Seit Inkrafttreten des Mindestlohngesetzes am 1. Januar 2015 gilt ein allgemeingültiger flächendeckender Mindestlohn in Deutschland. Lohnuntergrenzen gibt es in beinahe allen europäischen Staaten und den USA. Die Mindestlohn-Gesetze haben das Ziel, Lohn-Dumping, also die nicht verhältnismäßige Bezahlung von Arbeitnehmerinnen und Arbeitnehmern, zu verhindern.

"In this study, we examine the impact of eight minimum wage increases in Argentina during the early 21st century by analyzing administrative records of registered employment. Utilizing a regression discontinuity design, we compare job separation rates between a group affected by the minimum wage hikes and a control group slightly out of their legal scope. Our findings indicate that, overall, these minimum wage hikes had no significant impact on separation rates. However, the 2008 increase triggered a 4.8 percentage point (19%) decrease in separations, casting doubt on the disemployment effects of minimum wages. "When minimum wage increases impose a cost shock on employers of low wage workers, there are a variety of ways in which firms can adjust. Rather than study the main focal point of much minimum wage research, possible labour demand adjustment, this paper considers a more understudied angle. It examines whether firms can offset the cost shock through changing non-wage aspects of work related to the nature of work. This includes altering employment composition in the workplace, the use of alternative work arrangements and redefining job contracts. Whether these alter in response to minimum wages is studied through the lens of the UK's 2016 National Living Wage (NLW) introduction. In terms of traditionally studied outcomes, the NLW boosted worker wages, but with no change in total employment. Instead, firms did indeed adjust operations through changes in employment composition and by altering employment contracts. These non-labour demand adjustments of employment relations show how employment stability can be maintained in response to minimum wages as employers can restructure work through within-firm job composition and contracts." In this context, the selection of relevant control variables at each distributional threshold is crucial to test hypotheses about the impact of the continuous treatment variable. To this end, we use the post-double selection logistic distribution regression approach proposed by Belloni et al. (2018a), which allows for uniformly valid inference about the target coefficients of our low-dimensional treatment variables across the entire outcome distribution. Our empirical results show that the minimum wage replaced hourly wages below the minimum threshold, increased monthly earnings in the lower-middle segment but not at the very bottom of the distribution, and did not significantly affect the distribution of working hours." We find that minimum wage increases lead to reduced hours of work among immigrants with no effect on their employment. The effects are concentrated among recently-arrived, likely-undocumented workers in high turnover industries. Native workers show no such response, even when examining native subgroups with similar characteristics to the most affected immigrants. We conclude that affected immigrant labor markets feature low-surplus, low-investment employment relationships with flexible hours, but they are embedded in labor markets where replacement is unusually costly." "Germany introduced a national minimum wage in 2015. While prior studies find limited effects on overall employment, we go into detail and examine its impact on working hours and minijobs. The minimum wage significantly reduces inequality in hourly and monthly wages. While average working hours remain stable, minijobbers experience notable cuts in working hours, which can be explained by the institutional context shaping the effects of the minimum wage. Employment in regular jobs remains unaffected, but minijobs decline, driven by transitions into both regular jobs and non-employment. The latter implies an employment elasticity of −0.16 for minijob employment. Following the first major minimum wage increase in 2022, we reveal a reduction in working hours that is not limited to minijobs, corresponding to an employment volume elasticity of −0.38." "Using detailed information on vacancies and job seekers, the authors study the effect of labor market tightness on labor demand for the near-universe of German firms. To this end, novel Bartik instruments are constructed that combine firms’ predetermined employment shares with nationwide shifts at the occupational level. The results show that tightness significantly reduces firms’ labor demand, implying that the observed doubling in tightness between 2012 and 2019 reduced employment by 5%. At the aggregate level, the negative tightness effect creates search externalities, which reduce the own-wage elasticity of labor demand from −0.7 to −0.5 through reallocation of workers between firms. To guide the analysis, the authors embed elements of the canonical search-and-matching model into a labor demand equation, while allowing vacancy posting costs to increase in tight markets. "This paper examines the impact of Guaranteed Minimum Income (GMI) schemes on work incentives at the household level. We show that these schemes create strategic complementarities between partners’ employment decisions. When one partner is non-employed or earns a low wage, the household is more likely to receive the benefit, which discourages the other partner from working to avoid losing the benefit. The disincentive to work does not instead apply to partners of high earners whose income exceeds the programme threshold. This leads the partners to coordinate their decisions so that both are non-employed. The negative impact of the GMI on labour supply is therefore more pronounced in economies with many single-earner households. Focusing on Italy, where the employment rate of married women is low and a relatively generous GMI programme was introduced in 2019, we use a structural labour supply model to estimate that the GMI would primarily reduce the employment rate of married men with non-working wives and increase the number of households in which neither partner works. Analyzing CPS and ACS data from 2011–2019, we estimate that relatively large minimum wage increases reduced usual hours worked per week among individuals with low levels of experience and education by just under one hour per week during the decade prior to the onset of the Covid-19 pandemic, while the effects of smaller minimum wage increases are economically and statistically indistinguishable from zero. Because we follow the same pre-committed analysis plan as Clemens and Strain’s (forthcoming) analysis of employment, we can directly compare the resulting employment and hours elasticities. I find that minimum wages up to 70% of the median wage significantly increase productivity, hours worked and output without reducing employment. In frictional labor markets, however, reallocation takes time whenever the minimum wage cuts deep into the wage distribution. "Policy implementation at the local level is often influenced by the interplay between institutional frameworks and the discretionary power of street-level bureaucrats. This study examines how local welfare agencies in two Italian regions have reacted to the introduction of the Reddito di Cittadinanza (RdC), the Italian minimum income scheme. Through qualitative research, including interviews with social workers and their managers, this study explores how local actors mediate national policies and navigate structural constraints in a rapidly changing context, adapting the measure and at the same time reorganising their working contexts. The findings show that the implementation of the RdC has led to significant organisational adaptations, including the emergence of informal coordination mechanisms and new forms of professional discretion. Whilst the policy was designed to standardise welfare practises, its practical application varies across local contexts, highlighting the tensions between national mandates and local agency. The findings underscore the pivotal role of street-level bureaucrats in shaping policy implementation, often serving as conduits for interpreting and adapting measures to align with local needs. This research contributes to the extant literature on policy implementation by demonstrating the value of an organisational perspective in understanding welfare policy processes, transcending the conventional divide between top-down and bottom-up approaches. The study's findings imply that a sustained investment in local capacities is important to ensure the efficacy of policy measures. Future welfare reforms could benefit from the insights of this case study by integrating local agency and professional expertise into social policy design." "We study how firms set wages for their employees when they can legally age-discriminate across workers. We exploit an age-specific minimum wage change in the UK, which raised the minimum applying to workers aged 25 and over, leaving unchanged the minima for younger workers. Using matched employer-employee data on a low-paying sector, we show large, positive wage spillovers on workers aged under 25, which arise within firms from company wage policy. Pay equity norms offer the most parsimonious explanation for the emergence of spillovers. The effects that we document also operate in other low-paying sectors of the UK labor market." Auf Basis von Daten des Sozio-oekonomischen Panels (SOEP) für die Jahre 2016, 2019 und 2022 zeigen wir, dass die Wahrscheinlichkeit, einen zu niedrigen Stundenlohn zu erhalten, für Beschäftigte in Betrieben mit Betriebsrat deutlich kleiner ist als für vergleichbare Beschäftigte in Betrieben ohne Betriebsrat. Dies ist insbesondere bei Gruppen von Beschäftigten zu beobachten, die häufiger von Lohnzahlungen unterhalb des Mindestlohnes betroffen sind, so z. B. bei Frauen, Teilzeitbeschäftigten und Arbeitern. Wird gegen die Vorschriften des Mindestlohngesetzes verstoßen, ist die durchschnittliche Unterschreitung des Mindestlohnes für Beschäftigte in mitbestimmten Betrieben etwas ausgeprägter." "Recent economic literature suggests that increases in the minimum wage can lead to parents spending more time in childcare through easing financial constraints such as the income effect. However, most evidence from past research does not analyse the disruptions of the COVID 19 pandemic. This research examines the impact of state-level minimum wage increases on parental childcare time in the United States during the mentioned period of 2019 to 2023. Through the use of microdata from the American Time Use Survey (ATUS), we analyse a sample of 4043 working age parents and find that, contrary to findings from the 2003 to 2019 period, there is no statistical-ly significant effect on childcare time across aggregate or subgroup specifications, including mothers, fathers and low education parents among others. This null result diverges from pre-2019 literature. We attribute this lack of significance to the unique structural rigidities of the post-pandemic labor market (2019–2023) and the erosion of real wages due to high inflation, which likely neutralized the behavioral incentives typically associated with wage floors." "This paper provides an assessment of the 2019 minimum-wage hike in Spain, which increased the minimum wage by 22% and directly concerned 7% of dependent employees. We make use of two complementary approaches, one that follows incumbent workers over time and hence does not take account of any possible effects on new hires, and one that tracks employment in wage bins over time and takes account of both separations and new hires. The results are as follows. First, the minimum wage hike significantly increased the wages of directly affected workers, with small positive wage spillovers on workers with initial wages just about the new minimum wage. Second, the increase in wages comes at the expense of a reduction in low-wage employment. While employment increases just above the minimum wage, it is not sufficient to offset the decline in employment below it. Third, the reduction in employment is mainly driven by a reduction in hires of workers on open-ended contracts and to a smaller extent job losses among workers on fixed-term contracts." "Zum 1. Januar 2026 wurde der allgemeine gesetzliche Mindestlohn von 12,82 Euro auf 13,90 Euro erhöht. Das Plus von 8,4 Prozent liegt damit deutlich über der vom Statistischen Bundesamt ermittelten allgemeinen Lohnsteigerung von 4,9 Prozent. Die überwiegende Mehrheit der Arbeitsagenturen erwartet laut einer Befragung dennoch keine negativen Effekte auf die Gesamtbeschäftigung. Die Minderheit der Agenturen mit negativen Erwartungen hat sich im Vergleich zur Erhöhung von 2022 allerdings verdreifacht. Bei sozialversicherungspflichtiger und geringfügiger Beschäftigung werden häufiger Änderungen erwartet, was auf Substitution zwischen den beiden Beschäftigungsformen hindeuten könnte." "Die außerplanmäßige Erhöhung des gesetzlichen Mindestlohns auf 12 € im Oktober 2022 hat gerade niedrige Stundenlöhne deutlich angehoben. Dieser positive Trend hat sich allerdings 2023 nicht fortgesetzt. Ein besonders hohes Niedriglohnrisiko hatten 2023 Minijobber*innen (79,4 %), Jüngere (43,5 %), Geringqualifizierte (41,9 %), befristet Beschäftigte (37,2 %) sowie Ausländer*innen (28,4 %) und Frauen (23,5 %). Niedriglohnbeschäftigte sind mit 22,6 % sehr häufig armutsgefährdet. Für die abhängig Beschäftigten insgesamt liegt das Armutsrisiko bei 7,3 % und ist damit deutlich geringer als in der Bevölkerung insgesamt (17,7 %). Ein wesentliches Armutsrisiko der Niedriglohnbeziehenden liegt im Erwerbsumfang, sowohl individuell als auch auf der Haushaltsebene. Abstract
"One of the purposes of minimum wage legislation is to protect women workers. However, the impact of minimum wage on female employment has been controversial. We perform a meta-analysis to test the policy effect. After correcting for publication bias using the overall sample, the effect is positive, indicating that minimum wages actually increase female employment. We use 32 moderators as potential explanatory variables to explain the heterogeneity of the literature and find that it stems from the data characteristics and methods used in econometric estimates. In addition, education plays an important role in regulating the female employment effect of minimum wages. Furthermore, we find that the minimum wage results in an increase in female employment in developing countries, while developed countries do not benefit from the minimum wage system. This could be related to differences in industrial structure, social security coverage, and informal employment rate in the two types of countries. Our triple-difference estimates suggest a null impact of the minimum wage laws, potentially reflecting disemployment effects and the positive selection bias of the workers remaining in the labor force. When comparing county-industry Trends between counties straddling state borders, female employment is lower by around 3.1% in affected county-industry cells. We assume minimum wage causes unemployment and that the government finances unemployment benefits via taxes and public debt. "Income inequality in labor markets arises from both inadequate pay at the bottom and excessive remuneration at the top of the wage distribution. Statutory minimum wages have proven effective in addressing low wages and in-work poverty, yet many countries have not fully implemented them. Conversely, salary caps have received relatively little attention as instruments to limit top incomes. This paper examines the effects of introducing both minimum and maximum wages in Italy using Eurogreen, a macro-simulation model that integrates a dynamic input–output framework with labor market heterogeneity. Our findings indicate that the joint implementation of these policies substantially reduces labor market inequalities without compromising overall economic performance. Minimum wages help mitigate disparities across skill levels, occupational groups, and industrial sectors, while maximum wages are particularly effective in narrowing the gender pay gap. In this paper, we analyze the impact of a nationwide introduction of minimum wages in Germany on employer-induced work pressure, using detailed worker-level survey data. "A common concern surrounding minimum wage policies is their impact on independent businesses, which are often feared to be less able to bear or pass on cost increases. We examine how these typically small and medium-size firms accommodate minimum wage increases along product and labor market margins using a matched owner-firm-worker panel data set drawn from the universe of U.S. tax records over a 10-year period, and using state minimum wage changes as identifying variation. We find that on average, firms in highly exposed industries do not substantially reduce employment—they do not lay off workers but moderately reduce part-time hiring. Instead, these firms are able to fully finance the new labor costs with new revenues, leaving average owner profits unchanged. Higher wage floors, however, forestall entry, particularly for less productive firms, reducing the number of independent firms operating in these industries by roughly 2%. Yet these industries do not shrink; instead, incumbent responses and strong positive selection among entrants reshape industries that rely heavily on low-wage workers, yielding fewer but more productive firms after the cost shock. We also take a worker-level perspective to examine how potentially vulnerable individuals are affected by minimum wage increases. Using panels of low-earning and young workers, we find that their average earnings rise substantially with the minimum wage, while they are no less likely to be employed. Worker transitions indicate that minimum wage increases boost retention and that worker reallocation from independent firms toward corporations buffers disemployment impacts from reduced hiring at independent firms." "Since 2015, the national minimum wage aims to benefit primarily low-wage workers in Germany. I examine how the minimum wage influences gender wage gaps of full-time workers within the lower half of the wage distribution on a regional level. Using administrative data, distinct regional differences in the extent of gender wage gaps and responses to the minimum wage become clear. Overall, wage gaps between men and women at the 10th percentile decrease by 2.46 and 6.34 percentage points in the West and East of Germany after 2015. Applying counterfactual wage distributions, I show that introducing the minimum wage explains decreases in gender wage gaps by 60% to 95%. Group-specific analyses demonstrate various responses based on age, educational level and occupational activity. Counterfactual aggregate Oaxaca-Blinder decompositions indicate that discriminatory remuneration structures decrease in the West of Germany after introducing the minimum wage." Die nach langer kontroverser Diskussion zum 1. Januar 2015 erfolgte Einführung des gesetzlichen Mindestlohnes (als Lohnuntergrenze für fast alle) fiel zum einen in eine arbeitsmarktlich günstige Zeit, in der die Beschäftigungszahlen stiegen und die Wirtschaft wuchs. Zum anderen aber ist die damalige Höhe von 8,50 Euro nicht als sachlogisches Analyseergebnis vom Himmel gefallen. Sie ist zu verstehen als ein relativ niedrig dimensionierter Einstieg in die Mindestlohn-Welt – zum einen aus politischen Durchsetzbarkeitsgründen, zum anderen aber auch, weil man damals sich nicht wirklich sicher war, ob und welche Arbeitsmarkteffekte der Mindestlohn haben wird." "This paper uses cross-country macroeconomic empirical evidence among OECD countries to examine possible non-linear effects on employment of raising the minimum wage, in particular that marginal disemployment effects become larger when the initial minimum wage is already high. Some evidence is found for such effects, particularly for female and older workers, although the estimated threshold beyond which this occurs—at roughly 50–60% of the median wage—above which such effects become apparent should be viewed as indicative rather than precise point estimates. The paper also finds that these non-linear disemployment effects are much more apparent for countries with strict Employment Protection Legislation (EPL) and/or with a high labour tax wedge. This suggests caution in applying the findings from much of the ‘new’ minimum wage literature based on US evidence to other OECD countries where EPL and tax wedges are typically stricter/higher." "This report investigates the UK's 2016 National Living Wage (NLW) introduction, focusing on firm adjustment through labour market transitions and job contract amendments. The NLW boosted worker wages, and whilst there was no change in total employment, firms adjusted through changes in employment composition and by altering employment contracts. The NLW spurred increased transitions from temporary to permanent roles, reduced underemployment, and shifted workers away from non-standard arrangements like part-time roles. However, a modest rise in zero-hour contracts among exposed workers reflects the nuanced nature of these adjustments. These contract changes, and shifts in composition and transition dynamics, provide insights into ways in which employers adjustment to cost shocks induced by minimum wage increases, and how at the same time they maintain employment stability and reshape within-firm job and career structures." "Introduced in France in the 1990s to reduce the cost of low-skilled labor, payroll tax reductions on low wages were later expanded and extended to higher wages. This study evaluates the impact of the current payroll tax schedule on employment, fiscal surplus, and welfare. We develop a life-cycle matching model in which workers are heterogeneous in terms of age, education, human capital, family status, hours worked and idiosyncratic productivity, and where search effort, hiring and separations are endogenous. Accounting for interactions with the socio-fiscal system, we demonstrate that reducing payroll tax cuts for low wages would result in declines in both employment and fiscal surplus. Furthermore, we show that increasing the minimum wage would significantly reduce employment and fiscal surplus, with the magnitude of the effect depending on whether the payroll tax schedule and other socio-fiscal measures are indexed to the minimum wage. Lastly, we identify the optimal payroll tax schedule, revealing that employment, fiscal surplus, and welfare can all be improved by increasing payroll tax reductions for wages near the minimum wage while reducing them for wages exceeding twice the minimum wage." "2024 was an eventful year for minimum wage regulations in most EU Member States, as the EU Minimum Wage Directive had to be transposed into national legislation by mid November. Therefore, the regular discussions on setting rates for 2025 were sometimes overshadowed by discussions regarding the required adaptations to national regulations. Most countries managed to transpose the directive by the deadline or with a short delay but still within the year. However, in a few countries, the full transposition was still pending as of mid-March 2025. This year’s edition of the annual review on minimum wages provides a comprehensive overview of recent developments. The first two chapters present the usual summaries of how national minimum wages (and collectively agreed minimum wages in countries without a national minimum wage) were set and developed for 2025. Chapter 3 focuses on the new minimum wage regulations, providing a comparative analysis of how Member States with statutory minimum wages have implemented various articles and aspects of the directive. It examines the indicative reference values adopted, the consultative bodies designated or set up, criteria that wage-setters are required to consider when uprating, approaches to variations in minimum wages and measures to promote collective bargaining. Chapter 4 focuses on minimum wage earners and their ability to afford housing, based on analysis of the latest data from the European Union Statistics on Income and Living Conditions (EU-SILC). Furthermore, this report is accompanied by two related Eurofound working papers. The first presents three country examples of how Member States have approached their adequacy assessments in the context of the Minimum Wage Directive (Eurofound, 2025a). The second provides an overview of recent research publications on minimum wages, mainly published in 2024 (Eurofound, 2025b). "There are considerable differences in minimum wage growth between EU member states with national minimum wages. Potential sources for these differences are discrepancies in economic fundamentals and institutional differences in how minimum wages are adjusted. Using a novel dataset based on macroeconomic data, institutional information on minimum wage setting and data on economic policy orientation and elections, the article tests whether growth differences in the minimum wage of 21 EU member states during the time period 2000 to 2020 can be explained by a catch-up dynamic in new EU member states, by different growth models of EU member states or by differences in the actors that are responsible for the adjustment of minimum wages. The results show that across the entire sample and irrespective of actors, minimum wage growth follows consumer price inflation and wage growth most closely. Higher than average minimum wage growth rates in EU member states stem from overshooting inflation during the period of EU accession, reducing wage inequality and increasing the Kaitz index. Actors also mattered for minimum wage growth. Adjustments by social partner consensus led to higher minimum wage growth than the benchmark of indexed minimum wages, introducing a distributive element to minimum wage adjustments." "Zur Erstellung des fünften Bericht der Mindestlohnkommission zum 30. Juni 2025 liefert dieser Bericht bis zum Jahr 2023 Auswertungen zur Lohnentwicklung, zur Arbeitszeit und zur Einhaltung des gesetzlichen Mindestlohns als inhaltliche Grundlage zur Einschätzung der Implikationen des Mindestlohns am Arbeitsmarkt. Als Datenbasis fungiert das Sozio-oekonomische Panel (SOEP) – eine freiwillige Mehrthemen-Bevölkerungsbefragung von Individuen in deutschen Privathaushalten (vgl. Goebel et al. 2019). Das Projekt MLK030 verfolgt darüber hinaus ein zweites Projektziel: Die Validierung von Arbeitszeitangaben im SOEP, die, wie in jeder Bevölkerungsbefragung, mit Messfehlern behaftet sein können und zentral sind für die Berechnung von Stundenlöhnen aus monatlichen Bruttoentgelten. Bereits für den letzten Bericht der Mindestlohnkommission (MLK) wurde eine Validierung der im SOEP gemessenen monatlichen Bruttoentgelte mit Angaben aus dem Register der Deutschen Rentenversicherung Bund vorgenommen. Die Ergebnisse zeigten, dass die Angaben zu den Bruttoentgelten im SOEP kaum abweichen von den Entgeltinformationen aus den Registerdaten der gesetzlichen Rentenversicherung (vgl. Schröder et al., 2023). Zur Validierung der Arbeitszeitangaben im SOEP wurde für die erwerbstätigen SOEP-Befragten ein gesonderter Drop-Off Fragebogen konzipiert. "Diese im Auftrag der Mindestlohnkommission erstellte Studie analysiert die kausalen Auswirkungen der Erhöhung des gesetzlichen Mindestlohns auf 10,45 Euro zum 1. Juli 2022 sowie auf 12 Euro zum 1. Oktober 2022. Dabei stehen die Effekte auf Zielgrößen der individuellen Beschäftigungsbewegungen (innerhalb und zwischen Betrieben) sowie der inner- und zwischenbetrieblichen Lohnstruktur im Zentrum. Die Analyse basiert auf detaillierten administrativen Arbeitgeber-Arbeitnehmer Daten der Bundesagentur für Arbeit, die eine tagesgenaue Erfassung der Zielvariablen erlauben. Durch die Verknüpfung mit sekundären Quellen kann die betriebliche Mindestlohnbetroffenheit erfasst werden. Für die empirische Analyse werden kausalanalytische Methoden verwendet, die dem aktuellen Standard der nationalen und internationalen Mindestlohnforschung entsprechen, sodass die Ergebnisse der Studie im Sinne von Ursache-Wirkungs-Relationen interpretiert werden können. Die angewandten Methoden basieren auf unterschiedlichen Varianten des Differenz-in-Differenzen-Ansatzes. Die zentralen Ergebnisse der Studie lassen sich wie folgt zusammenfassen: - Die Erhöhung des gesetzlichen Mindestlohns auf 12 Euro hatte keine statistisch signifikanten Effekte auf die zwischenbetriebliche Mobilität sozialversicherungspflichtig Beschäftigter. - Für den Effekt der Mindestlohnerhöhungen auf zwischenbetrieblichen Beschäftigungsbewegungen geringfügig Beschäftigter im Haupt- oder Nebenjob zeigt sich, dass Kleinbetriebe (mit bis zu 4 Beschäftigten) ebenfalls keine mindestlohnbedingte Reaktion in der zwischenbetrieblichen Mobilität zeigen. - Bezüglich der zwischenbetrieblichen Beschäftigungsbewegungen geringfügig Beschäftigter in mittelgroßen Betrieben und Großbetrieben lässt unsere Analyse keine verlässlichen, kausal interpretierbaren Schlüsse zu. - Hinsichtlich der Wirkung der Mindestlohnerhöhungen auf innerbetriebliche Beschäftigungsbewegungen weisen unsere Schätzungen auf einen leichten Anstieg der Übergänge von geringfügiger in sozialversicherungspflichtige Beschäftigung hin. Dieses Ergebnis findet sich jedoch nur für das dritte Quartal 2022, in dem es unter anderem aufgrund der unveränderten Geringfügigkeitsschwelle bei steigendem Stundenlohn und gleichbleibenden Arbeitsstunden zu Übergängen von geringfügiger in sozialversicherungspflichtige Beschäftigung kommen konnte. Im vierten Quartal 2022, in dem gleichzeitig mit dem Mindestlohn auch die Geringfügigkeitsgrenze angehoben wurde, findet sich kein statistisch signifikanter Effekt auf Übergänge in sozialversicherungspflichtige Beschäftigung. - Deutliche Mindestlohneffekte treten in Bezug auf die innerbetriebliche Lohnstruktur auf. Hier ist eine deutliche Kompression der betriebsinternen Lohnverteilung zu beobachten, die insbesondere die unteren Bereiche der Lohnverteilung betrifft, jedoch aufgrund von Spillover-Effekten auch bis in höhere Bereiche wirkt. - Für die Zielgröße der zwischenbetrieblichen Lohnstruktur lassen sich keine Effekte der Mindestlohnerhöhungen nachweisen. "Many argue that minimum wages can prevent efficiency losses from monopsony power. We assess this argument in a general equilibrium model of oligopsonistic labor markets with heterogeneous workers and firms. We decompose welfare gains into an efficiency component that captures reductions in monopsony power and a redistributive component that captures the way minimum wages shift resources across people. The minimum wage that maximizes the efficiency component of welfare lies below $8.00 and yields gains worth less than 0.2% of lifetime consumption. When we add back in Utilitarian redistributive motives, the optimal minimum wage is $11 and redistribution accounts for 102.5% of the resulting welfare gains, implying offsetting efficiency losses of −2.5%. The reason a minimum wage struggles to deliver efficiency gains is that with realistic firm productivity dispersion, a minimum wage that eliminates monopsony power at one firm causes severe rationing at another. "Using 1979-2019 Current Population Survey data, we study the effect of state and federal minimum wage policies on gender, race, and ethnic inequality. We find that minimum wages substantially reduce intergroup wage inequality at least up to the 20th wage percentile, with no evidence of adverse employment effects. We conduct counterfactual simulations of between-group inequality due to minimum wage changes since 1979. Declines in the real minimum wage in the 1980s slowed progress in narrowing between-group inequality. Relatively small changes in minimum wages during 1989-1998 and 1998-2007 meant little role for the minimum wage over those time spans. Since 2007, several states have steeply raised their minimum wages, especially raising Hispanics' relative wages, because they earn low wages and reside disproportionately in those states. Finally, we find that raising the federal minimum wage to $12/hour in 2020 dollars ($14.49 in 2025Q2 dollars) would reduce existing between-group wage gaps below the 15th percentile by 25-50%." "Der Bundestag hat das Personal der mit der Kontrolle des Mindestlohns beauftragten Finanzkontrolle Schwarzarbeit (FKS) im Zoll kräftig aufgestockt. Der Bundesrechnungshof und die Gewerkschaft der Polizei haben darüber hinaus wiederholt gefordert, dass sich auch die Strukturen der FKS und ihre Kontrollstrategien ändern müssten, um die in der Schwarzarbeit zunehmend professionell organisierten Formen der Kriminalität zu bekämpfen. Die FKS hat mittlerweile ein eigenes Arbeitsgebiet für die Prüfungen und Ermittlungen organisierter Form der Kriminalität geschaffen. Die bislang regionalen Prüfungen und Ermittlungen erlauben es allerdings weiterhin nicht, regionsübergreifende Täterstrukturen zu erkennen. Weitere Reformschritte sind notwendig. Dazu gehören zentrale datengestützte Risikoanalysen und eine Ressourcenbündelung mit der Zollfahndung, dem anderen Vollzugsdienst innerhalb des Zolls. Zusätzlich sollten der Opferschutz ausgebaut, das Verbandsklagerecht eingeführt und die Arbeit des Zolls durch eine fälschungssichere elektronische Arbeitszeiterfassung erleichtert werden." "This study re-examines Dube (2019), which finds large and statistically significant poverty-reducing effects of the minimum wage. We show that his estimated elasticities are fragile and sensitive to (1) time period under study, (2) choice of macroeconomic controls, (3) limiting counterfactuals to geographically proximate states (“close controls”), which poorly match treatment states' pre-treatment poverty trends, and (4) accounting for potential bias caused by heterogeneous and dynamic treatment effects. Using data spanning nearly four decades from the March Current Population Survey and a dynamic difference-in-differences (DiD) approach, we find that a 10 percent increase in the minimum wage is associated with a (statistically insignificant) 0.17 percent increase in the probability of longer-run poverty among all persons. With 95% confidence, we can rule out long-run poverty elasticities with respect to the minimum wage of less than -0.129. Our null results persist across a variety of DiD estimation strategies, including two-way fixed effects, stacked DiD, Callaway and Sant'Anna, and synthetic DiD. We conclude that, to date, the preponderance of evidence suggests that minimum wage increases are an ineffective policy strategy for alleviating poverty." "In Deutschland ist das Zusammenspiel zwischen Löhnen und institutionellen sowie marktbedingten Friktionen ein zentrales Thema wirtschaftspolitischer Debatten. Diese Dissertation untersucht in drei empirischen Studien kausale Zusammenhänge zwischen Löhnen und Mindestlöhnen, Matchingfriktionen und Arbeitsmarktanspannung. Die Analysen basieren auf umfangreichen administrativen Daten der Bundesagentur für Arbeit und nutzen fortgeschrittene ökonometrische Methoden zur kausalen Inferenz. Die ersten beiden Kapitel betrachten institutionelle Effekte – insbesondere die Einführung des gesetzlichen Mindestlohns im Jahr 2015 – während das dritte Kapitel den Fokus auf veränderte Marktbedingungen legt, insbesondere den zunehmenden Fachkräftemangel. Ziel ist es, die Wirkungsmechanismen zwischen Löhnen und Arbeitsmarktfriktionen differenziert darzustellen. Kapitel 1 Dieses Kapitel entwickelt einen innovativen Machine-Learning-Ansatz zur verbesserten Schätzung langfristiger Lohneffekte des Mindestlohns. Übliche Studien basieren auf einem fixen Pre-Treatment-Indikator („Bite“), basierend auf Löhnen vor der Politikmaßnahme, der die Betroffenheit von der Mindestlohneinführung nur kurzfristig akkurat abbildet. Um langfristige dynamische Veränderungen zu erfassen, werden hier ein zeitvariable Bite-Indikatoren mittels LASSO-basierter Vorhersagemodelle konstruiert, welche die Inzidenz und die Intensität der Mindestlohnbetroffenheit abbilden. Basierend auf administrativen Daten der Jahre 2010–2014 wird die Mindestlohnbetroffenheit für den Zeitraum 2015–2020 vorhergesagt. In der anschließenden Differenz-von-Differenzen-Analyse zeigen sich signifikant positive Lohneffekte, die im Vergleich zu herkömmlichen Methoden jedoch geringer ausfallen und über die Zeit konstant bleiben. Die Ergebnisse deuten darauf hin, dass traditionelle Evaluierungen die Effekte überschätzen könnten, da sie dynamische Selektionseffekte und mindestlohnunabhängige Lohnentwicklungen nicht ausreichend berücksichtigen. Kapitel 2 In diesem Kapitel wird untersucht, wie sich die Einführung des Mindestlohns auf offene Stellen und damit verbundene Friktionen im Matching-Prozess ausgewirkt hat. Die Analyse basiert auf administrativen Vakanzdaten und Erwerbsbiographien. Die Analyse erfolgt auf der Berufsebenen für den Zeitraum 2013–2019 und nutzt ein Differenz-von-Differenzen-Design. Die Ergebnisse zeigen, dass die Anzahl neu gemeldeter Stellen durch die Mindestlohneinführung insgesamt nicht zurückging. Jedoch stieg der Anteil stornierter Vakanzen um 4–9 Prozent, und die Dauer erfolgreicher Besetzungsprozesse erhöhte sich um 5–6 Prozent. Dies deutet auf verstärkte Such- und Matchingfriktionen hin, etwa durch höhere Einstellungsstandards oder reduzierte berufliche Mobilität. Ergänzende Analysen zeigen geringere Übergänge zwischen Arbeitgebern, insbesondere bei Berufswechseln. Somit wird deutlich, dass die Mindestlohneinführung zwar nur geringe Auswirkungen auf die Beschäftigung hatte, aber dennoch Matchingprozesse erheblich beeinflusst hat. Kapitel 3 Dieses Kapitel wechselt die Perspektive und untersucht, wie zunehmende Arbeitsmarktanspannung – gemessen als Verhältnis von offenen Stellen zu Arbeitssuchenden – die Lohnentwicklung beeinflusst hat. Mithilfe eines Leave-One-Out-Instruments wird der kausale Effekt lokaler Arbeitsmarktanspannung in beruflichen Arbeitsmärkten auf Löhne geschätzt. Die Ergebnisse zeigen moderate, aber signifikant positive Lohneffekte, die etwa 7–19 Prozent des realen Lohnwachstums in Deutschland zwischen 2012 und 2022 erklären. Besonders stark profitieren neu Eingestellte, Hochqualifizierte, Beschäftigte im Dienstleistungssektor und Arbeitnehmer in Ostdeutschland. Zudem steigt der Lohn in Niedriglohnunternehmen überdurchschnittlich stark, was auf eine Verringerung der Lohnungleichheit hindeutet. Im Gesamtfazit werden die Erkenntnisse der drei Studien zusammengeführt. Die Arbeit zeigt, wie institutionelle Eingriffe wie der Mindestlohn einerseits Löhne anheben, gleichzeitig aber neue Friktionen erzeugen können. Andererseits können veränderte Marktbedingungen auch ohne staatliche Eingriffe Löhne steigern – wie etwa bei hoher Arbeitsmarktanspannung. "Das Forschungsprojekt „Auswirkungen des gesetzlichen Mindestlohns auf Beschäftigung und Arbeitslosigkeit“ im Auftrag der Mindestlohnkommission besteht im Wesentlichen aus zwei Teilen. Zum einen werden die Auswirkungen der Einführung des gesetzlichen Mindestlohns zum 1. Januar 2015 sowie der Anhebungen zwischen dem 1. Januar 2017 und dem 1. Januar 2024 auf die Zielgrößen „Beschäftigung“ und „Arbeitslosigkeit“ bis Mitte des Jahres 2024 analysiert. Als Datenbasis dienen hierfür aggregierte amtliche Daten auf regionaler Ebene, die mit Indikatoren zur Mindestlohnbetroffenheit verknüpft werden. Dies erlaubt die Anwendung ökonometrischer Methoden, die einem Experimentalstandard möglichst nahekommen, sodass die erzielten Ergebnisse eine Interpretation im Sinne von Ursache-Wirkungs-Relationen erlauben. Dazu werden verschiedene Varianten des so genannten Differenz-in-Differenzen-Ansatzes verwendet. Des Weiteren wird ein besonderer Fokus auf die Untersuchung von Beschäftigungseffekten der Erhöhung des Mindestlohns auf 12 Euro im Jahr 2022 gelegt. Die Datengrundlage bilden detaillierte Daten zu Verdiensten und Arbeitszeiten, die es ermöglichen, Veränderungen in den regionalen Verteilungen von Stundenlöhnen über die Zeit zu untersuchen. Hierzu wird ein sogenannter „Bunching“-Ansatz verwendet, der es erlaubt, Veränderungen entlang der Verteilung der Stundenlöhne zu betrachten, und somit einen Fokus auf Beschäftigungsveränderungen im Bereich um den neuen Mindestlohn herum ermöglicht. Die wesentlichen Erkenntnisse lassen sich wie folgt zusammenfassen: - Die Betroffenheit vom Mindestlohn in Bezug auf die Lohnlücke hat im Jahr 2022 gegenüber dem Jahr 2018 in allen Regionen und im Vergleich zum Jahr 2014 in den meisten Regionen zugenommen. Dabei ist auch festzustellen, dass die Mindestlohnbetroffenheit über die Jahre hinweg variiert und nicht immer nur die gleichen Regionen besonders stark vom Mindestlohn betroffen sind. Dies äußert sich in Korrelationskoeffizienten der regionalspezifischen Lohnlücken auf geringem Niveau zwischen 0,295 (2014 und 2018) und 0,352 (2018 und 2022). - Die kausalen Schätzungen zeigen, dass die Mindestlohneinführung im Zeitraum vom Jahr 2015 bis einschließlich des ersten Quartals 2024 die gesamte abhängige Beschäftigung in stark vom Mindestlohn betroffenen Regionen im Vergleich zu schwach betroffenen Regionen um ca. 0,6 Prozent reduziert hat. - Dieses Resultat ist hauptsächlich auf den Rückgang der ausschließlich geringfügigen Beschäftigung zurückzuführen, wobei sich die negativen Effekte für diese Beschäftigungsform tendenziell im Zeitverlauf noch etwas verstärkt haben. Für die sozialversicherungspflichtige Beschäftigung insgesamt können hingegen keine Effekte gefunden werden. - Der negative Effekt auf die geringfügige Beschäftigung ist für Männer etwas stärker ausgeprägt als für Frauen, für jüngere Beschäftigte stärker als für ältere Beschäftigte und für Helfer:innen und Fachkräfte stärker als für Expert:innen und Spezialist:innen. Außerdem deuten die Ergebnisse darauf hin, dass sich der Rückgang der geringfügigen Beschäftigung vor allem auf die Wirtschaftszweige Verkehr und Lagerung, Land- und Forstwirtschaft und Fischerei, Erziehung und Unterricht sowie der Erbringung sonstiger wirtschaftlicher Dienstleistungen zurückführen lässt. - Während die meisten Analysen zur sozialversicherungspflichtigen Beschäftigung auf keine Mindestlohneffekte hinweisen, ergeben sich für einige Wirtschaftszweige negative (Verarbeitendes Gewerbe; Bergbau, Energie- und Wasserversorgung, Entsorgungswirtschaft) und für andere Bereiche sogar positive Effekte (Helfer:innen; Kunst, Unterhaltung und Erholung). - Es gibt große Effektunterschiede zwischen Regionen, die durch unterschiedliche Wirtschaftsdynamiken gekennzeichnet sind. In Regionen mit einem relativ geringen Wirtschaftswachstum vor der Einführung des Mindestlohns bzw. vor dessen Erhöhungen in den Jahren 2019 und 2022, geht sowohl die gesamte abhängige als auch die sozialversicherungspflichtige Beschäftigung zurück. Der negative Effekt auf die geringfügige Beschäftigung ist in diesen Regionen auch deutlicher ausgeprägt. - Die Analyse der Mindestlohnerhöhungen zeigt, dass insbesondere die Erhöhungen zum 1. Januar 2019 und zum 1. Juli bzw. 1. Oktober 2022, in geringerem Maß auch die anderen Erhöhungen, zusätzliche negative Effekte auf die Gesamtbeschäftigung entfaltet haben. Diese sind wiederum hauptsächlich von der geringfügigen Beschäftigung getrieben. - Während der Gesamteffekt auf die Arbeitslosigkeit nicht signifikant ist, deuten die Ergebnisse darauf hin, dass zwischen dem zweiten Quartal 2020 und dem ersten Quartal 2021 (erstes Jahr der Corona-Pandemie) sowie ab dem zweiten Quartal 2022 (Beginn des russischen Angriffskrieges gegen die Ukraine) ein signifikanter Rückgang in der Arbeitslosigkeit erfolgte. Abstract
"We examine whether the employment effects of minimum wage depend on unknown tipping points in the labor market. We apply a continuous threshold regression model—regression kink with unknown thresholds—to U.S. state-level panel data in 1993–2016 to estimate the tipping point and quantile employment effects. Overall, we find that the marginal effect is near-zero or mildly negative below the tipping point, and it is considerably more negative above it. The tipping occurs at 50–55% of the state’s median wage among women and 40–45% among men. Simulations of minimum wage reforms reveal nonlinear and asymmetric employment effects."
