Migration und Integration

Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.

Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. Inwiefern kann Zuwanderung der Schrumpfung und Alterung des Erwerbspersonenpotenzials entgegenwirken? Welche Entwicklungen in der nationalen und europäischen Einwanderungspolitik begünstigen die Einwanderung von Erwerbspersonen und Fachkräften?     "Research on the migrant penalty in European labour markets reveals a significant gap between migrants and natives across various outcomes, which appears to be linked to specific features of the labour market structure. As the proportion of low-status jobs increases at the regional level, a trade-off ‘equilibrium’ emerges between migrants’ likelihood of being employed and the quality of the jobs they hold, compared to natives. This study aims to explore whether the Great Recession has altered this migrant-native equilibrium. To address this, we analyze EU-LFS data from 13 countries and 140 European regions, examining three distinct periods: pre-crisis, during the crisis, and post-crisis. Our findings indicate that during the economic downturn, this equilibrium shifted, weakening the trade-off between employment probability and job quality. Furthermore, the shift continued in the post-crisis phase, suggesting that the Great Recession may have triggered a structural transformation of the migrant-native equilibrium in European labour markets, rather than just a temporary adjustment."     Abstract

    "One of the most important reasons for international migration is unemployment, along with economic concerns. Domestic and international migration movements generally take place from regions with high unemployment to the regions where unemployment is low. Therefore, analyzing the labor market is important for predicting and directing migration movements. The World Bank grouping of countries includes 47 country groups according to their geographical and income status. In our study, the unemployment hysteresis of 48 groups, which includes the average of these 47 country groups and the world in general, has been analyzed. For the analysis of the unemployment hysteresis, six different variables were used: total unemployment rate, female unemployment rate, male unemployment rate, youth unemployment rate, youth female unemployment rate, and youth male unemployment rate. For analysis of unemployment hysteresis, the Fourier PANIC panel unit root test, which entered the literature in 2023, was used. Significant results were obtained for country groups. The results of the analysis show that the unemployment hysteresis is valid for total unemployment worldwide, while the natural rate hypothesis is prominent for youth and young males. While hysteresis is observed in total and male unemployment in low- and middle-income countries, the natural rate hypothesis is generally valid in high-income countries; however, hysteresis persists in female unemployment. Therefore, at the global level, encouraging controlled and need-driven migration movements from regions where the unemployment hysteresis is valid to regions where the natural rate hypothesis is valid, can contribute to reducing imbalances in labor markets. At the national level, selective labor transfer policies, taking into account labor market needs, can be implemented from regions with high unemployment hysteresis."     "We incorporate positive labor supply elasticities on the intensive and extensive margins into a standard model looking at the impact of immigration on hourly and weekly wages in the host region. When natives and migrants are perfect substitutes, a higher labor supply elasticity on the extensive margin reduces the magnitude of the negative hourly and weekly wage elasticity resulting from immigration. Conversely, a higher labor supply elasticity on the intensive margin is very likely to amplify the negative impact of immigration on the weekly wage, due to a reduction in weekly working hours. Simulations suggest that incorporating labour supply effects offsets negative wage effects, especially for parameter values that would otherwise imply a relatively large negative wage elasticity from immigration. The change in the wage elasticity of migration from incorporating labor supply effects is often small, but for special cases where labour supply elasticities are substantial the effects can be important."     "SUMMARY: Germany has become the second-most important destination for migrants worldwide. Using all waves from the microcensus, we study their labur market integration over the last 50 years and highlight differences to the US case. Although the employment gaps between immigrant and native men decline after arrival, they remain large for most cohorts; the average gap after one decade is 10 percentage points. Conversely, income gaps tend to widen post-arrival. Compositional differences explain how those gaps vary across groups, and why they worsened over time; after accounting for composition, integration outcomes show no systematic trend. Still, economic conditions do matter, and employment collapsed in some cohorts after structural shocks hit the German labor market in the early 1990s. Rechtspopulistische Akteure stellen einen kausalen Zusammenhang zwischen Sozialleistungen und Einwanderung dergestalt her, dass der Sozialstaat wie ein Magnet bedürftige Menschen aus dem Ausland anzieht. Der Beitrag zeigt, dass die These eines solchen Zusammenhangs nicht haltbar ist und ordnet sie als ein Beispiel für rechtspopulistische Konstruktionen von sozialen Problemen in öffentlichen Debatten ein. Dafür wird auf Ergebnisse aus der empirischen Forschung Bezug genommen und auch die Nutzung von Grundsicherungsleistungen durch Menschen ohne deutsche Staatsangehörigkeit beleuchtet, wobei auch auf das Zusammenspiel von Grundsicherung und Arbeitsmarkt eingegangen wird." Using SOEP data (2012, 2017), this study quantifies gaps across the wealth distribution and examines income, saving rates, and portfolio composition. Migrants from low- and middle-income countries exhibit the largest gaps, with persistent disadvantages in the upper distribution. Second-generation high-income country migrants show signs of convergence. Disparities are mainly due to portfolio composition and differences in earnings and savings behavior.     "In den vergangenen 20 Jahren nahm die Alterung der Beschäftigung in allen Kreisen Deutschlands teils deutlich zu. Zugleich standen im Jahr 2023 nirgendwo genügend jüngere Beschäftigte zur Verfügung, um die aus dem Erwerbsleben ausgeschiedenen älteren Beschäftigten rein zahlenmäßig zu ersetzen. Bevölkerungsvorausberechnungen legen nahe, dass sich die Alterung auch in Zukunft fortsetzen wird. Damit würden sich nicht nur die heute schon in vielen Bereichen des Arbeitsmarktes zu beobachtenden Fachkräfteengpässe weiter verschärfen. Es würde auch dazu führen, dass das Verhältnis von Rentnerinnen und Rentnern zu den Personen im erwerbfähigen Alter weiter steigt und als Konsequenz daraus weniger Einzahlungen in die sozialen Sicherungssysteme erfolgen. Angesichts dieser demografischen Entwicklungen hat sich der vorliegende Beitrag auf das Potenzial konzentriert, das mit der Zuwanderung ausländischer Arbeitskräfte einhergeht. Es sollte die Frage beantwortet werden, inwieweit ausländische Beschäftigte dazu beitragen können, den Alterungsprozess der Beschäftigung in den einzelnen Kreisen abzufedern. Die Berechnungen für den Zeitraum von 2003 bis 2023 haben gezeigt, dass ausländische Beschäftigte in allen Kreisen Deutschlands die Altersstruktur der Beschäftigung entlastet haben. Es wurde allerdings auch deutlich, dass genau in denjenigen Regionen mit im Durchschnitt eher älteren Beschäftigten der Anteil ausländischer Beschäftigter gering ist. Die Entlastungswirkung der Altersstruktur durch ausländische Beschäftigte ist zwar in Regionen mit älteren Beschäftigten tendenziell auch etwas höher, der Zusammenhang ist aber statistisch nur schwach signifikant. Die Ergebnisse untermauern die vorteilhafte Bedeutung, die ausländische Beschäftigte in allen Kreisen Deutschlands für die Altersstruktur des Arbeitsangebots haben. Diese Stütze ist allerdings in denjenigen Regionen hoch, in denen es auch anteilig schon recht viele ausländische Beschäftigte gibt. Um weitere Potenziale durch ausländische Beschäftigte zu generieren, sind grundsätzlich alle Regionen weiterhin gefordert, Integration und Vielfalt zu fördern und eine attraktive Willkommenskultur zu etablieren. Insbesondere die ostdeutschen Flächenländer stehen hier vor einer besonderen Herausforderung, denn dort ist einerseits die demografische Alterung besonders ausgeprägt. Andererseits bleibt abzuwarten, inwiefern fremdenfeindliche Einstellungen, wie sie sich in Wahlergebnissen und in Übergriffen gegenüber Ausländern geäußert haben, den Zuzug von Personen aus dem Ausland einschränken (vgl.     "Im vorliegenden Forschungsbericht wird analysiert, wie sich die Migration aus den neuen EU-Mitgliedsstaaten auf den Bezug von SGB-II-Leistungen durch die einheimische Bevölkerung auswirkt. Dabei liegt der Schwerpunkt auf erwerbsfähigen Leistungsberechtigten, da diese Gruppe davon potenziell am stärksten betroffen sein müsste. Trotz eines deutlichen Anstiegs der Zuwanderung lässt sich auf gesamtwirtschaftlicher Ebene kein Anstieg des SGB-II-Leistungsbezugs unter Einheimischen feststellen. Im Gegenteil: Der Zeitraum verstärkter Zuwanderung aus den neuen EU-Mitgliedsstaaten fällt mit einem Rückgang des SGB-II-Leistungsbezugs bei Einheimischen zusammen. Allerdings erlauben makroökonomische Zeitreihen lediglich Aussagen über Korrelationen, nicht jedoch über kausale Zusammenhänge. Aus diesem Grund werden ergänzend Regressionsanalysen auf regionaler und individueller Ebene durchgeführt. Hierbei wird die regionale Variation der Zuwanderung aus den EU-13-Staaten genutzt und zu Veränderungen im SGB-II-Leistungsbezug der einheimischen Bevölkerung in Beziehung gesetzt. Die Ergebnisse dieser Analysen deuten nicht darauf hin, dass die Zuwanderung aus den EU-13-Staaten einen nachweisbaren Effekt auf den SGB-II-Leistungsbezug der einheimischen Bevölkerung hatte. Weder auf regionaler noch auf individueller Ebene lässt sich ein systematischer und statistisch signifikanter Zusammenhang zwischen dem Ausmaß der Zuwanderung und Veränderungen im Bestand einheimischer Leistungsbeziehender feststellen. Die geschätzten Effekte sind meist gering, teilweise unterschiedlich gerichtet und statistisch unsicher. Insgesamt deuten die Befunde darauf hin, dass die Zuwanderung aus den EU-13-Staaten im untersuchten Zeitraum keine systematischen Veränderungen beim SGB-II-Leistungsbezug der einheimischen Bevölkerung bewirkt hat. Die Frage nach möglichen fiskalischen Auswirkungen der Migration auf die Sozialversicherungssysteme wurde in dieser Analyse nicht vertieft behandelt. Angesichts der hohen Erwerbsbeteiligung und der hohen Erwerbstätigenquoten der hier betrachteten Zuwanderungsgruppe dürften die Auswirkungen jedoch eher positiv sein." (Autorenreferat, IAB-Doku)

    "Migrant and mixed households have higher poverty than non-migrant households. This is partly because single-earner two-adult households are more prevalent in migrant and mixed households and because such households have different job characteristics. One crucial job characteristic is teleworkability. Whether or not individuals can work from home has become a dividing factor in the labour market. While much research has focused on how teleworkability affects poverty in the majority population, less attention has been devoted to migrant and mixed two-adult households. Using the German Microcensus (2019), we construct work arrangements based on the number of earners in the household and their job‘s teleworkability to predict poverty for non-migrant (N = 49,507), mixed (N = 6,818), and migrant households (N = 8,922). Descriptive statistics show that, in Germany, migrant and mixed households have more single-earner and non-teleworkable work arrangements. Results from logistic regressions report higher poverty for non-teleworkable and single-earner work arrangements, putting mixed and migrant households at an increased disadvantage. Furthermore, we find that migrant (and mixed) households not only have a higher prevalence of high-poverty work arrangements but also higher poverty than non-migrant and mixed households within the same work arrangements."     Abstract

    "In this study we evaluate the effects of low-skilled immigration on small businesses, wages and employment in Germany. We develop a search and matching model with heterogeneous workers, cross-skill matching, and endogenous entry into entrepreneurship. The model is calibrated using German Socio-Economic Panel (SOEP) data. Quantitative analysis shows that low-skilled immigration benefits high-skilled workers while negatively affecting the welfare of low-skilled workers. It leads to the endogenous expansion of immigrant entrepreneurial activities, generating positive spillovers for all demographic groups except native entrepreneurs. Overall, there is a marginal loss to the economy in terms of per worker welfare. This loss is mitigated with increased skilled migration from India. Policies restricting immigrant entrepreneurship relax competition for native small businesses but reduce welfare for all other worker groups. Ethnic segregation of small businesses benefits low-skill native entrepreneurs." (Author's abstract, IAB-Doku) ((en))

    "Germany’s demographic and labour market developments over the past decade reveal a structural transformation with long-term implications. Declining fertility, population ageing, and a shrinking domestic workforce have increased the importance of migration as one key component of labour supply, economic performance, and system sustainability. Using recent administrative statistics and new panel survey data, this commentary summarises the empirical evidence on Germany’s demographic pressures, the contribution of migrants to labour market dynamics, and emerging patterns in onward and return mobility. Projections indicate a substantial contraction of Germany’s labour force potential in the coming decades. Under a zero-migration scenario, the working-age population will decrease by approximately 16 million individuals by 2060, even when assuming rising employment rates among women and older workers."     Abstract

    "We study the labour market impact of immigration to the United Kingdom, focusing on the large inflows following the 2004 EU enlargement. Using the Lifetime Labour Market Database (LLMDB)—a longitudinal 1% sample of National Insurance records—we provide the first analysisof immigration's effects on employment and wages based on high-quality administrative microdata. Exploiting individual, area and time fixed effects, as well as area-time, individual-time and individual-area fixed effects, we reduce endogeneity concerns that have limited previous work. We find limited aggregate impacts, but distributional consequences: existing immigrants—particularly those who were young or low paid—experienced modest negative employment effects, while natives faced little evidence of displacement. For wages, impacts were mixed: existing immigrants overall gained, but low-paid immigrants lost. The results suggest labour market adjustment operated through both substitution and complementarities across groups. More broadly, we provide a methodological framework for analysing the much larger and more diverse post-2021 immigration flows." (Author's abstract, IAB-Doku) ((en))

    "Demographic and economic consequences of international migration in high-income countries depend on the patterns of flows, which have changed profoundly since WWII. We investigate how the increase in highly skilled migrants shaped the geography of flows, the age, sex and family composition and the international mobility of immigrants in Switzerland between 1966 and 2019. The large-scale circulation of predominantly male migrants from neighboring countries in the 1960s transformed into a more permanent inflow alongside a dominance of women and families originating from all over the world in the 1980s and early 1990s. However, the turn of the new Century was marked by a renewed regionalization, ageing and masculinization of immigration, which is focusing on urban agglomeration centres and again characterized by high levels of international mobility.     "Previous research identifies the effects of immigration on social welfare from different perspectives. However, existing studies have not thoroughly explored how political institutions shape the nexus between immigration and the welfare state. This study argues that the types of government condition immigration's welfare effects. By restraining the policy influence of anti-immigration sentiment and sharing the responsibility for expanded welfare spending across the government as a whole, coalition and minority governments tend to spend more on welfare when facing increased immigration than single-party majority governments. Using time-series cross-sectional data between 1980 and 2019 from 28 advanced countries, this study finds that the increase in immigration inflow has an ambiguous relationship to social welfare expenditures. However, this relationship is substantially influenced by government types.
