The recent refugees’ inflow and the life satisfaction of residents in Germany (2026)

Ambrosetti, Elena & Hans Dietrich (2026): The recent refugees’ inflow and the life satisfaction of residents in Germany. In: Genus : Journal of Population Sciences, Jg. 82, H. 1, 2026-01-06. DOI:10.1186/s41118-026-00281-8
Abstract
"While refugee inflows into Germany have typically been relatively moderate in recent decades, specific exogenous political events such as the Yugoslav civil war in the early 1990s, the intensifying of the Syrian civil war around 2015, and the war in Ukraine since 2022, have generated substantial spikes in refugee arrivals, affecting the receiving society in multiple ways. This study examines the possible association between the large inflows of refugees into German society during the Syrian civil war period and the development of residents’ life satisfaction in Germany. While several studies have addressed the integration of this exceptionally large number of refugees into the German labor market and society, less attention has been paid to the potential impact of recent refugee arrivals on the subjective well-being (SWB) of the resident population, including native Germans and first- and second-generation immigrants. Whereas the literature reports neutral or positive associations between labor migration and residents’ or natives’ life satisfaction, less is known about the association between refugee inflows and residents’ life satisfaction. Using longitudinal data from the German Socio-Economic Panel (SOEP) enriched with official regional information and data from immigration statistics regarding refugee inflows into Germany, we analyze the association between refugee inflows and residents’ life satisfaction while controlling for established variables associated with life satisfaction. In contrast to political debates, our results demonstrate a significant positive association between residents’ life satisfaction and periods of increased refugee inflows since 2012. Even during the peak years of refugee inflows in 2015 and 2016, we observe increases in residents’ life satisfaction both overall and across specificsubgroups. However, as the observed increases are neither linear nor continuous, and vary across time within residential subgroups, we favor an explorative framework and do not claim to identify causal effects." Abstract
(Autorenreferat, IAB-Doku)

Pathways to occupational inclusion in host societies (2026)

Abstract
"Immigrants’ access to relevant jobs is crucial for social integration and better life chances. For migrants in regulated professions, occupational reintegration depends on accreditation of previous learning by national, sectorial authorities. These migrants face complex systems that both enable and hinder occupational reintegration. In this article, we examine skilled migrants’ pathways to their vocations in Norway and Sweden, with a special emphasis on the role of bridging programmes to this end. Our analysis is based on interviews with migrants who have enrolled in or completed occupational requalification programmes. We explore how institutional opportunity structures shape their access to their professions and use four case portraits to illustrate how programme pre-requisites, timing, location and life-circumstances affect participation, and how such programmes are adapted to the candidates’ life situations. The portraits also show how the two countries offer varying support for reacredditation: Norway’s system appears more formalized and less integrated across immigration statuses compared with the Swedish system. Migrants in both countries call for a more systematic and coordinated intersectoral approach from public authorities to facilitate access to licensed occupations." Abstract
"The study offers a systematic review of scientific literature on ‘return migration’ performing computational text mining and topic modelling. On a sample of 3000 studies indexed in Scopus and published between 1960 and 2020, we present a textual analysis and a clusters' analysis of titles, keywords, abstracts and publications' metadata. Results show a rapid growth in research since the 1970s, mirroring the evolution of migration events and the pace of theoretical advancements. The research landscape appears dominated by receiving high-income countries' perspective. Throughout the entire period, topics related to culture, ethnicity and political identity have been prominent. A progressive shift in the economic paradigm has been identified, with labour-related keywords leaving room for more subjective aspects of well-being. Growing attention has been paid to different forms of migrants' capital and vulnerabilities, along with a declining interest in demographic implications of return, especially with respect to African and European internal and international migrations." Abstract
"Migration scholars commonly study international migration and socio-economic integration separately, typically focusing on a single receiving country in the Global North. The TRANSMIT project adopts a transnational perspective, studying key migration routes to Europe via large-scale surveys among Syrians and their host communities in two major countries of mixed-migration contexts, namely Lebanon and Turkey. Both countries, in addition to their own history of emigration, host large refugee populations. The surveys cover both migration biographies and aspects of the socioeconomic participation of Syrian nationals. Surveying the host populations in equal terms allows researchers to examine local contexts and group differences." (Author's abstract, IAB-Doku, © De Gruyter Brill) ((en))

Determinants of refugees’ generalised and institutional trust: evidence from Germany (2026)

Abstract
"This paper examines the factors shaping refugees’ institutionalized and generalized trust, focusing on three key influences: (1) pre-arrival migration effects, such as experiences of trauma; (2) asylum procedure effects, including the length and outcome of the process and perceptions of fairness; and (3) post-procedure effects, particularly the context of reception. Using data from the IAB-BAMF-SOEP survey of refugees in Germany, we find that the conditions of the asylum process and the reception context are critical determinants of refugees’ trust. Specifically, while the length of the asylum process and living in shared accommodations negatively affect institutional trust, these impacts are largely mediated by other refugee-specific experiences, such as perceptions of procedural and interactional justice. Receiving a positive asylum decision directly enhances refugees ’ trust in German institutions and other people, whereas being trapped in existential limbo severely erodes trust levels. Additionally, refugees subject to residency restrictions exhibit lower institutional and generalized trust levels than those without such limitations. These findings highlight the critical role of short and fair asylum procedures and inclusive reception policies in fostering trust among refugees, with significant implications for improving integration outcomes and social cohesion." Short‐Term Visa, Long‐Term Stay? Estimating Inflows of Overstayers in the Schengen Area Using Air Passenger Records and Facebook Mobility Data (2026)

Recchi, Ettore, Luca Bernasconi & Alejandra Rodriguez Sanchez (2026): Short‐Term Visa, Long‐Term Stay? Estimating Inflows of Overstayers in the Schengen Area Using Air Passenger Records and Facebook Mobility Data. In: International Migration, Jg. 64, H. 1. DOI:10.1111/imig.70123
Abstract
"Overstayers—travellers entering a country with a valid visa but staying beyond the initially authorised period—are a blind spot of migration research. Past studies claim that overstaying is indeed the main gateway to irregular migration in Europe, but few estimates exist. This paper explores three new methods to estimate the inflows of overstayers. We concentrate on the Schengen area as destination, given its relevance in global migration flows, and on non-European countries as origins, since for travellers from these countries commercial flights are the most likely transportation mode to Europe. Our methods rely on aggregate information on incoming and departing passengers from all airports in the Schengen Area, and on Facebook users' mobility data. In the first method, we compute ‘net air travel flows’ as the difference between incoming and outgoingpassengers; we then deduce net regular migration (using data from Eurostat and the QuantMig project) from ‘net air travel flows’ to obtain ‘unaccounted net flows’, which we hold to equate approximately to newly incoming overstayers with short-stay visas for 2019. In the second method, building on the first estimate, we employ the logic of gravity models to project estimates for later years. In the third method, we build on the intuitions of the first method but use net migration figures from data on Facebook users' cross-border movements. Substantively, the results of the different methods converge, indicating around 450,000 new overstayers who entered the whole of the Schengen Area in 2019 with short-stay visas. Analyses for the following years obtained with the second and third method match and are in line with changes in travel policies during the COVID-19 pandemic (2020 and 2021), suggesting a significant reduction in the number of overstayers for those years and an uptick for the years 2022–2023. By uncovering the size and scope of the overstaying population we shed light on a highly contested issue in the public debate and ultimately contribute to raise awareness on the constructed nature of the ‘regular’ versus ‘irregular’ framing of migration." Who gets to return? Party politics and the selectivity of European emigrant return policies (2026)

Reiß, Lea Giulia (2026): Who gets to return? Party politics and the selectivity of European emigrant return policies. In: Migration Studies, Jg. 14, H. 1. DOI:10.1093/migration/mnaf061
Abstract
"Why do European governments encourage the return of some emigrants but not others? Across the EU, emigrant return policies tend to be highly selective, prioritizing specific emigrants, such as young people, skilled professionals, or entrepreneurs. Drawing on an original dataset of eighty-one national-level emigrant return policies adopted by seventeen EU member states (2004–23), alongside in-depth case studies of Ireland and Portugal, this study investigates how and why governments prioritize certain emigrants for return. The study argues that governments’ ideological outlook, core constituencies, and their strategic positioning in electoral competition play a central role in shaping the design and targeting of policies. The analysis reveals that the party family of the strongest governing party, rather than the government ’s position on the left–right spectrum, determines the primary target group of return policies. Social democrats tend to favour workers, liberals prioritize highly skilled professionals and entrepreneurs, while conservatives, Christian democrats, and far-right parties more frequently target families. The case studies further reveal that electoral incentives and timing shape policy targeting, especially in the run-up to national elections. The article contributes to research on migration governance and party politics, highlighting how migration promotion policies, such as emigrant return policies, are not neutral responses to current demographic and economic needs but serve as strategic tools in political competition." Robinson, Jennifer-Louise & Thomas Groß (2026): Qualification as a key criterion? An analysis of Germany’s labour migration policy. In: Comparative Migration Studies, Jg. 14, H. 1. DOI:10.1186/s40878-025-00510-7
Abstract
"In Germany’s labour migration discourse the notion of skilled workers is pervasive, as evidenced by the title of the 2020 Skilled Immigration Act and its extension in 2023, framing migration primarily in terms of migrants’ qualifications and labour-market relevant skills. This article analyses the significance of this qualification criterion which is expressed in German migration law by the requirement for third-country nationals to hold a formal qualification recognised in Germany, in order to obtain residence and work permits. Therefore, it highlights a selectivity mechanism in migration policy within broader debates on how to analyse the functioning of selective systems – moving beyond a purely economic framing of demand- and supply-driven models. It does so by first analysing the development of German migration policy based on bilateral agreements towards a qualification-based policy, which has opened up to non-academically trained workers, particularly in recent years, and by secondly examining migration channels that do not require formally recognised qualification. The analysis shows that while formal qualifications remain a central criterion in German labour migration policy, a significant share of labour migration from third countries – understood as migration for the legal purpose of employment – occurs through pathways that waive this criterion. The one-sided focus on skilled labour immigration therefore does not reflect the complex reality of migration to Germany." (Author's abstract, IAB-Doku) ((en))

Can a country's generous social welfare benefits weaken the inflow of low-skill migrants? (2026)
Zitatform
Stark, Oded & Łukasz Byra (2026): Can a country's generous social welfare benefits weaken the inflow of low-skill migrants? In: Journal of Policy Modeling. DOI:10.1016/j.jpolmod.2026.107082
Abstract
"Governments of countries that attract migrants enact rules, procedures, and policies that constrain migration directly or affect migration indirectly. One such policy is the provision of social welfare benefits. As both intuition and literature lead us to conjecture, a case in point is the provision of social welfare benefits to low-skill workers, which affects the incentive of migration of low-skill workers. This is so because of the assumption that once they join the host country’s workforce, low-skill migrants will be treated like low-skill native workers, in terms not only of wage remuneration and wage taxation but also eligibility for social welfare benefits. For example, this is the practice with regard to migration among European Union countries. A corollary of this perspective is that the more generous are the social welfare benefits in a migrant’s host country, the larger will be the gain awaiting low-skill migrant workers. Our aim in this paper is to draw attention to the possibility that matters do not necessarily unfold in this manner. In a nutshell, our conjecture is as follows. Social welfare benefits for low-skill workers in a country increase the supply of these workers. As a result of the increased supply, the wages of the low-skill workers in the country decline. Consequently, the gain awaiting low-skill migrant workers will diminish, and the incentive of low-skill workers to migrate to the country will be weakened. A policy implication of this conjecture is that governmental concerns over the possibility that, as a result of the enactment of generous social welfare benefits programs, migration pressures will intensify need not apply." Abstract
Migration Anticipation and Preparedness: Making Migration Management Work (2026)
Abstract
"Governments face increasing pressure to respond swiftly and effectively to rapidly evolving international migration flows – whether forced or planned. Anticipation is key to this response, but remains a challenge, and some important categories of migration are still not the object of forecast. This practical guide offers concrete measures to introduce, run and strengthen migration forecasting systems and preparedness strategies. Drawing on country practices, research and the lessons of the OECD’s multi-country Migration Anticipation and Preparedness (MAP) Task Force, it addresses the following questions: for what should forecasting tools be used, why migration needs to be forecast by category rather than only in aggregate, how to select models and data that fit specific purposes, how to credibly evaluate performance, and how to communicate results to policymakers so that forecasts can be used effectively and appropriately." Bayer, Patrick, Kerwin Kofi Charles & Ellora Derenoncourt (2025): Racial Inequality in the Labor Market. (NBER working paper / National Bureau of Economic Research 33372), Cambridge, Mass, 82 S.
Abstract
"In this chapter, we introduce a new framework for studying the evolution of racial inequality in the labor market. The framework encompasses two broad forces – distributional and positional – that affect labor market gaps by racial and ethnic identity over time. We provide long-run results on the evolution of Black-White earnings gaps, including new results for Black and White women, and we review the evidence on historical factors affecting racial gaps. We then provide new results on racial gaps among other groups in the U.S. and discuss the evidence on racial gaps outside the U.S. We then discuss the role of prejudice-based discrimination in driving racial gaps, particularly in the post-civil-rights era, a period when such discrimination has been thought to play a declining role in racial inequality. We describe forces that can amplify existing discrimination, such as monopsony and workers' perceptions of prejudice in the economy, and we discuss recent literature directly measuring discrimination through expanded audit studies and quasi-experimental variation. We conclude with a discussion of existing and new frontiers on race in the labor market, including stratification, reformulations of prejudice, and understanding the way race has shaped purportedly race-neutral institutions throughout the economy." Abstract
(Verlagsangaben, IAB-Doku)

Abstract
"SUMMARY: Germany has become the second-most important destination for migrants worldwide. Using all waves from the microcensus, we study their labur market integration over the last 50 years and highlight differences to the US case. Although the employment gaps between immigrant and native men decline after arrival, they remain large for most cohorts; the average gap after one decade is 10 percentage points. Conversely, income gaps tend to widen post-arrival. Compositional differences explain how those gaps vary across groups, and why they worsened over time; after accounting for composition, integration outcomes show no systematic trend. Still, economic conditions do matter, and employment collapsed in some cohorts after structural shocks hit the German labor market in the early 1990s. Lastly, we examine the integration of recent arrivals during the European refugee ‘crisis’ and the Russo-Ukrainian war." (Author's abstract, IAB-Doku) ((en))

Abstract
"This article analyses the European Labour Authority (ELA) to understand the strategies EU agencies can use to improve EU rule implementation. Theoretically, we depart from established EU implementation and compliance research, broadly distinguishing between enforcement, information and socialization strategies. Empirically, the analysis draws on 18 semi-structured background interviews with ELA and national officials and stakeholders as well as on documents from the negotiation of ELA's mandate, its first 5 years of operation and the review of the ELA regulation. We find that ELA tries to meet, at least partly, the high and diverse expectations of its stakeholders by pursuing a multitude of enforcement and information strategies in parallel. Given its limited resources to enforce and inform top-down, however, most observers see the greatest potential for ELA in a socialization strategy, which prompts horizontal cross-border co-operation and builds trust amongst national enforcement authorities through joint inspections and liaison officers." Abstract
"In this episode of The Sound of Economics, Rebecca Christie speaks about migration trends in the Western Balkans with Bruegel’s Nina Vujanovic and Nina Ruer, as well as Professor Herbert Brücker from Berlin’s Humboldt University in Germany, Since 2015, workers have been heading to Germany from Albania, Bosnia-Herzegovina, Montenegro, North Macedonia, Serbia and Kosovo, aided by a regulation specific to that region. How have those workers assimilated? What has been the effect on the countries they leave behind? Can better policy address youth unemployment and skills shortages? The discussion tackles the data, the outlook and the political context for Germany, the Western Balkan countries and the EU accession process." (Author's abstract, IAB-Doku) ((en))

Abstract
"Labor markets in advanced economies have undergone substantial change due to globalization, technological improvements, and organizational changes, making language proficiency increasingly important even in less skilled jobs. Has this development led employers to shy away from hiring immigrants with limited host-country language skills? We shed light on this question by conducting a large-scale field experiment, where we introduce common second-language features in immigrants' resumes. We also conduct employer surveys to interpret our experimental results. Our main finding is that language proficiency has a strong positive effect on being invited to a job interview, even in typical immigrant entry jobs." (Author's abstract, IAB-Doku) ((en))

Abstract
"Population change in Germany at the subnational level is particularly driven by changes in net international migration and shifts in internal migration flows between urbanisation, suburbanisation and counter-urbanisation. Official population projections at the county level use a single scenario, thereby omitting uncertainty that arises from changing patterns in the assumed components of demographic change. We use a cohort-component model that incorporates the spatial distribution of a net number of international migrants and internal migration matrices to provide population projections for 401 counties in Germany until 2070, encompassing nine total international and internal migration scenario combinations. Our results show a full potential outcome space of future subnational population change in Germany and highlight the variability in this possible change in terms of population structure, size, and spatial distribution. Across the scenarios, the total population of Germany is projected to be between 74.25 and 86.84 million people in 2040 (83.4 in 2023). There are also considerable differences in how the total population and its distribution might change spatially, both between urban and rural areas and in age structure. Thus, depending on the assumed absolute level of net international migration and the direction of internal migratory patterns we, highlight how internal and international migration patterns will continue to play a large role in future population development in Germany at the county level." Abstract
"This study examines the labour market outcomes of second-generation migrants in 32 countries (30 European countries, Australia and the United States of America). Drawing on data from labour force surveys and other household surveys contained in the ILO Microdata Repository, it focuses on labour force participation, unemployment, status in employment, wages and self-employment income. The results of the analysis reveal differences between second-generation migrants and other people born in the same country once the specific composition of that population group in terms of age and educational attainment is taken into account. Second-generation migrants generally exhibit lower labour market participation and higher unemployment rates, and they appear more likely to be employees than self-employed in several of the countries studied. With regard to earnings, on average across the countries studied, a small wage gap is observed between second-generation migrant workers and the rest of native-born workers, with wage premiums existing only in a few countries. The final chapter discusses relevant legal frameworks dealing with non-discrimination and employment that affect second-generation migrants."

Abstract
(Autorenreferat, IAB-Doku)

Abstract
"Immigration policy is often considered one of the most divisive issues in Western Europe and North America. We explore whether that debate has been oversimplified. We start from the position that immigration is a complex issue comprising many specific policy choices. We then investigate whether preferences are consistently open or closed across a range of immigration policy criteria. We analyze an original survey with a nationally representative sample of Germans. Our results suggest that preferences are not consistently open or closed on immigration, integration, and naturalization regulations. Overall, the German public would prefer to be open on some aspects of immigration policy and closed on others. In addition, population subsets who are either “pro-” or “anti-” immigration in general have the same preferences for whether to be open or closed on specific immigration policies. Our findings promote a more detailed approach to studying immigration preferences, which adds nuance to the idea of immigration as a grand societal conflict. In doing so, we highlight how future studies can refine expectations about when policy preferences are more permissive or restrictive." (Author's abstract, IAB-Doku) ((en))

Abstract
"This article questions the trend of admitting third-country nationals to an EU Member State for the purpose of posting them to another EU Member State. The reality of the workers concerned does not match the assumptions underlying the legal regime for intra-EU posting. As a result, it is easier to exploit their labor and their legal immigration status is jeopardized both during and after the posting. This also makes fictitious their ability to exercise rights that depend on this status, such as access to certain social security benefits. The trend of ‘labor immigration for the purpose of posting’ is fueled by a complex and opaque interplay of regulatory frameworks and ambiguous judicial interpretation of key legal criteria for posting. Recent case-law might help to mitigate this trend. Also, a revised EU directive has potential to marginally improve the rights of posted third-country nationals in the EU state where they are admitted. However, we conclude that more thorough measures are needed." (Author's abstract, IAB-Doku) ((en))

Abstract
"Ethnicity and social class are two of the main axes stratifying life chances in developed societies. Nevertheless, knowledge of the integration of ethnic minorities into the pattern of class reproduction remains incipient as evidence stems mostly from studies concentrating on specific ethnicities or single host countries. This article advances this knowledge by providing a comparative perspective on the intergenerational occupational mobility of second-generation immigrants and the majority population across 26 European countries. Drawing on pooled data from the European Social Survey (2004–2018), the article demonstrates that ethnic penalties arise for employment and occupational mobility in many countries, however, with crucial differences across and—to a smaller extent—within major country groups. Across countries, ethnic barriers for the second generation are connected to their social integration in the host society and the composition of the first migrant generation, emphasizing the importance of familial and social support for social advancement. By contrast, I detect no link between anti-immigration norms and ethnic penalties, and only mixed evidence for the role of integration policy. The article concludes that ‘ethnicity matters’ in many European societies, even if ethnic cleavages vary according to the composition of migrant populations and the context in the host society." A migration miracle? Indian migration to Germany: Opportunities and challenges (2025)

Abstract
"The number of Indian migrants in Germany has risen sharply in recent years. In particular, they are helping alleviate the shortage of skilled workers in STEM professions. For Germany, India is the most important country of origin for labour and education migration. Currently, the profile of migration to Germany is changing: fewer experts are entering on the EU Blue Card (which, until recently, was the most important residence permit for skilled workers), while more students, trainees and professionally qualified people are coming to look for jobs or have their qualifications recognised by the German authorities. The Migration and Mobility Partnership Agreement (MMPA) concluded by Berlin and New Delhi in 2022 does not expand the German legal framework for recruiting skilled workers through the provision of new access routes. However, it does improve the practical implementation of self-organised migration from India - for example, by speeding up visa procedures. The MMPA Joint Working Group offers the opportunity not only to engage in a dialogue with the Indian government aimed at harnessing the full potential of increasing migration but also to address the challenges that have arisen from that trend, including the inadequate regulation of private recruitment agencies. The example of India shows that Germany's external infrastructure and migration-related development cooperation must be used much more effectively in countries of origin in order to develop new approaches to the fair and successful recruitment of skilled workers for the German labour market. Migration cooperation is a bridge builder in German-Indian relations, which are becoming increasingly important. Key areas of bilateral collaboration - such as digitisation, artificial intelligence and climate protection - should be systematically linked to knowledge exchange and the mobility of skilled professionals in these sectors." DOI:10.48720/IAB.FB.2515
Abstract
(Autorenreferat, IAB-Doku)

Abstract
Kosyakova, Yuliya (2025): Germany's Demographic Challenge and the Central Role of Migration. Evidence from Labour Market and Mobility Data. Commentary. Milano, o. Sz.
Abstract
"Germany’s demographic and labour market developments over the past decade reveal a structural transformation with long-term implications. Declining fertility, population ageing, and a shrinking domestic workforce have increased the importance of migration as one key component of labour supply, economic performance, and system sustainability. Using recent administrative statistics and new panel survey data, this commentary summarises the empirical evidence on Germany’s demographic pressures, the contribution of migrants to labour market dynamics, and emerging patterns in onward and return mobility. Projections indicate a substantial contraction of Germany’s labour force potential in the coming decades. Under a zero-migration scenario, the working-age population will decrease by approximately 16 million individuals by 2060, even when assuming rising employment rates among women and older workers." Abstract
"We study the labour market impact of immigration to the United Kingdom, focusing on the large inflows following the 2004 EU enlargement. Using the Lifetime Labour Market Database (LLMDB)—a longitudinal 1% sample of National Insurance records—we provide the first analysisof immigration's effects on employment and wages based on high-quality administrative microdata. Exploiting individual, area and time fixed effects, as well as area-time, individual-time and individual-area fixed effects, we reduce endogeneity concerns that have limited previous work. We find limited aggregate impacts, but distributional consequences: existing immigrants—particularly those who were young or low paid—experienced modest negative employment effects, while natives faced little evidence of displacement. For wages, impacts were mixed: existing immigrants overall gained, but low-paid immigrants lost. The results suggest labour market adjustment operated through both substitution and complementarities across groups. More broadly, we provide a methodological framework for analysing the much larger and more diverse post-2021 immigration flows." (Author's abstract, IAB-Doku) ((en))

The return of the state: how European governments regulate labour market competition from migrant workers (2025)

Abstract
"What is the role of the market economy and of the European Union in shaping policies that limit migrants’ access to the labor market? While much of the existing research has examined the development of border policies in Europe, less attention has been given to post-entry measures regulating the employment of Third Country Nationals. We examine the role of different market economies and the European Union in devising lesser-known measures that target migrant labor market competition. Focusing on the period from 1990 to 2020, we analyse four case studies: Austria, Germany, Ireland, and the United Kingdom. We hypothesize that these migrant labour market competition measures (MCM) have emerged in ways that challenge both the marketization of migration thesis and predictions from theories of EU immigration policymaking and varieties of capitalism (VoC). While the European Union ’s influence partially explains the adoption of some selective policies, the emergence of MCM transcends the VoC framework. Furthermore, contrary to marketization claims, states have sought to address labour market concerns about competition from migrants by adopting selective, rather than indiscriminate, regulatory approaches. We argue that the interplay between selectivity and measures restricting migrant labour market competition has become central to understanding how states regulate migration in the European Union." Do institutions matter for refugee integration? a comparison of case worker integration strategies in Switzerland and Canada (2025)

Abstract
"In this paper we explore the extent to which differences in institutional settings, with a focus on the human capital formation regime, shape the integration trajectories proposed to recently- arrived refugees. To do so, we compare two countries, Switzerland and Canada, which are committed to implementing integration policy for refugees and belong to two different human capital formation regimes. We investigate whether ending up in a country with a collective skill formation system (Switzerland) limits refugee integration paths by “managing” their aspirations and directing them towards predefined options compared to a country with a more liberal human capital formation regime (Canada) where refugees may have more room of manoeuvre to fulfil their aspirations. In order to test this hypothesis, we used qualitative vignettes and compared integration paths proposed by case workers to refugees in a Swiss Canton (Vaud) and in a Canadian Province (Québec). We found that overall, the integration paths proposed are very similar, regardless of the institutional context. We reason that this largely unexpected result is due to the similarities in the overall orientation of integration policy; the similarity of the policy problem and labour market shortage in the low skill segment experienced in both countries." Migration flows from the Western Balkans to Germany: implications and recommendations (2025)

Ruer, Nina & Nina Vujanović (2025): Migration flows from the Western Balkans to Germany: implications and recommendations. (Working paper / Bruegel 2025,19), Brüssel, 28 S.
Abstract
"Migration has long shaped the demographic and economic realities of the Western Balkans, with Germany emerging as the primary destination for emigration. Since the 1990s, persistent emigration, combined with negative natural population growth, has led to significant population declines in Western Balkan countries, raising concerns about the region’s development. Yet this migration also generates economic benefits for origin countries, notably through remittances, trade, foreign direct investment (FDI) and diaspora networks. This Working Paper analyses the most recent migration wave to Germany, sparked by Germany’s 2015 Western Balkan Regulation (WBR) which facilitated labour flows from the region to Germany. While the benefits of the WBR for Germany are evident, the consequences for the Western Balkans have been mixed. Outflows are particularly significant in sectors vital for development, including healthcare, manufacturing and construction. Remittances remain important as support for household consumption, while trade and FDI links with Germany have deepened. Numerous factors motivate people to leave the region, from poor labour market outcomes to less welfare support and mistrust of institutions. Germany, meanwhile, has strong pull factors, including higher wages, stronger welfare systems, better education and more attractive career prospects in the German labour force. The true challenge for the Western Balkans, therefore, is to manage the phenomenon in ways that are conducive, rather than damaging, to its development. Reforms in the areas of employment, education and the rule of law can reduce the compulsion to leave. Meanwhile, rising cross-border capital flows between Germany and the region, together with reverse knowledge spillovers from the diaspora and possible return migration, can turn labour mobility into a source of growth." Transferring Skills but Not Progressing: Labour Market Trajectories of intra-European West-to-West Movers (2025)

Abstract
"The literature on economic assimilation describes the labor market trajectories of migrants to traditional destinations as having the shape of the letter ‘U’, describing an initial occupational drop in destinations followed by occupational upgrading. However, analyses of the European Internal Movers Social Survey show that this U-shaped trajectory does not fit the reality of intra-European labor market mobility between Britain, France, Germany, Italy and Spain. Western Europeans’ skills seem to be relatively well transferable to other West European contexts, resulting in rather smooth career transitions, in particular when compared to third-country migration to the EU. The analyses show that for Western Europeans moving to another Western EU member state is not related—on average—to occupational downgrading, as it is in the case of traditional migration destinations described in the existing literature. On the negative side, Western European movers do not get ahead substantially in their careers over time in their destination." (Author's abstract, IAB-Doku) ((en))

From Aspiration to Action? The Impact of Germany’s 2015 Dublin III Suspension on Migration Intentions in Arab Countries (2025)

Abstract
Abstract
Illegal employment of third-country nationals: 2017-2022 situation analysis: EMN Study (2025)
Abstract
"This EMN study documents the illegal employment of third-country nationals in EMN Member Countries between 2017-2022, building on the earlier EMN study until 2017. It includes an up-to-date analysis of key legislative and policy frameworks and practices to prevent, identify and tackle the illegal employment of third-country nationals, including beneficiaries of temporary protection (BoTP). It also provides examples of challenges and good practices. The study classifies third-country nationals engaged in illegal employment into three main groups: those legally residing but working undeclared; those legally residing but violating the terms of their residence or work permit; and those irregularly staying and working in the country. It also considers cases of illegal self-employment, notably in platform work, which can fit into any of these categories. The study found that between 2017 and 2022, all EMN Member Countries actively conducted on-site inspections to tackle the illegal employment of TCNs. Most countries integrated this effort into broader labour inspections. Six countries in the EMN reported increased yearly general labour inspections: for instance, Greece’s annual inspections increased in all sectors since 2017, with a 13% rise in 2022 compared to 2021. Other countries report success in finding more violations and hiring more inspectors. The increase in the number of labour inspectors on the ground in Luxembourg, from 22 in 2018 to 86 in 2021, significantly enhanced the detection of illegal employment of TCNs with twice as many cases detected in 2022 compared to 2021. Four countries specifically conducted targeted inspections focused on TCNs in situations of illegal employment. The study indicated that small to medium-sized enterprises (SMEs) are the most common employers of illegally employed TCNs, particularly in sectors such as construction, accommodation, food services, manufacturing, agriculture, forestry, and fishing. Sectors increasingly vulnerable to illegal employment practices include beauty and wellness, delivery services, security services, event management, and demolition work. The study shows that EMN Member Countries have improved cooperation between national actors and with other countries and sectors. Since 2017 new schemes for better collaboration between national agencies involved in prevention and enforcement efforts have been introduced. Labour inspectorates often collaborate with immigration and asylum services, financial and tax authorities, law enforcement and border control, social security and insurance agencies, and occupational safety and health authorities. Cross-border cooperation has also increased, using new initiatives like the European Labour Authority’s (ELA) European Platform tackling undeclared work. The study found that the consequences for TCNs caught working illegally depend on their residence status and whether they currently have or previously had a work permit. Penalties range from revoked or denied residence permits to return decisions and fines. For example, in Ireland, immigration permission can be withdrawn and the employment permit revoked, subjecting the person to the same removal process as those found irregularly present in the state. However, special procedures are in place in most EMN Member Countries for victims of exploitation or human trafficking, such as granting temporary residence permits or activation of an application for international protection." International Migration Outlook 2025 (2025)
Zitatform
(2025): International Migration Outlook 2025. (International migration outlook 49), Paris, 439 S. DOI:10.1787/ae26c893-en
Abstract
"This publication constitutes the 49th report of the OECD’s Continuous Reporting System on Migration. The report is divided into six chapters plus a statistical annex. Chapter 1 provides a broad overview of recent trends in international migration flows. It also analyses recent changes on the labour market inclusion of immigrants in OECD countries. Chapter 2 monitors recent changes in migration policies, while Chapter 3 looks at the recent changes in policies that support the integration of immigrants and their children. Chapter 4 looks at the role of firms in immigrant integration. It sheds new light on the role of firms in shaping the immigrant earnings gap using linked employer-employee data for 15 OECD countries. The chapter starts by documenting the immigrant earnings gap at entry in the labour market and the extent to which it is driven by immigrants working disproportionately in lower-paying firms, industries and occupations. It then analyses how the earnings gap evolves as immigrants integrate into the labour market by moving to better-paying firms, industries and occupations. The implications for immigrant integration policy are discussed in the conclusion. Chapter 5 is the result of a co‑operation between the OECD and the WHO in the context of the “Working for Health” programme. It examines the evolution of international migration of health professionals, specifically doctors and nurses, to OECD countries since 2000/01, in the context of growing workforce shortages and increasing global competition for talent. The chapter considers the implications for countries of origin, including the risk of brain drain, and highlights the importance of ethical recruitment practices. Finally, it explores recent changes in migration policies affecting health professionals, as well as developments in the recognition of foreign qualifications and licensing across the OECD. Chapter 6 presents succinct country-specific notes and statistics on developments in international migration movements and policies in OECD and selected non-OECD countries in recent years. Lastly, the statistical annex includes a broad selection of recent and historical statistics on immigrant flows, asylum requests, foreign and foreign-born populations, and naturalisation."
