The recent refugees’ inflow and the life satisfaction of residents in Germany (2026)

Ambrosetti, Elena & Hans Dietrich (2026): The recent refugees’ inflow and the life satisfaction of residents in Germany. In: Genus : Journal of Population Sciences, Jg. 82, H. 1, 2026-01-06. DOI:10.1186/s41118-026-00281-8
Abstract
"While refugee inflows into Germany have typically been relatively moderate in recent decades, specific exogenous political events such as the Yugoslav civil war in the early 1990s, the intensifying of the Syrian civil war around 2015, and the war in Ukraine since 2022, have generated substantial spikes in refugee arrivals, affecting the receiving society in multiple ways. This study examines the possible association between the large inflows of refugees into German society during the Syrian civil war period and the development of residents’ life satisfaction in Germany. While several studies have addressed the integration of this exceptionally large number of refugees into the German labor market and society, less attention has been paid to the potential impact of recent refugee arrivals on the subjective well-being (SWB) of the resident population, including native Germans and first- and second-generation immigrants. Whereas the literature reports neutral or positive associations between labor migration and residents’ or natives’ life satisfaction, less is known about the association between refugee inflows and residents’ life satisfaction. Using longitudinal data from the German Socio-Economic Panel (SOEP) enriched with official regional information and data from immigration statistics regarding refugee inflows into Germany, we analyze the association between refugee inflows and residents’ life satisfaction while controlling for established variables associated with life satisfaction. In contrast to political debates, our results demonstrate a significant positive association between residents’ life satisfaction and periods of increased refugee inflows since 2012. Even during the peak years of refugee inflows in 2015 and 2016, we observe increases in residents’ life satisfaction both overall and across specificsubgroups. However, as the observed increases are neither linear nor continuous, and vary across time within residential subgroups, we favor an explorative framework and do not claim to identify causal effects." Abstract
(Autorenreferat, IAB-Doku)

Determinants of refugees’ generalised and institutional trust: evidence from Germany (2026)

Kanas, Agnieszka, Frank van Tubergen & Yuliya Kosyakova (2026): Determinants of refugees’ generalised and institutional trust: evidence from Germany. In: Journal of Ethnic and Migration Studies, Jg. 52, H. 1, S. 85-104., 2025-05-28. DOI:10.1080/1369183x.2025.2514800
Abstract
"This paper examines the factors shaping refugees’ institutionalized and generalized trust, focusing on three key influences: (1) pre-arrival migration effects, such as experiences of trauma; (2) asylum procedure effects, including the length and outcome of the process and perceptions of fairness; and (3) post-procedure effects, particularly the context of reception. Using data from the IAB-BAMF-SOEP survey of refugees in Germany, we find that the conditions of the asylum process and the reception context are critical determinants of refugees’ trust. Specifically, while the length of the asylum process and living in shared accommodations negatively affect institutional trust, these impacts are largely mediated by other refugee-specific experiences, such as perceptions of procedural and interactional justice. Receiving a positive asylum decision directly enhances refugees ’ trust in German institutions and other people, whereas being trapped in existential limbo severely erodes trust levels. Additionally, refugees subject to residency restrictions exhibit lower institutional and generalized trust levels than those without such limitations. These findings highlight the critical role of short and fair asylum procedures and inclusive reception policies in fostering trust among refugees, with significant implications for improving integration outcomes and social cohesion." Short‐Term Visa, Long‐Term Stay? Estimating Inflows of Overstayers in the Schengen Area Using Air Passenger Records and Facebook Mobility Data (2026)

Recchi, Ettore, Luca Bernasconi & Alejandra Rodriguez Sanchez (2026): Short‐Term Visa, Long‐Term Stay? Estimating Inflows of Overstayers in the Schengen Area Using Air Passenger Records and Facebook Mobility Data. In: International Migration, Jg. 64, H. 1. DOI:10.1111/imig.70123
Abstract
"Overstayers—travellers entering a country with a valid visa but staying beyond the initially authorised period—are a blind spot of migration research. Past studies claim that overstaying is indeed the main gateway to irregular migration in Europe, but few estimates exist. This paper explores three new methods to estimate the inflows of overstayers. We concentrate on the Schengen area as destination, given its relevance in global migration flows, and on non-European countries as origins, since for travellers from these countries commercial flights are the most likely transportation mode to Europe. Our methods rely on aggregate information on incoming and departing passengers from all airports in the Schengen Area, and on Facebook users' mobility data. In the first method, we compute ‘net air travel flows’ as the difference between incoming and outgoingpassengers; we then deduce net regular migration (using data from Eurostat and the QuantMig project) from ‘net air travel flows’ to obtain ‘unaccounted net flows’, which we hold to equate approximately to newly incoming overstayers with short-stay visas for 2019. In the second method, building on the first estimate, we employ the logic of gravity models to project estimates for later years. In the third method, we build on the intuitions of the first method but use net migration figures from data on Facebook users' cross-border movements. Substantively, the results of the different methods converge, indicating around 450,000 new overstayers who entered the whole of the Schengen Area in 2019 with short-stay visas. Analyses for the following years obtained with the second and third method match and are in line with changes in travel policies during the COVID-19 pandemic (2020 and 2021), suggesting a significant reduction in the number of overstayers for those years and an uptick for the years 2022–2023. By uncovering the size and scope of the overstaying population we shed light on a highly contested issue in the public debate and ultimately contribute to raise awareness on the constructed nature of the ‘regular’ versus ‘irregular’ framing of migration." Qualification as a key criterion? An analysis of Germany’s labour migration policy (2026)

Robinson, Jennifer-Louise & Thomas Groß (2026): Qualification as a key criterion? An analysis of Germany’s labour migration policy. In: Comparative Migration Studies, Jg. 14, H. 1. DOI:10.1186/s40878-025-00510-7
Abstract
"In Germany’s labour migration discourse the notion of skilled workers is pervasive, as evidenced by the title of the 2020 Skilled Immigration Act and its extension in 2023, framing migration primarily in terms of migrants’ qualifications and labour-market relevant skills. This article analyses the significance of this qualification criterion which is expressed in German migration law by the requirement for third-country nationals to hold a formal qualification recognised in Germany, in order to obtain residence and work permits. Therefore, it highlights a selectivity mechanism in migration policy within broader debates on how to analyse the functioning of selective systems – moving beyond a purely economic framing of demand- and supply-driven models. It does so by first analysing the development of German migration policy based on bilateral agreements towards a qualification-based policy, which has opened up to non-academically trained workers, particularly in recent years, and by secondly examining migration channels that do not require formally recognised qualification. The analysis shows that while formal qualifications remain a central criterion in German labour migration policy, a significant share of labour migration from third countries – understood as migration for the legal purpose of employment – occurs through pathways that waive this criterion. The one-sided focus on skilled labour immigration therefore does not reflect the complex reality of migration to Germany." (Author's abstract, IAB-Doku) ((en))

Abstract
Abstract
(Verlagsangaben, IAB-Doku)

Abstract
"SUMMARY: Germany has become the second-most important destination for migrants worldwide. Using all waves from the microcensus, we study their labur market integration over the last 50 years and highlight differences to the US case. Although the employment gaps between immigrant and native men decline after arrival, they remain large for most cohorts; the average gap after one decade is 10 percentage points. Conversely, income gaps tend to widen post-arrival. Compositional differences explain how those gaps vary across groups, and why they worsened over time; after accounting for composition, integration outcomes show no systematic trend. Still, economic conditions do matter, and employment collapsed in some cohorts after structural shocks hit the German labor market in the early 1990s. Lastly, we examine the integration of recent arrivals during the European refugee ‘crisis’ and the Russo-Ukrainian war." (Author's abstract, IAB-Doku) ((en))

Abstract
"In this episode of The Sound of Economics, Rebecca Christie speaks about migration trends in the Western Balkans with Bruegel’s Nina Vujanovic and Nina Ruer, as well as Professor Herbert Brücker from Berlin’s Humboldt University in Germany, Since 2015, workers have been heading to Germany from Albania, Bosnia-Herzegovina, Montenegro, North Macedonia, Serbia and Kosovo, aided by a regulation specific to that region. How have those workers assimilated? What has been the effect on the countries they leave behind? Can better policy address youth unemployment and skills shortages? The discussion tackles the data, the outlook and the political context for Germany, the Western Balkan countries and the EU accession process."

Zitatform
Hauptmann, Andreas & Felix Stips (2025): Auswirkungen der Zuwanderung aus den neuen EU-Mitgliedsstaaten auf den SGB-II-Leistungsbezug von Einheimischen. (IAB-Forschungsbericht 18/2025), Nürnberg, 50 S. DOI:10.48720/IAB.FB.2518
Abstract
(Autorenreferat, IAB-Doku)

Broad and Detailed Agreement: Public Preferences for German Immigration Policy (2025)

Abstract
"Immigration policy is often considered one of the most divisive issues in Western Europe and North America. We explore whether that debate has been oversimplified. We start from the position that immigration is a complex issue comprising many specific policy choices. We then investigate whether preferences are consistently open or closed across a range of immigration policy criteria. We analyze an original survey with a nationally representative sample of Germans. Our results suggest that preferences are not consistently open or closed on immigration, integration, and naturalization regulations. Overall, the German public would prefer to be open on some aspects of immigration policy and closed on others. In addition, population subsets who are either “pro-” or “anti-” immigration in general have the same preferences for whether to be open or closed on specific immigration policies. Our findings promote a more detailed approach to studying immigration preferences, which adds nuance to the idea of immigration as a grand societal conflict. In doing so, we highlight how future studies can refine expectations about when policy preferences are more permissive or restrictive." (Author's abstract, IAB-Doku) ((en))

A migration miracle? Indian migration to Germany: Opportunities and challenges (2025)

Kipp, David (2025): A migration miracle? Indian migration to Germany. Opportunities and challenges. (SWP research paper 4/2025), Berlin: Stiftung Wissenschaft und Politik (SWP), German Institute for International and Security Affairs, 35 S. DOI:10.18449/2025RP04
Abstract
"The number of Indian migrants in Germany has risen sharply in recent years. In particular, they are helping alleviate the shortage of skilled workers in STEM professions. For Germany, India is the most important country of origin for labour and education migration. Currently, the profile of migration to Germany is changing: fewer experts are entering on the EU Blue Card (which, until recently, was the most important residence permit for skilled workers), while more students, trainees and professionally qualified people are coming to look for jobs or have their qualifications recognised by the German authorities. The Migration and Mobility Partnership Agreement (MMPA) concluded by Berlin and New Delhi in 2022 does not expand the German legal framework for recruiting skilled workers through the provision of new access routes. However, it does improve the practical implementation of self-organised migration from India - for example, by speeding up visa procedures. The MMPA Joint Working Group offers the opportunity not only to engage in a dialogue with the Indian government aimed at harnessing the full potential of increasing migration but also to address the challenges that have arisen from that trend, including the inadequate regulation of private recruitment agencies. The example of India shows that Germany's external infrastructure and migration-related development cooperation must be used much more effectively in countries of origin in order to develop new approaches to the fair and successful recruitment of skilled workers for the German labour market. Migration cooperation is a bridge builder in German-Indian relations, which are becoming increasingly important. Key areas of bilateral collaboration - such as digitisation, artificial intelligence and climate protection - should be systematically linked to knowledge exchange and the mobility of skilled professionals in these sectors." Kosyakova, Yuliya (2025): Germany's Demographic Challenge and the Central Role of Migration. Evidence from Labour Market and Mobility Data. Commentary. Milano, o. Sz.
Abstract
"Germany’s demographic and labour market developments over the past decade reveal a structural transformation with long-term implications. Declining fertility, population ageing, and a shrinking domestic workforce have increased the importance of migration as one key component of labour supply, economic performance, and system sustainability. Using recent administrative statistics and new panel survey data, this commentary summarises the empirical evidence on Germany’s demographic pressures, the contribution of migrants to labour market dynamics, and emerging patterns in onward and return mobility. Projections indicate a substantial contraction of Germany’s labour force potential in the coming decades. Under a zero-migration scenario, the working-age population will decrease by approximately 16 million individuals by 2060, even when assuming rising employment rates among women and older workers."
