    Abstract

    "Digital monitoring represents a new dimension of external control. We focus on variation in the experiences and perceptions of digital monitoring among employees with differing access to resources due to their embeddedness in differentially resource-rich organizations and jobs. Based on German linked employer–employee survey data, our results suggest that employees in resource-rich organizations that are able and willing to pay relatively high wages to secure work performance are less likely to experience the use of automatically stored data on work steps for performance evaluation and to perceive digital monitoring as constant surveillance. The same is true of employees in resource-rich jobs with high task complexity. These patterns did not emerge for the mere automatic storage of data about work steps, which suggests that—in contrast to more invasivelevels of digital monitoring—employees' experiences of this basic level are less likely structured by their embeddedness in organizational inequality regimes."     "This paper provides new causal evidence on how patent allowances affect firms and their employees based on quasi-random assignment of patent applications to examiners. Exploiting employer–employee records with newly linked German firm data and web-scraped patent documents, we show that patent-induced shocks reduce firm exit, improve productivity, and increase wages, with rent-sharing elasticities between 0.10 and 0.21. Wage gains are broadly observed across occupational tasks, with high heterogeneity: managers benefit disproportionately in publicly traded firms, whereas broader wage increases accrue to workers in non-traded firms.     Abstract

    "Germany’s Skilled Worker Immigration Act addresses labor shortages by targeting non-EU migrants. The literature emphasizes that such policies often overlook gender-specific challenges, reinforcing inequalities. Using the German Socio-Economic Panel (2013–2022), we reveal significant disadvantages for non-EU migrant women. We find that deskilling and the sexual division of paid and unpaid working time explain gender disparities in professional careers. Women migrating for work show lower disadvantages than other migrant women; however, they are predominantly young and without children. We advocate for gender-sensitive reforms to accompany migration laws, ensuring equitable labor market access for migrant women in Germany and especially those with children."     Abstract

    "Societal shifts, digitalization, and flexibilization at the workplace have led to blurred boundaries between life and work, yet the overall development of work-life balance (WLB) over the past decade in the German population remains largely unexplored. This study leverages longitudinal quantitative data from the PASS panel, collected via telephone surveys by the Institute for Labor Market and Occupational Research (IAB) in Germany. Using Latent Growth Modeling, we analyzed the WLB trajectories of 1,806 German employees over a decade (2013–2022). Thus, unlike many cross-sectional studies, this research captures the long-term evolution of WLB, illuminating how it has responded to significant societal and workplace changes. Despite these changes, our findings indicate that WLB has remained generally stable over the past ten years. By incorporating person- and job-related factors (gender, parental status, career stage, job category, income group), we were also able to examine individual differences in WLB and its progression. Blue-collar workers and participants with children showed significantly lower WLB. White-collar workers were the only subgroup to show a slight decrease in WLB. These results highlight the importance of targeted interventions at both organizational and policy levels to address disparities in WLB and promote sustainable work environments."     "Technischer Fortschritt verändert die Arbeitswelt - besonders in Berufen, in denen viele Tätigkeiten leicht automatisiert werden können. In den letzten Jahrzehnten ist der Anteil an Routinetätigkeiten in vielen Berufen deutlich zurückgegangen - häufig zugunsten nicht routine­mäßiger kognitiver Tätigkeiten wie Analysieren, Planen oder Beraten. Dabei verzeichnen Berufe, deren Tätigkeiten sich im Laufe der Zeit stärker an den technologischen Wandel angepasst haben, steigende Löhne. Sie zeichnen sich zudem durch intensivere Weiterbildungsaktivitäten aus. In Berufen, deren Tätigkeitsprofil sich kaum verändert hat, stagnieren die Löhne dagegen häufiger."     "We examine how changes in task content over time condition occupational wage development. Using survey data from Germany, we document substantial heterogeneity in within-occupation changes in task content. Combining this evidence with administrative data on individual employment outcomes over a 25-year period, we find important heterogeneity in wage penalties amongst jobs that were initially routine-task-intensive. While occupations that remain (relatively) routine-intensive generate substantial wage penalties, occupations with a decreasing routine intensity experience stable or even increasing wages. These findings suggest that changing task profiles of occupations is an important adaptation mechanism to technological change. They cannot be explained by composition or cohort effects."     "When employers face a trade-off between being large and paying low wages—and in thissense have monopsony power—some productive employers decide against building large business networks, forgo sales, and remain small. These decisions have adverse consequences for aggregate labour productivity. Using high-quality administrative data from Germany, we document that East German plants (compared to West German ones) face steeper size-wage curves, invest less in their business networks, remain smaller, and are less productive. A model with labour market monopsony, product market power, and business network investments matching these features of the data predicts a 10% lower aggregate labour productivity in East Germany."     "This article provides an overview of the IAB Establishment Panel, an annual survey of about 15,000 establishments across all industries and size classes that has been tracking labour demand and its determinants since 1993 (including East Germany since 1996). The survey samples establishments with employees subject to social security contributions disproportionately from the Federal Employment Agency’s Establishment File. Survey weights support inference to this population. The panel combines a core questionnaire on employment, business development, industrial relations, and vocational training with ad hoc modules on current topics. We also describe recent methodological developments, including the transition from paper-based interviewing to computer-assisted and partly self-administered modes and associated response patterns. The survey can be linked to administrative employee data (LIAB) and complementary employer–employee surveys (LPP), enabling matchedanalyses. Das deutsche System beruht vor allem auf Branchentarifverträgen, ergänzt durch Firmentarifverträge und die freiwillige Tariforientierung formal nicht tarifgebundener Betriebe an den Ergebnissen von Branchentarifverhandlungen. Historisch haben Tarifverhandlungen kooperative Arbeitsbeziehungen gefördert und zugleich in wirtschaftlichen Abschwüngen Flexibilität ermöglicht. Wir beschreiben die langfristigen Rückgänge der Mitgliedschaft in Gewerkschaften und der Tarifbindung, die durch die Tariforientierung teilweise abgefedert werden. Zudem ist die Tarifbindung unter Niedriglohnbeschäftigten geringer. Abschließend erörtern wir die Zukunft des Systems von Tarifverhandlungen und der deutschen Tarifinstitutionen vor dem Hintergrund der wirtschaftlichen Transformationsprozesse und der wachsenden Bedeutung des gesetzlichen Mindestlohns und unternehmen einen Vergleich zwischen Deutschland und den USA."     "Germany introduced a national minimum wage in 2015. While prior studies find limited effects on overall employment, we go into detail and examine its impact on working hours and minijobs. The minimum wage significantly reduces inequality in hourly and monthly wages. While average working hours remain stable, minijobbers experience notable cuts in working hours, which can be explained by the institutional context shaping the effects of the minimum wage. Employment in regular jobs remains unaffected, but minijobs decline, driven by transitions into both regular jobs and non-employment. The latter implies an employment elasticity of −0.16 for minijob employment. Following the first major minimum wage increase in 2022, we reveal a reduction in working hours that is not limited to minijobs, corresponding to an employment volume elasticity of −0.38."     "Using detailed information on vacancies and job seekers, the authors study the effect of labor market tightness on labor demand for the near-universe of German firms. To this end, novel Bartik instruments are constructed that combine firms’ predetermined employment shares with nationwide shifts at the occupational level. The results show that tightness significantly reduces firms’ labor demand, implying that the observed doubling in tightness between 2012 and 2019 reduced employment by 5%. At the aggregate level, the negative tightness effect creates search externalities, which reduce the own-wage elasticity of labor demand from −0.7 to −0.5 through reallocation of workers between firms. To guide the analysis, the authors embed elements of the canonical search-and-matching model into a labor demand equation, while allowing vacancy posting costs to increase in tight markets.     "In diesem Bericht wird die Nachhaltigkeit von Übergängen aus dem SGB-II-Leistungsbezug in sozialversicherungspflichtige Beschäftigung im Hinblick auf die aufgenommenen Berufe anhand der Daten der Stichprobe der Integrierten Grundsicherungsbiografien untersucht. Im Jahr 2018 gab es hochgerechnet rund 890.000 Übergänge von nicht erwerbstätigen Grundsicherungsbeziehenden in eine sozialversicherungspflichtige Beschäftigung. In etwa einem Drittel der Fälle wurde der Leistungsbezug nach Beschäftigungsaufnahme für mindestens sechs Monate verlassen. Etwa 55 Prozent der Personen, die im Jahr 2018 eine Beschäftigung aufgenommen haben, waren mindestens sechs Monate beschäftigt, während 41 Prozent mindestens ein Jahr lang beschäftigt waren. Knapp 70 Prozent der Beschäftigungsaufnahmen entfielen auf zehn Berufshauptgruppen. Am häufigsten wurde eine Beschäftigung in den Verkehrs- und Logistikberufen (17 Prozent) aufgenommen. An zweiter und dritter Stelle folgen Reinigungs- und Verkaufsberufe mit jeweils etwa 9 Prozent. Die Dauer der aufgenommenen Beschäftigung variiert stark zwischen den Berufen. Arbeitsaufnahmen in Erziehungsberufen sowie sozialen, hauswirtschaftlichen und theologischen Berufen sind im Durchschnitt die stabilsten mit einem Median von knapp 20 Monaten (590 Tage). Dahinter folgen Berufe in der Unternehmensführung und -organisation (circa 14 Monate) und im Bereich „Führen von Fahrzeug- und Transportgeräten“ (circa 8 Monate). Die geringste Dauer weisen dagegen die Verkehrs- und Logistikberufe mit 129 Tagen auf, doch auch in den Reinigungsberufen (210 Tage) und den Verkaufsberufen (240 Tage) ist die Beschäftigungsdauer relativ kurz. Auf Berufe mit durchschnittlich kürzerer Beschäftigungsdauer entfallen anteilig mehr Beschäftigungsaufnahmen als auf Berufe mit längeren Beschäftigungsdauern. Zudem geht das Vorhandensein von Arbeitserfahrung im aufgenommenen Beruf mit einer erhöhten Wahrscheinlichkeit für eine längere Beschäftigungsdauer einher. Vergleicht man zwei Personen mit ansonsten identischen Personen- und Jobmerkmalen, von denen die eine über ein Jahr mehr an Arbeitserfahrung im aufgenommenen Beruf verfügt als die andere, dann liegt die erwartete Wahrscheinlichkeit für eine Beschäftigungsdauer von mindestens zwei Jahren bei der Person, die um ein Jahr mehr an einschlägiger Arbeitserfahrung verfügt, um etwa 1,7 Prozentpunkte höher. Dies entspricht einem Anstieg der Wahrscheinlichkeit für eine mindestens zweijährige Beschäftigung um nahezu 6 Prozent.     "This paper analyses employment effects of the Eastern Enlargement of the European Union (EU) in German firms. The literature has so far identified such effects using difference-in-differences estimators treating the EU Eastern Enlargement as a single event or using border regions as treatment intensity indicators. This paper re-evaluates the existing results using more recent and detailed data on actual tariff reductions. We recall that the EU Eastern Enlargement is a process of integration and continuous trade liberalization rather than a single event. We exploit that process and use actual variations in tariffs to identify causal effects of trade liberalisation on employment in German firms affected by these tariff cuts. There are negligible effects of tariff reductions from the EU Eastern Enlargement on overall employment in German firms. We find, a positive correlation between employment and tariff reductions, which is, however not causal, and potentially due to selection, as we also find higher employment growth in exporting firms."     "Forced migration has intensified in the 21st century, driven by conflicts, persecution, and political instability in regions such as the Middle East, Afghanistan, the Horn of Africa, South-East Asia, Latin America and, most recently, Ukraine. Germany has become a primary destination for refugees within the European Union and one of the largest among the OECD countries. The IAB-BAMF-SOEP Refugee Survey, lunched in 2016, is a high-quality longitudinal household panel study that documents the arrival and integration trajectories of refugees who came to Germany during and after the 2015/16 surge. Based on a register-based random sample and conducted annually, the survey is integrated into the German Socio-Economic Panel Study (SOEP) and linked to administrative data sources, allowing for population-level inference and rich longitudinal analyses. It encompasses a wide range of topics, including pre-migration biographies, flight experiences, entry and arrival procedures, legal status, and integration processes. The dataset includes approximately 22,000 individual respondents across 6,500 households, with data currently available for the years 2016 to 2022. This paper discusses the analytical potential of the dataset, highlighting areas where the data contributes to research on forced migration and refugee integration, and subsequently outlines the survey’s structure, questionnaire topics, and key descriptive statistics." This paper studies a policy that grants access to wage information only upon request, analysing a German pay transparency law that grants workers the right to request information about the earnings of colleagues in comparable positions. Using large-scale administrative data and exploiting variation in exposure to the policy due to an exogenous cut-off in firm size, we investigate the causal impact of this pay transparency policy. Wages and the gender wage gap in treated firms were unaffected. The right to request wage information alone, that is, the endogenous access to wage information, is not an effective policy tool.     "Migration studies agree that resilience is a crucial dimension for migrants, refugees and asylum seekers; however, how resilience differs across age groups and its association with the integration process remain poorly understood. This study aims to investigate the role of time on resilience. Particularly, whether resilience differs by age and whether it is related to the length of time spent in the host country. Our analysis benefits from the ItRAS (Italian Refugees and Asylum Seekers Survey), the first nationally representative survey of asylum seekers and beneficiaries of refugee status or other forms of international protection. The survey was conducted in 2024 and included individuals who had resided in Italy for at least six months but not before 2011. We explored the interplay of time and resilience, controlling for the main individual socio-demographic characteristics. The analysis was grounded in an ordinal logit regression to explain variations in the intensity of refugees’ adapting capacity (ego-resilience). Among older individuals, the probability of being highly resilient is higher than among the younger. On the contrary, there is no significant evidence of the association between the length of stay in Italy and resilience. By providing insights into the role of time in studies on resilience, this paper debunks the view of older people as more vulnerable and in need of support per se, drawing our attention to the need for an accurate vulnerability assessment that does not proceed by stereotyped macro-category."     "We use novel surveys of firms and workers, linked to administrative employer-employee data, to study the prevalence and importance of individual bargaining in wage determination. We show that simple survey questions accurately elicit firms’ bargaining strategies. Using the elicited strategies for 772 German firms, we document that the majority of firms are willing to engage in individual wage bargaining. Labor market factors predict firms’ strategies better than firm characteristics. Survey responses from nearly 10,000 full-time workers indicate that most workers provide their salary expectations before they receive a job offer. Most outside offers are rejected, with the worker remaining at the incumbent firm. There is substantial heterogeneity in workers’ bargaining behavior, which translates into within-firm wage inequality.     "While research on income inequality and institutional trust mainly focuses on how actual changes in inequality and individuals’ perceptions affect trust, we know little about whether changes in wages relate to institutional trust. This study investigates how institutional trust develops across wage groups over time and whether substantial wage increases are associated with changes in institutional trust. Using data from the Panel Labour Market and Social Security (PASS), we show that wage inequality decreased in Germany between 2019 and 2023. While wage levels are positively associated with trust, decreases in wage inequality do not translate into increases in trust among low-wage workers. To the contrary, whose wages increased by approximately 20% over our observation period, show a decline in institutional trust. Fixed-effects regressions reveal a statistically significant, but only weak, association between wages and institutional trust. Overall, our findings suggest that even substantial wage increases, such as those from minimum wage reforms, may not strengthen institutional trust, highlighting the limits of economic interventions in shaping citizens’ perceptions of government."     "An increasing share of people believes that zodiac signs predict life outcomes, like career trajectories, even though there is no scientific basis for this claim. Using German administrative data covering more than 11 million observations from 1 million individuals, we investigate whether Zodiac signs determine labor market outcomes. Since Zodiac signs are supposed to affect personality, and personality is associated with wages, Zodiac signs might shape an individual's labor market success in a self-fulfilling prophecy. Descriptively, we find that Capricorns (born mid-December to mid-January) earn, on average, slightly lower wages compared to individuals with other Zodiac signs. When applying a causal regression discontinuity design comparing only individuals born 7 days around the respective cutoffs, we find zero effects of Zodiac signs on wages, education, and managerial status. Given the considerable sample size, the zero effects are likely not caused by low statistical power but show that Zodiac signs do not determine individuals' labor market outcomes."     "Dieser Beitrag untersuchte zwei Mechanismen, durch die Firmen zur Geschlechterungleichheit beitragen können. Erstens könnten Frauen seltener in Hochlohnfirmen arbeiten und zweitens könnten Frauen in derselben Firma geringere Löhne gezahlt werden. Im Hinblick auf die Arbeit in unterschiedlichen Firmen zeigt sich, dass Frauen seltener in Firmen arbeiten, die im Durchschnitt ein höheres Gehalt zahlen. Die Forschung deutet darauf hin, dass diese Segregation – also die Aufteilung von Frauen in Niedriglohnfirmen und Männern in Hochlohnfirmen – einerseits von Arbeitgeberseite bedingt ist, beispielsweise durch Diskriminierung oder durch soziale Schließung. Andererseits können Frauen sich aber auch gezielt bei Firmen bewerben, die geringere Löhne durch andere Vorteile kompensieren, wie beispielsweise seltenere Überstunden (vgl. Cha/Weeden 2014). Insgesamt können Unterschiede zwischen den Firmen, in denen Männer und Frauen arbeiten, rund ein Drittel der bereinigten Geschlechterlohnlücke erklären. Diese immer noch große, verbleibende Lohnlücke zeigt jedoch, dass es auch innerhalb von Betrieben noch Faktoren geben muss, die zu Geschlechterlohnlücken beitragen. Deshalb betrachteten wir im zweiten Schritt Lohnungleichheiten in Firmen und die Bedeutung des organisationalen Kontexts. Hierzu suchten wir gleichstellungsorientierte organisationale Maßnahmen, den Anteil von Managerinnen in Firmen und die Rolle von Tarifverträgen. Hier zeigt die Forschung, dass es jeweils Zusammenhänge mit Geschlechterlohnlücken gibt, diese jedoch nicht immer einfachen Mustern folgen. Beispielsweise könnten eine Erhöhung des Frauenanteils im Management und die Einführung betrieblicher nahmen die Geschlechterlohnlücke verringern. Für Tarifverträge hingegen ist das Bild uneindeutig. Die Forschung zeigt zwar, dass Lohnlücken in Betrieben, in denen Tarifverträge gelten, kleiner sind, jedoch verringert die Einführung eines Tarifvertrags die Lohnlücke nicht nachweislich. Insgesamt zeigt sich also, dass sowohl Segregation in verschiedene Firmen als auch der organisationale Kontext in Firmen einen substanziellen Teil der Geschlechterlohnlücke erklären kann, jedoch bleibt trotzdem ein unerklärter Rest übrig. Beispielsweise würde selbst bei Erhöhung des Frauenanteils im Management auf Parität, also 50 Prozent, immer noch eine Geschlechterlohnlücke verbleiben (Zimmermann, 2022). Zusammengefasst kann der Blick auf die Ebene von Firmen somit viel zum Verständnis der Geschlechterlohnlücke beitragen, aber sie sind nur Teil eines größeren Puzzles. Dies unterstreicht, wie vielschichtig das Problem der Geschlechterungleichheit ist und dass Maßnahmen auf vielen Ebenen - bei Individuen, in Betrieben, durch die Gesetzgebung - notwendig sind, um diese Lücken zu schließen. Weiterhin besteht auch auf der Firmenebene viel Forschungsbedarf. Während beispielsweise die Repräsentation von Frauen in verschiedenen Führungsebenen untersucht wurde, wissen wir wenig über die genauen Tätigkeiten einzelner Manager:innen, meist werden unterschiedliche Aufgabenbereiche zusammen gefasst. Somit könnte die Kategorisierung in Führungsebenen zu grob sein und eine Unterteilung nach genauen Tätigkeitsprofilen tiefere Einblicke in zugrundeliegende Mechanismen geben. Auf ähnliche Weise sind die untersuchten Maßnahmen in größere Kategorien zusammengefasst, die keine detaillierteren Aussagen erlauben. Schließlich ist auch noch unbekannt, ob die angebotenen Maßnahmen tatsächlich genutzt werden und ob deren Nutzung zur Verringerung der Lohnlücke beiträgt oder das Angebot alleine ausreicht." In a survey with firms and workers in Germany, we measure workers' valuations of amenities and firms' beliefs about workers' valuations. We find that firms systematically underestimate workers' valuations of all amenities. These misperceptions are driven by interpersonal projection: managers project their own preferences—they value amenities less—onto workers. Through the lens of a simple model of imperfect competition, we show that firm misperceptions result in (i) labor shortages and (ii) excess labor costs for biased firms, and increase the market power of unbiased firms.     "This paper examines firms' incentives to provide workplace amenities, focusing on employer-provided childcare, and the implications for gender inequality. Using rich matched employer-employee data linked to a comprehensive firm survey in Germany, we document substantial and persistent effects of employer-provided childcare on mothers' labor market trajectories. Firms that offer childcare experience higher retention rates and notably shorter career interruptions among first-time mothers, especially those with high pre-birth wages, resulting in meaningful reductions in child penalties of 4.7 percentage points for high-wage mothers. The adoption of firm provided childcare is also associated with stronger employment growth -particularly among mothers and female talent in high-wage occupations-without systematic adverse wage effects for women or mothers. Our findings align with models of imperfect competition, indicating that firms with greater monopsony power have stronger incentives to provide valuable workplace amenities. While firm-provided childcare plays a critical role in reducing gender gaps within firms, our findings also show that access to these benefits is uneven, widening disparities among women and mothers across firms."     "This study examines how public policy and organisational characteristics relate to employer family policies, applying a theory-testing approach at the meso (employer) level. Expanding debates in comparative research on employer behaviour, we distinguish analytically between normative and economic logics and assess their explanatory relevance across policy contexts. Comparing Germany (IAB Establishment Panel) and the United States (National Study of Employers), the findings indicate that normative logics better explain employer-provided childcare, which is more prevalent in Germany, where economic pressure should generally be lower. By contrast, economic logics better explain employer-provided flexible working in the absence of public flexible-work policy. However, when examining female leadership and organised labour at the organisational level, the expected alignment between policy context and dominant logic does not always hold. The core MUP-data are originally collected by Creditreform e.V., a credit rating agency that shares the data with the ZEW for quality assurance and economic research purposes. The establishment-level information is derived from social security notifications. Both data sources are highly complete and of high quality. Linking the two data sources provides information on both enterprise and establishment characteristics for the majority of active businesses in terms of employment and finance, across a longitudinal time series.     "We revisit the employer size wage effect (ESWE) - arguably the most basic and influential departure from the law of one price for labor. Our main result is that this canonical fact disappears completely across establishments within the same firm, even though they operate in different local labor markets. We uncover and dissect this fact by including a firm fixed effect in otherwise standard cross-sectional regressions of wages on establishment size. We implement this demanding specification in population-wide triple-linked firm-establishment-employee data in Germany. This result is new in the ESWE literature (for which our paper also provides the first systematic meta-analysis). This wage-size decoupling is hard to square with the view that employment is determined along a finitely elastic employer-specific labor supply curve - i.e., employers pay exactly the minimum needed for the quantity of labor, but no more - the foundation of the monopsony view. Bycontrast, large multi-establishment firms (MEF) appear to hire off their labor supply curves (or those curves are very elastic), pay wage premia above the monopsonistic minimum, and leave excess labor supply. We find some evidence for a reemergence of the ESWE within low-premium MEFs. Overall, at least for the 25% of German employment in large firms for which the ESWE disappears, wage setting and employment determination may be better accounted for by alternative models, namely accommodating above-market-clearing wage premia and rationing of labor supply, such as efficiency wage theories."     "We examine the impact of involuntary job displacement on workers ’ commuting behavior and its implications for the overall welfare cost of job loss. Using geo-referenced employee-employer data from Germany (2000–2017), we track workers’ door-to-door commuting and relocation patterns between home and work. After displacement, workers commute 23.1% (3.38 kilometers) farther to new jobs, and the effect diminishes over time due to job changes rather than home relocation. The simultaneous wage and commuting effects suggest that wage differentials across jobs fail to compensate for commuting costs. An on-the-job search model with heterogeneous firm productivity and commuting distance rationalizes the findings, and structural estimates reveal that an average German worker ’s commuting costs equal 20.2 euros per day.     "This paper studies the effects of public childcare expansion for children under age three in Germany on mothers’child penalties. Exploiting county-level variation in the expansion, we find that a 20-percentage-point increase in childcare coverage rate reduces earnings penalties by 4.5 percentage points. This accounts for about 56% of the total 8-percentage-point decline in earnings penalties over the reform period. Early childcare increases employment and days worked, especially in full-time and non-marginal positions. It also raises daily wages and increases the likelihood that mothers work in higher-paying firms and occupations. These effects persist beyond the early childcare eligibility period. We further identify two key contextual factors explaining the positive effects of early childcare: the initial level of child penalties and reliance on informal care. In settings with high child penalties and limited alternatives, early public childcare can yield substantial lasting benefits for mothers’ careers."     "Apprenticeships play a key role in enabling successful school-to-work transitions in many countries, but in the presence of imperfect information, the specificity of this type of training may entail important costs for those working outside their training fields. I study this issue in one of the most prominent training settings, the German apprenticeship system. Using administrative data and a broad occupational classification, I find that 40% of individuals work in occupations different from their training. I estimate the cost of mismatch using vacancy instruments and extend methodological approaches in high-dimensional selection settings. Lacking training in one's occupation entails an average wage penalty of 14%, the equivalent of two years of work experience. The penalty increases with the task distance between training and occupation.     "This chapter explores the factors IAB that shape the intentions of Ukrainian refugees to invest in post-migration human capital in Germany. Guided by theory of post-migration human capital investments (IHCI) and using a vignette experiment among Ukrainian refugees within the online high frequency survey of the IAB-BAMF-SOEP Refugee Survey we examine how human capital transferability, opportunity costs, and settlement intentions affect people’s willingness to invest in vocational training. Our findings suggest that refugees’ post-migration educational intentions generally align with the IHCI model: refugees weigh costs and expected benefits, taking into account the usability of qualifications over time.     "Die Studie untersucht die regionalen Unterschiede im Beschäftigungswachstum und ihre Einflussfaktoren mit dem Fokus auf Baden-Württemberg und die baden-württembergischen Kreise. Im Untersuchungszeitraum zwischen 2000 und 2023 ist die Zahl der sozialversicherungspflichtigen Beschäftigten in Baden-Württemberg mit 24,5 Prozent im Bundesvergleich überdurchschnittlich gestiegen. Dabei weisen alle baden-württembergischen Kreise ein positives Beschäftigungswachstum auf, die Dynamik variiert aber erheblich zwischen den Regionen. Auch die Effekte unterschiedlicher Faktoren, die die Beschäftigungsentwicklung beeinflussen, unterschieden sich sowohl in ihrer Stärke als auch in ihrem Vorzeichen über die Regionen hinweg. Die Analyse hat ergeben, dass die lokale Branchen- und Qualifikationsstruktur die Beschäftigungsentwicklung in Baden-Württemberg etwas gedämpft haben. Auch die Betriebsgrößenstruktur hat sich ungünstig ausgewirkt. Dagegen sind die Standortbedingungen und die Altersstruktur der Beschäftigten mit deutlich positiven Impulsen für die Arbeitsnachfrage verbunden. Insgesamt zeigen die Ergebnisse, dass Baden-Württemberg trotz der vergleichsweise guten Beschäftigungsentwicklung in der Vergangenheit vor besonderen Herausforderungen steht. Diese bestehen beispielsweise in der Transformation der für Baden-Württemberg zentralen Industrien und der Notwendigkeit, weitere Wachstumsimpulse für die Beschäftigung zu generieren. Die Voraussetzungen sind angesichts der Forschungsstärke im Land gegeben. Aber auch die bislang noch günstig wirkenden demografischen Einflüsse sind kein Selbstläufer. Hier gilt es die Voraussetzungen dafür zu schaffen, das im Land vorhandene Fachkräftepotenzial noch besser zu nutzen und mehr Arbeitskräfte als zuletzt sowohl aus dem In- als auch Ausland dazuzugewinnen."     "Migrants have left their home region since the earliest times for various reasons including economic opportunities, family reunification and education, as well as to escape war, persecution or human rights violations. In recent years, environmental factors have also become significant drivers. According to the United Nations, the global migrant population has reached unprecedented levels, with approximately 281 million people living in a country other than their country of birth in 2020, an increase of nine million from 2019 (McAuliffe and Oucho 2024). Research has extensively discussed the challenges migrants face in integrating into the labour markets of their destination countries. Traditional studies have focused on earnings as a central indicator of integration, demonstrating that integration tends to improve over time as migrants acquire language skills, country-specific education and firm-specific knowledge (e.g., Chiswick and Miller 2003, 2012). Fewer studies have examined job quality using indicators beyond earnings, such as occupational attainment, skill-qualifications matches and job security. An important aim of research in this field is the development of policy recommendations for better social and labour market integration, particularly of disadvantaged migrant groups. Here, the identification of institutional, family or other integration barriers is important, while a focus only on labour market entry and the development of earnings to native levels is insufficient to detect the reasons for such barriers. A consideration of multiple, and broad, indicators of job quality is crucial when analysing the integration process of migrants, as well as when comparing the labour market integration of different migrant groups with their respective native peers. Hence, the aim of this chapter is to examine migrant job quality as a multidimensional and dynamic process, highlighting the differences between p. 164 diverse migrant groups and within them, based on gender and the time since their migration to Germany, considering data between 2016 and 2022. New insights are provided to the effect that, despite earnings increasing with duration of stay, other job features, such as job security, do not improve to the same extent. A gender perspective is crucial, considering that migrant women often face higher challenges than men in acquiring country-specific education, language skills or other knowledge necessary for labour market integration, alongside women's greater willingness to work below the level to which they are qualified due to what are, on average, their higher care responsibilities. Furthermore, the inflow of refugees is a major transformational force in this turbulent era (see Piasna and Leschke, this volume). In recent years, Germany has mostly experienced intra-EU migration, especially from central and eastern EU Member States following the 2004 and 2007 enlargements. For many years, there were hardly any general migration pathways to Germany from non-EU countries for work reasons. However, as a result of demographic challenges, Germany has sought to enhance skilled migration from outside the EU, while it has accepted more refugees in recent years than any other EU country (Brücker et al. 2020). Consequently, it provides a critical case study for analysing the job quality of refugees compared to other migrant groups during their initial years." In this paper, we harmonise two rich administrative data sets suitable for comparative research on maternal employment: the French DADS-EDP and the German SIAB. France and Germany present a compelling case for such comparisons given their differing norms and policies regarding childcare and maternal employment. We document our harmonisation decisions on data structure, sample selection, employment measurement, and key socio-economic variables, and provide the full Stata code as supplementary material.     "This paper compares the magnitude and stratification of motherhood employment penalties in France and Germany, two countries with contrasting institutional orientations towards maternal employment. While prior research has documented cross-national variation in the size of motherhood penalties, less is known about how macro-level contexts shape their stratification across socioeconomic groups. Using harmonized administrative employment data on 18,948 French and 72,632 German mothers, who were employed prior to first birth between 1997 and 2014, we estimate labour market participation trajectories for five years following childbirth. Across both countries, women with higher pre-birth income, higher education, and employment in higher-wage firms experience substantially smaller reductions in labour supply, with income emerging as the strongest stratifying dimension. Motherhood penalties are markedly smaller in France, amounting to less than one-third of the reduction observed in Germany. Yet penalties in France are more strongly stratified: mothers in the lowest income quintile experience participation losses 3.14 times larger than mothers in the highest quintile, compared to a ratio of 1.17 in Germany. Within Germany, East German mothers face smaller but more stratified penalties than West German mothers. Finally, we test whether the macro-level pattern of larger penalties associated with weaker stratification also generalizes to 65 NUTS-2 regions. We find no systematic association between the size and stratification of motherhood penalties at the regional level. The findings suggest that institutional contexts supporting high maternal employment reduce overall penalties but pose particular challenges for mothers from lower socio-economic backgrounds who reintegrate less rapidly into the labour market."     "Out-migration is a central yet understudied dimension of migration processes, with important implications for labor supply, integration trajectories, and population composition. This paper examines how out-migration intentions vary across migrant groups and how economic ties, socio-cultural embeddedness, and transnational ties are associated with return and onward migration. Using recent data on immigrants in Germany, the analysis shows that out-migration intentions are shaped by multiple mechanisms rather than a single dominant factor. Socio-cultural embeddedness is the strongest correlate of lower mobility, whereas economic resources and transnational ties have more heterogeneous associations. Return and onward migration are linked to distinct configurations of attachments, and these patterns vary systematically by gender and migration motive. Men are more likely to report onward migration, and economic migrants exhibit higher overall mobility than family migrants and refugees. Overall, the findings highlight the importance of distinguishing between forms of mobility and moving beyond purely economic explanations to better understand migrant retention and mobility dynamics."     "This paper analyzes the role of health for refugees’ integration into host countries’ labor markets. We exploit the quasi-random dispersal policies of refugees across regions in Germany to analyze the causal effect of health on employment. Based on regional and temporal heterogeneity in a policy adoption that provided earlier access to healthcare services through electronic health cards (eHCs), combined with the regional availability of healthcare services and pre-migration health status, we construct instrumental variables (IVs) providing plausibly exogenous variation in refugees’ post-arrival health status. Our results reveal that favorable physical health (PCS) improves refugees’ employment probability. Favorable mental health (MCS) increases only females’ employment rates, although this effect must be scrutinized due to weak instruments. Regarding potential mechanisms, we provide evidence that better health increases language course participation and German language proficiency for female refugees."     "This article examines the impact of fixed-term employment on subjective well-being among natives, migrants and refugees in Germany and the underlying mechanisms of this relationship. Utilizing longitudinal data from 2016 to 2021, we employ fixed-effects panel models and mediation analyses. We find that refugees experience stronger negative effects of fixed-term employment on their well-being than natives and migrants, especially shortly after their arrival. For migrants and natives, subjective job insecurity significantly mediates these effects, while it is less relevant for refugees. Our results indicate that it is essential to acknowledge the heterogeneous effects for vulnerable groups when studying the impact of fixed-term employment. During their integration process, refugees encounter complex labour market challenges which can pose threats to their subjective well-being. Therefore, we suggest engaging more in debates about non-standard forms of employment and taking aspects of the quality of employment into account when designing integration measures for this group." We use NEPS-SC6-ADIAB data for descriptive and decomposition analyses. The results show that the group of upgraders shows a steeper wage growth compared to non-upgraders. However, although upgrading patterns are somewhat socially selective, differences in upgrading do neither compensate nor reinforce wage gaps between individuals of different social classes of origin over the career trajectory.     "We propose a novel empirical strategy to infer the extent to which firm-worker matches are inspection or experience goods. We argue that the informative content of the signals that firms and workers receive about the productivity of their match before entering an employment relationship can be inferred from the gaps between the separation rates of workers hired from unemployment, employment at low-tenure jobs, and employment at high-tenure jobs. We implement the strategy using German administrative data. We find that, before entering an employment relationship, a firm and a worker receive a signal that reduces the variance of their beliefs about the productivity of the match by 67%. The informative content of the signal varies according to the gender and the education of the worker, and it has increased over time. If matches were pure inspection goods, labor productivity would be 1.5% higher, and output 2% higher.     "Dieser Sonderbericht untersucht die Verbreitung, Determinanten und Folgen körperlich belastender Arbeit in Deutschland. Auf Basis von Befragungsdaten des Linked Personnel Panel (LPP) sowie administrativen Daten der Beschäftigtenhistorik (BeH) und des BERUFNETS der Bundesagentur für Arbeit wird das „Physical Activity Paradox“ im deutschen Arbeitsmarkt analysiert. Die Ergebnisse zeigen, dass physische Belastungen trotz eines leichten Rückgangs durch Berufswechsel – insbesondere während der COVID-19-Pandemie – weiterhin weit verbreitet sind, wobei (junge) Männer und Personen mit geringerem Qualifikationsniveau überproportional betroffen sind. Panelanalysen mit personenfixen Effekten belegen zudem, dass eine Zunahme der körperlichen Belastung signifikant mit einer Verschlechterung der allgemeinen und mentalen Gesundheit sowie einem Anstieg von – potenziell kostspieligem – Präsentismus einhergeht. Zudem sinken die Arbeitszufriedenheit und das Engagement, während die Wechselabsicht steigt.     "Die Studie zeichnet ein konsistentes Bild der langfristigen Entwicklungen im deutschen Bildungs- und Qualifikationssystem und ordnet diese in internationale Vergleichsrahmen ein. Im Bereich der Qualifikationsstruktur bestätigen sich bekannte Muster: Deutschland bleibt durch einen besonders ausgeprägten mittleren Qualifikationsbereich gekennzeichnet, während der Trend zur Höherqualifizierung allmählich stärker sichtbar wird. Gleichzeitig zeigen sich Spezifika des deutschen Arbeitsmarktes, etwa die zugleich steigende Bedeutung tertiärer Abschlüsse und eine parallele Ausweitung des geringqualifizierten Segments. In der hochschulischen Bildung setzt sich nach einer Phase deutlicher Expansion eine Phase der Stabilisierung fort. Die Studiennachfrage reagiert weiterhin sensibel auf demografische Entwicklungen und strukturelle Veränderungen im Schulsystem. Während sich die Zahl der inländischen Studienberechtigten eher rückläufig zeigt, bleibt die internationale Studienmobilität dynamisch. Internationale Studienanfängerinnen und -anfänger sowie Absolventinnen und Absolventen prägen weiterhin zunehmend das Profil des deutschen Hochschulsystems - besonders in MINT-Fächern, in denen sich ein erheblicher Beitrag zum Fachkräftepotenzial abzeichnet. Dabei bleiben deutliche Unterschiede zwischen Qualifikationsniveaus bestehen. Die betriebliche Weiterbildung zeigt nach den pandemiebedingten Einbrüchen eine schrittweise Erholung, ohne das frühere Niveau vollständig zu erreichen. Die Entwicklungen verdeutlichen die anhaltende Bedeutung arbeitsmarktbezogener Kompetenzentwicklung und die unterschiedlichen Ausgangslagen verschiedener Betriebsgrößen und Branchen.     "More than a decade ago, refugee immigration prominently returned to Europe’s political agendas, sparking interest in the factors shaping refugees’ economic and societal participation. Adopting a life course perspective, this study addresses the conflicting views in sociology of migration on the importance of pre-migration capital for refugees’ post-migration trajectories. While some argue that human capital is accumulated over the life course and retains its value after migration, others describe forced migration as a disruptive event that may severely diminish these resources. Drawing on rich survey and administrative employment data, this article employs sequence analysis combined with cluster analysis to identify typical integration trajectories of refugee women and men in Germany. In multivariate analyses, I demonstrate that pre-migration human capital is associated with a higher likelihood to enter education and employment, underscoring the enduring relevance of resources acquired prior to migration. Straining journeys can, however, reduce available resources after arrival: for individuals reporting long and traumatizing journeys, human capital effects partly disappear. The results highlight the important role of refugee migration experiences that are often neglected in both scholarly and political discourses on integration outcomes as well as migration and integration policies." Insgesamt waren im ersten Quartal 2026 rund 79 Prozent der Stellen sofort zu besetzen, waren also zu diesem Zeitpunkt bereits unbesetzt.     "Im Rahmen der IAB-Stellenerhebung gaben die Betriebe an, im Jahr 2025 in Deutschland rund 4,2 Mio. sozialversicherungspflichtige Neueinstellungen (ohne Auszubildende und ohne Mini Jobs) vorgenommen zu haben. Hiervon waren 26 Prozent, also rund 1,1 Mio. Stellen (zunächst) befristet. Die Befristung von Neueinstellungen ermöglicht den Betrieben, die Fähigkeiten von Bewerberinnen und Bewerbern zu überprüfen, bevor ein unbefristetes Arbeitsverhältnis eingegangen wird. Durch den Abschluss von befristeten Arbeitsverträgen können Betriebe ohne langfristige Mittelbindung häufig auch Jobs anbieten, die sonst vielleicht nicht finanzierbar gewesen wären. Darüber hinaus haben Befristungen für Betriebe zudem den Vorteil, dass sie (Entlassungs-)Kosten vermeiden können, die gegebenenfalls im Rahmen des allgemeinen oder tarifvertraglich erweiterten Kündigungsschutzes entstehen können. Als weiteres wichtiges betriebliches Motiv für befristete Neueinstellungen ist zudem ein vorübergehender Mehrbedarf an Arbeitskräften etwa infolge temporärer Auftragsspitzen zu nennen. Die Tatsache, dass Betriebe befristete Neueinstellungen vornehmen können, kann u.a. darin begründet sein, dass Betriebe über Marktmacht verfügen, die den Abschluss von befristeten Verträgen erleichtert. Zu beachten ist, dass die Befristungsquoten bei Neueinstellungen deutlich oberhalb des Anteils befristeter Beschäftigung an der Gesamtbeschäftigung liegen. Rund 2,6 Millionen Beschäftigte in Deutschland hatten laut IAB-Betriebspanel im Jahr 2024 einen befristeten Arbeitsvertrag. Das entspricht einem Anteil an allen Beschäftigten (ohne Auszubildende) von 6,3 Prozent. Die Diskrepanz zwischen dem Anteil befristeter Neueinstellungen und dem Befristungsanteil aller Beschäftigter zeigt, dass befristete Beschäftigungsverhältnisse in nennenswertem Ausmaß in unbefristete Arbeitsverträge umgewandelt werden.     "A key question in labour market research is how the unemployment insurance system affects unemployment rates and labor market dynamics. We provide new answers to this old question by studying one of the largest unemployment insurance reforms in recent decades, the German Hartz reforms. On average, lower separation rates into unemployment account for 76% of declining unemployment after the reform, a fact unexplained by existing research focussing on job-finding rates. Exploiting institutional changes by age, employment duration, and wages, we establish a causal link between the reform and changes in labor market dynamics. Relying on the labour market theory, we generalize our empirical findings beyond the German case and establish separation rate changes as an important macroeconomic adjustment channel after unemployment insurance reforms. We derive analytically that the change of separation rates increases in proportion to average unemployment duration suggesting an equally important role for most other European labor markets."     "Der soziale Sektor stellt nicht nur eine zentrale Beschäftigungsdomäne für Frauen dar, sondern besitzt auch eine hohe gesellschaftliche Relevanz. Eine gleichstellungssensible Analyse der dortigen Erwerbsverhältnisse offenbart jedoch ein ambivalentes Bild: Einerseits fungiert der soziale Sektor als Beschäftigungsmotor für Frauen, auch in leitenden Funktionen. Andererseits bestehen strukturelle Rahmenbedingungen, die gleichstellungspolitische Zielsetzungen unterminieren. Von besonderem Gewicht ist die weit verbreitete Teilzeitbeschäftigung, die sich nicht allein auf individuelle Präferenzen zurückführen lässt, sondern in engem Zusammenhang mit den arbeitsorganisatorischen und bedarfsabhängigen Logiken des Sektors stehen. Teilzeitarbeit führt nicht nur zu langfristig reduzierten Erwerbseinkommen, sondern trägt wesentlich zur Reproduktion geschlechtsspezifischer Ungleichheiten in der Verteilung unbezahlter Sorgearbeit bei. Darüber hinaus sind Schichtarbeit, Rufbereitschaft und Wochenendarbeit Ausdruck einer strukturellen Entgrenzung von Arbeit und stellen eine zentrale Herausforderung dar. Diese Flexibilitätsanforderungen generieren auf Seiten der Beschäftigten zusätzliche gesundheitliche und organisationale Belastungen und erschweren gleichzeitig auf Seiten der Einrichtungen eine verlässliche Personal- und Versorgungsplanung. Beides beeinträchtigt nicht nur die Vereinbarkeit von Erwerbs- und Sorgearbeit, sondern gefährdet auch die Qualität und Kontinuität sozialer Dienstleistungen. Vor diesem Hintergrund wird nochmals deutlich, dass die Attraktivität des sozialen Sektors nicht nur von monetären Faktoren abhängt, sondern die Beschäftigungsbedingungen und Arbeitsbelastungen eine wichtige Rolle spielen. Dass der Sektor bislang nicht destabilisiert ist, ist auch der hohen intrinsischen Motivation vieler Beschäftigter, insbesondere von Frauen, zu verdanken, die bestehenden strukturelle Defizite durch persönliches Engagement und individuelle Kompromisse kompensieren. Eine zukunftsfähige Stabilisierung und die Weiterentwicklung des sozialen Sektors erfordern daher politische und institutionelle Reformen.     "Die Erwerbsintegration von Geflüchteten wurde bislang selten mit Blick auf die Arbeitgeberseite untersucht. Um diese Lücke zu schließen, wird im vorliegenden Forschungsbericht anhand von Daten des IAB-Betriebspanels untersucht, in welchen Betrieben Geflüchtete Beschäftigung finden. Im Mittelpunkt steht ein Vergleich zweier Phasen der Fluchtmigration nach Deutschland: die Jahre 2017 und 2018, also nach Beginn des Bürgerkriegs in Syrien 2015, sowie die Jahre 2022 bis 2025, also nach Beginn des russischen Angriffskrieges gegen die Ukraine. Neben der zeitlichen Entwicklung wird die strukturelle Verteilung der Geflüchteten auf Branchen, Sektoren, Betriebe unterschiedlicher Größe sowie Regionen betrachtet. Das IAB-Betriebspanel ermöglicht dabei eine repräsentative Betrachtung der Arbeitgeberseite, die in der bisherigen Forschung zur Arbeitsmarktintegration von Geflüchteten vergleichsweise selten vorgenommen wurde. Ein zentrales Ergebnis des Berichts ist, dass sich die Zusammensetzung der Betriebe, in denen die Geflüchteten aus den beiden Phasen der Fluchtmigration nach Deutschland jeweils beschäftigt sind, trotz erheblicher Unterschiede in der demografischen Zusammensetzung der beiden Geflüchtetengruppen, kaum voneinander unterscheidet. Während es sich bei den Geflüchteten der großen Flüchtlingsbewegung ab 2015 überwiegend um junge Männer mit geringem formalem Bildungsniveau handelte, sind unter den ukrainischen Geflüchteten Frauen überrepräsentiert. Auch das formelle Qualifikationsniveau ist deutlich höher. Gleichwohl fällt die Branchenverteilung beider Gruppen nahezu identisch aus. Ein erheblicher Teil der Erklärung dürften die bei beiden Gruppen vorhandenen Sprachbarrieren sein sowie die häufig fehlende Anerkennung ausländischer Berufsabschlüsse, die den Zugang zu qualifikationsadäquaten Tätigkeiten erschweren. In beiden Zeiträumen konzentriert sich die Beschäftigung Geflüchteter auf wenige Branchen mit geringen formalen Zugangsvoraussetzungen. Besonders stark überrepräsentiert sind die Arbeitnehmerüberlassung sowie Wach- und Sicherheitsdienste und der Garten- und Landschaftsbau (je nach betrachtetem Jahr 16 bis 26 Prozent) und das Gastgewerbe (je nach betrachtetem Jahr 14 bis 18 Prozent), während diese Branchen zusammen je nach betrachtetem Jahr nur rund 10 bis 12 Prozent der Gesamtbeschäftigung in Deutschland ausmachen. Demgegenüber sind Geflüchtete in Branchen mit hohen Sprach- und Qualifikationsanforderungen, darunter das Gesundheits- und Sozialwesen, die öffentliche Verwaltung sowie unternehmensnahe Dienstleistungen, gemessen an ihrem Anteil an der Gesamtbeschäftigung deutlich unterrepräsentiert. Dies gilt bei den ukrainischen Geflüchteten auch für den frauendominierten sozialen Sektor, obwohl dieser Sektor einen erheblichen Fachkräftebedarf aufweist und der Frauenanteil unter den ukrainischen Geflüchteten hoch ist. Zugleich arbeiten Geflüchtete beider Kohorten häufiger in kleinen und mittleren Betrieben als in Großbetrieben, obwohl letztere gemessen an der Gesamtbeschäftigung erheblich bedeutsamer sind."     "We examine how welfare benefit receipt influences the transition from school into all forms of professional training, including vocational training and higher education. We use a unique data set that combines panel survey data with detailed administrative records of adolescents in Germany and develop a dynamic multiple imputation method to account for missing data. We find that adolescents in welfare dependent households show more fragmented transition patterns than others after leaving school. They are significantly less likely to enter professional training even after controlling for a rich set of individual and household related factors, including school type and grades. A key driver of this training gap is the school type, while school grades play no role. Our results imply a long-lasting impact of early socioeconomic conditions on later labor market transitions."     "This thesis consists of three distinct but related papers on the implications of information transmission between coworkers on labour market outcomes and employment dynamics. I use administrative data from Germany (SIEED) as the main source of data in all three papers. The first paper empirically investigates the relationship between coworker occupational homophily - defined as the share of direct coworkers with the same occupation - and the probability of changing occupation among workers who switch jobs. The results suggest a strong negative effect of occupational homophily on the probability of changing occupation. This effect is more pronounced for high-skilled service and production jobs, and when coworkers share other characteristics such as gender and age group. The second paper examines how the size of coworker networks influences job search efficiency and its implications for worker mobility and wage dispersion. I develop an equilibrium on-the-job search model with two-sided heterogeneity, wage bargaining, and endogenous coworker networks, where workers form connections with coworkers when they join a firm and retain them during periods of unemployment. I estimate the model using indirect inference, and I find a large effect of networks on job-to-job mobility, but a relatively modest effect on wage dispersion. The third paper investigates the role of the occupational composition of coworker networks in occupational choice and its implications on mobility, wages, and occupational allocation. I propose a model that incorporates search through coworker networks into an on-the-job search model with heterogeneous workers, firms, and occupations. The data suggest that the probability of choosing an occupation following a transition increases with the share of coworkers switching to that occupation. I estimate the model using indirect inference. A counterfactual analysis indicates that coworker networks account for a moderate part in wage dispersion, and a significant part in mobility and the allocation of workers into high skilled occupations."     "I study the ramifications of the German short-time work (STW) scheme Kurzarbeit, which subsidizes hours not worked. Using novel administrative data on STW and drawing on linked evidence from establishment surveys, I investigate the selection into STW and the scheme’s employment and deadweight effects. During the pandemic, I document a strong negative selection into STW based on measures of firm quality and productivity, a pattern not observed during the financial crisis. This selection pattern is explained by the differing types of crises and their impact on establishments. Adjusting for selection, I then investigate the employment effects of STW in the pandemic and find 3%–4% higher employment levels for firms utilizing STW. This relationship, however, vanishes quickly after firms exit STW, a result driven by outflows among STW firms being initially lower, but being higher after the end of STW. I provide suggestive back-of-the-envelope evidence that windfall effects, or deadweight losses, were substantial during the pandemic.     "This paper examines the factors shaping refugees’ institutionalized and generalized trust, focusing on three key influences: (1) pre-arrival migration effects, such as experiences of trauma; (2) asylum procedure effects, including the length and outcome of the process and perceptions of fairness; and (3) post-procedure effects, particularly the context of reception. Using data from the IAB-BAMF-SOEP survey of refugees in Germany, we find that the conditions of the asylum process and the reception context are critical determinants of refugees’ trust. Specifically, while the length of the asylum process and living in shared accommodations negatively affect institutional trust, these impacts are largely mediated by other refugee-specific experiences, such as perceptions of procedural and interactional justice. Receiving a positive asylum decision directly enhances refugees ’ trust in German institutions and other people, whereas being trapped in existential limbo severely erodes trust levels. Additionally, refugees subject to residency restrictions exhibit lower institutional and generalized trust levels than those without such limitations. These findings highlight the critical role of short and fair asylum procedures and inclusive reception policies in fostering trust among refugees, with significant implications for improving integration outcomes and social cohesion." Using a unique establishment survey matched with administrative data from Germany, we provide novel evidence on how establishments have adjusted their supply chains in response to pandemic-induced disruptions. We find that establishments that experienced difficulties in obtaining intermediate inputs as a result of the pandemic are significantly more likely to change their network of suppliers than establishments without such problems, especially if disruptions affected imports from abroad. Establishments experiencing supply chain difficulties are more likely to replace a distant with a closer supplier. However, these adjustments in response to the pandemic appear to be temporary."     "Die Covid-19 Pandemie hatte einen beträchtlichen Einbruch des internationalen Handels zur Folge, wodurch auch Fragen zur Zukunft internationaler Handelsketten aufgeworfen wurden. Anhand eines Betriebs-Surveys, welches mit administrativen Daten verbunden werden konnte, untersuchen wir, wie Betriebe in Deutschland ihre Lieferketten aufgrund von pandemiebedingten Störungen angepasst haben. Unseren Ergebnissen zu folge weisen Betriebe, bei denen es aufgrund der Pandemie zu Einschränkungen im Bezug von Vorleistungen oder Zwischenprodukten gekommen ist, im Vergleich zu Betrieben ohne solche Beeinträchtigungen eine signifikant höhere Wahrscheinlichkeit auf, einen oder mehrere Lieferanten ausgetauscht zu haben. Dies ist insbesondere dann der Fall, wenn es zu Problemen beim Bezug aus dem Ausland gekommen ist. Betriebe, die von solchen Einschränkungen betroffen sind, haben darüber hinaus eine höhere Wahrscheinlichkeit, weiter entfernte Lieferanten mit näher gelegenen ersetzt zu haben.     "Frauen sind im Management der Privatwirtschaft nach wie vor seltener vertreten als es ihrem Anteil an den Beschäftigten entsprechen würde. Auf der ersten Führungsebene hat sich seit 2004 nicht viel verändert. 28 Prozent der Führungspositionen auf der ersten Führungsebene in der Privatwirtschaft sind 2022 mit Frauen besetzt (2004: 25 Prozent). Nach wie vor partizipieren Frauen in Ostdeutschland stärker an Führungspositionen als in Westdeutschland, aber auch sie erreichen auf der ersten Führungsebene nicht den Anteil, der ihrem Beschäftigungsanteil entspricht. Der Unterschied zwischen Ost- und Westdeutschland ist über den Beobachtungszeitraum praktisch gleichgeblieben. Auch die Einführung des »Gesetzes zur gleichberechtigten Teilhabe von Frauen und Männern in Führungspositionen« im Jahr 2016 hat dieses Bild kaum geändert. Ob das neue Zweite Führungspositionen-Gesetz (FüPoG ll), das im August 2021 in Kraft trat, mehr bewirken wird, kann noch nicht endgültig beurteilt werden. Auf der zweiten Führungsebene sieht es etwas besser aus. Dort hat sich der Anteil an Frauen auf Führungspositionen seit 2004 um acht Prozentpunkte erhöht. Damit ist für Deutschland ein Repräsentanzwert von 0,93 erreicht. In Privatwirtschaftlichen Betrieben im Osten haben Frauen auf der zweiten ebene – gemessen an ihrer Repräsentanz – bereits mit den Männern gen. Der seit vielen Jahren relativ hohe Anteil von Frauen auf der zweiten Führungsebene führt allerdings nicht dazu, dass verstärkt Frauen in Spitzenpositionen kommen. Hier zeigen sich möglicherweise auch die unsichtbaren Barrieren, die Frauen am Aufstieg in eine Führungsposition hindern und als »gläserne Decke« bezeichnet werden (für einen Überblick siehe Holst/Wiemer 2010). Warum berufliche Karrieren von Frauen und Männern so ungleich verlaufen, kann mit den vorliegenden Daten nicht geklärt werden. Anzunehmen ist jedoch, dass sowohl betriebliche Rahmenbedingungen als auch die persönliche Lebenssituation von potenziellen Führungskräften darüber entscheiden, ob sie in Führungspositionen aufsteigen (für einen Überblick siehe Kaup 2015). Hier ergeben sich Ansatzpunkte für Unternehmen: Mentoring-Programme helfen, Hindernisse, mit denen Frauen auf ihrem Karriereweg konfrontiert sind, abzubauen. Sie bieten Frauen die Gelegenheit, gesehen zu werden und ihre Fähigkeiten und Kompetenz offenzulegen (Kohaut/Möller 2023b). Für Beschäftigte mit Betreuungspflichten helfen Maßnahmen, die die zeitliche und räumliche Flexibilität erhöhen. Dazu kann die Möglichkeit zur Arbeit im Home-Office ebenso wie das Angebot flexibler Arbeitszeitmodelle beitragen. Die Bereitschaft von Arbeitgebern und Arbeitgeber:innen, Führen mit reduzierter Arbeitszeit zu ermöglichen, kann insbesondere für Personen mit Betreuungspflichten einen Weg darstellen, den beruflichen Aufstieg trotz familiärer Pflichten zu meistern. Bislang wird diese Möglichkeit allerdings noch relativ selten genutzt: Nur etwa 13 Prozent der Betriebe der Privatwirtschaft haben auch Führungskräfte, die in Teilzeit arbeiten."     "Despite extensive research on the integration paradox, its behavioral consequences remain largely unexamined. Although integration is expected to foster long-term settlement, structurally integrated migrants often report heightened discrimination. We argue that these experiences increase aspirations to leave, but their translation into migration plans depends on migrants’ capabilities. Building on an aspirations–capabilities framework, we conceptualize education as a key determinant of migration capabilities distinguishing between absolute and relative education. Absolute education captures skill transferability across destinations, whereas relative education reflects migrants’ position within the origin-country distribution and associated status expectations. We further argue that return and onward migration follow distinct evaluative logics: return is shaped by relative status considerations vis-à-vis the origin country, while onward migration reflects perceived skill transferability in alternative destinations. Using data from the International Mobility Panel of Migrants (IMPa), a large-scale survey of immigrants in Germany (N=41,600), we show migrants with higher absolute education are more likely to respond to alienation by planning onward migration. Contrary to our expectations, higher relative education is also associated with increased onward migration, while those with lower relative education are more likely to consider return."     Abstract

    "Recent studies exploit the response date in survey data to identify the causal effects of monetary policy announcements on individuals and firms. While the identification scheme is credible, so far, the effects could have been estimated only on a limited set of outcome variables. This study extends the evidence on the causal relations of monetary policy announcements and firms adjustments by estimating the effect on firms employment plans measured by employment expectations. I observe economically significant effects of monetary policy announcements on one-year-ahead employment expectations. Moreover, using the comprehensive nature of the data, I show that firms employment expectations are strong predictors of actual employment changes. This makes expectations not vague sentiments but concrete plans for future employment adjustments. I therefore conclude that firms indeed report their adjusted employment plans after a monetary policy announcement. These findings suggest that firms not only pay attention to such announcements but also attribute to unexpected monetary policy shocks serious economic impacts such that firms plan to adjust their employment levels despite potentially high labor adjustment costs.     Abstract

    "This study advances research on corporate social responsibility (CSR) and employees' work attitudes by distinguishing between employee-level CSR perceptions and firm-level CSR practices. Prior research has mainly focused on how employees' perceptions of CSR relate to their affective outcomes; this study extends that perspective by jointly examining both levels to clarify their distinct and interrelated associations. Using a multilevel framework, we analyzed the relationships between firm-level CSR practices - charitable donations, employee volunteering, diversity and equal opportunity promotion, and the integration of ethical values into selection and Promotion - and employees' CSR perceptions regarding donations, goals, and discrimination. We then related these to three affective outcomes: work engagement, job satisfaction, and affective organizational commitment. Hierarchical linear modeling was applied to data from 1419 employees across 355 German establishments. The findings revealed weak associations between firm-level CSR practices and employee-level CSR perceptions except for donations, and limited evidence of a direct positive cross-level relationship between firm-level CSR practices and affective outcomes. In contrast, employees' CSR perceptions were consistently and positively related to all three affective outcomes. CSR perceptions did not mediate the relationship between CSR practices and affective outcomes. These results highlight that employees' subjective CSR perceptions differ from firms' objective CSR practices. The study emphasizes the need to distinguish between perceptions and practices in future CSR research and warns against relying solely on perceptions as proxies for organizational CSR engagement."     "Persistent gender inequalities in labor markets are often attributed to gendered differences in social capital and the use of social networks during job search. This study examines gender disparities in social capital among job seekers using eighteen waves of the German Panel Study Labour Market and Social Security (PASS) and a novel causal decomposition approach (Yu & Elwert 2025). We distinguish between access to social capital (available network resources), activation (received job search resources), and returns (outcomes such as wages, job satisfaction, and job interviews). While women in the general population have more limited access to weak ties and high-status contacts, these differences narrow substantially among active job seekers. Consistent with this pattern, women and men receive similar levels of network-based job search support. Crucially, we find no evidence of a gender-specific returns deficit in wages or job satisfaction and only limited evidence for job interviews. Overall, the findings suggest that gender inequalities in job search outcomes are not primarily driven by differential access to, activation of, or returns from social capital."     "6 Prozent der deutschen Betriebe sehen sich von den Auswirkungen der seit Anfang 2025 geänderten US-Zollpolitik überwiegend negativ betroffen. In diesen Betrieben arbeiten 11 Prozent der Beschäftigten. Gleichwohl fiel der Rückgang der offenen Stellen dort bislang weniger stark aus als im Durchschnitt aller Betriebe. Andere Faktoren scheinen für die Flaute am Arbeitsmarkt derzeit eine deutlich wichtigere Rolle zu spielen. Längerfristig dürften die globalen Verwerfungen durch die US-Zollpolitik und die daraus resultierende zusätzliche Unsicherheit der Unternehmen den erhofften Aufschwung am Arbeitsmarkt jedoch in jedem Fall erschweren."     "6 percent of German establishments report that they are predominantly negatively affected by the impact of the changes to US trade policy since the beginning of 2025. These establishments employ 11 percent of the total employment in Germany. However, the decline in job vacancies in these establishments has so far been less pronounced than the average across all establishments. Other factors currently appear to play a more important role in the labour market slowdown. In the longer term, however, global disruptions caused by the US trade policy, along with the additional uncertainty it has created for establishments, are likely to make it harder for the labour market to recover."     "Diese Studie untersucht die Rolle von Sport als Freizeitaktivität für die strukturelle Integration von Geflüchteten durch die Erhöhung ihres Sozialkapitals, und der Verbesserung ihrer Sprachkenntnisse der Aufnahmegesellschaft und ihrer Gesundheit. Die durch solche Aktivitäten erworbene körperliche Fitness kann auch für das Arbeiten in körperlich anstrengenden Jobs entscheidend sein. Da Arbeitsmarktbeteiligung die soziale Integration von Geflüchteten erheblich beeinflusst, untersucht diese Forschung speziell die Auswirkungen der Intensität und Regelmäßigkeit sportlicher Betätigung auf den Arbeitsmarkterfolg von Geflüchteten aus der Flüchtingswelle von 2015/16 nach Deutschland. Anhand von Längsschnittdaten der IAB-BAMF-SOEP-Befragung von Geflüchteten zeigen die Ergebnisse, dass eine regelmäßige und intensivere sportliche Betätigung die Chancen von Geflüchteten erhöht, im Folgejahr einer Erwerbstätigkeit nachzugehen und in körperlich anstrengenden Jobs zu arbeiten. Sportliche Betätigung korreliert jedoch nicht mit höherem Berufsprestige, was Geflüchtete möglicherweise an Jobs mit niedrigerem Status bindet. Darüber hinaus zeigt sich für Zeitnutzung in anderen (nicht sportlichen) Freizeitaktivitäten eine leicht negative Assoziation mit Arbeitsmarkterfolg. Dies unterstreicht die einzigartigen Vorteile von Sport für Geflüchtete. Insgesamt weisen die Ergebnisse einerseits darauf hin, dass Sport für Geflüchtete zwar hilfreich beim Einstieg in den deutschen Arbeitsmarkt sein kann, andererseits aber ihren beruflichen Aufstieg einschränken kann."
