Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.
Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. Rechtspopulistische Akteure stellen einen kausalen Zusammenhang zwischen Sozialleistungen und Einwanderung dergestalt her, dass der Sozialstaat wie ein Magnet bedürftige Menschen aus dem Ausland anzieht. Der Beitrag zeigt, dass die These eines solchen Zusammenhangs nicht haltbar ist und ordnet sie als ein Beispiel für rechtspopulistische Konstruktionen von sozialen Problemen in öffentlichen Debatten ein. Dafür wird auf Ergebnisse aus der empirischen Forschung Bezug genommen und auch die Nutzung von Grundsicherungsleistungen durch Menschen ohne deutsche Staatsangehörigkeit beleuchtet, wobei auch auf das Zusammenspiel von Grundsicherung und Arbeitsmarkt eingegangen wird." "Im vorliegenden Forschungsbericht wird analysiert, wie sich die Migration aus den neuen EU-Mitgliedsstaaten auf den Bezug von SGB-II-Leistungen durch die einheimische Bevölkerung auswirkt. Dabei liegt der Schwerpunkt auf erwerbsfähigen Leistungsberechtigten, da diese Gruppe davon potenziell am stärksten betroffen sein müsste. Trotz eines deutlichen Anstiegs der Zuwanderung lässt sich auf gesamtwirtschaftlicher Ebene kein Anstieg des SGB-II-Leistungsbezugs unter Einheimischen feststellen. Im Gegenteil: Der Zeitraum verstärkter Zuwanderung aus den neuen EU-Mitgliedsstaaten fällt mit einem Rückgang des SGB-II-Leistungsbezugs bei Einheimischen zusammen. Allerdings erlauben makroökonomische Zeitreihen lediglich Aussagen über Korrelationen, nicht jedoch über kausale Zusammenhänge. Aus diesem Grund werden ergänzend Regressionsanalysen auf regionaler und individueller Ebene durchgeführt. Hierbei wird die regionale Variation der Zuwanderung aus den EU-13-Staaten genutzt und zu Veränderungen im SGB-II-Leistungsbezug der einheimischen Bevölkerung in Beziehung gesetzt. Die Ergebnisse dieser Analysen deuten nicht darauf hin, dass die Zuwanderung aus den EU-13-Staaten einen nachweisbaren Effekt auf den SGB-II-Leistungsbezug der einheimischen Bevölkerung hatte. Weder auf regionaler noch auf individueller Ebene lässt sich ein systematischer und statistisch signifikanter Zusammenhang zwischen dem Ausmaß der Zuwanderung und Veränderungen im Bestand einheimischer Leistungsbeziehender feststellen. Die geschätzten Effekte sind meist gering, teilweise unterschiedlich gerichtet und statistisch unsicher. Insgesamt deuten die Befunde darauf hin, dass die Zuwanderung aus den EU-13-Staaten im untersuchten Zeitraum keine systematischen Veränderungen beim SGB-II-Leistungsbezug der einheimischen Bevölkerung bewirkt hat. Die Frage nach möglichen fiskalischen Auswirkungen der Migration auf die Sozialversicherungssysteme wurde in dieser Analyse nicht vertieft behandelt. "Migrant and mixed households have higher poverty than non-migrant households. This is partly because single-earner two-adult households are more prevalent in migrant and mixed households and because such households have different job characteristics. One crucial job characteristic is teleworkability. Whether or not individuals can work from home has become a dividing factor in the labour market. While much research has focused on how teleworkability affects poverty in the majority population, less attention has been devoted to migrant and mixed two-adult households. Using the German Microcensus (2019), we construct work arrangements based on the number of earners in the household and their job‘s teleworkability to predict poverty for non-migrant (N = 49,507), mixed (N = 6,818), and migrant households (N = 8,922). Descriptive statistics show that, in Germany, migrant and mixed households have more single-earner and non-teleworkable work arrangements. Results from logistic regressions report higher poverty for non-teleworkable and single-earner work arrangements, putting mixed and migrant households at an increased disadvantage. Furthermore, we find that migrant (and mixed) households not only have a higher prevalence of high-poverty work arrangements but also higher poverty than non-migrant and mixed households within the same work arrangements." "Previous research identifies the effects of immigration on social welfare from different perspectives. However, existing studies have not thoroughly explored how political institutions shape the nexus between immigration and the welfare state. This study argues that the types of government condition immigration's welfare effects. By restraining the policy influence of anti-immigration sentiment and sharing the responsibility for expanded welfare spending across the government as a whole, coalition and minority governments tend to spend more on welfare when facing increased immigration than single-party majority governments. Using time-series cross-sectional data between 1980 and 2019 from 28 advanced countries, this study finds that the increase in immigration inflow has an ambiguous relationship to social welfare expenditures. However, this relationship is substantially influenced by government types. "Die Ministerpräsidentenkonferenz und die Bundesregierung haben sich auf die flächendeckende Einführung einer Bezahlkarte für die Bezieher*innen von Leistungen nach dem Asylbewerberleistungsgesetz verständigt. Das Bundeskabinett hat daraufhin am 1. März 2024 eine Änderung des Asylbewerberleistungsgesetzes beschlossen, die die Option einer Bezahlkarte vorsieht (Bundesregierung 2024). Die Bundestagsfraktionen von Bündnis90/Die Grünen (2024), FDP (2024) und SPD haben sich inzwischen darauf verständigt, dieses Vorhaben zu unterstützen. Gegenwärtig befindet sich das Vorhaben noch im Gesetzgebungsverfahren. Die meisten Länder wollen die Bezahlkarte einführen. Die Bezahlkarte kann jedoch negative Folgen für die Teilhabe und Integration von Schutzsuchenden haben, wobei die Folgen von der Ausgestaltung abhängen. Sie führt voraussichtlich auch zu direkten und indirekten Kosten, die nicht zu vernachlässigen sind. Zugleich ist es sehr unwahrscheinlich, dass der von den Initiatoren erwartete Effekt einer reduzierten Fluchtmigration eintritt. Dazu ist der Umfang der Rücküberweisungen in Herkunftsländer, die durch Leistungen nach dem Asylbewerberleistungsgesetz möglich sind, zu gering. Kritisch ist auch zu bewerten, dass bislang von der Bundesregierung und den Ländern keine realistischen Einschätzungen der Folgewirkungen der Bezahlkarte auf Integration und Teilhabe der Geflüchteten, der direkten und indirekten Kosten sowie der Auswirkungen auf die Herkunftsländer und die Migration vorgelegt wurden. Auch wurden bislang keine Daten zum Umfang der Rücküberweisungen und ihrer vermeintlichen oder tatsächlichen Verwendung für die Finanzierung der Fluchtmigration oder von Schleusern vorgelegt." "This paper studies the effects of a large welfare benefit reduction on the children in the affected families. The welfare cut targeted adult refugees who received residency in Denmark, and it reduced their disposable income by 30 percent on average over the first five years. We show that children exposed to the welfare cut during preschool and school-age obtained lower GPAs, experienced reduced well-being and overall education levels, and suffered lower employment and earnings as adults. "Die Auswertung historischer Studien zum Zusammenhang von Migration und Sozialpolitik in Deutschland seit dem letzten Drittel des 19. Jahrhunderts hat gezeigt, dass diese Schnittstelle zweier etablierter Forschungsfelder in der Neueren und Neuesten Geschichte bisher zwar kaum systematisch untersucht worden ist, es aber zahlreiche Befunde gibt, die in der Regel einzelne Migrationsprozesse und Migrantengruppen adressieren. Zahlreiche Aspekte des Themas sind bislang kaum oder nur in Ansätzen untersucht worden, sodass sich viele Perspektiven für künftige Forschungen eröffnen. Entsprechende Studien zur Ausweitung, aber auch den Grenzen des Sozialstaates könnten die historische Sozialpolitikforschung generell bereichern und bisherige Befunde zum deutschen Sozialstaat unter Umständen relativieren oder in ein neues Licht rücken Schließlich erscheint eine Beschäftigung mit der Geschichte von Sozialpolitik und Migration auch angesichts aktueller Debatten gebotener denn je, gewinnt man doch den Eindruck, dass diese Debatten (mit Blick auf Asylzuwanderung) seit den 1980er-Jahren immer wieder von Neuem geführt und dann rasch vergessen werden – sichtbar etwa an der Diskussion um Sozialleistungen als ,Pull-Faktor‘ und der Einführung (und Abschaffung) restriktiver Sonderregeln wie Sachleistungen." "Over the past decades, many European welfare states failed to reduce poverty. We examine two coinciding trends: the inability to lower poverty rates, and the growth of immigrant populations. Immigrants have become the main contributor to population growth in Europe and have higher poverty risks than natives. This contribution quantifies to what extent national poverty rates were driven by population change. We present a Kitagawa–Blinder–Oaxaca decomposition of national poverty rates in 17 western European countries between 2005 and 2019 using EU-SILC data. The effect of shifting EU and non-EU immigrant populations on poverty rates is heterogeneous: while poverty in some countries increased substantially due to compositional changes, for the majority the effect was small or negligible, including in countries with above-average growth of foreign-born populations. "Does immigration change support for redistribution? We design and conduct large-scale surveys and experiments in six countries to investigate how people perceive immigrants and how these perceptions influence their support for redistribution. We find striking misperceptions about the number and characteristics of immigrants. In all countries, respondents greatly overestimate the total number of immigrants, think immigrants are culturally and religiously more distant from them, and economically weaker—less educated, more unemployed, and more reliant on and favoured by government transfers—than they actually are. In the experimental part of our article, we show that simply making respondents think about immigration before asking questions about redistribution makes them support less redistribution, including actual donations to charities. The perception that immigrants are economically weaker and more likely to take advantage of the welfare system is strongly correlated with lower support for redistribution, much more so than the perceived cultural distance or the perceived share of immigrants. These findings are confirmed by further experimental evidence. Information about the true shares and origins of immigrants does not change support for redistribution. An anecdote about a “hard-working” immigrant has somewhat stronger effects but is unable to counteract the negative priming effect of making people think about immigration. "Die vorliegende Studie ist das zweite Teilprojekt des vom BMFSFJ geförderten Projekts „Familien mit Migrationshintergrund (migfam)“. Ein bis zwei Drittel der Haushalte, die in Deutschland zum Bezug von Grundsicherungsleistungen berechtigt sind, nehmen diese nicht in Anspruch. Auch familienpolitische Leistungen erreichen häufig nicht die Zielgruppen, für die sie gedacht sind. Die Nichtinanspruchnahme monetärer Leistungen ist ein politisches Problem, weil die mit den Leistungen verbundenen Ziele, etwa die Bekämpfung von Armut oder der Ausgleich familienbedingter Lasten, schwerer erreicht werden. Daher ist es wichtig, die Gründe zu verstehen, die zur Nichtinanspruchnahme führen, um darauf aufbauend Strategien zu entwickeln, die Menschen die Verwirklichung ihrer sozialen Rechte erlauben. Das Projekt, dessen Ergebnisse im vorliegenden Bericht dargestellt werden, hat sich vor diesem Hintergrund eingehend mit der Literatur zur Nichtinanspruchnahme monetärer Leistungen befasst und dabei insbesondere die Barrieren der Inanspruchnahme für Migrantinnen und Migranten in den Blick genommen. Diese liegen teils schon im rechtlichen Ausschluss von bestimmten Leistungen, der Fokus im Projekt lag jedoch auf der Nichtinanspruchnahme von Leistungen trotz Anspruchsberechtigung. Hauptziel der Studie war es, den Forschungsstand zu (migrationsspezifischen) Barrieren der Inanspruchnahme zu sichten, das Potenzial vorhandener Surveys für weitergehende Analysen zu prüfen und Ideen für anschlussfähige Forschungen zu entwickeln. Aus der Literatur lässt sich ableiten, dass es vor allem bürokratische Hürden sind, die Menschen an der Inanspruchnahme von Leistungen hindern, z.B. komplexe Antragsverfahren, zu erbringende Nachweise oder die unzureichende Abstimmung zwischen den einzelnen Leistungssystemen. Hinzu kommen Unkenntnis und mangelnde Information über Rechtsansprüche, Sprachbarrieren, Schamgefühle sowie stigmatisierende und diskriminierende Erfahrungen der Antragstellenden. Teilweise wird auch kein Bedarf gesehen, etwa, weil die Leistungshöhe im Vergleich zum Beantragungsaufwand zu gering erscheint. Die Gründe für die Nichtinanspruchnahme monetärer Leistungen sind allerdings noch nicht hinreichend erforscht. Beispielsweise ist unklar, wie die einzelnen Einflussfaktoren zusammenwirken. Auch über regionale und gruppenspezifische Unterschiede der (Nicht-)Inanspruchnahme ist wenig bekannt. Die Auswertung vorhandener Bevölkerungssurveys führt nur bedingt weiter, weil relevante Informationen teils gar nicht erhoben werden und die Repräsentativität und Aussagekraft der Daten begrenzt ist. Sinnvoll wären, je nach Fragestellung, auch qualitative und experimentelle Studien. Insgesamt empfiehlt sich daher ein Mixed Methods-Ansatz, der die Seite der Anspruchsberechtigten ebenso wie die der Verwaltung in den Blick nimmt." (Autorenreferat, IAB-Doku)

"In aller Kürze: - Die ausländische Bevölkerung in Deutschland ist nach Angaben des Ausländerzentralregisters im Dezember 2022 gegenüber dem Vormonat um rund 42.000 Personen gewachsen. - Die Beschäftigungsquote der ausländischen Bevölkerung betrug im November 2022 53,3 Prozent und ist damit im Vergleich zum Vorjahresmonat um 1,4 Prozentpunkte gesunken. - Die absolute Zahl der Arbeitslosen mit einer ausländischen Staatsangehörigkeit ist im Januar 2023 gegenüber dem Vorjahresmonat um 204.000 Personen gestiegen. "We consider a link between a country’s social welfare transfers program, SWTP, and the attractiveness of migration to the country by unskilled workers. The existing literature maintains that a SWTP attracts unskilled migrants, and explicitly or implicitly that excluding unskilled migrants from the SWTP neutralizes the effect of the program on unskilled migration. We reason differently. Even when unskilled migrants are excluded from a SWTP, for example because they are undocumented, the program still affects the said attractiveness, and it does so negatively. The explanation for that is that the program encourages native workers to choose unskilled work: for example, the program provides a cushion against unemployment, which otherwise could be guarded against by skill upgrading. The consequent increased supply of native unskilled workers translates into a lower wage for unskilled work. As a result, the lure of unskilled migration is dimmed. In sum then: in the presence of a SWTP there will be less unskilled migration than in the absence of an SWTP, even when unskilled migrants are excluded from the program. We conclude that the optimal SWTP involves less income redistribution when the relationship between the SWTP and unskilled migration is taken into account than when it is not." "The welfare magnet hypothesis, also referred to as welfare shopping or welfare tourism, that migrants make location choices based on the provision of welfare benefits in alternative destinations, has resonated in the academic as well as public discourse on migration. This chapter summarizes theoretical models behind the welfare magnet hypothesis and reviews the empirical evidence on welfare-induced migration. The literature is inconclusive on the matter. Whereas there are theoretical arguments why welfare might matter for migration flows and several studies find a small positive association between welfare and migration, other studies find no such effects. In particular, some studies show that controlling for the endogeneity of welfare in the welfare-migration nexus reduces or eliminates the effect of welfare generosity on immigration. On the other hand, recent quasi-experimental studies demonstrate some effects of welfare on the location choices of asylees and refugees. Exploring a unique European dataset, this chapter contributes to this literature by providing some evidence that better accessibility of social assistance for immigrants is associated with larger immigrant inflows. Overall, the consensus in the literature is that the effects of welfare on migration are relatively small compared to other drivers of migration. "The so-called ‘Welfare Magnet Hypothesis‘ (WMH) suggests that the generosity of welfare institutions in destination countries acts as a pull factor for migration. However, evidence for this claim is mixed. Existing research focuses on the conditions in destination countries, but less on explanatory factors in origin countries. Specifically, migration is analyzed mainly from the perspective of OECD countries as potential destinations, rather than from a global perspective, and research often ignores that migration flows are not mutually independent, which can lead to an overestimation of the effects of welfare spending. We explicitly address these shortcomings by using Exponential Random Graph Models (ERGMs) to model migration flows between 160 countries worldwide and treating indicators of welfare spending in origin and destination countries as main explanatory variables of interest. Our first main result is that welfare attraction effects almost completely vanish when we control for a broad range of explanatory variables suggested by the gravity model (GDP, population size, geographic distance, democracy levels, and common languages). Secondly, migration preferences of low- and high-income groups do not mediate any attraction effects of social spending, as predicted by the WMH. Thirdly, flows between countries with more similar spending levels are more likely than flows between very low and very high spending countries, supporting a status maintenance motive among migrants. "This paper investigates the long-term implications of climate change on global migration and inequality. Accounting for the effects of changing temperatures, sea levels, and the frequency and intensity of natural disasters, we model the impact of climate change on productivity and utility in a dynamic general equilibrium framework. By endogenizing people’s migration decisions across millions of 5 × 5 km spatial cells, our approach sheds light on the magnitude and dyadic, education-specific structure of human migration induced by global warming. We find that climate change strongly intensifies global inequality and poverty, reinforces urbanization, and boosts migration from low- to high-latitude areas. Median projections suggest that climate change will induce a voluntary and a forced permanent relocation of 62 million working-age individuals over the course of the twenty-first century. Overall, under current international migration laws and policies, only a small fraction of people suffering the negative effects of climate change manages to move beyond their homelands. We conclude that it is unlikely that climate shocks will induce massive international flows of migrants, except under combined extremely pessimistic climate scenarios and highly permissive migration policies. "Concepts such as “belonging” (Yuval‐Davis, 2011) and “community of value” (Anderson, 2013) try to capture the multiple ways of classifying migrants. In this article, we argue that belonging needs to be analyzed against the backdrop of active social citizenship in European welfare states. Although the literature acknowledges the increasing links between migration and social policies, the latest “turn to activation” in social policy has hardly been accounted for. By focusing on two policy fields in Germany, the labor market and health policies, we briefly describe discourses and social right entitlements and their ambivalences. Empirically we show (a) how bureaucrats within the two policy fields regulate and justify refugees’ social rights in practice and (b) how refugees act vis‐à‐vis relevant institutional opportunity structures. Our study contributes to previous research twofold: Firstly, we illustrate processes of positioning and selecting refugees that stem from recent social policy architecture. Secondly, we demonstrate everyday experiences from refugees’ vis‐á‐vis relevant institutional opportunity structures in Germany. Our results show that inconsistencies within and between social policy fields of one welfare state have to be taken into consideration for further national and transnational research." "What affects native support for immigration? At a time of rising anti-immigration sentiments, this is a question raised by both academics and policy makers. We study the role of labor protection in shaping native preferences over migration policies. We look at Swiss national votes which took place from 2000 to 2014. Our results show that a higher immigrant exposure reduces pro-immigration vote shares in municipalities with a relatively low-skilled native population. The negative response is mitigated under higher levels of labor protection as measured by collective bargaining coverage. We look at labor market outcomes to understand mechanisms at play and find some suggestive evidence that collective agreements mitigate negative wage responses among low-skilled natives. Overall, the analysis suggests that labor protection affects vote outcomes by improving in addition other labor market conditions or by alleviating existing fears among the native population." "We study the role of institutions in affecting the labor market impacts of immigration using a cross-country meta-analysis approach. To accomplish this, we gather information on 1,030 previously estimated wage effects and 432 employment effects of immigration from 61 academic studies covering 18 developed countries. The mean and median impact on the relative wage of directly exposed native workers are negative and significantly different from the small positive mean and median impact on the average wage level. This pattern is reversed for employment effects where the magnitudes are smaller. We combine this database with country-level data on labor market institutions from the OECD. The results suggest that institutions may shield native workers from distributional (relative) wage consequences of immigration but exacerbate the impacts on average wages in the economy. "The understanding of how institutional and policy contexts affect immigrant integration is essential for any effort to foster a sustainable and effective migration and integration policy framework. Immigrant–native labor market gaps may arise not only due to differences in human capital or other socio-economic and demographic characteristics, but also due to differentiated impacts of institutions and policies on otherwise similar immigrants and natives. Different integration policy approaches are needed to close the gaps arising through these different mechanisms. This article exploits the variation across Europe to study the institutional and policy determinants of immigrant–native gaps in host labor markets. Using the EU Labor Force Survey as the primary source of data and a novel analytical approach, we study immigrant–native gaps in labor force participation, unemployment, low-skilled employment, and temporary employment and measure the contribution of institutional and policy contexts to the part of these gaps that cannot be explained by immigrant–native differences in characteristics. Our findings confirm that institutional and policy contexts play a significant role in immigrant integration and highlight the importance of tailoring policy approaches with regard to the causes of immigrant–native gaps." Among others, moral ideas about a claimant's worthiness to receive social benefits and services guide policy implementation. "Migration raises the question of how street-level bureaucrats treat non-citizens when it comes to the distribution of limited welfare resources. Based on a German case study, this article reveals how local social administrators rationalise practices of inclusion in and exclusion from social assistance receipt and associated labour market integration services for mobile EU citizens, who are perceived first and foremost as 'foreigners'. The findings from fifty-five qualitative interviews with job centre representatives show how politics of exclusion are justified by nationalistic and ethnic criteria of membership. Insofar as EU migrants are considered outsiders to the imagined welfare community of their host country, they are seen as less deserving than German-born claimants. However, mobile EU citizens can earn their legitimacy to access benefit receipt through sustained participation in the host society, demonstrating knowledge of the German language and societal norms so as to appear 'German'. Such a cultural performance-based logic of deservingness tends to be intertwined with nationality-based and racialising stereotypes of welfare fraud to frame exclusionary practice." "The mobility of the 'highly skilled' has become widely researched but only a few researchers have approached this category of migrants from a critical perspective. This article argues that understanding how 'highly skilled migrants' are constructed necessitates considering the conditions in which migration takes place as well as the perceptions and practices associated with these conditions. It uses the concept of 'migration channels' to investigate the enabling and disabling factors associated with different migration situations. The analysis draws on biographic interviews with highly educated migrants in Switzerland, and supplements these with expert interviews and ethnographic observations of people working in institutions that support, guide, or control migrants' access to the labour market. The article shows that categories of migrants are artificial and often do not coincide with lived realities. Migrants actively develop strategies to achieve their personal aspirations, but they also depend on the opportunities available in their environment. The concept of 'migration channels' enables us to capture this interplay between structures and agency by showing how different actors shape the opportunities and constraints faced by different groups of migrants, and how migrants actively deal with them. "In the past few years, spaces of transit have become prominent sites for people seeking refuge in Europe. From railway stations and parks in European cities, to informal settlements around Calais, to the hotspots in Italy and Greece, the movements of people and the techniques that govern them are at the heart of what has been misnamed the 'European refugee crisis'. Drawing on qualitative fieldwork, this article takes spaces of transit as a vantage point for interrogating the relationship between mobility, migration management and violence, focusing on the fracturing of journeys due to forced and obstructed mobility both outside and within the EU. We develop the notion of 'politics of exhaustion' to highlight the impact and protracted character of these forms of migration management - its accumulated effects over time and across spaces - yet without reducing people seeking refuge to passive victims. Struggles for mobility are closely related to the existence and continued adaptation of migration management practices. The notion of fracturing can thus be employed not only to make sense of the violent effects of migration management but also the ways in which conventional conceptions of state and citizenship are challenged by the emergence of alternative living spaces, communities and politics." "Die vorliegende Kurzexpertise untersucht, ob und inwieweit die jüngste Einwanderung seit 2005 einen Beitrag dazu leisten kann, das deutsche Rentensystem zu entlasten und den Beitragssatz in der GRV zu stabilisieren. Zur Analyse wird auf die IAB-SOEP-Migrationsstichprobe und den Mikrozensus zurückgegriffen - die nach der Beschreibung des Forschungsvorhabens in Kapitel 1 - in Kapitel 2 zunächst beschrieben werden. In einem ersten Schritt werden in Kapitel 3 die individuellen Merkmale und der Bildungshintergrund der im Ausland geborenen Einwanderinnen und Einwanderer betrachtet. Anschließend wird in Kapital 4 die aktuelle Arbeitsmarktintegration der Zuzüge und ihre Beschäftigungssituation in Abhängigkeit von der Aufenthaltsdauer analysiert. Dabei wird auch erläutert, inwiefern das Rück- und Auswanderungsverhalten der Einwanderinnen und Einwanderer Einfluss auf die Beurteilung des Beitrages von Einwanderung für die Deutsche Rentenversicherung hat. Deshalb schließt sich mit Kapitel 5 eine Prognose an, die auf der Basis eines stochastischen Modells die künftige Bedeutung der in Deutschland lebenden Bevölkerung mit ausländischer Nationalität, insbesondere für den Arbeitsmarkt, darstellt. "Using data on new migrants to England from the Quarterly Labour Force Survey, we show how a key component of migrant integration - labour market progress in terms of wages and unemployment rates - is broadly positive in the early years after arrival across a range of migrant groups and across gender. However, the precise level of labour market success achieved varies considerably across groups reflecting both the initial entry-level and labour market trajectories after migration. Migrants from Western Europe and the Old Commonwealth countries have unemployment rates (wages) which are generally lower (higher) than other groups, particularly non-white groups, while migrants from the Accession countries experience relatively low unemployment but also low wages. Groups which have better outcomes on entry also tend to experience higher rates of progress over time in England. However, the extent of multiple deprivation in the local authority where migrants reside interacts with years since migration to dampen wage trajectories for some groups and accounting for deprivation highlights the importance of internal migration for access to employment. "Despite active aging discourses and labor force integration goals, unemployment and dependency on welfare institutions among older workers still prevails, especially among vulnerable groups like immigrants or women. However, little is known about how older immigrants understand or cope with unemployment. The present study investigates the interplay between age, gender and immigrant status in making sense of unemployment and reemployment barriers. Episodic interviews were conducted with 12 Russian-speaking and 12 Turkish unemployed immigrants living in Germany. Older unemployed immigrants perceived age as an important barrier for reemployment and used old age to make sense of their unemployment, setting the stage for the internalization of negative age stereotypes. Gender norms may be less important than age perceptions in the context of unemployment. "Social Security Disability Insurance (SSDI) take-up tends to increase during recessions. We exploit variation across immigrant groups in the non-pecuniary costs of participating in SSDI to examine the role that costs play in applicant decisions across the business cycle. We show that immigrants from country-of-origin groups that have lower participation costs are more sensitive to economic conditions than immigrants from high cost groups. These results do not seem to be driven by variation across groups in sensitivity to business cycles or eligibility for SSDI. "Hintergrund Die Rekrutierung von Studienteilnehmern aller relevanten Bevölkerungsgruppen stellt eine der Herausforderungen in der (sozial-)epidemiologischen Forschung dar. Es existiert eine Vielzahl von Strategien, die der Rekrutierung von ethnischen Minderheiten und bestimmter Migrantengruppen dienen können. Unklar ist bisher, ob diese Strategien auch bei der Etablierung einer Geburtskohorte geeignet sind. Ziel der vorliegenden Arbeit ist die Darstellung und Evaluation von Rekrutierungsstrategien für Migrantinnen in einer Geburtskohorte am Beispiel der BaBi-Studie. Methoden Die Rekrutierung erfolgte von Oktober 2013 bis Oktober 2016. Als Vorbereitung wurden Fokusgruppen mit Schwangeren und Müttern und leitfadengestützte Experteninterviews mit Hebammen und GynäkologInnen durchgeführt, um Studienmaterialien, Befragungsinstrumente und Sprachpräferenzen zu prüfen. In der Vorstudie wurden unterschiedliche Rekrutierungswege getestet. Im Rekrutierungsverlauf fand eine kontinuierliche Evaluation statt, um erfolgreiche Rekrutierungsstrategien für Teilnehmerinnen mit Migrationshintergrund zu ermitteln und anzupassen. Ergebnisse Von den eingeschlossenen 980 Teilnehmerinnen hatten 390 einen Migrationshintergrund (40%). Es wurden aktive und passive Rekrutierungsstrategien verfolgt, in denen u.?a. türkische Übersetzungen und multikulturelles Personal zum Einsatz kamen. Für die passive Rekrutierung über gynäkologische Praxen und Hebammen mussten die schwangeren Frauen und Wöchnerinnen eine hohe Motivation für die Rekrutierung mitbringen. Die aktive Rekrutierung in den Geburtskliniken (Ansprache durch Study-Nurses) erhöhte den Anteil an Teilnehmerinnen mit Migrationshintergrund von 22 auf 49% aller Teilnehmerinnen. Durch frühzeitige Überprüfungen und Anpassungen der Zugangswege konnte die Teilnahmebereitschaft erhöht werden. Diskussion Für die Rekrutierung von Frauen mit Migrationshintergrund sind gründliche Vorbereitungen in Form von Befragungen (Fokusgruppen, Leitfadeninterviews) und einer Vorstudie sinnvoll. Von Beginn an sind Verfahren zur frühzeitigen Evaluation der unterschiedlichen Rekrutierungsstrategien und ein erhöhter Personalaufwand (z.?B. für (Rück-/ Übersetzungen) einzuplanen). "Purpose
The purpose of this paper is to provide a summary of empirical research on welfare magnetism and to assess the size and scope of the welfare magnet effect on the non-EU migrants in selected immigration countries of the European Union.
Design/methodology/approach
A conditional logistic regression model with interactions is used to estimate the strength of the welfare magnet effect, while controlling for demographic characteristics of the migrants and country-specific economic indicators. Data, used for estimation, comes from the Immigrant Citizen Survey, which provides a large, representative sample of first-generation (i.e. non-EU born) migrants. Various measures of welfare generosity are tested to assure the robustness of the results.
Findings
The coefficients suggest that the welfare magnet effect is present and significant in some immigrant groups, although it can have a negative impact on location decisions in other cases. Similar results are obtained for wage and unemployment indicators.
Research limitations/implications
Results corroborate the welfare magnet hypothesis, which states that more generous welfare states should expect greater clustering of negatively-selected (i.e. lower educated) migrants. One potential limitation comes from the sample size, which does not allow for more general conclusions.
Practical implications
Heterogeneous effects of basic economic indicators in different demographic groups show that aggregate immigrant flows, used widely in the literature, can provide biased estimates of welfare magnet effect.
Originality/value

Based on a total census for all 402 German districts, the paper starts by showing the spatial distributions of workers with different nationalities and explains the emerging patterns by spatial error models. Although large heterogeneity in determinants across nationalities are found, similarities between country groups prevail. "In a world increasingly globalized, multiple language skills can create more employment opportunities. Several countries include language training programs in active labor market programs for the unemployed. We analyze the effects of a language training program on the re-employment probability and hourly wages of the unemployed simultaneously, using highquality administrative data from Luxembourg. We address selection into training by exploiting the rich administrative information available, and account for the complication that wages are 'truncated' by unemployment by adopting a principal stratification framework. Estimation is undertaken with a mixture model likelihood-based approach. To improve inference, we use the individual's hours worked as a secondary outcome and a stochastic dominance assumption. These two features considerably ameliorate the multimodality problem commonly encountered in mixture models. We also conduct sensitivity analysis to assess the unconfoundedness assumption employed. Our results strongly suggest a positive effect (of up to 12.7 percent) of the language training programs on the re-employment probability, but no effects on wages for those who are observed employed regardless of training participation. It appears that, in the context of an open and multilingual economy, language training improve employability but the language skills acquired are not sufficiently rewarded to be reflected in higher wages." "Using census data for 1996, 2001 and 2007, we study the labor market effect of immigration to South Africa. We exploit the variation - both at the district and at the national level - in the share of foreign-born male workers across schooling and experience groups over time. In addition, we use an instrumental variable empirical strategy to estimate the causal effect of immigration on the local labor market. At the district level, we show that increased immigration has a negative and significant effect on natives' employment rates but not on total income. At the national level, we find that increased immigration has a negative and significant effect on natives' total income but not on employment rates. Abstract
"Immigrants from low-income source countries tend to be underrepresented in employment and overrepresented in social insurance programs. based on administrative data from norway, we examine how these gaps reflect systematic differences in the impacts of social insurance benefits on work incentives. drawing on a benefit formula reform of the temporary disability insurance program, we identify behavioral employment and earnings responses to changes in benefits, and find that responses are significantly larger for immigrants. among female immigrant program participants, earnings of the male spouse also drop in response to more generous benefits. we uncover stronger behavioral responses among natives with characteristics similar to those of immigrants."
