"Digital monitoring represents a new dimension of external control. We focus on variation in the experiences and perceptions of digital monitoring among employees with differing access to resources due to their embeddedness in differentially resource-rich organizations and jobs. Based on German linked employer–employee survey data, our results suggest that employees in resource-rich organizations that are able and willing to pay relatively high wages to secure work performance are less likely to experience the use of automatically stored data on work steps for performance evaluation and to perceive digital monitoring as constant surveillance. The same is true of employees in resource-rich jobs with high task complexity. These patterns did not emerge for the mere automatic storage of data about work steps, which suggests that—in contrast to more invasivelevels of digital monitoring—employees' experiences of this basic level are less likely structured by their embeddedness in organizational inequality regimes." "We examine how changes in task content over time condition occupational wage development. Using survey data from Germany, we document substantial heterogeneity in within-occupation changes in task content. Combining this evidence with administrative data on individual employment outcomes over a 25-year period, we find important heterogeneity in wage penalties amongst jobs that were initially routine-task-intensive. While occupations that remain (relatively) routine-intensive generate substantial wage penalties, occupations with a decreasing routine intensity experience stable or even increasing wages. These findings suggest that changing task profiles of occupations is an important adaptation mechanism to technological change. They cannot be explained by composition or cohort effects." "Germany introduced a national minimum wage in 2015. While prior studies find limited effects on overall employment, we go into detail and examine its impact on working hours and minijobs. The minimum wage significantly reduces inequality in hourly and monthly wages. While average working hours remain stable, minijobbers experience notable cuts in working hours, which can be explained by the institutional context shaping the effects of the minimum wage. Employment in regular jobs remains unaffected, but minijobs decline, driven by transitions into both regular jobs and non-employment. The latter implies an employment elasticity of −0.16 for minijob employment. Following the first major minimum wage increase in 2022, we reveal a reduction in working hours that is not limited to minijobs, corresponding to an employment volume elasticity of −0.38." "We use novel surveys of firms and workers, linked to administrative employer-employee data, to study the prevalence and importance of individual bargaining in wage determination. We show that simple survey questions accurately elicit firms’ bargaining strategies. Using the elicited strategies for 772 German firms, we document that the majority of firms are willing to engage in individual wage bargaining. Labor market factors predict firms’ strategies better than firm characteristics. Survey responses from nearly 10,000 full-time workers indicate that most workers provide their salary expectations before they receive a job offer. Most outside offers are rejected, with the worker remaining at the incumbent firm. There is substantial heterogeneity in workers’ bargaining behavior, which translates into within-firm wage inequality. "Labor supply depends on wages and amenities, and standard models implicitly assume that firms hold accurate beliefs about workers' amenity valuations. In a survey with firms and workers in Germany, we measure workers' valuations of amenities and firms' beliefs about workers' valuations. We find that firms systematically underestimate workers' valuations of all amenities. These misperceptions are driven by interpersonal projection: managers project their own preferences—they value amenities less—onto workers. Through the lens of a simple model of imperfect competition, we show that firm misperceptions result in (i) labor shortages and (ii) excess labor costs for biased firms, and increase the market power of unbiased firms. Empirical tests confirm these predictions: a simple calibration suggests that non-providing firms could reduce their labor costs by 5% by providing amenities." (Author's abstract, IAB-Doku) ((en))

"The recently established link between the Mannheim Enterprise Panel (MUP), developed by the ZEW - Leibniz Centre for European Economic Research, and the administrative establishment information from the Institute for Employment Research (IAB) provides a novel opportunity to combine enterprise-level information with establishment-level labour market data. The core MUP-data are originally collected by Creditreform e.V., a credit rating agency that shares the data with the ZEW for quality assurance and economic research purposes. The establishment-level information is derived from social security notifications. Both data sources are highly complete and of high quality. Linking the two data sources provides information on both enterprise and establishment characteristics for the majority of active businesses in terms of employment and finance, across a longitudinal time series. "We examine the impact of involuntary job displacement on workers ’ commuting behavior and its implications for the overall welfare cost of job loss. Using geo-referenced employee-employer data from Germany (2000–2017), we track workers’ door-to-door commuting and relocation patterns between home and work. After displacement, workers commute 23.1% (3.38 kilometers) farther to new jobs, and the effect diminishes over time due to job changes rather than home relocation. The simultaneous wage and commuting effects suggest that wage differentials across jobs fail to compensate for commuting costs. An on-the-job search model with heterogeneous firm productivity and commuting distance rationalizes the findings, and structural estimates reveal that an average German worker ’s commuting costs equal 20.2 euros per day. "This paper studies the effects of public childcare expansion for children under age three in Germany on mothers’child penalties. Exploiting county-level variation in the expansion, we find that a 20-percentage-point increase in childcare coverage rate reduces earnings penalties by 4.5 percentage points. This accounts for about 56% of the total 8-percentage-point decline in earnings penalties over the reform period. Early childcare increases employment and days worked, especially in full-time and non-marginal positions. It also raises daily wages and increases the likelihood that mothers work in higher-paying firms and occupations. These effects persist beyond the early childcare eligibility period. We further identify two key contextual factors explaining the positive effects of early childcare: the initial level of child penalties and reliance on informal care. In settings with high child penalties and limited alternatives, early public childcare can yield substantial lasting benefits for mothers’ careers." "This paper compares the magnitude and stratification of motherhood employment penalties in France and Germany, two countries with contrasting institutional orientations towards maternal employment. While prior research has documented cross-national variation in the size of motherhood penalties, less is known about how macro-level contexts shape their stratification across socioeconomic groups. Using harmonized administrative employment data on 18,948 French and 72,632 German mothers, who were employed prior to first birth between 1997 and 2014, we estimate labour market participation trajectories for five years following childbirth. Across both countries, women with higher pre-birth income, higher education, and employment in higher-wage firms experience substantially smaller reductions in labour supply, with income emerging as the strongest stratifying dimension. Motherhood penalties are markedly smaller in France, amounting to less than one-third of the reduction observed in Germany. Yet penalties in France are more strongly stratified: mothers in the lowest income quintile experience participation losses 3.14 times larger than mothers in the highest quintile, compared to a ratio of 1.17 in Germany. Within Germany, East German mothers face smaller but more stratified penalties than West German mothers. Finally, we test whether the macro-level pattern of larger penalties associated with weaker stratification also generalizes to 65 NUTS-2 regions. We find no systematic association between the size and stratification of motherhood penalties at the regional level. The findings suggest that institutional contexts supporting high maternal employment reduce overall penalties but pose particular challenges for mothers from lower socio-economic backgrounds who reintegrate less rapidly into the labour market." Frauen verdienen im Schnitt aber nach wie vor deutlich weniger als Männer. "The Covid-19 pandemic has caused major disruptions in international trade and has raised concerns about adverse effects on international supply chains. Using a unique establishment survey matched with administrative data from Germany, we provide novel evidence on how establishments have adjusted their supply chains in response to pandemic-induced disruptions. We find that establishments that experienced difficulties in obtaining intermediate inputs as a result of the pandemic are significantly more likely to change their network of suppliers than establishments without such problems, especially if disruptions affected imports from abroad. Establishments experiencing supply chain difficulties are more likely to replace a distant with a closer supplier. However, these adjustments in response to the pandemic appear to be temporary." "Unter Verwendung des Job-Turnover-Ansatzes untersucht der Beitrag die Arbeitsplatzdynamik in den drei deutschen Braunkohlerevieren - dem Lausitzer, dem Mitteldeutschen und dem Rheinischen Revier - im Zeitraum von 1994 bis 2023. Dazu wird auf Daten des Betriebs-Historik-Panels zurückgegriffen. Im Mittelpunkt stehen die Schaffung und Vernichtung von Arbeitsplätzen durch neu gegründete, expandierende, schrumpfende und schließende Betriebe. Die Ergebnisse zeigen, dass sich die Arbeitsplatzdynamik in den Braunkohleregionen in allgemeine Entwicklungen in Ost- und Westdeutschland einordnet und revierspezifische Besonderheiten (bislang) nur in geringem Maße hervortreten." "Die europäische Entgelttransparenzrichtlinie, die bis zum 7. Juni 2026 umgesetzt werden muss, zielt darauf ab, dass Frauen und Männer für gleiche oder gleichwertige Arbeit gleich entlohnt werden. Ein wichtiger Aspekt dieser Richtlinie ist die Einführung eines Auskunftsrechts für alle Beschäftigten und die Berichtspflicht für Arbeitgeber über geschlechtsspezifische Lohnunterschiede. Liegt die geschlechtsspezifische Lohnlücke bei mehr als 5 Prozent, muss der Arbeitgeber Maßnahmen zur Verringerung ergreifen. Diese Berichtspflicht ist für Arbeitgeber mit mindestens 100 Beschäftigten vorgesehen, jedoch können Mitgliedsstaaten auf nationaler Ebene auch kleinere Betriebe dazu verpflichten. In diesem Zusammenhang macht es einen Unterschied, ob man Unternehmen oder Betriebe für die Festlegung dieser Grenze heranzieht, da ein Unternehmen aus mehreren kleineren Betrieben bestehen kann, die jeweils für sich genommen weniger als 100 Beschäftigte haben, aber die Beschäftigtenzahl des Unternehmens in der Summe über 100 liegt. Bei Festlegung der Grenze auf Betriebsebene wären also weniger Arbeitgeber berichtspflichtig. Noch gibt es keinen Entwurf für ein entsprechendes Gesetz in Deutschland, welches das bestehende Entgelttransparenzgesetz ablösen wird. Allerdings hat die Kommission "Bürokratiearme Umsetzung der Entgelttransparenzrichtlinie" Empfehlungen erstellt, die eine Berichtspflicht für Unternehmen ab 100 Beschäftigten vorsehen. Eine Analyse der Beschäftigtenstruktur zeigt, dass mehr als die Hälfte der abhängig beschäftigten Frauen in Deutschland für Arbeitgeber mit weniger als 100 Personen arbeitet. Dies betrifft insgesamt rund 53 Prozent der Frauen in Unternehmen. Auf Betriebsebene sind es sogar rund 58 Prozent. Die Mehrheit der Frauen ist also in Betrieben oder Unternehmen beschäftigt, die nicht unter die Berichtspflicht fallen – und erhalten daher möglicherweise keineInformationen über etwaige Lohnungleichheiten in ihrem eigenen Betrieb. Soll sichergestellt werden, dass zumindest die Mehrheit der weiblichen Beschäftigten in den Geltungsbereich des neuen Gesetzes fällt, wäre eine Absenkung des entsprechenden Schwellenwerts unabdingbar. Ein Vorbild kann hier Belgien sein. Dort besteht eine Berichtspflicht ab 50 Beschäftigten. Zugleich liegt der Gender Pay Gap unter einem Prozent, wie das belgische Statistikamt „STATBEL“ berichtet (siehe dazu auch eine 2021 verfasste Analyse von Hildegard Van Hove)." "Betriebe sind nicht notwendigerweise geografisch gebunden, sondern ziehen manchmal innerhalb einer Volkswirtschaft um. Wir definieren drei mögliche Zielorte für umziehende Betriebe: Großstädte (Urbanisierung), urbanisierte Gebiete (Suburbanisierung) und ländliche Gebiete (Gegenurbanisierung). In diesem Artikel dokumentieren wir Umzugsaktivitäten in alle Arten von räumlichen Strukturen, wobei die Suburbanisierung in Deutschland das vorherrschende Bild ist. Die Literatur zum Thema Betriebsumzüge blendet meist aus, dass sich die umziehenden Betriebe und ihre Motive für den Umzug je nach Zielregion erheblich unterscheiden können. In unseren empirischen Analysen untersuchen wir daher Heterogenitäten nach räumlicher Struktur in Bezug auf die Komposition der Betriebe und regionale Standortfaktoren. Unsere Ergebnisse zeigen, dass sich Betriebe, die in Großstädte umziehen, und solche, die in urbanisierte oder ländliche Gebiete umziehen, hinsichtlich Betriebsgröße, Lohnniveau und Wissensintensität erheblich voneinander unterscheiden. Unsere Analyse auf regionaler Ebene zeigt, dass insbesondere Betriebe, die in urbanisierte Gebiete umziehen, von den niedrigeren Unternehmenssteuern in diesen Regionen angezogen werden, was darauf hindeutet, dass die Suburbanisierungsmuster in hohem Maße von regionalen Unterschieden bei den lokalen Unternehmenssteuersätzen bestimmt werden. Dagegen gibt es keine Hinweise darauf, dass eine geringere Bevölkerungsdichte, die Konzentration von Industriezweigen oder das regionale Lohnniveau für die einzelnen Umzugstypen von Bedeutung sind." "This study examines the impact of increased access to higher education on wages, employment, and labor market structure by analyzing establishment-level data. I focus on the quasi-experimental increase in the number of universities and universities of applied sciences in Bavaria since the 1970s and establishment of such higher education institutes under the “Future of Bavaria Offensive” program in the 1990s. I use administrative establishment-level data and find a positive but statistically insignificant effect on median wages resulting from expansion of higher education. While there is a negative but insignificant impact on wages of highly skilled workers, those without an academic or vocational degree experience an increase in wages. I also find that training activities decline immediately after the establishment of a new higher education institution. Further empirical analyses indicate that this decline is not due to fewer slots in apprenticeship training, but rather to a larger number of vacant slots and a higher probability of having vacant slots in apprenticeship training." "Viele junge Menschen bleiben ohne Ausbildungsplatz – insbesondere in Großstädten. Um dieses Problem anzugehen, sind Betriebe in Bremen seit 2025 verpflichtet, eine Ausbildungsplatzabgabe zu leisten, auf deren Basis ein Umlagefonds aufgebaut wird. Ausbildende Betriebe erhalten dann für ihre Ausbildungsaktivitäten einen finanziellen Ausgleich aus diesem Fonds. Auch in Berlin hat sich die Landesregierung auf die Einführung einer solchen Ausbildungsumlage geeinigt. Doch die Reformen sind umstritten. Im vorliegenden Beitrag wird basierend auf nationaler und internationaler Forschung gezeigt, dass eine solche Umlage erfolgreich sein kann, wenn eine tatsächliche Unterversorgung mit Ausbildungsstellen vorliegt und die Umlage breit akzeptiert und spezifisch zugeschnitten wird. Anschließend wird mit einem Blick auf den Ausbildungsmarkt in Berlin und Bremen diskutiert, inwiefern diese Bedingungen dort gegeben sind." (Autorenreferat, IAB-Doku)
