Jugendarbeitslosigkeit
Trotz eines Rückgangs ist die EU-Jugendarbeitslosenquote nach wie vor sehr hoch. Laut EU-Kommission sind derzeit 4,5 Millionen junge Menschen (im Alter von 15 bis 24 Jahren) arbeitslos. Einem großen Teil dieser Generation droht durch fehlende Zukunftsperspektiven soziale Ausgrenzung mit weitreichenden Folgen. Mit Maßnahmen wie der Europäischen Ausbildungsallianz und Jugendgarantien der Länder soll entgegengesteuert werden.

"In an effort to broaden the understanding of how early job insecurity can affect an individual's future career from an employer's perspective NEGOTIATE conducted an employer-sided survey with an integrated multidimensional vignette experiment in Bulgaria, Greece, Norway and Switzerland. This report documents the sampling and data-collection in the four countries. In addition we present some basic descriptive results from the survey. Data from the survey will be available for public use, following a quarantine period after the end of the project, through the data repository at the Norwegian Centre for Research Data (NSD).

"Work-based learning can provide a bridge into careers and its potential benefits are particularly noticeable for youth at risk - those most likely to face difficulties in accessing jobs and learning opportunities. If this potential is to be fully realised, work-based learning programmes must be attractive to employers. Achieving this requires a closer look at the costs and benefits for employers when they offer work-based learning. This paper looks at tools designed to help get employers on board for work-based learning, with an emphasis on work-based learning for youth at risk. International experience suggests that financial incentives, such as subsidies and tax breaks are not the answer. Attention should be focussed instead on non-financial measures that improve the cost-benefit balance of apprenticeship to employers. These include adjusting key parameters of apprenticeship schemes, better preparing youth at risk for apprenticeship and providing support (e.g. remedial courses, mentoring) to youth at risk during apprenticeship." "We study the effect of the minimum wage on labor market outcomes for young workers using US county-level panel data from the first quarter of 2000 to the first quarter of 2009. We go beyond the usual estimates of earnings and employment effects to consider how differences across states in the minimum wage affect worker turnover via separations and accessions and job turnover through new job creation and job losses. We find that a higher minimum wage level is associated with higher earnings, lower employment and reduced worker turnover for those in the 14 - 18 age group. For workers aged 19 - 21 and 22 - 24, we find less consistent evidence of minimum wage effects on earnings and employment. "We reassess the results from the literature on the relationship between the youth unemployment rate and GDP growth (Okun's law), based on the concern that the unemployment rate is not an ideal indicator for teenagers and young adults. Using the unemployment ratio instead, we find that youth unemployment (15 - 24 years old) is not significantly more responsive to economic growth than prime-age (25 - 64) unemployment. However, compared to prime-age unemployment, teenagers' unemployment (15 - 19) is relatively unresponsive, whereas young adult's (20 - 24) unemployment is more strongly correlated with economic growth. "This study analyses the effect of employment protection legislation (EPL) on youth unemployment and employment rates in Western Europe. It differentiates between two components of EPL: job security provisions and regulations on temporary contracts. While deregulating job security provisions is expected to lower youth unemployment, the impact of deregulating temporary contracts is ambiguous, but should depend on the strictness of job security provisions. A literature review and replication of prior research demonstrate that much prior evidence linking EPL to higher youth unemployment is not robust to important or minor specification checks. The empirical analysis uses aggregate data from 16 Western European countries and the United States for the period from 1980 to 2008 (N 1/4461) and fixed effects and differences-in-differences estimation. While effects of job security provisions are inconsistent across specifications, there is suggestive evidence that deregulating temporary contracts at high levels of job security provisions has significantly increased youth unemployment rates and lowered youth employment rates." "Both Greece and Ireland have long suffered high youth unemployment rates and have been pressured to restructure their employment and social systems under the European Employment Strategy. Problems were aggravated by the harsh conditions imposed by the Troika following bail-outs. Yet there was significant divergence in youth employment outcomes between Greece and Ireland despite a convergence of policies. In Ireland, tighter conditionality of benefits and stronger 'activation' were already on the agenda of the social actors, so their implementation was not forcefully contested. In Greece, the lack of effective social protection made it difficult for successive governments to build support for flexibilization, and the escalating insecurity of young Greeks and their families gave rise to social unrest and political instability. Die Arbeitsunterlage der Kommissionsdienststellen ergänzt die Mitteilung der Europäischen Kommission, in der sie die wichtigsten Erfolge bei der Umsetzung der Jugendgarantie und der Beschäftigungsinitiative für junge Menschen (Youth Employment Initiative - YEI) seit dem Start 2013 (bis zum Stand: Juni 2016) darstellt und Schlussfolgerungen für die Verbesserung der Maßnahmen der EU und der Mitgliedstaaten zur Umsetzung nationaler Jugendgarantie-Programme zieht. "Causal effects of a policy change on hazard rates of a duration outcome variable are not identified from a comparison of spells before and after the policy change, if there is unobserved heterogeneity in the effects and no model structure is imposed. We develop a discontinuity approach that overcomes this by considering spells that include the moment of the policy change and by exploiting variation in the moment at which different cohorts are exposed to the policy change. We prove identification of average treatment effects on hazard rates without model structure. We estimate these effects by kernel hazard regression. We use the introduction of the NDYP program for young unemployed individuals in the UK to estimate average program participation effects on the exit rate to work as well as anticipation effects." "- Die offene und versteckte Jugendarbeitslosigkeit hat in Süd- und Teilen Osteuropas ein dramatisch hohes Niveau erreicht. Die Folgen der Finanzkrise und der Sparpolitik wurden in diesen Ländern überproportional auf die nachwachsende Generation abgewälzt.
- Die arbeitslosen Jugendlichen in den Krisenländern sind deutlich besser als die älteren Beschäftigten qualifiziert. Die hohe Jugendarbeitslosigkeit kann nicht mit Qualifikationsdefiziten erklärt werden.
- In Ländern mit einem dualen Berufsbildungssystem, wie Deutschland, Österreich, Schweiz oder Dänemark, haben Jugendliche geringere Übergangsprobleme als in Ländern mit anderen Bildungssystemen, da die Sozialpartner und die Unternehmen Verantwortung für die Integration der Jugendlichen übernehmen.
- Zur Bekämpfung der Jugendarbeitslosigkeit hat die EU seit 2010 umfangreiche Hilfsprogramme aufgelegt. Über 90 Milliarden Euro stehen für 'Jugendgarantie', 'Beschäftigungsinitiative für junge Menschen' und andere Hilfsmaßnahmen zur Verfügung, wurden aber bislang kaum abgerufen, da Planungs- und Umsetzungskapazitäten fehlen und Unternehmen eher Personal abbauen als neue Arbeitskräfte einzustellen.
- Die vollmundige Rhetorik der EU, allen Jugendlichen spätestens nach viermonatiger Arbeitslosigkeit eine hochwertige Arbeitsstelle oder eine geeignete Qualifizierung anzubieten, kann in vielen Teilen Europas nur als Zynismus empfunden werden. "This document is the first deliverable from Work Package 2 of the NEGOTIATE project, 'Early job insecurity and youth unemployment as a theoretical and societal challenge'. The Work Package's first objective is to develop 'an original analytical framework for a comparative assessment of the individual and societal consequences of job insecurity early in a career. The analytical framework integrates concepts such as negotiation, agency, capability, empowerment, social resilience, embedded employability, networks, transition regimes, welfare state regimes and multi-level governance. A key interest is how to conceptualise the interactions between the young adults' agency and structurally given constraints and opportunities, (e.g. how they perceive and use their scope for action through networks and active agency, even in seemingly adverse circumstances) and in what sense young adults' find ways of negotiating the challenges of prolonged unemployment and job insecurity.' (DoA, Annex 1, Part A, p. 16). NEGOTIATE's core question is how young people's scope for agency interacts with different layers of structural conditions in a multi-level governance system.
As means to answering this question, the deliverable will review and summarise relevant theoretical literature on key concepts and assess how they contribute to an understanding of the consequences of early job insecurity for young people. A particular interest is the extent to which young women and men are able to negotiate these conditions and avoid the most adverse consequences of such insecurity. We will be particularly attentive to mechanisms of gendered labour market outcomes and patterns of market marginalisation of young people.

"Following a qualitative study design with young adults (aged seventeen to twenty-nine) of a racialised minority status (n = 36) in a low-income community in Toronto, Canada, we found that social relationships and dynamics greatly influenced perspectives towards labour market success. Respondents identified that interpersonal relationships with employers, family members and neighbourhood/community members influenced their perseverance and motivation for upward social mobility through securing and maintaining employment. The findings highlight the fundamental relationship between perceptions of upward social mobility and individual social capital. In particular, the wide array of social networks that can influence the perspectives of racial minority young adults - both positively and negatively. The findings extend contemporary discussions about the relationship between social capital and career aspirations among racial minority young adults, to include a spectrum of interrelated social networks that collectively aid in improving personal development. While contemporary discussions focus on the utility of informal knowledge sharing about career development and post-secondary attainment, the findings here demonstrate the importance of policy and programme solutions that support the mobilisation of a wider array of embedded social resources, within the social networks of racial minority young adults, that help support positive perceptions towards upward social mobility." "Since the onset of the economic crisis, the unemployment level among young people has risen sharply and although an improvement is now being registered some EU countries still have stubbornly high youth unemployment rates. Young people, especially those who are not in employment, education or training (NEET), are now the group at highest risk of social exclusion, with severe consequences not only for the individuals concerned but for the economy and society as a whole. Through its Youth Strategy 2010 - 2018, the EU has adopted a comprehensive and holistic approach to the social inclusion of young people. While the Youth Guarantee (which guarantees young people a work or training placement) seeks to intervene quickly and help young people back into the labour market, there are many other policies and measures at EU, Member State and regional level promoting the social inclusion of young people. This report discusses the first year of implementation of the Youth Guarantee and draws on case study findings showcasing successful initiatives aimed at preventing the social exclusion of young people in the EU." "This paper investigates the relationship between personality traits in adolescence and education and labour market choices. In particular, we investigate the impact of locus of control, effort and diligence, and self-esteem on the risk of youths being unemployed (sometimes referred to as NEET ('Not in Education, Employment or Training'), assuming unconfoundedness. Thus, our focus is on early dropouts from both education and the labour market at age 18 - 20. We use matching methods to control for a rich set of adolescent and family characteristics by estimating the treatment effects, conditional on unconfoundedness, of multiple personality traits at the same time (Wooldridge, Econometric Analysis of Cross Section and Panel Data, 2010). Finally, we use the methodology proposed by Altonji (J Polit Economy 113:151 - 184, 2005) that involves making hypotheses about the correlation between the unobservables and observables that determine the outcomes and the unobservables that influence personality. Our results show that individuals that display low effort and diligence, low self-esteem, and external locus of control are estimated to be more likely to drop out of education and employment." "Die Jugendarbeitslosigkeit in der Europäischen Union, vor allem in den südeuropäischen Ländern, ist erschreckend hoch. Das hat nicht nur unmittelbare Konsequenzen für die ökonomische Lage der Betroffenen, sondern auch erhebliche Folgen im weiteren Berufsleben. Droht langfristige eine 'verlorene Generation' heranzuwachsen, die auch im späteren Erwerbsleben kaum Chancen auf einen Eintritt in den Arbeitsmarkt hat? Für Joachim Möller, Institut für Arbeitsmarkt- und Berufsforschung (IAB), Nürnberg, und Universität Regensburg, lässt sich der dramatische Anstieg der Jugendarbeitslosigkeit nicht durch eine Veränderung struktureller Faktoren erklären. Vielmehr liege der Misere die allgemeine Arbeitsmarktschwäche zugrunde, die sich auch in der Arbeitslosenquote der übrigen Erwerbspersonen widerspiegelt. Es empfehle sich deshalb die doppelseitige Strategie: Maßnahmen zur Verbesserung der Wettbewerbsfähigkeit und der Arbeitsmarktstrukturen in den Krisenländern bedürfen einer Komplementierung durch eine Steigerung der aggregierten Nachfrage, um die Schaffung und Erhaltung von Arbeitsplätzen zu begünstigen. Gerhard Bosch, Universität Duisburg-Essen, sieht ein Versagen der Hilfsprogramme der EU, die bislang die hohe Jugendarbeitslosigkeit in Süd- und Osteuropa nicht erkennbar verringern konnten. Nach Ansicht von Günther Schmid, ehem. FU Berlin, gilt es langfristig für die Länder mit hoher oder gar dramatisch hoher Jugendarbeitslosigkeit, die institutionellen Kapazitäten für duale Ausbildungssysteme aufzubauen. Jörg Schmidt, Institut der deutschen Wirtschaft Köln, findet es zu früh, um von einer verlorenen Generation Jugendlicher in Europa zu sprechen. Die vergleichsweise hohe Jugendarbeitslosigkeit in einigen südeuropäischen Staaten gebe zwar Anlass zur Sorge, allerdings hätten einige der institutionellen Regelungen auch Reformpotenzial, um diesem Problem zu begegnen, insbesondere im Bereich der (beruflichen) Bildungssysteme sowie der Kündigungsschutz- und Mindestlohnregelungen. "This paper analyses the influence of country-level education mismatch on the individual-level relationship between education and the probability of being unemployed or staying in alternative labour statuses, for young people aged 15 - 34 in 2006, 2008 and 2010, living in 21 EU countries. We assume that young people may fall in five labour market statuses: 1) Employee; 2) Self-employed; 3) Unemployed; 4) In Education; 5) Inactive, and perform a multinomial logit model to study the effects of years of education on relative probability of being in labour statuses 2, 3, 4, or 5, compared to the base category (Employee). Afterwards, we interact the individual-level years of education with a country-level indicator of education mismatch in order to identify the heterogeneous effects of the aggregate mismatch among people with different educational attainments. Results show that more years of education: i) reduce the relative probability of being unemployed; ii) have a cumulative effect by extending the period of education; iii) slightly raise the relative probability to be self-employed. As regards country-level education mismatch, we found that only after 2008 it produces an additional effect on better educated young people by further reducing their relative unemployment risk when it is compared to that of low educated youngsters. This outcome tells us that improving access to university degrees remains the main road to tackle youth unemployment caused by education mismatch, even after the outburst of the current financial and economic crisis." "In this paper we shed light on the relationship between labor market policy, entrepreneurship and youth unemployment prior to and in the aftermath of the global financial crisis in Spain. We discuss the situation, where labor market and macroeconomic policies were largely inefficient in reducing high levels of (youth) unemployment after 2007. We rise the question why in a situation of low inflation rates, an increase in (youth) unemployment had been observed although the labor market becomes more flexible due to the associated structural reform in 2010. We call this the Spanish Puzzle. The main reason for this observation can be found in the phenomena of downward nominal rigidity and the existence of a liquidity trap. Given the recovery of the Spanish economy in 2015, this development is grounded on (besides the increase in private consumption and a trade surplus) several policy measurements in order to strengthen entrepreneurial activity in 2013. Mithilfe partizipativer Ansätze der Soziokulturellen Animation leistete das Projekt einen Beitrag dazu, dass Jugendliche selbst unter schwierigen Ausgangsbedingungen verstärkt am gesellschaftlichen Leben teilhaben können und die Zusammenarbeit zwischen albanischen NGOs und staatlichen Akteuren verbessert wurde. "We estimate the association between the unemployment status of young women and the probability that they are subject to violence, using Swedish population register data covering the period 1999-2008. These data contain the highest-level classification of diagnoses made by medical experts at every individual in-patient and out-patient visit to medical care units, including every contact with a physician. We distinguish between domestic and non-domestic violence. It turns out that unemployed women are significantly more likely to be victimized than employed women with the same individual characteristics. Vor diesem Hintergrund hat die Robert Bosch Stiftung die vorliegende Studie beim Zentrum für Europäische Wirtschaftsforschung (ZEW) in Mannheim in Auftrag gegeben. Ziel dieser Studie ist es, die Entwicklung der Jugendarbeitslosigkeit in Europa zu untersuchen, die maßgeblichen institutionellen und ökonomischen Ursachen für Jugendarbeitslosigkeit zu identifizieren und die Maßnahmen zu diskutieren, die ergriffen werden können, um eine bessere Arbeitsmarktintegration von jungen Erwachsenen zu erzielen.
Obgleich die Studie die Perspektive der EU-Mitgliedstaaten insgesamt abdeckt, legt sie den Schwerpunkt auf die südeuropäischen Länder, die in besonderem Maße von der aktuellen Jugendarbeitslosigkeitskrise betroffen sind. Den Hauptteil bilden drei Länderberichte, in denen die Lage in Italien, Spanien und Portugal im Detail dargestellt wird und aktuelle sowie mögliche zukünftige politische Initiativen untersucht werden, die zu einer Senkung der Jugendarbeitslosigkeit in diesen Ländern beitragen könnten." "Young people in Europe face great difficulties nowadays when entering the labour market. Unemployment and temporary employment are high among youth, although considerable differences exist between European countries. In this article, we study to what extent cyclical, structural, and institutional factors explain cross-national variation in youth labour market integration. Inaddition, we examine educational differences in the impact of these macro-characteristics. To answer these questions, we use data on young people from 29 countries who were interviewed in the European Social Survey of 2002, 2004, 2006, or 2008 and left day-time education in the period 1992_2008. Both unemployment and temporary employment are regarded as a lack of labour market integration, compared to the situation of permanent employment. The empirical results first of all show that high unemployment hinders young people to smoothly integrate into the labour market. In addition, economic globalisation positively affects youth labour market integration. We also demonstrate that young people experience less difficulty with labour market integration as the educational system is more vocationally specific. Intermediate and higher educated particularly profit from the positive effect of the vocational specificity of the educational system. Finally, as the employment protection legislation of incumbent workers is stricter, young people experience more difficulties with labour market integration, especially higher educated youth." The empirical results are basically consistent with an insider view of labor market institutions. Labor market institutions tend to protect (older) employees but might harm (young) entrants. In addition, the combined effects of powerful unions and a coordinated wage bargaining system are beneficial for older people and detrimental to youth. "This article analyses the Not in Education, Employment or Training (NEET) concept and related indicators and its effects on both youth policies and the perception of young people. It is argued that a 'weak version' of social exclusion is often used to explain the phenomenon. This leads both to defective policies (as a 'victim blaming' approach tends to be developed instead of structural policies) and to the negative labelling of the NEET young people (as research and policies tend to focus on the individual's deficits and thus associate them with negative values). An alternative indicator is proposed, aimed at reducing the heterogeneity of the situations the concept includes and focus on the core NEET group. This restricted concept centres on those individuals who do not seem to have any objective impediment to study or work. Figures are calculated for the Spanish region of Catalonia and results show a lower proportion of people in a NEET situation; that the NEET rates for young people and adults are similar; that the phenomenon is not new; and confirm that it is related to the risk of social exclusion. These results reinforce the need for an approach which is more sensitive to inequalities to improve our understanding of the NEET population and to avoid the stigmatisation of individuals, generations and countries." "Im vorliegenden Beitrag wurden auf Basis unterschiedlicher Indikatoren das Problemausmaß der Jugendarbeitslosigkeit in der Europäischen Union (EU 27) und die damit verbundenen Folgen anhand des internationalen Forschungsstandes beschrieben. Das Ausmaß der Jugendarbeitslosigkeit in der Europäischen Union ist als ernst zu nehmendes Problem zu bewerten und birgt die Gefahr in sich, das Europäische Projekt zu gefährden. Besonders problematisch erscheint, dass rund ein Drittel der arbeitslosen Jugendlichen bereits 12 Monate oder länger arbeitslos sind. Es wurde dargelegt, dass lang anhaltende Arbeitslosigkeit bei Jugendlichen weit reichende Folgen für die Betroffenen, für die wirtschaftliche Entwicklung und für die Gesellschaft an sich haben kann. Für die Betroffenen zeigen sich als Folge der Jugendarbeitslosigkeit eine geringere Lebenszufriedenheit, ein schlechterer Gesundheitszustand, ein erhöhtes Arbeitslosigkeitsrisiko und ein geringeres Einkommen in der Zukunft. Die individuellen Folgen von Jugendarbeitslosigkeit haben wiederum Rückkoppelungseffekte auf die wirtschaftliche Entwicklung (hohe ökonomische Kosten, Zunahme der Einkommensungleichheit) und den gesellschaftlichen Zusammenhalt. Der Beitrag plädiert abschließend dafür, die Bekämpfung von Jugendarbeitslosigkeit als prioritäres Ziel in der Europäischen Wirtschaftspolitik zu verankern und durch eine Finanztransaktionssteuer die notwendigen finanziellen Mittel z.B. zur Umsetzung einer Jugendgarantie in der Europäischen Union zu generieren. Im Ergebnis wird deutlich, dass der Ausgestaltung der Ausbildungssysteme eine wesentliche Bedeutung zukommt: Je stärker Praxiserfahrungen in die Ausbildung integriert werden - ob nun auf formelle oder auf informelle Weise - desto besser sind die Übergangschancen der Absolventen in den Arbeitsmarkt. Das duale Ausbildungssystem deutscher Prägung schneidet einerseits sehr gut ab bei diesem Vergleich, denn die betriebliche Praxis ist ein integraler Bestandteil der Ausbildung. Andererseits zeigt ein genauerer Blick auch Probleme auf: Wer als junger Mensch seinen Weg in das deutsche Ausbildungssystem findet, hat zwar beste Chancen auf dem Arbeitsmarkt. "Background - The paper gives an update to earlier analysis considering youth poverty and transition to adulthood, which is timely given the economic crisis engulfing many countries in Europe. Whereas the crisis is affecting young people in particular, there is also a certain degree of variation across Europe.
Objective - We document the short-term consequences of the current recession on the transition to adulthood of young Europeans, focusing on two main cornerstones in the transition to adulthood: economic independence and residential autonomy.
Methods - We use a combination of OECD Employment Statistics for 2012 and micro-level data from the European Union Statistics on Income and Living Conditions (EU-SILC) for the period 2005-2011 for 24 countries.
Results - We document an increase in economic hardship experienced by young adults in several European countries during the recession, which is starting to translate into higher rates of co-residence with parents, hence delaying the process of leaving home and gaining economic independence.
Conclusions - The way countries are reacting to the recession is not yet clear-cut, but economic uncertainty and deprivation is on the rise in those countries hardest hit, which is likely to delay the key markers of transition to adulthood." (Author's abstract, IAB-Doku) ((en)) -

"Since the great recession in 2008, unemployment has risen in the EU. In 2008, the unemployment in the EU was at 7.1 percent, in 2012 it was at 10.5 percent. The unemployment has increased the most in southern Europe, while Germany today has a lower unemployment than in 2008. By the end of 2012, the euro area was still in recession, and unemployment continues to rise. Young people are especially sensitive to the business cycles, and youth unemployment (15-24 years) has increased from 15.8 percent in 2008 to 22.8 percent in 2012 in the EU. The situation is worst in Greece and Spain with youth unemployment above 50 percent.
In this paper the authors of the International Labour Market Forecasting Network (a cooperation of several researchers related to PES) briefly describe the youth unemployment in Denmark, Estonia, Finland, Germany, Norway and Sweden. Young people face the transition from education to work, which is a vulnerable phase. If the labour market is poor, they struggle to get their first job. If firms have to resign workers they often will be the first to go, because they have temporary contracts and/or short experience. This means that youth unemployment usually is higher than unemployment for people older than 24 years. In the countries named above youth unemployment is about 2-4 times higher than total unemployment (LFS), but most of the young who are unemployed are only unemployed for a short period of time. In some of the countries many of the young unemployed are full-time students looking for a part-time job. In all countries except Germany the youth unemployment is higher than 2008, but since 2010 youth unemployment has stabilized or fallen in most of the countries according to the labour force survey (LFS)." As the fundamental differences in youth unemployment are primarily resulting from structural differences in labor policy and in the (vocational) education system, any short-term oriented policies can only have temporary effects. Dies gilt auch für die Länder, die derzeit am stärksten von Jugendarbeitslosigkeit betroffen sind. Setzt man den Verlauf der Jugendarbeitslosigkeit in Relation zur Arbeitslosigkeit der 25jährigen und Älteren, dann verlief der Anstieg bei den Jugendlichen während der Krise sogar leicht unterproportional. Grund dafür ist, dass das relative Arbeitslosigkeitsrisiko von Jugendlichen - also bezogen auf das Arbeitslosigkeitsrisiko der Über-25-Jährigen - schon vor dem Einsetzen der großen Rezession stark angestiegen war. Dies hat vor allem mit strukturellen Veränderungen zu tun, die das Risiko von Jugendlichen, während des Übergangs von der Schule in Beschäftigung arbeitslos zu werden, deutlich erhöht hat." "Dieser Beitrag untersucht die Entwicklung der Jugendarbeitslosigkeit im Zeitraum 2001-2010 auf Makroebene. Es werden alternative Konzepte zur Ermittlung der Jugendarbeitslosigkeit als abhängige Größe eingeführt. Während die herkömmliche Jugendarbeitslosenquote am stärksten auf konjunkturelle Effekte, die Verbesserung des allgemeinen Ausbildungsniveaus oder die Erhöhung des Beschäftigungsanteils in der Industrie anspricht, reagiert sie nicht auf die relative Zunahme erwerbsloser junger Menschen. Alternativ dazu werden die NEET-Quote (der Anteil junger Menschen, die sich nicht in schulischer oder beruflicher Ausbildung befinden und keiner Arbeit nachgehen) und der Anteil Erwerbsloser in der jungen Gesamtbevölkerung verwendet, die beide die Arbeits- und Erwerbslosigkeit ins Verhältnis zur jungen Gesamtbevölkerung setzen. Im Vergleich zur NEET-Quote reagiert letzteres Modell besser auf Veränderungen in der Anzahl junger Erwerbsloser und bietet auch gute Erklärungsansätze. Abschließend wurde noch das Verhältnis zwischen Jugend- und Erwachsenenarbeitslosigkeit untersucht, was zeigte, dass sich diese Kennzahl in den 2000er Jahren bis 2008 erhöht hat. In den Krisenjahren stagnierte sie hingegen oder war sogar leicht rückläufig. Allgemein betrachtet, schien die Entwicklung dieses Verhältnisses in den 2000er Jahren nur einen schwachen Zusammenhang mit der Konjunktur aufzuweisen, was weiter untersucht werden sollte. "Irish youth was hit hard by the crisis. Many young workers have remained unemployed for a long time and, unless it is tackled promptly, this issue will become one of the most enduring legacies of the recession. New labour market policy initiatives have been introduced recently, but more will be needed to limit scarring effects and keep youth connected so that they can get back to work as soon as the recovery strengthens. For many young workers learning new skills is the way to get ready. The Irish economy is shifting away from bricks and mortar towards knowledge-based services, and those previously employed in construction-related activities need to acquire the skills and competencies required in these expanding sectors. For those who have already drifted into more marginalised environments, a longer process of rehabilitation will be necessary to escape poverty and social exclusion. This chapter recommends focusing limited fiscal resources on policies empirically-proven to help regain employment; this will require systematic and rigorous evaluation of labour-market programmes and policy decisions to close down ineffective schemes while strengthening successful ones." "Der Beitrag untersucht, inwieweit junge Menschen aus den neuen Mitgliedstaaten vor dem Hintergrund ungleicher Bedingungen in der erweiterten Europäischen Union zu Beginn der großen Krise die Migration gewählt haben. Der Artikel stützt sich auf Eurobarometer-Daten und wahrscheinlichkeitstheoretische, ökonometrische Modelle, um die wesentlichen Faktoren für die Absicht von Menschen, in einem anderen Mitgliedstaat des Europäischen Wirtschaftsraums (EWR) zu arbeiten, und die erwartete Dauer des Auslandsaufenthalts zu ermitteln. Wir stellen fest, dass die Migrationsabsicht unter Unverheirateten und unter Männern mit Kindern hoch ist, aber beide Kategorien gleichzeitig zu der Gruppe gehören, die nur vorübergehend und nicht langfristig oder dauerhaft ins Ausland zu gehen beabsichtigt. Während sich das Alter negativ auf die Migrationsneigung auswirkt, hat das Ausbildungsniveau keinen Einfluss darauf, ob ein Auslandsaufenthalt zu Arbeitszwecken beabsichtigt wird. Bei Personen, die eine Erwerbstätigkeit im Ausland in Erwägung ziehen, besteht jedoch ein Zusammenhang zwischen dem Abschluss der Ausbildung - sofern dieser nach dem 16. Lebensjahr erfolgt - und langfristigen (mindestens fünf Jahre), aber nicht dauerhaften Migrationsplänen. Diese Ergebnisse lassen eher auf ein Potenzial für zirkuläre Migration (''brain circulation'') statt Abwanderung qualifizierter Arbeitskräfte (''brain drain'') schließen. Abschließend stellt der Beitrag fest, dass soziodemografische Größen in mindestens ebenso großem Umfang Unterschiede in den Migrationsabsichten erklären wie selbst genannte Push- und Pullfaktoren und Migrationseinschränkungen." "Young people in Europe have been particularly affected by the recession: by mid-2013, the unemployment rate among people aged 24 and under was over 23%. A large proportion of workers in this age group are employed on temporary rather than permanent contracts (42% compared to just 10% of workers aged 25 - 64). While temporary or fixed-term contracts can be a stepping stone in the transition from education into work, they can also trap young people in insecure jobs. This report from the European Restructuring Monitor is based on data from correspondents in 28 EU Member States and Norway. Vor dem Hintergrund der dramatisch ansteigenden Jugendarbeitslosigkeit in Europa widmet sich der Bericht folgenden Fragen: 1. Wird die Jugendarbeitslosigkeit in Europa durch einen Mangel an Arbeitsplätzen, an Qualifikationen oder durch eine fehlende Koordination von beidem verursacht? 2. Welche Hindernisse müssen Jugendliche bei der Berufseinmündung bewältigen? 3. Welche Jugendlichen und welche Arbeitgeber haben die größten Probleme? 4. Wie kann man diese Probleme angehen? Zur Beantwortung dieser Fragen wurden insgesamt 5.300 junge Menschen, 2.600 Arbeitgeber und 700 Bildungsanbieter in acht Ländern befragt. Außerdem wurden mehr als 100 arbeitsmarktpolitische Programme aus 25 Ländern analysiert. Fazit: Gerade in jenen Ländern mit der höchsten Jugendarbeitslosigkeit haben Arbeitgeber Probleme, geeignetes Personal zu finden. Im Hinblick auf die berufliche Qualifizierung werden viele Jugendliche durch die hohen Kosten von einem Studium abgehalten. Außerdem erhoffen sie sich durch ein Studium keine besseren Arbeitsmarktchancen. Abschließend werden Möglichkeiten zur Verbesserung der Berufseinmündung aufgezeigt. Hierzu zählt eine verbesserte Berufsinformation und die Zusammenarbeit von Arbeitgebern und Bildungsanbietern. (IAB)

"There is a substantial history of programmes, within the United Kingdom (UK) and elsewhere in the world, which use public funds to stimulate the creation of Apprenticeships, particularly in difficult economic conditions when employers are cautious about investing in training.
In February 2012, when over a million young people were unemployed, the government introduced an incentive for employers to take on up to three young Apprentices aged 16 to 24. This was the Apprenticeship Grant for Employers of 16 to 24 year olds, or 'AGE 16 to 24'. The incentive comprised a £1,500 grant per Apprentice over and above the subsidy to the cost of training (100 per cent subsidy for Apprentices aged 16-18 and 50 per cent for those aged 19-24). The new grant would be available for up to 40,000 Small and Medium Enterprises (SMEs) with fewer than 250 employees which were new to Apprenticeship (defined as never having had an Apprentice nor having taking on an Apprentice in the last 3 years). This criterion for eligibility was to encourage new or lapsed employers into Apprenticeship and to increase programme additionality (that is, to ensure that as many as possible of the Apprentices created as a result of the AGE 16 to 24 incentive would not have been created in its absence). The subsidy would be paid in two instalments of £750 each, at 8 weeks and 12 months into the Apprenticeship. The arrangement was intended both to assist employers with the early costs of the Apprenticeship and to encourage retention. The programme also had objectives to distribute the AGE 16 to 24 grant such that at least 50 per cent of assisted Apprenticeships would be for Apprentices aged between 16 and 18 and that at least 50 per cent would be taken up by small businesses employing 50 or fewer people.
At the end of August 2012, partly as a result of early evaluation findings and partly in response to other direct feedback from various parties involved in the delivery of the AGE 16 to 24 programme, a number of adjustments were made to its delivery: the 'not in the last 3 years' criterion was reduced to 'not in the last year'; eligibility was extended to employers with up to 1,000 employees; the maximum number of Apprentices supported by the AGE 16 to 24 grant who could be taken on by any one employer was raised from three to ten; and the two-stage payment system was changed to one in which the employer received the full £1,500 grant as a single payment when the Apprentice (or Apprentices) had been in learning for 13 weeks." "Timely support for young unemployed is essential for a smooth transition into the labour market. The first youth guarantees (measures that reduce the time a young person spends not in employment, education or training) were introduced by the Nordic European countries in 1980s and 1990s. Similar programmes to reduce the inactivity period of youth have been put in place more recently in Austria, Germany, the Netherlands and Poland, and more European countries will be introducing similar measures following Youth Guarantee Recommendation agreed by the EU's Council of Employment and Social Affairs Ministers in February 2013.
In 2013 and 2014, following up on its earlier work on Local Youth Employment Strategies, the OECD Local Economic and Employment Development Programme is undertaking a review of the implementation of youth guarantee in 8 European countries to identify key conditions and success factors and provide a set of practical policy recommendations relevant to national and local policy makers and practitioners. "Die Krisen der letzten Jahre haben in Europa die Jugendarbeitslosigkeit kräftig ansteigen lassen, was das schon seit langer Zeit bestehende Phänomen der weit über dem Durchschnitt liegenden Arbeitslosigkeit der Jugendlichen deutlicher hervortreten lässt. In manchen Ländern erreichte die Jugendarbeitslosenquote bisher nicht gekannte Höhen, wobei allerdings die Zahl der Erwerbslosen unter den Jugendlichen nicht stärker als unter den Erwachsenen zugelegt hat. Zudem wird mitunter in der Öffentlichkeit die Lage der Jugend schlechter dargestellt als sie tatsächlich ist, weil ausgeblendet wird, dass die meisten Jugendlichen gar nicht auf dem Arbeitsmarkt sind, sondern eine Ausbildung absolvieren. Gleichwohl ist die Jugendarbeitslosigkeit in weiten Teilen Europas zu einem noch dringlicheren sozialen Problem geworden als es das schon vor einigen Jahren war. In der gesamten EU ist die Arbeitslosenquote der Jugendlichen mehr als doppelt so hoch wie die der Erwachsenen. Nur in einigen Ländern hängt das - neben anderen Faktoren - mit einer unzureichenden Qualifikation der Jugendlichen zusammen. Denn auch wenn eine Ausbildung vorliegt, weisen Jugendliche eine viel höhere Arbeitslosigkeit auf als Erwachsene. In solchen Ländern allerdings, in denen viel betrieblich ausgebildet wird, sind die Arbeitsmarktchancen nicht so schlecht wie in Staaten, die vor allem auf eine schulische Qualifizierung setzen. Eine praxisnahe Ausbildung kann offenbar ein Mittel sein, um den Jugendlichen bessere Arbeitsmarktchancen zu verschaffen. Am offensten ist der Arbeitsmarkt in Deutschland. Hier kann die relativ wenig über dem Durchschnitt liegende Arbeitslosigkeit der Jugendlichen allein auf Qualifizierungsdefizite zurückgeführt werden. "The purpose of this paper is to assess the impact of financial crises on the youth unemployment rate (YUR). The authors consider different types of financial crises (systemic banking crises, non-systemic banking crises, currency crises and debt crises) and different groups of countries, according to their income level. After a review of the existing (theoretical and empirical) literature on the determinants of the YUR in general and at the occurrence of economic crises, the authors present empirical estimations on the impact of past financial crises on young workers. The relationship between financial crises and YUR is investigated by employing fixed effects panel estimation on a large panel of countries (about 70) around the world for the period 1980-2005. The 'persistence' over time of the impact is also investigated. Finally the Arellano-Bond dynamic panel is estimated, confirming the significance of the results. According to the authors' empirical estimates, two key results are relevant: financial crises have an impact on the YUR that goes beyond the impact resulting from GDP changes; and the effect on the YUR is greater than the effect on overall unemployment. The inclusion of many control variables - including in particular GDP growth - does not change the sign and significance of the key explanatory variable. The results suggest that financial crises affect the YUR for five years after the onset of the crises; however, the most adverse effects are found in the second and third year after the financial crisis. Although fully aware of the peculiarities of the last crisis, the authors believe that the econometric results facilitate a better understanding of the impact of the 2007-2008 financial crisis on the youth labour market. The main policy implication is that effective active labour market policies and better school-to-work transition institutions are particularly needed to reduce the risk of persistence and structural (long-term) unemployment, since young people have been worst affected by the last crisis." "The concept of youth unemployment as dealt with in this paper covers the problems encountered by young people below 25 years of age entering the labour market and finding permanent employment.
In most European countries youth unemployment has risen significantly as a result of the economic crisis. Compared to youth unemployment, adult unemployment experienced the effects of the crisis with some delay. But in the long run, the recession has affected all age groups. In the 2000s there were significant changes in the pattern of youth unemployment due to gender, citizenship or educational level.
The results indicate individual avoidance strategies such as reducing labour market participation (prolonging of or returning to education) or interregional mobility. Reviewing the literature on labour market policy there are no clear and universal solutions for the prevention or reduction of youth unemployment, whether in terms of active labour market policy and labour market institutions or regulation / deregulation. However, national experiences differ in different areas.
Individual and familial guidance and counselling on both educational and occupational choices can help young people in their school-to-work transitions and in the labour market. This paper provides a better understanding of VET around the world, dealing with three types of vocational systems: school-based education, a dual system in which school-based education is combined with firm-based training, and informal training. We first explore the motivation for these different types of training, before summarizing the institutional evidence, highlighting the key elements of each training system and discussing its main implementation strengths and challenges. We subsequently review the evidence on the effectiveness of VET versus general education and between the three VET systems. There are clear indications that VET is a valued alternative beyond the core of general education, while the dual system tends to be more effective than school-based VET. It was developed as part of an ongoing policy focus to tackle long-standing skill shortfalls in the city, shortages which have been constraining employment, social opportunity and productivity. A critical element was to establish more apprenticeship frameworks outside traditional sectors and in growth sectors dominating the local economy. A remarkable innovation in the campaign has been supplementing the supply-side approach with a demand-side policy by working to engage more private sector employers, while also ensuring a strong public sector commitment. Germany has one of the most successful apprenticeship models internationally and can provide good learning lessons for London on putting in place effective apprenticeship approaches at national, regional and local level." "- Since the end of the 1990s, the European institutions have launched initiatives to tackle youth unemployment within the framework of the European Employment Strategy and the Open Method of Coordination. These forms of intervention are crucial in creating common perceptions and approaches to the problem of youth unemployment in Europe and to generating a 'common sense' and awareness of it.
- In the approach pursued so far, most of the weight of intervention is on young people (their educational, technical and personal skills) and not on global regulation of their social and economic conditions and the labour market as a whole. This orientation is expressed in the concept of 'employability'.
- The programme 'Youth on the Move' is a broader and more detailed approach to youth unemployment in Europe. Nevertheless, the innovations mainly consist of an intensification of the orientations that guided European initiatives in the previous decade. The new key expressions are 'mobility' and 'unleashing young people's potential'.
- The European institutions should reformulate the definition of the problem in order to deal with youth unemployment in a more fair and balanced way, avoiding looking at young workers as 'lower quality' workers. Of course, these changes can be implemented only by reinforcing the role of associations and other social agents (trade unions) who provide an alternative voice." In particular, the aim of the current paper is to clarify and explore the impact of the macroeconomic policy environment on youth labour market outcomes vis-à-vis other structural and supply-side factors. Fehlende finanzielle Mittel sind seltener eine Hürde beim Anstreben eines weiterführenden Bildungsabschlusses. In kaum einem anderen Land ist die berufliche Ausbildung im Vergleich zu einer akademischen Laufbahn so hoch angesehen wie in Deutschland. Dies sind die zentralen Ergebnisse der Studie. Sie zeigt jedoch auch Schwächen des deutschen Systems auf. Für die Studie führte McKinsey in neun Ländern weltweit mehr als 8.000 Interviews zur Ausbildungsmarktsituation durch, neben Deutschland auch in den USA, Großbritannien, Brasilien, Indien, Saudi Arabien, Mexiko, Türkei und Marokko. In jedem Land wurden repräsentativ Stichproben von jungen Menschen im Alter von 15 bis 29 Jahren, Arbeitgebern und Vertretern von Bildungseinrichtungen dazu befragt, wie sie die Vorbereitung auf das Berufsleben einschätzen, nach welchen Kriterien sie wichtige Entscheidungen am Übergang vom Bildungssystem in den Arbeitsmarkt treffen und wie sie Zukunftschancen sehen." In cross-national perspective, research on youth employment has thus far paid attention to the transition from school to work, but underemphasized the importance of the social psychology of labour market entrance. In this article, European young adults' perceptions of the first-job opportunities in their country are analysed. The result of a multilevel regression analysis on the 2008 wave of the European Social Survey (ESS) shows that differences across countries can mainly be explained by the public's perceptions of levels of unemployment, and public spending on education. At the individual level, youth in a precarious socioeconomic situation have a rather pessimistic view on these opportunities. Moreover, women perceive the opportunities as less positive than men while young people of foreign origin have, contrary to the expectations, a more positive outlook on the chances for young people." "Chapter 1 reviews the characteristics of the youth employment crisis in its quantitative and qualitative dimensions across different regions and countries, and discusses new emerging challenges, such as educated unemployment and the increasing 'detachment' of youth from labour markets. Chapter 2 analyses the patterns of interventions and policies implemented by countries around the world since the last general discussion. It highlights the key lessons that can be drawn from the experience of, and the responses to, the global financial crisis. It covers a broad range of the policy areas included in the conclusions of the Conference's 2005 discussion, ranging from macroeconomic considerations to labour market policies and programmes, entrepreneurship development, rights and labour markets institutions, social protection and other factors affecting the demand and supply and the quantity and the quality of employment. This integrated analysis across the Decent Work Agenda applies the ILO Declaration on Social Justice for a Fair Globalization, 2008, principle of integrated, inseparable and mutually supportive objectives. It highlights the significance of policy coherence and coordination at national and global levels to tackle the youth employment crisis. It also points to a major deficiency - that of limited voice and participation by youth themselves in forging their present and future. Chapter 3 briefly reviews the International Labour Office's strategy of support to constituents, developed since 2005, and the main global and regional partnerships focusing on youth employment. "Der Anteil junger Menschen, die weder in Beschäftigung noch in schulischer oder beruflicher Ausbildung sind, ist in Deutschland auch in den Krisenjahren stabil geblieben. 2010 lag er für 15 bis 29-Jährige bei 12,0 Prozent und damit weit unter dem OECD-Durchschnitt von 15,8 Prozent. Deutschland und auch die Schweiz gehören somit zu einer kleinen Gruppe von OECD-Ländern, in denen sich die Bildungs- und Berufschancen der jungen Generation trotz des weltweiten wirtschaftlichen Abschwungs nicht verschlechtert haben.
Deutschland ist zudem das einzige Land innerhalb der OECD, in dem die Arbeitslosigkeit zwischen 2008 und 2010 quer durch alle Bildungsgruppen abgenommen hat.
Es zeigt sich auch, dass der Ausbau der Bildungssysteme in fast allen OECD-Ländern dazu geführt hat, dass junge Menschen einen höheren Bildungsstand erreichen als ihre Eltern. In Deutschland hingegen ist die Bildungsmobilität eher gering. Hier sind 20 Prozent der 25 bis 34-jährigen Erwerbstätigen höher gebildet als ihre Eltern, während 22 Prozent einen niedrigeren Abschluss haben. Im OECD-Vergleich erreichen 37 Prozent der jungen Erwerbstätigen einen höheren Bildungsstand als ihre Eltern und nur 13 Prozent verharren auf einem niedrigeren Niveau." EU youth report: status of the situation of young people in the European Union (2012)
Abstract
"Youth unemployment in the EU among 15-24-year-olds has increased by 50% since the onset of the crisis, from an average of 15% in February 2008 to 22.5% in July this year. Latest figures released by Eurostat show that highest rates are in Greece (53.8%) and Spain (52.9%). Across the EU, more than 30% of young unemployed have been jobless for more than a year.
There are, however, signs of hope on the horizon: the report finds that the EU Youth Strategy has reinforced existing priorities at national level in nearly all Member States, which are to create more and better opportunities for young people and to promote active citizenship, social inclusion and solidarity. Since the previous report in 2009, Member States have strengthened education, employment and entrepreneurship initiatives aimed at young people. "This paper focuses particularly on youth unemployment, why we should be concerned about it, why it is increasing again, how the present difficulties of young people entering the labour market differ from those of the past and what useful lessons have been learned that may guide future policy. We focus on Europe and USA, but introduce evidence from other countries where appropriate. Our analysis of the UK NCDS birth cohort data provides evidence supporting the notion that early adulthood unemployment creates long lasting scars which affect labour market outcomes much later in life. Our chosen variables are weekly wages and happiness. Our results show significant effects at age 50 from early adulthood unemployment. "Many countries have had to tackle escalating youth unemployment in the aftermath of the financial crisis of 2008, but compared with other countries in the European Union, youth unemployment has increased particularly sharply in Sweden. Currently, Swedish 20-24 year olds are more than three times as likely to be unemployed than are adult workers, which is the greatest such ratio within the EU-15. The bulk of youth unemployment spells starts directly after upper secondary school ends, which in turn suggests special attention should be directed to the interaction of vocational education and labor markets. This paper discusses in the light of international research findings how to ease the transition from school into the labor market for vocational students. The evidence discussed in the paper centers on which educational structures lead to good labor market outcomes for vocational students and especially what we know about the relative merits of workplace- and schoolbased education and the role of employer contacts." While social partners have generally recognised the problems facing young workers, collective bargaining has not proved particularly useful (though there are some exceptions) in dealing with young workers' difficulties in the labour market. "Europe needs to invest in its young people and propose immediate and effective actions to prevent and tackle the high rates of youth unemployment. Growth enhancing measures are necessary to create new jobs, but could not in themselves be sufficient to tackle the problem of youth unemployment. This is why the Commission is proposing a Youth Opportunities Initiative targeting in particular young people who are not in employment, education or training, to combine concrete action by Member States and the EU with the priorities identified in the Europe 2020 strategy, in the June 2011 Council conclusions on youth employment and in the Council Recommendation on policies to reduce early school leaving. "The report presents the latest global and regional labour market trends for youth and examines whether or not the situation that young people face in the labour market has improved or worsened over the year and a half since the release of the special edition of the Global Employment Trends for Youth, August 2010 on the impact of the economic crisis. One year later, with an environment of growing uncertainty in the economic recovery and stalled recovery in the job market, the report draws the unfortunate conclusion that the situation facing youth in the labour market has not improved and that prospects for the future are not much better." Abstract
"The unemployment rate for young people aged between 16 and 24 years in the EU27 is twice as high as the overall rate of unemployment. The recession has exacerbated this problem significantly. The number of young people not in education, employment or training (socalled 'NEETs') has increased over the last few years; this group also includes young people with higher levels of educational attainment. Active inclusion measures for young people who are furthest removed from the labour market - the long-term unemployed, the low skilled, people with disabilities or mental health problems, and migrants - are not equally developed in all Member States and some programmes have suffered due to austerity measures. Promising approaches exist, however, and could be expanded. Young people are disproportionally more likely to be offered a non-standard form of employment. They are more likely to start out with temporary contracts and more likely to fear losing their jobs. Yet young workers are also more optimistic than older workers about being able to find a similar job should they lose their current one." (Author's abstract, IAB-Doku) ((en))

Bridges to work - creating better chances for young people on the labour market: Inspiration from a stakeholder conference on youth employment and entrepreneurship, Antwerp, 17 - 20 October 2011 (2011)
Abstract
"'Bridges to Work' brought together no less than 150 stakeholders, most of which stayed for the 3-day conference discussing how can we raise the chances of young people with fewer opportunities on the labour market? This in itself was already a success. The discussions highlighted the following issues:
Unemployed are those who do not have a job but who are looking for one. This doesn't take into account all the young people that are NOT looking for a job - either because they decide to do something else (e.g. a year of volunteering) or because they are fed up with the system (discouraged). So who supports those to get back on track?
Entrepreneurship is an alternative to finding a job: you just create one. Setting up your own business requires a 'can do' attitude and the rest will follow. Having said that, it is not everybody's cup of tea.
Nothing about us without us! That was the reason to invite young jobseekers themselves to tell what they thought about work & employability. But just as well do we need to involve employers, if we want to show the impact of youth projects on young people's employability. And if non-formal education (e.g. in youth work) is to be an alternative way of learning, then formal education should be your partner to make things compatible.
Youth work can help out in a variety of ways to increase young people's chances on the labour market. It offers for instance non-formal learning experiences, where the formal schooling might not have worked. Youth work can adapt better to young people's needs, especially of those young people with fewer opportunities. However, youth work cannot solve all the problems and should be aware of that.
