Niedriglohnarbeitsmarkt

Der Ausbau des Niedriglohnsektors sollte Ende der 1990er Jahre die hohe Arbeitslosigkeit reduzieren. Als Niedriglohn gilt ein Arbeitsentgelt, das trotz Vollzeitbeschäftigung keine angemessene Existenzsicherung gewährleistet – die OECD definiert den ihn als einen Bruttolohn, der unterhalb von zwei Dritteln des nationalen Medianbruttolohns aller Vollzeitbeschäftigten liegt. Betroffen von Niedriglöhnen sind überdurchschnittlich häufig Personen ohne beruflichen Abschluss, jüngere Erwerbstätige und Frauen.

    Abstract

    "Workers wrongly anchor their beliefs about outside options on their current wage. In particular, low-paid workers underestimate wages elsewhere. We document this anchoring bias by eliciting workers' beliefs in a representative survey in Germany and comparing them to measures of actual outside options in linked administrative labor market data. In an equilibrium model, such anchoring can give rise to monopsony and labor market segmentation. In line with the model, misperceptions are particularly pronounced among workers in low-wage firms. If workers had correct beliefs, at least 10% of jobs, concentrated in low-wage firms, would not be viable at current wages." (Author's abstract, IAB-Doku) ((en))

    "Im Jahr 2019 arbeiteten noch 25,3 % der ostdeutschen und 18,9 % der westdeutschen Beschäftigten für einen Niedriglohn von unter 11,50 € brutto pro Stunde. In Deutschland insgesamt waren rund 7,2 Millionen Beschäftigte in einem Niedriglohnjob tätig. In den Jahren 2011 bis 2019 hat sich der Niedriglohnanteil in Ostdeutschland von 39,4 % auf 25,3 % deutlich reduziert. Allein im Jahr 2019 sank der Anteil der Niedriglohnbeschäftigten im Osten um sieben Prozentpunkte. In Westdeutschland erreichte der Niedriglohnanteil seinen höchsten Wert im Jahr 2011 (20,9 %) und schwankte danach zwischen 19,6 % und 20,6 %. Von 2016 bis 2019 ist die Niedriglohnquote von 20,4 % auf 18,9 % gesunken. Der deutliche Rückgang der Niedriglohnbeschäftigung in Ostdeutschland hängt auch damit zusammen, dass in den meisten Branchen die zuvor unterschiedlich hohen tariflichen Verdienste in West- und Ostdeutschland inzwischen angeglichen worden sind."     Abstract

    "Im vorliegenden Bericht betrachten wir die Beschäftigungsentwicklung der Helfertätigkeiten, für die in der Regel kein Berufsabschluss erforderlich ist, für die Jahre 2015 bis 2019. Dabei zeigt sich, dass die Zahl der Beschäftigten, die Helfer- oder Anlerntätigkeiten ausübten, in dem betrachteten Zeitraum überdurchschnittlich gestiegen ist. Zu einem großen Teil wurde die positive Beschäftigungsentwicklung von ausländischen Beschäftigten getragen, und hier vor allem von Staatsangehörigen aus den acht Hauptasylherkunftsländern, die im betrachteten Zeitraum erstmals eine Beschäftigung aufnehmen konnten. Die Entwicklung der Helfertätigkeiten verlief im Bundesländervergleich recht unterschiedlich. Grund dafür sind unterschiedliche Branchenstrukturen. Hier zeigen sich einige markante Unterschiede zwischen Ost- und Westdeutschland sowie zwischen Städten und ländlichen Räumen. Während in Westdeutschland der Anstieg an Helfertätigkeiten im Baugewerbe deutlich stärker ausfiel als in den östlichen Bundesländern, waren in Ostdeutschland im Bereich Verkehr und Lagerei die höchsten Zuwächse zu verzeichnen. Zudem fiel in den östlichen Bundesländern die prozentuale Zunahme im Gesundheits- und Sozialwesen und bei den sonstigen Dienstleistungen deutlich höher aus als in Westdeutschland. Die Covid-19-Pandemie ab dem Jahr 2020 traf dann Helfertätigkeiten vergleichsweise stark und führte zu einem Beschäftigungsrückgang von 2019 bis 2020 von 2,4 Prozent, während vor allem die Spezialisten- und Expertentätigkeiten Beschäftigungszuwächse verzeichneten. Grund hierfür ist, dass bestimmte Branchen stark von der Corona-Krise betroffen waren, in denen viele Helfer beschäftigt sind, wie z.B. die wirtschaftsbezogenen Dienstleistungen, das Gastgewerbe sowie das Verarbeitende Gewerbe."     Abstract

    "I measure the effects of workers' mobility across regions of different productivity through the lens of a search and matching model with heterogeneous workers and firms estimated with administrative data. In an application to Italy, I find that reallocation of workers to the most productive region boosts productivity at the country level but amplifies differentials across regions. Employment rates decline as migrants foster job competition, and inequality between workers doubles in less productive areas since displacement is particularly severe for low-skill workers. Migration does affect mismatch: mobility favors co-location of agents with similar productivity but within-region rank correlation declines in the most productive region. I show that worker-firm complementarities in production account for 33% of the productivity gains. Place-based programs directed to firms, like incentives for hiring unemployed or creating high productivity jobs, raise employment rates and reduce the gaps in productivity across regions.     "This article critically challenges the findings and assumptions of mainstream job polarisation literature. Based on the European Working Conditions Survey data and on the Job Demand-Control model, which allows for capturing the organizational dimension of jobs, we examine the patterns and evolution of occupations in 22 European countries from 2005 to 2015. Instead of pervasive job polarisation, we observe a near-pervasive trend of upgrading job quality, suggesting that job polarisation may be caused by the undervaluation/devaluation of jobs low in the occupational hierarchy – not by computerization-driven changes in work tasks. Indeed, only the former can explain the decrease in the number of low-quality jobs while the number of low-paid jobs increases. After documenting the relevance of firm-level organisational choices, we suggest that counteracting job polarisation requires, beyond meso-level collective bargaining, a public intervention that promotes participatory decision-making in firms.     "Society drifts apart in many dimensions. Economists focus on income of the poor and rich and the distribution of income but a broader spectrum of dimensions is required to draw the picture of multiple facets of individual life. In our study of multidimensional polarization we extend the income dimension by time, a pre-requisite and fundamental resource of any individual activity. In particular, we consider genuine personal time as a pronounced source of social participation in the sense of social inclusion/exclusion and Amartya Sen's capability approach. With an interdependence approach to multidimensional polarization we allow compensation between time and income, parameters of a CES-type subjective well-being function, where a possible substitution is evaluated empirically by the German population instead of arbitrarily chosen. Beyond subjective well-being indices we propose and apply a new intensity/gap measure to multidimensional polarization, the mean minimum polarization gap 2DGAP. This polarization intensity measure provides transparency with regard to each single attribute, which is important for targeted policies, while at the same time their interdependent relations is respected. The empirical investigation of interdependent multidimensional polarization incidence and intensity uses the German Socio-Economic Panel (GSOEP) and detailed time use diary data from the three German Time Use Surveys (GTUS) 1991/92, 2001/02 and the actual 2012/13. We focus on the working individuals where the working poor requires increasing interest in the economic and social political discussion.     "Niedriglohnbeschäftigung wird häufig als soziales Problem wahrgenommen, das es mit gesetzgeberischen Maßnahmen zu begrenzen gelte. Die vorliegende Untersuchung zeigt mit Daten des Sozio-oekonomischen Panels, dass einerseits zwar durchaus Anzeichen dafür bestehen, dass Niedriglohnbeschäftigte häufiger soziale Problemlagen erfahren als Beschäftigte mit höheren Löhnen. Andererseits stehen sie in der Regel besser da als Arbeitslose. Zudem erfüllt der Niedriglohnsektor eine wichtige Rolle bei der Arbeitsmarktintegration von zuvor inaktiven Personen. Mithilfe eines Propensity Score Matchings kann gezeigt werden, dass Arbeitslose sowie Nichterwerbstätige mit Erwerbswunsch durch die Aufnahme einer Niedriglohnbeschäftigung ihre Arbeitsmarktchancen deutlich erhöhen im Vergleich zu einer Kontrollgruppe von gleichartigen Personen, die keine Niedriglohnbeschäftigung aufnahmen. So hatten die Niedriglohnbeschäftigten nach fünf Jahren rund fünf Monate weniger in Arbeitslosigkeit verbracht. Auch die Einkommensperspektiven verbesserten sich signifikant: Fünf Jahre nach dem Eintritt in den Niedriglohnsektor haben die Arbeitnehmer 12.000 Euro mehr verdient als die Kontrollgruppe. Die Herausforderung des Niedriglohnsektors besteht daher nicht in seiner Begrenzung durch gesetzliche Maßnahmen, sondern in der Verbesserung der Chance, aus ihm heraus in höhere Lohnsegmente aufzusteigen."     Abstract

    Die ersten sechs Fragen/Antworten betreffen die Entwicklung der Armutsrisikoquote im Zeitverlauf in Deutschland (2000-2020) und im europäischen Vergleich für das Jahr 2020, die Aufwendungen für Sozialleistungen 2000-2019, sowie die Anzahl und den Anteil der Beschäftigten im unteren Entgeltbereich in den Jahren 2000 bis 2020. Als Grundlage für die Beantwortung der Fragen 7 bis 29 wurde das Merkmal 'Entgelt' aus der Beschäftigungsstatistik der Bundesagentur für Arbeit herangezogen. Dabei geht es im Einzelnen um die Anzahl und den Anteil der sozialversicherungspflichtig Vollzeitbeschäftigten der Kerngruppe im Anforderungsniveau 'Helfer', 'Fachkraft', 'Spezialist', der Kerngruppe in den Wirtschaftsabschnitten Gastgewerbe, Handel, Verkehr und Lagerei, Gesundheits- und Sozialwesen, Verarbeitendes Gewerbe, Erbringung von sonstigen wirtschaftlichen Dienstleistungen, in der Berufsgruppe 513, Lagerwirtschaft, Post und Zustellung, Güterumschlag, Fahrzeugführung im Straßenverkehr, Fahrzeugführung im Eisenbahnverkehr, Gewerbe- und Gesundheitsaufsicht, Desinfektion, Reinigung, Verkauf von Lebensmitteln, Gesundheits- und Krankenpflege, Altenpflege. Die weiteren Fragen betreffen die Anteile deutscher und ausländischer Staatsangehörigkeit, Asylherkunftsländer und die Ursachen für die zunehmende 'Erosion' der sozialen Lage der gesellschaftlichen Mitte.     "Using German administrative data, we study across‐regime low‐pay persistence in the context of an economic transformation process. We first show that individuals' initial allocation to the post‐unification low‐wage sector was close to random in terms of market‐regime unobservables. Consistent with a weak connection between individuals' true productivity and their pre‐unification low‐wage status, the extent of across‐regime state dependence is found to be small and appears to vanish over time. For males, across‐regime state dependence is most pronounced among the medium‐ and high‐skilled, suggesting the depreciation of human capital as an explanation." Their success in doing so is commonly monitored in terms of how many citizens are below a poverty line set relative to median income, and by how far below it they fall (the 'poverty gap'). Yet the threshold below which this gap starts to be measured is arbitrary, begging the question of what level of low income needs addressing. A more ambitious measure, presented in this paper, considers the extent to which people fall short of a benchmark representing a socially agreed minimum standard. This 'low income gap' can be used to represent the distance a society has to go to eliminate income that is undesirably low. The paper presents the indicator, its meaning and some recent trends in the United Kingdom, where the methodology behind the indicator has been pioneered. The results demonstrate that this empirically derived benchmark has the potential to be of value in other countries, in assessing whether they are making progress in reducing low income."     "Using data from Understanding Society and the British Household Panel Survey, this article explores the relationship between working part-time and progression out of low pay for male and female employees using a discrete-time event history model. The results show that working part-time relative to full-time decreases the likelihood of progression out of low pay, defined as earning below two-thirds of the median hourly wage. However, part-time workers who transition to full-time employment experience similar rates of progression to full-time workers. This casts doubt on the idea that part-time workers have lower progression rates because they have lower abilities or work motivation and reinforces the need to address the quality of part-time jobs in the UK labour market. The negative effect of working part-time is greater for men than for women, although women are more at risk of becoming trapped in low pay in the sense that they tend to work part-time for longer periods of time, particularly if they have children. Factors such as childcare policy and Universal Credit (UC) incentivise part-time employment for certain groups, although in the right labour market conditions UC may encourage some part-time workers to increase their working hours."     "The article presents an analysis of the association between labor market characteristics related to female employment and the prevalence of in-work poverty. We compare two relative measures of in-work poverty: The individual definition refers to workers whose salary is below 60% of the median, while the household-level definition refers to individuals whose household income is below 60% of the median. Microdata from the 2014 EU-SILC survey and macrodata on involuntary part-time employment and female labor market participation are used to perform a multilevel analysis on 31 European countries. The results show a positive relationship between involuntary part-time work and in-work poverty according to the household definition. Female labor market participation is positively associated with the individual definition and negatively with the household one. However, after controlling for the level of within-country income inequality, only the effect of the female employment rate remains positive and significant for the individual in-work. These results shed light on the multifaceted role of labor market characteristics related to female employment and their implications for policy. We argue that the promotion of female participation should be combined with explicit measures to reduce the disadvantageous position of women in the labor market." New data are used to examine the impact of different cost-of-living adjustments on model results, arguing that the preferred adjustment separates housing costs from other costs. Research has focused on the risk factors associated with in-work poverty, but scholars know little about individuals' experiences after exiting it. The Sequence Analysis Multistate Model procedure is applied to three high-quality longitudinal data sources (NLSY79, NLSY97, and PSID) to establish a typology of employment pathways out of in-work poverty and estimate how gender and race are associated with each pathway. We identify five distinct pathways characterized by varying degrees of labor market attachment, economic vulnerability, and volatility. White men are most likely exit in-work poverty into stable employment outside of poverty, while Black men and women likely remain vulnerable and at-risk of social exclusion as well as recurrent spells of in-work poverty.     "One of the core dilemmas of current welfare politics is the question of how to ensure social protection while providing incentives to seek employment at the same time. A way to address this dilemma is to base policies and policy models on the principle notion that 'work must pay'; in other words, income from employment should be higher than the social support of the unemployed. However, how accurately do these approaches and models represent the reality of benefit recipients, particularly in the context of increased employment precariousness? In this article, we use the cases of two disadvantaged regions in Czech Republic in order to contrast the presumptions of 'making work pay' policies with the everyday experience of welfare recipients. As we show, their situations are strongly shaped by current changes in the labour market, particularly the precarious character of accessible employment and high levels of indebtedness. The modelling of financial employment incentives and the public policies based on these calculations often do not correspond with the reality of welfare recipients that are often cycling in and out of precarious forms of employment. However, the authors' main claim is that the very idea of the 'work must pay' approach focuses on the wrong question. A truly functioning financial incentive would need to focus not solely on the difference in income between those who work and those who do not work, but rather should analyse what type of arrangements allow working households to rise permanently above the poverty line." This paper contributes to evidence building by examining the impact of a large-scale workfare program in Bangladesh, the Employment Generation Program for the Poorest. Taking advantage of the program's distinguishable feature of direct wage transfer to a person's bank account, the paper uses accessibility to local banks as an instrumental variable to identify the program's impacts on rural social assistance beneficiaries. Based on locality-by-time fixed effects models over two rounds of locality panel data, the analysis finds that the Employment Generation Program for the Poorest has contributed to increasing overall household consumption and reducing outstanding loans. In particular, expenditures on quality food and health care have significantly increased, which likely helps individuals continue to engage in income-generating activities in the labor market. However, the implementation costs and poor quality of public assets built through work projects could potentially undermine the program's efficiency. Moreover, further evidence is required on the impacts of work experience through workfare on subsequent labor market outcomes and the value of public assets, to assess the program's effectiveness compared with administratively simpler alternative instruments such as unconditional cash transfers."     "Using data from Understanding Society, and robust estimation methods we find that Pakistani and Bangladeshi groups have the highest poverty entry rates (23-26%), followed by Indian, black Caribbean and black African groups (9-11%) and the white majority (6%). Indians and Pakistani's have the highest poverty persistence rates (66%), white majority the lowest (52%), the remaining groups around 55%. We find consider- able within group heterogeneity: for most groups, education of the head of household (HoH) and household employment rate reduces poverty entry risk, while the presence of children increases it (education does not matter for black African and Bangladeshi groups and presence of children for Bangladeshi, black Caribbean and black African groups). We also find that living in London reduces the risk of poverty entry for Indians and white majority while ill-health of the HoH increases the poverty entry risk for white majority. The only factor that affects the risk of poverty persistence is household type although the type of household that matters varies across ethnic group. We also show that simple models which ignore initial poverty status and non-random attrition in estimating poverty persistence and poverty entry, underestimate (overestimate) the magnitude of poverty persistence for the Indian (black African) groups.     "Die vorliegende Studie nimmt die Entwicklungen von Prekarität und Erwerbsarmut in Vorarlberg im Zeitraum 2008 bis 2018 in den Blick. Sie ist damit eine Folgeuntersuchung zu den beiden Studien im Auftrag der AK Vorarlberg 'Schicksal Prekarität? Maßnahmen für Vorarlberg' aus dem Jahr 2008 und 'Arm trotz Arbeit. Working Poor (Erwerbsarme) in Vorarlberg' aus dem Jahr 2010. Prekäre Beschäftigungen gehen in vielen Fällen mit Phasen der Erwerbsarmut einher, nämlich dann, wenn sie nicht genügend zum Haushaltseinkommen beisteuern, um dieses über die Armutsgefährdungsschwelle zu heben. In diesem Zeitraum der vergangenen zehn Jahre sind neue Entwicklungen des Arbeitsmarktes infolge von Zuwanderung aus den EU-Staaten und seit 2015 auch von Geflüchteten spürbar geworden. Digitalisierung und Automatisierung haben zugenommen und werden in den nächsten Jahren verstärkt sowohl in den Produktions- als auch in den Dienstleistungsbranchen in Erscheinung treten. Prekarität in Form atypischer Beschäftigungen ist in ihren unterschiedlichen Ausprägungen generell gewachsen. Dies gilt vor allem für die Beschäftigung von Frauen in Teilzeit. Deren gestiegene Zahl ist die größte quantitative Veränderung innerhalb der zehn Jahre. Geringfügig Beschäftigte haben leicht abgenommen, aber neue Erwerbsformen wie Crowdworking und Sharing-Plattformen nehmen zu. Bei den selbständig Erwerbstätigen geht das zahlenmäßige Wachstum vor allem auf die Ein-Personen-Unternehmen zurück - hier wiederum in besonderem Maß auf die von Frauen gegründeten Unternehmen und ganz konkret auf die wachsende Zahl der selbständigen Personenbetreuerinnen. Bei den Arbeitskräfteüberlassungen kann in Vorarlberg eine Zunahme der Personen aus dem EWR-Ausland festgestellt werden, auch die Zahl der ausländischen Beschäftigten nach der EU-Entsenderichtlinie steigt kontinuierlich an. Risikogruppen für Prekarität und Erwerbsarmut haben sich qualitativ in den letzten zehn Jahren nicht verändert. Es sind nach wie vor Beschäftigte in Niedriglohnbranchen sowie Geringqualifizierte mit maximal Pflichtschulabschluss. Sie haben das größte Risiko, immer wieder arbeitslos zu werden beziehungsweise in eine dauerhafte Langzeiterwerbslosigkeit zu geraten. Um dem gegenzusteuern, ist der zweite Arbeitsmarkt zur Wiedereingliederung in den ersten Arbeitsmarkt ein unverzichtbares Instrument geworden.     "This article contributes to the literature on low-paid work by analysing the shares of low-paid employment in the period 2006 - 2014 and the underlying causes. I use an inflation-adjusted low-pay threshold anchored at 60 percent of median wages to assess the impact of the Great Recession, which increased the share of low-paid employees in two-thirds of European countries and in the EU as a whole. This was driven by a general decline in real wages, which was particularly intense in European periphery countries and at the bottom of the wage distribution as well as among employees with shorter tenure. However, compositional effects either prevented a larger expansion of low-pay shares by masking the real extent of the wage correction or were generally negligible in driving low-pay shares.     "More than a quarter of adults in the United Kingdom have low basic skills, which has a negative impact on career prospects, job quality and productivity growth. Furthermore, unlike most other countries, young adults do not have stronger basic skills than the generation approaching retirement. The lack of skills development starts at young ages and continues in secondary education; despite a modest reduction in recent years, the educational attainment gap between disadvantaged and non-disadvantaged students remains high. The low participation in lifelong learning of low-skilled individuals puts them at risk of falling behind in meeting the changing skill demands of the dynamic labour market. Ongoing reforms to the vocational education and training (VET) system and apprenticeship system should have a positive impact on low-skilled productivity, enabling students to gain the necessary basic skills and for workers to find quality jobs. Improving the targeting of active labour market policies, and ensuring that the ongoing increases in the national living wage are delivered in a sustainable way will also play an important role in improving job quality and reducing the high rate of youth neither employed or in education or training.     "In-work benefits (IWBs) have become very common transfer programs that seek to meet both efficiency and equity targets. An expanding literature has assessed the effects of these policies on income distribution and labor supply showing important implications for female labor participation. In this paper, we estimate the distributional and behavioral impacts of a simulated IWB in Spain based on the replacement of the existing working mother tax credit (WMTC) using as a reference the US Earned Income Tax Credit (EITC). We simulate the effects of the proposed scheme using EUROMOD and a discrete choice model of labor supply. Our results show that the enhancement of the proposed IWB would have significant and positive effects both in terms of female labor participation and inequality and poverty reduction. The introduction of this IWB would generate a substantial increase in labor participation at the extensive margin and a non-negligible reduction at the intensive margin."     "This article focuses on the meanings and repertoires of action associated with money in low-income and poverty circumstances. Based on interviews with 51 people, the analysis reveals how people on a low income actively engage with money as a way of situating themselves in their complex worlds. Money is investigated at two levels: praxis and orientation regarding spending, and as part of self-identity. In regard to spending, people displayed two main repertoires: one was functional (viewing money as a way of meeting material need) and the second relational (with money interpreted in regard to relationships and upholding of personal and familial values). These repertoires in turn link into self-understanding and world view. For people in poverty and low income, money can be a disabler, detracting from a valued identity and sense of future but a counter, more positive, orientation normalises lack of money, by reference to skills and character development and core values and relationships. The research as a whole underlines the complexity of money in low-income or poverty settings, the agency and creativity which people bring to its use and the diverse meanings they invest it with."     "Die unterschiedliche Entwicklung der Tarifsysteme in Europa geht mit verschiedenen Dynamiken der Entwicklung von Niedriglohn und Lohnungleichheit einher. Dies wird in diesem Aufsatz am Beispiel der Niederlande, Österreichs und Deutschlands - also weitgehend ähnlicher Ökonomien - nachvollzogen. Die Autoren ergänzen institutionelle Erklärungen, wie sie in der Literatur betont werden, durch die Analyse der Strategien der Sozialpartner und des Staates. Für Österreich zeigt sich, dass die Arbeitgeber ihre Flexibilisierungsziele in einem stabilen, umfassenden Tarifsystem nur bedingt durchsetzen können. In Verbindung mit einer Strategie der Arbeitsplatzsicherung nehmen Gewerkschaften allerdings eine moderate Lohnungleichheit und Niedriglohnanteile in Kauf. In den Niederlanden konnten die Gewerkschaften ihre solidarische Lohnpolitik trotz institutioneller Stabilität nicht realisieren, da die Regierung die relative Absenkung der unteren Löhne forcierte. In Deutschland haben die Gewerkschaften mit der erfolgreichen Durchsetzung des gesetzlichen Mindestlohns die Lohnungleichheit verringert.     "Die Debatte um die Verteilungsgerechtigkeit wird bisweilen mit großer Schärfe geführt. Darin spielen traditionell Indikatoren zur Ungleichheit eine große Rolle, die in der Regel nur eine Momentaufnahme liefern. Allerdings dürfen auch Kennzahlen zur sozialen Mobilität nicht außer Acht gelassen werden. Wenn Chancen auf einen sozialen Aufstieg vorhanden sind, können größere Ungleichheiten als weniger problematisch bewertet werden. Dies gilt vor allem für den Aufstieg aus den unteren Schichten. Empirische Befunde auf Basis des Sozio-oekonomischen Panels zeigen, dass Aufstiegschancen aus dem Niedriglohnsektor vorhanden sind. Immerhin gut ein Viertel der Geringverdiener schafft den Sprung über die Niedriglohnschwelle. Während im Zeitverlauf der Anteil der Aufsteiger bis etwa zum Jahr 2008 tendenziell rückläufig war, zeichnet sich seitdem ein leicht steigender Trend ab. In Bezug auf die Einkommensmobilität, bei der neben dem Erwerbseinkommen weitere Komponenten des Haushaltseinkommens berücksichtigt sind, kann rund ein Drittel der armutsgefährdeten Personen innerhalb eines Jahres aus der untersten Einkommensschicht aufsteigen. In einem Zeitraum von zehn Jahren sind es sogar 58 Prozent. Indes ist für die Einkommensmobilität keine positive Entwicklung in der Aufstiegshäufigkeit zu erkennen. Zusammenfassend hat sich die soziale Mobilität im Zeitverlauf kaum verbessert. Insofern sollte erstens beobachtet werden, wie sich etwa vor dem Hintergrund der Flüchtlingsmigration oder der Einführung des Mindestlohns die Mobilität zukünftig entwickelt. We use the micro-simulation model EUROMOD, which has been enriched with a discrete labour supply model. The analysis is performed for four EU-member states: Belgium, Italy, Poland and Sweden. The results show that design characteristics matter substantially, though the specific effects differ in magnitude across countries, indicating there is no one-size-fits-all solution. Throughout the analysis, numerous trade-offs are uncovered: not only between employment and poverty goals, but also within employment incentives itself (extensive vs. intensive margin). Yet successive governments have stressed that paid work is the route to inclusion, focussing attention on the divide between employed and unemployed. Past efforts to measure social exclusion have tended to make the same distinction. The aim of this article is to apply Levitas et al.'s (2007) framework to assess levels of exclusionary employment, i.e. exclusion arising directly from an individual's labour market situation. Using data from the Poverty and Social Exclusion UK survey, results show that one in three adults in paid work is in poverty, or in insecure or poor quality employment. One third of this group have not seen any progression in their labour market situation in the last five years. To address the initial conditions problem and the endogeneity of employer retention, we model intra-firm low-pay transitions using a trivariate Probit model that accounts for selection into low-wage employment and non-random employer drop-out. Using data from the LIAB Linked Employer - Employee panel, our results indicate that for male workers from the service sector the probability of escaping low-pay increases with employer size. This contrasts with female workers from the service sector, who rather benefit from collective bargaining coverage and local works councils. These findings are consistent with internal labour markets being an important ingredient of male within-firm wage growth, whereas the removal of asymmetric information appears to be more relevant in explaining female workers' wage transitions."     "The crisis has deepened pre-existing concerns regarding low-wage and non-standard employment. Countries where unemployment increased most strongly during the crisis period also saw part-time employment increasing, particularly involuntary part-time work. With involuntary part-time workers, as a particular group of underemployed, facing especially high poverty rates, this was accompanied by an increase, on average, in the poverty risk associated with working part-time. However, this was not reflected in a marked increase in the overall in-work poverty rate because full-time work remains dominant and its poverty risk did not change markedly.     "This paper examines the role of international trade for job polarization, the phenomenon in which employment for high- and low-wage occupations increases but mid-wage occupations decline. With employer-employee matched data on virtually all workers and firms in Denmark between 1999 and 2009, we use instrumental-variables techniques and a quasi-natural experiment to show that import competition is a major cause of job polarization. Import competition with China accounts for about 17% of the aggregate decline in mid-wage employment. Many mid-skill workers are pushed into low-wage service jobs while others move into high-wage jobs. The direction of movement, up or down, turns on the skill focus of workers' education. Workers with vocational training for a service occupation can avoid moving into low-wage service jobs, and among them workers with information-technology education are far more likely to move into high-wage jobs than other workers."     "The experience of unemployment itself increases the risk of staying unemployed, and the unemployed face a high poverty risk. Moreover, experiencing poverty reduces the chances of reemployment. As wage inequality has expanded in recent decades, low-paid employment and in-work poverty have both risen. This study analyzes whether low-pay employment helps people escape the no-pay - low-income trap. Survey data from the German Socio-Economic Panel for the period 1995 - 2012 are used to estimate correlated random-effects probit models on the labor-market and income dynamics. The findings suggest that low-paid employment is especially helpful to exit the no-pay - low-income trap for persons who are long-term unemployed, as well as for those over 40 who have been unemployed for a short period of time.     "We investigate whether non-cognitive skills - in particular Locus of Control - are important determinants of mobility processes for male workers at the low-wage margin. Our results reveal a significant amount of state dependence in low pay even after controlling for non-cognitive skills. Furthermore, compared to individuals with an external Locus of Control, individuals with a more internal Locus of Control have a significantly higher probability of being higher-paid instead of low-paid. Conditional on being low-paid, individuals with an internal Locus of Control have a significantly higher probability of moving to higher-paid employment in the following year than individuals with an external Locus of Control. Our results suggest that having an internal Locus of Control is an important non-cognitive skill in the context of low wages.     "We often hear that the high unemployment rates of low-educated workers in Europe are due to the rigidities of the institutions increasing the labour costs that burden employers. In this article, we challenge this traditional view and offer alternative explanations to the cross-national variation in the employment rate of low-educated workers. Using macro-data and an error correction model, we analyse the determinants of the creation of jobs for low-educated workers in 19 countries between 1997 and 2010. Our findings tend to invalidate the neoliberal view, while also pointing to the positive impact of investing in public employment services and the predominant role of economic growth, which can be weakened by union density and employment protection in the case of male workers.     "Recent research has highlighted the existence of a social bias in the extent to which children have access to childcare. In general, children living in higher income households are more likely to be cared for in childcare centres. While the existence of a social bias in access to childcare services has been clearly demonstrated, we currently lack a clear explanation as to why this is the case. This paper uses a unique dataset based on survey data collected specifically to study patterns of childcare use in the Swiss canton of Vaud (N=875). The paper exploits the variation in the way childcare is organised within the canton. Childcare is a municipal policy, as a result of which there are twenty-nine different systems in operation. Fees are progressive everywhere, but variation is substantial. Availability is also very different. This peculiar institutional setup provides an ideal situation to examine the determinants of childcare use by different income groups. Our findings suggest that differences in the fees charged to low-income households, as well as the degree of progressivity of the fee structure, are significant predictors of use, while availability seems to matter less."     "This paper examines the effectiveness of active labour market policies (ALMPs) in improving labour market outcomes, especially of low-skilled individuals. The empirical analysis consists of an aggregate impact approach based on a pooled cross country and time series database for 31 advanced countries during the period 1985 - 2010. A novelty of the paper is that it includes aspects of the delivery system to see how the performance of ALMPs is affected by different implementation characteristics. Among the notable results, the paper finds that ALMPs matter at the aggregate level, both, in terms of reducing unemployment, but also in terms of increasing employment and participation. Interestingly, start-up incentives are more effective in reducing unemployment than other ALMPs. The positive effects seem to be particularly beneficial for the low-skilled. In terms of implementation, the paper finds that the most favourable aspect is the allocation of resources to programme administration.     "During recent decades, earnings differentials between educational groups have risen in most advanced economies. While these trends are well-documented, much less is known about inequality trends within educational groups. To address this issue, we study changes in labor market inequalities among low-skilled men in West Germany. Using data from the German Socio-economic Panel, we show that both risks of labor market exclusion and earnings dispersion have grown dramatically since the mid-1980s. We consider possible explanations for these trends, drawing on an analytic distinction between compositional changes with respect to worker/job characteristics and changes in the effects of these characteristics on labor market outcomes. Using a reweighting strategy and regression models, we find that both compositional trends and changes in the effects of important characteristics have contributed to the observed increase in labor market inequalities. We discuss the likely influence of German welfare state programs, labor market regulation, and of recent changes in these domains, and sketch promising avenues for future research."     "This study analyses differences in individual-level working poverty determinants between Germany and the UK. These differences are linked to institutional patterns at the country level. Here, we observe that the two countries differ especially in bargaining centralisation, employment protection legislation and family policy. At the same time, the levels of decommodification and labour market regulation are no longer core differences in the institutional settings of Germany and the UK, which is interpreted as a consequence of Germany's departure from a traditional conservative regime since the mid-1990s. Adopting economic and sociological approaches, we explain how Germany's closed employment system channels the effects of deregulation policies to the periphery of the labour market. Additionally, we argue that open employment relationships that dominate in the UK put specifically older employees at risk. Finally, we identify country-specific differences in the economic dependency of women, resulting from a stronger male breadwinner orientation of family policy in Germany. Accordingly, multivariate analyses based on harmonised versions of the British Household Panel Study (2002 - 2005) and the Socio-Economic Panel Study (2003 - 2006) reveal that entrants and re-entrants to the labour market, women and - unexpectedly - low-educated persons are particularly affected by in-work poverty in Germany; whereas older workers are more likely to face precarious economic conditions in the UK."     "Is in-work poverty a low-wage or an unemployment problem, and is it the same problem all across Europe? Because of the definitional ambiguity, we really do not know. In this article, we use longitudinal European Union-Statistics on Income and Living Conditions (EU-SILC) data from 22 countries and derive a set of distinct clusters of labour market trajectories (LMTs) from information about monthly labour market position from a 36-month observation window and estimate in-work poverty risk for each LMT. The results show that in-work poverty is a problem that affects the self-employed and people in a marginal labour market position, that is, those who for different reasons move in and out of employment. Hence, in-work poverty is mainly an unemployment problem, not a low-wage problem.     "This paper presents the final economic results of the UK Employment Retention and Advancement (ERA) programme. ERA's distinctive combination of post-employment advisory support and financial incentives was designed to help low-income individuals who entered work sustain employment and advance in the labour market. ERA targeted three groups. ERA produced short-term earnings gains for two lone parent target groups. However, these effects generally faded after the programme ended, largely because the control group caught up with the ERA group. In line with insider-outsider and several strands of efficiency wage theory, we find strong evidence for selective wage cuts with high-productivity workers being spared even when controlling for permanent differences in firms' wage policies. In contrast to some recent contributions stressing fairness considerations, we also find that wage cuts increase wage dispersion among peers rather than narrowing it.     "Im Jahr 2013 arbeiteten in Deutschland 24,4% aller abhängig Beschäftigten für einen Stundenlohn unterhalb der Niedriglohnschwelle von 9,30 EURO pro Stunde. Damit hat sich der Anteil der Niedriglohnbeschäftigten gegenüber 2012 kaum verringert.
    Im Durchschnitt erzielten die rund 8,1 Millionen gering bezahlten Beschäftigten einen Stundenlohn von 6,72 EURO und lagen damit deutlich unter der Niedriglohnschwelle.
    Ein besonders hohes Risiko geringer Stundenlöhne hatten im Jahr 2013 Minijobber/innen, unter 25-Jährige, gering Qualifizierte sowie befristet Beschäftigte.
    Gleichwohl haben mehr als drei Viertel der Niedriglohnbeschäftigten in Deutschland eine abgeschlossene Berufsausbildung oder einen akademischen Abschluss.
    Von Stundenlöhnen unter 8,50 EURO waren im Jahr 2013 18,9% der abhängig Beschäftigten betroffen. Anders als in einigen anderen Studien angenommen, hat sich dieser Anteil gegenüber 2012 nicht verringert.
    Besonders hoch war der Anteil von Beschäftigten mit einem Stundenlohn von weniger als 8,50 EURO im Gastgewerbe, in der Landwirtschaft und im Handel." (Autorenreferat, IAB-Doku)

    "Purpose - Up to date, it remains an unresolved issue how firms shape inequality in interaction with mechanisms of stratification at the individual and occupational-level. Accordingly, the authors ask whether workers of different occupational classes are affected to different degrees by between-firm wage inequality. In light of the recent rise of overall wage inequality, answers to this question can contribute to a better understanding of the role firms play in this development. The authors argue and empirically test that whether workers are able to benefit from firms' internal or external strategies for flexibility depends on resources available at the individual and occupational level. The paper aims to discuss these issues.
    Design/methodology/approach - Matched employer-employee data from official German labour market statistics are used to estimate firm-specific wage components, which are then regressed on structural characteristics of firms.
    Findings - Between-firm wage effects of internal labour markets are largest among unskilled workers and strongly pronounced among qualified manual workers. Effects are clearly smaller among classes of qualified and high-qualified non-manual workers but have risen sharply for the latter class from 2005 to 2010.
    Social implications - The most disadvantaged workers in the labour market are also most contingent upon employers' increasingly heterogeneous policies of recruitment and remuneration.
    Originality/value - This paper combines insights from sociological and economic labour market research in order to formulate and test the new hypothesis that between-firm wage effects of internal labour markets are larger for unskilled than for qualified workers."     "This study explores the organization of work and occupational health risk as elicited from recently immigrated women (n = 8) who have been in the US for less than three years and employed in informal work sectors such as cleaning and factory work in the greater Boston area in Massachusetts. Additional interviews (n = 8) with Community Key Informants with knowledge of this sector and representatives of temporary employment agencies in the area provides further context to the interviews conducted with recent immigrant women. These results were also compared with our immigrant occupational health survey, a large project that spawned this study. Responses from the study participants suggest health outcomes consistent with being a day-laborer scholarship, new immigrant women are especially at higher risk within these low wage informal work sectors. A difference in health experiences based on ethnicity and occupation was also observed. Low skilled temporary jobs are fashioned around meeting the job performance expectations of the employer; the worker's needs are hardly addressed, resulting in low work standards, little worker protection and poor health outcomes. The rising prevalence of non-standard employment or informal labor sector requires that policies or labor market legislation be revised to meet the needs presented by these marginalized workers."     "Money has meaning that shapes its uses and social significance, including the monies low-income families draw on for survival: wages, welfare, and the Earned Income Tax Credit (EITC). This study, based on in-depth interviews with 115 low-wage EITC recipients, reveals the EITC is an unusual type of government transfer. Recipients of the EITC say they value the debt relief this government benefit brings. However, they also perceive it as a just reward for work, which legitimizes a temporary increase in consumption. Furthermore, unlike other means-tested government transfers, the credit is seen as a springboard for upward mobility.     "This article addresses measurement challenges that have stymied contemporary research on the working poor. The authors review previously used measurement schemes and discuss conceptual assumptions that underlie each. Using 2013 March Current Population Survey data, the authors estimate national- and race-specific rates of working poverty using more than 125 measures. The authors then evaluate the association between each measure and a latent construct of working poverty using factor analysis and develop a working poverty index derived from these results. Finally, the authors estimate multivariate regression models to identify key social and demographic risk factors for poverty among workers. The authors' national estimates of working poverty range from 2% to nearly 19% and are highly sensitive to alternative assumptions. The authors' analyses find that the latent construct is most highly correlated with empirical measures of working poverty that include part-time or part-year employment and that use poverty income thresholds that include both the poor and near poor. Crude rates and conditional risks of poverty among workers vary considerably among racial groups. This article provides a conceptual and empirical baseline for decisions about how best to estimate the magnitude and composition of America's working poor population."     "Identifying effective policy interventions for adults with low literacy and numeracy skills has become increasingly important. The PIAAC Survey of Adult Skills has revealed that a considerable number of adults in OECD countries possess only limited literacy and numeracy skills, and governments now recognise the need to up-skill low-skilled adults in order to maintain national prosperity, especially in the context of structural changes and projected population ageing. Against this background, this literature review examines the current evidence on policy interventions for adults with low literacy and numeracy skills to clarify which targeted policy levers could best enhance socio-economic returns. Despite progress in measuring adult skills and extensive literature describing practices used in adult literacy and numeracy programmes, there is little analysis of the effects of different interventions on learners. This literature review therefore attempts to bring together the analytical insights from research and practice to provide a broad picture of what has so far proven to motivate low-skilled adults to join and persist in literacy and numeracy learning. The paper shows that low basic skills levels of adults are a complex policy problem that has neither straightforward causes nor straightforward solutions and successful interventions are relatively uncommon. Tackling serious literacy and numeracy weaknesses is challenging because the group of low-skilled adults is diverse and requires different, well-targeted interventions. But there is now an emerging body of evidence on the approaches to teaching and learning that can make life-changing differences to adults in need. The paper identifies formative assessment, e-learning, and contextualisation and embedding (especially in the workplace and family context) as effective approaches to basic skills teaching. We explore changes by worker's gender and family status based on feminist labor market and welfare state regime research that argues jobs and social protection programs are shaped by a heteronormative male-breadwinner model. We find increased shares of LW/LI workers; that LW/LI workers are least likely to receive antipoverty supports and employer benefits; and evidence for a male-breadwinner model in US social protection programs."     "In der aktuellen Debatte um das neue deutsche Mindestlohnmodell mehren sich Forderungen von Politikern und Arbeitgeberverbänden, die für zahlreiche Arbeitnehmergruppen Ausnahmeregelungen festlegen wollen. Genannt werden geringfügig Beschäftigte, erwerbstätige Rentner, Schüler, Studenten, Langzeitarbeitslose, Saisonkräfte und Hilfsarbeiter.
    Sollten sich diese Ausnahmen durchsetzen, würde mehr als jeder Dritte aus dem Geltungsbereich des Mindestlohns herausfallen. Dies entspräche knapp 2 Millionen Beschäftigten. Damit würde der allgemeine Mindestlohn systematisch unterlaufen und ein neuer, eigener Niedriglohnsektor unterhalb der Mindestlohngrenze geschaffen.
    Die Untersuchung des WSI belegt des Weiteren, dass sich die Ausnahmeregelungen stark auf einige wenige Branchen konzentrieren würden.     "The 'living wage' is an idea with a long history in the UK currently enjoying a renaissance. This article explores possible reasons for its reemergence as a policy demand, but argues that thinking of low pay primarily as 'poverty pay' caused by employers' failure to pay a living wage raises practical and conceptual issues that are problematic. It examines to what extent recent attempts to resolve such issues in the UK and elsewhere have succeeded, and concludes by suggesting that alternative ways of analysing and addressing the two key issues associated with the living wage, low pay and in work poverty, are required."     "Die Zahl der tariflichen Vergütungsgruppen mit Stundenlöhnen unter 8,50 Euro ist in den vergangenen Jahren deutlich zurückgegangen. Das ergibt eine aktuelle Auswertung, die das Tarifarchiv des Wirtschafts- und Sozialwissenschaftlichen Instituts (WSI) in der Hans-Böckler-Stiftung vorlegt. Das WSI-Tarifarchiv untersuchte rund 4.750 Vergütungsgruppen aus 40 Branchen und Wirtschaftszweigen. Im Dezember 2013 sahen 10 Prozent davon Stundenlöhne von weniger als 8,50 Euro vor. Im Dezember 2012 lag dieser Anteil noch bei 11 Prozent, im September 2011 bei 13 Prozent, im März 2010 bei 16 Prozent." (Textauszug, IAB-Doku)

    "Auf dem deutschen Arbeitsmarkt gilt nach wie vor: Je höher die Qualifikation, desto geringer ist die Wahrscheinlichkeit, arbeitslos zu sein und desto höher ist der Lohn. Vergleicht man die Qualifikationsanforderungen, die an Beschäftigte gestellt werden, mit den Qualifikationsprofilen der Arbeitslosen, zeigen sich allerdings erhebliche Diskrepanzen. Nahezu jeder zweite Arbeitslose in Deutschland kann mangels höherer Qualifikation nur Helfertätigkeiten ausüben. Dabei entspricht nur jeder siebte Arbeitsplatz diesem Niveau. Die Beschäftigungsperspektiven der Geringqualifizierten sind regional sehr unterschiedlich.     "Das DIW Berlin hat im Herbst 2013 eine Studie über Mindestlöhne vorgelegt, die auf Daten des Sozio-ökonomischen Panels (SOEP) für das Jahr 2011 beruhte. Inzwischen liegen Daten für 2012 vor. Im Jahr 2012 erhielten 5,2 Millionen Arbeitnehmer einen Bruttostundenlohn von weniger als 8,50 Euro je Stunde; das waren 15 Prozent aller Arbeitnehmer. Es gibt Hinweise darauf, dass die Zahl dieser Geringentlohnten im Vergleich zum vorangegangenen Jahr abgenommen hat - um ungefähr eine halbe Million. Ein statistisch signifikanter Rückgang zeigt sich aber lediglich bei den Vollzeitkräften sowie bei den Arbeitnehmern mit einfachen Tätigkeiten; diese stellen allerdings mehr als die Hälfte aller Geringentlohnten. Bemerkbar machte sich zum einen, dass ein erheblicher Teil der Beschäftigten, die 2011 noch weniger als 8,50 Euro bekamen, 2012 über der Mindestlohngrenze lagen - etwa infolge von Lohnerhöhungen. Die Zahl der Anspruchsberechtigten dürfte sich inzwischen wegen weiterer Lohnanhebungen verringert haben und sich bis zur Einführung des Mindestlohns um bis zu 700 000 Menschen vermindern. Zum anderen verlieren einfache Tätigkeiten weiter an Bedeutung - also solche Jobs, die oft nur gering entlohnt werden. Politisch umstritten ist, ob bestimmte Gruppen aus der künftigen Mindestlohnregelung ausgeklammert werden - wären es Rentner, Schüler und Studenten, würde die Zahl der Menschen mit einem Anspruch auf Mindestlohn um etwa eine weitere Million abnehmen. Im Vergleich der Jahre 2011 und 2012 hat sich erwartungsgemäß an den Strukturen der Arbeitnehmer mit Bruttostundenlöhnen von weniger als 8,50 Euro, also dem Kreis der Bezieher des geplanten Mindestlohns, wenig geändert. Zu diesen zählen in überdurchschnittlichem Maß Arbeitnehmer mit einfachen Tätigkeiten, Frauen, Beschäftigte in Ostdeutschland, Minijobber sowie erwerbstätige Rentner, Schüler und Studenten.     "Nach der Berufsausbildung startet rund die Hälfte der Ausbildungsabsolventen mit einem Niedriglohn in das Berufsleben. Die vorliegende empirische Untersuchung auf der Grundlage von Daten des 'Ausbildungspanels Saarland' zeigt, dass es in den ersten Berufsjahren nur einer kleinen Gruppe dieser formal gut qualifizierten Erwerbseinsteiger gelingt, eine besser entlohnte Tätigkeit zu finden. Umgekehrt haben Absolventen, die mit einem höheren Lohn in das Erwerbsleben starten, ein geringes Risiko, in den Niedriglohnbereich abzurutschen. Sie weisen darüber hinaus eine stetigere Beschäftigungsbiografie auf als Jobstarter im Niedriglohnbereich. Ausbildungsabsolventen scheinen sich demnach in einen ausgeprägt segmentierten Arbeitsmarkt integrieren zu müssen. Die Untersuchungsergebnisse zeigen weiter, dass neben individuellen Merkmalen wie der Humankapitalausstattung und dem Geschlecht insbesondere auch Merkmale des Ausbildungs- bzw. Beschäftigungsbetriebes sowie die Berufswahl über das Risiko bestimmen, nach der Ausbildung im Niedriglohnbereich zu arbeiten. Auch die Aufstiegschancen in besser entlohnte Einkommenssegmente werden von diesen Determinanten maßgeblich beeinflusst. Eine Anhebung des Qualifikationsniveaus schwacher Absolventen und eine Veränderung des Berufswahlverhaltens insbesondere von jungen Frauen werden abschließend als mögliche Strategien diskutiert, um die Niedriglohnfalle nach der Berufsausbildung zu umgehen."     "Die Flexibilisierung und Deregulierung von Arbeitsmärkten hat in den letzten Jahrzehnten in vielen westlichen Gesellschaften zu einer umfassenden Restrukturierung von Beschäftigungsverhältnissen und Entlohnungssystemen geführt. Im Ergebnis gewannen sowohl sogenannte atypische Beschäftigungsformen als auch Niedriglohnbeschäftigung an Bedeutung. Systematische Analysen zum Thema Flexibilisierung und Niedriglohn in Österreich liegen allerdings bisher kaum vor. Vor diesem Hintergrund untersucht der vorliegende Beitrag die Entwicklung der Niedriglohnbeschäftigung am österreichischen Arbeitsmarkt für unterschiedliche Risikogruppen im Zeitraum 1996 bis 2010. Grundlage des Beitrags sind die Daten des EU-SILC und ECHP. Die vorgenommenen empirischen Analysen zeigen u. a., dass Personen mit hoher Bildung immer besser vor Niedriglohnrisiken geschützt sind, während gering qualifizierte und atypisch Beschäftigte sowie Beschäftigte im Gastgewerbe und anderen Bereichen des Dienstleistungssektors in den letzten 15 Jahren steigenden Niedriglohnrisiken ausgesetzt sind."     "Es gibt verschiede Gründe, warum schlechter ausgebildete Männer höheren Risiken der Arbeitsmarktverwundbarkeit - Arbeitslosigkeitsrisiken oder bei Beschäftigten ein niedriger sozioökonomischer Status - unterliegen. Die gebräuchliche Erklärung hierfür ist, dass der Grund für diese höheren Risiken ein gesteigerter beruflicher Wettbewerb ist, der auf ein Überangebot an besser ausgebildeten Arbeitskräften zurückzuführen ist, die die schlechter ausgebildeten Arbeitskräfte aus ihren Beschäftigungen verdrängen. Zusätzlich zur Untersuchung dieser Erklärung analysieren wir den Einfluss der kognitiven Fähigkeiten schlechter ausgebildeter Männer, ihre sozialen Ressourcen und den (historisch eingebetteten) Signalwert, über keine Bildungsnachweise zu verfügen. Wir untersuchen diese Auswirkungen mittels institutioneller und kompositioneller Variationen über Arbeitsmarkt-Eintrittskohorten hinweg in den USA. Für unsere Analysen nutzen wir die Daten des 1974-2008 US General Social Survey (GSS). Sie zeigen, dass ein Überangebot an gut ausgebildeten Arbeitskräften hauptsächlich die Arbeitslosigkeitsrisiken der besser ausgebildeten Personen selbst steigert. In Arbeitsmarkt-Eintrittskohorten, in welchen die negative Selektion basierend auf dem Hintergrund der Eltern der Gruppe der schlechter ausgebildeten deutlicher ist, haben die schlechter ausgebildeten ein relativ hohes Arbeitslosigkeitsrisiko."     "Taking a cross-national comparative perspective, this study analyses differences in individual determinants of the low-wage risk across institutional settings. It builds on previous research that dealt with the impact of labour market reform measures on the distribution of labour market risks in advanced economies. It is widely held that such reforms have a particularly adverse effect on labour market outsiders, specifically on entrants to the labour market. We seek to differentiate this assumption and to show that this presumed effect is conditional on the configuration of the bargaining system. Using hierarchical models that match EU Statistics on Income and Living Conditions (EU-SILC) microdata with several macro indicators for 20 countries, we find that, in contexts with a high degree of bargaining centralization, the relative low-wage risk of entrants and re-entrants from inactivity increases with commodification and deregulation. If bargaining is decentralized, however, the effects of labour market reform policies on insider/outsider disparities are marginal. Additionally, we show that the same still holds true if a measure of employment protection legislation (EPL) is regarded as the moderating institutional filter. We explain these findings with theoretical concerns based on the concept of closure. These predict that centralized bargaining structures and high EPL (or, rather, closed employment relationships) will systematically channel risks produced by reform measures to the periphery of the labour market."     "The growth of 'global cities' in the 1980s was supposed to have involved an occupational polarization, including the increase in low-paid service jobs. Although held to be untrue for European cities at the time, some such growth did emerge in London a decade later than first reported for New York. The question is whether there was simply a delay before London conformed to the global city model or whether another distinct cause was at work in both cases. This article proposes that the critical factor in both cases was actually an upsurge of immigration from poor countries that provided an elastic supply of cheap labor. This hypothesis and its counterpart based on the growth in elite jobs are tested econometrically for the British case with regional data spanning 1975 - 2008, finding some support for both effects, but with immigration from poor countries as the crucial influence in late 1990s London."
