entered it. Women's responses were highly heterogeneous, with effects double this size for mothers with one preschool-aged child, and virtually no effect for mothers with multiple older children. The employment increase was accompanied by significant increases in paid childcare utilization and our analysis in fact suggests that the generous childcare credit component of the reform played a key role in explaining the estimated employment and childcare usage responses. We also find that the increase in labor market participation was accompanied by reductions in single mothers' subsequent fertility and in the rate at which they married, behavioral responses, which in turn are likely to influence the reform's overall impact on child poverty and welfare." "This paper analyses the increase in mothers' employment in Britain over 1974-2000 using the General Household Survey. We isolated those birth cohorts whose mothers experienced significant increases in employment and compared those increases to changes in policies. The results suggest that maternity rights have had a profound effect an employment, but this effect varies by the wage opportunities of mothers. Maternity rights have induced a behaviour change in when mothers return to work. Many who previously would not have gone back to work until their children were age 3-5 are now returning to work within the first year. "In late 2005 and early 2006, there was a gap of 15 percentage points in the rate of participation in paid work by mothers, according to whether they lived in a family with a partner or were living as a lone parent. Around half of this gap is a reflection of it being more common for mothers in couple families to work in a job where their hours are between one and 15 per week, referred to as 'mini-jobs'. Previous research into 'mini-jobs' had identified a pattern of working in which mothers moved from not working at all, through a transitional period in a 'mini-job', to working 16 hours or more per week. One of the primary aims of this research was to consider how big a phenomenon is the use of 'mini-jobs' in moving into work of longer hours compared to other routes out of not working. The research was carried out by the National Centre for Social Research and involved secondary analysis of the Families and Children Study survey. The analysis used data for five waves, covering the period from 2001 to 2005. FACS is a panel survey involving annual interviews which tracks families over time. In addition to a detailed review for each of the customer groups covering contextual issues, type of provision, aspects of delivery and 'what works', a number of key findings of generic relevance emerged. Such issues include the diversity of the population of customers for whom provision is made and what they look for in interventions, the central role of the Personal Adviser in the success of interventions and the importance of motivation of the individual customer in the effectiveness of any form of provision. The importance of job search activity, of working with employers and the state of the labour markets and the nature of jobs available is highlighted also. The evidence presented in the review could be used to inform decisions about the appropriate type of provision to suit customers and local labour markets in a context of a more decentralised approach to the delivery of interventions." Die empirischen Analysen der Scientific-Use-Files der Mikrozensen der Jahre 1976 bis 2004 zeigen einen Anstieg der Anteile Teilzeit und marginal erwerbstätiger und zugleich einen Rückgang der Anteile Vollzeit erwerbstätiger Mütter. Insbesondere unter weniger qualifizierten Müttern ist ein kontinuierlicher Rückgang des Erwerbsarbeitsumfangs über die Zeit festzustellen. Hochschulabsolventinnen mit Kindern sind dagegen am häufigsten Vollzeit erwerbstätig, und das Doppelernährer-Modell der Familie ist in der wachsenden Gruppe bildungshomogamer hoch qualifizierter Paare am weitesten verbreitet. The reform introduced a cap on the price that local governments could charge parents, and lead to considerable reductions in the price of child care depending on family type and region. Since the price is de-termined by a handful of observed characteristics, we are able to match house-holds that are similar in all relevant aspects, but experienced quite different price changes due to the reform. "The aim of this paper is to investigate the role of the extended parental leave in the return to work for mothers of newborn children. Parental leaves have been introduced in the last 30 years in all European countries in order to extend the period of job-protection, allowing both parents to care for the child after the maternity leave period has expired. In this paper, I exploit the variability in policies offered by the EU countries, in terms of length of the leave and payments, and I study the influence of statutory leaves on the probability of staying at home with the child during the leave, and on the probability of working in the period of time following the leave. Using data from ECHP, I select women who have a child in the years of the survey, who have worked before, and I follow them over time. After studying the determinants of the return to work in each country separately, I generalize the results, matching women with similar human capital characteristics and fertility history from different countries and, consequently, under different parental leave regulations. Results suggest that the right to long and paid leaves gives mothers the opportunity to remain at home with the child at a lower cost, and that lengthy statutory leaves are associated with being more likely to be at work in the period following the leave." Vor der deutschen Vereinigung herrschten in der Bundesrepublik Deutschland und der DDR unterschiedliche Modelle der sozialstaatlichen Regulation der Geschlechterverhältnisse: im Westen das klassische Ernährermodell (male breadwinner - female carer), im Osten modernere Geschlechterverhältnisse (dual earner - state carer). Die Arbeit beschäftigt sich mit der Entwicklung dieser Modelle nach 1990 und geht dabei insbesondere der Frage nach, ob sich das klassische Ernährermodell auch in Ostdeutschland durchsetzen konnte, oder ob sich neue Variationen der Geschlechterverhältnisse ausbildeten, wie es mit der These von der 'doppelten Transformation' vorhergesagt wurde. Im ersten Teil der Arbeit wird diese Fragestellung aus drei Perspektiven (Wohlfahrtsstaat, Lebenslauf, Paarbeziehung und Haushalt) theoretisch beleuchtet. Außerdem werden die gesellschaftlichen Rahmenbedingungen der Erwerbsarbeitsteilung von Paaren in Ost- und Westdeutschland sowie der aktuelle Forschungsstand zum Thema Erwerbstätigkeit und Elternschaft dargestellt. Im zweiten Teil der Arbeit wird die Fragestellung am Beispiel der Erwerbsverläufe junger Eltern empirisch untersucht: Mit Längsschnittdaten zu Erwerbkonstellationen ost- und westdeutscher Paare bilden sich sechs typische Muster der Erwerbsarbeitsteilung nach der Geburt des ersten Kindes ab. Diese werden in einem methodisch innovativen Verfahren durch Optimal Matching und Clusteranalyse gewonnen und durch bi- und multivariate Analysen weiter abgesichert. Die Arbeit kommt zu dem Ergebnis, dass die These von der 'doppelten Transformation' nur eingeschränkt zutrifft: In den beiden deutschen Landesteilen fand und findet eine parallele Entwicklung statt. "This paper analyzes the impact of expansions in leave coverage on mothers' labor market outcomes after childbirth. The focus is on Germany, a country that underwent several changes in maternity leave legislation since the late 70s. We identify the causal impact of an expansion in maternity leave by comparing labor market outcomes of women who gave birth shortly (i.e. one month) before and after a change in maternity leave legislation. There is strong evidence that each expansion induced women to delay their return to work. Despite this strong short-term effect, the expansions had little impact on women's labor supply in the long-run. The expansion from 2 to 6 months reduced women's wages, even 8 years after childbirth. This effect is mostly explained by the delay in the return to work. The delay in the return to work caused by the expansions in leave from 6 to 10 months and 18 to 36 months also lowered wages. "Using data on seven countries, we estimate trajectories in family incomes for families with and without children following several stylized life-courses. Focusing mainly on women with a medium level of education, we find, in general, that gaps in family income are smallest in the Nordic countries, intermediate in the Anglo-American countries, and largest in the continental European countries. "Der Beitrag untersucht den Zusammenhang zwischen Kindererziehung und Berufstätigkeit von Müttern. Ferner wird dargestellt, wie sich das unterschiedliche Erwerbsverhalten von Frauen auf das persönliche Renten- und Gesamtalterseinkommen auswirkt und wie dies die Einkommenssituation im Ehepaarkontext beeinflusst. Die Analysen basieren auf Daten der Studie Altersvorsorge in Deutschland 1996 (AVID 1996). Als wesentliches Ergebnis lässt sich festhalten, dass die durch Kinder stark beeinflusste Erwerbsbeteiligung und auch die Einkommensposition in den Phasen vor, während und nach der Kindererziehung deutliche Auswirkungen auf das Alterseinkommen der Mütter zeigen. Dies wird durch kinderbezogene Leistungen der grundsätzlich nach den Löhnen und dem Äquivalenzprinzip ausgerichteten gesetzlichen Rentenversicherung zwar gemildert, jedoch nicht gänzlich ausgeglichen. Dabei gibt es zwischen den Frauen in den alten Bundesländern und denen in den neuen Bundesländern deutliche Unterschiede. Insgesamt wird erkennbar, dass eine Teilhabe am Arbeitsleben unverzichtbar ist, wenn eine Gleichstellung im Rentenrecht von Erziehungspersonen und nicht Erziehenden angestrebt wird." "In this paper, we simultaneously study the wage effects of different types of interruptions, allowing for differential effects of break duration in function of the nature of the interruption. The types we will study are family leaves, unemployment spells, self-employment spells, educational leaves and a residual category, comprising 'private' reasons to interrupt one's career (e.g. travel, rest, voluntary work). Family leaves and unemployment spells have received ample attention in literature, being perhaps the most obvious reasons why an individual is not working at some point in time. Our addition of self-employment spells and educational leaves is not only inspired by their under-exposure in research on career breaks, but also by the growing recognition among policy-makers of the crucial role of lifelong learning and entrepreneurship in sustaining economic growth. It is far from certain whether career interruptions that are advocated by the government as a potential boost to employment and entrepreneurship also pay off for individuals once they return to wage employment. Besides this focus on different types of career breaks, our study also complements previous research by conducting separate analyses for men and women. In doing so, we investigate to what extent the impact of the different types of career breaks differ between male and female workers. The paper is structured as follows. First, we discuss the literature on career breaks. Then we present the methodology and the results. Improving job retention rates is seen as an important element in meeting the Government's target of a 70 per cent employment rate for lone parents by 2010. A better understanding of the issue of job retention was developed by reviewing the content and evaluations of the New Deal for Lone Parents (NDLP), Work Focused Interviews (WFIs) and other related DWP and non-DWP reports. The factors influencing lone parents leaving work and conversely, the factors associated with lone parents staying in-work, are explored. The current policies and pilots aimed at improving job retention for lone parents in the UK are examined; international policies are also scrutinised, enabling cross-national comparisons to be drawn. This analysis informed the development of a framework to understand types of policy initiatives. "In-work benefits are promoted as a way to make low-income families better off without introducing adverse work incentives. In 1999, the structure of in-work benefits in the UK changed, and their generosity almost doubled, through the introduction of Working Families' Tax Credit (WFTC). With micro-data from before and alter its introduction, a structural model of labour supply and programme participation estimates that, by 2002, WFTC had increased labour supply of lone mothers by around 5.1 percentage points, slightly reduced labour supply of mothers in couples by 0.6 percentage points, and increased the labour supply of fathers in couples by 0.8 percentage points, compared with the programme that preceded it. Other tax and benefit reforms contemporaneous with WFTC acted to reduce the labour supply of parents, though. Without any form of in-work benefit in the UK, labour force participation by lone mothers would be around 45 percent, rather than the 55 per cent we now observe. Participating in family credit, the UK's in-work programme before October 1999, conferred a utility loss as well as a utility gain from the extra income, but this utility cost of participation was lower in the final year of WFTC than under previous programmes for lone mothers, and no different for individuals in couples: this in itself induced more lone mothers to work." "Understanding lone parents' employment is crucial to two key governmental policies; that of eradicating child poverty and reducing the number of children in workless households. However, equally important is the need to accurately measure the reasons why lone parents do not work to ensure policies can be tailored to support lone parents in the most effective way, irrespective of whether this relates to increasing their employment rate. Currently, government-funded surveys attempt to capture respondents' concerns about moving off benefits and into work, and the reasons why they are not currently working, using a 'barriers to work' approach. The underpinning assumption has been that these 'barriers' to gaining employment can be overcome with the right government policies. However, evidence from recent qualitative studies and from comparing surveys' findings indicate that the existing concept and measurement of barriers to work on surveys is in need of change. For example, qualitative data indicate that the decision-making process for lone parents in thinking about paid work is not a linear one: a barrier is not overcome forever, rather its importance may wax and wane reflecting other changes that may be occurring in the respondent's life, such as re-partnering, moving home or children growing older. Comparisons across surveys such as the Families and Children Study (FACS), New Deal for Lone Parents (NDLP) evaluation and ONE evaluation of answers to questions about reasons for not working at the moment are hindered by significant differences in how the questions are asked. "Women have contributed a great deal to Ireland?s economic growth, including by joining the labour force in large numbers. The rise in female participation since 1990 has been amongst the strongest in the OECD, but from a low base. Female participation rates remain below the OECD average for all except the under-thirties. Cultural attitudes and low educational attainment among older women are factors, but policy settings play a role as well. Support to families is not targeted at working parents, implying that the return to work is low for many mothers. Working parents of school-age children also face difficulties in reconciling employment and work because out-of-school care is insufficiently developed. The tax system should be further improved to support second earners, most of whom are women, so as to strengthen their incentive to enter the labour market and reduce the bias in favour of the home production of services such as childcare. "The Nordic countries have remarkably high participation rates of mothers and a moderate decrease of fertility rates compared to other western countries. This has been attributed to the fact that the welfare state model and, especially, the family friendly policies chosen in the Nordic countries are unique. The availability of generous parental leave schemes including high compensation rates makes it possible for mothers to take a considerable time out of work in connection with childbirths and to return to their previous jobs afterwards, thanks to the high provision of public daycare. In this paper we evaluate family-friendly policies in the 'Nordic model' with respect to the two modes of child care i.e. either parental care facilitated by maternal and parental leave schemes or non-parental publicly provided care. Our questions for discussion are: Is there a 'Nordic model', and is it worth the cost if effects on child development and welfare are included? Is there a trade-of! f between family-friendly policies and family welfare, and are there serious negative boomerang effects of family-friendly policies on women?s position in the labor market? For Europe as a whole, we find a strong positive impact of grandchild care on the labor force participation decision of the mother, but no clear impact of either grandchild care or monetary transfers on the mother's degree of labor market involvement. "The modern economic role of women emerged in four phases. The first three were evolutionary; the last was revolutionary. Phase I occurred from the late nineteenth century to the 1920s; Phase II was from 1930 to 1950; Phase III extended from 1950 to the late 1970s; and Phase IV, the 'quiet revolution,' began in the late 1970s and is still ongoing. Three aspects of women's choices distinguish the evolutionary from the revolutionary phases: horizon, identity, and decision-making. The evolutionary phases are apparent in time-series data on labor force participation. The revolutionary phase is discernible using time-series evidence on women's more predictable attachment to the workplace, greater identity with career, and better ability to make joint decisions with their spouses. Each of these series has a sharp break or inflection point signifying social and economic change. These changes, moreover, coincide by birth cohort or period. The relationship between the development of modern labor economics and the reality of women's changing economic role is explored. The paper concludes by assessing whether the revolution has stalled or is being reversed. "In this paper, we explore ways of combining experimental data and non-experimental methods to estimate the differential effects of components of training programs. We show how data from a multi-site experimental evaluation in which subjects are randomly assigned to any treatment versus a control group who receives no treatment can be combined with non-experimental regression-adjustment methods to estimate the differential effects of particular types of treatments. We also devise tests of the validity of using the latter methods. We use these methods and tests to re-analyze data from the MDRC Evaluation of California's Greater Avenues to Independence (GAIN) program. While not designed to estimate the differential effects of the Labor Force Attachment (LFA) training and Human Capital Development (HCD) training components used in this program, we show how data from this experimental evaluation can be used in conjunction with non-experimental methods to estimate such effects. We present estimates of both the short- and long-term differential effects of these two training components on employment and earnings. We find that while there are short-term positive differential effects of LFA versus HCD, the latter training component is relatively more beneficial in the longer-term." We find that increases in partners' wages increase women's primary care on all days and decrease their market work on weekdays, while increases in women's own wages increase their market work on weekdays. In contrast, men's time use is only responsive to their own wage on weekend days, when they reduce their market time and increase their primary child care time in response to higher wages." "Germany is known to have one of the lowest fertility rates among Western European countries and also relatively low employment rates of mothers with young children. Although these trends have been observed during the last decades, the German public has only recently begun discussing these issues. In order to reverse these trends, the German government recently passed a reform of the parental leave benefit system in line with the Scandinavian model. The core piece of the reform is the replacement of the existing means-tested parental leave benefit by a wage-dependent benefit for the period of one year. In this paper we simulate fiscal costs and expected labour market outcomes of this reform. Based on a microsimulation model for Germany we calculate first-round effects, which assume no behavioural changes and second-round effects, where we take labour supply changes into account. Our results show that on average all income groups, couples and single households, benefit from the reform. The calculation of overall costs of the reform shows that the additional costs are moderate. As far as the labour market behaviour of parents is concerned, we find no significant changes of labour market outcomes in the first year after birth. However, in the second year, mothers increase their working hours and labour market participation significantly. "Am 1. Januar 2007 wird das bisherige Erziehungsgeld durch das Elterngeld ersetzt. Danach erhalten Eltern, die zum Zwecke der Kinderbetreuung ihre Erwerbstätigkeit unterbrechen, im ersten Lebensjahr ihres Kindes Elterngeld in Höhe von 67 % des entfallenen Nettoerwerbseinkommens. Von dieser Reform wird unter anderem erwartet, dass Mütter zu einem früheren Wiedereinstieg in den Beruf ermutigt werden. Bisherige Reformen, die primär darin bestanden, die Elternzeit auszudehnen, haben dagegen eher dazu geführt, dass die Berufsrückkehr von Müttern abgenommen hat. Aktuelle Schätzungen des DIW Berlin lassen erwarten, dass das Elterngeld zu kürzeren Erwerbsunterbrechungen von Müttern mit kleinen Kindern führen wird. Die Erwerbsbeteiligung von Müttern mit Kindern im zweiten Lebensjahr wird nach diesen Schätzungen auf knapp 40 % ansteigen. Der Erfolg des Elterngeldes wird unter anderem davon abhängen, inwiefern es durch andere familienpolitische Maßnahmen, insbesondere im Bereich der außerhäuslichen Kinderbetreuung, begleitet wird." "Familienpolitische Maßnahmen werden meist unter verteilungspolitischen Gesichtspunkten diskutiert. Die am häufigsten genannten Motive für familienpolitische Leistungen, wie z.B. das Kindergeld oder den Kinderfreibetrag, sind Argumente für horizontale oder vertikale Umverteilung. Neben der Wirkung auf die relative Einkommensposition der begünstigten Haushalte ergeben sich jedoch auch Effekte auf das Arbeitsangebot. Das Ziel der vorliegenden Expertise ist es, die Auswirkungen ausgewählter familienpolitischer Instrumente auf das Arbeitsangebot von Eltern zu bewerten. Von der Expertenkommission für den Familienbericht der Bundesregierung wurden vier Reformvorschläge vorgegeben: 1. der 'Karlsruher Entwurf zur Reform des Einkommensteuergesetzes', 2. die 'Gesetze für moderne Dienstleistungen am Arbeitsmarkt' ('Hartz-Gesetze') 3. der Kinderzuschlag, der Teil des Vierten Gesetzes für moderne Dienstleistungen am Arbeitsmarkt ist, und 4. zwei Alternativen zum gegenwärtigen Ehegattensplitting, nämlich das 'beschränkte Realsplitting' und das 'Familiensplitting' nach französischem Vorbild. Im folgenden Abschnitt werden zunächst diese Reformvorschläge insbesondere hinsichtlich ihrer potenziellen finanziellen Anreize auf das Arbeitsangebot dargestellt. Im Anschluss daran wird in Abschnitt 3 ein Überblick über die ökonomische Theorie des Arbeitsangebots gegeben. Neben dem Grundmodell der mikroökonomischen Theorie der individuellen Arbeitsangebotsentscheidung werden für die Wirkungsanalyse familienpolitischer Entscheidungen wichtige Erweiterungen dargestellt. Diese betreffen die Wirkungen von Steuern und Transfers, Arbeitsangebotsentscheidungen im Haushaltszusammenhang, die Berücksichtigung von Kindern bei der Arbeitsangebotsentscheidung sowie allgemeinere Modelle der Zeitallokation im Haushalt und Arbeitsangebotsentscheidungen im Lebenszyklus. Ein wichtiges Ergebnis dieser Analyse ist, dass die Arbeitsangebotseffekte familienpolitischer Maßnahmen bereits im Grundmodell theoretisch nicht eindeutig bestimmt werden können und sich bei Berücksichtigung der erwähnten Erweiterungen aus der Theorie auch keine eindeutigen Aussagen über die Wirkungsrichtung der Arbeitsangebotseffekte ergeben. Aus diesem Grunde und weil für familienpolitische Entscheidungen vor allem die Größenordnung der zu erwartenden Arbeitsangebotseffekte von entscheidender Bedeutung ist, sind empirische Untersuchungen unentbehrlich. In Abschnitt 4 werden die Ergebnisse empirischer Studien zu den Arbeitsangebotseffekten der hier untersuchten familienpolitischen Instrumente zusammengefasst. Da ex post Analysen zu der erst kürzlich oder bisher noch nicht umgesetzten Reformen zur Zeit naturgemäß noch nicht vorliegen, kann die Abschätzung der zu erwartenden Arbeitsangebotseffekte dieser Reformen zur Zeit nur mittels ex ante Simulationsmodellen erfolgen. Auf der Basis der Ergebnisse dieser Simulationsstudien, partiell ergänzt durch die ausländische Erfahrung mit vergleichbaren Reformen, erfolgt in Abschnitt 5 eine abschließende Bewertung der hier untersuchten familienpolitischen Instrumente im Hinblick auf das Arbeitsangebot von Eltern." "Aktuell wird von verschiedenen Seiten ein Familiensplitting als Alternative bzw. Weiterentwicklung des derzeitigen Ehegattensplittings vorgeschlagen. Davon erwarten sich viele eine stärkere steuerliche Entlastung von Familien mit Kindern und positive Arbeitsanreizwirkungen für Mütter. Ein Vergleich dreier verschiedener Familiensplitting-Varianten zeigt, dass die steuerliche Entlastung durch ein Familiensplitting in erster Linie Familien im obersten Fünftel der Einkommensverteilung zugute käme. Insgesamt hängt das Ausmaß der steuerlichen Entlastung stark von der konkreten Ausgestaltung eines Familiensplittings ab. Ein Familiensplitting nach französischem Vorbild zum Beispiel hätte für Familien mit ein oder zwei Kindern so gut wie keine zusätzliche steuerliche Entlastungswirkung. Größere Arbeitsanreizwirkungen und Selbstfinanzierungseffekte durch eine Zunahme des Arbeitsangebots sind von keiner der drei hier vorgestellten Reform-Varianten zu erwarten, da die gemeinsame Besteuerung und damit der relativ hohe Grenzsteuersatz für Zweitverdiener im Familiensplitting erhalten bleiben. "In this paper, I suggest an empirical framework for the analysis of mothers' labor supply and child care choices, explicitly taking into account access restrictions to subsidized child care. This is particularly important for countries such as Germany, where subsidized child care is rationed and private child care is only available at considerably higher cost. I use a discrete choice panel data model controlling for unobserved heterogeneity to simultaneously estimate labor supply and the demand for child care of German mothers with at least one child under the age of seven years. The model can be used to evaluate different kinds of policy reforms, such as changes in the availability or costs of child care. Results from the illustrating policy simulations show that targeting public expenditures at an extension of child care slots has greater effects on the demand for child care as well as on maternal employment than a reduction of parents' fees to existing slots." "Dieser Bericht hat zum Ziel, die Debatte über das Arbeitskräfteangebot auf zweierlei Weise aus der Geschlechterperspektive zu beleuchten. Erstens durch Rückblick auf einige wichtige, auf nationalstaatlicher Ebene vorgenommene politische Reformen der Systeme der sozialen Sicherung und der damit verbundenen Arbeitsmarktprogramme, die darauf abzielen, niedrige Einkommensgruppen in Beschäftigung zu bringen, und bei welchen es, soweit sich die politischen Ziele auf das Thema 'Arbeit lohnend machen' beziehen, hauptsächlich darum geht, Beschäftigung finanziell attraktiver zu machen als den Bezug von Sozialleistungen. In dieser Diskussion prüfen wir, ob die Politik die Geschlechtergleichstellung allgemein berücksichtigt (Gender Mainstreaming), und welche geschlechtsbezogenen Auswirkungen diese Reformen voraussichtlich haben werden. Zweitens wenden wir uns den allgemeineren Anreizen und Barrieren zu, mit welchen diejenigen - nach wie vor zumeist Frauen - konfrontiert sind, die in Haushalten mit kleinen Kindern hauptsächlich für die Betreuung zuständig sind. Dabei gilt unser besonderes Augenmerk der Situation von Müttern in Haushalten mit niedrigem Einkommen (Steuern und Sozialleistungen, aktive Arbeitsmarktpolitik, Kinderbetreuung, etc.). In Abschnitt 2 prüfen wir die Regelungen für Mutterschafts- und Elternurlaub im Hinblick auf die berufliche Integration von Müttern und Vätern. Abschnitt 3 hat die Auswirkungen von Elternurlaub oder längerer Arbeitsmarktabwesenheit zur Kinderbetreuung auf die Teilnahmevoraussetzungen für aktive Arbeitsmarktmaßnahmen und anderen Schulungsregelungen zum Gegenstand. Der Ausbau der Kinderbetreuung als entscheidende soziale Infrastruktur zur Beschäftigungsförderung der Eltern wird in Abschnitt 4 untersucht. Die Schlussfolgerungen daraus werden im Abschnitt 5 gezogen. Dabei kommen auch für die Nachfrageseite relevante Punkte hinsichtlich der Arbeitsplatzqualität zur Sprache, von denen abhängt, ob diejenigen, die in Niedrigeinkommenshaushalten hauptsächlich für die Betreuung zuständig sind (in der Regel die Mütter), ihr Beschäftigungsverhältnis langfristig aufrecht erhalten können." "Die Studie 'Unterstützungsnotwendigkeiten des AMS zur Erleichterung des beruflichen Wiedereinstieges nach längerer Beschäftigungspause', die im Jahr 2004 im Auftrag des AMS Vorarlberg von dem Salzburger Institut Solution - Sozialforschung & Entwicklung abgeschlossen wurde, geht auf Prognosen zur längerfristigen Entwicklung des Vorarlberger Arbeitsmarktes zurück. So etwa kommt die vom Europäischen Zentrum für Wirtschaftsforschung und Strategieberatung im Jahr 2001 erstellte Studie (Mohr/Duvinage/Knittel 2001) zur Einschätzung, daß vor allem im Dienstleistungsbereich sowie in Gewerbe und Handwerk ein Beschäftigungszuwachs zu verzeichnen ist, während in der Industrie die Beschäftigungszahlen insgesamt rückläufig sind. Vor dem Hintergrund der konjunkturellen Entwicklung komme es langfristig gesehen zu einem steigenden Arbeitskräftebedarf, der ein zentrales Problem für viele Vorarlberger Unternehmen in nahezu allen Branchen darstellen werde. Vor diesem Hintergrund war und ist für das Arbeitsmarktservice Vorarlberg (kurz: AMS Vorarlberg) von Interesse, wie Frauen, die längere Zeit ihre Erwerbstätigkeit unterbrochen haben, für den Arbeitsmarkt zurückgewonnen werden können. Es sollte erhoben werden, wie der Wiedereinstieg in den Arbeitsmarkt möglichst attraktiv gestaltet werden könnte und welche Maßnahmen und Angebote das AMS für Frauen vorsehen sollte, um ihnen den Wiedereinstieg nach einer Beschäftigungspause zu erleichtern. Zusätzlich sollte damit auch dem Prinzip des Gender Mainstreaming entsprochen werden. Die Analyse zeigt, dass in Dänemark ein Maßnahmenmix implementiert wurde. Dabei stellen das Aufrechterhalten eines hohen Niveaus sozialer Sicherung sowie die Förderung der Beschäftigungsfähigkeit von Müttern kontinuierliche Elemente dar. Die Verschärfung des Arbeitszwangs, die Ausweitung der Weiterbildungsmaßnahmen sowie der Beschäftigung im öffentlichen Sektor und - quantitativ besonders relevant - die De-Aktivierung von Arbeitskräften wurden dagegen in den drei Phasen der Arbeitsmarktpolitik seit 1993 mit unterschiedlicher Akzentsetzung eingesetzt. Als ausschlaggebend für die positive Beschäftigungsbilanz werden darüber hinaus die spezifisch dänischen Arbeitsmarktinstitutionen wie Flexicurity und Negotiated Economy als auch die Koordination von Fiskal-, Steuer-, Lohn- und Familienpolitik gesehen." "In this paper, I investigate employment behaviour of women one year after childbirth. Since the study is based on a sample of mothers only, a corrective method for selection into motherhood has been applied. In the empirical work, I use the family sex composition as an instrument for fertility. The primary focus of this study is to investigate the regional differences in the labour supply of women after childbirth. In Switzerland, childcare policy is an area being the responsibility of cantons and communes. There are thus considerable geographical, linguistic and cultural differences in childcare provision within the country. For instance, childcare policy is more strongly integrated at the cantonal level in the French and Italian speaking regions ('Latin part') than in the German speaking regions ('German part') where communes operate at their own discretion. The federal structure of Switzerland poses thus issues of policy coherence. The main results of this paper indicate that Latin mothers are more likely to return to work and to report more hours of work than their German counterparts. As a consequence, a more coherent and more harmonised childcare policy at the federal level should prove worthwhile. It also investigates the evolution of post-birth employment over the period 1973-1993, and how this is related to different policies across countries. Results show that Spain and West Germany are the countries with the lowest staying-on rates in the labour market after childbearing. Over time, Spanish mothers increased their probability of post-birth employment, but the opposite occurred in West Germany. "Increasing the labour market participation of women is one of the main goals of the European Employment Policy. The development of the last years shows that many countries have been successful on their way to integrate women into the labour market. But the linking between employment and family patterns has strengthened the problem of declining fertility rates. However, the experience in northern countries like Denmark and Finland shows, that high female employment does not necessarily have to lead to a decline in birth rates. Policies promoting the reconciliation of work and family serve not just gender equality but also a positive demographic development. The presentation is based on the results of a just finished research project on factors influencing female labour market participation in Denmark, Finland, Germany and Austria.1 In the paper we compare the four countries concerning their parental leave schemes and ask how they fulfil the criteria to support good transitions between family work and the labour market. Another criteria we study is gender equity. The comparison between the Nordic countries and the conservative countries shows aspects where reforms in conservative welfare states could start." "The aim of this contribution to the debates section is to raise some research and policy questions about childcare which has become a key policy issue for the British Government. Childcare currently is a central plank of both the economic efficiency and the social exclusion agenda, as exemplified in welfare-to-work policies which aim to address the under-employment of low income parents as well as the social exclusion of working class children in certain parts of British cities. The uniting focus of this dual aim is the expansion of paid work for women, especially for single mothers and so childcare has become a key economic issue. Behind the introduction of welfare-to-work policies is a belief in the economic rationality of parents, especially mothers, who, it is believed, will use state-provide childcare to facilitate their labour market entry if the price of care is low enough and the standards acceptable. However, this assertion of economic rationality is challenged by research that documents parents' (especially mothers') moral commitments to their care for their dependants personally or through other forms of family-based provision. This commitment may limit the success of current welfare-to-work policies and/or suggest that new policy options may need to be considered, especially if greater social equity is an underlying aim. "We use eight waves from the European Community Household Panel (1994-2001) to analyze the intertemporal labor supply behavior of married women in six European countries (Netherlands, France, Spain, Italy, Germany and United Kingdom) using dynamic binary choice models with different initial condition solutions and non parametric distributions of unobserved heterogeneity. Results are used to relate cross-country differences in the employment rate to the estimated dynamic regimes. We find that cross-country differences in the employment rate and the persistence of employment transitions of married women are mostly due to composition effects related to education and unobserved characteristics rather than state-dependence effects or the dynamic effect of fertility." In vielen ökonometrischen Anwendungen ist es von Beginn an unklar, ob eine parametrische Funktion im Rahmen einer kontinuierlichen Regression als linear, als höherere Polynomial-Funktion oder als stückweise lineare Funktion spezifiziert werden soll. Nicht-parametrische Schätzer können relevante Informationen liefern, da sie ein geeignetes Instrument zur Datenauswertung darstellen. Zu diesem Zwecke wird eine Ausweitung des konventionellen univariaten Kaplan-Meier-Schätzers zur Ermittlung der Risikoquote auf multivariate und rechtszensierte Daten über die Dauer und die Trunkierung marginaler Verteilungen im Rahmen eines Random-Regressions-Modells vorgeschlagen. Es handelt sich dabei um eine Kombination eines Nearest-Neighbor-Schätzers mit dem Nelson-Aalen-Schätzers. Gleichzeitig handelt es ich um einen Akritas-Schätzer (1994), der den nicht-parametrischen Hazardrate-Schätzer nach Beran (1981) auf typischere Datensituationen in der angewandten Analyse anpasst. Mittels Simulationen wird gezeigt, dass der Schätzer über endliche Stichprobeneigenschaften verfügt und die Implementierung sehr rasch zu erfolgen scheint. Eine kleine Anwendung auf deutsche Daten zur Arbeitslosigkeitsdauer zeigt den Bedarf an flexiblen Spezifikationen bedingter Quantilfunktionen. Die Ergebnisse der Studie zeigen, dass die Höhe von Sozialleistungen einen sehr starken Einfluss auf die Dauer der Arbeitslosigkeit von Langzeitarbeitslosen im Niedriglohnbereich ausübt, und dass Schwangerschaft und Geburt bei Frauen mit längeren Perioden von Arbeitslosigkeit korrelieren. "Finding a suitable work/family life balance is a challenge that all parents face. Many parents and children in Canada, Finland, Sweden and the United Kingdom are happy with their existing work and care outcomes. However, many others feel seriously constrained in one way or another, and their personal well-being suffers as a consequence. Some people would like to have children, but do not see how they could square that major commitment with their current employment situation. Other parents are happy with the number of children in the family, but would like to work more, either to find a greater sense of self-fulfilment, or to increase family income, or both. Yet others are happy with their family situation, but may wish to work different or reduced hours to spend more time with their children. They often do not do so because they cannot afford a pay cut or because they do not want to put their career prospects at risk. If parents cannot achieve their desired work/family life balance, not only is their welfare lower but economic development is also curtailed through reduced labour supply by parents. A reduction of birth rates has obvious implications for future labour supply as well as the financial sustainability of social protection systems. As parenting is also crucial to child development, and thus the shape of future societies, policy makers have many reasons to help parents find a better work/family balance. This study covers Canada (in particular the province of Quebec), Finland, Sweden and the United Kingdom. It considers how a wide range of policies, including tax/benefit policies, childcare policy, and employment and workplace practices help determine parental labour market outcomes and may impinge on family formation. "We use data from the National Longitudinal Survey of Youth to examine the relationships between maternity leave coverage and U.S. womens post-birth leave taking and employment decisions from 1988 to 1996. We find that women who were employed before birth are working much more quickly post-birth than women who were not. We also find that, among mothers who were employed pre-birth, those in jobs that provided leave coverage are more likely to take a leave of up to 12 weeks, but return more quickly after 12 weeks. "Der Beitrag untersucht die Beschäftigungsmuster von Müttern mit einem ersten Kind, ein Jahr vor der Geburt dieses Kindes bis zu seinem fünften Lebensjahr, in Schweden, Deutschland, dem Vereinigten Königreich, den Niederlanden und Japan. Die Angaben über den Arbeitskräftestatus von Müttern stammen aus den Haushaltspanel-Daten der einzelnen Länder. Diese Daten zeigen deutliche Unterschiede bei den Beschäftigungsmustern von 'neuen' Müttern. Die Autoren erörtern die Entwicklungen in der Familienpolitik, die die Unterschiede zwischen den Beschäftigungsmustern bei Frauen in den fünf Ländern erklären könnten. Dabei vergleichen sie insbesondere die Familienpolitik in Schweden mit den entsprechenden Maßnahmen in anderen Ländern, da Schweden seit den 70er Jahren besonders weit reichende Maßnahmen zur Förderung der Doppelverdiener-Familie eingeführt hat. Außerdem wird anhand einiger Beispiele aus den Niederlanden und Schweden erörtert, welchen Beitrag die Gewerkschaften in ihrem jeweiligen Land leisten können, um den Übergang zu einer Gesellschaft zu schaffen, in der sich Frauen und Männer die Versorgung und die Kinderbetreuung wirklich teilen." Abstract
Seit der deutschen Wiedervereinigung und der Währungsunion sind die Perioden der Arbeitslosigkeit in Ostdeutschland kürzer als in Westdeutschland. Eine Analyse des Sozioökonomischen Panels für den Zeitraum von 1990 bis 2000 offenbart eine Konvergenz der Determinanten der Arbeitslosigkeitsdauer wegen der zunehmenden Altersunterschiede ostdeutscher Männer und dem zunehmenden Einfluss von Kindern für ostdeutsche Frauen. Der letztere hat zu einem Rückgang der Frauenerwerbstätigkeit beigetragen. Die Qualifikation spielt bei der Dauer der Arbeitslosigkeit eine geringere Rolle als bei der Dauer der Beschäftigung. Die geschlechtsspezifischen Unterschiede in Ostdeutschland in Hinblick auf die Arbeitslosigkeitsdauer können nicht auf Qualifikationsunterschiede zurückgeführt werden. (IAB)
