"We evaluate partial retirement options as an instrument to increase labor participation among older individuals. In a stated choice experiment, Dutch survey respondents were asked to choose among early, late and partial retirement scenarios purged from restrictions on part-time work and gradual retirement. Retirement scenario characteristics were randomized, generating rich variation in the choice options. The stated choices are validated using revealed preference data on (planned) retirement decisions. Using the stated choice data, we estimate a model that makes the trade-offs between leisure and income over the life cycle explicit, and use the estimated model for counterfactual policy simulations. We find that, as expected, higher (full) pension eligibility ages make actuarially fair (abrupt) early retirement more attractive and make late retirement less attractive, while about one in three respondents prefer partial retirement irrespective of the eligibility age. Early retirement becomes more attractive than late retirement when individuals do not have the partial retirement option. Moreover, the partial retirement decision is sensitive to financial incentives so that subsidizing partial retirement with higher wages or with more than actuarially fair pension increases for delaying retirement increases total labor supply. These findings demonstrate the potential of partial retirement as a policy instrument to stimulate labor participation, especially when pension eligibility is delayed." "We present a meta-evaluation of the literature on the impacts of active labour market policies for unemployed people over 50, extracting 82 impacts for analysis. The meta-evaluation includes only impact evaluations that examine both a group of beneficiaries and a control group of comparable non-beneficiaries. On average, we find that active policies have a slightly negative effect (−0.8 percentage points) on the probability of unemployed people over 50 finding a job and that this negative effect disappears 24 months after policy implementation. However, this effect is very different when disaggregated by policy type. Direct job creation policies have a clear negative effect (−3.9 percentage points), and training policies have a positive average effect, either in isolation (2.4 percentage points) or when combined with search assistance or counselling (1.7 percentage points). We also find slight differences by gender, with the effect of active policies being greater for women than for men. These results have important implications, given that the European Commission and the Organisation for Economic Co-operation and Development have made active policies the cornerstone of their efforts to improve the re-employment of older people. Our results support training policies, either in isolation or in combination with search assistance and counselling. The greatest impacts are obtained after 12 months of policy implementation." Forschungsergebnisse deuten darauf hin, dass die Integration Älterer in die allgemein an Arbeitslose gestellten Suchanforderungen zu einem verstärkten Übergang in Beschäftigung führen kann. Als negativer Begleiteffekt ist allerdings eine Zunahme von Inaktivität, etwa durch Berufsunfähigkeit, zu berücksichtigen. Insgesamt kann eine Strategie, die konkrete Suchanforderungen an ältere Arbeitslose stellt und mit einem Monitoringverfahren verbindet, die Wiederbeschäftigung von Älteren deutlich stärken." "Observed increases in retirement age are generally attributed to policies to extend working lives (PEW). In a quasi-experimental design, we examine to what extent increases in employment of older workers can be attributed to secular changes in individual characteristics as opposed to PEW. We compare two countries: one with clear PEW (the Netherlands) and one without PEW (Norway). Data come from the Dutch Longitudinal Aging Study Amsterdam and the NORwegian Longitudinal study on Aging and Generations. From each study, two same-age (55–64 years) samples are selected, one recruited in 2002–03, and one recruited after five (Norway) and ten years (Netherlands). In pooled regression analysis, paid work is the outcome variable, and time of measurement, the main independent variable. Individual characteristics include age, sex, educational level, self-perceived health, functional limitations, sense of mastery, and work status of partner. Employment rose in both countries, faster in the Netherlands than in Norway. Of the rise in employment, individual characteristics explained less in the Netherlands than in Norway. Accounting for these, the interaction country*time was significant, indicating an extra rise in employment of 5.2 and 7.5% points for Dutch men and women, net of individual characteristics and unobserved factors that are assumed to be similar in both countries. The extra rise in the Netherlands represents 57% of the total rise for both sexes. Thus, secular change in individual characteristics explains part of the rise in employment in both countries. "What governs labour force participation in later life and why is it so different across countries? Health and labour force participation in older ages are not strongly linked, but we observe a large variation across countries in old-age labour force participation. This points to the important role of country-specific regulations governing pension receipt and old-age labour force participation. In addition to the statutory eligibility age for a pension, such country-specific regulations include: earnings tests that limit the amount of earnings when pension benefits are received; the amount of benefit deductions for early retirement; the availability of part-time pensions before normal retirement; special regulations that permit early retirement for certain population groups; and either subsidies or extra costs for employers if they keep older employees in their labour force. This paper asks two questions: Can we link a relatively low labour force participation at ages 60–64 to country-specific regulations that make early retirement attractive? and Can we link a relatively high labour force participation at ages 65–74 to country-specific regulations that make late retirement attractive? To answer these questions, we compared the experiences in a set of developed countries around the world in order to understand better the impact of country-specific rules and laws on work and retirement behaviour at older ages and, by consequence, on the financial sustainability of pension systems." "In diesem Artikel wird untersucht, inwieweit Instrumentensubstitution unter Möglichkeiten zum frühen Austritt in Europa zwischen 1995 und 2015 zum Einsatz kam. Anhand von aggregierten Eurostat‐Daten über Nichterwerbsquoten und Beschäftigungsquoten unter der Bevölkerung von 55 bis 64 Jahren in 19 europäischen Staaten analysieren wir Substitutionseffekte zwischen Austrittswegen und Gesamtausstrahlungseffekte in die Nichterwerbstätigkeit. Trotz eines starken Rückgangs des vorzeitigen Ausscheidens und des Anstiegs der Beschäftigungsquote von älteren Arbeitnehmern weisen die Ergebnisse darauf hin, dass Instrumentensubstitution insbesondere zwischen Frührente und Invalidität geläufig war. Die Abnahme des frühen Ausscheidens fiel mit erheblichen Ausstrahlungseffekten in Nichterwerbstätigkeit zusammen. "In den letzten 25 Jahren hat es in Deutschland und Europa Bemühungen auf institutioneller und betrieblicher Ebene gegeben, ältere Arbeitnehmer länger im Berufsleben zu halten und so deren Beschäftigungsquote zu erhöhen. Der vorliegende Beitrag untersucht die Auswirkungen dieser Reformen auf das gewünschte Renteneintrittsalter, das Alter, zu dem Ältere in Rente gehen wollen, und auf das erwartete Renteneintrittsalter, das Alter, zu dem sie realistisch glauben, dies zu tun. Die Ergebnisse, basierend auf mehreren Datensätzen (European Social Survey, Eurobarometer, Sozio-oekonomisches Panel, Deutsche Altersstudie), zeigen, dass sowohl das gewünschte als auch das erwartete zukünftige Renteneintrittsalter von älteren Arbeitnehmern in den letzten zehn Jahren gestiegen sind. Allerdings zeigen sich deutliche Unterschiede zwischen sozialen Gruppen. Während Hochqualifizierte eher glauben, ihr gewünschtes und erwartetes Renteneintrittsalter synchronisieren zu können, erwarten solche mit niedriger Bildung und geringem Einkommen, dass sie aus finanziellen Gründen länger arbeiten müssen, als sie wollen. Die Ergebnisse stützen somit Befürchtungen, dass die renten- und arbeitsmarktpolitischen Reformen zu neuer sozialer Ungleichheit beim Rentenübergang führen." (Autorenreferat, IAB-Doku)

In all four cases, important reforms have been made to the pension systems, including the consolidation of exten- sive occupational pensions in the Netherlands, substantial expan- sion of occupational pensions in Germany, and a continued marginal position of occupational pensions in Austria and Belgium. "The article provides an assessment to what extent reforms of occupational pensions (OP) have fostered a 'risk shift' or increased social protection dualism across countries. The essay focuses on workers, whilst previous research primarily analyzed provision for current pensioners. The empirical analysis confirms that in countries such as the Netherlands and Sweden, increased private pension or (OP) provision does not necessarily lead towards social protection dualism and comprehensive risk shifts. Britain continues to be characterized by strong social protection dualism and entrenched social divides, creating 'social policy enclaves'. Divisions of welfare are also very likely to be a feature of the German pension system in the future. The latter two countries have witnessed clear risk shifts and processes of dualization. The pension systems in Austria, Italy, and Spain have not witnessed paradigmatic changes, and continue to be primarily based on public/statutory pension schemes. The idea that multi-pillarization in itself fosters major risk shifts and dualization has to be reconsidered. Under specific conditions, encompassing OPs can be functionally equivalent to public pension schemes. "Das persönliche Erwerbstätigenkonto wird im 'Weißbuch Arbeiten 4.0' als ein Instrument zur Diskussion gestellt, welches eine erwerbsorientierte Sozialpolitik im Lebensverlauf sicherstellen und stärker auf die individuellen Bedürfnisse ausrichten könnte. Ein solches Konto könnte jedem beim Eintritt ins Erwerbsleben zur Verfügung gestellt werden. Auch wenn viele Unterschiede im Detail bestehen, insbesondere bei der Finanzierung und bei der Regelung der sogenannten 'Ziehungsrechte', ist allen Vorschlägen im Vergleich zur derzeit vorherrschenden Organisation sozialstaatlicher Leistungen das Ziel einer Erhöhung der individuellen Autonomie gemein. Das Individuum soll durch den Transfer von staatlichen Ressourcen und/oder die Unterstützung des Aufbaus eines Guthabens aus eigenen Beiträgen auf einem Konto in die Lage versetzt werden, nach eigener Einschätzung mit bestimmten, sich im Lebenslauf verändernden Anforderungen zurecht zu kommen und hierfür die verfügbaren Mittel einzusetzen. Dies kommt insbesondere zur Abfederung von Erwerbsunterbrechungen oder Phasen der Teilzeitarbeit, für eine berufliche Weiterbildung oder Neuorientierung, aber auch für einen flexibleren Übergang in den Ruhestand in Frage. "Obwohl sich im letzten Jahrzehnt die Arbeitsmarktsituation älterer Arbeitnehmer in allen EU-Ländern verbessert hat, gibt es erhebliche Länderunterschiede im Hinblick auf die Erwerbsbeteiligung Älterer. Um unterschiedliche Entwicklungen zu dokumentieren und zu beurteilen, was am besten im Hinblick auf die Verlängerung des Erwerbslebens und bei der Wiedereingliederung älterer Arbeitsloser funktioniert, wird die Situation in fünf Ländern analysiert: Deutschland, Frankreich, Niederlande, Norwegen und Österreich. Zahlreiche empirische Befunde zeigen, dass finanzielle Anreize bzw. 'finanzielle Sanktionen' durch Rentenreformen und die Abschaffung länderspezifischer Wege in den vorzeitigen Ruhestand mehr Einfluss auf die Verlängerung des Arbeitslebens haben, als alle anderen Maßnahmen. Die Wiedereingliederung nach einem Verlust des Arbeitsplatzes und das Risiko der Langzeitarbeitslosigkeit bleibt über Ländergrenzen hinweg jedoch ein spezifisches Problem älterer Arbeitnehmer. "We investigate the labour market situation of older individuals in Europe in relation to their previous employment history as well as the regulations relating to employment protection legislation and early retirement. Specifically, we look at the competing risks of early retirement and late career unemployment. The central research question is whether policy effects differ according to the characteristics of an individual's previous work history. We employ data for twelve European countries from the Survey of Health, Ageing and Retirement in Europe (SHARELIFE) and estimate multilevel regression models. The results show different mechanisms for the risks of unemployment and early retirement. Late career unemployment results from individual factors related to fragmented careers, marginal employment and short tenures. In the case of early retirement, we find the interplay of individual and policy factors to be crucial. Persons with consistent careers have an increased probability of early retirement, but only in countries with generous early retirement benefits. However, employment protection legislation appears to counteract early retirement for this group of individuals. We conclude that policy factors do not have uniform effects for older individuals, but should rather be viewed against the background of previous developments in individual career paths." "We estimate and explain the impact of early retirement of husbands on their wives' probability to retire within one year, using administrative micro panel data that cover the whole Dutch population. We employ an instrumental variable approach in which the retirement choice of husbands is instrumented with eligibility rules for generous early retirement benefits that were temporarily and unexpectedly available to them. We find that early retirement opportunities of husbands increased the wives' probability to retire by 24.6 percentage points. This is a strong, and robust effect. "Using data from a stated preferences experiment in the Netherlands, we find that replacing full-time pension schemes with schemes that offer gradual retirement opportunities induce workers to retire one year later on average. Total life-time labour supply, however, decreases with 3.4 months because the positive effect of delayed retirement on labour supply is cancelled out by the reduction in working hours before full retirement. The impact of gradual retirement schemes is, however, heterogeneous across groups of workers. Workers with non-routine job tasks retire at a later age when they can gradually retire. Financial incentives, either in terms of changing pension income or the price of leisure, also affect the expected retirement age, but the impact of these financial incentives does not differ with the possibility of gradual retirement. Finally, we find that gradual retirement is not a preferred option among workers as the large majority still prefers full retirement. Datengrundlage ist der 'Survey of Health, Ageing and Retirement in Europe', insbesondere die Lebenslaufdaten der dritten Welle (SHARELIFE, 2008/09) aus zwölf europäischen Ländern. Unsere Analysegruppe sind männliche Befragte ab 50 Jahren. Als kontextuelle Faktoren beziehen wir institutionelle Frühverrentungsanreize sowie Kündigungsschutzregelungen ein. Um Interaktionseffekte zwischen sozialpolitischen und individuellen Charakteristika zu schätzen, verwenden wir Mehrebenen-Regressionen. Die Ergebnisse zeigen unterschiedliche Mechanismen für Arbeitslosigkeit und Frührente. Unterschiede im Arbeitslosigkeitsrisiko Älterer sind vor allem auf individuelle Faktoren zurückzuführen; Personen mit vormals instabilen Erwerbsverläufen und epischer Beschäftigung sind besonders betroffen. Das Gegenteil trifft auf Frühverrentung zu: Personen mit stabilen Erwerbskarrieren in regulärer Beschäftigung weisen hierfür eine höhere Wahrscheinlichkeit auf Dieser Zusammenhang wird durch generöse Frühverrentungsmöglichkeiten zusätzlich verstärkt. "We estimate the effects of conditioning benefits on program participation among older long-term unemployed workers. We exploit a Swedish reform which reduced UI duration from 90 to 60 weeks for a group of older unemployed workers in a setting where workers who exhausted their benefits received unchanged transfers if they agreed to participate in a work practice program. Our results show that job finding increased as a result of the shorter duration of passive benefits. The time profile of the job-finding effects suggests that the results are due to deterrence during the program-entry phase. We find no impact on ensuing job durations or wages, suggesting that the increased job-finding rate was driven by increased search intensity rather than lower reservation wages. "Various family characteristics are acknowledged as important determinants of retirement preferences. Yet, the relevance of the third family generation - the grandchildren - has been largely overlooked. In this article we bring the association between grandparenthood and retirement preferences to the fore. We expect to find such a relationship for two main reasons: first, rising participation rates in the labor market, especially among mothers, increases the need for childcare which, in some countries, is only partially provided by the state. Second, for many people grandparenthood marks the transition to a new phase in the life-course, implying new role-identities. We thus expect grandparenthood to decrease anxieties associated with retirement and with the potential loss of one's role-identity as a working person. We test the association between grandparenthood and retirement preferences using data from the Survey of Health, Aging, and Retirement in Europe (SHARE). The findings confirm that grandparenthood increases an individual's chances of looking forward to retiring early, thus supporting the claim that individuals' lives are linked to the lives of their family members. Contrary to expectations, the association of grandparenthood with retirement preferences is particularly strong in countries that provide extensive childcare support." "In order to better understand the precursors of bridge employment, this study aimed to investigate whether individual action strategies in terms of selection, optimization, and compensation (SOC; Baltes & Baltes, 1990) are able to buffer the well-known negative impact of poor health on the intention to remain in the workforce. 784 employees (60-85 years, 74.8% male) affiliated with a temporary employment agency that specifically contracts employees older than 65 participated in a cross-sectional survey. Results of moderated hierarchical regression analyses indicated that for older employees with high use of SOC there was no significant relationship between health status and intention to remain in bridge employment. However, for older employees with low use of SOC, there was a weaker intention to remain in bridge employment when their health status was poor, while this intention was stronger in case of a better health status. On closer examination of the SOC subdimensions, this moderating effect was especially due to the compensation behavior of these older workers. As a conclusion, SOC seems to mitigate the detrimental effects of health problems on older employees' intention to remain in bridge employment. From a practical perspective, these findings provide important suggestions for the development of practical measures for the tertiary prevention of poor health during the retirement process." "The European Employment Strategy has set the goal of raising the retirement age of workers in the EU through a strategy of 'active ageing'. Yet despite some progress over the last decade, empirical data show persistent diversity across EU member states. Institutional arrangements of social and labor market policies can be seen as the core factors behind cross-national diversity. Hence, institutional change is crucial to explain structural changes. The paper tries to assess the role of supranational policy initiatives and national politicoeconomic factors in shaping the transition from work to retirement in EU member states which is still governed by the national political economy. Taking the German case as an example in point, the paper shows the dynamic interaction between policy changes, in particular in benefit systems and activation, and changes in the approach of firms and workers to early retirement. "We address the issue of how early retirement may interact with limited use of financial markets in producing financial hardship later in life, when some risks (such as long-term care) are not insured. We argue that the presence of financially attractive early retirement schemes in a world of imperfect financial and insurance markets can lead to an 'early retirement trap'. Indeed, Europe witnesses many (early) retired individuals in financial distress. In our analysis we use data on 10 European countries, which differ in their pension and welfare systems, in prevailing retirement age and in households' access to financial markets. We find evidence that an early retirement trap exists, particularly in some Southern and Central European countries: people who retired early in life are more likely to be in financial hardship in the long run. Our analysis implies that governments should stop making early retirement attractive, let retirees go back to work, improve access to financial markets and make sure long-term care problems are adequately insured." "This is the introduction and summary to the fourth phase of an ongoing project on Social Security Programs and Retirement Around the World. The first phase described the retirement incentives inherent in plan provisions and documented the strong relationship across countries between social security incentives to retire and the proportion of older persons out of the labor force. The second phase documented the large effects that changing plan provisions would have on the labor force participation of older workers. The third phase demonstrated the consequent fiscal implications that extending labor force participation would have on net program costs-reducing government social security benefit payments and increasing government tax revenues. This volume presents the results of analyses of the relationship between the labor force participation of older persons and the labor force participation of younger persons in twelve countries. Why countries introduced plan provisions that encouraged older persons to leave the labor force is unclear. After the fact, it is now often claimed that these provisions were introduced to provide more jobs for the young, assuming that fewer older persons in the labor force would open up more job opportunities for the young. Now, the same reasoning is often used to argue against efforts in the same countries to reduce or eliminate the incentives for older persons to leave the labor force, claiming that the consequent increase in the employment of older person would reduce the employment of younger persons. "An overlapping-generations model with search unemployment is calibrated for the Netherlands to assess the impact of tax-benefit reforms on labour supply. Several reforms are analysed, in particular the introduction of a flat tax and pension reforms. The model demonstrates the potential of these reforms to raise labour supply. In particular, pension reforms, such as lowering replacement rates for pensioners, help to boost participation rates of older workers. On the other hand, a flat tax would promote longer working hours across the board, thereby rising labour supply. However, the introduction of a flat tax is a costly measure and would increase the primary general government deficit by close to 2% of GDP. Simultaneous measures to lower the structural unemployment rate would not only help to avoid adverse effects of such a tax reform on the fiscal balance but would strengthen further the positive effects of a flat tax on working hours." Die Autoren geben einen detaillierten Überblick über die einzelnen arbeitsmarktpolitischen Maßnahmen der niederländischen Regierung zur Förderung älterer Arbeitnehmer. Sie skizzieren zuvor die demografische Entwicklung in der niederländischen Erwerbsbevölkerung sowie die Zielvorgaben des Lissabon-Vertrages zur Arbeitsmarktpartizipation älterer Menschen. Sie stellen ferner die verschiedenen Ausstiegswege aus dem Arbeitsmarkt dar und diskutieren die Implikationen für die alternden Arbeitskräfte. "In this article we investigate whether early retirement patterns vary between countries with distinct early retirement systems. By choosing countries that differ not only with respect to the coverage and generosity of publicly provided pensions but also with respect to the extent to which the state interferes in the non-public pillars of pension provision, we analyse to what extent such issues have an effect on individual early retirement behaviour. Selectivity effects are expected to be stronger in countries with highly fragmented public systems or private early retirement schemes. By pursuing a shift to more private pension provisions, governments might unintentionally create more inequality in early retirement opportunities among the population. For the analysis we use longitudinal data, i.e. British Household Panel Study (BHPS) 1991-2004 (the United Kingdom), the German Socia-Economic Panel (GSOEP) 1990-2005 (Germany, and the Socia-Economics Panel (SEP) 1990-2001 (Netherlands) and a discrete-time competing-risks model. The results suggest that pursuing a shift from public to private early retirement schemes can lower the incidence of early retirement. "Die Beispiele aus Großbritannien und Dänemark in diesem Beitrag liefern wertvolle Hinweise für die Neuausrichtung der institutionellen Rahmenbedingungen für eine stärkere Arbeitsmarktintegration und einen höheren Beschäftigungsstand älterer Arbeitskräfte. Zahlreiche Studien zeigen, dass die Beschäftigung älterer Arbeitskräfte vor allem von zwei Stellgrößen abhängt: Auf der einen Seite stellt das Angebot von staatlichen Transferleistungen für ein vorzeitiges Ausscheiden aus dem Erwerbsleben einen starken Anreiz dar, den Arbeitsmarkt zu verlassen und nicht mehr der Arbeitsvermittlung zur Verfügung zu stehen. Diese Möglichkeit eröffnet auch den Betrieben die Option, ihre Belegschaften auf Kosten des Sozialstaates zu verjüngen und zu verschlanken. Auf der anderen Seite hängt die Beschäftigungsfähigkeit älterer Arbeitskräfte vor allem davon ab, ob ihr Humankapital den Anforderungen einer sich wandelnden Volkswirtschaft entspricht. Dies wiederum wird sehr stark von der Partizipation an betriebs- oder berufsspezifischer und allgemeiner Weiterbildung im Verlauf des Erwerbslebens beeinflusst. Gleichzeitig hängen beide Faktoren zusammen: Investitionen in Weiterbildung gehen mit dem Lebensalter stark zurück, wenn Möglichkeiten eines vorgezogenen Ruhestands eingeräumt werden. "In the early 1990s, the Dutch social partners agreed upon transforming the generous and actuarially unfair PAYG early retirement schemes into less generous and actuarially fair capital funded schemes. The starting dates of the transitional arrangements varied by industry sector. In this study, we exploit the variation in starting dates to estimate the causal impact of the policy reform on early retirement behaviour. We use a large administrative dataset, the Dutch Income Panel 1989-2000, to estimate hazard rate models for early retirement. We conclude that the policy reform induced workers to postpone early retirement. In particular, both the price effect (reducing implicit taxes) and the wealth effect (reducing early retirement wealth) are shown to have a positive impact on the early retirement age. Yet, we show that model specifications including the most commonly used financial incentive measures are open to further improvements, given that these are outperformed by! a simple specification with dummy variables." "In Dänemark, Finnland und den Niederlanden zeigt der Beschäftigungstrend für Ältere seit den 90er Jahren klar nach oben. Dies lag allerdings weniger an einer rigorosen Einschränkung der Frühverrentung. Viele andere Faktoren wie die demographische Entwicklung oder eine höhere Erwerbsbeteiligung von Frauen unterstützten die Trendwende. Ein entscheidender Erfolgsfaktor war zudem der wirtschaftliche Aufschwung in diesen Ländern. Er ging der Trendwende bei der Beschäftigung von Älteren voraus (Dänemark, Niederlande) oder begleitete sie zumindest (Finnland). Finnland machte zu Beginn der 90er Jahre eine tiefe Krise durch. Deshalb wurden dort mit Erfolg intensive Anstrengungen unternommen, die Beschäftigungsfähigkeit Älterer zu steigern. Auch in Deutschland könnte sich die Beschäftigungssituation Älterer verbessern. Dafür sprechen die demographische Entwicklung in den nächsten Jahren, die gestiegene Frauenerwerbstätigkeit und die Wirkungen bereits beschlossener Reformen. Hauptzielsetzung der Arbeitsmarktpolitik in den Niederlanden ist die Reintegration Arbeitsloser in den Arbeitsprozess. In der Gesetzgebung zur Arbeitsförderung nimmt dabei der Begriff der 'Aktivierung' eine Schlüsselrolle ein. Aktivierung zielt auf die Verhinderung von Exklusion einerseits und die Förderung von (Re-)Integration in bezahlte Arbeit andererseits, wobei dieses Ziel durch die Unterstützung von denjenigen mit einer schwachen Position am Arbeitsmarkt (Behinderte, Langzeitarbeitslose, neu in den Arbeitsmarkt eintretende Frauen, jüngere und ältere Arbeitssuchende, Migranten) erreicht werden soll. Der Beitrag beschreibt die gesetzlichen Rahmenbedingungen und die verfassungsmäßige Basis für eine aktivierende Arbeitsmarktpolitik in den Niederlanden, ihre zielgruppenorientierte Umsetzung im Gesetzgebungsprozess und die damit einhergehende Politik des 'Förderns' und 'Forderns.' Der Autor kommt zu dem Schluss, dass dem niederländischen Arbeitsförderungsgesetz zwar noch kein schlüssiges gesetzgeberisches Gesamtkonzept unterlegt ist, sich in ihm aber Kernelemente eines solchen Konzepts abzeichnen. Wichtigstes Kernelement ist das der Verantwortung, womit die gegenseitige Anerkennung von Verpflichtungen des Staates auf der einen und des Individuums auf der anderen Seite bei der gemeinsamen Entwicklung von Aktivierungsstrategien gemeint ist. "In this paper we study labour force participation behaviour of individuals aged 50-64 in 11 European countries. The data are drawn from the new Survey of Health, Ageing and Retirement in Europe (SHARE). The empirical analysis shows that health is multi-dimensional, in the sense that different health indicators have their own significant impact on individuals' participation decisions. Health effects differ markedly between countries. A counterfactual exercise shows that improved health conditions may yield over 10 percentage points higher participation rates for men in countries like Austria, Germany and Spain, and for females in the Netherlands and Sweden. This article sketches the case for the Dutch, outlines how successful the Netherlands have been in achieving these goals, and gives a brief scientific treatment of the reasons why people (want to) retire early. "This paper argues that a synergy exists between flexibility and security regarding the older workers in the labour market. There are several options to combine some forms of flexibility and some forms of security. It is worthwhile to analyse these options in the implementation of the European strategy to encourage the labour market activity of the workers aged 55+. A more or less deliberate strategy to enhance both flexibility and security is called 'flexicurity'. From the flexicurity point of view, this paper analyses the policies regarding the older workers in Belgium, Denmark, Germany and The Netherlands. The early exit arrangements, creating income security and external flexibility for companies, are under reform in almost all EU-countries. In this context, it is interesting to find out whether new combinations of flexibility and security, which are focussing more on employment participation, are being created. In the policy discourses there seem to appear new interconnections between internal flexibility and job and work security. Nevertheless, this article shows differences in the degree in which policies interfere. It also deals with continuing traditions in the balance and types of flexibility and security in the four countries. In the Danish labour market, the specific interconnection of (external numerical) flexibility and (employment and income) security is beneficial for the employment participation of the older workers. Nevertheless, this is not the result of a deliberate policy. The Dutch arrangements in collective agreements and - to a lesser extent the Belgian facilities on the national level - seem to be most integrative in combining flexibility in work organisations with employment and security for the older workers. In Germany, the early retirement practice appears to be more difficult to change into new forms of flexibility and security. Further, this paper presents a follow-up research project on the policies for older workers on the firm level. The background question is whether and how HRM are influenced by the policyshifts on the more central levels. The firm has its own autonomous dynamics and the well-rooted practises of 'early exit' and the rather passive attitude towards the senior employees seems hard to change. Furthermore, this project has to fill in the lack of knowledge about the extent in which companies create more autonomous strategies to combine forms of flexibility and security among the older workers." "Von 100 Einwohnern im Alter von 55 bis 64 Jahren waren in Deutschland im Jahr 2002 nur noch 38,4 Prozent beschäftigt. Das sind deutlich weniger als vor dreißig Jahren, als noch fast 50 Prozent erwerbstätig waren. Die Entwicklung in einer Reihe von Ländern zeigt, dass es möglich ist, höhere Erwerbstätigenquoten Älterer zu erreichen. Ausgehend von einem teilweise ähnlich geringen Niveau wie in Deutschland steigerten sie in wenigen Jahren die Erwerbstätigkeit Älterer erheblich. Hieraus lassen sich wesentliche Bedingungen für mehr Beschäftigung Älterer ableiten: Erstens könnten die Rentensysteme so gestaltet werden, dass ein vorzeitiges Ausscheiden aus dem Erwerbsleben weniger leicht und finanziell unattraktiv für Arbeitnehmer und Arbeitgeber ist. Zweitens verhilft ein geringer Regelungsgrad bei den Arbeitsverhältnissen zu einer hohen Erwerbstätigkeit aller und vor allem auch Älterer. Drittens würden höhere Investitionen in das vorhandene Humankapital auch über das 45. Lebensjahr hinaus erheblich dazu beitragen, die Beschäftigungsfähigkeit Älterer zu verbessern." Es werden die Anteile der Beschäftigten im Alter zwischen 55 und 64 Jahren für verschiedenen Länder gegenübergestellt und für den Zeitraum 1970 bis 2002 verglichen. Erfolgreiche Länder mir einem Anteil über 50 Prozent sind Schweden, Schweiz, USA, Dänemark und Großbritannien, während Irland, Finnland und die Niederlande zwar darunter liegen, aber in den letzten Jahren stark aufgeholt haben. Deutschland liegt mit nur 38,4 Prozent Beschäftigung Älterer für 2002 nach wie vor an letzter Stelle. Als Einflussfaktoren für höhere Beschäftigungsquoten älterer Arbeitnehmer werden diskutiert: Möglichst weitgehende Deregulierung des Arbeitsmarktes; Anhebung des Ruhestandsalters durch Verringerung entsprechender finanzieller Anreize; Höhere Investitionen in Humankapital; Umstellungen der Arbeitszeitregelungen und Arbeitsorganisation. This discontinuity in a firm's training cost is exploited to identify the tax deduction's effects on training participation and of training participation on wages. This difference mainly results from the postponement of training and is not a stimulating effect of the measure. Abstract
"There are two conflicting trends in Europe: a demographic shift towards population ageing, and a massive decrease in the labour force participation of older workers (aged 50 years and over). This book offers a refined and authoritative understanding of these trends and the two socio-economic concerns of most European welfare states that have been re-enforced as a consequence. These are: the increasing costs for welfare states to finance 'pathways' from employment to official retirement, and the threat of labour market shortages in the near future as a result of both the ageing process and the early exit of older workers. A variety of new policy initiatives can be observed emerging from these changes in many European countries - this book examines the different welfare state arrangements in nine EU countries plus Hungary, Slovenia and Norway. Abstract
Im Mittelpunkt des Papiers steht das niederländische Beschäftigungswunder. Untersucht wird Entwicklung von Beschäftigung, Lohn und Nichterwerbstätigkeit zwischen 1988 und 1998, einem Zeitraum, in dem sowohl Arbeitslosigkeits- und Nichterwerbstätigkeitsquoten deutlich gesunken sind. Überraschenderweise hat sich die Lohnstruktur trotz einer allgemeinen Lohndämpfung in diesem Zeitraum nicht signifikant geändert. Auch die Arbeitslosigkeitstrukturen haben sich nicht wesentlich gewandelt. Die Nichterwerbstätigkeit von Männern ist gestiegen, und die Nichterwerbstätigkeit älterer Arbeitnehmern ist infolge von Anreizen zum Berufsausstieg gewachsen. Während die Veränderung der Altersstruktur durch Vorruhestandregelungen erklärt werden kann, bleibt die Entwickung der Erträge, die aus Bildungsinvestitionen resultieren müssten, ein Rätsel. (IAB)

Abstract
Der Forschungsbericht gibt eine Übersicht über Strategien und Maßnahmen zur Erhöhung der Beschäftigungsquote von älteren Arbeitnehmern, die in ausgewählten Ländern der EU umgesetzt wurden. Unter Berücksichtigung der Entwicklungen des Arbeitsmarktes (allgemein und in Bezug auf die Älteren) werden Problemdiagnosen aus den einzelnen Ländern sowie die gesetzten Maßnahmen beschrieben, um diese dann hinsichtlich ihrer 'Erfolgskriterien' zu beurteilen. Im Mittelpunkt des Berichtes stehen Maßnahmen und Programme zur Beschäftigung Älterer in Finnland, den Niederlanden und Schweden. Die Wirkung von einzelnen Einflussfaktoren, die zur Erhöhung der Beschäftigungsquoten führen, können nicht extrahiert und exakt angegeben werden. Der Erhalt der Arbeitsfähigkeit - individuelle Ressourcen wie Kompetenzen und Fähigkeiten ebenso wie Gesundheit und Arbeitsbedingungen bis ins hohe Alter - ist die notwendige Voraussetzung für die Beschäftigungsfähigkeit älterer Arbeitnehmer/innen. Damit stellt die Ebene der Unternehmen den zentralen Ansatzpunkt dar. Age Management, betriebliche Gesundheitsförderung und altersgerechte Arbeitsbedingungen können als Eckpfeiler einer solchen Strategie gelten. Fazit: Insgesamt mahnen die Daten und Einschätzungen zur Vorsicht bei Aussagen über die Auswirkungen der Arbeitsmarkt- und Sozialpolitik auf die Beschäftigung von Älteren. (IAB)

"Aufgrund der demografischen Prognosen wird es zu einer Alterung der Bevölkerung kommen. Für den Arbeitsmarkt bedeutet dies, dass sich die Erwerbsbevölkerung aus vielen Älteren und wenigen jungen Menschen zusammensetzen wird. Diese Vorhersage erfordert von den europäischen Regierungen einen neuen Umgang mit Älteren im Erwerbsleben. Einige der europäischen Länder haben bereits ihre Politik in Bezug auf ältere Arbeitnehmerlnnen verändert. Am Beispiel von Finnland, den Niederlanden und Schweden werden einige Maßnahmen dieser neuen Politik beschrieben. Im Vordergrund stehen dabei die Pensionsreformen, die Anpassung der Arbeitsbedingungen an die Bedürfnisse älterer Beschäftigter und die Reintegration von arbeitslosen Älteren." Abstract
Berichtet wird über einen internationalen Workshop zum Thema "Alter und Arbeit in Europa, der im September 2002 in Bonn stattfand. Ziel des Workshops war, Lösungen für Arbeitsbedingungen und Arbeitsorganisation derart zu gestalten, dass ältere Arbeitnehmer über eine lange Zeit Beschäftigung finden und im Arbeitsprozess integriert sind. Es werden praktische Lösungen auf der Unternehmensebene entwickelt. In einer Bestandsaufnahme werden die unterschiedlichen Problemlagen und Strategien bezüglich älterer Arbeitnehmer in Ländern der EU - Deutschland, Finnland, Niederlande, Portugal, Großbritannien und Österreich - dargelegt. Der demographische Wandel erfasst alle europäischen Länder. Es gibt jedoch Unterschiede in verschiedenen Regionen und Arbeitsfeldern. So ist z.B. schon heute deutlich, dass in Deutschland das Problem des demographischen Wandels in Ostdeutschland früher und fühlbarer auftreten wird als in Westdeutschland. Auf europäischer Ebene erfordert das Problem eine gesamteuropäische Lösung. (IAB)

Abstract
Die Autoren untersuchen in einem internationalen Vergleich, welche gesetzlichen und tarifrechtlichen Rahmenbedingungen beschäftigungspolitisch erfolgreiche Länder geschaffen haben, um die Berufstätigkeit älterer Arbeitnehmer und die Reintegration älterer Arbeitsloser in den Arbeitsmark zu fördern. Die Länderstudien beziehen sich neben Deutschland auf die Schweiz, die USA, Dänemark, Großbritannien, Irland, Finnland und die Niederlande. Die volkswirtschaftlichen Effekte der geringen Alterserwerbstätigkeit in Deutschland wie Belastung der sozialen Sicherungssysteme und entgangene Wertschöpfungspotenziale werden abgeschätzt. Als Anregungen von ausländischen Systemen werden Anreize zur Frühverrentung, Flexibilität des Arbeitsmarktes sowie Humankapitalbildung und lebensbegleitendes Lernen diskutiert. "Early retirement from the labour force has become standard practice for most employees in the industrialised world. However, as a result of the rising costs of early-retirement schemes, curbing the outflow of older workers from the labour force has become a central government policy objective. Early-retirement reforms under which benefits are financed on a more actuarially neutral basis are currently being implemented in The Netherlands. At present it is not clear how older workers will react to these policy reforms. In this article we examine the extent to which (Dutch) older workers are inclined to change their retirement intentions in response to new early-retirement arrangements. On the basis of a labour market and a population survey we examine retirement intentions under alternative early-retirement policies. The overall conclusion is that the retirement reform may lead to a substantial delay of the retirement date, but that in practice factors other than financial incentives are powerfully at work. This is also reflected in the long-run early-retirement trend. This trend presents demographers and economists with a puzzle, because while a break can be identified in the time series, it set in before the early-retirement reforms were put into practice."
