    "We study how an automating technology affects career dynamics, human capital, and welfare in an economy where workers acquire skill through the tasks they perform. In a continuous-time general equilibrium model, learning-by-doing is determined jointly with the share of tasks automated, the frontier of tasks managers maintain, and the worker-to-manager career transition. Economies with high learning capacity admit pairs of stationary equilibria strictly ranked by the aggregate learning rate. Cheaper technology has opposite effects across the two: in the high-learning equilibrium, it raises welfare through the learning channel itself; in the low-learning equilibrium, it tips the economy into a human-capital trap. The planner's first-best combines a tax on automation profits with a subsidy on frontier-maintenance expenditures at a common rate." (Author's abstract, IAB-Doku) ((en))

    "Anxieties about technological change in the context of the labor market are a recurring historical phenomenon. Using customized survey data collected in 2019 in the US and Germany, prior to the recent wave of generative AI applications, we study how respondents perceive the impact of the digital (automation) technologies available at the time of the survey on the labor market. We document that a majority views digital technologies and automation as a major threat to overall employment and as a cause of rising inequality, while a quarter is concerned about their own labor market prospects. Providing scientific information on the likely labor market implications of digital technologies in a randomized experiment reduces these concerns. Yet, treatment responses depend on prior beliefs about the future of work, resulting in heterogeneous and opposing treatment effects on policy demand."     "Technischer Fortschritt verändert die Arbeitswelt - besonders in Berufen, in denen viele Tätigkeiten leicht automatisiert werden können. In den letzten Jahrzehnten ist der Anteil an Routinetätigkeiten in vielen Berufen deutlich zurückgegangen - häufig zugunsten nicht routine­mäßiger kognitiver Tätigkeiten wie Analysieren, Planen oder Beraten. Dabei verzeichnen Berufe, deren Tätigkeiten sich im Laufe der Zeit stärker an den technologischen Wandel angepasst haben, steigende Löhne. Sie zeichnen sich zudem durch intensivere Weiterbildungsaktivitäten aus. In Berufen, deren Tätigkeitsprofil sich kaum verändert hat, stagnieren die Löhne dagegen häufiger."     "Many experiments study the productivity effects of automation technologies such as generative algorithms. A key test in these experiments relates to inequality: does the technology increase output more for high- or low-skill workers? However, the theoretical content of this empirical test has been unclear. Here, we formalize a theory that describes the experimental effect of automation technologies on worker-level output and, therefore, inequality. Worker-level output depends on a task-level production function, and workers are heterogeneous in their task-level skills. Workers perform a task themselves or delegate it to the automation technology. The inequality effect of improved automation depends on the interaction of two factors: (i) the correlation in task-level skills across workers, and (ii) workers' skills relative to the technology's effective skill. In many cases we study, the inequality effect is non-monotonic --- as technologies improve, inequality decreases then increases. The model and descriptive statistics of skill correlations generally suggest that the diversity of automation technologies will play an important role in the evolution of inequality."     "European economies face the task of providing the necessary skills for the “twin transition ” in a period of skill shortage. As a result, we may expect countries to reorient their labor market policy towards re-skilling. We look for evidence of a reorientation in two relevant policy fields: active labor market policy (ALMP) and adult education (AE). We explore general trends in both fields based on quantitative indicators and compare recent policy developments in four countries with strong ALMP and AE sectors: Denmark, France, Germany, and Sweden. We do not observe clear evidence of a general movement away from activation and towards re-skilling in ALMP. However, in AE, we identify several re-skilling initiatives that address skill shortages. Relying on insights from queuing theories of hiring and training, we argue that due to changes in the population targeted by ALMP, the locus of re-skilling policy is increasingly moving towards AE."     "Digitisation has sparked interest in automated decision making in Public Employment Services (PES). We evaluate an algorithmic profiling model in Austria that predicts the reemployment prospects of unemployed individuals to classify and assign them to active labour market policies. Our analysis shows that reallocating resources from jobseekers with low to medium prospects, as proposed by the PES, does not yield the expected efficiency gains. We find no systematic evidence that programmes are less effective for individuals with low predicted employment prospects than for those with medium prospects. These findings caution against crude algorithmic profiling and highlight the need for nuanced targeting strategies that prioritise the most disadvantaged jobseekers."     "The rapid evolution of technology is reshaping labour markets by altering skill demands and job profiles. This paper introduces a novel skill-based measure of occupational technology intensity – the occupational technology skill share (OTSS) – that distinguishes between manual, digital and frontier technologies, including artificial intelligence (AI). Using natural language processing, generative AI and supervised machine learning, we develop an AI-powered skill classification that enriches occupation-linked skill labels with standardised GenAI-generated descriptions and structured indicators of technological content, enabling transparent classification by technology intensity. We compute OTSS for all occupations in the German labour market. For the average worker in 2023, manual technologies account for the largest share of skill content (42 per cent), followed by digital (38 per cent) and frontier technologies (20 per cent). Frontier technologies remain concentrated in specialised occupations, while digital technologies are widespread. Linking these measures to administrative data from 2012 to 2023 shows a broad shift from manual and digital toward frontier skills across occupations, and reveals a non-linear, U-shaped relationship between changes in frontier skill intensity and employment growth."     "This paper explores the heterogeneous effects of automation technologies on employment rate across US regions from different income groups, and investigates mechanisms through proportion of skilled workers. Automation, measured by both robotic penetration and ICT trade volumes, is replacing labour force. Exploiting variations across US commuting zones, this study finds that employment reductions are significant and substantial in low and middle income areas, and rising income levels could cause insignificant employment responses. Leveraging shift-share IV strategies and generalised model specifications, further evidence suggests that a simple net job creation channel can explain these patterns. Specifically, displacement effects outweigh productivity effects in low income CZs with lower proportion of skilled labour, and job losses are larger in middle income CZs with concentration of routine occupations; job creations are complementing job destructions with growing income levels and higher skill shares.     "Technologischer Wandel erhöht den Bedarf an Weiterbildung und lebenslangem Lernen. Neue empirische Evidenz für Deutschland zeigt jedoch, dass Beschäftigte in Berufen mit hoher Automatisierungsgefährdung seltener an Weiterbildung teilnehmen als Beschäftigte in weniger gefährdeten Tätigkeiten. Die Weiterbildungslücke betrifft insbesondere mittelqualifizierte und männliche Beschäftigte sowie zukunftsrelevante Kompetenzen wie IT- und soziale Fähigkeiten. Der Befund lässt sich wesentlich durch geringere betriebliche Weiterbildungsinvestitionen erklären. Die Studie des IAB und der Initiative D 21 zeigt: Es besteht ein signifikanter Gender AI Gap. Frauen nutzen KI-Anwendungen seltener und weniger intensiv als Männer (rund 16 Prozentpunkte Unterschied in der Ausgangsbetrachtung).     "New work arrangements enabled by online platforms, or gig work, saw substantive growth during the COVID-19 pandemic. Various estimates have suggested the wide participation of workers in the gig economy, with minority and immigrant workers well represented. The quality of work is a multi-dimensional concept that goes beyond earnings. One framework of good jobs and bad jobs centers on control over work schedule, content and duration, stability, safety, benefits and insurance, as well as career advancement opportunities. Using a newly released national survey focused on entrepreneurs and workers in the United States, we find that about 18.5 percent immigrant workers and 21.1 percent native-born workers participated in the gig economy as their primary or secondary job. In terms of job quality, immigrant gig workers work shorter hours and have significantly less fringe benefits than non-gig workers as well as U.S.-born gig workers, reflecting a double disadvantage. However, they tend to have higher entrepreneurial aspirations, suggesting the transient nature of gig arrangements and potential for career advancements. This paper provides a comprehensive analysis of the characteristics and implication of immigrants’ engagement with the gig economy and offers policy and theoretical discussions."     "Auf Basis des BIBB-Betriebspanels werden die Folgen der Einführung von Künstlicher Intelligenz für die betriebliche Aus- und Weiterbildung in Deutschland analysiert. Die Ergebnisse deuten darauf hin, dass KI-einführende Ausbildungsbetriebe im Durchschnitt rund 14% mehr neue Auszubildende einstellen. Das spricht für verstärkte Investitionen in den internen Kompetenzaufbau im Zuge des technologischen Wandels. Zugleich verschiebt sich die betriebliche Weiterbildung zugunsten hochqualifizierter Tätigkeiten, während Beschäftigte in Fachkraft- und einfachen Tätigkeiten seltener teilnehmen. Daraus ergibt sich das Risiko einer kumulativen Benachteiligung Geringqualifizierter. Es werden drei wirtschaftspolitische Handlungsfelder abgeleitet: die bessere Integration Jugendlicher mit geringen schulischen Qualifikationen in die duale Ausbildung, eine zielgerichtete Weiterbildungsförderung für Geringqualifizierte sowie schnellere Aktualisierungszyklen für Ausbildungsordnungen und Rahmenlehrpläne."     "This paper develops a large-scale machine learning framework to improve labor market matching using rich administrative data. Matching is defined as a job seeker entering employment in a specific occupational field. We exploit comprehensive employment biographies from Germany, covering individual characteristics and job-related information, to estimate employment probabilities across occupations and generate personalized job recommendations. The contribution lies in demonstrating why machine learning methods are particularly well suited for administrative labor market data and outperform traditional statistical approaches. We compare logit, ordinary least squares (OLS), k-nearest neighbors, and random forest (RF). RF consistently achieves the highest predictive performance. Its advantage is rooted in key methodological properties: RF builds an ensemble of decision trees trained on bootstrap samples, introduces random feature selection at each split, and aggregates predictions through majority voting. This enables RF to capture nonlinear relationships and complex interactions, remain robust in high-dimensional settings, and reduce overfitting — features that are particularly relevant for heterogeneous and imbalanced administrative data. Compared to conventional models, RF better exploits the full informational content of employment histories, especially when estimating on all employment spells rather than restricting the sample to unemployment-to-employment transitions. The sample comprises approximately 55 million spells, representing about 6 percent of the German workforce from 2012 to 2018. Our results suggest that ML-based matching, relative to standard statistical approaches, could hypothetically reduce the unemployment rate by up to 0.3 percentage points, highlighting the practical relevance of RF-based decision support for labor market policy."     "This paper examines how local labour market skill relatedness and size moderate the impacts of automation on occupations across Swedish local labour markets. Using administrative data and a spatially explicit risk of automation measure that accounts for regional differences in occupational task contents, it finds a negative association between automation and employment growth and wage income growth for non-metropolitan occupations between 2011 and 2021. Skill relatedness and labour market size mitigate these negative relationships. In contrast, no negative associations are found for metropolitan occupations.     Abstract

    "This paper examines the employment outcomes of a cohort of non-college educated individuals who exit employment from occupations most exposed to automation risk. The analysis employs a novel set of granular task measures estimated from the detailed job attributes in the Occupational Information Network (O*NET). The granularity enables a rich characterization of non-routine work and task mobility choices for those without a college degree. The data yield multiple types of interpersonal, decision-making, cognitive, and technical tasks. Employing the granular tasks to analyze the employment outcomes for non-college educated workers who transition out of routine work, this study finds (1) the granular measures detect abstract tasks performed intensively in a range of skill contexts, (2) when exiting routine intensive work, non-college propensity to enter abstract work is just under 65 %, and (3) approximately one-quarter of those entries are into tasks yielding average wage gains for those making that transition."     "This paper investigates the labor market effects of the two most disruptive technologies of the past decade–industrial robots and artificialintelligence (AI). By reviewing the empirical literature and discussing existing models, we explore how these technologies affect workers based on their level of skills. The reviewed studies indicate that, contrary to popular belief, AI use does not hurt workers, including the low-skilled. On the contrary, the ease of using these technologies, particularly the more recent iterations of AI and large language models (LLMs), makes them complimentary to the low-skilled workforce, enabling them to reach productivity levels closer to those of high skilled workers. This implies that the concerns about systemic AI-driven job displacements are not strongly supported by the recently emergent empirical evidence."     "The growing adoption of artificial intelligence (AI) technologies has heightened interest in the labour market value of AI-related skills, yet causal evidence on their role in hiring decisions remains scarce. This study examines whether AI skills serve as a positive hiring signal and whether they can offset conventional disadvantages such as older age or lower formal education. We conduct an experimental survey with 1,700 recruiters from the United Kingdom and the United States. Using a paired conjoint design, recruiters evaluated hypothetical candidates represented by synthetically designed résumés. Across three occupations – graphic designer, officeassistant, and software engineer –, AI skills significantly increase interview invitation probabilities by approximately 8 to 15 percentage points. AI skills also partially or fully offset disadvantages related to age and lower education, with effects strongest for office assistants, where formal AI certification plays an additional compensatory role. Effects are weaker for graphic designers, consistent with more skeptical recruiter attitudes toward AI in creative work. Finally, recruiters’ own background and AI usage significantly moderate these effects. Overall, the findings demonstrate that AI skills function as a powerful hiring signal and can mitigate traditional labour market disadvantages, with implications for workers’ skill acquisition strategies and firms’ recruitment practices."     "In den letzten Jahrzehnten haben sich Arbeitsaufgaben erheblich verändert, was in erster Linie auf den technologischen Wandel zurückzuführen ist. Einige Tätigkeiten können von Maschinen übernommen werden, während andere an Bedeutung gewinnen. Dies kann sich auf zweierlei Weise auf die Beschäftigten auswirken: Einerseits können veränderte Tätigkeiten die wahrgenommene Arbeitsqualität verringern, beispielsweise durch kognitive Überlastung. Andererseits können Tätigkeitsveränderungen eine Chance sein, beispielsweise durch die Automatisierung unerwünschter Tätigkeiten wie schwerer körperlicher Arbeit. Diese Studie analysiert anhand von Daten des Nationalen Bildungspanels, wie sich Aufgabenänderungen auf individueller Ebene auf die Arbeitszufriedenheit als Maß für die wahrgenommene Arbeitsqualität auswirken. Fixed-Effects-Modelle zeigen, dass weniger manuelle sowie mehr analytische und autonome Tätigkeiten die Arbeitszufriedenheit signifikant verbessern, was auf positive Auswirkungen vergangener Aufgabenänderungen hindeutet. Allerdings beobachten wir auch altersbedingte Unterschiede, wobei ältere Beschäftigte eine geringere Zufriedenheit angeben, wenn sie weniger Routineaufgaben ausführen.     "This paper develops a new OECD measure of occupational AI exposure based on the OECD AI Capability Indicators. The measure addresses the need for a forward-looking, transparent and updateable approach to assessing how AI may affect work, skills and education over the next 5 to 10 years. It does so by mapping AI capabilities across nine cognitive, social and physical domains to occupational requirements and constructing an AI Capability Gap index. Lower gap values indicate that current AI systems are closer to the capability profile required for an occupation, implying higher potential exposure. The results show that current AI capabilities are closest to occupations involving routine information processing, administrative work and codifiable tasks, and furthest from occupations requiring contextual judgement, interpersonal understanding, complex decision making and responsibility. The analysis also shows that exposure is multidimensional: some occupations are most exposed to language and reasoning systems, while others are more exposed to robotics, machine vision and embodied AI. The measure provides a transparent foundation for analysing task-level transformation, changing skill demand and future labour-market effects, while recognising that actual impacts will depend on adoption, regulation, organisational change and social choice."     "This paper analyzes whether technological change improves equality of labor market opportunities by increasing the returns to skills relative to the returns to parental background. We find that in Germany during the 1990s, the introduction of computer technologies improved the access to technology-adopting occupations for workers with low-educated parents, and reduced their wage penalty within these occupations. We also show that this significantly contributed to a decline in the overall wage penalty experienced by workers from disadvantaged parental back-grounds over this time period.     "This paper examines how the widespread shift to remote work during the COVID-19 pandemic reshaped skill development and wage inequality across occupations in the United States. Using a difference-in-differences framework and data from the Current Population Survey (CPS), American Time Use Survey (ATUS), and O*NET, we compare outcomes for remote-capable and non-remote occupations before and after the pandemic. Results show that remote-capable jobs experienced significantly higher wage growth – approximately 4–5 percent – relative to non-remote jobs, even after accounting for worker and occupational characteristics. These occupations also displayed greater gains in educational attainment and digital skill engagement, while non-remote occupations faced disruptions in access to training. The findings align with human-capital and task-based theories, suggesting that remote work intensified skill-biased technological inequality. Policy implications include the need for targeted workforce training, equitable digital infrastructure investment, and institutional support for workers in less adaptable roles. The study contributes to understanding how technological and organizational change reshape human capital formation and wage structures in the post-pandemic labor market."     "How do firms and workers adjust to trade and technology shocks? We analyze two mechanisms that have received little attention: training that upgrades skills and early retirement that shifts adjustment costs to public pension systems. We combine novel data on training participation and early retirement in German local labor markets with established measures of exposure to trade competition and robot adoption. Results indicate that negative trade shocks reduce Training - particularly in manufacturing - while robot exposure increases Training - particularly in indirectly affected services. Both shocks raise early retirement among manufacturing workers. Structural change thus induces both productivity-enhancing and productivity-reducing responses, challenging simple narratives of labor market adaptation and highlighting the scope for policy to promote adjustment mechanisms conducive to aggregate productivity." Using a randomized information intervention among tax advisors in Germany, we show that firms systematically underestimate automatability. Information provision raises risk perceptions, especially for routine-intensive roles. Yet, it leaves short-run hiring plans unchanged. Instead, updated beliefs increase productivity and financial expectations with minor wage adjustments, implying within-firm inequality like limited rent-sharing.     "This paper revisits the link between robot adoption and employment across more than 100 European regions over a period of five years. A simple model is provided arguing that interest in robots precedes the actual deployment of robots. Thus, a novel instrument is introduced: interest in automation revealed by Google searches. This allows for a tentatively causal interpretation of the results. A small, yet significant positive aggregate effect is identified, along with heterogeneous effects across sex and educational attainment.     "Digitalization has been on the EU policy agenda since 2000. While great strides have been made in this area over the past two decades, the digital transformation is not yet complete. This report seeks to deepen our understanding of the evolution towards a digital Europe. By applying the lens of convergence, the report assesses the progress of Member States towards the EU ’s policy targets, where Member States are growing together and wheredigital gaps are expanding. It also considers the gaps in the progress of digitalization between socioeconomic groups and regions. According to almost all indicators analysed, historically lower-performing Member States have been catching up with the digital leaders. However, at a more granular level, digitalization of businesses has been uneven and significant inequalities persist between regions and socioeconomic groups. The report shines a light on the role of digitalization in the EU’s economic convergence and considers the progress in and benefits of digitalisation for the private sector. The findings show that access is still an issue for vulnerable groups, in particular low-income households, older individuals and those with lower levels of education. Importantly, these are the groups that are more reliant on public services, and they may struggle to access e-government. While progress is being made, some groups remain at risk of being left behind in the digital transition.     Abstract

    "Der deutsche Arbeitsmarkt zeigt sich trotz wirtschaftlicher Schwäche und der wiederkehrenden Bezeichnung von Deutschland als „krankem Mann Europas“ überraschend robust. Die Beschäftigungsquote liegt mit 77,4 Prozent weiterhin auf einem hohen Niveau, doch die Zahl der offenen Stellen ist seit ihrem Höchststand 2022 deutlich gesunken, während die Arbeitslosenquote steigt. Besonders betroffen sind Langzeitarbeitslose und Personen ohne schulischen oder beruflichen Abschluss. Gleichzeitig bleibt der Fachkräftemangel eine zentrale Herausforderung, da viele Stellen nicht besetzt werden können. Die Koexistenz von steigender Arbeitslosigkeit und unbesetzten Stellen bleibt ein entscheidendes Problem für die Bewältigung des wirtschaftlichen Wandels. Eine der größten strukturellen Schwächen ist das stagnierende Produktivitätswachstum. Während die Produktivität in den 2000er-Jahren noch stieg, stagniert sie seit den 2010er-Jahren weitgehend. Besonders problematisch ist die wachsende Diskrepanz zwischen der Produktivität pro Arbeitsstunde und der Produktivität pro Arbeitnehmer, wovon sich letztere deutlich schlechter entwickelt. Die Gründe hierfür sind vielfältig: Neben einer zunehmenden Teilzeitarbeit und einem Beschäftigungszuwachs in Sektoren mit niedriger Produktivität – etwa im Gesundheits- und Bildungsbereich – verhindern geringe Investitionen in Digitalisierung und technologische Innovationen, aber auch in Aus- und Weiterbildung, eine stärkere Produktivitätssteigerung. Besonders das produzierende Gewerbe, das lange das Rückgrat der deutschen Wirtschaft bildete, gerät zunehmend unter Druck. Die Industrieproduktion liegt noch immer unter dem Vorkrisenniveau, während die Beschäftigung in der jüngeren Vergangenheit stagnierte und aktuell rückläufig ist. Besonders die Automobilbranche steht vor großen Herausforderungen: Neben der sinkenden Nachfrage nach Elektroautos machen chinesische Wettbewerber den deutschen Herstellern zunehmend Konkurrenz. Auch Maschinenbau und Metallindustrie kämpfen mit strukturellen Problemen. Zudem belasten hohe Energiepreise und eine schwächelnde Exportnachfrage – insbesondere aus China – die deutsche Industrie. Trotz der wirtschaftlichen Schwäche und den Unsicherheiten über die zukünftige Entwicklung mangelt es weiterhin an Fachkräften. Vor allem kleinere Betriebe und das Bau- sowie das Gastgewerbe haben Schwierigkeiten, qualifizierte Arbeitskräfte zu finden. Eine Ursache hierfür ist die geringe Mobilität auf dem Arbeitsmarkt. Während Transformationen üblicherweise mit einer Umschichtung von Arbeitsplätzen verbunden sind, zeigt sich dieser Effekt in Deutschland bislang kaum. Die hohe Nutzung von Kurzarbeitergeld während der Pandemie hat die Beschäftigung stabilisiert, könnte jedoch den Anpassungsprozess verzögert haben, wenngleich hierfür belastbare empirische Belege fehlen. Deutschland muss die Digitalisierung und die Dekarbonisierung annehmen und nutzen, um seine Wettbewerbsfähigkeit zu erhalten. Besonders Berufe mit geringen Qualifikationsanforderungen sind durch Automatisierung bedroht. Gleichzeitig entstehen neue Beschäftigungsmöglichkeiten im Bereich der grünen Technologien. Der Wandel erfordert jedoch gezielte Investitionen in Weiterbildung und Umschulungen, um Beschäftigte auf die neuen Anforderungen vorzubereiten. Doch genau hier zeigen sich große Defizite. Die betriebliche Weiterbildung ist nach einem pandemiebedingten Einbruch noch nicht auf das Vorkrisenniveau zurückgekehrt, und die Zahl neu abgeschlossener Ausbildungsverträge liegt seit 2020 jedes Jahr unter einer halben Million. Zudem verschlechtern sich die schulischen Leistungen, was langfristig die Qualifikationsbasis der Erwerbsbevölkerung schwächen könnte. Deutschland steht damit vor einer großen Herausforderung: Die alternde Erwerbsbevölkerung verschärft den Fachkräftemangel, während Produktivitätsschwäche und Wettbewerbsverlust die wirtschaftliche Dynamik hemmen. Die Verbesserung der digitalen Kompetenzen und die Förderung der beruflichen Mobilität werden für die Steigerung der Arbeitsproduktivität und die Sicherung des Wirtschaftswachstums von entscheidender Bedeutung sein. Um den Wandel erfolgreich zu gestalten, sind massive Investitionen in Digitalisierung, Dekarbonisierung und Bildung dringend erforderlich. Nur wenn das Land der Aus- und Weiterbildung Priorität einräumt und sich dem Wandel stellt, kann es gut bezahlte Arbeitsplätze sichern und seine Position als Europas größte Volkswirtschaft behaupten."     "This paper examines the relationship between digital skills demand and posted wages in the UK using novel vacancy data. Digital skills — classified into basic, intermediate, and advanced using an XGBoost model — are linked to significant wage premiums. Within occupations, they are associated with 5.8% higher wages, with advanced and intermediate skills increasing wages by up to 8.9% when listed in job postings. Each additional digital skill increases wages by 1%, rising to 1.6% for advanced and intermediate skills. Artificial intelligence (AI) and cybersecurity skills yield particularly high returns, increasing wages by 8.6%–9.7% when listed and by 4.8%–5.4% per additional skill."     "This study updates the ILO’s 2023 Global Index of Occupational Exposure to Generative AI (GenAI), incorporating recent advances in the technology and increasing user familiarity with GenAI tools. Using a representative sample from the 29,753 tasks in the Polish occupational classification system and a survey of 1,640 people employed in each 1-digit ISCO-08 groups, we collect 52,558 data points regarding perceive potential of automation for 2,861 tasks. We then compare this input with a survey and several rounds of Delphi-style discussions among a smaller group of international experts. Based on this process, we create a repository of knowledge about task automation that goes beyond national specificities and use it to develop an AI assistant able to predict scores for tasks in the technical documentation of ISCO-08. Our 2025 scores are presented in a revised framework of four progressively increasing exposure gradients, with a new set of global estimates of employment shares exposed to GenAI. Clerical occupations continue to have the highest exposure levels. Additionally, some strongly digitized occupations have increased exposure, highlighting the expanding abilities of GenAI regarding specialized tasks in professional and technical roles. Globally, one in four workers are in an occupation with some GenAI exposure. 3.3% of global employment falls into the highest exposure category, albeit with significant differences between female (4.7%) and male employment (2.4%). These differences increase with countries’ income (9.6% female vs 3.5% male in Gradient 4in HICs), and so does the overall exposure (11% of total employment in LICs vs 34% in HICs). As most occupations consist of tasks that require human input, transformation of jobs is the most likely impact of GenAI. Linking our refined index with national micro data enables precise projections of such transformations, offering a foundation for social dialogue and targeted policy responses to manage the transition."     "Despite initial research about the biases and perceptions of large language models (LLMs), we lack evidence on how LLMs evaluate occupations, especially in comparison to human evaluators. In this paper, we present a systematic comparison of occupational evaluations by GPT-4 with those from an in-depth, high-quality and recent human respondents survey in the UK. Covering the full ISCO-08 occupational landscape, with 580 occupations and two distinct metrics (prestige and social value), our findings indicate that GPT-4 and human scores are highly correlated across all ISCO-08 major groups. At the same time, GPT-4 substantially under- or overestimates the occupational prestige and social value of many occupations, particularly for emerging digital and stigmatized or illicit occupations. Our analyses show both the potential and risk of using LLM-generated data for sociological and occupational research. We also discuss the policy implications of our findings for the integration of LLM tools into the world of work." Using student-course data from a top Israeli university, we examine the impact of generative AI tools on academic performance. Comparisons across more and less AI-compatible courses before and after ChatGPT's introduction show that AI availability raises grades, especially for lower-performing students, and compresses the grade distribution, eroding the signal value of grades for employers.     "Against the backdrop of demographic change, age-appropriate human resources policies are becoming increasingly important. Nevertheless, negative age stereotypes continue to prevail in many firms, hindering the recruitment and further training of older employees – and thus leaving existing skilled labor potential untapped. Based on current data from the establishment survey “BIBB Establishment Panel on Training andCompetence Development,” this BIBB Report analyzes stereotypical images of age in firms as well as company characteristics that promote the employment of older people. Particular attention is given to the role of digital technologies. The results show that the perceptions of older employees vary depending on the industry, firm size, and use of technology. A positive perception is associated with higher employment rates of older people. However, older employees are less strongly represented in firms with above-average use of digital technologies. Based on these findings, it is recommended to counteract age stereotypes, provide targeted further training for older employees, and actively involve them in digital work processes.     "Das in den 1980er-Jahren etablierte Produktionsmodell der deutschen Automobilhersteller lässt sich beschreiben als innovations- und exportorientierte Produktion qualitativ hochwertiger Produkte auf Basis qualifizierter Arbeit, guter Bezahlung und hoher Beschäftigungssicherheit sowie starken gewerkschaftlichen Interessenvertretungen. Politische Vorgaben, wie die Umstellung auf die Produktion von Elektroautos, veränderte Wettbewerbsbedingungen sowie die weiter voranschreitende Digitalisierung haben dazu geführt, dass dieses Produktionsmodell derzeit auf dem Prüfstand steht. Getrieben durch aufkommende Zweifel an der technologischen Überlegenheit deutscher Automobilhersteller und Nachfrageschwächen beim Übergang auf Elektromobilität ist die Unsicherheit in der Branche gegenwärtig groß. In einem laufenden Forschungsprojekt untersuchen wir, inwiefern sich durch die Produktion von Elektroautos und die fortschreitende Digitalisierung Arbeitsstrukturen und Arbeitsanforderungen in den Endmontagewerken der deutschen Automobilhersteller verändert haben und ob sich arbeitsbezogen ein Wandel des deutschen Produktionsmodells abzeichnet."     "This paper addresses the disproportional effects of digitalisation across age by investigating (i) within-job age segregation in tasks by digital intensity; (ii) within-job age disparities in digital upskilling; (iii) age inequalities in wage returns to digital job tasks; and (iv) the role of gender in this age segregation and inequalities. The analysis is based on data of Cedefop's second wave of the European Skills and Jobs Survey (ESJS2), conducted in 2021. First results of the analysis show that even when controlling for occupation-industry job pairs apart from using other explanatory variables, age segregation and gender gaps are prevalent in the case of digital skill intensity of tasks performed in the jobs of employees, though not in the case of digital upskilling via training measures. Applying the same appropriate controls, we also find that higher within-job digital skill intensity is associated with higher hourly wages.     "Introduction: Artificial intelligence (AI) transforms personnel selection, but the application of AI raises fairness concerns and aversion towards AI. Although job applicants may perceive the selection process as fairer when they receive an explanation for the decision, scientific knowledge about AI-related fairness perceptions in this setting is limited. This paper investigates how job applicants perceive fairness of an AI-based personnel selection process considering explanations provided. Methods: The hypotheses are based on a theoretical framework about fairness and literature on algorithm aversion. Data were collected through a vignette-style method focusing on four personnel selection scenarios (n = 921). Results: We show that provided explanations increase job applicants ’ perceptions of outcome fairness, process fairness, interpersonal treatment, and recommendation intention, irrespective of the decision being made by an AI or human. Discussion: We provide conclusions for algorithmic decision-making and discuss factors that need to be considered when adopting and designing AI so that AI is perceived as fair."     "Wie KI und andere digitale Technologien den Arbeitsmarkt verändern: Am IAB werden wir immer wieder danach gefragt, welche Berufe angesichts der rasanten technologischen Entwicklungen der letzten Jahre überhaupt noch Zukunft haben. Bislang hat man zur Beantwortung dieser Frage Prognosen zu Rate gezogen. Hier wurde anfangs – unter Berücksichtigung verschiedener relativ stabiler Faktoren wie dem Erwerbspersonenpotenzial, der wirtschaftlichen Entwicklung oder der zu erwartenden Migration – hochgerechnet, wie sich die Zahl der Berufsanfänger auf die verschiedenen Berufe und Qualifikationsniveaus verteilt, wenn die Entwicklung sich wie in der Vergangenheit fortsetzen würde. Schon früh wurde jedoch deutlich, dass diese Faktoren weniger stabil sind als ursprünglich angenommen. Um diese Dynamik zu berücksichtigen, wurde dieser Ansatz erweitert, indem nunmehr Projektionen erstellt werden. Dazu werden Annahmen über die Folgen bestimmter, äußerst wahrscheinlicher Ereignisse oder Verhaltensweisen getroffen, für die sich (noch) keine langfristige Zahlenbasis finden lässt. So gibt die QuBe-Projektion einen langfristigen Überblick über die voraussichtliche Entwicklung des Arbeitskräftebedarfs und -angebotes nach Qualifikationen und Berufen unter einer Reihe von Annahmen über zum Beispiel die Folgen des Klimawandels oder den Ausbau der ökologischen Landwirtschaft. Außerdem werden anhand von Abweichungen zwischen diesem Basismodell und Szenarien die absehbaren Folgen bestimmter Vorhaben oder Ereignisse, wie zum Beispiel der Maßnahmen zur Energie- und -Mobilitätswende abgeschätzt (https://www.bibb.de/de/202333.php). Allerdings sind diese Modelle sehr komplex und es stellt sich die Frage, inwieweit solche Projektionen für die Bildungs- und Berufsberatung einzelner Personen sinnvoll genutzt werden können. Für die einzelne Person steht die Frage im Raum, mit welchen Konsequenzen sie selbst rechnen muss, wenn neue Technologien zum Einsatz kommen: Reicht es aus, sich auf den aktuellen Wissensstand im eigenen Beruf zu bringen?     Abstract

    "Using the second wave of the European Skills and Jobs survey, this paper measures the relationship between technological change that automates or augments workers' job tasks and their participation in work-related training. We find that 58 per cent of European employees experienced no change in the need to learn new technologies in their jobs during the 2020-21 period. Of those exposed to new digital technology, 14 per cent did not experience any change in job tasks, 10 per cent reported that new tasks had been created while 5 per cent only saw some of their tasks being displaced by new technology. The remaining 13 per cent simultaneously experienced both task displacement and task creation. Our analysis shows that employees in jobs impacted by new digital technologies are more likely to have to react to unpredictable situations, thus demonstrating a positive link between technologically driven task disruption and job complexity. We show a strong linear relationship between technologically driven job task disruption and the need for job-related training, with training requirements increasing the greater the impact of new technologies on task content."     Abstract

    "Technological change has led to a decline in the share of routine and physical jobs, and a rise in the share of abstract and social ones at the economy level. However, much less is known about how these trends unfold at the individual level. Do workers' tasks become more or less routine and physical? Do workers shift towards more social and abstract activities? This paper is the first to explore these questions in the context of robotization. We use survey data from 20 European countries to develop worker-level indices of physical, routine, abstract and social tasks, which we link to industry-level robotization exposure. Using instrumental variable techniques, we find that robotization reduces physically demanding tasks but increases routine tasks, while also limiting opportunities for cognitively challenging work and human interaction. This study provides a worker-centric perspective on the relationship between technology and task composition, revealing insights that aggregate analyses miss." (Author's abstract, IAB-Doku) ((en))

Der vorliegende Beitrag analysiert diese Veränderungen anhand von 8 Fällen und arbeitet Gemeinsamkeiten und Unterschiede heraus.
