"In den vergangenen drei Jahrzehnten sind die Anteile befristeter Beschäftigungsverhältnisse bei jungen Erwachsenen in der Bundesrepublik Deutschland und in anderen spätkapitalistischen Gesellschaften deutlich angestiegen. Eingebettet in fortdauernde Trends einer Verringerung wohlfahrtsstaatlicher Sicherungsstandards hat diese Entwicklung dazu beigetragen, dass sich Übergänge in stabile berufliche Karrieren und planbare private Zukunftsgestaltungen diversifizieren und verzögern. In der vorliegenden Studie wird eine soziologische Erklärung der Auswirkungen befristeter Beschäftigung auf private und partnerschaftliche Zukunftsgestaltungen von jungen Erwachsenen theoriegeleitet ausgearbeitet und empirisch überprüft. Da mit der Ausweitung befristeter Beschäftigung das klassische männliche Ernährermodell in Begründungsnot gerät, so die zentrale These, werden Neuaushandlungen von Geschlechterrollenarrangements in jungen Partnerschaften erforderlich. Nicht allein sozioökonomische Risiken im Kontext befristeter Beschäftigung, auch die sich wandelnden geschlechter- und erwerbsbezogenen Rollenerwartungen wirken sich verzögernd auf private und partnerschaftliche Zukunftsgestaltungen aus. Die Studie richtet sich an Forschende, Lehrende und Studierende der Soziologie, Politikwissenschaft, Psychologie und in benachbarten sozialwissenschaftlichen Disziplinen. Ebenso adressiert sie methodisch versierte Praktiker°innen in familien- und sozialpolitisch relevanten Tätigkeits- und Diskursfeldern. "This study compares the labour market trajectories of the temporary employed in Norway with those in Sweden. Sweden’s employment protection legislation gap between the strict protection of permanent employment and the loose regulation of temporary employment has widened in recent decades, while Norway has maintained balanced and strict regulation of both employment types. The study asserts that the two countries differ concerning the distribution of trajectories, leading to permanent employment and trajectories that do not create firmer labour market attachment. Using sequence analysis to analyse two-year panels of the labour force survey for 1997–2011, several different trajectories are discerned in the two countries. The bridge trajectories dominate in Norway, while dead-end trajectories are more common in Sweden. Moreover, the bridge trajectories are selected to stronger categories (mid-aged and higher educated) in Sweden than in Norway. "Prevailing political economic theories on the segmentation of the labor market all rely on the assumption that workers with tertiary education possess significant bargaining power in the knowledge economy due to the strategic importance of their human capital for firms. This paper argues that this empowerment thesis is not empirically founded. The surplus of interchangeable workers equipped with general skills in the knowledge economy actually reinforces employers in the labor-capital power dynamics. This context allows employers to reduce labor costs by imposing subcontracting and flexible work arrangements on highly skilled workers. Until now, these practices were believed to be prevalent only among low-skilled workers. This paper investigates this transformation through the lens of solo self-employment. Drawing on data obtained from 22 European countries spanning from 2014 to 2021, this article presents findings suggesting that the transition to the knowledge economy incentivises employers to adopt a new division of labor predicated on the development of networks of subcontracting and flexible highly skilled workers, particularly in economies with strict employment protection legislation." "When coined about half a century ago, employment in the informal economy was discussed by what it was not: formal. Addressed as a sector of the urban workforce, its definition was a summing up of descriptive traits which made manifest how people in the Global South, deprived of most or all means of production, earned their livelihood by selling their labour power. Investigating their predicament zoomed in on the restructuring of peasant economies and societies to post-peasant ones. The anticipated upward mobility, which was supposed to be boosted by the bargaining power of collective action, did not materialise. Rather than expanding formalisation of labour relations, the reverse took place. The small segment which had been promoted to and protected by regular and regulated employment was subjected to informalisation. In the onslaught of neo-liberal capitalism from the last quarter of the twentieth century onwards, labour flexibilisation and casualisation not only intensified in the Global South but also spread to the Global North. The new policies ended the brokerage which the nation–state once developed to mediate between the interests of capital and labour, leading to a worldwide shrinking of public institutions, space and representation. While the debate with regard to informality has remained firmly focused on labour and employment, I argue that corporate capital in collusion with étatist authority has not only effectuated the deregulation of paid work but also abandoned the legal code of formality ending in a state of lawlessness for the people at the bottom of the pile. In the reconfiguration, both politics and governance are next to big business as stakeholders in a regime of informality erosive of equality, democracy, civil rights, solidarity and shared well-being for humankind at large." "Dieser Beitrag untersucht die Wirkungen der zum 1. Oktober 2022 in Kraft getretenen Reformen für Mini- und Midijobs bezüglich des Arbeitsangebots, der verfügbaren Einkommen der Haushalte und der fiskalischen Effekte. Insbesondere werden die Auswirkungen a) der Anhebung der Geringfügigkeitsschwelle von 450 Euro auf 520 Euro, b) die Anhebung der Midijob-Grenze von 1.300 Euro auf 2.000 Euro und c) die Neuregelung des Tarifverlaufs der Sozialversicherungsbeiträge für Arbeitgeber und Arbeitnehmer betrachtet. Die Effekte der Reform werden mit Hilfe des IAB-Mikrosimulationsmodells (IAB-MSM) simuliert. Das Modell kann die Reform detailliert abbilden und die daraus resultierenden Änderungen im Arbeitsangebot unter Berücksichtigung der Nichtinanspruchnahme von bedarfsgeprüften Leistungen abschätzen. Im Ergebnis zeigen sich beim Arbeitsangebot geringe positive Partizipationseffekte (ca. +55.000 Personen) und geringe negative Arbeitsvolumeneffekte (ca. -40.000 Vollzeitäquivalente). Dabei konzentriert sich die Änderung des Arbeitsangebots hauptsächlich auf Frauen, auf die 89 Prozent des Anstiegs der Erwerbsbeteiligung und 94 Prozent des Rückgangs des Arbeitsvolumens zurückgehen. Die Reform erzeugt insbesondere für Frauen in Paarhaushalten einen Anreiz, einerseits eine geringfügige Beschäftigung oder eine Teilzeittätigkeit aufzunehmen, andererseits aber auch von einer Vollzeittätigkeit in Teilzeit oder sogar eine geringfügige Beschäftigung zu wechseln. Insgesamt steigt das Arbeitsangebot für Minijobs um ca. 42.000 Personen und das Arbeitsangebot für Teilzeitbeschäftigung um ca. 111.000 Personen an. Dies geht hauptsächlich zulasten von Vollzeitbeschäftigung (-90.000 Personen). Weiter zeigt die Simulation geringe Anstiege des Haushaltsäquivalenzeinkommens in allen Einkommensdezilen, die zwischen 0,01 Prozent und 0,23 Prozent des jeweiligen mittleren Dezileinkommens liegen. Das reformbedingte jährliche Haushaltsdefizit beträgt gemäß der Simulation ca. 0,4 Mrd. Euro. Bei den Sozialversicherungen ergibt sich ein Defizit von jährlich 1,7 Mrd. Euro. Zwar deuten die Simulationsergebnisse nur auf eine geringe reformbedingte Zunahme der geringfügigen Beschäftigung hin. Die Frage, ob es aufgrund der Reformen mittelfristig dennoch zu einer erheblichen Verdrängung von sozialversicherungspflichtiger Beschäftigung durch geringfügige Beschäftigung kommt, kann jedoch nicht abschließend geklärt werden, da der gewählte Ansatz die Reaktionen der Arbeitsnachfrageseite auf die Reformen nicht berücksichtigen kann. So könnten Minijobs nach der Reform bei Arbeitgebern insbesondere aufgrund der Dynamisierung der Minijobentgeltgrenze an Attraktivität gewonnen haben. Tendenziell deuten die Ergebnisse aber darauf hin, dass die Reform Minijobs als Beschäftigungsform stärkt. Dies ist kritisch zu sehen, da Forschungsergebnisse zahlreiche Nachteile von Minijobs für die Beschäftigte aufzeigen und somit eher für einen Abbau statt für eine Ausweitung von Minijobs sprechen." "Enforcement is a crucial aspect for understanding labour market hierarchies in Europe and exploitation of mobile and migrant EU workers. Whereas most literature on intra-EU mobility and enforcement has focused on posted workers, this paper sheds light on enforcement in seasonal agriculture and forestry where posted work is very uncommon yet mobile workers overrepresented. In the EU, enforcement highly depends on Member States' capacities. Therefore, we explore how labour rights, and specifically wages, are enforced across four EU Member States with different enforcement regimes, namely Austria, Germany, Sweden and the UK. In line with existing research, we expect that enforcement will be more effective also in agriculture/forestry where it is organised mainly through industrial relations, as opposed to administrative or judicial enforcement. Nevertheless, our review of enforcement practices suggests that seasonal agricultural and forestry workers' rights are neglected across countries, irrespective of enforcement regime. We argue that the scant efforts made to enforce these workers' rights amounts to institutionalised exploitation of labour market outsiders and that administrative enforcement is necessary to ensure hypermobile workers' rights. "This paper investigates whether incentives generated by public policies contribute to motherhood penalties. Specifically, we study the consequences of subsidized small jobs, the German Minijobs, which are frequently taken up by first-time mothers upon labor market return. Using a combination of propensity score matching and an event study applied to administrative data, we compare the long-run child penalties of mothers who started out in a Minijob employment versus unsubsidized employment or non-employment after birth. We find persistent differences between the Minijobbers and otherwise employed mothers up to 10 years after the first birth, which suggests adverse unintended consequences of the small jobs subsidy program for maternal earnings and pensions." "This paper analyzes the impact of the 2021 labor reform in Spain on job creation, job destruction, and employment duration using new daily comprehensive administrative data. The reform's primary objective was the mitigation of the temporary employment rate; however, despite the success in reducing the nominal temporary employment rate, the evidence suggests that employment stability in terms of duration has not significantly improved. The Spanish experience demonstrates that it is possible to design a labor reform that is highly effective in reducing the “contractual” temporary employment rate in a dual labor market, but with minimal impact on duration and short-term employment transitions, i.e. the “empirical” temporary employment rate." "This paper investigates the surge in Involuntary Part-Time (IPT) employment in Italy from 2004 to 2019, exploring its impact on various socio-economic groups and adopting a spatial perspective. Our study tests the hypothesis that technological shifts, specifically routine biased technological change (RBTC), and the expansion of household substitution services contribute to IPT growth. We uncover a widening negative gap in IPT prevalence among marginalized groups- women, young, and less skilled workers. After controlling for sector and occupation, the higher IPT propensity diminishes but remains significant, hinting at persistent discrimination. Additionally, segregation into more exposed occupations and sectors intensifies over time. Leveraging province-level indicators, and using a Partial Adjustment model, we find support for RBTC's correlation with IPT, especially among women. "Purpose: This article aims to explore the engagement of refugees and asylum seekers (RAS) in informal and precarious jobs from a civil society actors' perspective. Despite a burgeoning literature on refugee integration and a focus on institutional integration programs, little is known about the early insertion of RAS into informal and precarious employment as an alternative to subsidised integration programs, when these are available. Design/methodology/approach This article draws on rich qualitative data collected through in-depth interviews with social workers, volunteers and other professionals supporting migrants. Findings Data analysis shows that migrants' insertion in informal jobs and their rejection of integration programmes may be the result of people's need to access financial capital to cover actual and future needs. Although such an engagement may be criticised for hampering RAS’ integration, it can be seen as an important source of agency against insecurity surrounding one's legal status. Originality/value This article highlights the importance of legal status precarity in shaping informal workers' agency and perceptions of them, opening up a debate on the relevance of informal work in terms of long-term integration and future migration trajectories." "This study aims to investigate the effects of temporary workers and works councils on process innovations at manufacturing sites. The impact of temporary workers, commonly viewed as a means of operational flexibility and cost savings, on firms’ ability to innovate is underexplored. Works councils represent and help integrate temporary workers, but are often equated with unions, which have been criticized as barriers to innovation, especially in the US. The authors use secondary data collected by the Institute for Employment Research (IAB) of the German Federal Employment Agency. Specifically, the authors conduct a series of regression analyses using 11-year panel data covering the period 2009 – 2019 with 11,641 manufacturing site-year observations. The results suggest that the use of temporary workers initially promotes process innovation, but at too high a level, it impairs firms’ ability to innovate. Furthermore, the results suggest that works councils have a positive impact on innovation and dampen the curvilinear effect found with respect to temporary workers. Research has largely focused on the cost and flexibility benefits of temporary workers. The authors analyze the effectiveness of temporary workers in terms of innovativeness. By including works councils, the study also consider the contextual environment in which temporary workers are employed. Finally, the results reject the assumption that works councils have a similar negative impact as unions on innovation; in fact, the authors find the opposite." "Using tract-level US Census data and triple-difference estimators, the authors test whether firms increase their use of part-time workers when faced with capped wage subsidies. By limiting the maximum subsidy per worker, such subsidies create incentives for firms to increase the share of their payroll that is eligible for the subsidy by increasing use of part-time or low-wage workers. Results suggest that firms located in federal Empowerment Zones in the United States responded to the program’s capped wage subsidies by expanding their use of part-time workers, particularly in locations where the subsidy cap is likely to bind. "Purpose: According to Sen's theoretical framework of capability (1985), individuals reach their full potential once they have the freedom, intended as the set of functionings at their disposal, to do so. However, many critiques have been developed against the lack of embeddedness of the capability approach in social and political relations and structures. In this article, the authors investigate the influence of three institutional contexts (Belgium, the Netherlands and France) on the respective work-related functionings of self-employed and regular workers, with a focus on human capital investment and institutional support offered to them. Design/methodology/approach Data from the European Working Conditions Survey (EWCS) are used to highlight similarities and differences in building work-related functionings for regular and self-employed workers. A regression analysis is provided at the country level. Findings In the three labor markets, the authors find that the building of work-related functionings is more successful for regular employees, especially as regards institutional support. Self-employed workers, on the other hand, need to rely on their individual capability as regards employment protection and human capital investment. However, the authors find interesting differences between the three institutional contexts. In both Belgium and France, self-employed workers are subject to higher instability in terms of changes in salary and hours worked, whereas atypical work is better positioned in the Dutch labour market. The Netherlands is also characterized by a less significant gap between regular and self-employed workers with respect to participation in training. Originality/value In this article, the authors contextualise Sen's (1985) theoretical framework by taking into account the institutional differences of labor markets. In particular, the authors provide a novel application of his capability approach to regular and self-employed workers in an economically relevant European area." "This paper examines the impact of increasing the relative cost of fixed-term contracts on labor demand as well as the demand for standard measures of human capital and specific skill requirements. We evaluate a 2018 Italian labor law reform that raised the cost of fixed- term contracts while keeping permanent contract costs unchanged. We employ a difference-in-differences research design, leveraging the variation in firms' exposure to the reform resulting from their diverse reliance on fixed-term contracts due to differing reactions to earlier labor market reforms. Using rich data covering the near universe of online job vacancies in Italy, our findings indicate that the increase in hiring costs for temporary contracts led to a decrease in the relative demand for temporary workers and an increase in the demand for permanent workers. This shift in demand was accompanied by upskilling towards workers with higher levels of human capital and specific skill requirements. When offering jobs under permanent contracts, firms increased their demand for workers with a college degree and social skills. At the same time, they reduced their demand for workers with only a high school degree and no work experience. On the other hand, when offering jobs under fixed-term contracts, firms increased their demand for workers with some work experience and social skills. These findings suggest that while restricting fixed-term contracts encouraged the hiring of permanent workers, such reforms might have unintended consequences by raising the hiring standards for job entry, thereby reducing employment opportunities for less qualified workers." "Atypische Beschäftigungsverhältnisse nehmen seit Jahren deutlich zu. 2022 waren bereits mehr als ein Drittel aller abhängigen Beschäftigungsverhältnisse atypisch. Frauen arbeiten häufiger als Männer in Teilzeit, befristet oder geringfügig. Geringfügig Beschäftigte gehen zu einem großen Teil anderen (un-)selbstständigen Tätigkeiten nach, befinden sich in einer AMS Vormerkung oder nutzen die Möglichkeit als Zuverdienst zur Pension. Personen, die ausschließlich geringfügig beschäftigt und ansonsten nicht am Arbeitsmarkt aktiv sind (und sich nicht in einer AMS Vormerkung oder in einer erwerbsfernen gesicherten Position befinden), machen nur etwas mehr als ein Drittel aller geringfügig Beschäftigten aus. „Die so starke Zunahme an Teilzeitarbeit führt dazu, dass obwohl heute mehr als 100.000 Menschen mehr arbeiten als vor Corona (2019), der Arbeitskräftemangel deutlich spürbar ist. Um das Risiko einer Teilzeitfalle zu verringern und die starre Trennung zwischen Voll- und Teilzeit abzubauen, wurde 2019 die Brückenteilzeit eingeführt. Sie ermöglicht es Beschäftigten mittlerer und größerer Betriebe, für einen Zeitraum zwischen einem und fünf Jahren in Teilzeit zu arbeiten, und ist mit einer automatischen Rückkehr zur ursprünglichen Arbeitszeit verbunden. "Seit den 80er Jahren des letzten Jahrhunderts steht die Befürchtung im Raum, dass das sogenannte Normalarbeitsverhältnis als unbefristetes sozialversicherungspflichtiges Vollzeitbeschäftigungsverhältnis in Deutschland an Bedeutung verliert und die unter dem Oberbegriff „atypischer Beschäftigung“ zusammengefassten Beschäftigungsverhältnisse an Relevanz gewinnen. Zu letzteren werden üblicher Weise sozialversicherungspflichtige und geringfügige Teilzeitbeschäftigungen, befristete Arbeitsverhältnisse, Leiharbeit und freie Honorartätigkeiten von Soloselbständigen gezählt. Die genannten Erwerbsformen weisen zum Teil eine geringere Dauer auf, gehen mit geringeren Löhnen einher und entfalten aufgrund geringerer und kürzerer Beitragszahlungen in die Sozialversicherungssysteme eine geringere soziale Schutzwirkung auf als das Normarbeitsverhältnis. Aufgrund der starken Erwerbszentrierung unseres sozialen Sicherungssystems ist es für die sozial- und arbeitsmarktpolitische Steuerung relevant, die Entwicklung der verschiedenen Erwerbsformen im Blick zu behalten. Angesichts einer sich im Krisenmodus befindlichen Gesellschaft, in der das „Normale“ von innen wie außen zunehmend hinterfragt wird, zeigt sich bei den Erwerbsformen eine erstaunliche Stabilität. Das Normalarbeitsverhältnis erweist sich in den letzten Jahren als weitgehend robust, befristete Arbeitsverträge verlieren an Bedeutung, Leiharbeit und freie Mitarbeit bewegen sich auf stabilem, aber niedrigem Niveau jeweils im Bereich von etwa zwei Prozent der Beschäftigten. Die Entwicklung des Arbeitsmarktes in Richtung eines „Arbeitnehmermarktes“ scheint dazu zu führen, dass aus Sicht der Beschäftigten unfreiwillige atypische Erwerbsformen relativ an Boden verlieren oder auf niedrigem Niveau verharren. Einzig die Teilzeitbeschäftigung gewinnt kontinuierlich an Bedeutung. Wenn jedoch strukturelle und krisenhafte Umbrüche wahrscheinlicher und wirtschaftliche Bedingungen zunehmend unvorhersehbarer und volatiler werden, ist die Sicherstellung von Anpassungsfähigkeit zur Bewältigung dieser Umbrüche notwendig. Vor diesem Hintergrund lassen sich in Bezug auf die dargestellten Erwerbsformen drei Ziele formulieren, um Anpassungsfähigkeit sicherzustellen: erstens die Erhöhung des Arbeitsvolumens von unfreiwillig Teilzeit- und geringfügig Beschäftigten, zweitens die Stärkung interner betrieblicher Flexibilität, darunter die Intensivierung von Weiterbildung sowie drittens die Schaffung adäquater Schutzmechanismen und Rahmenbedingungen für bislang weniger abgesicherte Erwerbsformen. Begleitend zu diesem Forschungsbericht werden Strukturtabellen auf Basis des IAB-Betriebspanels von 2010 bis 2022 zu den einzelnen Erwerbsformen sowie im Detail zu befristeter Beschäftigung in Deutschland auf der Webseite des IAB in der Rubrik „Grafik und Daten“ zur Verfügung gestellt (Hohendanner 2023a/b). Daran schließen sich Empfehlungen aus der Sicht der Graduiertenförderung und der Personalentwicklung mit Bezug zur Gestaltung von Stellenstrukturen und -kategorien an. "We use detailed, population-wide data from Finland to provide evidence of the impact of earnings disregard policies on part-time work during unemployment spells, and describe the longer-run trends in combining part-time work and social benefits. We find that part-time or temporary work while receiving unemployment benefits is strongly concentrated at service and social and health care sectors, and women participate in part-time work much more commonly than men (25% vs. 12% of benefit recipients). The share of part-time workers among unemployment benefit recipients increased sharply from 10% to 18% over a few years after the implementation of earnings disregards in unemployment benefits and housing allowances. The earnings disregards allowed individuals to earn up to 300 euros per month without reductions in their benefits. Using variation in the impact of the reforms on incentives between individuals eligible to different types of benefits, we estimate a 17–28% increase in participation in part-time work rate due to the implementation of earnings disregards. However, we find no evidence of economically significant positive or negative effects of increased participation in part-time work on transitions to full-time employment." "Dieser Beitrag überprüft die Polarisierungsthese mit Blick auf den deutschen Arbeitsmarkt. Anhand von Daten des Sozio-oekonomischen Panels wird gezeigt, dass der quantitativ bedeutsamste Trend seit den 1990er Jahren ein Wachstum der hochqualifizierten Tätigkeiten war. Allerdings sind auch einfache Dienstleistungen gewachsen, während einige Berufsgruppen mit mittleren Qualifikationen geschrumpft sind. Somit zeigt sich eine Polarisierungstendenz, die einen Anstieg der atypischen Beschäftigung miteinschließt. Es wird argumentiert, dass diese Entwicklung nicht ausschließlich mit dem technologischen Wandel erklärt werden kann, sondern dass institutionelle Faktoren von mindestens ebenso großer Bedeutung sind. Daraus folgert, dass ein Auseinanderdriften der Beschäftigung keine unausweichliche Entwicklung ist, sondern durch regulatorische Initiativen wie Mindestlöhne und eine Stärkung des Tarifsystems, aber auch durch Investitionen in die berufliche Aus- und Weiterbildung eingehegt werden kann." "This study provides a comprehensive analysis of workplace gender segregation in non-standard employment in the United States. It compares segregation in standard and three non-standard work arrangements paying special attention to independent contracting – a segment of contingent employment representing novel and consequential developments in work organization. In line with the prediction that inequality is lower in more marketized sectors of the labour market, my analyses based on a representative sample of the contemporary US workforce reveal that workplace gender segregation is lower in non-standard employment. I further find that the degree of segregation corresponds to the degree of attachment to the employer and that segregation is lower in segments of the economy with higher market competition. Overall, my analyses indicate that a shift towards alternative work arrangements can reduce overall workplace segregation but does not lead to uniform desegregation across occupations, and that institutions of employment and market pressures faced by employers play significant roles in the effect of alternative work arrangements on workplace segregation." "This paper will present a two-period model in which two bureau-union units, due to the presence of a tenured labour constraint, negotiate sequentially over employment and wages, under the hypotheses that the bureaus maximise output and the sponsor can commit itself to an overall budget. The paper will show that, when both tenured and temporary workers are essential in production, the extent and strength of collective bargaining power of unionised permanent workers, jointly with bureaucratic strategic incentives in budget competition, will determine a suboptimal allocation of inputs. "Dieser Steckbrief zeigt auf Basis der Daten des IAB-Betriebspanels die Verbreitung atypischer Beschäftigung in den Betrieben und unter den Beschäftigten seit dem Jahr 2013 in RheinlandPfalz auf. Zusätzlich wird für verschiedene Formen atypischer Beschäftigungsverhältnisse auf Geschlechterunterschiede eingegangen. Im Verlauf der letzten 10 Jahre erweisen sich dabei die Anteile der Betriebe, welche auf die verschiedenen Formen atypischer Beschäftigung zurückgriffen, als auch die Anteile der Beschäftigten, die in diesen Beschäftigungstypen angestellt waren, als vergleichsweise konstant. Eine Ausnahme bildet die Beschäftigung im Midi-Job-Bereich. Hier kann in den letzten beiden Jahren aufgrund der angehobenen Verdienstobergrenze eine deutliche Zunahme beobachtet werden. Dennoch fällt deren Stellenwert weit hinter dem der Beschäftigung in Teilzeit zurück. Im Durchschnitt über die letzten 10 Jahre war ein Drittel aller Beschäftigten in Rheinland-Pfalz auf Teilzeitbasis angestellt. Ebenso ist zu erwähnen, dass atypische Beschäftigungsverhältnisse unter Frauen verbreiteter sind als unter Männern. Wenngleich seit 2013 der Frauenanteil unter den Beschäftigten in den verschiedenen atypischen Beschäftigungstypen abgenommen hat, waren dennoch im Jahr 2022 zwei Drittel aller beschäftigten Frauen und nur ein Viertel aller beschäftigten Männer entweder in Teilzeit, im Midi-Job-Bereich oder befristet angestellt." "This article investigates the temporal orders of families as the daily rhythms and schedules when one or both parents work non-standard hours. Our focus is especially on the often asynchronous times of non-standard work, on one hand, and of early childhood education and care (ECEC) services and other institutions, on the other hand. The data consist of semi-structured qualitative interviews of Finnish parents with a four-year-old child. The results show that the asynchronous times generated by non-standard working hours cause a wide range of collisions both in relation to childcare and ECEC and to the division of labour between parents. The parents are ‘wrestling’, not only because of the asynchrony of their own work but also because of the ‘pedagogical rhythm’ created by ECEC professionals. However, the parents also find ways to manage time, facilitated by workplace flexibility or spousal negotiations over the sharing of responsibilities." "The article Employment stability and decent work published in the Journal of Industrial Relations by Murphy and Turner presents evidence forming the basis of a claim that job instability has not increased in Ireland between 1998 and 2021. This contrasts with a rich literature in industrial relations and the sociology of work and organizations, which documents the fundamental transformation of employment relationships since the 1990s toward greater insecurity. In this response paper, I question the empirical foundations of Murphy and Turner's claims. Analyzing the same data set used in their study, I provide clear evidence that an increase in job instability consistent with the precarious work literature has been hiding in plain sight. I also engage with their efforts at theorizing the nature of the recent transformation of employment relationships in Ireland specifically, and in Liberal Market Economies more broadly. In doing so, I suggest research avenues that go beyond a polarized debate in whether or not job instability has increased in order to contribute to a more complex understanding of contemporary changes in career trajectories." "Increasing evidence has demonstrated that nonstandard work schedules are more prevalent among the less-educated population, and mothers' nonstandard work schedules have adverse influences on children's development. Yet, we have known relatively little about how such impacts differ across the educational distribution. Using data from the Future of Families and Child Wellbeing Study, random and fixed effects regression results revealed a general “pattern of disadvantage” in the sense that detrimental influences of mothers regularly working nonstandard schedules on children's behavior were concentrated among those born to mothers without high school education, a “truly disadvantaged” group in the contemporary United States. In addition, regular nonstandard schedules appeared to play a mixed role in the behavioral development of children who had college-educated mothers, depending on the specific type of nonstandard schedule. These findings suggest that children born to the least-educated mothers experience compounded disadvantages that may reinforce the intergenerational transmission of disadvantages and also illustrate that negative implications of nonstandard work schedules for child wellbeing may extend to the more advantaged group." "The overall purpose of this study is to support the European Commission in its 2022 evaluation of the 2014 Council Recommendation on a Quality Framework for Traineeships (QFT). Eight years on from the introduction of the QFT, the evaluation provides an opportunity to assess the impact of its implementation and explore whether any adaptations or adjustments are required. The review of the QFT was defined as an action in the European Pillar of Social Rights Action Plan, adopted at the Porto Summit in March 2021. The study supporting the evaluation aims specifically to: establish what works and what does not work (and why) in terms of adequate QFT implementation; describe the current situation in terms of traineeships across the EU and the main developments since 2014; assess the extent to which the 2014 Council Recommendation on the QFT is effective, efficient, coherent, brings EU added value and is relevant to current needs. The scope of the evaluation is the EU in its present composition of 27 Member States. The time span covered is the period from Q4 2014 to Q4 2021. The study focuses on open market traineeships (OMTs) and those that fall under Active Labour Market Policies (ALMPs), thereby excluding work experience placements that are part of curricula of formal education or vocational education and training; and traineeships regulated under national law and whose completion is a mandatory requirement to access a specific profession (e.g., medicine, architecture, etc.)." "Prekäre Beschäftigung und unsichere Haushaltslagen im Lebensverlauf: Gibt es in Deutschland ein verfestigtes Prekariat? Vor dem Hintergrund des Strukturwandels der Erwerbsarbeit in den letzten Jahrzehnten sind die Begriffe Prekariat und Prekarität nach wie vor Gegenstand aktueller Debatten. Prekäre Beschäftigung scheint in Deutschland alltäglich geworden, jedoch in sozialer Hinsicht problematisch geblieben zu sein. Für den statistischen Nachweis und die Größenbestimmung eines Prekariats, verstanden als zeitlich stabile soziale Gruppe, deren Angehörige dauerhaft wenig Chancen auf Besserung ihrer Lage haben, fehlten in Deutschland bisher jedoch Längsschnittstudien. Erschwert wird die wissenschaftliche Befundlage überdies dadurch, dass prekäre Beschäftigung und prekäre Haushaltslagen bisher meist getrennt voneinander analysiert wurden. Der Beitrag untersucht die Frage, ob sich in Deutschland tatsächlich ein verfestigtes Prekariat herausgebildet hat, indem sowohl Beschäftigungs- als auch Haushaltsverläufe mithilfe einer Typisierung durch Sequenzclusteranalysen einbezogen werden. Grundlage ist das Sozio-ökonomische Panel (SOEP) in zwei Zehnjahresperioden von 1993 bis 2012; rund 10?000 befragte Erwerbspersonen werden über eine komplexe Indexbildung auf den Grad der Prekarität untersucht. Die Ergebnisse zeigen, dass etwa ein Achtel der deutschen Erwerbsbevölkerung dauerhaft prekär beschäftigt ist und auch im Haushaltskontext unter prekären Umständen lebt." (Autorenreferat, IAB-Doku)

"In most industrialized countries, temporary and non-standard forms of employment have become a pervasive feature of the labor market. At the firm level, however, their diffusion is less uniform than expected. While some firms exhibit high propensity to use non-standard labor, others make no use of it. The most conventional explanations (market uncertainty, production regimes, competitive pressure) fail to account for such heterogeneity. In this article, the authors develop an alternative explanation that links non-standard employment to the firm-specific availability of managerial resources: Whenever the latter are relatively scarce, firms make larger use of non-standard labor to reduce coordination and operating costs. Using a linked employer-employee panel of manufacturing firms from the Emilia-Romagna region (Italy), the authors provide empirical support for this explanation. The result is robust to different estimation strategies and controlling for alternative drivers of non-standard employment. "This article tests the hypothesis that unstable jobs with variable hours or pay enhance the job-finding chances of the working-age non-employed in the UK, by using a combination of the UK Household Longitudinal Study and the Labour Force Survey data and a discrete time model. We find no evidence on the share of unstable jobs in the non-employed person’s local labour market impacts on the probability to move into employment. This result holds both for men and women and for groups with low employability such as the low educated and the long-term unemployed. It is robust to alternative ways of defining unstable jobs and to the inclusion of unobserved heterogeneity. "We leverage the flexibility enactment theory to study the link between working arrangements and job satisfaction. We propose that this link is moderated by individual inclination to non-standard working arrangements. Thus, we provide novel insights on the (mis)match between preferred and actual working arrangements. We apply this approach to data from the European Working Conditions Survey and empirically characterize the extent of mismatch in working arrangements across European countries. We shed new light on several phenomena. First, the extent of mismatch is substantial and reallocating workers between jobs could substantially boost overall job satisfaction in European countries. Second, the mismatch more frequently affects women and parents. Finally, we demonstrate that the extent of mismatch differs across European countries, which hints that one-size-fits-all policies, whether they deregulate or curb non-standard arrangements, are not likely to maximize the happiness of workers." "Die Simulation der Beschäftigungswirkungen der von der Ampel-Regierung geplanten Reformen im Bereich der Mini- und Midijobs sowie ausgewählter steuerlicher Entlastungen zeigt, dass unterm Strich positive Arbeitsangebotseffekte, vor allem in der generellen Arbeitsmarktpartizipation, zu erwarten sind. Mit Blick auf die Veränderungen der Arbeitszeit sind die Effekte allerdings lediglich für Männer positiv. Für Frauen ist durch die Ausweitung der Minijob-Verdienstgrenze und der Midijob-Gleitzone mit einer Reduktion des Arbeitsangebots um 22 000 Vollzeitäquivalente zu rechnen, und selbst unter Berücksichtigung der positiven Beschäftigungswirkungen der zusätzlich vorgesehenen Steuerentlastungen ergeben sich noch negative Effekte für Frauen (– 7 000 VZÄ). Die Betrachtung der Beschäftigungswirkung nach Stundenkategorien macht deutlich, dass Minijobs und Teilzeitbeschäftigung durch die Reform insbesondere für Frauen noch attraktiver werden. Dies bedeutet, dass die Teilzeitfalle durch die von den Ampel-Koalitionär*innen vorgesehenen Reformen nicht begrenzt werden kann. Ganz im Gegenteil ist damit zu rechnen, dass sie durch deren Umsetzung sogar noch weiter verschärft wird. Ein zentraler Grund dafür ist, dass die Ampel-Koalition die Fehlanreize des Ehegattensplittings – die mehrheitlich Frauen und Mütter als Zweitverdienerinnen betreffen – in ihrem Regierungsprogramm nicht im Kern angeht. Anders gesagt: Da sich die Zweitverdienerfalle insbesondere aus der Kombination des Ehegattensplittings und der für Arbeitnehmer*innen steuer- und abgabenfreien Minijobs ergibt, trägt eine effektive Anhebung der Minijobgrenze unmittelbar zu ihrer Ausweitung bei. Auch die kleine Verbesserung beim Übergang von Mini- in Midijobs kann dies nicht mildern. Zudem könnte die geplante Kopplung der Mini- und Midijob-Verdienstgrenze speziell an den Mindestlohn die Teilzeitfalle in Zukunft sogar stärker verankern. Insgesamt wird das erklärte Ziel der Ampel-Koalition, die Verdrängung von regulären Arbeitsverhältnissen durch Minijobs sowie die Teilzeitfalle insbesondere für Frauen zu verhindern, vor dem Hintergrund der angebotsseitigen Beschäftigungswirkungen mit den bisherigen Reformelementen verfehlt." "Die Diskrepanz zwischen dem Anteil befristeter Neueinstellungen und dem Befristungsanteil aller Beschäftigter zeigt, dass befristete Beschäftigungsverhältnisse in nennenswertem Ausmaß in unbefristete Arbeitsverträge umgewandelt werden (Müller et al. 2017: 55). Bedingt durch die COVID19-Pandemie sank 2020 der Anteil an Umwandlungen in unbefristete Beschäftigungsverhältnisse (Hohendanner 2021). Auch der Anteil befristeter Neueinstellungen stieg gegenüber dem Vorjahr 2019 leicht auf 34 Prozent. Aktuell liegt der Anteil mit 32 Prozent im Jahr 2021 nun jedoch wieder fast auf dem Vorkrisen-Niveau. "Mit dem Zweiten Gesetz zu Änderungen im Bereich der geringfügigen Beschäftigung plant die Bundesregierung, die im Koalitionsvertrag hierzu getroffenen Vereinbarungen umzusetzen. So soll im Zuge der Anpassung des Mindestlohns auf 12 Euro pro Stunde die Entgeltgrenze für Minijobs von derzeit 450 Euro auf 520 Euro angehoben und dynamisiert werden. Die Midijob-Grenze soll von derzeit 1.300 auf 1.600 Euro angehoben werden, um Geringverdienende zu entlasten. Zugleich soll verhindert werden, dass Minijobs als Ersatz für reguläre Arbeitsverhältnisse missbraucht oder zur Teilzeitfalle insbesondere für Frauen werden. Die IAB-Stellungnahme beinhaltet eine grundsätzliche Einschätzung des Minijob-Arrangements und geht anschließend auf die einzelnen Teile des Referentenentwurfs ein: Auf der Grundlage von Forschungsergebnissen könnte eine Reform zum Abbau statt zur Ausweitung der Minijobs begründet werden, da sie mit zahlreichen Nachteilen für Beschäftigte verbunden sind. Eine Neuregelung sollte eher darauf abzielen, dass sich die geringfügige Beschäftigung auf diejenigen konzentriert, für die eine sozialversicherungspflichtige Beschäftigung ohnehin vergleichsweise geringe Vorteile bringen würde (wie Schülerinnen und Schüler, Studierende, Rentnerinnen und Rentner). Insgesamt erscheine es daher fraglich, ob die Reformziele erreicht würden: Durch die Reform würden Beschäftigungsverhältnisse im unteren Teilzeitbereich und insbesondere geringfügige Beschäftigungsverhältnisse im Vergleich zum Status quo attraktiver. Mit der Koppelung der Minijob-Grenze an die Entwicklung des Mindestlohns wird die geringfügige Beschäftigung gestärkt und es bleiben die mit dem Minijob-Arrangement verbundenen Probleme erhalten." "This paper analyzes the reciprocal relationship between occupational gender segregation and occupational part-time work in West Germany over time. Based on a unique occupational panel dataset covering 254 occupations between 1976 and 2010, we apply static, dynamic, and Arellano-Bond panel models to account for reverse causality and endogeneity. Results indicate that trends in occupational part-time rates and gender ratios mutually reinforce each other but not in the same manner. Part-time work in occupations increases once more women start working in these occupations. Occupational part-time ratios are mainly driven by married women and mothers; women's education level only plays a minor role. Vice versa, the gender composition of occupations is likewise affected by changing working-time arrangements, at least in the short run, but it is mainly driven by previous levels of occupational gender segregation." "In the last three decades, the expansion of nonstandard forms of employment has involved a shift in two dimensions related to time: working time arrangements and temporary contracts, which are grouped under the umbrella term time precarity at work. Previous research has explored how atypical scheduling practices and a weak tie to the labor market affect worker's health, well-being, family fit, and self-assessments of work-nonwork interference. However, much less is known about which specific dimensions of everyday life are affected and how these two features of time precarity interact with each other. This study analyzes how different schedule arrangements and temporary contracts associate with leisure and social time. Using data from Italy (2013–2014) and latent class analysis, four types of schedule arrangements are identified: standard, short, extended, and shift. Results from the regression analysis show that extended or shift work predicts reductions in leisure time, especially on weekends, and there is suggestive evidence that the reduction is even larger for workers with a temporary contract. Regarding social participation, extended or shift work predicts less time spent with others, and having a temporary contract or a shift schedule reduces the probability of participating in community activities." "We investigate how being employed by a Temporary Help Agency (THA) affects transition rates to alternative labor market states for low-skilled workers. Our approach is based on the estimation of competing risk discrete duration models, and reveals the importance of accounting for short duration dependence. We use Spanish administrative data for the period 2005-2017. We find that having a THA contract rather than a direct-hire temporary contract increases the probability of entering into unemployment or another agency job at all durations. Agency workers are more likely to transition to permanent employment than their direct-hire counterparts, but these transitions are very infrequent for both. The positive effect of THA employment on the probability of transitioning to a permanent job is procyclical. By contrast, the positive effect on the probability of entering unemployment (or another agency job) increased during the Great Recession relative to the previous economic expansion, and has remained high during the recovery. In words, agency jobs in Spain are characterized by higher unemployment risk and persistence than regular temporary jobs, and these differences have intensified in recent years. "The authors develop a model of cumulative disadvantage relating three axes of disadvantage for hourly workers in the US retail and food service sectors: schedule instability, turnover, and earnings. In this model, exposure to unstable work schedules disrupts workers’ family and economic lives, straining the employment relation and increasing the likelihood of turnover, which can then lead to earnings losses. Drawing on new panel data from 1,827 hourly workers in retail and food service collected as part of the Shift Project, the authors demonstrate that exposure to schedule instability is a strong, robust predictor of turnover for workers with relatively unstable schedules (about one-third of the sample). Slightly less than half of this relationship is mediated by job satisfaction and another quarter by work–family conflict. Job turnover is generally associated with earnings losses due to unemployment, but workers leaving jobs with moderately unstable schedules experience earnings growth upon re-employment." "Admittedly, women have a more precarious situation on the job market than men, which would suggest that they feel more insecure. However, literature on subjective job insecurity (JI) is contradictory about the effect of gender on JI. This could be explained by both individual characteristics and labour market gendered segregation – the companies in which women and men work do not have the same characteristics, particularly in terms of strategy and workforce management. Previous literature on JI rarely addresses this phenomenon. We propose to better understand the ‘gender face’ of subjective JI combining individual and organizational characteristics. We utilize data from the 2017 REPONSE survey and generalized linear models, notably multi-level models. Our findings reveal that, although women hold more precarious jobs, they work in more protective organizations. "Die Arbeitslosenversicherung auf Antrag bietet Gründerinnen und Gründern die Möglichkeit, sich gegen einen Verdienstausfall zu schützen. Allerdings nutzen nur sehr wenige Selbstständige das Angebot. In den vergangenen Jahren wurden weniger als 4.000 Versicherungen pro Jahr abgeschlossen – bei mehr als 200.000 Vollzeit-Gründungen jährlich. Das kann sowohl an mangelndem Interesse an der Versicherung liegen als auch daran, dass die Zugangsvoraussetzungen nicht erfüllt werden. Selbstständige, die sich versichern wollen, müssen bereits in der Arbeitslosenversicherung sein: Entweder, indem sie in der Zeit vor der Gründung für eine bestimmte Frist versichert waren oder, indem sie während einer Arbeitslosigkeit vor der Gründung Anspruch auf Arbeitslosengeld I durch Vorversicherungszeiten haben. In dieser Untersuchung wird mit Verlaufsdaten (Paneldaten) erstmals analysiert, inwieweit eine Nicht-Erfüllung der Zugangsvoraussetzungen die geringe Nutzungsquote erklären könnte. Die empirische Analyse zeigt, dass rund die Hälfte der Gründerinnen und Gründer die Möglichkeit hätte, die freiwillige Arbeitslosenversicherung abzuschließen. Etwa 23 Prozent erfüllen die Zugangsvoraussetzungen nicht. Bei den anderen 27 Prozent lässt sich die Zugangsberechtigung auf individueller Ebene nicht eindeutig ermitteln. Diese Personen sind oft Selbstständige, die nicht die nötigen Vorversicherungszeiten als abhängige Beschäftigte aufweisen, aber als Selbstständige versichert gewesen sein könnten. Unterstellt man bei diesen Selbstständigen die durchschnittliche Versichertenquote aller Selbstständigen, dann beträgt der Anteil der Personen ohne Zugang zur Versicherung rund 40 Prozent. Ausgehend von aktuell ungefähr 230.000 Gründungen pro Jahr entspricht das etwa 95.000 Personen, die ohne Möglichkeit zur Absicherung bleiben. Das betrifft vor allem gründende Studierende sowie schon zuvor Selbstständige, die neu gründen und sich bisher nicht freiwillig abgesichert hatten. Auch Personen mit geringer Bildung erfüllen überdurchschnittlich oft die Zugangsvoraussetzungen nicht. Eine Verkürzung der nötigen Vorversicherungszeit beziehungsweise eine Verlängerung des Zeitraums, in dem Vorversicherungszeiten anrechenbar sind, könnten mehr Menschen ermöglichen, die Versicherung zu beantragen. Allerdings sind die Effekte begrenzt. Selbst eine sehr großzügige Reform würde vermutlich mehr als ein Viertel der neuen Selbstständigen ohne Option zur Absicherung belassen. Von der Hälfte der Gründerinnen und Gründer, die die Möglichkeit zum Abschluss der Arbeitslosenversicherung haben, nutzen mehr als 90 Prozent von ihnen diese Option nicht. Die Gründe dafür können hier nicht genauer untersucht werden. Frühere Befragungen deuten allerdings darauf hin, dass viele Selbstständige das Gefühl haben, die Versicherung lohne sich nicht oder werde von ihnen nicht benötigt. Andere wiederum scheitern daran, sich, wie gefordert, in den ersten drei Monaten nach der Gründung zu versichern. Angesichts der niedrigen Nutzungsquote unter Personen, die eigentlich Zugang zur Versicherung hätten, scheint auch deren geringe Attraktivität ein Problem zu sein. Erfahrungen aus anderen europäischen Ländern, z. B. Schweden, belegen, dass eine deutlich höhere Nutzungsquote möglich ist. "We analyse the moderating effect of trade unions on industrial employment and unemployment in countries facing exposure to industrial robots. Applying random effects within-between regression to a pseudo-panel of observations from 28 advanced democracies over 1998-2019, we find that stronger trade unions in a country are associated with a greater decline in the industry sector employment of young and low-educated workers. We also show that the unemployment rates for low-educated workers remain constant in strongly unionised countries with increasing exposure to robots, whereas in weakly unionised countries, low-educated unemployment declines with robot exposure but from a higher starting point. Our results point to unions exacerbating the insider-outsider effects of technological change within the industrial sector, which however is not fully passed on to unemployment." "Part-time work is a popular way to reconcile work and family obligations. This study uses large-scale observational data from an online recruitment platform and an online job board to examine how easy it is to get a part-time job and whether this depends on the gender of a jobseeker. First, I relate the number of hours stated on job advertisements to the gender preferences of firms indicated in a confidential online form. Second, I analyze hiring decisions of recruiters who navigate through jobseeker profiles. I estimate contact penalties for male and female jobseekers looking for part-time jobs by applying supervised machine learning to control for all relevant jobseeker characteristics visible to recruiters and by exploiting within jobseeker changes of hours preferences over time. I find that recruiters prefer full-time over part-time workers and that the part-time penalty is much more pronounced for men than for women, even when comparing applicants for the same position. Hence, the gender differences cannot be explained by differences in job or workplace characteristics. Instead, the preponderance of evidence points towards bias coming." "There is a perception that temporary employment is rising in Europe but there is little evidence to support this. If one takes the position that temporary employment should be rising due to large structural changes in European labor markets, then stagnating trends represents something of a puzzle. I examine the puzzle by applying a life-course approach to understand the distribution and trends in temporary employment among prime-age workers in 31 European countries. I compare and contrast changes in the temporary employment rate in a single period of time using cross-sectional data from the European Labour Force Survey (LFS), with changes in the risk of experiencing temporary employment in multiple periods of time using longitudinal data from the European Survey of Income and Living Conditions (SILC). Results from cross-sectional data suggest that between 1996 and 2007, the temporary employment rate increased in Europe by 28%, but between 2007 and 2019, there was little change. By contrast, results from panel data suggest that between 2013 and 2019, the risk of experiencing at least one temporary employment contract rose 36%. Over time, the temporary employment rate stagnated, but the temporary employment risk rose. The contribution provides insight into the nature of employment experiences associated with insecurity." After the global financial crisis (GFC) a rich debate had ensued about the reasons for the delayed pick up of wage growth. However, structural labor market aspects remained strangely absent from this discussion. We contribute by incorporating labor market dualization into the standard Phillips curve model to explain wage growth in 30 European countries in the period 2004-2017. We find that the presence of workers with temporary contracts in Europe's labor markets slows down aggregate wage growth due to the competition that temporary workers exert on permanent workers. This competition effect is most pronounced in countries, where trade union density is low. Moreover, we establish that labor market dualization has been at least as important in slowing wage growth since the GFC as unemployment, i.e. the observed flattening of the Phillips curve." "In den letzten Jahrzehnten hat es in Deutschland eine Abkehr vom Normalarbeitsverhältnis gegeben. Insbesondere die nicht etablierten Gruppen des Arbeitsmarktes sind betroffen. Der Arbeitsmarkteinstieg wurde zur unsichersten Phase der Erwerbskarriere. Der öffentliche Dienst mit seinem spezifischen institutionellen Rahmen galt als "Modellarbeitgeber" für benachteiligte Gruppen. Reformen und Umstrukturierungen stellen diese Sonderstellung gegenüber dem Privatsektor allerdings in Frage. In diesem Artikel wird untersucht, ob der öffentliche Dienst eine stabilere Beschäftigung für Arbeitsmarkteinsteiger*innen bietet als der private Sektor. Es wird untersucht, ob die institutionelle Struktur des öffentlichen Dienstes die Beschäftigungsstabilität positiv beeinflusst. In einer Dekompositions-Analyse werden potenziell stabilisierende (arbeiten in einer Dienstbeziehung, mit hoher beruflicher Schließung, Teilnahme an Weiterbildungsmaßnahmen) und destabilisierende institutionelle Faktoren (befristete Beschäftigung, Teilzeit) getestet, um die Stabilität von Erstanstellungen im öffentlichen Dienst zu erklären. Die Arbeitsmarkteinstiegskohorten 1995-2012 werden auf Basis der retrospektiven Lebensverlaufsdaten der Startkohorte sechs des Nationalen Bildungspanels (NEPS) analysiert. Die Ergebnisse zeigen, dass der öffentliche Dienst stabilere erste Arbeitsplätze bietet. Stabilisierende Faktoren, wie die Teilnahme an Weiterbildungsmaßnahmen, sind dafür entscheidend. Allerdings reduzieren destabilisierende Faktoren, wie die intensive Nutzung von befristeten Verträgen, die Stabilität erheblich. Dies deutet darauf hin, dass die stabilisierende institutionelle Struktur des öffentlichen Sektors zwar einen Vorteil begründet, aber unter Druck steht und somit Potenzial für Polarisierungen bietet." "This study investigates differences in the causal effect of fixed-term contracts on affective job insecurity by gender and household context in Germany. Research shows that workers in fixed-term employment are more unsettled about their job security than are permanent employees. We contribute to the literature on subjective job insecurity by explicitly modelling the causal effect of fixed-term employment and by examining how women and men differ in this effect. We argue that gender differences in the labour market positions and a gendered division of labour in the household account for gender differences in the subjective vulnerability to fixed-term employment. We apply linear fixed effect probability models based on the German Socio-Economic Panel (SOEP) with a sample of employees aged between 20 and 45 years. Results show that a fixed-term contract doubles the probability of big job worries compared to a permanent contract. Women are substantially more unsettled by fixed-term contracts than men across all household types. These gender differences cannot be explained by unfavourable labour market positions of women. "The aim of this article was to examine the relationship between precarious employment (PE), welfare states (WS) and mental health in Europe from a gender perspective. Data were derived from the European Working Conditions Survey 2015. PE was measured through the Employment Precariousness Scale for Europe (EPRES-E), validated for comparative research in 22 European countries, and categorized into quartiles. Countries were classified into Continental, Anglo-Saxon, Scandinavian, Southern and Central-Eastern WS. Mental health was assessed through the WHO-5 Well-Being Index and dichotomized into poor and good mental health. In a sample of 22,555 formal employees, we performed gender-stratified multi-level logistic regression models. Results showed greater prevalences of PE and poor mental health among women. However, the association between them was stronger among men. Cross-country differences were observed in multi-level regressions, but the interaction effect of WS was only significant among women. More precisely, Central-Eastern WS enhanced the likelihood of poor mental health among women in high precarious employment situations (quartiles 3 and 4). These findings suggest the interaction between contextual and individual factors in the production of mental health inequalities, both within and across countries. "Despite significant interest in the changing nature of employment as a critical social and economic challenge facing society—especially the decline in the so-called Standard Employment Relationship (SER) and rise in more insecure, precarious forms of employment—scholars have struggled to operationalize the multifaceted and heterogeneous nature of contemporary worker-employer relationships within empirical analyses. Here we investigate the character and distribution of employment relationships in the U.S., drawing on a representative sample of wage-earners and self-employed from the General Social Survey (2002–2018). We use the multidimensional construct of employment quality, which includes both contractual (e.g., wages, contract type) and relational (e.g., employee representation and participation) aspects of employment. We further employ a typological measurement approach, using latent class analysis, to explicitly examine how the multiple aspects of employment cluster together in modern labor markets. We present eight distinct employment types in the U.S., including one resembling the historical conception of the SER model (24% of the total workforce), and others representing various constellations of favorable and adverse employment features. These employment types are unevenly distributed across society, in terms of who works these jobs and where they are found in the labor market. Importantly, women, those with lower education, and younger workers are more likely to be in precarious forms of employment. More generally, our typology reveals limitations associated with binary conceptions of standard vs. non-standard employment, or insider–outsider dichotomies envisioned within dual labor market theories." "In der vorliegenden Studie werden zentrale Erkenntnisse aus den bisherigen Veröffentlichungen der Fachstelle Einwanderung eingebunden und um aktuelle Zahlen ergänzt. Im Zentrum der Datenanalyse steht die Frage, wie sich der Einbruch der Wirtschaft auf die Arbeitslosen- und Beschäftigtenzahlen sowie auf die Einkommen auswirkte und welche Personengruppen – differenziert nach Geschlecht und Herkunftsstaaten – von diesen Veränderungen besonders stark betroffen waren. Zudem werden Veränderungen in einzelnen ausgewählten Berufshauptgruppen und Beschäftigungsarten näher betrachtet. Dafür wurden Berufshauptgruppen ausgewählt, in denen infolge der COVID-19-Krise Fachkräfteengpässe bestehen oder zu erwarten sind. Neben statistischen Sekundärdaten bezieht sich die Studie auf Erkenntnisse aus einem Fachaustausch mit Beratenden sowie mehreren qualitativen Interviews, die mit in Deutschland arbeitenden Neuzugewanderten im Frühling und Sommer 2021 geführt wurden und ihrerseits Hinweise auf sich verschärfende Prekarisierungstendenzen in Beschäftigungsverhältnissen von Migrant*innen in Deutschland geben." "Objective: This paper pursues the question as to how extended flexible working possibilities in the labor market are legitimized among employers and employees and whether they have potential to mitigate inequalities. Background: Persistent and increasing gendered inequalities in Austria are reflected in the unequal division of unpaid family work in parental couples and in men’s stable full-time employment while women increasingly work part-time. In recent years, employers have expanded flexible working possibilities for all employees, regardless of their gender, also in leading positions and especially for those with family responsibilities. Method: We conducted six focus groups and 16 semi-structured interviews with employers (n=30) and employees (n=25) from 29 contrasting companies across Austria. An in-depth reconstructive analysis facilitated our exploration of collective notions and concepts associated with flexible work and career opportunities. Results: The respondents constructed part-time and flexible work as a new norm strongly connected to women with (potential) children. At the same time, employers and employees legitimized that these women must be protected from penalties resulting from the ideal worker norm still in force and must be variously supported by employers. However, men – the partners of women they could support by making use of these options and taking over childcare – are not constructed as a target group. Conclusion: In a cultural context such as Austria, family-friendly flexible working opportunities perpetuate rather than level gendered inequalities, as men’s need for those opportunities do not emerge in the constructions. "Der Beitrag widmet sich anhand österreichischer EU-SILC-Querschnittsdaten (2017—2019) der Frage, ob und wie sich unselbständig beschäftigte Frauen und Männer hinsichtlich ihres Erwerbsarmutsrisikos auf Basis des Personeneinkommens unterscheiden. Dazu werden auf Basis der individuellen Beschäftigungssituation, des gestaffelten Personeneinkommens (Erwerbseinkommen, andere Personeneinkommen, anteilige Haushaltseinkommen) und haushaltsspezifischer Armutsschwellen Erwerbsarmutsquoten für Frauen und Männer ausgewiesen. Ausgehend von Überlegungen zur Arbeitsmarktbenachteiligung und finanzieller Abhängigkeit von Frauen stehen geschlechts- und haushaltsspezifische Beschäftigungsstrategien, erfasst durch Beschäftigungsausmaß und Lohnhöhe, und deren Konsequenzen für das individuelle Erwerbsarmutsrisiko im Zentrum der Analyse. Potenzielle Zusammenhänge werden mit Hilfe von Kontingenz- und logistischen Regressionsanalysen überprüft, womit dieser Beitrag neue Erkenntnisse über die haushalts- und geschlechterspezifische Situation unselbständig beschäftigter working poor in Österreich liefert. Die Resultate weisen darauf hin, dass Frauen häufiger teilzeit- und niedriglohnbeschäftigt sind und in Paarhaushalten mehrheitlich nur einen Zuverdienst zum Haushaltseinkommen leisten, während Männer überwiegend Allein- oder Hauptverdiener sind. Frauen sind stärker als Männer auf Einkommenskomponenten jenseits des eigenen Erwerbseinkommens angewiesen, um Erwerbsarmut zu vermeiden. Aber nicht Frauen per se, sondern ausschließlich (die überwiegend teilzeitbeschäftigten) Mütter sind gegenüber Männern einem erhöhten Erwerbsarmutsrisiko ausgesetzt. I study the implication of being under temporary contract on the risk of poverty in a longitudinal perspective in order to investigate further the association between atypical work and poverty not only by contract type and individual characteristics as done in two previous dynamic analyses—Debels (2008) and Amuedo-Dorantes and Serrano-Padial (2010)—but also by the households’ financial situation, the role of the partners’ earnings and benefits, while controlling for feedback effects of contract type and state dependency of poverty as done by Amuedo-Dorantes and Serrano-Padial (2010). "We study atypical workers’ experiences with voice of in the Netherlands. We take a relational approach to worker voice and hypothesize that atypical workers are particularly vulnerable to refrain from voice and to experience suppression. We test our hypotheses using unique data on workers’ actual experiences with voicing discontent and supervisors’ responses (N = 4708; collected in 2017 and 2018). We find that temporary and freelance work, job insecurity, replaceability and precarious values are barriers to worker voice. Job insecurity and precarious values are associated with less support and more suppression from supervisors. These insights offer a valuable contribution to scholarly and public debates on atypical work by demonstrating how it not only affects workers’ job security, income stability and entitlements but also reduces workers’ ability to speak up and solve problems at work." "Although distinctions between full-time and part-time work are vital for understanding inequalities at work and home, consensus and critical reflection are lacking in how employment status should be defined. Full-time and part-time work are often represented as a binary split between those working under or over a specific number of hours. However, this paper, using exploratory mixed methods, evidences problems with assumptions based on working-hour thresholds and highlights the importance of workplace culture and household contexts. Using the UK Labour Force Survey we reveal ambiguities in the reporting of employment status for 12% of workers when comparing definitions based on number of working days, working hours and self-assessment. Ambiguities are particularly prevalent among working mothers with almost a third, who would be regarded as working full-time using hour-based measures, classified as ambiguous according to the measures used here. In-depth interviews with parents who self-classify as part-time workers, despite working over 35 hours a week, reveal mechanisms behind ambiguity within this group linked to organisational norms, previous working hours and divisions of household labour. The paper therefore argues workplace and household contexts are crucial to understanding employment status and recommends this should be taken into account in new multidimensional measures." However, little is known about the responsiveness of moonlighting to financial incentives due to the lack of identifying variation. This paper studies a unique reform in Germany that allowed workers to hold small secondary jobs tax-free, decreasing the marginal tax rate by between 19.5 to 66 pp. I show that the reform resulted in a dramatic increase in moonlighting that was not offset by reductions in primary earnings and that hours constraints are a key determinant of moonlighting." "This paper estimates trends in the transitory and permanent variance of male earnings in Italy using social security data from 1990 to 2016. Cohort-specific earnings variability is compared by the number of non-standard contracts to test the extent to which the increase in income instability is related to labour market deregulation for fixed-term contracts. Results show a relationship between the reforms that liberalised temporary contracts and increasing income instability, mainly affecting younger cohorts. In addition, younger workers exhibit an increase in the variance of permanent earnings as the number of atypical contracts increases. This is related to a decline in long-term mobility and an increase in long-term inequality. "Erwerbsformen sind schon seit geraumer Zeit in Bewegung. Vor allem die vom Normalarbeitsverhältnis abweichenden Vertragsformen, wie z. B. Teilzeitbeschäftigung oder befristete Arbeitsverträge, legten in der langen Frist zu. Der vorliegende Beitrag geht vor diesem Hintergrund zwei Fragen nach: Gibt es in den letzten drei Dekaden wirklich einen Trend, der auf eine neue Normalität in der Verteilung der Erwerbsformen schließen lässt? Gingen die Veränderungen eher mit einer Umverteilung von Beschäftigung oder mit einer Erschließung zusätzlicher Beschäftigtengruppen einher? Die auf dem Mikrozensus des Statistischen Bundesamtes basierenden Ergebnisse zeigen zunächst, dass sich die Veränderungen in der Zusammensetzung der Erwerbsformen nicht als kontinuierlich erwiesen haben. In den Jahren des anhaltenden Beschäftigungsaufschwungs vor der aktuellen Corona-Krise hatten sich die vom Normalarbeitsverhältnis abweichenden Beschäftigungsformen sogar wieder leicht zurückgebildet. Die Betrachtung des Verhältnisses von Erwerbsformen und Erwerbsbevölkerung legt weiter nahe, dass der Wandel der Erwerbsformen in der Gruppe der sog. „Kernerwerbstätigen“ (25–64-Jährige) nicht mit einer direkten Substitution einhergegangen ist. Ansonsten hätten die Erwerbstätigenquoten der Normalarbeitsverhältnisse für diese Altersgruppe nicht gleichzeitig zunehmen dürfen. Diese Aussage gilt aber den Analysen zufolge nicht für alle Altersgruppen. Sie trifft ausschließlich auf ältere Erwerbstätige zu, deren Arbeitsmarktpartizipation im Untersuchungszeitraum ohnehin deutlich zulegte. Bei den jüngeren Altersgruppen hat der Aufwuchs bei der Teilzeitbeschäftigung die Normalarbeitsverhältnisse jedoch leicht zurückgedrängt. "This article provides a detailed picture of wage differences between atypical and standard workers across the wage distribution. It compares two distinct types of atypical employment, part-time and temporary employment, and examines seven European countries. Using 2016 EU-SILC data, the article presents quantile regression estimates of wage gaps associated with atypical employment across the wage distribution. The results show that wage patterns associated with different types of atypical employment are diverse and complex. Temporary employment is associated with significant wage penalties that decrease but largely remain significant towards the upper end of the wage distribution. In contrast, wage differences between part-time and full-time workers are smaller and range from part-time penalties at lower deciles of the wage distribution to non-significant differences or premiums at the top. These results suggest that different mechanisms may drive wage differences associated with different types of atypical employment. In particular, the article highlights the role of occupation in affecting atypical workers’ labour market position and, consequently, wages relative to standard workers. Overall, the significant heterogeneity in atypical employment and its wage consequences calls into question the usefulness of the concept as a unifying category for research." "Die Arbeitnehmerüberlassung reagiert frühzeitig auf Änderungen der konjunkturellen Rahmenbedingungen und kann daher ein Frühindikator für die Entwicklung am Arbeitsmarkt sein. Nach einer langen Wachstumsphase setzte im Jahr 2018 in der Zeitarbeit ein Beschäftigungsrückgang ein, der anfangs auch mit den gesetzlichen Regulierungen zusammenhängen dürfte. Die im zweiten Halbjahr 2018 einsetzende Abschwächung der konjunkturellen Dynamik dürfte diesen zunächst verstärkt und dann abgelöst haben. Nach 2019 war die Ursache überwiegend in der konjunkturellen Entwicklung zu sehen. Die Auswirkungen der Corona-Krise spiegeln sich auch in den Zahlen zur Leiharbeit wider. Für den gesamten Wirtschaftszweig der Zeitarbeit zeigten sich seit Frühjahr 2020 bereits deutliche Einbußen. Gegen Ende des Jahres zeichnete sich allerdings bereits eine positive Tendenz ab, die sich bis ins erste Halbjahr 2021 erstreckt. Im gleitenden Jahresdurchschnitt bis Juni 2021 waren 784.000 Leiharbeitnehmerinnen und Leiharbeitnehmer in Deutschland sozialversicherungspflichtig oder ausschließlich geringfügig beschäftigt. Ihr Anteil an der Gesamtbeschäftigung liegt bei 2,1 Prozent. Leiharbeitnehmerinnen und Leiharbeitnehmer arbeiten häufiger in Tätigkeiten, die mit einem niedrigen Anforderungsniveau verbunden sind: Mehr als jeder Zweite übt eine Helfertätigkeit aus. Die Mehrzahl der Zeitarbeitnehmer ist männlich und jünger. Personen ohne Berufsabschluss sind anteilig deutlich häufiger vertreten als bei den Beschäftigten insgesamt. Auch der Ausländeranteil ist höher. Zeitarbeit bietet damit jungen Menschen, Geringqualifizierten und Ausländern eine Einstiegsmöglichkeit in den Arbeitsmarkt. Die hohe Dynamik der gesamten Zeitarbeitsbranche spiegelt sich auch in einem überdurchschnittlich hohen Risiko, aus sozialversicherungspflichtiger Beschäftigung heraus arbeitslos zu werden wider. Im Corona-Jahr erfolgten zwölf Prozent der Zugänge in Arbeitslosigkeit aus Beschäftigung am ersten Arbeitsmarkt aber 17 Prozent der Beschäftigungsaufnahmen aus Arbeitslosigkeit aus der bzw. in die Zeitarbeitsbranche. 75 Prozent der Arbeitslosen, die aus Arbeitslosigkeit eine Beschäftigung in der Zeitarbeit aufgenommen haben, sind sowohl nach sechs als auch nach zwölf Monaten sozialversicherungspflichtig beschäftigt, teilweise auch in anderen Branchen. Die Bruttoarbeitsentgelte in der Zeitarbeit liegen deutlich unter den im Durchschnitt über alle Branchen erzielten Entgelten. Strukturelle Unterschiede zu allen Beschäftigten – wie etwa in Alter oder Anforderungsniveau – spielen hierbei eine große Rolle. Nachdem die Stellenzugänge coronabedingt deutlich eingebrochen waren, nahm der Kräftebedarf der Branche im Laufe des Jahres 2021 wieder deutlich zu. "In a changing world of work, job profiles constantly develop and the demand for skills and qualifications with them. Particularly, jobs that mainly involve simple and repetitive tasks are threatened by technology, which fosters demand for high-level cognitive skills and complex social interaction skills. Reskilling and upskilling initiatives, through continuing education and training (CET), could foster transitions to emerging sectors and occupations, but participation by low-qualified workers is low. This study looks at the career guidance programmes available for low-qualified workers in Germany to help them navigate the ongoing changes and identify the most appropriate training and employment opportunities for them. In Germany, these services exist at national level and in the federal states and help adults overcome barriers to participating in CET or invest in their professional development. The report gives an overview of career guidance provision at the federal level and then describes career guidance needs and provision in the states of Berlin and North Rhine-Westphalia (NRW). Prior to the COVID-19 pandemic, the labour market outcomes of low-qualified workers were good in Germany thanks to strong demand for these workers in several manufacturing and low-skilled service sectors. However, the need for social distancing, a temporary drop in consumer demand and disruptions in global markets and supply chains due to the pandemic have disproportionally affected low-qualified workers. While most economic indicators are close to their pre-pandemic level on average, the recovery is expected to be slower for this group. In addition, the labour market prospects of low-qualified workers are affected by structural changes. Low-qualified workers are less likely to receive career guidance than those with higher qualifications, as employers focus their efforts in guidance and training on the high qualified. They are also less likely to receive training than those who are unemployed, as the public employment service systematically provides counselling to the unemployed. A range of multi-layered and interconnected barriers complicates the use among low-qualified workers, including finding time to attend counselling sessions, given their work and family responsibilities and scepticism or anxiety towards re-entering learning. Tackling these barriers requires individualised support, which is why the quality of career guidance plays an important role. The career guidance offers differ significantly from one federal state to another in Germany. The Federal Employment Agency’s (Bundesagentur für Arbeit, BA) new Lifelong Vocational Guidance in Working Life (Lebensbegleitende Berufsberatung im Erwerbsleben, LBBiE) aims at closing provision gaps. Abstract
Die Haushaltsjob-Börse als Stellenportal der Minijobzentrale umfasst Minijobs in Privathaushalten und richtet sich an Privatpersonen, die Unterstützung oder einen Job im Haushalt (Bereiche Haus, Garten, Kinderbetreuung, Unterstützung für Senioren und Betreuung von Haustieren) suchen. Eine aktive Vermittlung seitens der Minijob-Zentrale findet nicht statt. Nachgefragte Angaben zur Anzahl der Minijobbenden und Minijobs in Privathaushalten sowie Minijobs je Minijobbende und zur Anzahl der Suchanzeigen können gemacht werden. Auch Angaben zu der Zahl der Mitarbeitenden und den jährlichen Betriebskosten der Haushaltsjobbörse werden vorgelegt. Da Arbeitgeber ihre Haushaltshilfen über das Haushaltsscheck-Verfahren bei der Minijob-Zentrale anmelden, müssen sie lediglich das Monatsentgelt mitteilen, Angaben zu Stundenlöhnen können daher nicht gemacht werden. Bundesweit waren im Dezember 2021 mehr als 330.000 Minijobs bei der Minijob-Zentrale angemeldet, die Bundesregierung hält die Bemühungen, Schwarzarbeit in Privathaushalten deutlich zu reduzieren, für erfolgreich. Beim beruflichen Qualifikationsniveau haben die Frauen zu den Männern fast aufgeschlossen und in der akademischen Bildung die Männer zum Teil sogar überholt. Viele Frauen und Männer sind also bestens qualifiziert und die Erwerbsquote der Frauen hat sich der der Männer angenähert. Ein Blick auf das Erwerbsvolumen zeigt jedoch, dass insbesondere die überwiegend in Teilzeitform stattfindende Müttererwerbstätigkeit noch viel Potenzial bietet, um dem Fachkräftemangel zu begegnen. Vereinbarkeit darf sich jedoch nicht nur an Frauen und Mütter richten, sondern muss auch Männer und Väter adressieren und eine partnerschaftliche Arbeitsteilung von Müttern und Vätern ermöglichen. "This article estimates the causal impact of atypical work on the probability of finding regular, durable employment and on wage gains. Using a novel administrative dataset on the employment and unemployment history of 1/25th of French workers and the timing-of-events approach, we find a robust stepping-stone effect and no evidence of a lock-in effect. Starting atypical work during unemployment raises the likelihood of finding regular work by 87% in the following months, and has no effect on wage growth. Interestingly, this effect is stronger for workers with weaker ties with the labor market, such as those unemployed for long periods, older individuals or those who worked fewer hours in the year prior to the start of the spell." "This study fills a gap in the literature on the outcome mechanisms in which successful training programs improve employment and earnings, such as raises on the job or longer job duration. The city of New Orleans implemented a job training program as an RCT for low-income workers. Individuals in the treatment group were more likely to work in the target industries and move out of low-skill industries. In the first 9 months after training, the treatment group experienced higher earnings with new employers and with existing employments. After 9 months, the effects were driven by higher probability of staying with an employer (with now-higher earnings). Findings encourage patience on the part of trainees and the government, as workers may not find their stable, target employment immediately. "Eine Vielzahl an Studien untersucht die Auswirkungen befristeter Beschäftigungsverhältnisse auf subjektive Unsicherheiten und Entscheidungen zur Verfestigung von Partnerschaften unter jungen Erwachsenen. Hingegen gibt es für die Bundesrepublik kaum umfassende Befunde zu möglichen Zusammenhängen zwischen der Einbindung in befristete Beschäftigung und Einschätzungen junger erwerbstätiger Erwachsener mit Blick auf die Planbarkeit ihrer partnerschaftlichen Zukunft. Die vorliegende Studie widmet sich dieser Frage auf Basis einer 897 Personen umfassenden Stichprobe bestehend aus jungen abhängig Beschäftigten und in Partnerschaft befindlichen Erwachsenen. Die Befunde weisen auf umso pessimistischere Einschätzungen der partnerschaftlichen Zukunftsplanung hin, je geringer die subjektive Erwerbs- und die subjektive Einkommenssicherheit junger verpartnerter Erwachsener ausfallen. Außerdem zeigen sich signifikant pessimistischere Einschätzungen bei jungen einkommensschwachen Männern als bei jungen einkommensschwachen Frauen. Diese Befunde weisen auf die analytische Relevanz sozialpsychologischer und geschlechtersoziologischer Erklärungsansätze hin, die über familienökonomisch argumentierte Perspektive hinausgehen. Ausgehend von diesen Befunden dürften Ergänzungen arbeitspolitischer Maßnahmen um Strategien zur Befähigung junger Erwachsener im Umgang mit den Konsequenzen befristeter Beschäftigungsverhältnisse aussichtsreicher sein mit Blick auf die Unterstützung ihrer partnerschaftlichen Zukunftsplanungen als vorwiegend auf Re-Regulierung abzielende Strategien." "After an economically tough start into the new millennium, Germany experienced an unprecedented employment boom after 2005 only stopped by the COVID-19 pandemic. Persistently high levels of inequality despite a booming labour market and drastically falling unemployment rates constituted a puzzle, suggesting either that the German job miracle mainly benefitted individuals in the mid- or high-income range or that other developments offset the effects of the drastically improved labour market conditions. The present paper solves this puzzle by breaking down the observed changes in the distribution of disposable incomes between 2005/06 and 2015/16 into the contributions of eight different factors, one of them being the employment boom. Our results suggest that, while the latter did have an equalising impact, it was partially offset by the disequalising impact of other factors and substantially dampened by the tax and transfer system. Our results point to a strong role of the German tax and transfer system as a distributional stabilizer implying that, if the COVID-19 shock were to persistently reverse all the employment gains that occurred during the boom, this would only have a moderately disequalising effect on the distribution of net incomes." "This article summarizes and reviews research on union responses to precarious work in Europe, based on a systematic coding of 56 case study-based articles published between 2008 and 2019. Analyses of these cases suggest two paths to labour market dualism, with the first involving institutional fragmentation and union division, and the second a combination of weak structural power and partnership-oriented union identities. The authors also identify two paths to solidarity, with the result of reduced precarity for peripheral workers: a conflict-based path and a social partnership-based path. Campaigns to organize migrant workers present distinctive institutional and structural challenges to unions, with studies involving migrants most often finding ‘failed solidarity’, in which inclusive organizing fails to reduce precarity. "The drivers of large within-industry heterogeneity in the use of non-standard employment are still poorly understood. Specifically, there is little evidence on how firm-specific factors related to the organization of work affect the diversity of hiring decisions. This paper contributes to this line of research by studying the existence of interlocking complementarities between job design and labour contract at the firm level. Using a formal model, we show that firms face two organizational equilibria: one in which job designs with high routine task intensity are matched with a large use of non-standard contracts; and the other in which low routine task intensity combines with a small use of non-standard contracts. These complementarities exist because while non-standard contracts allow firm to adjust to external shocks, they also provide little incentive to invest in firm-specific knowledge. Since the cost associated with the lack of such knowledge is lower (higher) in firms with high (low) routine task intensity, they are also more (less) likely to use this type of contracts. We test the predictions of our model using linked-employer-employee data from the Emilia-Romagna region. We build an index of firm's routine task intensity by matching information from INAPP data at the occupation level. The empirical evidence is consistent with our theory: the use of non-standard contracts is positively associated with routine task intensity at the firm level. This result holds controlling for a wide range of firm-specific and contextual covariates and it is robust to alternative estimation methods (OLS, panel and IV). "We study the effect of temporary workers on innovation both theoretically and empirically. First, we develop a model where a representative firm chooses between different types of projects (routine vs innovative) and different types of labor contracts (temporary vs permanent). In doing so, it considers the effect of these different strategies on the workers' incentives to invest in firm-specific skills. Our key finding is that firms offering temporary contracts are less likely to invest in innovative projects, and that this is effect is stronger in industries characterized by a “garage-business” innovation regime. Second, we test our hypotheses using firm-level data on employment composition and patent filing. Consistently with our theoretical predictions, we find that temporary workers are detrimental to innovation, and that this effect is mitigated by the concentration of patent-filing at the industry-level." "Precariousness in working life is a rising concern in Europe, but scant statistical evidence exists as to the prevalence and development of longstanding precarious employment. Using high-quality individual-level population-wide register data across several decades, this study addresses this issue in Norway and Sweden. Longstanding precarious attachment to the labour market was defined as low/marginal work income during eight years, with frequent substantial income drops and/or reliance on income maintenance schemes. In the core working-age population, 15.3 percent in Norway and 20.0 percent in Sweden had this employment attachment during 1996–2003. Women, low educated, and foreign-born were at higher risk. Contrary to expectations, in 2008–2015, longstanding precarious attachment had declined to 12.7 percent in Norway and 14.5 percent in Sweden. Women in particular, but also immigrants, had attained stronger labour market attachment in the latter period. These results could indicate that key welfare state elements such as trade union strength, strong employment protection and active labour market policies have been successful in shielding workers from negative labour market developments. "In this paper we study the allocative (in)efficiency of employment protection in relation to firing costs, in a general equilibrium model with labor market frictions. The optimal firing costs depend on the level of unemployment benefits and the degree of centralized wage bargaining, two features of the labor market that induce downward wage rigidity and trigger inefficient employment separations. When restrictions on firing employees with permanent contracts are inefficiently high, the introduction of temporary contracts improves welfare but does not fully restore efficiency. A quantitative analysis for the Italian economy shows that the firing costs before the recent labor market reforms were 30% higher than the optimal level, implying a consumption loss of almost 2% in the steady state. The introduction of fixed-term jobs in the early 2000's closed one fourth of the gap between inefficient and efficient allocation, although it led to higher unemployment rates and turnover." Während die Forschung bisher vor allem makrostrukturelle Faktoren beleuchtete, nimmt dieser Beitrag die Mesoebene in den Blick und fragt danach, wie die Erwerbschancen Geringqualifizierter durch branchenspezifische Formen der Beschäftigung und Arbeitsorganisation beeinflusst werden. Durch den Vergleich zweier geschlechtersegregierter Branchen, dem Bau- und Reinigungsgewerbe in der Schweiz, wird aufgezeigt, wie Systeme der kollektiven Lohnverhandlung, Strategien des Personaleinsatzes sowie Regeln und Praktiken der Beförderung und Weiterbildung zu ungleichen Erwerbschancen beitragen. Analytisch knüpft der Artikel an die Theorie der Unterschätzung von Frauenarbeit an und konzipiert Erwerbschancen als Resultat unterschiedlicher Konstruktionen des Werts von Arbeit. Als empirische Grundlage dienen qualitative Interviews mit Arbeitgebenden, geringqualifizierten Arbeitskräften und Gewerkschaftsvertretern. Zudem wurden die Kollektivverträge der beiden Branchen analysiert. Der Fokus liegt auf Generalunternehmen der Baubranche und auf der Unterhaltsreinigung. Während sich Erstere durch hohe Mindestlöhne sowie institutionalisierte Aufstiegsmöglichkeiten auszeichnen, ist Letztere durch niedrige Löhne, Unterbeschäftigung und mangelnde Möglichkeiten der beruflichen Weiterentwicklung geprägt. "This paper investigates the degree of involuntariness in the entrepreneurial activity of the dependent solo self-employed, as well as the effect of the country's wealth and labor market institutions. Using the unique information available in the 2017 European Labor Force Survey (EU-LFS) for 25 countries, we can properly identify the dependent solo-self-employed and analyze to what extent they behave in accordance with an occupational choice model when making their self-employment decision. For that, we account for the reasons why they enter into self-employment (voluntarily or involuntarily either out of necessity or requested by the former employer). The results indicate that involuntary self-employment, mostly due to being required by previous employer, significantly increases the probability of being dependent solo versus nondependent self-employed. The wealthiest countries have a lower incidence of this group of workers, mainly if they are involuntary self-employed. Moreover, labor market institutions that decrease the flexibility of paid employment tend to increase the incidence of dependent solo self-employment. These results point to this group of workers being particularly vulnerable with the degree of vulnerability significantly increasing for those self-employed with a lesser degree of occupational choice." "This paper summarizes statistics on the key aspects of the distribution of earnings levels and earnings changes using administrative (social security) data from Italy between 1985 and 2016. During the time covered by our data, earnings inequality and earnings volatility increased, while earnings mobility did not change significantly. We connect these trends with some salient facts about the Italian labor market, in particular the labor market reforms of the 1990s and 2000s which induced a substantial rise in fixedterm and part-time employment. The rise in parttime work explains much of the rise in earnings inequality, while the rise in fixed-term contracts explains much of the rise in volatility. Both these trends affect the earnings distribution through hours worked: part-time jobs reduce hours worked within a week, while fixed-term contracts reduce the number of weeks worked during the year as well as increase their volatility. We find weak evidence that fixed-term contracts represent a "stepping-stone" to permanent employment. Finally, we offer suggestive evidence that the labor market reforms contributed to the slowdown in labor productivity in Italy by delaying human capital accumulation (in the form of general and firm-specific experience) of recent cohorts." "Die Zahl der befristet Beschäftigten sank zwischen 2018 und 2020 von 3,2 auf 2,4 Millionen. Dahinter stehen zwei unterschiedliche Entwicklungen: Im Jahr 2019 wurden noch viele befristet Beschäftigte in ein unbefristetes Beschäftigungsverhältnisübernommen. Im Corona-Jahr 2020 hingegen sackte vor allem die Zahl der Neueinstellungen, auch der befristeten, deutlich ab." (Autorenreferat, IAB-Doku)

Abstract
"Die Studie "Raus aus der Minijobfalle. Reformen zur Entlastung geringer Einkommen und ihre Auswirkungen auf Beschäftigung, Wachstum und Verteilung sowie öffentliche Finanzen" berechnet die volkswirtschaftlichen Effekte der aktuell geltenden "Midijobgleitzone" sowie die Abschaffung des Sonderstatus des Minijobs und einer Ausweitung der Gleitzone auf 1.300 und 1.800 Euro. Dazu verwenden die Autoren, Tom Krebs und Martin Scheffel, ein mikroökonomisch fundiertes Makromodell der deutschen Volkswirtschaft. Durch die Entlastung in diesem Bereich steigen die Arbeitsanreize und somit auch Beschäftigung und Wachstum insgesamt. Darüber hinaus trägt die Entlastung der Bruttoeinkommen durch die Absenkung von Sozialversicherungsabgaben zur Reduktion von Ungleichheit bei."
