Is Germany Missing Out or Catching Up? Gender Inequality and the German Skilled Immigration Act (2026)

    Abstract

"Germany’s Skilled Worker Immigration Act addresses labor shortages by targeting non-EU migrants. The literature emphasizes that such policies often overlook gender-specific challenges, reinforcing inequalities. Using the German Socio-Economic Panel (2013–2022), we reveal significant disadvantages for non-EU migrant women. We find that deskilling and the sexual division of paid and unpaid working time explain gender disparities in professional careers. Women migrating for work show lower disadvantages than other migrant women; however, they are predominantly young and without children. We advocate for gender-sensitive reforms to accompany migration laws, ensuring equitable labor market access for migrant women in Germany and especially those with children." Between two worlds: work–family balance and bicultural identity among second-generation devout Turkish women in Germany (2026)

    Abstract

"This research examines how bicultural socialisation shapes the work–family balance of second-generation devout Muslim Turkish women in Germany. Rather than treating ‘German individualism’ and ‘Turkish collectivism’ as fixed cultural blocks, we analyse how participants reinterpret, blend and at times reject the norms attached to each. The study draws on two months of ethnographic participant observation in a workplace with a high concentration of Turkish-origin women in Germany and ten in-depth, semi-structured interviews. Three findings complicate existing literature. First, ‘family’ here is intergenerational and transnational, including ageing first-generation parents whose unfinished settlement work is delegated to their daughters; this generates a form of family interference with work that nuclear-family models do not register. Second, religious devotion functions as lived, negotiated practice that shapes which jobs feel morally liveable. Third, strategies such as part-time and dual part-time work are best read as constrained accommodations rather than free preferences. The study extends intersectional and feminist analyses of work–family conflict to bicultural devout Muslim women, complicates preference-based and assimilationist accounts, and informs more granular workplace and welfare policy responses." Job Quality as a Crucial Measure of Migrants’ Economic Integration (2026)

    Abstract

"Migrants have left their home region since the earliest times for various reasons including economic opportunities, family reunification and education, as well as to escape war, persecution or human rights violations. In recent years, environmental factors have also become significant drivers. According to the United Nations, the global migrant population has reached unprecedented levels, with approximately 281 million people living in a country other than their country of birth in 2020, an increase of nine million from 2019 (McAuliffe and Oucho 2024). Research has extensively discussed the challenges migrants face in integrating into the labour markets of their destination countries. Traditional studies have focused on earnings as a central indicator of integration, demonstrating that integration tends to improve over time as migrants acquire language skills, country-specific education and firm-specific knowledge (e.g., Chiswick and Miller 2003, 2012). Fewer studies have examined job quality using indicators beyond earnings, such as occupational attainment, skill-qualifications matches and job security. An important aim of research in this field is the development of policy recommendations for better social and labour market integration, particularly of disadvantaged migrant groups. Here, the identification of institutional, family or other integration barriers is important, while a focus only on labour market entry and the development of earnings to native levels is insufficient to detect the reasons for such barriers. A consideration of multiple, and broad, indicators of job quality is crucial when analysing the integration process of migrants, as well as when comparing the labour market integration of different migrant groups with their respective native peers. Hence, the aim of this chapter is to examine migrant job quality as a multidimensional and dynamic process, highlighting the differences between p. 164 diverse migrant groups and within them, based on gender and the time since their migration to Germany, considering data between 2016 and 2022. New insights are provided to the effect that, despite earnings increasing with duration of stay, other job features, such as job security, do not improve to the same extent. A gender perspective is crucial, considering that migrant women often face higher challenges than men in acquiring country-specific education, language skills or other knowledge necessary for labour market integration, alongside women's greater willingness to work below the level to which they are qualified due to what are, on average, their higher care responsibilities. Furthermore, the inflow of refugees is a major transformational force in this turbulent era (see Piasna and Leschke, this volume). In recent years, Germany has mostly experienced intra-EU migration, especially from central and eastern EU Member States following the 2004 and 2007 enlargements. For many years, there were hardly any general migration pathways to Germany from non-EU countries for work reasons. However, as a result of demographic challenges, Germany has sought to enhance skilled migration from outside the EU, while it has accepted more refugees in recent years than any other EU country (Brücker et al. 2020). Consequently, it provides a critical case study for analysing the job quality of refugees compared to other migrant groups during their initial years." Did the COVID-19 Pandemic Reduce Skill Mismatch Among Migrants in Germany’s Health Sector? (2026)

Fendel, Tanja (2026): Did the COVID-19 Pandemic Reduce Skill Mismatch Among Migrants in Germany’s Health Sector? In: Population Research and Policy Review, Jg. 45, 2026-07-10. DOI:10.1007/s11113-026-10030-6

    Abstract

"Most industrial countries face considerable demographic challenges, especially in the health and care sectors. The working conditions within a country are key to attracting workers from other countries. One of the greatest barriers for migrant workers is problems transferring foreign qualifications, often causing overeducation, which has negative effects on job satisfaction, and mental and physical health. In Germany, where almost 80% of health workers are female, overeducation is similarly low among migrant and native men, but approximately twice as high among migrant women as among native women. The outbreak of the COVID-19 pandemic strongly increased the demand for health workers. This study examined the effects of this increased labor demand on the overeducation of migrant and native health employees. The analysis was based on data from the 2013–2021 German Socio-Economic Panel, including 2,961 native-born and 1,081 foreign-born health employees. Descriptive and fixed-effects estimation results revealed that a significant pandemic-related reduction in overeducation observed in the health sector predominantly occurred among female health employees who migrated as refugees and family migrants from non-European Union countries. To reduce overeducation also in the absence of unusual situations such as the pandemic, support in transferring foreign qualifications is highly relevant, and this effort should specifically focus on women. Furthermore, expanding public childcare and removing obstacles to its use by migrant women are important for urgently needed existing qualifications, knowledge, and skills not to remain unused." Abstract

"In response to the volatile nature of contemporary labor markets, individuals are increasingly expected to self-manage their career trajectories. Although career self-management presents inherent challenges for the general working population, these difficulties may be exacerbated for vulnerable groups. To date, however, empirical research on the career crafting behaviors of vulnerable populations remains scarce. To extend career crafting research to underrepresented groups, we explored the career crafting strategies that migrant women engage in to achieve their future work selves, as well as the influence of resource availability on the adoption of these strategies. Based on migrant women's career orientation and temporal focus (present vs. future), we identified four career crafting strategies: (1) career planning, (2) career balancing, (3) career architecting and (4) career navigating. Our findings suggest that migrant women do not solely adopt one strategy throughout their entire career. Instead, we conceptualize career crafting as an agentic process wherein individuals seek optimal fit between their career crafting strategy and their (migration) context at the current stage of their career. Consequently, we do not state that one strategy is optimal compared to others – rather that the optimum can be found when achieving the right contextual fit, particularly in the context of vulnerability. Our findings underscore the importance of acknowledging the enabling and constraining circumstances that influence career crafting strategies of migrant women." Abstract

(Autorenreferat, IAB-Doku)

Can Care Service and <scp>ALMP</scp> Reduce Female Migrant Penalty in the Labour Market? A Multilevel Analysis of 16 Western European Countries (2026)

    Abstract

"This study explores policy effects including care service and ALMP regarding female workforces' labour market outcomes, focused on migration status. Third country migrant women's increased presence and their labour market integration after post-industrialism have been important issues regarding labour market segregation and relevant welfare state policy developments. Active measures for labour participation like care service in family policy and ALMP in labour policy were used to investigate how far these two policies can moderate labour market outcomes according to migration status. In turn, how the average migrant penalty with respect to natives in 16 Western European countries varies was analysed. Stepwise models incrementing individual conditions, policy measures, and welfare regime clusters were conducted by employing multilevel modelling. Results showed that both policies strongly moderate migrants' employment and job quality over that of natives and, importantly, with low ALMP levels a negative association between care service and female workforces' job quality was found regardless of migration status." Abstract

"While 50% of displaced individuals worldwide are female, women comprised only 31% of the people seeking asylum in Europe between 2008 and 2018. This study utilizes data from Eurostat on 5.6 million asylum-seekers between 2008 and 2018 to identify the country-level factors that drive this gendered selection. The effects are calculated using both a random effects panel model and a fixed effects panel model with clustered standard errors. The results suggest that country-level differences in the degree of gendered selection are largely driven by socio-demographic factors related to women’s social position within their country of origin." Gendered division of capital accumulation among left-behind husbands of international migration: a systematic review (2026)

    Abstract

"The feminization of migrant workers has positioned women as primary earners across nations, challenging traditional gender roles within migrant households while largely preserving existing patriarchal traditions. This study employs Bourdieusian frameworks of capital accumulation, particularly symbolic capital, to examine how left-behind husbands adapt to changing roles and household responsibilities at the intersection of gender, class, and cultural norms. Employing a PRISMA-based Systematic Literature Review, relevant publications indexed in Scopus, JSTOR, and PubMed from 2010 to 2025 were systematically selected. A total of 52 studies met the inclusion criteria and were analyzed using narrative synthesis to identify recurring themes and conceptual patterns. The results demonstrate that established gender norms lead to an imbalance in domestic responsibilities. Wife migration often assumes the role of primary income provider; however, domestic tasks are culturally perceived as feminine, thereby inhibiting men from fully participating in household responsibilities. Husbands who assume domestic roles frequently face conflicting expectations of caregiving while also upholding their symbolic authority as heads of household, leading to feelings of inadequacy and social pressure. These tensions often appear as symbolic violence, which diminishes men’s identity. The study advocates implementing financial literacy and entrepreneurship training for left-behind husbands to enhance the sustainable use of remittances and reduce dependency. Future research should examine the long-term effects of these role shifts on gender dynamics in families and communities." (Author's abstract, IAB-Doku) ((en))

European Union economic policy on social reproduction – Differentiating between Central-Eastern Europe and the West (2026)

    Abstract

"The economic policies of the European Union can deepen the crisis of social reproduction in its member states by impacting the availability of (paid) public or market-based services of childcare, healthcare, long-term care and domestic work and the (unpaid) reproductive labour provided by individuals. Western European Union member states increasingly address the crisis of social reproduction by outsourcing the provision of reproductive labour to migrant workers, often from countries in Central-Eastern Europe, many of which in turn suffer from reproductive labour shortages caused by emigration. In this context, it is pertinent to assess to what extent European Union economic policy recognises the existence of crises of social reproduction in its member states and if the solutions proposed to address these differ for Western and Central-Eastern Europe countries. This article achieves this through a critical frame analysis of European Union economic policy documents issued between 2011 and 2023 to four countries selected due to their position in the reproductive labour migration chain: Belgium and Austria (as examples of destination countries which rely on Central-Eastern Europe labour migrants for care and domestic work), Poland (as example of both an origin and destination country), and Slovakia (as an example of an origin country)." Navigating employment and overeducation: comparative study of immigrant experiences in 17 Western European nations (2025)

    Abstract

"The labor market integration of migrants, focusing on employment and job quality, differs notably across Southern and Continental-Northern European nations, often involving trade-offs. Nonetheless, little is known about whether these diverse migrant inclusion models in European labor markets extend to the combination of employment and overeducation. Additionally, the role of gender in this context remains unclear. While overeducation is more prevalent among immigrants compared to native, its prevalence varies across countries. To fill this gap, we analyzed data from the 2015–2019 European Labor Force Survey in 17 European countries, considering gender and migrant origin – Western vs. non-Western. Results show that non-Western migrants and migrant women face more challenges than Western migrants and male counterparts, respectively. Among males, a trade-off model predominates, with low employment penalties but high overeducation penalties in Mediterranean countries, and vice versa in Continental and some Nordic nations. For females, those in Southern Europe align with the Mediterranean trade-off model, while those in most Continental and Nordic countries experience a double penalty. In Liberal countries, male migrants tend toward the Mediterranean trade-off model, while female migrants align with the integration model." (Author's abstract, IAB-Doku) ((en))

Natives’ gender norms and the labor market integration of female immigrants (2025)

    Abstract

"Using data from the European Social Survey 2002–2020, covering immigrants in 23 European countries, this paper investigates the role of natives’ gender norms in the labor market integration of female immigrants. To analyze the role of natives’ gender norms, we exploit intertemporal, interregional, and age-specific variation in female-to-male labor force participation ratios. We find a positive and robust association between immigrant women’s labor supply and the female-to-male labor force participation ratio in their region of residence. No similar association is found among immigrant men. We provide evidence that our finding is due to the cultural assimilation of female immigrants to native women’s gender norms, and not the result of exposure to similar institutions and economic conditions. Based on a gravity model of female immigrants’ regional location choice, we further provide supportive evidence that the association between natives’ gender norms and immigrant women’s labor supply is not driven by a selective location choice of female immigrants." Abstract

"The risk of gender-based violence (GBV) against migrant women is largely exacerbated by precarious employment opportunities available to them as they go through the resettlement process. Despite the risk that the connection of precarious employment and GBV pose to migrant women’s health and wellbeing, critical gaps exist in literature. Our scoping review sought to identify and synthesize evidence on the interconnectedness of GBV and precarious employment among migrant women. Six electronic databases were searched for empirical literature and two reviewers independently conducted title/abstract and full text screening of studies that met the inclusion criteria. Data synthesis was guided by the intersectionality theory and the Feminist Political Economy framework. 50 articles met the criteria for inclusion in this review. Our findings reveal that precarious employment plays both a catalytic and consequential role in GBV. Findings highlighted how post-migration shifts in gender roles, schedule unpredictability leading to work-life imbalance, and debt bondage trap migrant women in cycles of exploitation and abuse. Few studies highlighted how human trafficking is intertwined with precarious labor markets, where the exploitation and abuse of migrant women mirror the characteristics of human trafficking. This review underscores the urgent need for integrated policy responses that are not only focused on individual supports but also address the structural drivers or labor precarity and protect migrant women from GBV and human trafficking. By applying an intersectional lens, policies and intervention programs can tackle systemic oppression across economic, and social systems essential in reducing exploitation and abuse to advance migrant women’s wellbeing." Abstract

Abstract

"Global careers and highly skilled expatriates employing their talent in diverse contexts of the world tend to be conceptualized as “male”, and recognized diplomas represent employability. Despite the increasing feminization of migration, highly skilled female migrants and their contributions to economies through careers or entrepreneurship remain overlooked. Many obstacles impede the full employment of their talents. We review extant literature and argue that female migrant talent merits more detailed conceptual attention. By analysing interview data from 2010 to 2019 in two advanced European countries, we found that female migrants suffer from brain waste in multiple ways, partly due to external institutional aspects and discrimination and partly due to inherent internalized practices and sociocultural norms. We call for greater intersectionality and interdisciplinarity in examining equality to advance female economic participation. Private and public sectors may improve female talent perception, integration and employment by developing specific responses to the problems identified." Abstract

"This paper examines gender differentials in the international migration of professionals, and how this varies by country, industry, age, and years of experience. We leverage data from LinkedIn, the largest professional networking website, to construct Immigrant and Emigrant Gender Gap Indexes (iGGI and eGGI). These indexes measure inflows and potential outflows. The findings indicate that, among LinkedIn users, the global population of immigrant professionals is at gender parity. The professional migrant population is majority-female in key destination countries like the United States, the United Kingdom, Australia, and France as well as emerging destinations like South Korea and Singapore. Our results show that the mobility of women migrants is driven by industries like finance, healthcare, and real estate. We find evidence of positive selection among women migrant professionals in key destination countries and industries. Our results indicate that men are more open to international relocation than women, suggesting that men express higher migration aspirations, but men and women have similar rates of observed mobility. The paper makes novel contributions to the literature on migration aspirations, behavior, and selectivity. Methodologically, we develop a new dataset and appropriate measures to complement existing sources to study professional migration across a wide range of countries." Insights into return and International Mobility Panel of Migrants in Germany (IMPa). (IAB-Forschungsbericht 15/2025 (en)), Nürnberg, 92 S. DOI:10.48720/IAB.FB.2515en

    Abstract

"Temporary migration of people who have immigrated to Germany is a frequently observed phenomenon, and the trend is rising. Between 2014 and 2023, the average emigration rate among foreign nationals ranged from 6 to 11 percent, depending on the data source. At the same time, Germany requires a net annual immigration of around 400,000 people to stabilize its labor force potential. The high mobility propensity among immigrants can challenge this goal - with far-reaching consequences for securing skilled labor, integration, and the long-term viability of the welfare state. To gain robust insights into the causes, patterns, and effects of mobility, the International Mobility Panel of Migrants in Germany (IMPa) has been established as a new longitudinal online survey. It includes first-time surveys every two years, complemented by annual follow-up surveys over a four-year period. In the first wave (December 2024 to April 2025), around 50,000 immigrants participated. The first follow-up survey is scheduled for the second half of 2025. Using statistical weighting procedures, the data allow for representative statements about individuals in Germany who immigrated by April 2, 2024, are registered in the data of the Federal Employment Agency (e.g. via employment, benefit receipt, or participation in labor market programs), and are in working age (18 to 65 years). Key findings from the first wave indicate: A narrow majority of immigrants (57 percent, roughly 5.7 million people) plan to stay in Germany permanently. Around 1.2 million (12 percent) aim for a temporary stay, and roughly 3 million (30 percent) remain uncertain. About 2.6 million people (26 percent) reported having considered leaving Germany in the last 12 months; approximately 300,000 (3 percent) already have concrete emigration plans - split roughly equally between return migration and onward migration. Given Germany's structural need for skilled labor, the political priority in migration policy is shifting: not only immigration, but also the long-term retention of immigrants is becoming a key challenge. The data reveal that emigration intentions vary widely. Those intending to return primarily target European countries such as Poland or Romania but also Turkey, while onward migrants tend to prefer Switzerland, the United States, or Spain. Motivations also differ: family reasons dominate returns to the country of origin, while economic opportunities play a key role in onward migration. Main reasons for emigration considerations include political dissatisfaction, personal preferences, tax burdens, and bureaucracy. These motives are present among labor migrants, education- and family-based migrants alike; refugees also frequently cite discrimination as a major reason. Overall, the findings suggest that state measures such as reducing bureaucracy, simplifying administrative procedures, and offering tax incentives could help lower emigration intentions. Regarding sociodemographic and migration-specific factors, the IMPa results highlight their central role in shaping emigration intentions. Men report higher rates of temporary stay intentions, emigration considerations, and concrete migration plans than women. Region of origin and reason for migration significantly influence mobility patterns: refugees and individuals with family reunification backgrounds express considerably lower emigration tendencies, while migrants from EU countries and those who came for work or education show higher mobility. Furthermore, immigrants with permanent residence status or EU/German citizenship are more likely to consider leaving - probably due to broader legal mobility options. The IMPa results highlight that labor market factors and economic integration also play a critical but nuanced role in shaping emigration intentions. Education emerges as a key predictor: highly educated individuals more frequently express thoughts of leaving or make concrete plans than those with lower educational levels. Qualifications obtained in Germany or third countries - as well as foreign qualifications recognized in Germany - are more strongly associated with emigration considerations, likely due to their higher international transferability. Employed individuals are more likely to report temporary stay intentions than those who are not employed or are in training. Sectors where the outmigration risk among immigrants is particularly high-such as IT and technical services-are also those facing significant skilled labor shortages. Furthermore, it is notable that in other sectors vulnerable to labor shortages-such as healthcare, construction, public administration, or retail-, emigration tendencies are not above average, but they are still relevant. Higher incomes are also associated with stronger emigration considerations and plans, which indicates that migrants who are particularly well integrated into the labor market want to leave Germany again. Another important factor is job satisfaction: the less satisfied individuals are with their work, the more frequently they express temporary intentions to stay, thoughts of emigration, and concrete emigration plans. Job satisfaction thus acts as a stabilizing factor. Language skills show differentiated effects: while descriptive findings suggest that individuals with poor German skills have lower intentions to stay permanently and higher mobility plans, multivariate analyses indicate that good German skills are associated with increased mobility. Good English skills also tend to increase emigration intentions, likely due to better international labor market options. Social integration and societal participation are also crucial: family ties in Germany and regular contact with German nationals have a stabilizing effect. A strong emotional attachment to Germany stabilizes the intention to stay, whereas a strong connection to the country of origin increases the likelihood of emigration. A strong subjective sense of welcome and low perceptions of discrimination significantly reduce the probability of emigration considerations and plans. Conversely, perceptions of discrimination - especially in interactions with authorities, police, and at the workplace - greatly increases emigration tendencies. Political dissatisfaction also significantly raises the likelihood of emigration-related thoughts and plans. In summary, emigration intentions do not arise randomly but are the result of a complex interplay of individual characteristics, social integration, economic anchoring, and perceived societal acceptance. One of the central findings of the IMPa survey is that those who came to Germany for work or education, better educated, more economically successful, and more linguistically integrated are the ones most likely to consider leaving or already have concrete plans to do so. In other words: those most urgently needed to secure Germany's future labor supply are also those most inclined to leave. This selective mobility endangers the country's long-term ability to retain skilled labor. It is therefore essential to offer this group a meaningful perspective and to position Germany not only as a place of immigration but as a country in which people want to stay and build their future. This includes faster and more transparent recognition of qualifications, a determined reduction of bureaucratic hurdles, family-friendly integration policies, and targeted measures against everyday and workplace discrimination. Only when immigrants feel like fully included members of society - with real opportunities for participation and professional advancement - are they likely to choose Germany as their long-term home and pursue both personal and professional goals here. So far, only about one fifth of those with emigration plans have taken concrete steps towards leaving. At the same time, roughly one fifth express a long-term wish to return to Germany, one third rule it out, and about half remain undecided. This means that around two thirds of those considering emigration are potentially open to returning in the future. Activating and supporting this return potential could become a valuable component of Germany's strategic labor policy." (Author's abstract, IAB-Doku) ((en))

    Abstract

"The risk of poverty is not evenly distributed in the German population, and immigrants and single mothers are particularly at risk. According to the Family Stress Model, poverty can impact all family members and their relationships. We use the AID:A 2019 dataset on young families and apply an intersectional perspective to study the situation of immigrant single mothers and their children. We focus on how single mothers and in particular immigrant single mothers differ from mothers in two-parent families and non-immigrants in terms of poverty risk, reported life satisfaction, and mother-reported psychosocial difficulties (SDQ) of their children. Our results show that immigrant single mothers, especially first-generation non-naturalized immigrant mothers, face the highest risk of economic stress and lower life satisfaction. This supports the Family Stress Model. However, contrary to the extended Family Stress Model, children of immigrant single mothers are not more likely to show mother-reported psychosocial difficulties than their peers from two-parent or non-immigrant families. Following an intersectional perspective, we do not assume that the reasons for these differences necessarily lie only in the individuals. Instead, we also interpret the effects of social positions as effects of the political and social dynamics creating these social positions and thus discuss the German institutional settings that might explain our results." Abstract

"This study investigates the link between childbearing and employment changes of female immigrants and their descendants in three European countries: the UK, France, and Germany. Although childbearing significantly influences female labour force participation, the interrelationship between fertility and employment changes among migrant populations is poorly understood. We use event history models to study employment entry and exit by migration background and parity. Mothers are less likely to enter and more likely to exit employment than childless women among native women, immigrants, and their descendants. The largest differences in employment entry and exit are observed between migrant origin groups and generations, and between destination countries. European and Western immigrants are more likely to (re-)enter and less likely to exit employment than those from non-European countries. The descendants of immigrants have higher employment levels than immigrants and the differences compared to natives are smaller, but they persist, particularly among those of non-European descent. We also observe some differences across countries: mothers are the most likely to exit employment in Germany and the least likely in France. Our study highlights the importance of work–family reconciliation and immigration policies for reducing labour market disadvantage among mothers overall and particularly among immigrants and their descendants." Abstract

"While the growing inequalities between non-immigrant and immigrant mothers’ labour market outcomes have been extensively studied, the extent to which these disparities vary across nonparental childcare arrangements remains relatively underexplored. This study examines different types of childcare support – informal care only, formal care only, and mixed care arrangements – as potential moderators of the gap in maternal employment by migration background, while taking into account the immigrant mothers’ length of stay in the receiving country. Using data from the 2018 Fertility Survey in Spain, our results paint a complex picture of the distinctive roles played by different types of childcare arrangements in shaping the employment gap between immigrant and non-immigrant mothers: while long-term immigrant mothers who rely on informal or mixed childcare arrangements have higher employment rates than their non-immigrant counterparts, recent immigrant mothers benefit more from formal childcare services, which are associated with greater participation in paid work. Given that maternal employment is essential for the economic integration of immigrant families, our findings have important implications for developing more inclusive family policies aimed at improving the social inclusion of immigrant women with diverse childcare needs." Abstract

"This article reports on a systematic literature review that investigated the current state of knowledge on migrant women's career development within the two fields of migration studies and career development/vocational psychology. Migrant women, a heterogeneous population, undergo significant transitions navigating post-migration uncertainties. A wide range of post-migration factors and experiences often adversely impact their career development in various contexts. By synthesizing multidisciplinary research, this review focused on articles published in 38 major journals between 2000 and 2023 within the fields of ‘migration studies’ and ‘career development’. The findings highlight the methodologies employed, research participants including the nature of migration and destination countries, and conceptual/theoretical frameworks, and synthesize key findings and recommendations made in the articles. The comprehensive understanding gained through this review may inform policies that emphasize gender equity and sustainable development for migrant women and host countries. The review highlights gaps in career development and vocational psychology literature, such as the lack of localized research approaches that consider the specific contexts and systemic influences that impact migrant women's career development. This review contributes new perspectives on migrant women's career development, enriching career development and vocational psychology research, theory, and practice." Abstract

Abstract

"This paper investigates the association between family formation and the labour market trajectories of immigrants’ descendants overthe life course. Using rich data from the Trajectories and Origins survey from France, we apply multilevel event history models to analyse the transitions in and out of employment for both men and women by parity. We account for unobserved co-determinants of childbearing and employment by applying a simultaneous-equations modelling. Our analysis shows that women’s professional careers are negatively associated with childbirth. There are differences across descendant groups. The female descendants of Turkish immigrants are more likely to exit employment and less likely to re-enter employment following childbirth than women from other groups. The negative impact of childbearing on employment is slightly overestimated among women due to unobserved selection effects. Among men, the descendants of European immigrants are less likely to exit employment after having a child than other descendant groups. The study demonstrates the negative effect of childbearing on women’s employment, which is pronounced for some minority groups suggesting the need for further policies to help women reconcile work with family life." Abstract

"This research paper delves into the complexities migrant women face within the UK labor market, with a specific focus on the digital economy’s role as both a barrier and a conduit for employment opportunities. Migrant women in the UK encounter dual barriers to labour market entry: systemic challenges rooted in migration and gender biases, and the digital divide that exacerbates access and inclusion issues within the burgeoning digital economy. Through an exploratory descriptive analysis, this study explores how digitalism—defined as the integration of digital technologies into economic and societal practices—circumvents traditional labor market entry barriers such as languages barriers. By setting out the grounds for a potential hypothesis and further research in the era of AI, this paper underlines how through the implementation of AI tools, traditional barriers such as language barriers are eliminated in the digital labour market." Abstract

"Despite contributing to host country economies, there is limited examination of self-employed female immigrants in the literature. While human, social, and financial capital are important for entrepreneurship in general, given immigrant women's intersectional identities, the potential exists for these factors to affect them differently. This study uses US data obtained from Integrated Public Use Microdata Series (IPUMS) to empirically test the relationship of human, social, and financial capital on female immigrants self-employment and compares these relationships with US-born women and male immigrants. While the results are mixed, overall, the findings suggest that female immigrants odds of being self-employed, in relation to their levels of human, social, and financial capital, are influenced to a greater extent by their immigrant identity than their gender identity. Implications for future research and public policy are discussed." (Author's abstract, IAB-Doku) ((en))

Pre-migration capital, refugee journeys, and typical trajectories of refugee women and men in Germany: a sequence analysis approach (2024)

    Abstract

"Roughly a decade ago, the entry and admission of refugees has prominently returned to the political agendas in Europe. With that, researchers and policy-makers have shown increasing interest in factors that determine the participation of refugees in receiving societies, labor markets and education systems. The analyses in this paper address the conflicting views in sociology of migration on whether premigration capital benefits refugees after arrival or whether it erodes with refugee migration. On the one hand, social and economic capital is accumulated over the life course and is expected to benefit the individual also after the migration process. On the other hand, fleeing to another country represents a pivotal break with the power to eliminate advantages of pre-migration capital. This paper uses sequence analysis combined with cluster analysis to identify typical integration trajectories of refugee women and men in Germany and explores whether these trajectories vary with pre-migration socioeconomic resources. Importantly, I also account for characteristics of the individual refugee journeys in shaping post-migration biographies, to the extent that the data allows. I rely on a rich set of survey data combined with administrative employment data. Given that individual factors and migration experiences may play out differently for refugee women and men, the analyses are run separately by gender. The results imply that social and economic capital does not completely erode over the migration process. Men, however, have an easier time to capitalize on their pre-migration skills in terms of entering paid labor. More educated women are instead overrepresented in education-intense biographies. Furthermore, longer and riskier journeys are associated with lower participation profiles after arrival, at least for refugee men. Overall, the study illustrates the need to further disentangle how refugee migration processes and selection patterns shape subsequent integration trajectories." (Author's abstract, IAB-Doku) ((en))

    Abstract

"In this article, I examine how migrant women make sense of their new positions in the labour market while drawing on and negotiating past meanings and experiences. I explore the individual biographies of legally privileged co-ethnic women repatriates from the former Soviet Union to Germany through a gendered perspective of work. These women found that the ethnic promise of being ‘real’ Germans given to them proved insufficient to access the labour market on equal terms, while their past Soviet socialisation led to struggles for recognition and marginalisation into low-status jobs. Although their labour-power is oftentimes devalorised, these women actively operationalise different memories of socialist work to reinvent themselves in a new context as worthy, resilient, and adaptable members of a capitalist society. Their stories of work reflect their present- and future-oriented life strategies and demonstrate how they relate different ideologies and systems of value, distant spaces and times in an attempt to challenge dominant discourses on human worth. By exploring individualised life strategies and gendered invocations of the past, this paper contributes to the discussion on post-socialist subjectivities, how they intersect with ambiguous socialist experiences and dilute the neoliberal project." Abstract

"We study the local evolution of female labour supply and cultural norms in West Germany in reaction to the sudden presence of East Germans who migrated to the West after reunification. These migrants grew up with high rates of maternal employment, whereas West German families mostly followed the traditional breadwinner-housewife model. We find that West German women increase their labour supply and that this holds within households. We provide additional evidence on stated gender norms, West-East friendships, intermarriage, and child care infrastructure. The dynamic evolution of the effects on labour supply is best explained by local cultural learning." (Author's abstract, IAB-Doku) ((en))

    Abstract

Abstract

"Using measures rooted in welfare economics, this article quantifies the economic consequences arising from occupational segregation by gender and migration status in twelve European countries. We also identify the most inclusive European labor markets by building counterfactual distributions. In particular, we remove cross-country differences in immigrants’ origin, years of residence, and education, thus determining the contribution that these variables make to the geographical disparities. Our results reveal that the economic consequences of segregation are negative for most foreign workers, especially for immigrant women in Italy, Spain, Germany, and Slovenia. Portugal emerges as a reference point because immigrant workers have a better position compared to other countries, which does not seem to arise from their basic individual characteristics. Our analysis highlights the importance of policy actions aimed at improving the occupational sorting of immigrant workers, such as investing in skills development, avoiding occupational downgrading, and incorporating a gender perspective." Abstract

"The labour market entry of immigrants is key to their integration, but also one of the stages where disadvantage arises. In seeking to understand this disadvantage, much of the existing research does not acknowledge the gender-specific dynamics at play and for immigrant women, this often means that their labour force participation (LFP) is overlooked. Thus, this study seeks to investigate the LFP decision in its own right, exposing the gender-specific nature of this stage of labour market integration and its determinants, including labour market resources, like education and language skills, and motivations, like childcare pressures, gender role attitudes and personality traits. Relying on data from the Recent Immigration Processes and Early Integration Trajectories in Germany (ENTRA) survey of recently-arrived immigrants, I investigate the LFP of women from four different origin groups – Poland, Italy, Syria and Turkey. The results highlight that, unlike immigrant men, for immigrant women, the LFP decision is much more salient, and both labour market resources as well as motivations are decisive determinants. Nonetheless, even after accounting for these factors, Turkish and Syrian women still show persistently lower LFP compared to immigrant women from European origins. Moreover, childcare responsibilities are identified as a crucial female-specific barrier." (Author's abstract, IAB-Doku) ((en))

    Abstract

"We investigate intersecting wage gaps by gender and nativity by comparing the wages between immigrant women, immigrant men, native women, and native men based on Western German survey data. Adding to the analytical diversity of the field, we do a full comparison of group wages to emphasize the relationality of privilege and disadvantage, and we use a nonparametric matching decomposition that is well suited to address unique group-specific experiences. We find that wage (dis)advantages associated with the dimensions of gender and nativity are nonadditive and result in distinct decomposition patterns for each pairwise comparison. After accounting for substantial group differences in work attachment, individual resources, and occupational segregation, unexplained wage gaps are generally small for comparisons between immigrant women, immigrant men, and native women, but large when either group is compared to native men. This finding suggests that the often presumed “double disadvantage” of immigrant women is rather a “double advantage” of native men." (Author's abstract, IAB-Doku) ((en))

    Abstract

"This article analyzes the relationship between law and class formation through the case of migrant care and domestic work, and puts sociological class theory into conversation with critical migration research. It contributes to class theory by analyzing how law helps produce class relations in the Finnish context. The Finnish state channels migrants into cleaning and domestic work through policy measures, and migration law ties them to the reproductive sector, making law a central social relation that defines migrants’ relation to production. The analysis draws on interviews with migrant care and domestic workers (N = 30) holding temporary work permits and examines their structural and affective descriptions of a position restricted by law. The article argues that the way migrant domestic work is formalized in the legislation produces a class relation for migrants, in which they lack full ownership over their labor power. The findings demonstrate how migrant domestic workers express gratitude for their employment despite experiencing it as devalued, indicating labor as repayment of the ‘gift’ of the residence permit."
