Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.

Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. Inwiefern kann Zuwanderung der Schrumpfung und Alterung des Erwerbspersonenpotenzials entgegenwirken?     "This paper examines how and when Japanese labour migrants use the offers of various migration industry actors in their migration to Germany. The ways in which Japanese university-educated migrants utilise services vary considerably depending on their entry channel, point in the migratory trajectory, migrant capital, and migratory goals. This paper places the individual and their interaction with migration infrastructure and industries at the centre of the analysis. It therefore addresses a gap in the literature by focusing on an empirically under-researched case, while simultaneously expanding the perspective to move beyond the role of migration industries in the early stages of migration to their role throughout the migratory trajectory. Based on qualitative data collected from migrants, migration industry actors, and experts on Japanese migrants in Germany, this explorative study sheds light on the interplay between agency and structure, as well as on the role of migration infrastructure and industry throughout the trajectories of different types of migrants."     "Research on the migrant penalty in European labour markets reveals a significant gap between migrants and natives across various outcomes, which appears to be linked to specific features of the labour market structure. As the proportion of low-status jobs increases at the regional level, a trade-off ‘equilibrium’ emerges between migrants’ likelihood of being employed and the quality of the jobs they hold, compared to natives. This study aims to explore whether the Great Recession has altered this migrant-native equilibrium. To address this, we analyze EU-LFS data from 13 countries and 140 European regions, examining three distinct periods: pre-crisis, during the crisis, and post-crisis. Our findings indicate that during the economic downturn, this equilibrium shifted, weakening the trade-off between employment probability and job quality. Furthermore, the shift continued in the post-crisis phase, suggesting that the Great Recession may have triggered a structural transformation of the migrant-native equilibrium in European labour markets, rather than just a temporary adjustment."     Abstract

    "An increasing body of research has found evidence for a discrimination paradox, the finding that higher educated migrants perceive more discrimination. Knowledge is limited, however, with regards to its omnipresence across the multicultural societies of Europe. Therefore, the present research assesses the generalizability of the discrimination paradox and investigates its context dependency for both personal and societal perceived discrimination. To this end, we present a series of macro-level factors that may aggravate the discrimination paradox. Employing the EU-MIDIS II data, we investigate the discrimination paradox for first- and second-generation migrants across nineteen EU-countries. Multilevel analyses conducted using these large-scale survey data show that the discrimination paradox is to a large extent a Western European and Scandinavian phenomenon. In Southern Europe, Poland and Slovenia, there is little evidence for such a paradox. This research moreover finds that compared to lower educated migrants, higher educated migrants perceive more discrimination on an individual level in countries with certain characteristics. Namely, in countries with lower levels of migrant overqualification, and in countries with a lower social distance towards immigrants, higher educated migrants tend to perceive more personal discrimination.     "Migrants have left their home region since the earliest times for various reasons including economic opportunities, family reunification and education, as well as to escape war, persecution or human rights violations. In recent years, environmental factors have also become significant drivers. According to the United Nations, the global migrant population has reached unprecedented levels, with approximately 281 million people living in a country other than their country of birth in 2020, an increase of nine million from 2019 (McAuliffe and Oucho 2024). Research has extensively discussed the challenges migrants face in integrating into the labour markets of their destination countries. Traditional studies have focused on earnings as a central indicator of integration, demonstrating that integration tends to improve over time as migrants acquire language skills, country-specific education and firm-specific knowledge (e.g., Chiswick and Miller 2003, 2012). Fewer studies have examined job quality using indicators beyond earnings, such as occupational attainment, skill-qualifications matches and job security. An important aim of research in this field is the development of policy recommendations for better social and labour market integration, particularly of disadvantaged migrant groups. Here, the identification of institutional, family or other integration barriers is important, while a focus only on labour market entry and the development of earnings to native levels is insufficient to detect the reasons for such barriers. A consideration of multiple, and broad, indicators of job quality is crucial when analysing the integration process of migrants, as well as when comparing the labour market integration of different migrant groups with their respective native peers. Hence, the aim of this chapter is to examine migrant job quality as a multidimensional and dynamic process, highlighting the differences between p. 164 diverse migrant groups and within them, based on gender and the time since their migration to Germany, considering data between 2016 and 2022. New insights are provided to the effect that, despite earnings increasing with duration of stay, other job features, such as job security, do not improve to the same extent. A gender perspective is crucial, considering that migrant women often face higher challenges than men in acquiring country-specific education, language skills or other knowledge necessary for labour market integration, alongside women's greater willingness to work below the level to which they are qualified due to what are, on average, their higher care responsibilities. Furthermore, the inflow of refugees is a major transformational force in this turbulent era (see Piasna and Leschke, this volume). In recent years, Germany has mostly experienced intra-EU migration, especially from central and eastern EU Member States following the 2004 and 2007 enlargements. For many years, there were hardly any general migration pathways to Germany from non-EU countries for work reasons. However, as a result of demographic challenges, Germany has sought to enhance skilled migration from outside the EU, while it has accepted more refugees in recent years than any other EU country (Brücker et al. 2020). Consequently, it provides a critical case study for analysing the job quality of refugees compared to other migrant groups during their initial years."     "Most industrial countries face considerable demographic challenges, especially in the health and care sectors. The working conditions within a country are key to attracting workers from other countries. One of the greatest barriers for migrant workers is problems transferring foreign qualifications, often causing overeducation, which has negative effects on job satisfaction, and mental and physical health. In Germany, where almost 80% of health workers are female, overeducation is similarly low among migrant and native men, but approximately twice as high among migrant women as among native women. The outbreak of the COVID-19 pandemic strongly increased the demand for health workers. This study examined the effects of this increased labor demand on the overeducation of migrant and native health employees. The analysis was based on data from the 2013–2021 German Socio-Economic Panel, including 2,961 native-born and 1,081 foreign-born health employees. Descriptive and fixed-effects estimation results revealed that a significant pandemic-related reduction in overeducation observed in the health sector predominantly occurred among female health employees who migrated as refugees and family migrants from non-European Union countries. To reduce overeducation also in the absence of unusual situations such as the pandemic, support in transferring foreign qualifications is highly relevant, and this effort should specifically focus on women. Furthermore, expanding public childcare and removing obstacles to its use by migrant women are important for urgently needed existing qualifications, knowledge, and skills not to remain unused."     Abstract

    "Countries depend on both high- and low-skilled immigration to meet economic needs. But most voters prefer high-skilled immigrants, despite the fact that multiple economic sectors structurally depend on low-skilled immigrants. In this paper, we examine voter preferences toward low-skilled immigrants as one barrier to effective immigration policy, even in political regimes where immigration is the consequence of highly coordinated or “planned” policies. Specifically, we consider whether government communication around the benefits of low-skilled immigration can increase favorability of such policies. We are particularly interested in the ways in which government communicates immigration messages and whether the scope or concentration of the proposed benefits will move individual preferences. In an online survey experiment, we present Canadians ( N=2,023) with a policy brief that manipulates immigrant skill level (high vs. low), economic outcomes of migration (positive vs. mixed), and the geographic scope of benefits (concentrated vs. sociotropic). Employing two measures of policy support, we find some evidence that positive framing can increase overall support for low-skill migrants. We also find that manipulating framing around high-skilled workers has little effect on support for low-skill workers, even when that framing presents countervailing evidence as to the benefit of high-skilled labor. In sum, our findings suggest that elite level communication around the benefits of low-skill labor may have the ability to disrupt longstanding antipathy for low-skilled labor, even in regimes with longstanding support for high-skilled labor."     "In response to the volatile nature of contemporary labor markets, individuals are increasingly expected to self-manage their career trajectories. Although career self-management presents inherent challenges for the general working population, these difficulties may be exacerbated for vulnerable groups. To date, however, empirical research on the career crafting behaviors of vulnerable populations remains scarce. To extend career crafting research to underrepresented groups, we explored the career crafting strategies that migrant women engage in to achieve their future work selves, as well as the influence of resource availability on the adoption of these strategies. Based on migrant women's career orientation and temporal focus (present vs. future), we identified four career crafting strategies: (1) career planning, (2) career balancing, (3) career architecting and (4) career navigating. Our findings suggest that migrant women do not solely adopt one strategy throughout their entire career. Instead, we conceptualize career crafting as an agentic process wherein individuals seek optimal fit between their career crafting strategy and their (migration) context at the current stage of their career. Consequently, we do not state that one strategy is optimal compared to others – rather that the optimum can be found when achieving the right contextual fit, particularly in the context of vulnerability. Our findings underscore the importance of acknowledging the enabling and constraining circumstances that influence career crafting strategies of migrant women."     "High-skilled migration programs exist around the world in the hope that immigrants complement native workers, allow firms to grow, and boost innovation. We study the effect of one such program by exploiting the 2016 extension of the Optional Practical Training (OPT) program, which significantly prolonged the work authorization period for international STEM graduates. Using a synthetic difference-in-differences approach, we find that the policy successfully increased the local supply of high-skilled immigrants in exposed Commuting Zones. This local inflow stimulated firm creation and the demand for native high-skilled workers. The program might have also boosted innovation in certain sectors and startup investment, especially in Commuting Zones hosting top-ranked universities, where, overall, the effects tend to be larger."     "This study offers new insights into the phenomenon of overeducation by showing that the overeducation rates among immigrants and the wage returns of overeducated immigrants are closely linked to their admission classes. The overeducation rate in Denmark is highest among immigrants from countries that became members of the EU after 2003, 61% of whom are overeducated as compared to 24% of natives. Controlling for demographic and educational characteristics, citizens from these new EU countries, as well as reunified family members, refugees, and students, are highly overeducated compared to natives, while this is not the case for citizens from the Nordics and older EU countries, that is, those that joined the EU before 2003. Furthermore, overeducated higher-educated citizens from the Nordics and from older EU countries only suffer minor wage losses, while other admission classes typically earn between 17% and 36% less than if they had work appropriate to their educational levels. For highly educated refugees, the gap is even larger. These results emphasize the importance of the differences in immigrants’ outside options (e.g., wages and living conditions in the home country) and the admission requirements they face. The results also highlight the potential gains for immigrants as well as their host countries of acknowledging immigrants’ educational skills." (Author's abstract, IAB-Doku) ((en))

    "The economic policies of the European Union can deepen the crisis of social reproduction in its member states by impacting the availability of (paid) public or market-based services of childcare, healthcare, long-term care and domestic work and the (unpaid) reproductive labour provided by individuals. Western European Union member states increasingly address the crisis of social reproduction by outsourcing the provision of reproductive labour to migrant workers, often from countries in Central-Eastern Europe, many of which in turn suffer from reproductive labour shortages caused by emigration. In this context, it is pertinent to assess to what extent European Union economic policy recognises the existence of crises of social reproduction in its member states and if the solutions proposed to address these differ for Western and Central-Eastern Europe countries. This article achieves this through a critical frame analysis of European Union economic policy documents issued between 2011 and 2023 to four countries selected due to their position in the reproductive labour migration chain: Belgium and Austria (as examples of destination countries which rely on Central-Eastern Europe labour migrants for care and domestic work), Poland (as example of both an origin and destination country), and Slovakia (as an example of an origin country)."     "Im Zuge des demografischen Wandels sind die Schülerzahlen zurückgegangen; gleichzeitig nimmt die Vielfalt zu – zum Beispiel durch mehr junge Menschen mit Einwanderungsgeschichte. Für die schulische Bildung, die die Grundlage für die berufliche Ausbildung ist, ergeben sich dadurch neue Herausforderungen. Bereits seit vielen Jahren gibt es einen Trend zu höheren Schulabschlüssen. Dies hat Auswirkungen auf die Berufswahl und führt zu einer anhaltend hohen Studierneigung. Gleichzeitig verlassen jährlich etwa 6-8 Prozent der Schülerinnen und Schüler die Schule ohne Schulabschluss. Relativ wenige davon absolvieren eine Berufsausbildung. Im sogenannten Übergangsbereich kann ein Schulabschluss nachgeholt werden und eine Ausbildungsvorbereitung erfolgen. Hier hat der Anteil von Personen ohne Schulabschluss und mit ausländischer Staatsangehörigkeit stark zugenommen. Fast 100.000 jungen Menschen gelingt trotz Hauptschulabschluss kein direkter Übergang von der Schule in die Berufsausbildung. Die bei Arbeitsagenturen und Jobcentern gemeldeten Ausbildungsuchenden und die gemeldeten Berufsausbildungsstellen bilden den Markt nicht vollständig ab, weil alle Meldungen freiwillig sind. Werden rechnerisch auch diejenigen Ausbildungsuchenden in die Betrachtung einbezogen, die auf eigene Faust – also ohne Meldung bei einer Arbeitsagentur oder einem Jobcenter – eine Ausbildung gefunden haben, wird deutlich: Es sind mehr junge Menschen auf Ausbildungssuche als Ausbildungsstellen angeboten werden (jeweils gemeldete und nicht gemeldete). Dies zeigt zum einen, dass es ungeachtet der bestehenden Passungsprobleme nicht für jeden Ausbildungsuchenden einen Ausbildungsplatz gibt. Zum anderen ist festzuhalten, dass am Ausbildungsmarkt ein größeres Potenzial an Ausbildungsuchenden vorhanden ist, als es der isolierte Blick auf die gemeldeten Bewerberinnen und Bewerber vermuten lässt. Angebot und Nachfrage finden häufig nicht zusammen. Nur etwa die Hälfte der gemeldeten Bewerberinnen und Bewerber beginnt eine Berufsausbildung. Die Anteile der unversorgten an allen gemeldeten Bewerberinnen und Bewerbern sowie der unbesetzten an allen gemeldeten betrieblichen Ausbildungsstellen haben sich über die Jahre immer weiter erhöht. Dieses Potenzial gilt es zu heben. Dieser Mismatch lässt sich zum Teil auf gestiegene regionale, berufsfachliche und qualifikatorische Passungsprobleme zurückführen. Zwei Personengruppen, die auch Überschneidungen aufweisen, sind bei der Suche nach einer Ausbildungsstelle vergleichsweise selten erfolgreich: Junge Menschen mit (höchstens) einem Hauptschulabschluss sowie Personen mit ausländischer Staatsangehörigkeit. Über eine Million junge Menschen unter 30 Jahren sind weder in einer Berufsausbildung oder einer anderen Qualifizierung, noch gehen sie einer Erwerbstätigkeit nach (sogenannte NEET2). Darunter sind auch solche, die sich enttäuscht und demotiviert von der Ausbildungs- und Arbeitssuche zurückgezogen haben. Bei 30 Prozent der jungen Menschen wurde der Ausbildungsvertrag vorzeitig aufgelöst. 28 Prozent der Studierenden haben ihr Studium abgebrochen. Diese Quoten sind in den letzten Jahren gestiegen. Der Großteil, aber nicht jeder, setzt nach einer Neuorientierung seinen Bildungsweg fort. Die Jugendarbeitslosigkeit ist wie die Arbeitslosigkeit insgesamt gestiegen und erreichte 2025 den höchsten Stand der letzten zehn Jahre. Drei Viertel der Arbeitslosen unter 25 Jahren haben keinen Berufsabschluss. Für diese Personengruppe stehen die Chancen auf eine (dauerhafte) Beschäftigungsaufnahme schlecht. Die Arbeitslosenquote von formal nicht Qualifizierten ist mehr als sechsmal so hoch wie die von Personen mit Berufsabschluss. 2,9 Millionen Menschen im Alter von 20 bis unter 35 Jahren haben keinen formalen beruflichen Abschluss. Das ist jeder fünfte junge Erwachsene in Deutschland. Diese Personengruppe hat im Zuge der Fluchtmigration stark zugenommen. Personen ohne Berufsabschluss sind häufiger von Arbeitslosigkeit betroffen und arbeiten zumeist in Helfertätigkeiten." (Autorenreferat, IAB-Doku)

    Abstract

    "Polnische Staatsangehörige bilden mit einem Anteil von 6,6 Prozent der ausländischen Bevölkerung im erwerbsfähigen Alter eine der größten Staatsangehörigkeitsgruppen in Deutschland (hinter Staatsangehörigen aus der Türkei, der Ukraine und Rumänien). Im Jahr 2024 war die Nettozuwanderung von polnischen Staatsangehörigen jedoch erstmals seit Einführung der Arbeitnehmerfreizügigkeit rückläufig. Die Arbeitsmarktintegration von polnischen Staatsangehörigen ist gemessen an gängigen Indikatoren insgesamt positiv zu bewerten: Die Beschäftigungsquote lag im Dezember 2024 bei 62,0 Prozent und ist damit höher als in der ausländischen Bevölkerung insgesamt (55,1 %); die Arbeitslosenquote lag bei 7,6 Prozent – im Vergleich zu 14,8 Prozent für die ausländische Bevölkerung insgesamt. Der Anteil der erwerbsfähigen Leistungsberechtigten lag im Dezember 2024 mit 5,8 Prozent deutlich niedriger als bei den ausländischen Staatsangehörigen insgesamt (17,3 %). Unter den sozialversicherungspflichtig Beschäftigten sind polnische Staatsangehörige hauptsächlich im Fachkraftbereich vertreten (50,2 %), 40,4 Prozent sind im Helferbereich beschäftigt, 9,3 Prozent im Spezialisten- bzw. Expertenbereich. Sie arbeiten überdurchschnittlich häufig im verarbeitenden Gewerbe, in Verkehr und Lagerei, im Baugewerbe sowie der Arbeitnehmerüberlassung. Über 50 Prozent arbeiten in einer dieser vier Branchen. Zudem sind sie überdurchschnittlich in Engpassberufen beschäftigt. Deutschlands Attraktivität als Zielland für Personen in Polen im Alter von 18 bis 34 Jahren nahm in den letzten Jahren ab. Während Deutschland zwischen 2009 und 2013 noch das am häufigsten genannte Zielland war (23 %), sank der Anteil bis 2024 auf 9 Prozent. Überdies geben immer mehr Personen aus Polen mit tertiärem Bildungsabschluss an, nicht auswandern, sondern in Polen bleiben zu wollen. 52,2 Prozent der polnischen Eingewanderten in Deutschland geben an, dauerhaft in Deutschland bleiben zu wollen, 14,5 Prozent planen nur einen temporären Aufenthalt und 33,3 Prozent sind noch unentschlossen. 30,7 Prozent haben im vergangenen Jahr über eine Ausreise nachgedacht; rund 4,1 Prozent hegen bereits konkrete Abwanderungspläne – von letzteren wollen 68 Prozent nach Polen heimkehren, gefolgt von 9 Prozent, die in die Schweiz auswandern möchten. Dabei haben insbesondere Jüngere unter 35 Jahren die Absicht, Deutschland wieder zu verlassen. Als Motive für Auswanderungsüberlegungen oder konkrete Pläne, Deutschland wieder zu verlassen, geben Polinnen und Polen vor allem strukturelle Gründe an: die allgemeine wirtschaftliche Lage (57,7 %), die politische Lage (56,0 %), hohe Steuern (45,9 %), aufwändige Bürokratie (38,0 %) sowie persönliche Vorlieben (29,6 %). Als Gründe dafür, dass polnische Eingewanderte, die Deutschland wieder verlassen möchten, ein bestimmtes Zielland präferieren (sei es Polen oder ein anderes Land) wurden genannt: persönliche Vorlieben (45,5 %), vorhandene Sprachkenntnisse (44,4 %), wirtschaftliche Lage in dem Zielland (42,4 %), gefolgt von eigenen beruflichen Gründen (40,4 %) und Freunden / Bekannten, die dort leben (40,1 %). 15,4 Prozent der Polinnen und Polen geben an, nach einer Rückkehr oder einer Weiterwanderung in ein drittes Land, eine erneute Rückkehr nach Deutschland in Betracht zu ziehen, während 38,9 Prozent dies verneinen.     "The labor market integration of migrants, focusing on employment and job quality, differs notably across Southern and Continental-Northern European nations, often involving trade-offs. Nonetheless, little is known about whether these diverse migrant inclusion models in European labor markets extend to the combination of employment and overeducation. Additionally, the role of gender in this context remains unclear. While overeducation is more prevalent among immigrants compared to native, its prevalence varies across countries. To fill this gap, we analyzed data from the 2015–2019 European Labor Force Survey in 17 European countries, considering gender and migrant origin – Western vs. non-Western. Results show that non-Western migrants and migrant women face more challenges than Western migrants and male counterparts, respectively. Among males, a trade-off model predominates, with low employment penalties but high overeducation penalties in Mediterranean countries, and vice versa in Continental and some Nordic nations. For females, those in Southern Europe align with the Mediterranean trade-off model, while those in most Continental and Nordic countries experience a double penalty. They are highly educated individuals motivated to resume their disrupted professions in host countries. However, they often remain unemployed, underemployed, or overqualified. This multidisciplinary review identifies three categories of disadvantages—ethno-racial discrimination, stigmatization of the “refugee identity,” and de-professionalizing integration support—as potential causes of refugee professionals' disadvantaged socioeconomic position and poor economic performance. Ethno-racial discrimination appears to be the most destructive, undermining professional aspirations and exacerbating identity and integration disadvantages. Identity disadvantages reduce professionals to just refugees, while integration disadvantages deprive them of the professional training, counseling, and orientation needed for successful reintegration. The review concludes that more structural constraints lead to a higher risk of marginalization and social exclusion for refugee professionals.     "This study examines the impact of immigrant integration programs on low-literate refugees, focusing on the Norwegian Introduction Program (IP). Like other obligatory integration courses across Europe, the IP aims to promote active participation and economic self-reliance, but its effectiveness for vulnerable groups remains debated. Through semi-structured interviews with IP participants, we investigate how these programs both help and hinder integration for low-literate refugees. Our findings reveal that while the IP improves language skills and employment opportunities, it simultaneously impedes other aspects of integration, such as educational advancement and feelings of belonging. Three key hindrances emerge: a hierarchical course structure, arbitrary evaluation practices, and program trade-offs forcing difficult choices between education and employment. These features devalue prior skills, create barriers to early income gains, and reproduce deficit identities and inequalities among vulnerable participants. We conclude with policy recommendations to mitigate the risk of replicating inequalities, suggesting alternative programs and metrics of integration success more suitable for those lacking initial resources. This research contributes to the ongoing debate on the long-term effects of integration programs on low-literate refugees, a critically important yet understudied group."     "Der Fachkräftemangel in der Altenpflege ist hoch. Im Vergleich zu Krankenhäusern war es bislang für Pflegeeinrichtungen schwieriger internationale Pflegekräfte zu gewinnen – auch weil sie bei Anerkennungsverfahren nur eingeschränkt mitwirken konnten. Seit Einführung der generalistischen Pflegeausbildung im Jahr 2020 eröffneten sich neue Handlungsspielräume für Pflegeeinrichtungen, da sie nun grundsätzlich Anpassungsmaßnahmen selbst durchführen und sich so direkt an Anerkennungsverfahren beteiligen können. Die vorliegende Studie geht u.a. der Frage nach, welche Erfahrungen Pflegeeinrichtungen, in denen Menschen hohen Alters gepflegt werden, mit der Durchführung von Anpassungsmaßnahmen im Rahmen der Anerkennung im Ausland erworbener Berufsqualifikationen gemacht haben und welche Chancen und Herausforderungen damit verbunden sind? Basierend auf 15 qualitativen Interviews mit Beschäftigten von Pflegeeinrichtungen und Pflegeschulen zeigt die Studie, dass einige der Pflegeeinrichtungen in den neuen Möglichkeiten eine Chance sehen, ihre Rekrutierung zu verbessern, da sie Personen mit im Ausland erworbenen Qualifikationen gezielter als zukünftige Pflegefachpersonen anwerben und im Anerkennungsverfahren begleiten könn(t)en. Anpassungsmaßnahmen direkt in der eigenen Pflegeeinrichtung (teilweise) durchzuführen, ermöglicht es internationale Pflegekräfte frühzeitig für die Altenpflege zu gewinnen – und unter bestimmten Voraussetzungen auch langfristig zu binden. Voraussetzung dafür sind vor allem ausreichende personelle Ressourcen. Denn entscheidend ist, dass die Anpassungsmaßnahmen in ein gezieltes Integrationskonzept eingebettet sind und bspw. durch geschulte Praxisanleiterinnen und -anleiter begleitet werden.     "Der vorliegende Beitrag zeigt, dass sich Prekarität seit den 1990er Jahren zu einem zentralen gesellschaftstheoretischen Paradigma entwickelt hat. Prekäre Beschäftigung hat inzwischen unter dem Begriff der atypischen Beschäftigung auch Eingang in die Arbeitsmarktstatistik ge-funden. Mit Blick auf Migration zeigen die Daten aus der Schweiz und Deutschland, dass die Zahl der Ausländer*innen in atypischer Beschäftigung in beiden Ländern etwas höher liegt als bei den Schweizer*innen und bei den Deutschen, dass sie zugleich aber auch über Jahre hinweg einen konstant niedrigen Wert aufweisen. Es handelt sich bei prekärer Beschäftigung also nicht mehrheitlich um ein „Migrationsproblem", allerdings sind auch Migrant*innen in prekärer, atypischer Beschäftigung tätig.     "How do asylum seekers affect host-country economies from a supply and demand perspective? What share of such immigration shocks is absorbed by existing vs. new businesses? To study these questions, we combine exclusive business registration and asylum seeker data for the universe of German districts over 2007-2021. We address endogeneity in asylum seeker allocation by exploiting rule-based allocation quotas as an instrument. A one SD treatment (10 asylum seekers/1,000 inhabitants) leads to 0.7 new businesses (7.9% increase) including 2.7 full-time jobs per 1,000 inhabitants. A sector-level analysis suggests that the founding of new businesses is both supply- (additional workforce) and demand-driven (need for basic goods/services), while the demand effect kicks in first. District-level employment data shows that total job creation is about four times larger, suggesting that 75% of the immigration shock is absorbed by existing businesses."     "The number of Indian migrants in Germany has risen sharply in recent years. In particular, they are helping alleviate the shortage of skilled workers in STEM professions. For Germany, India is the most important country of origin for labour and education migration. Currently, the profile of migration to Germany is changing: fewer experts are entering on the EU Blue Card (which, until recently, was the most important residence permit for skilled workers), while more students, trainees and professionally qualified people are coming to look for jobs or have their qualifications recognised by the German authorities. The Migration and Mobility Partnership Agreement (MMPA) concluded by Berlin and New Delhi in 2022 does not expand the German legal framework for recruiting skilled workers through the provision of new access routes. However, it does improve the practical implementation of self-organised migration from India - for example, by speeding up visa procedures. The MMPA Joint Working Group offers the opportunity not only to engage in a dialogue with the Indian government aimed at harnessing the full potential of increasing migration but also to address the challenges that have arisen from that trend, including the inadequate regulation of private recruitment agencies. The example of India shows that Germany's external infrastructure and migration-related development cooperation must be used much more effectively in countries of origin in order to develop new approaches to the fair and successful recruitment of skilled workers for the German labour market. Migration cooperation is a bridge builder in German-Indian relations, which are becoming increasingly important. Key areas of bilateral collaboration - such as digitisation, artificial intelligence and climate protection - should be systematically linked to knowledge exchange and the mobility of skilled professionals in these sectors."     "Temporäre Migration von Menschen, die nach Deutschland eingewandert sind, ist ein häufig wahrgenommenes Phänomen, Tendenz steigend. Zwischen 2014 und 2023 lag die durchschnittliche jährliche Fortzugsrate ausländischer Personen je nach Datenquelle bei 6 bis 11 Prozent. Gleichzeitig ist Deutschland zur Stabilisierung seines Arbeitskräftepotenzials auf eine jährliche Nettozuwanderung von rund 400.000 Personen angewiesen. Eine hohe Mobilitätsneigung unter Eingewanderten kann das Erreichen dieses Ziels gefährden – mit weitreichenden negativen Konsequenzen für Fachkräftesicherung, Integration und die langfristige Tragfähigkeit des Sozialstaats. Um belastbare Erkenntnisse zu Ursachen, Mustern und Auswirkungen von Mobilität zu gewinnen, wurde mit dem International Mobility Panel of Migrants in Germany (IMPa) eine neue längsschnittliche Online-Befragung etabliert. Dabei sollen alle zwei Jahre neue Erstbefragungen stattfinden, ergänzt durch eine jährliche Wiederholungsbefragung über einen Zeitraum von insgesamt vier Jahren. In der ersten Welle (Dezember 2024 bis April 2025) haben rund 50.000 Migranten und Migrantinnen teilgenommen, die erste Wiederholungsbefragung startet in der zweiten Jahreshälfte 2025. Mithilfe statistischer Hochrechnungsverfahren lassen sich repräsentative Aussagen über Personen in Deutschland treffen, die bis zum 2. April 2024 nach Deutschland eingewandert sind, in den Daten der BA erfasst wurden (durch Beschäftigung, Leistungsbezug oder Maßnahmenteilnahme) und im erwerbsfähigen Alter (18 bis 65 Jahre) sind. Zentrale Ergebnisse der ersten Welle zeigen: Eine knappe Mehrheit der Eingewanderten (57 Prozent, rund 5,7 Millionen Personen) plant, dauerhaft in Deutschland zu bleiben. Rund 1,2 Millionen (12 Prozent) streben dagegen nur einen vorübergehenden Aufenthalt an („temporäre Bleibeabsichten“), etwa 3 Millionen (30 Prozent) sind unentschlossen. 2,6 Millionen Personen (26 Prozent) gaben an, im vergangenen Jahr über eine Ausreise nachgedacht zu haben; rund 300.000 (3 Prozent) hegen bereits konkrete Abwanderungspläne – jeweils etwa zur Hälfte in Richtung Herkunftsland oder in ein Drittland. Angesichts des wachsenden strukturellen Fachkräftebedarfs wird also nicht nur der Zuzug, sondern auch die dauerhafte Bindung Zugewanderter wird zur zentralen Herausforderung. Die Befunde zeigen, dass sich die konkreten Wanderungsabsichten stark von Gruppe zu Gruppe unterscheiden. Rückkehrwillige steuern vor allem europäische Länder wie Polen oder Rumänien an, während Weiterwandernde insbesondere die Schweiz, die USA oder Spanien bevorzugen. Die Motive variieren ebenfalls: Bei der Rückkehr ins Herkunftsland spielen vor allem familiäre Gründe eine Rolle, während verbesserte ökonomische Chancen ein zentrales Motiv für die Weiterwanderung sind. Als Hauptgründe für Auswanderungsüberlegungen werden politische Unzufriedenheit, persönliche Vorlieben sowie hohe steuerliche Belastungen und Bürokratie in Deutschland genannt. Diese Motive zeigen sich sowohl bei Arbeitsmigrantinnen und -migranten als auch bei Bildungs- und Familieneinwandernden; Geflüchtete nennen zusätzlich Diskriminierungserfahrungen als wichtigen Grund. Insgesamt deutet vieles darauf hin, dass staatliche Maßnahmen wie Bürokratieabbau, Verfahrensvereinfachungen oder Steuererleichterungen die Abwanderungsneigung verringern könnten. Hinsichtlich der soziodemografischen und migrationsspezifischen Faktoren zeigen die Umfrageergebnisse, dass diese eine zentrale Rolle für die Abwanderungsabsichten spielen. Männer äußern häufiger temporäre Bleibeabsichten, Auswanderungsüberlegungen und konkrete Auswanderungspläne als Frauen. Herkunftsregion und Zuzugsgrund beeinflussen die Abwanderungsneigung ebenfalls erheblich: Geflüchtete und Personen, die im Rahmen des Familiennachzugs kamen, zeigen deutlich geringere Abwanderungstendenzen, während Migrantinnen und Migranten aus EU-Staaten sowie aus arbeits- und bildungsbezogenen Migrationskontexten eine höhere Mobilität aufweisen. Zudem ist die Abwanderungsneigung unter Personen mit unbefristetem Aufenthaltsstatus oder EU-/deutscher Staatsangehörigkeit größer – vermutlich aufgrund erweiterter Mobilitätsoptionen. Zudem haben Arbeitsmarktfaktoren und ökonomische Verankerung einen wichtigen, aber differenzierten Einfluss auf die Abwanderungsabsichten von Eingewanderten. Bildung ist ein zentraler Prädiktor: Höherqualifizierte äußern deutlich häufiger Auswanderungsüberlegungen und konkrete Auswanderungspläne als Personen mit niedrigerem Bildungsniveau. Auch Personen mit in Deutschland oder in Drittstaaten erworbenen Abschlüssen sowie in Deutschland anerkannten ausländischen Qualifikationen überlegen häufiger, ins Ausland zu gehen – vermutlich aufgrund der höheren internationalen Übertragbarkeit ihrer Qualifikationen. Erwerbstätige wollen nach eigenen Angaben häufiger nur vorübergehend in Deutschland bleiben als Nichterwerbstätige oder Auszubildende. Jene Branchen, in denen das Abwanderungsrisiko unter Eingewanderten besonders hoch ist – wie IT und technische Dienstleistungen – zählen zugleich zu den Sektoren mit erheblichem Fachkräftemangel. Zudem fällt auf, dass in anderen besonders engpassgefährdeten Bereichen – etwa im Gesundheitswesen, der Bauwirtschaft, der öffentlichen Verwaltung oder im Einzelhandel – zwar keine überdurchschnittlich hohen, aber dennoch relevante Auswanderungstendenzen bestehen. Auch höhere Verdienste sind mit stärkeren Auswanderungsüberlegungen und -plänen verbunden, was darauf hinweist, dass besonders die gut in den Arbeitsmarkt Integrierten, Deutschland wieder verlassen wollen. Ein weiterer wichtiger Faktor ist die Arbeitszufriedenheit: Je unzufriedener die Beschäftigten mit ihrer Tätigkeit sind, eher neigen sie dazu, Deutschland den Rücken zu kehren. Arbeitszufriedenheit erweist sich damit als wichtiger Stabilitätsfaktor. Auch Sprachkenntnisse machen einen Unterschied: Während deskriptive Befunde darauf hindeuten, dass Personen mit schlechten Deutschkenntnissen eher seltener die Absicht haben, dauerhaft in Deutschland zu bleiben, zeigen multivariate Analysen, dass gerade gute Deutschkenntnisse mit einer erhöhten Mobilitätsneigung verbunden sind. Auch gute Englischkenntnisse erhöhen tendenziell die Abwanderungsneigung, was auf bessere internationale Arbeitsmarktoptionen hindeuten könnte. Auch soziale Integration und gesellschaftliche Teilhabe haben einen entscheidenden Einfluss auf die Abwanderungsabsichten von Eingewanderten. Familiäre Bindungen in Deutschland sowie soziale Kontakte zu Deutschen wirken stabilisierend. Auch eine starke emotionale Verbundenheit mit Deutschland festigt den Wunsch, sich dauerhaft hierzulande niederzulassen, während eine enge Bindung an das Herkunftsland die Abwanderungsneigung erhöht. Auch ein starkes subjektives Willkommensgefühl und geringe Diskriminierungswahrnehmungen senken deutlich die Wahrscheinlichkeit von Auswanderungsüberlegungen und -plänen. Umgekehrt verstärkt die Wahrnehmung von Diskriminierung – insbesondere im Kontakt mit Behörden, Polizei und am Arbeitsplatz – die Abwanderungstendenzen erheblich. Politische Unzufriedenheit erhöht ebenfalls signifikant die Wahrscheinlichkeit von Abwanderungsgedanken und -plänen. Insgesamt verdeutlichen die Ergebnisse, dass Abwanderungsabsichten nicht zufällig entstehen, sondern das Ergebnis eines komplexen Zusammenspiels individueller Merkmale, sozialer Integration, wirtschaftlicher Verankerung und wahrgenommener gesellschaftlicher Akzeptanz sind. Ein zentrales Ergebnis der Befragung ist, dass gerade die für Erwerbs- oder Bildungszwecke zugezogenen, besser gebildeten, wirtschaftlich erfolgreicheren sowie sprachlich besser integrierten Migrantinnen und Migranten – also genau jene, die Deutschland dringend für die Fachkräftesicherung benötigt – überdurchschnittlich häufig über eine Ausreise nachdenken oder konkrete Abwanderungspläne äußern. Diese selektive Mobilitätsneigung gefährdet die langfristige Fachkräftesicherung in Deutschland. Umso wichtiger ist es, diesen zentralen Gruppen eine echte Perspektive zu bieten und Deutschland nicht nur als Einwanderungs-, sondern als dauerhaft attraktives Lebens- und Arbeitsland zu positionieren. Dazu gehören schnellere und transparentere Verfahren bei der Anerkennung von Qualifikationen, ein entschlossener Abbau bürokratischer Hürden, eine familienfreundliche Integrationspolitik sowie gezielte Maßnahmen gegen Diskriminierung im Alltag und am Arbeitsplatz. Nur wenn Zugewanderte sich als vollwertige Mitglieder der Gesellschaft erleben – mit realen Chancen auf Teilhabe und beruflichen Aufstieg –, steigt die Wahrscheinlichkeit, dass sie Deutschland auch langfristig als Lebensmittelpunkt wählen und ihre beruflichen wie privaten Zukunftspläne hier verwirklichen möchten. Bislang hat nur etwa ein Fünftel derjenigen, die Auswanderungspläne äußern, bereits konkrete Schritte zu deren Umsetzung unternommen. Gleichzeitig wünscht sich rund ein Fünftel dieser Gruppe eine langfristige Rückkehr nach Deutschland, während ein Drittel eine Rückkehr ausschließt und etwa die Hälfte unentschlossen ist. Daraus ergibt sich ein erhebliches Rückkehrpotenzial: Zwei Drittel der Auswanderungswilligen schließen eine spätere Rückkehr nicht aus.     "Demographic and economic consequences of international migration in high-income countries depend on the patterns of flows, which have changed profoundly since WWII. We investigate how the increase in highly skilled migrants shaped the geography of flows, the age, sex and family composition and the international mobility of immigrants in Switzerland between 1966 and 2019. The large-scale circulation of predominantly male migrants from neighboring countries in the 1960s transformed into a more permanent inflow alongside a dominance of women and families originating from all over the world in the 1980s and early 1990s. However, the turn of the new Century was marked by a renewed regionalization, ageing and masculinization of immigration, which is focusing on urban agglomeration centres and again characterized by high levels of international mobility.     "The academic and institutional debate presents free movement within European Union (EU) as a chance for individuals to boost their own socio-economic status. However, migrants from ‘New’ Eastern European countries tend to perform low-qualified occupation in Western Europe. The present study aims to shed light on Eastern EU migrants’ overqualification, normatively defined as a mismatch between the highest educational title attained by an individual and the qualification level to entry his or her current job. A sample of employed graduates is selected from the EU Labour Force Survey for the period 2018–2019, preceding both Brexit and COVID-19. EU migrants, especially those in Southern Europe, emerge to be more exposed to overqualification than Western EU locals, Western EU migrants and, especially, Eastern EU locals who stayed in the origin country.     "This article explores the dynamics of high-skilled migration and professional mobility in Turkey, focusing on its historical progression and impact. Beginning in 2010 and markedly intensifying by 2013, media and political figures have often termed this migration flow ‘Turkey’s brain drain. This phenomenon has become especially pronounced within international migration flows, closely linked to the globalization of education and professional expertise since the mid-1990s and early 2000s. To examine this shift, the study presents findings from 33 interviews using semi-structured questions with skilled individuals who moved from Turkey to Germany. It reveals that the motivations behind migration are deeply rooted in the historical context of Turkey’s socio-political and economic landscape, particularly the ongoing challenges since 2013. These include prolonged political conflicts, decreasing trust in legal systems, and economic hardships that have shaped daily life, professional environments, and educational opportunities. Consequently, a shared feeling of uneasiness has emerged, driven by pervasive insecurity and uncertainty across multiple domains. This feeling encapsulates a unique ‘migration of uneasiness’ marked by intersecting issues at various levels, including work-life balance struggles, gender inequality, and a diminishing sense of safety and stability. The study underscores that this migration is not merely a recent trend but is deeply entwined with Turkey’s historical and structural developments over the past two decades."     "In the context of the global competition for highly skilled migrants, policy makers follow different approaches to attract and retain this highly sought-after group. One common assumption is that the establishment of a welcoming culture can facilitate the retention of highly skilled migrants. Relatively little is known, however, about the impact such policies can have on highly skilled migrants’ decisions to remain in the destination country. We address this gap by analysing the association between feeling welcome and highly skilled migrants ’ spatial intentions. We use a mixed methods approach that combines asurvey conducted among highly skilled migrants in the Euregio Meuse-Rhine (n = 410) and two rounds of semi-structured interviews (wave 1: n = 67; wave 2: n = 49). Our results suggest that respondents who feel welcome are more likely to have the intention to stay in the region permanently. This association is stronger for migrants with relatively more agency. The paper underlines the importance of early experiences in the host country and the role of subjective and intangible factors like feeling welcome in migration decision-making."     "Syrian refugees and Ukrainian labor migrants are among the increasing number of migrants in Denmark who have enrolled in training programs to become skilled care workers in response to the Danish state’s initiatives to increase labor supply for public-sector elderly care. However, stricter immigration legislation together with regulations concerning state-financed education complicate training, employment and residence for these migrants. This article explores how the Danish welfare state’s conflicting interests in and attempts at pursuing both a strict immigration policy and securing enough trained care workers in eldercare affect trajectories to skilled care work among foreign nationals residing in Denmark. Based on data from long-term ethnographic fieldwork, we demonstrate how in various ways Syrian and Ukrainian care work trainees with temporary residence face a double-sided uncertainty, as their lives in Denmark are contingent on events and decisions out of their control, such as amendments to immigration and educational policies and legislation. On the one hand, these events and decisions jeopardize the migrant trainees’ and their families’ future in Denmark. On the other hand, they offer opportunities to make new connections and acquire new knowledge and skills, which in the longer run may contribute to improving their lives in Denmark."     "This publication constitutes the 49th report of the OECD’s Continuous Reporting System on Migration. The report is divided into six chapters plus a statistical annex. Chapter 1 provides a broad overview of recent trends in international migration flows. It also analyses recent changes on the labour market inclusion of immigrants in OECD countries. Chapter 2 monitors recent changes in migration policies, while Chapter 3 looks at the recent changes in policies that support the integration of immigrants and their children. Chapter 4 looks at the role of firms in immigrant integration. It sheds new light on the role of firms in shaping the immigrant earnings gap using linked employer-employee data for 15 OECD countries. The chapter starts by documenting the immigrant earnings gap at entry in the labour market and the extent to which it is driven by immigrants working disproportionately in lower-paying firms, industries and occupations. It then analyses how the earnings gap evolves as immigrants integrate into the labour market by moving to better-paying firms, industries and occupations. The implications for immigrant integration policy are discussed in the conclusion. Chapter 5 is the result of a co‑operation between the OECD and the WHO in the context of the “Working for Health” programme. It examines the evolution of international migration of health professionals, specifically doctors and nurses, to OECD countries since 2000/01, in the context of growing workforce shortages and increasing global competition for talent. The chapter considers the implications for countries of origin, including the risk of brain drain, and highlights the importance of ethical recruitment practices. Finally, it explores recent changes in migration policies affecting health professionals, as well as developments in the recognition of foreign qualifications and licensing across the OECD. Chapter 6 presents succinct country-specific notes and statistics on developments in international migration movements and policies in OECD and selected non-OECD countries in recent years.     "Die Anzahl indischer Staatsangehöriger in Deutschland ist in den Jahren von 2010 bis 2022 deutlich gestiegen. Im Verhältnis zur ausländischen Bevölkerung insgesamt bzw. Drittstaatsangehörigen machen indische Staatsangehörige dennoch einen relativ kleinen Teil aus. - Die Zuwanderung von indischen Staatsangehörigen ist überdurchschnittlich geprägt durch Erwerbs- und Bildungsmigration. Insbesondere die Einwanderung zur Aufnahme eines Studiums ist seit dem Jahr 2010 vergleichsweise stark gestiegen. - Die Arbeitsmarktintegration von indischen Staatsangehörigen ist gemessen an gängigen Indikatoren insgesamt positiv. Die Beschäftigungsquote ist vergleichsweise hoch und die Arbeitslosen- und SGB-II-Hilfequoten sind relativ niedrig. - Unter den sozialversicherungspflichtig Beschäftigten ist das Anforderungsniveau der Tätigkeit der indischen Staatsangehörigen überdurchschnittlich hoch, was sich auch in vergleichsweise hohen Arbeitsentgelten widerspiegelt. - Vor dem Hintergrund des demographischen Wandels und einem zunehmenden Fach- und Arbeitskräftebedarf in Deutschland könnten Zuwandernde aus Indien dazu beitragen, diesen Bedarf zu decken. - Nach eigenen Auswertungen der World-Gallup-Datenbank könnten sich rund 8 Prozent der 18- bis unter 35-jährigen in Indien vorstellen, auszuwandern. Allerdings steht Deutschland hier in Konkurrenz mit anderen, vor allem angelsächsischen Zielländern, wie den Vereinigten Staaten, dem Vereinigten Königreich, Kanada oder Australien, die aufgrund der englischen Sprache oder von bereits bestehenden Netzwerken für Fachkräfte aus Indien attraktiver sein könnten. - Auswertungen auf Basis der IAB-SOEP Migrationsstichprobe, der IAB-BAMF-SOEP Befragung Geflüchteter und SOEP-Core für 2021 sind konsistent mit den amtlichen Statistiken hinsichtlich eines hohen Qualifikationsniveaus, einer hohen Erwerbsbeteiligung und eines geringen Frauenanteils unter in Indien geborenen Zugezogenen. Der Anteil selbstbewerteter guter Deutschkenntnisse fällt niedriger aus als unter allen in Deutschland lebenden Zugezogenen. - Der Großteil der Inderinnen und Inder möchten für immer in Deutschland bleiben und knapp zwei von fünf Inderinnen und Indern besitzt bereits die deutsche Staatsangehörigkeit."     "Im März 2020 hat Deutschland mit der Einführung des Fachkräfteeinwanderungsgesetzes (FEG) sein Instrumentarium zur Steuerung der Erwerbsmigration reformiert. Die Änderungen konzentrierten sich in erster Linie auf die Lockerung der Einwanderungsvoraussetzungen für Fachkräfte mit Berufsausbildung, den Abbau formaler Migrationshindernisse und die Vereinfachung von Verfahren, beispielsweise bei der Anerkennung ausländischer Abschlüsse. Das Hauptziel des FEG war es, eine größere Anzahl von Erwerbsmigrantinnen und -migranten aus Nicht-EU-Ländern anzuziehen. Die Umsetzung erfolgte vor dem Hintergrund des demografischen Wandels und eines tendenziell zunehmenden Fachkräftemangels auf dem deutschen Arbeitsmarkt, bei einem gleichzeitigen Rückgang der Einwanderung aus den EU-Ländern. Dieser Forschungsbericht untersucht, ob die Einführung des FEG tatsächlich die Erwerbsmigration von außerhalb der EU nach Deutschland erhöht hat. Dazu wird mithilfe administrativer Daten untersucht, ob infolge des FEG mehr erwerbsbezogene Aufenthaltstitel an Drittstaatsangehörige ausgegeben wurden. Die Schätzung des kausalen Effektes des FEG wird jedoch durch zwei Herausforderungen erschwert: Erstens betraf das FEG potenzielle Migrantinnen und Migranten in allen Nicht-EU-Ländern gleichermaßen. Ein einfacher Vergleich der Migration aus betroffenen und nicht betroffenen Herkunftsländern ist also nicht möglich. Die Studie entwickelt deshalb einen neuartigen Schätzansatz, der stattdessen mehr oder weniger stark betroffene Herkunftsländer miteinander vergleicht. Als ein Proxy dafür, wie stark ein Herkunftsland von den Reformen des FEG potenziell betroffen ist, wird dabei das jeweilige Migrationspotenzial eines Landes herangezogen. Dieses wird mithilfe von weltweiten Befragungen gemessen, die darüber Aufschluss geben, wie groß der Anteil der Bevölkerung eines Herkunftslandes ist, der nach Deutschland als Zielland der ersten Wahl für die Auswanderung angibt. Wenn das FEG die Hürden der Erwerbsmigration gesenkt hat, dann sollte der Effekt größer sein für Länder, in denen es mehr Migrationswillige nach Deutschland gibt – und entsprechend kleiner in Ländern mit einem nur geringen Potenzial an entsprechenden Personen. Allerdings ist es möglich, dass die Erwerbsmigration aus Ländern mit einem größeren Migrationspotenzial bereits vor dem FEG einem steigenden Trend folgte, der sich auch ohne dessen Einführung fortgesetzt hätte. Diese Studie untersucht derartige Trends explizit und diskutiert, inwiefern diese zu Verzerrungen in der geschätzten Wirkung führen könnten. Zudem wird ein sogenannter Instrumenten-Variablen-Ansatz (IV) verwendet. In diesem wird das Migrationspotenzial der Herkunftsländer für Deutschland in einem ersten Schritt durch das Migrationspotenzial anderer vergleichbarer Zielländer in Europa approximiert. Dadurch werden spezifische Trends der Migration zwischen den Herkunftsländern und Deutschland reduziert. Weiterhin werden Placebo-Tests mithilfe von Daten zu Aufenthaltstiteln ohne Erwerbsbezug durchgeführt. Da diese nicht direkt von den Reformen des FEG betroffen waren, sollte hier keine Wirkung festzustellen sein – andernfalls wäre das ein Hinweis darauf, dass die gewählte Methode lediglich allgemeine Migrationstrends abbildet und nicht die Wirkung des FEG. Die zweite Herausforderung besteht darin, dass das FEG im März 2020 zeitgleich mit dem Ausbruch der COVID-19-Pandemie in Kraft trat, in dessen Folge die Zuzüge nach Deutschland aufgrund der Reisebeschränkungen stark einbrachen. In einer Robustheitsanalyse wird deshalb geprüft, ob die geschätzte Wirkung des FEG durch einen Aufholeffekt nach dem Ende der Covid-19-Pandemie verzerrt sein könnte, der seinerseits mit dem Migrationspotenzial der Herkunftsländer korreliert sein könnte. Die Ergebnisse zeigen insgesamt, dass das FEG eine signifikant positive Wirkung auf die Erwerbsmigration aus Drittstaaten nach Deutschland hatte. Je nach dem Migrationspotenzial der unterschiedlichen Herkunftsländer erklärt das Inkrafttreten des FEG zwischen 10 und 70 Prozent des Anstiegs der zu Erwerbszwecken erteilten Aufenthaltstitel. Legt man für das Migrationspotenzial den Median 2 der Herkunftsländer zugrunde und rechnet die Wirkung auf alle Herkunftsländer hoch, so kann das FEG etwa 10.500 bzw. 31 Prozent der im Jahr 2022 neu ausgestellten erwerbsbezogenen Aufenthaltstitel erklären. Diese Zahl gilt jedoch nur unter starken Annahmen und ist lediglich als Richtwert für die ungefähre Größenordnung der absoluten Wirkung des FEG zu verstehen. Die Placebo- und Robustheitschecks sprechen dafür, dass die geschätzten Effekte tatsächlich kausale Wirkungen des FEG widerspiegeln. Die Ergebnisse gelten – wie alle empirischen Auswertungen – nur unter den getroffenen Annahmen und unterliegen einer gewissen statistischen Unsicherheit. Die Signifikanzanalysen zeigen jedoch, dass mit einer sehr hohen Wahrscheinlichkeit angenommen werden kann, dass das FEG einen positiven Effekt hatte. Dennoch erreicht die Erwerbsmigration aus Drittstaaten auch nach der Einführung des FEG noch bei weitem nicht das Niveau, das notwendig wäre, um die Folgen des demografischen Wandels für den deutschen Arbeitsmarkt langfristig auszugleichen und das Erwerbspersonenpotenzial auf dem gegenwärtigen Niveau zu stabilisieren. Wenn also das politische Ziel angestrebt wird, die gesteuerte Erwerbsmigration aus Drittstaaten langfristig weiter zu erhöhen, wären weitreichendere Reformen nötig. Diese sollten weitere Vereinfachungen der formalen Einwanderungsvoraussetzungen und der Anerkennung ausländischer Abschlüsse beinhalten. Darüber hinaus wären zusätzliche aktive Bemühungen zur Werbung und Unterstützung von ausländischen Fachkräften nötig. Dies könnte Dienstleistungen umfassen, die Migrationsinteressierte und auch deren mitreisende Familienangehörige gezielt bei der Stellensuche in Deutschland und bei der Orientierung nach der Ankunft unterstützen – etwa durch eine intensivere Förderung von Deutschkursen bereits im Herkunftsland oder nach deren Ankunft bei der Orientierung auf dem Wohnungsmarkt oder der Suche nach Kinderbetreuungsmöglichkeiten. Auch gilt es, die Aufnahmebereitschaft und Toleranz der deutschen Gesellschaft zu stärken, um eine nachhaltige Integration zu fördern und die Attraktivität Deutschlands als Zielland zu wahren." In Berlin and many cities across the globe, migrant workers are indispensable to the operations of digital platforms such as Uber, Helpling, or Deliveroo. The article uses in-depth ethnographic and qualitative research to show how the latter's exit from Berlin provides an almost exemplary picture of why urban gig economy platforms are strongholds of migrant labour, while at the same time, demonstrating the very contingency of this form of work. The article analyses the specific reasons why digital platforms are particularly open to migrants and argues that the very combination of new forms of algorithmic management and hyper-flexible forms of employment that is characteristic of gig economy platforms is also the reason why these platforms are geared perfectly toward the exploitation of migrant labour. This allows the analysis of digital platforms in the context of stratified labour markets and situates them within a long history of contingent labour that is closely intertwined with the mobility of labour."     "While Western countries worry about labor shortages, their institutional barriers to skill transferability prevent immigrants from fully utilizing foreign qualifications. Combining administrative and survey data in a difference-in-differences design, we show that a German reform, which lifted these barriers for non-EU immigrants, led to a 15 percent increase in the share of immigrants with a recognized foreign qualification. Consequently, non-EU immigrants' employment and wages in licensed occupations (e.g., doctors) increased respectively by 18.6 and 4 percent, narrowing the gaps with EU immigrants.     "Twelve qualitative case studies in German and Canadian hospitals and IT companies were used in this mixed-methods study analysing the labour market outcomes of immigrants. The reported case studies investigate the immigrants' recognition, integration process and the usability of foreign qualifications, skills and work experiences in the labour market. Furthermore, the strategies and rationales of employers and employees within the recruiting process are analysed. Here, the focus lies on the transferability and obstacles of cultural and social capital across country borders as well as the relevant framework conditions. This paper refers to Bourdieu's approach towards different types of capital as well as the rational choice theory. The results demonstrate that immigrants in both countries face more obstacles accessing the labour market within the health sector than within the IT sector. The context of the recruiting situation strongly affects the strategies and behaviour of the employers or the recruiters. Within these sector- and country-specific confines, individual factors determine the immigrants' labour market success.     "As policymakers globally recognize aging in place as the preferred option for most adults, there is a growing need to supplement family or informal caregiving for frail older adults with formal homecare services, particularly for those who require 24/7 care due to significant physical and/or cognitive impairment. The core objective of this qualitative study was to explore family members' experiences in employing live-in care workers, particularly the nature of their engagement and the quality of their relationships with these care workers. Our analysis of semi-structured interviews with 35 family caregivers revealed four themes: 1) challenges in acquiring support and developing dependency; 2) negotiation of roles, responsibilities, and moral dilemmas; 3) shifting emotions between trust and suspicion; and 4) role confusion, expectations, and disappointments. The study suggests that families might benefit from formal guidance regarding fostering and maintaining positive relationships in the homecare environment. In this paper we study whether tax incentives are an effective policy to attract high-skilled expatriates back to their home country, exploiting a generous income tax break for Italian returnees. Using administrative data and a Triple Differences design, we find that eligible individuals are 27% more likely to return to Italy. Additionally, we uncover significant effects throughout the wage distribution, revealing that tax-induced migration is a broad phenomenon beyond top earners.     "Der Gesundheits- und Pflegesektor ist einer der Beschäftigungsbereiche, der in den vergangenen Jahren besonders stark gewachsen ist. Insbesondere angesichts des akuten Arbeitskräftebedarfs in den Pflegeberufen ist es von besonderer Bedeutung, dass ausländische Beschäftigte bereits seit mehreren Jahren erheblich zur Deckung des Personalbedarfs in den Pflegeberufen beitragen. Unsere Studie gibt einen Überblick über die Entwicklung der ausländischen Beschäftigten in den Pflegeberufen – differenziert nach Staatsangehörigkeit (EU- und Drittstaaten) und Anforderungsniveau der Tätigkeit. Mit der Weiterentwicklung des Fachkräfteeinwanderungsgesetzes (2023) traten in Deutschland ab November 2023 rechtliche Änderungen bei der Erwerbsmigration von Personen aus Drittländern in Kraft. In Deutschland ist für Pflegekräfte wie für andere reglementierte Berufe aber weiterhin ein förmliches Anerkennungserfahren zur Prüfung der Gleichwertigkeit der ausländischen Berufsqualifikation notwendig (Bushanska et al. 2023: 19). In der Pflege arbeiten mittlerweile vermehrt Personen aus Ländern außerhalb der EU, viele Pflegebeschäftigte besitzen dabei Staatsangehörigkeiten aus den Pflegeanwerbeländern (u. a. Bosnien-Herzegowina, Philippinen, Vietnam) und europäischen Staaten außerhalb der EU (Türkei, Serbien, Albanien). In der Krankenpflege ist der Anteil der Fachkräfte vor allem bei Beschäftigten aus den westeuropäischen EU-Ländern (EU-14-Länder 1) hoch. Unter den Altenpflegekräften sind vor allem Personen aus den Pflegeanwerbeländern und der Türkei relativ häufig als Fachkräfte beschäftigt. Der Arbeitsmarkt in der Pflegebranche ist nach wie vor eine Frauen- und Teilzeitdomäne. 82 Prozent der Beschäftigten sind weiblich und gut die Hälfte der Pflegekräfte arbeitet in Teilzeit (Teilzeitquote der Beschäftigten insgesamt: 30 %). Die Löhne der Beschäftigten in der Altenpflege liegen immer noch deutlich unter denen der Krankenpflegekräfte. Dabei erzielen Pflegekräfte aus den EU-14-Ländern im Vergleich die höchsten Entgelte. Diese sind vergleichsweise häufig als Fachkräfte in Krankenhäusern tätig – hier ist die Vergütung im Allgemeinen höher als im Bereich der stationären und ambulanten Altenpflege. Die Auswirkungen des demografischen Wandels zeigen sich auch in der Zunahme der älteren Beschäftigten in der Pflege. Wie sich mit Blick auf die Altersstruktur und Staatsangehörigkeit der Pflegenden zeigen lässt, wirken ausländische Pflegekräfte der ungünstigen demografischen Entwicklung bei den deutschen Pflegekräften maßgeblich entgegen. Die Zahl der älteren Beschäftigten auf Helfer*innen- und Fachkräfteniveau mit deutscher Staatsangehörigkeit hat in den letzten zehn Jahren stark zugenommen. Gleichzeitig erhöhte sich der Anteil der jungen Beschäftigten an allen beschäftigen Ausländer*innen deutlich. Ausländische Spezialist*innen sind in der Pflege eher selten vertreten. Aber aufgrund der hohen prozentualen Zunahme älterer deutscher Beschäftigter dürfte sich in den kommenden Jahren die Fachkräfteknappheit in dieser Gruppe nochmals verschärfen. Zugleich variiert die regionale Bedeutung von ausländischen Beschäftigten in den Kranken- und Altenpflegeberufen. In Ostdeutschland sind ausländische Pflegekräfte, abgesehen von Berlin und den berlinnahen Kreisen, fast überall unterrepräsentiert. In den westlichen Kreisen ist die Verteilung insgesamt gleichmäßiger. Vor allem in Metropol- und städtischen Regionen (z. B. Drawing on cross-national comparisons between Australia, the Netherlands and the United Kingdom we explore: firstly, the forms of employment regulation that can protect migrant LTC workers or expose them to additional risks; and secondly, how migration regulation can work to amplify employment protection gaps for certain groups of migrant workers. We find that while historically there have been better employment protections in Australia and the Netherlands, the reshaping of work in all three LTC systems creates a context within which migration regulation can exacerbate the risks of precarious work for migrant workers and for those on temporary visas in particular."     Abstract

    "Despite contributing to host country economies, there is limited examination of self-employed female immigrants in the literature. While human, social, and financial capital are important for entrepreneurship in general, given immigrant women's intersectional identities, the potential exists for these factors to affect them differently. This study uses US data obtained from Integrated Public Use Microdata Series (IPUMS) to empirically test the relationship of human, social, and financial capital on female immigrants self-employment and compares these relationships with US-born women and male immigrants. While the results are mixed, overall, the findings suggest that female immigrants odds of being self-employed, in relation to their levels of human, social, and financial capital, are influenced to a greater extent by their immigrant identity than their gender identity.
