Mit der fortschreitenden Digitalisierung haben sich auch neue Formen der plattformbezogenen Beschäftigung entwickelt. Auf digitalen Plattformen finden Anbietende von Produkten/Dienstleistungen und mögliche Kunden zueinander. Fahrdienste, Essenslieferungen oder Programmierarbeiten sind hierfür Beispiele. Unternehmen schätzen bei dieser Beschäftigungsform die größere Markttransparenz und sinkende Kosten, Beschäftigte vor allem das selbstbestimmte Arbeiten. Die politische Diskussion zu dem Thema ist vor allem durch die unklare soziale Absicherung der Beschäftigten geprägt.

    "Regarding the spatial impact of digitalization, the concern is often expressed that rural areas and the companies located there are disadvantaged by a digital divide compared to urban regions. Against this background, this paper explores the role of the urban/rural location of a small firm in the use of digital communication and information technologies (ICT). With the help of a cluster analysis approach, different modes of digitalization in the German small enterprise sector are identified. According to this, four groups of small firms can be distinguished in accordance to the maturity level concept of digital transformation: non-digital firms, digital beginners, platform-oriented firms and digital manufacturers. From a spatial perspective, it can be seen that the members of the platform-oriented group are relatively often located in urban regions, whereas the digital manufacturers are relatively often found in rural areas. These findings are interpreted as an indication that small firms at least partially consciously assign themselves to one of these digitalization modes, depending on which business model is most effective in the respective (urban or rural) business environment. By contrast, whether a small firm has not yet done anything in terms of digitalization or is only at the beginning of the digital transformation process does not significantly depend on the location of the company.     Abstract

    "Der Begriff "New Work" ist in aller Munde. Dabei ist New Work kein exakt definierter Terminus technicus. Vielmehr kann er in der aktuellen Debatte als Chiffre für alles verstanden werden, was neu an der Arbeit der Zukunft sein oder vermutet wird, und zugleich für das, was neu sein soll. Somit findet New Work als analytischer, prognostischer und zugleich als normativer Begriff Anwendung. Begriffshistorisch geht der Terminus "New Work" auf den Sozialphilosophen Frithjof Bergmann zurück. Er stellte ihn in das Zentrum seiner Anthropologie und Sozialtheorie. In dieser formulierte Bergmann das Zielbild einer befreiten (Erwerbs-)Arbeit, in der die Menschen nur das verrichten, "was sie wirklich, wirklich wollen." Das Ziel der Neuen Arbeit bestehe nicht darin, "die Menschen von der Arbeit zu befreien, sondern die Arbeit so zu transformieren, damit sie freie, selbstbestimmte, menschliche Wesen hervorbringt." Die Konzepte von New Work in den gegenwärtigen arbeitswissenschaftlichen und politischen Debatten haben sich zumeist vom sozialutopischen Gehalt der bergmannschen Ideen entfernt. Das Institut für angewandte Arbeitswissenschaft begreift New Work als einen "Sammelbegriff für Konzepte und Maßnahmen zur Gestaltung zukunftsfähiger, wertschöpfender und sinnstiftender Arbeit sowie deren Bedingungen und Umgebungen." Die Fraunhofer-Gesellschaft definiert New Work als eine "erwerbsorientierte Arbeit mit einer Arbeitsweise, die durch ein hohes Maß an Virtualisierung von Arbeitsmitteln, Vernetzung von Personen, Flexibilisierung von Arbeitsorten, -zeiten und -inhalten gekennzeichnet ist." Und die Bundesvereinigung der Deutschen Arbeitgeberverbände fordert unter dem Stichwort "New Work" die Verkürzung der gesetzlich vorgeschriebenen Ruhezeiten zwischen Ende und Beginn der Arbeit, die Verschiebung der Höchstarbeitszeit auf die wöchentliche statt auf die tägliche Arbeitszeit sowie die Option, die Pflicht zur Aufzeichnung der Arbeitszeit auf die Beschäftigten delegieren zu können. In den folgenden Ausführungen ist unter New Work oder Neuer Arbeit eine Erwerbsarbeit zu verstehen, die auf der Grundlage digitalisierter Arbeits- und Kommunikationsmittel an Orts- und Zeitflexibilität gewinnt und die sich oftmals in einer neuen, freilich interessenpolitisch umkämpften Arbeitskultur entwickelt. Dabei richtet sich der Blick aus der Interessenperspektive der abhängig Arbeitenden auf Möglichkeiten und Gefahren der Neuen Arbeit, um Elemente einer arbeitskraftzentrierten Gestaltungspolitik zu skizzieren. Im Vordergrund steht das Modell des Homeoffice als eine dominante Form digitalisierter und mobiler Arbeit. Homeoffice kann in der Sozialform der abhängigen Beschäftigung innerhalb der Arbeits- und Sozialverfassung, aber auch als soloselbstständige Arbeit im Rahmen von Click- und Crowdworking in der Plattformökonomie organisiert sein."     Handbook on Measuring Digital Platform Employment and Work (2023)

    "National Statistical Offices face a growing policy demand for better statistics on digital platform employment and work. New statistical definitions are needed to avoid undercounting the number of people involved in these jobs. In addition, new sources of data, including non-official ones, may be needed to meet the statistical challenges of measuring digital platform employment and work. The OECD, the International Labour Organisation and the European Commission have joined forces to produce this Handbook on Measuring Digital Platform Employment and Work, which assesses measurement options and provides first recommendations on these issues. The Handbook first proposes a general definition of digital platform work and a conceptual framework that helps identify the key features of digital platform employment and work, which statisticians should bear in mind when designing their research objectives and operational protocol. The Handbook then reviews the main statistical vehicles used for measuring digital platform employment, and discusses previous statistical initiatives by National Statistical Offices through the lens of its conceptual framework."     "This study is designed to remedy the tendency of existing studies to analyze online marketplaces as either sites of work or trading arenas. We argue that the theoretical notion of “social infrastructure” is particularly apt to offer a comprehensive framework that captures the unique intersection of work and trade in online marketplaces. We study the social infrastructure of an online marketplace: the institutions, conditions and forms, and the horizontal and vertical ties between actors that organize work and enable trading. The social infrastructure of online marketplaces deserves research attention because it represents an essential condition for economic activities. In our empirical section we focus on the online marketplace Etsy to illustrate our comprehensive theoretical framework and we identify a complex dynamic between the decided and emergent order of the online marketplace. We demonstrate that the attempt to superimpose order through the constitution of an online marketplace is challenged by sellers and buyers. We find that both dimensions, work and trade, provide actors with material and symbolic resources that inform their strategies and economic actions. The article suggests that “social infrastructure” is a concrete theoretical tool for analyzing online marketplaces that complements existing research on platforms and ecosystems."     "We examine the job quality effects of new digital technologies in Europe, using the framework of seven job quality ‘domains’: pay, working time quality, prospects, skills and discretion, work intensity, social environment and physical environment. The theoretical effects from new technology are ambivalent for all domains. Data on robot shocks matched to the European Working Conditions Surveys for 2010 and 2015 is used to generate empirical estimates, which show significant aggregate negative effects in three domains, and a positive effect in one. Some negative effects are enhanced where there is below-median collective bargaining. In light of these analyses, and in order to think through the challenge of regulating the development and implementation of all forms of digital technologies, we review regulations in several European countries. Drawing on the principles of human-centred design, we advance the general hypothesis that worker participation is important for securing good job quality outcomes, at both the innovation and adoption stages. We also consider the application to the regulation of job quality of national and supra-national data protection legislation.     "In der Kurzexpertise hat das Forschungsinstitut zur Zukunft der Arbeit GmbH (IZA) einen Überblick über die Bedeutung von Coworking Spaces (CWS) als Dritter Arbeitsort von abhängig Beschäftigten in Deutschland neben Office und Homeoffice erstellt und eine Einordnung der CWS in aktuelle Arbeitsmodelle vorgenommen. Die Studie leistet hier Pionierarbeit, insbesondere mit Blick auf die Rahmenbedingungen für ländliche CWS, auf Fördermöglichkeiten sowie auf Parameter, die für eine Gestaltung erfolgreicher CWS relevant sind. Zudem zeigt die Studie im Kontext der ökologischen Transformation, des demografischen Wandels sowie der Fachkräftegewinnung, Mitarbeiterbindung, der Vereinbarkeit von Beruf und Familie und des Arbeits- und Gesundheitsschutz auf, welche Bedeutung CWS in Deutschland für die Zukunft einnehmen könnten."     "In the studies on labour market change and transformation of employment relations, the growth of new forms of self-employment, including platform work, has raised a broad debate about how to define, classify, and analyse the wide range of positions within the heterogeneous category of self-employed workers. This article analyses the emergent methodologies used in European comparative labour statistics to identify forms of dependency in self-employment. Using the 6th wave of the 2015 European Working Condition Survey and the 2017 ad hoc module on self-employment from the European Labour Force Survey, this article discusses how the representation of dependent self-employment changes by adopting a different operationalization of economic and operational dependency. Findings show how different indicators of dependency change the representation of self-employment in different economic sectors, affecting our understanding of the transformation of working arrangements within self-employment and the boundaries between employment and self-employment."     "Digitale Plattformen sind auf vielen Märkten aktiv und spielen deshalb auch bei Innovationen eine entscheidende Rolle. Sie selbst bringen Innovationen hervor, können aber auch bei den Plattformnutzern und anderen Akteuren des Plattformökosystems Innovationen incentivieren. Plattformen koordinieren und erleichtern Transaktionen zwischen Plattformnutzern. Dadurch können sie schnell auf veränderte Nachfrage und Angebot reagieren sowie die Anzahl an Transaktionen beliebig skalieren. Außerdem haben Plattformen möglicherweise einen höheren Innovationsdruck als andere Unternehmen, weil sie auf Nutzer in besonderem Maße angewiesen sind. Der Zusammenhang zwischen Plattformen und Innovationen wird in dieser Studie aus ökonomischer und rechtlicher Sicht untersucht. Dabei wird insbesondere auf die Typen von Plattformen, die Art der Innovationen im Plattformkontext, die Ziele der Innovationen sowie die Rolle von Regulierung und von Daten eingegangen. Außerdem wird die Entstehung von Innovationen bei Plattformen selbst, ihren Nutzern und im Plattformökosystem analysiert.     "The massive growth of jobs in the platform economy has reignited a long-standing debate on the wage elasticity of labour supply for the self-employed. Overwhelming empirical evidence seems to suggest that workers in the platform economy will work more hours than they wish to, for a lower wage, suggesting a backward-bending labour supply curve. Is this puzzling outcome explained by target earning behaviour or rather by the uncertainty arising from task search? In this paper, we test these hypotheses making use of new data on on-location and online platform workers earning on a piece-rate basis in the EU, exploiting search shocks in a difference-in-differences strategy to reassess the wage elasticity of labour supply. We find that uncertainty in search plays a central role in inflating hours of work, revealing a positive and inelastic wage elasticity for all platform workers. On average, a percentage increase in job search leads to a net loss in income, suggesting that piecework might be an endemic source of demand surplus for monopsonistic markets."     "Since 2016, mobilizations of gig workers across European countries have become increasingly common within location-based services, such as food delivery. Despite remarkable similarities in workers’ mobilization dynamics, their organizational forms have varied considerably, ranging from self-organization, to work councils, to unionization through rank-and-file or longstanding unions. To start making sense of this diversity in organizing practices, we compare two cases of mobilization in the food delivery sector: in Italy, where workers have initially opted for self-organization, and in the UK, where they have organized through rank-and-file unions. Drawing on interview and observational data gathered between 2016 and 2018, we find that the diversity of organizational forms across the two cases derives from the interaction between agential and contextual factors, namely: the capabilities of rank-and-file unions and the political tradition of militant organizing of the environment within which gig workers are embedded. These findings contribute to the emerging debate on labour relations in the gig economy by showing the central role that factors external to the labour process and to the institutional context play in shaping the structuring of labour antagonism in a still lowly institutionalized sector characterized by transnationally homogenous challenges."     "Das Aufkommen der „Plattformökonomie“ bedeutet in vielerlei Hinsicht Herausforderungen für das deutsche System der Arbeitsbeziehungen. Das Unternehmen Uber, das auch in den deutschen Mobilitätssektor drängt, steht stellvertretend für ein Modell, in dem die Arbeit Solo-Selbstständiger über eine Internetplattform an Kundinnen und Kunden vermittelt wird. Würde sich dieses Modell durchsetzen, so entfielen ohne Betrieb und abhängige Beschäftigung die Anknüpfungspunkte für betriebliche Mitbestimmung nach dem Betriebsverfassungsgesetz und Möglichkeiten tarifvertraglicher Regulierung von Beschäftigungsbedingungen. Dieser Beitrag beleuchtet vor diesem Hintergrund ein neu entstehendes Feld Appvermittelter Dienstleistungen – das Ridepooling – genauer, um nachzuzeichnen, wie sich dort „Spielregeln“ der Arbeitsbeziehungen herausbilden. Die feldtheoretische Perspektive des Beitrags nimmt Auseinandersetzungen zwischen unterschiedlich mächtigen Akteuren in den Blick und betont das Zusammenwirken zwischen verschiedenen Feldern. Es zeigt sich, dass es trotz der Dominanz Ubers im wissenschaftlichen und politischen Diskurs zwar nicht zu einer „Uberisierung“ von Organisationsmodellen und Arbeitsbeziehungen in dem Bereich kommt. Allerdings wirken Trends der Desintegration, die schon in den „Herkunftsbranchen“ der Ridepooling-Anbieter zu beobachten sind, im neuen Feld fort und werden durch eine zunehmende Digitalisierung der Beziehungen zwischen Unternehmensteilen und zu den Beschäftigten noch verstärkt."     "We propose a model to evaluate the U.K.'s zero-hours contract (ZHC)- a contract that exempts employers from the requirement to provide any minimum working hours, and allows workers to decline any workload. We find quantitatively mixed welfare effects of ZHCs. On one hand they unlock job creation among firms that face highly volatile business conditions and increase labor force participation of individuals who prefer flexible work schedules. On the other hand, the use of ZHCs by less volatile firms, where jobs are otherwise viable under regular contracts, reduces welfare and likely explains negative employee reactions to this contract."     Abstract

    "We investigate three alternative but complementary indicators of market power on one of the largest online labour markets (OLMs) in Europe: (1) the elasticity of labour demand, (2) the elasticity of labour supply, and (3) the concentration of market shares. We explore how these indicators relate to an exogenous change in platform policy. In the middle of the observation period, the platform made it mandatory for employers to signal the rates they were willing to pay as given by the level of experience required to perform a project, i.e., entry, intermediate or expert level. We find a positive labour supply elasticity ranging between 0.06 and 0.15, which is higher for expert-level projects. We also find that the labour demand elasticity increased while the labour supply elasticity decreased after the policy change. Based on this, we argue that market-designing platform providers can influence the labour demand and supply elasticities on OLMs with the terms and conditions they set for the platform. We also explore the demand for and supply of AI-related labour on the OLM under study. We provide evidence for a significantly higher demand for AI-related labour (ranging from +1.4% to +4.1%) and a significantly lower supply of AI-related labour (ranging from -6.8% to -1.6%) than for other types of labour. We also find that workers on AI projects receive 3.0%-3.2% higher wages than workers on non-AI projects." (Author's abstract, IAB-Doku) ((en))

    "Platform work creates a work model that is both a curse and a blessing for vulnerable labour market segments. Based on research on female precarity, the article expects that remote platform work—so-called crowdwork—could especially attract women who need to combine income and care responsibilities. This article investigates whether women experience more precarity on crowdwork platforms than men, and why their risks differ. It analyses data from a quantitative survey with crowdworkers in Germany and the United States. The results indicate higher precarity risks for women due to care work, which are also indirectly mediated via the employment status. The higher commodification of labour and weaker social infrastructure lead to generally greater precarity risks for platform workers in the United States. The high differences between women and men in Germany underline the gendered nature of labour market dualization and precarization as well as the traditional division of housework.     "Der Beitrag untersucht erstmals empirisch die Ombudsstelle Crowdwork. Dieses paritätisch besetzte Konfliktlösungsgremium ist eine einmalige Form der freiwilligen Regulierung plattformvermittelter Arbeit. Als neue Arbeitsform ist Plattformarbeit bislang wenig reguliert. Gewerkschaftliche Strategien und betriebliche Mitbestimmung greifen in diesem Feld ins Leere. Auf Basis von Interviews mit den beteiligten Akteuren analysiert der Beitrag Entwicklung, Prozesse und Effekte der Ombudsstelle. Es zeigt sich, dass diese effektiv und unabhängig von nationalen Grenzen in der Lage ist, Konflikte zwischen Crowdworkern und Plattformen zu lösen. Über die Behandlung der eigentlichen Konflikte hinaus erweisen sich die Ombudsstelle und der “Crowdsourcing Code of Conduct”, auf dem sie beruht, als Kontext für einen sozialen Dialog, der Kohäsion unter den Beteiligten stiftet. Allerdings ist die Reichweite der Ombudsstelle begrenzt und infolge des selbstverpflichtenden Charakters verfügt sie über keine Sanktionsmöglichkeiten." (Autorenreferat, IAB-Doku)
