Der Ausbau des Niedriglohnsektors sollte Ende der 1990er Jahre die hohe Arbeitslosigkeit reduzieren. Als Niedriglohn gilt ein Arbeitsentgelt, das trotz Vollzeitbeschäftigung keine angemessene Existenzsicherung gewährleistet – die OECD definiert den ihn als einen Bruttolohn, der unterhalb von zwei Dritteln des nationalen Medianbruttolohns aller Vollzeitbeschäftigten liegt. Betroffen von Niedriglöhnen sind überdurchschnittlich häufig Personen ohne beruflichen Abschluss, jüngere Erwerbstätige und Frauen.

"The paper studies effects of social policies on in-work poverty risks, distinguishing between measures that either intervene in labor market processes - i.e. predistribution policies - or redistribute towards those with low incomes. The analyses use data from EU-SILC and macro-level indicators from various sources to estimate general as well as household-typespecific effects using longitudinal methods. Results reveal important differences between specific policies: increasing minimum wages contributes to reducing low-wage risks, but has no significant effect on in-work poverty risks. In contrast, there is a negative effect of strict employment protection legislation across almost all household types on in-work poverty, which is consistent with the positive role this measure plays for supporting earnings that are sufficient to provide not only for one person, but also potential dependants in the household. With respect to redistributional policies, both unemployment benefits and benefits to low earners reduce poverty due to their contribution to public poverty-reduction. However, whereas unemployment benefits only reduce in-work poverty among couple households, benefits to low earners mainly contribute to lower poverty risks among employed single parents. "In recent decades, numerous welfare states have implemented in-work benefits to ‘make work pay’ and tackle in-work poverty. To explain the adoption and institutionalization of this instrument, studies tend to emphasize either socio-political demand or ideational influences as motivators of policy decisions. However, the relative importance of these causal logics, and the relationship between them, remains ambiguous. To advance this debate, this article examines in-work benefit reforms in two welfare states: France and the United Kingdom. Examining reforms from the late 1990s to the 2010s, findings suggest that policy change and convergence were driven by an ideational rather than a demand-based logic. Reforms were more strongly motivated by the shared interpretive frameworks of policymakers and their instrumental use of ideas (ideational power) rather than the demands of voters and organized interests. "Using tract-level US Census data and triple-difference estimators, the authors test whether firms increase their use of part-time workers when faced with capped wage subsidies. By limiting the maximum subsidy per worker, such subsidies create incentives for firms to increase the share of their payroll that is eligible for the subsidy by increasing use of part-time or low-wage workers. Results suggest that firms located in federal Empowerment Zones in the United States responded to the program’s capped wage subsidies by expanding their use of part-time workers, particularly in locations where the subsidy cap is likely to bind. "This paper analyzes the heterogeneous effects of monetary policy on workers with differing levels of labor force attachment. Exploiting variation in labor market tightness across metropolitan areas, we show that the employment of populations with lower labor force attachment—Blacks, high school dropouts, and women—is more responsive to expansionary monetary policy in tighter labor markets. The effect builds up over time and is long lasting. We develop a New Keynesian model with heterogeneous workers that rationalizes these results. The model shows that expansionary monetary shocks lead to larger increases in the employment of less attached workers when the central bank follows an average inflation targeting rule and when the Phillips curve is flatter. These findings suggest that, by tightening labor markets, the Federal Reserve’s recent move from a strict to an average inflation targeting framework especially benefits workers with lower labor force attachment." "The tax base for state unemployment insurance (UI) programs varies significantly in the U.S., from a low of $7,000 annually in California to a high of $52,700 in Washington. Previous research has provided surprisingly little guidance to policy makers regarding the tradeoffs associated with this variation. In this paper, we use 37 years of data for all 50 states and Washington, D.C. to estimate the impact of the UI tax base on labor-market outcomes. We find that the low tax base that exists in California and many other states (and the necessarily higher tax rates that accompany these) negatively affects labor market outcomes for part-time and other low-earning workers." "Eligibility and benefits for anti-poverty income transfers in the U.S. are based on both the means and the household characteristics of applicants, such as their filing status, living arrangement, and marital status. In this paper we develop a dynamic structural model to study the effects of the U.S. tax-transfer system on the decisions of non-college-educated workers with children. In our model workers face uninsurable idiosyncratic risks and make decisions on savings, labor supply, living arrangement, and marital status. We find that the U.S. anti-poverty policy distorts the cohabitation/marriage decision of single mothers, providing incentives to cohabit. We also find quantitatively important effects on savings, and on the labor supply of husbands and wives. Namely, the model yields a U-shaped relationship between the earnings of one spouse and the labor supply of the other spouse, a result that we also find in the data. We show that these U-shaped relationships stem in part from the current design of anti-poverty income programs, and that the introduction of an EITC deduction on the earnings of secondary earners—as proposed in the 21st Century Worker Tax Cut Act—would increase the employment rate of the spouses of workers earning between $15K and $35K, especially of female spouses." "The Earned Income Tax Credit (EITC) targets refundable tax credits to low-income workers, incentivizing labor supply and raising the incomes of tens of millions of Americans. One possible consequence of subsidizing low-wage work, however, is to reduce wage growth. A monopsony model of the EITC is developed in order to analyze its impacts on labor market outcomes, which are identified by exploiting variation in state EITC supplements. A first set of results focused on the food service industry find that the EITC increases employment and reduces turnover among young women. Further results suggest that the EITC reduces wages for workers without college degrees. These findings prompt a reconsideration of the redistributive effects of the EITC, particularly for groups like older low-wage workers who face slower wage growth as a result of the policy but do not receive the same level of benefits on average." "Having low earnings is often not sufficient to be eligible for in-work tax credits. In the United Kingdom, New Zealand, and Ireland, for example, eligibility also requires that the number of hours worked is sufficiently high. Similarly, in France and Belgium the hourly wage rate must be sufficiently low. This paper provides a justification for such additional conditions. I analyse Pareto efficient redistribution from high to low ability individuals in a model where labour has several intensive margins. Besides labour hours, also labour effort - a vector of unpleasant, but productive features of labour - is an object of choice. Effort and ability determine the hourly wage rate. I find that conditional earnings subsidies for low earners are optimal: the earning of low earners should be subsidized at the margin, but only if they earn more by working more hours at a sufficiently low wage rate." We present an analysis of (i) the income packages of working families and (ii) the performance of tax credits in relation to anti-poverty objectives, drawing on data from the Households Below Average Income survey between 2004/5 and 2014/15. Our study generates five novel findings, including that tax credits reduce the poverty gap of recipient households by two-thirds; that tax credit cuts post-2010/11 have served to focus payments on single parent families and households with greater numbers of children; and that tax credits make up just one third of the social security income of working households. We argue that understanding in greater depth the interaction between tax credits and income adequacy amongst working families is necessary to provide a firmer foundation for an effective assault on in-work poverty." This article focuses on trends in minimum wages, income taxes and work-related benefits within a selection of 15 EU countries, for the period 2001 - 2012, with three US states included as reference cases. We find evidence for eroding relative minimum wages in various EU countries, yet combined with catch-up growth in the new member states. We also find that governments counteracted eroding minimum wages through direct income support measures, especially for lone parents. "The paper extends a static discrete-choice labor supply model by adding participation and hours constraints. We identify restrictions by survey information on the eligibility and search activities of individuals as well as actual and desired hours. This provides for a more robust identification of preferences and constraints. Both, preferences and restrictions are allowed to vary by and are related through observed and unobserved characteristics. We distinguish various restrictions mechanisms: labor demand rationing, working hours norms varying across occupations, and insufficient public childcare on the supply side of the market. The effect of these mechanisms is simulated by relaxing different constraints at a time. We apply the empirical frame- work to evaluate an in-work benefit for low-paid parents in the German institutional context. The benefit is supposed to increase work incentives for secondary earners. Based on the structural model we are able to disentangle behavioral reactions into the pure incentive effect and the limiting impact of constraints at the intensive and extensive margin. We find that the in-work benefit for parents substantially increases working hours of mothers of young children, especially when they have a low education. "In-work benefits (IWBs) have become very common transfer programs that seek to meet both efficiency and equity targets. An expanding literature has assessed the effects of these policies on income distribution and labor supply showing important implications for female labor participation. In this paper, we estimate the distributional and behavioral impacts of a simulated IWB in Spain based on the replacement of the existing working mother tax credit (WMTC) using as a reference the US Earned Income Tax Credit (EITC). We simulate the effects of the proposed scheme using EUROMOD and a discrete choice model of labor supply. Our results show that the enhancement of the proposed IWB would have significant and positive effects both in terms of female labor participation and inequality and poverty reduction. The introduction of this IWB would generate a substantial increase in labor participation at the extensive margin and a non-negligible reduction at the intensive margin." "Labor supply in the market for low-paid jobs in Germany is strongly influenced by tax exemptions - even for individuals to whom these exemptions do not apply. We present compelling evidence that an individual's choice set depends on other workers' preferences because firms cater their job offers to aggregate preferences in the market. We estimate an equilibrium job search model which rationalizes the strong earnings bunching at the tax exemption threshold using German administrative data. We then simulate modifications to the tax schedule that remove the discontinuity and thus the bunching at the threshold. Results highlight the indirect costs of (discontinuous) tax policies which are shown to be reinforced by firm responses: Workers who would work anyway are hurt by subsidies benefiting groups who enter the market as a result of tax incentives." Using model family simulations, we assess the policy measures currently in place to guarantee an adequate disposable income to working families, taking into account minimum wages, social security contributions, taxes and cash benefits. We show that despite increased efforts over the past decade, disposable incomes of certain types of minimum wage workers still fall well below the EU at-risk-of-poverty thresholds in many countries. We use the micro-simulation model EUROMOD, which has been enriched with a discrete labour supply model. The analysis is performed for four EU-member states: Belgium, Italy, Poland and Sweden. The results show that design characteristics matter substantially, though the specific effects differ in magnitude across countries, indicating there is no one-size-fits-all solution. Throughout the analysis, numerous trade-offs are uncovered: not only between employment and poverty goals, but also within employment incentives itself (extensive vs. intensive margin). Taking account of behavioural reactions attenuates the impact on poverty outcomes, signalling the importance of bringing these effects into the empirical analysis." "This paper presents the final economic results of the UK Employment Retention and Advancement (ERA) programme. ERA's distinctive combination of post-employment advisory support and financial incentives was designed to help low-income individuals who entered work sustain employment and advance in the labour market. ERA targeted three groups. ERA produced short-term earnings gains for two lone parent target groups. However, these effects generally faded after the programme ended, largely because the control group caught up with the ERA group. This study, based on in-depth interviews with 115 low-wage EITC recipients, reveals the EITC is an unusual type of government transfer. Recipients of the EITC say they value the debt relief this government benefit brings. However, they also perceive it as a just reward for work, which legitimizes a temporary increase in consumption. Furthermore, unlike other means-tested government transfers, the credit is seen as a springboard for upward mobility. "In response to structurally poor job prospects for the least skilled, a number of European countries have introduced measures to boost domestic services employment. No country has done so with more fervour than Belgium. Belgian consumers can use the so-called 'Service Vouchers' to pay for a limited but high volume range of domestic services like cleaning, washing and ironing. It is probably the most heavily subsidized scheme of its kind in Europe - more than 70 per cent of the cost of services rendered to individual consumers is borne by the state. Not surprisingly, the scheme has proved tremendously popular. This contribution argues that the scheme is facing a number of particular problems and challenges. While initially many of the people employed under the scheme had experienced past unemployment spells, new recruitment has increasingly drawn on the ranks of those already in work. Furthermore, entrapment in service voucher jobs is rife, going against the purported objective of the scheme in offering a stepping stone to the regular market. Another worrying aspect is that there is some evidence of partial displacement of regular skilled workers. The principal winners are the generally highly educated, relatively well-earning service voucher users who can now outsource domestic chores at a bargain price in the regular market, gaining leisure and care time as well as getting in return more trustworthy, reliable and better quality services than would otherwise be obtainable." At present, welfare states are expected to help non-working people back into employment, to complement work income for the working poor, to reconcile work and family life, to promote gender equality, to support child development, and to provide social services for an ageing society. The welfare settlement that is emerging at the beginning of the 21st century is nonetheless very different in terms of functions and instruments from the one inherited from the last century. "This paper contributes to the small but growing literature evaluating the health effects of the Earned Income Tax Credit (EITC). In particular, we use data from the National Survey of Families and Households to study the impact of the 1990 federal EITC expansion on several outcomes related to mental health and subjective well-being. The identification strategy relies on a difference-in-differences framework to estimate intent-to-treat effects for the post-reform period. Our results suggest that the 1990 EITC reform generated sizeable health benefits for low-skilled mothers. Such women experienced lower depression symptomatology, an increase in self-reported happiness, and improved self-efficacy relative to their childless counterparts. Consistent with previous work, we find that married mothers captured most of the health benefits, with unmarried mothers' health changing very little following the 1990 EITC reform." "This article investigates whether income support for low-paid part-time workers in Belgium increases the transition from unemployment to non-subsidised, 'regular' employment. Our analysis uses a sample of long-term unemployed young women. Observing their labour market histories from 1998 to 2001, we implement the 'timing of events' method to identify the treatment effect. Our results suggest that participation in the policy has a significantly positive effect on the transition to regular employment. Participation reduced the survivor rate in unemployment by 27% points 1 year after the start of the programme. The time spent in the programme did not affect the transition to regular employment." "Low-wage subsidies are often proposed as a solution to the unemployment problem among the low skilled but the empirical evidence on their effects is still scarce. This paper examines the employment effects of a Finnish payroll tax subsidy scheme, which is targeted at the employers of older, full-time, low-wage workers. The system's clear eligibility criteria open up an opportunity for a reliable estimation of the causal impacts of the subsidy scheme. Our results indicate that the subsidy system had no effect on the employment rate or wages of the eligible groups, but it increased slightly working hours among those already at work." "We consider the consequences of working part-time and receiving supplementary benefits for part-time unemployment in the Danish labor market. Following the timing-of-events approach we estimate causal effects of part-time work with supplementary benefits on the hazard rate out of unemployment insurance benefit receipt. We find evidence of a negative in-treatment effect and a positive post-treatment effect, both of which vary across different groups of individuals. To see if this substitution occurs, the author uses a differences-in-differences methodology to test whether the implementation of the WOTC caused both an increase in employment from a representative target group and a decrease in employment of a group that is a close substitute for members of the target group. "The optimal design of low-income support is examined using a structural labour supply model. The approach incorporates unobserved heterogeneity, fixed costs of work, childcare costs and the detailed non-convexities of the tax and transfer system. The analysis considers purely Pareto improving reforms and also optimal design under social welfare functions with different degrees of inequality aversion. We explore the gains from tagging and also examine the case for the use of hours-contingent payments. Using the tax schedule for lone parents in the U.K. as our policy environment, the results point to a reformed non-linear tax schedule with tax credits only optimal for low earners. The results also suggest a welfare improving role for tagging according to child age and for hours-contingent payments, although the case for the latter is mitigated when hours cannot be monitored or recorded accurately by the tax authorities." "Previous studies on low-skilled single mothers focus generally either on the binary welfare use or work decision. However, work among welfare participants has increased steadily since the mid-1990s. This study estimates the role of the 1993 Earned Income Tax Credit (EITC) expansion on the decline of welfare caseloads using a bivariate probit model. Using monthly Survey of Income and Program Participation (SIPP) information, I find that the 1993 EITC expansion has at least the same effect on reducing welfare use as the welfare reform initiatives. Moreover, the elasticity estimates indicate that single mothers, especially those who were not employed and dependent solely on welfare before the expansion, were the most responsive to the policy initiatives. Finally, the increase in work among welfare participants is due to the relative ineffectiveness of the policies in reducing the net population of those who are on welfare and work simultaneously." "This paper investigates labor supply and redistributive effects of in-work benefits for Italian married couples using a tax-benefit microsimulation model and a multi-sectoral discrete choice model of labor supply. We consider two in-work benefit schemes following the key principles of the Earned Income Tax Credit (EITC) and the Working Tax Credit (WTC) existing in the US and the UK, respectively. The standard design of these in-work benefits is however augmented with a new benefit premium for two-earner households in order to overcome the well-known disincentive effects that these welfare instruments may generate on secondary earners. In simulation, the proposed in-work benefits are financed through the abolition of Italian family allowances for dependent employees and contingent workers thus ensuring tax revenue neutrality. We show that our EITC and WTC reforms have strong positive effects on labor supply of wives, weak negative effects on labor supply of husbands, and strong positive effects on equity. The EITC is more effective than the WTC in boosting employment of wives, while the WTC is more effective than the EITC in fighting poverty. In both schemes, the trade-off between labor supply incentives and redistributive effects is crucially related to the new benefit premium for two-earner households. Other things being equal, tax revenue neutrality implies that a higher value of this policy coefficient yields stronger incentive effects and weaker redistributive effects." "Ein wachsender Anteil der ALG-II-Beziehenden übt einen Minijob aus. Der Beitrag liefert eine Analyse der Erwerbs- und Lebenssituation dieser Personengruppe mit Daten des Panels 'Arbeitsmarkt und soziale Sicherung' (PASS). Es wird gezeigt, dass Minijobber im SGB II im Vergleich zu geringfügig Beschäftigten ohne aufstockenden ALG-II-Bezug niedrigere Verdienste (monatlich wie auch pro Stunde) sowie längere Arbeitszeiten haben und damit einer spezifischen Lohndiskriminierung unterliegen. Die Daten legen nahe, dass Minijobs nur für einen relativ kleinen Teil der Betroffenen eine 'Brückenfunktion' hin zu Existenz sichernden Beschäftigungsverhältnissen haben und letztlich aus dem Transferbezug herausführen. Minijobs scheinen längerfristig eher von ALG-II-Beziehenden mit geringen (subjektiven) Ausstiegschancen aus dem Transferbezug ausgeübt zu werden, um die finanzielle Situation der Bedarfsgemeinschaft zu verbessern. Die Betroffenen fühlen sich stark depriviert und von gesellschaftlicher Teilhabe ausgeschlossen. Reformvorschläge sollten daher weniger auf die 'Anreizfunktion' der Freibetragsgrenzen zielen als vielmehr auf eine Verbesserung von Qualifikation, um den Übergang in reguläre Beschäftigung zu fördern." "Over the last twenty years we have seen an increasing use of in-work tax subsidies to encourage labor supply among low-income groups. In Sweden, a non-targeted earned income tax credit was introduced in 2007, and was reinforced in 2008, 2009 and 2010. The stated motive of the reform was to boost employment; in particular to provide incentives for individuals to go from unemployment to, at least, part-time work. In this paper we try to analyze the extensive margin labor supply effects of the Swedish earned income tax credit reform up to 2008. For identification we exploit the fact that the size of the tax credit, as well as the resulting average tax rate, is a function of the municipality of residence and income if working. However, throughout the analysis we find placebo effects that are similar in size to the estimated reform effects. In addition, the results are sensitive with respect to how we define employment, which is especially true when we analyze different subgroups such as men and women, married and singles. Our conclusion is that the identifying variation is too small and potentially endogenous and that it is therefore not possible to use this variation to perform a quasi-experimental evaluation of the Swedish EITC-reform." Trotz des hohen Umfangs an Minijobs scheint man den damit verbundenen Zielen nicht näher gekommen zu sein. Der Beitrag untersucht vergleichbare Instrumente im Vereinigten Königreich und in Frankreich. In beiden Ländern existieren explizite Lohnzuschüsse, die im Unterschied zu Deutschland im Einkommensteuersystem verankert sind, in Kombination mit Förderschwellen und Mindestlöhnen. Die vorliegenden Untersuchungen deuten darauf hin, dass die Brückenfunktion mit dieser Instrumentenkombination effektiver funktioniert als die Minijob-Regelungen in Deutschland." "Recent studies find in-work poverty to be a pan-European phenomenon. Yet in-work poverty has come to the fore as a policy issue only recently in most continental European countries. Policies implemented in the United States and the United Kingdom, most notably in-work benefit schemes, are much discussed. This article argues that if it comes to preventing and alleviating poverty among workers, both the policy options and constraints facing Continental European policymakers are fundamentally different from those facing Anglo-Saxon policymakers. Consequently, policies that work in one setting cannot be simply emulated elsewhere. We present microsimulation derived results for Belgium to illustrate some of these points. Policy options discussed and simulated include: higher minimum wages, reductions in employee social security contributions, tax relief for low-paid workers and the implementation of a stylised version of the British Working Tax Credit. The latter measure has the strongest impact on in-work poverty, but in settings where wages are compressed, as in Belgium, a severe trade-off between coverage and budgetary cost presents itself. The article concludes that looking beyond targeted measures to universal benefits and support for employment of carers may be important components of an overall policy package to tackle in-work poverty." Abstract
"This paper focuses on the role of minimum wages, tax and benefit policies in protecting workers against financial poverty, covering 21 European countries with a national minimum wage and three US States (New Jersey, Nebraska and Texas). It is shown that only for single persons and only in a number of countries, net income packages at minimum wage level reach or exceed the EU's at-risk-of poverty threshold, set at 60 per cent of median equivalent household income in each country. For lone parents and sole breadwinners with a partner and children to support, net income packages at minimum wage are below this threshold almost everywhere, usually by a wide margin. This is the case despite shifts over the past decade towards tax relief and additional income support provisions for low-paid workers. We argue that there appear to be limits to what minimum wage policies alone can achieve in the fight against in-work poverty. The route of raising minimum wages to eliminate poverty among workers solely reliant on it seems to be inherently constrained, especially in countries where the distance between minimum and average wage levels is already comparatively small and where relative poverty thresholds are mostly a function of the dual-earner living standards. In order to fight in-work poverty new policy routes need to be explored. The paper offers a brief discussion of possible alternatives and cautions against 'one size fits all' policy solutions." "Conventional in-work benefits (IWB) are means-tested, open to all workers with sufficiently low income, and usually paid without a time-limit. This paper evaluates an IWB with an alternative design that was aimed at lone parents in the UK and piloted in one third of the country, and that featured a time-limit, and was paid conditional on previous receipt of welfare. It increased flows off welfare and into work, and these positive effects did not diminish when recipients reached the 12 month time-limit for receiving the supplement. "Wir wollen im Folgenden zunächst die arbeitsmarktpolitischen Entwicklungen, die den Hartz-Reformen vorausgegangen sind, kurz skizzieren (1). Durch die Gegenüberstellung von aktiver und aktivierender Arbeitsmarktpolitik werden die Unterschiede beider Programmatiken sichtbar. In einem zweiten Schritt gehen wir auf die zentralen Neuregelungen ein, die im Zuge der Hartz-Reformen unter der Formel Fördern und Fordern eingeführt wurden (2). Da der Rückgang der Erwerbslosenzahlen dem Erfolg der Hartz-Reformen Recht zu geben scheint, wollen wir in einem dritten Schritt entlang der Diskussion ausgewählter Daten die Erwerbslosen- und Beschäftigungsentwicklung in Deutschland genauer analysieren und dabei ein besonderes Augenmerk auf die Frage nach dem realen Beschäftigungserfolg der Hartz-Gesetzgebung legen (3). Eine eingehendere Betrachtung der Beschäftigungsentwicklung und der Entwicklung im Leistungsbezug zeigt, dass der Erfolg der Hartz-Reformen einem Pyrrhussieg gleichkommt. "Given its favourable employment incentives and ability to target the working poor, the Earned Income Tax Credit (EITC) has become the primary antipoverty programme at both the federal and state levels. However, when evaluating the effect of EITC programmes on income and poverty, governments generally calculate the effect using simple accounting, where the value of the state or federal EITC benefit is added to a person's income. These calculations omit the behavioural incentives created by the existence of these programmes, the corresponding effect on labour supply and hours worked, and therefore the actual effect on income and poverty. This article simulates the full effect of an expansion of the New York State EITC benefit on employment, hours worked, income, poverty and programme expenditures. These results are then compared to those omitting labour supply effects. Relative to estimates excluding labour supply effects, the preferred behavioural results show that an expansion of the New York State EITC increases employment by an additional 14?244 persons, labour earnings by an additional $95.8 million, family income by an additional $84.5 million, decreases poverty by an additional 56?576 persons and increases costs to the State by $29.7 million." "Over the last two decades, high - and, in some countries, rising - rates of low-wage work have emerged as a major political concern. According to the Organization for Economic Cooperation and Development (OECD), in 2009, about one-fourth of U.S. workers were in low-wage jobs, defined as earning less than two-thirds of the national median hourly wage. About one-fifth of workers in the United Kingdom, Canada, Ireland, and Germany were receiving low wages by the same definition. In all but a handful of the rich OECD countries, more than 10 percent of the workforce was in a low-wage job.
If low-wage jobs act as a stepping stone to higher-paying work, then even a relatively high share of low-wage work may not be a serious social problem. If, however, as appears to be the case in much of the wealthy world, low-wage work is a persistent and recurring state for many workers, then low-wages may contribute to broader income and wealth inequality and constitute a threat to social cohesion. "Mehr als fünf Jahre nach der Einführung des SGB II legt der Beitrag eine auf Forschungsbefunden gestützte Bestandsaufnahme vor, die am aktuellen Rand auch erste Erfahrungen mit einer Phase des wirtschaftlichen Abschwungs einschließt. Der Beitrag beginnt mit einer Darstellung der wichtigen Fakten. Dazu gehören die Entwicklung, die Strukturen und die Dynamik des Hilfebezugs im SGB II. Im Anschluss geht es um die bisher vorliegenden Erkenntnisse zu den Instrumenten und Dienstleistungen im SGB II, also der Frage was funktioniert und gewirkt hat und was eher weniger. Ein zentrales Element des Reformpaketes 'Hartz IV' ist die Aktivierung der Hilfebedürftigen. Aus diesem Grund soll genauer darauf eingegangen werden, zu welchen Zugeständnissen Leistungsbezieher bereit sind, um eine Beschäftigung zu bekommen. Rechnung trägt der Beitrag auch der beträchtlichen Heterogenität der Hilfebedürftigen. Sie kommt u.a. darin zum Ausdruck, dass in einem nennenswerten Umfang Erwerbstätige mit einem nicht Existenz sichernden Einkommen zu den Empfängern des Arbeitslosengelds II gehören. Diesem im politischen Raum kontrovers diskutierten Themenfeld wird ein weiterer Abschnitt gewidmet. Vor dem Fazit soll schließlich die von der neuen Bundesregierung in Aussicht gestellte Reformagenda diskutiert und die damit verbundenen Möglichkeiten und Grenzen erörtert werden." "Many US antipoverty programs and measures assume mothers have little, intermittent, or no employment and therefore have sufficient time to care for children, perform household tasks, and apply for and maintain eligibility for these programs. Employment-promotion policies directed toward low-income mothers since the late 1980s have successfully increased their time in the labor force. However, low wages and insufficient employer-based benefits often leave employed single mothers with inadequate material resources to support families and less time to care for their children. The lack of consideration given to the value of poor women's time in both the administration and benefit levels of antipoverty government support, as well as the measures used to calculate poverty, place more binds on poor and low-income mothers' time. "Die von der rot-grünen Bundesregierung nach der Jahrtausendwende durchgesetzten Hartz-Reformen sind Teil eines allgemeinen Musters der Aktivierungspolitik, die von mehreren sozialdemokratischen Regierungen Europas unter dem Stichwort 'new labour' betrieben wurde. Das Ziel dieser Reformpolitik war es, die Abhängigkeit von staatlichen Transferzahlungen zu mindern und das Beschäftigungsniveau zu steigern, indem Arbeit im Niedriglohnsektor mit Hilfe von Subventionen attraktiver gemacht und der Sozialstaat von einer reaktiven Instanz des sozialen Schutzes zu einem befähigenden Instrument sozialer Investition umgebaut wurde. Die deutsche Variante dieser Politik schaffte die einkommensbezogenen Leistungen für Langzeitarbeitslose ab, fusionierte die soziale Sicherung der Arbeitslosen teilweise mit der Sozialhilfe und erhöhte den Aktivierungsdruck auf die Leistungsempfänger durch eine Politik des 'Forderns und Förderns', die neue Sanktionsmöglichkeiten mit verbesserten Bildungs- und Vermittlungsdiensten verband. Auf der Grundlage einer Beschreibung der wichtigsten institutionellen Reformen zeigen wir, dass die an Bedürftigkeitstests gebundene Grundsicherung heute die bei weitem häufigste Transferzahlung für Arbeitslose darstellt. Das Beschäftigungsniveau ist seit den Reformen insbesondere im Niedriglohnsektor beträchtlich gestiegen. Da vor allem diverse Formen atypischer Beschäftigung zugenommen haben, zählt ein wachsender Teil der Erwerbstätigen zur Gruppe der arbeitenden Armen, die ihr Erwerbseinkommen mit Leistungen der Grundsicherung aufstocken. Auf der Basis von SOEP-Daten zeigen wir, dass die arbeitenden Armen nicht nur zufriedener, sondern auch in vielfältiger Weise besser sozial integriert sind als vergleichbare nicht arbeitende Arme. Wie wir am Beispiel der Lebenszufriedenheit von Männern zeigen, hängen die positiven Effekte der Erwerbstätigkeit allerdings entscheidend von der Entlohnung und anderen Aspekten der Arbeitsplatzqualität ab. Die Wohlfahrtsbilanz der Hartz-Reformen könnte deshalb ungünstiger ausfallen, als die Beschäftigungsentwicklung vermuten lässt, da Arbeitsuchende nun eher zu Konzessionen bereit sind und auch schlechtere Stellenangebote akzeptieren." "Das Programm Kommunal-Kombi startete am 1. Januar 2008 in insgesamt 79 Landkreisen und kreisfreien Städten, die eine durchschnittliche Arbeitslosenquote im Zeitraum von August 2006 bis April 2007 von mindestens 15 % aufwiesen. Seit April 2009 wurde die für die Förderung notwendige Mindestarbeitslosigkeit auf 10 % (Zeitraum: 8/2008 bis 1/2009) abgesenkt. Seitdem sind bundesweit 101 Regionen förderfähig. Der Schwerpunkt der Förderung liegt somit in Ostdeutschland. Die Evaluation des Kommunal-Kombi wird gemeinsam vom Institut für Angewandte Wirtschaftsforschung (IAW) und dem Institut für Sozialforschung und Gesellschaftspolitik (ISG) durchgeführt. Sie besteht aus den drei Bausteinen: Monitoring, Zielerreichungs- und Wirksamkeitskontrolle sowie Wirtschaftlichkeitskontrolle.
