Zur Unterstützung von Beschäftigten und Unternehmen hatte der Bundestag im Eilverfahren u.a. einen leichteren Zugang zum Kurzarbeitergeld beschlossen.     "Mit der Covid-19-Pandemie stieg das Ausmaß an Kurzarbeit auf bis dahin unerreichte Höhen: Im Frühjahr 2020 waren insgesamt sechs Millionen Beschäftigte in 600.000 Betrieben in Kurzarbeit, im Durchschnitt für bis zu 50 Prozent ihrer Arbeitszeit. Auch wegen zahlreicher Regeländerungen summierten sich die Kosten für das Kurzarbeitergeld in den Jahren 2020 und 2021 auf insgesamt 42 Milliarden Euro.     "Im Verlauf der Pandemie wurde die maximale Bezugsdauer von Kurzarbeitergeld für Betriebe vorübergehend von 12 auf 28 Monate angehoben. Während der Geltungsdauer zwischen März 2021 und Juni 2022 entfiel die Hälfte des Volumens an Kurzarbeit auf entsprechende Verlängerungen.     Abstract

    "Kurzarbeit ist ein bewährtes Instrument zur Beschäftigungssicherung in Krisen, letztmals während der Corona-Pandemie, als die Nutzung im April 2020 mit bis zu sechs Millionen Personen einen nie dagewesenen Höhepunkt erreichte. Allerdings ist sehr wenig darüber bekannt, welche Personen wie lange und wie häufig Kurzarbeitergeld bezogen haben. Für den Zeitraum zwischen März 2020 und Dezember 2021 schließt der vorliegende Forschungsbericht diese Lücke und stützt sich dabei auf statistische Verfahren, um repräsentative Aussagen aus unvollständigen Daten zu ermöglichen. Insgesamt zeigt sich, dass gering qualifizierte und gering verdienende Personen in der Pandemie deutlich stärker von Kurzarbeit betroffen waren. Erstens war die Kurzarbeitendenquote dort höher. Zweitens hatten diese Personengruppen im Schnitt einen höheren kurzarbeitsbedingten Entgeltausfall. Als die Nutzung der Kurzarbeit im Frühjahr 2020 ihren Höhepunkt erreichte, bezogen insgesamt etwa 19 Prozent der sozialversicherungspflichtigen Beschäftigten Kurzarbeitergeld, mit einem durchschnittlichen Entgeltausfall von 50 Prozent. Die Quote der Kurzarbeitenden betrug bei Personen ohne Berufsabschluss 22 Prozent, bei Personen mit Hochschulabschluss lediglich 14 Prozent. Noch gravierender waren die Unterschiede zwischen Gering- und Besserverdienenden: Ein Drittel aller Vollzeitbeschäftigten mit weniger als 2.000 Euro Bruttoverdienst war im April 2020 in Kurzarbeit, aber nur 14 Prozent der Beschäftigten mit mehr als 4000 Euro. Gleichzeitig hatten Beschäftigte mit weniger als 2.000 Euro Bruttomonatsverdienst im Fall von Kurzarbeit im Durchschnitt einen Entgeltausfall, der mit durchschnittlich über 50 Prozent 20 bis 25 Prozentpunkte höher lag als bei jenen mit Arbeitsentgelten über 4.000 Euro. Ein weiteres Ergebnis der Analysen ist, dass der erneute starke Anstieg der Kurzarbeit zum Jahreswechsel 2020/2021 hauptsächlich auf Beschäftigte mit geringer beruflicher Bildung bzw. geringem Verdienst zurückzuführen ist. Zugleich hat sich die Betroffenheit unterschiedlicher Berufsgruppen im Verlauf der Krise verändert: Der Anteil der Kurzarbeitenden war im Frühjahr 2020 bei Produktionsberufen am höchsten. Danach lag er bei Dienstleistungsberufen höher. Insbesondere bei Berufen im Bereich der personenbezogenen Dienstleistungen war der erneute Anstieg der Kurzarbeit besonders ausgeprägt. Auch der mittlere Entgeltausfall durch Kurzarbeit war bei den Dienstleistungsberufen von Anfang an höher. Mit der Erschließung von individuellen Daten zur Kurzarbeit ergeben sich trotz der unvollständigen Datenlage weitere Analysepotenziale, z.B. im Hinblick auf Längsschnittanalysen."     "Die Covid-19-Pandemie belastete den Gesundheits- und Pflegesektor besonders stark. Es war daher zu befürchten, dass infolge der Pandemie mehr Pflegekräfte ihren Job aufgeben würden. In diesem Bericht geht es um die Beschäftigungsentwicklung bei Pflegefachkräften und Pflegehilfskräften in Krankenhäusern, in Pflegeheimen und in der ambulanten Pflege in den Jahren 2016 bis 2021. Entgegen der Erwartung nahm die Zahl der Pflegefach- und Pflegehilfskräfte im untersuchten Zeitraum in der Summe deutlich zu und die Stabilität der Beschäftigung veränderte sich in der Pandemie kaum.     "This study explores how various work and family-related contexts moderated the link between work-from-home (WFH) and self-perceived changes to the career prospects among employees with children after over a year of the COVID-19 pandemic. We argue that the link between WFH and the perception of changes to one's career prospects is likely to differ depending on gender, occupation, whether the employee has worked from home before the pandemic, how much time their children spent at home due to pandemic restrictions and the cohabiting status of the parent. We conducted fixed effects multinomial regression models using a unique multi-country dataset, including representative samples of parents with dependent children from Canada, Germany, Italy, Poland, Sweden, and the US. Employees with children who had prior experience with WFH before the pandemic were more likely to report improved career prospects than those who worked solely in the office. The positive effect of WFH for newcomers to the world of remote work was less unequivocal and varied based on occupation and gender. We also find that the presence of children at home and the cohabitation status substantially moderate the link between WFH and perceived changes to one's career prospects, with different implications based on the employee's gender. We fill the research gap by showing how fluid workers' perceptions of career prospects depend on varying professional (prior experience with WFH and occupation) and personal (increased family demands) situations. Using data from a representative survey conducted at four different time periods in 2020 (first lockdown, subsequent gradual reopening), 2021 (further lockdown) and 2022 (restrictions widely lifted) in the 27 EU member states, it examines the potentially changing role of several mediators over time, such as work-family conflict, family-work conflict, stability, resilience, isolation, the importance of different support networks, workload, physical risk of contracting COVID-19 at work, and housing conditions. For the first lockdown, it also differentiates by previous WFH experience, in terms of WFH novices and experienced WFH workers. It differentiates by gender, in order to take the potential gendered nature and effect of COVID-19 measures into account. The results show that while there was no direct relationship between WFH and mental well-being, there are several important mediators whose relevance was specific not only to certain stages of the pandemic, but also to previous experience with WFH and gender. Stability is the only mediator that was relevant over the entire two-year pandemic period. Work-family conflict and family-work conflict were only relevant during the first lockdown, while resilience and isolation mattered especially when most of the EU economies had lifted most of their restrictions. Unlike established WFH workers, WFH novices had an advantage during the first lockdown, benefiting from lower family-work conflict and more helpful networks of family and friends.     "Using a unique dataset from a dedicated Cedefop Skills Forecast scenario on the impacts of COVID-19, this paper explores two possible determinants of expected job loss in the European Union (EU) due to the pandemic, namely the potential of work from home and the impacts of automation. Our findings suggest that less remote work and more automation are both related to future job losses across countries and occupations. These links are stronger in 2020–2021 at the country level, while becoming significant at the occupation level after 2022 when several protective measures taken by EU governments are expected to have been lifted."     "Es ist weithin bekannt, dass Familien während der COVID-19-Pandemie erheblich belastet wurden, insbesondere durch Maßnahmen wie die Schließung von Kindertageseinrichtungen und Schulen. Die vielfältigen Auswirkungen dieser Schließungen werden derzeit sowohl wissenschaftlich als auch politisch aufgearbeitet. Im Fokus dieses Beitrags stehen empirische Untersuchungen zu den Auswirkungen auf die Gesundheit und das Wohlbefinden von Kindern, Jugendlichen und Eltern. Die Ergebnisse zeigen auf, dass die Maßnahmen im Bildungs- und Betreuungsbereich bei Kindern und Jugendlichen zu einer Zunahme von Angstsymptomen und Depressionen führten, die körperliche Aktivität und Fitness nachhaltig beeinträchtigten und die Zufriedenheit sowie das Wohlbefinden, insbesondere von Müttern, stark einschränkten.     "Diese Studie untersucht mit Hilfe eines Differenz-in-Differenzen-Ansatzes in Kombination mit Entropy Balancing den kausalen Effekt von globalen Wertschöpfungsketten (GVC) auf den deutschen Arbeitsmarkt während der COVID-19-Krise. Die Analyse von monatlichen Betriebsdaten von Januar 2019 bis Dezember 2021 zeigt, dass ein Anstieg des GVC-bezogenen Handels mit China um eine Standardabweichung zu einem Anstieg der Kurzarbeit um bis zu 27 Prozentpunkte führt, wobei die Effekte von Mai bis Oktober 2020 signifikant positiv sind. Für diesen Zeitraum würde den Regressionsergebnissen zufolge ein Anstieg um eine Standardabweichung zu zusätzlichen Ausgaben für Kurzarbeit in Höhe von rund 7,3 Milliarden Euro führen. Im Gegensatz dazu ergeben sich für den GVC-bezogene Handel mit der Welt als Handelspartner keine signifikanten Effekte. Zusätzliche Befragungsdaten stützen die Ergebnisse und deuten darauf hin, dass Betriebe, die stärker in GVCs mit China eingebunden sind, im Jahr 2020 mehr Schwierigkeiten bei der Beschaffung von Vorleistungen oder bei der Zusammenarbeit mit Lieferanten hatten."     "Fragestellung: In den letzten zwei Jahren ist die Inflationsrate weltweit außergewöhnlich stark gestiegen, was sowohl für Wissenschaftler, Marktteilnehmer und Zentralbankenüberraschend kam. Um in der Zukunft ähnliche Überraschungen zu vermeiden, ist es von großer Wichtigkeit, die Gründe für diesen Anstieg besser zu verstehen. Hierzu liefert unser Papier einen Beitrag. Beitrag: Wir verwenden ein kürzlich von Bernanke and Blanchard (2023) vorgeschlagenes stilisiertes makroökonomisches Modell, in dem sich Inflation, Löhne und Inflationserwartungen gegenseitig beeinflussen. Wir schätzen das ursprünglich für die USA entwickelte Modell für Deutschland und in einem Panelansatz fur den Euroraum. Basierend auf den Schätzungen berechnen wir Impuls-Antwort-Folgen, historische Zerlegungen und konditionierte Projektionen über den zukünftigen Verlauf der Inflations- und Lohnentwicklung. Ergebnisse: Basierend auf unseren Schätzungen ist der Anstieg der Inflationsrate in Deutschland und im Euroraum seit Ausbrauch der Corona-Pandemie zum Großteil auf Energiepreisschocks, Nahrungsmittelpreisschocks und Lieferengpasse zurückzuführen. Die hohe Auslastung auf den Arbeitsmarkten verstärkte diesen Effekt indirekt über die Lohndynamik, allerdings war der Einfluss insgesamt geringer. Die Inflationserwartungen, insbesondere in der kurzen Frist, wurden zwar ebenfalls von Rohstoffpreisen und Knappheiten beeinflusst, zeigten aber insgesamt keine Anzeichen einer Entankerung. Wir finden bisher keine Evidenz für eine Lohn-Preis-Spirale gemessen an einem zusätzlichen Einfluss von hohen Inflationsraten in der Vergangenheit auf die gegenwärtigen Lohnabschlüsse. Unter der Annahme eines schrittweisen Rückgangs der Arbeitsmarktknappheiten sowie ohne weitere Rohstoffpreisschocks suggeriert das Modell einen graduellen Rückgang der Inflationsrate in den der Zukunft."     Abstract

    "Hintergrund Fatigue bezeichnet einen andauernden Erschöpfungszustand, der auf eine Infektionskrankheit folgen kann. Sie zählt zu den häufigsten Symptomen beim Post-Covid-Syndrom (PCS). Auch bei psychischen Erkrankungen kann Fatigue auftreten, allerdings ist Fatigue, wie andere chronische Erkrankungen, auch selbst ein Risikofaktor für Depressivität und Ängstlichkeit. Ziel der Analyse ist es, zu untersuchen, inwieweit sich Fatigue und Depressivität/Ängstlichkeit gegenseitig bedingen und ob es Unterschiede zwischen PCS-Betroffenen und vollständig Genesenen gibt. Methodik In einer Längsschnittuntersuchung mit 3 Messzeitpunkten wurden Versicherte der Berufsgenossenschaft für Gesundheitsdienst und Wohlfahrtspflege, die im Jahr 2020 mit SARS-CoV-2 infiziert waren, zu Fatigue, Depressivität/Ängstlichkeit und lang anhaltenden COVID-19-Symptomen befragt. Zur Analyse der längsschnittlichen Effekte der beiden Variablen wurde ein kreuzlagiges Paneldatenmodell angewandt. Ergebnisse Die Stichprobe (n  = 860) weist zu den 3 Messzeitpunkten einen Anteil von 68,7–75,1 % an PCS-Betroffenen auf. Das Modell zeigt eine Güte von R 2  = 61,49 % und durchgehend signifikante Effekte, jedoch unterscheiden sich die kreuzlagigen Pfade nicht signifikant voneinander. Wird danach stratifiziert, ob eine PCS-Symptomatik vorliegt, schwächen sich in beiden Gruppen die kreuzlagigen Effekte ab, während nur in der Gruppe der PCS-Betroffenen die Effekte von Fatigue auf Depressivität und Ängstlichkeit bestehen bleiben. Diskussion Die vorliegenden Ergebnisse zeigen einen wechselseitigen Zusammenhang von Fatigue- und Depressivitäts-/Ängstlichkeitssymptomatik. PCS-Betroffene könnten von psychotherapeutischen Behandlungen aufgrund ihrer Fatigue profitieren, da dem Entstehen von Depressionen oder Angststörungen vorgebeugt werden kann." However, the political, social and psychological consequences of the containment policies are equally important to explore, as their consequences may continue to affect our societies in the medium and longer term. The pandemic and associated containment measures have affected almost every aspect of our societies and any analysis of the social situation during the pandemic should ideally cover several societal areas. This research note provides empirical evidence on how the COVID-19 pandemic has affected our societies.     "How much did young people suffer from the COVID-19 pandemic? A growing number of studies address this question, but they often lack a comparison group that was unaffected by the pandemic, and the observation window is usually short. Here, we compared the 2-year development of life satisfaction of German high school students during COVID-19 (N = 2,698) with the development in prepandemic cohorts (N = 4,834) with a difference-in-differences design. We found a decline in life satisfaction in winter 2020/2021 (Cohen’s d = -0.40) that was approximately three times stronger than that in the general population and persisted until winter 2021/2022. Young people found some restrictions particularly burdensome, especially travel restrictions, bans on cultural events, and the closure of bars/clubs."     "The economic literature has remarked on the stability of the German labor market, despite the severe impact of the pandemic induced recession. So, what factors contributed to this stability? The literature stresses the use of internal flexibility on firm level - reducing working hours and productivity - as key to understand safeguarding of employment. This use of internal flexibility was, in addition, strongly aided by state policies, such as short-time work. In complementarity to these arguments, the family business literature contends that family firms offer higher job security from economic shocks (implicit labor contracts). Family corporate governance is thus argued to lead to more extensive use of internal flexibility measures. To assess this argument, we analyze the German Bundesbank-Online-Panel-Firms survey (BOP-F). The data show that family firms did indeed offer higher job security. The propensity-score-matched regression estimates show family firms reacted around 50-60% less to changes in sales in terms of employment than their nonfamily firm counterparts. Looking at the use of financial instruments and government support programs, we find that family firms were more likely to use private financial instruments, such as retained earnings and private loans, whereas they were just as likely to receive government aid. Zooming out, these findings speak to family firms playing a pivotal role in preserving highly asset-specific labor market matches in times of crisis deemed essential for coordinated market economies.     "Die Maßnahmen, die als Reaktion auf die weltweite Covid-19-Pandemie ergriffen wurden, waren für das Bildungswesen in Deutschland gravierend und trafen Schulen, Lehrkräfte, Eltern und Schüler:innen weitestgehend unvorbereitet. Ab dem 16. März 2020 wurden die Schulen zunächst ganz geschlossen und Distanzunterricht eingeführt. Ab Mitte April kam es in Abhängigkeit vom Infektionsgeschehen zu Phasen vollständigen Distanzunterrichts, aber auch zu Modellen, bei denen Kleingruppen im Wechsel in der Schule unterrichtet wurden. Die Auswirkungen dieser Maßnahmen, die über ein Jahr anhielten, sind vielfältig. Besonders zur Frage der Lernentwicklung und Kompetenzzuwächsen der Schüler:innen wurden viele Vermutungen angestellt und national wie international Forschung betrieben. Aufgrund der speziellen Anlage des Nationalen Bildungspanels (NEPS) können nun erstmals Befunde zur Entwicklung mathematischer Kompetenzen der von coronabedingten Schulschließungen betroffenen Schüler:innen in der Sekundarstufe mit der Entwicklung von Schüler:innen verglichen werden, die – einige Jahre zuvor – diesen Zeitraum ohne pandemiebedingte Einschränkungen erlebt haben."     "Job retention schemes were one of the main policy instruments implemented across EU Member States to weather the negative economic effects of the Covid-19 pandemic. These schemes, including furlough programs and wage subsidies, were introduced to maintain an attachment between employers and employees during the severe economic downturn. By supporting workers’ incomes and allowing firms to reduce working hours rather than resorting to layoffs, job retention schemes aimed to minimize job losses and hasten labor market recovery. More than four years later, this CEPS’ In-Depth Analysis report evaluates the employment effects of job retention schemes during the pandemic, relying on data from the EU Labour Force Survey and advanced statistical techniques. The report estimates that job retention schemes significantly supported employment in 2020. They reduced job losses, enhancing employment growth by an average of five percentage points in the short term and preserving an estimated 13.9 million jobs across the EU. In some scenarios, this figure could rise to 20.3 million. However, the research also suggests that the rapid post-pandemic economic recovery and the broad eligibility criteria for job retention schemes might have led to their overuse, where fewer jobs might have been at risk than originally anticipated."     "During a pandemic, unemployment insurance (UI) may have externalities for health. Studying variation across states in UI benefits during summer 2021, using longitudinally linked Current Population Survey data, and controlling for individual and state characteristics, we find that unemployment-employment transitions rise 10 percentage points (42 percent of the unconditional mean) in treated states, which cut UI early, relative to states maintaining higher benefits. Estimates of hazards and censored regressions imply a benefit elasticity of unemployment duration of 0.5-0.7. Using an instrumental variables strategy, we find sharp covid rises in states with higher re-employment rates because of the UI cuts: case, hospitalization, and death rates are all estimated to more than double. Consistent with a causal interpretation, the differences between treated and other states in re-employment and covid outcomes are negligible prior to treatment, diverge simultaneously with the policy change, and reconverge quickly after the end of the policy difference. Results are robust to controlling for other relevant factors and policies. We estimate that additional wages of $1.1bln received by re-employed workers offset only one-eighth of the UI losses, and, even from a government budget perspective, UI savings are more than offset by increased hospitalization costs of $14.8bln. Increases in illness-related losses in work time can be valued at $1.5bln. Beyond the monetary and morbidity costs of the UI cuts, we estimate additional deaths at 27,000.     "This study longitudinally investigates women's levels of perceived stress during the COVID-19 pandemic in Germany and the Netherlands, in relation to work- and family stressors. It further examines the moderating role of education as a protective factor against stress. Our country cases represent similar pre-pandemic gender regimes that extensively relied on women's part-time work but exhibited variation in pandemic governance. Drawing on longitudinal data from population-based samples, we estimate random effects panel models across three time points (pre-pandemic, during or shortly after first lockdown, later stage of the pandemic). For the Netherlands, we find that women initially experienced an increase in stress but later recovered. In Germany, stress initially decreased, but only for women without children. Multivariate models show that working fewer hours protected women against stress in Germany, particularly those with higher education. In the Netherlands, no such moderation effects were found. Instead, in the Netherlands, differences between educational groups were larger than differences between women with varying working hours.     "Die Covid-19-Pandemie hat die Akteure der beruflichen Rehabilitation vor neue Herausforderungen gestellt. In der vorliegenden Studie interessieren wir uns für die folgenden Fragen: Wie haben Akteure wie Leistungserbringer beruflicher Rehabilitation (LE) und die Bundesagentur für Arbeit (BA) als Reha-Kostenträger die Covid-19-Pandemie erlebt, welche Prozessänderungen und Verzögerungen sind eingetreten, und welche Auswirkungen hat dies möglicherweise auf die berufliche Rehabilitation der Zukunft? Im Rahmen von leitfadengestützten Expert*inneninterviews haben wir zwischen Juli 2020 und Juli 2021 24 Interviews mit 29 Personen geführt (LE: n=16; BA-Kontext: n=8) und sie zu ihren Erfahrungen während der Covid-19-Pandemie befragt. Die Interviews wurden aufgezeichnet, transkribiert und in MAXQDA kodiert; die Analysen des transkribierten Materials basieren auf einem aus induktiven und deduktiven Kategorien entwickeltem System. Qualifizierungsmaßnahmen mussten aus der Ferne durchgeführt werden. Diese digitalen Möglichkeiten mussten erst geschaffen werden. Die Folge daraus ist, dass auch die berufliche Rehabilitation gezwungen wurde, sich technologisch weiterzuentwickeln, wodurch Chancen (der Maßnahmeerbringung) und Grenzen (z. B. Erwerb sozialer Kompetenzen oder Einschätzung des psychischen Zustands) deutlich wurden. Während der alternativen Maßnahmeerbringung war eine kontinuierliche zusätzliche Betreuung durch die LE unabdingbar, um psychische Krisen einzudämmen, das Verständnis für die Qualifizierungsinhalte zu gewährleisten und Abbrüche zu vermeiden. Ebenso wie Schulen waren auch die Arbeitsagenturen und Jobcenter lange Zeit geschlossen und es fanden weder Reha- noch allgemeine Berufsberatung noch die Beurteilungsverfahren zur Ermittlung des Reha-Bedarfs beim Ärztlichen Dienst/Berufspsychologischen Service statt. Ein Rückgang in den Zugängen zu beruflicher Rehabilitation zeichnet sich schon länger ab, er ist aber insbesondere für 2021/22 vermehrt zu beobachten. Personen aus SGB-II-Haushalten sind möglicherweise stärker betroffen, da es schwieriger für die Agenturen und Jobcenter ist, mit ihnen in Kontakt zu bleiben. Auch wenn die berufliche Rehabilitation einen großen digitalen Schub erfahren hat, haben die Erfahrungen aus der Pandemie gezeigt, dass vor allem für junge Menschen und Personen mit psychischen Behinderungen Maßnahmen in Präsenzformaten mit sozialen Kontakten wichtig sind. Dennoch muss die berufliche Rehabilitation sich mit der Arbeitswelt verändern, um zu verhindern, dass Menschen mit Behinderungen (weiter) abgehängt werden."     "Background: Studies on occupation and COVID-19 infection that cover a range of occupational groups and adjust for important confounders are lacking. This study aimed to estimate occupational risks of hospitalization with COVID-19 by taking into account sociodemographic factors and previous comorbidities. Methods: We applied a case-cohort design using workers insured with one of Germany’s largest statutory health insurers as a data source for occupational and demographical information as well as for information on comorbidities. Cox regression models with denominator weights for cases and controls assessed relative risks of hospitalization with COVID-19 in 2020. Results: The study consisted of 11,202 COVID-19 cases and 249,707 non-cases. After adjusting for age, sex, number of pre-existing comorbidities, and socioeconomic status, we found at least doubled risks for occupations in theology and church work (HR = 3.05; 95% CI 1.93 –4.82), occupations in healthcare (HR = 2.74; 95% CI 2.46–3.05), for bus and tram divers (HR = 2.46; 95% CI 2.04–2.97), occupations in meat processing (HR = 2.16; 95% CI 1.57–2.98), and professional drivers in passenger transport (e.g. taxi drivers) (HR = 2.00; 95% CI 1.59 –2.51). In addition, occupations in property marketing and management, social workers, laboratory workers, occupations in personal care (e.g. hairdressers), occupations in housekeeping and occupations in gastronomy all had statistically significantly increased risks compared to the reference population (administrative workers). Conclusions: We identified occupations with increased risks for hospitalization with COVID-19. For those having a doubled risk it can be assumed that COVID-19 diseases are predominantly occupationally related. By identifying high-risk occupations in non-healthcare professions, effective measures to prevent infections in the workplace can be developed, also in case of a future pandemic."     "Despite major restrictions on economic activity due to the first lockdown starting in March 2020, public financial support helped to limit the financial consequences of the COVID-19 pandemic in Germany. However, certain groups were more affected than others. Most significantly, people in the lowest income quintile were more affected than those who had higher levels of income prior to the pandemic. Although this aspect has also been analyzed in other studies, less is known about how income shocks affected living standards. In the present manuscript we combine descriptive and multivariate analysis in order to analyze changes in household income for people over the age of 45 years and changes in living standards for those who report negative changes in income. Results indicate that people over the age of 45 years with lower levels of income prior to the pandemic have been hit harder in terms of both lost income and the impact on their living standards. Furthermore, wealth seems to be relevant as a means of avoiding a drop in living standards in the event of a negative income shock. Results also indicate that by the end of 2020 and beginning of 2021 there is a recovery in living standards to pre-COVID levels. These results show the relevance of focusing on the needs of the most vulnerable groups when defining public financial support in times of crisis." (Author's abstract, IAB-Doku) ((en))

    "We estimate the dynamic impact of two waves of the COVID-19 pandemic on an exceptionally broad range of indicators of worker well-being. Our analyses are based on high-frequency panel data from an app-based survey of German workers and employ an event-study design with individual-specific fixed effects. We find that workers' mental health decreased substantially during the first wave of the pandemic. To a smaller extent, this is also true for life satisfaction and momentary happiness. Most well-being indicators converged to prepandemic levels when infection rates declined. During the second wave of the pandemic, overall worker well-being decreased less than that during the first wave. Life satisfaction does not seem to have changed at all. We conclude that worker well-being adapts to the pandemic. Moreover, subgroup analyses indicate that, in terms of well-being, workers who took part in a job retention scheme fared less well during the pandemic than other employees."     "Frauen waren während Corona-Pandemie deutlich stärker von Kurzarbeit betroffen als in Finanzkrise 2009. Von Einschränkungen im Zuge der Lockdowns waren Branchen mit hohem Frauenanteil, insbesondere im Dienstleistungsbereich, besonders betroffen. Studie zeigt auf Basis von SOEP-Daten: Geschlechtsspezifische Ungleichheiten auf Arbeitsmarkt haben sich durch Kurzarbeit in Pandemie nicht verstärkt. Sowohl im Jahr 2020 von Kurzarbeit betroffene Frauen als auch Männer waren ein Jahr später nicht häufiger arbeitslos als andere Beschäftigte. Stundenlöhne von Frauen und Männern in Kurzarbeit sind im Folgejahr aber weniger stark gestiegen.     "We carry out a difference-in-differences analysis of a real-time survey conducted as part of the German Socio-Economic Panel (SOEP) survey and show that teleworking had a negative average effect on life satisfaction over the first 2 years of the COVID-19 pandemic. This average effect hides considerable heterogeneity, reflecting gender-role asymmetries: lower life satisfaction is found only for unmarried men and for women with school-age children. The negative effect for women with school-age children disappears in 2021, suggesting adaptation to new constraints and/or the adoption of coping strategies."     "As more people work outside standard employment, the foundations of work solidarity are contested. How does work solidarity arise in atypical forms of work that are characterised by flexible, autonomous and self-dependent organisation, such as in solo self-employment? Drawing on a discursive approach to work solidarity, this article emphasises how market dependence can serve as a boundary construction to create work solidarity. Empirically, this study engages in a discourse analysis on Soforthilfe, a policy measure introduced by the German government to financially assist solo self-employed people during the Covid-19 lockdown. In this discourse, market dependence serves to identify this social group’s need (social boundary) and to set out the corresponding policies for financial assistance (substantive boundary). Four solidarity norms – relief, equality, preservation and quasi-equivalence – support this boundary construction.     "Do economic shocks increase labor market inequalities between immigrants and natives? The COVID-19 crisis reduced economic activity for almost all social groups, providing a recent case for answering this question. Research tends to focus on employment levels, overlooking potential inequalities in other job characteristics. Workers in Germany have largely kept their jobs, although their working hours were reduced. Using German high-frequency survey data, we analyze whether there was a difference in the reduction of hours for immigrants and immigrants’ descendants (IAD) compared to natives. Since IAD are overrepresented in both heavily affected and essential jobs, we argue that the effects may be heterogeneous across the distribution of the change in hours. As merely comparing averages would ignore this heterogeneity, we employ OLS and quantile treatment effect estimations to analyze working hours changes in the early COVID-19 crisis. Results show that IAD reduced hours more than natives. This effect is particularly pronounced at the lower end of the distribution of the change in working hours. Our findings suggest that IAD experienced economic hardship more often than natives and corroborate earlier findings of increased immigrant-native inequalities in times of crisis.     "The availability of childcare services eases parents’ daily lives and research has shown that it positively affects well-being, especially for mothers. However, the COVID-19 pandemic disrupted established childcare arrangements, with school and day care closures adding to parental burdens. Despite extensive discourse on the influence of these closures on parental well-being, few studies have empirically analysed the effects of the increase in childcare responsibilities associated with the closures on the well-being of parents. We seek to address this gap by examining the impact of school and day care reopenings on parental well-being. We expect that parents’ life satisfaction will increase when schools and day care facilities are reopened —and that this effect is particularly strong for mothers. Leveraging the variation in the time of reopenings across Germany’s federal states, we employ a difference-in-differences and a difference-in-difference-in-differences approach to assess changes in well-being. The research design accounts for state-level differences and potential confounding factors related to the pandemic. By using data from the German IAB-HOPP study, which offers timely measures of life satisfaction, we aim to quantify the effects of reopenings on parental well-being. Results show only a small and marginally positive effect of reopenings on average life satisfaction among parents. However, this is due to a strong and significant effect of reopenings on mothers’ life satisfaction and no significanteffect for fathers. Our findings contribute to research on the division of unpaid labour and childcare and support the notion that public childcare provision is crucial, particularly for mothers’ life satisfaction."     "Objective: This study examines whether parental emotional distress during the first pandemic-related school shutdown in 2020 in Germany affected the development of primary school students’ mathematical skills and investigates changes in parents’ working conditions as triggers of cascading stress processes. Background: The Family Stress Model (FSM) explains the mechanisms that mediate between families’ structural conditions and children's developmental outcomes. Foundational works for this approach focus on historic events that instigate rapid structural changes which, in turn, undermine families' economic situation. The economic losses trigger stress processes. Research on the COVID-19 pandemic reports heightened levels of parental stress and negative impacts on children's cognitive and socioemotional development. This study examines the role of parental emotional distress during the COVID-19 shutdown on children's cognitive development. Expanding on the classical FSM, we hypothesize that changes in parents' working situation, rather than economic changes, may have triggered family stress processes during the shutdown, as federal support largely cushioned economic cutbacks in Germany. Method: For the German National Educational Panel Study (NEPS), interviews were conducted with parents, and primary school students in Starting Cohort 1 were tested after the first shutdown in 2020. The database provides rich information from survey waves prior to the COVID-19 pandemic, allowing a longitudinal analysis of a sample of 1512 primary school students with ordinary least squares regression. Results: Parents’ emotional distress during the pandemic had a robust negative effect on students’ mathematical skills, even when controlling for prior parenting stress. Changes in parents’ working conditions also had an effect on children’s test scores, and the negative effect of working from home on the test scores was mediated by parents’ emotional distress. Conclusion: The COVID-19 pandemic was a historic event which, at least in Germany, challenged the mental health of many parents and, in turn, impaired the skill development of primary school students.     "Background: Many countries are faced with substantial shortages of skilled nurses. With an aging population and global demographic changes, developing a skilled workforce of nurses has become one of the central challenges for public health care. The recent COVID -19 pandemic may even be exacerbating the current and future labor shortages, which may, in turn, pose a threat to the quality of publicly provided health care. Improving nurses’ working conditions could be a means by which to address the global shortages of nurses. However, in countries with public health care, such improvements may come with additional costs in the form of higher taxes or social security contributions. Therefore, such improvements partly depend on people’s willingness to pay (WTP) for them. Objective: In this paper, we investigate workers’ willingness to pay for improvements in the working conditions of nurses. Design: This study is a factorial survey experiment included as part of an online survey. Setting(s): The factorial survey experiment was implemented within the high -frequency online panel survey “Life and Employment in Times of Corona” (IAB -HOPP) conducted by the Institute for Employment Research (Germany). Participants: We analyze data from N = 2,128 survey participants; our main analysis Journal Pre-proof Journal Pre-proof consists of N = 6,384 responses from those participants. Methods: Our research is based on a factorial survey experiment (vignette analysis) designed to quantitatively measure the willingness to pay for various improvements in the working conditions of nurses. We use random effect models and mixed models to estimate the individual-level willingness to pay for these improvements. Results: Our results show that the survey participants are generally willing to pay for particular policies aimed at improving the working conditions of nurses. However, the amount that respondents are willing to pay varies with the type of policy changes. Survey participants exhibit a high willingness to pay for increases in minimum wages for nurses and wagerelated improvements in general. We find, however, a lower willingness to pay for the right to participate in training courses aimed at reducing work-related stress. Conclusions: The broad support for improvements in the working conditions of nurses provides policymakers with some guidance in implementing policy measures that might address labor shortages in the nursing sector."     "The purpose of this article is to critically explore pre-existing and continuing welfare conditionality of NEET (not in education, employment, or training) experienced young people in the UK. The article traces the policy history of NEET over the last 25 years, to demonstrate the enduring nature of benefit sanctioning that NEET experienced young people have faced throughout a decade of austerity, Brexit, and now the COVID-19 pandemic. The article engages with key narratives from 43 interviews of NEET experienced young people and youth work professionals, undertaken prior and during the pandemic. Overall, the article argues that government actors and policy makers alike have not gone far enough to support NEET experienced young people. The article found that more structural and institutional levels of support from central government are needed to meaningfully engage NEET experienced young people in their education, employment, and training trajectories throughout periods of crisis."     "We show that digital capital and working from home were essential for the resilience of local labour markets in the context of the COVID-19 crisis in Germany. Employment responses differed widely across local labour markets, with differences in short-time work rates of up to 30 percentage points at the beginning of the pandemic. Using recent advancements in the difference-in-differences approach with a continuous treatment, we find that pre-crisis digital capital potential reduced short-time work rate by up to 3 percentage points. The effect was nonlinear, disproportionately disadvantaging regions at the lower end of the digital capital distribution for a longer period. One channel of impact is working from home, which was more often adopted in regions with higher digital capital. But digital capital smoothed the employment shock beyond the effect of remote work."     "We use two surveys to assess why work from home (WFH) varies so much across countries and people. A measure of cultural individualism accounts for about one-third of the cross-country variation in WFH rates. Australia, Canada, the UK, and the US score highly on individualism and WFH rates, whereas Asian countries score low on both. Other factors such as cumulative lockdown stringency, population density, industry mix, and GDP per capita also matter, but they account for less of the variation. When looking across individual workers in the United States, we find that industry mix, population density and lockdown severity help account for current WFH rates, as does the partisan leaning of the county in which the worker resides. Offen ist bislang, ob der „digitale Graben” zwischen den Betrieben dadurch tiefer geworden ist – ob also digitalisierungserfahrene Betriebe stärker in eine weitere Digitalisierung investiert haben als Betriebe, die vor der Pandemie noch keine Erfahrung mit dem Einsatz solcher Technologien gemacht hatten. Diese Frage kann erstmals mit Daten der neuen IAB-IZA-ZEW-Betriebsbefragung „Arbeitswelt 4.0“ untersucht werden. Dabei zeigt sich, dass es während der Covid-19-Pandemie nur in wenigen Betrieben zu einem Digitalisierungsschub kam. Tatsächlich haben vor allem Betriebe, die vor der Pandemie schon Erfahrung mit sogenannten 4.0-Technologien gesammelt hatten, coronabedingte Investitionen getätigt, sodass sich der digitale Graben zwischen den Betrieben während der Pandemie vertieft hat."     "Nach Corona blicken junge Menschen deutlich optimistischer auf ihre berufliche Zukunft – dies ist ein zentrales Ergebnis unserer repräsentativen Jugendumfrage, die im Juni 2023 durchgeführt wurde. Dieses erfreuliche Ergebnis gilt aber nicht für alle: Trotz zahlreicher unbesetzter Ausbildungsplätze hat jeder vierte junge Mensch in Deutschland den Eindruck, dass die Zahl der Ausbildungsplätze nicht ausreicht und vor allem Jugendliche mit niedriger Schulbildung machen sich Sorgen um ihre Ausbildungschancen. Aber es gibt noch viel mehr zu entdecken in den Ergebnissen – zum Beispiel, welche Unterstützung sich junge Menschen bei der Suche nach Ausbildungsplätzen wünschen. Oder wie gut sie sich von der Schule über das Thema Ausbildung informiert fühlen. Neu bei der diesjährigen Befragung ist das Thema Praktika: Welche Erfahrungen werden mit Praktika gemacht? Sind sie hilfreich oder enttäuschend, fühlen sich die jungen Menschen über- oder unterfordert? Manche Erwartungen werden bestätigt, aber es gibt auch viele Überraschungen."     Abstract

    "Objective: To evaluate the socioeconomic patterns of SARS-CoV-2 antigen contacts through infection, vaccination or both (“hybrid immunity”) after 1 year of vaccination campaign. Methods: Data were derived from the German seroepidemiological Corona Monitoring Nationwide study (RKI-SOEP-2; n = 10,448; November 2021–February 2022). Combining serological and self-report data, we estimated adjusted prevalence ratios (PR) of SARS-CoV-2 infection, COVID-19 vaccination, basic immunization (at least two SARS-CoV-2 antigen contacts through vaccination and/or infection), and three antigen contacts by education and income. Results: Low-education groups had 1.35-times (95% CI 1.01–1.82) the risk of SARS-CoV-2 infection compared to high-education groups. COVID-19 vaccination (at least one dose) and basic immunization decreased with lower education and income. Low-education and low-income groups were less likely to have had at least three antigen contacts (PR low vs. high education: 0.74, 95% CI 0.65–0.84; PR low vs. high income: 0.66, 95% CI 0.57–0.77). Conclusion: The results suggest a lower level of protection against severe COVID-19 for individuals from low and medium socioeconomic groups.     "We provide insights on how job search changed in the Covid-19-crisis by analyzing data from the LinkedIn professional network for Germany. We find that competition among workers for jobs strongly increased – which is due to additional job seekers rather than higher search intensity. Furthermore, the LinkedIn data show that people from industries particularly affected by the crisis applied much more frequently and there had been a substantial shift in the target industries for applications. Finally, we find that at the onset of the Covid-19-crises applications were made significantly more often below and significantly less often above a person’s level of seniority."     "Dieses Papier zeigt die Entwicklung der Mismatch-Arbeitslosigkeit in Deutschland im Zeitraum von 2007 bis 2022. Ein wesentlicher Teil der Mismatch-Arbeitslosigkeit resultiert aus einer Fehlallokation auf der Qualifikationsebene und nicht auf der beruflichen Ebene. Unter Berücksichtigung des Qualifikationsniveaus zeigt sich ein Aufwärtstrend der Mismatch-Arbeitslosigkeit nach der Covid-Krise, der den Anteil der Mismatch-Arbeitslosigkeit an der Gesamtarbeitslosigkeit um etwa 3 Prozentpunkte über dem Vor-Krisen-Niveau liegt. Zudem hatte die Covid-Krise einen anderen Einfluss auf das Berufsqualifikationsniveau als die globale Finanzkrise.     "We use data of the 10th European Social Survey containing information on COVID-19 and work at distance. We find that working with employers that accept working from home or place of choice less than before the COVID-19 period impacts negatively and significantly on respondents' wellbeing. We calculate that the reduction of this opportunity produces a fall of 5.6 percent in the probability of declaring high life satisfaction, the effect being concentrated in the subsample of respondents with work-life balance problems where the magnitude of the impact goes up to a maximum of 11 percent. Our findings contribute to explain the COVID-19 Easterlin paradox (contemporary occurrence of a sharp fall in GDP and non decrease/increase, in life satisfaction in the first 2020 COVID-19 year in many countries) and the great resignation - the rise of quit rates after COVID-19, partly motivated by absence of offers of hybrid contracts allowing a mix of work in presence and work at distance" (Author's abstract, IAB-Doku) ((en))

    "Obwohl sich das duale System der Berufsausbildung im Hinblick auf die Integration von jungen Menschen in das Bildungs- und Beschäftigungssystem generell als erfolgreich erwiesen hat, bestehen erhebliche Unterschiede in der Governance. Dementsprechend variieren Bildungs- und Beschäftigungsniveaus sowie die Risiken von NEET (neither in employment, nor in education and training), Arbeitslosigkeit und Armut. Nicht erst seit der COVID-19-Pandemie wird das deutsche System der Berufsausbildung aus vielen Gründen stark kritisiert, während das entsprechende System in der Schweiz eher positiv gewürdigt wird. Deshalb vergleichen wir die beiden Steuerungssysteme des Übergangs von der Schule in den Beruf. Vor dem Hintergrund der Theorie der Übergangsarbeitsmärkte betrachten wir die jeweiligen Ordnungen, Akteure, Übergangspfade und aktuellen Entwicklungen. Danach präsentieren wir unsere Bewertung: Deutschland kann von der Schweiz lernen, insbesondere hinsichtlich der Schaffung verlässlicher Brücken zwischen verschiedenen Ausbildungs- und Erwerbsverläufen, der Verbesserungen im Bereich der Berufsorientierung, der laufenden Aktualisierung der Berufsbildungs-Curricula durch verbindliche Vereinbarungen, der Modularisierung und nachhaltigen Finanzierung der beruflichen Bildungsgänge.     "Using 21 waves of German high-frequency establishment panel data collected during the COVID-19 crisis, we investigate the effects of short-time work (STW) and working from home (WFH) on hiring, firings, resignations and excess labour turnover (or churning). Thus, we enquire whether STW avoids firings as intended by policymakers and is associated with unintended side effects by subsidising some establishments and locking in some employees. Additionally, where it was feasible, establishments used WFH to continue working without risking an increase in COVID-19 infections and allowing employed parents to care for children attending closed schools. While much of the literature investigating the effects of STW and WFH remains descriptive, we conduct panel data analyses. We apply data and methods that allow for the dynamic pattern of STW and WFH during the pandemic. Furthermore, our data include relevant establishment-level variables, such as the existence of a works council, employee qualifications, establishment size, the degree to which the establishment was affected by the COVID-19 crisis, industry affiliation and a wave indicator for the period the survey was conducted. Our results show the important influences of STW and WFH on employment during the pandemic. By means of STW, establishments are able to avoid an increase in involuntary layoffs, and hiring decreases significantly. In contrast, WFH is associated with a rise in resignations."
