Jugendarbeitslosigkeit
Trotz eines Rückgangs ist die EU-Jugendarbeitslosenquote nach wie vor sehr hoch. Laut EU-Kommission sind derzeit 4,5 Millionen junge Menschen (im Alter von 15 bis 24 Jahren) arbeitslos. Einem großen Teil dieser Generation droht durch fehlende Zukunftsperspektiven soziale Ausgrenzung mit weitreichenden Folgen. Mit Maßnahmen wie der Europäischen Ausbildungsallianz und Jugendgarantien der Länder soll entgegengesteuert werden.

"The NEET concept has become standard vocabulary when addressing youth disengagement. Across countries, the definition is used to measure young adults at risk of social exclusion. Using sequence and clustering analyses on unique Danish register data, this article presents a longitudinal study of the temporal developments of NEET occurrences. This enables a critical assessment of the quality of the NEET concept as a proxy for measuring young adults at risk of social exclusion. The article demonstrates how four out of five young adults labelled NEET cannot be characterized as being at risk of social exclusion. Using quantitative analyses, the results confirm the criticism of the NEET concept in some of the qualitative literature and find that there is a need to discuss the applicability of the concept nationally to define who is at risk, as well as in cross-national comparisons of young adults not in employment, education or training." Dort erreichen die jungen Menschen häufig keinen Schulabschluss und gehören damit zu einer am Arbeitsmarkt vulnerablen Gruppe. Deshalb wird in dem Kurzbericht untersucht, ob und wie diesen Jugendlichen der Zugang in Ausbildung und zum Arbeitsmarkt gelingt. Die Ergebnisse zeigen: Jugendliche von Förderschulen mit dem Schwerpunkt „Lernen“ finden seltener Zugang zu einer Ausbildung und erwerben bis zum Alter von 20 Jahren seltener einen Ausbildungsabschluss als Jugendliche von Regelschulen, selbst wenn sie einen vergleichbaren Schulabschluss haben." "This article analyses the importance of free-time activities in building the identity of Spanish young people who neither study nor work. The initial point is that the situation of unemployment, inactivity and precarious work that affects many young people leads to changes in the construction of their identity. Low employment and job insecurity accentuate the loss of centrality of paid work in their life project, and the use of free time reflects the traits that identify them in a specific context. The relationship between free time and training and/or working time was therefore investigated using a qualitative methodological strategy to analyse the structure, meaning and content of free time according to young people’s situation in relation to education and employment, their gender and their region of residence. "How can the labor-market prospects of school-attending adolescents from disadvantaged families be improved? One possible approach is the use of mentoring programs that assign adolescents a mentor who can provide them with support that their family environment is not able to provide. But do such programs really help? Testing this empirically is difficult because it is unclear how these adolescents would have developed without participating in the mentoring program, since available datasets generally do not include a convincing control group of similarly disadvantaged youths. To overcome this limitation, we randomized participation in a large German mentoring program, exploiting the fact that the program was oversubscribed, i.e., had more applicants than available slots. Due to the random assignment, the adolescents who did not participate in the program provide a compelling control group for the participants. We find that the mentoring program significantly improves an index of labor-market prospects for eighth- and ninth-graders from severely disadvantaged families one year after program start. The positive effects are present for all three components of the index, which measure cognitive (math grade), non-cognitive (patience and social skills) and motivational (labor-market orientation) aspects. For disadvantaged adolescents, the expected income benefits from program participation greatly exceed program costs. In contrast, the program has no positive effects for adolescents from less disadvantaged families. The results suggest that mentoring works when it compensates for a lack of family support." "Using data from 103 Italian provinces, we investigated the relationship between local/regional development, and NEET. We constructed an indicator of cultural capital and another of economic capital and we studied their relation with the NEET rate. Covariance Structure Analysis with Generalized Least Squares estimation was employed, considering a three time-points retrospective model. Results indicate a consistent protective effect of the economic capital on the NEET rate, both in the short run (2 years) and in the medium run (10 years). However, this effect has been obtained in the Central provinces (at 2 and 10 years) and Southern provinces (at 10 years), but not in the Northern provinces. A mediation analysis indicated that, historically, the cultural capital may partly mediate the effect of the economic capital. We did not detect a significant direct effect of the cultural capital on the NEET rate, which is strongly mediated by the action of the economic capital. "This paper examines New York City's Summer Youth Employment Program (SYEP). SYEP provides jobs to youth ages 14–24, and due to high demand for summer jobs, allocates slots through a random lottery system. We match student‐level data from the SYEP program with educational records from the NYC Department of Education and use the random lottery to estimate the effects of SYEP participation on a number of academic outcomes, including test taking and performance. We find that SYEP participation has positive impacts on student academic outcomes, and these effects are particularly large for students who participate in SYEP multiple times." "Not in Education, Employment, or Training (NEET) and its Spanish equivalent 'nini' (Ni estudia, Ni trabaja) have dominated youth policy discourses in recent years. Within the European Union, Spain is one of the countries with the highest proportion of young people in NEET situations. In this article, it is argued that the idea of NEET has been weaponised to stigmatise youth, by evoking the phantom of a demotivated young person with scarce training. This stigmatisation has little to do with the reality of many young Spaniards who can find themselves in different situations, such as unemployment, precarious employment, training and education in a matter of days. Thus, there is a need to consider the different experiences and structural circumstances of so-called NEETs rather than viewing them as a homogenous and static group. Using documentary analysis and secondary data, this article examines the diversity of NEET situations for the youth in Spain, which is generally not captured in large national statistics data-sets and policies. Furthermore, it analyses the EU Youth Guarantee and its application in Spain, highlighting where official objectives have not been met, and includes an overview of the current effects of the coronavirus crisis. Ultimately, the paper shows that public discourses centred on an artificially created social group (NEET) legitimise and produce policies that do not respond to young people's actual needs and problems, especially for the most vulnerable among them." "Although the Covid-19 recession has not caused youth unemployment and the NEET rate to rise as sharply as expected, reducing youth unemployment and the NEET rate is a political necessity at regional, national and European level. In the EU-27, there were around 9.8 million young people in a NEET situation in the year 2020; 5.1 million were unemployed. Experience from the financial and economic crisis of 2008, when the rise in NEET numbers occurred not immediately but with a delay, suggests that a longer timeframe for action in the form of a Youth Guarantee is essential. This also appears necessary because it is difficult to assess whether sufficient jobs will be available after the Covid-19 crisis has passed. We propose formula-based financing and distribution for this fund. On the one hand, the concept intends to avoid the substitution effect, whereby countries finance their existing programs with EU funds and do not undertake any additional efforts. On the other hand, the concept clearly promotes solidarity: countries that are more affected by the Covid-19 crisis and the NEET problem should co-finance less in relative terms than countries that are less affected. Similar to the formula-based financing of school systems, the proposed model could promote transparency and equity in EU funding. Finally, an EU Youth Guarantee with a sufficient budget and rational solidarity distributions would not only show that the EU cares about the next generation but also emphasize that the EU is eager to support economically struggling regions." "This paper explores the sensitivity of youth's fear of failure to local culture, in terms of its persistence across space and its change (hysteresis) in times of economic shocks, which renders entrepreneurship a very dubious tool for tackling youth unemployment especially in times of crisis. We focus on youth in Germany and Greece which are culturally and economically very different countries. Data from the Global Entrepreneurship Monitor (GEM) provides a pooled cross-section for the period 2003-2010. We address the data using a probit model with year fixed effects. Regarding the influence of personal fear-of-failure, we find that youth between 15 and 24 years of age are less entrepreneurial in both Greece and Germany, while the 25-34 years old young adults in Greece are already at the same entrepreneurial level as an average adult. Our findings also support existing gender differentials in both countries, which generally phase out among young people. Yet, country differences in perceptions have the greatest impact on entrepreneurial propensity. "Youth unemployment has severe and long-lasting consequences. Despite the abundance of programmes that aim to integrate unemployed youth into the labour market, little is known about what factors have an impact on ensuring a durable labour market transition. This study reports on an employment programme for high-educated, unemployed young adults. The effect of participant, programme, relational and contextual factors on employment success was examined in a longitudinal study among 1,306 young adults. Twelve months after the programme, 1,069 participants were employed. Participant and relational factors increased the likelihood of employment success, while the effect of programme factors was mixed. Contextual factors decreased the likelihood of employment quality. The prediction of employment status and quality was based on a different combination of factors, which underscores the importance of investigating both, especially in a highly educated sample. More insight into the role, the four primary determinants play in finding employment can help improve employment interventions. Several courses of action are presented." "The concern that public support may spur dependency has been voiced throughout the history of welfare states. Nevertheless, little research examines the experience of welfare state dependency in the context of recipients' everyday lives. This paper provides an in-depth analysis of a case involving Anna, who depends on the Danish welfare system for financial benefits and other forms of support. The study spans five years from age 19 to 24, and includes some of the significant others in Anna's everyday life - her mother, who also depends on welfare, and her caseworkers. By situating Anna's experiences in a temporal and social context, the case study advances a nuanced understanding of welfare state dependency and identifies three driving forces of the experience: (1) the concern about intergenerational transmission of dependency that spurs a shared sense of hopelessness among Anna and her significant others; (2) the recurrent changes of diagnoses that adds to the feeling of dependency by repeatedly generating waiting time, e.g. for new psychiatric assessments; (3) the system's requirement to produce numerous but sketchy future plans that lack real-world plausibility. "Der Forschungsbericht umfasst die Ergebnisse der Implementationsanalyse des „Modellprojekts zur Förderung geringqualifizierter Jugendlicher und Erwachsener“ in Nordrhein-Westfalen, die vom Ministerium für Arbeit, Integration und Soziales und der Regionaldirektion Nordrhein-Westfalen der Bundesagentur für Arbeit initiiert und im Zeitraum von Dezember 2016 bis November 2020 dezentral an neun Standorten umgesetzt wurden. Das Programm richtete sich an Personen zwischen 21 und 45 Jahren mit Schulabschluss. Es vermittelt eine zertifizierte Berufsausbildung. Der Prozess der Qualifizierung erfolgt bei Bildungsträgern, ist modular aufgebaut und je nach Ausbildungsberuf und Qualifikationsniveau in 4 bis 8 Teilqualifizierungsmodule aufgegliedert, die je 2 bis 6 Monate dauern und durch Prüfungen vor den regionalen Industrie- und Handelskammern zertifiziert und abgeschlossen werden. Darüber hinaus werden die Teilnehmenden während des Projektverlaufs durch sogenannte Qualifizierungscoaches der beteiligten Jobcenter begleitet und erhalten für jedes erfolgreich absolvierte Modul sowie nach bestandener Abschlussprüfung eine Prämie von 400 bzw. 1 500 Euro. Die Studie ist rekonstruktiv ausgerichtet und basiert auf der Auswertung von zentralen Programmdokumenten sowie Wiederholungsinterviews mit ausgewählten Teilnehmenden und den Coaches aller Standorte. "Purpose: Using a representative survey of young persons having left full-time education in France in 1998 and interviewed in 2001 and 2005, the purpose of this paper is to examine the process of their integration into normal employment (a stable job with a standard employment contract) and the extent to which job matches are inefficient in the sense that the pay in a job is below an individual's potential earnings. The latter are determined principally by diploma level and educational specialisation, although other forms of training and labour market experience are relevant. Design/methodology/approach: A stochastic earnings frontier approach is used in order to examine workers' ability to capture their full potential earnings in labour markets where there is inefficient job matching (due to the lack of information, discrimination, over-education or the process of integration). Findings: The results suggest that young workers manage to obtain on average about 82 per cent of their potential earnings three years after leaving full-time education and earnings inefficiency had disappeared four years later. The results are robust to the treatment of selectivity arising from the exclusion of the unemployed in the estimation of the frontier. Originality/value: The stochastic earnings frontier is a useful and appropriate tool for modelling the process of labour market integration of certain groups (young persons, migrants and the long-term unemployed) where over-education due to inefficient initial job matches occurs. "Comparative research on the impact of the vocational specificity of educational systems on youth labour market integration has expanded rapidly in the past decades. The present study reviews this body of research, focusing on how it has conceptualized the vocational specificity of educational systems and theorized its effect on youth labour market integration. Moreover, this study synthesizes the empirical evidence compiled in this research using a meta-analytical approach. Our review reveals that this research area is theoretically fragmented. A commonly accepted definition of the vocational specificity of educational systems is lacking and various theoretical approaches and conceptual frameworks are invoked to theorize the effect of vocational specificity, while exact mechanisms that are assumed to underlie the effect are often left unspecified. Our meta-analysis includes 105 effect estimates nested in 19 studies, published between 2003 and 2018, that used methods enabling a formal meta-analytical comparison. Results show that the overall average effect is positive and statistically significant but its magnitude is modest and there is substantial variability in the size and even direction of observed effects. "Changes in the forms and cultural meanings of work have gone deep during the last decades, with the transient nature of work becoming the norm rather than the exception. This is impacting particularly on youth employment, as Italy's case epitomizes. Based on interview and focus group data, our study provides a multidimensional model to read and map the multiple tensions young people experience, at an emotional level, on entering today's corporations. Our findings show, on the one hand, that young professionals' expectation of work as a place of social learning and exchange clashes with the corporate focus on assimilating young people into target-oriented environments. On the other hand, both in younger and older workers, we found the experience of labour relationships that struggle to direct themselves towards a creative purpose and a developmental prospect, while tending to collapse emotionally inwards, in a fight for security." ""In France, two years after school completion and getting the same diploma, the employment rate of apprentices is about 15 percentage points higher than that of vocational students. Despite this difference, this paper shows that there is almost no difference between the probability of getting a callback from employers for unemployed youth formerly either apprentices or vocational students. This result indicates that the higher employment rate of apprentices does not rely, in the French context, on better job access of those who do not remain in their training firms. The estimation of a job search and matching model shows that the expansion of apprenticeship has very limited effects on youth unemployment if this is not accompanied by an increase in the retention of apprentices in their training firm." "Die Arbeitsmarktsituation junger Menschen erfordert ein besonderes Augenmerk, da hier entscheidende Weichen für die spätere Erwerbsbiografie gestellt werden. Berlin verzeichnete lange Zeit im Bundesländervergleich besonders hohe Jugendarbeitslosenquoten, die insbesondere aus einer unzureichenden Lehrstellenversorgung resultierten. Sowohl im Zuge des Nachwendegeburtenknicks als auch aufgrund eines zunehmenden und selbsttragenden Aufschwungs in den letzten zehn Jahren besserte sich die Situation sukzessive. Es konnten mehr junge Menschen in Berlin in Ausbildung und Beschäftigung finden, sodass die Jugendarbeitslosenquote deutlich abgebaut wurde. Gleichwohl offenbaren die Ergebnisse des vorliegenden Berichts anhaltende Defizite und Potenziale, die es auszubauen gilt. So fällt die Jugendarbeitslosenquote junger Ausländer in Berlin nach wie vor deutlich höher aus als diejenige der deutschen Jugendlichen, was auf strukturelle Unterschiede und Probleme hindeutet. Darüber hinaus weisen junge Ausländer aus den Asylherkunftsländern momentan noch besonders hohe Arbeitslosenquoten auf, die weitere Anstrengungen erfordern, um eine Verfestigung in Arbeitslosigkeit zu verhindern und bestehende Unterschiede zu reduzieren." "This paper evaluates the impact on the transition to work of a policy reform in Belgium that restricted the access to a specific unemployment insurance scheme for young labor market entrants. This scheme entitles youths with no or little labor market experience to unemployment benefits after a waiting period of one year. As of 2015, the Belgian government unexpectedly scrapped benefit eligibility for youths who start the waiting period at the age of 24 or older. The reform implied a change from an inclining to a flat rate (zero-level) benefit profile. We use a difference-in-differences approach to identify the causal impact of this reform on fresh university graduates. "Die Assistierte Ausbildung (AsA) gem. § 130 SGB III wurde im Mai 2015 bis maximal 2021 befristet eingeführt. Im Kontext der Neuordnung der Jugendlicheninstrumente der Bundesagentur für Arbeit (BA) steht darüber hinaus die Weiterführung bzw. Entfristung der AsA auf dem Prüfstand. In einer wissenschaftlichen Begleitstudie der Hochschule der Bundesagentur für Arbeit (HdBA) wurde untersucht, inwieweit Anpassungen im Zuge der Neuordnung erforderlich sind. Die Ergebnisse zeigen, dass sich der individuelle Ansatz der AsA bewährt hat, aber Modifikationen zur besseren Zielerreichung notwendig sind. Unter Berücksichtigung der Erfahrungen zahlreicher Akteure werden maßnahmenbezogene Handlungsempfehlungen dargestellt und mit dem allgemeinen Diskussionsstand zusammengeführt." Demnach könnte die Arbeitslosigkeit von Geringqualifizierten sogar die 40-Prozent-Marge überschreiten, allerdings erst Mitte der 2020er Jahre. "Nachdem die Jugendarbeitslosigkeit in Deutschland in den vergangenen fünfzehn Jahren deutlich gesunken ist, könnte sie jetzt um bis zu 40 Prozent ansteigen. Zwar sind davon, relativ gesehen, Hochschulabsolventen und beruflich Qualifizierte stärker betroffen, allerdings sind die Zukunftsaussichten für geringqualifizierte junge Menschen besonders ungünstig. Männer sind dabei durchgängig stärker betroffen als Frauen. Die Analysen zeigen zudem, wie sehr die Jugendarbeitslosigkeit durch wenig wirksame Bildungsangebote kaschiert wird.Dies sind die Kernergebnisse einer aktuellen Analyse des FiBS zur Entwicklung der Jugendarbeitslosigkeit in Deutschland in Krisenzeiten. Die Studie zeigt einerseits, dass die Jugendarbeitslosigkeit über alle Qualifikationsniveaus hinweg bei jungen Männern wie Frauen deutlich rückläufig ist. Andererseits wird deutlich, dass in Krisenzeiten fast ausschließlich die Arbeitslosigkeit junger Männer ansteigt, während die der jungen Frauen zum Teil sogar weiter sinkt. "The aim of this study is to explore individual-level and family background determinants of young adults' unemployment. Compared to previous studies, we focus on extended adulthood by including a broader age range in the sample of young adults (18–35 years), and on less explored individual predictors. A harmonized data set, based on representative cross-sectional national surveys conducted in 2016 in eleven European countries, was used to analyze individual level predictors of young adults' unemployment. For young economically active individuals (N = 14,602), we estimated logistic regressions with the dependent variable representing odds of being unemployed. The findings suggest that besides age, gender, education, migration and ethnic backgrounds, caring responsibilities or unemployment experience, there are other important predictors of young adults' unemployment such as religious affiliation, risk taking and parental unemployment experience. Obtained estimates are robust and can be thus more likely generalized in comparison with previous findings. Policy-makers and labor market offices should better address those groups of young adults most endangered by unemployment such as younger individuals, women, ethnic minorities, risk averse young adults or those with parental unemployment history through more effective, inclusive and tailored education and labor market policies as well as specific counselling support services for career orientation and development." "This article focuses on the long-term formation of unemployed young adults' emotional capital and the development of emotional dispositions during childhood. We use Bourdieu's work and the concept of emotional capital to draw attention to the emotional dynamics of family and peer relations during childhood. Emotional capital is related to parents' emotional involvement and investment in the child's well-being, and it encompasses emotional skills and assets that children can attain from family relations. The concept of emotional capital allows an examination of the child's family and close environment, which shape the development of actors' emotional inclinations and tendencies. Our data consists of 28 semi-structured life course interviews conducted in 2012-2013 with 28 long-term unemployed young adults aged 20-32 in central Finland. The data revealed that problems in family or peer dynamics were related to negative emotional dispositions, including a sense of not belonging or being an outsider and a lack of trust, which started to form during childhood, and which were translated and repeated in different settings in participants' life courses." "This paper aims to estimate the effect of young people who are not in employment, education or training (neets rate) on the people at risk of poverty rate in the European Union. Statistical data covering the 2010-2016 period for all EU-28 Member States have been used. Regarding the methodology, the study was performed by using Panel Estimated Generalized Least Squares method, weighted by Period SUR option. The effect of neets rate on poverty rate proved to be positive and statistically significant in European Union, since this indicator includes two main areas which are extremely relevant for poverty dimension. Firstly, young unemployment rate was one of the main channels through which the financial crisis has affected the population income. "In 2014, the Danish Government implemented an active labour market reform directed at unemployed young adults under 30 years of age with low educational qualifications. The reform replaced the (unemployment) cash benefits with a lower education benefit for many of the unemployed aged under 30 and obliged the low-skilled in this group to enrol in a regular general or vocational (VET) education program. This paper exploits the sharp discontinuity that occurs at age 30 to estimate the joint effect of higher benefits and the cessation of educational obligations on the share receiving cash benefits and the share enrolled in education. We estimate the effects by applying a regression discontinuity design. We report results for the group of low educated young adults and for subgroups facing different economic incentives. The results establish that reaching age 30 creates an incentive to apply for cash benefits, and we find strong evidence that a significant increase in the share of cash benefit recipients relates to a corresponding reduction in the share of young adults enrolled in education. When including subgroups the size of the effect increases, and the results demonstrate that the effects are strongest among previous education benefit recipients. "This article examines trends in youth employment across the EU-15 countries during 2002-2006 and 2007-2011. Drawing upon microdata from the EU Labour Force Survey it examines changes in contract type, hours worked and occupation by level of education. Although the financial crisis creates a discontinuity in numbers employed, and despite certain country specificities, the authors observe common structural changes across the two periods. They find an increasing shift from permanent full-time to temporary part-time contracts, the 'hollowing out' of traditional mid-skill level occupations and evidence of 'occupational filtering down' whereby the higher-educated are substituted for the lower-educated in low-skilled occupations. The authors observe some growth in 'professionals' following the crisis, but little evidence of the rise of a new knowledge economy. This raises questions concerning the most appropriate policy approaches to education and training and labour market regulation if European nations are to provide high-quality employment opportunities for their young people." "In this paper, we study the convergence of the NEET rates (the rate of young people not in employment, education or training) across European regions between 2000 and 2015. First, we apply the Phillips and Sul (2007, 2009) convergence tests and identify the presence of four important clusters with different trends in the NEET rates. The first two clusters mainly include regions located in Western and Southern Europe and show an increase with respect to the average NEET but with different speed. The other two clusters mainly contain North and Central European regions showing constant NEET rates with respect but with different levels. Then, we use a spatial-temporal econometric model to confirm the presence of β–convergence in the NEET rates, identify their determinants in each cluster and calculate their long-run NEET rates. "Risks of exclusion can occur in multiple forms and start early in life. Early school leavers are especially at risk of social exclusion as this is strongly related to turbulent school-to-work-transitions. These young people often find themselves in low-qualified work or unemployment. In this article, we explore the labour market experiences of early school leavers in Flanders, Belgium. In total, 15 in-depth interviews were conducted with nine early school leavers and analysed following a grounded theory approach. Our results demonstrate the difficulties early school leavers encounter in their transitions from school to work and their precarious situation in the labour market. Of particular relevance are the insights gained in revealing the perspectives of young people on the importance of educational qualifications, work experience and participation in the labour market, as well as the strategies they develop to enter the labour market without educational qualifications." "This paper argues the case for viewing a country’s transition regime as a totality in which different career steps and routes assign significance and value to one another. Following the destruction of major sections of Britain’s transition regime in the 1970s and 1980s, the paper explains how the regime has subsequently been reconstructed following the 1988 Education Reform Act, replacing the vocational education and training schemes of the 1980s with government-supported apprenticeships, almost uninterrupted employment growth since 1992, and the financialization of the corporate economy alongside uncapped expansion of higher education. England’s current transition regime keeps rates of youth unemployment and NEET below the European Union averages and delivers the fastest transitions in Europe. However, the reconstructed regime also locks-in features that may well become long-term problems, namely an expensive higher education system which leaves graduates with debts that many do not expect to repay in full, and substantial low wage, low skill, low productivity sectors in the economy and workforce." "This paper estimates the effect of human capital on countries’ youth unemployment ratio, by using country average scores from the Programme for International Student Assessment (PISA) and the unemployment ratio of the same birth cohort. The identification strategy is based on variations in skills within country-by-year and across PISA cohorts. We estimate that a one standard deviation increase in reading literacy decreases the unemployment ratio by 1.2 percentage points, which is accounted for by a significant increase in employment. "Im Mittelpunkt dieses Kapitels stehen junge Menschen, die Schwierigkeiten im Übergang von der Schule in das Erwerbsleben haben. Sie lernen, dass die Gruppe nicht nur über Arbeitslosigkeit definiert werden kann, sondern dass in der politischen Diskussion zunehmend das NEET-Konzept an Bedeutung gewonnen hat (NEET von "Not in Employment, Education, or Training"). Zudem kommt den Bildungsvoraussetzungen von jungen Menschen weiterhin eine gewichtige Rolle am Arbeits- und Ausbildungsmarkt zu, weshalb auch auf die Situation geringqualifizierter junger Menschen eingegangen wird. Es wird aufgezeigt, dass die Definition der Risikogruppen unter den jungen Menschen über Normen, hier gesellschaftliche Erwartungen an einen lückenlosen Übergang von der Schule in das Erwerbsleben, und Bildungsstandards erfolgt. In dem Kapitel wird auf Erklärungsansätze eingegangen, wie sich diese Normen herausgebildet haben. Es wird thematisiert, wie die sozialpolitische Förderung von jungen Menschen mit Schwierigkeiten im Übergang von der Schule in das Erwerbsleben aussieht. "Labor market prospects for youth have deteriorated significantly in many OECD countries over recent decades. While the extent and consequences of falling youth employment are commonly studied, attempts at understanding its causes have been much more limited. The present paper attempts to fill this explanatory gap. We suggest that the secular decline in youth employment can be accounted for by the structural change of skill. This process of structural change has two interrelated components: (a) one part where skill supply (individual educational attainment) and skill demand (educational requirements of jobs) grow together in what can be called matched upgrading and (b) another part where excess skill supply leads to mismatch and crowding-out. These components of skill growth have commonly been treated separately and incompletely in the literature. We build on both of them in developing our account of why the labor market for youth has weakened. Using data on 10 European countries from the EU Labor Force Surveys over the period 1998 to 2015, we estimate associations between the structural change of skill and youth employment decline. "This paper explores to what extent and how the risk that young mothers become NEET (Not in Employment, Education or Training) later in life is related to family policy provisions (i.e. parental leave and Early Childhood Education and Care). We examine a three-staged process: the relation between (a) characteristics of family policies and the use of it, (b) the use of family policy provisions and NEET risks, and (c) the effectiveness of family policy provisions on the characteristics of these family policies. Combining data from the EU-LFS with macro-level indicators of family policies, we analyse NEET risks of 13,613 young mothers (20-29) in 27 EU-countries. We find that young mothers are more likely to take parental leave if it is paid for a longer period of time, and are more likely to use ECEC when childcare placement is guaranteed. Both parental leave and ECEC services are associated with lower NEET risks, as long as they are not used for overly short or long periods. However, this depends largely on the way parental leave is organised. In addition, in countries where ECEC is more affordable, young mothers who use ECEC are better protected against NEET risks later in life." (Author's abstract, IAB-Doku) ((en))

"This article examines labour market outcomes for teenagers and young adults before and after the global financial crisis. Using labour market activity calendar data, I analyse two cohorts of young people - a pre-global financial crisis cohort and a post-global financial crisis cohort - over the period from 2001 to 2016. A life course approach (sequence analysis) is used to track education-to-work transitions over this period. Optimal matching methods and cluster analysis are used to subdivide the cohorts into three distinctive categories. These form the basis for further analysis, including regression modelling. The key issue examined is whether labour market outcomes differed between these two cohorts, and, by extension, between the periods before and after the global financial crisis. In addition, the categorisation is used to examine issues of long-term marginalisation in the labour market. The main labour market outcomes analysed were gaining employment and conditions of employment, specifically underemployment and casualisation. The article concludes that gaining employment significantly deteriorated over this period. Furthermore, while the comparison of global financial crisis cohorts showed no significant differences when it came to underemployment and casualisation, this partly reflected the fact that both of these were already very high among this population of teenagers and young adults." The results show that growth, inflation, and savings affect youth unemployment negatively while labor productivity affects youth employment positively. "Taking as a starting point the relationship between unemployment and the loss of social support put forward by social exclusion theory, this article aims to analyse how long-term unemployment affects young people's support networks for job seeking. To do so, it uses the framework of social network analysis. Based on data produced by a personal network survey of 250 young individuals in the Metropolitan Area of Barcelona, the results highlight the particularly harmful effect of long-term unemployment on the support network of young individuals with a low family socioeconomic status background. Unemployment reduces the presence of resourceful contacts among these young workers, which is not the case for young people with a higher family socioeconomic status. Moreover, gender and educational level intervene in the relationship between unemployment and loss of social support. "This paper estimates the effects of unemployment insurance (UI) benefits on job finding rates and entry level wages for unemployed high school leavers. Up to year 2007, Swedish high school-students who became unemployed shortly after graduation were entitled to UI-benefits once they became 20 years of age. Therefore, the start of an unemployment spell relative to the 20th birthday creates potentially exogenous variation in time to treatment. I exploit this to estimate the effect of UI benefits on unemployment duration and entry level wages. The results show that there is a large and statistically significant negative effect of UI benefits on the employment hazard. There are no detectable effects on entry level wages. "This article addresses the NEET phenomenon in a longitudinal perspective, by examining the case of Italy, a country experiencing one of the highest and increasing NEET shares in the EU. We exploit the longitudinal sample of the 2008-2011 EU-SILC data, providing self-declared information on individuals' educational and occupational status on a monthly basis for 4 years. Firstly, we propose a classification of individual histories in education, employment and the NEET states. According to our estimates, more than 40% of the Italian young people report being NEET for at least 13 months out of 48, and more than 10% for (almost) the entire period. Secondly, we examine the composition of the NEET groups and draw a long-term NEET risk profile for individuals from different sociodemographic groups. Thirdly, we examine the longitudinal histories by distinguishing between unemployment and inactivity spells. Our findings show that the NEET phenomenon among Italian young adults is largely an issue of unemployment. The only exception is represented by Italian older females with children, the majority of which portrays themselves as inactive. Still, a sizable portion of these women define themselves as being mainly 'unemployed' instead of 'performing domestic tasks', indicating an unsatisfied wish or need to work." Parents, however, may experience added risk if their children experience adverse labor market shocks. Prior research has shown that parents support their children financially through an unemployment spell. In this paper, we also provide evidence of financial support from parents and investigate if this financial support is accompanied by adjustments to parental consumption, income, or savings behavior. With longitudinal data on mothers and children from the Panel Study of Income Dynamics, we use within-mother variation in behavior to identify the effect of a child’s labor market shock on parent outcomes. We find evidence of a decline in consumption, an increase in labor supply, and a decrease retirement savings, though the results are heterogenous among mothers. However, the long-term impact of fixed-term contracts on these workers' careers may be negative. Using Spanish social security data, we analysed the impact of a large liberalisation in the regulation of fixed-term contracts in 1984. Using a cohort regression discontinuity design, we find that over the first 10 years in the labour market, the reform reduced the number of days worked (by 4.9%) and earnings (by 9.8%). "The NEET concept has become widely used internationally since its emergence in the UK almost two decades ago. This article reviews the adoption of the concept in two extreme contexts in terms of NEET rates, youth opportunities and youth welfare: the Nordic countries and South Africa. The article discusses the situations of NEET young people in the two contexts, and how the concept is used in the wealthy and relatively homogenous Nordic welfare states and in relatively poorer and racially divided South Africa. While the concept has been problematised in different ways in Nordic youth research, it has been more readily accepted by South African researchers. We argue that, in both contexts, the NEET concept can be taken as an invitation to look beyond individual life situations and biographies, and to focus on how structural forces such as the political economy shape young people's lives. The NEET concept provides a way of discussing changing opportunity structures and how global social forces such as globalisation and neoliberalisation shape young people's lives in different contexts. "To investigate the societal value of digital peer groups in the context of youth unemployment, one of society’s most pressing problems, we developed a novel mobile peer-group-based career counseling approach. Following a design-oriented methodology, we constructed an intervention in which we supplement offline one-on-one counseling sessions between youths and career counselors with mobile peer groups where youths can support one another in a trusting environment, independent of time and place. We evaluated the career counseling intervention, implemented on a WhatsApp platform, in a randomized field experiment conducted at the German Federal Employment Agency. Results suggest that the mobile peer-group-based career counseling approach offers substantial added value compared with traditional career counseling. It significantly increases a youth’s chances of finding employment while improving his or her attitude towards career choice, career maturity, and career search intensity. Our study contributes to literature on the societal impacts of information and communication technologies and to research in design science. Der Ausgangspunkt dieser Studie ist die Umsetzung scheinbar ähnlicher jugendorientierter Arbeitsmarktmaßnahmen in Griechenland und Portugal. Beide Länder litten unter einer hohen Jugendarbeitslosigkeit und sahen sich gezwungen, ihren Arbeitsmarkt im Rahmen der Rettungspakete, die während der Staatsschuldenkrise in Europa verabschiedet wurden, zu restrukturieren. Trotz vieler Gemeinsamkeiten der politischen Gestaltung ergaben sich bei den Beschäftigungsergebnissen beträchtliche Unterschiede. Die Politik für die Jugend war in Portugal zielgerichteter und besser strukturiert. Ihre Umsetzung war wirksamer, und von Beginn der Krise an wurden die Sozialpartner eingebunden. In Griechenland hingegen wurde die Dynamik der jugendorientierten politischen Maßnahmen durch Mängel in der politischen Gestaltung, durch administrative Schwächen und durch ungünstige makroökonomische Bedingungen gebremst, so dass sich die Unsicherheit für junge Menschen erhöht hat. Diese zwei unterschiedlichen Entwicklungen zeigen, dass ähnliche politische Inhalte manchmal zu sehr unterschiedlichen Ergebnissen führen können. (Autorenreferat, IAB-Doku)

"This evaluation study aims to assess the impact of PIPOL, an integrated program of active labor policies, on the employment integration of benefit recipients. To address the issue, we have resorted to a counterfactual approach with data from two main sources: the program administration and compulsory communications on employment and unemployment spells. We found a net impact of +5pp on average; we found positive effects for on-the-job training, but no impact for off-the-job training. On-the-job training also affects the probability to find permanent work (+3pp). This is consistent with the view that young people have excellent theoretical, but very little work-related competences. Off-the-job training does affect the probability to experience at least one labor contract after 2016. These results are partly due to a lock-in effect, namely the tendency of those who attend training programs to delay their job search. Interestingly, we found that the program has a different impact for different typologies of recipients and different types of intervention. "Purpose
The purpose of this paper is to apply an intersectional analysis to assess the impact of structural factors on the risk of being a NEET for youth in Spain. The author study if inequalities have changed after the economic crisis, once youth policies designed to improve the Spanish school-to-work transition (SWT) system were implemented.
Design/methodology/approach
Drawing on microdata from the Spanish Survey on Income and Living Conditions, the paper compares the probability of becoming not in employment, education or training (NEET) of young men and women born inside or outside Spain and living in different types of households.
Findings
Although unemployment rates have improved since the end of the crisis, the situation regarding youth employment, poverty and inequalities remains challenging. Gender and other structural differences are usually ignored in policy debates and in the measures adopted to fight youth unemployment, leading to the persistance of inequalities.
Research limitations/implications
The analysis illustrates new lines and trajectories in the segmentation of youth labor markets along the lines of gender, household and country of origin.
Practical implications
The findings highlight the need for introducing an analysis of the different sources of vulnerability in policy designs in order to promote a real and sustainable change in SWTs.
Originality/value

"As in many countries, young adult workers in the United States have experienced tremendous employment volatility in recent years. In this paper, we examine the role personality plays in determining the duration of unemployment among young adults in the United States between 2008 and 2015. Evidence from estimation of a Competing Risks Model shows that when faced with unemployment, conscientious individuals are significantly more likely to find employment. Individuals scoring higher in neuroticism are more likely to leave the workforce and less likely to go back to school, while more agreeable individuals are more likely to go back to school. Because personality remains malleable for young adults, these results have implications for the literature related to job-search behavior as well as for educational and job-training programs." "This article investigates changes in the poverty risks of 18- to 29-year-olds in Greece and Germany after the Great Recession. The authors discuss the two countries as examples for different welfare state regimes, Germany as an example for a conservative welfare state and Greece for a sub-protective welfare state. After 2008, Greece was one of the European countries to experience a particularly hard economic recession. In contrast, the consequences of the recession in Germany were weak and only of short duration. Given these different contexts, the authors investigate the differences in young people's poverty risks and similarities across place and time. The authors draw on results from descriptive analyses, multivariate regression and decomposition analyses which show that young adults in Greece experienced impoverishment over time, while the poverty risks of young adults in Germany were rather stable. Among other things, their studies show that the employment intensity of the household is the major influencing factor in both countries. In both countries, the associations between the employment intensity of the household and relative income poverty seem to be stronger than between employment intensity and severe material deprivation." "This article investigates unemployed adolescents' success in re-employment programmes. It proposes that not being in employment, education, or training indicates a setback in the achievement of important life goals, which affects mental health and success in re-employment programmes. Adolescents who are more affected by the experience of unemployment will be even less likely to succeed. An analysis of longitudinal archival records of 300 adolescents in a Youth Guarantee apprenticeship scheme confirms the expectations. Adolescents who were more vulnerable during unemployment and who had a worse relationship with their parents when starting the apprenticeship were more likely to drop out within the first year. The effect of age was moderated by relationship quality. The results show that taking the prior experience of not being in employment, education and training into account can offer a new understanding for the success of re-employment programmes. "The present study proposes a meaningful multidimensional index of early job insecurity for European countries based on raw micro-data drawn from the European Union's Labor Force Survey (EU-LFS), and captures its evolution over time, before and during the years of the post - 2008 economic crisis. More specifically, a number of different indicators capturing various domains of early job insecurity are estimated, utilizing the data behind the EU-LFS survey for all European Union (EU) member states. These indicators are then composed into a single indicator of early job insecurity, which is used to apprehend and compare the degree of early job insecurity in EU member states, during these years. The proposed indicator captures the whole range of early job insecurity aspects, such as labor market conditions, job quality, school-to-work transitions, and job security, in an overall measurement providing a way of estimating and comparing early job insecurity among different countries. "Has the early career become less stable during the 1980s and 1990s? And does a lack of early-career employment stability inhibit wage growth? I analyze exceptionally rich administrative data on male graduates from Germany's dual education system to shed more light on these important questions. The data indicate a decline in youth employment durations since the late 1970s, limited to already relatively short durations. Controlling for endogeneity of employment in youth with training firm fixed effects and by exploiting institutional variation in the timing of nationwide macroeconomic shocks, I find significant returns to early-career employment stability in terms of higher wages in adulthood. These returns decline not only across the wage distribution, but also with cohort age. The findings suggest less stable employment in the early years of a career to have become increasingly costly during the 1990s for the least advantaged workers." "Since the beginning of the recession period in Europe, unemployment has greatly affected the young adult population. In this context, Spain is regarded as an extreme case, due to its exceptionally high youth unemployment rates. This article seeks to identify the determinants that have led certain groups of Spanish young people to suffer labour market trajectories with higher levels of unemployment and instability during the Great Recession than others. To do this, retrospective data from the 2012 Catalan Youth Survey are used. With these data and using cluster analysis, a typology of labour market trajectories is constructed. Next, multinomial logistic regressions are used to identify what individual socio-demographic characteristics and pre-crisis employment experiences are connected to these different typological career paths. Results show that the highly differentiated career paths are associated with different social profiles and differences in the presence of unemployment. Moreover, interesting differences among the most unstable career paths appear. For the most vulnerable social profiles the employment trajectory prior to the crisis seems to point towards the existence of an entrapment in low-skilled jobs that alternate with situations of unemployment. For those with a slightly better position their employment situation after the initiation of the crisis seems to have been impacted by their brief labour market trajectory before the crisis and their resulting work experience gap." "Surprisingly little attention has been given to an integrated understanding of the interaction between ethnicity, gender and parental household's employment status affecting young people's educational and labour market outcomes. Drawing on data from Understanding Society, the article compares youth probabilities of becoming NEET (not in employment, education or training) in the UK, focusing on the outcomes for young men and women from different ethnic groups and from four types of 'households of origin': workless, one-earner, single-parent-earner and two-earner. The article shows that while, on average, young people with workless parents have a higher likelihood of becoming NEET compared to individuals from households with at least one employed parent, this does not apply universally to all ethnic minority groups, nor equally to young men and women. Having workless parents is much less detrimental for second-generation Indian and African men, and for second-generation Bangladeshi men and women, than for white British individuals. Public Employment Services are central players in the implementation of the Youth Guarantee. They cover a wide range of responsibilities in management, coordination and direct service provision, being the main providers of employment interventions. A new study on the implementation of the Youth Guarantee by the Public Employment Services discusses the success factors and key challenges that Public Employment Services experience in the delivery of the Youth Guarantee. The study is based on six country case studies (Austria, Bulgaria, Hungary, Lithuania, Portugal and Sweden).
The study comes up with a number of recommendations to improve the implementation of the Youth Guarantee by the Public Employment Services, including:
- the creation of a national Youth Guarantee coordination committee
- more flexibility regarding the provision of offers
- holistic service provision for young people
- pro-active outreach

"This study describes an intervention developed to implement several best transition practices with a high risk/high need population. In all, 116 students with disabilities from a charter school for dropouts participated. All students were interviewed at different points in time to track their progress as they completed the program. Records of participant's activities and outcomes were collected. Results suggest a positive impact on students' graduation rate (95%), enrollment in vocational rehabilitation (100%), proportion of students obtaining certificates for employment (56%), and paid internship (37%). Overall, 35% of the vocational rehabilitation cases were closed successfully with students meeting the 90-day employment requirement after graduation. "The economic crisis that erupted in 2008 has had particularly adverse effects on the youth labour market outcomes in the European Union Mediterranean economies. So far little evidence is available on the reaction of the young to the adverse conditions their household members faced due to the crisis. Youths could have decided to prolong or stay in education instead of participating on the labour market (substitution effect) or they could have decided to increase their participation (income effect). By using the EU Labour Force Survey data, we explore the probability of young adults changing their labour market status from (i) inactivity to employment, (ii) inactivity to unemployment, (iii) employment to education, and (iv) unemployment to education in response to labour market outcome changes in their households: (i) both parents losing the job; (ii) one of the parents losing the job, (iii) both parents becoming inactive, (iv) one of the parents becoming inactive, and (v) both parents remaining unemployed. Estimated probit models include seven EU Mediterranean countries during the 2006-2015 period. Abstract
"Young people are a vulnerable category of workers, finding themselves in a delicate phase of their working life: their first entry into the labour market. In many European countries, youngsters are unemployed or have difficulty finding and obtaining jobs. This situation has deteriorated particularly after the crises, recessions and stagnation that has impacted European economies in recent years. In addition to the cyclical or crisis impact, structural factors are also very important. Additionally, prolonged crises, as in some Eurozone countries, have transformed a significant part of cyclical unemployment in structural (long term) unemployment.
Young People and the Labour Market: A Comparative Perspective explores the condition of young people in the labour market. The authors present new evidence from several countries, with a special focus on Europe, and offer a comparative perspective. They investigate questions such as which structural conditions and labour market institutions guarantee better youth performance, which education systems and school-to-work processes are more effective and in which countries is gender differentiation less of an issue. All of the aforementioned, as well as many other comparisons which the authors make, are significant in helping to facilitate the successful design of labour and education policies." "Purpose
The objective of this paper is to achieve a greater understanding of the transitions young adults experience into and out of the labor market and the influence that gender and married/cohabiting status have on employment careers.
Design/methodology/approach
The paper focuses on young adults (25-34 years old) in four European countries - Italy, Netherlands, United Kingdom and Norway - that are representative of different youth transition regimes. Using longitudinal data from EU-SILC survey (for the years 2006-2012) and event history analysis we investigate: the effect of the particular set of institutional features of each country, the effect of the cohort of entry and of gender differences in determining transitions across labour market status.
Findings
Findings show that the filter exercised by the national institutions has a selective impact on the careers of young adults, with some institutional contexts more protective than others. In this respect, the condition of inactivity emerges as an interesting finding: on one side, it mainly involves women in a partnership, on the other side it is more common in protective youth regimes, suggesting that it may be a chosen rather than suffered condition.
Originality/value
The paper contributes to existing literature by: i) focusing on a specific category, young adults from 25 to 34 years old, which is increasingly recognized as a critical stage in the life course though it receives less attention than its younger counterpart (15-24); ii) integrating the importance of family dynamics on work careers by analysing the different effects played by married/cohabiting status for men and women." "The concept of 'not in education, employment, or training' (NEET) has gained wide usage in youth research over the last two decades. This article reviews the concept's background and discusses how it is linked to population statistics. Drawing on literature within the fields of anthropology, sociology and educational research, as well as field research conducted in Norway, the article discusses how, by meeting young people categorized as NEET for interviews and participant observation, researchers can address other aspects of their lives than have been counted. Researchers who meet young people find that the concept means different things in everyday speech than in published research. The article concludes by suggesting how research based on meeting young people categorized as NEET can contribute to a body of knowledge that has mainly been produced by counting NEET young people." "Übergänge erweisen sich in vielen Fällen als krisenhafte Momente, in welchen gesellschaftliche Anforderungen und subjektive Möglichkeiten in konkreten Situationen ausgehandelt werden müssen, was in besonderem Maße auch für den ersten Eintritt in den Arbeitsmarkt gilt. Dies ist die Ausgangslage, von welcher aus die Integrationsprozesse ehemals strafrechtlich sanktionierter Jugendlicher in die Erwerbsarbeit dargestellt werden. Grundlage dafür sind teilnarrative Interviews, welche im Rahmen einer Längsschnittstudie in der Schweiz erhoben werden konnten. Es zeigt sich dabei, dass alle interviewten Jugendlichen der Erwerbsarbeit einen hohen Stellenwert beimessen, auch wenn das Finden einer stimmigen Anstellung sich in vielen Fällen als hindernisreich erweist. Diese Passungsprozesse sind oft verbunden mit Revisionen der Wünsche und Ziele, wobei letztlich aber der Anspruch bleibt, in der Erwerbsarbeit zu verbleiben. Dieses Schaffen von Passungsverhältnissen scheint sich für die ehemals sanktionierten Jugendlichen nicht kategorisch zu unterscheiden von den Schwierigkeiten anderer, nicht strafrechtlich belangter aber anderweitig belasteter Arbeitssuchender. Der vorliegende Artikel zeigt anhand von zwei ausgewählten Fallbeispielen auf, in welcher Art und Weise Entlassene versuchen, Sinn in Erwerbsarbeit für sich herzustellen." "This paper performs a cross-country level analysis on the impact of the level of specific youth minimum wages on the labor market performance of young individuals. We use information on the use and level of youth minimum wages, as compared to the level of adult minimum wages as well as to the median wage (i.e., the Kaitz index). We complement these data with variables on the employment, labor force participation, and unemployment rates of 5-year age interval categories - all derived from the official OECD database. We distinguish between countries without minimum wages, countries with uniform minimum wages for all age groups, and countries with separate youth and adult minimum wages. Our results indicate that the relative employment rates of young individuals below the age of 25 - as compared to the older workers - in countries with youth minimum wages are close to those in countries without minimum wages at all. Turning to the smaller sample of countries with minimum wages, increases in the level of (youth) minimum wages exert a substantial negative impact on the employment rate for young individuals." Work - welfare cycling has been put forward as a contributory factor. Drawing on a large-scale survey of long-term unemployed young people, this article argues that segmented labour market theory provides a strong explanatory framework for understanding the nature of long-term unemployment among young people, with the literature on work - welfare cycling contributing to an understanding of one of the processes by which precarious employment impacts on employability and labour supply. Der Anteil der Sekundar- und Hochschulabsolventen, die Jobs unterhalb ihres Qualifikationsniveaus annehmen, ist in vielen Ländern sehr hoch. Hauptgrund dafür ist das geringe Niveau arbeitsbezogene Kompetenzen junger Menschen. Diese Befähigungen zu schaffen, sollte für moderne Bildungssysteme oberste Priorität haben. Um die Chancen der Integration junger Menschen in die Arbeitsmärkte der heutigen europäischen Wissensgesellschaften zu erhöhen, setzen viele politische Systeme auf eine Investition in das Humankapital der Jugend. Da man davon ausgeht, dass Berufslehrsysteme den Übergang von der Schule in die Arbeitswelt vereinfachen, scheint dies ein besonders vielversprechender Weg zu sein. Untersuchungen zeigten jedoch, dass die am stärksten benachteiligten Mitglieder der Gesellschaft von der Sozialpolitik oft nicht erreicht werden. Ziel dieses Artikels ist es, die Gründe und Mechanismen dieses Phänomens mit dem Namen Matthäus-Effekt anhand einer einzigen eingebetteten Fallstudie eines Berufsbildungs- und Ausbildungsprogramms für benachteiligte junge Menschen in der Schweiz zu beleuchten. Die Ergebnisse haben gezeigt, dass die Kundendienstmitarbeiter oft Praktiken des Rosinenpickens anwenden, um die strikten Beurteilungskriterien einhalten zu können. Die Verteilung von Haushaltsmitteln gemäß einer politisch-administrativen Logik fördert solche Praktiken, die angewendet werden, um solide Ergebnisse zu erzielen, damit wiederum die politische und damit finanzielle Unterstützung erhalten bleibt." "This study investigates social differences in the risk of long-term benefit receipt of young adults in Germany. Although employment is a major route to end social benefit receipt, it may not result in financial independence for all social groups in their early working lives as this also depends on the status of their parents: Do young benefit recipients have unequal chances of making the transition from benefit receipt as soon as they take up employment? How stable is the impact of parents' socioeconomic status on the transition once young adults complete their vocational education? This study conducts an empirical analysis of the careers of a cohort of 18-to-24-year-old Germans who received benefits in 2005 by combining survey data and register data for a six-year observation period. Event history analyses indicate that social differences persist when young adults claim social benefits. In particular, parents' socioeconomic status is positively associated with their offspring's likelihood of ending receipt of social benefits as soon as they are in full-time employment. Parents' socioeconomic status has a relatively stable impact for young beneficiaries irrespective of whether they have completed vocational qualifications or not. The authors approach this question using German administrative matched employer - employee data that track almost 700,000 individuals over 24 years. Instrumenting early-career unemployment with firm-specific labour demand shocks, they find significant and long-lasting 'scarring effects'. In the mean, each additional day of unemployment during the first eight years on the labour market increases unemployment in the following 16 years by half a day. "We ask how employers contribute to unemployment scarring in the recruitment process in the German-speaking part of Switzerland. By drawing on recruitment theories, we aim to better understand how recruiters assess different patterns of unemployment in a job candidate's CV and how this affects the chances of young applicants being considered for a vacancy. We argue that in contexts with tight school-work linkage and highly standardised Vocational Education and Training systems, the detrimental effect of early unemployment depends on how well the applicant's profile matches the requirements of the advertised position. To test this assumption, we surveyed Swiss recruiters who were seeking to fill positions during the time of data collection. We employed a factorial survey experiment that tested how the (un)employment trajectories in hypothetical young job applicants' CV affected their chances of being considered for a real vacancy. Our results show that unemployment decreases the perceived suitability of an applicant for a specific job, which implies there is a scarring effect of unemployment that increases with the duration of being unemployed. But we also found that these effects are moderated by how well the applicant's profile matches the job's requirements. Overall, the worse the match between applicant's profile and the job profile, the smaller are the scarring effects of unemployment. In sum, our findings contribute to the literature by revealing considerable heterogeneity in the scarring effects of unemployment. Our findings further suggest that the scarring effects of unemployment need to be studied with regard to country-specific institutional settings, the applicants' previous education and employment experiences, and the job characteristics." Abstract
"Seit vielen Jahren wird im Fachdiskurs die Herausforderung betont, dass keine jungen Menschen in Deutschland verloren gehen und durch die Maschen des Sozialleistungssystems fallen dürfen. Vor diesem Hintergrund fördert das Bundesministerium für Arbeit und Soziales (BMAS) seit dem Jahr 2015 das Bundesprogramm RESPEKT. In diesem Rahmen wurden bundesweit 18 Projekte (ab 2018: 17 Projekte) gefördert. Zielsetzung ist junge Menschen, die individuelle Schwierigkeiten haben eine Qualifikation zu erreichen oder ins Arbeitsleben einzumünden und von den bestehenden Sozialleistungsangeboten nicht erreicht werden oder diese nicht annehmen, an Bildungsprozesse, Maßnahmen der Arbeitsförderung, Ausbildung oder Arbeit heranzuführen.
Die Evaluation des Bundesprogramms wurde von der INTERVAL GmbH in Kooperation mit dem ZEP - Zentrum für Evaluation und Politikberatung zwischen Ende 2016 und Juni 2018 durchgeführt. Dabei wurden untersucht:
- die Bedarfslagen und Merkmale der Zielgruppe, speziell auch die Gründe, aus denen sie nicht von den Sozialleistungen erreicht werden;
