    "The literature has shown that correcting for self-selection into work is important for the estimation of wage profiles. In this paper, we analyze to what extent intensive labor supply choices add valuable otherwise unobserved information to improve wage profile estimates. We develop a panel data sample selection model that allows for discrete choices in labor supply decisions and apply this to high-quality administrative data. Compared to labor supply decisions at the extensive margin, our new approach is able to control for additional unobserved heterogeneity from intensive labor supply choices with important consequences for the existence and direction of selection into (part-time) work.     Abstract

    "The distribution of parental leave uptake and childcare activities continues to conform to traditional gender roles. In 2002, with the goal of increasing gender equality, Sweden added a second “daddy month,” i.e., an additional month of pay-related parental leave reserved exclusively for each parent. This policy increased men’s parental leave uptake and decreased women’s, thereby increasing men’s share. To understand how various factors contributed to these outcomes, we develop and estimate a quantitative model of the household in which preferences towards parental leave respond to peer behavior. We distinguish households by the education of the parents and ask the model to match key features of the parental leave distribution before and after the reform by gender and household type (the parents’ education). We find that changed incentives and, especially, changed social norms played an important role in generating these outcomes whereas changed wage parameters, including the future wage penalty associated with different lengths of parental leave uptake, were minor contributors. We then use our model to evaluate three counterfactual policies designed to increase men’s share of parental leave and conclude that giving each parent a non-transferable endowment of parental leave or only paying for the length of time equally taken by each parent would both dramatically increase men’s share whereas decreasing childcare costs has almost no effect."     "Family-friendly policies aim to help women balance work and family life, encouraging them to participate in the labor market. How effective are such policies in increasing fertility? We answer this question using a search model of the labor market where firms make hiring, promotion, and firing decisions, taking into account how these decisions affect workers' fertility incentives and labor force participation decisions. We estimate the model using administrative data from Spain, a country with very low fertility and a highly regulated labor market. We use the model to study family-friendly policies and demonstrate that firms' reactions result in a trade-off: policies that increase fertility reduce women's participation in the labor market and lower their lifetime earnings."     "This study examines patterns of working-time flexibility among European heterosexual couples, focusing on both employee – and employer-oriented flexibilities. Using 2019 EU LFS and multinomial logit models, we analyse how these flexibilities are distributed between partners, considering education and parenthood status. The findings highlight the critical role of working-time flexibility in shaping labor force participation and reveal stark differences across socioeconomic and family contexts. Among the tertiary-educated strata, there is a high prevalence of dual-earner couples in which both partners work with employee-oriented flexibility, which remains consistently high even when there are children at home. This pattern is, however, much more common in Western Europe than in Southern and Central Eastern Europe. In contrast, below tertiary-educated couples are less likely to have employee-oriented flexibility and more often form male breadwinner families, particularly as family size increases. Additionally, we demonstrate that below tertiary-educated fathers often have to rely on employer-oriented schedules, which highlight the challenges they may face in balancing work and family responsibilities due to unpredictable work hours. We found this pattern most common in Southern Europe. This study underscores the critical intersection of education, working-time flexibility, and parenthood in shaping labour force participation and perpetuating gender inequalities across socioeconomic strata."     "We study heterogeneity in the prevalence of and preferences for workplace flexibility and work meaning. We show that, internationally, women and parents value flexibility more but do not work more flexible jobs. The gender dimension of this flexibility puzzle is related to differences in meaningful work, which women value higher and sort into, at a significant price corresponding to 20 to 70% less flexibility. The parental dimension is connected to preferences for meaning and flexibility diverging after childbirth.     "This study investigates how work-from-home (WFH) —by mothers and their male partners—shapes maternal employment re-entry after childbirth. Drawing on Conservation of Resources and Boundary Management theories, the study distinguishes between WFH access and regular use. It hypothesizes that regular WFH use by mothers and their partners supports earlier and full-time maternal return to paid work, particularly among second-time mothers. The UK Household Longitudinal Study (2009–2019) is used to estimate discrete-time hazard models of return to paid work after first and second births, distinguishing between full-time and part-time re-entry. Among first-time mothers, both WFH access and regular use are associated with a greater likelihood of full-time re-entry, though not with overall return. Among second-time mothers, regular pre-birth WFH use significantly increases the likelihood of returning to paid work—regardless of hours—whereas access alone does not.     "Gender pension gaps (GPGs) represent crucial indicators of gender inequalities over the life course. Despite reaching higher levels, they have received less attention than other gender inequalities, such as gender wage gaps. More generally, research typically focuses on selected sets of life course summary measures, predominantly the employment duration, to explain gender inequalities across the life course. This oversimplifies gender-specific life courses in particular. Taking a life-course perspective and using data from the Survey of Health, Ageing, and Retirement in Europe for the Netherlands and West Germany, I propose an innovative combination of machine learning, sequence analysis, and decomposition techniques, allowing for a new perspective on gender inequalities over the life course. The study disentangles which specific life-course elements are most relevant for pension inequalities and quantifies the role of gender-exclusive life-course experiences for gender disparities. I find that the duration, timing, order of life-course events, and overall life-course complexity matter for pension income inequalities in both pension systems. Specifically, the duration, timing, and order of care work experiences are more crucial pension predictors than the employment duration, which has been the primary focus of previous research. This holds for the GPGs: the largest shares are attributable to gender-exclusive life-course experiences because of the lack of a male counterpart for female engagement in care work, which is poorly rewarded in pension systems. Future research and policymakers will benefit from considering such gender-specific combinations of life-course experiences for the gender pension gap and other inequalities."     "This paper examines the territorial determinants of female employment rates using labour market areas (LMAs) – functional units based on commuting patterns – to mitigate the Modifiable AreaUnit Problem (MAUP). Drawing on detailed Spanish census microdata and spatial econometrics, we find that male unemployment negatively affects female employment through a discouraged worker effect , whereas higher shares of part-time jobs, medium household income, and a greater proportion of immigrant women from emerging countries are associated with better female employment outcomes. Certain aspects of local economic structure, particularly a larger service sector, positively influence women’s employment. Comparing spatial and non-spatial specifications shows only modest gains, consistent with limited cross-area spillovers when the analysis relies on functionally defined units. Overall, the evidence supports LMAs as appropriate territorial units and highlights the importance of care-related and income-based interventions, together with efforts to broaden sectoral opportunities for women and to improve data availability at the functional-area level." A convergence analysis reveals diverse progress patterns at the national level while providing a broader context for Index findings. Chapters 2–8 summarise the policy context, the EU and country scores in key Index domains and how these scores link to violence against women.     "How does childbirth impact the career paths of men and women within the same household? To what extent does the unpaid care work related to this event contribute to the downward mobility experienced by women in a highly flexible labour market like Italy? Drawing on feminist and labour market studies, this article examines how caregiving responsibilities, particularly childcare, influence downward employment transitions for men and women in couples, specifically from full-time to part-time, from higher-paid to lower-paid jobs, and from employment to unemployment. The study also employs latent class analysis to map out variations in within-household inequality experienced after childbirth among couples. To achieve this, we utilize a unique survey-administrative linked dataset. The findings highlight significant penalties faced by women, not only immediately after childbirth but persisting for up to three years afterwards.     "Research on reconciling family and employment debates if maternal part-time employment works as ‘stepping stone’ to full-time employment or as gateway to a long-term ‘mommy track’. We analyze how mothers’ transition from part-time to full-time employment is shaped by changing reconciliation legislations and how this is moderated by reconciliation-relevant factors like individual behaviors and macro conditions. We extend the literature on work–family reconciliation by investigating mothers’ employment behavior after the birth of their last child, i.e., after the family formative phase. We draw upon Germany with its considerable regional and historical heterogeneity. Using event history methods on SOEP-data, we observe mothers who (re)enter part-time employment (i.e., up to 30 weekly working hours) after their last childbirth. Results suggest that the impact of reconciliation legislations depends on the moderation by other factors. Recent reconciliation-friendly legislations may have contributed to the polarization of maternal employment patterns: more and less employment-oriented mothers diverge sooner after childbirth than before. Legislations co-occur with increases both in childcare institutions and part-time culture, but their moderation effects compete. Hence, boosting part-time work as either a ‘stepping stone’ or a ‘mommy track’ requires a deep understanding of the mechanisms behind legislations as well as more explicit policy incentives."     "Variable work hours are an understudied source of work-to-family conflict (WFC). We examine the relationships between the magnitude and direction of work hour variability and WFC and whether work hour control and schedule predictability moderate these relationships. We estimate a series of linear regressions using the 2016 US General Social Survey, examining women and men workers separately and together. Findings indicate that as the magnitude of work hour variability increases, so does WFC, controlling for the usual number of hours worked. Work hour control helps to protect workers, especially women, from WFC when work hour variability is high and hours surge. Although schedule predictability tempers the relationship between work hour variability and WFC, its potency diminishes as variability increases. Our study emphasizes the potential benefit to workers and families of government policies and employer practices that promote work hour stability, schedule predictability, and equity in employee work hour control."     "Policymakers have increasingly turned to ‘in-work transfers’ to boost incomes among poorer workers and strengthen work incentives. One attraction of these is that labour supply elasticities are typically greatest at the extensive margin. Because in-work transfers are normally subject to earnings-related phase-outs, they tend to most strongly incentivize part-time work, weakening incentives to increase hours beyond that. But if part-time work generates relatively little in the way of human capital and career progression, then policy design should factor in the longer-term consequences of labour supply choices along the intensive margin. To that end, we use a dynamic model of female labour supply with endogenous human capital accumulation, and study actual and hypothetical welfare reforms in the UK. We show that for a given expansion in the government budget, those reforms that incentivize full-time work can do considerably more to increase incomes, including among poorer households, and to raise welfare. Our results suggest that in-work transfers could be refined by paying greater attention to the intensive margin effects through the design of their phase-outs."     "Across countries, women and men allocate time differently between market work, domestic services, and care work. In this paper, we document the gender division of work, drawing on a new harmonized data set that provides us with high-quality time use data for 50 countries spanning the global income distribution. A striking feature of the data is the wide dispersion across countries at similar income levels. We use these data to motivate a macroeconomic model of household time use in which country-level allocations are shaped by wages and a set of "wedges" that resemble productivity, preferences, and disutilities. Taking the model to country-level observations, we find that a wedge related to the disutility of market work for women plays a crucial role in generating the observed dispersion of outcomes, particularly for middle-income countries. Variation in the division of non-market work is principally shaped by a wedge indicating greater disutility for men, which is especially large in some low- and middle-income countries."     "Among high-income countries, fertility rates differ significantly, with some experiencing total fertility rates as low as 1 to 1.3 children per woman. However, the reasons behind low fertility rates are not well understood. We show that uncertainty created by dual labor markets, the coexistence of temporary and open-ended contracts, and the inflexibility of work schedules are crucial to understanding low fertility. Using rich administrative data from the Spanish Social Security records, we document that temporary contracts are associated with a lower probability of first birth. With Time Use data, we also show that women with children are less likely to work in jobs with split-shift schedules. Such jobs have a long break in the middle of the day, and present a concrete example of inflexible work arrangements and fixed time cost of work. We then build a life-cycle model in which married women decide whether to work, how many children to have, and when to have them. Reforms that eliminate duality or split-shift schedules increase women's labor force participation and reduce the employment gap between mothers and non-mothers. They also increase fertility for women who are employed.     Abstract

    "We provide experimental evidence that enabling access to universal early child care increases maternal labor supply and promotes gender equality among families with lower socioeconomic status (SES). Our intervention offers information and customized help with child care applications, leading to a boost in child care enrollment among lower-SES families. 18 months after the intervention, we find substantial increases in maternal full-time employment (+160%), maternal earnings (+22%), and household income (+10%). Intriguingly, the positive employment effects are not only driven by extended hours at child care centers, but also by an increase in care hours by fathers. Gender equality also benefits more broadly from better access to child care: The treatment improves a gender equality index that combines information on intra-household division of working hours, care hours, and earnings by 40% of a standard deviation, with significant increases in each dimension.     Abstract

    "We examine how working from home (WFH) affects men’s participation in childcare and housework and their attitudes toward family. Because WFH is an endogenous decision, we apply a first-difference instrumental variable estimator, taking the degree to which one can work from home, measured at the individual level, as the instrument. We find that WFH increases the time that men spend on household chores and with family, and the fraction of men who consider life more important than work.
