Female breadwinner – Erwerbsentscheidungen von Frauen im Haushaltskontext

Nach wie vor ist die ungleiche Verteilung von Erwerbs- und Familienarbeit zwischen den Partnern der Regelfall. Traditionelle familiäre Arrangements werden dabei durch institutionelle Rahmenbedingungen bevorzugt. Die Folge ist, dass Frauen immer noch beruflich zurückstecken - auch wenn sie den Hauptteil des Haushaltseinkommens erarbeiten und damit die Rolle der Familienernährerin übernehmen.
Dieses Themendossier widmet sich den Bedingungen und Auswirkungen der Erwerbsentscheidung von Frauen sowie empirischen Studien, die sich mit der Arbeitsteilung der Partner im Haushaltskontext befassen.

    "We revisit the prominent finding that women's incomes are disproportionally often observed just below the income of their partner. So far, this bunching has been explained by couple formation or couples' labor market decisions. We propose an additional mechanism: income misreporting in surveys. Drawing on survey and administrative data, we show that income misreporting accounts for the discontinuity in the distribution of women's relative incomes just below the point where a woman outearns her partner.     "As some scholars have argued for a distinct conceptualisation of breadwinning and for understanding breadwinning as a form of care, this study addresses parents' constructions of breadwinning and its connections to care. It is based on an in-depth interpretive analysis of multiple-perspective, qualitative longitudinal interviews with 22 Austrian mothers and fathers from three points in time during their transition to parenthood. The analysis revealed four different types of breadwinning concepts by considering the jointly constructed meaning of mothers' and fathers' paid work within a parental couple and further relied on Tronto's [(1993). Moral boundaries. A political argument for an ethic of care. New York, NY: Routledge] conceptualisation of care as a four-step process. The results indicate that respondents construct a clear difference between earning money and breadwinning. Additionally, a difference is made between breadwinning and taking care of the family's subsistence, predominantly so for mothers. In conclusion, breadwinning can definitely be considered a form of care and thus a form of involvement in parenting, but it cannot be regarded a form of involvement in caregiving. The holistic picture of parents' joint constructions enabled us to contribute to the existing conceptualisations of breadwinning and of parental involvement, thus providing a novel perspective on matters of gender equality."     "We show that a calibrated life-cycle two-earner household model with endogenous labor supply can rationalize the extent of consumption insurance against shocks to male and female wages, as estimated empirically by Blundell, Pistaferri and Saporta-Eksten (2016) in U.S. data. With additively separable preferences, 43% of male and 23% of female permanent wage shocks pass through to consumption, compared to the empirical estimates of 34% and 20%. With non-separable preferences the model predicts more consumption insurance, with pass-through rates of 29% and 16%.     "This paper exploits the unique disbursement timing and benefit rules of the Earned Income Tax Credit (EITC) to provide new evidence on how families adjust their labor supply in response to receiving anticipated cash transfers. I find that income seasonality caused by EITC receipt leads to changes in the intra-year labor supply patterns of married women. On average, receiving a $1,000 payment significantly reduces the proportion of married women who work, by 1.3 percentage points, in the month when the EITC is received. Additionally, this labor supply response is mainly driven by those who are secondary earners or liquidity-constrained."     "This paper examines the persistent effects of historical labor market institutions and policies on women's long-term labor market outcomes. We quantify these enduring effects by exploring quasi-experimental variation in Germany's post-World War II mandatory reconstruction policy, which compelled women to work in the rubble removal and reconstruction process. Using difference-in-differences and instrumental variable approaches, we find that mandatory employment during the postwar era generated persistent adverse effects on women's long-term labor market outcomes. An increase in marriage and fertility rates in the postwar era and a physical and mental exhaustion associated with manual labor are some of the direct and indirect channels potentially explaining our results."     "This article brings up to date welfare regime differences in the time fathers spend on childcare and core housework, using Multinational Time Use Study data (1971 - 2010) from fifteen countries. Although Nordic fathers continue to set the bar, the results provide some support for the idea of a catch-up in core housework among Southern regime fathers. The results also suggest an increasing polarization in Liberal countries, whereby fathers who were meaningfully involved in family life were increasingly likely to spend more time doing core housework and, particularly, childcare.     "We provide a framework for the estimation of the impact of fertility timing on female long-term labor supply, measured as labor market work duration. We show that the genuine treatment is waiting time to birth rather than birth per se. In the application we control for the joint decision of fertility and labor supply by using the 'same-sex' instrument in a control function setting. We find that having a third child will in general reduce the labor market work duration. The magnitude of the effect depends to a large extent on the mothers' age at second birth but also on the waiting time to the third child and the education level."     "Die Erklärung des Geburtenverhaltens und seines Wandels ist seit jeher ein primäres Anliegen sozialdemographischer Forschung. In der Literatur wurden bislang zwei Arten von Einflussgrößen in mikrosoziologischen Erklärungen von Fertilitätsentscheidungen berücksichtigt: Zum einen ökonomische Faktoren, welche die (Schatten-)Preise von Kindern determinieren, zum anderen pronatalistische Normen und Werte, wie sie unter anderem in christlichen Religionen propagiert werden. Weitgehend ungeklärt ist jedoch bislang das Zusammenspiel solcher anreizbezogenen und normativen Fertilitätsdeterminanten. Analysen an einem Paneldatensatz zeigen, dass Religion in der säkularisierten deutschen Gesellschaft zwar vordergründig keine prominente direkte Rolle bei Fertilitätsentscheidungen zu spielen scheint, aber dennoch auf zwei indirekten Wegen Einfluss erlangt: erstens als Verstärker positiver Bewertungen von Kindern, welche dann im Rahmen einer augenscheinlich 'rationalen' Kosten-Nutzen-Abwägung eine Familiengründung begünstigen; und zweitens als Randbedingung für RC-Erklärungen, welche umso erklärungskräftiger werden, je stärker konfessionelle und religiöse Bindungen an Bedeutung verlieren."     "Gegenstand der vorliegenden Untersuchung sind die Lebens- und Erwerbssituationen von mitarbeitenden Unternehmerfrauen in Handwerksbetrieben. Im Zentrum steht die Frage: Wie erleben die befragten Frauen Herausforderungen und Interaktionen im Betrieb sowie ihre Lebenssituation im Allgemeinen? Zur Beantwortung der Frage des Forschungsprojekts 'Qualifikation und Erwerbsverläufe von mitarbeitenden Unternehmerehefrauen/Partnerinnen in Handwerksbetrieben' stehen daher konkret die vier folgenden Themenschwerpunkte:
    (1) Erwerbsverläufe der Frauen: Im Interesse stehen die Bildungsabschlüsse und Fachkenntnisse. Hierbei werden primär Kompetenzen und weniger Berufsbilder betrachtet, um verschiedene Lernformen zu berücksichtigen und um Rückschlüsse zum Selbstbild in Bezug auf die eigenen Kompetenzen zu ziehen. Ferner wird der durch Rühl und Kollegen im Jahr 1991 definierte und der aktuell vielfach zitierte erhöhte Weiterbildungsbedarf von Unternehmerfrauen auf den Prüfstand gestellt.
    (2) Familiäre Sphäre: Um familiäre Strukturen aufzuzeigen, werden Auswirkungen zusätzlicher Verantwortungsbereiche (Status und zeitliche Belastung) analysiert. Hierdurch werden Rückschlüsse zur Rollendefinition und Erwartungshaltung der Frauen ermöglicht. Dabei stehen insbesondere Fragen zur Vereinbarkeit von Familie, Pflege und Haushalt mit dem Beruf und der beruflichen Weiterbildung im Vordergrund.
    (3) Betriebliche Arbeitssituation: Die Einschätzung der gegenwärtigen und zukünftig erwarteten Situation ermöglicht Schlussfolgerungen zu den Interessen und Handlungsprioritäten sowie zur Positionierung der Frauen in der Unternehmensstruktur. (4) Metaebene: Hier steht die Frage im Mittelpunkt, wie die individuellen Situationen verallgemeinernd in einen größeren Zusammenhang gestellt werden können. Es ergeben sich auf diese Weise mögliche Anpassungen organisationaler Strukturen (wie z.B. innerhalb des Verbandes der UFH) und eine Diskussion über Unterstützungsbedarfe und -leistungen."     "We document contemporaneous differences in the aggregate labor supply of married couples across 17 European countries and the US. Based on a model of joint household decision making, we quantify the contribution of international differences in non-linear labor income taxes and consumption taxes to the international differences in hours worked in the data. Through the lens of the model, taxes, together with wages and the educational composition, account for a significant part of the small differences in married men's and the large differences in married women's hours worked in the data. Taking the full nonlinearities of labor income tax codes, including the tax treatment of married couples, into account is crucial for generating the low cross-country correlation between married men's and women's hours worked in the data, and for explaining the variation of married women's hours worked across European countries."     Heutzutage ist es nicht ungewöhnlich, dass Frauen ihr erstes Kind erst mit 30 Jahren oder später bekommen. Auf der Grundlage von Daten des Europäischen Haushaltspanels untersuchen die Autoren die Auswirkungen einer späten Mutterschaft auf das Einkommen der Mütter im europäischen Vergleich. Dabei werden auch sozioökonomische, kulturelle und institutionelle Faktoren berücksichtigt. Im Ergebnis zeigt sich eine große Varianz bei den positiven Einkommenseffekten einer aufgeschobenen Mutterschaft. In einigen Ländern führt das Aufschieben der Mutterschaft um ein Jahr zu einem Lohnanstieg von 2,5 Prozent (Deutschland und Polen), während sich in anderen Ländern ein negativer Effekt ergibt. Einkommensgewinne durch eine spätere Mutterschaft sind größer in Ländern mit einer wenig ausgeprägten Familienpolitik und in Gesellschaften mit traditionellen Werten. (IAB)

This paper is the first attempt to estimate a joint structural model of female labour supply and childcare behaviour applied to Italy in order to analyse the effects of relaxing the existing constraints in terms of childcare availability and costs by considering public, private and informal childcare. Results suggest that Italian households might alter their childcare and labour supply behaviours substantially if the coverage rate of formal childcare increases to reach the European targets. Overall, increasing child care coverage is estimated to be more effective in enhancing labour incentives than decreasing existing child care costs, at the same budgetary cost."     "The level of progression of an individual's educational or labor market career is a potentially important factor for family formation decisions. We analyze the relationship between the timing of college enrollment, educational outcomes, and the timing of family formation decisions in early adulthood. We use variation in college admission requirements to shed light on this issue. We employ a regression discontinuity design to estimate the effects of being above the admission requirement for one's preferred college program on college enrollment decisions and the timing of family formation. Based on the analysis on enrollment and auxiliary analyses on labor market participation and earnings, we find that being above the admission requirement mainly affects the timing of college enrollment and not the college-going decision. Being above the admission requirement speeds up college enrollment, college completion and labor market entry. We find that being above the admission requirement has substantial effects on the timing of family formation, for example being above the admission requirement increases the number of children 8 years after year of application by about 0.1 corresponding to an increase of about 40 percent.     "Diese Studie analysiert den Einfluss von Hochschulbildung auf die Fertilitätsentscheidungen von Frauen. Die Rolle der Hochschulbildung wurde in Bezug auf Fertilität bisher in der Literatur nicht ausführlich behandelt, was teilweise auch der Endogenität der Bildungsentscheidung zugeschrieben werden kann. Wir nutzen Öffnungen sowie Kapazitätsausweitungen von Universitäten als natürliches Experiment, um für die endogene Bildungsentscheidung zu kontrollieren. Wir finden, dass ein Universitätsabschluss die Wahrscheinlichkeit kinderlos zu bleiben signifikant erhöht. Darüber hinaus zeigt sich allerdings, dass Mütter mit einem Universitätsabschluss geringfügig mehr Kinder bekommen. Zerlegt man diesen Effekt nach dem Alter der Mutter wird deutlich, dass Mütter mit Hochschulbildung ihre erste Geburt länger aufschieben als die Universitätsausbildung durchschnittlich dauert. Dieses deutet darauf hin, dass sich der Fertilitätseffekt bereits früh manifestiert. Zusammen mit einem höheren Arbeitsangebot und Lohneffekten von kinderlosen Frauen verglichen mit Müttern, legen diese Effekte einen Zielkonflikt zwischen Familie und Kariere nahe."     "The birth of a child often reinforces an unequal division of employment and care work among heterosexual couples. Parental leave programmes that foster long leaves tend to increase this inequality within couples. However, by investigating a particularly long parental leave system, we show that specific practices enable parents to share care work equally. Our ethnographic study includes interviews with heterosexual couples, observations in prenatal classes and information material available to parents. Specific sets of practices - managing economic security, negotiating employment, sharing information with peers and feeding practices - involved parents who shared care work equally and parents who divided care work unequally. Contingent on specific situated practices, the arrangement of care work shifted in an equal or unequal direction. Even within long parental leaves, equality between parents was facilitated when economic security was provided through means other than income, when work hours were flexible, mothers had a close relationship to work, information on sharing equally was available and children were bottle-fed. Consequently, an equal share of care work is not the effect of solely structural, individual, cultural or normative matters, but of their entanglement in practices."     Abstract

    "Background: While the importance of unpaid household labour is recognised in total economic output, little is known about the demographics of household production and consumption.
    Objective: Our goal is to give a comprehensive estimation on the value of household production and its consumption by age and gender and analyse nonmarket economic transfers in 14 European countries based on publicly available harmonised data.
    Methods: We introduce a novel imputation method of harmonised European time use (HETUS) data to the European Union Statistics on Income and Living Conditions (EU-SILC) in order to assign time spent on home production to consumers in households and estimate time transfers. Moreover, monetary values are attributed to household production activities using data on earnings from the Structure of Earnings Survey (SES).
    Results: We show that the nonmarket economic life cycle of men differs from that of women. The gender gap in household production is not evenly distributed over the life cycle. Women of working age contribute the most in net terms, while the main beneficiaries of household goods and services are children and to a lesser extent adult men. These patterns are similar across countries, with variations in the gender- and age-specific levels of home production and consumption.

    "Background: Gendered trends in housework provide an important insight into changing gender inequality. In particular, they shed light on the debate over the stalling of the 'gender revolution'. Additionally, the gender division of housework is significantly related to couple well-being; disagreements over housework are among the major sources of marital conflict.
    Objective: The objective is to bring the evidence on gendered trends in time spent on core housework up to date, and to investigate cross-national variation in those trends.
    Methods: Using 66 time use surveys from 19 countries, we apply a random-intercept, random-slope model to investigate half a century of change in gender differences in housework (1961-2011).
    Results: There is a general movement in the direction of greater gender equality, but with significant country differences in both the level and the pace of convergence. Specifically, there was a slowing of gender convergence from the late 1980s in those countries where men and women's time in housework was already more equal, with steeper gender convergence continuing in those countries where the gender division of housework was less equal.
    Conclusions: Our findings support the view that despite short-term stalls, slow-downs, and even reverses, as well as important differences in national policy contexts, the overall cross-national picture shows a continuing trend towards greater gender equality in the performance of housework.
    Contribution: We update cross-national time use evidence on the gender division of housework to the end of the first decade of the 21st Century. In a multilevel framework, we show how the gender gap varies across time and between countries, net of other demographic variables."     "I document that the labor force participation rate of West German mothers with children aged zero to two exceeds the corresponding child-care enrollment rate, while the opposite is true for mothers whose children are older than two but below the mandatory schooling age. These facts also hold for a cross-section of E.U. countries. I develop a life-cycle model that explicitly accounts for this age-dependent relationship by including various types of nonpaid and paid child care. I calibrate this model to data for West Germany and use the calibrated model for policy analysis. Increasing the supply of subsidized child care for children aged zero to two generates an increase in the maternal labor force participation rate consistent with empirical evidence from other settings; however, this increase is too small to conclude that the lack of subsidized child care accounts for the low labor force participation rate of mothers with children aged zero to two. The response along the intensive margin suggests that a large fraction of part-time working mothers would work full-time if they had greater access to subsidized child care. Finally, making subsidized child care available to more women does not achieve one of the commonly stated goals of such reforms, namely to increase the fertility rate."     "The article investigates how demographic trends influenced households' abilities to compensate for low or lacking earnings among their members. I focus on the probability that household earnings excluding those of the respondent are above the poverty threshold. The share of households where this is the case declined sharply between 1993 - 1996 and 2009 - 2012, implying a deterioration of households' potential to hedge labour market risks. The growing importance of single-adult households partly explains the decline, but the negative trend is also found for women living with a partner. Increased female labour force participation counterbalances the general trend for men in couple households. A comparison by individual economic status shows that the availability of earnings from other household members decreases more for persons with lower educational levels and the unemployed. Contrary to expectations, the uneven development of the share of single adults between social strata and the increasing correlation of spouses' employment status explain only part of this increasing spread of household resources. Overall, the results underline the importance of changes in household resources for the increase in poverty in Germany overall, as well as for growing disparities between poverty risks by individual employment status and education."     "This paper uses data from the Health and Retirement Study to estimate a structural model of household retirement and saving. It applies that model to analyze the effects of the Great Recession on the work and retirement of older couples who were both employed full-time at the beginning of the recession. We analyze the effects of job loss, changes in wealth and changes in expectations.
    The largest overall effects of the Great Recession are observed for 2009 and 2010. In 2009, an additional 2.5 percent of all 55 to 59 year old husbands were not working full-time as result of the Great Recession, amounting to a reduction of 3.2 percent in full-time work. In 2010, 2.8 percent of 55 to 59 year old husbands were not working full-time as a result of the Great Recession, amounting to a 3.8 percent reduction in full-time work. For wives the reductions in full-time work due to the Great Recession were 1.7 percent and 2.2 percent of those who initially held a job, or reductions of full-time work of 2.3 and 3.0 percent respectively. For those 60 to 64, the reductions were 1.2 percent of men and 0.9 percent of women. Having been laid off in the last three years reduces full-time work by 30 percent. There also are lingering effects of layoff on the probability of working longer. Having been laid off three or more years in the past reduces full-time employment in the current year by about 12 percent. This reflects the reduced work incentives for full-time work arising from lower earnings due to the loss of job tenure with a layoff as well as the additional earnings penalty from a layoff.
    The effect on own work of a spouse having been laid off is much smaller. The reason is that, as found in the estimation of our structural model, having one spouse not working increases the value of leisure for the other. In contrast, when one member of the household loses their job, the value of consumption increases relative to leisure. For recent layoffs, these effects are roughly offsetting.
    All told, the effects of the Great Recession on retirement seem relatively modest. These findings are consistent with our earlier descriptive analyses." (Author's abstract, IAB-Doku) ((en))

Comparing couples with similar pre-childbirth income gaps, a difference-in-differences strategy is used to estimate the impact of the gender composition of the couple on the spousal income gap after childbirth. The results indicate that the gender composition of the couple does matter for the division of labor after having children. Five years after childbirth the income gap is smaller in lesbian than in heterosexual couples also when comparing couples with the same pre-parenthood income gap. Heterosexual couples' division of labor seems to be influenced by traditional gender norms, regardless of their pre-childbirth income gap. In lesbian couples the partners' relative earnings before parenthood and a principle about fairness may be more important, as well as the partners' preferences for giving birth as the birth giving partner typically spends more time on parental leave."     "Background: It is increasingly acknowledged that not only gender equality but also gender ideology plays a role in explaining fertility in advanced societies. In a micro perspective, the potential mismatch between gender equality (i.e., the actual sharing taking place in a couple) and gender ideology (i.e., attitudes and beliefs regarding gender roles) may drive childbearing decisions.
    Objective: This paper assesses the impact of consistency between gender equality in attitudes and equality in the division of household labour on the likelihood of having another child, for different parities.
    Methods: Relying on two-wave panel data of the Bulgarian, Czech, French, Hungarian, and Lithuanian Generations and Gender Surveys, we build a couple typology defined by gender attitudes and housework-sharing. The typology identifies four types of couple: 1) gender-unequal attitudes and gender-unequal housework-sharing; 2) gender-equal attitudes and gender-unequal housework-sharing; 3) gender-unequal attitudes and gender-equal housework-sharing; 4) gender-equal attitudes and gender-equal housework-sharing. The couple types enter into a logistic regression model on childbirth.
    Results: The impact of the typology varies with parity and gender: taking as reference category the case of gender-equal attitudes and gender-equal division of housework, the effect of all the other couple types on a new childbirth is strong and negative for the second child and female respondents.
    Conclusions: The consistency between gender ideology and actual partners' housework-sharing is only favourable for childbearing as long as there is gender equality in both the dimensions." (Author's abstract, IAB-Doku) ((en))

    "This study explores whether the diffusion of gender-equitable attitudes towards female employment is associated with fertility. We argue that any positive effect on fertility requires not only high levels of gender-equitable attitudes overall, but also attitude convergence between men and women. We analyse 27 countries using data from the World Values Surveys and European Values Studies. We find support for a U-shaped relationship between changes in gender role attitudes and fertility: an initial drop in fertility is observed as countries move from a traditional to a more gender-symmetric model. Beyond a certain threshold, additional increases in gender egalitarianism become positively associated with fertility. This curvilinear relationship is moderated by the difference in attitudes between men and women: when there is more agreement, changes are more rapid and the effect of gender egalitarian attitudes on fertility strengthens."     "We investigate the reaction of couples to a job loss during periods of growth and recession in the UK focussing on re-employment of the spouse who lost their job. Re-employment was faster for those with a partner in work, but was not generally affected by other measures of the partner's labour market attachment or resources. For men, the strongest partner effects were for entry into high quality jobs; and having a working partner substantially mitigated the negative impact of the recession on entry into these jobs. For women, an employed partner was associated with a greater likelihood of re-entry into any type of job. Hence, while dual earner families may be able to restore the pre-job loss income level, single earner families are more likely to be trapped in cycles of low-quality jobs and no jobs leading to a decrease in household income over time.     "In Germany, as in other modern societies, a low representation of women in top positions remains a stable form of gender inequality in the labour market. This article examines the extent to which a partner's labour market and financial resources influence gender-specific probabilities of obtaining a leadership position. Well-established theories are examined that provide different assumptions as to how partners' resources can affect occupational careers. This article adds to the existing body of research by applying a relational perspective on couples' resources. To resolve the research question, data from the Socio-Economic Panel (SOEP) study (waves 1984 - 2010) are used in a longitudinal design employing event history analysis (N?=?11,050 men and N?=?8,988 women). The results show that partners' relative resources play a significant role in the promotion to the top: Whereas for women their own comparative advantage is particularly important, especially for men higher resources of the partner are beneficial. The results can be explained by negotiation processes as well as with a transfer of social capital. Additionally, both genders profit from homogamous partnership constellations.     "The German parental leave reform of 2007 created a new incentive for men to take parental leave by introducing 'daddy months': 2 months of well-remunerated leave exclusively reserved for fathers. Against the backdrop of the reform, this study examines how fathers' uptake of parental leave affects the amount of time they spend on paid work, housework, and childcare after the leave has ended. It investigates whether the effect of parental leave differs by the length of leave taken and by whether fathers took the leave alone or at the same time as their partners. Using data from the German Socio-Economic Panel from 2006 to 2012 and Families in Germany from 2010 to 2012, the results of fixed-effects regressions indicate that fathers who took parental leave subsequently reallocated their time from work to home. They reduced their working hours and increased their involvement in childcare even after short and joint periods of parental leave. But only those who took >2 months of leave or were on leave while their partner was working subsequently increased their participation in housework. Hence, fathers increased their involvement in childcare already after short leaves, whereas enhanced gender equality in couples' division of labour especially emerged after longer or solo leaves."     "This paper studies the design of couples' income taxation. Consumption and labor supply decisions within the couple are made by maximizing a weighted sum of the spouses' utilities; bargaining weights are given but specific to each couple. The information structure and labor supply decisions follow the Mirrleesian tradition. However, while the household's total consumption is publicly observable, the consumption levels of the individual spouses are not observable. With a utilitarian social welfare function we show that the expression for a spouses' marginal income tax rate includes a 'Pigouvian' (paternalistic) and an incentive term. The Pigouvian term favors a marginal subsidy (tax) for the high-weight (low-weight) spouse, whose labor supply otherwise tends to be too low (high). The sign and the magnitude of the incentive term depends on the weight structure across couples. In some cases both terms have the same sign and imply a positive marginal tax for the low-weight spouse (who may be female) and a negative one for the high-weight spouse (possibly the male). This is at odds with the traditional Boskin and Sheshinski results. Our conclusions can easily be generalized to more egalitarian welfare functions. Finally, we present numerical simulations based on a calibrated specification of our model.     "This paper introduces conformism to a conjugal contract model, in order to explore the complex interactions between households' allocation decisions and conjugal social norms both of which are endogenously determined in the model. In couples, men and women are assumed to be relatively autonomous in the allocation of their resources, but linked through the production and the joint consumption of a domestic public good. Given that their relative market wages will generally differ, the husband and wife have an incentive to negotiate and agree upon an income sharing rule - a 'conjugal contract' - in order to benefit from specialization gains. The model departs from the existing literature by introducing conformism to the bargaining process concerning the conjugal contract. Through the conformism of individuals, the conjugal social norm influences the marital behaviour of couples and the allocation of family resources. But the social norm itself results endogenously from the aggregation of couples' marital agreements. The model consistently explains some empirical evidence that challenges traditional economic models of the household, notably the fact that women still bear the bulk of domestic tasks, even when they are better paid than their partner in the labour market. The model shows that wage policies promoting gender wage equality may lead men and women to share household duties more equally, but that conformism reduces their efficiency. The model also consistently explains the fact that new economic developments - such as women's increased labour-force participation - contribute to the reshaping of social expectations about the roles of men and women in domestic and child-caring activities."     "The gender wage gap is a persistent labor market phenomenon. Most research focuses on the determinants of these wage differences. We contribute to this literature by exploring a different research question: if wages of women are systematically lower than male wages, what are the distributional consequences (disposable income) and what are the labor market effects (labor supply) of the wage gap? We demonstrate how the gender gap in gross hourly wages shows up in the distribution of disposable income of households. This requires taking into account the distribution of working hours as well as the tax-benefit system and other sources of household income. We present a methodological framework for deriving the gender wage gap in terms of disposable income which combines quantile decomposition, simulation techniques and structural labor supply estimation. This allows us to examine the implications of the gender wage gap for income inequality and working incentives. We illustrate our approach with an application to German data."     "Im Jahr 1995 wurde in Deutschland eine neue Pflegeversicherung eingeführt. Als Pflichtversicherung ist sie eine eigenständige Säule der Sozialversicherung und ersetzte ein System der einkommensabhängigen Sozialhilfe. Leistungen der neuen Pflegeversicherung werden durch den Grad der Pflegebedürftigkeit bestimmt und sind einkommensunabhängig. Da anspruchsberechtigte Pflegebedürftige zwischen Geld- und Sachleistungen wählen können, wurde die Situation von Haushalten, die häusliche, informelle Pflege organisieren müssen verbessert. Die informelle Pflege zu stärken war eines der wichtigsten Ziele der Pflegereform, da sie häufig als die kostengünstige Alternative im Vergleich zu formellen Pflege wahrgenommen wird. Diese Sichtweise ignoriert jedoch Opportunitätskosten, die entstehen, wenn Pflegende ihr Arbeitsangebot reduzieren, um die Doppelbelastung aus Pflege und Lohnarbeit abzuschwächen. Wir nutzen die Reform als Quasi-Experiment und untersuchen ihren Einfluss auf das Arbeitsangebot von Pflegenden, die mit einer pflegebedürftigen Person in einem Haushalt wohnen.     "Background: The relationship between earnings and fertility and how it varies with context are among the core investigations of demography. Cross-country comparisons show that when parenting and employment are in conflict, this relationship is less positive for women. We lack knowledge of how this relationship is shaped by context for men and how it varies with contextual changes over time rather than between countries.
    Objective: I investigate how the relationship between earnings and first-birth probability changes over time for men and women, in a period when efforts in parenting and paid work become increasingly similar across sex.
    Methods: Discrete-time hazard regressions are applied to highly accurate data from Norwegian population registers. Through estimation of separate models for each of the years 1995 through 2010, I assess whether the correlation between yearly earnings and the first birth probabilities changed over period time. The correlation is estimated net of observable confounders, such as educational enrolment and attainment and region of birth.
    Results: The correlation between earnings and fertility has become substantially more positive over time for women, and also somewhat more positive among men.
    Conclusions: Though the potential opportunity cost of fathering increases, there is no evidence of a weaker correlation between earnings and first birth probability for men. I suggest that decreasing opportunity costs of motherhood as well as strategic timing of fertility are both plausible explanations for the increasingly positive correlation among women."     "Background: In many countries, including the UK, unemployment is associated with earlier entries into motherhood. However, the implications of male unemployment are not straightforward.
    Objective: The paper addresses this issue by investigating transition to first births in relation to unemployment experience as moderated by partnership status. It also examines the effects of both partners? employment statuses on transition into parenthood, focusing on the joint labour market status of cohabiting and married couples.
    Methods: The impact of unemployment experience on the timing of parenthood is predicted using discrete time event history analysis. Data from the British Household Panel Study provide complete family and work histories. Unobserved heterogeneity is controlled for.
    Results: Unemployment leads to earlier entries into parenthood for both men and women. However, its impact differs according to the relationship status in which it is experienced. Unemployed men who cohabit and unemployed women who are single have a higher probability of becoming parents. Among married individuals the timing of parenthood is determined largely by the labour market status of the female partner. Irrespective of the male's employment status, couples with employed female spouses have a substantially lower probability of becoming parents. Yet among women who are not in employment there is a delaying effect of unemployment compared to being economically inactive.
    Conclusions: Different mechanisms explain the relationship between unemployment and fertility timing for non-married and married individuals. Neoclassical family models seem to determine parenthood timing among married individuals, whereas early parenthood among non-married individuals can be explained by an uncertainty reduction strategy or discouragement from marriage."     "Durch den zu erwartenden Anstieg der Zahl Pflegebedürftiger und die hohe Bedeutung der familialen Pflege in Deutschland gewinnt die Vereinbarkeit von Pflege und Beruf für immer mehr Paare an Bedeutung. Diese Arbeit analysiert mit Daten des Sozio-oekonomischen Panels 'spill-over'-Effekte von Pflege auf Erwerbsarbeit innerhalb von Partnerschaften. Untersucht wird für die Jahre 2001 bis 2011, ob eine Pflegetätigkeit von Frauen das Arbeitsangebot ihrer Partner beeinflusst. Pflegeübernahme wird dabei als Bestandteil innerfamilialer Arbeitsteilung aufgefasst. Bisherige empirische Ergebnisse zeigen, dass Frauen ihre Arbeitszeit bei Pflege reduzieren. Aufgrund dessen und vor dem Hintergrund theoretischer Überlegungen der Geschlechtersoziologie und der Neuen Haushaltsökonomie sowie empirischer Ergebnisse aus der Väterforschung wird vermutet, dass Pflege durch Frauen zu einer Arbeitszeitausweitung der Partner führt. Die Ergebnisse zeigen, dass Männer pflegender Partnerinnen eine höhere Arbeitszeit haben, als Männer der Vergleichsgruppe. In den multivariaten Analysen wird zunächst deutlich, dass Pflege durch die Partnerin mit einer höheren Wahrscheinlichkeit einhergeht, überhaupt erwerbstätig zu sein. Die darauf aufbauenden Analysen nur für erwerbstätige Männer zeigen keine Arbeitszeitveränderungen aufgrund der Pflegetätigkeit der Partnerin.     "SOEP data were used to examine relationships consisting of one partner socialised in West Germany and one in East Germany and who presently reside in the 'old' (former West German) or 'new' (newly formed East German) federal states. The estimated share of east-west couples among all marriages or cohabiting couples rises continuously within the observed period reaching approximately two and eleven percent respectively by 2009. The specific characteristics of east-west couples are that their employment-related division of labour is relatively egalitarian, above-average the partners are of different confessions and practice different religions, at least one of the partners is frequently divorced and there is also a strong tendency towards unmarried cohabitation. Besides the place of socialisation, the present place of residence has an independent impact on the economic situation, division of labour and marriage propensity. Analyses of relationship stability reveal that east-west couples exhibit a relatively high risk of separation. This is partly due to religious differences between the partners, but primarily to the low marriage propensity and the overrepresentation of divorced persons within this type of relationship." This qualitative research adds to the ongoing debate concerning the reasons for the persistence of the gendered nature of domestic work, by comparing working women who earn more, those who earn around the same and those who earn less than their male partners, as well as examining women's absolute incomes. On average, men whose partners earn more than they do carry out more housework than other men, although women in these partnerships still do more. However, these women actively contest their male partner's lack of input, simultaneously 'doing' and 'undoing' gender.     "Changes in the gendered divisions of domestic work are often assumed to influence couples' childbearing behaviour, but existing evidence is mixed and mostly limited to cross-sectional data. We study how the amount and division of housework and childcare predict subsequent childbearing among Finnish couples using Finnish Time Use Survey 1999 - 2000 (FTUS1999) time diary data linked with register data on subsequent births. Results show that women's housework hours were negatively associated with the likelihood of having children at all parities. Men's contribution to domestic tasks, measured in relative terms, had no impact on childbearing. However, a higher male share of childcare time slightly increased the couple's likelihood of having a second child. Results are markedly robust to the inclusion of socioeconomic factors.     "Analysing a reform in the Swedish public sickness insurance, we find that an increased replacement rate for one spouse has a negative cross effect on the other spouse's labour supply. The cross effects are present in the labour supply margins that workers can easily adjust. For wives of treated husbands, the total number of sick days increases on average 9.1% per month, whereas labour earnings are unchanged. The cross effect on total sick days for husbands to treated wives is 6.1% on average, with no effect on annual labour earnings. The total number of sick days and annual labour earnings for treated spouses are estimated to be unaffected by the reform, which indicates that the cross effects stem specifically from higher insurance coverage for the couples." Using rich micro data, the observed distribution of couples' earnings is compared to a counterfactual of randomly matched spouses. Hypothetical earnings are predicted based on a structural model of household labor supply. For West Germany, a positive effect of marital sorting on inequality is found after adjusting for labor supply behavior, while the effect is limited when earnings are taken as given. This means that there is positive sorting in earnings potential which is veiled by relatively low female labor force participation. In East Germany, the impact of marital sorting on inequality is highly disequalizing irrespective of adjusting for labor supply choices.     "In this article, we provide a long-term East - West comparison of partnered women's employment from the 1940s into the first decade of the new millennium in Germany, and focus on the nexus of gainful employment and family-related responsibilities in women's lives. Based on an analysis of the institutionally and culturally shaped opportunity structures that define the conditions for partnered women's employment, we identify distinct periods of support and derive hypotheses on cohortspecific developments. The empirical analysis largely confirms that a divergence between East and West German women's employment patterns started as early as in the 1950s. East - West differences in labour market participation were strongest among women born around 1940. For successive cohorts of East and West German women, the employment patterns converged. Whereas the labour market participation of West German women gradually increased over time, the employment pattern of East German women adjusted to the West German pattern after unification, resulting in an increase of part-time employment and non-employment, in particular among mothers.     "This paper examines the added worker effect (AWE), which refers to the increase of labor supply of individuals in response to a sudden financial shock in family income, that is, unemployment of their partner. While previous empirical studies focus on married women's response to those shocks, I explicitly analyze the spillover effects of unemployment on both women and men and I also differentiate according to their partnership status (marriage vs. cohabitation). My aim is to evaluate whether intra-household adaptation mechanisms differ by gender and by partnership status. The underlying method is a difference-in-differences setting in combination with an entropy balancing matching procedure. The paper considers plant closures and employer terminations as exogenous forms of unemployment. Using longitudinal data from the German Socio-Economic Panel (SOEP) study from 1991 through 2013, the empirical investigation finds evidence of the existence of an AWE.     "Das IAB äußert sich in dieser Stellungnahme zu der Frage, wie die Erwerbs- und Arbeitszeit in Paarhaushalten aufgeteilt wird und welche Gründe dafür maßgeblich sein können. So unterscheiden sich die Erwerbsbeteiligung und die Arbeitszeitmuster von Frauen und Männern nach wie vor erheblich. Bei Frauen entscheidet insbesondere die familiäre Situation, ob und in welchem Umfang sie beschäftigt sind. Dagegen beeinflusst die Familiengründung das Erwerbsverhalten von Männern bisher kaum. Der hohe Anteil von Frauen, die Teilzeit arbeiten, führt zu einer ausgeprägten Arbeitszeitlücke zwischen Frauen und Männern. In Verbindung mit Untersuchungen zu Erwerbs- und Arbeitszeitmustern von Paaren zeigt sich, dass sich insbesondere bei Paaren mit Kindern die Unterschiede im zeitlichen Ausmaß der Erwerbsarbeit verfestigen und sich auch bei einer Realisierung der Arbeitszeitwünsche nur wenig bei der Verteilung der partnerschaftlichen Erwerbszeit ändern würde. Eine Förderung von partnerschaftlichen Modellen wie durch das 'Elterngeld plus' oder durch eine Familienarbeitszeit mit gleichberechtigten Stunden-Modellen für Eltern wie vorgeschlagen könnte zu einer ausgewogeneren Aufteilung der Arbeitszeiten bei Paaren beitragen. Dies gilt insbesondere dann, wenn sie mit passenden Arbeitszeitmodellen flankiert werden, die Beschäftigten Einfluss auf die Lage und Gestaltung der Arbeitszeit ermöglichen."     "This paper aims to verify results of the innovative study on gender identity for the USA by Bertrand et al. (2015) for Germany. They found that women who would earn more than their husbands distort their labor market outcome in order not to violate traditional gender identity norms. Using data from the German Socio-economic Panel Study (SOEP) we also find that the distribution of the share of income earned by the wife exhibits a sharp drop to the right of the half, where the wife's income exceeds the husband's income. The results of the fixed effects regression confirm that gender identity has an impact on the labor supply of full time working women, but only in Western Germany. We also show that gender identity affects the supply of housework but in contrast to the US where women increase their contribution to non-market work when they actually have a higher income than their husbands, we find for Germany that women only barely reduce their weekly hours of non-market work once their income exceeds that of their husbands."     "Dieser Beitrag untersucht die Bedeutung der ehe- und familienbezogenen Leistungen der gesetzlichen Rentenversicherung für die wirtschaftliche Stabilität von Familien in Bezug auf die Alterssicherung. Dabei zeigt sich, dass die Leistungen mit unmittelbarem Bezug zur Alterssicherung mitunter einen wesentlichen Teil der Alterseinkommen der Mütter ausmachen. Das trifft insbesondere auf die Kindererziehungszeiten und in begrenztem Maße auch auf die Kinderzulage im Rahmen der Riester-Rente zu. Deutlich geringere Bedeutung in diesem Zusammenhang haben die Zeiten für nichterwerbsmäßige Pflege sowie die Kinderberücksichtigungszeiten. Ergebnisse einer im Rahmen dieser Studie durchgeführten Befragung von Müttern zeigen darüber hinaus, dass die Maßnahmen nur in sehr geringem Umfang zu Reduktionen des Arbeitsangebots und damit verbundenen Einschnitten beim Erwerbseinkommen in den Jahren nach der Geburt führen. Somit kann festgehalten werden, dass die unmittelbaren ehe- und familienbezogenen Maßnahmen wesentlich zur Erhöhung der wirtschaftlichen Stabilität der Mütter beitragen." (Autorenreferat, IAB-Doku)

Cyprian 2007; Oechsle/Müller/Hess 2012). Männer sind heute aufgefordert, ihren familialen Pflichten nicht nur dadurch nachzukommen, indem sie die Rolle des Familienernährers ausfüllen; sie sollen sich auch innerhalb des familialen Binnenraums engagieren. Aktive Vaterschaft ist zu einem neuen gesellschaftlichen Leitbild geworden, ohne dass damit genau umrissen wäre, was eine solche Vaterschaft denn eigentlich auszeichnet. Einigkeit dürfte darüber bestehen, dass der aktive oder involvierte Vater eben nicht mehr nur reiner Berufsmensch sein soll, sondern auch innerhalb des Familienlebens in einer nicht näher geklärten Bringschuld steht. Zielgenaue Leistungen schneiden dabei bezogen auf die Effizienz besser ab als Leistungen wie das Ehegattensplitting oder das Kindergeld. Vom Splitting und von der beitragsfreien Mitversicherung der Ehepartner gehen zudem negative Impulse auf die Erwerbstätigkeit des Zweitverdieners aus. Unsere empirischen Analysen basieren auf Längsschnittdaten der 'European Union Statistics on Income and Living Conditions (EU-SILC)' für den Zeitraum 2004 bis 2011. Für unseren aus 28 europäischen Ländern bestehenden Datensatz finden wir Evidenz für das Vorliegen eines Added Worker Effects: Frauen, deren Partner im vergangenen Jahr arbeitslos wurde, haben eine höhere Wahrscheinlichkeit, in den Arbeitsmarkt einzutreten sowie den Umfang ihrer Arbeitszeit zu erhöhen, gegeben dass sie schon am Arbeitsmarkt partizipieren.     Die Gesamtevaluation untersuchte ab Herbst 2009 die Wirkung zentraler ehe- und familienbezogenen Leistungen auf vier familienpolitische Ziele: Vereinbarkeit von Familie und Beruf, Förderung und Wohlergehen von Kindern, Wirtschaftliche Stabilität von Familien und Nachteilsausgleich, Erfüllung von Kinderwünschen.
    Die Evaluation zeigt, dass eine gute Vereinbarkeit von Familie und Beruf ein zentraler Baustein ist, um auch die anderen familienpolitischen Ziele zu erreichen. Damit ist Vereinbarkeit der Dreh- und Angelpunkt einer wirksamen Familienpolitik. Zu den Leistungen mit den besten Wirkungen gehören die subventionierte Kinderbetreuung und das Elterngeld. Ohne die öffentlichen Gelder, die in die Kinderbetreuung fließen, wären 100.000 Mütter mit Kindern zwischen einem und drei Jahren nicht erwerbstätig.
    In Bezug auf das Elterngeld konnte nachgewiesen werden, dass es dazu führt, dass Väter mehr Zeit mit ihren Kindern verbringen. Beide Leistungen verringern das Armutsrisiko von Familien und stärken das Wohlergehen von Kindern, sie unterstützen zudem die Erfüllung von Kinderwünschen." (Autorenreferat, IAB-Doku)

    "This study builds on the long-standing theoretical interest in the importance of comparative advantages between partners for the division of paid labour in the family. It adopts a couple perspective on women's relative labour market participation by considering the role of educational heterogamy. Additionally, it takes account of the family life cycle by means of the presence of (young) children. The importance of these two factors for women's relative labour market participation is compared between Belgium and Sweden -- two European countries that share socio-economic features but differ regarding labour market and social policies relevant for gender equality and potential gains to specialization. Multinomial logistic diagonal reference models are used to analyse the pooled cross-sectional data of EU-SILC 2004 - 2008. Contrary to expectations, we find that comparative advantages between partners, as measured by educational heterogamy, are of only minor importance for determining the couple's division of paid labour in such diverse countries as Belgium and Sweden. Our results show that women's relative labour market participation is less education-driven in Sweden than in Belgium, and is more related to the life cycle effect of the presence of (young) children, confirming more egalitarianism and family friendliness in Scandinavia than in continental Europe." We calibrate the model to match key life-cycle statistics for the 1935 cohort and use it to assess the changed environment faced by the 1955 cohort. We find that a higher divorce probability and changes in wage structure are each able to explain a large proportion of the LFP increase. Higher divorce risk increases LFP not because the latter contributes to higher marital assets or greater labor market experience, however. This behaviour is especially prevalent in families where the mother has a higher earning potential than the father, a group having the highest re- entry chances for mothers, especially into full-time employment.     "The Prescott hypothesis that permanently higher marginal tax rates on labour income fully explain the decline in market hours worked in Europe (relative to North America) over three decades is subject to a theoretical investigation. The Prescott model consists of isolated economies that are not linked by international capital mobility or international exchange of goods. We study a two-country model with free international capital mobility. We find that imposing higher marginal labour tax rates in one country leads to international capital inflows into that country, which acts to counteract the negative employment effect of higher taxes. Market hours worked in the low marginal labour tax rate country fall with an increase in its net foreign assets. With identical preferences, total market hours worked are equalized across the two countries. With factor price equalization, the international equalization of hours worked result still holds with goods trade substituting for international capital mobility."     "Research on social inequality and the family has indicated that partners are relevant to individuals' labor market decisions. Unemployment is a particularly interesting issue in the partnership context because the ensuing loss of income may affect the entire family. Against this background, we examine how singles and couples differ in terms of unemployment duration and how a partner's income and labor market - related resources influence re-employment. Considering the gender and class differences in labor market participation, we are particularly interested in variations in partner support between men and women in differing economic circumstances. Using data from the German Socio-Economic Panel (GSOEP), we find that cohabitation accelerates re-employment, whereas marriage increases the prospect of reemployment only for men. More specifically, the partner's labor market resources facilitate re-employment. Although partner income has no effect in absolute terms, unemployed men and women who were formerly minor earners refrain from re-entering paid work. This pattern is more pronounced among low- and medium-income couples than among high-income families. Unemployment thus strengthens patterns of inequality both between and within couples." Here we investigate the impact of income taxation on partners' labour supply and housework, using data for France that taxes incomes of married couples jointly. We estimate a household utility model in which the marginal utilities of leisure and housework of both partners are modelled as random coefficients, depending on observed and unobserved characteristics. We conclude that both partners' market and housework hours are responsive to changes in the tax system. A policy simulation suggests that replacing joint taxation of married spouses' incomes with separate taxation would increase the husband's housework hours by 1.3% and reduce his labour supply by 0.8%.     "Background: Previous research has shown considerable variation in the relationship between women's educational attainment and second births in contemporary Europe. A negative association is found in some countries, while a positive or non-negative relationship is reported in others. Existing studies come mainly from single-country perspectives, which renders the results not strictly comparable.
    Objective: We investigate the association between women's and their partners' educational attainment and transition to second births comparatively in regions and sub-regions of Europe.
    Methods: The data come from the 2005 and 2011 waves of the EU Statistics on Income and Living Conditions (EU-SILC). We estimate separate discrete-time event history models for regions and sub-regions and multilevel models for all EU-SILC countries.
    Results: Northern Europe exhibits a positive association between women's and their partners' education and second childbearing. Western Europe features a positive relationship among partners but demonstrates a U-shaped pattern among women. This pattern occurs due to German-speaking countries where women's educational attainment appears inversely related to second births. A negative relationship between women's education and second childbearing also prevails in Eastern Europe; in some sub-regions it extends to male partners. Except for in Eastern Europe, the time-squeeze adds to the positive effect of women's high education. In Northern Europe it enables highly educated women to wholly catch up with their counterparts with medium and low education as regards the proportion having second births. In Southern Europe, by contrast, the educational gradient turns negative following the consideration of the time-squeeze effect.
    Conclusions: We conclude that the relationship between educational attainment and second births varies not only by individual country but also by larger geographical area in Europe. Bei Paarhaushalten wird somit ein 'adult worker' Modell angestrebt, bei dem beide Partner erwerbstätig sind und zum Haushaltseinkommen beitragen. Die Ansichten von Sachbearbeitern in den Jobcentern sowie der ALG II Empfänger selbst hinsichtlich der Arbeitsteilung im Haushalt können den Prozess der Vermittlung in Programme der aktiven Arbeitsmarktpolitik beeinflussen. Wir bilden verschiedene Haushaltsklassifikationen basierend auf dem kumulativen Einkommen beider Partner während der zehn Jahre vor Beginn der Zeit als erwerbslose Leistungsbezieher. Wir vergleichen die Eintrittsraten in Programme der aktiven Arbeitsmarktpolitik zwischen Frauen in Haushalten mit einem vormaligen männlichen Hauptverdiener, in vormaligen Doppelverdienerhaushalten, in Haushalten ohne vormaligen Hauptverdiener, sowie in vormaligen weiblichen Hauptverdienerhaushalten. Unsere Analysen beruhen auf administrativen Daten, und wir wenden Methoden der Ereignisanalyse an. Die Ergebnisse zeigen, dass Vermittlungen in Maßnahmen der aktiven Arbeitsmarktpolitik in Westdeutschland tatsächlich die vormalige Arbeitsteilung im Haushalt replizieren. In Ostdeutschland werden Frauen in vormaligen männlichen Hauptverdiener Haushalten dagegen in einige Maßnahmen sogar vermehrt vermittelt verglichen mit Frauen aus Haushalten ohne vormals klare Arbeitsteilung."     "Michael Meuser hat in seinem Beitrag 'Geschlecht, Macht, Männlichkeit - Strukturwandel von Erwerbsarbeit und hegemoniale Männlichkeit' die Frage nach den Auswirkungen des Strukturwandels von Erwerbsarbeit auf den Wandel von Männlichkeit aufgeworfen (Meuser 2010). Was passiert mit männlichen Lebensentwürfen, so die Frage, wenn Männlichkeit, die bislang unauflöslich an Beruf und Erwerb gebunden war, durch prekäre Beschäftigungsverhältnisse verunsichert wird? Ist damit ein gesellschaftlicher Machtverlust des Mannes zu verzeichnen, oder gelingt es Männern trotz prekärer Erwerbsumstände, ihre dominante Geschlechterposition aufrechtzuerhalten? Auch wir möchten uns dieser Frage widmen.     "Die Vereinbarkeit von Familie und Beruf ist ein zentrales familienpolitisches Thema. Mit unterschiedlichen familienpolitischen Maßnahmen setzt die Familienpolitik daran an, die Vereinbarkeit zu verbessern. In jüngster Vergangenheit wird in diesem Zusammenhang insbesondere die Arbeitsteilung zwischen den Geschlechtern fokussiert - dabei geht es primär um Mütter und Väter mit Kindern, die noch nicht schulpflichtig sind.
    Die familienwissenschaftliche Forschung hat zu diesem Thema bereits einige wichtige Analysen hervorgebracht - vielfach konnten jedoch detaillierte Analysen für einzelne Gruppen, d.h. Paar- und Haushaltskonstellationen nicht durchgeführt werden, da die Datenbasis dies nicht ermöglichte. Mit den vier Wellen des Datensatzes 'Familien in Deutschland' (FiD) sind detaillierte Analysen für Paare mit nicht schulpflichtigen Kindern möglich. Die in diesem Bericht zusammengestellten empirischen Untersuchungen veranschaulichen beispielhaft die mit den FiD-Daten in diesem Kontext möglichen Analysen. Dabei handelt es sich um bivariate und multivariate deskriptive Analysen, welche am Anfang tiefergehender Analysen stehen können und den an ähnlichen Fragestellungen interessierten Forschern aufzeigen sollen, welche Möglichkeiten die Daten geben. Darüber hinaus zeigen sie, wie sich die Paar- und Haushaltskonstellation nach Erwerbstätigkeit beider Partner differenziert darstellt.     "Background: Cross-national research suggests that married people have higher levels of well-being than cohabiting people. However, relationship quality has both positive and negative dimensions. Researchers have paid little attention to disagreements within cohabiting and married couples.
    Objective: This study aims to improve our understanding of the meaning of cohabitation by examining disagreements within marital and cohabiting relationships. We examine variations in couples' disagreements about housework, paid work and money by country and gender.
    Methods: The data come from the 2004 European Social Survey. We selected respondents living in a heterosexual couple relationship and aged between 18 and 45. In total, the study makes use of data from 22 European countries and 9,657 people. Given that our dependent variable was dichotomous, we estimated multilevel logit models, with (1) disagree and (0) never disagree.
    Results: We find that cohabitors had more disagreements about housework, the same disagreements about money, but fewer disagreements about paid work than did married people. These findings could not be explained by socio-economic or demographic measures, nor did we find gender or cross-country differences in the association between union status and conflict.
    Conclusions: Cohabiting couples have more disagreements about housework but fewer disagreements about paid work than married people. There are no gender or cross-country differences in these associations. Using data from the 2000 US Census, I show that the hours worked by US-born couples, and by those foreign-born coming from countries with gender roles similar to the US, are significantly related to common bargaining power forces such as differences between spouses in age and non-labor income, controlling for both spouses' demographic and socioeconomic characteristics. Households whose culture of origin supports strict and unequal gender roles do not exhibit any association of these power factors with their labor supply decisions. This cultural asymmetry suggests that spousal attributes are assessed differently across couples within the US, and that how spouses make use of their outside opportunities and economic and institutional environment may depend on their ethnicities." Mithilfe von Quantils-Panelschätzungen kann gezeigt werden, dass die individuelle Hausarbeit abnimmt, wenn das absolute oder das relative Einkommen dieser Person ansteigt. Die Einkommenseffekte sind für beide Geschlechter nicht signifikant unterschiedlich. The outsourcing of childcare and housework to market and state service providers offers a strategy for reconciling work - family conflicts. By referring to the household as an organizational unit, I use the transaction cost approach (TCA) of organizational economics to discuss the factors that facilitate or impede outsourcing by households. In my analysis the frequency, specificity, and uncertainty level of the transaction, as well as normative and social beliefs, can facilitate or impede the household's decision to outsource. Monetary considerations, preferences, and government policies might moderate the effect of the transaction cost on this decision.     "Bei der Erwerbsentscheidung von Müttern mit jungen Kindern ist es von großer Bedeutung, ob ihnen einen Platz in einer Kindertageseinrichtung zur Verfügung steht. Dies wurde vielfach untersucht. Dabei blieb bislang jedoch die Frage außen vor, inwiefern die Qualität der Betreuungseinrichtungen für mütterliche Erwerbsentscheidungen relevant ist. Dieser Forschungsfrage gehen wir auf der Basis von Daten des Sozio-ökonomischen Panels (SOEP) und der Zusatzstichprobe (FiD) in Verbindung mit Daten der Kinder- und Jugendhilfestatistik nach. Die amtlichen Daten ermöglichen es uns, die Qualität von Kindertageseinrichtungen in Jugendamtsbezirken zu messen. Die Informationen zur Qualität umfassen beispielsweise die Gruppengröße von Kindertageseinrichtungen und die Anzahl der Kinder pro Fachkraft. Unsere Analysen zeigen einen Zusammenhang einiger Qualitätsmerkmale mit dem Erwerbsverhalten von Müttern mit Kindern unter drei Jahren. Dabei ist der Zusammenhang in Ostdeutschland eindeutiger als in Westdeutschland. Dies gilt allerdings nur für Merkmale, die auch für Eltern erkennbar sind, also etwa für die Gruppengröße, nicht aber für die Ausbildung der Fachkräfte.     "The U.S. recession of 2007 - 2009 saw unemployment rates for men rise by significantly more than those for women, resulting in the downturn's characterization as a 'mancession'. This paper uses data from the Census Bureau's American Community Survey to reexamine gender-related dimensions of the 2007 - 2009 recession. Unlike most previous work, we analyze data that connects men's and women's employment status to that of their spouses. A difference-in-difference framework is used to characterize how labor-market outcomes for one spouse varied according to outcomes for the other. Results show that that employment rates of women whose husbands were non-employed rose significantly in the recession, while those for people in other situations held steady or fell -- consistent with the view that women took on additional bread-winning responsibilities to make up for lost income. However, probabilities of non-participation did not rise by more for men with working wives than they did for other men, casting doubt on ideas that men in this situation made weaker efforts to return to work because they could count on their wives' paychecks to support the household."     "Background - Fertility research often uses data from women only. This can bias the results if the effects of education and occupation on fertility are dependent upon the characteristics of the male partner. Using retrospective life-course information from both partners, this study examines the effects of educational and occupational characteristics on the transition to a first childbirth.
    Objective - The objective is to examine how the respective earning potential and career dynamics of the male and the female partners in couples influenced the timing of their entry into parenthood from 1960 to 2009 in the Netherlands, as well as the extent to which the characteristics of the two partners were interdependent in terms of their influence on the transition to a first birth.
    Methods - Using couple-period data from four pooled cross-sectional waves (1998-2009) of the Family Survey of the Dutch Population, discrete time event history models accounting for unobserved heterogeneity at the couple level are estimated to predict the birth of the first child, starting from the moment couples started living together.
    Results - The results show that a high earning potential of the female partner (based on her educational attainment, the status of her first job, and whether she is in full-time work or has supervisory responsibilities) has delaying effects on her transition to a first childbirth. With regard to the male partner, the only significant predictors of the entry into parenthood are educational attainment and working hours, and there is no evidence of an interdependence of the partners. The comparison of effects over time indicates that the female partner's higher earning potential has become a stronger predictor of delayed parenthood over time, while a positive effect for the male partner's higher earning potential is seen only up to 1990.
    Conclusions - The results suggest that the educational and occupational characteristics and the labor market participation of the female partner are stronger determinants of first-birth timing than the characteristics of the male partner." (Author's abstract, IAB-Doku) ((en))

    "We examine causes and consequences of relative income within households. We establish that gender identity - in particular, an aversion to the wife earning more than the husband - impacts marriage formation, the wife's labor force participation, the wife's income conditional on working, marriage satisfaction, likelihood of divorce, and the division of home production. The distribution of the share of household income earned by the wife exhibits a sharp cliff at 0.5, which suggests that a couple is less willing to match if her income exceeds his. Within marriage markets, when a randomly chosen woman becomes more likely to earn more than a randomly chosen man, marriage rates decline. Within couples, if the wife's potential income (based on her demographics) is likely to exceed the husband's, the wife is less likely to be in the labor force and earns less than her potential if she does work. Couples where the wife earns more than the husband are less satisfied with their marriage and are more likely to divorce.     "Im Rahmen der Gesamtevaluation der ehe- und familienbezogenen Leistungen und Maßnahmen in Deutschland wurde das Zentrum für Europäische Wirtschaftsforschung (ZEW) Mannheim beauftragt, eine Wirkungsanalyse für eine Gruppe zentraler ehe- und familienbezogener Leistungen und Maßnahmen durchzuführen (Modul 'Zentrale Leistungen'). Die untersuchten ehe- und familienbezogenen Leistungen decken das gesamte Spektrum der Unterstützungsformen ab:
    - Steuerliche Leistungen: Kinderfreibeträge, Ehegattensplitting, Entlastungsbetrag für Alleinerziehende, Absetzbarkeit von Kinderbetreuungskosten
    - Leistungen in den Sozialversicherungen: beitragsfreie Mitversicherung von Ehepartnern in der gesetzlichen Kranken- und Pflegeversicherung, ermäßigter Beitrag zur Pflegeversicherung, erhöhter Leistungssatz beim Arbeitslosengeld I
    - Monetäre Transfers: Kindergeld, Kinderzuschlag, kindbezogene Anteile bei ALG II und Wohngeld, Unterhaltsvorschuss, Elterngeld
    - Realtransfers: subventionierte Kinderbetreuungsangebote.
    Die Wirkungen der Leistungen und Maßnahmen werden mit dem ZEW-Mikrosimulationsmodell auf Basis der repräsentativen Haushaltsstichprobe des Sozio-oekonomischen Panels (SOEP) untersucht. Im Fokus stehen die drei familienpolitischen Ziele der wirtschaftlichen Stabilität und sozialen Teilhabe von Familien, der Vereinbarkeit von Familie und Beruf und des Nachteilsausgleichs zwischen unterschiedlichen Familientypen - es wird also untersucht, welchen Familien die Leistungen und Maßnahmen in besonderem Maße zugutekommen. Die Wirkungsanalyse berücksichtigt die zahlreichen Interaktionen im Steuer-Transfer-System und die von den Leistungen und Maßnahmen bewirkten Reaktionen im Erwerbsverhalten. Die Interaktionen und Verhaltenswirkungen haben auch Folgen für die fiskalische Bewertung der Leistungen und Maßnahmen. Die effektiven Kosten einer Leistung unterscheiden sich dadurch von den in den staatlichen Haushalten ausgewiesenen Werten.     "Gesellschaftliche Veränderungen, wie die steigende Zahl von Ehescheidungen und der hohe Anteil nicht-ehelicher Lebensgemeinschaften, führen zu einer wachsenden Bedeutung einer eigenständigen, armutsvermeidenden Alterssicherung von Frauen. Zwar erscheint dieses Ziel aufgrund der gestiegenen Erwerbsbeteiligung von Frauen zunehmend erreichbar, Ungleichheiten auf dem Arbeitsmarkt wirken sich allerdings weiterhin negativ auf die Erwerbs- und Einkommenschancen von Frauen aus. Der Einfluss verschiedener erwerbsbiografischer Faktoren auf den Gender Pension Gap, also den Unterschied zwischen den Alterseinkommen von Männern und Frauen, wird hier mit den Daten 'Altersvorsorge in Deutschland (AVID) 2005' für Westdeutschland untersucht. Verglichen werden die projizierten Alterseinkünfte im Hinblick auf die gesetzliche, betriebliche und private Vorsorge für zwei Kohorten: 1942-1946 sowie 1957-1961 Geborene. Mit Hilfe einer Oaxaca-Blinder-Dekomposition wird der Anteil verschiedener Erklärungsfaktoren an der Entstehung der Lücke quantifiziert. Die Studie kommt zu dem Ergebnis, dass bislang weder die gestiegene Bildungsbeteiligung von Frauen noch ihre zunehmende Erwerbsbeteiligung zu einer deutlichen Verringerung des Gender Pension Gaps geführt haben. Dieser beträgt bei den Alterseinkommen insgesamt auch für die jüngere Kohorte noch 51 %, im Vergleich zu 58 % in der älteren Kohorte. Die multivariaten Ergebnisse zeigen, dass es vor allem der Vollzeit-Teilzeit-Gap ist, der den weiterhin großen Unterschied in den Alterseinkommen von Männern und Frauen verursacht."     "Die Vorstellung, dass das Lohneinkommen des Mannes ausreichen soll, eine Familie zu ernähren, hat in westlichen Industriegesellschaften, unterstützt durch Sozialpartner und den Sozialstaat, eine lange Tradition. Das entsprechende Familienmodell mit männlichem Familienernährer und weiblicher Hausfrau hat jedoch im wiedervereinigten Deutschland aus sozialen wie wirtschaftlichen Gründen an Bedeutung verloren. Gleichwohl wirkt die traditionelle Ernährernorm auf dem Arbeitsmarkt durch hohe geschlechtsspezifische Lohnlücken fort. Der Beitrag beleuchtet die historische Entwicklung der Vorstellungen von einem sogenannten Familienlohn in Deutschland von den Anfängen im 19. Jahrhundert bis hin zu den noch heute relevanten sozialstaatlichen Regelungen in Form eines Familienlasten- und -leistungsausgleichs. Weiter wird problematisiert, inwieweit das neue politisch propagierte Leitbild universeller Erwerbstätigkeit geschlechtsspezifische Arbeitsmarktstrukturen und veränderte Familienerwerbsmuster, wie etwa weibliche Familienernährerinnen, berücksichtigt.     "Die Erforschung arbeitsteiliger Prozesse zwischen Männern und Frauen aus dynamischer Perspektive gewinnt zunehmend an Bedeutung. Der Übergang zur Elternschaft stellt hier eine Schlüsselphase im Beziehungsverlauf von Paaren dar. Dieser Beitrag fasst den Stand der Forschung aus der Perspektive des Lebensverlaufs zusammen und reflektiert die Bedeutung geschlechtsspezifischer Sozialisationserfahrungen für die Veränderung und Verfestigung von geschlechtsspezifischen Arbeitsteilungsarrangements auf Basis aktueller Forschungsergebnisse. Das Gesamtbild nur geringfügig veränderter Geschlechterrollenarrangements ist zumindest teilweise darauf zurückzuführen, dass anfänglich geschlechteregalitäre Formen der Aufteilung von Erwerbs- und Hausarbeit im Beziehungsverlauf zugunsten geschlechterdivergenter Arbeitsformen aufgegeben werden. Junge Paare gehen sozusagen - bezogen auf die Realisierung egalitärer Geschlechterideale - zunächst zwei Schritte vor, im Beziehungsverlauf jedoch eineinhalb Schritte wieder zurück. Ihr Beitrag zum gemeinsamen Verdienst lag im Jahr 2011 bei 30 Prozent, was einem Zuwachs von drei Prozentpunkten gegenüber dem Jahr 2000 entspricht. Dies zeigen aktuelle Berechnungen des DIW Berlin auf Grundlage von Daten des Sozio-oekonomischen Panels (SOEP). Ein wichtiger Grund für diese Entwicklung ist der zunehmende Wechsel von Frauen aus Nichterwerbstätigkeit in Teilzeitarbeit und geringfügige Beschäftigung, vor allem in Westdeutschland. In Ostdeutschland beträgt der Anteil, den Frauen zum gemeinsamen Verdienst leisten, sogar nahezu 40 Prozent.     "Aufgrund der Ausweitung von Niedriglöhnen und anhaltender Unterbeschäftigung kann Armut nicht mehr als ein gesellschaftliches Randphänomen angesehen werden. So ist fast jeder vierte Bremer beziehungsweise jede vierte Bremerin von Armut bedroht. Armut kann dabei nur im Haushaltszusammenhang angemessen nachvollzogen werden und ergibt sich aus der Relation von Einkommen und Bedarf. Daher spielen Veränderungen im Haushaltszusammenhang und der Wandel von Erwerbsmustern in Familien bei der Armutsvermeidung eine zentrale Rolle. Das lange Zeit dominierende Ernährermodell, das allein auf der Beschäftigung eines - zumeist männlichen - Ernährers im Normalarbeitsverhältnis basiert, verschwindet immer mehr. Da ein einzelner Ernährer den notwendigen Familienlohn nicht mehr verdienen kann, wird die Erwerbstätigkeit beider Partner zu einer wichtigen Kompensationsstrategie.     "Are macro-economists mistaken in ignoring bargaining between spouses? This article argues that models of intra-household allocation could be useful for understanding aggregate labour supply trends in the U.S. since the 1970s. A simple calculation suggests that the standard model without bargaining predicts a 19% decline in married-male labour supply in response to the narrowing of the gender gap in wages since the 1970s. However married-men's paid labour remained stationary over the period from the mid 1970s to the recession of 2001. This article develops and calibrates to U.S. time-use survey data a model of marital bargaining in which time allocations are determined jointly with equilibrium marriage and divorce rates. The results suggest that bargaining effects raised married-men's labour supply by about 2.1 weekly hours over the period, and reduced that of married women by 2.7 hours. Bargaining therefore has a relatively small impact on aggregate labour supply, but is critical for trends in female labour supply. We focus on couples with a mature age husband, and estimate the interdependence of the participation decision of the couple. We find that the decision of a wife to work or not influences positively, and in a causal fashion, the decision of her husband to work or not. In our paper we use counterfactual analysis to estimate the impact of the increasing labour force participation of a wife on her husband's participation. Um die Effekte von Kindergeld und Kinderfreibeträgen auf die gewünschten Ziele zu identifizieren, wurde die Kindergeldreform von 1996 ausgenutzt, durch die das Kindergeld deutlich erhöht wurde. In der anschließenden Effizienzanalyse wurden die direkten und indirekten Kosten einer Erhöhung der Leistungen betrachtet und in Relation zu den in den Wirkungsanalysen ermittelten gesamtwirtschaftlichen Effekten gesetzt." Diese fasst Ergebnisse einer wissenschaftlichen Untersuchung zusammen, die vom Projekt 'Familienernährerinnen' in Kooperation mit Svenja Pfahl und Dietmar Hobler vom Forschungsinstitut SowiTra und Dr. Tanja Schmidt, Sozialforschung, Berlin durchgeführt wurde. Die Broschüre 'Familienernährerinnen auf dem Arbeitsmarkt' bietet vertiefte Informationen über die Arbeitssituation von Familienernährerinnen und über Branchen, in denen sie beschäftigt sind.
    Familienernährerinnen verteilen sich sehr unterschiedlich auf die einzelnen Branchen. In einigen Branchen sind sie stärker vertreten, in einigen schwächer. Jede fünfte Familienernährerin (20,6 Prozent) ist im Gesundheits- und Sozialwesen, z.B. im Krankenhaus oder in einer Arztpraxis, abhängig beschäftigt. Die zweitgrößte Gruppe an Frauen, die die finanzielle Hauptverantwortung für ihre Familie tragen übt ihren Beruf im Bereich Erziehung und Unterricht aus (11,2 Prozent).     Abstract

    "This study examines the importance of prenatal characteristics of men and women in couples for how they change their time spent on housework and paid work after the transition to parenthood. We focus on both partners' earnings and gender role attitudes as explanatory factors. Previous research explored the importance of women's relative income and both partners' gender role attitudes for the extent to which the division of labour becomes more traditional among new parents. We extend this literature by including women's absolute earnings, which may be crucial given the very high costs of formal childcare in Britain. The statistical analysis of 310 couples is based on 16 waves of the British Household Panel Survey (1992 - 2007) and applies OLS models with Heckman selection correction. The findings suggest that higher absolute wages and more egalitarian attitudes of women before motherhood reduce the shift towards a more traditional division of labour after couples have their first child. In the British context, higher relative wages of women compared to their partners are not significant." (Author's abstract, IAB-Doku) ((en))
