"Europe’s population is ageing and has experienced natural decline since 2014, cushioned only by net migration. The working-age population is shrinking as the number of older individuals grows, a trend expected to continue with the retirement of the baby boom generation. This shift presents challenges for policymakers in relation to employment, living standards and welfare sustainability across EU Member States. This report aims to answer the question of how to keep older workers in employment as long as possible. It provides a comprehensive analysis of employment developments. It examines job quality differences across various age groups and analyses differences in job quality within the group of older workers. The report also explores the push and pull factors influencing employment trends across Europe and delves into the policies and practices implemented by Member States to keep older workers in the workforce. "This paper examines the relationship between societal aging and attitudes toward women in the labor market. We hypothesize that, up to a certain point, these attitudes are more favorable as societies grow ”older”. In these societies, people may better recognize that an increase in female labor force participation can help mitigate the challenges that societal aging imposes on the welfare state. To test this hypothesis, we conduct a multilevel analysis of individuals from 25 European OECD countries between 2004 and 2017, using the Old Age Dependency Ratio (OADR) as a proxy for societal aging and gender-related questions from the European Social Survey (ESS). Our findings reveal a hump-shaped relationship between societal aging and attitudes towards women in the labor market. In the early stages of demographic change, particularly in countries with a rising OADR, positive attitudes can be attributed to the recognition that an aging population necessitates a larger working-age population, making women a logical resource for expansion, thus fostering more favorable norms. However, as societal aging progresses further, conservative views associated with older populations begin to dominate, leading to a deterioration in gender norms. in the labor market. "This work documents the role played by disability insurance, typically part of a wider public pension provision package, on the labour market trajectories and retirement decisions. We will first employ a machine learning approach to estimate a Transition Probability Model able to uncover the most likely labour market histories and then evaluate the effects of policy reforms, including reforms to the eligibility for disability insurance benefits. The main contribution is the introduction of disability insurance programs within a framework, which models the entire life course of older Europeans. This requires the detailed administrative eligibility criteria prevailing in each of the 11 countries from 1970 to 2017. Results show that the disability route and early retirement are substitutes. In addition, tightening eligibility rules of disability programs crowd out disabled workers, whose reductions in working capacities are correctly assessed, towards other compensatory schemes (e.g., unemployment benefits or early pension) in which working is not expected. On the contrary, individuals with over-assessed reductions in working capacities are the most reactive to disability policy restrictions. "Politische Maßnahmen zur Aktivierung älterer Arbeitnehmer sind in vielen OECD-Länder mit rasch alternden Bevölkerungen von großer Bedeutung. Forschungsergebnisse deuten darauf hin, dass die Integration Älterer in die allgemein an Arbeitslose gestellten Suchanforderungen zu einem verstärkten Übergang in Beschäftigung führen kann. Als negativer Begleiteffekt ist allerdings eine Zunahme von Inaktivität, etwa durch Berufsunfähigkeit, zu berücksichtigen. Insgesamt kann eine Strategie, die konkrete Suchanforderungen an ältere Arbeitslose stellt und mit einem Monitoringverfahren verbindet, die Wiederbeschäftigung von Älteren deutlich stärken." "This study exploits individual data from the 8th wave of the Survey of Health, Ageing and Retirement in Europe (SHARE) and the SHARE Corona Survey to investigate the mental health consequences of COVID-19 job disruption across different European countries. It focuses on older workers (aged 50 and over) who were exposed to a higher risk of infection from COVID-19 and were also more vulnerable to the risk of long-term unemployment and permanent labour market exits during economic downturns. The relationship between job disruption in times of COVID-19 and older workers' mental health is investigated using differences in country-level employment legislation regimes in the EU. European countries are clustered into three macro-regions with high, intermediate and low employment regulatory protection regulations, using the Employment Protection Legislation (EPL) aggregate score proposed by the OECD. Results reveal a clear EPL gradient: job disruption has a positive and significant impact on older workers' psychological distress especially in those countries where EPL is more binding. "Many European countries are facing the challenge of increasing the effective retirement age. Increasing the effective retirement age also requires that older employees are voluntarily willing to continue working. A worker who is willing to retire but is not allowed to retire might experience a negative impact on his or her well-being. This articles studies the determinants of the willingness to retire: the job, health, and financial situation of the older worker, and other socio-demographic characteristics. To do this, the micro data of the Survey of Health, Ageing and Retirement in Europe are used, which contains a binary question about willingness to retire. Based on the random effects logit estimator, we find that the job situation of the worker and the retirement of the partner are important drivers of the willingness to retire. Specifically, those willing to retire are more frequently employed in jobs that are mentally and physically demanding. They also feel less appreciated by the management or their colleagues and report to have fewer opportunities to get promotion. The willingness to retire is higher if the older worker has a retired partner. In the countries with the lowest rates of willingness to retire, the workers have better working conditions and are more easily able to make ends meet." (Author's abstract, IAB-Doku) ((en))

"During the last 30 years, all European Union member states have reformed their pension systems. In view of ongoing and intensifying population aging, efforts have aimed at containing the future rise of the contribution rate, improving the system dependency ratio, lowering the benefit ratio and/or infusing tax money or other financial resources into the system. Moreover, since about the early 2000s, we can observe a move towards a multi-pillar pension system in countries hitherto running a dominant-pillar system: private pre-funded occupational pensions and individual provision for old age are given larger roles within the public-private mix of retirement income. An analysis of reforms shows a finite menu of adjustment options, and concrete measures have to be adapted to nation-specific institutional contexts. Finally, we can conclude that pension reforms focusing on long-term financial sustainability may increase the risk of old-age poverty and, thus, violate a central objective of pension schemes." "Institutional contexts shape learning participation throughout the course of life. Combining micro-data on adult education from 26 European countries with country-level indicators on retirement systems in multi-level logistic regression models, the focus is on analysis of participation in non-formal learning among people aged 50–64 and its interactions with retirement policies. The analysis makes use of the largest sample of European countries used so far for exploring the issue. For the first time, gender differences in retirement policies are considered. The results imply that for all women and highly educated men, participation in non-formal training is higher when retirement age in the country is set at 65 years or higher. However, men with less education do not profit from a higher retirement age because their training participation remains unaffected by retirement policies. In the current analysis, training participation in older age groups remains unaffected by the generosity of pensions. The results outline gender differences in learning participation in older age groups. Also, after the age of 50, men with a low education are at particular risk of labour market exclusion and unemployment because the retirement age in European countries keeps rising and technological advancements make additional demands on workers' skills." "Employment rates of males aged 55-64 have changed dramatically in the OECD over the last 5 decades. The average employment rate decreased by more than 15 percentage points between the mid-1970s and the mid-1990s, only to increase by roughly the same amount subsequently. One proposed explanation in the literature is that spousal non-working times are complements and that older males are working longer as a result of secular increases in labor supply of older females. In the first part of this paper we present evidence against this explanation. We then offer a new narrative to understand the employment rate changes for older individuals. We argue that the dramatic U-shaped pattern for older male employment rates should be understood as reflecting a mean reverting low frequency shock to labor market opportunities for all workers in combination with temporary country specific policy responses that incentivized older individuals to withdraw from market work." "Population ageing in Europe calls for an overall rise in the age of retirement. However, many argue that this age should be differentiated to account for individuals' career arduousness. This paper explores the relevance of this idea. It combines the 7th wave of the SHARE panel data on health at an older age and US occupational O*NET data. With these unique data it first quantifies the impact of entire career arduous- ness on health at typical retirement age, relative to other key determinants (gender, childhood health, parental longevity). It then estimates the degree of retirement age differentiation that would be needed to compensate individuals for their career-related health handicap/advantage and get closer to "real" actuarial fairness. Using the age of 65 as a reference, results point at the need for differentiation ranging from 60 to 71. But the paper also shows that systematic retirement age differentiation would fail to match a significant portion of the full distribution of health at an older age. In a world where retirement policy compensates for career-related arduousness there would still be a lot of unaccounted health differences; in particular those related to health endowment. Using variance decomposition methods, we estimate that career-arduousness represents at most 5.83% of the model-explained variance of health at an older age." (Author's abstract, IAB-Doku) ((en))

"Assessing whether retirement systems meet their varying objectives requires analysing outcomes across different categories of beneficiaries with different working, financial, demographic, and family situations. Policymakers should therefore assess systems on the distribution of outcomes rather than average outcomes.
Much has been written about the gender inequalities inherent in labour markets and how these are reflected and reproduced in pension systems, and there is growing evidence that recent reforms have exacerbated these trends. Recent research has turned to the policy measures available to policymakers to forestall or reverse these trends, but this literature tends to overlook important administrative measures that have the potential to reduce inequalities in access that could improve pension outcomes for women within the current policy framework. This paper examines the main issues surrounding gender inequality in retirement outcomes; explores the implications of recent reform trends in light of the differential outcomes for women, including policy options to mitigate the negative impacts; and concludes with a review of key administrative measures, including streamlining affiliation procedures, improving information, and simplifying payment of contributions and receipt of benefits and better compliance of employers." "Research on older workers and retirement has yet to adjust fully to an environment influenced by a combination of demographic change, technological developments and economic recession. A key dimension to the changing relationship between ageing and work is the tension between policies to extend working life and the increasingly fragmented nature of late working life, with the emergence of varied transitions, including: bridge employment, second/third careers, part-time working, early retirement and other variations. These developments indicate both the challenge of conceptualising new forms of work-ending, and - in policy terms - the extent to which these can successfully accommodate longer working lives. The paper provides a critical perspective to the policy of extending working life and the narrative which underpins this approach. The paper argues that retirement has become a 'contested' institution in the 21st century, fragmented across different pathways and transitions affecting people in their fifties and sixties. The paper argues the case for improving work quality and security as a precondition for supporting policies for encouraging working in later life. An essential requirement for this will include linking debates on extending working life with technological developments and changes affecting the workplace, creating differentiated paths to retirement and labour force exit, enhancing the provision of training and continuing education, and re-thinking the idea of the 'older worker'." "The inactive population is not a traditional target group for the Public Employment Services (PES), although a significant share of the inactive population wants to work and is potentially available for work. Concerns about demographic trends have made the inactive an increasingly central focus of EU labor market policy. A rapidly shrinking labour force can negatively affect the full economic potential of the Union. Since the inactive are ordinarily not clients of PES, the PES, or other actors, have to engage in outreach activities to establish a relationship to this target group. The aim of the study is to provide an overview of outreach measures for the inactive with particular reference to the role of PES. Within the framework of this small scale study, we focus more narrowly on outreach activities for three target groups among the inactive that are central to current policy discussions on increasing labor force participation and social inclusion: 1. Inactive older workers 2. Working-age women not in the labor force 3. Ethnic minorities and migrants. The first part of the study surveys existing policy regimes and outreach measures for the selected target groups, based on the existing research literature and on national and EU sources. This edition also draws lessons from nationally significant investment institutions on strengthening the governance, investment policies and investment risk management of pension funds. It provides guidelines on improving retirement incomes considering behavioural biases and limited levels of financial knowledge, and discusses the implications of mortality differences on retirement incomes across different socioeconomic groups. "Die Arbeitsmarktpartizipation Älterer hat sich in den letzten beiden Dekaden spürbar erhöht. In OECD-Ländern gehört Deutschland damit zu den Ländern, die in dem Zeitraum beinahe den stärksten Aufwuchs der Beschäftigung älterer Personen aufzuweisen haben. Er resultiert aus einem Zusammenspiel verschiedener Faktoren. Dazu zählt der längere Verbleib Älterer am Arbeitsmarkt sowie Kohorteneffekte zugunsten einer stärkeren Erwerbsbeteiligung von Frauen und einem wachsenden Anteil Qualifizierter und Hochqualifizierter in der Bevölkerung. Dennoch bleiben Ältere in Teilen eine Problemgruppe am Arbeitsmarkt. Im Vergleich zu Jüngeren lässt sich dies an geringeren Neurekrutierungschancen und höheren Risiken der Langzeitarbeitslosigkeit festmachen. Weitere Verbesserungen der Beschäftigungssituation Älterer sind deshalb kein Selbstläufer. Hierzu wird es auf mehr Investitionen in eine nachhaltige Beschäftigungsfähigkeit ankommen. But a barrier to reduction of hours is the loss of income. Partial retirement schemes address this barrier by substituting part of the income loss with a partial pension or benefits. "This paper provides a unified account of the trends in unemployment and labor force participation pertaining to the employment experience of older male workers during the past half-century. We build an equilibrium life-cycle model with labor-market frictions and an operative labor supply margin, wherein economic turbulence à la Ljungqvist and Sargent (1998) interact with institutions in ways that deteriorate employment. The model explains simultaneously: (i) the fall in labor force participation in the United States, (ii) the similar but more pronounced decline in Europe alongside rising unemployment rates and (iii) differences across European countries in the role played respectively by unemployment and labor force participation. The model also shows that policies that fostered early retirement may have exacerbated the deterioration of European labor markets: raising early retirement incentives to reduce unemployment among older workers tends to increase unemployment at younger ages, especially in turbulent economic times and under stringent employment protection legislation." "The long-term increase in longevity, coupled with the progressive compression of morbidity experienced in Europe in the last decades, improved the well-being of many older individuals. However, a failure to adjust the retirement age has exposed poor households to financial distress (Angelini et al. 2009). Staying longer in the labour force may be a solution to preserve an adequate level of resources and limit the risk of economic deprivation, it is also an effective mean to maintain social ties and foster an active life. However, working longer requires investment in human capital over the life cycle (Mahyew & Rjkers 2004), as acquired skills become obsolete as time goes by. The rapid technological progress prevailing in many sectors makes training the older workforce the only effective policy to prevent skills obsolescence (Bishop 1997, Belloni & Villosio 2014).
The aim of this chapter is to investigate whether participation in training helps keeping older workers (aged 50 - 65) in employment. In particular, we use Wave 4 and Wave 5 of SHARE to test the effect of training participation in 2010 (Wave 4) on changes in labour market status between 2010 and 2012 (Wave 5), controlling for a rich set of observable individual characteristics. Information on self-reported current economic status allows us to distinguish between six labour force states: employed or self-employed, unemployed, permanently sick or disabled, retired, homemaker and 'other'. To measure training participation we exploit a question in Wave 4 (part of the module 'Activities') which asks respondents whether they attended any educational or training course in the last twelve months.
The main result of this chapter is that individuals who took part in training activities in the year prior to the 2010 (2009 for Estonia) interview are significantly less likely to leave the labour market. Training older workers may therefore prevent them from being exposed to the risk of poverty and social exclusion. This chapter is organised as follows: the next section reports the descriptive evidence regarding labour market status in the last two waves of SHARE and participation in training activities. The following section presents the results of a multivariate analysis, which aims at capturing the effect of training on the probability of exiting the labour market. "Given the efforts in raising the statutory pension age in an aging Europe, this cross-national analysis investigates constrained retirement from a comparative perspective. Based on a conceptualization of retirement transitions as a multi-faceted phenomenon, the study distinguishes objective (external) constraints and the subjective self-assessment of involuntary retirement. Exploiting two survey items from the fifth round of the European Social Survey (ESS Round 5, 2010/2011), we examine which workers were objectively forced to retire due to economic or health reasons as well as which workers subjectively evaluate their retirement as involuntary as they would have wished to work longer. Using multilevel modeling, the study investigates the impact of national context conditions on both the individual risk to be objectively forced to terminate work and the subjective perception of retirement as occurring too early. We analyze institutional factors such as statutory pension ages and pension generosity, but also explore the role of structural factors such as unemployment and health. At the individual level, the empirical analysis reveals that objectively forced exits and subjective involuntariness do not always overlap. Objectively forced exits are more readily explained by socio-economic characteristics like social class and unemployment experience. At the macro level, there are considerable cross-national variations that cannot be explained by compositional factors only. Relevant predictors of international differences in constrained retirement include early retirement options, statutory pension conditions, unemployment rates, labor market regulation and life expectancy." "Jüngere Reformbemühungen moderner Wohlfahrtsstaaten hatten eine Umkehr des Frühverrentungstrends zum Ziel und waren mit einer Erhöhung der Regelaltersgrenze für den Übergang in den Ruhestand verbunden. Dieser Paradigmenwechsel geschah häufig gegen den Protest von Gewerkschaften, Unternehmen und deren Mitarbeitern. Infolge des zunehmenden Ausbaus von Wohlfahrtsstaaten sowie als Reaktion auf die wirtschaftlichen Herausforderungen seit den 1970er Jahren hatte sich der frühe Erwerbsausstieg zu einer weitverbreiteten Praxis entwickelt. Die Frühverrentung stellte dabei einen wesentlichen Bestandteil des kontinentaleuropäischen Problems der 'Wohlfahrt ohne Arbeit' dar, während die skandinavischen Wohlfahrtsstaaten, die liberalen englischsprachigen Volkswirtschaften und der japanische Wohlfahrtsstaat höhere Beschäftigungsquoten älterer Arbeitnehmer aufrechterhalten konnten. Seit den 1990er Jahren entstand ein internationaler Konsens zwischen internationalen Organisationen und nationalen Politikexperten im Hinblick auf die Notwendigkeit einer Trendwende bei der Frühverrentung. Auf der Basis einer vergleichenden historischen Analyse ausgewählter OECD-Länder untersuchen wir im Rahmen dieser Studie anhand von Makroindikatoren über Frühverrentungstrends und stilisierten Daten über institutionelle Strukturen die länderübergreifenden Unterschiede im Hinblick auf die Institutionalisierung von Frühverrentungssystemen sowie die jüngste Trendwende in diesem Bereich. Durch einen Vergleich des Zusammenspiels von Sozialpolitik und wirtschaftlichen Institutionen untersuchen wir die länderübergreifenden Unterschiede zwischen wohlfahrtsstaatlichen 'Pull'-Faktoren und wirtschaftlichen 'Push'-Faktoren, die zu einem frühen Erwerbsausstieg beigetragen haben. Gleichzeitig befasst sich der Beitrag mit den potentiellen Auswirkungen des Rückbaus wohlfahrtsstaatlicher Leistungen sowie der Bedeutung von 'Integrationsfaktoren' (wie etwa Aktivierungsmaßnahmen) im Hinblick auf eine Reduzierung frühzeitiger Erwerbsausstiege." Yet despite some progress over the last decade, empirical data show persistent diversity across EU member states. Institutional arrangements of social and labor market policies can be seen as the core factors behind cross-national diversity. Hence, institutional change is crucial to explain structural changes. The paper tries to assess the role of supranational policy initiatives and national politicoeconomic factors in shaping the transition from work to retirement in EU member states which is still governed by the national political economy. Taking the German case as an example in point, the paper shows the dynamic interaction between policy changes, in particular in benefit systems and activation, and changes in the approach of firms and workers to early retirement. "How is it that populations react so differently to policy incentives among developed countries? We noticed that senior employment rates not only differ in level strikingly from one country to another, they also differ in their reaction to retirement incentives set by governments. We show the importance of trust given to the employer in wage negotiations by a simple trade-off model. According to this model, reaction of the senior activity rate to policy changes depends on the properties of the distribution of trust to employers at the country level. We then identify these properties by an empirical study based on panel data for nineteen OECD countries from 1980 to 2004. We show that the elasticity of senior males labor force participation rate to retirement incentives is stronger in countries with better and more homogeneously distributed working conditions. The book is divided into four parts. By examining emerging career development concepts and learning frameworks for ageing workers, the first part gives a broad view of the subject matter. The second part provides perspectives from comparative cross-national research on ageing, learning and working in Europe. The third part identifies ways of breaking traditional patterns to extend working lives and to assist working beyond retirement age. In the final part, active ageing is approached by considering the role of guidance and employer-supported initiatives. This publication conveys two crucial messages. First, successful active ageing requires commitment and involvement from ageing workers themselves and employers, in a context that supports learning and recognises the specific needs of ageing workers. Second, sustainable labour-market participation at advanced age cannot be achieved without sound understanding of ageing, working and learning and the interconnections between these processes." Abstract
Eine stark verbreitete Frühverrentungskultur im Sinne einer intensiven Nutzung von Frühverrentungsinstrumenten führte ab den späten 1960er Jahren in vielen westlichen Wohlfahrtsstaaten zu einem Widerspruch zwischen dem tatsächlichen Erwerbsaustritts- und dem offiziellem Renteneintrittsalter. Diese Diskrepanz war - in Abweichung vom wohlfahrtsstaatlichen Ansatz (universalistisch, liberal, konservativ) und im Zeitverlauf - unterschiedlich ausgeprägt. Vorherrschend waren - in Nuancen - verschiedene konstruierte Vorstellungen unter dem Deckmantel des Altersbildes "Jung für Alt", die zusammen mit Frühverrentungsmaßnahmen die gemeinsamen Ziele einer sozialen Abfederung vor Arbeitsmarktproblemen wie Arbeitslosigkeit bzw. der Öffnung des Arbeitsmarktes für Jüngere oder die sozialverträgliche Ausgliederung Älterer seitens der Unternehmen verfolgten.

"Based on the theory of Transitional Labour Markets (TLM), this article derives normative criteria for 'active ageing'. We argue why and under what conditions more employment for older people can help to improve their quality of life and can thus be considered an important part of future social policy. To this end, the article presents a brief review of the employment situation of older workers (aged 55-64) in the different European countries so as to identify what precisely might be required at the level of labour market policy. It systematically discusses the promoting and inhibiting factors behind the significant variation in the employment of older workers across Europe, and tests their explanatory value in a simple statistical model. We investigate the reasons for this policy reversal, focusing on two key actors: governments and trade unions. Our mixed-methods approach entails two major steps: first, we embed approaches to policy reform in a common framework to show the empirical relevance of the two major actors in most OECD countries. We find that both government ideology and union representativeness matter. In a second step, we investigate reform processes in two countries in more detail. Belgium and the Netherlands have much in common as regards government and interest groups but differ in terms of the reversal of early exit policies. We see that both the configuration of electoral and welfare state institutions have shaped the specific strategic environment of the two actors in both countries." "1. Reforming pensions looms large over the policy agenda of OECD countries. This is hardly surprising since public spending on pensions accounted on average for 7 per cent of OECD GDP in 2005; and this pension spending effort is set to increase significantly over the coming decades in response to population ageing. Pension policy is indeed challenging and controversial because it involves long-term decisions in the face of numerous short-term political pressures.
2. However, the status quo does not always win out so far as pension reform in concerned: public finance crises and the looming threat of ageing populations have proved effective spurs for reform. As a result, much has been done since the early 1990s to make pension systems fit for the future. Nearly all the 30 OECD countries have made at least some changes to their pension systems in that period. In 16 of them, there have been major reforms that will significantly affect future benefits.
3. The purpose of this paper is to summarise these reforms and highlight the main lessons. Section 1 looks at which countries reformed their pensions systems and which did not. It also examines the fiscal challenges posed by public pensions. Section 2 describes the measures in the reforms themselves. These include, among other things, increases in pension age, changes in the way benefits are calculated and smaller pension increases in retirement than in the past. Section 3 explores the impact of these reforms on future pension entitlements of today's retirees, showing a clear trend to a lower pension promise for today's workers than for past generations. This means that people will need to save more for their own retirement via private pension schemes, an issue examined in Section 4. This is followed in Section 5 by a review of the main outstanding challenges facing pension systems in OECD countries. The final section presents some concluding remarks." Die Europäische Stiftung zur Verbesserung der Lebens- und Arbeitsbedingungen hat sich der Aufgabe verschrieben, detaillierte Informationen über den Einsatz von Arbeitszeitarrangements in europäischen Unternehmen, die Gründe für den Einsatz derartiger Arrangements und die Resultate für Unternehmen und Arbeitnehmer zusammenzutragen. Im Jahre 2004 startete die Stiftung ihre erste Unternehmenserhebung (Establishment Survey on Working Time) zum Thema Arbeitszeit in 21 europäischen Ländern: den 15 alten Mitgliedstaaten der EU und sechs der neuen Mitglieder - der Tschechischen Republik, Zypern, Ungarn, Lettland, Polen und Slowenien. Die Erhebung wurde auf der Basis einer Fragebogenumfrage bei einem repräsentativen Sample von über 21.000 Unternehmen durchgeführt. Ziel war die Analyse von Arbeitszeitarrangements und von Fragen am Arbeitsplatz, die mit dem Gleichgewicht von Leben und Arbeit zusammenhängen, durch Befragung von Personalmanagern und wenn möglich formalen Vertretern der Arbeitnehmer. Der Fokus lag auf flexiblen Arbeitszeiten, Überstunden, Teilzeitarbeit, Arbeit zu ungewöhnlichen Zeiten wie Schichtarbeit, Nachtarbeit oder Wochenendarbeit, Erziehungsurlaub oder anderen Formen langfristiger Beurlaubung sowie auf Vorruhestand oder Altersteilzeit. Der Bericht analysiert die Daten im Hinblick auf Vorruhestand und Altersteilzeit und untersucht die institutionellen Bezugsrahmen dieser Regelungen sowie die spezifischen Einflussfaktoren, denen ihre Einführung unterliegt. Abgesehen von dem Punkt, ob solche Regelungen in den untersuchten Unternehmen angeboten werden, liefert die Analyse auch Informationen über den Anteil der Arbeitnehmer, die für Vorruhestand oder Altersteilzeit in Frage kommen und die Gründe, warum von derartigen Regelungen Gebrauch gemacht wird. Die Anwendung beider Regelungen wird aus der Perspektive des Managements und der Arbeitnehmervertreter untersucht. Auf diese Weise unterstreicht der Bericht, dass eine Vielzahl von Faktoren - darunter Unternehmensgröße, Wirtschaftszweig, Erfahrungen mit Teilzeitarbeit, die Beschäftigungssituation im Unternehmen und die individuelle Situation der Arbeitnehmer - dafür entscheidend sind, in welchem Ausmaß von den Regelungen zum Berufsausstieg Gebrauch gemacht wird. Obwohl beide Instrumente dazu dienen sollen, die Einführung flexibler Arbeitszeitarrangements zu ermutigen und somit das Gleichgewicht von Leben und Arbeit zu verbessern, legen die Ergebnisse nahe, dass Altersteilzeit häufiger aus anderen Gründen eingesetzt wird, zum Beispiel zum Personalabbau oder im Rahmen von Strukturwandel. "Im Zuge der Diskussion um die Folgen des demografischen Wandels gewinnen Fragen zur Beschäftigungssituation älterer Arbeitnehmerinnen und Arbeitnehmer sowie zum Übergang vom Erwerbsleben in den Ruhestand in der öffentlichen Diskussion an Bedeutung. Dieses Feld ist aber nach wie vor von großer Unübersichtlichkeit geprägt. Der vorliegende Band soll einen Beitrag zu einem besseren Verständnis der Erwerbstätigkeit im Alter leisten.
Im ersten Beitrag wird eine differenzierte Bestandsaufnahme der Beschäftigung älterer Arbeitnehmerinnen und Arbeitnehmer in Deutschland vorgenommen. Ein weiterer Beitrag stellt die auf Deutschland bezogenen empirischen Ergebnisse zur Beschäftigungssituation dieser Gruppe der Situation in den EU-Staaten, der Schweiz und Norwegen gegenüber. Der dritte Beitrag analysiert die Unterschiede in der Weiterbildungsbeteiligung verschiedener Gruppen älterer Erwerbspersonen als wichtige Voraussetzung für den Erhalt der Beschäftigungsfähigkeit. Abstract
Die Rede leitet die Fachtagung zur Beschäftigungsförderung älterer Arbeitnehmer in Europa ein. Die gegenläufige Entwicklung einer steigenden Lebenserwartung bei gleichzeitig sinkender Erwerbsbeteiligung Älterer wird skizziert, und die hieraus abgeleiteten Ziele der Europäischen Kommission werden genannt. Betont wird die Bedeutung des aktiven Alterns für die Zukunft Europas. Vor diesem Hintergrund wird die Anhebung der Zahl älterer Arbeitnehmer als vordringliche Aufgabe der Europäischen Beschäftigungspolitik verstanden. Als zentrale Aktionsbereiche werden folgende Komplexe genannt: Reformen von Ruhestandsregelungen und Rentensystemen, Reformen der Steuer- und Leistungssysteme sowie der finanziellen Anreizsysteme, Gesundheitsschutz und Arbeitsplatzqualität, Ausbildung und lebenslanges Lernen sowie der Wandel der Einstellungen und Stereotype. Für Deutschland wird 'eine Umkehr des Trends zur Frühverrentung' gefordert, und die Gewerkschaften werden aufgefordert, ihre Strategie in punkto Vorruhestandsregelung zu überdenken. Zur Umsetzung der Politik des aktiven Alterns wird eine 'starke Partnerschaft' als notwendig erachtet, die sämtliche Politikbereiche umfasst und alle Sozialpartner einbezieht. "Mitte der neunziger Jahre arbeitete die OECD eine Reihe von Politikempfehlungen aus, die auf eine Senkung der Arbeitslosigkeit und Verbesserung der Arbeitsmarktergebnisse abzielten. Ein Jahrzehnt später ist es nun an der Zeit, Bilanz zu ziehen und zu ermitteln, ob sich diese Politikempfehlungen als wirkungsvoll erwiesen haben und wie sie gegebenenfalls überarbeitet und erweitert werden müssen, um den jeweils neuen Herausforderungen gerecht zu werden. Der Bericht beginnt mit einem Überblick über die Arbeitsmarktergebnisse seit 1994 (Teil I) und untersucht anschließend die neuen Erkenntnisse, die aus Analysen wie auch aus den Erfahrungen mit erfolgreichen und weniger erfolgreichen Maßnahmen gewonnen wurden (Teil II). "In an era of rapid population ageing, many employment and social policies, practices and attitudes that discourage work at an older age have passed their sell-by date and need to be overhauled. They not only deny older workers choice about when and how to retire but are costly for business, the economy and society. If nothing is done to promote better employment prospects for older workers, the number of retirees per worker in OECD countries will double over the next five decades. This will threaten living standards and put enormous pressure on the financing of social protection systems. To help meet these daunting challenges, work needs to be made a more attractive and rewarding proposition for older workers. First, there must be strong financial incentives to carry on working and existing, subsidised pathways to early retirement have to be eliminated. Second, wage-setting and employment practices must be adapted to ensure that employers have stronger incentives to hire and retain older workers. Third, older workers must be given appropriate help and encouragement to improve their employability. Finally, a major shift in attitudes to working at an older age will be required on the part of both employers and older workers themselves. This report makes an important contribution to establishing a new agenda of age-friendly employment policies and practices. It draws out the main lessons that have emerged from the 21 country reviews which have been published separately under the OECD's series on 'Ageing and Employment Policies/Vieillissement et politiques de l'emploi'.

Die Bedeutung und die Folgen des demografischen Wandels für Ökonomie und Arbeitsmarkt werden untersucht. Dabei wird gefragt, wie sich das Altern der Gesellschaft auf Wachstumsprozess und Arbeitsmarkt auswirkt, aber auch umgekehrt, welche Bedeutung die voraussichtliche Entwicklung der Wirtschaftsstruktur für die Arbeitsmarktchancen älterer Menschen hat. An Hand einer OECD-Studie von 2003 wird die Beschäftigungssituation der 55- bis 64-Jährigen in zehn OECD-Staaten vergleichend betrachtet. Die Risiken einer alternden Bevölkerung und die grundsätzlichen Bestimmungsgründe der Erwerbsbeteiligung älterer Arbeitnehmer werden herausgearbeitet. Dabei wird die jugendzentrierte Personalpolitik in Deutschland kritisiert, während gleichzeitig die Defizit-Hypothese des Alterns nicht belegt werden kann. Vor diesem Hintergrund wird der Strukturwandel unter den älteren Erwerbstätigen seit den 1990er Jahren im deutsch-amerikanischen Vergleich untersucht. Insgesamt besteht ein prinzipiell positiver Zusammenhang zwischen dem Umfang von Dienstleistungstätigkeiten und dem Beschäftigungsgrad Älterer, wie er in den USA bereits sichtbar wird. Die Globalisierung hat vielfältige Auswirkungen auf die Lebens- und Berufsverläufe in den Industrieländern. In der Studie wird speziell ihren Einfluss auf den Berufsverlauf älterer Arbeitskräfte nachgegangen. Aus quantitativer und qualitativer Perspektive wird die Entwicklung der Erwerbsbeteiligung Älter in der zweiten Hälfte des 20. Jahrhunderts sowie deren institutionelle Rahmenbedingungen dargestellt. In allen Industrieländern läßt sich in den letzten drei Jahrzehnten ein Trend hin zum frühen Berufsausstieg beobachten. Es zeigt sich auch, dass Teilzeitarbeit für Ältere eine wichtige Rolle spielt. Rentensystem und Anreize für Berufsausstieg werden als Ausschlussstrategien betrachtet, Arbeitsmarktflexibilisierung und aktive Arbeitsmarktpolitik hingegen als Strategien, die Erwerbstätigkeit Älterer zu erhalten. Es werden die unterschiedlichen Entwicklungspfade in liberalen, sozialdemokratischen, südeuropäischen, konservativen und postkommunistischen Ländern herausgearbeitet. Während konservative und südeuropäische Länder eine geringe Erwerbsbeteiligung und eine hohe Arbeitslosigkeit Älterer verzeichnen, bleiben ältere Arbeitskräfte in liberalen Ländern länger in Beschäftigung. Dies wird zurückgeführt auf flexible und wenig regulierte Arbeitsmärkte in Verbindung mit geringen Anreizen zum Berufsausstieg. Die hohe Erwerbsbeteiligung Älterer in sozialdemokratischen Ländern hingegen resultiert eher aus staatlichem Einfluss in Form von Arbeitsmarkt- und Bildungspolitik. (IAB)

"Für Rentenausgaben wurden in EU-15 im Jahr 2002 (gegenüber 2001) konstant 12,6% des BIP bereitgestellt. Seit 1993 ist dieser Anteil leicht zurückgegangen, obwohl die sich die Veränderungen in den einzelnen Mitgliedsstaaten erheblich unterschieden. Die stärkste Zunahme dieses Anteils seit 1993 wurde für Portugal verbucht (und außerhalb der EU für Island und die Schweiz) und der stärkste Rückgang für Irland und Finnland. Im Jahr 2002 entfielen die höchsten Rentenausgaben auf Italien (14,9% des BIP); damit lag der Anteil der Rentenausgaben an allen Sozialleistungen in Italien bei knapp 60%. Der ohnehin schon dominierende Anteil der Altersruhegelder an den Renten insgesamt erhöhte sich weiter und lag 2002 in EU-15 bei 76%. Im Jahre 2002 lag die Arbeitslosenquote in Europa im Vergleich zu außereuropäischen OECD-Staaten relativ hoch. Dabei verzeichnete die Mehrzahl der europäischen Länder eine niedrigere Arbeitslosenquote als alle außereuropäischen Länder der OECD, einschließlich der USA. Dieses widersprüchliche Ergebnis resultiert aus den überdurchschnittlichen Arbeitslosenquoten der vier der größten EU-Länder (Frankreich, Deutschland, Italien und Spanien) und aus der Tatsache, dass Arbeitsmärkte in der EU trotz europaweiter Öffnung immer noch national funktionieren. Vor diesem Hintergrund untersucht der Beitrag, warum die Arbeitslosigkeit in einigen europäischen Ländern zurückgeht und in anderen nicht. Dazu werden Daten zur volkswirtschaftlichen Entwicklung und arbeitsmarktspezifische Daten der Länder der EU, der Schweiz und außereuropäischer westlicher OECD-Staaten miteinander verknüpft und verglichen. Hieraus wird geschlussfolgert, dass es geeignete wirtschaftspolitische Maßnahmen gibt, die Arbeitslosenquote nahe an der Vollbeschäftigungsquote zu halten. Vier Strategien erweisen sich als besonders relevant: 1. Arbeits- oder Schulungsangebote an jeden Arbeitslosen innerhalb eines Jahres; 2. Begrenzung des Anspruchs auf Leistungen aus der Arbeitslosenversicherung für alle, die nicht arbeiten oder sich in arbeitsähnlichen Maßnahmen befinden, auf ein Jahr; 3. Abstimmung von Lohnabschlüssen auf regionale Bedingungen; 4. Einschränkung der Möglichkeiten für Vorruhestand und unkontrollierten Zugang zu Erwerbsunfähigkeitsrenten. Eine Reform der Rentensysteme sollte Hindernisse, die einer Beschäftigung älterer Arbeitnehmer entgegenstehen, beseitigen. (IAB)

"Die sozialpolitischen Agenda stellt den Rahmen für die beschäftigungs- und sozialpolitischen Maßnahmen in den Jahren 2005 bis 2010 der Europäischen Union dar und enthält den Fahrplan für die Modernisierung und Verbesserung des europäischen Sozialmodells. Ziel der Agenda ist es, die Lissabon-Strategie stärker mit der Beschäftigungs- und Sozialpolitik zu verzahnen. Die skizzierten Maßnahmen sind an zwei Schwerpunkten ausgerichtet: Beschäftigung sowie Bekämpfung der Armut und Förderung der Chancengleichheit. Als Ziele werden formuliert: Vollbeschäftigung, die Fortentwicklung des Arbeitsrecht, die Förderung von Sozialpartnerschaft, die Beseitigung von Mobilitätsbarrieren zur Schaffung eines europäischen Arbeitsmarktes sowie eine solidarische Gesellschaft, die durch soziale Integration, Vielfalt und Nichtdiskriminierung gekennzeichnet ist. Neben Rechtsvorschriften und sozialem Dialog, ESF und Mainstreaming soll zur Umsetzung der sozialpolitischen Ziele auch die Methode der offenen Koordinierung zur Unterstützung der Mitgliedstaaten in ihrem Bemühen um eine Modernisierung der Beschäftigungs- und Sozialschutzsysteme eingesetzt werden." Grünbuch "Angesichts des demografischen Wandels - eine neue Solidarität zwischen den Generationen" (2005)
Abstract
Die EU steht wie noch nie zuvor einem demografischen Wandel gegenüber, der beträchtliche Auswirkungen auf Gesellschaft und Wirtschaft haben wird. Die Menschen leben länger und gesünder, und die Geburtenrate ist auf 1,5 Kind pro Frau gesunken. Laut Basisszenario der Bevölkerungsvorausschätzungen von Eurostat wird im Jahr 2030 die Anzahl der Kinder und Jugendlichen in Europa um 18 Millionen abgenommen haben. Zu diesem Zeitpunkt wird es in der EU 24 Millionen mehr ältere Arbeitnehmer im Alter von 55 bis 64 Jahren als heute geben sowie 34,7 Millionen Menschen, die älter als 80 sind (verglichen mit 18,8 Millionen heute). Wie können wir diese Herausforderungen annehmen? Wie sollen wir die Tendenz zum Bevölkerungsrückgang umkehren? Wie sollen wir mit den Auswirkungen einer alternden Bevölkerung fertig werden und gleichzeitig den Jüngsten unter uns neue Chancen anbieten? Dies sind einige der Fragen, die in dem Grünbuch der Kommission aufgegriffen werden, das zum Ziel hat, eine Debatte zu starten, an der alle Betroffenen aufgerufen sind sich zu beteiligen. Für die Europäische Union werden folgende Prioritäten herausgestellt: 1. Förderung der Geburtenraten durch eine angemessene Familienpolitik; 2. Sicherstellung eines Gleichgewichts zwischen den Generationen sowie 3. Schaffung neuer Übergänge zwischen den Lebensabschnitten. (IAB)

Abstract
"Many studies describe the potentially adverse impact on employment of the payroll costs of financing public pension programmes. Conventionally, empirical studies treat contributions to public pension programmes as a pure tax (in, for example, calculations of the tax wedge by OECD). But this approach ignores any future rights to benefits that are perceived by contributors. In fact, public pension programmes contain both an 'actuarial' and a 'redistributive' component - the former closer to saving, the latter a tax. The paper constructs indicators of the tax component of pension programmes, both between and within generations, across a range of OECD countries and time periods. It uses these measures in a cross-country panel analysis of the determinants of age and gender-specific economic activity rates. The results reveal robust evidence that when public pension programme contributions are broken down into a tax component and a savings component, the tax component of the payroll contribution reduces economic activity rates among women while a higher retirement saving component has the opposite effect. There is little evidence that average tax rates, however constructed, have any adverse impact on the economic activity rates of men." (Author's abstract, IAB-Doku) ((en))

"In den 1970er und 1980er Jahren wurde vor dem Hintergrund steigender Arbeitslosenzahlen, der Zunahme der Jugendarbeitslosigkeit und der Umstrukturierung traditioneller Industriezweige vielfach das Instrument des Vorruhestands als Lösungsansatz propagiert. Spätestens seit Beginn der 1990erJahre sind die Herausforderungen des demografischen Wandels allmählich in die politische und öffentliche Wahrnehmung gerückt, die eine Ab-und Umkehr von der Frühverrentungspraxis sowie eine Erhöhung des Erwerbsaustrittsalters und der Erwerbsquote der Älteren erforderlich machen. Um den langfristigen Auswirkungen auf den Arbeitsmarkt und die sozialen Sicherungssysteme, den wachsenden Bedarf an Altenpflege und Gesundheitsversorgung, insbesondere aber das Risiko altersbedingter sozialer Ausgrenzung und Armut zu begegnen, wurden seitens der Europäischen Kommission beschäftigungspolitische Leitlinien erlassen und die Förderung des 'aktiven Alterns' angeregt." Living happily ever after: the economic implications of aging societies (2004)
Abstract
Die Überalterung der Bevölkerung in den westlichen Industrieländern ist die Folge zweier demographischer Entwicklungen: zum einen leben die Menschen heute länger als früher und zum anderen sinken die Geburtenraten sowohl in westlichen Industrieländern als auch zunehmend in den Entwicklungsländern. Der Bericht stellt eine Untersuchung vor, die die wirtschaftlichen Folgen dieses Prozesses insbesondere unter dem Aspekt der Kosten der Altersversorgung in den Ländern der OECD analysiert. Statistische Basis dieses Ländervergleichs sind Angaben zum durchschnittlichen Renteneintrittsalter von Männer und Frauen aus den Jahren 1980 bis 2000, die Entwicklung der Ruhestandsdauer von 2000 bis 2003 sowie der geschätzte Anteil der Ruheständler an der Gesamtbevölkerung von 2000 bis 2030. Abschließend wird die Finanzierung der unterschiedlichen Rentensysteme, wie z.B. das Umlageverfahren oder die Kapitaldeckung in den Länder verglichen. (IAB)

Abstract
Die Europäische Union läuft Gefahr, ihr ehrgeiziges Ziel zu verfehlen, das sie sich im Jahr 2000 in Lissabon selbst gesetzt hat, nämlich bis 2010 zum wettbewerbsfähigsten und dynamischsten wissensbasierten Wirtschaftsraum in der Welt zu werden, der fähig ist, ein dauerhaftes Wirtschaftswachstum mit mehr und besseren Arbeitsplätzen und einen größeren sozialen Zusammenhalt zu erzielen. Wenn die Mitgliedstaaten ihre Bemühungen nicht verstärken, wird es zunehmend unwahrscheinlich, dass bis 2010 das übergreifende Ziel und die Beschäftigungsziele erreichbar sind. Mit der Konjunkturabschwächung hat die Arbeitslosigkeit wieder zugenommen und in mehreren Mitgliedstaaten ein hohes Niveau erreicht. Hier will die Taskforce Beschäftigung ansetzen. Beschäftigung und Produktivität sollen mittels vier Schlüsselfaktoren gesteigert werden:
- mehr Anpassungsfähigkeit auf Seiten der Arbeitnehmer und der Unternehmen,
- größere Attraktivität des Arbeitsmarktes für mehr Menschen,
- mehr und effektivere Investitionen in das Humankapital,
- effektivere Durchführung der Reformen durch bessere beschäftigungspolitische Maßnahmen. (IAB2) -

"This paper examines the impact of old-age pension systems and other social transfer programmes on the retirement decision of older males in OECD countries. For each of the 55-59, 60-64 and 65+ age groups, a new panel dataset of retirement incentives embedded in those schemes is constructed for an illustrative worker. The main focus is on the implicit tax rate on working for five more years, which sums up various dimensions of retirement incentives such as the pension accrual rate but also, to a lesser extent, the availability and generosity of benefits. There is currently wide dispersion across OECD countries in implicit tax rates on continued work embedded in old-age pension and early retirement schemes: they are high in most Continental European Countries, compared with Japan, Korea, English-speaking and Nordic countries. Simple cross-country correlations and panel data econometric estimates both show that implicit taxes on continued work have sizeable effects on the departure of older male workers from the labour force. For the 55-59 age group, there is clear evidence that these effects result from a number of social transfer programmes, which have been used de facto as early retirement schemes, rather than from old age pension systems themselves. For the 60-64 and 65+ age groups, eligibility ages also appear to have a specific impact on the retirement decision, probably reflecting liquidity and/or customary effects." Die Publikation des Europäischen Beschäftigungsobservatoriums veröffentlicht zum Einen Beiträge auf Grundlage der Informationen, die von den nationalen Korrespondenten im Rahmen des MISEP-Netzes bereitgestellt wurden. Zum Anderen geben im zweiten Teil die Beiträge einen aktuellen und ausführlichen Überblick über die Arbeitsmarktsituation und die Beschäftigungsmaßnahmen bezüglich älteren Arbeitnehmerinnen und Arbeitnehmern in den Ländern der EU.
