Die Mehrheit der Deutschen hält die Freizügigkeit, also das Recht auf freie Wahl des Wohnortes und Arbeitsplatzes innerhalb der EU, für eine der größten Errungenschaften der Europäischen Union. Neben den Einwanderern können - angesichts von Fachkräftebedarf und alternder Bevölkerung - auch Wirtschaft und Sozialsysteme der Mitgliedstaaten profitieren. "This paper analyses employment effects of the Eastern Enlargement of the European Union (EU) in German firms. The literature has so far identified such effects using difference-in-differences estimators treating the EU Eastern Enlargement as a single event or using border regions as treatment intensity indicators. This paper re-evaluates the existing results using more recent and detailed data on actual tariff reductions. We recall that the EU Eastern Enlargement is a process of integration and continuous trade liberalization rather than a single event. We exploit that process and use actual variations in tariffs to identify causal effects of trade liberalisation on employment in German firms affected by these tariff cuts. There are negligible effects of tariff reductions from the EU Eastern Enlargement on overall employment in German firms. We find, a positive correlation between employment and tariff reductions, which is, however not causal, and potentially due to selection, as we also find higher employment growth in exporting firms." "Die Lebens- und Bildungserfahrungen von Frauen mit „Gastarbeiterinnen“geschichte sind bislang selten Gegenstand von Forschung gewesen, zumal aus einer erwachsenenpädagogischen Perspektive. Dies nimmt der Beitrag zum Ausgangspunkt und analysiert anhand intersektionaler Ansätze und sozialräumlicher Perspektiven, welche Aktionsräume Frauen mit „Gastarbeiterinnen“geschichte nutzen, wie sie diese mit Blick auf ihre Bildungsbiografien und gesellschaftlichen Selbstpositionierungen interpretieren. Methodisch basieren die Ergebnisse auf elf problemzentrierten Interviews, ausgewertet im Hinblick auf Alter, Migration und Geschlecht und deren Verwobenheit mit Aktionsräumen. Zwei Fallbeispiele zeigen, wie sich Relationen von Vulnerabilität und Handlungsfähigkeit, von Diskriminierung und Emanzipation in den Selbstpositionierungen verbinden. Migration, Alter und Geschlecht werden dabei als komplexe Konstellation verstanden, die sowohl Diskriminierungserfahrungen als auch empowernde Prozesse umfassen können. Die Ergebnisse betonen die Bedeutung sozialräumlicher Zugänge und intersektionaler Perspektiven für das Verständnis der gesellschaftlichen und bildungsbezogenen Teilhabe älterer Frauen mit Migrationsgeschichte. "Eine Süd- und Osterweiterung der Europäischen Union ist zwar geopolitisch erforderlich, aber integrationspolitisch kaum verkraftbar. Das ist das Grunddilemma, vor dem die Europäische Union zur Zeit (Anfang 2026) steht. Das Spannungsverhältnis zwischen Integration und Expansion der EU zu verstehen, erfordert knappe theoretische Erklärungen, warum Erweiterung und Integration eigendynamische Prozesse sind. Dieses Spannungsverhältnis wird durch die besonderen Rahmenbedingungen der bevorstehenden Süd- und Osterweiterung dramatisch gesteigert. Es werden sieben Aspekte diskutiert, die diese Erweiterung besonders kompliziert und risikoreich machen: Zeitdruck, ein zweistufiges Wohlstandsgefälle, Demokratiedefizite der Beitrittsländer, nationale Identitätsfragen, populistischer Souveränismus innerhalb der EU, die geopolitische Rivalität und der Wegfall von Pufferzonen samt dem Krieg Russlands gegen die Ukraine. Damit steht die Erweiterungspolitik der EU vor einer Vielzahl von Dilemmata – die sich wahrscheinlich auch durch abgestufte Integration alsexplizite Expansionsstrategie nicht lösen lassen. "Die eingeschränkte Übertragbarkeit von ausländischem Humankapital und der eingeschränkte Signalwert von ausländischen Abschlüssen sind wichtige Erklärungen für die Benachteiligung von Zugewanderten auf dem Arbeitsmarkt. Während die bisherige Forschung die Rolle der institutionellen Rahmenbedingungen in den Herkunftsländern für diese eingeschränkte Übertragbarkeit analysiert hat, wurde bisher nicht untersucht, ob Ähnlichkeiten zwischen den institutionellen Rahmenbedingungen in den Ziel- und Herkunftsländern von Zugewanderten eine Rolle spielen. In diesem Beitrag wird die Rolle der im Herkunftsland erworbenen berufsspezifischen Bildungsabschlüsse für den Arbeitsmarkterfolg in Deutschland, dem Archetyp eines berufsspezifischen Arbeitsmarktes, untersucht. Um unbeobachtete Heterogenität zu minimieren, verwenden wir eine vergleichsweise homogene Stichprobe von männlichen Zugewanderten mit ausländischer Ausbildung (Foreign-Trained Immigrants, FTI) aus sieben EU-Ländern. Die Ergebnisse zeigen einen positiven Zusammenhang zwischen der Berufsspezifität im Herkunftsland und der Beschäftigungswahrscheinlichkeit sowie den Löhnen in Deutschland. Dieser Zusammenhang ist besonders stark für FTI, die in berufsspezifischen Jobs arbeiten, was die Bedeutung von berufsspezifischen Bildungsabschlüssen für die Arbeitsmarktintegration in Ländern mit berufsspezifischen Arbeitsmärkten unterstreicht. Ziel ist es, diese Erfahrungen in den Kontext von relevanten gesellschaftlichen und arbeitsmarktbezogenen Strukturen zu setzen. Ein besonderer Fokus liegt auf der Analyse von Faktoren, die für die langfristige Integration der Migrant*innen entscheidend sind. Dazu gehören der Zugang zu Sprachkursen, die Teilnahme an gesellschaftlicher Teilhabe sowie die Arbeitsmarktintegration. Diese Bereiche werden detailliert untersucht, um die Herausforderungen und Chancen für die Neuzugewanderten besser zu verstehen. Mit einer qualitativen Methodik werden die Einflussfaktoren auf die Arbeitsmarktintegration herausgearbeitet. "We study how the labor market shocks of automation and immigration interact to shape workers' outcomes. Using matched employer –employee data from Norwegian administrative registers, we combine animmigration shock triggered by the European Union's 2004 enlargement with an automation shock based on the adoption of industrial robots across Europe. Although these shocks largely occur in separate industries, we show that automation reduces earnings not only in manufacturing but also in construction, where tasks overlap with robot-exposed sectors. Importantly, workers jointly exposed to automation and immigration suffer earnings losses greater than those facing either shock in isolation. These losses are driven by downward occupational mobility into low-wage services and re-sorting into lower-premium firms. Even within the Norwegian welfare system, the ability of social insurance to offset these long-run earnings declines is limited. Our findings underscore the importance of analyzing labor market shocks jointly, rather than in isolation, to fully understand their distributional consequences." (Author's abstract, IAB-Doku) ((en))

"Im vorliegenden Forschungsbericht wird analysiert, wie sich die Migration aus den neuen EU-Mitgliedsstaaten auf den Bezug von SGB-II-Leistungen durch die einheimische Bevölkerung auswirkt. Dabei liegt der Schwerpunkt auf erwerbsfähigen Leistungsberechtigten, da diese Gruppe davon potenziell am stärksten betroffen sein müsste. Trotz eines deutlichen Anstiegs der Zuwanderung lässt sich auf gesamtwirtschaftlicher Ebene kein Anstieg des SGB-II-Leistungsbezugs unter Einheimischen feststellen. Im Gegenteil: Der Zeitraum verstärkter Zuwanderung aus den neuen EU-Mitgliedsstaaten fällt mit einem Rückgang des SGB-II-Leistungsbezugs bei Einheimischen zusammen. Allerdings erlauben makroökonomische Zeitreihen lediglich Aussagen über Korrelationen, nicht jedoch über kausale Zusammenhänge. Aus diesem Grund werden ergänzend Regressionsanalysen auf regionaler und individueller Ebene durchgeführt. Hierbei wird die regionale Variation der Zuwanderung aus den EU-13-Staaten genutzt und zu Veränderungen im SGB-II-Leistungsbezug der einheimischen Bevölkerung in Beziehung gesetzt. Die Ergebnisse dieser Analysen deuten nicht darauf hin, dass die Zuwanderung aus den EU-13-Staaten einen nachweisbaren Effekt auf den SGB-II-Leistungsbezug der einheimischen Bevölkerung hatte. Weder auf regionaler noch auf individueller Ebene lässt sich ein systematischer und statistisch signifikanter Zusammenhang zwischen dem Ausmaß der Zuwanderung und Veränderungen im Bestand einheimischer Leistungsbeziehender feststellen. Die geschätzten Effekte sind meist gering, teilweise unterschiedlich gerichtet und statistisch unsicher. Insgesamt deuten die Befunde darauf hin, dass die Zuwanderung aus den EU-13-Staaten im untersuchten Zeitraum keine systematischen Veränderungen beim SGB-II-Leistungsbezug der einheimischen Bevölkerung bewirkt hat. Die Frage nach möglichen fiskalischen Auswirkungen der Migration auf die Sozialversicherungssysteme wurde in dieser Analyse nicht vertieft behandelt. Angesichts der hohen Erwerbsbeteiligung und der hohen Erwerbstätigenquoten der hier betrachteten Zuwanderungsgruppe dürften die Auswirkungen jedoch eher positiv sein." (Autorenreferat, IAB-Doku)

"This article questions the trend of admitting third-country nationals to an EU Member State for the purpose of posting them to another EU Member State. The reality of the workers concerned does not match the assumptions underlying the legal regime for intra-EU posting. As a result, it is easier to exploit their labor and their legal immigration status is jeopardized both during and after the posting. This also makes fictitious their ability to exercise rights that depend on this status, such as access to certain social security benefits. The trend of ‘labor immigration for the purpose of posting’ is fueled by a complex and opaque interplay of regulatory frameworks and ambiguous judicial interpretation of key legal criteria for posting. Recent case-law might help to mitigate this trend. Also, a revised EU directive has potential to marginally improve the rights of posted third-country nationals in the EU state where they are admitted. "Migration has long shaped the demographic and economic realities of the Western Balkans, with Germany emerging as the primary destination for emigration. Since the 1990s, persistent emigration, combined with negative natural population growth, has led to significant population declines in Western Balkan countries, raising concerns about the region’s development. Yet this migration also generates economic benefits for origin countries, notably through remittances, trade, foreign direct investment (FDI) and diaspora networks. This Working Paper analyses the most recent migration wave to Germany, sparked by Germany’s 2015 Western Balkan Regulation (WBR) which facilitated labour flows from the region to Germany. While the benefits of the WBR for Germany are evident, the consequences for the Western Balkans have been mixed. Outflows are particularly significant in sectors vital for development, including healthcare, manufacturing and construction. Remittances remain important as support for household consumption, while trade and FDI links with Germany have deepened. Numerous factors motivate people to leave the region, from poor labour market outcomes to less welfare support and mistrust of institutions. Germany, meanwhile, has strong pull factors, including higher wages, stronger welfare systems, better education and more attractive career prospects in the German labour force. The true challenge for the Western Balkans, therefore, is to manage the phenomenon in ways that are conducive, rather than damaging, to its development. Reforms in the areas of employment, education and the rule of law can reduce the compulsion to leave. Meanwhile, rising cross-border capital flows between Germany and the region, together with reverse knowledge spillovers from the diaspora and possible return migration, can turn labour mobility into a source of growth." "Der BiB.Monitor Wohlbefinden 2025 untersucht, wie sich das subjektive Wohlbefinden – ein zentrales Maß für die aktuelle Lebenssituation und den empfundenen Wohlstand – zwischen Bevölkerungsgruppen mit unterschiedlicher Ein- oder Auswanderungsgeschichte unterscheidet. Grundlage sind vor allem Daten des familiendemografischen Panels FReDA aus dem Jahr 2023 sowie weitere aktuelle Datensätze. Die Ergebnisse zeigen unter anderem, dass Zugewanderte aus osteuropäischen Staaten besonders zufrieden sind, während Nachkommen von Eingewanderten und schutzsuchende Personen aus der Ukraine – insbesondere Frauen und Ältere – vergleichsweise niedrige Zufriedenheitswerte aufweisen. Personen mit Auswanderungsabsichten weisen sowohl überdurchschnittlich viele wenig als auch sehr Zufriedene auf. Unter den deutschen Ausgewanderten finden sich insbesondere bei Personen, die in Südeuropa leben, hohe Anteile sehr Zufriedener. Die Analysen liefern wichtige Ansatzpunkte für Politik, Wirtschaft und Zivilgesellschaft, um Teilhabe und Integration zu fördern und so das subjektive Wohlbefinden der Bevölkerung mit (Ein- und Aus-)Wanderungsgeschichte zu beeinflussen. "Die Saisonarbeit in der deutschen Landwirtschaft wird fast ausschließlich von osteuropäischen Wanderarbeiter*innen zu meist prekären Arbeitsbedingungen erbracht. Die Arbeitsverhältnisse in der Landwirtschaft wurden in den letzten Jahren verstärkt seitens des Gesetzgebers reguliert. Allerdings ist unklar, ob diese Regulierungen auch nachhaltige Verbesserungen bewirken. Gleichzeitig politisieren die Saisonarbeitskräfte selbst ihre Arbeitsbedingungen, was sich in vielfältigen Widerstandsformen ausdrückt. Aufgrund fehlender Machtressourcen sind sie jedoch nicht in der Lage, die Arbeitsbedingungen entscheidend zu verbessern. "We assess how within euro area labor mobility impacts economic dynamics in response to shocks. In the analysis we use an estimated two-region monetary union dynamic stochastic general equilibrium model that allows for a varying degree of labor mobility across regions. We find that, in contrast with traditional optimal currency area predictions, enhanced labor mobility can either mitigate or exacerbate the extent to which the two regions respond differently to shocks. The effects depend crucially on the nature of shocks and variable of interest. In some circumstances, even when it contributes to aligning the responses of the two regions, labor mobility may complicate monetary policy tradeoffs. Moreover, the presence and strength of financial frictions have important implications for the effects of labor mobility. If the periphery’s risk premium is more responsive to its indebtedness than our estimates, there are various shocks for which labor mobility may help stabilize the economy. Finally, the euro area’s economic performance following the Global Financial Crisis would not have been necessarily smoother with enhanced labor mobility." (Author's abstract, IAB-Doku) ((en))

"The growth and diversity in contemporary return migration have given rise to questions related to migrants' (re)integration into their society of origin. In particular, a growing set of studies examine the returnees' labour market situation to understand how time spent living and working abroad affects individuals' social mobility upon return. The key aim of this paper is to explore the socio-occupational paths of returning migrants. Based on the online survey with Polish and Lithuanian returnees (n = 544) who had spent at least a year in the UK, we aim to identify patterns in the socio-occupational sequences of people experiencing returning migration. Based on sequence analysis carried out in TraMineR (Life Trajectory Miner for R) covering the situation of returning migrants before migration, during migration and upon return, we have distinguished four clusters of sequences: (1) sequences with education, (2) sequences with employment, (3) sequences with unemployment and (4) sequences with self-employment. We compare those clusters in terms of demographic characteristics, as well as migration plans. We also take into consideration skills acquired and transferred throughout migration trajectories. With this typology based on the unique dataset of returning migrants, we supplement existing, primarily qualitative, research on returning migrants' careers with the sequence analysis based on quantitative data." "This article highlights the growing significance of intermediated temporary labour mobility, and how it has put further pressure on industrial relations institutions in Central and Eastern Europe since EU enlargement. The social partners’ modest regulatory role has been further challenged and reconfigured by the spread of labor market intermediaries. In their struggle to maintain a degree of regulatory influence in the face of unilateral government regulation and the dominance of intermediaries, social partners have shifted their positions between entrenched consent and antagonism and/or protagonism. Our two case studies of Hungarian temporary agency work in metal manufacturing and posted workers in Slovenian construction show similar labor market pressures on sectoral industrial relations in the two countries, but different responses by social partners, indicating different prospects for national industrial relations. The state has retained the decisive regulatory role in both cases, but the Slovenian social partners, in contrast to their Hungarian counterparts, still have some regulatory influence." "Seit Januar 2014, also mittlerweile mehr als zehn Jahre, gilt die volle Arbeitnehmerfreizügigkeit für Personen aus Rumänien und Bulgarien, die sich als ein wichtiger Faktor für das Wachstum ausländischer Beschäftigung in der Bundesrepublik erwiesen hat. Kommunen und ihre Vertretungsorgane problematisieren seither die "Zuwanderung aus Südosteuropa" und bearbeiten sie mit einer Mischung aus Integrations- und Abwehrmaßnahmen, ohne damit die lokalen sozialen Probleme wirksam zu adressieren. Wir argumentieren, dass es sich lohnt, den Blick nicht nur auf die vielfach diskutierten Sicherheitsrisiken und Integrationsdefizite von Migrant*innen zu richten, sondern sich die überlappenden Mechanismen genauer anzusehen, die vor Ort die prekären Lebensverhältnisse dieser Migrant*innengruppe befördern. Das Zusammenspiel von sozialrechtlichem Ausschluss, den Praktiken lokaler Administrationen und einem lokalen Arbeitsmarkt im Graubereich zeichnet ein Bild multipler, Prekarität befördernder Mechanismen, die systematisch die Rechte europäischer Bürger*innen aushöhlen und sie damit in die Position bedürftiger Fremder verweisen." Anders als ursprünglich befürchtet wurde, hat dies jedoch nicht zu einer Verdrängung von deutschen Arbeitnehmer*innen am Arbeitsmarkt geführt. Vielmehr sind Personen aus den mittel- und osteuropäischen Beitrittsländern vor allem in Bereichen tätig, die aufgrund niedriger Löhne oder ungünstiger Arbeitsbedingungen für heimische Arbeitskräfte wenig attraktiv sind. "This article analyses the determinants of international migration flows within the European Union and specifically focuses on the role of cultural and linguistic differences in explaining the size of these flows. For that purpose, a set of indicators of cultural distance is controlled for along with economic, demographic, geographical, political and network variables using data from 28 member states of the EU over the period 1998–2018. Economic factors play an important role in examining migration flows, but economic differentials alone may be insufficient to explain the uneven real-life migration pattern in the EU. "Das Bundesministerium des Inneren und für Heimat und das Bundesministerium für Arbeit und Soziales haben einen Referentenentwurf für ein Gesetz zur Weiterentwicklung der Fachkräfteeinwanderung vorgelegt, zu dem das IAB hier Stellung nimmt. Nach Einschätzung des IAB sind vor dem Hintergrund des demografischen Wandels, des Rückgangs der Wanderungen aus der EU und zunehmenden Engpässen auf den Arbeitsmärkten rund 300.000 bis 350.000 Zuzüge zu Erwerbszwecken aus Drittstaaten volkswirtschaftlich sinnvoll. Das bisherige Einwanderungsrecht wird diesen Anforderungen nicht gerecht. Der Gesetzentwurf enthält eine Reihe von sinnvollen aber kleineren Maßnahmen, darunter die Senkung der Gehaltsschwellen für die Blaue Karte EU und die Erweiterung der Qualifikationsdefinition des Zielberufs. Allerdings werden diese Maßnahmen die Einwanderung von qualifizierten Arbeitskräften nur sehr begrenzt erweitern, weil an der wesentlichen Hürde, der Gleichwertigkeitsprüfung beruflicher Abschlüsse zu einem deutschen Referenzberuf, festgehalten wird. Auch die Erweiterung der Möglichkeiten der Einreise zur Arbeitsuche durch ein Punktesystem wird voraussichtlich nur begrenzte quantitative Wirkungen entfalten. Größere Effekte sind von dem parallel vorgelegten Entwurf einer Verordnung zur Weiterentwicklung der Fachkräfteeinwanderung zu erwarten, die unter anderem den Ersatz der Gleichwertigkeitsprüfung durch Gehaltsschwellen und die Entfristung und Ausdehnung der Westbalkanregelung vorsieht. "Der vorliegende Verordnungsentwurf des Bundesministeriums für Arbeit und Soziales und des Bundesministeriums des Inneren und für Heimat begleitet den Gesetzentwurf zur Weiterentwicklung der Fachkräfteeinwanderung, zu dem das IAB hier Stellung nimmt. Der Verordnungsentwurf enthält viele Einzelmaßnahmen, die unter anderem die Einwanderung von Pflegehilfskräften erleichtern und die Möglichkeiten kurzfristiger kontingentierter Beschäftigung erweitern. Diese Maßnahmen sind sinnvoll, werden aber keine größeren quantitativen Wirkungen entfalten. Relevanter ist die neu geschaffene Möglichkeit der Einwanderung von Personen, die über Berufserfahrung sowie Berufs-und Hochschulabschlüsse verfügen, die im Land des Erwerbs staatlich anerkannt sind, die auch ohne Gleichwertigkeitsprüfung der Abschlüsse einreisen können, sofern das Gehalt 45 Prozent der Betragsbemessungsgrenze der allgemeinen Rentenversicherung erreicht. Die Höhe der Gehaltsschwelle schließt allerdings Fachkräfte zu Beginn ihrer Erwerbsbiografie weitgehend aus. Allerdings kann bei tarifgebundenen Unternehmen davon abgewichen werden. Sinnvoller wäre gewesen, alle Unternehmen einzubeziehen, sofern der Arbeitsvertrag in Hinblick auf Entlohnung und Arbeitsbedingungen den jeweils geltenden Flächentarifverträgen entspricht. Ferner sieht der Verordnungsentwurf die Entfristung der sogenannten Westbalkanregelung und die Ausweitung des Kontingents auf 50.000 Personen vor. Dies ist vor dem Hintergrund der vorliegenden empirischen Erkenntnisse zu den Wirkungen der Westbalkanregelung volkswirtschaftlich sinnvoll." (Autorenreferat, IAB-Doku)

"This article investigates the subjective employment mobility, defined as migrants' evaluation of their employment situation before and after migration, of European physicians in Germany. Analyzing different dimensions of occupation (e.g., income, working conditions, use of skills, career opportunities) of physicians who migrated to Germany from within the European Union (i.e., EU physicians), it examines which factors influence physicians' perception of whether migration worsened or improved their employment situation. I argue that the original reasons to migrate (e.g., economic, career-related, or family reasons) and other migration-related factors (e.g., language skills), as well as characteristics of the occupation (e.g., the hierarchical structure), must be considered to understand subjective employment mobility. The analyses are based on original survey data collected among EU physicians in Germany (N = 1,058). Results from OLS regressions show that physicians' original reasons for migration largely matched their subjective employment mobility, suggesting that migration for career reasons and a perceived improvement of use of skills and career opportunities are positively linked while migration for economic reasons positively affected physicians' perception of income and working conditions. Physicians aiming for the highest position perceived their overall employment situation as worse compared to before migration, and the origin region mattered, particularly for physicians from EU Eastern member-states, who were more likely to perceive an improvement in their employment situation. Results further inform understandings of labor-related migration of high-skilled professionals by identifying obstacles and conducive conditions at migration for a group that is often assumed not to face barriers in using migration for professional advancement." Die Ergebnisse legen nahe, dass auf europäischer Ebene wieder vermehrt eine regulative Politik zustande kommt, die auf eine "Wiedereinbettung" von Marktkräften im Sinne der positiven Integration setzt. Entscheidend für das Zustandekommen der Reform waren die Rolle von "institutional entrepreneurs", Interessenkoalitionen auf inter- und supranationaler Ebene sowie ein gesellschaftspolitisches Klima, welches in Richtung Pro-Regulierung umgeschlagen ist. In dieser Hinsicht steht die reformierte Entsenderichtlinie ebenso wie die jüngst beschlossene EU-Mindestlohnrichtlinie für einen Paradigmenwechsel in der europäischen Beschäftigungspolitik, die sich stärker am sozialen Ausgleich im Binnenmarkt orientiert." "This article examines hierarchies of recent intra-EU migrants from EU-West (EU15) and EU-East (New Member States 13) countries in Western European labour markets. We use data from the European Labour Force Survey 2014 special module on migrants and their descendants to analyse how different skill levels, reasons for migration and, concurrently, different job-search strategies shape hierarchies in labour market outcomes as captured by wages and occupational status. Our analyses reveal that recent EU-West migrants have jobs with higher wages and higher occupational status than recent EU-East migrants. The former are more likely to be highly skilled and more often had already found employment before migrating through job ads or direct employer contacts. EU-East migrants, by contrast, are more often medium skilled and found employment after migrating by using social networks. Different skill levels, migration motives and job-finding methods account for differences in wages and occupational status between the two groups. However, even when all of these factors - as well as individual and labour market factors - are controlled for in the regression analyses, labour market hierarchies remain significant, indirectly indicating discrimination. "The study of the links between internal and international migration has traditionally been neglected in migration research. This gap is even morestriking in the case of the countries of the European Union, as the policy of free movement and the creation of a common labor market have placed intra-European mobility in a liminal state: neither an unlimited space of free movement nor a classic example of cross-border restrictions.This paper addresses the question of whether - and how - intra-European migration differs from internal migration in terms of migration selectivity. It does so by using comparable micro-level survey data from a representative sample of Spanish graduates and vocational trainees. The results show that internal and intra-European migration are positively selected with respect to education and that the strength of the selection mechanism is similar for them, especially compared to non-European international migration, where positive selection is stronger. They also show that the nature of each resource influences migration decisions, as its transferability or location-specific utility determines which migration path is chosen. "This paper studies how differences in labor market regulations shape countries' comparative advantage in the cross-border provision of labor-intensive services, using administrative data in Europe for the last two decades. I exploit exogenous variation in labor taxes and minimum wages faced by exporting firms engaged in a large European trade program. Firms from different countries compete to supply the same physical service in the same location but their employees are subject to different payroll taxes and minimum wages. These rules varied across countries, sectors, and over time. Reduced-form country case-studies as well as model-implied gravity estimates show evidence of large trade responses to lower labor taxes and minimum wages, with an elasticity that is around one. The Bolkestein directive, by exempting foreign firms from all labor regulations in the destination country, would have doubled exports of physical services from Eastern European countries, rationalizing the wave of protests in high-wage countries that led to the withdrawal of the proposal." "This paper applies the concept of hierarchised mobility to study return migration in Slovakia in the context of the country's EU accession. The analysis is based on the national Labour Force Survey dataset, covering a decade of labour migration and return between the 2008/2009 financial crisis and the Covid pandemic, concentrating in particular on the short-term labour market outcomes for less skilled return migrants. It is found that even under improved economic conditions, patterns of labour mobility set in the aftermath of the EU's Eastern enlargement continued to persist, together with structural inequalities in the Slovak labour market. Returnees in Slovakia face a markedly higher unemployment rate relative to stayers, and are less likely to be self-employed shortly after their return to Slovakia, compared to stayers or migrants. Returnees were also more exposed to instability in their jobs than migrants and stayers. From this perspective, return migration itself is a reflection of hierarchised mobility, as returnees clearly occupy the least stable jobs, and are the most exposed to instability in their employment. Während mit der Migrationsethik und der neoklassischen Ökonomie weite Teile zweier Disziplinen mit der Auseinandersetzung mit Wanderungsprozessen eine liberal-individualistische Engführung verfolgen, versäumen sie es, Folgen der Auswanderung in den Herkunftsländern in den Blick zu nehmen. "This article shows how the hierarchised nature of the EU mobility regime is underpinned by member states' policies in a major country of emigration such as Poland. Drawing on historical institutionalism, this paper documents the path-dependent approach regarding policies that have contributed to the outflow of Polish workers and simultaneously to meet the demand for labour at home. While concerns about the consequences of emigration were raised already in 2005, Polish governments have kept defending the EU policies that underpin this outflow and its hierarchised nature. Rather than to improve the rights of Polish mobile workers, Polish governments have defended companies' rights to use "wage competitiveness" as a method of increasing mobility. In response to the increasing demand in the domestic labour market, governments first tried return campaigns, but they have since turned to importing labour, especially from Ukraine. In this way, the policies of the Polish state have helped reaffirm the hierarchised nature of the EU mobility regime by exporting workers to be subjected to poor conditions abroad while importing Ukrainian workers to experience poor conditions at home. "Der demografische Wandel ist in Deutschland längst angekommen. Qualifizierte Zuwanderung ist neben der Hebung weiterer inländischer Potenziale entscheidend zur mittel- und langfristigen Sicherung der Fachkräftebasis. Im zweiten Corona-Jahr 2021 sind rund 329.000 Personen mehr nach Deutschland zugezogen als aus Deutschland fortgezogen. Im Vergleich zum Vorjahr, in dem es rund 220.000 mehr Zu- als Fortzüge gab, fiel der Wanderungsüberschuss 2021 damit deutlich höher aus. Für das Jahr 2022 zeigt sich eine deutlich höhere Zu- und Abwanderung als in den beiden Vorjahren. 14 Prozent der sozialversicherungspflichtig Beschäftigten und 36 Prozent der Arbeitslosen in Deutschland haben eine ausländische Staatsangehörigkeit. Im Vergleich zu Ausländern aus der EU und dem Westbalkan haben übrige Drittstaatsangehörige (ohne Asyl 8 und Ukraine) eine geringere Beschäftigungsquote und höhere Arbeitslosenquote. Ausländische Beschäftigte haben im Jahr 2022 gut zwei Drittel zum Beschäftigungszuwachs in Deutschland beigetragen. Im Durchschnitt gehen sozialversicherungspflichtig Beschäftigte aus der Europäischen Union und dem Westbalkan im Vergleich zu übrigen Drittstaatsangehörigen Tätigkeiten mit einem geringeren Anforderungsniveau nach. Drittstaatsangehörige (ohne Asyl 8, Westbalkan und Ukraine) erzielten 2021 mit gut 3.200 Euro im Vergleich zu EU-Ausländern (2.600 Euro) ein deutlich höheres mittleres Entgelt." "Labour market developments in the Euro area diverged significantly since 2008. Economic literature frequently refers to labour mobility as pillar for the functioning of currency areas. Applying the CGE model PuMA, we quantitatively analyse to what extent labour mobility can contribute to reducing imbalances within the Euro area. Our results indicate that it can temporarily reduce unemployment and increase wages in periphery countries at the cost of somewhat higher unemployment in receiving countries. Overall, economic outcomes improve slightly. Although labour mobility has a positive effect on labour market imbalances, it cannot be seen as substitute for structural reforms." "Der Artikel analysiert die sogenannten Überbrückungsleistungen (nach § 23 Abs. 3 SGB XII), welche in Deutschland lebende mittellose EU-Bürger/-innen, die keinen Rechtsanspruch auf Grundsicherung für Arbeitssuchende oder Sozialhilfe haben, für einen begrenzten Zeitraum als Übergangsgeld erhalten können. Die Leistung soll dieser Personengruppe eine minimale soziale Unterstützung für einen begrenzten Zeitraum, vornehmlich bis zur Ausreise aus Deutschland, bieten. Der Artikel analysiert die Umsetzung dieser Leistungen. Ziel ist ein Abgleich zwischen Intentionen des Gesetzgebers und gelebter Praxis sowie eine Diskussion der sozialpolitischen Folgen für Leistungsbezieher/-innen, die unter anderem durch die Verschränkung von Sozial- und EU-Freizügigkeitsrecht entstehen. Neben einem Überblick über die Gesetzlage und deren politischen Hintergrund gewährt der Artikel daher Einblicke in die Gewährungspraxis und Inanspruchnahme der Leistung. Die Ergebnisse der hierfür durchgeführten qualitativen Erhebung offenbaren unterschiedliche Praktiken und Umsetzungsdefizite, die auf einen Mangel an praktischen Erfahrungen, Rechtsunsicherheiten sowie bürokratische Hürden in der Antragsstellung zurückzuführen sind. Insgesamt kommt der Artikel zu dem Schluss, dass Überbrückungsleistungen, wie bereits im Gesetz angelegt, keine soziale Mindestabsicherung mittelloser EU-Bürger/-innen darstellen, auch wenn sie gelegentlich zur Überbrückung einer finanziellen beziehungsweise sozialen Notlage beitragen. Ferner wird durch die oft restriktive Umsetzungspraxis die Prekarisierung der Zielgruppe verstärkt, sodass Überbrückungsleistungen de facto eine Verschränkung von Sozialleistungsbezug und Migrationssteuerung darstellen und als Instrument der Migrationskontrolle im freizügigen Europa gewertet werden können." "Von 2000 bis 2010 lag der Anteil ausländischer sozialversicherungspflichtig Beschäftigter relativ konstant bei rund 6,5%, danach wuchs er stark an: bis auf 12,9% im Jahr 2020. Infolge der EU- Arbeitnehmerfreizügigkeit 2011 und 2013 hat sich die Zahl an Beschäftigten aus den neuen Mitgliedstaaten in Deutschland mehr als vervierfacht auf rund 1,3 Millionen Beschäftigte im Jahr 2020. Jährlich wuchs die sozialversicherungspflichtige Beschäftigung aus den neuen Mitgliedstaaten im Mittel um rund 107.000 Personen. Während die sozialversicherungspflichtige Beschäftigung seit der Arbeitnehmerfreizügigkeit stark zunahm, blieben geringfügige Beschäftigung, Entsendungen und Selbstständigkeit auf niedrigem Niveau. Insgesamt zeigte sich eine sehr breite regionale Verteilung des Beschäftigungswachstums von EU-8 und EU-2 Beschäftigten in Deutschland über die Zeit. Die Beschäftigten aus den EU-8 und EU-2 arbeiteten am häufigsten in der Post- und Lagerwirtschaft, Fahrzeugführung und in der Reinigung. Diese Berufsgruppen sind durch niedrige Anforderungen an Sprachkenntnisse oder andere nicht-routine interaktive Aufgaben gekennzeichnet. Die Beschäftigten aus den neuen EU-Ländern arbeiteten im Vergleich zu Deutschen überproportional oft in solchen Berufsgruppen, welche Fachkräfte-Engpässe aufweisen, und tragen damit tendenziell zu einer Entlastung des Arbeitsmarktes bei. Insgesamt ist davon auszugehen, dass die bisherige Zuwanderung nicht ausreicht, um die bestehenden und für die Zukunft erwarteten Fachkräfte-Engpässe zu kompensieren. Aktuell wird diskutiert, die Arbeitsbedingungen in der Altenpflege neu zu regeln, um verlässliche Rahmenbedingungen in bestimmten Beschäftigungsformen zu schaffen, vor allem in der 24- Stunden-Pflege. Um entsprechende Gesetzesänderungen empirisch evaluieren zu können ist es erforderlich, eine geeignete Datenbasis zu schaffen, welche aktuell nicht vorliegt." (Autorenreferat, IAB-Doku)

"Im Vergleich zu früheren Arbeiten zum Zuwanderungsgeschehen in Deutschland während der 1990er-Jahre (zum Beispiel D’Amuri et al., 2010) fallen in der vorliegenden Studie insbesondere die Beschäftigungseffekte der EU-Zuwanderung im vergangenen Jahrzehnt deutlich positiver aus. Dieser Befund ist vermutlich auf das Zusammenspiel zweier Faktoren zurückzuführen: Zum einen ist der deutsche Arbeitsmarkt in den vergangenen 20 Jahren deutlich flexibler geworden. Die Beschäftigungsverhältnisse in den neu entstandenen Wirtschaftszweigen wie der Zeitarbeit werden zwar niedrig entlohnt, bieten Zuwanderinnen und Zuwanderern aber niedrigschwellige Möglichkeiten, erste Erfahrungen auf dem deutschen Arbeitsmarkt zu erwerben. Zum anderen förderte die EU-Arbeitnehmerfreizügigkeit diejenige arbeitsmarktorientierte Zuwanderung, die passgenau auf die Erfordernisse des deutschen Arbeitsmarkts ausgerichtet war. Somit schlossen EU-Zuwanderinnen und Zuwanderer die Lücken, die durch ansässige Arbeitskräfte nur schlecht gefüllt werden konnten. Eine Verdrängung von ansässigen Arbeitskräften fand daher nicht statt. Vielmehr hat der Zuzug von Arbeitskräften aus der EU möglicherweise dazu beigetragen, dass Ansässige leichter neu geschaffene Stellen fanden, die sich in Unternehmen gut mit den relativ niedrig bezahlten Arbeitsplätzen der EU-Zuwanderinnen und Zuwanderer ergänzten." "In den 2010er Jahren standen die wissenschaftlichen, politischen und öffentlichen Diskurse um die EU-Binnenmigration weitgehend im Zeichen von zwei Prozessen: den Auswirkungen der globalen Wirtschafts- und Finanzkrise seit 2008 in den südeuropäischen Mitgliedstaaten und der Freizügigkeit für Bürger*innen Bulgariens und Rumäniens. First, because there is still too little administrative or survey data available on the inflow and outflow of temporary cross-border labor mobility, including the provision of services abroad. In that respect, steps should be taken to improve the measurement of temporary cross-border labor mobility. Second, several types of temporary labor mobility are excluded when measuring employment in a country. For instance, the inflow and outflow of posted workers is not taken into account. "October 2021 marks the 60th anniversary of the signing of the labour recruitment agreement between Germany and Turkey, and the official start of the labour migration from Turkey. Rather than a single turning point, the agreement of 1961 and the process of labour migration was marked by changes and pivotal moments. On the anniversary of this agreement, this commentary presents a historical overview with a comparative perspective of some basic aspects of the migration movement to Germany, and Europe, in the period of 1960–1973. It sheds light on the initiation and continuation of the recruitment, Turkey's justifications of the migration and its management of the labour flow. In turn, it is impossible to undertake this historical analysis without examining Germany's reason for recruiting Turkish workers and its approach to the Turkish labour inflows. In addition, this overview provides a discussion of the characteristics of the outgoing migrant workers, their provinces of origin, level of skill and gender composition furthering understanding of the different dynamics at play in this labour migration. This overview is not only a valuable as an analysis of a key historical case of temporary or circular migration but also helps to understand the current situation of communities of Turkish origin in Germany and elsewhere in Europe, the cultural and ethnic diversity amongst them, variations in their identity definitions, political orientations and transnational linkages." "The concepts of human and cultural capital represent two approaches for analysing the processes related to the accumulation and use of educational resources that are valuable for young movers. Many studies on youth mobility employing these approaches often do not sufficiently consider the existing barriers to cultural capital in different moments of life. This paper aims to scrutinise theses dynamics related to social inequalities in the accumulation of cultural capital (i.e. school to university transitions), and in the use of cultural stocks (i.e. university to work shift) among young intra-EU movers in Germany. Drawing on qualitative data, our empirical discussion shows that informal cultural capital gains are crucial for both types of life transitions but can be particularly challenging for some newcomers. For those who are transitioning from school to university, informal learning is relevant in the acquisition of cultural capital, and among those who are changing to the work life, informal learning is relevant for the adequate use of existing capital stocks during the labour market integration. We conclude that life transitions among young EU movers can involve particular types of risks and (symbolic) barriers, portraying a differentiated picture of social inequalities in the European Union." "Im Münchner Bahnhofsviertel gibt es eine „Tagelöhnerbörse“, die viel Unmut unter Anwohnenden und Gewerbetreibenden hervorruft. Die überwiegend aus Bulgarien stammenden „Tagelöhner“ sind dabei vielfältigen Ausgrenzungs- und Diskriminierungserfahrungen ausgesetzt, die zum Teil aus ihrer Angehörigkeit zu einer ethnischen Minderheit resultieren. Bei näherer Betrachtung zeigt sich allerdings, dass ihre ethnische Zugehörigkeit komplexer und vielschichtiger ist, als man auf den ersten Blick erahnt. Im Beitrag steht die Frage nach der Rolle der ethnischen Zugehörigkeit der „Tagelöhner“ im Mittelpunkt, um anhand ethnografischer Feldgespräche und Interviews die Aushandlungsprozesse von Zugehörigkeit im multiethnischen Bahnhofsviertel nachzuzeichnen. Nach einer Beschreibung der „Tagelöhner“ im Münchner Bahnhofsviertel wird die soziokulturelle Lage der ethnischen Minderheiten in Bulgarien dargestellt. Aus der von Uneindeutigkeit charakterisierten Zugehörigkeit der „Tagelöhner“ ergeben sich sowohl Vor- als auch Nachteile im Umgang mit den Gewerbetreibenden und Anwohnenden des Bahnhofsviertels. "This article examines the role of the media in the EU freedom of movement debate through the lens of high-circulation German and UK newspapers during the first half of 2014. It explores how the media problematised migration from Eastern European member states and its influence on national host country labour markets and welfare systems. It also analyses how different media outlets positioned themselves in relation to relevant policies or policy proposals. The findings show that most articles in our sample present low-skill, low-wage working European Union (EU) migrant class referred to as “poverty migrants” as a problem to be addressed at the policy level in contrast with the economically self-sufficient migrant with marketable skills. The article contributes to discussions on work, welfare, and mobility in the EU by cross-fertilising the literature on migration policy, freedom of movement, social rights, and the media." "The European labor market allows for the border-free mobility of workers across 31 countries that cover most of the continent's population. However, rates of migration across European countries remain considerably lower than interstate migration in the United States, and spatial variation in terms of unemployment or income levels is larger. We document patterns of migration in Europe, which include a sizable migration from east to west in the last twenty years. An analysis of worker-level microdata provides some evidence for an international convergence in wage rates and for modest static gains from migration. This article aims to reverse the North-South perspective on intra-EU mobility and welfare by shifting the research emphasis from the labour-oriented mobility of young Southern Europeans in Northern Europe to the non-labour-motivated mobility of Northern EU citizens in Southern Europe. To do so, this analysis addresses the provision of healthcare assistance regulated by European legislation for European retirees and patients in Spain. The analysis shows that retirement migration has been perceived as a state burden, yet patients' mobility has tended to be seen by the Spanish government as a market opportunity. However, the study also indicates that efforts to deal with these two different types of mobility are embedded in structural constraints that go beyond governments' intentions, which adds a new complexity to the limits of freedom of movement and EU citizenship." "This study applies the theory of civic stratification to analyse how the integration of EU-10 and EU-3 immigrants into the labour markets of six European countries – France, Germany, Italy, Spain, Sweden and the United Kingdom – has evolved between 2005 and 2016. Special attention is paid to the effect of the moratoria on the free movement of workers, which lasted between 0 and 7 years. Data from the EU-LFS is used in two mixed effects logistic regression models for each country, using the following dependent variables: having employment and if that employment matches the qualifications of the worker. The interaction between nationality (own-country, EU-10, EU-3 and EU-15) and whether or not a moratoria exists is used to compare the level of labour integration of the EU-10 and EU-3 groups with that of national populations and EU-15 immigrants. Our results show that during the moratoria EU-10 and EU-3 immigrants have had a much lower labour market performance than people with full European citizenship. "Seit Inkrafttreten des Fachkräfteeinwanderungsgesetzes im März 2020 wurden bis zum Jahresende 2020 an über 35.000 Personen Aufenthaltstitel im Bereich der Bildungsmigration erstmals erteilt. Im Rahmen der Erwerbsmigration lag die Zahl sogar bei über 70.000 Personen. Der Anteil an Personen ohne vorherigen Aufenthaltstitel lag für die Bildungsmigration bei etwa zwei Dritteln und für befristete Titel der Erwerbsmigration bei knapp der Hälfte. Trotz pandemiebedingter Einschränkungen konnte damit eine nicht unerhebliche Zahl an Erteilungen an Neuzugewanderte im Rahmen der neuen gesetzlichen Regelungen realisiert werden. Für die Bildungsmigration entfiel die deutliche Mehrheit der Personen mit Ersterteilung im Berichtszeitraum auf Studierende, für die Erwerbsmigration waren die Blaue Karte EU und die sogenannte Westbalkanregelung von besonderer Bedeutung. Aber auch die neu eingeführten Titel für akademische und nicht-akademische Fachkräfte konnten sich etablieren. Indien und China waren die quantitativ bedeutsamsten Länder für die Bildungsmigration in 2020, speziell im akademischen Bereich. "Extending free movement of workers (FMW) to the new Member States from Central and Eastern Europe was one of the most controversial political decisions in the history of the European Union. In this article, we study how the introduction of FMW affected immigrants’ labor market integration in Germany. Using data from the IAB-SOEP Migration Sample, we show that the introduction of FMW was associated with a higher influx of skilled workers. Moreover, FMW has increased the probability of labor market entry within one year after arrival by 12 percentage points. Correspondingly, FMW improved welfare not only by increasing the scale of migration but also by raising immigrants’ skill level and reducing the time before entry into the labor market. "In our analysis we applied the newly developed 'cohort approach' to the six Western Balkan countries (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia) for the period 2010-2019 to shed light on the total extent and skill composition of net migration, differentiating between four educational levels Low (primary or lower secondary education), Medium-general (upper secondary general education), Medium-VET (upper secondary vocational education and training), and High (tertiary education). Our results show that during the period analysed all six countries experience net emigration. However, in terms of magnitude and particular age pattern these movements differ across countries. Net migration is particularly prevalent among the young. A high youth unemployment rate, family reunification and education abroad are key drivers behind this pattern. A further breakdown of net migration by highest level of education shows that net emigration in the region occurs mainly among the medium- and low-educated, particularly among those in their early to mid-20s and early 30s. There is evidence of brain drain in Albania, Bosnia and Herzegovina and Kosovo. In Albania, net emigration of the highly educated is substantial and accounts for almost 40% of the total estimated cumulative outflow. Brain drain in Albania and Kosovo is highest among recent university graduates. Importantly, and contrary to widespread perception, there is evidence of brain gain in some Western Balkan countries, namely in Montenegro, North Macedonia and Serbia. The key drivers of this are students, who return in large numbers to their home countries after graduating from tertiary education abroad. "As Germany marks the 60th anniversary of admitting its first Gastarbeiter (guest workers) from Turkey in 1961, it is important to recognize that guest-worker policies have a long and global history that predates Germany's post-war policies (e.g. Hahamovitch, 2003) and that they are, despite various ‘obituaries’ (e.g. Castles, 1986), still very much alive today. While the terminology and aspects of policy design have evolved over time – from ‘guest-worker programmes’ (e.g. Martin & Teitelbaum, 2001) to ‘temporary labour migration programmes’ (e.g. GCIM, 2005), ‘circular migration programmes’ (e.g. European Migration Network, 2011) and, most recently, ‘international skills partnerships’ (e.g. Clemens, 2015)1 – the fundamental idea of admitting migrant workers on a temporary basis to help address perceived labour and skills shortages has become an enduring feature of the migration policy landscape of the world's rich countries (Ruhs, 2013). This is unlikely to change in the near future, given that permanent labour immigration programmes (that provide migrant workers with permanent residence and work permits on arrival) are typically limited to the most highly skilled workers and have declined in importance in countries where they used to play a large role." "Objective: This article investigates the role of motivation in female immigrants' labour force participation. Focusing on recently-arrived immigrants (who have resided in the host country for 18 months or less), we compare the outcomes of two different ethnic groups in Germany: Poles and Turks. Background: The immigrant integration literature tends to focus on the role of resources in immigrant labour market integration. However, when examining particularly the labour force participation of female immigrants, their motivation for joining the labour force is also important. Previous studies of female immigrants in Germany have often neglected this consideration, which includes aspects like culturally-specific gender values and perceived ethnic discrimination. Method: We use data from the SCIP project (Diehl et al., 2015) to conduct logistic regressions on female immigrants' labour force participation. Our sample includes 829 female immigrants from Poland and Turkey between the ages of 18-60, who were either active in the labour force or were 'at risk' of entering. Results: In line with previous studies, our analysis shows that female immigrants' labour market resources, mainly their prior work experience and German proficiency, greatly reduce the ethnic gap in labour force participation rates. Moreover, motivational factors have a large impact on this outcome for both groups, and greatly enhance the picture that our empirical models present. However, we find no evidence that perceived ethnic discrimination plays an important role. Conclusion: Our analysis indicates that when seeking to understand the labour market participation of female immigrants, their resources and motivation should be seen as key components of a gender-sensitive analysis." "This paper examines migration trends in the European Union since the enlargements of 2004-2007, which brought 100 million citizens of eleven Central and Eastern European countries into the EU. We examine country- and regional-level data on migration trends and show how European integration depleted the labor force in new member countries. Several of them lost 10% of their population since 2006, most of it via negative net migration. In 2019, 18% of Romanians, 14% of Lithuanians, 13% Croats, and Bulgarians lived in another EU country. The quantitative analysis shows that migration contributed positively to regional convergence, as every percentage point of net migration increased GDP per capita by roughly 0.01% and reduced unemployment by 0.1-0.2 percentage points. "Objective: This article studies the intergenerational stability of employment in families of immigrants cross-nationally by investigating to what extent contextual differences between sending and receiving countries affect the transmission of labour force participation from mothers to daughters. Background: It is often argued that a low level of labour force participation among female immigrants reflects gender norms inherited from the sending country, or, alternatively, that it is indicative of obstacles to social mobility in the receiving country. We seek to add to the existing research on this topic by providing evidence of differences between sending and receiving countries that systematically affect the labour market behaviour of female immigrants. Method: We use individual-level data from the European Social Survey (ESS) for 35 receiving countries for a 14-year period (2004-2018) in combination with contextual data for 172 sending countries from 1960 to 2018. First, we provide an overview of employment rates and intergenerational employment stability for different combinations of sending and receiving contexts with respect to the labour force participation rates of female immigrants. Second, we corroborate our descriptive findings with multilevel models. Results: Our paper shows that there are changes in the levels of intergenerational employment stability among immigrants depending on the differences in the female labour force participation rates between the sending and the receiving countries. We find that when women migrate from countries with low female labour force participation rates to countries with high female labour force participation rates, their probability of participating in the labour force increases. However, we also find that the levels of intergenerational employment stability in this group are high. Conclusion: Intergenerational employment stability seems to be responsive to contextual differences between sending and receiving countries. We observe the highest levels of intergenerational stability in employment between mothers and daughters in families who migrated from countries with low female labour force participation rates to countries with high female labour force participation rates." "Staatsangehörige aus den Westbalkanstaaten können über die sogenannte Westbalkanregelung eine Beschäftigung in Deutschland aufnehmen, ohne berufliche Qualifikationen nachweisen zu müssen. Die zunächst bis 31.12.2020 befristete Regelung wurde zumindest bis zum Ausbruch der Covid-19-Pandemie von deutschen Betrieben ebenso wie von potenziellen Arbeitskräften stark nachgefragt. In dem Kurzbericht werden die Arbeitsmarktintegration dieser Beschäftigten, die Erfahrungen der Arbeitgeber und die administrative Umsetzung der Regelung untersucht. Die Ergebnisse zeigen, dass die Arbeitsmarktintegration von Personen, die über diese Regelung in Deutschland beschäftigt sind, – gemessen an der Beschäftigungsstabilität und den Verdiensten im Vergleich zu anderen Migrantengruppen und deutschen Berufsanfängern – erfolgreich verlaufen ist. "Dieser Projektbericht analysiert die Wirkungen der sogenannten 'Westbalkanregelung' (§ 26 Absatz 2 Beschäftigungsverordnung) auf die Arbeitsmarktintegration der betroffenen ErwerbsmigrantInnen. Die Regelung gilt für Beschäftigungen ab dem 1. Januar 2016 und ist befristet bis zum 31. Dezember 2020. Im Rahmen einer quantitativen Analyse wurden die Integrationsverläufe von 36.050 Beschäftigten, die die Westbalkanregelung 2016 und 2017 in Anspruch genommen haben, untersucht. Basierend auf qualitativen Interviews mit 130 Personen wurden darüber hinaus Motive, Erfahrungen und Handlungsstrategien von ArbeitgeberInnen, Beschäftigten, Verbänden sowie VerwaltungsmitarbeiterInnen analysiert. Ein zentrales Ergebnis ist, dass die Arbeitsmarktintegration der über die Westbalkanregelung Beschäftigten, auch im Vergleich zu anderen Migrantengruppen, erfolgreich gelungen ist. Dies zeigt sich insbesondere an stabilen Beschäftigungsverhältnissen und äußerst geringen Anteilen an Arbeitslosigkeit und Leistungsbezug im Beobachtungszeitraum. Erklärungen dieser Ergebnisse liefern die von ArbeitgeberInnen geäußerten Bedarfe an HelferInnen und Fachkräften, ihre Wertschätzung nicht zertifizierter bzw. nicht zertifizierbarer Qualifikationen, netzwerkbasierte Anwerbestrategien und die erwerbsorientierten Migrationsaspirationen der Beschäftigten. Die Befunde deuten darauf hin, dass es für eine erfolgreiche Arbeitsmarktintegration von Erwerbsmigrantinnen hinreichend ist, den ArbeitgeberInnen die Auswahlentscheidung zu überlassen und den Zuzug nicht an berufliche Qualifikationserfordernisse zu knüpfen. Es gibt vereinzelte Einsichten zu Regelverletzungen von ArbeitgeberInnen, aber keine Hinweise auf einen systematischen Missbrauch der Regelung. Restriktives Verwaltungshandeln und Kapazitätsengpässe verschiedener Behörden schränken die Nutzung der Westbalkanregelung deutlich ein." (Autorenreferat, IAB-Doku)

"Der privilegierte Arbeitsmarktzugang für Staatsangehörige ausgewählter Drittstaaten kann ein migrationspolitisches Instrument zur Steuerung der Erwerbsmigration sein. Dessen Genese, Kontext, Ziele und Auswirkungen werden in diesem Papier beleuchtet und diskutiert. Während die Erleichterungen für einige nicht-europäische Hocheinkommensländer (Industriestaaten) und europäische Mikrostaaten (sogenannte „Best-Friends-Regelung“) bereits lange bestehen, wurde 2015 mit der - zunächst auf fünf Jahre befristeten - sogenannten „Westbalkanregelung“ der Arbeitsmarktzugang für Staatsangehörige von sechs Westbalkanstaaten ebenfalls erleichtert. Quantitativ wird der erleichterte Zugang zum Arbeitsmarkt vor allem von Staatsangehörigen der Westbalkanstaaten genutzt. Seit der Einführung der Regelung 2015 haben sich die Westbalkanstaaten als einige der wichtigsten Herkunftsstaaten für drittstaatsangehörige Erwerbsmigrant*innen entwickelt. Seitdem sich gezeigt hat, dass die Einführung der sogenannten Westbalkanregelung mit einer substanziellen Einwanderung nach Deutschland einher geht, gibt es eine kontroverse Diskussion um Verlängerung, Ausweitung oder sogar Generalisierung der Regelung. Im Vergleich wird die Regelung für nicht-europäische Industriestaaten als unproblematisch und ökonomisch wünschenswerte Mobilität wahrgenommen. Häufig ist sie Gegenstück für ebenso vereinfachte Möglichkeiten des Arbeitsmarktzugangs deutscher Staatsangehöriger in den jeweiligen Staaten. Der Anteil an Personen, denen Aufenthaltstitel für eine qualifizierte Beschäftigung erteilt wurde, ist unter Staatsangehörigen der Industriestaaten höher als unter Staatsangehörigen der Westbalkanstaaten. Weiterhin umstritten, u. a. aufgrund fehlender Daten, ist die Frage welche direkten Auswirkungen die Westbalkanreglung auf die Asylanträge aus den Westbalkanstaaten hatte. Ein direkter Zusammenhang zwischen Rückgang der Asylanträge und Zunahme der Erwerbsmigration kann nicht eindeutig nachgewiesen werden. Eine zügige Verlängerung der Westbalkanregelung ist zu begrüßen, um für Rechtssicherheit - sowohl auf Seite der Arbeitnehmer*innen als auch der Arbeitgeber - zu sorgen und um bestehenden Bedarfen des deutschen Arbeitsmarkts gerecht werden zu können." "We provide a first timely assessment of the pandemic crisis impact on the labour market prospects of immigrant workers in Europe by proposing a novel measure of their exposure to employment risk. We characterize migrants' occupations along four dimensions related to the role of workers' occupations in the response to the pandemic, the contractual protection they enjoy, the possibility of performing their job from home and the resilience of the industry in which they are employed. We show that our measure of employment risk closely predicts actual employment losses observed in European countries after the first wave of the COVID-19 pandemic. We estimate that, within industries and occupations, Extra-EU migrants and women are exposed to higher risk of unemployment than native men and that women are losing jobs at higher rates than equally exposed men. According to our estimates, more than 9 million immigrants in the EU14+UK area are exposed to a high risk of becoming unemployed due to the pandemic crisis, 1.3 million of which are facing a very high risk." "In den letzten Jahren ist eine sehr starke Zuwanderung aus den seit dem Jahr 2004 der EU beigetretenen Ländern nach Deutschland erfolgt. Lag die Gesamtzahl der Personen mit Staatsangehörigkeiten dieser Länder am 31.12.2015 noch bei 2,11 Millionen, waren es am 31.12.2019 mit 2,86 Millionen rund 744.000 mehr. Besonders stark gestiegen ist dabei die Zahl der Rumänen mit einem Plus von 296.000, gefolgt von den Bulgaren mit einem Plus von 133.000, den Polen mit einem Plus von 122.000 und den Kroaten mit einem Plus von 117.000. Betrachtet man die regionale Verteilung dieser Zuwanderer, zeigen sich große Unterschiede zwischen den Herkunftsländern. So leben die Rumänen vorwiegend in Süddeutschland und dem westlichen Niedersachsen, wohingegen sich die Polen verstärkt im nördlichen Teil der Bundesrepublik finden und die Kroaten sich stark im Süden konzentrieren. Ein Fokus auf die größeren Städte ist dabei anders als bei anderen Zuwanderergruppen nicht zu beobachten. Untersucht man die Determinanten der Zielortwahl der Personen aus den neuen EU-Mitgliedsländern mittels multivariater Analysen, zeigt sich, dass soziale Netzwerke aus den Herkunftsländern von entscheidender Bedeutung sind. So ist die Zahl der EU-Ausländer je 100.000 Einwohner eines Kreises am 31.12.2015 im Zeitraum zwischen dem 31.12.2015 und dem 31.12.2019 unter sonst gleichen Bedingungen um 31,7 mehr gestiegen, wenn sie zum Ausgangszeitpunkt um 100 höher lag. Dieser Befund hat große Bedeutung für die regionale Migrationspolitik, da sich aus ihm ableiten lässt, dass sich durch die Etablierung erster kleiner Communities aus einer Herkunftsregion unter gewissen Bedingungen stärkere Wanderungsprozesse initiieren lassen. So können sich auch aufwändigere Maßnahmen zur Ansprache von Personen aus dem Ausland lohnen, die ohne diese Zweitrundeneffekte unwirtschaftlich wären." (Autorenreferat, IAB-Doku)

"This chapter expands the analysis of labour migrants’ (dis)integration processes to their often-neglected experiences of voluntary return to their country of origin. Through the analysis of the life stories of Polish migrants returning to Poland from the United Kingdom, the chapter looks at the subjective and objective dimensions of their labour market (dis)integration. It argues that, in spite of the fact that the returnees do not lack the foundations of integration, they often fall into the ‘experience trap’ and transfer their vulnerable labour market position from abroad. Moreover, due to their internalised feeling of ‘permanent temporariness’, returnees withdraw from collective attempts to change their situation and instead employ individualised strategies of re-emigration. In this way, despite the pricing discourse of the universal advantages of intra-European Union mobility, it turns out that, for some Central- and Eastern-European migrants, the current regime of EU mobility, together with self-fashioned neoliberal subjectivities and passive state policies, which de facto strengthen the returnees’ disintegration, contributes to the further fragmentation of migrants’ careers and the precarisation of their work." "In den vergangenen Jahren lag die Zahl der Einwanderer nach Deutschland deutlich über dem langjährigen Durchschnitt. Hauptgründe hierfür sind die günstigen Arbeitsmarktbedingungen, die Einführung der Arbeitnehmerfreizügigkeit und der Anstieg der Fluchtmigration. Im Vergleich zur Phase der Gastarbeiteranwerbung und des Familiennachzugs in den Jahrzehnten danach sind Eingewanderte heute im Durchschnitt deutlich besser qualifiziert. Dabei wird eine deutliche Polarisierung sichtbar: Ein hoher Akademikeranteil steht einem hohen Anteil an Personen ohne abgeschlossene Berufsausbildung gegenüber. Zwar ist der Akademikeranteil unter den Neueingewanderten mit dem Anstieg der Migration seit 2010 gesunken, er liegt aber immer noch deutlich höher als in der Bevölkerung ohne Migrationshintergrund. Die Autoren untersuchen, wie sich die Qualifikationsstruktur und die nationale Zusammensetzung der Neueingewanderten seit 2005 verändert haben und wie dies mit ihren Erwerbsaussichten zusammenhängt." "This article stresses the need to study how European Union (EU) member states define and implement the concept of habitual residence to assess boundaries of welfare in the EU. It focuses specifically on EU migrant citizens' social rights and draws on comparative qualitative research on two EU member states - Germany and Sweden. The article first clarifies the differences between legal and habitual residence, and distinguishes between legal definitions of habitual residence and administrative formalities tied to such definitions. After examining legal definitions at the EU level, it goes on to consider additional definitions found in each member state case and administrative formalities attached to these definitions. Following this, implications for EU migrant citizens' social rights in each country are assessed. The analysis reveals how administrative processes of residence registration shape conditionality. In this way, administrative aspects of habitual residence can have far-reaching exclusive effects on EU migrant citizens' access to social benefits and services in the destination member state, as well as inhibit their ability to enjoy their right to freedom of movement. "The annual report on intra-EU labour mobility provides updated information on labormobility trends in EU and EFTA countries. Annual developments in stocks and flows are analyzed in the perspective of longer-term trends. The analysis considers the mobility of all working-age citizens (20-64 years) as well as the mobility of those who are active (employed and unemployed). The report also looks at indicators of economic integration of mobile citizens, such as employment/unemployment rates and occupations. This year, two specific topics on the qualifications and the household composition of the EU-28 movers are further analyzed. The two main data sources used are Eurostat population and migration statistics – for mobility of all citizens – and the European Labour Force Survey (EU-LFS) for the analysis of mobility of active citizens and economic integration. Using a difference-in-differences approach, we find that the accession has had a significant positive effect on the rate of population change after 2004. However, this does not offset the, generally, poorer population development of border towns compared to interior towns. Moreover, the integration effect appears to strongly depend on initial local conditions. No effects were found for Polish towns on the opposite side of the border." Since migration determinants are not necessarily the same for workers of different nationalities, spatial patterns are explained not only for total foreign employment but also for the 35 most important migration countries to Germany. Based on a total census for all 402 German districts, the paper starts by showing the spatial distributions of workers with different nationalities and explains the emerging patterns by spatial error models. Although large heterogeneity in determinants across nationalities are found, similarities between country groups prevail. "Purpose: The purpose of this paper is to identify the impact of international student mobility (ISM) on the first wages of tertiary education graduates in Poland.
Design/methodology/approach: The author uses data from the nationwide tracer survey of Polish graduates (2007 Graduate Tracer Study) and regresses the hourly net wage rate of salaried workers in their first job after graduating from a higher education institution on a rich set of individual characteristics. In order to reduce the bias due to selection to ISM, the author includes a set of variables representing abilities and skills, characteristics of studies, and international experience as control variables. The author addresses the possible selection to employment bias by using the Heckman correction.
Findings: After controlling for observed heterogeneity, the author finds that Polish graduates who studied abroad for at least one month earn on average 22 per cent more in their first job than those who studied in Poland only. However, the author also finds that this wage premium is explained by international economic migration after graduation. Studying abroad brings a wage premium only if it is followed by working abroad. Those who perform their first job in Poland do not obtain any wage premium from ISM.

"Many of Vienna's labor migrants who entered Austria as so-called 'guest workers' together with their spouses long nurtured the dream of returning to their country of origin, at the latest when they retired. By then, however, returning became less than straightforward leading to ambivalence regarding questions of belonging/return and transnational mobility and late-life care. Based on rich qualitative data, in this article, I show that ambivalences are found in the complexity of migrants' narratives, particularly in the way they (1) reassess past choices, (2) negotiate feelings of belonging, and (3) assess future options for late life and care. I argue that the social dimension of ambivalence, which I term 'relational ambivalence,' is crucial to understanding the labor migrants' experiences, reflections, and choices. The analysis shows that ambivalence must be understood as a product of relationships rather than solely an individual experience. The concept of relational ambivalence captures these social and discursive dimensions of ambivalence. The article ultimately carves out the particularity of ambivalence in the general context of migration and in the specific context of Vienna's labor migrants, while accepting feelings of ambivalence or the simultaneity of different, opposing positions in one and the same person as a core human experience." "Immigration has become a central socio-political issue in most advanced democracies. While research mainly focuses on immigrant-specific policies in the area of immigration, integration and citizenship, we still know very little about the incorporation of immigrants into mainstream social policies. By analysing cross-national differences in the inclusion of immigrants into general social protection across 27 rich democracies on the basis of comparative indicators from the Migrant Integration Policy Index (MIPEX) dataset, we seek to address this gap in a quantitative study. A cross-national comparison of these indicators shows a particularly large variation in the inclusiveness of the access to social protection for immigrants across countries. By drawing on the welfare state and integration regime literature, we assess the power of two contrasting perspectives, namely, the post-national welfare state and the welfare chauvinism models, in explaining this large cross-national variation in immigrants' access to social security and social housing. Our overall findings suggest that both the welfare chauvinist and the post-national welfare state models comprise two theoretical perspectives that turn out to be fruitful to interpret cross-national variation in immigrants' access to social protection. According to the welfare chauvinism model, we find robust evidence that left-wing cabinets are particularly reluctant to open general social protection schemes to immigrants. By contrast and in line with expectations derived from the post-national welfare state model, countries with an overall generous welfare state and countries facing large immigration flows tend to provide immigrants with more generous access to social protection." "In the context of important migration flows within the EU/EFTA countries, understanding the process of migration decision-making is central to better comprehending current migration patterns in today's legal context of free movement of persons. By means of newly collected survey data, this paper examines the emigration intentions and plans of German immigrants living in Switzerland. This migrant group presents a lower duration of residence at emigration than other nationalities and is highly educated and integrated in the labour market. The results show that labour market considerations prevail over family obligations. Furthermore, they confirm the heterogeneity between groups regarding emigration intentions, a finding that cannot be confirmed for emigration planning. Moreover, whereas emigration intentions are explained by perceived opportunity differentials and wishful thinking between the place of residence and the destination, emigration planning is based on real opportunities. Migration policy and, more specifically, integration policy have a small impact on emigration, since planning an emigration is triggered by external or personal factors." "In this paper, we examine the extent to which the employment histories of Central and Eastern EU (CEE) labour migrants exhibit patterns of temporary, circular or settlement migration. We expect to find these diverse and changeable patterns following the phenomenon of 'New European Migration'. By distinguishing between working patterns we are able to describe actual migration behaviour to the destination country more accurately. We use wage data to track a cohort of all employees who worked in the Netherlands in June 2010, for a period of five years. Our findings show that the majority of CEE labour migrants stopped working as employees in the Netherlands within five years, mostly after an uninterrupted single period of employment. In addition, a third of CEE labour migrants engage in settlement migration, working continuously in the Netherlands for a long period. Only a very small proportion can be considered as circular migrants. This contradicts our expectations regarding New European Migration, that there would be fewer labour migrants with uninterrupted periods of work and more labour migrants working for shorter periods." The analysis addresses the question of how wanted and unwanted immigrants are socially constructed and thereby differentiated in this discourse. The media analysis from 2008 to 2014 of so-called poverty migration from Rumania and Bulgaria and so-called new guest workers from Greece, Italy and Spain suggest that boundary making against these immigrants shifts from ethnicity and religion to an individual class-based approach. In this respect, the article discusses how a strong human rights discourse makes a dominant individualistic class-based definition of (un-) wanted immigration more likely. However, the analysis also shows that this construction of desirability refers to the ethnicity of the immigrants. "The 2004 accession of 8 Eastern European countries to the European Union (EU) was accompanied by fears of mass migration. The United Kingdom - unlike many other EU countries - did not opt for temporary restrictions on the EU's free movement of labour. We document that following EU accession more than 1 million people (ca. 3% of the UK working age population) migrated from Eastern Europe to the UK. We show that they mostly settled in places that had limited prior exposure to immigration. We provide evidence that these areas subsequently saw smaller wage growth at the lower end of the wage distribution and increased pressure on the welfare state, housing and public services. Using novel geographically disaggregated data by country-of-origin, we measure the effects of Eastern European migration on these outcomes for the UK-born and different groups of immigrants. As our societies are more and more knowledge-based, countries are reliant on highly skilled workers as they drive innovation and development and enable nations to position themselves successfully in the competitive global economy. In the light of population ageing and skill shortages, attracting highly skilled workers has become an important task of countries worldwide. In Europe in particular, demographic change and a lack of skilled labour are prompting governments to introduce direct measures to actively recruit economic migrants, especially highly skilled workers. Since most countries in Europe face similar challenges, highly skilled migrants from third countries are particularly important. In the following sections, we will first present a descriptive overview of migration flows into the EU as a whole, as well as into individual EU countries, differentiating by visa type. We also provide some descriptive evidence for skill shortages in the EU economies. Afterwards we will outlay a major supranational labour migration policy, the EU Blue Card, which was introduced in 2009, as well as selected national migration policies aimed at attracting skilled migrants from third countries. We will also compare labour migration policies in the EU with those in place in selected non-EU countries. In addition to attracting new workers, recent international student graduates also constitute a potential pool of highly skilled workers. Designing policies that allow graduates to transition from their studies into the host-countries' labour market offers another way of building and strengthening a country's highly skilled labour pool.
