Jugendarbeitslosigkeit
Trotz eines Rückgangs ist die EU-Jugendarbeitslosenquote nach wie vor sehr hoch. Laut EU-Kommission sind derzeit 4,5 Millionen junge Menschen (im Alter von 15 bis 24 Jahren) arbeitslos. Einem großen Teil dieser Generation droht durch fehlende Zukunftsperspektiven soziale Ausgrenzung mit weitreichenden Folgen. Mit Maßnahmen wie der Europäischen Ausbildungsallianz und Jugendgarantien der Länder soll entgegengesteuert werden.

"Youth unemployment has been a primary concern for the European countries, especially after the 2008 Great Recession. In 2013 a Recommendation of the Council of the European Union established the Youth Guarantee (YG) as a political commitment to ensure that all young people receive a high-quality offer of employment, training or continued education within 4 months of becoming unemployed. To financially support the implementation of the YG in European countries and regions, the EU turned to the European Social Fund and created the Youth Employment Initiative (YEI). The YEI used regional disparities as a guiding criterion for the allocation of resources, but it has not been assessed at the regional level. We fill this gap by assessing the impact of the YEI on the labour market and educational outcomes of young people in EU regions that received funding between 2014 and 2018. The findings demonstrate that the YEI had a positive impact on youth opportunities in EU regions, supporting labour market integration and the return to education and training." "The transition from school to work in rural areas presents distinct challenges compared to urban environments, shaped by constraints on spatial mobility, limited employment opportunities, insufficient training provision, and cultural expectations, particularly concerning gender roles. The Covid-19 pandemic and the expansion of remote work initially appeared to mitigate some of these barriers for digitally literate individuals with access to adequate infrastructure. However, many young people in rural areas lack the necessary digital skills and reliable internet connectivity to engage in remote employment, rendering digitalization a potential obstacle rather than a facilitator of labor market integration. As a broader socio-economic process, digitalization has the potential to expand employment and training opportunities for young people. The pandemic accelerated the adoption of digital tools by public employment services, requiring significant adaptation by both service providers and users. In response, the Portuguese government has implemented a strategic framework encompassing training programs and internships aimed at unemployed individuals with at least the minimum level of mandatory education. Despite the benefits of digitalized services, rural NEETs (persons not in employment, education, or training) frequently require more personalized, in-person support to navigate labor market barriers effectively. This study adopts a comparative approach to examine two active employment programmes targeting unemployed young adults in rural Portugal: one centered on remote digital training and the other on digital upskilling through internships. Through document analysis and semi-structured interviews with public employment services technicians, mentors, and NEETs aged 25–30, the findings underscore the relevance of these interventions, particularly for highly educated NEETs experiencing skills mismatches." "We study the lifetime effects of the first and largest American youth employment and training program in the United States—the Civilian Conservation Corps (CCC), 1933–1942. We match newly digitized enrollee records to census, World War II enlistment, Social Security, and death records. We find that longer service in the CCC led to improvements in height, health status, longevity, geographic mobility, and lifetime earnings but did not improve short-term labor market outcomes, including employment and wages. We address potential selection into CCC duration using several approaches, most importantly two newly developed control-function approaches that leverage unbiased estimates of the short-term effects of a randomized controlled trial of Job Corps (the modern version of the CCC). Our findings suggest that short- and medium-term evaluations of employment programs underestimate effects because they fail to capture lifetime effects and often ignore or underestimate health and longevity benefits that increase in magnitude at later ages." "Employment subsidies are important active labor market policy (ALMP) tools, suited to a variety of labor market challenges. This paper engages with recent ALMP categorisation debates by appraising Cronert’s (2019) recent typology of employment subsidies. It uses empirical material to assess the typology’s explanatory power and produce insights to inform further typological development. The illustrative case of the British ‘ Wage Incentive’ (2012-2014) is used to assess the typology’s analytical purchase. Cronert’s typology helpfully identifies key distinctions in the distributional profiles of employment subsidies, but further understanding of the category is impeded by the practice of defining them as demand-side interventions. The paper argues for a reappraisal of their supply-side characteristics, maintaining that the (potential) worker should be included in the analysis, and that employment subsidies’ relationship with training and job creation should be acknowledged.It proposes a redefinition of employment subsidies reflecting their real-world use, and suggests a framework for further exploring varieties of employment subsidy design from the perspective of beneficiaries." "In the face of increasing youth unemployment across Europe, innovative approaches to youth labor market policy are crucial. One such approach is the introduction of ‘one-stop shops’ for young people. Here, employment offices and other actors, such as youth social services, cooperate to offer young people coordinated advice from a single source. The impact of their introduction upon the young people that use them is, thus far, under-researched. This study begins to fill this gap by outlining the support approach of the German ‘youth career agencies’ that centers on gaining a more complete picture of the young person’s life situation in order to offer them a range of possible support programs. The study interrogates whether the youth career agencies do offer more personalized advice for young people during their transition to employment than classical job center teams. It argues that, if the cooperative relationships between the actors involved in the youth career agencies are of good quality, more personalized support is likely to be offered there. However, personalized support in youth career agencies is still limited by the diverse specifications and target figures demanded of job centers by the Federal Employment Agency and also influenced by the professional background of the individual caseworkers." "Activation measures have assumed a prominent role within policy perspectives aimed at increasing labour market participation to support welfare sustainability. Most comparative studies on active labour market policies (ALMPs) have been conducted at the national level, although several scholars recently stressed the need to consider more carefully the territorial dimension of social policies. This article addresses this research gap by providing quantitative estimates of the territorial effect of national ALMPs provision on youth employment in European regions. We find that regional contextual traits, which can present a variety of configurations, play a significant role in moderating the effects of ALMPs. Divergent outcomes per type and level of education also highlight the complexity of the landscape for ALMPs' design and implementation. "Activation policies to promote self-sufficiency among recipients of welfare and other types of benefits are becoming more common in many welfare states. We evaluate a law change in Norway making welfare receipt conditional on participation in an activation program for all welfare recipients below the age of 30. Analysing the program's staggered implementation across municipalities with several modern event study estimators, we estimate that the law change had quite precise 0-effects on benefit receipt, work and education. We also do not find any effects on the probability of being out of work or of being in employment, education or labour market programs. Qualitative evidence suggests that the zero effect may be due to the law change only impacting the participation of recipients with low expected gain from activation." "This study investigates the employment effects of a large-scale wage subsidy programme for the young unemployed that was introduced in 2016, during a period of recovery in the Polish economy. The focus is on the question of whether the effects differed between men and women. The study employs a large population administrative data set from the unemployment register, and exploits for identification the fact that firms were only eligible to participate in the wage subsidy programme if the newly recruited worker was below age 30 and was previously unemployed. A challenge in this research is that before 2016, standard packages of active labour market programmes for all unemployed and specific programmes for unemployed below age 30 had been in place. Exploiting the long period and broad data coverage, we estimate the differential impact of the new programme using a difference-in-discontinuities design. The main finding is that over the medium term, the new wage subsidy programme was effective for low- and middle-skilled eligible young women, but not for men. Das SGB III sieht unter anderem Maßnahmen zur Berufsorientierung, zur Aus- und Weiterbildung sowie zur Unterstützung bei der Arbeitsplatzsuche vor. Hierbei werden junge Menschen am Übergang von der Schule ins Berufsleben gezielt gefördert, um ihre Qualifikationen und Fähigkeiten zu entwickeln und ihre Chancen auf dem Arbeitsmarkt zu verbessern. Viele dieser Leistungen stehen auch Beziehern von Leistungen der Grundsicherung für Arbeitsuchende nach dem SGB II zur Verfügung, das SGB II bietet jedoch auch eigene Maßnahmen zur Aktivierung und beruflichen Eingliederung, von denen sich einige auch speziell an junge Menschen richten. Die vorliegende Arbeit soll einen knappen Überblick über die nach dem SGB III und dem SGB II bestehenden Fördermöglichkeiten geben. "Many European countries are facing the key challenge of integrating low-skilled jobless young people into the labour market. From 2018 to 2020, the Public Employment Service (PES) in Vienna tested a new model of intensified support ("case management"). The target group consisted of young unemployed persons with low formal qualifications who were drawing on social assistance. Based on the pilot project and a propensity matching approach, we show that the increase in staff significantly increased the intensity of the counselling. It led to an increase in job proposals and active labour market programme participation, as well as sanctions in the form of benefit suspensions for failure to keep PES appointments. In line with the goal, more of the young people were encouraged to take part in training and further education instead of being quickly placed in an unskilled job. However, in the three-year follow-up period, the intensified counselling did not (yet) have a significant effect on the overall extent of integration into employment. "Jobseekers, especially young people with little experience on the job market, face several challenges. They need to know which jobs are suited for them, where to find them, how to apply, and they need resilience in the face of repeated rejections. Previous research has shown that receiving information and reflecting on how to search for a job enhance self-efficacy and search motivation, thereby reducing the duration of unemployment spells. Following up on these results, we conducted an experiment in cooperation with the Austrian Ministry of Social Affairs which combines an “information nudge” in the form of a short video-clip with what we call “reflection nudge” in the form of an online survey. We find that a treatment combining reflection and information reduces job search duration of young unemployed people with a low level of formal education. "The study’s objective is to conduct a meta-analysis of the available ESF and YEI counterfactual impact evaluations (CIEs) implemented in the 27 Member States of the EU and the UK during the 2007-2013 and 2014-2020 programming periods. The meta-analysis aims at finding systematic evidence of the effectiveness and sustainability of ESF and YEI operations. Three ESF thematic objectives (TOs) are covered, namely TO8 (Employment), TO9 (Social inclusion), and TO10 (Education and training). Importantly, this is the first study focusing exclusively on ESF/YEI interventions. The study comprises CIEs analysing effects in terms of employment and education outcomes, while it does not cover social inclusion outcomes. The results emerging from the analysis will feed the ex-post evaluation of the 2014-2020 ESF and YEI programmes. The methodology adopted can be summarized as follows. As a first step, the evaluation team identified a set of primary studies to be coded: the initial sample of CIEs was identified relying on the reports collected in the COM evaluation library and complemented with other sources, totalling 138 potential ESF/YEI CIEs. In the coding phase, CIEs were included in the meta-database if they fulfilled the following minimum criteria: clearly distinguishable treatment and control groups in the CIE report; application of some version of a (quasi-) experimental method to account for potential selection bias and time trends; use of quantitative and objective outcome(s) to measure program effectiveness, which can be compared across a larger number of studies and settings; a clear and transparent indication of the direction of the effect. The final meta-database includes variables structured into four parts: study characteristics, intervention characteristics, variables related to the empirical analysis, and other additional variables relevant to the analysis. Of the 138 CIEs in the initial sample, 94 CIEs were eventually included in the meta-database, providing a total of 882 estimates on program effectiveness, all analysing ESF/YEI intervention impacts on participants’ employment outcomes. For these 94 evaluations, a quantitative meta-analysis was carried out. 19 CIEs, exclusively or partly analyzing education outcomes, could not be coded due to the low number of primary studies and estimates available and the heterogeneity of the outcome variables used. A narrative approach was carried out for the latter to synthesize their characteristics and findings. It is important to stress that most of the evaluations analyzed in this report are related to interventions which were implemented before 2020, thus assessing interventions which were not influenced by the pandemic. The spread of Covid-19 gave rise to several new needs and rapidly changed the socio-economic contexts of countries worldwide. "It is contested to what extent public employment services (PES) help build resilience in young unemployed people. Drawing on qualitative interviews with 19 people born in Germany and Norway between 1990 and 1995, the article examines stories about how PES, in two different activation regimes, help young people find meaningful work. The analysis and discussion are carried out within a theoretical framework that combines the capability approach with social resilience literature in a novel way. The findings show that PES are portrayed as being more present in young Germans' lives. The German informants seem to feel undue pressure from PES and they describe differences between personal aims and the "placement priority" of PES. Sanctions imposed by PES were also a much more predominant topic among the German informants. The Norwegian data were dominated by stories about young people in activation programmes who had been demotivated by being trapped in a cycle of programme participation, which did not result in employment. Across the two countries, our data suggest that PES rarely build social resilience: PES provided young people with a means to survive, but rarely helped to build their capacity to overcome their difficult situation. In line with previous research, the stories of young Germans and Norwegians also emphasise the need for a PES that provides tailor-made services that build on young people's motivation and ambition. The article demonstrates that combining the capability approach with social resilience theory enables a dynamic perspective on the development of people's capabilities." "In the wake of the Great Recession, youth labour market integration has become a central issue in both national as well as EU policy, e.g. in connection with the European Youth Guarantee. In this context, public employment services (PES) are considered central actors in promoting youth labour market integration. However, since international comparative analyses are scarce and the role of institutions and policies is thus rarely explicated, it is still an open empirical question whether and in which context PES can fulfil such a key role. Therefore, we analyse two questions based on the EU-LFS 2016 ad-hoc module: (i) How relevant is PES support to young people with different educational levels in finding a job? (ii) How do differences in the educational system and in labour market policies shape the relevance of PES support across Europe? This study illustrates that in countries with highly stratified, standardised and vocational-specific educational systems the relevance of PES is comparatively high in particular for the low-qualified. "This paper investigates the effects of the labor market experience of high school dropouts four years after leaving school by sending fictitious résumés to real job postings in France. Compared to those who have stayed unemployed since leaving school, the callback rate is not raised for those with employment experience, whether it is subsidized or non-subsidized, if there is no training accompanied by skill certification. We find no stigma effect associated with subsidized work experience. Moreover, training accompanied by skill certification improves youth prospects only when the local unemployment rate is sufficiently low, which occurs in one fifth of the commuting zones only." "Youth unemployment is a relevant issue among most European countries; therefore, it is important to understand its individual and situational determinants. This study aimed to investigate a conceptual model that explains the associations among positivity (POS), perceived support from employment agencies, perceived employability (PE), and employment status in a sample of 317 unemployed Italian youth involved in the Youth Guarantee program. In particular, this study investigated the relationships between POS and PE and between PE and employment. Moreover, we analyzed whether the relationship between POS and employment status was mediated by PE and whether the relationship between POS and PE was moderated by perceived support from employment agencies. Results showed that PE totally mediated the relationship between POS and employment status. Furthermore, the moderating role of perceived support from agencies was confirmed; when high, it boosted the relationship between POS and PE. In sum, this study contributes to understanding the key impact of POS on PE, as well as the role played by employment agencies as a “catalyst” of this relationship, allowing, with their support, unemployed youth to maximize their opportunity to find a job. "This article examines the role of youth activation in reproducing classed and gendered youth transitions. A large body of research on transitions examines how structural conditions continue to pattern youth transitions in the context of detraditionalization and individualisation. What is often missing from these analyses, is the role of institutional actors and youth policies. Based on a multi-sited ethnographic research in employment services in Helsinki, Finland, this article explores the role of youth activation and welfare conditionality in NEET young people's transitions. Youth activation refers to a complex mix of employment services, prevention of social exclusion, active labour market policies and welfare conditionality. The article shows how the seemingly supportive practices provided by youth employment services channel young people to a limited number of occupational tracks at the lower end of the labour market in a gendered manner. This channelling is institutionalised in the services' organisational structures and practices, and strengthened by welfare conditionality. "Youth unemployment has severe and long-lasting consequences. Despite the abundance of programmes that aim to integrate unemployed youth into the labour market, little is known about what factors have an impact on ensuring a durable labour market transition. This study reports on an employment programme for high-educated, unemployed young adults. The effect of participant, programme, relational and contextual factors on employment success was examined in a longitudinal study among 1,306 young adults. Twelve months after the programme, 1,069 participants were employed. Participant and relational factors increased the likelihood of employment success, while the effect of programme factors was mixed. Contextual factors decreased the likelihood of employment quality. The prediction of employment status and quality was based on a different combination of factors, which underscores the importance of investigating both, especially in a highly educated sample. More insight into the role, the four primary determinants play in finding employment can help improve employment interventions. Several courses of action are presented." Darüber hinaus werden die Teilnehmenden während des Projektverlaufs durch sogenannte Qualifizierungscoaches der beteiligten Jobcenter begleitet und erhalten für jedes erfolgreich absolvierte Modul sowie nach bestandener Abschlussprüfung eine Prämie von 400 bzw. 1 500 Euro. Die Studie ist rekonstruktiv ausgerichtet und basiert auf der Auswertung von zentralen Programmdokumenten sowie Wiederholungsinterviews mit ausgewählten Teilnehmenden und den Coaches aller Standorte. "In 2014, the Danish Government implemented an active labour market reform directed at unemployed young adults under 30 years of age with low educational qualifications. The reform replaced the (unemployment) cash benefits with a lower education benefit for many of the unemployed aged under 30 and obliged the low-skilled in this group to enrol in a regular general or vocational (VET) education program. This paper exploits the sharp discontinuity that occurs at age 30 to estimate the joint effect of higher benefits and the cessation of educational obligations on the share receiving cash benefits and the share enrolled in education. We estimate the effects by applying a regression discontinuity design. We report results for the group of low educated young adults and for subgroups facing different economic incentives. The results establish that reaching age 30 creates an incentive to apply for cash benefits, and we find strong evidence that a significant increase in the share of cash benefit recipients relates to a corresponding reduction in the share of young adults enrolled in education. When including subgroups the size of the effect increases, and the results demonstrate that the effects are strongest among previous education benefit recipients. Der Ausgangspunkt dieser Studie ist die Umsetzung scheinbar ähnlicher jugendorientierter Arbeitsmarktmaßnahmen in Griechenland und Portugal. Beide Länder litten unter einer hohen Jugendarbeitslosigkeit und sahen sich gezwungen, ihren Arbeitsmarkt im Rahmen der Rettungspakete, die während der Staatsschuldenkrise in Europa verabschiedet wurden, zu restrukturieren. Trotz vieler Gemeinsamkeiten der politischen Gestaltung ergaben sich bei den Beschäftigungsergebnissen beträchtliche Unterschiede. Die Politik für die Jugend war in Portugal zielgerichteter und besser strukturiert. Ihre Umsetzung war wirksamer, und von Beginn der Krise an wurden die Sozialpartner eingebunden. In Griechenland hingegen wurde die Dynamik der jugendorientierten politischen Maßnahmen durch Mängel in der politischen Gestaltung, durch administrative Schwächen und durch ungünstige makroökonomische Bedingungen gebremst, so dass sich die Unsicherheit für junge Menschen erhöht hat. Diese zwei unterschiedlichen Entwicklungen zeigen, dass ähnliche politische Inhalte manchmal zu sehr unterschiedlichen Ergebnissen führen können. (Autorenreferat, IAB-Doku)

"This evaluation study aims to assess the impact of PIPOL, an integrated program of active labor policies, on the employment integration of benefit recipients. To address the issue, we have resorted to a counterfactual approach with data from two main sources: the program administration and compulsory communications on employment and unemployment spells. We found a net impact of +5pp on average; we found positive effects for on-the-job training, but no impact for off-the-job training. On-the-job training also affects the probability to find permanent work (+3pp). This is consistent with the view that young people have excellent theoretical, but very little work-related competences. Off-the-job training does affect the probability to experience at least one labor contract after 2016. These results are partly due to a lock-in effect, namely the tendency of those who attend training programs to delay their job search. Interestingly, we found that the program has a different impact for different typologies of recipients and different types of intervention. "Seit vielen Jahren wird im Fachdiskurs die Herausforderung betont, dass keine jungen Menschen in Deutschland verloren gehen und durch die Maschen des Sozialleistungssystems fallen dürfen. Vor diesem Hintergrund fördert das Bundesministerium für Arbeit und Soziales (BMAS) seit dem Jahr 2015 das Bundesprogramm RESPEKT. In diesem Rahmen wurden bundesweit 18 Projekte (ab 2018: 17 Projekte) gefördert. Zielsetzung ist junge Menschen, die individuelle Schwierigkeiten haben eine Qualifikation zu erreichen oder ins Arbeitsleben einzumünden und von den bestehenden Sozialleistungsangeboten nicht erreicht werden oder diese nicht annehmen, an Bildungsprozesse, Maßnahmen der Arbeitsförderung, Ausbildung oder Arbeit heranzuführen.
Die Evaluation des Bundesprogramms wurde von der INTERVAL GmbH in Kooperation mit dem ZEP - Zentrum für Evaluation und Politikberatung zwischen Ende 2016 und Juni 2018 durchgeführt. Dabei wurden untersucht:
- die Bedarfslagen und Merkmale der Zielgruppe, speziell auch die Gründe, aus denen sie nicht von den Sozialleistungen erreicht werden;
- die inhaltliche Ausgestaltung des Hilfsangebots der geförderten Projekte, inkl. der Fragen zum Zugang zur Zielgruppe und zur Gestaltung der Kooperationen und Leistungen dritter Akteure zur Unterstützung der Teilnehmenden sowie
- die Erreichung der Zielsetzungen des Programms.

"This article sheds new light on a key topic in youth research over recent decades; how young people often rely on individualistic frames of interpretation in understanding their own lives. Based on biographical interviews with two cohorts of skilled men in Norway, the article demonstrates relations between historically specific institutional contexts and the ways in which people understand their school-to-work transitions. Whereas the older cohort accounted for their transitions as embedded processes, the younger cohort, who entered the same occupations three decades later, viewed their transitions as determined by self-searching in institutionalized choice situations. The wider implication of this is that the vocabulary fostered by contemporary transition contexts may invite researchers to overemphasize discrete moments ruptured from process, and thus obscure the dynamic relations between history and biography (Mills, 1959). "This article analyses the influence of unemployed parents' further vocational training on their children's future apprenticeship and employment opportunities. We focus on households receiving means-tested benefits in Germany and investigate whether parents' further vocational training helps avoid an intergenerational transmission of unemployment. Parents' further vocational training can affect children's future apprenticeship and employment opportunities directly, for instance by raising the value attributed to education and training within the family. Indirect effects via parents' improved employment opportunities are possible as well. The sample consists of adolescents who were 14 - 17 years old when their parents participated in a further vocational training programme. We evaluate apprenticeship and employment outcomes for the young adults at ages 17 - 23 using entropy balancing methods on the basis of rich large-scale register data. Our findings indicate significantly positive effects of parents' further vocational training on children's apprenticeship enrolment but non-significant or negative effects on children's regular employment at young ages. Moreover, mediation analysis gives evidence that these effects are partly mediated via an increase in parents' own employment opportunities. "This paper estimates the causal effects of the 2003 reform of the Italian apprenticeship contract which aimed at introducing the 'dual system' in Italy by allowing on-the-job training. The reform also increased the age eligibility of the apprenticeship contract and introduced a minimum floor to apprentices' wages. Using administrative data and balancing techniques we find that five years after hiring, the new contract improves the chances of moving to a permanent job in the same firm, yet this happens mostly in large firms. There are also sizeable long-run wage effects of the reform, well beyond the legal duration of apprenticeships, compatible with increased human capital accumulation probably due to the training provisions of the reform." "Youth unemployment has both individual and societal costs, which makes it a major policy challenge. It is well established that entry into the labour market is of crucial importance for later labour market trajectories. This has both a business cycle and a structural component; employment rates for youth are generally more cyclically sensitive than for other age groups, and youth entering the labour market with weak qualifications are particularly vulnerable throughout their working career. In the wake of the financial crisis, all OECD countries experienced an increase in youth unemployment, but even before the crisis, the share of youth in neither employment, education nor training was high in many countries. Youth not acquiring relevant labour market qualifications are a major challenge, since they belong to a group with a high risk of becoming marginalised throughout their working lives a risk which is not diminishing given technological change, globalisation etc. While the NEET rate in Denmark is below the OECD average, it has been on an upward trend. Although there has been much focus on the so-called Danish flexicurity model's ability to attain a low unemployment rate, the issue of youth entering the labour market with weak qualifications is a challenge, also in a Danish context. "Labour market and education policy makers and researchers are increasingly focusing on the NEET indicator as a supplement to the youth unemployment rate. Analyses of factors influencing NEET have concentrated primarily on individual characteristics such as gender and migration background on one hand, and on macro-level factors of nations such as economic growth and minimum wage regulations on the other. However, nations are not homogenous, especially when a country is divided into several federal states, as is the case with Austria. This article aims to analyse regional differences within Austria. In order to explain the differences, we define a multilevel model that contains four contextual factors: the importance of upper secondary education; the importance of dual education; vacant jobs; and expenditures for active labour market policy. Because the institutional level addresses different age groups, the analysis was split into two age groups: 15 - 19 and 20 - 24 years. The results have shown that, besides the social structure of the population, contextual factors like the upper secondary education, the dual education, vacant jobs, and expenditures for active labour market policy are also relevant for explaining regional differences in the NEET rates. "We study the impact of a mandatory activation program for young welfare recipients in the Netherlands. Introduced at the end of 2009, the goal of the program was to prevent so-called NEETs (individuals not in employment, education or training). We use a large administrative data set for the period 1999-2012 and employ differences-in-differences and regression discontinuity to estimate the effects of the reform. We find that the reform reduced the number of NEETs on welfare, increased the number of NEETs not on welfare, and had no effect on the overall number of NEETs. Our finding that the reform did not reduce the total number of NEETs contrasts with previous studies, which may be due to the fact that the reform took place during a severe economic recession." The introduction of the Youth Guarantee (YG) was met with high expectations. Since the economic crisis youth unemployment has significantly increased. It was accompanied by a flexibilisation of employment forms and the lowering of youth wages, both attempts to facilitate integration in the labour market. "The starting point of this study is the seemingly striking similarity in the number of youth-oriented labour market policies adopted by the Nordic and the Baltic EU member states in 2013 - 14 despite markedly different welfare regimes. The similarities remain when concentrating on active labour market policies (ALMPs) and extending the observation period to 2007 - 15, but the application of a more refined coding scheme suggests that there are also notable cross-country differences. Estonia, Finland and Sweden are found to exhibit a relatively similar approach to youth-oriented ALMPs, while Denmark, Latvia and Lithuania are more distinct cases. The similarities in the policy effort can be explained by similar problem pressure, EU-guided policy learning and the provision of EU funding. Lastly, the policy approaches of the Nordic states indicate a path-dependency. Thus, while the youth-oriented policy effort may appear to be quite similar, important differences remain." Der Weg dorthin führte über Zielgruppenanalysen, Stärken-Schwächen-Analysen, gemeinsame Arbeits- und Austauschtreffen, interne Workshops, Diskussionen und Arbeitsprozesse, Vorträge und Seminare sowie externe Beratung. Die Broschüre gibt einen Einblick in den Projektaufbau und -ablauf, will die Arbeitsprozesse und Ergebnisse in den beteiligten Jobcentern transparent machen und das Arbeitsformat der Entwicklungswerkstatt erläutern und einordnen. "Since the economic crisis in 2008, European youth unemployment rates have been persistently high at around 20% on average. The majority of European countries spends significant resources each year on active labor market programs (ALMP) with the aim of improving the integration prospects of struggling youths. Among the most common programs used are training courses, job search assistance and monitoring, subsidized employment, and public work programs. For policy makers, it is of upmost importance to know which of these programs work and which are able to achieve the intended goals - may it be the integration into the first labor market or further education. Based on a detailed assessment of the particularities of the youth labor market situation, we discuss the pros and cons of different ALMP types. We then provide a comprehensive survey of the recent evidence on the effectiveness of these ALMP for youth in Europe, highlighting factors that seem to promote or impede their effectiveness in practice. Overall, the findings with respect to employment outcomes are only partly promising. While job search assistance (with and without monitoring) results in overwhelmingly positive effects, we find more mixed effects for training and wage subsidies, whereas the effects for public work programs are clearly negative. The evidence on the impact of ALMP on furthering education participation as well as employment quality is scarce, requiring additional research and allowing only limited conclusions so far." "This article explores the way in which government policy shapes the lives of young people who are not in education, employment or training (NEET). In particular it examines how the concept of NEETs is set within a specific infrastructure and discourse for managing and supporting young people. The article provides a brief history of the NEET concept and NEET initiatives, before moving on to scrutinise the policies of the Coalition Government. A key distinction is made between those policies and practices that seek to prevent young people becoming NEET from those that seek to re-engage those who are NEET. It is argued that the Coalition has drawn on a similar active labour market toolkit to the previous Labour administration, but that this has been implemented with fewer resources and less co-ordination. It concludes that there is little reason to believe that Coalition policy will be any more successful than that of the previous government, and some reason to be concerned that it will lead to young people becoming more entrenched within NEET." "This study reviews the evidence on the impact of youth employment programs on labor market outcomes. The analysis looks at the effectiveness of various interventions and the factors that influence program performance including country context, targeted beneficiaries, program design and implementation, and type of evaluation. We identify 113 counterfactual impact evaluations covering a wide range of methodologies, interventions, and countries. Using meta-analysis methods, we synthesize the evidence based on 2,259 effect sizes (Standardized Mean Differences, or SMD) and the statistical significance of 3,105 treatment effect estimates (Positive and Statistically Significant, or PSS). Overall, we find that just more than one-third of evaluation results from youth employment programs implemented worldwide show a significant positive impact on labor market outcomes - either employment rates or earnings. In general, programs have been more successful in middle- and low-income countries; this may be because these programs' investments are especially helpful for the most vulnerable population groups - low-skilled, low-income - that they target. We also conjecture that the more-recent programs might have benefited from innovations in design and implementation. Moreover, in middle and low income countries, skills training and entrepreneurship programs seem to have had a higher impact. This does not imply, however, that those programs should be strictly preferred to others; much depends on the needs of beneficiaries and program design. In high-income countries, the role of intervention type is less decisive - much depends on context and how services are chosen and delivered, a result that holds across country types. We find strong evidence that programs that integrate multiple interventions are more likely to succeed because they are better able to respond to the different needs of beneficiaries. We also find evidence about the importance of profiling and follow-up systems in determining program performance, and some evidence about the importance of incentive systems for services providers." "Causal effects of a policy change on hazard rates of a duration outcome variable are not identified from a comparison of spells before and after the policy change, if there is unobserved heterogeneity in the effects and no model structure is imposed. We develop a discontinuity approach that overcomes this by considering spells that include the moment of the policy change and by exploiting variation in the moment at which different cohorts are exposed to the policy change. We prove identification of average treatment effects on hazard rates without model structure. We estimate these effects by kernel hazard regression. We use the introduction of the NDYP program for young unemployed individuals in the UK to estimate average program participation effects on the exit rate to work as well as anticipation effects." "We derive nonparametric sharp bounds on average treatment effects with an instrumental variable (IV) and use them to evaluate the effectiveness of the Job Corps (JC) training program for disadvantaged youth. We concentrate on the population average treatment effect (ATE) and the average treatment effect on the treated (ATT), which are parameters not point identified with an IV under heterogeneous treatment effects. The main assumptions employed to bound the ATE and ATT are monotonicity in the treatment of the average outcomes of specified subpopulations, and mean dominance assumptions across the potential outcomes of these subpopulations. Importantly, the direction of the mean dominance assumptions can be informed from data, and some of our bounds do not require an outcome with bounded support. We employ these bounds to assess the effectiveness of the JC program using data from a randomized social experiment with non-compliance (a common feature of social experiments). Our empirical results indicate that the effect of JC on eligible applicants (the target population) four years after randomization is to increase weekly earnings and employment by at least $24.61 and 4.3 percentage points, respectively, and to decrease yearly dependence on public welfare benefits by at least $84.29. Furthermore, the effect of JC on participants (the treated population) is to increase weekly earnings by between $28.67 and $43.47, increase employment by between 4.9 and 9.3 percentage points, and decrease public benefits received by between $108.72 and $140.29. Our results also point to positive average effects of JC on the labor market outcomes of those individuals who decide not to enroll in JC regardless of their treatment assignment (the so-called never takers), suggesting that these individuals would indeed benefit from participating in JC." "This document is the first deliverable from Work Package 2 of the NEGOTIATE project, 'Early job insecurity and youth unemployment as a theoretical and societal challenge'. The Work Package's first objective is to develop 'an original analytical framework for a comparative assessment of the individual and societal consequences of job insecurity early in a career. The analytical framework integrates concepts such as negotiation, agency, capability, empowerment, social resilience, embedded employability, networks, transition regimes, welfare state regimes and multi-level governance. A key interest is how to conceptualise the interactions between the young adults' agency and structurally given constraints and opportunities, (e.g. how they perceive and use their scope for action through networks and active agency, even in seemingly adverse circumstances) and in what sense young adults' find ways of negotiating the challenges of prolonged unemployment and job insecurity.' (DoA, Annex 1, Part A, p. 16). NEGOTIATE's core question is how young people's scope for agency interacts with different layers of structural conditions in a multi-level governance system.
As means to answering this question, the deliverable will review and summarise relevant theoretical literature on key concepts and assess how they contribute to an understanding of the consequences of early job insecurity for young people. A particular interest is the extent to which young women and men are able to negotiate these conditions and avoid the most adverse consequences of such insecurity. We will be particularly attentive to mechanisms of gendered labour market outcomes and patterns of market marginalisation of young people.
