Female breadwinner – Erwerbsentscheidungen von Frauen im Haushaltskontext

Nach wie vor ist die ungleiche Verteilung von Erwerbs- und Familienarbeit zwischen den Partnern der Regelfall. Traditionelle familiäre Arrangements werden dabei durch institutionelle Rahmenbedingungen bevorzugt. Die Folge ist, dass Frauen immer noch beruflich zurückstecken - auch wenn sie den Hauptteil des Haushaltseinkommens erarbeiten und damit die Rolle der Familienernährerin übernehmen.

    Abstract

    "I consider how the availability of a personal computer at home changed employment for married women. I develop a theoretical model that motivates the empirical specifications. Using data from the US CPS from 1984 to 2003, I find that employment is 1.5 to 7 percentage points higher for women in households with a computer. The model predicts that the increase in employment is driven by higher wages. I find having a computer at home is associated with higher wages, and employment in more computer intensive occupations, which is consistent with the model. Decomposing the changes by educational attainment shows that both women with low levels of education (high school diploma or less) and women with the highest levels of education (Master's degree or more) have high returns from home computers."     "This paper presents the results of an econometric analysis of the conditional probability of leaving unemployment for four waves of French married men and women entering unemployment from 1991 to 2002. The effect of spouse's hourly earnings on unemployment duration is found to be asymmetric for men and women. In particular, an elasticity of 0.38 for men and -0.15 for women are found to be significant for the entire sample. Individual data from the French Labor Force Survey are used with accurate information on spell durations, and labor earnings of the spouses. Parametric estimation techniques are used."     "A pertinent question in contemporary Europe is whether the children of immigrants will reproduce the gender-complementary practices and ideals of the immigrant generation, which often include strong expectations that women should prioritize family obligations over the pursuit of paid work.This article analyses the cultural and moral understandings at stake in second-generation women's reflections on and practices of combining motherhood and paid work, and explores the space for negotiating such understandings in the family. The study is based on in-depth interviews with second-generation women of Pakistani descent in Norway, and interviews with some of their husbands. The findings show that the moral understandings and practices of the parent generation are not merely passed on to the second generation; rather they are challenged and reinterpreted in ways that support mothers' participation in paid work.     "Below-replacement fertility and late marriage reflect, in part, the incompatibility of women's family and paid work roles. The outsourcing of childcare and housework to market and state service providers offers a strategy for reconciling work - family conflicts. By referring to the household as an organizational unit, I use the transaction cost approach (TCA) of organizational economics to discuss the factors that facilitate or impede outsourcing by households. In my analysis the frequency, specificity, and uncertainty level of the transaction, as well as normative and social beliefs, can facilitate or impede the household's decision to outsource. Monetary considerations, preferences, and government policies might moderate the effect of the transaction cost on this decision.     "The U.S. recession of 2007 - 2009 saw unemployment rates for men rise by significantly more than those for women, resulting in the downturn's characterization as a 'mancession'. This paper uses data from the Census Bureau's American Community Survey to reexamine gender-related dimensions of the 2007 - 2009 recession. Unlike most previous work, we analyze data that connects men's and women's employment status to that of their spouses. A difference-in-difference framework is used to characterize how labor-market outcomes for one spouse varied according to outcomes for the other. Results show that that employment rates of women whose husbands were non-employed rose significantly in the recession, while those for people in other situations held steady or fell -- consistent with the view that women took on additional bread-winning responsibilities to make up for lost income. However, probabilities of non-participation did not rise by more for men with working wives than they did for other men, casting doubt on ideas that men in this situation made weaker efforts to return to work because they could count on their wives' paychecks to support the household."     "This study analyses the labour market participation of married immigrant and married majority women in Norway over the period 1995 - 2005. Panel data from several public register databases of the population of married women (N = 54,619) in Norway are used. The purpose of the present study is to examine the extent to which women's labour market participation is affected by the labour market resources of their husbands, and if these influences differ for majority women and immigrant women. The result shows that the husbands' employment status and earnings have a positive effect on the wives' employment probabilities. However, this effect gets smaller after controlling for the unobserved stable characteristics of the women. But for women of Iranian, Iraqi or Vietnamese origin, the effect holds even after controlling for the women's unobserved stable characteristics. However, for the other country groups, including women from the majority, the husbands' labour market resources seem to be a less important factor determining whether or not the women participate in paid labour."     "Lebensverlauf-Beschäftigungsprofile verheirateter Frauen der Jahrgänge zwischen 1940 und 1960 haben sich nach oben verschoben und sind flacher geworden. Wir kalibrieren ein dynamisches Lebenszyklusmodell von Beschäftigungsentscheidungen verheirateter Frauen, um die quantitative Bedeutung von drei konkurrierenden Erklärungen der veränderten Beschäftigungsprofile einzuschätzen: Geburtenrückgang und später eintretende Geburten, Zunahme relativer Löhne von Frauen zu Männern und gesunkene Kosten für Kinderbetreuung. Wir stellen fest, dass Geburtenrückgang und später eintretende Geburten sowie gesunkene Kosten für Kinderbetreuung Beschäftigung in jungen Jahren beeinflussen, wohingegen steigende relative Löhne Beschäftigung im Alter verstärkt beeinflussen. Veränderungen relativer Löhne, vor allem Entlohnung gemäß Erfahrung, stellen den Großteil (67 Prozent) der Veränderungen der Lebenszyklus-Beschäftigungsprofile verheirateter Frauen dar."     "Die Analyse zerlegt mit einem 'unobserved-component'-Ansatz die Arbeitslosenrate in eine (stochastische) Trendkomponente und eine zyklische Komponente und schätzt deren Einfluss auf die Erwerbspartizipation. Die persistente Trendkomponente, die dauerhafte Reaktionen der Erwerbspersonen erfasst, bildet den 'discouragement effect' ab. Die zyklische Komponente stellt die mehr wechselhaften Veränderungen dar. Sie wird als Ausdruck des 'added worker effects' aufgefasst. Die Aufteilung des Partizipationseffektes als Folge von Änderungen in der Arbeitslosigkeit unterscheidet unsere Analyse erheblich von bisherigen Studien, die entweder den Nettoeffekt aus 'discouragement' und 'added worker effect' untersuchten oder nur einen einzelnen Effekt darstellten. Die Ergebnisse belegen für die Erwerbsbevölkerung insgesamt, dass 'discouragement' und 'added worker effect' gleichzeitig auftreten können. Disaggregierte Analysen ergaben, dass vor allem Ältere von 'discouragement' betroffen sind, während bei Frauen im mittleren und jüngerem Alter insbesondere der 'added worker effect' zu finden ist. Nachdem viele OECD-Länder vor dem Problem einer alternden Bevölkerung stehen und zugleich die Frauenerwerbsbeteiligung zunimmt, dürften diese alters- und geschlechtsspezifischen Resultate besonders wichtig sein."     "Die Vorstellung, dass das Lohneinkommen des Mannes ausreichen soll, eine Familie zu ernähren, hat in westlichen Industriegesellschaften, unterstützt durch Sozialpartner und den Sozialstaat, eine lange Tradition. Das entsprechende Familienmodell mit männlichem Familienernährer und weiblicher Hausfrau hat jedoch im wiedervereinigten Deutschland aus sozialen wie wirtschaftlichen Gründen an Bedeutung verloren. Gleichwohl wirkt die traditionelle Ernährernorm auf dem Arbeitsmarkt durch hohe geschlechtsspezifische Lohnlücken fort. Der Beitrag beleuchtet die historische Entwicklung der Vorstellungen von einem sogenannten Familienlohn in Deutschland von den Anfängen im 19. Jahrhundert bis hin zu den noch heute relevanten sozialstaatlichen Regelungen in Form eines Familienlasten- und -leistungsausgleichs. Weiter wird problematisiert, inwieweit das neue politisch propagierte Leitbild universeller Erwerbstätigkeit geschlechtsspezifische Arbeitsmarktstrukturen und veränderte Familienerwerbsmuster, wie etwa weibliche Familienernährerinnen, berücksichtigt.     "Die dritte Schwerpunktpublikation des Projekts 'Familienernährerinnen' ist erschienen. Diese fasst Ergebnisse einer wissenschaftlichen Untersuchung zusammen, die vom Projekt 'Familienernährerinnen' in Kooperation mit Svenja Pfahl und Dietmar Hobler vom Forschungsinstitut SowiTra und Dr. Tanja Schmidt, Sozialforschung, Berlin durchgeführt wurde. Die Broschüre 'Familienernährerinnen auf dem Arbeitsmarkt' bietet vertiefte Informationen über die Arbeitssituation von Familienernährerinnen und über Branchen, in denen sie beschäftigt sind.
    Familienernährerinnen verteilen sich sehr unterschiedlich auf die einzelnen Branchen. In einigen Branchen sind sie stärker vertreten, in einigen schwächer. Jede fünfte Familienernährerin (20,6 Prozent) ist im Gesundheits- und Sozialwesen, z.B. im Krankenhaus oder in einer Arztpraxis, abhängig beschäftigt. Die zweitgrößte Gruppe an Frauen, die die finanzielle Hauptverantwortung für ihre Familie tragen übt ihren Beruf im Bereich Erziehung und Unterricht aus (11,2 Prozent).     "In den letzten beiden Jahrzehnten wird ein Bedeutungsverlust des Normalarbeitsverhältnisses und des damit einhergehenden Einverdiener-Modells konstatiert. Dabei spielt nicht nur die Zunahme von atypischen Beschäftigungsformen, wie Teilzeitarbeit und Befristung, eine Rolle. Vielmehr gerät das Normalarbeitsverhältnis auch durch stagnierende Reallöhne und zunehmende Lohnungleichheit unter Druck. Dabei ist bisher kaum untersucht, wie sich Löhne von Normalarbeitnehmern im Vergleich von relevanten Industrie- und Dienstleistungsbranchen entwickelt haben. Vor allem ist offen, ob noch Löhne erwirtschaftet werden können, welche die Existenz einer Familie sichern. Der Beitrag untersucht daher auf Basis des LIAB-Datensatzes die Entwicklung des im oberen Teil der Lohnverteilung verorteten 'Ernährerlohns' bei Frauen und Männern in Normalarbeitsverhältnissen in West- und Ostdeutschland seit Mitte der 1990er Jahre. Zudem werden dessen Determinanten identifiziert. Besonders berücksichtigt werden die geschlechtsspezifische Arbeitsmarktsegregation innerhalb und zwischen Branchen und Betrieben sowie die Tarifbindung als institutionelle Interessenvertretung. Die Ergebnisse zeigen rigide Disparitäten der Verbreitung von Ernährerlöhnen zwischen West- und Ostdeutschland sowie ein Gefälle zwischen Männern und Frauen. Für das Jahr 2008 kann gezeigt werden, dass geschlechtsspezifische Arbeitsmarktsegregation und Tarifbindung bei Männern und Frauen in West- und Ostdeutschland unterschiedlich wirksam sind."     "This paper investigates a theory regarding the amount of housework carried out by men, called the 'gender deviance neutralization' hypothesis: men seem more resistant to doing housework, and women seem to do more housework than expected, if the wife earns more than her husband. It appears that attitudes to gender roles influence the behaviour of women and men, as regards housework. This paper studies time spent on housework by husbands and wives, using household surveys in seven countries: Cameroon, Chad, Egypt, India, Kenya, Nigeria, and UK. Previous evidence of a 'curvilinear' pattern is confirmed, which can be interpreted as support for the gender deviance neutralization hypothesis. An aspect of this paper is that 'gender deviance neutralization' seems more common in countries where it is rare for a woman to be the main earner - such as Egypt and India. In such traditional (gender-asymmetric) countries, men appear even more resistant to doing housework than in more modern (more gender-symmetrical) countries such as UK and Kenya. Domestic violence between husband and wife seems to be relevant to housework and women's earnings. In some households, Gender-Based Violence (GBV) may be a response by a husband to his reduction in control over household decisions. There is some evidence that a husband's alcohol consumption is related to the likelihood of GBV occurring in that household. Interactions between alcohol, domestic violence, and gender roles all seem to be inter-related with the distribution of housework between husband and wife." (Author's abstract, IAB-Doku) ((en))

    "What determines life satisfaction and happiness? How do we value our social situation and immediate surroundings? How has this changed with the economic crisis? For the third wave of the European Quality of Life survey, 35,500 Europeans in all EU Member States were interviewed, in an effort to gain insights to these questions. This overview report presents findings and trends and shows that the impacts of the recession are indeed noticeable and measurable in some areas, while in others there are more long-term developments to be observed. While overall life satisfaction levels have not changed much, optimism about the future and trust in institutions have declined markedly in those countries most affected by the downturn. And groups that were already vulnerable - the long-term unemployed, older people in central and eastern Europe and single parents - report the highest levels of material deprivation and dissatisfaction with their life situation."     "If participation in the labor market helps to secure women's outside options in the case of divorce/separation, an increase in the perceived risk of marital dissolution may accelerate the increase in female labor supply. This simple prediction has been tested in the literature using time and/or spatial variation in the US divorce legislation. In this paper, we suggest testing this hypothesis by exploiting a more radical policy change, i.e., the actual legalization of divorce. In Ireland, the right to divorce was introduced in 1996, followed by an acceleration of marriage breakdown rates. We use this fundamental change in Irish society as a natural experiment. Using families for whom the risk of marital dissolution is small as a control group, our difference-in-difference estimates suggest that the legalization of divorce contributed to a significant increase in female labor supply, occurring essentially at the extensive margin. Results are not driven by selection and are robust to numerous specification checks, including the introduction of household fixed effects and propensity score reweighting."     "40 Prozent aller Alleinerziehenden beziehen Leistungen der Grundsicherung für Arbeitsuchende. Der Grund hierfür liegt keineswegs in einer fehlenden Arbeitsmarktorientierung. Denn alleinerziehende Mütter im Leistungsbezug sind häufiger als Mütter mit Partner erwerbstätig. Sie suchen häufiger als diese aktiv nach Arbeit und sind mehrheitlich zu Abstrichen bei der Aufnahme einer neuen Beschäftigung bereit, sofern diese nicht zu Lasten ihrer Kinder gehen. Der Sprung aus der Grundsicherung scheitert weniger an ihrer Arbeitsmotivation, als vielmehr daran, dass sie alleine Kinderbetreuung und Haushalt organisieren und finanzieren müssen."     "In this paper we examine the link between wage inequality and consumption inequality using a life cycle model that incorporates household consumption and family labor supply decisions. We derive analytical expressions based on approximations for the dynamics of consumption, hours, and earnings of two earners in the presence of correlated wage shocks, non-separability and asset accumulation decisions. We show how the model can be estimated and identified using panel data for hours, earnings, assets and consumption.     "This paper investigates labor supply and redistributive effects of in-work benefits for Italian married couples using a tax-benefit microsimulation model and a multi-sectoral discrete choice model of labor supply. We consider two in-work benefit schemes following the key principles of the Earned Income Tax Credit (EITC) and the Working Tax Credit (WTC) existing in the US and the UK, respectively. The standard design of these in-work benefits is however augmented with a new benefit premium for two-earner households in order to overcome the well-known disincentive effects that these welfare instruments may generate on secondary earners. In simulation, the proposed in-work benefits are financed through the abolition of Italian family allowances for dependent employees and contingent workers thus ensuring tax revenue neutrality. We show that our EITC and WTC reforms have strong positive effects on labor supply of wives, weak negative effects on labor supply of husbands, and strong positive effects on equity. The EITC is more effective than the WTC in boosting employment of wives, while the WTC is more effective than the EITC in fighting poverty. In both schemes, the trade-off between labor supply incentives and redistributive effects is crucially related to the new benefit premium for two-earner households. Other things being equal, tax revenue neutrality implies that a higher value of this policy coefficient yields stronger incentive effects and weaker redistributive effects." The analysis uses the sample of couples from the British Household Panel Survey and distinguishes between types of displacements. Results show that couples in which the husband experiences a job loss are more likely to divorce. Redundancies have small, positive, often insignificant and short-lived effects while dismissals and temporary job endings have larger positive impacts. This is consistent with the interpretation of redundancies as capturing negative income shocks while other types of job loss also convey new information about potential future earnings and match quality."     "In this paper, we estimate income- and substitution- labour supply and participation elasticities for Canadian married women using data from the Survey of Labour and Income Dynamics 1996-2005. We use the Canadian Tax and Credit Simulator (CTaCS) and detailed information on the structure of income at the household level to compute the marginal tax rates faced by each individual. We then use these marginal tax rates to compute net own-wage, spouse-wage, and non-labour income. We show how the magnitude of the estimated elasticities varies depending on whether net or gross wages and income are used in the estimation procedure, and quantify biases caused by using average instead of marginal tax rates. Finally, because marginal tax rates vary significantly over the sample, we use quantile regressions to compare elasticities at different points of the hours distribution. Overall, our results show that public policies now have, on average, less scope for influencing hours of work than 10 years ago.     "Seit rund zehn Jahren legen große internationale Organisationen und zahlreiche Länder Gewicht auf politische Maßnahmen im Kleinkindbereich. Dem liegen zwei Anliegen zugrunde: Einerseits strebt der Staat danach, sein Ziel des Wirtschaftswachstums und des ausgeglichenen Staatshaushalts auch durch die Entwicklung der Arbeit der Frauen voranzubringen. Anderseits kommt die Förderung der Beschäftigung der Frauen diesen entgegen und trägt dazu bei, der Gefahr einer Verarmung von Haushalten entgegenzuwirken. Eine Folge der Zunahme der weiblichen Arbeitstätigkeit ist, dass die Familien Berufsleben und Kindeserziehung (im weitesten Sinne) in Einklang bringen müssen. Diese Gesichtspunkte waren Gegenstand verschiedener Meinungsumfragen und Statistiken. 2002 wurde in Frankreich zum ersten Mal eine umfangreiche Untersuchung zu Arten der Kleinkinderbetreuung durchgeführt. Sie lieferte detaillierte Auskünfte über die Arten der Kinderbetreuung, deren Kosten für die Familien, die berufliche Situation der Eltern und deren Ansichten zu den verschiedenen Betreuungsarten. 2007 wurde diese Untersuchung erneut durchgeführt. Der vorliegende Artikel stützt sich auf den Korpus bestehender Untersuchungen zur Thematik und die Materialen der genannten Untersuchung Betreuungsweisen 2007. Bisherige Ergebnisse werden teils bestätigt, teils auf den neusten Stand gebracht. Es geht dabei darum, die Dynamik zu verstehen, die hinter zwei Arten von Entscheidungen steht. Erstere betrifft den Entschluss der Mutter, sich auf den Arbeitsmarkt zu begeben oder nicht. Es zeigt sich, dass diese Entscheidung hauptsächlich vom soziodemografischen Profil der Mutter und von ihrem Beruf abhängt und Gegenstand eines Abwägens finanzieller Vor- und Nachteile ist. Die andere Entscheidung betrifft die Wahl der Betreuungsweise für das eigene Kind. Diese hängt vor allem von dem Bild ab, das sich die Eltern von ihr machen. Ihre Ansichten zu den Vorteilen für das Kind von Kinderkrippen bzw. Tagesmüttern korrelieren vor allem mit der getroffenen Wahl, wohingegen ihre Beurteilung der Betreuung durch die eigenen Eltern vor allem in Abhängigkeit von der Arbeitslage der Mütter variiert."     "To explore single mothers' labor market participation we analyze specific circumstances and dynamics in their life courses. We focus on the question which individual and institutional factors determine both professional advancement and professional descent. Due to dynamics in women's life course identifying and analyzing restrictions and interruptions of employment requires a longitudinal research design. The German Socio-Economic Panel (1984-2009) provides all necessary information identifying episodes of single motherhood and employment during life courses. Since family statuses of single mothers are partially endogenous and can end in multiple ways, we use semi-parametric survival models. Competing risks estimations offer a detailed view by analyzing single mothers' transition from not being employed to fulltime or part-time work and vice versa simultaneously. Estimates show that occupational careers of single mothers are influenced by both individual factors and institutional circumstances. Whereas specific problems occur shortly after becoming a single mother, these problems seem to be dealt with over time. Enhancing labor market participation or maintaining full-time employment as a single mother can be achieved when certain challenges are met such as appointed and reliable working hours. Single mothers that do not have to rely on public childcare arrangements, but are capable of finding individual solutions are more likely to balance work and family life.     Das lange für (West-)Deutschland charakteristische männliche Familienernährermodell war mit der Herausbildung polarisierter Geschlechterbilder verknüpft: Wurde das Leitbild des Mannes dadurch bestimmt, dass er durch Erwerbsarbeit den Lebensunterhalt der Familie erwirtschaftete, dominierte die Zuständigkeit für Fürsorge und Hausarbeit das Bild der Frau. Doch dies ist längst nicht mehr für alle Familien Realität: Inzwischen erwirtschaftet in Deutschland in jedem fünften Familienhaushalt eine Frau den überwiegenden Teil des Haushaltseinkommens und trägt als "Familienernährerin" die finanzielle Hauptverantwortung für ihre Familie. Die Autorinnen gehen in dieser Studie den Lebensrealitäten westdeutscher Familienernährerinnen detailliert nach. Gestützt auf umfangreiche empirische Analysen machen sie deutlich, dass Frauen ihre Familien überwiegend unter schwierigen Bedingungen "ernähren" und sich mit Arbeitsmarktstrukturen und Rollenbildern konfrontiert finden, die Frauen nach wie vor die Verantwortung für Haus- und Familienarbeit zuschreiben und sie auf dem Arbeitsmarkt nur als Zuverdienende sehen. Die Folge ist oft eine "Prekarität im Lebenszusammenhang" nur für wenige Frauen bzw. Paare entfalten sich mit dem "Rollentausch" emanzipatorische Potenziale.

Wir haben untersucht, wie viele Familienernährerinnen es gibt, wie sie dazu geworden sind und wie sie über diesen Status denken, unter welchen Bedingungen sie leben, arbeiten und Kinder erziehen und ob sich die häusliche Arbeitsteilung verändert hat. Despite the significant effect on marriage timing, labor market conditions experienced in youth do not affect the probability that a woman will marry by the age of 30.     Objective - This special collection of Demographic Research focuses on the issue of how economic and employment uncertainties relate to fertility and family dynamics in Europe.
    Methods - The collection is comprised of studies that explore how various dimensions of employment uncertainty, such as temporary working contracts and individual and aggregate unemployment, are related to the fertility and family formation of women and men across Europe. The studies cover Germany, the UK, France, Russia, Estonia, Sweden, Italy, Spain, and Israel.
    Results - The various micro-level studies that are assembled in this special collection do not provide a simple answer to the question of whether and how economic uncertainty suppresses (or stimulates) fertility. However, some systematic variation by welfare state regime is discernable.

The following things have become clear as a result of the annual Japanese Panel Survey of Consumers carried out on a nationwide scale since 1993. (1) There is a relationship between the socioeconomic status of the husband and unemployment. (2) The husband's income decreases as a result of unemployment, but there is no major change in the monthly expenditure on living costs. There is less leeway in the household budget, so the family copes by reducing the amount put aside as savings each month, or by reaching into its savings. (3) There are wives who get a job outside the home or increase their working hours, but the amount of time that the husband spends on housework or childcare does not increase a great deal. There is no major change in the division of labor by gender rote between husband and wife as a result of the husband's unemployment. Family life is maintained in the short term with the wife shouldering the burden of paid employment, housework and childcare, but in the long term there is a possibility that it can lead to conflict between husband and wife."     The paper examines changes in the relationship between employment and household tasks of Japanese couples, using data drawn from national cross-sectional surveys in 1994, 2000 and 2009 of persons aged 20-49 and from the 2009 follow-up of the 2000 survey.
    Results
    Wives' employment is structured by their husbands' employment time and earning power, as well as by their family situations including the presence and age of children and co-residence with parents. Housework hours of husbands, though very low, increased over time, while wives' hours decreased. Wives housework time decreases as their employment time increases. Marriage dramatically increases women's housework time but produces little change in men's time.     "Diese Studie untersucht auf der Grundlage der ersten Befragungswelle der IAB-Panelerhebung 'Arbeitsmarkt und soziale Sicherung' (PASS), welche Faktoren mit Abgängen aus der Grundsicherung für Arbeitsuchende in eine Erwerbstätigkeit assoziiert sind. Im Mittelpunkt steht zum einen die Frage, wie der Haushaltskontext die Chance von Frauen und Männern beeinflusst, die Grundsicherung über den Arbeitsmarkt beenden zu können. Zum anderen wird die Prävalenz von multiplen Vermittlungshemmnissen und deren Einfluss auf die Abgangschancen betrachtet. Es finden sich sowohl Ähnlichkeiten als auch Unterschiede zwischen den Geschlechtern. So unterscheiden sich allein lebende Frauen und Männer und auch solche in Partner-Bedarfsgemeinschaften ohne Kinder nicht hinsichtlich ihrer Chancen auf Erwerbsarbeit, die ein Einkommen über der Bedürftigkeitsgrenze ermöglicht. Kinder jedoch erschweren die Arbeitsmarktbeteiligung von Müttern, während sie für Väter in Partner-Bedarfsgemeinschaften den Abgang aus der Grundsicherung in den Arbeitsmarkt begünstigen. Betrachtet man die Prävalenz von mehrfachen Arbeitsmarkthemmnissen, so sind vor allem gesundheitliche Einschränkungen und ein höheres Lebensalter häufig auftretende Kombinationen, insbesondere in der Verbindung mit einem bereits lange andauernden Bezug von Arbeitslosengeld II. Sozialpolitisch brisant ist vor allem der Befund, dass sich im Falle der Kumulation von Hemmnissen mit jedem zusätzlichen Risiko die Übergangswahrscheinlichkeit nahezu halbiert."     "Periods of high and persistent unemployment since the late 1980s as well as an upward trend in the share of temporary employment characterize recent labor market instability in Europe. This paper analyzes the associations between timing to a second birth and changing economic environment. In particular, it focuses in understanding what dimensions of economic uncertainty affect women with different educational background. First it employs time varying measures of aggregate market conditions for women in twelve European countries as well as micro-measures of each woman's labor market history in a proportional hazard model of second births. Both individual and aggregate unemployment as well as temporary employment are coupled with later second births. Unemployment slows down childbearing plans, particularly for the least educated, whereas holding a very short contract deters the most educated. Second, I use the 2006 Spanish Fertility Survey to show how education and the economic conditions - provincial unemployment and share of temporary employment- faced by women as they enter the labor market in their early twenties are connected with their timing to second births."     "Um Prekarität im Lebenszusammenhang zu verstehen, ist eine akteurszentrierte Analyse erforderlich, die nicht bei der Beschreibung prekärer Lebenslagen stehen bleibt, sondern darüber hinaus die Aneignung und Reproduktion dieser objektiven Bedingungen durch soziale Akteurinnen und Akteure zeigt. Im vorliegenden Beitrag wird Prekarität zunächst als sozialer Lagebegriff konzipiert, der ausgehend von der individuellen Lebenslage auch deren zeitlichen Verlauf, die aktuelle Haushaltssituation und schließlich die subjektive Bewertung mitberücksichtigt. Sodann wird das Konzept der alltäglichen Lebensführung eingeführt, das sowohl bezahlte als auch unbezahlte Arbeit reflektiert. Auf der Grundlage von qualitativen Interviews mit Familienernährerinnen in der Schweiz wird gezeigt, dass sich die Prekarität ihrer Lebenslage erst im Haushaltskontext manifestiert. Dabei wird deutlich, dass der Spielraum der Lebensführung abgesteckt ist durch die materiellen Rahmenbedingungen (die sich etwa ergeben aus der prekären Erwerbstätigkeit der Partner) sowie die Ansprüche, die die im Haushalt anfallende Care-Arbeit an sie stellt. Doch inwieweit wird dies bereits umgesetzt? Können Frauen und Männer ihre Lebensentwürfe verwirklichen? Wie weit sind wir heute und was kann und muss getan werden, um Frauen und Männern eine chancengerechte Zukunft zu ermöglichen? In einer sich wandelnden Gesellschaft mit neuen Formen des Zusammenlebens, mit verschiedensten Formen von Familie und mit sich verändernden Arbeitsmärkten entstehen neue Ansprüche, Bedürfnisse und Verpflichtungen. Jedoch wird hier kaum zwischen den Lebenswelten Stadt bzw. Großstadt im Ballungsraum und Stadt oder Gemeinde im ländlichen Raum unterschieden. Bestehen Unterschiede in Bezug auf die Chancengerechtigkeit für Frauen und Männer in Verdichtungsräumen und im ländlichen Raum? Braucht es spezifische Angebote für den ländlichen Raum? Im Rahmen dieser Studie wird gezeigt, wie sich die Lebenssituation und gesellschaftliche Teilhabe von Frauen und Männern gestaltet und welche Unterschiede bestehen. Es werden die für ein Mehr an Chancengerechtigkeit für Frauen und Männer strategisch bedeutsamsten Themenfelder beschrieben und Handlungsoptionen benannt, die aufgegriffen werden sollten und zu mehr Chancengerechtigkeit führen. In ihrem aktuellen Finanzkonzept fordert die SPD, das Ehegattensplitting durch eine Individualbesteuerung mit Unterhaltsabzug zu ersetzen, entsprechend den bereits geltenden Regelungen für geschiedene Eheleute. Simulationsrechnungen des DIW Berlin zeigen, dass eine solche Reform nur geringe Verteilungs- und Arbeitsangebotseffekte hätte. Eine reine Individualbesteuerung dagegen würde nicht nur zu erheblichen Steuermehreinnahmen führen, sondern auch die Erwerbsbeteiligung von verheirateten Frauen deutlich erhöhen. Nimmt man das Ziel einer stärkeren Integration verheirateter Frauen in den Arbeitsmarkt ernst, müsste die Politik das derzeitige Ehegattensplitting durch eine reine Individualbesteuerung ersetzen." We consider a direct and an indirect effect; the latter is mediated by partners' conflict behaviour, conflict level, and partnership quality.     "Earnings in mid-career and children are two fundamental outcomes of the life-choices of men and women. Both require time and other resources and reflect the accumulated priorities of individuals and couples. We explore how these outcomes have changed for Swedish men and women born 1945-1962 by documenting changes in education, assortative mating patterns, completed fertility and mid-career earnings. We find an overall increasing inequality in career and family outcomes of men, reflecting a rise in the family-career complementarity. For women, the family-career trade-off has eased for non-professionals, and there appears to be a convergence in the life-choices of women across education groups. Despite these different developments for men and women, we find that within-family specialization, measured by the average spousal earnings contribution, is remarkably stable through the period."     "This work presents new evidence on the effect of husbands' health insurance on wives' labor supply. Previous cross-sectional studies have estimated a significant negative effect of spousal coverage on wives' labor supply. However, these estimates potentially suffer from bias due to the simultaneity of wives' labor supply and the health insurance status of their husbands. This paper attempts to obtain consistent estimates by using several panel data methods. In particular, the likely correlation between unobserved personal characteristics of husbands and wives - such as preferences for work - and potential joint job choice decisions can be controlled by using panel data on intact marriages. The findings, using data from the National Longitudinal Survey of Youth and the Current Population Survey, suggest that the negative effect of spousal coverage on labor supply found in cross-sections results mainly from spousal sorting and selection.     "The present paper develops a general equilibrium model with overlapping generations and endogenous fertility in order to analyze the interaction between public policy and household labor supply and fertility decisions. The model's benchmark equilibrium reflects the current family policy consisting of joint taxation of married couples, monetary transfers and in-kind benefits which reduce the time cost of children. Then we simulate alternative reforms of the tax and the child benefit system and analyze the long-run impact on fertility and female labor supply. Our simulations indicate three central results: First, policies which simply increase the family budget either via higher transfers (direct or in-kind) or via family splitting increase fertility but reduce female employment. Second, increasing tax revenues due to the introduction of individual taxation would increase female employment but reduce fertility. Third, revenue neutral policies such as a reform of the benefit structure or a move towards individual taxation combined with an increase in in-kind benefits may achieve both goals and therefore yield significant welfare gains."     "The United States' 1996 welfare reforms are often interpreted as a historical break in transitioning from supporting motherhood to commodifiying women's labor. However, this cannot account for welfare reform's emphasis upon heterosexual marriage and fatherhood promotion. The paper traces continuities and shifts in over a century of familial regulation through American welfare policy, specifying the place of marriage promotion within welfare policy. Up until 1996, families were key sites of intervention through which the American welfare state was erected, especially through single women as mothers - not wives. However, as of the 1960s, concern with African American men's 'failed' familial commitments turned policymakers toward concern over marriage promotion for women and men. While marriage 'disincentives' for aid recipients were lifted in the 1960s, the 1996 reforms structured a new form of nuclear family governance actively promoting marriage rooted in, but distinct from, the previous. Given the historical absence of welfare policies available to poor men, Temporary Assistance for Needy Families' (TANF) marriage promotion policies have positioned poor women as nodes connecting the state to poor men, simultaneously structuring poor women as breadwinners, mothers, and wives. Recent welfare reform has also started to target poor men directly, especially in fatherhood and marriage promotion initiatives. We find that female and male employees treated by the shorter legal workweek reduce their weekly labor supply by about 2 hours, and do not experience any reduction in their monthly earnings. While wives of treated men do not seem to adjust their working time at either the intensive or extensive margins, husbands of treated wives respond by cutting their labor supply by about half an hour to one hour per week, according to specifications and samples. Further tests reveal that husbands' labor supply response did not entail the renegotiation of usual hours with employers or changes in earnings, but involved instead a reduction in (unpaid) work involvement, whether within a given day, or through an increase in the take-up rate of paid vacation and/or sick leave. These margins of adjustment are shown to have no detrimental impact on men's (current) earnings.     "The effect that the 2008/09 recession has had on unemployment and, in particular, on the distribution of job losses across households is of key concern to policymakers. During the 1991 recession rising male unemployment was associated with a sharp increase in the number of workless households, with this polarisation of work between 'work-rich' and 'work-poor' persisting many years later. Part of the reason for this polarisation was that the design of the tax and benefit system produced weak work incentives for women partnered to unemployed men, particularly if the jobs open to them were either part time or low paid. Since 1999, the United Kingdom has undertaken reform of employment and transfer programmes, with a particular focus on boosting incomes and work incentives for families with children. The resulting literature focussed on the impact that these reforms had on women'smovements into employment. Since the economy entered recession in 2008, an increasingly important question is how have these reforms affected women's decisions to remain in employment (or enter into work) if their partner becomes unemployed. This paper uses Labour Force Survey data to assess the effect of male job loss on their partners' employment and to examine the implications for the distribution of jobs across households. Results suggest that working women whose partners lost their jobs in the 2008/09 recession were more likely to remain in work than before and this has helped to mediate the growth in workless couple households."     "Noch in der frühen Hälfte des zwanzigsten Jahrhunderts dominierte das so genannte Ernährermodell, sodass die Frau nach der Heirat sowie Geburt des ersten Kindes in der Regel hauptverantwortlich für die Kindererziehung sowie Haushaltshaltung war, während der Mann sich auf die Erwerbsarbeit konzentrierte. Der Erwerbsausstieg der Mütter war dabei grundsätzlich einer dauerhaften Natur: Die Erwerbsbeteiligung verheirateter Frauen galt gesellschaftlich eher als unüblich, sodass die Frauen häufig aus eher unterprivilegierten Verhältnissen ihre Erwerbsbeteiligung fortsetzten oder zumindest ihre Teilnahme am Erwerbsleben als Zuverdienst zum Familieneinkommen begründeten.
    Diese Arbeit beschäftigt sich mit der Frage, wie sich die Erwerbsbeteiligung westdeutscher Frauen nach der Geburt ihres ersten Kindes gewandelt hat. Um den Wandel abzubilden, werden drei Kohorten (1936-1945, 1946-1955 und 1956-1965) miteinander verglichen. Zum einen stellt sich dabei die Frage, wie sich die Erwerbsbiografien ändern und welche Muster sich über die Zeit hinweg ergeben. Zum anderen werden relevante Faktoren ausgemacht und über die Zeit hinweg verglichen, die für die nachkindliche Erwerbsbeteiligung verantwortlich sind. Im Rahmen der empirischen Analyse lassen sich feste Erwerbsmuster der Mütter ausmachen, wobei sich diese über die Zeit hinweg in ihrer Bedeutung wandeln, sodass beispielsweise die Teilzeitbeteiligung nach der Erstgeburt zunimmt. Weiterhin ändert sich der Faktoreneinfluss, wobei die Heirat und soziale Lage im Wandel für die nachkindliche Erwerbstätigkeit der Frauen an Bedeutung verlieren." (Autorenreferat, IAB-Doku)

    "Veränderungen in den Geschlechterverhältnissen und in der gesellschaftlichen Stellung der Frau vollziehen sich zeitgleich mit einem Umbruch in der Sphäre der Erwerbsarbeit sowie Wandlungsprozessen in der sozialen Sicherung. Indem wir in diesem Projekt die Arbeitssituation, Vereinbarkeitsarrangements und Lebensführung von Familienernährerinnen untersuchen, thematisieren wir Phänomene, die am Schnittpunkt des Wandels in den Geschlechterverhältnissen, in der Erwerbsarbeit und in der Sozialpolitik liegen. Die Erosion des männlichen Familienernährermodells ist bereits seit Jahren in der wissenschaftlichen Diskussion.
    Drei zentrale Fragenkomplexe stehen im Mittelpunkt des Projektes:
    - Erstens untersuchen wir, durch welche Faktoren Familienernährerinnen-Konstellationen zustande kommen und in welchen sozialen Lagen Familienernährerinnen-Haushalte leben.
    - Zweitens wird erforscht, inwieweit sich Geschlechterarrangements auf der Paarebene verändern. Analysiert wird, wie Fürsorgearbeit unter Bedingungen des Umbruchs in der Erwerbsarbeit erbracht wird, und ob sich widersprüchliche Öffnungen bestehender Geschlechterhierarchisierungen in Familien mit weiblichen Familienernährerinnen zeigen.
    - Drittens fragen wir danach, ob und wie sich bei Familienernährerinnen und ihren Familien Prekarisierungstendenzen im Lebenszusammenhang zeigen, zu welchen Belastungen dies führt und welche Praktiken die Subjekte im Umgang mit den Bedingungen entwickeln.
    Kapitel 2 fragt nach Umfang und Ursachen des Phänomens Familienernährerinnen auf Basis der quantitativen Analyse des Sozioökonomischen Panels. Anschließend wird das methodische Konzept der qualitativen Studie vorgestellt (Kap. 3). Das Sample der befragten Interviewpartnerinnen wird näher charakterisiert. Im Kapitel 4 wird analysiert, wie die befragten Frauen zu Familienernährerinnen wurden und welches Selbstverständnis ihrer Rolle sie haben. Fünf Muster der Genese von Familienernährerinnen-Haushalten werden hier vorgestellt. Im Kapitel 5 wird die Aufteilung der Hausarbeit und der Kinderbetreuung in den Familienernährerinnen-Familien mit einem männlichen Partner analysiert. Gefragt wird anschließend im Kapitel 6, wie sich die Aushandlungsmacht innerhalb der Partnerschaft bei den Befragten darstellt. Im Kapitel 7 werden die verschiedenen Typisierungen zusammengeführt und die empirisch gefundene Typologie von Familienernährerinnen vorgestellt. Im Kapitel 8 werden Beanspruchungen, Gesundheit und Belastungen der Befragten analysiert. Kapitel 9 zeigt an fünf Fällen beispielhaft Prekarisierungstendenzen im Lebenszusammenhang der Befragten auf. Im Kapitel 10 werden Handlungsstrategien der Familienernährerinnen vorgestellt: Welche Ressourcen mobilisieren sie, um Prekarisierungstendenzen zu begegnen? Auch die Wünsche der Frauen in Ostdeutschland, die an der Studie teilgenommen haben, werden hier behandelt. Oftmals nahmen die Familienernährerinnen an der Befragung mit der Motivation teil, dass sich etwas an ihren Lebensbedingungen ändern möge. Im Kapitel 11 wird aus der gesamten Analyse Handlungsbedarf in verschiedenen Politikfeldern sowie bezüglich der betrieblichen Arbeitsbedingungen abgeleitet.     "Die zunehmende Erwerbsbeteiligung von Frauen und die Ausbreitung 'atypischer' Beschäftigungsverhältnisse hat zur Folge, dass der Anteil an Haushalten, in denen der Mann der alleinige Ernährer der Familie ist, abnimmt und der Anteil an Zweiverdienerhaushalten seit Jahren ansteigt. Vor diesem Hintergrund fragt dieser Beitrag, welche Bedeutung Haushaltskontexte, in denen das traditionelle male-breadwinner-Modell noch existiert oder bereits in Frage gestellt ist, für die Bewertung der Gerechtigkeit des eigenen Erwerbseinkommens haben. Dazu werden in einem ersten Schritt drei Beurteilungskriterien der Gerechtigkeit des eigenen Einkommens hergeleitet: Kompensation erbrachter Leistungen, Bedarfsabsicherung und Ermöglichung sozialer Wertschätzung. In einem zweiten Schritt wird erläutert, warum die Gerechtigkeitsurteile von Männern und Frauen maßgeblich von der spezifischen Situation im jeweiligen Haushalt bestimmt sind. Die daraus abgeleiteten Annahmen zu geschlechtstypischen Mustern von Gerechtigkeitseinstellungen werden mithilfe von Daten des Sozio-oekonomischen Panels (SOEP) aus den Jahren 2007 und 2005 überprüft. Die Ergebnisse zeigen, dass in Zweiverdienerhaushalten geschlechtstypische Muster bei der Bewertung des eigenen Einkommens verringert und verstärkt werden: Verringert werden sie, weil Frauen in Zweiverdienerhaushalten höhere Ansprüche an ihr Lohnniveau haben, und verstärkt werden sie, weil Männer die Bewertung ihres Erwerbseinkommens davon abhängig machen, ob es sie in die Lage versetzt, den traditionellen Geschlechternormen und den darin transportierten Vorstellungen über 'Männlichkeit' entsprechen zu können."     "Both Britain and the USA are described as market-oriented or 'liberal' welfare regimes. However, there are important variations within these two countries: although both have high rates of maternal employment, part-time work is much more common in the UK than in the USA, where dual-earner (full-time) couples are the norm. Part-time employment can help to ease work-family conflict for women, while simultaneously contributing to the household income. However, part-time work is limited in its economic benefits, is also career limiting, and, in the USA, it generally comes without health insurance. While most of the current research regarding maternal employment decisions focuses on women, this research involves interviews with 83 British and American fathers, to better understand the complexity of such decision-making. Men's attitudes and experiences are examined in detail, focusing on the need for two incomes, the importance of paid health care and childcare costs and the potential role of part-time work."     "This paper presents the results of an econometric analysis of the conditional probability of leaving unemployment for four waves of French married men and women entering unemployment from 1991 to 2002. The effect of spouse's hourly earnings on unemployment duration is found to be asymmetric for men and women. In particular, an elasticity of 0.38 for men and -0.15 for women are found to be significant for the entire sample. Individual data from the French Labor Force Survey are used with accurate information on spell durations, and labor earnings of the spouses. Parametric estimation techniques are used." We extend this literature by examining how the prospect of joint child custody affects within-marriage investment in children through changes in household bargaining power. Variation in the timing of joint-custody reforms across states provides a natural-experiment framework with which to examine within-marriage investment in children. The probability of children's private school attendance declines by 12% in states that adopt jointcustody laws. We also find evidence linking joint-custody reform to higher rates of labor force participation for married mothers, which may indicate less time devoted household production." Deutschland eignet sich in besonderer Weise dazu, den Zusammenhang von Familienpolitiken, Kultur, Frauenerwerbstätigkeit und Praktiken der Kinderbetreuung zu analysieren. Obwohl Ost- und Westdeutschland seit zwei Jahrzehnten unter dem Einfluss derselben Familienpolitik des deutschen Wohlfahrtsstaates stehen, unterscheiden sie sich erheblich im Hinblick auf die Erwerbsbeteiligung der Mütter kleiner Kinder und die Muster der Kinderbetreuung.     "Welfare-to-work policy in the UK sees 'choice' regarding lone parents' employment decisions increasingly defined in terms of powers of selection between options within active labour market programmes, with constraints on the option of non-market activity progressively tightened. In this paper, we examine the wider choice agenda in public services in relation to lone-parent employment, focusing on the period following the 2007 Freud Review of welfare provision. (Freud, 2007) Survey data are used to estimate the extent to which recent policies promoting compulsory job search by youngest dependent child age map onto lone parents' own stated decision-making regarding if and when to enter the labour market. The findings indicate a substantial proportion of lone parents targeted by policy reform currently do not want a job and that their main reported reason is that they are looking after their children. Economically inactive lone mothers also remain more likely to have other chronic employment barriers, which traverse dependent child age categories. Some problems, such as poor health, sickness or disability, are particularly acute among those with older dependent children who are the target of recent activation policy." It develops a model with endogenous fertility, endogenous labor supply and endogenous size of government spending. Family policies which concern childcare services are assumed to reduce the time that parents spend on their children. The model shows that gender discrimination may explain differences in household decisions between countries. The solution shows a U-shaped relationship between fertility and gender discrimination if the quality of childcare services is sufficiently high.     "Im Zeitraum 1998 bis 2008 war ein merklicher Anstieg der Einkommensungleichheit in Deutschland zu beobachten. Der Gini-Koeffizient auf Basis des Nettoäquivalenzeinkommens stieg um insgesamt 15 Prozent an, wobei die Ungleichheit nach dem Jahr 2005 nicht weiter zunahm. Beim Konzept des Äquivalenzeinkommens wird unterstellt, dass Einkommensunterschiede innerhalb eines Haushalts ausgeglichen werden. Die Ausgleichswirkung ist umso stärker, je unterschiedlicher die individuellen Einkommen der einzelnen Haushaltsmitglieder sind. Diese haushaltsinternen Unterschiede haben jedoch merklich abgenommen. Eine Analyse von Paarhaushalten ergibt, dass vor allem die Kombination von niedrigen Einkommen beider Partner deutlich häufiger vorkommt als zuvor. Beim Erwerbsverhalten zeigt sich, dass die Kombination von Vollzeittätigkeit und Nicht-Erwerbstätigkeit, die zu Einkommensunterschieden innerhalb eines Haushalts führt, deutlich an Gewicht verloren hat. Durch zunehmend homogame Partnerschaften, die sich durch ähnliche Ausbildung, Erwerbsneigung und Einkommen auszeichnen, nimmt die Ungleichheit innerhalb der Haushalte ab und zwischen den Haushalten zu."     "Mit der vorliegenden Studie soll vertieft erläutert werden, welche Rolle Geschlechterverhältnisse bei der Besteuerung spielen und wie eine geschlechtergerechtere Ausgestaltung auch jenseits einer Individualbesteuerung aussehen könnte. Der Einleitung folgend geht es zunächst konkret um die Ausgestaltung der Einkommensbesteuerung und daraus resultierende geschlechtsbezogene Verteilungs- und Anreizwirkungen (2.). Dabei werden anhand von Beispielen aus dem Einkommensteuergesetz sowohl die Prinzipien, die eine gleichmäßige Verteilung der Steuerbelastung gewährleisten sollen, unter Geschlechtergesichtspunkten diskutiert (2.2) als auch Steuervergünstigungen, mit denen der Staat außerfiskalische Zwecke verfolgt (2.3). Weitere Diskussionspunkte sind die Ausgestaltung des Steuertarifs (2.4) sowie das Lohnsteuerverfahren als Beispiel für Auswirkungen der steuerlichen Verfahrensgestaltung (2.5). Natürlich stellt sich die Frage, ob aus der Besteuerung resultierende Benachteiligungen nicht eigentlich Probleme des Arbeitsmarkes oder der familiären Rollenverteilungen sind und auch dort gelöst werden sollten. Unter 3.1 werden diese und ähnliche Argumente aufgegriffen, unter Bezug auf (gleichstellungs-)rechtliche Anforderungen für die Besteuerung diskutiert und erläutert, was Chancengleichheit im Steuerrecht heißt (3.2). Dabei wird zum einen auf die Rechtsfigur der mittelbaren Diskriminierung näher eingegangen, die im Steuerrecht bislang wenig Beachtung gefunden hat, zum anderen wird die Verwirklichung von Geschlechtergerechtigkeit als verfassungsrechtlich verankertes Staatsziel betont, das den Staat verpflichtet, aktiv tätig zu werden. Der Gestaltungsspielraum der Gesetzgebung erlaubt es in vielfältiger Weise, auf eine geschlechtergerechte Ausgestaltung der Besteuerung hinzuwirken, selbst wenn Diskriminierungsverbote nicht mehr greifen. Am Ende steht die Frage: Was sollte die Gesetzgebung tun?     "Der Bericht bietet eine Zusammenschau verschiedenster familienpolitischer Aspekte im Vergleich der 34 OECD-Mitgliedsländer. Das Spektrum reicht von veränderten Familienstrukturen, über Geburtentrends und Beschäftigungsanreizen für Eltern bis hin zu unterschiedlichen Ansätzen der Familienförderung in OECD-Ländern.
    Alle OECD-Länder sind bestrebt, Eltern mehr Wahlmöglichkeiten bei ihren Entscheidungen in Bezug auf Familie und Beruf zu bieten. In dieser Publikation werden die verschiedenen Methoden erörtert, die in der staatlichen Familienförderung eingesetzt werden. Ziel ist dabei die Beantwortung einer Reihe von Fragen, wie z.B.: Steigen die Ausgaben für Familienleistungen und inwieweit variieren sie je nach Alter des Kindes?     "We study differences in life-cycle labor supply among white, black, and Hispanic women, focusing on the interaction between race/ethnicity, education, and fertility. We use panel data that capture women's labor market and fertility histories and an econometric model that accounts for the endogeneity of labor market and fertility decisions, the heterogeneity of the effects of children and their correlation with the fertility decisions, and the correlation of sequential labor market decisions. Our results show an intricate connection between race/ethnicity, education, and fertility as determinants of women's life-cycle labor supply. For all levels of education, white women have fewer children, have the first birth later in life, and space subsequent births more closely together. The level of labor market involvement before the first birth is highest for white women and lowest for Hispanic women, but children reverse the relationship between race/ethnicity and level of labor market involvement. The negative effects of children are largest for white women and smallest for Hispanic women, and as a result, among women with two children, black and Hispanic women work more than white women. Racial/ethnic differences in fertility decisions, pre-natal labor supply, and labor supply responsiveness to children decline with the level education. Educational differences contribute to the racial/ethnic differentials in labor supply. White women have the highest levels of education and Hispanic women have the lowest levels of education. Other things equal, women with higher education have fewer children, have the first birth later in life, space subsequent births more closely together, work more before the birth of the first child, but face larger negative effects of children on their level of labor market involvement."     Das Bundesministerium hatte 2008 die interdisziplinär zusammengesetzte Kommission beauftragt, Gleichstellung in Deutschland zu analysieren, Zukunftsfelder für eine innovative Gleichstellungspolitik zu identifizieren und Handlungsempfehlungen zu formulieren.     "Drawing on the vast literature concerned with the cultural aspects of gender, this article explores the ways in which individuals living in different national contexts value the ideal of a dual earner/dual carer couple at the expense of the male breadwinner model. Via a comparison of fifteen European countries included in the Family and Gender Roles module of the 2002 International Social Survey Programme (ISSP), three attitudinal patterns were identified: the unequal sharing that portrays a male breadwinner norm, the familistic unequal that also endorses a gender-segregated arrangement though with a greater wish for men's involvement in housework and childcare, and the dual earner/dual carer model, which, despite covering nearly 40 per cent of respondents, is very unequally distributed across countries. It is proposed that societal gender cultures are of major importance to an understanding of cross-national variations in attitudes and their relationship with the real forms of gender division of labour. The connection between couples' attitudes and practices is thus examined in order to assess the extent to which support for the dual earner/dual carer model encourages couples to engage in more equal sharing of paid and unpaid work. Findings reveal the importance of the normative dimension insofar as the impact of attitudes on practices seems to depend on the historical pathways of gender cultures and the ways in which they underpin welfare policies and female employment." This paper empirically tests whether lone mothers take more temporary parental leave to care for sick children than partnered mothers and whether parental leave is associated with a signaling cost. The results from this study of Swedish mothers show that lone mothers use more temporary parental leave than partnered mothers. Further, within the group of lone mothers, those with higher socioeconomic status take less temporary parental leave than those with lower socioeconomic status, whereas no such differences are found within the group of partnered mothers.     "If participation in the labor market helps to secure women's outside options in the case of divorce/separation, an increase in the perceived risk of marital dissolution may accelerate the increase in female labor supply. This simple prediction has been tested in the literature using time and/or spatial variation in divorce legislation (e.g., across US states), leading to mixed results. In this paper, we suggest testing this hypothesis by exploiting a more radical policy change, i.e., the legalization of divorce. In Ireland, the right to divorce was introduced in 1996, followed by an acceleration of marriage breakdown rates. We use this fundamental change in the Irish society as a natural experiment. We follow a difference-in-difference approach, using families for whom the dissolution risk is small as a control group. Our results suggest that the legalization of divorce contributed to a significant increase in female labor supply, mostly at the extensive margin. Results are not driven by selection and are robust to several specification checks, including the introduction of household fixed effects and an improved match between control and treatment groups using propensity score reweighting."     "This paper investigates the pattern of wives' hours disaggregated by the husband's wage decile. In the US, this pattern has changed from downward-sloping to hump-shaped. We show that this development can be explained within a standard household model of labor supply when taking into account trends in assortative mating. We develop a model in which assortative mating determines the wage ratios within individual couples and thus the efficient time allocation of spouses. The economy-wide pattern of wives' hours by the husband's wage is downward-sloping for low degrees, hump-shaped for medium degrees, and upward-sloping for high degrees of assortative mating. A quantitative analysis of our model suggests that changes in the gender wage gap are responsible for the overall increase in hours worked by wives. As working long hours becomes increasingly common, a normative conception of gender that prioritizes men's careers over women's careers in dual-earner households may pressure women to quit their jobs. I apply multilevel models to longitudinal data from the Survey of Income and Program Participation to show that having a husband who works long hours significantly increases a woman's likelihood of quitting, whereas having a wife who works long hours does not appear to increase a man's likelihood of quitting. This gendered pattern is more prominent among workers in professional and managerial occupations, where the norm of overwork and the culture of intensive parenting are strong. Furthermore, the effect is stronger among workers who have children. Findings suggest that overwork can reintroduce the separate spheres arrangement, consisting of breadwinning men and homemaking women, to many formerly dual-earner households." Es geht dabei aber nicht nur um die Entscheidung für einen bestimmten Beruf oder für einen Karriereschritt. Mobilität kann auch eine Folge von Doppelerwerbstätigkeit eines Paares sein. Wir gehen der Frage nach, wie die Entscheidung bei bi-aktiven Paaren im Verhältnis zu mono-aktiven Paaren getroffen wird und inwieweit andere soziodemographische Faktoren, besonders die Anwesenheit von Kindern in der Familie, Mobilitätsentscheidungen beeinflussen. Wir vergleichen deutsche und französische Daten, die in einer europäischen in sechs Ländern durchgeführten Studie Job Mobilities and Family Lives (2007) erhoben wurden. Die Erwerbstätigkeit von Frauen und die Familienpolitik sind in beiden Ländern relativ unterschiedlich. Während Frankreich schon seit Jahren Mütter mit konkreten Maßnahmen unterstützt, die es ermöglichen einer Erwerbstätigkeit nachzugehen, ist die Familienpolitik in Deutschland erst kürzlich von dem mutterzentrierten Modell abgekommen, dass Frauen darin unterstützte zuhause zu bleiben und die Kinder zu erziehen. Die statistische Auswertung wird vervollständigt durch Ergebnisse aus zwei qualitativen Studien. Die eine wurde 2006 in Frankreich durchgeführt. Die Ergebnisse der zweiten 2001 in Deutschland durchgeführten Studie werden berichtet. Beide Studien interessieren sich für Mobilitätsformen, die mehrere Tage Abwesenheit von zuhause verlangen. Eine Typologie unterschiedlicher 'Familienkarrieren', die im Rahmen der französischen Studie ausgearbeitet worden ist, wird hier zur Analyse des deutschen und französischen Materials herangezogen.     "Recent research on social inequality and the family has pointed out that partners provide an important social context for individuals' decisions, behaviour and resulting social outcomes. Unemployment is a particularly interesting issue to be studied in the context of partnership, as unemployment and the ensuing loss of income of one partner might affect the whole family, and fast re-employment reduces the risks of economic uncertainty and deprivation of the family. However, the particular effects of the partner and his or her resources on unemployment of the other and its duration have not yet been fully explored. In our paper we examine how couples deal with each other's unemployment, i.e. whether and how quickly re-integration into the labour market occurs. We look at the effects of different kinds of partner's resources, in particular financial assets and social capital. Applying job search theory, one would expect that the more financial support the partner can provide, the longer an unemployment episode would last, whereas the higher the partner's social capital, the more likely a job offer is to occur. Economic theories assume negative effects of both the partner's financial resources and social capital on the other's re-employment chances, either due to specialisation gains in the joint household or due to individual maximising of bargaining power that keeps the better-off partner from sharing resources. Whereas these theories are gender-neutral, gender role theories predict differential effects of the partner's resources for women and men. If a male partner provides a high income during his wife's unemployment this could prevent her from taking up work again. In the opposite case, this relationship of available resources and unemployment duration could be weak or non-existent. This 'gender asymmetry' should be modified by two characteristics: first, the birth cohorts the partners belong to, and second, whether or not they have children. Empirically, we test these hypotheses using data from the German Socio-Economic Panel (GSOEP), a longitudinal household survey. Based on this data source we analyse the effects of the partner's resources on unemployment duration by applying event-history models. We find a partnership premium for men, whereas married women are least likely to leave unemployment. Regarding the role of different resources of the partner, men gain from their spouse's labour market resources. Surprisingly, for women the partner's income accelerates re-employment. However, this finding is mediated by the fact that in a traditional male breadwinner model the female minor earner refrains from re-entering paid work.     "Jeder zehnte Paarhaushalt hat eine weibliche Haupteinkommensbezieherin. Werden allein erziehende Frauen mit berücksichtigt, dann ergibt sich, dass in rund 18 Prozent aller Mehrpersonenerwerbshaushalte eine Frau hauptsächlich oder allein die Familie ernährt. Bei Familienernährerinnen handelt es sich um eine heterogene Gruppe von Frauen, denen gemeinsam ist, dass sie in voller Verantwortung den Lebensunterhalt für sich, ihre Kinder und ggf. ihren Partner erwirtschaften. Jedoch ist die weibliche Familienernährerin mehrheitlich kein Pendant zum männlichen Familienernährer 'mit umgekehrten Vorzeichen'. Stattdessen ist davon auszugehen, dass es sich vielfach um schwierige und fragile Arrangements handelt. Frauen 'ernähren' nicht zu den gleichen Bedingungen wie Männer dies tun. Sie erlangen den Status häufig unfreiwillig und versorgen die Familie teilweise unter prekären Bedingungen, weil sie in der Regel weniger Geld verdienen. 31 Prozent der Familienernährerinnen (aber nur 4% der Familienernährer) verdienten 2007 bis 900 EUR monatlich. Ist der Status Folge der Arbeitslosigkeit des Mannes oder seiner geringen Erwerbseinkünfte, treten häufig noch Konflikte mit den Geschlechterrollenidentifikationen beider Partner hinzu.     "Three hypotheses are given to explain why a married woman's work hours might be related to her husband's education, even controlling for his wage rate. Data for a single cohort of women from the NLSY 1979 suggest that women's work hours are positively related to spousal education at the time of marriage but also fall more rapidly over time after marriage among those with the most educated husbands. Cross-sectional data from the CPS for 1980- 2010 indicate that the latter effect appears to have increased since 2000. Both men's and women's preferences for a traditional division of labour within the household are found to be negatively related to the husband's education among newlyweds but to rise faster over the course of a marriage when the husband is highly educated. Overall, the results provide evidence consistent with both marital sorting on the basis of attitudes to female work and changes in tastes that are influenced by marital quality.     "We propose a model of how parents resolve conflicts about sharing the negative short and long-term consequences from parenthood-related career interruptions on earnings. We introduce childcare sharing in a collective model of household behavior with public consumption as in Blundell, Chiappori, and Meghier (2005). Conceptually, the solution to the household problem can be thought of as a two-stage process: Parents first agree on public expenditures on professional childcare; then, conditional on the level of public consumption and the budget constraint stemming from stage one, parents determine their individual job absence durations and private consumption shares. Using relative income measures from German parental benefit data as distribution factors, we find evidence for Pareto efficiency in childcare sharing. More precisely, households with higher total incomes purchase more professional childcare, and changes in distribution factors shift the conditional parental leave allocation in favor of the partner whose relative income increased."     "Despite decades of focus on gender equality and work-family balance, parenthood still affects mothers' and fathers' careers differently. Drawing on in-depth interviews with Norwegian mothers who are relinquishing high-commitment careers of law and consultancy, this paper questions the adequacy of established explanations emphasizing constraints vs. individual preferences. Our sample of female professionals living in a well-developed welfare state is particularly apt to explore the processes and mechanisms upholding the statistically gendered pattern of women reducing their work commitment after childbirth. These doubly privileged mothers might be considered to have the best odds for combining career and work commitment with motherhood. Thus, we argue that the approach emphasizing practical constraints does not sufficiently account for the withdrawal from high-commitment careers among these female professionals. Nevertheless, we are not content with the claim of Preference Theory that this shift in commitment is merely a matter of 'not-so-dedicated' women discovering their 'genuine' preferences. Rather, in order to understand why and how this shift occurs, we explore the culturally constructed rationalities and schemas of both work and family devotions. We specifically examine the circumstances, mechanisms and steps in a seemingly individual process of making the shift in commitment from a promising career to a family-friendly job. Moreover, the analysis demonstrates how generous parental leave arrangements designed to enhance gender equality and work-family balance by simply reducing practical constraints may have limited - or even counterproductive - impact within high-commitment occupations where the 'irreplaceability' of workers is taken for granted. Our findings indicate that unless the culturally (re)produced discourses, demands and expectations of both work and family are exposed and challenged, even intentionally gender neutral work-family policies will continue to facilitate mothers' career withdrawals, expressed as modified individual preferences." Schon vor der deutschen Einheit dominierten in Ostdeutschland Paare mit zwei Verdienern, oftmals in Vollzeit und nicht selten mit egalitärer Einkommenserwirtschaftung. Damit wurde auch die soziale Ungleichheit zwischen den Geschlechtern etwas abgebaut. Der Beitrag zeigt auf, inwieweit das Zweiverdienermodell in seiner spezifischen Ausprägung in Ostdeutschland nach 20 Jahren Transformationsprozess erhalten geblieben ist. Im Mittelpunkt steht die Frage, ob und wie sich Erwerbskonstellationen und Einkommensrelationen im Paarzusammenhang verändert haben. Auf der Basis volkswirtschaftlicher Kenngrößen sowie Daten des Sozio-oekonomischen Panels (SOEP) wird gezeigt, dass es zu der befürchteten Retraditionalisierung der Geschlechterverhältnisse nicht gekommen ist.     "2007 starteten das Bundesministerium für Familie, Senioren, Frauen und Jugend und das Max-Planck-Institut für ausländisches und internationales Sozialrecht ein mehrjähriges gleichstellungspolitisches Kooperationsprojekt.     "The rise in female labor market participation and the growth of 'atypical' employment arrangements has, over the last few decades, brought about a steadily decreasing percentage of households in which the man is the sole breadwinner, and a rising percentage of dual-earner households. Against this backdrop, the present paper investigates the impact of household contexts in which the traditional male breadwinner model has been called into question on individuals' subjective evaluations of the equity or inequity of their personal earnings. In the first step, based on social production function theory, we derive three criteria used by individuals to evaluate the fairness or justice of their personal earnings: compensation for services rendered, coverage of basic needs, and the opportunity to earn social approval. In the second step, we apply considerations from household economics and new approaches from gender research to explain why men's and women's evaluations of justice are determined to a considerable degree by the specific situation within their household -- for example, by the status and income relation between the two partners. The assumptions derived regarding gender-specific patterns in justice attitudes are then tested on data from the German Socio-Economic Panel Study (SOEP) from the year 2007. We find that, among women, the perceived justice of personal earnings depends much more strongly on the particular household context. At the same time, opportunities for social comparison within the household and the relation between the woman's personal income and that of her husband play central roles. Men's justice evaluations, in contrast, are determined to a much greater extent by whether their income allows them to conform to traditional gender norms and concepts of 'masculinity,' and by so doing, to gain social approval outside the household as well."     "This paper is focused on couple households where the wife is the main earner. The economic literature on this subject is particularly scant. According to our estimates, the wife was the main earner in one of every six couple households in France in 2002, including wife-sole-earner households. The proportion of wives outearning their husbands was 18% for dual-earners. About 24% of American women in dual-earner households earned more than their husband in 2004. Using a model of household labour supply behaviour, we show that households where the wife is the main earner may come about either because the husband has a weaker preference for work than his wife, due possibly to her high wage, or because he is hit by adverse circumstances, such as, for example, a decline in the demand for men with his particular qualifications. Positive assortative mating may also come into play. Our empirical model specifies spouse labour-market participation equations within each household, endogenizing wages and allowing for random effects and correlations in spouses' unobservables. We conclude that the determinants of wife-sole-earner households are quite distinct from those for dual-earner households where she outearns him. The probability of observing the first seems to be more related to labour market difficulties of the husband, while the latter is not. Dual-earners where she outearns him are more likely to be found among higher educated couples, and especially, among couple where the wife's education level is high."     Abstract

    "This paper focuses on the time allocation of spouses and the impact of economic variables. We present a stylized model of the time allocation of spouses to illustrate the expected impact of wages and non-labour income. The empirical model simultaneously specifies three time-use choices - paid work, childcare, and housework - and wage and employment equations for each spouse, allowing for correlation across the errors of the ten equations. We exploit the rich information in the French time-use survey 1998-99 to estimate the model. The predictions of the theoretical model are mostly validated with the main exception of the standard hypothesis that performing housework does not bring utility. Parents' market time responds positively to changes in own wage. The own-wage elasticity of housework is negative while childcare does not react to changes in own wage. Women's non-market time is independent of their husband's wage; but both housework and childcare of fathers react positively to an increase in their wife's wage. Non-labour income reduces paid work by parents and increases their non-market time. Higher-educated and older parents spend more time with their children.     Abstract

    Die Autorinnen berichten über die Ergebnisse von zwei Forschungsprojekten, die sie unter dem Titel 'Flexible Familienernährerinnen' in den Jahren 2008 bis 2010 durchführten. Fazit: 'Bei Familienernährerinnen handelt es sich also um eine heterogene Gruppe von Frauen, denen gemeinsam ist, dass sie in voller Verantwortung den Lebensunterhalt für sich und ihre Kinder und ggf. den Partner mit Erwerbsarbeit verdienen. Jedoch ist die weibliche Familienernährerin mehrheitlich kein Pendant zum männlichen Familienernährer 'mit umgekehrten Vorzeichen'. Stattdessen ist angesichts der zu beobachtenden Konstellationen davon auszugehen, dass es sich vielfach um schwierige und fragile Arrangements handelt. Die deutsche Arbeitsmarkt- und Sozialpolitik, die gegenwärtig mit einer bisweilen inkonsistenten Mischung von Regelungen und Leistungen teilweise am Bild des männlichen Familienernährers, teilweise an einem gleichberechtigt-egalitären Zweiverdienermodell anknüpft, ist auf diese neuen Familienkonstellationen bisher nicht eingestellt. Eine sozialpolitische Strategie der Förderung eines gleichberechtigten Geschlechtermodells müsste die widersprüchlichen sozialpolitischen Signale beseitigen, eigenständige Ansprüche an die Stelle abgeleiteter Ansprüche und gegenseitiger Verpflichtungen setzen und - last, but not least - die Erwerbs-und Einkommenschancen von Frauen verbessern.'     "This thesis investigates the allocation of the breadwinner responsibility in dual-earner couples in the transition to parenthood. With sixty-three percent of Australian families now categorised as dual-income (ABS 2008 Cat. No. 6105.0), the rising workforce participation of mothers has dramatically diminished the dominance of the traditional male breadwinner family. Yet, the male breadwinner norm remains a pervasive social construct despite the emergence of a variety of breadwinning arrangements in Australian households. The continuing ideology of breadwinning as 'a special male responsibility' (Potuchek 1997:3) assumes that mothers in dual-earner families are secondary earners, merely providing a supplementary income (Hakim 2002). Existing literature neglects to examine the meaning which working mothers ascribe to their paid employment. To address this research 'gap', this study uses NVivo 8 to analyse original interview data from eighty cases of working mothers in dual-earner families to provide a comprehensive analysis of working mothers' attitudes to paid employment and their 'provider identity' (Hood 1986). How this individual-level provider identity influences breadwinning arrangements at a critical time in the life course of dual-earner couples - the transition to parenthood - is examined.
    Two main findings from the process of data analysis are presented in this thesis. Firstly, existing assumptions of working mothers as secondary earners were countered by a strong worker identity and continued attachment to paid employment which at times dominated the maternal role. Secondly, the notion of a 'backstop breadwinner' was identified in the data to characterise the continuing attachment to a provider identity in the transition from 'worker' to 'mother'. This thesis argues that in the transition to parenthood, micro- and macro-level structural factors interact with working mothers' attitudes to paid employment and their provider identity to frame both 'choice' and 'constraint' in the allocation of the breadwinner role in dualearner couples. Within this context, a disjuncture between the provider identity of working mothers and the persistence of breadwinning as a gender boundary in the transition to parenthood is evident. This disjuncture between self-identification as a provider and couple-level allocation of the provider role has led to the emergence of a new breadwinning arrangement in dual-earner households - women as mothers and as essential earners and providers. As one interviewee explains, this is highlighted by the rise of the 'backstop breadwinner,' a working mother who has financial independence and provides essential and indispensable income."     "Deindustrialization has eliminated many traditionally male jobs in Great Britain. Using geographical comparisons based on Census data, this paper estimates that the resulting fall in male employment explains between 38% and 59% of the 1.16m increase in lone parent families over the period 1971-2001. The impact was greatest in the areas which suffered most from industrial decline. Higher male employment would help to contain, and maybe reverse, the growth of lone parenthood, by reducing inflows into lone parenthood and increasing outflows through re-partnering and consequent stepfamily formation.
