Arbeitszeit und Überstunden in Deutschland: Antwort der Bundesregierung auf die Kleine Anfrage der Abgeordneten … und der Fraktion DIE LINKE (2023)

(2023): Arbeitszeit und Überstunden in Deutschland. Antwort der Bundesregierung auf die Kleine Anfrage der Abgeordneten … und der Fraktion DIE LINKE. (Verhandlungen des Deutschen Bundestages. Drucksachen 20/6928 (22.05.2023)), Berlin, 172 S.
Abstract
Labor Market and Wage Developments in Europe 2023 (2023)
Zitatform
(2023): Labor Market and Wage Developments in Europe 2023. (Labour market and wage developments in Europe : annual review), Luxembourg, 138 S.
Abstract
"The Labor Market and Wage Developments in Europe report analyses the labor market from a macroeconomic perspective. This year’s edition discusses the situation and prospects for the EU labor market, which has continued to perform well notwithstanding the economic slowdown and an economic context characterised by persistent uncertainty. The report also reviews recent wage and labor cost developments in the EU and its Member States in the current high-inflation environment. While wage growth has been robust, it has not been sufficient to compensate for the high inflation. At the same time, statutory minimum wage policies have contributed to protecting the purchasing power of minimum-wage earners. Finally, the report examines the developments in working time across the EU, assessing how individual preferences have evolved following the COVID-19 pandemic and discussing the effects of working time policies on workers’ wellbeing and on the broader economic context." Worker Satisfaction and Worker Representation: The Jury Is Still Out (2022)
Zitatform
Addison, John T. & Paulino Teixeira (2022): Worker Satisfaction and Worker Representation: The Jury Is Still Out. (IZA discussion paper / Forschungsinstitut zur Zukunft der Arbeit 15809), Bonn, 32 S.
Abstract
"This paper investigates the relationship between worker job satisfaction and workplace representation, to include works councils as well as local union agencies. The paper marks a clear shift away from the traditional focus on union membership per se because its sample of EU nations have industrial relations systems that diverge markedly from those of Anglophone countries. Our dataset comprises two waves of the European Working Conditions Survey (EWCS). Pooled cross-section data indicate that workers in establishments with workplace representation have less job satisfaction than their counterparts in plants without formal representation. We proceed to upgrade these findings of conditional correlation by constructing a pseudo-panel with cohort fixed effects to take account of unobserved worker heterogeneity. Causality issues are directly tackled using an endogenous treatment effects model to address the possible endogeneity of worker representation. A persistence of our central finding leads us to conclude that, despite the recent evidence of a turnaround in the association between job satisfaction and unionism, it would be premature to conclude that this result can be generalized to continental European nations." Abstract
(Autorenreferat, IAB-Doku)

Individualized work arrangements and socio-economic factors in relation to motivation to continue working: a multilevel study of municipal influences (2022)

Abstract
"This paper introduces a socio-economic perspective on the relationships of idiosyncratic deals (i.e. i-deals) with motivation to continue working beyond retirement. On the basis of work adjustment theory, we expected that i-deals enable employees to engage in innovative behavior and professional development, through which they experience more work engagement, subsequently facilitating higher motivation to continue working. Moreover, on the basis of signaling theory, we introduced two socio-economic factors to explain when i-deals are most effective in the context of the current study among teachers: municipal child population growth and municipal unemployment. A study among 1,210 teachers in the Netherlands was conducted to test the mediation and moderation model. Results show positive indirect relationships of growth i-deals with motivation to continue working through innovative work behavior, professional development and work engagement, while indirect relationships were negative for accommodative i-deals. Moreover, child population growth boosted the relationships of i-deals, while unemployment accentuated the effects of professional development. The study contributes to the literature by showing the importance of socio-economic factors in explaining the relationships of i-deals and individualized HRM."

Abstract
(Autorenreferat, IAB-Doku)

Behringer, Jan, Martin Gonzalez Granda & Till van Treeck (2022): Varieties of the rat race: Working hours in the age of abundance. (ifso working paper 17), Duisburg, 33 S.
Abstract
"We ask why working hours in the rich world have not declined more sharply or even risen at times since the early 1980s, despite a steady increase in productivity, and why they vary so much across rich countries. We use an internationally comparable database on working hours (Bick et al., 2019) and conduct panel data estimations for a sample of 17 European countries and the United States over the period 1983-2019. We find that high or increasing top-end income inequality, decentralized labor relations, and limited government provision of education and other in-kind services contribute to long working hours. Our results are consistent with the hypothesis that upward-looking status comparisons in positional consumption ("Veblen effects") contribute to a "rat race" of long working hours that is more or less pronounced in different varieties of capitalism." Income dynamics in the United Kingdom and the Impact of the Covid-19 recession (2022)

Abstract
"In this paper, we use an employer‐based survey of earnings and hours to set out the key patterns in UK earnings dynamics from 1975 to 2020, with a particular focus on the most recent recession. We demonstrate that (log) earnings changes exhibit strongly procyclical skewness and have become increasingly leptokurtic, and thus less well approximated by a log‐normal distribution, over the period of study. This holds across genders and sectors. Exploiting the long duration of our panel, we then explore the responsiveness of earnings and hours to aggregate and firm‐level shocks, finding ample heterogeneity in the exposure of different types of workers to aggregate shocks. Exposure is falling in age, firm size, skill level, and permanent earnings, and is lower for unionized and public sector workers. The qualitative patterns of earnings changes across workers observed in the Covid‐19 recession of 2020 are broadly as predicted using the previously estimated exposures and size of the shock. Firm‐specific shocks are important for wages given the variation in within‐firm productivity and the patterns of heterogeneity are markedly different than for aggregate shocks." Abstract
Hours and Wages (2022)

Abstract
"We document two robust features of the cross-sectional distribution of usual weekly hours and hourly wages. First, usual weekly hours are heavily concentrated around 40 hours, while at the same time a substantial share of total hours come from individuals who work more than 50 hours. Second, mean hourly wages are nonmonotonic across the usual hours distribution, with a peak at 50 hours. We develop and estimate a model of labor supply to account for these features. The novel feature of our model is that earnings are nonlinear in hours, with the extent of nonlinearity varying over the hours distribution. Our estimates imply significant wage penalties for people who deviate from 40 hours in either direction, leading to a large mass of people who work 40 hours and are not very responsive to shocks. This has important implications for the role of labor supply as a mechanism for self-insurance in a standard heterogeneous-agent incomplete-markets model and for empirical strategies designed to estimate labor supply parameters." Structural change in labor supply and cross-country differences in hours worked (2022)

Abstract
"This paper studies how structural change in labor supply along the development spectrum shapes cross-country differences in hours worked. We emphasize two main forces: sectoral reallocation from self-employment to wage work, and declining fixed costs of wage work. We show that these forces are crucial for understanding how the extensive margin (the employment rate) and intensive margin (hours per worker) of aggregate hours worked vary with income per capita. To do so we build and estimate a quantitative model of labor supply featuring a traditional self-employment sector and a modern wage-employment sector. When estimated to match cross-country data, the model predicts that sectoral reallocation explains more than half of the total hours decrease at lower levels of development. Declining fixed costs drive the rise in employment rates at higher levels of income per capita, and imply higher hours in the future, in contrast to the lower hours resulting from income effects and expansions in tax-and-transfer systems." Reform der Mini- und Midijobs: Verschärft die Ampel-Koalition die Teilzeitfalle? (2022)

Abstract
Abstract
(Autorenreferat, IAB-Doku)

Abstract
"Despite the well-known adverse effects of regular long working hours on workers’ health, well-being and performance, many workers in the EU continue to work beyond their normal hours. Part of this additional working time is classified as overtime. This report takes a comparative overview of how overtime is regulated in the EU Member States, Norway and the United Kingdom, including its definition, the limits on its use and the compensation received by workers for working extra hours. The report assesses the extent of the phenomenon using national-level data, delves into the factors that explain it, and examines the potential consequences for workers and firms. Finally, the report summarises the current debate on the topic, as uncompensated working hours, structural overtime and monitoring of working hours are currently some of the most discussed work-related issues across the EU." Abstract
"In a recent paper, Bick et al. (2022) show the presence of a hump-shaped relationship between hours and hourly wages with a maximum around 50 h worked. We show that a model with fixed labor costs where workers and firms bargain in wages and hours can help explain this non-linear relationship. Also, a quantitative version of the model is able to match the empirical hourly-wage to hours worked relationship estimated by those authors for the US." Abstract
"The worrying combination of the labor market tightness and the wage inflation in the US since the pandemic raises a question on how the business closure orders affected the fragile segments of the labor force and contributed to mounting inflationary wage pressure. We develop a macroeconomic model with heterogeneous labor and a nested CES production function. We estimate the model using the newly collected data from the CPS and the BEA. The recent crisis leads to a contraction in total hours worked, makes wages more volatile, and sustains wage inflation. The model also generates differential effects of the business closure orders on productivity and the labor market in the US. The earning rates and hours responses to the crisis differ by age, skills, and origin of the worker." (Author's abstract, IAB-Doku) ((en))

Does Performance Pay Influence Hours of Work? (2022)
Zitatform
Green, Colin P. & John S. Heywood (2022): Does Performance Pay Influence Hours of Work? (IZA discussion paper 15474), Bonn, 37 S.
Abstract
"A large body of research links performance pay to poorer worker health. The exact mechanism generating this link remains in doubt. We examine a common suspect, that performance pay causes employees to work longer hours in pursuit of higher pay. Using representative data for the UK, we demonstrate that performance pay is associated with more work hours and a higher probability of working long hours. Yet approximately two thirds of these differences reflect worker sorting rather than behavioral change. The remaining influence appears too small to generate the differences in health except for blue-collar occupations that we isolate." (Author's abstract, IAB-Doku) ((en))

Hamermesh, Daniel S. & Jeff E. Biddle (2022): Days of Work over a Half Century: The Rise of the Four-Day Week. (IZA discussion paper 15325), Bonn, 40 S.
Abstract
"We examine work patterns in the U.S. from 1973-2018, with the novel focus on days per week, using intermittent CPS samples and one ATUS sample. Among full-time workers the incidence of four-day work tripled, with 8 million additional four-day workers. Similar growth occurred in the Netherlands, Germany, and South Korea. The rise was not due to changes in demographics or industrial structure. Such schedules are more common among less educated, younger, and white non-Hispanic workers, men, natives, and people with young children; police and firefighters, health-care, and restaurant workers. Based on an equilibrium model, we show that they result more from workers' preferences and/or daily fixed costs of working than production costs. We verify the implication that the wage penalty for four-day work is greater where such work is more prevalent, and we show that the penalty has diminished over time." Hours Constraints and Wage Differentials across Firms (2022)

Labanca, Claudio & Dario Pozzoli (2022): Hours Constraints and Wage Differentials across Firms. (IZA discussion paper 14992), Bonn, 35 S.
Abstract
"Although constraints on hours worked at the firm-level are viewed as an important determinant of firm wages, little direct evidence exists to support this view. In this paper, we use linked employer-employee data on hours worked in Denmark to measure hours constraints and to investigate how these constraints relate to firm wages. We show that firms with stricter constraints pay higher firm-specific wages and that these premiums are concentrated in more productive firms. Starting from these findings we discuss a framework in which hours constraints are motivated by the productivity gains derived from having a more cooperative production process, leading more productive firms to constrain hours and to pay compensating wage differentials." How Reliable are Administrative Reports of Paid Work Hours? (2022)

Abstract
"This paper examines the quality of quarterly records on work hours collected from employers in the State of Washington to administer the unemployment insurance (UI) system, specifically to determine eligibility for UI. We subject the administrative records to four “trials,” all of which suggest the records reliably measure paid hours of work. First, distributions of hours in the administrative records and Current Population Survey outgoing rotation groups (CPS) both suggest that 52–54% of workers work approximately 40 hours per week. Second, in the administrative records, quarter-to-quarter changes in the log of earnings are highly correlated with quarter-to-quarter changes in the log of paid hours. Third, annual changes in Washington’s minimum wage rate (which is indexed) are clearly reflected in year-to-year changes in the distribution of paid hours in the administrative data. Fourth, Mincer-style wage rate and earnings regressions using the administrative data produce estimates similar to those found elsewhere in the literature." (Author's abstract, IAB-Doku) ((en))
