Migration und Integration

Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.

Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist.     "The study offers a systematic review of scientific literature on ‘return migration’ performing computational text mining and topic modelling. On a sample of 3000 studies indexed in Scopus and published between 1960 and 2020, we present a textual analysis and a clusters' analysis of titles, keywords, abstracts and publications' metadata. Results show a rapid growth in research since the 1970s, mirroring the evolution of migration events and the pace of theoretical advancements. The research landscape appears dominated by receiving high-income countries' perspective. Throughout the entire period, topics related to culture, ethnicity and political identity have been prominent. A progressive shift in the economic paradigm has been identified, with labour-related keywords leaving room for more subjective aspects of well-being. Growing attention has been paid to different forms of migrants' capital and vulnerabilities, along with a declining interest in demographic implications of return, especially with respect to African and European internal and international migrations."     "Migration scholars commonly study international migration and socio-economic integration separately, typically focusing on a single receiving country in the Global North. The TRANSMIT project adopts a transnational perspective, studying key migration routes to Europe via large-scale surveys among Syrians and their host communities in two major countries of mixed-migration contexts, namely Lebanon and Turkey. Both countries, in addition to their own history of emigration, host large refugee populations. The surveys cover both migration biographies and aspects of the socioeconomic participation of Syrian nationals.     Abstract

    "In this chapter, we introduce a new framework for studying the evolution of racial inequality in the labor market. The framework encompasses two broad forces – distributional and positional – that affect labor market gaps by racial and ethnic identity over time. We provide long-run results on the evolution of Black-White earnings gaps, including new results for Black and White women, and we review the evidence on historical factors affecting racial gaps. We then provide new results on racial gaps among other groups in the U.S. and discuss the evidence on racial gaps outside the U.S. We then discuss the role of prejudice-based discrimination in driving racial gaps, particularly in the post-civil-rights era, a period when such discrimination has been thought to play a declining role in racial inequality. We describe forces that can amplify existing discrimination, such as monopsony and workers' perceptions of prejudice in the economy, and we discuss recent literature directly measuring discrimination through expanded audit studies and quasi-experimental variation. We conclude with a discussion of existing and new frontiers on race in the labor market, including stratification, reformulations of prejudice, and understanding the way race has shaped purportedly race-neutral institutions throughout the economy."     "This article analyses the European Labour Authority (ELA) to understand the strategies EU agencies can use to improve EU rule implementation. Theoretically, we depart from established EU implementation and compliance research, broadly distinguishing between enforcement, information and socialization strategies. Empirically, the analysis draws on 18 semi-structured background interviews with ELA and national officials and stakeholders as well as on documents from the negotiation of ELA's mandate, its first 5 years of operation and the review of the ELA regulation. We find that ELA tries to meet, at least partly, the high and diverse expectations of its stakeholders by pursuing a multitude of enforcement and information strategies in parallel. Given its limited resources to enforce and inform top-down, however, most observers see the greatest potential for ELA in a socialization strategy, which prompts horizontal cross-border co-operation and builds trust amongst national enforcement authorities through joint inspections and liaison officers."     "Labor markets in advanced economies have undergone substantial change due to globalization, technological improvements, and organizational changes, making language proficiency increasingly important even in less skilled jobs. Has this development led employers to shy away from hiring immigrants with limited host-country language skills? We shed light on this question by conducting a large-scale field experiment, where we introduce common second-language features in immigrants' resumes. We also conduct employer surveys to interpret our experimental results.     Abstract

    "This study examines the labour market outcomes of second-generation migrants in 32 countries (30 European countries, Australia and the United States of America). Drawing on data from labour force surveys and other household surveys contained in the ILO Microdata Repository, it focuses on labour force participation, unemployment, status in employment, wages and self-employment income. The results of the analysis reveal differences between second-generation migrants and other people born in the same country once the specific composition of that population group in terms of age and educational attainment is taken into account. Second-generation migrants generally exhibit lower labour market participation and higher unemployment rates, and they appear more likely to be employees than self-employed in several of the countries studied. With regard to earnings, on average across the countries studied, a small wage gap is observed between second-generation migrant workers and the rest of native-born workers, with wage premiums existing only in a few countries.     "Ethnicity and social class are two of the main axes stratifying life chances in developed societies. Nevertheless, knowledge of the integration of ethnic minorities into the pattern of class reproduction remains incipient as evidence stems mostly from studies concentrating on specific ethnicities or single host countries. This article advances this knowledge by providing a comparative perspective on the intergenerational occupational mobility of second-generation immigrants and the majority population across 26 European countries. Drawing on pooled data from the European Social Survey (2004–2018), the article demonstrates that ethnic penalties arise for employment and occupational mobility in many countries, however, with crucial differences across and—to a smaller extent—within major country groups. Across countries, ethnic barriers for the second generation are connected to their social integration in the host society and the composition of the first migrant generation, emphasizing the importance of familial and social support for social advancement. By contrast, I detect no link between anti-immigration norms and ethnic penalties, and only mixed evidence for the role of integration policy. The article concludes that ‘ethnicity matters’ in many European societies, even if ethnic cleavages vary according to the composition of migrant populations and the context in the host society."     Abstract

    "Temporäre Migration von Menschen, die nach Deutschland eingewandert sind, ist ein häufig wahrgenommenes Phänomen, Tendenz steigend. Zwischen 2014 und 2023 lag die durchschnittliche jährliche Fortzugsrate ausländischer Personen je nach Datenquelle bei 6 bis 11 Prozent. Gleichzeitig ist Deutschland zur Stabilisierung seines Arbeitskräftepotenzials auf eine jährliche Nettozuwanderung von rund 400.000 Personen angewiesen. Eine hohe Mobilitätsneigung unter Eingewanderten kann das Erreichen dieses Ziels gefährden – mit weitreichenden negativen Konsequenzen für Fachkräftesicherung, Integration und die langfristige Tragfähigkeit des Sozialstaats. Um belastbare Erkenntnisse zu Ursachen, Mustern und Auswirkungen von Mobilität zu gewinnen, wurde mit dem International Mobility Panel of Migrants in Germany (IMPa) eine neue längsschnittliche Online-Befragung etabliert. Dabei sollen alle zwei Jahre neue Erstbefragungen stattfinden, ergänzt durch eine jährliche Wiederholungsbefragung über einen Zeitraum von insgesamt vier Jahren. In der ersten Welle (Dezember 2024 bis April 2025) haben rund 50.000 Migranten und Migrantinnen teilgenommen, die erste Wiederholungsbefragung startet in der zweiten Jahreshälfte 2025. Mithilfe statistischer Hochrechnungsverfahren lassen sich repräsentative Aussagen über Personen in Deutschland treffen, die bis zum 2. April 2024 nach Deutschland eingewandert sind, in den Daten der BA erfasst wurden (durch Beschäftigung, Leistungsbezug oder Maßnahmenteilnahme) und im erwerbsfähigen Alter (18 bis 65 Jahre) sind. Zentrale Ergebnisse der ersten Welle zeigen: Eine knappe Mehrheit der Eingewanderten (57 Prozent, rund 5,7 Millionen Personen) plant, dauerhaft in Deutschland zu bleiben. Rund 1,2 Millionen (12 Prozent) streben dagegen nur einen vorübergehenden Aufenthalt an („temporäre Bleibeabsichten“), etwa 3 Millionen (30 Prozent) sind unentschlossen. 2,6 Millionen Personen (26 Prozent) gaben an, im vergangenen Jahr über eine Ausreise nachgedacht zu haben; rund 300.000 (3 Prozent) hegen bereits konkrete Abwanderungspläne – jeweils etwa zur Hälfte in Richtung Herkunftsland oder in ein Drittland. Angesichts des wachsenden strukturellen Fachkräftebedarfs wird also nicht nur der Zuzug, sondern auch die dauerhafte Bindung Zugewanderter wird zur zentralen Herausforderung. Die Befunde zeigen, dass sich die konkreten Wanderungsabsichten stark von Gruppe zu Gruppe unterscheiden. Rückkehrwillige steuern vor allem europäische Länder wie Polen oder Rumänien an, während Weiterwandernde insbesondere die Schweiz, die USA oder Spanien bevorzugen. Die Motive variieren ebenfalls: Bei der Rückkehr ins Herkunftsland spielen vor allem familiäre Gründe eine Rolle, während verbesserte ökonomische Chancen ein zentrales Motiv für die Weiterwanderung sind. Als Hauptgründe für Auswanderungsüberlegungen werden politische Unzufriedenheit, persönliche Vorlieben sowie hohe steuerliche Belastungen und Bürokratie in Deutschland genannt. Diese Motive zeigen sich sowohl bei Arbeitsmigrantinnen und -migranten als auch bei Bildungs- und Familieneinwandernden; Geflüchtete nennen zusätzlich Diskriminierungserfahrungen als wichtigen Grund. Insgesamt deutet vieles darauf hin, dass staatliche Maßnahmen wie Bürokratieabbau, Verfahrensvereinfachungen oder Steuererleichterungen die Abwanderungsneigung verringern könnten. Hinsichtlich der soziodemografischen und migrationsspezifischen Faktoren zeigen die Umfrageergebnisse, dass diese eine zentrale Rolle für die Abwanderungsabsichten spielen. Männer äußern häufiger temporäre Bleibeabsichten, Auswanderungsüberlegungen und konkrete Auswanderungspläne als Frauen. Herkunftsregion und Zuzugsgrund beeinflussen die Abwanderungsneigung ebenfalls erheblich: Geflüchtete und Personen, die im Rahmen des Familiennachzugs kamen, zeigen deutlich geringere Abwanderungstendenzen, während Migrantinnen und Migranten aus EU-Staaten sowie aus arbeits- und bildungsbezogenen Migrationskontexten eine höhere Mobilität aufweisen. Zudem ist die Abwanderungsneigung unter Personen mit unbefristetem Aufenthaltsstatus oder EU-/deutscher Staatsangehörigkeit größer – vermutlich aufgrund erweiterter Mobilitätsoptionen. Zudem haben Arbeitsmarktfaktoren und ökonomische Verankerung einen wichtigen, aber differenzierten Einfluss auf die Abwanderungsabsichten von Eingewanderten. Bildung ist ein zentraler Prädiktor: Höherqualifizierte äußern deutlich häufiger Auswanderungsüberlegungen und konkrete Auswanderungspläne als Personen mit niedrigerem Bildungsniveau. Auch Personen mit in Deutschland oder in Drittstaaten erworbenen Abschlüssen sowie in Deutschland anerkannten ausländischen Qualifikationen überlegen häufiger, ins Ausland zu gehen – vermutlich aufgrund der höheren internationalen Übertragbarkeit ihrer Qualifikationen. Erwerbstätige wollen nach eigenen Angaben häufiger nur vorübergehend in Deutschland bleiben als Nichterwerbstätige oder Auszubildende. Jene Branchen, in denen das Abwanderungsrisiko unter Eingewanderten besonders hoch ist – wie IT und technische Dienstleistungen – zählen zugleich zu den Sektoren mit erheblichem Fachkräftemangel. Zudem fällt auf, dass in anderen besonders engpassgefährdeten Bereichen – etwa im Gesundheitswesen, der Bauwirtschaft, der öffentlichen Verwaltung oder im Einzelhandel – zwar keine überdurchschnittlich hohen, aber dennoch relevante Auswanderungstendenzen bestehen. Auch höhere Verdienste sind mit stärkeren Auswanderungsüberlegungen und -plänen verbunden, was darauf hinweist, dass besonders die gut in den Arbeitsmarkt Integrierten, Deutschland wieder verlassen wollen. Ein weiterer wichtiger Faktor ist die Arbeitszufriedenheit: Je unzufriedener die Beschäftigten mit ihrer Tätigkeit sind, eher neigen sie dazu, Deutschland den Rücken zu kehren. Arbeitszufriedenheit erweist sich damit als wichtiger Stabilitätsfaktor. Auch Sprachkenntnisse machen einen Unterschied: Während deskriptive Befunde darauf hindeuten, dass Personen mit schlechten Deutschkenntnissen eher seltener die Absicht haben, dauerhaft in Deutschland zu bleiben, zeigen multivariate Analysen, dass gerade gute Deutschkenntnisse mit einer erhöhten Mobilitätsneigung verbunden sind. Auch gute Englischkenntnisse erhöhen tendenziell die Abwanderungsneigung, was auf bessere internationale Arbeitsmarktoptionen hindeuten könnte. Auch soziale Integration und gesellschaftliche Teilhabe haben einen entscheidenden Einfluss auf die Abwanderungsabsichten von Eingewanderten. Familiäre Bindungen in Deutschland sowie soziale Kontakte zu Deutschen wirken stabilisierend. Auch eine starke emotionale Verbundenheit mit Deutschland festigt den Wunsch, sich dauerhaft hierzulande niederzulassen, während eine enge Bindung an das Herkunftsland die Abwanderungsneigung erhöht. Auch ein starkes subjektives Willkommensgefühl und geringe Diskriminierungswahrnehmungen senken deutlich die Wahrscheinlichkeit von Auswanderungsüberlegungen und -plänen. Umgekehrt verstärkt die Wahrnehmung von Diskriminierung – insbesondere im Kontakt mit Behörden, Polizei und am Arbeitsplatz – die Abwanderungstendenzen erheblich. Politische Unzufriedenheit erhöht ebenfalls signifikant die Wahrscheinlichkeit von Abwanderungsgedanken und -plänen. Insgesamt verdeutlichen die Ergebnisse, dass Abwanderungsabsichten nicht zufällig entstehen, sondern das Ergebnis eines komplexen Zusammenspiels individueller Merkmale, sozialer Integration, wirtschaftlicher Verankerung und wahrgenommener gesellschaftlicher Akzeptanz sind. Ein zentrales Ergebnis der Befragung ist, dass gerade die für Erwerbs- oder Bildungszwecke zugezogenen, besser gebildeten, wirtschaftlich erfolgreicheren sowie sprachlich besser integrierten Migrantinnen und Migranten – also genau jene, die Deutschland dringend für die Fachkräftesicherung benötigt – überdurchschnittlich häufig über eine Ausreise nachdenken oder konkrete Abwanderungspläne äußern. Diese selektive Mobilitätsneigung gefährdet die langfristige Fachkräftesicherung in Deutschland. Umso wichtiger ist es, diesen zentralen Gruppen eine echte Perspektive zu bieten und Deutschland nicht nur als Einwanderungs-, sondern als dauerhaft attraktives Lebens- und Arbeitsland zu positionieren. Dazu gehören schnellere und transparentere Verfahren bei der Anerkennung von Qualifikationen, ein entschlossener Abbau bürokratischer Hürden, eine familienfreundliche Integrationspolitik sowie gezielte Maßnahmen gegen Diskriminierung im Alltag und am Arbeitsplatz. Nur wenn Zugewanderte sich als vollwertige Mitglieder der Gesellschaft erleben – mit realen Chancen auf Teilhabe und beruflichen Aufstieg –, steigt die Wahrscheinlichkeit, dass sie Deutschland auch langfristig als Lebensmittelpunkt wählen und ihre beruflichen wie privaten Zukunftspläne hier verwirklichen möchten. Bislang hat nur etwa ein Fünftel derjenigen, die Auswanderungspläne äußern, bereits konkrete Schritte zu deren Umsetzung unternommen. Gleichzeitig wünscht sich rund ein Fünftel dieser Gruppe eine langfristige Rückkehr nach Deutschland, während ein Drittel eine Rückkehr ausschließt und etwa die Hälfte unentschlossen ist. Daraus ergibt sich ein erhebliches Rückkehrpotenzial: Zwei Drittel der Auswanderungswilligen schließen eine spätere Rückkehr nicht aus. Dieses Potenzial gezielt zu aktivieren und unterstützend zu begleiten, könnte ein wirkungsvoller Baustein in einer strategischen Fachkräftesicherungspolitik sein." (Autorenreferat, IAB-Doku)

    "The literature on economic assimilation describes the labor market trajectories of migrants to traditional destinations as having the shape of the letter ‘U’, describing an initial occupational drop in destinations followed by occupational upgrading. However, analyses of the European Internal Movers Social Survey show that this U-shaped trajectory does not fit the reality of intra-European labor market mobility between Britain, France, Germany, Italy and Spain. Western Europeans’ skills seem to be relatively well transferable to other West European contexts, resulting in rather smooth career transitions, in particular when compared to third-country migration to the EU. The analyses show that for Western Europeans moving to another Western EU member state is not related—on average—to occupational downgrading, as it is in the case of traditional migration destinations described in the existing literature. In der Folge wanderten über eine Million Menschen zu, insbesondere aus Syrien, Afghanistan und dem Irak. Diese Studie untersucht die Auswirkungen dieses Politikwechsels auf Migrationsneigungen und ‑handlungen in elf arabischen Ländern. Während sich ein Anstieg der allgemeinen Migrationsneigung nach Deutschland zeigt, lässt sich kein signifikanter Einfluss auf konkrete Planungen, und damit den Migrationsdruck, feststellen. Stattdessen spielen Alter und persönliche Netzwerke im Ausland eine größere Rolle. Zudem zeigt sich, dass die Wahrscheinlichkeit, eine Migration nach Deutschland zu planen, in vom Islamischen Staat kontrollierten Regionen anstieg, was die Relevanz konfliktbezogener Push‑Faktoren verdeutlicht.     "This publication constitutes the 49th report of the OECD’s Continuous Reporting System on Migration. The report is divided into six chapters plus a statistical annex. Chapter 1 provides a broad overview of recent trends in international migration flows. It also analyses recent changes on the labour market inclusion of immigrants in OECD countries. Chapter 2 monitors recent changes in migration policies, while Chapter 3 looks at the recent changes in policies that support the integration of immigrants and their children. Chapter 4 looks at the role of firms in immigrant integration. It sheds new light on the role of firms in shaping the immigrant earnings gap using linked employer-employee data for 15 OECD countries. The chapter starts by documenting the immigrant earnings gap at entry in the labour market and the extent to which it is driven by immigrants working disproportionately in lower-paying firms, industries and occupations. It then analyses how the earnings gap evolves as immigrants integrate into the labour market by moving to better-paying firms, industries and occupations. The implications for immigrant integration policy are discussed in the conclusion. Chapter 5 is the result of a co‑operation between the OECD and the WHO in the context of the “Working for Health” programme. It examines the evolution of international migration of health professionals, specifically doctors and nurses, to OECD countries since 2000/01, in the context of growing workforce shortages and increasing global competition for talent. The chapter considers the implications for countries of origin, including the risk of brain drain, and highlights the importance of ethical recruitment practices. Finally, it explores recent changes in migration policies affecting health professionals, as well as developments in the recognition of foreign qualifications and licensing across the OECD. Chapter 6 presents succinct country-specific notes and statistics on developments in international migration movements and policies in OECD and selected non-OECD countries in recent years.     Illegal employment of third-country nationals: 2017-2022 situation analysis: EMN Study (2025)

    Abstract

    "This EMN study documents the illegal employment of third-country nationals in EMN Member Countries between 2017-2022, building on the earlier EMN study until 2017. It includes an up-to-date analysis of key legislative and policy frameworks and practices to prevent, identify and tackle the illegal employment of third-country nationals, including beneficiaries of temporary protection (BoTP). It also provides examples of challenges and good practices. The study classifies third-country nationals engaged in illegal employment into three main groups: those legally residing but working undeclared; those legally residing but violating the terms of their residence or work permit; and those irregularly staying and working in the country. It also considers cases of illegal self-employment, notably in platform work, which can fit into any of these categories. The study found that between 2017 and 2022, all EMN Member Countries actively conducted on-site inspections to tackle the illegal employment of TCNs. Most countries integrated this effort into broader labour inspections. Six countries in the EMN reported increased yearly general labour inspections: for instance, Greece’s annual inspections increased in all sectors since 2017, with a 13% rise in 2022 compared to 2021. Other countries report success in finding more violations and hiring more inspectors. The increase in the number of labour inspectors on the ground in Luxembourg, from 22 in 2018 to 86 in 2021, significantly enhanced the detection of illegal employment of TCNs with twice as many cases detected in 2022 compared to 2021. Four countries specifically conducted targeted inspections focused on TCNs in situations of illegal employment. The study indicated that small to medium-sized enterprises (SMEs) are the most common employers of illegally employed TCNs, particularly in sectors such as construction, accommodation, food services, manufacturing, agriculture, forestry, and fishing. Sectors increasingly vulnerable to illegal employment practices include beauty and wellness, delivery services, security services, event management, and demolition work. The study shows that EMN Member Countries have improved cooperation between national actors and with other countries and sectors. Since 2017 new schemes for better collaboration between national agencies involved in prevention and enforcement efforts have been introduced. Labour inspectorates often collaborate with immigration and asylum services, financial and tax authorities, law enforcement and border control, social security and insurance agencies, and occupational safety and health authorities. Cross-border cooperation has also increased, using new initiatives like the European Labour Authority’s (ELA) European Platform tackling undeclared work. The study found that the consequences for TCNs caught working illegally depend on their residence status and whether they currently have or previously had a work permit. Penalties range from revoked or denied residence permits to return decisions and fines. For example, in Ireland, immigration permission can be withdrawn and the employment permit revoked, subjecting the person to the same removal process as those found irregularly present in the state. However, special procedures are in place in most EMN Member Countries for victims of exploitation or human trafficking, such as granting temporary residence permits or activation of an application for international protection."     "We study how professional networks are related to immigrant labor market integration. Matched employer-employee data for Sweden show that networks grow with time in the host country and that their composition changes from immigrant toward native network members. A firm-dyadic analysis of re-employment of displaced workers suggests that conational connections have a much larger positive effect than native connections. However, the employment effect of native connections grows with years since migration. Furthermore, native connections tend to be associated with higher earnings and increased hires in connected local industries. After 20 years in Sweden, the built-up connections raise immigrant re-employment rates by 0.7 to 1.1 percentage points, amounting to 10–20 percent of the observed difference by years since migration.     "Cross-border work is on the rise within the European Union. There were approximately 1.8 million cross-border workers reported in the EU and EFTA in 2022. This represents an increase of 8% compared to 2021 levels and a full recovery to pre-pandemic levels4. Using Eurostat data on employed persons aged 20-64, this report examines cross-border flows between NUTS-1 regions in the EU and EFTA. The analysis first identifies the main regions of destination for cross-border commuters as well as the key regions of origin for these workers. It then looks in more detail at the flows of workers between bordering and non-bordering regions in EU and EFTA countries.     "Open unemployment and joblessness in Switzerland are low compared to OECD standards. Yet a comparatively high proportion of working-age individuals remain weakly attached to the labor market, with unstable jobs, or with limited working hours. As an initial step towards a possible in-depth project, this Faces of Joblessness feasibility study provides insight into the nature and incidence of the structural barriers that are likely to prevent individuals from fully engaging in employment and speculates on their possible links with underutilized employment potential. It shows that lack of recent work experience and substantial non-labour or partner income are two key employment barriers in Switzerland. Partner income can be a barrier for women in particular and might be one of the reasons why many women leave stable employment at childbearing age, alongside low supply and high cost of early childhood education and care programs. Workers over 60 also represent a significant underutilized employment potential, as many have taken early retirement. Non-EU migrant are particularly exposed to potential labor market difficulties at younger age, and many of them have low levels of education, poor professional skills or limited work experience.     "Dieser Forschungsbericht untersucht die Arbeitsmarktintegration ukrainischer Geflüchteter in verschiedenen europäischen Ländern, darunter viele EU-Mitgliedsstaaten sowie Großbritannien, die Schweiz und Norwegen, im Zeitraum vom 4. Quartal 2022 bis zum 1. Quartal 2024. Ein direkter Vergleich der Beschäftigungsquoten ukrainischer Geflüchteter zwischen verschiedenen Ländern wird aufgrund der fehlenden Verfügbarkeit einer harmonisierten Datenquelle wie der europäischen Arbeitskräfteerhebung (Labor Force Survey, LFS) erschwert. Für diese Studie wurde daher eine umfassende Datenbank geschaffen, die die Beschäftigungsdaten zu vergleichbaren Zeitpunkten und basierend auf denselben Definitionen harmonisiert. In den Ländern, wo diese zur Verfügung stehen, werden administrative Beschäftigungsdaten genutzt. In den übrigen Ländern beruhen die Beschäftigungsdaten hingegen auf unterschiedlichen Befragungen, die zu verschiedenen Zeitpunkten erhoben wurden. Darüber hinaus wurden Indikatoren, die nach dem bisherigen Forschungsstand die Arbeitsmarktintegration beeinflussen, ebenfalls auf der Grundlage vergleichbarer Daten und Definitionen zusammengestellt. Die Beschäftigungsquoten ukrainischer Geflüchteter in Europa weisen im Beobachtungszeitraum erhebliche Unterschiede auf. Am Ende des Beobachtungszeitraums im ersten Quartal 2024 lag Deutschland mit einer Beschäftigungsquote von knapp 27 Prozent im europäischen Mittelfeld. Ende 2022 lagen die Quoten in Ländern wie Großbritannien, den Niederlanden und Litauen bei über 50 Prozent, wohingegen sie sich in Kroatien, Norwegen, Rumänien, Slowenien, der Schweiz und Spanien auf unter 15 Prozent beliefen. Mit einer Beschäftigungsquote von 20 Prozent positionierte sich Deutschland Ende 2022 ebenfalls im europäischen Mittelfeld. Im Untersuchungszeitraum zwischen dem vierten Quartal 2022 und dem ersten Quartal 2024 sind die Beschäftigungsquoten in der Mehrzahl der untersuchten Länder mehr oder weniger deutlich gestiegen. Auch in Deutschland haben sich die Quoten, sieht man von Saisoneffekten ab, kontinuierlich auf 27 Prozent erhöht. Um die Gründe für die unterschiedlichen Beschäftigungsquoten ukrainischer Geflüchteter zu ergründen, analysiert dieser Bericht die Zusammenhänge zwischen den Beschäftigungsquoten und verschiedenen demografischen, institutionellen und wirtschaftlichen Faktoren. Das Ziel der Analyse ist es, einen ersten umfassenderen Überblick über die Determinanten der Arbeitsmarktintegration von Geflüchteten zu zeichnen und herauszufinden, welchen Einfluss diese Faktoren tatsächlich haben. Es handelt sich allerdings nicht um kausale, sondern um deskriptive Analysen, die nur einen ersten Eindruck von den Zusammenhängen vermitteln können. Den multivariaten Analysen zufolge bestehen zwischen den Beschäftigungsquoten ukrainischer Geflüchteter auf der einen und der demografischen Zusammensetzung der Neuankömmlinge sowie den institutionellen und wirtschaftlichen Rahmenbedingungen in den Zielländern auf der anderen Seite starke statistische Zusammenhänge. So verzeichnen Länder mit höherer Nachfrage nach gering qualifizierten Arbeitskräften – gemessen am Anteil der Beschäftigten in Berufen mit niedrigem Qualifikationsniveau – höhere Beschäftigungsquoten. Dies könnte darauf zurückzuführen sein, dass diese Jobs an geringere sprachliche, rechtliche und sonstige Voraussetzungen gebunden sind und entsprechend schneller besetzt werden können. Ein negativer Zusammenhang besteht zwischen der Beschäftigungswahrscheinlichkeit von ukrainischen Geflüchteten und einer starken Arbeitsmarktregulierung wie z. B. einem stärkeren Kündigungsschutz. Zudem besteht ein negativer Zusammenhang zwischen dem Wachstum der Arbeitslosigkeit im Vergleich zum Vorjahr und der Beschäftigung von ukrainischen Geflüchteten. Das deutet darauf hin, dass in den Ländern mit steigender Arbeitslosigkeit die Chancen für Neuankömmlinge, eine Anstellung zu finden, besonders gering sind. Die soziale Infrastruktur spielt ebenfalls eine Rolle: Da die meisten ukrainischen Geflüchteten Frauen mit Kindern sind, hängt die Beschäftigungsquote der Geflüchteten in hohem Maße auch von der Verfügbarkeit einer Kinderbetreuung ab. Daher geht eine bessere Kinderbetreuungsinfrastruktur mit einer höheren Beschäftigungsquote einher. Ein umfassender Zugang zu Gesundheitsleistungen erhöht ebenfalls die Beschäftigungsquoten. Interessanterweise ergab sich nur ein kleiner, statistisch nicht signifikanter Zusammenhang zwischen Beschäftigungsquoten und sozialen Transferleistungen – gemessen am Verhältnis der Kosten für ukrainische Geflüchtete pro Kopf zum Bruttoinlandsprodukt pro Kopf. Während häufig vermutet wird, dass die Transferleistungen eine zentrale Rolle für die Beschäftigung spielen, wird diese Hypothese in unserer Analyse nicht bestätigt. Bedeutsam sind jedoch soziale Netzwerke: Länder mit einem höheren Anteil ukrainischer Staatsangehöriger an der Bevölkerung weisen höhere Beschäftigungsquoten auf. Zudem beeinflussen ausgeprägte Englischkenntnisse in der Bevölkerung die Beschäftigungsquoten positiv, wahrscheinlich weil sie die Kommunikation und damit auch die Integration in den Arbeitsmarkt erleichtern. Die untersuchten Länder verfolgen auch unterschiedliche integrationspolitische Strategien. So verfolgt ein Teil der Länder einen „work first“-Ansatz, der auf die kurzfristige Aufnahme von Beschäftigungsverhältnissen ohne vorbereitende Maßnahmen wie Sprachkurse, Qualifizierungsmaßnahmen u. ä. setzt. Demgegenüber setzen andere Länder auf eine langfristige, nachhaltig angelegte Integration in den Arbeitsmarkt, u. a. durch Sprach- und Qualifizierungsprogramme sowie eine zielgerichtete Arbeitsvermittlung, um längerfristige und der Qualifikation eher entsprechende Beschäftigungsverhältnisse zu schaffen. Letztgenannte Strategie kann kurzfristig zu sogenannten „Lock-in“-Effekten führen, aber langfristig eher zu stabileren Beschäftigungsverhältnissen, einer qualifikationsadäquaten Beschäftigung und höheren Verdiensten führen. Skandinavische Studien zeigen, dass Länder, die auf „work first“-Ansätze setzen, zwar kurzfristig höhere Beschäftigungsquoten von Geflüchteten aufweisen, aber Länder, die anfangs gezielt in Bildung und Spracherwerb investieren, mittel- und langfristig bessere Integrationsergebnisse erreichen. Das gilt nicht nur für die Beschäftigungsquote und Verdienste, sondern auch die soziale Eingliederung insgesamt und die Lebensqualität der Geflüchteten. Des Weiteren zeigen die multivariaten Analysen, dass demografische Faktoren und vor allem die Familienkonstellation eine zentrale Rolle spielen. So besteht ein statistisch signifikanter negativer Zusammenhang zwischen Alter und Kinderzahl pro Frau im erwerbsfähigen Alter und Beschäftigungsquoten. Die Beschäftigungsquoten steigen für alle Gruppen über die Zeit. Dies deutet darauf hin, dass ein erheblicher Teil der anfänglichen Hürden mit zunehmender Aufenthaltsdauer überwunden werden können. Insgesamt zeigt dieser Bericht, dass Deutschland durch seine langfristig angelegten Integrationsstrategien mittel- bis langfristig gute Chancen hat, die Beschäftigungsquoten ukrainischer Geflüchteter noch erheblich zu steigern. Die positiven Entwicklungen bei den 2013 bis 2019 eingewanderten Geflüchteten untermauern diese Einschätzung: Acht Jahre nach ihrer Ankunft sind 68 Prozent der 2013 bis 2019 eingewanderten Geflüchteten im Durchschnitt erwerbstätig. Die Ergebnisse unterstreichen die Notwendigkeit, Integrationsstrategien kontinuierlich zu evaluieren und gegebenenfalls anzupassen, um die Integration effektiv zu fördern.     "Scholarship on immigrant stereotypes suggest that individuals’ viewpoints toward immigration may be differentiated across the dimensions of culture and economics. In this study, we use latent class analysis, which avoids the assumption that attitudes are unidimensional, scalar, and polarized, to examine configurations of immigration attitudes in Europe from 2002 through 2010, a period of time leading up to and within the Great Recession. Analyzing a set of items capturing different aspects of immigration attitudes, we discover that although there are substantial segments of the European population who hold polarized anti- or pro-immigration attitudes, the most common viewpoint is ambivalence. Specifically, those with ambivalent attitudes feel that immigration enriches national culture but also believe that immigration has less benefits for the economy. Using an interrupted time series design, we explore how attitudinal configurations shifted with the onset of the Great Recession.     "This study examines the return intentions of Ukrainian refugee women who fled to various European countries following the Russian invasion of Ukraine in 2022. By analysing data from the cross-national OneUA survey, which included over 18,000 respondents in eight European countries, this research investigates the interplay of contextual, compositional, and cross-level interaction effects on their intentions to return to Ukraine. Our findings reveal notable country differences in return intentions, with Ukrainian women in the Netherlands and Germany displaying the lowest intentions to return, while those in Moldova and Romania showing the highest. Individual-level effects, encompassing factors such as level of education, language skills, partnership status, and region of origin play a significant role in shaping return intentions, yet do not explain the observed country variations. Furthermore, we find that individual-level effects are remarkably consistent across different European countries, suggesting that country- and individual-level conditions independently shape return intentions. Overall, this study enhances our understanding of the complexities underlying refugees' return intentions, shedding light on both the broad influences of country context and the significance of individual characteristics." As ruling political parties differ in their discourse, policies, and positions on migration, the ideology differential between the host and home country governments can shape the relative generosity of the welfare system, the degree of tolerance towards out-groups, and the restrictiveness of migration policies, all acting as important drivers of international migration.     "In 2008, Sweden changed its labor-migration policy to facilitate more labour migration from countries outside the EU. Most state ambitions to shape labor migration, including practices such as the use of labor-market tests and the assessment of migrants ’ human capital, were abandoned and the responsibility to select migrants was transferred to employers. We use Swedish register data and adopt a difference-in-differences approach to assess the effects of the policy change on labour migrants’ labor income, in comparison to non-EU migrants who moved to Sweden for reasons other than work. The effects of the policy change are substantial. Labor migration from outside the EU increased and its composition changed after the reform, resulting in a significant decrease in mean income. We conclude that changes in their occupational composition were the main drivers of the income drop for labour migrants. Existing literature has analysed specific factors in Western countries, while a comprehensive, theoretically informed, and up-to-date overview is missing, especially regarding non-Western countries. This article fills this gap by combining 2014 and 2019 Migrant Integration Policy Index data on integration policies in 56 countries—including non-Western countries—with publicly available international data on migration and asylum trends, economic conditions, and public opinion on migration. Building upon existing literature, we introduce three perspectives: evidence-based, institutionalist, and partisan perspectives. The evidence-based perspective assumes that policy-makers act based on objective factors related to the policy issue (e.g. the number of migrants). The institutionalist perspective points to the relevance of institutional conditions, such as labour markets and welfare institutions. The partisan perspective refers to the role of political ideologies and attitudes in public opinion and in the media. Results suggest that factors related to the institutionalist perspective play the most critical role, alongside factors linked to the partisan perspective. However, the results provide evidence for all three perspectives. Migrant integration policies are associated with several factors: the number of asylum applications and the number of refugees (evidence-based perspective); GDP (per capita) and welfare expenditure (institutionalist perspective); political ideology; and public opinion (partisan perspective)."     "This article shows how the hierarchised nature of the EU mobility regime is underpinned by member states' policies in a major country of emigration such as Poland. Drawing on historical institutionalism, this paper documents the path-dependent approach regarding policies that have contributed to the outflow of Polish workers and simultaneously to meet the demand for labour at home. While concerns about the consequences of emigration were raised already in 2005, Polish governments have kept defending the EU policies that underpin this outflow and its hierarchised nature. Rather than to improve the rights of Polish mobile workers, Polish governments have defended companies' rights to use "wage competitiveness" as a method of increasing mobility. In response to the increasing demand in the domestic labour market, governments first tried return campaigns, but they have since turned to importing labour, especially from Ukraine. In this way, the policies of the Polish state have helped reaffirm the hierarchised nature of the EU mobility regime by exporting workers to be subjected to poor conditions abroad while importing Ukrainian workers to experience poor conditions at home.     "It is now widely held that a variety of intermediary actors, including recruitment and staffing agencies, multinational corporations and local brokers, shape labour migration. This paper argues that in order to better understand the global circulation of labour it is necessary to explore the involvement of these actors in the production of the regulatory spaces through which migrant labour is brokered. Indeed, migration intermediaries do not only navigate borders on behalf of their migrant clients. Nor is ‘the state’ primarily a backdrop against which the understanding of the role of intermediaries may be developed. Instead, we argue, regulatory spaces of labour migration are made and remade through direct and indirect exchanges and interactions between intermediaries and state actors. Through an analysis of three moments of regulatory change in Sweden, the paper shows that such interaction does not take place in an even landscape but, rather, that the ability of migration intermediaries to influence the regulation of migration lies in the capacity to form close relationships or establish a powerful presence. A focus on the dynamic co-production of regulatory spaces by intermediaries and state actors, in our view, offers a more nuanced account of how labour migration currently is brokered and regulated."     "Internal and international migration form part of the same continuum of population movement but are typically conceptualised, measured and studied separately. Despite early theoretical attempts at conceptualising internal and international migration jointly, existing evidence remains partial and fragmented, reflecting a diversity of traditions in migration research. To address this gap in knowledge, this paper takes a step towards integration by comparing the triggers, constraints and resources that shape internal and international migration decisions at the micro-level. To accomplish this, we analyse retrospective migration histories from a 13-country cross-national dataset (the Survey of Health, Ageing and Retirement in Europe, n = 201,061 person-years from 6,112 individuals) using multinomial random-effect logistic regression models that account for duration dependence. The results show that internal and international migration are linked to the same life-course events, although economic-related transitions are more strongly associated with international than internal migration. We also find that the same resources (e.g. education) and constraints (e.g. homeownership) shape internal and international migration decisions.     "Die Covid-19-Pandemie hat die Bedingungen für Migration nach Deutschland und in andere Zielländer verändert. Dabei haben sich Mobilitätsbeschränkungen, sinkende Beschäftigungschancen und Verdienstmöglichkeiten sowie die mit dem Infektionsgeschehen verbundenen Risiken unterschiedlich auf die Ziel- und Herkunftsländer der Migration ausgewirkt. In dem Kurzbericht wird untersucht, wie sich das Migrationsgeschehen in Deutschland im Vergleich zu anderen europäischen Zielländern in der Pandemie entwickelt hat. Mit ihrem Ausbruch im Jahr 2020 ist der Wanderungssaldo in Deutschland gegenüber 2019 um 34 Prozent gesunken, im ersten Halbjahr 2021 um 33 Prozent gegenüber dem ersten Halbjahr 2019. Die Nettomigration in Deutschland ist damit stärker eingebrochen als etwa in Österreich, der Schweiz und den skandinavischen Ländern. Dabei sind die Maßnahmen zur Eindämmung der Pandemie und ihre wirtschaftlichen Folgen zentrale Erklärungsfaktoren für den überdurchschnittlichen Rückgang der Migration in Deutschland."     "This paper investigates the long-term implications of climate change on global migration and inequality. Accounting for the effects of changing temperatures, sea levels, and the frequency and intensity of natural disasters, we model the impact of climate change on productivity and utility in a dynamic general equilibrium framework. By endogenizing people’s migration decisions across millions of 5 × 5 km spatial cells, our approach sheds light on the magnitude and dyadic, education-specific structure of human migration induced by global warming. We find that climate change strongly intensifies global inequality and poverty, reinforces urbanization, and boosts migration from low- to high-latitude areas. Median projections suggest that climate change will induce a voluntary and a forced permanent relocation of 62 million working-age individuals over the course of the twenty-first century. Overall, under current international migration laws and policies, only a small fraction of people suffering the negative effects of climate change manages to move beyond their homelands. We conclude that it is unlikely that climate shocks will induce massive international flows of migrants, except under combined extremely pessimistic climate scenarios and highly permissive migration policies. Er ist Mitherausgeber von The Palgrave Handbook of Decentralisation in Europe. Dieses Buch ist eine Übersetzung einer deutschen Originalausgabe.     "Throughout Europe, the labour market integration of immigrants tends to lag behind that of natives. This paper empirically analyses the role played by integration policies in closing this gap in EU countries, not only directly, through the employment rate but also indirectly by influencing the intensity and the composition of immigration flows. Relying on the Migration Integration Policy Indicator (MIPEX), we find that countries with more developed integration policies do not necessarily have higher immigrant employment rates. This finding is due to the fact that different types of policies have opposite effects: policies favouring family reunion, tackling discrimination and allowing for political participation seem to increase the labour market integration of immigrants, while the latter is negatively associated with a higher labour market mobility, as well as easier access to permanent residence and nationality. Only the positive effect of anti-discrimination policies survives the inclusion of country fixed effects though. Effects are found to vary across immigrants coming from EU versus non-EU countries, suggesting that there is no one-fits-all integration policy. Moreover, our results confirm that immigrants' labour market integration varies with the skill composition of the migrant population, a higher level of qualification favouring employment. The composition of the immigrant population within a country in terms of skill levels, however, could also be influenced by integration policies in potential destination countries, a premise which we also test. We show that integration policies indeed act as a pull factor for migration in a gravity model that controls also for the restrictiveness and skill selectivity of migration policies. Yet, it seems that more elaborate integration policies affect primarily the number of high-skilled immigrants entering the territory, but not the number of medium or low skilled, and this only for those from EU countries.     "This paper studies the effect of emigration on gender norms in countries of migrants' origin. We use an instrumental variable strategy that allows us to estimate a causal effect of emigration on gender inequality. Our findings suggest that emigration to countries with low (high) levels of gender inequality is associated with promotion of more (less) progressive gender norms. These effects are observed for a wide range of indicators and are robust to inclusion of a set of control variables. Moreover, countries with high levels of gender inequality benefit from this process disproportionately more.     "In Afghanistan ist nach dem Abzug der Truppen der Vereinigten Staaten und der Nordatlantischen Vertragsorganisation (US- und NATO-Truppen) sowie der Machtübernahme der Taliban eine starke Zunahme von Verfolgung, politischer Gewalt und Menschenrechtsverletzungen zu erwarten. Von den Beschränkungen politischer und persönlicher Freiheiten sind Frauen und Mädchen sowie ethnische und religiöse Minderheiten besonders betroffen. Zugleich kann die weitere Verschlechterung der wirtschaftlichen Lage zu einer umfassenden Versorgungskrise der Bevölkerung führen. In der Vergangenheit haben Pakistan und der Iran rund 80 Prozent der in das Ausland geflüchteten Afghaninnen und Afghanen aufgenommen. Aufgrund veränderter geopolitischer Interessen, zunehmender wirtschaftlicher Probleme und wachsenden Widerständen in der Bevölkerung lehnen Pakistan und der Iran die weitere Aufnahme von Geflüchteten aus Afghanistan jedoch ab. Ähnliches gilt für die meisten zentralasiatischen Staaten der früheren Sowjetunion und China. Insofern ist nicht zu erwarten, dass die politische und humanitäre Krise in Afghanistan durch die Aufnahme von Geflüchteten in der Region sowie die finanzielle und technische Unterstützung der Nachbarländer durch die Vereinigten Staaten Amerikas (USA), die Europäische Union (EU) und andere Hocheinkommensländer entschärft werden kann. Zugleich sind die Fluchtrouten in die EU fast vollständig geschlossen, so dass nicht mit einem erheblichen Anstieg der Fluchtmigration nach Europa ähnlich wie im Jahr 2015 zu rechnen ist. Die EU, die USA und andere Hocheinkommensländer können deshalb nur durch die freiwillige Aufnahme von Personen, die besonderen Gefährdungen ausgesetzt sind, einen Beitrag zum Schutz vor Verfolgung und anderen Menschenrechtsverletzungen leisten. Zu solchen Maßnahmen gehören die Aufnahme von Ortskräften, die Aufnahme anderer besonders gefährdeter Personengruppen, die Erweiterung von Resettlement-Programmen sowie von Kontingenten für die Aufnahme von Afghaninnen und Afghanen. Theoretisch wie auch praktisch ist zu erwarten, dass durch Politikkoordination und eine faire Verteilung der Kosten der Aufnahme von Geflüchteten die Bereitschaft zur Aufnahme von Geflüchteten auch in den Nachbarregionen steigt. Bei der Aufnahme von Geflüchteten handelt es sich um eine humanitäre Aufgabe, die Kosten aufwirft. Diese Kosten hängen vom Erfolg und der Geschwindigkeit der Integration ab. In Deutschland haben sich die Geflüchteten aus Afghanistan ähnlich wie andere Geflüchtete in den Arbeitsmarkt integriert, obwohl ihre Voraussetzungen im Hinblick auf das Bildungsniveau beim Zuzug, den Ausgang und die Länge der Asylverfahren und den Zugang zu Integrationskursen und anderen Integrationsprogrammen schlechter waren. Zum Jahresende 2020 belief sich die Beschäftigungsquote der afghanischen Staatsangehörigen in Deutschland auf 40 Prozent, die der 2015 zugezogenen Kohorte dürfte etwas darüber gelegen haben. Die neu aufgenommenen Afghaninnen und Afghanen werden in Hinblick auf das Bildungsniveau, Deutsch- und Fremdsprachenkenntnisse bessere Voraussetzungen als die früher zugezogenen Schutzsuchenden mitbringen. Gleiches gilt für den Aufenthaltsstatus und den Zugang zu Integrationsprogrammen. Zudem ist die Integrationsinfrastruktur besser als beispielsweise 2015 ausgebaut und weniger Schutzsuchende konkurrieren um knappe Ressourcen.     "This open access book discusses how, and to what extent, the legal and institutional regimes and the socio-cultural environments of a range of European countries (the Czech Republic, Denmark, Finland Greece, Italy, Switzerland and the UK), in the framework of EU laws and policies, have a beneficial or negative impact on the effective capacity of these countries to integrate migrants, refugees and asylum seekers into their labour markets. The analysis builds on the understanding of socio-cultural, institutional and legal factors as “barriers” or “enablers”; elements that may facilitate or obstruct the integration processes. The book examines the two dimensions of integration being access to the labour market (which, translated into a rights language means the right to work) with its corollaries (recognition of qualifications, vocational training, etc.), and non-discriminatory working conditions (which, translated into a rights language means right to both formal and substantial equality) and its corollaries of benefits and duties deriving from joining the labour market. It thereby offers a novel approach to labour market integration and migration/asylum issues given its focus on legal aspects, which includes most recent policy changes and legal decisions (including litigation cases). The robust, evidence-based and comparative research illustrated in the book provides academics and students, but also practitioners and policy makers, with updated knowledge that will likely impact positively on policy changes needed to better address integration conundrums."     "Migration from Africa and the Middle East to the EU has intensified over the last two decades. Relative differences between developed EU and less developed African and Middle East countries have not declined that much and continue to drive mobility. Also, demographic trends show a strong contrast between the population of the EU (ageing and shrinking rapidly) and that of Africa and the Middle East (young and continuously increasing). Apart from demographic pressures and development gaps, other forces related to conflicts and wars, as well as climate risks, have become important drivers of mobility and are not expected to fade away soon. Anticipating migration flows in order to ensure better management and regulated mobility has become essential, although this is an exercise subject to high uncertainty. With these caveats in mind, this study seeks to calculate long-term potential mobility from Africa, the Middle East and Eastern EU neighbouring countries to EU28 and EFTA by applying a migration gravity model following a scenario-based approach. Projections for 2020-2029 suggest that migration flows to the EU from Africa, in particular, will dominate the South-North mobility corridor. Migration policies will also play a role in shaping future migration trends, as migration flows are subject to EU destination countries' applying restrictive migration policies."     "The understanding of how institutional and policy contexts affect immigrant integration is essential for any effort to foster a sustainable and effective migration and integration policy framework. Immigrant–native labor market gaps may arise not only due to differences in human capital or other socio-economic and demographic characteristics, but also due to differentiated impacts of institutions and policies on otherwise similar immigrants and natives. Different integration policy approaches are needed to close the gaps arising through these different mechanisms. This article exploits the variation across Europe to study the institutional and policy determinants of immigrant–native gaps in host labor markets. Using the EU Labor Force Survey as the primary source of data and a novel analytical approach, we study immigrant–native gaps in labor force participation, unemployment, low-skilled employment, and temporary employment and measure the contribution of institutional and policy contexts to the part of these gaps that cannot be explained by immigrant–native differences in characteristics. Our findings confirm that institutional and policy contexts play a significant role in immigrant integration and highlight the importance of tailoring policy approaches with regard to the causes of immigrant–native gaps."     "Abolishing ‘modern slavery’ has now achieved international policy consensus. The most recent UK initiative – the 2015 Modern Slavery Act (MSA) – includes amongst other aspects tougher prison sentencing for perpetrators and the creation of an independent anti-slavery commissioner to oversee its implementation. However, drawing on research into forced labour among people seeking asylum in England, this article argues that when considered alongside the UK government’s deliberate creation of a ‘hostile environment’ towards migrants, not least in the Immigration Acts of 2014 and 2016, state action to outlaw modern slavery is flawed, counter-productive and disingenuous. We show how the MSA focuses only on the immediate act of coercion between ‘victim’ and ‘criminal’, ignoring how the hostile state vulnerabilises migrants in ways that compel their entry into and continued entrapment within severe labour exploitation."
