Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.
Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. "Germany’s Skilled Worker Immigration Act addresses labor shortages by targeting non-EU migrants. The literature emphasizes that such policies often overlook gender-specific challenges, reinforcing inequalities. Using the German Socio-Economic Panel (2013–2022), we reveal significant disadvantages for non-EU migrant women. We find that deskilling and the sexual division of paid and unpaid working time explain gender disparities in professional careers. Women migrating for work show lower disadvantages than other migrant women; however, they are predominantly young and without children. We advocate for gender-sensitive reforms to accompany migration laws, ensuring equitable labor market access for migrant women in Germany and especially those with children." "Migrants have left their home region since the earliest times for various reasons including economic opportunities, family reunification and education, as well as to escape war, persecution or human rights violations. In recent years, environmental factors have also become significant drivers. According to the United Nations, the global migrant population has reached unprecedented levels, with approximately 281 million people living in a country other than their country of birth in 2020, an increase of nine million from 2019 (McAuliffe and Oucho 2024). Research has extensively discussed the challenges migrants face in integrating into the labour markets of their destination countries. Traditional studies have focused on earnings as a central indicator of integration, demonstrating that integration tends to improve over time as migrants acquire language skills, country-specific education and firm-specific knowledge (e.g., Chiswick and Miller 2003, 2012). Fewer studies have examined job quality using indicators beyond earnings, such as occupational attainment, skill-qualifications matches and job security. An important aim of research in this field is the development of policy recommendations for better social and labour market integration, particularly of disadvantaged migrant groups. Here, the identification of institutional, family or other integration barriers is important, while a focus only on labour market entry and the development of earnings to native levels is insufficient to detect the reasons for such barriers. A consideration of multiple, and broad, indicators of job quality is crucial when analysing the integration process of migrants, as well as when comparing the labour market integration of different migrant groups with their respective native peers. Hence, the aim of this chapter is to examine migrant job quality as a multidimensional and dynamic process, highlighting the differences between p. 164 diverse migrant groups and within them, based on gender and the time since their migration to Germany, considering data between 2016 and 2022. New insights are provided to the effect that, despite earnings increasing with duration of stay, other job features, such as job security, do not improve to the same extent. A gender perspective is crucial, considering that migrant women often face higher challenges than men in acquiring country-specific education, language skills or other knowledge necessary for labour market integration, alongside women's greater willingness to work below the level to which they are qualified due to what are, on average, their higher care responsibilities. Furthermore, the inflow of refugees is a major transformational force in this turbulent era (see Piasna and Leschke, this volume). In recent years, Germany has mostly experienced intra-EU migration, especially from central and eastern EU Member States following the 2004 and 2007 enlargements. For many years, there were hardly any general migration pathways to Germany from non-EU countries for work reasons. However, as a result of demographic challenges, Germany has sought to enhance skilled migration from outside the EU, while it has accepted more refugees in recent years than any other EU country (Brücker et al. 2020). Consequently, it provides a critical case study for analysing the job quality of refugees compared to other migrant groups during their initial years." Abstract
"In response to the volatile nature of contemporary labor markets, individuals are increasingly expected to self-manage their career trajectories. Although career self-management presents inherent challenges for the general working population, these difficulties may be exacerbated for vulnerable groups. To date, however, empirical research on the career crafting behaviors of vulnerable populations remains scarce. To extend career crafting research to underrepresented groups, we explored the career crafting strategies that migrant women engage in to achieve their future work selves, as well as the influence of resource availability on the adoption of these strategies. Based on migrant women's career orientation and temporal focus (present vs. future), we identified four career crafting strategies: (1) career planning, (2) career balancing, (3) career architecting and (4) career navigating. Our findings suggest that migrant women do not solely adopt one strategy throughout their entire career. Instead, we conceptualize career crafting as an agentic process wherein individuals seek optimal fit between their career crafting strategy and their (migration) context at the current stage of their career. Consequently, we do not state that one strategy is optimal compared to others – rather that the optimum can be found when achieving the right contextual fit, particularly in the context of vulnerability. Our findings underscore the importance of acknowledging the enabling and constraining circumstances that influence career crafting strategies of migrant women." "Die Lebens- und Bildungserfahrungen von Frauen mit „Gastarbeiterinnen“geschichte sind bislang selten Gegenstand von Forschung gewesen, zumal aus einer erwachsenenpädagogischen Perspektive. Dies nimmt der Beitrag zum Ausgangspunkt und analysiert anhand intersektionaler Ansätze und sozialräumlicher Perspektiven, welche Aktionsräume Frauen mit „Gastarbeiterinnen“geschichte nutzen, wie sie diese mit Blick auf ihre Bildungsbiografien und gesellschaftlichen Selbstpositionierungen interpretieren. Methodisch basieren die Ergebnisse auf elf problemzentrierten Interviews, ausgewertet im Hinblick auf Alter, Migration und Geschlecht und deren Verwobenheit mit Aktionsräumen. Zwei Fallbeispiele zeigen, wie sich Relationen von Vulnerabilität und Handlungsfähigkeit, von Diskriminierung und Emanzipation in den Selbstpositionierungen verbinden. Migration, Alter und Geschlecht werden dabei als komplexe Konstellation verstanden, die sowohl Diskriminierungserfahrungen als auch empowernde Prozesse umfassen können. Die Ergebnisse betonen die Bedeutung sozialräumlicher Zugänge und intersektionaler Perspektiven für das Verständnis der gesellschaftlichen und bildungsbezogenen Teilhabe älterer Frauen mit Migrationsgeschichte. "The feminization of migrant workers has positioned women as primary earners across nations, challenging traditional gender roles within migrant households while largely preserving existing patriarchal traditions. This study employs Bourdieusian frameworks of capital accumulation, particularly symbolic capital, to examine how left-behind husbands adapt to changing roles and household responsibilities at the intersection of gender, class, and cultural norms. Employing a PRISMA-based Systematic Literature Review, relevant publications indexed in Scopus, JSTOR, and PubMed from 2010 to 2025 were systematically selected. A total of 52 studies met the inclusion criteria and were analyzed using narrative synthesis to identify recurring themes and conceptual patterns. The results demonstrate that established gender norms lead to an imbalance in domestic responsibilities. Wife migration often assumes the role of primary income provider; however, domestic tasks are culturally perceived as feminine, thereby inhibiting men from fully participating in household responsibilities. Husbands who assume domestic roles frequently face conflicting expectations of caregiving while also upholding their symbolic authority as heads of household, leading to feelings of inadequacy and social pressure. These tensions often appear as symbolic violence, which diminishes men’s identity. The study advocates implementing financial literacy and entrepreneurship training for left-behind husbands to enhance the sustainable use of remittances and reduce dependency. "The economic policies of the European Union can deepen the crisis of social reproduction in its member states by impacting the availability of (paid) public or market-based services of childcare, healthcare, long-term care and domestic work and the (unpaid) reproductive labour provided by individuals. Western European Union member states increasingly address the crisis of social reproduction by outsourcing the provision of reproductive labour to migrant workers, often from countries in Central-Eastern Europe, many of which in turn suffer from reproductive labour shortages caused by emigration. In this context, it is pertinent to assess to what extent European Union economic policy recognises the existence of crises of social reproduction in its member states and if the solutions proposed to address these differ for Western and Central-Eastern Europe countries. This article achieves this through a critical frame analysis of European Union economic policy documents issued between 2011 and 2023 to four countries selected due to their position in the reproductive labour migration chain: Belgium and Austria (as examples of destination countries which rely on Central-Eastern Europe labour migrants for care and domestic work), Poland (as example of both an origin and destination country), and Slovakia (as an example of an origin country)." "The labor market integration of migrants, focusing on employment and job quality, differs notably across Southern and Continental-Northern European nations, often involving trade-offs. Nonetheless, little is known about whether these diverse migrant inclusion models in European labor markets extend to the combination of employment and overeducation. Additionally, the role of gender in this context remains unclear. While overeducation is more prevalent among immigrants compared to native, its prevalence varies across countries. To fill this gap, we analyzed data from the 2015–2019 European Labor Force Survey in 17 European countries, considering gender and migrant origin – Western vs. non-Western. Results show that non-Western migrants and migrant women face more challenges than Western migrants and male counterparts, respectively. Among males, a trade-off model predominates, with low employment penalties but high overeducation penalties in Mediterranean countries, and vice versa in Continental and some Nordic nations. For females, those in Southern Europe align with the Mediterranean trade-off model, while those in most Continental and Nordic countries experience a double penalty. "Using data from the European Social Survey 2002–2020, covering immigrants in 23 European countries, this paper investigates the role of natives’ gender norms in the labor market integration of female immigrants. To analyze the role of natives’ gender norms, we exploit intertemporal, interregional, and age-specific variation in female-to-male labor force participation ratios. We find a positive and robust association between immigrant women’s labor supply and the female-to-male labor force participation ratio in their region of residence. No similar association is found among immigrant men. We provide evidence that our finding is due to the cultural assimilation of female immigrants to native women’s gender norms, and not the result of exposure to similar institutions and economic conditions. Based on a gravity model of female immigrants’ regional location choice, we further provide supportive evidence that the association between natives’ gender norms and immigrant women’s labor supply is not driven by a selective location choice of female immigrants." Abstract
"The risk of gender-based violence (GBV) against migrant women is largely exacerbated by precarious employment opportunities available to them as they go through the resettlement process. Despite the risk that the connection of precarious employment and GBV pose to migrant women’s health and wellbeing, critical gaps exist in literature. Our scoping review sought to identify and synthesize evidence on the interconnectedness of GBV and precarious employment among migrant women. Six electronic databases were searched for empirical literature and two reviewers independently conducted title/abstract and full text screening of studies that met the inclusion criteria. Data synthesis was guided by the intersectionality theory and the Feminist Political Economy framework. 50 articles met the criteria for inclusion in this review. Our findings reveal that precarious employment plays both a catalytic and consequential role in GBV. Findings highlighted how post-migration shifts in gender roles, schedule unpredictability leading to work-life imbalance, and debt bondage trap migrant women in cycles of exploitation and abuse. Few studies highlighted how human trafficking is intertwined with precarious labor markets, where the exploitation and abuse of migrant women mirror the characteristics of human trafficking. This review underscores the urgent need for integrated policy responses that are not only focused on individual supports but also address the structural drivers or labor precarity and protect migrant women from GBV and human trafficking. By applying an intersectional lens, policies and intervention programs can tackle systemic oppression across economic, and social systems essential in reducing exploitation and abuse to advance migrant women’s wellbeing." "Global careers and highly skilled expatriates employing their talent in diverse contexts of the world tend to be conceptualized as “male”, and recognized diplomas represent employability. Despite the increasing feminization of migration, highly skilled female migrants and their contributions to economies through careers or entrepreneurship remain overlooked. Many obstacles impede the full employment of their talents. We review extant literature and argue that female migrant talent merits more detailed conceptual attention. By analysing interview data from 2010 to 2019 in two advanced European countries, we found that female migrants suffer from brain waste in multiple ways, partly due to external institutional aspects and discrimination and partly due to inherent internalized practices and sociocultural norms. We call for greater intersectionality and interdisciplinarity in examining equality to advance female economic participation. Private and public sectors may improve female talent perception, integration and employment by developing specific responses to the problems identified." "This paper examines gender differentials in the international migration of professionals, and how this varies by country, industry, age, and years of experience. We leverage data from LinkedIn, the largest professional networking website, to construct Immigrant and Emigrant Gender Gap Indexes (iGGI and eGGI). These indexes measure inflows and potential outflows. The findings indicate that, among LinkedIn users, the global population of immigrant professionals is at gender parity. The professional migrant population is majority-female in key destination countries like the United States, the United Kingdom, Australia, and France as well as emerging destinations like South Korea and Singapore. Our results show that the mobility of women migrants is driven by industries like finance, healthcare, and real estate. We find evidence of positive selection among women migrant professionals in key destination countries and industries. Our results indicate that men are more open to international relocation than women, suggesting that men express higher migration aspirations, but men and women have similar rates of observed mobility. The paper makes novel contributions to the literature on migration aspirations, behavior, and selectivity. Methodologically, we develop a new dataset and appropriate measures to complement existing sources to study professional migration across a wide range of countries." Abstract
"Temporary migration of people who have immigrated to Germany is a frequently observed phenomenon, and the trend is rising. Between 2014 and 2023, the average emigration rate among foreign nationals ranged from 6 to 11 percent, depending on the data source. At the same time, Germany requires a net annual immigration of around 400,000 people to stabilize its labor force potential. The high mobility propensity among immigrants can challenge this goal - with far-reaching consequences for securing skilled labor, integration, and the long-term viability of the welfare state. To gain robust insights into the causes, patterns, and effects of mobility, the International Mobility Panel of Migrants in Germany (IMPa) has been established as a new longitudinal online survey. It includes first-time surveys every two years, complemented by annual follow-up surveys over a four-year period. In the first wave (December 2024 to April 2025), around 50,000 immigrants participated. The first follow-up survey is scheduled for the second half of 2025. Using statistical weighting procedures, the data allow for representative statements about individuals in Germany who immigrated by April 2, 2024, are registered in the data of the Federal Employment Agency (e.g. via employment, benefit receipt, or participation in labor market programs), and are in working age (18 to 65 years). Key findings from the first wave indicate: A narrow majority of immigrants (57 percent, roughly 5.7 million people) plan to stay in Germany permanently. Around 1.2 million (12 percent) aim for a temporary stay, and roughly 3 million (30 percent) remain uncertain. About 2.6 million people (26 percent) reported having considered leaving Germany in the last 12 months; approximately 300,000 (3 percent) already have concrete emigration plans - split roughly equally between return migration and onward migration. Given Germany's structural need for skilled labor, the political priority in migration policy is shifting: not only immigration, but also the long-term retention of immigrants is becoming a key challenge. The data reveal that emigration intentions vary widely. Those intending to return primarily target European countries such as Poland or Romania but also Turkey, while onward migrants tend to prefer Switzerland, the United States, or Spain. Motivations also differ: family reasons dominate returns to the country of origin, while economic opportunities play a key role in onward migration. Main reasons for emigration considerations include political dissatisfaction, personal preferences, tax burdens, and bureaucracy. These motives are present among labor migrants, education- and family-based migrants alike; refugees also frequently cite discrimination as a major reason. Overall, the findings suggest that state measures such as reducing bureaucracy, simplifying administrative procedures, and offering tax incentives could help lower emigration intentions. Regarding sociodemographic and migration-specific factors, the IMPa results highlight their central role in shaping emigration intentions. Men report higher rates of temporary stay intentions, emigration considerations, and concrete migration plans than women. Region of origin and reason for migration significantly influence mobility patterns: refugees and individuals with family reunification backgrounds express considerably lower emigration tendencies, while migrants from EU countries and those who came for work or education show higher mobility. Furthermore, immigrants with permanent residence status or EU/German citizenship are more likely to consider leaving - probably due to broader legal mobility options. The IMPa results highlight that labor market factors and economic integration also play a critical but nuanced role in shaping emigration intentions. Education emerges as a key predictor: highly educated individuals more frequently express thoughts of leaving or make concrete plans than those with lower educational levels. Qualifications obtained in Germany or third countries - as well as foreign qualifications recognized in Germany - are more strongly associated with emigration considerations, likely due to their higher international transferability. Employed individuals are more likely to report temporary stay intentions than those who are not employed or are in training. Sectors where the outmigration risk among immigrants is particularly high-such as IT and technical services-are also those facing significant skilled labor shortages. Furthermore, it is notable that in other sectors vulnerable to labor shortages-such as healthcare, construction, public administration, or retail-, emigration tendencies are not above average, but they are still relevant. Higher incomes are also associated with stronger emigration considerations and plans, which indicates that migrants who are particularly well integrated into the labor market want to leave Germany again. Another important factor is job satisfaction: the less satisfied individuals are with their work, the more frequently they express temporary intentions to stay, thoughts of emigration, and concrete emigration plans. Job satisfaction thus acts as a stabilizing factor. Language skills show differentiated effects: while descriptive findings suggest that individuals with poor German skills have lower intentions to stay permanently and higher mobility plans, multivariate analyses indicate that good German skills are associated with increased mobility. Good English skills also tend to increase emigration intentions, likely due to better international labor market options. Social integration and societal participation are also crucial: family ties in Germany and regular contact with German nationals have a stabilizing effect. A strong emotional attachment to Germany stabilizes the intention to stay, whereas a strong connection to the country of origin increases the likelihood of emigration. A strong subjective sense of welcome and low perceptions of discrimination significantly reduce the probability of emigration considerations and plans. Conversely, perceptions of discrimination - especially in interactions with authorities, police, and at the workplace - greatly increases emigration tendencies. Political dissatisfaction also significantly raises the likelihood of emigration-related thoughts and plans. In summary, emigration intentions do not arise randomly but are the result of a complex interplay of individual characteristics, social integration, economic anchoring, and perceived societal acceptance. One of the central findings of the IMPa survey is that those who came to Germany for work or education, better educated, more economically successful, and more linguistically integrated are the ones most likely to consider leaving or already have concrete plans to do so. In other words: those most urgently needed to secure Germany's future labor supply are also those most inclined to leave. This selective mobility endangers the country's long-term ability to retain skilled labor. It is therefore essential to offer this group a meaningful perspective and to position Germany not only as a place of immigration but as a country in which people want to stay and build their future. This includes faster and more transparent recognition of qualifications, a determined reduction of bureaucratic hurdles, family-friendly integration policies, and targeted measures against everyday and workplace discrimination. Only when immigrants feel like fully included members of society - with real opportunities for participation and professional advancement - are they likely to choose Germany as their long-term home and pursue both personal and professional goals here. So far, only about one fifth of those with emigration plans have taken concrete steps towards leaving. At the same time, roughly one fifth express a long-term wish to return to Germany, one third rule it out, and about half remain undecided. This means that around two thirds of those considering emigration are potentially open to returning in the future. "The risk of poverty is not evenly distributed in the German population, and immigrants and single mothers are particularly at risk. According to the Family Stress Model, poverty can impact all family members and their relationships. We use the AID:A 2019 dataset on young families and apply an intersectional perspective to study the situation of immigrant single mothers and their children. We focus on how single mothers and in particular immigrant single mothers differ from mothers in two-parent families and non-immigrants in terms of poverty risk, reported life satisfaction, and mother-reported psychosocial difficulties (SDQ) of their children. Our results show that immigrant single mothers, especially first-generation non-naturalized immigrant mothers, face the highest risk of economic stress and lower life satisfaction. This supports the Family Stress Model. However, contrary to the extended Family Stress Model, children of immigrant single mothers are not more likely to show mother-reported psychosocial difficulties than their peers from two-parent or non-immigrant families. Following an intersectional perspective, we do not assume that the reasons for these differences necessarily lie only in the individuals. Instead, we also interpret the effects of social positions as effects of the political and social dynamics creating these social positions and thus discuss the German institutional settings that might explain our results."
