    Abstract

"We propose a new statistical model of spatially interdependent hazards in order to examine whether interactions at the level of the neighborhood are present. To address the endogeneity of location choices, we also implement a weighting scheme that combines insights from inverse propensity score weighting and Bartik-shift-share instrumentation. The good performance of our approach is demonstrated in a Monte Carlo study. In our empirical application a unique large administrative dataset of recent Turkish labor immigrants to The Netherlands is used. We find a positive spatial interaction parameter and show that the local spatial multipliers are substantial." (Author's abstract, IAB-Doku) ((en))

    Abstract

Abstract

(Autorenreferat, IAB-Doku)

Migration motivation and ethnic identity of migrant couples: tied versus lead movers (2026)

    Abstract

"This study examines how being a tied or lead mover relates to the ethnic identity of migrant spouses. Tied and lead movers differ in their migration motivations, face different constraints, and opportunities (e.g., social network through work). This is likely to be reflected in different investment strategies and adjustment patterns in the host country. To study the adjustment of tied and lead movers, I rely on the IAB-SOEP Migration Sample, which asks migrant spouses who was the main driver of the migration decision and measures several socio-economic outcomes in Germany. Using the Constant et al. (2009) framework to measure ethnic identity, the results provide descriptive evidence that tied movers in Germany are more likely to be separated and less likely to be integrated and assimilated when compared to lead or equal movers. These findings suggest that for tied movers, the benefits of investing in the host country’s culture do not outweigh the costs." (Author's abstract, IAB-Doku) ((en))

Short‐Term Visa, Long‐Term Stay? Estimating Inflows of Overstayers in the Schengen Area Using Air Passenger Records and Facebook Mobility Data (2026)

    Abstract

"Overstayers—travellers entering a country with a valid visa but staying beyond the initially authorised period—are a blind spot of migration research. Past studies claim that overstaying is indeed the main gateway to irregular migration in Europe, but few estimates exist. This paper explores three new methods to estimate the inflows of overstayers. We concentrate on the Schengen area as destination, given its relevance in global migration flows, and on non-European countries as origins, since for travellers from these countries commercial flights are the most likely transportation mode to Europe. Our methods rely on aggregate information on incoming and departing passengers from all airports in the Schengen Area, and on Facebook users' mobility data. In the first method, we compute ‘net air travel flows’ as the difference between incoming and outgoingpassengers; we then deduce net regular migration (using data from Eurostat and the QuantMig project) from ‘net air travel flows’ to obtain ‘unaccounted net flows’, which we hold to equate approximately to newly incoming overstayers with short-stay visas for 2019. In the second method, building on the first estimate, we employ the logic of gravity models to project estimates for later years. In the third method, we build on the intuitions of the first method but use net migration figures from data on Facebook users' cross-border movements. Substantively, the results of the different methods converge, indicating around 450,000 new overstayers who entered the whole of the Schengen Area in 2019 with short-stay visas. Analyses for the following years obtained with the second and third method match and are in line with changes in travel policies during the COVID-19 pandemic (2020 and 2021), suggesting a significant reduction in the number of overstayers for those years and an uptick for the years 2022–2023. By uncovering the size and scope of the overstaying population we shed light on a highly contested issue in the public debate and ultimately contribute to raise awareness on the constructed nature of the ‘regular’ versus ‘irregular’ framing of migration." Abstract

"While 50% of displaced individuals worldwide are female, women comprised only 31% of the people seeking asylum in Europe between 2008 and 2018. This study utilizes data from Eurostat on 5.6 million asylum-seekers between 2008 and 2018 to identify the country-level factors that drive this gendered selection. The effects are calculated using both a random effects panel model and a fixed effects panel model with clustered standard errors. The results suggest that country-level differences in the degree of gendered selection are largely driven by socio-demographic factors related to women’s social position within their country of origin." Abstract

(Autorenreferat, IAB-Doku)

Potential and temporariness of EU migration: the experience of Germany (2025)

    Abstract

"This chapter studies the selection and sorting of EU migrants to and migration decisions within Germany in two steps. First, it investigates, with the aid of Gallup World Poll (GWP) data, the composition and characteristics of potential migrants from EU countries to Germany. Second, it uses the household survey, the IAB-SOEP Migration Sample to analyse the determinants of the migration decisions of those individuals who have already migrated to Germany. Empirical analysis of the driving factors behind migration selection reveals several interesting insights. First, migration selection among individuals who wish to migrate to Germany is driven by common factors such as economic prospects and sociodemographic features. There is a negative and significant relationship between the migration intentions of potential migrants, from both EU and non-EU countries, with regard to labour market conditions as well as perceptions of future economic conditions and living standards in the home country. Second, migration propensity to Germany is significantly lower among potential female migrants. Third, there is regional heterogeneity regarding migration selection. Potential migrants from EU countries to Germany are negatively selected in terms of educational attainment while potential migrants from non-EU countries are positively selected compared to the population in the home country. This latter finding confirms the role of migration policy in influencing migrant selection, especially for third country nationals. However, it is important to note that average education levels differ dramatically between individuals from EU and non-EU origin countries, and that potential migrants from EU countries are, on average, better educated compared to potential migrants from non-EU countries even though the latter group is more positively selected in education. The chapter also examines the sorting pattern of potential migrants in terms of their educational attainment and relative income across the top EU destination countries. Germany is at least as attractive to tertiary-educated potential migrants from non-EU states as other top EU destinations. The major exception is Scandinavian countries, which are significantly more attractive to this group compared to Germany. For potential migrants from other EU countries, Germany is, on average, less attractive to migrants with tertiary education, especially those from EU8 countries. For western European Member States countries, only the United Kingdom (UK) – which is no longer an EU Member State since 2020 – is significantly more attractive to tertiary[1]educated potential migrants than Germany. Finally, micro analysis of demographic and socioeconomic characteristics and the temporariness of migration provides another set of insights. There is a negative and significant relationship between family structure and temporary migration decisions among EU migrants in Germany. Specifically, EU nationals with children aged 16 or younger are more likely to stay permanently in Germany compared to those without children. Temporary migration decisions are also negatively linked to duration of stay in Germany. This finding is consistent with the prediction that such decisions happen within the first few years after arrival (Dustmann and Görlach 2016). The temporariness of migration is also related to educational attainment and job skill requirements. For example, high-skilled migrants are about six percentage points more likely to stay temporarily in Germany compared to low-skilled ones. These findings confirm the hypothesis that the temporariness of migration varies along the educational distribution and thus may lead to a selection effect of migration (Dustmann and Görlach 2016)." Analysis of unemployment hysteresis of country groups for migration policy: PANIC fourier evidence (2025)

    Abstract

"One of the most important reasons for international migration is unemployment, along with economic concerns. Domestic and international migration movements generally take place from regions with high unemployment to the regions where unemployment is low. Therefore, analyzing the labor market is important for predicting and directing migration movements. The World Bank grouping of countries includes 47 country groups according to their geographical and income status. In our study, the unemployment hysteresis of 48 groups, which includes the average of these 47 country groups and the world in general, has been analyzed. For the analysis of the unemployment hysteresis, six different variables were used: total unemployment rate, female unemployment rate, male unemployment rate, youth unemployment rate, youth female unemployment rate, and youth male unemployment rate. For analysis of unemployment hysteresis, the Fourier PANIC panel unit root test, which entered the literature in 2023, was used. Significant results were obtained for country groups. The results of the analysis show that the unemployment hysteresis is valid for total unemployment worldwide, while the natural rate hypothesis is prominent for youth and young males. While hysteresis is observed in total and male unemployment in low- and middle-income countries, the natural rate hypothesis is generally valid in high-income countries; however, hysteresis persists in female unemployment. Therefore, at the global level, encouraging controlled and need-driven migration movements from regions where the unemployment hysteresis is valid to regions where the natural rate hypothesis is valid, can contribute to reducing imbalances in labor markets. At the national level, selective labor transfer policies, taking into account labor market needs, can be implemented from regions with high unemployment hysteresis." Abstract

(Verlagsangaben, IAB-Doku)

    Abstract

"This paper investigates whether xenophobic attitudes, as measured by the regional share of votes for right-wing parties and xenophobic violence, affect migrants’ choices of where to live in Germany. We use a unique panel data set for the period 2004 to 2017 and apply fixed effects regression models and instrumental variable estimation to examine the relationship between anti-immigrant attitudes and immigration. Our results indicate that xenophobic attitudes tend to reduce regional labour immigration. However, evidence seems to be more robust for the support of right-wing parties than for xenophobic violence. Regarding heterogeneous effects across skill groups, the findings are ambiguous. While the immigration of skilled workers seems to be more sensitive to xenophobic violence, evidence is more robust for the share of right-wing votes in the case of low-skilled foreign workers. The strength of the adverse effect of anti-immigrant attitudes tends to increase with the local size of the coethnic community." (Author's abstract, IAB-Doku, © PLoS ONE) ((en))

    Abstract

"Most studies on the labor market effects of immigration use repeated cross-sectional data to estimate the effects of immigration on regions. This paper shows that such regional effects are composites of effects that address fundamental questions in the immigration debate but remain unidentified with repeated cross-sectional data. We provide a unifying empirical framework that decomposes the regional effects of immigration into their underlying components and show how these are identifiable from data that track workers over time. Our empirical application illustrates that such analysis yields a far more informative picture of immigration’s effects on wages, employment, and occupational upgrading." Abstract

Abstract

"We examine the responsiveness of labor participation, unemployment and labor migration to exogenous variations in labor demand. Our empirical approach considers four instruments for regional labor demand commonly used in the literature. Empirically, we find that labor migration is a significant margin of adjustment for all our instruments. Following an increase in regional labor demand, the initial increase in employment is accounted for mainly through a reduction in unemployment. Over time however, net labor in-migration becomes the dominant factor contributing to increased regional employment. After 5 years, roughly 60 percent of the increase in employment is explained by the change in population. Responses of labor migration are strongest for individuals aged 20-35. Based on historical data back to the 1950s, we find no evidence of a decline in the elasticity of migration to changes in employment." (Author's abstract, IAB-Doku) ((en))

    Abstract

"This article questions the trend of admitting third-country nationals to an EU Member State for the purpose of posting them to another EU Member State. The reality of the workers concerned does not match the assumptions underlying the legal regime for intra-EU posting. As a result, it is easier to exploit their labor and their legal immigration status is jeopardized both during and after the posting. This also makes fictitious their ability to exercise rights that depend on this status, such as access to certain social security benefits. The trend of ‘labor immigration for the purpose of posting’ is fueled by a complex and opaque interplay of regulatory frameworks and ambiguous judicial interpretation of key legal criteria for posting. Recent case-law might help to mitigate this trend. Also, a revised EU directive has potential to marginally improve the rights of posted third-country nationals in the EU state where they are admitted. However, we conclude that more thorough measures are needed." (Author's abstract, IAB-Doku) ((en))

    Abstract

"This paper examines gender differentials in the international migration of professionals, and how this varies by country, industry, age, and years of experience. We leverage data from LinkedIn, the largest professional networking website, to construct Immigrant and Emigrant Gender Gap Indexes (iGGI and eGGI). These indexes measure inflows and potential outflows. The findings indicate that, among LinkedIn users, the global population of immigrant professionals is at gender parity. The professional migrant population is majority-female in key destination countries like the United States, the United Kingdom, Australia, and France as well as emerging destinations like South Korea and Singapore. Our results show that the mobility of women migrants is driven by industries like finance, healthcare, and real estate. We find evidence of positive selection among women migrant professionals in key destination countries and industries. Our results indicate that men are more open to international relocation than women, suggesting that men express higher migration aspirations, but men and women have similar rates of observed mobility. The paper makes novel contributions to the literature on migration aspirations, behavior, and selectivity. Methodologically, we develop a new dataset and appropriate measures to complement existing sources to study professional migration across a wide range of countries." Insights into return and International Mobility Panel of Migrants in Germany (IMPa). (IAB-Forschungsbericht 15/2025 (en)), Nürnberg, 92 S. DOI:10.48720/IAB.FB.2515en

    Abstract

"Temporary migration of people who have immigrated to Germany is a frequently observed phenomenon, and the trend is rising. Between 2014 and 2023, the average emigration rate among foreign nationals ranged from 6 to 11 percent, depending on the data source. At the same time, Germany requires a net annual immigration of around 400,000 people to stabilize its labor force potential. The high mobility propensity among immigrants can challenge this goal - with far-reaching consequences for securing skilled labor, integration, and the long-term viability of the welfare state. To gain robust insights into the causes, patterns, and effects of mobility, the International Mobility Panel of Migrants in Germany (IMPa) has been established as a new longitudinal online survey. It includes first-time surveys every two years, complemented by annual follow-up surveys over a four-year period. In the first wave (December 2024 to April 2025), around 50,000 immigrants participated. The first follow-up survey is scheduled for the second half of 2025. Using statistical weighting procedures, the data allow for representative statements about individuals in Germany who immigrated by April 2, 2024, are registered in the data of the Federal Employment Agency (e.g. via employment, benefit receipt, or participation in labor market programs), and are in working age (18 to 65 years). Key findings from the first wave indicate: A narrow majority of immigrants (57 percent, roughly 5.7 million people) plan to stay in Germany permanently. Around 1.2 million (12 percent) aim for a temporary stay, and roughly 3 million (30 percent) remain uncertain. About 2.6 million people (26 percent) reported having considered leaving Germany in the last 12 months; approximately 300,000 (3 percent) already have concrete emigration plans - split roughly equally between return migration and onward migration. Given Germany's structural need for skilled labor, the political priority in migration policy is shifting: not only immigration, but also the long-term retention of immigrants is becoming a key challenge. The data reveal that emigration intentions vary widely. Those intending to return primarily target European countries such as Poland or Romania but also Turkey, while onward migrants tend to prefer Switzerland, the United States, or Spain. Motivations also differ: family reasons dominate returns to the country of origin, while economic opportunities play a key role in onward migration. Main reasons for emigration considerations include political dissatisfaction, personal preferences, tax burdens, and bureaucracy. These motives are present among labor migrants, education- and family-based migrants alike; refugees also frequently cite discrimination as a major reason. Overall, the findings suggest that state measures such as reducing bureaucracy, simplifying administrative procedures, and offering tax incentives could help lower emigration intentions. Regarding sociodemographic and migration-specific factors, the IMPa results highlight their central role in shaping emigration intentions. Men report higher rates of temporary stay intentions, emigration considerations, and concrete migration plans than women. Region of origin and reason for migration significantly influence mobility patterns: refugees and individuals with family reunification backgrounds express considerably lower emigration tendencies, while migrants from EU countries and those who came for work or education show higher mobility. Furthermore, immigrants with permanent residence status or EU/German citizenship are more likely to consider leaving - probably due to broader legal mobility options. The IMPa results highlight that labor market factors and economic integration also play a critical but nuanced role in shaping emigration intentions. Education emerges as a key predictor: highly educated individuals more frequently express thoughts of leaving or make concrete plans than those with lower educational levels. Qualifications obtained in Germany or third countries - as well as foreign qualifications recognized in Germany - are more strongly associated with emigration considerations, likely due to their higher international transferability. Employed individuals are more likely to report temporary stay intentions than those who are not employed or are in training. Sectors where the outmigration risk among immigrants is particularly high-such as IT and technical services-are also those facing significant skilled labor shortages. Furthermore, it is notable that in other sectors vulnerable to labor shortages-such as healthcare, construction, public administration, or retail-, emigration tendencies are not above average, but they are still relevant. Higher incomes are also associated with stronger emigration considerations and plans, which indicates that migrants who are particularly well integrated into the labor market want to leave Germany again. Another important factor is job satisfaction: the less satisfied individuals are with their work, the more frequently they express temporary intentions to stay, thoughts of emigration, and concrete emigration plans. Job satisfaction thus acts as a stabilizing factor. Language skills show differentiated effects: while descriptive findings suggest that individuals with poor German skills have lower intentions to stay permanently and higher mobility plans, multivariate analyses indicate that good German skills are associated with increased mobility. Good English skills also tend to increase emigration intentions, likely due to better international labor market options. Social integration and societal participation are also crucial: family ties in Germany and regular contact with German nationals have a stabilizing effect. A strong emotional attachment to Germany stabilizes the intention to stay, whereas a strong connection to the country of origin increases the likelihood of emigration. A strong subjective sense of welcome and low perceptions of discrimination significantly reduce the probability of emigration considerations and plans. Conversely, perceptions of discrimination - especially in interactions with authorities, police, and at the workplace - greatly increases emigration tendencies. Political dissatisfaction also significantly raises the likelihood of emigration-related thoughts and plans. In summary, emigration intentions do not arise randomly but are the result of a complex interplay of individual characteristics, social integration, economic anchoring, and perceived societal acceptance. One of the central findings of the IMPa survey is that those who came to Germany for work or education, better educated, more economically successful, and more linguistically integrated are the ones most likely to consider leaving or already have concrete plans to do so. In other words: those most urgently needed to secure Germany's future labor supply are also those most inclined to leave. This selective mobility endangers the country's long-term ability to retain skilled labor. It is therefore essential to offer this group a meaningful perspective and to position Germany not only as a place of immigration but as a country in which people want to stay and build their future. This includes faster and more transparent recognition of qualifications, a determined reduction of bureaucratic hurdles, family-friendly integration policies, and targeted measures against everyday and workplace discrimination. Only when immigrants feel like fully included members of society - with real opportunities for participation and professional advancement - are they likely to choose Germany as their long-term home and pursue both personal and professional goals here. So far, only about one fifth of those with emigration plans have taken concrete steps towards leaving. At the same time, roughly one fifth express a long-term wish to return to Germany, one third rule it out, and about half remain undecided. This means that around two thirds of those considering emigration are potentially open to returning in the future. Activating and supporting this return potential could become a valuable component of Germany's strategic labor policy." (Author's abstract, IAB-Doku) ((en))

    Abstract

"This study makes three key contributions to the literature on the effect of conflict-induced violence on wartime migration. First, while conflict-induced violence is often treated as a monolithic factor, we consider conflict-induced violence as multidimensional, varying in intensity, type and proximity. Second, by including both movers and stayers, we address the mobility bias prevalent in the literature and examine both mobility and immobility in the context of conflict. Third, we contribute to debates on destination choices by empirically testing the likelihood of internal displacement versus seeking refuge abroad. Using dynamic models and unique comparative data from the OneUA project, which surveyed 24,000 Ukrainian women in Ukraine and eight other European countries, we examine the migration behaviors of those who stayed in their pre-war residence, relocated internally (internally displaced persons), or fled abroad during the first 6 months of Russia’s full-scale invasion of Ukraine. Our findings reveal a curvilinear relationship between conflict-induced violence and migration propensity: violence initially increases migration but diminishes beyond a threshold. We also find that forewarnings and indirect threats have a stronger influence on migration than direct threats. Violence catalyzes migration among vulnerable groups, narrowing demographic disparities in migration propensity. However, resourceful individuals retain an advantage in early migration, perpetuating inequalities in escape opportunities. Additionally, we observe distinct patterns of internal versus international migration in response to stronger conflict-induced violence, providing theoretical and empirical insights into the dynamics of wartime migration." DOI:10.48720/IAB.FB.2515

    Abstract

(Autorenreferat, IAB-Doku)

    Abstract

"Previous work has found that adult children of international migrants in Western Europe have lower internal migration rates than individuals of native origin. This gap is important for differences in well-being, educational opportunities, and labor market outcomes. So far, however, little is known about the reasons for the greater geographical stability of migrant children. Theories suggest that structural differences such as economic resources as well as preferences for living near family may explain their lower internal migration rates. The current study tests these explanations by examining unique longitudinal register data from the Netherlands in which we follow the internal migration trajectories of people aged 18–50 in an observation window of 16 years between 2006 and 2022. We compare individuals of native origin with children of immigrants from Turkey and Morocco, two of the largest migrant populations in the country. Event history models confirmed that once socio-demographic characteristics were controlled for, children of migrants were less likely to migrate internally than individuals of native origin. Mediation analysis showed that economic resources did not explain the negative association; instead, the lower migration rates observed among children of migrants were mediated by geographical proximity to kin. Because migrant family networks are more geographically concentrated, children of migrants are more often discouraged from moving away. These findings highlight the pivotal role of family networks in explaining migrant-native differences in migration decision-making." (Author's abstract, IAB-Doku) ((en))

    Abstract

"In this article, I build on existing research on destination outcomes and migration patterns to better understand West to West mobility within the European Union. I use a unique dataset, the European Internal Movers Social Survey, which was conducted in five countries, with movers who lived in Britain, France, Germany, Italy or Spain and came from one of the other four countries in the sample. The results of the analysis point to a complex relationship between selected destination outcomes (economic, social ties, attachments) and migration patterns(one-off, repeat or multiple). Multiple migrants tend to have better outcomes than one-off movers in relation to the labour market (in terms of being in employment) and destination country networks, but they attach less to the destination country. It seems that multiple migrants invest their resources selectively, and lower attachment to the destination country could be related to the possibility of further mobility. Repeat migrants are more likely to be employed than one-off migrants, but otherwise they do not differ in how they fare in destination in terms of social ties and attachments." Abstract

Skilled labour immigration: a vignette analysis on the willingness to accept migrants from outside the EU (2025)

    Abstract

"Labor migration is of great economic and social importance. We use a factorial survey experiment to analyze under which criteria predominantly employed citizens approve of immigration of skilled workers from outside the EU to Germany. The criteria of the German Skilled Immigration Act for Qualified Professionals and procedural rules for checking qualifications as well as alternatives frequently discussed in the political sphere are taken into account. We find that the willingness to accept labor migrants is positively associated with (a) migrants having a definitive job offer, (b) holding (certified) professional qualifications and (c) the presence of skilled worker shortages in an industry. The vast majority of citizens favour the provisions of the act. They would also accept even less rigorous checks on qualifications." (Author's abstract, IAB-Doku) ((en))

(2025): Aktuelle Einwanderung aus der Türkei. Ergebnisse einer Umfrage unter Eingewanderten und Einwanderungsinteressierten. (Analysen und Studien / IQ-Fachstelle Einwanderung 2025,07), Berlin, 34 S.

    Abstract

    Zitatform

    (2025): Migrationsbericht der Bundesregierung 2023. (Migrationsbericht der Bundesregierung 2023), Berlin, 377 S.

    Abstract

Indische Arbeitskräfte in Deutschland (2024)

Adunts, David, Tanja Fendel, Andreas Hauptmann, Boris Ivanov & Yuliya Kosyakova (2024): Indische Arbeitskräfte in Deutschland. (Institut für Arbeitsmarkt- und Berufsforschung. Aktuelle Daten und Indikatoren), Nürnberg, 12 S.

    Abstract

Abstract

(Autorenreferat, IAB-Doku)

    Abstract

(Autorenreferat, IAB-Doku)

    Abstract

Abstract

"This comprehensive study delves into over 100 empirical articles, examining the influence of structural drivers on both internal and international migration. Employing a meta-analysis approach, we dissect these studies to pinpoint the prevalent migration drivers frequently subjected to quantitative scrutiny. Our investigation extends to scrutinizing major migration drivers in terms of their statistical impact, directional tendencies, and statistical significance. Our findings underscore that indicators such as income or GDP, education, migrant networks, gender, age, and family characteristics are the most commonly scrutinized factors shaping migration patterns. Notably, geographical distance, gender, and migrant networks emerge as highly consistent drivers, exhibiting a remarkable uniformity in both effect direction and statistical significance across the most frequently studied factors. Numerous migration drivers exhibit statistical significance roughly around 50% of the time, while several others fall considerably below this threshold. Intriguingly, we delve into the complex variations characterizing the impact of destination country GDP per capita. Our exploration reveals that articles reporting a negative effect for destination country GDP per capita are more likely to focus on irregular or asylum migration flows. However, an intriguing subset of articles that also explore asylum migration flows finds a positive effect. These nuanced disparities are further influenced by variations in sample composition, control variables, statistical models, and the operationalization of GDP per capita. In sum, our in-depth analysis sheds light on the multifaceted landscape of migration drivers, offering critical insights into both the consensus and divergence within migration research." Does It Pay Off? Understanding Subjective Employment Mobility of European Physicians in Germany (2023)

    Abstract

"This article investigates the subjective employment mobility, defined as migrants' evaluation of their employment situation before and after migration, of European physicians in Germany. Analyzing different dimensions of occupation (e.g., income, working conditions, use of skills, career opportunities) of physicians who migrated to Germany from within the European Union (i.e., EU physicians), it examines which factors influence physicians' perception of whether migration worsened or improved their employment situation. I argue that the original reasons to migrate (e.g., economic, career-related, or family reasons) and other migration-related factors (e.g., language skills), as well as characteristics of the occupation (e.g., the hierarchical structure), must be considered to understand subjective employment mobility. The analyses are based on original survey data collected among EU physicians in Germany (N = 1,058). Results from OLS regressions show that physicians' original reasons for migration largely matched their subjective employment mobility, suggesting that migration for career reasons and a perceived improvement of use of skills and career opportunities are positively linked while migration for economic reasons positively affected physicians' perception of income and working conditions. Physicians aiming for the highest position perceived their overall employment situation as worse compared to before migration, and the origin region mattered, particularly for physicians from EU Eastern member-states, who were more likely to perceive an improvement in their employment situation. Results further inform understandings of labor-related migration of high-skilled professionals by identifying obstacles and conducive conditions at migration for a group that is often assumed not to face barriers in using migration for professional advancement." Abstract

"We provide the first empirical evidence that government ideology affects the choice of migration destinations. As ruling political parties differ in their discourse, policies, and positions on migration, the ideology differential between the host and home country governments can shape the relative generosity of the welfare system, the degree of tolerance towards out-groups, and the restrictiveness of migration policies, all acting as important drivers of international migration. Using data on bilateral migration and government ideology for OECD countries between 1990 and 2016, we show that migration flows increase when the government at the destination becomes more left-wing relative to the government at the origin, particularly when both countries are members of the European Economic Area." Two possible reasons behind the reluctance of low-skilled workers to migrate to generous welfare states (2023)

Byra, Łukasz (2023): Two possible reasons behind the reluctance of low-skilled workers to migrate to generous welfare states. (Working papers / Faculty of Economic Sciences, University of Warsaw 2023-24), Warsaw, 49 S.

    Abstract

"This paper provides two possible explanations for the mixed evidence regarding migration by low-skilled workers to generous welfare states. Using a model of unrestricted migration to a developed, destination country, which provides a direct and equal social benefit to all its residents, we study the impact of the benefit in a country on the size of its low-skilled immigrant population under the assumption that migration is driven by an international difference in returns to skills, employment opportunities in the destination country, and by the generosity of the benefit in that country. We find that the social benefit affects the size of the country's low-skilled immigrant population not only directly, via the difference between the benefit and its cost in the form of taxation, but also via two indirect channels. The benefit incentivizes taking up low-skilled jobs among the destination country's native residents, which adversely affects wages of low-skilled workers in that country, and it increases the risk of unemployment of low-skilled workers therein. Prospective low-skilled migrants view these side effects of the benefit as “stay away” factors. Simulation of the model based on 2018 data for EU-15 economies without Luxembourg highlights the importance of indirect channels in curtailing the inflow of low-skilled migrants to a generous welfare state. When only direct channels are accounted for, semi-elasticities of the size of the low-skilled immigrant population with respect to the social benefit are between 0.2 and 0.54. When indirect channels are allowed to play their roles, the positive relationship between the social benefit and low-skilled immigration is significantly reduced; the semi-elasticities range from 0.13 to 0.4. At the level of the model's fundamentals, the variation in semi-elasticities between EU-15 countries is largely explained by differences in the size of the welfare state and in efficiency of the labor market across these countries." Abstract

"Return migration intentions are complex and are not necessarily followed by future return migration. Our study compares successful return or repeated migration with self-declared return intentions. We take advantage of the latest German Socio-Economic Panel survey dropout studies and fieldwork to observe a wider return migration window than reported in the literature to answer the question of whether return migration intentions eventually coincided with actual emigration behaviors. We also examine the validity of return migration estimates. This paper explores whether return intentions eventually materialize, whether they can eventually predict actual return behaviors, and if the determinants of actual and predicted return based on intentions are similar. Overall, our results support that migration intentions can predict actual return behavior. While our results show discrepancies in the predictors of return intentions and actual returns, they show emigration intentions as good predictors of actual future emigration. Moreover, we find that life satisfaction significantly impacts the individual intention to remigrate." (Author's abstract, IAB-Doku) ((en))

    Abstract

"In this article, we explore the complexities of the relationships between motivations in the migration process of young Europeans who have returned to their country of origin. We analyze a unique database of over 3,000 returnees, a sub-sample from a larger survey of about 30,000 young people in nine European countries. The findings suggest that there is a link between the motivations for the first migration and those for future migration among this group. Generally, past migration motivations tend to reinforce future migration motivations of a similar nature. By controlling for variables related to geographic space (countries of residence, development profiles of NUTS2 regions, urban profiles of local communities of residence), as well as for several socio-demographic variables and life satisfaction, we can better understand the influence of motivations for past migration on motivations for future migrations. This article extends the internal dynamics of migration approach by combining the idea of individual chains of migration motivations that are extending over-time with the idea of cumulative causation operating at the meso level." Abstract

"Expatriation has been a topic of much research recently. The important role expatriates play in the internationalisation of an organisation and the resultant effects of such a work experience on the expatriates themselves, have fuelled the interest in this domain. This edited volume serves to provide fresh and timely insights into four areas, covering the individual, over the organisational, to the macro-level. First, the career paths of the expatriates, which not only garners them the career capital they may be able to utilise later in their career but also, the impacts of such an experience on their longer-term career success are in focus. The second block concerns the expatriation phase itself. A critical look is taken into the expatriates’ identity and how it changes over time. Moreover, it discusses factors influencing the expatriates’ well-being, embeddedness, and sociocultural integration during their time abroad. Third, some key global mobility management challenges that organisations face, when managing expatriation, are introduced — such as flexible language management and how to become an international employer. Finally, insights are provided into the role of the host country policies – more specifically hostile environment and migration policies – on expatriate attitudes and behaviour, which has received less attention in previous research. All four areas are finally brought together to present a rich overview of future research questions that shall stimulate researchers and practitioners in their further deliberations. The chapters are based on selected results from the respective research subprojects of the Early Stage Researchers of the Horizon 2020 Global Mobility of Employees (GLOMO) project. This project was funded under the European Union’s Research and Innovation Programme H2020 in the framework of the Marie Skłodowska-Curie Grant Agreement No 765355." Abstract

"It is now widely held that a variety of intermediary actors, including recruitment and staffing agencies, multinational corporations and local brokers, shape labour migration. This paper argues that in order to better understand the global circulation of labour it is necessary to explore the involvement of these actors in the production of the regulatory spaces through which migrant labour is brokered. Indeed, migration intermediaries do not only navigate borders on behalf of their migrant clients. Nor is ‘the state’ primarily a backdrop against which the understanding of the role of intermediaries may be developed. Instead, we argue, regulatory spaces of labour migration are made and remade through direct and indirect exchanges and interactions between intermediaries and state actors. Through an analysis of three moments of regulatory change in Sweden, the paper shows that such interaction does not take place in an even landscape but, rather, that the ability of migration intermediaries to influence the regulation of migration lies in the capacity to form close relationships or establish a powerful presence. A focus on the dynamic co-production of regulatory spaces by intermediaries and state actors, in our view, offers a more nuanced account of how labour migration currently is brokered and regulated." Abstract

"Internal and international migration form part of the same continuum of population movement but are typically conceptualised, measured and studied separately. Despite early theoretical attempts at conceptualising internal and international migration jointly, existing evidence remains partial and fragmented, reflecting a diversity of traditions in migration research. To address this gap in knowledge, this paper takes a step towards integration by comparing the triggers, constraints and resources that shape internal and international migration decisions at the micro-level. To accomplish this, we analyse retrospective migration histories from a 13-country cross-national dataset (the Survey of Health, Ageing and Retirement in Europe, n = 201,061 person-years from 6,112 individuals) using multinomial random-effect logistic regression models that account for duration dependence. The results show that internal and international migration are linked to the same life-course events, although economic-related transitions are more strongly associated with international than internal migration. We also find that the same resources (e.g. education) and constraints (e.g. homeownership) shape internal and international migration decisions. Altogether, our findings suggest that there is an opportunity for greater theoretical cross-fertilisation between internal and international migration." (Author's abstract, IAB-Doku) ((en))

    Abstract

Climate Change, Inequality, and Human Migration (2022)

    Abstract

"This paper investigates the long-term implications of climate change on global migration and inequality. Accounting for the effects of changing temperatures, sea levels, and the frequency and intensity of natural disasters, we model the impact of climate change on productivity and utility in a dynamic general equilibrium framework. By endogenizing people’s migration decisions across millions of 5 × 5 km spatial cells, our approach sheds light on the magnitude and dyadic, education-specific structure of human migration induced by global warming. We find that climate change strongly intensifies global inequality and poverty, reinforces urbanization, and boosts migration from low- to high-latitude areas. Median projections suggest that climate change will induce a voluntary and a forced permanent relocation of 62 million working-age individuals over the course of the twenty-first century. Overall, under current international migration laws and policies, only a small fraction of people suffering the negative effects of climate change manages to move beyond their homelands. We conclude that it is unlikely that climate shocks will induce massive international flows of migrants, except under combined extremely pessimistic climate scenarios and highly permissive migration policies. By contrast, poverty resulting from climate change is a real threat to all of us." (Author's abstract, Copyright Oxford University Press) ((en))
