Einkommensverteilung in Deutschland
Laut einer OECD-Studie ist die Einkommensungleichheit in Deutschland seit 1990 erheblich stärker gewachsen als in den meisten anderen OECD-Ländern. Die zunehmende Kluft zwischen Arm und Reich geht vor allem auf die Entwicklung der Löhne und Gehälter zurück. Die OECD empfiehlt, dem steuer- und sozialpolitisch entgegenzuwirken, mehr Menschen in existenzsichernde Beschäftigung zu bringen sowie mehr in die Bildung Niedrigqualifizierter zu investieren.

"Im Folgenden wird ein erster Ansatz für eine ergänzende Modellierung privater Haushalte nach Einkommensdezilen kombiniert mit der Haushaltsgröße auf Basis der Einkommens- und Verbrauchsstichprobe (EVS) des Statistischen Bundesamtes angelegt. Bisher stehen die Jahre 2008, 2013 und 2018 zur Verfügung. Das System ist aber darauf ausgelegt, die EVS 2023, welche gerade noch im Feld ist, zu integrieren. Anders als in der bisherigen Modellierung wird im Folgenden auf die Einkommensunterschiede – insbesondere bei den Bruttoentgelten – Wert gelegt. Dazu wird die Beschäftigtenhistorik (BeH) des Instituts für Arbeitsmarkt- und Berufsforschung (IAB) gezielt ausgewertet: Errechnet werden Bruttoentgeltdezile nach Branchen. Es wird somit ein weiteres Element in die Konsummodellierung und damit in die Beschreibung des Einflusses des Konsums auf Wachstum und Branchenstruktur aufgenommen: Der Strukturwandel zwischen den Branchen und die unterschiedlichen Bruttoentgelthöhen und -verteilungen der Branchen wirken auf die Haushaltseinkommen nach Dezilen und damit auf den Konsum. Der Konsum wird damit strikter sowohl von der Entstehungsseite (u. a. Bruttoentgelt) und der Verwendungsseite (Haushalte und ihre Konsumstrukturen) in die Modellierung eingebunden. Nachdem Kapitel 2 kurz die angestrebte Modellerweiterung beschreibt, befasst sich Kapitel 3 mit der Bruttoentgeltverteilung nach Arbeitnehmer:innen unter Berücksichtigung von Branchenentwicklungen. In Kapitel 4 kommen die Ergebnisse für die Bruttoentgeltverteilung als Einflussgröße für die Fortschreibung der Einkommensverbrauchsstichprobe zum Einsatz. Außerdem werden die übrigen Einkommen ergänzt und die Konsumnachfrage nach Haushaltstypen bestimmt. Schließlich werden Ersparnis und Sparquoten als Resultat abgeleitet. Das fünfte Kapitel prüft anhand von Szenariorechnungen, wie das System auf Veränderungen reagiert. Dazu werden Löhne, Preise und Strukturen verändert sowie ein an ein Klimageld angelegtes Transfereinkommen hinzugefügt. "The ISSP modules usually consist of 60 substantive items plus the additional obligatory standard ISSP background variables. Due to the topic of Social Inequality, the 2019 module deviates a bit from other ISSP modules integrating information on the respondent’s, parents’, and partner’s background into the ISSP source questionnaire. The 2019 survey is the fifth of the Social Inequality modules and partially replicates the previous modules on Social Inequality I (1987), II (1992), III (1999), and IV (2009). ISSP modules are developed over a minimum period of two years during which a multi-national drafting group prepares several questionnaire drafts in accordance with the decisions taken at general assembly meetings. These drafts are circulated to ISSP members for input and feedback. A final version is discussed and signed off at the general assembly meeting prior to the year of fielding. The members of the drafting group for Social Inequality V were France, the Philippines, South Africa (convenor), Sweden, United Kingdom, and Venezuela, with the Netherlands, the convenor of the 2009 module, as co-opted member. The table below outlines the topics and items covered in the module (see first column) and indicates which were new and which were replicated. The ISSP 2019 source questionnaire item numbers are given in the second column. If different, the German questionnaire numbers are included in brackets. The variables in the third column are those of the international ISSP 2019 data set. Former Social Inequality modules’ items and their respective variables are reported in the overview on right-hand side. "Fundamental verknüpft mit der sozialen Marktwirtschaft ist die Vorstellung, dass jeder Mensch unabhängig von seiner Herkunft die Möglichkeit zum sozialen Aufstieg hat und dass es den eigenen Kindern in Zukunft bessergehen soll als den Eltern heute. Erstmals erhobene Daten des Sozio-oekonomischen Panels erlauben für das Jahr 2021 eine aktuelle Auswertung der subjektiven Wahrnehmungen und Einstellungen zur sozialen Mobilität in der Bundesrepublik. Dabei zeigt sich, dass eine deutliche Mehrheit von 84 Prozent der befragten Eltern erwartet, dass es den eigenen Kindern im selben Alter zukünftig gleich gut (36 Prozent) oder besser (48 Prozent) gehen wird. Darüber hinaus sind junge Menschen in der Wahrnehmung ihrer eigenen künftigen Aufstiegschancen Jahre optimistischer als ältere. In der Gesamtbevölkerung erfährt darüber hinaus die Aussage, dass Anstrengung und Fleiß wesentlich für den tatsächlichen Erfolg und sozialen Aufstieg sind, eine besonders hohe Zustimmung: Rund 37 Prozent der Befragten stimmen der Aussage voll und ganz zu, weitere 52 Prozent stimmen der Aussage eher zu. Andere Faktoren wie die familiäre Herkunft, das Geschlecht und Härte gegenüber anderen spielen hingegen eine untergeordnete Rolle in der Wahrnehmung der Aufstiegsfaktoren. "The IAB’s Sample of Integrated Labour Market Biographies (SIAB) and the Socio-Economic Panel (SOEP) are the two data sets most commonly used to analyze wage inequality in Germany. While the SIAB is based on administrative reports by employers to the social security system, the SOEP is a survey data set in which respondents self-report their wages. Both data sources have their specific advantages and disadvantages. The objective of this study is to describe and compare the evolution of wage inequality for these two types of data. For this purpose, different sample restrictions are applied. The comparison without any harmonization of the data shows different levels and trends. "Numerous articles have looked at the connection between adverse birth outcomes (low birth weight or preterm birth) and an individual's later socioeconomic status. To this day very few studies have been conducted that specifically address how delivery and adverse birth outcomes affect families and the homes where children grow up. In this study, I use data from the German Socioeconomic Panel (SOEP) to research the association between adverse birth outcomes and several parental labor market outcomes following childbirth. The analysis indicates that low birth weight and preterm birth are not associated with most of the considered parental labor market outcomes after birth. Initial disparities prior to childbirth account for a large extent of the negative relationship between adverse birth outcomes and labor market outcomes after birth." "This paper examines the impact of labour market and product market reforms on income inequality for 25 OECD countries, using the local projections approach and updates of the reform indicators put together by Duval et al. (2018) until 2020. Our results suggest that both types of (endogenized) reforms cause more income inequality. Consistent with this finding is that counter-reforms lead to less income inequality. However, the inequality-raising effects of reforms occur especially in countries that have below median levels of social spending; in countries where social spending is above the sample median, the effect of reform is mostly statistically insignificant." "The aim of this paper is to apply the Zenga distribution for equivalent disposable income from the last two waves of European Quality of Life Surveys for Germany and France (both for total society and selected socio-economic groups) and to assess the goodness of fit to empirical data. The Zenga distribution has not been used to describe the income distribution in these countries yet. The obtained parameters were assessed for fitting to empirical data using two measures—the Wasserstein-Kantorovich and the Wasserstein-Kantorovich standardized measure. The analysis of the results received allows for the conclusion that the Zenga distribution can fit the income distributions both for small as well as large values. It was also shown that the Zenga distribution fits the data well even with small and very small samples. The article uses a new measure to assess the fit of the distribution to empirical data, based on the Wasserstein-Kantorovich measure assessing the distance between the empirical and theoretical cumulative distribution function. The modification consisted in standardizing the Wasserstein-Kantorovich measure by dividing the field between distributors by the rectangle area, where length is maximum income and width is maximum value of the cumulative distribution function. The proposed measure is not sensitive to extreme values, often found in the analysis of income distribution, and can be applied even in very small samples." Für die Beschreibung der funktionalen Einkommensverteilung wird häufig die Lohnquote, das heißt der Anteil des Arbeitnehmerentgelts am Volkseinkommen, herangezogen. Der Aufsatz erläutert die Berechnungskonzepte und Ursachen für die Entwicklung des Arbeitnehmerentgelts seit 1991. Dabei wird deutlich, dass über einen längeren Zeitraum hinweg der Strukturwandel auf dem Arbeitsmarkt erhebliche Auswirkungen auf die Entwicklung des Arbeitnehmerentgelts hatte. Dargestellt wird zudem die Zusammensetzung und Veränderung der Unternehmens- und Vermögenseinkommen. Diese enthalten auch das Arbeitseinkommen der Selbstständigen, das allerdings nur modellmäßig bestimmt werden kann. "The surprisingly limited literature investigating whether there exists a long-run association between trade liberalization and income inequality finds strong evidence for it. We point out a possible model misspecification due to ignoring the presence of cross-section dependence. Using a panel of 15 EU countries in the 1985–2017 period we show that there is strong evidence for the presence of cross-section dependence. Therefore, we use so-called second-generation procedures (which are robust to cross-section dependence) and find no evidence that trade liberalization and income inequality share a long-run cointegrating relationship in the European Union." "German history over the past 125 years has been turbulent. Marked by two world wars, revolutions and major regime changes, as well as a hyperinflation and three currency reforms, expropriations and territorial divisions, it provides unique insights into the role of country-specific shocks in shaping long-run wealth dynamics. This paper presents the first comprehensive study of wealth and its distribution in Germany since the 19th century. We combine tax and archival data, household surveys, historical national accounts, and rich lists to analyze the evolution of the German wealth distribution over the long run. We show that the top 1% wealth share has fallen by half, from close to 50% in 1895 to 27% today. Nearly all of this decline was the result of changes that occurred between 1914 and 1952. The interwar period and the wealth taxation in the aftermath of World War II stand out as the great equalizers in 20th century German history. After unification in 1990, two trends have left their mark on the German wealth distribution. Households at the top made substantial capital gains from rising business wealth while the middle-class had large capital gains in the housing market. The wealth share of the bottom 50% halved since 1990. Our findings speak to the importance of historical shocks to the distribution and valuations of existing wealth in explaining the evolution of the wealth distribution over the long run." Diese Studie zeigt basierend auf administrativen Daten aus Deutschland und einem mit Matching kombinierten Differenz-von-Differenzen-Ansatz, dass die individuellen Kosten eines Arbeitsplatzverlustes stark von der Tätigkeitsorientierung des regionalen Strukturwandels abhängen. Personen aus manuellen routine-intensiven Berufen haben nach einer Entlassung wesentlich höhere und lang anhaltende Beschäftigungs- und Lohnverluste in Regionen, in denen der Rückgang dieser Berufe am stärksten ausgeprägt ist. Regionale und berufliche Mobilität dienen teilweise als Anpassungsmechanismen, sie sind jedoch mit hohen Kosten verbunden, da diese Wechsel auch Verluste bei unternehmensspezifischen Lohnaufschlägen mit sich bringen. "Die Ampel-Koalition plant die Abschaffung der Lohnsteuerklassenkombination III und V für Ehepaare. Dadurch sollen die hohen Lohnsteuerbelastungen von zweitverdienenden EhepartnerInnenn in der Steuerklasse V vermieden werden. Bei der dann geltenden Lohnsteuerklassenkombination IV/IV sinken die Grenz- und Durchschnittsbelastungen von Zweitverdiensten erheblich, die Belastungen der Erstverdienste steigen dagegen. Zu hohe Lohnsteuerzahlungen gegenüber der gemeinsamen Einkommensteuerveranlagung können vermieden werden, wenn EhepartnerInnen eine Besteuerung entsprechend ihres Anteils an der gemeinsamen Einkommensteuer beantragen (Faktorverfahren). Ergänzend könnte ein automatischer gemeinsamer Lohnsteuer-Jahresausgleich angeboten werden. Spürbare Beschäftigungswirkungen dieser Maßnahmen sind nur zu erwarten, soweit Paare ihre Erwerbsentscheidungen von den laufenden Lohnsteuerbelastungen und nicht von der letztlich maßgeblichen Steuerbelastung im Rahmen der gemeinsamen Einkommensteuer abhängig machen. Dies ist allerdings unsicher und schwer abzuschätzen, da es hierfür nur wenig empirische Evidenz gibt. Die Reform der Lohnsteuer sollte längerfristig um eine Reform des Ehegattensplittings ergänzt werden, vor allem bei hohen Einkommen und hohen Einkommensteuervorteilen durch das Ehegattensplitting." "Seit Mitte des 20. Jahrhunderts nimmt die makroökonomische Bedeutung von Immobilienvermögen in vielen Ländern zu. Ins Blickfeld rückt damit auch die Verteilung des Immobilienvermögens und ihr Einfluss auf die Vermögens- und Einkommensungleichheit. In unserem Beitrag beleuchten wir zunächst die langfristige Entwicklung von Immobilienpreisen, Eigentümerquoten und Vermögenskonzentration und blicken dabei tendenziell mit einer gleichmäßigeren Vermögensverteilung einher. In Deutschland hat der Preisanstieg der letzten zehn Jahre dazu geführt, dass der Abstand zwischen der Immobilien besitzenden reicheren Hälfte der Bevölkerung und der ärmeren Hälfte zunimmt. Anschließend zeigen wir, dass das Immobilienvermögen und Mieteinkommen jeweils ca. ein Drittel der Vermögens- und Einkommensungleichheit ausmachen. "Die Ungleichheit der monatlichen Bruttoerwerbseinkommen der Beschäftigten in Deutschland ist laut Sozio-oekonomischem Panel (SOEP) zwischen 1993 und 2003 signifikant gestiegen und stagniert seit 2008 auf relativ hohem Niveau. Wie dieser Bericht zeigt, liegt der Anstieg weniger an einer höheren Ungleichheit der Stundenlöhne, sondern daran, dass diese zunehmend mit der Arbeitszeit korrelieren: Beschäftigte mit hohen Stundenlöhnen arbeiten im Vergleich zu Beschäftigten mit geringen Stundenlöhnen heute mehr als früher. Dies gilt vor allem für zwei Gruppen, deren Anteil an der Arbeitsbevölkerung in den letzten Jahren deutlich zugenommen hat: erwerbstätige Frauen und Beschäftigte im Dienstleistungssektor. Hätten die Beschäftigten nicht die tatsächliche, sondern ihre individuell gewünschte Arbeitszeit realisieren können, wäre der Anstieg der Ungleichheit moderater ausgefallen. "This paper evaluates the effects of the newly introduced German minimum wage on the distribution of hourly wages and hours worked. The study is based on the German Structure of Earnings Survey (GSES), the only large scale data set for Germany that includes information on hourly wages and hours worked. We provide a full distributional analysis based on counterfactual distributions that would have prevailed, had the minimum wage not been introduced. Our results suggest that its introduction almost eliminated wage rates below its threshold and, depending on the specification considered, led to spill-over effects up to 20 percent above it. We show that inequality in hourly wages fell between 2014 and 2018, but that the long-term trend of rising inequality would already have been stopped after 2014 without the minimum wage. Abstract
"In recent decades, many affluent democracies moved from traditional welfare states to workfare systems. Meanwhile, income inequality developed differently across countries, even when they made apparently similar shifts from welfare to workfare. It is a matter of debate why welfare state change had such heterogeneous consequences across countries. This article proposes that different incentives to take up low-wage work set by tax reforms in the wake of welfare-to-workfare transitions alter consequences on inequality in the lower half of the income distribution. To support this argument, we contrast the trends between the U.S. and Germany. The German and U.S. tax systems were used in very different ways to incentivize low-wage work. The U.S. provided strong incentives to take up low-wage, high-hour work through refundable tax credits. They act as in-work subsidies and represent an enormous public income support program. In contrast, in Germany, payroll taxes were reduced for marginal employment. These jobs were intended to serve as a stepping stone to full employment. Germany aimed to reduce barriers to labor market entry, but did not increase subsidies for those working higher hours in low-wage jobs. We hypothesize that the German path led to increased income inequality within the lower half of the income distribution, whereas the large U.S. tax-based subsidies in the U.S. significantly counteracted it. Decompositions of unconditional quantile regressions based on the SOEP and the CPS-ASEC for 1992 and 2014 strongly support these assumptions. Households with no labor market integration lost ground with the workfare reforms in both countries, increasing inequality in the lower half. However, U.S. households that conformed to the new workfare system by taking low-wage jobs received additional after-tax income through tax cuts and credits. This additional income of the beneficiary households increased the percentile values between the 10th and 30th percentiles by about 6 per cent, thus reducing income inequality in the lower half. Germany, on the contrary, lacked such compensatory subsidies for compliant households. Thus, increased take-up of low-wage work was associated with an increase in income inequality in the lower half. We conclude that tax systems are important in understanding why the shift towards workfare was associated with heterogeneous trends in income inequality across countries." Eine Repräsentativumfrage unter 2 000 Bürger*innen legt nahe, dass die Befragten eine sehr heterogene Wahrnehmung der Sozialen Marktwirtschaft haben. Während eine Mehrheit von 49% an soziale Aspekte wie Fairness, Verteilung und soziale Absicherung denkt, assoziieren 34% marktwirtschaftliche Prozesse und 11% Wohlstand und Fortschritt mit der Sozialen Marktwirtschaft. 12% der Befragten hegen ausgeprägt negative Einstellungen gegenüber der deutschen Wirtschaftsordnung, und 11% können diese mit keinem konkreten Thema assoziieren. "This paper shows that the choice of inequality measure has a first-order impact on estimated empirical relationships. Depending on the particular inequality measure chosen, the estimated role of inequality in the transmission channels to economic growth varies and is therefore difficult to pin down with confidence. We run our analyses with six inequality measures (Gini coefficients and Top10 income shares). All six are measured consistently over time and across countries but based on distinct definitions of income—giving rise to measurement uncertainty. Differences in measurement within the set of Gini coefficients and the Top10 income shares exert a significant impact on the estimated relationships, which is generally more pronounced than the effect of switching between Gini and Top10 income shares. Finally, we show that the distinction between short- and long-run effects of inequality also becomes empirically less relevant when we allow for measurement uncertainty. Eine Untersuchung unter Studierenden, die neben ihrem Studium arbeiten, zeigte, dass Studentinnen im Durchschnitt etwa 6% weniger verdienen als Studenten. Nach Berücksichtigung verschiedener entlohnungsrelevanter Faktoren verringert sich die Lücke auf 4,1%.
