"Die Arbeitswelt befindet sich derzeit in einem großen Wandel. Digitalisierung, Fachkräftemangel und Vereinbarkeit von Beruf und Familie treiben diesen stetig voran, um nur ein paar der gegenwärtigen Herausforderungen zu nennen. Das Alleinverdienermodell in Familien scheint zunehmend ausgedient zu haben, Pflege und Sorgearbeit müssen daher mit Erwerbsarbeit in Einklang gebracht werden. Doch noch immer arbeiten mehr Frauen in Teilzeit als Männer, sie übernehmen oftmals auch den größeren Anteil an Sorgearbeit und Pflege in den Familien. Wie wirken sich diese Veränderungen und Anforderungen auf die Wahrnehmung der Arbeitsbedingungen bei Frauen und Männern aus? Die vorliegende Studie zeigt, dass vor allem Frauen mit Kindern die Vereinbarkeit von Beruf und Familie als äußerst wichtiges Arbeitsmerkmal erachten. Gleichzeitig bewerten vor allem Frauen ohne Kinder ihre Arbeitsbelastungen als hoch. Der Beitrag ergänzt die aktuelle Debatte um eine moderne Arbeitswelt, die den geänderten Bedürfnissen der Arbeitnehmer:innen gerecht wird. Nur in wenigen Ländern Europas ist die Erwerbsbeteiligung insgesamt und insbesondere von Frauen so hoch wie in Deutschland. Frauen und Männer sind unterschiedlich in den verschiedenen Formen der Erwerbstätigkeit vertreten: Rund zwei Drittel der Selbständigen sind Männer. Die sozialversicherungspflichtig Beschäftigten sind zu über der Hälfte männlich. Bei den Beamten sind Frauen und Männer je zur Hälfte vertreten und Minijobs sind nach wie vor eine Frauendomäne." "This annual publication provides details of taxes paid on wages in OECD countries. This year’s edition focuses on fiscal incentives for second earners in the OECD and how tax policy might contribute to gender gaps in labor market outcomes. For the year 2023, the report also examines personal income taxes and social security contributions paid by employees, social security contributions and payroll taxes paid by employers, and cash benefits received by workers. It illustrates how these taxes and benefits are calculated in each member country and examines how they impact household incomes. The results also enable quantitative cross-country comparisons of labor cost levels and the overall tax and benefit position of single persons and families on different levels of earnings. The publication shows average and marginal effective tax rates on labor costs for eight different household types, which vary by income level and household composition (single persons, single parents, one or two earner couples with or without children). The average tax rates measure the part of gross wage earnings or labour costs taken in tax and social security contributions, both before and after cash benefits, and the marginal tax rates the part of a small increase of gross earnings or labour costs that is paid in these levies." "Objective: This study investigates whether the normalization of the use of the family-friendly workplace policy flexiplace in the organization affects men's adjustments in working hours following their transition to fatherhood. Background: Men's stable full-time employment after childbirth remains to be a barrier to the equal distribution of care and paid work. Recent research suggests that state family policies promoting dual-earner/dual-carer family models can involve new norm setting of active fatherhood, albeit so far with only modest consequences for fathers' working hours. Unclear is, however, whether family-friendly workplace policies, such as flexiplace, and involved organizational policy feedback are of complementary importance. Method: We estimated fixed-effects regression analyses on men's adjustments in actual and contracted hours after a transition to fatherhood. Analyses are based on linked employer-employee panel data (2012/13; 2014/15; 2018/19) from large German work organizations, considering a random sample of 1,687 men in 131 work organizations. Results: Findings revealed that the normalization of using flexiplace in the work organization was associated with a reduction in men's overall working hours as well as marginal adjustments in their contracted hours after transitioning to fatherhood. Conclusion: Although a normalization of flexiplace is more likely in demanding workplace contexts, men experience at least some leeway in adjusting extensive temporal investments to cater to private demands." "Different strands of research analyse gender occupational differences and how they relate to differential earnings, especially among parents juggling family demands. We use rich data from PIAAC across a subset of European countries and match occupational characteristics to individuals’ jobs using the O*NET database to analyse, first, whether there are gender differences in the occupational characteristics of jobs, particularly among parents, and second, whether the return to key occupational characteristics varies by gender. Compared to men, women’s jobs generally require more contact with others, less autonomy in decision-making, and less time pressure. In addition, positions held by mothers involve both less leadership expectations and less intensive use of machines than those held by fathers. Further, mothers receive a lower return to both of these occupational characteristics than fathers do. Finally, even though gaps in occupational characteristics such as leadership jointly with the differential sorting of mothers and fathers across sectors explain part of the gender wage gap in Oaxaca–Blinder decomposition models, especially in Continental Europe, a large share remains unexplained particularly in Eastern and Southern European countries." "Women's employment rates and wages are still lagging those of men across OECD countries, with average employment and wage gaps now around 15% and 12% respectively. Gaps narrowed at a relatively modest pace over the past decade, calling for further policy action. A lack of affordable high-quality childcare is often an obstacle to women's participation in the labor market and notably to working full time. A very unequal sharing of parental leave between parents and challenges upon return to work further hampers women's careers. Biases in the tax system may discourage women from working in some countries. Women face disadvantage in accessing management positions and entrepreneurship. A range of policies can help reduce gender gaps, including better childcare provision, incentivizing parents to better share parental leave, re-skilling and upskilling on return from parental leave, encouraging gender equality within firms, integration programs for foreign-born women, promoting women entrepreneurship and financial inclusion, and levelling taxation for second earners. "A well-known stylized fact about the US labour market is the behaviour of the female-to-male unemployment gap over the business cycle – in downturns, female unemployment rises at a slower pace than male unemployment, which reduces the gap between the genders; in upturns, the reverse is observed: men’s unemployment falls faster than women’s, thus rendering the gap pro-cyclical. In this paper, we model the labour market under a Diamond-Mortensen-Pissarides framework where the labour supply consists of women and men, who differ in their equilibrium (Nash) bargaining agreement over the match’s surplus. "Der österreichische Arbeitsmarkt ist durch eine starke Geschlechtersegregation geprägt, die sich dadurch charakterisiert, dass Frauen andere, häufig schlechter bezahlte Berufe ausüben als Männer und in hohem Ausmaß Teilzeit arbeiten, wenn sie Kinder haben, mit der Folge, dass sie weniger verdienen und auch geringere Pensionen beziehen werden. Diese Geschlechterunterschiede sind in der einschlägigen Literatur vielfach beleuchtet und zeigen Benachteiligungen von Frauen gegenüber Männern am Arbeitsmarkt auf. Demgegenüber lässt sich für den österreichischen Arbeitsmarkt eine höhere Arbeitslosigkeit der Männer gegenüber den Frauen beobachten. Forschungsbefunde deuten zudem darauf hin, dass Frauen ein beruflicher Wiedereinstieg leichter gelingt als Männern. Obwohl diese Geschlechterunterschiede in vielen Evaluierungen der aktiven Arbeitsmarktpolitik für Österreich gefunden wurden, wurden sie bisher nicht systematisch untersucht. Dementsprechend fehlen auch (empirisch gesicherte) Erklärungsansätze. An diese Forschungslücke knüpft die vorliegende Publikation an. Sie basiert auf einem breit angelegten Forschungsprojekt und verfolgt das Ziel, Geschlechterunterschiede beim beruflichen Wiedereinstieg systematisch zu beleuchten und Erklärungsansätze für diese empirisch zu prüfen." "Gender theories agree that the role played by women and men's employment status in the prediction of union dissolution depends on the level of gender equality in the society. Given its strong regional differences, Italy represents an excellent laboratory to study how variations in gender contexts influence the gendered relationship between employment status and union dissolution. We measured regional gender equality by means of an index comprising equality in three spheres: the labor market, the family, and the welfare context. By applying discrete-time event history models to nationally representative data, we estimated the probability of union dissolution for jobless and employed men and women across regions. Our results showed that, as contextual gender equality increases, differences by employment status diminish, and gender differences in the relationship between employment status and union dissolution virtually disappear - even in a country considered 'traditional' in terms of family and gender dynamics." "Based on panel data from the German Socio-Economic Panel (SOEP) for the years 1998 to 2018, we investigate the association between paternal childcare and parental economic well-being after separation in Germany. Referring to the post-separation year, we explore a sample of 176 separated couples with resident mothers and nonresident fathers, where fathers differ in their childcare involvement during weekdays. We propose equivalized annual net household income after exchange of alimony and child maintenance payments among the ex-partners as a novel indicator of parental economic well-being. Our study reveals the importance of considering both paid and received alimony, and child maintenance payments in analyzing post-separation economic well-being. Fathers’ childcare engagement during weekdays is not significantly associated with maternal post-separation income. Resident mothers take up the major or even full childcare burden. On the other hand, fathers with non-zero childcare hours manage to combine some paternal engagement with intensified employment. Mothers, however, fail to gain substantial ground on the labor market, which is unlikely to be due to differences in human capital, but rather due to persistently high maternal childcare involvement. We conclude that neither high levels of own resources, nor receiving help with childcare during the week shield resident mothers from economic deterioration after separation." "This paper explores the gender gap in time allocation in European countries, offering a comparison of the 2000s and the 2010s, along with an explanation of the documented gender gaps, based on social norms and institutional factors. The results show that the gender gap in both paid and unpaid work has decreased in most countries, but with a significant level of cross-country heterogeneity in the size of the gender gaps. More traditional social norms are related to greater gender inequalities in paid and unpaid work, while countries with better family-friendly policies and a greater representation of women in politics and in the labour market exhibit smaller gender inequalities. This paper provides a comprehensive analysis of gender gaps in Europe, and attempts to monitor the progress towards the elimination of gender inequalities. Despite that some degree of gender convergence in paid and unpaid work has taken place, there remain inequalities in the distribution of labour in European countries, and possible solutions may be related to social norms and family-friendly policies." "This paper examines institutional change in father-specific leave - a centre-piece of the EU's work-life balance directive (WLBD) - from the perspective of gradual institutional change. The WLBD, a highly contentious directive, represents a litmus test for the possible impact of the European pillar of social rights (EPSR), on welfare state institutions, which are responsible for the organisation, financing and delivery of social rights in member states. The analysis comprises in-depth case studies in Denmark, Germany, France and Poland, with different combinations of family and parental leave policies prior to the WLBD. The findings reveal that the EU's directive is leading to convergence in paternity leave, but to divergence in parental leave. Our study is important because it shows that even if EU directives in social policy in principle can lead to upwards social convergence across the EU, when they are relatively weak in terms of precise constraint, for instance, for the level of remuneration for leave, this leads to differentiated integration. This could undermine the very purpose of the EPSR, which seeks to improve social rights for all citizens across the EU. Similar dynamics are likely to be present in other areas at the welfare state-labor market nexus, such as minimum wages or platform work, where the EU is also developing regulation under the auspices of the EPSR." "This article investigates how mothers' and fathers' daily time use changed across social classes from 1990 to 2013 in Germany. In the 2000s, Germany's adherence to the male breadwinner model was eroded by labor and family policy reforms typical of the adult worker model, which assumes individual self-sufficiency. The implications for gender and class inequality have been heatedly discussed. Drawing on the German Time Use Survey, I find that gender equality in the division of labor is greatest among full-time dual-earner couples with standard schedules. The prevalence of this pattern increased among the middle- and upper-class in historically conservative western Germany, but declined across classes in formerly socialist eastern Germany. In parallel, nonstandard work patterns and dual-joblessness gained in importance among lower-class couples, particularly in eastern Germany. "This article uses a novel experimental approach to measure whether men and women actually differ in their gender role attitudes. Recent research has shown that operationalizing gender role attitudes on a unidimensional scale ranging from “egalitarian” to “traditional” is problematic. Instead, their multidimensionality must to be taken into account. Similarly, an ideal measurement tool should consider that gender norms are applied conditionally, i.e., extensive information on the situational context must be provided. In this article, both preconditions are met by using a multifactorial survey experiment. The vignettes used in the survey experiment contain extensive contextual information on fictional couples' division of paid and unpaid work. In addition, the experimental variation of this information (e.g., the vignette persons' gender, the presence and age of children, and the partners' shares of paid and unpaid work) allows to disentangle the different dimensions that may influence (different) gender role attitudes of men and women. "Seit der Einführung des Elterngeldes im Jahr 2007 steigt der Anteil von Vätern, die nach der Geburt eines Kindes ihre Erwerbstätigkeit unterbrechen. Dieses stärkere Engagement der Väter geht auch mit einer schnelleren Arbeitsmarktrückkehr von Müttern einher. Paarinterne Aufteilungsmuster zeigen allerdings, dass bei vielen Ehepaaren nach wie vor nur die Mutter ihre Erwerbstätigkeit unterbricht, während der Großteil der Väter keine Elternzeit nimmt. Wenn Väter ebenfalls unterbrechen, dann vorrangig für maximal zwei Monate. Die vorgelegten Befunde machen insgesamt deutlich, dass verheiratete Paare in Deutschland nach wie vor weit davon entfernt sind, Sorge- und Erwerbsarbeit gleich aufzuteilen." "Employment among mothers has been rising in recent decades, although mothers of young children often work fewer hours than other women do. Parallel to this trend, approval of maternal employment has increased, albeit not evenly across groups. However, differences in attitudes remain unexplored despite their importance for better understanding mothers’ labour market behaviour. Meanwhile, the employment of fathers has remained stable and attitudes towards paternal employment do not differ as much as attitudes towards maternal employment do between socio-economic groups. This paper examines attitudes towards maternal and paternal employment. It focuses on Germany, drawing on data from the German Family Demography Panel Study (FReDA). The survey explicitly asks whether mothers and fathers should be in paid work, work part-time or full-time, presenting respondents with fictional family profiles that vary the youngest child’s age. Unlike previous studies, the analysis compares the views of respondents with different origins: West Germany, East Germany, immigrants from different world regions, and second-generation migrants in West Germany. The results highlight remarkable differences between respondents from West and East Germany, with the former group displaying strong approval for part-time employment among mothers and fathers of very young children and the latter group reporting higher approval for full-time employment. Immigrant groups are far from homogenous, holding different attitudes depending on their region of origin. Taken together, the results offer a nuanced picture of attitudes towards maternal and paternal employment. We discuss these findings in relation to labour markets participation in Germany." "Purpose: The article investigates whether and to what extent outsiderness is gendered in Western Europe, both in terms of its spread and degree. It thus explores which male and female post-Fordist social classes are more exposed to the risk of this phenomenon. It also scrutinizes whether such a gendered characterization has varied over time and across clusters of Western European countries. Design/methodology/approach Relying on a comparative analysis of the data provided by the European Social Survey (ESS) dataset and comparing two points in time –the early/mid-2000s and the late 2010s – the work provides both a dichotomous and continuous variable of outsiderness, which measure its spread and degree in the female and male workforces of a pooled set of growth models. Findings The empirical analysis shows that outsiderness is profoundly gendered in Western Europe and thus a feminized social phenomenon. However, the comparative investigation highlights that outsiderness has been genderized in diverse ways across the four growth models. Different patterns of gendered outsiderness can be identified. Originality/value The article provides a comparative and diachronic analysis of outsiderness from a gender lens, putting into a mutual dialogue different literature on labour market, and shows that outsiderness represents a key analytical dimension for assessing gender inequalities." "The instability of fathers’ co-residence with children has become an increasingly prevalent experience for U.S. families. Despite long-standing scholarship examining the relationship between fatherhood and wage advantages, few studies have investigated how variation in fathers’ stable co-residence with a child may produce temporal changes in the wage premium over the life course. Building on prior explanations of the fatherhood wage premium, I test if the wage premium grows with time since the birth of a resident child and if the premium depends on fathers’ co-residence with a child. I use marginal structural models with repeated outcome measures and data from 4060 men in the National Longitudinal Survey of Youth 1979 to assess the cumulative influence of co-residential biological fatherhood on wages. I find that each year of residential fatherhood is associated with a wage gain of 1.2 percent, while the immediate wage benefit to residential fatherhood is minor. Thus, the fatherhood premium is better understood as an unfolding process of cumulative advantage rather than a one-time bonus. Furthermore, the wage premium ceases to accumulate once fathers lose co-residential status with a child, which highlights the contingency of the premium on stable co-residence. Together, these findings shed light on one pathway through which family (in)stability—a phenomenon fundamentally embedded in individual life experiences—stratifies men’s wages across the life course." "Occupational sex segregation persists in part because men seldom enter female-dominated occupations. Whereas programs providing women with gender-atypical learning experiences aim to increase female representation in male-dominated domains, similar programs for men—despite their potential to counteract the prevailing lack of men in female-dominated occupations—are rare. In this paper, I investigate whether men’s gender-atypical learning experiences affect their likelihood of entering female-dominated occupations by studying the effect of participation in Germany’s civilian service. The civilian service offered a social-sector alternative to compulsory military service, and its suspension in 2011 induced exogenous variation in men’s gender-atypical learning experiences. Combining register data from Germany’s social security system with data from the German Microcensus shows that men’s likelihood of entering the labor market in female-dominated occupations declined by about 21 percent when the civilian service was suspended. Scaling the estimate by participation in the civilian service indicates that having completed the civilian service increased men’s likelihood of entering female-dominated occupations by about 12 percentage points. This illustrates that programs exposing men to gender-atypical learning experiences can promote occupational integration and could “unstall” the gender revolution." "Fragestellung: Diese Studie untersucht, wie die beruflichen und familialen Anforderungen und Ressourcen mit den wahrgenommenen Konflikten zwischen Familie und Beruf deutscher Väter zusammenhängen. Hintergrund: Die steigenden Erwartungen an mehr familienbezogenes Engagement bei anhaltend zentraler Bedeutung der Erwerbstätigkeit im männlichen Lebensverlauf stellen Väter vor die Herausforderung, diese Lebensbereiche miteinander zu verbinden. Die meisten Studien zur Vereinbarkeit von Familie und Beruf konzentrieren sich jedoch nach wie vor auf Mütter und untersuchen Konflikte zwischen Beruf und Familie (work-to-family) sowie zwischen Familie und Beruf (family-to-work) getrennt. Methode: Zunächst haben wir mit Hilfe einer Clusteranalyse eine Typologie aus vier Gruppen ermittelt, die je unterschiedliche Ausprägungen der work-to-family- und family-to-work-Konflikte haben. Anschließend haben wir den Zusammenhang mit relevanten beruflichen und familialen Anforderungen und Ressourcen in einer multinominalen logistischen Regression von 5.226 deutschen Kernfamilien mit mindestens einem Kind unter 18 Jahren mit analysiert. Ergebnisse: Unsere Ergebnisse zeigen, dass der größte Anteil der Väter (38,2 %) angab, hauptsächlich von der Arbeit unter Druck gesetzt zu werden (= work-to-family-Konflikte überwiegen), 19,8 % hauptsächlich von der Familie (= family-to-work-Konflikte überwiegen). Weitere 13,4 % gaben an, Druck aus beiden Richtungen zu spüren; nur 28,6 % der Väter gaben an, mehr oder weniger frei von Konflikten zu sein. Die Ergebnisse der multinominalen logistischen Regression deuteten darauf hin, dass lange Arbeitszeiten, familienunfreundliche Arbeitsanforderungen und langes Pendeln mit den Konflikten zwischen Beruf und Familie oder doppelten Konflikten der Väter in Zusammenhang stehen. Je höher der Umfang der geleisteten Stunden an Kinderbetreuung unter der Woche und je besser die Paar- und Familienbeziehung erachtet wird, desto geringer die Wahrscheinlichkeit, dass Väter Konflikte zwischen Beruf und Familie oder Konflikte in beide Richtungen erlebten, ohne die Wahrscheinlichkeit von family-to-work-Konflikten zu erhöhen. Darüber hinaus stehen ein höheres Familieneinkommen und eine nicht erwerbstätige Partnerin in negativem Zusammenhang mit den Konflikten zwischen Familie und Beruf bei den Vätern. Schlussfolgerung: Diese Ergebnisse haben starke Implikationen für die Praxis der Familienbildung und Familienberatung sowie der Familienpolitik, die Väter in ihrer schwierigen Position zwischen Arbeits- und Familienpflichten besser unterstützen sollten." "This article contributes to the literature on persistent gender inequalities in the labour market by investigating gender role attitudes in Germany and their association with labour market behaviour. Based on the German Panel Study ‘Labour Market and Social Security’ (PASS), longitudinal analyses are applied to examine the influence of gender role attitudes and the household context on various employment states. The results reveal that gender role attitudes are crucial for labour market behaviour and that there are differences among women and men in different household contexts. Whereas single men and women do not differ significantly in their employment probabilities, women in couple households are less active in the labour market than their male counterparts. Furthermore, differences in employment are largest in couples with children. "Dieser Beitrag geht der Frage nach, wie sich die tatsächliche Arbeitszeit von Müttern und Vätern verändert, wenn sie die Möglichkeit erhalten, im Homeoffice zu arbeiten. Ausgehend von der Principle-Agent-Theorie, der sozialen Austauschtheorie und der Work/Family-Border-Theorie wurde mit längsschnittlichen Daten des deutschen Beziehungs- und Familienpanels (pairfam) geprüft, ob eine Veränderung der tatsächlichen Arbeitszeit zu beobachten ist, wenn die Möglichkeit besteht, im Homeoffice zu arbeiten. Um mögliche Selektionseffekte auszuschließen, wurden sowohl konventionelle Fixed-Effects- als auch Fixed-Effects-Individual-Slope-Modelle zur Schätzung des Effekts vom Zugang zu Homeoffice auf die Arbeitszeit von Vätern und Müttern verwendet. Bei Vätern sind die geschätzten Zusammenhänge zwischen dem Zugang zum Homeoffice und der tatsächlichen Arbeitszeit klein und statistisch nicht signifikant. "Gender inequalities in paid and unpaid work are well documented, but patterns of advantage or disadvantage in further job-related training have been less explored. Previous cross-sectional studies indicate gender differences in further training, with lower participation rates and shorter training sessions for women, especially mothers. Based on the National Educational Panel Study for Germany (adult cohort, 2008–2020), this study is the first to examine gendered parenthood effects on participation in non-formal further job-related training using panel analyses. The results from fixed-effects regressions provide evidence of parenthood training penalties that are particularly pronounced for mothers and in the first years after childbirth. While fatherhood training penalties are mostly explained, motherhood gaps remain robust when accounting for a large number of time-varying characteristics. The results point towards further relevant changes in mothers’ aspirations or employer support. "Objective: This study investigates how flexitime and flexiplace moderate the consequences of transitions to parenthood for time-based work-to-family conflicts for women and men, and whether the normalisation of their use in organisations additionally contributes to reducing work-to-family conflicts. Background: Although flexible working has been described as a resource for better aligning demands in the domains of work and family, the findings of previous - mainly cross-sectional – research on its consequences for work–family conflict are inconsistent. Method: Individual fixed effects analyses were conducted using linked employer-employee panel data for 1,973 partnered men and 1575 partnered women in 132 large work organisations in Germany. Results: Time-based work-to-family conflicts after transition to parenthood increased for men but decreased for women. This can be explained by women reducing their working hours. However, work-to-family conflicts remained rather stable despite of the transition to parenthood among women who used flexitime. This can partly be explained by their weaker work-to-family conflicts already before the transition as well as to adjustments in work investments being less common among them. There is some evidence that the normalisation of flexitime and flexiplace in the organisation is associated with fewer work-to-family conflicts among women and men. Conclusion: Flexitime seems to be not an additional but an alternative resource to decrease the likelihood of more frequent time-based work-to-family conflicts after transition to parenthood among women. "Objective: This study investigates the extent to which employed mothers and fathers scale back on working hours or job pressures in response to work-to-family conflicts (WFC). Background: Drawing on the concept of adaptive family strategies, it is assumed that WFC is an antecedent to a reduction in work demands. Considering partners’ gender ideology net of other resources and characteristics, we can expect to see gender differences in the adoption of this strategy. Relatively little research has been conducted on associations among WFC, gender ideology, gender, and work-related coping strategies. Method: We use six waves of the German Family Panel (pairfam, release 11.0), covering the survey years 2012-2019, to examine the effect of WFC and gender ideology on employed mothers’ and fathers’ work-related coping strategies (N=791 mothers and N=1292 fathers). OLS regression is used to estimate the effect of WFC at and gender ideology on changes in job pressure and working hours between and. Results: Parents who experience WFC are more likely to reduce their job pressure and less likely to scale back on working hours. Gender differences in the reaction between mothers and fathers on WFC only occur in connection with traditional gender ideology. "Would countercyclical fiscal policy during recessions improve or worsen the gender employment gap? We answer this question by exploring the state-dependent impact of fiscal spending shocks on employment by gender in the G-7 countries. Using the local projection method, we find that, during recessions, a positive fiscal spending shock increases female employment more than male employment, contributing to gender employment equality. Our findings are driven by disproportionate employment changes in female-friendly industries, occupations, and part-time jobs in response to fiscal spending shocks. The analysis suggests that fiscal stimulus, particularly during recessions, could achieve the twin objectives of supporting aggregate demand and improving gender gaps." Allerdings ist es in allen Dimensionen immer noch weit hinter den besten europäischen Ländern zurück. Vor allem hat sich die Anzahl der Frauen in Führungspositionen in Politik, Wirtschaft und Unternehmen kaum vergrößert. Auch in der unbezahlten Fürsorge und in der tertiären Bildung gibt es großen Handlungsbedarf. Bei den Indikatoren zu Gewalt gegen Frauen schneidet Deutschland im Vergleich zu allen anderen Indikatoren besonders schlecht ab, obwohl die wirtschaftlichen Kosten hier hoch sind. Die vorhandene Kluft zwischen den Geschlechtern könnte mit falschen Anreizsystemen, Glaubenssätzen und Sexismus zusammenhängen. This article applies fresh theoretical perspectives that influence the situated agency of new fathers in the workplace. It argues that informal structural conditions at organizational level, specifically the organization of working time (materialized by the influence of organizational rhythms) and the difficulty of articulating a caring masculine identity are factors that significantly contribute to the debate on fathers' reluctance to embrace involved fatherhood. Drawing together the issues discussed above, the article presents a conceptual model, which argues for a recursive relationship between fathers' ability to achieve involved fatherhood and these structural conditions in an organizational context. "This article provides evidence on the relationship between fathers’ labor market outcomes and number of children. Using data from the European Union Statistics on Income and Living Conditions and instrumental variable models, this study examines how family size is related to fathers’ probability of employment, number of paid working hours, job rank, wages, and job stability across European countries with diverse social beliefs about men’s financial and caregiving responsibilities. Results show that having a larger family is associated with increases in fathers’ share of paid working hours, chances of having a permanent contract and a managerial position, and wages. These findings are, however, largely due to selection. Net of selection, fathers tend to increase paid working hours and are more likely to be promoted after childbirth only in countries where they are considered the main income providers, and acceptance of involved fatherhood is weak. "The purpose of this study is to investigate whether the provision of supplemental family leave elicits higher work effort and extra-role behavior in employees. Drawing on arguments derived from signaling theory we test whether the beneficial effects of providing longer or better paid family leave on performance exist for all employees, or whether they are limited to the group who either took advantage of the supplemental leave in the past or is likely to do so in the future. In addition, the mechanism proposed by organizational support theory by which supplemental leave is expected to affect employee performance - by increasing affective organizational commitment - is tested. The hypotheses developed are tested using European multilevel organization-data (Van der Lippe et al., 2016a) on 11,011 employees in 869 departments or teams, and 259 organizations. The results indicate that perceived availability of supplemental family leave relates positively to employees? contextual performance, partially by increasing organizational commitment. This effect is found irrespective of actual use of family leave and is not moderated by characteristics relating to future use such as having young children, being of childbearing age or being female." Unconditional and conditional quantile regressions show 5–15% lower wage expectations for females. Es gibt sowohl Argumente, dass die Digitalisierung zu einer Verschärfung als auch zu einer Nivellierung der bestehenden Geschlechterungleichheiten am Arbeitsmarkt beitragen kann. Der vorliegende Beitrag zeigt deskriptiv, dass Frauen im Durchschnitt seltener als Männer substituierbare Tätigkeiten – auch über alle Anforderungsniveaus hinweg – erledigen. Daraus ist jedoch keineswegs abzuleiten, dass Frauen eher von der Digitalisierung profitieren. Denn nicht nur die technologischen Möglichkeiten variieren in den Berufen sehr stark, sondern die Substituierbarkeitspotenziale werden auch nicht immer und sofort realisiert. In den multivariaten Analysen zeigt sich, dass der Zusammenhang zwischen den Substituierbarkeitspotenzialen und der Beschäftigungsentwicklung für Frauen und für Männer negativ ist. Vor allem in Berufen mit hohen Substituierbarkeitspotenzialen und niedrigem Frauenanteil ist die Beschäftigung zwischen 2013 und 2016 gesunken. Insgesamt lässt sich resümieren, dass Digitalisierung einen Beitrag für die Nivellierung von Geschlechterungleichheiten entfalten könnte. "Labor market policies for expecting and new mothers emerged at the turn of the nineteenth century. The main motivation for these policies was to ensure the health of mothers and their newborn children. With increased female labor market participation, the focus has gradually shifted to the effects that parental leave policies have on women's labor market outcomes and gender equality. Proponents of extending parental leave rights for mothers in terms of duration, benefits, and job protection have argued that this will support mothers' labor market attachment and allow them to take time off from work after childbirth and then safely return to their pre-birth job. Others have pointed out that extended maternity leave can work as a double-edged sword for mothers: If young women are likely to spend months, or even years, on leave, employers are likely to take that into consideration when hiring and promoting their employees. These policies may therefore end up adversely affecting women's labor market outcomes. This has led to an increased focus on activating fathers to take parental leave, and in 2019, the European Parliament approved a directive requiring member states to ensure at least two months of earmarked paternity leave. The literature on parental leave has proliferated over the last couple of decades. The increased number of studies on the topic has brought forth some consistent findings. First, the introduction of short maternity leave is found to be beneficial for both maternal and child health and for mothers' labor market outcomes. Second, there appear to be negligible benefits from a leave extending beyond six months in terms of health out-comes and children's long-run outcomes. Furthermore, longer leaves have little, or even adverse, influence on mothers' labor market outcomes. However, some evidence suggests that there may be underlying heterogeneous effects from extended leaves among different socioeconomic groups. "In this paper, we use EUROMOD, the tax-benefit microsimulation model of the European Union, to investigate the impact of marriage-related tax-benefit instruments on the labour supply of married couples. For each married partner, we estimate their individual marginal effective tax rate and net replacement rate before and after marriage. We show that the marriage bonus, which is economically significant in eight European countries, decreases the work incentives for women and, particularly, on the intensive margin. In contrast, the incentives on the intensive margin increase for men once they are married, pointing to the marriage-biased and gender-biased taxbenefit structures in the analysed countries. Our results suggest that marriage bonuses contribute to a lock-in effect, where second earners, typically women, are incentivised to work less, with negative economic consequences." "Admittedly, women have a more precarious situation on the job market than men, which would suggest that they feel more insecure. However, literature on subjective job insecurity (JI) is contradictory about the effect of gender on JI. This could be explained by both individual characteristics and labour market gendered segregation – the companies in which women and men work do not have the same characteristics, particularly in terms of strategy and workforce management. Previous literature on JI rarely addresses this phenomenon. We propose to better understand the ‘gender face’ of subjective JI combining individual and organizational characteristics. We utilize data from the 2017 REPONSE survey and generalized linear models, notably multi-level models. Our findings reveal that, although women hold more precarious jobs, they work in more protective organizations. "Objective: This article reports on the associations of fathers' leave take-up with parents' care responsibilities when their child is around four years old. Background: In families with small children women continue to do more parental care work than men. Several studies, however, have suggested that fathers who take up parental leave also take more responsibility for childcare. Method: We applied logistic regression analysis to Finnish survey data collected in 2019 from the mothers and fathers of four-year-old children to find out whether father’s take-up and length of leave is related to fathers taking equal or more responsibility for different dimensions of parental responsibilities, including hands-on care, interacting with the child, community responsibility and mental labour. Results: Our descriptive analysis showed that in families with two working parents, parents shared some hands-on care tasks more equally if the father had taken more than three weeks of leave. When only the father was in paid employment, his take-up of leave was associated with taking the child to or from daycare. Conclusion: We conclude that while father's individual leave has unfulfilled potential in dismantling gendered parental care responsibilities, its effects might differ across different dimensions of parental responsibilities." "The gender education gap has undergone a transition in the post-war period, from favoring men to favoring women. As a result, in 30% of young American couples, the wife is more educated than the husband. These “married down” women display substantially higher employment rates, relative to women with husbands with the same or higher level of educational attainment. We argue that the interaction between work and marital decisions can explain the higher employment rates of women who marry down. Returns to experience are key in this mechanism, since they lock in early employment choices. We formulate a dynamic life cycle model of marriage and divorce, with endogenous labor supply decisions, and structurally estimate it using NLSY79. We show that returns to experience account for 45% of the employment gap between married down women and married up women. The estimates further suggest that the changes in educational sorting patterns across cohorts can explain 11% of the rise in married women's employment between the 1945 and 1965 cohorts. We show that there has been a strong convergence in employment rates of men and women over this period of time. The gender gap in hours worked, however, has remained constant at a very high level of 40 percentage points in the same period of time. Unter Verwendung der Daten des Sozio-oekonomischen Panels (SOEP) werden anhand sequenz-, cluster- und regressionsanalytischer Verfahren Erwerbsverläufe von 900 Paaren über 36 Monate nach dem Übergang in die Elternschaft analysiert. Für die Kohorte der in den 1980er-Jahren Geborenen setzt sich die Bedeutungsabnahme traditioneller Erwerbsarrangements fort. Zudem gibt es immer mehr Elternpaare, in denen beide Elternteile relativ schnell nach der Geburt eines Kindes in die Erwerbstätigkeit zurückkehren. Kaum zu beobachten ist, dass Väter ihre Erwerbstätigkeit zunehmend zugunsten einer stärkeren Einbindung in Haushalts- oder Familientätigkeiten einschränken. Hingegen scheinen die Konvergenzen in den Erwerbsverläufen zwischen Müttern und Vätern vielmehr ein Resultat zunehmender Erwerbsdiskontinuitäten zu sein. Darüber hinaus hat die vorgeburtliche Arbeitsteilung auch für die jüngeren Elternpaare einen eher geringen Einfluss auf ihre nachgeburtlichen Erwerbskonstellationen. Die Ergebnisse legen nahe, dass der Abbau von geschlechterspezifischen Ungleichheiten am Arbeitsmarkt verstärkt voranzutreiben ist, damit weitere Anreize für die gleichmäßigere Erwerbsaufteilung im Paarkontext entstehen können." "Are parent-couples with equal income more satisfied as their children grow up, than those who prioritize the father’s career (specialize)? For the first time, 384 German Socio-Economic Panel (SOEP) study couples were categorized into life-course coupled earnings types, by tracing how earnings were divided within couples between the ages of 1 to 15 of their youngest child. Multivariate, multilevel analysis showed that, unlike mothers pursuing an (eventually) equal earnings division, mothers in an (eventually) specialized arrangement experienced a strong decline in life satisfaction. Hence, particularly high-status mothers (having invested heavily into their career) were eventually up to two life satisfaction points less satisfied if they prioritized their partner’s earnings, than those who shared earnings equally with their partner. Paternal life satisfaction was not significantly different between patterns of earnings (in)equality. For most couples, earnings equality led to a win-win situation: mothers’ life satisfaction was higher than for specialized mothers without negatively affecting paternal satisfaction." "Objective: This study tests the effects of work-family conflict, in both directions, on partners' agreement on fertility preferences among dual-earner couples, as well as whether this relationship varies by women's employment status. Background: Few studies have examined the relationship between work-family conflict and fertility preferences. Given the high percentages of women working part-time in Germany, it is important to investigate the role working women’s employment status plays to further understand this relationship. Method: Using data from 716 dual-earner couples in Wave 10 of the German Family Panel (pairfam), we use dyadic data analysis to test whether work-family conflict impacts one’s own ("actor effects") and/or one’s partner’s ("partner effects") reports of agreement on fertility preferences. We also run multi-group analyses to compare whether these effects vary in "full-time dual-earner" versus "modernized male breadwinner" couples. Results: There are significant actor effects for family-to-work conflict in both types of couples, and for work-to-family conflict in modernized male breadwinner couples only. Partner effects for family-to-work conflict exist only among modernized male breadwinner couples. While there are no gender differences in actor or partner effects, results suggest differences in the partner effect (for family-to-work conflict only) between these two couple types. Conclusion: These findings indicate that work-family conflict is associated with greater partner disagreement on fertility preferences and highlight the differential impact incompatible work and family responsibilities have on fertility decisions when women work full-time versus part-time." "Objective: This study investigates how multiple domains of parental gender role socialisation as well as parent-child relationships and family structure may shape adolescents’ gendered occupational aspirations. Background: Young people with gender-typical aspirations have a higher chance of choosing gender-typical post-secondary education fields and are more likely to work in gender-typical occupations as adults. Gender norms, family structures and parent-child relationships have undergone profound changes in recent decades. We extend the intergenerational transmission literature by considering whether the influence of parental role modelling may vary according to parent-child relationships and family structure. Method: We draw on data from 2,235 adolescents from the German Socio-Economic Panel and apply logistic regressions. Results: Children whose fathers were employed in gender-typical jobs had a greater likelihood of aspiring to a more gender-typical occupation. This relationship was not significant among sons who did not live continuously with both parents since birth, who were generally more likely to aspire to gender-typical occupations. Surprisingly, the gender-typicality of fathers' occupations seemed more influential among daughters whose parents had separated than among those who lived continuously with both parents. Regarding the parental gender division of paid and unpaid work, only mothers' continuous non-employment was associated with daughters being more likely to aspire to a gender-typical occupation. Conclusion: On the whole, our findings suggest a rather weak influence of parental gender role modelling on children’s persistently gendered occupational aspirations in Germany. Die Analysen zeigen, dass sich positive Trends vor allem bei der Erwerbsbeteiligung und den Einkommen von Frauen fortgesetzt haben. Bei der Mitbestimmung und den Arbeitszeiten baut sich Geschlechterungleichheit zwar ab, aber nur sehr langsam und in sehr kleinen Schritten. Die Erwerbsbeteiligung von Frauen ist niedriger als die von Männern, beschäftigte Frauen arbeiten im Durchschnitt weniger Stunden als Männer, der mittlere Stundenlohn lag 2018 bei Frauen 20% unter dem von Männern; und auch wenn man berücksichtigt, dass sich die Qualifikationen und Tätigkeiten zwischen Frauen und Männer unterscheiden, bleibt ein Lohnunterschied von 6% unerklärt (Statistisches Bundesamt 2022; 2022b; 2022c). Daher lohnt es sich, die Erwerbsverläufe von Frauen und Männern genauer in den Blick zu nehmen. Dieser Beitrag zeigt, dass die Geschlechterlohnunterschiede beim Eintritt in den Arbeitsmarkt in den letzten zwei Jahrzehnten deutlich abgenommen haben. Über das Erwerbsleben nehmen die Unterschiede jedoch auch bei jüngeren Kohorten stark zu, wobei Familiengründungen eine entscheidende Rolle spielen. "Our paper makes the first attempt to address the empirical relationRicship between cognitive skills and gender gaps in labor market performance. We do so in a cross-country setting. To that end we use the PIAAC dataset, which contains information on OECD and non-OECD economies. Firstly, we document the existence of gender gaps in cognitive skills for numeracy, which are found to be around 2.5–4.6% and increase with age. These gaps remain even when comparing men and women within the same level and field of study. Next, we document sizable gender gaps in labor market outcomes, such as Labor Force Participation and hourly wages—around 18%, increase with age and rise remarkably for parents. Math skills are positively and strongly associated with these two labor market outcomes and its contribution to explain gender gaps, although significant, is limited—between 10 15% at most—in particular for parents." "Objective: This article investigates whether within-domain and cross-domain buffering by family and work resources can help mitigate the negative mental health effects of work-to-family conflicts (WFC) and family-to-work conflicts (FWC). Background: Most literature on the work–life interface stresses the need to maintain employees’ health and well-being by preventing the emergence of work–family conflicts. Since such conflicts tend to be an unavoidable concomitant of role expansion, we aim to put forward the debate on the conditions that might prevent their negative health consequences instead. Method: Fixed-effects linear regression analyses were applied to a sample of 4,920 employees in a three-wave employer–employee panel study in Germany. Using interaction analyses, we tested within-domain and cross-domain buffering of family (social support and relative bargaining power within partnerships) and work (job resources, support from direct supervisors or co-workers, formal and informal organizational support) resources in the relationship between strain-based and time-based WFC and FWC and mental health (SF-12). Results: Family resources and work resources somewhat mitigated the health risks of WFC and FWC. Overall, within-domain resources were more effective than cross-domain ones. Conclusion: It is important to consider resources in both the family and the work domains to determine the most effective ways of preventing the negative mental health consequences of work–family conflicts." "This article examines whether reducing care and housework duties and redistributing them within different-sex couples could further enhance gender equality on the labor market in terms of labor market participation for different employment types and actual working hours. Women around the world perform the majority of unpaid care and housework, with a large and persistent gap to men. Most research explains the unequal gender division of domestic chores, but less frequently their consequences for employment outcomes and career outlooks. Based on the German Socio-Economic Panel (2001–2017 N = 40,419 for employment probabilities / N = 30,795 for working hours) matched with regional data on external child- and elderly care, the authors use an instrumental variables approach and eliminate time-constant individual effects in first-differenced regressions to address endogeneity issues and to disentangle the reciprocal relationship. Results show that both the overall amount as well as the unequal division of housework and care in couple households have detrimental effects on women's labor market participation and actual working hours. Reducing the overall burden from housework and care duties and achieving a more symmetric within-couple distribution improves female integration into the labor market." "Male employment has declined across advanced economies as non-graduate men found it increasingly difficult to gain jobs in the wake of technological change and globalisation. This has led to rising earnings and, subsequently, income inequality. Female employment, by contrast, has risen in this period. Previous work has shown changing job task demands explain this pattern - with declining manual tasks penalising men and rising non-routine tasks benefiting women. In this paper, I test whether gendered differences in childhood & adolescent cognitive, social, perseverance, and emotional-health skills can help explain why men are less adept at non-routine tasks using long-term longitudinal data from the United Kingdom. I find that childhood & adolescent skills have a significant effect on adult job tasks and employment outcomes. Greater cognitive and childhood emotional-health skills lead to people performing more high-pay analytical and interactive job tasks as adults. Greater cognitive and non-cognitive skills are also associated with higher adult employment levels. Indicative calculations show that gendered differences in these childhood and adolescent skills explain an economically significant decline in the analytical and interactive job tasks performed by non-graduate men as well as their employment rates." "Der Gender Pay Gap, also die Verdienstlücke zwischen Frauen und Männern, ist in den vergangenen Jahren langsam, aber kontinuierlich auf 18 Prozent gesunken. Wie dieser Bericht auf Basis von Daten des Sozio-oekonomischen Panels (SOEP) anlässlich des bevorstehenden Equal Pay Days zeigt, unterscheidet sich der Rückgang allerdings sehr stark nach dem Alter: Während der Gender Pay Gap bei den unter 30-Jährigen von durchschnittlich rund 15 Prozent in den Jahren 1990 bis 1999 auf acht Prozent im Durchschnitt der Jahre 2010 bis 2019 fiel, verharrte er in den Altersgruppen ab 40 Jahren bei deutlich über 20 Prozent. Daran zeigt sich, wie einschneidend die Phase der Familiengründung für die Erwerbsbiografien und Gehälter vieler Frauen nach wie vor ist. Sie legen ab der Geburt des ersten Kindes längere Pausen vom Job ein und arbeiten fortan häufiger in Teilzeit. Die Folge: Männer ziehen mit ihren Stundenlöhnen insbesondere im Alter von 30 bis 40 Jahren davon. Will die Familienpolitik daran etwas ändern, muss sie Anreize für eine egalitärere Aufteilung der Sorgearbeit zwischen Frauen und Männern schaffen. Ansatzpunkte sind eine Ausweitung der Väter-Monate beim Elterngeld bei gleichzeitiger Erhöhung der Lohnersatzrate sowie eine Reform des Ehegattensplittings und der Minijobs." "Objective: To examine how the perception of work-family conflict relates to the share of parents in women's and men's direct coworking environments. Background: The idea of relational demography posits that individuals' relative positions within their coworking environments have an impact on their wellbeing. Depending on women's and men's parenthood status and the corresponding (dis-)similarity compared to their colleagues, this idea was applied to the perception of work-to-family and family-to-work conflicts. Method: Time-based and strain-based work-to-family and family-to-work conflicts were analyzed by gender and parenthood with random effects panel regression models using longitudinal data from the LEEP-B3-survey, a large-scale linked employer-employee survey from Germany (2012/2013 and 2014/2015; 2,228 women and 2,656 men). The composition of the respondents’ working groups was included as a moderating variable. Results: Mothers and fathers of children aged 0-11 years reported higher work-to-family and family-to-work conflicts than parents of older children and childless women and men. For mothers of children aged 0-11 years, a higher share of parents in their working groups was associated with less time-based family-to-work conflict. For fathers of children aged 0-11 years, the same associations were found for overall work-to-family conflict, strain-based work-to-family conflict as well as for all dimensions of family-to-work conflict. Conclusion: Similarity between the team members regarding parenthood seemed to reduce mothers' and fathers' perceptions of work-family conflict beyond several other characteristics of the individuals and the workplaces." "This article employs a couple-level framework to examine how a child’s severe illness affects within-family gender inequality in a Northern European context. We study the parental labor market responses to a child’s cancer diagnosis by exploiting an event study methodology and individual-level administrative data on hospitalizations and labor market variables for the total population in Finland. We focus on the differences in the effects by gender, breadwinner status, cancer severity and age of children. We find that child cancer has a negative impact on the labor income of both the mother and the father. This effect is considerably larger for women, and therefore leads to an increase in gender inequality on top of the well-documented motherhood penalty related to childbirth. However, mothers who are the main breadwinners in the family experience a smaller reduction in their contribution to household income. Additionally, older age of the child at cancer diagnosis and less severe cancer type potentially protect against gendered responses. "In dieser Studie untersuchen wir den Einfluss von flexiblen Arbeitszeitregelungen und Elternzeiterfahrungen auf die tatsächlichen Arbeits- und Kinderbetreuungszeiten von Männern. Viele Väter möchten mehr Zeit mit ihren Kindern verbringen und aktiv am Familienleben teilnehmen, aber die meisten arbeiten nach der Geburt eines Kindes noch mehr Stunden als zuvor. Zur besseren Vereinbarkeit von Beruf und Familie könnte die Möglichkeit flexibler Arbeitszeitregelungen für Väter eine entscheidende Rolle spielen, auch um sich stärker in die Kinderbetreuung einzubringen. Anhand von Längsschnittdaten des Sozio-oekonomischen Panels (SOEP) untersuchen wir den Zusammenhang zwischen flexiblen Arbeitszeitregelungen, Elternzeiterfahrungen, Arbeitszeiten und Kinderbetreuungszeiten. Basierend auf Daten zwischen 2013 und 2019 wurden Panel-Regressionsmodelle geschätzt. Die Ergebnisse zeigen, dass der Wechsel von festen zu flexiblen Arbeitszeitregelungen zu einer Erhöhung der Arbeitszeit bei Männern und Vätern führt. Diese längeren Arbeitszeiten gehen bei Vätern mit einer Verkürzung des Zeitaufwands für Kinderbetreuungsaktivitäten einher, wenn auf flexible Arbeitszeitregelungen umgestellt wird. Väter mit Elternzeiterfahrung zeigen jedoch eine veränderte Zeitnutzung, wenn sie zu flexiblen Arbeitszeiten wechseln. Flexible Arbeitszeitregelungen erweisen sich für Väter als ambivalent: Einerseits bieten sie Vätern neue Spielräume, andererseits führen sie aufgrund traditioneller Rollenmodelle zu längeren Arbeitszeiten und damit weniger Beteiligung an der Kinderbetreuung; aber Elternzeiterfahrungen machen einen Unterschied, was die Bedeutung dieser Regelungen für Väter betont." "The COVID-19 pandemic has had diverse impacts on the employment conditions and family responsibilities of men and women. Thus, women and men were exposed to very different roles and associated challenges, which may have affected their well-being very differently. Using data from the National Educational Panel Study and its supplementary COVID-19 web survey for Germany (May–June 2020), we investigate gender differences in the relationship between working conditions and within-changes in subjective well-being. We systematically consider the household context by distinguishing between adults with and without younger children in the household. The results from multivariate change-score regressions reveal a decline in all respondents' life satisfaction, particularly among women with and without younger children. However, the greater reduction in women's well-being cannot be linked to systematic differences in working conditions throughout the pandemic. Kitagawa–Oaxaca–Blinder counterfactual decompositions confirm this conclusion. Further analyses suggest that women's caregiving role, societal concerns, and greater loneliness partly explain the remaining gender differences in altered satisfaction. From a general perspective, our results suggest important gender differences in social life and psychological distress at the beginning of the pandemic, which are likely to become more pronounced as the crisis has unfolded." Im Frühjahr 2020 haben die Corona-Auswirkungen die Entwicklung am Arbeitsmarkt allerdings erheblich beeinträchtigt und den zehnjährigen Beschäftigungsaufbau zunächst gestoppt. Seit dem späten Frühjahr 2021 überschreitet die Beschäftigung das Vorkrisenniveau wieder – bei beiden Geschlechtern. - Frauen sind überproportional im tertiären Sektor, Männer häufiger im Verarbeitenden Gewerbe, dem Bereich Verkehr und Logistik sowie im Baugewerbe beschäftigt. Da die Corona-Krise – anders als frühere Krisen – auch weite Teile des Dienstleistungssektors beeinträchtigt hat, waren Frauen von den Folgen wie Beschäftigungseinbußen und Kurzarbeit ebenfalls stark betroffen. - Teilzeitbeschäftigung kommt bei Frauen weiterhin deutlich häufiger vor als bei Männern. - Männer verdienen im Mittel nach wie vor mehr als Frauen. Die Gründe dafür sind vielfältig. Sie reichen von der Berufswahl über Familienpflichten bis hin zu den Rahmenbedingungen für eine Aufwärtsmobilität. Dabei wird der Unterschied in kleinen Schritten geringer. - In Führungspositionen sind Frauen auch bei gleicher Qualifikation unterrepräsentiert. - Die Arbeitslosenquote der Frauen lag 2021 das dreizehnte Jahr in Folge – wenn auch teils sehr knapp – unter der Quote der Männer. - Männer haben ein höheres Risiko ihre Beschäftigung zu verlieren und arbeitslos zu werden, aber auch bessere Chancen Arbeitslosigkeit durch Aufnahme einer Beschäftigung wieder zu überwinden. Das liegt auch daran, dass Männer öfter in konjunktur- bzw. saisonabhängigen Berufen arbeiten. - Der Anteil Langzeitarbeitsloser liegt bei Frauen auf dem gleichen Niveau wie bei Männern. - Frauen stehen erheblich häufiger als Männer vor der Herausforderung, neben der Arbeitsuche allein für die Erziehung eines oder mehrerer Kinder verantwortlich zu sein. - Frauen sind in etwa entsprechend ihrem Anteil an den Arbeitslosen und ihrer relativen Betroffenheit von Arbeitslosigkeit an der Förderung durch arbeitsmarktpolitische Maßnahmen beteiligt." Viele Frauen und Männer sind also bestens qualifiziert und die Erwerbsquote der Frauen hat sich der der Männer angenähert. Ein Blick auf das Erwerbsvolumen zeigt jedoch, dass insbesondere die überwiegend in Teilzeitform stattfindende Müttererwerbstätigkeit noch viel Potenzial bietet, um dem Fachkräftemangel zu begegnen. Vereinbarkeit darf sich jedoch nicht nur an Frauen und Mütter richten, sondern muss auch Männer und Väter adressieren und eine partnerschaftliche Arbeitsteilung von Müttern und Vätern ermöglichen. "We present new evidence on the existence and drivers of trends in intergenerational income mobility using administrative income data from Scandinavia along with survey data from the United States. Harmonizing the data from Sweden, Denmark and Norway, we first find that intergenerational rank associations in income have increased uniformly across Scandinavia for cohorts of children born between 1951 and 1979. These trends are robust to a large set of empirical specifications that are common in the associated literature. However, splitting the trends by gender, we find that father-son mobility has been stable in all three countries, while correlations involving females display substantial trends. Similar patterns are confirmed in the US data, albeit with slightly different timing. Utilizing information about individual occupation, education and income in the Scandinavian data, we find that intergenerational mobility in latent economic status has remained relatively constant for all gender combinations. This suggests that a gradual reduction in gender-specific labor market segregation, increased female labor force participation and increased female access to higher education has strengthened the signal value that maternal income carries about productivity passed on to children. Based on these results, we argue that the observed decline in intergenerational mobility in Scandinavia is consistent with a socially desirable development where female skills are increasingly valued at the labor market, and that the same is likely to be true also in the US." "In this note, we investigate the evidence, and find no evidence for this hypothesis: the large decline in women’s paid work after childbirth cannot, in general, be explained by couples prioritising the paid work of the higher-wage parent. Put most simply, this is because women are always more likely to stop working after parenthood, regardless of whether or not they were the highest earner, and because among those who remain in paid work we see very similar changes in hours of paid work for mothers and fathers regardless of their relative wages before childbirth. Even in families where the mother had a higher wage than the father before the first child arrived, fathers’ working patterns are largely unaffected by childbirth whereas mothers reduce their hours of paid work substantially. We supplement this evidence with recent evidence from the COVID-19 crisis, which leads to a similar conclusion: additional childcare needs were met disproportionately by mothers, regardless of whether the mother earned more than the father before the crisis. This short report is part of the ongoing IFS Deaton Review of Inequalities which will, among many other things, include in-depth studies of the evidence on gender inequalities and how to address them." "Gender differences in self-confidence could explain women's under representation in high-income occupations and glass-ceiling effects. We draw lessons from the economic literature via a survey of experts and a Bayesian hierarchical model that aggregates experimental findings over the last twenty years. The experts' survey indicates beliefs that men are overconfident and women under-confident. Yet, the literature reveals that both men and women are typically overconfident. Moreover, the model cannot reject the hypothesis that gender differences in self-confidence are equal to zero. In addition, the estimated pooling factor is low, implying that each study contains little information over a common phenomenon. "The effects of changes in employment status on health within couples have attracted increasing attention. This paper contributes to this emerging research by investigating whether the impact of a partner’s employment status on individual self-rated health varies systematically across countries with varying decommodification levels. We use longitudinal data from the European Union Statistics on Income and Living Conditions (EU-SILC) and hybrid models. We find that a change in an individual’s employment status may affect the health not just of the person who experiences this transition, but that of his or her partner. The likelihood that such a spillover will occur varies across countries with different decommodification levels. The negative effects of a partner’s employment status on self-rated health are observed when the generosity of welfare state support is limited. The moderating effects of financial support from the state are not very strong, though. "We compute participation tax rates across the EU and find that work disincentives inherent in tax-benefit systems largely depend on household composition and the individual’s earner role within the household. We then estimate participation elasticities using an IV group estimator that enables us to investigate the responsiveness of individuals to work incentives. We contribute to the literature on heterogeneous elasticities by providing estimates for breadwinners and secondary earners separately, according to their potential earnings rather than gender. Our results show an average participation elasticity of 0.0-0.1 among breadwinners and 0.1-0.4 among secondary earners in the EU as well as a high degree of heterogeneity across countries." "In this paper, we study the role of peoples' attitudes on their labor market behavior. Focusing within a household, we estimate how one's labor market decisions are dependent on their partner's labor market outcomes, and how these decisions are driven by their culture component. Historically, man has been associated as the primary earner in a family. We argue that culture might play a role in determining a person's labor market outcomes as it induces an aversion to the situation of when the wife earns more than the husband. We find that husbands increase their participation in the labor market if their wives earn more and this effect is even more prominent if they are from a country where people have the traditional view that man should be the primary bread-winner for the family. However, wives do not exhibit any such behavior. We argue that this irregularity is explained by the role that culture plays on forming labor market decisions. "We study the impact of selection bias on estimates of the gender pay gap, focusing on whether the gender pay gap has fallen since 1981. Previous research has found divergent results across techniques, identification strategies, data sets, and time periods. Using Michigan Panel Study of Income Dynamics data and a number of different identification strategies, we find robust evidence that, after controlling for selection, there were large declines in the raw and the unexplained gender wage gaps over the 1981-2015 period. Under our preferred method of accounting for selection, we find that the raw median wage gap declined by 0.378 log points, while the median unexplained gap declined by a more modest but still substantial 0.204 log points. These declines are larger than estimates that do not account for selection. Our results suggest that women's relative wage offers have increased over this period, even after controlling for their measured covariates, including education and actual labor market experience. However, we note that substantial gender wage gaps remain. In 2015, at the median, the selectivity-corrected gaps were 0.242 log points (raw gap) and 0.206 log points (unexplained gap)." "This paper studies the effect of firms' export activity on the gender wage gap among its workers. Using matched employer-employee data from Germany for the period between 1993 and 2007, we show that an increase in a firm's export widens the wage gap between male and female blue-collar workers, while it reduces it between male and female white collars. In particular, the former effect is stronger for workers in routine manual tasks, while the latter is driven by employees performing interactive tasks. This evidence is consistent with the hypothesis that serving foreign markets relies more on interpersonal skills, which reinforces female comparative advantage and reduces (widens) the gender wage gap in white-collar (blue-collar) occupations. Our results, identified out of the variation in wages within firm-worker pairs, are robust to controlling for a series of worker and firm characteristics, and a host of firm, sector, time and state fixed effects, and heterogeneous trends." "We document new facts on the distribution of male fertility and its relationship with men’s labor market outcomes. Using Norwegian registry data on all births since 1967, we show that rates of male childlessness in recent cohorts are 72% among the lowest five percent of earners but only 11% among the highest earners, and that this gap widened by almost 20 percentage points over the last thirty cohort years. There has been a compression in the fertility distribution, with a substantial share of men being “left behind” and fewer men experiencing a larger share of the population’s new births. We use firm bankruptcies as a source of variation in job loss and earnings to provide robust evidence that men experiencing negative labor market shocks are less likely to experience the birth of a child, transition out of childlessness, and be partnered, and that these effects are persistent up to 15 years after the event. "Von den in Nacaps befragten Promovierenden haben 17 Prozent Kinder. Dieser Anteil ist bei weiblichen und männlichen Promovierenden gleich hoch. Unter Promovierenden in strukturierten Promotionsprogrammen ist der Anteil geringer (11 Prozent). Knapp drei Viertel der kinderlosen Promovierenden wünschen sich Kinder zu einem späteren Zeitpunkt, etwa ein Fünftel ist in dieser Frage noch unentschlossen und eine kleine Gruppe spricht sich zum Befragungszeitpunkt dezidiert gegen eigene Kinder aus. Kinderlose Promovierende sehen die größten Schwierigkeiten bei der Familienplanung in der beruflichen Unsicherheit sowie in der als schwierig wahrgenommenen Vereinbarkeit von Berufs- und Privatleben. Promovierende mit Kind geben eine mittlere Zufriedenheit mit der Vereinbarkeit von Familie und Beruf an. Auf einer Skala mit insgesamt elf Stufen liegt der mittlere Wert der Zufriedenheit bei einem Wert von 6,1. Promovierende Väter geben mit einem durchschnittlichen Skalenwert von 6,3 eine höhere Zufriedenheit an als promovierende Mütter (5,8). Die Zufriedenheit mit der Vereinbarkeit steht in einem positiven Zusammenhang mit der Stabilität der Promotionsbetreuung, der emotionalen Unterstützung in der Promotionsphase sowie der Unterstützung bei der allgemeinen Karriereplanung." "In this paper, autologistic models are used to examine the impact of certain factors on the likelihood of European regions’ ability to meet the employment target for both men and women for the year 2017 in 270 EU regions at NUTS 2 level. The results show the role of both regional and gender differences in forming spatial clusters, as well as the presence of spatial interaction in achievement of the target. Moreover, meeting the European strategy's education target and increasing a region’s GDP levels also have a positive impact on achieving the targets. These findings may be of interest for the implementation of socio‐economic policies at a regional level, aimed at raising the employment rate for men and women in European regions." "Obtaining cross-country comparative perspectives on male fertility has long been difficult, as male fertility is usually less well registered than female fertility. Recent methodological advancements in imputing missing paternal ages at childbirth enable us to provide a new database on male fertility. This new resource covers more than 330 million live births and is based on a consistent and well-tested set of methods. These methods allow us to handle missing information on the paternal age, which is missing for roughly 10% of births. The data resource is made available in the Human Fertility Collection and allows for the first time a comparative perspective on male fertility in high-income countries using high-quality birth register data. We analyze trends in male–female fertility quantum and tempo differentials across 17 high-income countries, dating as back as far as the late 1960s for some countries, and with data available for the majority of countries from the 1980s onward. Using descriptive and counterfactual analysis methods, we find substantial variation both across countries and over time. Related to the quantum we demonstrate that disparities between male and female period fertility rates are driven to a large degree by the interplay of parental age and cohort size differences. For parental age differences at childbirth, we observe a development toward smaller disparities, except in Eastern Europe. This observation fits with expectations based on gender theories. "Using micro data from 17 countries in the Organisation for Economic Co-operation and Development, this paper documents a negative cross-country correlation between gender ratios in market hours and wages. We find that market hours by women and the size of the service sector that produces close substitutes to home production are important for the gender differences in market hours across countries. We quantify the role played by taxes and subsidies to family care on the two gender ratios in a multisector model with home production. Higher taxes and lower subsidies reduce the marketization of home production and therefore reduce market hours. The effect is larger for women because of their comparative advantage in producing home services and the corresponding market substitutes. We study the effects of such skill-altering technological change in the context of men's professional tennis, which was unexpectedly transformed by the invention of composite racquets during the late 1970s. We explore the consequences of this innovation on player productivity, entry, and exit. "Since the mid-1990s, the labour force participation of older men and women increased substantially in France. In this paper, we investigate the effect of having a participating wife on the labour market behaviour of her elderly husband. Working with data from the French Labour Force Survey and using the cohort-specific participation rate of women at age 40 as an instrument for their current participation, we find that the magnitude of the causal relationship is strong. The likelihood of husbands’ participation increases of about 19 points when their wives are currently active in the labour market. Such findings support the view that some complementarities in leisure exist so that French married men attribute a higher value to leisure when it is shared with their wife. It also suggests that policy makers should take into account both direct and indirect effects when they implement a change in the economic environment of elderly." "This paper provides new evidence on the magnitude and determinants of regional differences in the gender pay gap. Based on a comprehensive data set of all full‐time employees in Germany, we explain the profound variation of the gender pay gap at a small‐scale level with theory‐based individual and job‐related characteristics. Using the Oaxaca‐Blinder decomposition, we find pronounced spatial differences in the impact of the considered determinants. Whereas gender differences in job‐related characteristics are important drivers in regions with a high gender pay gap, individual characteristics come into effect in regions with a low and negative gap. "Frauen sind von der Corona-Krise weitaus stärker betroffen, als dies in früheren Krisen der Fall war. Unter anderem sind sie stärker in den systemrelevanten Berufen vertreten, also denjenigen Berufen, die als unverzichtbar für das Funktionieren der Gesellschaft und die Aufrechterhaltung der kritischen Infrastruktur gelten. Gleichzeitig aber haben sie in einem größeren Maße als Männer die Möglichkeit, zumindest zeitweise von zu Hause zu arbeiten und damit den Vorgaben des Arbeitsschutzes und der sozialen Distanzierung nachzukommen. Vor diesem Hintergrund unterzieht die vorliegende Analyse die Arbeitsmarktsituation von Frauen und Männern in den systemrelevanten Berufen sowie deren Homeoffice-Potenziale in Thüringen einer umfassenden Bestandsaufnahme. In Thüringen arbeitet rund ein Drittel aller sozialversicherungspflichtig Beschäftigten – vorrangig Frauen - in den systemrelevanten Berufen. Die Studie zeichnet ein sehr differenziertes Bild dieser Berufe, in denen Frauen vielfach eine ungünstigere Arbeitsmarktsituation als Männer aufweisen. In einigen Berufen jedoch ist die Situation der Frauen ähnlich oder sogar besser als die der Männer. Frauen arbeiten in frauendominierten Berufen vorwiegend in Teilzeit, während Männer hauptsächlich eine Vollzeittätigkeit ausüben. Männer weisen zudem in vielen systemrelevanten Berufen eine stärkere Spezialisierung auf anspruchsvolle und komplexe Tätigkeitsniveaus auf. Dieser Befund steht in Zusammenhang damit, dass Männer in vielen systemrelevanten Berufen höher entlohnt werden als Frauen. Im Gegenzug sind Frauen in den meisten systemrelevanten Berufen seltener von Arbeitslosigkeit betroffen. In Thüringen kann theoretisch etwas mehr als die Hälfte der Beschäftigten zumindest zeitweise im Homeoffice arbeiten. Hierbei haben Frauen ein wesentlich höheres Homeoffice-Potenzial als Männer. Diese Diskrepanz beruht hauptsächlich auf der geschlechtsspezifischen Berufssegregation und hiermit verbundenen unterschiedlichen Tätigkeitsstrukturen. In den systemrelevanten Berufen gibt es nur ein geringes Homeoffice-Potenzial, da vielfach die physische Präsenz am Arbeitsplatz erforderlich ist. "Occupational segregation is one of the primary mechanisms for gender inequalities in labor market outcomes and persists partly because men rarely enter female-dominated occupations. Social Cognitive Career Theory explains occupational segregation via a lack of learning experiences in gender-atypical tasks and several programs have been proposed to foster occupational integration by exposing individuals to gender-atypical learning experiences. However, research on men working in female-dominated occupations revealed positive as well as negative experiences made within them. As most studies do not account for potential self-selection into gender-atypical occupations, it is an open question whether and how exposure to female-dominated occupations affects men's occupational choices. In response, I exploit exogenous variation induced by the suspension of Germany’s civilian service in 2011. The civilian service was a social sector alternative to a compulsory military service. I describe selection into the civilian service based on cross-section data (AID:A 2009) to assess to whom a potential effect would apply. A difference-in-difference design leverages German social security insurance register data (SIAB) to compare birth cohorts of men before and after the suspension and employs women who were not eligible for compulsory services as a control group. The suspension of the civilian service decreased the likelihood of men to enter female-dominated occupations by two percentage points. "Drawing on three waves of survey data from a non-probability sample from Germany, this paper examines two opposing expectations about the pandemic’s impacts on gender equality: The optimistic view suggests that gender equality has increased, as essential workers in Germany have been predominantly female and as fathers have had more time for childcare. The pessimistic view posits that lockdowns have also negatively affected women’s jobs and that mothers had to shoulder the additional care responsibilities. Overall, our exploratory analyses provide more evidence supporting the latter view. Parents were more likely than non-parents to work fewer hours during the pandemic than before, and mothers were more likely than fathers to work fewer hours once lockdowns were lifted. Moreover, even though parents tended to divide childcare more evenly, at least temporarily, mothers still shouldered more childcare work than fathers. The division of housework remained largely unchanged. It is therefore unsurprising that women, in particular mothers, reported lower satisfaction during the observation period. "Immer mehr Frauen in Baden-Württemberg verfügen heute über qualifizierte Bildungs- und Berufsabschlüsse, und haben auch in puncto Erwerbsbeteiligung in den vergangenen Jahren deutlich aufgeholt. Dennoch bestehen weiterhin erhebliche Unterschiede zwischen den Erwerbsmustern von Frauen und Männern. Aufgrund des sich zunehmend abzeichnenden Fachkräftemangels ist es jedoch für den Wirtschaftsstandort Baden-Württemberg essentiell, diesen Tendenzen auch auf betrieblicher Ebene möglichst proaktiv entgegen zu steuern. Ein wichtiger Ansatzpunkt dabei ist, das vorhandene Arbeitskräftepotenzial von Frauen stärker zu nutzen. Darüber hinaus gilt es, der Vielzahl qualifizierter und hochqualifizierter Frauen bessere Chancen zu eröffnen, qualifizierte Positionen und insbesondere auch Führungspositionen auszuüben. Trotz manch positiver Entwicklung in den vergangenen Jahren ist dieses Potenzial noch bei Weitem nicht ausgeschöpft. Vor diesem Hintergrund wird nachfolgend der Frage nachgegangen, ob und inwieweit in den letzten Jahren eine substanzielle Angleichung der Erwerbsmuster von Frauen und Männern stattgefunden hat. Inwiefern hat sich nicht nur der Anteil weiblicher Berufstätiger dem der Männer angenähert, sondern auch Art, Umfang und Qualifikationsniveau der ausgeübten Tätigkeiten? Besitzen Frauen aktuell in ähnlichem Ausmaß wie Männer sozialversicherungspflichtige und unbefristete Vollzeitstellen? Gibt es inzwischen deutlich mehr Frauen in Führungspositionen? Oder ist der gestiegene Anteil berufstätiger Frauen weiterhin hauptsächlich auf eine starke Zunahme in besonderen Branchen und vorwiegend niedrig qualifizierten Berufen sowie in spezifischen („atypischen“) Formen der Erwerbstätigkeit wie Teilzeitarbeit sowie befristeter oder geringfügiger Beschäftigung zurückzuführen? "Der Übergang in den Ruhestand ist für viele Betroffene ein biographischer Einschnitt. Eine Vielzahl von Aspekten bestimmt dabei die Entscheidung über das „Wann“ und „Wie“ des Renteneintritts. Ein Aspekt bleibt in der wissenschaftlichen Diskussion eher unberücksichtigt: der Einfluss des persönlichen Umfelds bzw. des Haushaltskontexts. Die vorliegende Studie widmet sich diesem und fokussiert dabei im Besonderen den Einfluss partnerschaftlicher Machtverhältnisse. Anhand einer Sekundäranalyse qualitativer Daten, die im Zuge einer Untersuchung zur Koordination der Ruhestandsentscheidungen von heterosexuellen Doppelverdiener-Paaren entstanden sind, werden die Machtstrukturen genauer untersucht. Dabei werden fünf Typen entwickelt, die zeigen, wie die paarinternen Einflussverhältnisse auf unterschiedliche Weise in die (individuellen) Ruhestandsentscheidungen eingreifen können. Die Studie zeigt darüber hinaus, dass diese dabei nicht alleine verantwortlich sind, sondern dass es auf Haushaltsebene immer zu einem Zusammenspiel mit anderen Aspekten der Ruhestandsentscheidung kommt. Zugleich weist die Studie darauf hin, dass die Partnerschaft von heterosexuellen Doppelverdiener-Paaren nicht ausschließlich als Unterstützungsfaktor beim Übergang in den Ruhestand zu verstehen ist, sondern dass sich zahlreiche Abhängigkeitsstrukturen zwischen Partnerin und Partner verstärken und verschieben können. "Diese Dissertation besteht aus vier unabhängigen Studien und behandelt die Themen Mindestlöhne, Geschlechterungleichheit auf dem Arbeitsmarkt, die Effekte einer großen Elterngeldreform, und Langzeitarbeitslosigkeit. Die breite der analysierten Themen zeigt die vielfältigen Möglichkeiten auf, die administrative Daten für die Forschung in der angewandten Wirtschaftswissenschaft bieten und diese Dissertation trägt damit neue Erkenntnisse zu zentralen Themen der Arbeitsmarktökonomik bei. Die erste Studie befasst sich mit den kausalen Effekten der Einführung eines Mindestlohns im deutschen Friseurgewerbe. Besonders an dem Sektor ist, dass er viele Charakteristika aufweist, die man von einem Arbeitsmarkt mit vollständiger Konkurrenz erwarten würde. Mithilfe der Vollerhebung aller abhängig beschäftigten Friseure in Deutschland und eines Difference-in-Differences-Ansatzes zeigt die Studie, dass selbst Mindestlöhne die, im Vergleich zum herrschenden Lohnniveau, relativ hoch sind, nicht zwangsläufig zu negativen Beschäftigungseffekten führen müssen, wie man es in einem Arbeitsmarkt mit vollständiger Konkurrenz eigentlich erwarten würde. Stattdessen zeigt die Studie, dass die Mindestlohneinführung zu einer Erhöhung der Verbraucherpreise geführt hat. Dies zeigt, dass zwar auch relativ hohe Mindestlöhne nicht zwangsläufig zu Arbeitsplatzverlusten führen, dies aber unter Umständen durch höhere Preise für Konsumenten kompensiert wird. Die zweite Studie befasst sich mit den kausalen Effekten der Einführung des nationalen Mindestlohns im Jahr 2015 auf geplante Humankapitalinvestitionen von Jugendlichen. Für diese Studie kombinieren wir Befragungsdaten mit einem Fokus auf Bildung mit administrativen Arbeitsmarktdaten. Mithilfe eines Difference-in-Differences-Ansatzes zeigt die Studie, dass die Reform die Wahrscheinlichkeit erhöht hat, dass Jugendliche einen höheren Schulabschluss erreichen wollen. Weiterhin zeigt die Studie mithilfe eines Triple Differencein-Differences-Ansatzes, dass dieser positive Effekt durch leistungsschwächere Jugendliche getrieben wird. Insgesamt implizieren die Ergebnisse, dass Jugendliche vorausschauend handeln und hinsichtlich ihrer Humankapitalentscheidungen sowohl auf Veränderungen von Löhnen, als auch auf Veränderungen der Wahrscheinlichkeit einen Arbeitsplatz zu finden reagieren. Die dritte Studie befasst sich mit Unterschieden in den Effekten des Kinderkriegens auf Geschlechterungleichheit auf dem Arbeitsmarkt in West- und Ostdeutschland, sowie mit den kausalen Effekten einer großen Elterngeldreform auf die Beschäftigungswahrscheinlichkeit von Müttern und Vätern. Diese Studie kombiniert verschiedene neue Ansätze, welche die Analysemöglichkeiten der administrativen Daten stark erweitern. Mithilfe eines Event-Study-Ansatzes zeigt die Studie, dass die Geburt des ersten Kindes die Beschäftigungswahrscheinlichkeit von Frauen in West- und in Ostdeutschland noch deutlich unterschiedlich beeinflusst, während es bei Männern kaum Unterschiede gibt. Hinsichtlich der Elterngeldreform zeigt die Studie, dass diese den Anteil der Väter, die Elternzeit nehmen, stark erhöht hat. Mithilfe eines neuen empirischen Ansatzes, der einen Event-Study-Ansatz mit einem Difference-in-Differences-Ansatz kombiniert, zeigt die Studie weiterhin, dass die Elterngeldreform das Arbeitsangebot von Männern und Frauen im ersten Jahr nach der Geburt des Kindes verringert hat, die Reform aber nach Ablauf der Periode während der Elterngeld gezahlt wird keine Auswirkungen auf die Beschäftigung beider Partner hatte. Letztlich zeigt die Studie noch, dass es keine langfristigen Effekte auf die Beschäftigungswahrscheinlichkeit beider Partner hat, wenn der Vater Elternzeit nimmt. Die vierte Studie vergleicht verschiedene statistische Methoden zur Vorhersage von Langzeitarbeitslosigkeit. Die Studie vergleicht Vorhersagen basierend auf logistischen Regressionsmodellen mit Vorhersagen basierend auf Random Forest Modellen und zeigt, dass, abhängig davon welche Ziele verfolgt werden und welche Budgetrestriktionen die Möglichkeiten staatlicher Jobvermittlung einschränken, eine der beiden Methoden zu bevorzugen ist. Vorhersagen basierend auf logistischen Regressionsmodellen identifizieren einen größeren Anteil der Personen, die Langzeitarbeitslos werden, während Vorhersagen basierend auf Random Forest Modellen einen geringeren Anteil an nicht-Langzeitarbeitslosen falsch als solche klassifizieren. Weiterhin zeigt die Studie, wie staatliche Arbeitsvermittlung potenzielle statistischer Diskriminierung adressieren kann und diskutiert Fragen hinsichtlich der praktischen Implementierung statistischer Vorhersagemethoden. Durch die Nutzung qualitativ hochwertiger administrativer Daten in Kombination mit einer Vielfalt empirischer Methoden trägt diese Dissertation somit zum Feld der angewandten Arbeitsmarktökonomik bei, indem sie neue Erkenntnisse zu wichtigen Themen des Feldes liefert. Während die ersten drei Studien hauptsächlich auf die Identifikation kausaler Effekte von Arbeitsmarktreformen abzielen, beschäftigt sich die vierte Studie vornehmlich mit den praktischen Implikationen der Nutzung statistischer Vorhersagemethoden in staatlicher Arbeitsvermittlung." "Using cross-national data from the 2012 International Social Survey Programme (N = 33,273), this study considers institutional, self-interest, and ideational factors in analyzing public opinions about the provision, length, and source of paid parental leave offerings for fathers. We find substantial support for generous leave offerings. Multilevel regression results reveal that being a woman, supporting dual-earning expectations, and realizing more family strains lead to support for more generous leave offerings. Endorsing separate spheres and intensive mothering attitudes reduces support for more generous leave offerings; although, gendered attitudes interact with one another in predicting leave preferences, too. Finally, country-level indicators of female empowerment and father-specific leave offerings are positively associated with preferences for more generous leave offerings. Overall, public opinions about fathers’ leave offerings across OECD countries largely support policies that provide opportunities for more involved fathering, but preferences continue to be gendered and linked to family strains and country-level contexts." "This paper analyzes the effect of immigration on gender gaps. Using an equilibrium structural model for the US economy, I simulate the importance of two mechanisms: the differential increase in labor market competition from immigration on male and female workers and the availability of cheaper childcare services. Aggregate effects on gender and participation gaps are negligible. Females are more negatively affected by labor market competition, but the availability of cheaper childcare compensates for these effects. This generates heterogeneity in the effects along skill distribution: gender gaps are increased at the bottom and reduced at the top. Human capital adjustments are also heterogeneous." "This article examines how employees consolidate the spheres of work and family in three countries with different family policy constellations: Sweden, Germany and Great Britain. The analyses are based on data from the International Social Survey Programme, 2015. Building on family policy typologies, the study demonstrates how gender and family and employment demands interact with the institutional setting regarding how people make employment trade-offs. The results show that (1) employees in Sweden make the fewest employment trade-offs, (2) family demands exert a gendered effect on employment trade-offs in Germany and (3) employment demands have both similar and distinct gender effects across countries. The article contributes to the literature by showing how individual characteristics interact with family policy constellations. Abstract
"We examine the consequences of recent policies promoting parental leave sharing using a 2015 French reform. The reform reduced the duration of mothers' paid leave to give 12 months of non transferable leave to fathers. Leave can be taken while working part-time for up to 80% of standard working hours, which can be a more attractive option for fathers. We find that the take-up rates for fathers remained low, as less than 3% of fathers took any form of leave after the reform. Surprisingly, we also find low take-up rates for fathers working part-time after the reform and for whom taking paid part-time leave would have increased their median income by 15% without requiring them to change in their labour supply. For fathers working part-time, non-take-up rates of part-time leave benefits are as high as 81% compared with less than 25% for mothers. The reform dramatically increased the annual earnings of mothers, but it had no effect on the earnings of fathers." (Author's abstract, IAB-Doku) ((en))
