Migration und Integration

Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.

Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. Inwiefern kann Zuwanderung der Schrumpfung und Alterung des Erwerbspersonenpotenzials entgegenwirken? Welche Entwicklungen in der nationalen und europäischen Einwanderungspolitik begünstigen die Einwanderung von Erwerbspersonen und Fachkräften?     "In response to the volatile nature of contemporary labor markets, individuals are increasingly expected to self-manage their career trajectories. Although career self-management presents inherent challenges for the general working population, these difficulties may be exacerbated for vulnerable groups. To date, however, empirical research on the career crafting behaviors of vulnerable populations remains scarce. To extend career crafting research to underrepresented groups, we explored the career crafting strategies that migrant women engage in to achieve their future work selves, as well as the influence of resource availability on the adoption of these strategies. Based on migrant women's career orientation and temporal focus (present vs. future), we identified four career crafting strategies: (1) career planning, (2) career balancing, (3) career architecting and (4) career navigating. Our findings suggest that migrant women do not solely adopt one strategy throughout their entire career. Instead, we conceptualize career crafting as an agentic process wherein individuals seek optimal fit between their career crafting strategy and their (migration) context at the current stage of their career. Consequently, we do not state that one strategy is optimal compared to others – rather that the optimum can be found when achieving the right contextual fit, particularly in the context of vulnerability. Our findings underscore the importance of acknowledging the enabling and constraining circumstances that influence career crafting strategies of migrant women."     "How do asylum seekers affect host-country economies from a supply and demand perspective? What share of such immigration shocks is absorbed by existing vs. new businesses? To study these questions, we combine exclusive business registration and asylum seeker data for the universe of German districts over 2007-2021. We address endogeneity in asylum seeker allocation by exploiting rule-based allocation quotas as an instrument. A one SD treatment (10 asylum seekers/1,000 inhabitants) leads to 0.7 new businesses (7.9% increase) including 2.7 full-time jobs per 1,000 inhabitants. A sector-level analysis suggests that the founding of new businesses is both supply- (additional workforce) and demand-driven (need for basic goods/services), while the demand effect kicks in first. District-level employment data shows that total job creation is about four times larger, suggesting that 75% of the immigration shock is absorbed by existing businesses."     "Despite contributing to host country economies, there is limited examination of self-employed female immigrants in the literature. While human, social, and financial capital are important for entrepreneurship in general, given immigrant women's intersectional identities, the potential exists for these factors to affect them differently. This study uses US data obtained from Integrated Public Use Microdata Series (IPUMS) to empirically test the relationship of human, social, and financial capital on female immigrants self-employment and compares these relationships with US-born women and male immigrants. While the results are mixed, overall, the findings suggest that female immigrants odds of being self-employed, in relation to their levels of human, social, and financial capital, are influenced to a greater extent by their immigrant identity than their gender identity.     "This article explains entrepreneurial activity patterns in the United Kingdom labour market using theories of racial capitalism and intersectional feminism. Using UK Office for National Statistics Labour Force Survey data 2018–2019 and employing probit modelling techniques on employment modes, self-employment types and work arrangements among differing groups, we investigate inequality in self-employment within and between socio-structural groupings of race, class and gender. We find that those belonging to non-dominant gender, race and socio-economic class groupings experience an intersecting set of entrepreneurial penalties, enhancing understanding of the ways multiple social hierarchies interact in self-employment patterns. This robust quantitative evidence challenges contemporary debates, policy and practice regarding the potential for entrepreneurship to offer viable income generation opportunities by those on the socio-economic margins."     "Labour policy can be considered the most crucial means with which to promote the effective integration of migrants. In this policy field, best practices circulate widely among policymakers, above all at the local level, to devise solutions to facilitate the integration of migrants. However, best practices tend to fail when they are transferred to other countries. In the light of the policy analysis literature on the transfer of best practices, the paper discusses three cases of local practices. It describes the network of actors, and it focuses on the reasons for the success of labour-integration policies for migrants during the implementation phase at the local level. The paper tests the following dimensions: the centrality of the users/migrants; the complexity and density of the networks of actors; and the mechanisms triggered. The hypothesis is that the activation of social mechanisms within an actors’ network can achieve a higher level of migrant integration in countries affected by strong migratory flows, and direct more attention to the needs of end-users and their relationship with stakeholders at the local level. The paper analyses the case studies in order to detect the mechanisms that may positively affect implementation of labour policy. Moreover, it is important to determine whether local actors can play a positive role in increasing the effectiveness of migrants’ integration into the labour market. An empirical analysis of the three cases is needed to identify the main success factors and to highlight the main findings of the empirical research."     "The recent dramatic growth in self-employment among Mexican immigrants in the United States in the past two decades is a puzzling trend, in stark contrast to the stagnant growth or even decline among other demographic groups. The authors propose that the expansion of interior immigration enforcement, a characteristic of the US immigration policy during that time span, contributed to this unique trend by pushing Mexican immigrants into self-employment as an alternative livelihood. Exploiting temporal and geographic variation in immigration enforcement measures from 2005 to 2017, the authors show that tougher enforcement has been responsible for approximately 15% of the rise in Mexican self-employment in the United States."     "Immigrants can expand labor supply and compete for jobs with native-born workers. But immigrants may also start new firms, expanding labor demand. This paper uses US administrative data and other data sources to study the role of immigrants in entrepreneurship. We ask how often immigrants start companies, how many jobs these firms create, and how firms founded by native-born individuals compare. A simple model provides a measurement framework for addressing the dual roles of immigrants as founders and workers.     "Wie steht es eigentlich in Deutschland um die Wahrnehmung des Phänomens „migrantischen“ Unternehmer:innentums? Was kann Wissenschaft beitragen zu einer differenzierten Wahrnehmung des wirtschaftlichen und gesellschaftlichen Beitrags Migrant:innen? Wo kann Politik ansetzen, um Potenziale zielgenau zu heben? Die Autor:innen schildern den aktuellen Forschungsstand zur Selbständigkeit von Menschen mit Zuwanderungsgeschichte und schlagen vor diesem Hintergrund ein differenziertes und aktualisiertes Bild des Phänomens vor. In zukünftiger Forschung aber auch bei zielgerichteten Unterstützungsmaßnahmen schlagen die Autor:innen vor, klarer zu differenzieren zwischen persönlichen Merkmalen des bzw. der Unternehmer:in und den Charakteristika des Unternehmens. Beim Blick auf die Person sind dann etwa Fragen des Zuwanderungsmotivs oder der Zughörigkeit zur ersten oder zweiten Generation relevant. Beim Blick auf das Unternehmen sollten Merkmale wie die Branchenzugehörigkeit aber auch die transnationale Ausrichtung des Geschäftsmodells Beachtung finden. Der Politik empfehlen die Autor:innen, migrantischen Unternehmer:innen in Deutschland endlich den Stellenwert in der öffentlichen Wahrnehmung zu geben, den sie aufgrund ihres heute schon immensen Beitrags haben sollten. Darüber hinaus sollten Gründungsförderung und Beratungsinstrumente zielgruppenspezifischer zugeschnitten werden. Besonderes Potenzial sehen die Autor:innen in internationalen Studierenden an deutschen Hochschulen. A distinction is made between self-employed with and without workers.     "Recently, the entrepreneurial potential of refugees has received growing attention from scholars and policymakers. However, the literature on refugee entrepreneurship suffers from the fragmentation of previous research findings, which has been mainly attributed to the fact that refugees have heterogeneous backgrounds. Tackling this challenge, this study conceptualized the framework for the multiple embeddedness of refugee entrepreneurs by applying and extending the concept of mixed embeddedness. Based on 50 semi-structured interviews with refugee entrepreneurs who relocated to Germany, France, and Ireland, we identified six patterns in which refugees' multiple embeddedness and their actions as entrepreneurial agencies interacted to develop entrepreneurial opportunities: (i) value creation with homeland resources, (ii) acting as transnational middleman minorities, (iii) integration facilitation, (iv) qualification transfers, (v) homeland-problem solving, and (vi) creative innovation. This study contributes to the literature on refugee entrepreneurship by considering multiple contexts in which refugees can be embedded in and by elaborating on the interactions between opportunity structure emerging within the multiple embeddedness, actions, and capabilities of refugees as entrepreneurial agencies."     "The years following the so-called 'refugee crisis' of 2015 saw unprecedented efforts to promote the social and economic inclusion of refugees and asylum seekers. Entrepreneurship has been praised as a promising route to refugee self-reliance, but its viability remains contested and under-researched in developed economies such as Germany. Limited literature on the topic suggests entrepreneurship is a useful route to self-sufficiency, although refugees face more barriers than other immigrant entrepreneurs, such as language barriers and bureaucratic processes. This article uses semi-structured interviews with refugee entrepreneurs, civil society, social enterprises and the public sector to identify the main challenges for refugee entrepreneurs and to examine whether entrepreneurship is effective for achieving self-reliance in one of the most important centres for creating innovative projects supporting refugee inclusion and entrepreneurship, namely Berlin. Though it is too early to demonstrate whether entrepreneurship has long-term economic gains, this research shows that entrepreneurship is not a 'fast track' to economic self-reliance, but has several benefits for social inclusion. It also demonstrates the importance of holistic support systems for refugee entrepreneurs and the difficulty of refugee entrepreneurial success even in the most developed economies."     "Ob als Gründerin oder Gründer eines Startups, als Inhaber oder Inhaberin eines mittelständischen Betriebes oder als Selbstständige oder Selbstständiger in einem freien Beruf – Menschen mit Migrationshintergrund leisten in zunehmendem Maß Beiträge zu einem vielfältigen und leistungsstarken Mittelstand und zu einem gesunden Arbeitsmarkt in Deutschland. Mehr als zwei Millionen Personen waren 2018 in Deutschland dank der unternehmerischen Tätigkeit von Menschen mit Zuwanderungsgeschichte in Arbeit. Investitionen in Bildung und bedarfsgerechte Förder- und Beratungsstrukturen in den Bundesländern können den Leistungsbeitrag der Selbstständigen mit Zuwanderungsgeschichte für Wirtschaft und Integration vergrößern. Dies zeigt die Studie „Migrantenunternehmen in Deutschland zwischen 2005 und 2018. Ausmaß, ökonomische Bedeutung und Einflussfaktoren auf Ebene der Bundesländer“. Basierend auf Daten des Mikrozensus bietet die Studie eine Analyse des Ausmaßes und der ökonomischen Bedeutung des Unternehmertums von Personen mit Migrationshintergrund in Deutschland und in den Bundesländern. Dabei werden neben dem Beschäftigungseffekt auch die Branchenzusammensetzung die Einkommensentwicklung in den Blick genommen. Abschließend wird untersucht, welche wirtschaftlichen und soziodemographischen Einflussfaktoren auf das Ausmaß, die ökonomische Bedeutung und das Einkommensniveau der Selbstständigkeit von Personen mit Migrationshintergrund in den Bundesländern wirken. Neben anderen Faktoren scheint vor allem die Bildungspolitik der Länder gefragt: Eine Verbesserung des Qualifikationsniveaus der Bevölkerung mit Migrationshintergrund könnte nicht nur zu mehr Unternehmertum in dieser Bevölkerungsgruppe beitragen, sondern würde auch helfen, den wirtschaftlichen Beitrag und den wirtschaftlichen Erfolg der Unternehmer und Unternehmerinnen mit Migrationshintergrund substanziell zu steigern."     "Gemessen an der Zahl der Geschäftsinhaber sind Zuwanderer überdurchschnittlich oft unternehmerisch aktiv. In der wissenschaftlichen Forschung werden die Auswirkungen auf das Gastland durchweg positiv bewertet, während es zu möglichen Nachteilen kaum ernstzunehmende Erkenntnisse gibt. Allerdings hat die Förderung der Selbstständigkeit nicht verbreitet zur Verbesserung der wirtschaftlichen Lage von Migranten mit geringem Qualifikationsniveau beigetragen. Solange spezielle Visa-Programme den wirtschaftlichen Nutzen von Zuwanderung nicht nachweislich in besonderem Maße steigern, sollten Bildungs- und Ausbildungsabschlüsse als Hauptkriterien für die Auswahl von Zuwanderern herangezogen werden, da sich an ihnen die Erfolgsaussichten der Migranten am besten ablesen lassen."     "Der Beitrag stellt den Stand der Forschung und Erkenntnisse zu Weiterbildung in Migrantenunternehmen auf Grundlage einer Unternehmensbefragung aus dem Jahr 2013 vor. Anhand von Betriebsgrößenklassen, Wirtschaftszweigen und der Bildung der Inhaber/-innen werden die Unterschiede in der Weiterbildungsteilhabe zwischen Migranten- und Nicht-Migrantenbetrieben dargestellt. Auf Basis der Ergebnisse ist zu vermuten, dass neben betriebsstrukturellen Einflüssen auch weitere migrationsbedingte Einflüsse als Ursachen für die niedrigere Weiterbildungsteilhabe in Migrantenbetrieben in Betracht gezogen werden müssen.     "This article examines the self-employment behaviour of three generations of migrants from Turkey living in Europe to understand its implications for their economic adaptation into the receiving societies. It specifically investigates the likely generational differences in their propensity to engage in small businesses and the extent to which they are transmitted across generations. The research is based on the 2000 Families Survey, which draws parallel samples of migrant and non-migrant families from their origins in Turkey and traces them across Turkey and Europe over multiple generations. The data are drawn from a subset of personal interviews with 1743 economically active settlers nested within 836 families. The results challenge the assimilation theory but lend support to the disadvantage thesis by demonstrating that the younger generations, including the better educated, are significantly engaged in small, low-status businesses of their parents regardless of their language proficiency, citizenship status and country of residence."     "We study immigrant entrepreneurship and firm ownership in 2007 and 2012 using the Survey of Business Owners (SBO). The survival and growth of immigrant-owned businesses over time relative to native-founded companies is evaluated by linking the 2007 SBO to the Longitudinal Business Database (LBD). We quantify the dependency of the United States as a whole, as well as individual states, on the contributions of immigrant entrepreneurs in terms of firm formation and job creation. We describe differences in the types of businesses started by immigrants and the quality of jobs created by their firms. First-generation immigrants create about 25% of new firms in the United States, but this share exceeds 40% in some states. In addition, Asian and Hispanic second-generation immigrants start about 6% of new firms. Immigrant-owned firms, on average, create fewer jobs than native-owned firms, but much of this is explained by the industry and geographic location of the firms. Immigrant-owned firms pay comparable wages, conditional on firm traits, to native-owned firms, but are less likely to offer benefits." (Author's abstract, IAB-Doku) ((en))

    "This article analyses how the gendered and classed positions of migrant women explain the meanings of becoming an entrepreneur and the role of their spouses in their occupational trajectories. Using a translocational positionality approach, the article challenges the claim that women escape patriarchal domination by establishing their own businesses. The narratives of 35 Latin American women entrepreneurs in Spain reveal that becoming an entrepreneur is conditioned by class-based ideas of masculinity and femininity. I argue that middle-class Latin American immigrant women become entrepreneurs to promote their spouse's career advancement while conforming to class-based norms of femininity. In contrast, lower class Latin American women view the business as a space of autonomy and occupational upward mobility that nevertheless also complies with working-class definitions of femininity. The policy implications of these findings relate to making class aspirations central to the support of labour market integration and empowerment of migrant women."     "This article explores the admission policies for self-employed non-EU immigrants wanting to start or move their business to the European Union (EU). Selecting immigrant entrepreneurs is a specific and understudied policy strand in the battle for talent. No common EU policy is available (yet) and although national policies do show some similarity, they differ in respect of how and who decides if an entrepreneur serves a national economic interest. By presenting a first-time model for defining the level of welcoming, this study adds an instrument to the toolbox of both scholars and policy makers for evaluating immigration policies. Whether a policy is welcoming depends on material criteria, such as entry conditions giving the entrepreneur a fair chance and on the formal criteria of the applicable procedures and the actors involved in the decision-making process. The body of the article constitutes of a legal comparison between French, German and Dutch entry policies for non-EU entrepreneurs. The article concludes that a future EU policy on welcoming immigrant entrepreneurs must set standards for a large variety of entrepreneurs, allow for the economic interest to be broadly defined and have, at the least, transparent and practical procedures."     "This article discusses the diversified self-employment trajectories of intra-EU migrant entrepreneurs in Poland in the context of the culture hierarchies persistent in Europe. The business ventures are established by intra-EU labour migrants, graduates of Polish universities, but also lifestyle migrants and individuals who migrate to Poland because of a partner or family residing here. Nationals of the post-2004 Member States are more inclined to register their own business entities than are nationals of the EU-15 countries: they are also more susceptible to the risk of failure (closing or suspending an enterprise). Qualitative research reveals that the career trajectories of EU-15 nationals are not necessarily dependent upon integration efforts. Immigrant entrepreneurs from countries like the UK or Spain may attract customer attention by profiting from their cultural background, but many of them exhibit a tendency to live in language and cultural enclaves. Migrant entrepreneurs from the EU-12 typically become successful in their business activities when they are well integrated with the host society - especially if they have a good knowledge of Polish." A third question can be about the business associations, representing the interests of the migrant entrepreneurs. Hence the question 'Do migrant entrepreneurs organize themselves in business associations?' is followed by the question 'What is the role of these business associations in terms of networks?' The entrepreneurs understandably want to have their interest well represented, but it is equally important that German society regards these business associations positively and incorporates them in the policy process, especially in terms of labour market integration. It is also relevant to find out the position of the European Union on migrant entrepreneurship. Does it promote migrant entrepreneurship and if so how does it do that? The answers to all these questions will provide a reality-check to the positive image that is attributed to migrant entrepreneurship. (2003) eingeführte Methode, die nicht nur auf der Anzahl der beteiligten Ethnien rekurriert, sondern die Wahrscheinlichkeit, dass eine bestimmte ethnische Zusammensetzung zustande kommt, berücksichtigt. Unsere Ergebnisse zeigen erstens, dass Ausländer eine wichtige Rolle als Unternehmer aber auch als Beschäftigte junger Unternehmen spielen. Zweitens können wir zeigen, dass nur wirklich seltene ethnische Kombinationen einen positiven Einfluss auf die Innovationswahrscheinlichkeit junger Unternehmen haben.     "Self-employment constitutes a vital part of the economy since entrepreneurs can provide employment not only for themselves but also for others. The link between self-employment and immigration is, however, complex, especially given the changing nature of self-employment. We investigate the evolving relationship between self-employment and immigration using recently released microdata from the 2011 Census for England and Wales. Our findings indicate large variations, with high self-employment rates observed for some groups with a long established history of migration to the UK (especially men born in Pakistan) and also for some groups who have arrived more recently (such as from the EU's new member states). We further explore the differences, analyse variations by gender and identify key determining factors. In addition to certain socio-economic characteristics, it is found that migration-related influences, such as English language proficiency and period of arrival in the UK, play an important role for some groups."     "Using data from the German Socio-Economic Panel from 1984 to 2012, we explore income effects of self-employment for females and migrants. Controlling for the selection into self-employment, we differentiate the overall earnings differential between the selfemployed and the wage-employed into an endowment effect (they are equipped with characteristics that positively affect earnings in either occupation) and a treatment effect (the income effect solely due to the decision for self-employment). We find that women exhibit both a lower treatment effect and a lower endowment effect than men. Migrants benefit much more from entrepreneurial activities than Germans, having a significantly higher treatment effect. Among the countries of origin, Turkish migrants benefit the most from their selfemployment decision, while southern Europeans exhibit the lowest income relevant skills."     "Prior research has shown that immigrants are more likely than natives to become entrepreneurs, and that entrepreneurs are disproportionately drawn from the extremes of the ability distribution. Using a large panel of US residents with bachelors' degrees in scientific fields, we ask whether higher rates of entrepreneurship among immigrants can be explained by their position on the ability spectrum and establish four new facts about science-based and immigrant entrepreneurship. First, in this sample, an immigrant entrepreneurship premium exists only in science-based entrepreneurship. Second, this premium persists after controlling for ability (measured by paid employment wage residuals.) Third, a U-shaped relationship between ability and entrepreneurship exists only in non-science entrepreneurship; for science entrepreneurship, the relationship is increasing. Finally, the immigrant premium in science entrepreneurship is largest among immigrants with non-US degrees and those from non-English-speaking or culturally dissimilar countries. Stated preferences for self-employment do not explain the immigrant premium. The results suggest that immigrants may on average have higher levels of unobservable skills related to entrepreneurship."     "We integrate insights from the social embeddedness perspective with research on immigrant entrepreneurship to theorize on how family resources influence exit from entrepreneurship among previously unemployed immigrant entrepreneurs. Results from a cohort study of immigrant entrepreneurs in Sweden reveal that family resources are important for immigrants to integrate economically into a country. We find that having family members in geographical proximity increases immigrant entrepreneurs' likelihood of remaining in entrepreneurship. Further, family financial capital enhances immigrant entrepreneurs' likelihood of remaining in entrepreneurship as well as their likelihood of exiting to paid employment. Although often neglected in immigrant entrepreneurship studies, resources accruing from spousal relationships with natives influence entrepreneurs' exit behavior.     "We study the relationship between ethnicity, occupational choice, and entrepreneurship. Immigrant groups in the United States cluster in specific business sectors. For example, the concentration of Korean self-employment in dry cleaners is 34 times greater than other immigrant groups, and Gujarati-speaking Indians are similarly 108 times more concentrated in managing motels. We develop a model of social interactions where non-work relationships facilitate the acquisition of sector-specific skills. The resulting scale economies generate occupational stratification along ethnic lines, consistent with the reoccurring phenomenon of small, socially-isolated groups achieving considerable economic success via concentrated entrepreneurship.     "The Ghanaian population in the Netherlands is relatively well-endowed in terms of human capital. In addition, a large number of them came when deindustrialisation had run its course and the Dutch economy, the service sector in particular, started growing again after 1985. On the basis of the Mixed Embeddedness model, we expected that the combination of, on average, higher levels of human capital and the transformation of the (urban)economy, would lead to rather different patterns of entrepreneurship when compared to their predecessors who came as guest workers. We explored this issue using interviews with 84 Ghanaian entrepreneurs in the Netherlands. Our data only partly corroborated our hypotheses. Notwithstanding, the higher levels of human capital and the shifts in the urban economies, a significant number of Ghanaian entrepreneurs still end up in the lower echelons of the opportunity structure." Our work quantifies immigrant contributions to new firm creation in a wide variety of fields and using multiple definitions. While significant research effort has gone into understanding the economic impact of immigration into the United States, comprehensive data for quantifying immigrant entrepreneurship are difficult to assemble. We combine several restricted-access U.S. Census Bureau data sets to create a unique longitudinal data platform that covers 1992-2008 and many states. We describe differences in the types of businesses initially formed by immigrants and their medium-term growth patterns.     "This study analyses the role of immigration background and education in creating new business initiatives in Luxembourg, a country where 44 % of the resident population is immigrant. We investigate the features of entrepreneurs and of the Luxembourgish System of Entrepreneurship using the Global Entrepreneurship Monitoring surveys of 2013 and 2014. We study the effect of immigration through all the stages of entrepreneurial process: interest in starting a new business, effectively starting, running a new business and managing an established business. We adopt a sequential logit to model entrepreneurial process as a sequence of stages. We find that firstgeneration immigrants, and in particular highly educated ones, are more interested in starting a new business than non-immigrants, but they do not differ in subsequent entrepreneurial phases.     "An increasing number of immigrants have become entrepreneurial and many governments expect or hope that the ongoing rise of ethnic entrepreneurship will contribute significantly to the integration of immigrants, to their upward mobility, and to the economic development of the city of residence. In this article we explore the rules, regulations and policy interventions that shape self-employment trajectories in general and those of immigrant ethnic minorities in particular. The article is based on a general inventory of measures to promote ethnic entrepreneurship in 32 European countries, and a somewhat deeper inventory of policies and interventions in 28 European cities. We came across all kinds of measures and interventions and identified certain patterns, but the most striking finding was that such explicit measures and interventions were actually thin on the ground.     "In dem Beitrag werden die Ergebnisse einer qualitativen Untersuchung zur Gründungsgeschichte aus Sicht von Selbstständigen mit Migrationshintergrund vorgestellt. Als Ergebnis wird eine Typenbildung präsentiert, die den Kontext, in den die Unternehmensgründung eingebettet ist sowie die Motivationslagen, die zur Selbstständigkeit geführt haben, berücksichtigt. Hier zeigt sich die gesamte Spannweite selbstständigen Arbeitens von Migrantinnen und Migranten: vom prekären Unternehmertum bis hin zur Selbstständigkeit mit hohen Autonomiegraden. Darüber hinaus wird auf spezifische Herausforderungen für migrantische Unternehmerinnen und Unternehmer im Verstehen von Systemen, beispielsweise dem deutschen Rechts-, Bildungs- oder Sozialversicherungssystem, formellen Regelungen und informellen Regeln eingegangen. Zum einen wird deutlich, dass dieses Systemwissen nicht leicht zugänglich ist. Zum anderen offenbart sich, wie handlungsleitend (zunächst) kulturelle und institutionelle Prägungen durch die Herkunftsländer sind. Länderbericht Deutschland zum Global Entrepreneurship Monitor (GEM) werden Gründungsaktivitäten und -einstellungen in Deutschland auf Basis der 2015 erhobenen Daten beschrieben und erklärt. Die empirischen Befunde für Deutschland werden international (mit 22 anderen innovationsbasierten GEM-Ländern) sowie intertemporal (mit älteren Daten Deutschlands) verglichen.
    Zum Zeitpunkt der Erhebung im Frühjahr 2015 versuchten 4,7 % der erwachsenen Deutschen ein neues Unternehmen zu gründen (werdende Gründer) oder waren Inhaber und Geschäftsführer eines Unternehmens, das noch nicht älter als 3 1/2 Jahre war (Gründer junger Unternehmen).
    Männer (aber nur 3,3 % Frauen) sowie 25-34-Jährige (deutlich geringer bei jüngeren und älteren Menschen) gründen in Deutschland relativ oft.
    Mehr als 73 % der Gründerpersonen gründen nicht, weil sie ihr Einkommen ,nur' sichern wollen oder keine Erwerbsalternative haben. Unter den 'Opportunity'-Gründern nennen 39 % die größere Unabhängigkeit im Arbeitsleben und 27 % die Erhöhung des bisherigen Einkommens als wichtigstes Gründungsmotiv.
    Drei Viertel aller Gründungen in Deutschland haben aktuell (oder erwarten in den nächsten fünf Jahren) mindestens einen Arbeitsplatz (ohne den/die Gründer selbst)." (Textauszug, IAB-Doku)

    "Ausländer haben das Existenzgründungsgeschehen in den Jahren 2004 bis 2014 sowohl in Deutschland als auch Nordrhein-Westfalen in zunehmendem Maße beeinflusst. Eine besonders große Rolle haben ausländische Gründer im gewerblichen Bereich gespielt. Differenzierende Analysen auf Basis der Gewerbeanzeigenstatistik zeigen, dass der Gründungsboom unter den Ausländern ausschließlich auf die Bürger der ost- und mitteleuropäischen EU-Beitrittsstaaten von 2004 und 2007 zurückgeht. Unter den übrigen Ausländern war im betrachteten Zeitraum ebenso wie unter den Deutschen ein Rückgang bei den gewerblichen Gründungen zu beobachten. Die Gründungen von Ausländern weisen teils andere Tätigkeitsschwerpunkte und eine im Durchschnitt geringere wirtschaftliche Substanz auf als die der deutschen Gründer. Diese Unterschiede sind wiederum zu einem größeren Teil auf die Bürger der genannten EU-Beitrittsstaaten zurückzuführen, deren Anteil am gewerblichen Gründungsgeschehen seit 2014 aber rückläufig ist." We argue that the previous literature has neglected to account for different proxies of entrepreneurial behavior and for determinants of self-employment in the country of origin. We find mixed evidence of a significant relationship between entrepreneurial activity of US immigrants and two different measures of entrepreneurial activity in their respective countries of origin. Our findings suggest that differences in self-employment across immigrants of different origin are to some degree an expression of the behavior acquired under varying economic and institutional environments." Mit Mikrozensusdaten und unter Einbezug verschiedener Herkunftsgruppen werden zentrale Charakteristika, hauptsächlich Bildungsstand, wirtschaftssektorale Orientierung und Einkommen, untersucht.     "Using a generational cohort method and the 1981 and 2006 Canadian Census 20 per cent sample files, this study examines whether the effects of three important determinants of self-employment - expected earnings differentials between paid and self-employment, difficulties in the labour market, and ethnic enclave - differ between immigrants and non-immigrants. Unemployment had a stronger push effect on self-employment among immigrant fathers than among Canadian-born fathers. Expected earnings differential had a stronger effect among Canadian-born fathers than among immigrant fathers. Sons of both immigrants and the Canadian-born were more strongly affected by expected earnings differentials than were their fathers, while unemployment was not a significant factor for them.     "Do more risk loving migrants opt for self-employment? We use a novel vignette-adjusted measure of risk preferences to investigate the link between risk aversion and entrepreneurship in migrant communities. Using an original representative household survey of the migrant population in the Greater Dublin Area, we find a significant negative relationship between risk aversion and entrepreneurship. Our results show that the use of vignettes improves the significance of the results, as they simultaneously correct for differential item functioning (where respondents interpret the self-evaluation scale in different ways) between entrepreneurs and non-entrepreneurs, and correct for variation in the use of self-evaluation scales between migrants from different countries of origin.     "Earlier research has shown that immigrant- and minority entrepreneurs have difficulties accessing capital through the formal financial markets. This essay studies what role immigrant employees within the local bank sector have for the probability of immigrants to run their own businesses. I use linked employer-employee data covering the whole Swedish labor market for the years 1987 to 2003 and utilize a nationwide refugee dispersal policy to get exogenous variation in the exposure to co-ethnic bank employees. Results suggest that there is a positive relation between co-ethnic bank employees and the probability of being self-employed. This effect is most pronounced for immigrants who arrived with low education, for males and for those residing in metropolitan regions. The effects are substantial and robust to a wide set of controls for labor market characteristics of the ethnic group at the local level.     "This article investigates whether immigrant self-employment is related more to segregation in the labour market than work as an employee (making it justifiable to speak of ethnic business) or whether, on the contrary, it reflects equality with the self-employment by the Swiss. The distinctive features of this research design are the comparison of ethnic segregation in the labour market with gender-specific segregation and the fact that, apart from migrants of the first generation, members of the second generation are also taken into consideration. The analyses show, firstly, that large differences exist between the various groups of migrants and that three patterns in immigrant self-employment become apparent. While for one person self-employment brings greater adjustment to the Swiss in comparison with working as an employee, for another it is associated with greater segregation. The third pattern reveals that self-employment can be an expression of 'superstratification' (Überschichtung). Secondly, the analyses indicate that, for the self-employed, gender-specific horizontal and vertical segregation tends to be smaller than for employees. However, in the upper positions of the social space, greater gender-specific inequalities can be observed than in the lower positions, thus making 'class' and 'gender' intersect as structural categories of social inequality." Über die tatsächliche Entwicklung und Zusammensetzung und vor allem über die Leistungen dieser Migrantenunternehmen ist bisher wenig bekannt. Vor diesem Hintergrund hat die Friedrich- Ebert-Stiftung ein Forschungsgutachten beim Institut für Mittelstandsforschung der Universität Mannheim in Auftrag gegeben mit dem Ziel, die ökonomischen Leistungspotenziale von Migrantenunternehmen in Deutschland und die neuen Tendenzen in den unternehmerischen Aktivitäten empirisch zu untersuchen. Ein reges Gründungsgeschehen ist deshalb wichtig. Gründungen durch Migranten spielen hierbei eine wichtige Rolle: In den letzten Jahren entfiel auf sie etwa jede fünfte Existenzgründung. Damit tragen sie sogar mehr zum Gründungsgeschehen bei als es ihrem Anteil an der Bevölkerung entspricht. Migranten beschäftigen zudem häufiger von Anfang an Mitarbeiter und leisten damit einen wichtigen Beitrag zur Schaffung von Arbeitsplätzen.
    Die Gründer unter den Migranten sind etwas jünger als die Gründer insgesamt, zudem sind bei ihnen Männer häufiger vertreten. Auch ist der Anteil der Gründer, die vor ihrer Selbstständigkeit arbeitslos waren, bei Migranten etwas höher als im Durchschnitt. Eine vergleichbar häufigere 'Not' zur Existenzgründung ist aus den Gründungsmotiven jedoch nicht abzuleiten.
    Die Frage der Gründungsfinanzierung ist für Migranten etwas häufiger eine Herausforderung - allerdings ohne Folge für die Finanzierungsstruktur. Diese weicht von der Gesamtheit der Gründer kaum ab. Migranten beschäftigt zudem stärker die Sorge, in der beruflichen Selbstständigkeit einen attraktiven Job zu verpassen - wohl auch ein Grund dafür, dass Migranten ihre Selbstständigkeit etwas häufiger abbrechen."     "This paper analyzes how companies of immigrant entrepreneurs in knowledge-intensive industries differ from companies of native entrepreneurs with respect to start-up characteristics, firm survival and innovative performance. I focus on immigrants from the 'recruitment countries' of south and southeast Europe, who arrived in Germany mainly in the 1970s to fill labor shortages. They are the largest immigrant group in Germany and can be reliably identified via ethnic name coding. Immigrant entrepreneurs are less than half as likely to found a company in a knowledge-intensive industry as native entrepreneurs. Firms owned exclusively by immigrants tend to be smaller and have higher exit rates. After controlling for resources, I found no differences in patenting activity compared to firms owned exclusively by natives. Firms in mixed immigrant/native ownership have no size disadvantage. In that group, exit rates are higher in services but not in manufacturing, and, again, there are no differences in patenting when resources are taken into account. The lower participation of immigrant entrepreneurs in knowledge-intensive industries can be explained by lower education levels, while smaller firm sizes suggest more limited access to capital."     "In recent years, migrant entrepreneurs have come to occupy a prominent place in the SME sector in many cities in developed countries, with varying degrees of success. The concept of migrant entrepreneurship suggests a homogeneous set of actors, but it remains to be seen whether differences in cultural and ethnic backgrounds, in education, in age and gender, and in motivational profiles lead to contrasting business outcomes. The present paper aims to identify and compare differences in the economic performance of individual migrant business firms on the basis of a quantitative assessment of the drivers of their efficiency profiles. In this context, we will address in particular the drivers and barriers for the heterogeneous business strategies of specific classes of migrant entrepreneurs. After the use of a multivariate statistical analysis, a modern operational approach - originating from organizational theory - that aims to make a comparative study of quantitative efficiency differences between individual decision-making units (DMUs), viz. Data Envelopment Analysis (DEA) is employed. DEA is used here to assess relative performance differences between distinct categories of migrant entrepreneurs in the city of Amsterdam. A wealth of relevant data has been collected by systematic, personally-supervised interviews and questionnaires, and these contain a variety of efficiency-oriented indicators, on both the input and the output side. Several additional analyses - using multivariate cross-analysis methods - are also carried out to test the robustness of our findings by, inter alia, investigating the influence of specific socio-cultural ethnic groups, levels of education, first-and second-generation migrants, and age. In this connection, we argue that studies of immigrant entrepreneurship can benefit from deeper dialogue with economic sociology. With the idea of mixed embeddedness as our starting point, we advocate an analytical framework of immigrant entrepreneurship that traces the interconnections between the approaches of new economic sociology, political economy and neo-institutionalism from the perspective of mechanism-based explanation. This framework is then applied to a qualitative case study conducted on two microimmigrant entrepreneur groups: the Italian ice-cream parlour owners and pizzeria owners in Frankfurt am Main, Germany, selected inasmuch as they represent polar forms of immigrant entrepreneurship. In this perspective, empirical findings show detailed differences between the two groups. For pizzeria owners, entrepreneurial transition is the result of a short-term project; the actors are part of small networks, do business in predominantly local markets and are mainly shaped by mimetic isomorphism. By contrast, the ice-cream parlour owners script more consistent entrepreneurial paths, belong to more highly articulated networks, show specific aspects of economic transnationalism and structure themselves by a predominately normative process." Previous international studies adopt either ethnic concentration or language as proxy for immigrants' network in host country. In this paper we introduce a new 'spatial autoregressive network approach' to construct a dynamic network variable from micro-data to capture the effects of social and resource networks for immigrants. This approach allows each individual's self-employment decision to be geographically and ethnically correlated with that of other individuals. We further show that there are three advantages of this approach: it captures a more accurate effect of networks; it provides a better estimation of the impact of other socio-economic variables on self-employment; and it provides a better data fit. This paper aims to present a systematic review of academic literature related to immigrant entrepreneurship. In doing so, two questions are addressed: what has been done in international immigrant entrepreneurship research? And what are the trends that marked this phenomenon in research arenas? For this purpose, 45 articles published in academic journals are examined based on their (a) objectives, (b) theoretical frameworks and (c) methodologies. This paper provides evidence that most papers on immigrant entrepreneurship have focused on the reality of the USA, followed by Europe and Oceania. Furthermore, the review has identified the individual level of analysis and the deductive perspective as a common trend. There is a shortage in theory-building and qualitative studies in this field of knowledge. On the basis of the review, several gaps in the literature are identified that need to be filled in future research in order to enlarge the scientific knowledge on immigrant entrepreneurship."     "We investigate the importance of ethnic origin and local labour markets conditions for self-employment propensities in Sweden. In line with previous research, we find differences in the self-employment rate between different immigrant groups as well as between different immigrant cohorts. We use a multilevel regression approach in order to quantify the role of ethnic background, point of time for immigration and local market conditions in order to further understand differences in self-employment rates between different ethnic groups. We arrive at the following: The self-employment decision is to a major extent guided by factors unobservable in register data. Such factors might be, that is, individual entrepreneurial ability and access to financial capital.     "Second-generation immigrants starting businesses in industries not traditionally associated with immigrants have inspired a new line of research on migrant entrepreneurship. New entrepreneurs are expected to profit from better economic prospects arising from the relatively high levels of human capital available to them and improved integration into society compared to their parents' generation. So far, it is unclear whether these expectations have been met owing to a lack of reliable data on immigrants in general and immigrant entrepreneurs in particular. This paper uses newly available data from Statistics Netherlands (1999-2004) to compare the differences between the business success of second- and first-generation immigrant entrepreneurs. The data enable us to compare these intergenerational differences for each of five major non-Western groups of immigrants in the Netherlands and contrast them with developments among native entrepreneurs from both inter-temporal and longitudinal perspectives. Contrary to expectations, the higher levels of sociocultural integration of second-generation immigrants do not necessarily lead to better business prospects. The differences between the major ethnic groups of immigrants are noteworthy, as are those with non-immigrant entrepreneurs.     "Transnationales ethnisches Unternehmertum gewinnt im Rahmen der aktuellen Debatte um transnationale Migration als neues Forschungsfeld der Migrations- und Stadtentwicklungsforschung zunehmend an Bedeutung. Im Gegensatz zur bereits viel diskutierten 'klassischen' ethnischen Ökonomie zeichnen sich transnationale ethnische Unternehmer durch ihre Integration in grenzübergreifende Produktions- und Vertriebsnetzwerke und Formen transnationaler Lebens- und Geschäftsführung aus. Der Beitrag zeigt auf der Grundlage einer explorativen Untersuchung über transnationale türkischstämmige Unternehmer in Duisburg-Marxloh, dass verschiedene Formen transnationalen ethnischen Unternehmertums im Hinblick auf akteursspezifische und strukturelle Merkmale sowie die Intensität transnationaler ökonomischer Aktivität existieren und diskutiert die Bedeutung des transnationalen ethnischen Unternehmertums für die lokale Ökonomie und die Stadtteilentwicklung. Es können drei 'Generationen' transnationalen ethnischen Unternehmertums sowie drei Intensitätsformen transnationaler ökonomischer Aktivität identifiziert werden. Die transnationalen ethnischen Unternehmer leisten einen wichtigen Beitrag zur Stabilisierung des Stadtteils und können Aufwertungsprozesse im Hinblick auf die baulich-räumliche Gestaltung und Imageentwicklung des Stadtteils in Gang setzen. Gleichzeitig scheint die Vernetzung der transnationalen ethnischen Unternehmer untereinander als auch deren Integration in Stadtentwicklungsstrategien und institutionelle Maßnahmen gering ausgeprägt.     "This article investigates educational aspirations and attainments among children of immigrant entrepreneurs in the food business. It reports some of the results of the European research project Ethnogeneration, which conducted biographical, problem- centred interviews with 101 families in five European cities. The overarching research question of the project addresses the consequences of self-employment for the well-being of the second generation. This article examines the sub-question concerning the relation between educational trajectories of second generation immigrants and their upbringing in the immigrant families running food businesses. An inductive analysis of the interviews reveals that this relation can be both 'virtuous' and 'vicious' and identifies elements and mechanisms that contribute to both outcomes and to a couple of mixtures.     "Using a generational cohort method, this paper compares the self-employment rates of immigrant parents and their children when they were in the same age range of 25 to 44. The focus is on three questions: (1) Are the children of immigrants more or less likely to be self-employed than their parents? (2) Are the children of immigrants more or less likely to be self-employed than the children of Canadian-born parents? (3) Is the generational change from immigrant parents to their children in the self-employment rate different to that from Canadian-born parents to their children? The results show that Canadian-born male children of immigrants had a lower self-employment rate than their fathers. The decline in the self-employment rate was not unique from immigrant fathers to second-generation men. It was also observed from Canadian-born parents to their children. For both groups, the decline was related to changes in life-course events -- longer schooling, fewer marriages and fewer children. Similar to the difference among their fathers, the second-generation men had a higher self-employment rate than the third-and-higher-generation men.     "High-skilled immigrants are a very important component of U.S. innovation and entrepreneurship. Immigrants account for roughly a quarter of U.S. workers in these fields, and they have a similar contribution in terms of output measures like patents or firm starts. This contribution has been rapidly growing over the last three decades. In terms of quality, the average skilled immigrant appears to be better trained to work in these fields, but conditional on educational attainment of comparable quality to natives. The exception to this is that immigrants have a disproportionate impact among the very highest achievers (e.g., Nobel Prize winners). Studies regarding the impact of immigrants on natives tend to find limited consequences in the short-run, while the results in the long-run are more varied and much less certain. Immigrants in the United States aid business and technology exchanges with their home countries, but the overall effect that the migration has on the home country remains unclear. Utilizing data from the survey of income and program participation, this paper provides an analysis of the economic returns to business ownership among low-skilled workers and addresses the essential question of whether self-employment is a good option for low-skilled individuals that policymakers might consider encouraging. The analysis reveals substantial differences in the role of self-employment among low-skilled workers across gender and nativity - women and immigrants are shown to be of particular importance from both the perspectives of trends and policy relevance. We find that, although the returns to low-skilled self-employment among men is higher than among women, the analysis shows that wage/salary employment is a more financially rewarding option for most low-skilled workers."     "A growing body of research is making links between diversity and the economic performance of cities and regions. Most of the underlying mechanisms take place within firms, but only a handful of organization-level studies have been conducted. We contribute to this underexplored literature by using a unique sample of 7,600 firms to investigate links among cultural diversity, innovation, entrepreneurship, and sales strategies in London businesses between 2005 and 2007. London is one of the world's major cities, with a rich cultural diversity that is widely seen as a social and economic asset. Our data allowed us to distinguish owner/partner and wider workforce characteristics, identify migrant/minority-headed firms, and differentiate firms along multiple dimensions. The results, which are robust to most challenges, suggest a small but significant 'diversity bonus' for all types of London firms. First, companies with diverse management are more likely to introduce new product innovations than are those with homogeneous 'top teams.' Second, diversity is particularly important for reaching international markets and serving London's cosmopolitan population. Third, migrant status has positive links to entrepreneurship.     "Rund 60.000 der Betriebe in Hessen sind den Migrantenunternehmen zuzuordnen. Mit 73% sind deutlich mehr Männer mit Migrationshintergrund selbständig als Frauen mit 27%. 60% der Betriebe zählen zu den Solo-Selbständigen, nur 12% der Betriebe haben mehr als fünf Mitarbeiter/innen. Im Hinblick auf Aus- und Weiterbildung in hessischen Migrantenunternehmen weisen diese Merkmale auf strukturelle Nachteile hin: Kleinere Betriebe bilden aufgrund finanzieller/ personeller Restriktionen generell weniger aus bzw. weiter. Der hohe Anteil an Kleinstbetrieben unter Migrantenunternehmen wirkt sich negativ auf die betriebliche Aus- und Weiterbildungsbeteiligung aus. Ähnliches gilt für das Betriebsalter: Junge Unternehmen haben keine Ausbildungstradition. Der vergleichsweise niedrige Anteil an Betrieben in den Dienstleistungsbranchen (ein Bereich, der sich durch eine überdurchschnittliche betriebliche Weiterbildungsbeteiligung auszeichnet) weist ebenfalls auf strukturelle Nachteile hin."     "The aim of this paper was to shake up the entrepreneurship ideal by problematizing what seems to have become naturalized, i.e. the ideologized tale of optimism associated with entrepreneurship. We have chosen a particular group of entrepreneurs (one usually and typically excluded in not only popular discourse but also in mainstream entrepreneurship literature), and we have chosen a typical Western society, one that firmly ascribes to neoliberal ideas. We have brought into play Dutch institutional stories with those of female ethnic entrepreneurs to see if these institutions sustain the presupposed view and to find out how these women consequently 'deal' with such presuppositions, and how and at what particular aspects they resist them. Since centre-margin positionalities are central to our investigations we have turned to deconstruction analysis as an inspirational source for our analysis. Our analysis portrays how the centred ideas about entrepreneurship and the positive powers attributed to it do not hold; it demonstrates the incoherence of this centre rather than confirming its position. We have been able to establish that the hegemonic, positive discourse on entrepreneurship in general and with women of ethnic minority origin specifically indeed resonates in these institutions' stories, mostly in its non-reflexivity and ideological prejudices."     "This research focuses on the impact of immigration on entrepreneurship. I find clear evidence that immigration has a significant impact on entrepreneurship. The paper makes three important contributions to the research of both immigration and entrepreneurship. First, it proposes unique empirical evidence using a cross-section analysis in which the country's level of immigrants has a significantly positive effect on its level of entrepreneurship. Second, it adds to the theoretical understanding of the mechanisms and environments that characterize positive immigration effects on entrepreneurship. I suggest that country-specific characteristics - in particular urban, open, competitive and culturally diversified (including open minded for ethnic and gender diversity) - influence significantly the positive effect of immigrants on the country's level of entrepreneurship.     "Diese Studie schließt inhaltlich an die - ebenfalls im Auftrag der Abteilung Arbeitsmarktforschung und Berufsinformation des Arbeitsmarktservice Österreich - im Jahr 2006 abgeschlossene Studie 'Entrepreneurship von Personen mit Migrationshintergrund' an.
    Bislang war die Datenlage zu diesem Thema jedoch sehr unbefriedigend, da nur im Rahmen der Volkszählungen Daten zur selbständigen Erwerbstätigkeit von ImmigrantInnen erhoben wurden und die letzten verfügbaren Daten daher aus dem Jahr 2001 stammten. Für eine Einschätzung der Auswirkungen geänderter rechtlicher Rahmenbedingungen seit dem Jahr 2002 und der Effekte des EU-Beitrittes der osteuropäischen Nachbarländer fehlte bislang die Datengrundlage. Insbesondere auf Basis der Daten aus der Probezählung 2006 und der Abgestimmten Erwerbsstatistik 2008 der Statistik Austria bestand nun die Möglichkeit, ein aktuelles Bild der Struktur und des Umfanges der selbständigen Erwerbstätigkeit von ImmigrantInnen zu zeichnen. Folgende Fragestellungen waren daher für diese Studie forschungsleitend:
    - Lassen sich anhand aktuell verfügbarer Daten Veränderungen in Struktur und Umfang der selbständigen Erwerbstätigkeit von ImmigrantInnen festmachen?
    - Welche Faktoren wirken auf die Beschäftigungsstruktur in ethnischen Ökonomien, und können diese Unternehmen verstärkt an die Lehrlingsausbildung herangeführt werden?
    - Gibt es hinsichtlich von Unterstützungsstrukturen für UnternehmerInnen und GründerInnen mit Migrationshintergrund neue Entwicklungen, und zwar sowohl auf österreichischer Ebene als auch auf internationaler Ebene?
    Dazu wurde eine Literaturrecherche durchgeführt, Good-Practice-Beispiele zu Unterstützungsstrukturen auf europäischer Ebene wurden recherchiert, Daten der Probezählung 2006 und der Abgestimmten Erwerbsstatistik 2008 wurden analysiert sowie ExpertInnen aus dem Bereich der Forschung und aus der konkreten Beratungs- und Umsetzungspraxis interviewt." This paper draws on a qualitative survey of 165 new migrants in the UK to address this question. New migrants to the UK are emblematic of 'super-diversity', which some believe heralds a significant departure from previous forms of migration. The extent to which this process has a substantive impact on the kinds of businesses that new migrants run is rarely considered. It is argued that migrant business, 'new' and 'old', is structurally disadvantaged and underpinned by mixed embeddedness.     "Recent research suggests that self-employment among immigrants is due to a combination of multiple situational, cultural and institutional factors, all acting together. Using multilevel regression and unique data on the entire population of Sweden for the year 2007, this study attempts to quantify the relative importance for the self-employed of embeddedness in ethnic contexts (country of birth) and regional business and public regulatory frameworks (labour market areas). This information indicates whether the layers under consideration are valid constructs of the surroundings that influence individual self-employment. The results show that 10% (women) and 8% (men) of the total variation in individual differences in selfemployment can be attributed to the country of birth. When labour market areas are included in the analyses, the share of the total variation increases to 14% for women and 12% for men. The results show that the ethnic context and the economic environment play a minor role in understanding individual differences in self-employment levels. The results can have important implications when planning interventions or other actions focusing on self-employment as public measures to promote selfemployment often are based on geographic areas and ethnic contexts."     "During recent years we have observed that non-western immigrants are overrepresented among the self-employed in Sweden. A reason for this might be the difficulties faced by immigrants in the labour market. The unemployment rate among non-western immigrants in Sweden is higher than among natives with similar human capital characteristics. While this is a well-established result, we do not know much about how self-employed immigrants perform economically compared to their native counterparts. The purpose of this paper is to describe and analyse the incomes of self-employed immigrants and natives in Sweden. We will also discuss possible explanations for the income gap we find. We use Swedish register data for the period 1998 to 2002 and the population studied consists of individuals who have been continuously self-employed during this period. By performing the analysis on this group of self-employed we get a measure of the difference among the long-term self-employed. The outcome of interest is the average income over the period. Income regressions are estimated using both OLS and quantile regressions. We find that self-employed immigrants receive significantly lower incomes than their native counterparts when controlling for individual characteristics, industry and start-up year of the firm. The income gap is larger for non-western immigrants than for western immigrants. Quantile regressions show that the native-immigrant income gap is smaller at the top than at the bottom of the income distribution. Several possible explanations for the native-immigrant income gap are discussed. One possible explanation is that immigrants have a lower reservation wage and accepts staying in business receiving a lower income than comparable natives. Another explanation might be that there is discrimination against self-employed immigrants that will lead to lower incomes.     "In the field of minority entrepreneurship, sociologists and economists have written most of the influential studies, yet these groups typically ask different questions and base their analysis on different assumptions. The literature predictably lacks a single unifying focus and is quite diverse regarding issues explored and methodological approaches employed. Differing approaches and their outcomes are summarized and critically probed in this review. My intent is to illuminate strengths and weaknesses - along with patterns of common findings - in this voluminous literature.
    Minority-owned businesses are collectively reflections of evolving constraints and opportunities operating in broader society. Minorities seeking to create viable business ventures have traditionally faced higher barriers than whites as they sought to exploit market opportunities, raise financing, and penetrate mainstream networks. Entrepreneurial dynamics are clarified by focusing upon specific contexts in which firms are being shaped by prevailing opportunity structures. Progress has been noteworthy overall for minority-owned businesses, in part because barriers impeding their collective development have been gradually declining.
    The dominant methodological approaches and findings of economists and sociologists in the minority entrepreneurship literature are, ultimately, highly complementary. Sociologists have posed bolder questions while economists have paid more attention to pinning down cause-and-effect relationships, yet their findings have been gradually moving towards convergence over the past two decades. Bemerkenswert ist, dass Migranten viel häufiger als Einheimische zur Gründung eines eigenen Unternehmens neigen. Dabei verfügen sie über spezifische Vorteile. So fällt es ihnen tendenziell leicht, ihre Produkte oder Dienstleistungen auch zu exportieren. Zudem gibt es Hinweise, dass sie häufiger als einheimische Gründer entsprechende Rollenvorbilder haben. We divide self employed into prefer to be self-employed and prefer to have a salaried job but cannot find one; and divide salaried workers into want-to-be entrepreneurs and happy-to-be salaried workers. Over 40 percent of migrant workers are either currently or want-to-be entrepreneurs. Both groups are very similar in terms of risk taking preferences and network size. Want-to-be entrepreneurs however suffer from credit constraints identified by negative financial shocks in the year before.     Abstract

    Nach einleitenden Bemerkungen zum Forschungsstand bezüglich 'Immigrant Business' erfolgt eine begriffliche Abgrenzung. Unter einer ethnischen Ökonomie werden die Selbstständigen sowie die Arbeitgeber und deren Beschäftigte aus einer ethnischen Gruppe verstanden. 'Es handelt sich also um jenen Teil der Wirtschaft, der genuin durch Angehörige ethnischer Gruppen bzw. von MigrantInnengruppen entwickelt und geprägt wurde.' Im folgenden geht es um die Rahmenbedingungen und Motive für die Unternehmensgründung von Migranten in Österreich. Hierbei ist das Streben nach Unabhängigkeit das häufigste Motiv. Die Erwartungen an 'Immigrant Entrepreneurship' betreffen u.a. die Schaffung von Arbeitsplätzen, die Diversifizierung des Waren- und Dienstleistungsangebots sowie die Stärkung von wirtschaftlichen Verbindungen in andere Länder. Befürchtete negative Aspekte sind ein hoher Anteil von Unternehmen in der Schattenwirtschaft, eine unbefriedigende Arbeitsplatzqualität sowie die Herausbildung von Parallelgesellschaften.
