Jugendarbeitslosigkeit

Trotz eines Rückgangs ist die EU-Jugendarbeitslosenquote nach wie vor sehr hoch. Laut EU-Kommission sind derzeit 4,5 Millionen junge Menschen (im Alter von 15 bis 24 Jahren) arbeitslos. Einem großen Teil dieser Generation droht durch fehlende Zukunftsperspektiven soziale Ausgrenzung mit weitreichenden Folgen. Mit Maßnahmen wie der Europäischen Ausbildungsallianz und Jugendgarantien der Länder soll entgegengesteuert werden.
Diese Infoplattform bietet einen Einblick in die Literatur zu den Determinanten von und Strategien gegen Jugendarbeitslosigkeit auf nationaler wie internationaler Ebene.

    Der Bericht thematisiert die nach wie vor geringen Chancen von benachteiligten Jugendlichen, einen Ausbildungsplatz zu finden, sowie die unbefriedigende Situation im Übergangssystem. Ein Zehn-Punkte-Programm zeigt auf, wie auch für diese Jugendlichen das Recht auf Ausbildung verwirklicht werden kann. In den folgenden Beiträgen werden einzelne Punkte konkretisiert: Heinrich Alt: Junge Menschen ohne Ausbildung - Übergangssystem trotz Fachkräftemangel; Friedrich Hubert Esser: Warum sind junge Menschen ohne Ausbildung? - Gründe und Handlungsmöglichkeiten; Martin Baethge: Individuelle Förderung im Übergangssystem und in der Ausbildung - Sechs Thesen; Hans Konrad Koch: Berufsausbildung für alle ist machbar; Silke Gmirek: Förderung der Berufsausbildung für Benachteiligte: Barrieren und Umsetzungshindernisse. In ihrem abschließenden Fazit fordert Ulla Burchhardt eine Reform der beruflichen Bildung unter Abstimmung aller nationalen Akteure. 'Dazu gehört zunächst eine Bestandsaufnahme der beruflichen Bildung, in der die Problemstellen herausgearbeitet und die Aufgabenbereiche der verschiedenen Akteure identifiziert werden. Dabei ist auch zu überprüfen, ob die derzeitigen Finanzströme in der beruflichen Bildung zielführend organisiert sind.' (IAB)

    "Die Wirtschaftskrise gegen Ende der 2000er Jahre schränkte die kurzfristigen Arbeits- und Gehaltsperspektiven der jungen Menschen, die auf den Arbeitsmarkt kamen bzw. kommen wollten ein, und traf sie dadurch hart. In der vorliegenden Untersuchung zu Frankreich versuchen wir in Erfahrung zu bringen, ob junge Menschen, die zum Zeitpunkt ihres ersten Eintritts ins Arbeitsleben einer Wirtschaftskrise ausgesetzt waren, auch langfristig benachteiligt bleiben. Wir haben dazu aufgrund der Daten der Erhebung Emploi (Beschäftigung) die Kohorten der Schulabgänger von 1982 bis 2010 untersucht. Dieser Zeitraum umfasst mehr als zwei komplette Schulbesuchsdauern. Kurzfristig äußert sich die Benachteiligung der betroffenen Kohorten mehr im Beschäftigungsanteil als in der Höhe des Gehalts derer, die eine Arbeit gefunden haben. Nach Ablauf von 4 Jahren verblassen beide Abweichungen und die Kurven laufen zusammen. Die Unterschiede zwischen Generationen, die zu mehr oder weniger günstigen Konjunkturlagen den Arbeitsmarkt. betraten, erweisen sich somit in Frankreich als weniger ausgeprägt als in den meisten anderen Ländern. Eine mögliche Erklärung könnte der hohe Anteil an jungen Menschen sein, die zu Mindestlohnbedingungen eingestellt werden. Der gesetzliche Mindestlohn ist auch in schlechten Konjunkturzeiten kaum nach unten flexibel. Die Auswirkung der schwachen Konjunktur beschränkt sich daher auf den Beschäftigungsanteil, hat aber keine nachteiligen Wirkungen auf die spätere Eingliederung ins Arbeitsleben. Die Tatsache, zu Beginn der Berufslaufbahn mehr arbeitslos gewesen zu sein, scheint von den Arbeitgebern nicht als Zeichen schlechterer Einstellbarkeit gewertet zu werden, da sie wissen, dass der Arbeitslosenprozentsatz der jungen Menschen in Frankreich ohnehin bei allen Kohorten hoch ist. Es ist natürlich noch zu früh, um sagen zu können, ob diese Ergebnisse auf die aktuelle Krise, deren Ausmaß und Mechanismen sehr spezifisch sind, extrapoliert werden können. Es ist nicht auszuschließen, dass ihre Auswirkungen auf die Berufslaufbahnen stärker als in der Vergangenheit sein werden." (Autorenreferat, IAB-Doku)

    "Nur eine Minderheit der Jugendlichen mit Hauptschulbildung beginnt unmittelbar nach der Schule eine Berufsausbildung. Die Mehrheit tritt stattdessen in Bildungs- und Qualifizierungsgänge ein, die für sie Zwischenstationen zwischen dem Besuch der allgemeinbildenden Schule und einer ersten Berufsausbildung darstellen. Auf Basis des DJI-Übergangspanels, in dem Informationen über die an den Schulbesuch anschließenden Bildungs-, Ausbildungs- und Erwerbsstationen erhoben wurden, werden typische Übergangsverläufe identifiziert, die sich in einem Zeitraum von gut fünf Jahren nach dem Verlassen der Schule zeigen. Darüber hinaus werden Einflussfaktoren für erfolgversprechende und problematische Karrieren auf dem Weg zur beruflichen Integration untersucht. Im Ergebnis zeigt sich, dass nur etwa ein Viertel der Hauptschulabsolventinnen und -absolventen direkt in Ausbildung mündet, jedoch für weitere gut 40 % der Jugendlichen nach Zwischenschritten eine gute Prognose ausgestellt werden kann; weitere knapp 10 % gehen sogar den Weg Richtung Hochschulreife. Knapp ein Viertel der Jugendlichen bleibt jedoch ohne Berufsausbildung und ist von Arbeitslosigkeit sowie prekären Beschäftigungsverhältnissen bedroht. Der Erfolg gelingender beruflicher Integration hängt u. a. von regionalen Kontexten sowie schulischen und herkunftsbedingten Faktoren ab." (Autorenreferat, IAB-Doku)

    "This paper constructs a labor search model to explore the effects of minimum wages on youth unemployment. To capture the gradual decline in unemployment for young workers as they age, the standard search model is extended so that workers gain experience when employed. Experienced workers have higher average productivity and lower job finding and separation rates that match wage and worker flow data. In this environment, minimum wages can have large effects on unemployment because they interact with a worker's ability to gain job experience. The increase in minimum wages between 2007 and 2009 can account for a 0.8 percentage point increase in the steady state unemployment rate and a 2.8 percentage point increase in unemployment for 15-24 year old workers in the model parameterized to simulate outcomes of high school educated workers.     "- Die Berufsbildung in Griechenland ist seit Jahrzehnten eine Randerscheinung im griechischen Bildungssystem, obwohl der Bedarf an gut ausgebildeten Fachkräften auf mittlerem Qualifikationsniveau seit jeher vorhanden ist. Alte, tief verwurzelte Vorurteile gegen die angeblich 'minderwertige manuelle Arbeit' und überhastete, wenig überzeugende Reformen auf dem Gebiet halten diesen Zustand aufrecht.
    - Erkenntnisse aus dem internationalen Vergleich belegen eindeutig, dass die enge Anlehnung der Berufsbildung an die Anforderungen der Arbeitswelt und der Wirtschaft eine unabdingbare Voraussetzung für ein qualitativ hochwertiges und im Hinblick auf den Übergang von der Schule zum Beruf erfolgreiches Konzept darstellt. Berufsbildungsformen, die auf dem Konzept des deutschen dualen Systems basieren, werden dabei immer wieder als beispielhaft hervorgehoben.
    - Die chronischen strukturellen Probleme des griechischen Berufsbildungssystems haben aufgrund der erschreckenden Jugendarbeitslosenzahlen eine Intensität und Dringlichkeit erreicht, die schnelle und tiefgreifende Reformen erforderlich machen.
    - Gegenwärtig wird eine neue Reform der Berufsbildung in Griechenland geplant, die Elemente des dualen Systems im Sinne der europäischen Initiativen 'Rethinking Education' und 'European Alliance for Apprenticeship' zu integrieren bemüht ist. Eine erste kritische Bewertung des neuen Gesetzes zur Berufsbildung zeigt allerdings, dass auch die neue Reform zwar nach außen den Schein einer Trendwende wahrt, das Sein der perspektivlosen jungen Menschen jedoch kaum positiv beeinflussen wird."     "Die Wirtschaftskrise hat das Interesse an der zunehmend prekären Lage junger Menschen auf dem Arbeitsmarkt neu entfacht. Dieser Beitrag beleuchtet Übergangssituationen junger Menschen am Arbeitsmarkt in den nordischen und südeuropäischen Beschäftigungssystemen, bewertet Unterschiede in Art und Umfang der Ungewissheit, die sie dabei erfahren, sowie die im Rahmen der Wirtschaftskrise beobachteten Veränderungen. Es wird argumentiert, dass die ''Flexicurity''- Arbeitsmarktpolitiken bei der Eindämmung des zunehmenden Auseinanderklaffens der Arbeitsmärkte in der EU nur bedingt erfolgreich waren. Dies gilt in besonderem Maße für die jungen Arbeitnehmer/innen in Südeuropa, denen in erhöhtem Maße die Dimension der Flexibilität abverlangt wird und die weniger in den Genuss der ausgleichenden Sicherheitsmaßnahmen kommen. Die Analyse zeigt außerdem, wie die Krise die Kluft zwischen den beiden Gruppen von Ländern erweitert hat in Bezug auf den Grad der Ungewissheit beim Übergang junger Arbeitnehmer/innen in ein Beschäftigungsverhältnis und in Bezug auf die Form dieser Ungewissheit."     "Aktuelle Problembeschreibungen zum Themenfeld 'Übergang Schule/Beruf' nehmen zum einen auf die in ungleichheitstheoretischen Untersuchungen identifizierten 'Risikofaktoren' beim Übergang von der Schule in den Ausbildungsmarkt Bezug; zum anderen werden unter der Perspektive mangelnder 'Ausbildungsreife' die Kompetenzdefizite von Jugendlichen ohne Ausbildungsplatz beschrieben und darauf abgestimmte Maßnahmen entwickelt und dokumentiert. In den Blick genommen werden in beiden Fällen die Jugendlichen selbst, ihre schulischen Leistungen, ihre berufsbezogenen Kompetenzen, ihre sozialen Ressourcen etc. Mit diesem Fokus geht jedoch eine Verkürzung der Perspektive einher, bei der die Ursachen von Übergangsproblemen den Betroffenen selbst zugeschrieben werden und die strukturellen, bildungs- und arbeitspolitischen und ökonomischen Bedingungen, die die Problematik des Übergangs von der Schule in den Beruf (und den Übergang als solchen!) hervorgebracht haben und weiter hervorbringen, zugleich außen vor bleiben. Beim Lesen der Beiträge in diesem Band wird man feststellen, dass es in der Debatte zum Übergang von der Schule in den Beruf eine Vielzahl an unterschiedlichen blinden Flecken gibt.     "Young people in Europe have been particularly affected by the recession: by mid-2013, the unemployment rate among people aged 24 and under was over 23%. A large proportion of workers in this age group are employed on temporary rather than permanent contracts (42% compared to just 10% of workers aged 25 - 64). While temporary or fixed-term contracts can be a stepping stone in the transition from education into work, they can also trap young people in insecure jobs. This report from the European Restructuring Monitor is based on data from correspondents in 28 EU Member States and Norway. It examines the reasons for the growth in temporary employment contracts across the EU and explores the situation regarding access to social protection for young people on such contracts. It reviews the measures put in place in various countries to regulate the use of these contracts - often with a view to encouraging the transition to standard contracts - and finally presents the opinions of the social partners on the issue."     Abstract

    Vor dem Hintergrund der dramatisch ansteigenden Jugendarbeitslosigkeit in Europa widmet sich der Bericht folgenden Fragen: 1. Wird die Jugendarbeitslosigkeit in Europa durch einen Mangel an Arbeitsplätzen, an Qualifikationen oder durch eine fehlende Koordination von beidem verursacht? 2. Welche Hindernisse müssen Jugendliche bei der Berufseinmündung bewältigen? 3. Welche Jugendlichen und welche Arbeitgeber haben die größten Probleme? 4. Wie kann man diese Probleme angehen? Zur Beantwortung dieser Fragen wurden insgesamt 5.300 junge Menschen, 2.600 Arbeitgeber und 700 Bildungsanbieter in acht Ländern befragt. Außerdem wurden mehr als 100 arbeitsmarktpolitische Programme aus 25 Ländern analysiert. Fazit: Gerade in jenen Ländern mit der höchsten Jugendarbeitslosigkeit haben Arbeitgeber Probleme, geeignetes Personal zu finden. Im Hinblick auf die berufliche Qualifizierung werden viele Jugendliche durch die hohen Kosten von einem Studium abgehalten. Außerdem erhoffen sie sich durch ein Studium keine besseren Arbeitsmarktchancen. Abschließend werden Möglichkeiten zur Verbesserung der Berufseinmündung aufgezeigt. Hierzu zählt eine verbesserte Berufsinformation und die Zusammenarbeit von Arbeitgebern und Bildungsanbietern. (IAB)

    "Das berufliche Bildungssystem spielt in Deutschland weiterhin eine sehr wichtige Rolle für die Vorbereitung auf das Berufsleben. Bei allen Erfolgen - so die zentrale These des Beitrags - besteht im deutschen Berufsbildungssystem jedoch ein Insider-Outsider-Problem für diejenigen, die die 'Eintrittskarte' zum beruflich strukturierten Arbeitsmarkt nicht erworben haben. Ursache dieses Problems sind unterschiedliche Ausschlussmechanismen, die der derzeitigen Organisation des deutschen Berufsbildungssystems immanent sind. Von daher kann die Benachteiligung bestimmter Personengruppen ohne Veränderungen des Systems nicht verringert oder beseitigt werden. Vor dem Hintergrund dieses Integrationsproblems lauten die beiden zentralen Fragen des Beitrags: (1) Inwieweit gelingt möglichst vielen der Zugang zur Ausbildung? Und (2) wie werden die Zugangschancen strukturiert, d.h. welche sozialen Ungleichheiten bestehen hier hinsichtlich Schulbiografie, sozialer Herkunft, Geschlecht oder Migrationshintergrund?     "There is a substantial history of programmes, within the United Kingdom (UK) and elsewhere in the world, which use public funds to stimulate the creation of Apprenticeships, particularly in difficult economic conditions when employers are cautious about investing in training.
    In February 2012, when over a million young people were unemployed, the government introduced an incentive for employers to take on up to three young Apprentices aged 16 to 24. This was the Apprenticeship Grant for Employers of 16 to 24 year olds, or 'AGE 16 to 24'. The incentive comprised a £1,500 grant per Apprentice over and above the subsidy to the cost of training (100 per cent subsidy for Apprentices aged 16-18 and 50 per cent for those aged 19-24). The new grant would be available for up to 40,000 Small and Medium Enterprises (SMEs) with fewer than 250 employees which were new to Apprenticeship (defined as never having had an Apprentice nor having taking on an Apprentice in the last 3 years). This criterion for eligibility was to encourage new or lapsed employers into Apprenticeship and to increase programme additionality (that is, to ensure that as many as possible of the Apprentices created as a result of the AGE 16 to 24 incentive would not have been created in its absence). The subsidy would be paid in two instalments of £750 each, at 8 weeks and 12 months into the Apprenticeship. The arrangement was intended both to assist employers with the early costs of the Apprenticeship and to encourage retention. The programme also had objectives to distribute the AGE 16 to 24 grant such that at least 50 per cent of assisted Apprenticeships would be for Apprentices aged between 16 and 18 and that at least 50 per cent would be taken up by small businesses employing 50 or fewer people.
    At the end of August 2012, partly as a result of early evaluation findings and partly in response to other direct feedback from various parties involved in the delivery of the AGE 16 to 24 programme, a number of adjustments were made to its delivery: the 'not in the last 3 years' criterion was reduced to 'not in the last year'; eligibility was extended to employers with up to 1,000 employees; the maximum number of Apprentices supported by the AGE 16 to 24 grant who could be taken on by any one employer was raised from three to ten; and the two-stage payment system was changed to one in which the employer received the full £1,500 grant as a single payment when the Apprentice (or Apprentices) had been in learning for 13 weeks."     "Die Krisen der letzten Jahre haben in Europa die Jugendarbeitslosigkeit kräftig ansteigen lassen, was das schon seit langer Zeit bestehende Phänomen der weit über dem Durchschnitt liegenden Arbeitslosigkeit der Jugendlichen deutlicher hervortreten lässt. In manchen Ländern erreichte die Jugendarbeitslosenquote bisher nicht gekannte Höhen, wobei allerdings die Zahl der Erwerbslosen unter den Jugendlichen nicht stärker als unter den Erwachsenen zugelegt hat. Zudem wird mitunter in der Öffentlichkeit die Lage der Jugend schlechter dargestellt als sie tatsächlich ist, weil ausgeblendet wird, dass die meisten Jugendlichen gar nicht auf dem Arbeitsmarkt sind, sondern eine Ausbildung absolvieren. Gleichwohl ist die Jugendarbeitslosigkeit in weiten Teilen Europas zu einem noch dringlicheren sozialen Problem geworden als es das schon vor einigen Jahren war. In der gesamten EU ist die Arbeitslosenquote der Jugendlichen mehr als doppelt so hoch wie die der Erwachsenen. Nur in einigen Ländern hängt das - neben anderen Faktoren - mit einer unzureichenden Qualifikation der Jugendlichen zusammen. Denn auch wenn eine Ausbildung vorliegt, weisen Jugendliche eine viel höhere Arbeitslosigkeit auf als Erwachsene. In solchen Ländern allerdings, in denen viel betrieblich ausgebildet wird, sind die Arbeitsmarktchancen nicht so schlecht wie in Staaten, die vor allem auf eine schulische Qualifizierung setzen. Eine praxisnahe Ausbildung kann offenbar ein Mittel sein, um den Jugendlichen bessere Arbeitsmarktchancen zu verschaffen. Am offensten ist der Arbeitsmarkt in Deutschland. Hier kann die relativ wenig über dem Durchschnitt liegende Arbeitslosigkeit der Jugendlichen allein auf Qualifizierungsdefizite zurückgeführt werden.     "The purpose of this paper is to assess the impact of financial crises on the youth unemployment rate (YUR). The authors consider different types of financial crises (systemic banking crises, non-systemic banking crises, currency crises and debt crises) and different groups of countries, according to their income level. After a review of the existing (theoretical and empirical) literature on the determinants of the YUR in general and at the occurrence of economic crises, the authors present empirical estimations on the impact of past financial crises on young workers. The relationship between financial crises and YUR is investigated by employing fixed effects panel estimation on a large panel of countries (about 70) around the world for the period 1980-2005. The 'persistence' over time of the impact is also investigated. Finally the Arellano-Bond dynamic panel is estimated, confirming the significance of the results. According to the authors' empirical estimates, two key results are relevant: financial crises have an impact on the YUR that goes beyond the impact resulting from GDP changes; and the effect on the YUR is greater than the effect on overall unemployment. The inclusion of many control variables - including in particular GDP growth - does not change the sign and significance of the key explanatory variable. The results suggest that financial crises affect the YUR for five years after the onset of the crises; however, the most adverse effects are found in the second and third year after the financial crisis. Although fully aware of the peculiarities of the last crisis, the authors believe that the econometric results facilitate a better understanding of the impact of the 2007-2008 financial crisis on the youth labour market. The main policy implication is that effective active labour market policies and better school-to-work transition institutions are particularly needed to reduce the risk of persistence and structural (long-term) unemployment, since young people have been worst affected by the last crisis."     "School-to-work transition is no longer considered to take place at one point but it is seen as a sequential process with multiple stages that extend over a relatively long period in which individuals gradually settle down into the labour market. This article constructs and examines the labour pathways followed by Spanish young people who have completed vocational lower secondary education. To do so, we use the Survey on Educational-Training Transition and Labour Integration, a retrospective longitudinal dataset that contains monthly calendar information about the labour states in the 4 years after completing vocational education. A wide range of states is covered: part-time employment, full-time employment, unemployment and several situations of inactivity. To examine young labour pathways we use sequence analysis, an exploratory technique which allows us to obtain a measure of dissimilarity between sequences. Later, a cluster analysis is applied that allow us to identify seven patterns of transition into the labour market. Nevertheless, most trajectories may be classified as linear, with a successful integration into the labour market.     "Compared to European average figures Germany is characterized by low unemployment and on average labour market participation. This has, at least partly, been attributed to the existence of the dual apprenticeship system, as this form of training smoothes the transition from training to work. However, significant effort in the sense of financial resources and number of participants is allocated to support individuals' transition from school to training. This is particularly important, as a significant part of labour market matching in Germany already takes place at this early stage of labour market integration, in contrast to most other European countries. Pre-training schemes play an important role here, as they are particularly designed to support less qualified and disadvantaged school leavers to gain access to apprenticeship training. Three types of pre-training schemes are applied in Germany: agency based, school based and firm based schemes. Company and school based pre-training activities (Einstiegsqualifizierung - entry level qualification (EQ) and Berufseinstiegbegleitung - support for job entry) are discussed in this paper using the available evaluation evidence. Both schemes differ with regard to their 'maturity', as EQ has been used since 2004 and Berufseinstiegsbegleitung is quite a new scheme and first experience is still preliminary." We first explore the motivation for these different types of training, before summarizing the institutional evidence, highlighting the key elements of each training system and discussing its main implementation strengths and challenges. We subsequently review the evidence on the effectiveness of VET versus general education and between the three VET systems. There are clear indications that VET is a valued alternative beyond the core of general education, while the dual system tends to be more effective than school-based VET. Für die Studie führte McKinsey in neun Ländern weltweit mehr als 8.000 Interviews zur Ausbildungsmarktsituation durch, neben Deutschland auch in den USA, Großbritannien, Brasilien, Indien, Saudi Arabien, Mexiko, Türkei und Marokko.     "In the aftermath of the global financial crisis of 2008, youth unemployment has risen worldwide. In cross-national perspective, research on youth employment has thus far paid attention to the transition from school to work, but underemphasized the importance of the social psychology of labour market entrance. In this article, European young adults' perceptions of the first-job opportunities in their country are analysed. The result of a multilevel regression analysis on the 2008 wave of the European Social Survey (ESS) shows that differences across countries can mainly be explained by the public's perceptions of levels of unemployment, and public spending on education. At the individual level, youth in a precarious socioeconomic situation have a rather pessimistic view on these opportunities. Moreover, women perceive the opportunities as less positive than men while young people of foreign origin have, contrary to the expectations, a more positive outlook on the chances for young people."     "Der Beitrag untersucht auf Basis der Erhebung zu Kosten und Nutzen der betrieblichen Ausbildung des Bundesinstituts für Berufsbildung (BIBB) den Zusammenhang zwischen dem Ausbildungsmotiv des Ausbildungsbetriebs und der Aufteilung der Arbeitszeit der Auszubildenden im Betrieb. Unterschieden wird zwischen dem Investitions- und dem Produktionsmotiv. Die Zuordnung erfolgt anhand der Übernahmestrategie der Betriebe, die eine generelle, eine teilweise oder keine (bzw. nur in Ausnahmefällen) Weiterbeschäftigung der Auszubildenden nach Abschluss der Ausbildung vorsehen kann. Bei der Zeitaufteilung der Auszubildenden wird unterschieden zwischen Zeiten, in denen einfache Tätigkeiten ausgeführt werden, Zeiten für Fachkräftetätigkeiten und sonstigen 'unproduktiven' Zeiten, in denen die Auszubildenden auf verschiedene Weise ausgebildet werden. Es zeigt sich, dass es in den Betrieben, die dem Investitionsmotiv zugeordnet werden, einen höheren Anteil an 'unproduktiven' Tätigkeiten als in den produktionsorientierten Betrieben gibt. Darüber hinaus weisen auch weitere Faktoren einen Zusammenhang mit der Zeitaufteilung auf. So kann insbesondere ein positiver Zusammenhang der vor der Ausbildung erworbenen, allgemeinen schulischen Kompetenzen der Auszubildenden mit den Einsatzzeiten für Fachkräftetätigkeiten festgestellt werden." But with rapid technological change, gains in youth employment from vocational education may be offset by less adaptability and thus diminished employment later in life. To test our main hypothesis that any relative labor-market advantage of vocational education decreases with age, we employ a difference-in-differences approach that compares employment rates across different ages for people with general and vocational education.     "Understanding the causes of unemployment and job insecurity among young people remains a central concern for social scientists and policy makers. This study focuses on one potential institutional cause of high youth unemployment, employment protection legislation (EPL). While many are sceptical of a link between EPL and high aggregate unemployment rates, a consensus has emerged linking EPL to high youth unemployment in particular. The review of theoretical and empirical research conducted here challenges this consensus. Search and matching theoretic explanations have difficulty making unambiguous predictions about the effects of EPL on youth unemployment and empirical research has undertaken little effort to uncover its causal effects. The empirical analysis tests for the existence of aggregate employment effects of EPL across youth labour markets using aggregate data from affluent OECD countries (1985 - 2007) and individual data from labour force surveys for 15 Western European countries and the U.S. (1992 - 2007). It conducts conventional regression analyses and also implements a Difference-in-Difference design. Neither conventional nor Difference-in-Difference analyses yield any robust evidence whatsoever linking either dimension of EPL to inferior youth labour market performance, for any of the education groups or institutional conditions tested. Altogether, this study rejects the view that strict EPL is or has been the cause of high youth unemployment rates or low youth employment rates, at least for the sample of countries tested here."     "Wir berichten über die Evaluation des Pilotprojektes eines Berliner Sozialamts zur Integration junger Sozialhilfeempfänger in das Erwerbsleben. Dem Workfare-Prinzip folgend war die Teilnahme an dem Programm für die ausgewählten Personen verpflichtend. Wer die Teilnahme verweigerte, erhielt keine Unterstützungszahlungen. Um die Wirkung des Programms untersuchen zu können, sollten Engpässe bei der Programmkapazität als quasi-zufälliger Zuweisungsprozess genutzt werden. Im Nachhinein stellte sich jedoch heraus, dass im Zuweisungsprozess unkontrollierte Selektionseffekte auftraten, die den Vergleich mit einer entsprechenden Gruppe von Nichtteilnehmern erheblich erschweren. Mit Hilfe ökonometrischer Verfahren haben wir versucht, für diese Selektion zu korrigieren. Die Messung der Wirkung beruht auf Sozialamtsdaten, die von uns mit Geschäftsdaten der Bundesagentur für Arbeit verknüpft wurden, um Informationen über Erwerbsverläufe vor und nach der Betreuung durch das Sozialamt zu gewinnen. Die Ergebnisse deuten auf einen positiven - statistisch allerdings nicht signifikanten - Beschäftigungseffekt von Workfare hin. Wir verdeutlichen, dass Nachlässigkeiten im Projektdesign durch ökonometrische Verfahren zwar nachträglich ausgeglichen werden können, aber nur um den Preis eines deutlich erhöhten Fallzahlbedarfs, um statistisch belastbare Ergebnisse für politische Entscheidungen zu bekommen. Bei den üblicherweise niedrigen Fallzahlen im Rahmen von Modellprojekten sollten daher verstärkt experimentelle Designs Anwendung finden." (Autorenreferat, IAB-Doku)

    "Das RWI wurde vom Deutschen Caritasverband e.V. damit beauftragt empirische Auswertungen für einen Bericht über Bildungschancen vor Ort zu erstellen. Die Analyse umfasst multivariate Auswertungen regionaler Daten zur Bildungssituation und stellt die Bildungssituation in Relation zur sozioökonomischen Lage vor Ort. Konkret wird der Zusammenhang zwischen dem Anteil der Schulabgänger ohne Hauptschulabschluss auf Ebene der Kreise und einer Reihe an sozioökonomischen Aspekten untersucht.
    Fazit:
    Der Anteil der Schüler/innen, die im Jahr 2009 ohne Hauptschulabschluss von einer allgemeinbildenden Schule abgegangen sind, lag im deutschlandweiten Durchschnitt bei 7,2 Prozent, variiert dabei jedoch erheblich zwischen den Regionen. Insgesamt zeigt sich, dass das BIP, die allgemeine Arbeitslosenquote, das Qualifikationsniveau der Beschäftigten und der Anteil der ausländischen Schüler/innen sowie der Schüler/innen in Sonder- und Förderschulen in einem Kreis signifikant mit dem Erwerb eines Schulabschlusses bzw. dem Schulabgang ohne Abschluss zusammenhängen.     "This article uses comparative micro data from the 2004 European Union Labour Force Survey (EULFS) for 23 European countries to study the impact of labour market institutions on the youth relative temporary employment probability. We find relatively high temporary employment rates for young workers in all countries but also a large cross-country variation in this respect. The results of multi-level regression analyses confirm that neither employment protection of regular contracts nor its interaction with the level of employment protection of temporary contracts affects the young people's relative risk. Instead, we find a positive association between collective bargaining coverage as a measure of insider-outsider cleavages and the relative temporary employment risk of young persons.     "Werden Jugendliche am Ausbildungsende nicht von ihrem Ausbildungsbetrieb übernommen und finden sie auch in einem anderen Betrieb keine Anstellung in einem regulären Beschäftigungsverhältnis, so stellt die Zeitarbeit eine Option zur Integration in das Erwerbssystem dar. Die Beschäftigung in Leiharbeit an der zweiten Schwelle war bislang nicht Gegenstand der Übergangsforschung. Unsere Untersuchung zeigt, dass Absolventen, die den Erwerbseinstieg über die Leiharbeit vollziehen, ungünstigere Beschäftigungsperspektiven z. B. in Bezug auf Entgelt, Arbeitslosigkeitsbetroffenheit und Berufswechsel haben. Ausgehend von Signaling-Modellen werden die Determinanten einer Leiharbeitsphase nach der Berufsausbildung auf der Basis von Probit Schätzungen ermittelt. Eine besondere Signalwirkung ist vom Schulabschluss und vom Erfolg in den beruflichen Abschlussprüfungen zu erwarten. Die Nutzung eines unikalen Datensatzes ermöglicht es, die genannten Determinanten explizit zu analysieren. Erwerbseinsteiger ohne Schulabschluss und Hauptschulabsolventen sowie Jugendliche mit schlechten Noten in der Berufsabschlussprüfung haben signifikant geringere Chancen auf eine Anstellung in einem regulären Beschäftigungsverhältnis und integrieren sich häufiger über die Leiharbeit in den Arbeitsmarkt. Die Resultate weisen darauf hin, dass in erster Linie Absolventen mit vergleichsweise geringer Produktivität den Einstieg in das Erwerbssystem über eine Beschäftigung in der Zeitarbeitsbranche bewältigen."     "Young people have been disproportionately affected by the global crisis that erupted in the autumn of 2008. These trends have exacerbated earlier challenges and there is concern that the situation of youth will become unsustainable in some countries, representing a threat to social cohesion. The paper shows that all is not lost regarding youth unemployment. Some countries have done better than others in reducing the effects of the crisis on youth employment, which is partly due to relatively favourable initial conditions but partly also to the adoption of effective policies. The shift to fiscal consolidation in a growing number of countries is reducing the scope for pursuing these effective policies. Such a cost-cutting approach would improve fiscal balances in the short term, but at the risk of perpetuating poor employment outcomes for youth in the longer term.
